    The Fermi Award is a Presidential award and is one of the oldest and most prestigious science and technology honors bestowed by the U.S. Government. On February 3, 2014 it was conferred upon two exceptional scientists. The first to be recognized is Dr. Allen J. Bard, 'for international leadership in electrochemical science and technology, for advances in photoelectrochemistry and photocatalytic materials, processes, and devices, and for discovery and development of electrochemical methods including electrogenerated chemiluminescence and scanning electrochemical microscopy.' The other honoree is Dr. Andrew Sessler, 'for advancing accelerators as powerful tools of scientific discovery, for visionary direction of the research enterprise focused on challenges in energy and the environment, and for championing outreach and freedom of scientific inquiry worldwide.' Dr. Patricia Dehmer opened the ceremony, and Dr. Ernest Moniz presented the awards.

    In a town hall meeting with Department staff, Energy Secretary Ernest Moniz spoke about his plans for a reorganization of the Energy Department’s management structure. The plans will help better achieve the Department’s key priorities and those of the President, including implementing the President’s Climate Action Plan, “all of the above” energy strategy and nuclear security agenda. After his remarks, Moniz, joined by Deputy Secretary Dan Poneman, took questions from the audience in the Forrestal Auditorium as well as email questions from other Department locations.

    Disclosed is a method for the introduction of unidirectional deletions in a cloned DNA segment in the context of a cloning vector which contains an f1 endonuclease recognition sequence adjacent to the insertion site of the DNA segment. Also disclosed is a method for producing single-stranded DNA probes utilizing the same cloning vector. An optimal vector, PZIP is described. Methods for introducing unidirectional deletions into a terminal location of a cloned DNA sequence which is inserted into the vector of the present invention are also disclosed. These methods are useful for introducing deletions into either or both ends of a cloned DNA insert, for high throughput sequencing of any DNA of interest.

    The increasing presence of computers and other forms of information and communications technology (ICT) in schools has raised concerns in the United States (US) and elsewhere. Children are using computers more than any other age group in the US. It is not known whether early intensive use of ICT predisposes children to future injury. Ergonomics is not included in state curriculum standards or requirements but can be supported by some of the existing standards. Some who believe that children are better off being educated early about ergonomics are taking action to bring ergonomics into elementary and secondary schools. This paper describes the process used to introduce ergonomics into two elementary schools in two different states by initiators with two different roles.

    We present the design and performance of high-Q superconducting niobium nitride microwave resonators intended for use in hybrid quantum systems, coupling spin degrees of freedom to the cavity mode, both magnetically and electrically. We demonstrate a solution that allows to introduce static electric fields in the resonator without compromising the microwave performance. Quality factors above 10{sup 5} remain unchanged in strong applied static electric fields above 10 MV/m and magnetic fields up to ?400?mT. By design, the configuration of the dc field matches that of the microwave field, especially advantageous for experiments on electrostatically controlled spin systems.

  9. Effects of Introduced Materials in the Drift Scale Test

    Water samples previously acquired from superheated (>140 C) zones within hydrological test boreholes of the Drift Scale Test (DST) show relatively high fluoride concentrations (5-66 ppm) and low pH (3.1-3.5) values. In these high temperature regions of the rock, water is present superheated vapor only--liquid water for sampling purposes is obtained during the sampling process by cooling. Based on data collected to date, it is evident that the source of the fluoride and low pH is from introduced man-made materials (Teflon{trademark} and/or Viton{trademark} fluoroelastomer) used in the test. The test materials may contribute fluoride either by degassing hydrogen fluoride (HF) directly to produce trace concentrations of HF gas ({approx}0.1 ppm) in the high temperature steam, or by leaching fluoride in the sampling tubes after condensation of the superheated steam. HF gas is known to be released from Viton{trademark} at high temperatures (Dupont Dow Elastomers L.L.C., Elkton, MD, personal communication) and the sample water compositions indicate near stoichiometric balance of hydrogen ion and fluoride ion, indicating dissolution of HF gas into the aqueous phase. These conclusions are based on a series of water samples collected to determine if the source of the fluoride is from the degradation of materials originally installed to facilitate measurements. Analyses of these water samples show that the source of the fluoride is the introduced materials, that is the Viton{trademark} packers used to isolate test zones and/or Teflon{trademark} tubing used to draw water and steam from the test zones. In particular, water samples collected from borehole (BH) 72 high temperatures ({approx} 170 C) prior to introduction of any Viton{trademark} or Teflon{trademark} show pH Values (4.8 to 5.5) and fluoride concentrations well below 1 ppm over a period of six months. These characteristics are typical of condensing DST steam that contains only some dissolved carbon dioxide generated by water-mineral-gas reactions in the rock. With the introduction of the Viton{trademark} packer materials and Teflon{trademark} sampling tube in BH72, the water samples show pH values drop to 3.8, while fluoride rises to 2.4 ppm within three days. After nine days, the pH values reach as low as 3.4 and fluoride concentrations rise as high as 7.5 ppm in the collected samples. The background information describing the fluoride issue and a summary of the water collection activities along with the analytical results are provided below. The results of the field test confirm the hypothesis that the source of the fluoride in specific samples from the DST is the introduced test materials (i.e. Viton{trademark} and/or Teflon{trademark}). This is positive from the perspective of repository performance, particularly waste package and drip shield degradation behavior, as deleterious introduced materials would be avoided in an operating repository. Ongoing laboratory testing to be Completed in January 2002, and additional testing in BH72 and BH55 will address further details, such as the specific material introducing the fluorine and the material breakdown process.

