    The Plug-In Hybrid Electric Vehicle (PHEV) Market Introduction Study Workshop was attended by approximately forty representatives from various stakeholder organizations. The event took place at the Hotel Helix in Washington, D.C. on December 1-2, 2008. The purpose of this workshop was to follow-up last year s PHEV Value Proposition Study, which showed that indeed, a viable and even thriving market for these vehicles can exist by the year 2030. This workshop aimed to identify immediate action items that need to be undertaken to achieve a successful market introduction and ensuing large market share of PHEVs in the U.S. automotive fleet.

  12. Advanced research workshop: nuclear materials safety

    The Advanced Research Workshop (ARW) on Nuclear Materials Safety held June 8-10, 1998, in St. Petersburg, Russia, was attended by 27 Russian experts from 14 different Russian organizations, seven European experts from six different organizations, and 14 U.S. experts from seven different organizations. The ARW was conducted at the State Education Center (SEC), a former Minatom nuclear training center in St. Petersburg. Thirty-three technical presentations were made using simultaneous translations. These presentations are reprinted in this volume as a formal ARW Proceedings in the NATO Science Series. The representative technical papers contained here cover nuclear material safety topics on the storage and disposition of excess plutonium and high enriched uranium (HEU) fissile materials, including vitrification, mixed oxide (MOX) fuel fabrication, plutonium ceramics, reprocessing, geologic disposal, transportation, and Russian regulatory processes. This ARW completed discussions by experts of the nuclear materials safety topics that were not covered in the previous, companion ARW on Nuclear Materials Safety held in Amarillo, Texas, in March 1997. These two workshops, when viewed together as a set, have addressed most nuclear material aspects of the storage and disposition operations required for excess HEU and plutonium. As a result, specific experts in nuclear materials safety have been identified, know each other from their participation in t he two ARW interactions, and have developed a partial consensus and dialogue on the most urgent nuclear materials safety topics to be addressed in a formal bilateral program on t he subject. A strong basis now exists for maintaining and developing a continuing dialogue between Russian, European, and U.S. experts in nuclear materials safety that will improve the safety of future nuclear materials operations in all the countries involved because of t he positive synergistic effects of focusing these diverse backgrounds of

    This report is a summary of the panel discussions included with the Ninth Workshop on Crystalline Silicon Solar Cell Materials and Processes. The theme for the workshop was ``R and D Challenges and Opportunities in Si Photovoltaics.'' This theme was chosen because it appropriately reflects a host of challenges that the growing production of Si photovoltaics will be facing in the new millennium. The anticipated challenges will arise in developing strategies for cost reduction, increased production, higher throughput per manufacturing line, new sources of low-cost Si, and the introduction of new manufacturing processes for cell production. At the same time, technologies based on CdTe and CIS will come on line posing new competition. With these challenges come new opportunities for Si PV to wean itself from the microelectronics industry, to embark on a more aggressive program in thin-film Si solar cells, and to try new approaches to process monitoring.

    The U.S. Department of Energy/National Nuclear Security Administration (DOE/NNSA) hosted a workshop from May 4-22, 2009, on the fundamental elements of international safeguards. Entitled "A Technical Training Workshop on International Safeguards," the workshop introduced post-graduate students from Malaysia, Vietnam, Indonesia, Thailand, Morocco, Egypt, Algeria and Tunisia to the fundamental issues and best practices associated with international safeguards and encouraged them to explore potential career paths in safeguards. Workshops like these strengthen the international safeguards regime by promoting the development of a "safeguards culture" among young nuclear professionals within nascent nuclear countries. While this concept of safeguards culture is sometimes hard to define and even harder to measure, this paper will demonstrate that the promotion of safeguards cultures through workshops like these justifies the investment of U.S. taxpayer dollars.

The workshop was planned and executed under the direction of workshop co-chair Dr. Kerry Cheung (DOE) and co-chair Dr. Dominic Lee (ORNL). The information contained herein is based on the results of the workshop, which was attended by nearly 50 experts from government, industry, and academia.   6. Method for facilitating the introduction of material into cells

    The present invention is a method for creating a localized disruption within a boundary of a cell or structure by exposing a boundary of a cell or structure to a set of energetically charged particles while regulating the energy of the charged particles so that the charged particles have an amount of kinetic energy sufficient to create a localized disruption within an area of the boundary of the cell or structure, then upon creation of the localized disruption, the amount of kinetic energy decreases to an amount insufficient to create further damage within the cell or structure beyond the boundary. The present invention is also a method for facilitating the introduction of a material into a cell or structure using the same methodology then further exciting the area of the boundary of the cell or structure where the localized disruption was created so to create a localized temporary opening within the boundary then further introducing the material through the temporary opening into the cell or structure.