    The formation of massive stars is a highly complex process in which it is unclear whether the star-forming gas is in global gravitational collapse or an equilibrium state supported by turbulence and/or magnetic fields. By studying one of the most massive and dense star-forming regions in the Galaxy at a distance of less than 3 kpc, i.e. the filament containing the well-known sources DR21 and DR21(OH), we attempt to obtain observational evidence to help us to discriminate between these two views. We use molecular line data from our {sup 13}CO 1 {yields} 0, CS 2 {yields} 1, and N{sub 2}H{sup +} 1 {yields} 0 survey of the Cygnus X region obtained with the FCRAO and CO, CS, HCO{sup +}, N{sub 2}H{sup +}, and H{sub 2}CO data obtained with the IRAM 30m telescope. We observe a complex velocity field and velocity dispersion in the DR21 filament in which regions of the highest column-density, i.e., dense cores, have a lower velocity dispersion than the surrounding gas and velocity gradients that are not (only) due to rotation. Infall signatures in optically thick line profiles of HCO{sup +} and {sup 12}CO are observed along and across the whole DR21 filament. By modelling the observed spectra, we obtain a typical infall speed of {approx}0.6 km s{sup -1} and mass accretion rates of the order of a few 10{sup -3} M{sub {circle_dot}} yr{sup -1} for the two main clumps constituting the filament. These massive clumps (4900 and 3300 M{sub {circle_dot}} at densities of around 10{sup 5} cm{sup -3} within 1 pc diameter) are both gravitationally contracting. The more massive of the clumps, DR21(OH), is connected to a sub-filament, apparently 'falling' onto the clump. This filament runs parallel to the magnetic field. Conclusions. All observed kinematic features in the DR21 filament (velocity field, velocity dispersion, and infall), its filamentary morphology, and the existence of (a) sub-filament(s) can be explained if the DR21 filament was formed by the convergence of flows on large scales and is now in a state of global gravitational collapse. Whether this convergence of flows originated from self-gravity on larger scales or from other processes cannot be determined by the present study. The observed velocity field and velocity dispersion are consistent with results from (magneto)-hydrodynamic simulations where the cores lie at the stagnation points of convergent turbulent flows.

    The regular or chaotic dynamics of an analytical realistic three dimensional model composed of a spherically symmetric central nucleus, a bar and a flat disk is investigated. For describing the properties of the bar we introduce a new simple dynamical model and we explore the influence on the character of orbits of all the involved parameters of it, such as the mass and the scale length of the bar, the major semi-axis and the angular velocity of the bar as well as the energy. Regions of phase space with ordered and chaotic motion are identified in dependence on these parameters and for breaking the rotational symmetry. First we study in detail the dynamics in the invariant plane $z = p_z = 0$ using the Poincar\\'e map as a basic tool and then we study the full 3 dimensional case using the SALI method as principal tool for distinguishing between order and chaos.     The first images of 6.7-GHz methanol masers in the massive star-forming regions DR21(OH) and DR21(OH)N are presented. By measuring the shapes, radial velocities and polarization properties of these masers it is possible to map out the structure, kinematics and magnetic fields in the molecular gas that surrounds newly-formed massive stars. The intrinsic angular resolution of the observations was 43 mas (~100 AU at the distance of DR21), but structures far smaller than this were revealed by employing a non-standard mapping technique. This technique was used in an attempt to identify the physical structure (e.g. disc, outflow, shock) associated with the methanol masers. Two distinct star-forming centres were identified. In DR21(OH) the masers had a linear morphology, and the individual maser spots each displayed an internal velocity gradient in the same direction as the large-scale structure. They were detected at the same position as the OH 1.7-GHz ground-state masers, close to the centre of an outflow traced by CO and class I methanol masers. The shape and velocity gradients of the masers suggests that they probably delineate a shock. In DR21(OH)N the methanol masers trace an arc with a double-peaked profile and a complex velocity gradient. This velocity gradient closely resembles that of a Keplerian disc. The masers in the arc are 4.5% linearly polarized, with a polarization angle that indicates that the magnetic field direction is roughly perpendicular to the large-scale magnetic field in the region (indicated by lower angular resolution measurements of the CO and dust polarization). The suitability of channel-by-channel centroid mapping is discussed as an improved and viable means to maximise the information gained from the data.