The workshop objectives were to: (1) encourage collaboration between DOE, the DOE national laboratories, and NCMS material manufacturers and (2) assist the DOE AIM program in targeting research and development (R D) more effectively. During the workshop, participants from industry and DOE laboratories were divided into three working groups. Representatives from the DOE national laboratories currently conducting major research programs for AIM were asked to be working group leaders. The groups developed recommendations for NCMS and AIM managers using a six-step process. As a result of the workshop, the groups identified problems of key concern to NCMS member companies and promising materials and processes to meet industry needs. Overall, the workshop found that the research agenda of DOE AIM should include working with suppliers to develop manufacturing technology. The agenda should not be solely driven by energy considerations, but rather it should be driven by industry needs. The role of DOE should be to ensure that energy-efficient technology is available to meet these needs.

    The goal of the workshop was to bring together industrial, academic, and DOE Laboratory personnel to discuss and identify potential areas for which creative, innovative, and/or multidisciplinary solutions could result in major payoffs for the nation`s energy economy, DOE, and industry. The topics emphasized in these discussions were: surfaces and interfacial processing technologies, biomolecular materials, powder/precursor technologies, magnetic materials, nanoscale materials, novel ceramics and composites, novel intermetallics and alloys, environmentally benign materials, and energy efficiency. The workshop had a 2-day format. One the first day, there was an introductory session that summarized future directions within DOE`s basic and materials technology programs, and the national studies on manufacturing and materials science and engineering. The balance of the workshop was devoted to brainstorming sessions by seven working groups. During the first working group session, the entire group was divided to discuss topics on: challenges for hostile environments, novel materials in transportation technologies, novel nanoscale materials, and opportunities in biomolecular materials. For the second session, the entire group (except for the working group on biomolecular materials) was reconfigured into new working groups on: alternative pathways to energy efficiency, environmentally benign materials and processes, and waste treatment and reduction: a basic sciences approach. This report contains separate reports from each of the seven working groups.

    This report is a summary of the panel discussions included with the Eighth Workshop on Crystalline Silicon Solar Cell Materials and Processes. The theme of the workshop was ''Supporting the Transition to World Class Manufacturing.'' This workshop provided a forum for an informal exchange of information between researchers in the photovoltaic and nonphotovoltaic fields on various aspects of impurities and defects in silicon, their dynamics during device processing, and their application in defect engineering. This interaction helped establish a knowledge base that can be used for improving device-fabrication processes to enhance solar-cell performance and reduce cell costs. It also provided an excellent opportunity for researchers from industry and universities to recognize mutual needs for future joint research.

    A workshop was held in November 1990 at Argonne National Laboratory to investigate the wear potential of bed material in fluidized-bed combustors (FBCs). The overall objective was to relate feedstock analyses to bed-material characteristics. The potential effects of quartz, alkali, chlorine, particle angularity, particle coatings, and coal rank were discussed. It was concluded that inadequate data exist to draw substantive conclusions, although in the case of two specific FBC facilities, high wastage rates could be related to the accumulation of quartz particles in the bed. The primary research needs identified in the workshop were for standardized methodologies for sampling solids, for measuring their characteristics, and for correlating those characteristics with some measure of materials wastage.

    The Option 9, Cool Communities, of the Clinton-Gore Climate Change Action Plan (CCAP) calls for mobilizing community and corporate resources to strategically plant trees and lighten the surfaces of buildings and roads in order to reduce cooling energy use of the buildings. It is estimated that Cool Communities Project will potentially save over 100 billion kilowatt-hour of energy per year corresponding to 27 million tons of carbon per year by the year 2015. To pursue the CCAP`s objectives, Lawrence Berkeley Laboratory (LBL) on behalf of the Department of Energy and the Environmental Protection Agency, in cooperation with the Building and Fire Research Laboratory of the National Institute of Standards and Technology (NIST), organized a one-day meeting to (1) explore the need for developing a national plan to assess the technical feasibility and commercial potential of high-albedo (``cool``) building materials, and if appropriate, to (2) outline a course of action for developing the plan. The meeting took place on February 28, 1994, in Gaithersburg, Maryland. The proceedings of the conference, Cool Building Materials, includes the minutes of the conference and copies of presentation materials distributed by the conference participants.