    Demand response (DR) resources present a potentially important source of grid flexibility however, DR in grid models is limited by data availability and modeling complexity. This presentation focuses on the co-optimization of DR resources to provide energy and ancillary services in a production cost model of the Colorado "test system". We assume each DR resource can provide energy services by either shedding load or shifting its use between different times, as well as operating reserves: frequency regulation, contingency reserve, and flexibility (or ramping) reserve. There are significant variations in the availabilities of different types of DR resources, which affect both the operational savings as well as the revenue for each DR resource. The results presented include the system-wide avoided fuel and generator start-up costs as well as the composite revenue for each DR resource by energy and operating reserves.

    The Hanford Site, located northwest of the city of Richland, Washington, houses reactors, chemical-separation systems, and related facilities used for the production of special nuclear materials, and activities associated with nuclear energy development. The 105-DR Large Sodium Fire Facility (LSFF), which was in operation from about 1972 to 1986, was a research laboratory that occupied the former ventilation supply room on the southwest side of the 105-DR Reactor facility. The LSFF was established to provide a means of investigating fire and safety aspects associated with large sodium or other metal alkali fires in the liquid metal fast breeder reactor (LMFBR) facilities. The 105-DR Reactor facility was designed and built in the 1950`s and is located in the 100-D Area of the Hanford Site. The building housed the 105-DR defense reactor, which was shut down in 1964. The LSFF was initially used only for engineering-scale alkali metal reaction studies. In addition, the Fusion Safety Support Studies program sponsored intermediate-size safety reaction tests in the LSFF with lithium and lithium lead compounds. The facility has also been used to store and treat alkali metal waste, therefore the LSFF is subject to the regulatory requirements for the storage and treatment of dangerous waste. Closure will be conducted pursuant to the requirements of the Washington Administrative Code (WAC) 173-303-610. This closure plan presents a description of the facility, the history of waste managed, and the procedures that will be followed to close the LSFF as an Alkali Metal Treatment Facility. No future use of the LSFF is expected.

    We present a census of the 12,060 spectra of blue objects ((g – r){sub 0} < –0.25) in the Sloan Digital Sky Survey (SDSS) Data Release 8 (DR8). As part of the data release, all of the spectra were cross-correlated with 48 template spectra of stars, galaxies, and QSOs to determine the best match. We compared the blue spectra by eye to the templates assigned in SDSS DR8. 10,856 of the objects matched their assigned template, 170 could not be classified due to low signal-to-noise ratio, and 1034 were given new classifications. We identify 7458 DA white dwarfs, 1145 DB white dwarfs, 273 rarer white dwarfs (including carbon, DZ, DQ, and magnetic), 294 subdwarf O stars, 648 subdwarf B stars, 679 blue horizontal branch stars, 1026 blue stragglers, 13 cataclysmic variables, 129 white dwarf-M dwarf binaries, 36 objects with spectra similar to DO white dwarfs, 179, quasi-stellar objects (QSOs), and 10 galaxies. We provide two tables of these objects, sample spectra that match the templates, figures showing all of the spectra that were grouped by eye, and diagnostic plots that show the positions, colors, apparent magnitudes, proper motions, etc., for each classification. Future surveys will be able to use templates similar to stars in each of the classes we identify to automatically classify blue stars, including rare types.

    We have cross-correlated the SDSS DR3 Schneider et al. (2005) quasar catalog with the XMM-Newton archive. Color and redshift selections (g - r > 0.5 and 0.9 z =10,500 km s^{-1}), moderately flat, but unabsorbed X-ray spectra =1.66+/-0.08), and low accretion rates (mdot/mdot_{Edd}} ~ 0.01). We suggest low accretion rates as a possible physical explanation for quasars with intrinsically red optical continua. We find that 8 of 17 quasars can be classified as dust-reddened. Three of these have upper-limits on the absorption column from X-ray spectral fits of N_H = 3-13 x 10^{22} cm^2, while the other five quasars must be absorbed by at least N_H = 10^{23} cm^2 in order to be consistent with a comparably selected alpha_{ox}-l_{uv} distribution. Two objects in the sample are unclassified.