    A workshop was held at the Idaho National Engineering Laboratory, August 16--18, 1994 on the topic of risk assessment on medical devices that use radioactive isotopes. Its purpose was to review past efforts to develop a risk assessment methodology to evaluate these devices, and to develop a program plan and a scoping document for future methodology development. This report contains a summary of that workshop. Participants included experts in the fields of radiation oncology, medical physics, risk assessment, human-error analysis, and human factors. Staff from the US Nuclear Regulatory Commission (NRC) associated with the regulation of medical uses of radioactive materials and with research into risk-assessment methods participated in the workshop. The workshop participants concurred in NRC`s intended use of risk assessment as an important technology in the development of regulations for the medical use of radioactive material and encouraged the NRC to proceed rapidly with a pilot study. Specific recommendations are included in the executive summary and the body of this report.     This report presents a synopsis of the presentations made at the two-day workshop conducted in Portland, Oregon, on August 12 and 13, 1993, for the Advanced Industrial Concepts division (AICD) of the US Department of Energy (DOE) Office of Industrial Technologies (OIT) and DOE national laboratory representatives from the pulp and paper industry. The information from the presentations is supplemented by additional statistics, as appropriate. The workshop objectives were (1) to develop a strategy and framework for collaboration between the pulp and paper industries and DOE`s national laboratories, (2) to identify major challenges to pulp and paper industry modernization, and (3) to identify research objectives for DOE national laboratories to improve materials and process technology in pulp and paper mills. Prior to the workshop, participants had the opportunity to tour paper mills and gain familiarity with pulp and paper processing methods. During the workshop, research needs for materials and processing that were identified at earlier AICD workshops were reviewed. Major problems of the pulp and paper industry were addressed, and ways in which DOE national laboratories are interacting with other industries to foster innovation and solve problems were presented. As a result of this and other workshops, a Pulp Paper Mill of the future strategy is being developed to address challenges identified in these proceedings. Continued efforts are expected by AICD to match candidate materials and processes from DOE national laboratories with the technology needs of pulp and paper mills.

    Two of the originally planned workshop sessions, indicated by the titles on each side of the {open_quotes}/{close_quotes} in the above title were combined. The session was structured into four areas in which target material attributes were considered: nuclear properties; physical properties; compatibility; and liquid metal engineering/safety. Short presentations were either volunteered by participants or requested by the session organizers to help establish a background and stimulate discussion. G. Bauer, J. Takeda, T. Gabriel and S. Wender covered the first two areas; J. DiStefano, Y. Dai and Y. Orlov made presentations in the third area. O. Lielausis and R. Dressler spoke on the fourth area. L.K. Mansur served as moderator for the combined session. Although there was much discussion and some differences of opinion, the overall recommendations, considering all available factors, as distilled by this session`s organizers, are as follows. Choose Hg as the prime candidate target material to which most resources should be devoted. A strong alternate candidate is considered to exist in Pb-Bi eutectic. Other candidate materials such as Pb, Pb-Mg eutectic and Bi are weaker choices for various reasons, with Bi being the weakest.

    The National Center for Photovoltaics sponsored the 16th Workshop on Crystalline Silicon Solar Cells and Modules: Materials and Processes held August 6-9, 2006 in Denver, Colorado. The workshop addressed the fundamental properties of PV-Si, new solar cell designs, and advanced solar cell processing techniques. It provided a forum for an informal exchange of technical and scientific information between international researchers in the photovoltaic and relevant non-photovoltaic fields. The Workshop Theme was: "Getting more (Watts) for Less ($i)". A combination of oral presentations by invited speakers, poster sessions, and discussion sessions reviewed recent advances in crystal growth, new cell structures, new processes and process characterization techniques, and cell fabrication approaches suitable for future manufacturing demands. The special sessions included: Feedstock Issues: Si Refining and Purification; Metal-impurity Engineering; Thin Film Si; and Diagnostic Techniques.

    A workshop was held at the Idaho National Engineering Laboratory, August 16--18, 1994 on the topic of risk assessment on medical devices that use radioactive isotopes. Its purpose was to review past efforts to develop a risk assessment methodology to evaluate these devices, and to develop a program plan and a scoping document for future methodology development. This report contains presentation material and a transcript of the workshop. Participants included experts in the fields of radiation oncology, medical physics, risk assessment, human-error analysis, and human factors. Staff from the US Nuclear Regulatory Commission (NRC) associated with the regulation of medical uses of radioactive materials and with research into risk-assessment methods participated in the workshop. The workshop participants concurred in NRC`s intended use of risk assessment as an important technology in the development of regulations for the medical use of radioactive material and encouraged the NRC to proceed rapidly with a pilot study. Specific recommendations are included in the executive summary and the body of this report.

    The theme of this workshop is Supporting the Transition to World Class Manufacturing. This workshop provides a forum for an informal exchange of information between researchers in the photovoltaic and non-photovoltaic fields on various aspects of impurities and defects in silicon, their dynamics during device processing, and their application in defect engineering. This interaction helps establish a knowledge base that can be used for improving device fabrication processes to enhance solar-cell performance and reduce cell costs. It also provides an excellent opportunity for researchers from industry and universities to recognize mutual needs for future joint research. The workshop format features invited review presentations, panel discussions, and two poster sessions. The poster sessions create an opportunity for both university and industrial researchers to present their latest results and provide a natural forum for extended discussions and technical exchanges.

    The 14th Workshop discussion sessions addressed funding needs for Si research and for R&D to enhance U.S. PV manufacturing. The wrap-up session specifically addressed topics for the new university silicon program. The theme of the workshop, Crystalline Silicon Solar Cells: Leapfrogging the Barriers, was selected to reflect the astounding progress in Si PV technology during last three decades, despite a host of barriers and bottlenecks. A combination of oral, poster, and discussion sessions addressed recent advances in crystal growth technology, new cell structures and doping methods, silicon feedstock issues, hydrogen passivation and fire through metallization, and module issues/reliability. The following oral/discussion sessions were conducted: (1) Technology Update; (2) Defects and Impurities in Si/Discussion; (3) Rump Session; (4) Module Issues and Reliability/Discussion; (5) Silicon Feedstock/Discussion; (6) Novel Doping, Cells, and Hetero-Structure Designs/Discussion; (7) Metallization/Silicon Nitride Processing/Discussion; (8) Hydrogen Passivation/Discussion; (9) Characterization/Discussion; and (10) Wrap-Up. This year's workshop lasted three and a half days and, for the first time, included a session on Si modules. A rump session was held on the evening of August 8, which addressed efficiency expectations and challenges of c Si solar cells/modules. Richard King of DOE and Daren Dance of Wright Williams& Kelly (formerly of Sematech) spoke at two of the luncheon sessions. Eleven students received Graduate Student Awards from funds contributed by the PV industry.

    The immediate goal of the workshop was to elevate and identify issues and challenges that have impeded participation of diverse individuals in MSE. The longerterm goals are to continue forward by gathering and disseminating data, launching and tracking initiatives to mitigate the impediments, and increase the number of diverse individuals pursuing degrees and careers in MSE. The larger goal, however, is to create over time an ever-increasing number of role models in science fields who will, in turn, draw others in to contribute to the workforce of the future.

    The 10th Workshop provided a forum for an informal exchange of technical and scientific information between international researchers in the photovoltaic and non-photovoltaic fields. Discussions included the various aspects of impurities and defects in silicon-their properties, the dynamics during device processing, and their application for developing low-cost processes for manufacturing high-efficiency silicon solar cells. Sessions and panel discussions also reviewed thin-film crystalline-silicon PV, advanced cell structures, new processes and process characterization techniques, and future manufacturing requirements to meet the ambitious expansion goals described in the recently released US PV Industry Roadmap. The Workshop also provided an excellent opportunity for researchers in private industry and at universities to recognize a mutual need for future collaborative research. The three-day workshop consisted of presentations by invited speakers, followed by discussion sessions. In addition, there was two poster sessions presenting the latest research and development results. The subjects discussed included: solar cell processing, light-induced degradation, gettering and passivation, crystalline silicon growth, thin-film silicon solar cells, and impurities and defects. Two special sessions featured at this workshop: advanced metallization and interconnections, and characterization methods.

    On March 18-21, 2002, the Department of Energy, Office of Nuclear Energy, Science, and Technology (NE) and the Office of Basic Energy Sciences (BES) sponsored a workshop to identify needs and opportunities for materials research aimed at performance improvements of structural materials in higher temperature reactors. The workshop focused discussion around the reactor concepts proposed as part of the Generation IV Nuclear Energy System Roadmap. The goal of the Generation IV initiative is to make revolutionary improvements in nuclear energy system design in the areas of sustainability, economics, safety and reliability. The Generation IV Nuclear Energy Systems Roadmap working groups have identified operation at higher temperature as an important step in improving economic performance and providing a means for nuclear energy to support thermochemical production of hydrogen. However, the move to higher operating temperatures will require the development and qualification of advanced materials to perform in the more challenging environment. As part of the process of developing advanced materials for these reactor concepts, a fundamental understanding of materials behavior must be established and the data-base defining critical performance limitations of these materials under irradiation must be developed. This workshop reviewed potential reactor designs and operating regimes, potential materials for application in high-temperature reactor environments, anticipated degradation mechanisms, and research necessary to understand and develop reactor materials capable of satisfactory performance while subject to irradiation damage at high temperature. The workshop brought together experts from the reactor materials and fundamental materials science communities to identify research and development needs and opportunities to provide optimum high temperature nuclear energy system structural materials.