    We analyze the kinematics of thick disk and halo stars observed by the Large Sky Area Multi-Object Fiber Spectroscopic Telescope. We have constructed a sample of 7993 F, G, and K nearby main-sequence stars (d < 2 kpc) with estimates of position (x, y, z) and space velocity (U, V, W) based on color and proper motion from the Sloan Digital Sky Survey DR9 catalog. Three 'phase-space overdensities' are identified in (V, ?(U{sup 2}+2V{sup 2})) with significance levels of ? > 3. Two of them (the Hyades-Pleiades stream and the Arcturus-AF06 stream) have been identified previously. We also find evidence for a new stream (centered at V ? –180 km s{sup –1}) in the halo. The formation mechanisms of these three streams are analyzed. Our results support the hypothesis that the Arcturus-AF06 stream and the new stream originated from the debris of a disrupted satellite, while the Hyades-Pleiades stream has a dynamical origin.

    Dr. Amit Goyal, a high temperature superconductivity (HTS) researcher at Oak Ridge National Laboratory, was named a 2011 winner of the Department of Energy's Ernest Orlando Lawrence Award honoring U.S. scientists and engineers for exceptional contributions in research and development supporting DOE and its mission. Winner of the award in the inaugural category of Energy Science and Innovation, Dr. Goyal was cited for his work in 'pioneering research and transformative contributions to the field of applied high temperature superconductivity, including fundamental materials science advances and technical innovations enabling large-scale applications of these novel materials.' Following his basic research in grain-to-grain supercurrent transport, Dr. Goyal focused his energy in transitioning this fundamental understanding into cutting-edge technologies. Under OE sponsorship, Dr. Goyal co-invented the Rolling Assisted Bi-Axially Textured Substrate technology (RABiTS) that is used as a substrate for second generation HTS wires. OE support also led to the invention of Structural Single Crystal Faceted Fiber Substrate (SSIFFS) and the 3-D Self Assembly of Nanodot Columns. These inventions and associated R&D resulted in 7 R&D 100 Awards including the 2010 R&D Magazine's Innovator of the Year Award, 3 Federal Laboratory Consortium Excellence in Technology Transfer National Awards, a DOE Energy100 Award and many others. As a world authority on HTS materials, Dr. Goyal has presented OE-sponsored results in more than 150 invited talks, co-authored more than 350 papers and is a fellow of 7 professional societies.

  2. Tuberous legumes: preliminary evaluation of tropical Australian and introduced species as fuel crops

    The evaluation of native and introduced legumes with starch-storing roots or tubers was undertaken to test whether plants traditionally collected as food by Australian aborigines might have a role in the development of crops for liquid fuel production (by fermentation of carbohydrates to ethanol). Tuberous-rooted legumes from overseas were planted at the Commonwealth Scientific and Industrial Research Organization, division of Tropical Crops and Pastures, Kimberley Research Station, Western Australia (15/sup 0/39'S, 128/sup 0/42'E) in December 1974, March 1978 and February 1979. Roots from the latter plantings were harvested in June 1979. Native plant material was collected during visits to aboriginal communities in the Kimberleys between April and June 1979. The native and introduced specimens were analyzed for fermentable carbohydrate and protein content. Several native plants appear more promising than introduced species as liquid fuel crops.

    The concepts of bare and effective mass are widely used within modern physics. Their meaning is discussed in advanced undergraduate and graduate courses such as solid state physics, nuclear physics and quantum field theory. Here, I discuss how these concepts may be introduced, at a very early stage, together with the discussion of Newton's second law of motion for a sliding block. The setting up of a simple equation for the effective mass will allow instructors to discuss how external parameters, such as the temperature, influence this quantity. By developing the same equation as a power series one may also discuss perturbation theory and introduce Feynman diagrams.

    This paper contributes new information about the impacts from introduced plant invasions on the native Hawaiian vegetation as consequences of land disturbance and geothermal development activities. In this regard, most geothermal development is expected to act as another recurring source of physical disturbance which favors the spread and maintenance of introduced organisms throughout the region. Where geothermal exploration and development activities extend beyond existing agricultural and residential development, they will become the initial or sole source of disturbance to the naturalized vegetation of the area. Kilauea has a unique ecosystem adapted to the dynamics of a volcanically active landscape. The characteristics of this ecosystem need to be realized in order to understand the major threats to the ecosystem and to evaluate the effects of and mitigation for geothermal development in Puna. The native Puna vegetation is well adapted to disturbances associated with volcanic eruption, but it is ill-adapted to compete with alien plant species in secondary disturbances produced by human activities. Introduced plant and animal species have become a major threat to the continued presence of the native biota in the Puna region of reference.