  15. Summary of workshop on materials issues associated with low-NO{sub x} combustion conditions in fossil-fired boilers

    It was anticipated by some members of the high-temperature corrosion community that the fitting of low-NO{sub x} burners to coal-fired power plants would lead to an increase in furnace wall corrosion, as a result of the relatively substoichiometric conditions created by the staged combustion process. These expectations were not borne out by initial experience. Recently, however, cases of severe furnace wall corrosion have been reported by some U.S. utility boilers retrofitted with modern low-NO{sub x} burners. There is extensive experience of furnace wall corrosion in utility boilers in the U.K., which indicates that excessive fireside corrosion rates (>200 nm/hr; 34 mil/yr) are experienced when tubes are exposed simultaneously to substoichiometric gaseous environments (CO>3.0 percent) and high radiant heat fluxes. Such conditions may be generated when flame impingement occurs. Where such conditions persist, increases in fuel chlorine content will exacerbate the rate of metal loss. In the absence of either circumstances, corrosion rates are much reduced and little influence of coal chlorine content is anticipated. Although the corrosion is essentially sulfidation caused by H{sub 2}S in the flue gas, the contribution of fuel sulfur in the corrosion experience by U.K. boilers is unresolved, partly because of the relatively small range in sulfur content of coals burned in U.K. utility boilers. The intent of this workshop was three-fold: to better define the problem in terms of the form and rate of attack; to examine what is known about its root causes; and to review the potential for using corrosion-resistant materials as part of the solution.

    This document summarizes a workshop on thermal energy storage for concentrating solar power (CSP) that was held in Golden, Colorado, on May 20, 2011. The event was hosted by the U.S. Department of Energy (DOE), the National Renewable Energy Laboratory, and Sandia National Laboratories. The objective was to engage the university and laboratory research communities to identify and define research directions for developing new high-temperature materials and systems that advance thermal energy storage for CSP technologies. This workshop was motivated, in part, by the DOE SunShot Initiative, which sets a very aggressive cost goal for CSP technologies -- a levelized cost of energy of 6 cents per kilowatt-hour by 2020 with no incentives or credits.

    The 13th Workshop discussion sessions addressed recent progress, critical issues in implementing new technologies, and the role of fundamental R&D in the growing PV industry. For the first time, we included a rump session, which was held on Sunday evening, August 10. This session included a panel of representatives, from various photovoltaic companies, who led a discussion of''R&D Challenges in Si PV.'' A special poster/presentation session was held on Monday evening, August 11, in which NREL/DOE subcontractors highlighted their results of research performed during the current subcontract period. This session served as a subcontract review. The workshop offered special sessions to discuss: (1) High-Efficiency Si Solar Cells, which reviewed progress made in implementing high-efficiency Si solar cell fabrication processes in the manufacturing environment; (2) Advanced Processing, as future potential approaches for making Si solar cells; (3) Commercial Issues, which addressed basic understanding behind recent processes that have been used by the PV industry; and (4) Automation and Equipment, to address capabilities and requirements of new manufacturing equipment.

    Since the November 1993 Flywheel Workshop, there has been a major surge of interest in Flywheel Energy Storage. Numerous flywheel programs have been funded by the Advanced Research Projects Agency (ARPA), by the Department of Energy (DOE) through the Hybrid Vehicle Program, and by private investment. Several new prototype systems have been built and are being tested. The operational performance characteristics of flywheel energy storage are being recognized as attractive for a number of potential applications. Programs are underway to develop flywheels for cars, buses, boats, trains, satellites, and for electric utility applications such as power quality, uninterruptible power supplies, and load leveling. With the tremendous amount of flywheel activity during the last two years, this workshop should again provide an excellent opportunity for presentation of new information. This workshop is jointly sponsored by ARPA and DOE to provide a review of the status of current flywheel programs and to provide a forum for presentation of new flywheel technology. Technology areas of interest include flywheel applications, flywheel systems, design, materials, fabrication, assembly, safety & containment, ball bearings, magnetic bearings, motor/generators, power electronics, mounting systems, test procedures, and systems integration. Information from the workshop will help guide ARPA & DOE planning for future flywheel programs. This document is comprised of detailed viewgraphs.
