    At the request of the USDOE, a team from ORNL conducted an independent radiological verification survey at the former Bridgeport Brass Company Facility, Seymour, Connecticut, from September 1992 to March 1993. Purpose of the survey was to determine whether residual levels of radioactivity inside the Ruffert Building and selected adjacent areas were rmediated to levels below DOE guidelines for FUSRAP sites. The property was contaminated with radioactive residues of {sup 238}U from uranium processing experiments conducted by Reactive Metals, Inc., from 1962 to 1964 for the Atomic Energy Commission. A previous radiological survey did not characterize the entire floor space because equipment which could not be moved at the time made it inaccessible for radiological surveys. During the remediation process, additional areas of elevated radioactivity were discovered under stationary equipment, which required additional remediation and further verification. Results of the independent radiological verification survey confirm that, with the exception of the drain system inside the building, residual uranium contamination has been remediated to levels below DOE guidelines for unrestricted release of property at FUSRAP sites inside and outside the Ruffert Building. However, certain sections of the drain system retain uranium contamination above DOE surface guideline levels. These sections of pipe are addressed in separate, referenced documentation.

    A widely expected rise in 1990 profits stemming from a runup in oil prices did not happen for the group of 50 U.S. independent oil and gas companies the Oil and Gas Journal tracks. Instead, a string of special charges spurred big losses for a number of companies. In addition, an unexpectedly weak natural gas market also helped dampen upstream earnings for independents with reserves portfolios dominated by gas. As a result, overall profits for the OGJ group of independents slipped 2.3% in 1990 from 1989 levels. That occurred despite the group's increase of 13% in revenues, largely on the strength of oil production and prices climbing 16% and 25%, respectively. The group's gas production rose 8%, while gas prices remained flat. A few companies heavily skewed to oil saw profits about double year to year. However, the squeeze on revenues and profits from lower gas prices often more than offset increased gas production for many of the companies dependent on gas sales for most of their revenues. The situation was even worse for companies that shut in gas rather than sell it at less than replacement costs, thereby slicing, gas sales volumes as well. The depressed North American gas market has lasted into 1991, and oil prices have fallen from second half 1990 highs. Industry expectations are that oil prices overall will be lower in 1991 than they were last year, so it falls generally to increased gas prices and production in the second half to buoy profits enough to keep pace with 1990 levels. Prospects in 1991 are for big asset writedowns and plunging profits for U.S. independents if oil prices fall much below current levels and gas prices don't rally in the second half.

    Lighting consumes more than 20% of electricity generated in the United States. Solid state lighting relies upon either inorganic or organic light-emitting diodes (OLEDs). OLED devices because of their thinness, fast response, excellent color, and efficiency could become the technology of choice for future lighting applications, provided progress is made to increase power efficiency and device lifetime and to develop cost-effective manufacturing processes. As a first step in this process, Eastman Kodak Company has demonstrated an OLED device architecture having an efficacy over 50 lm/W that exceeds the specifications of DOE Energy Star Program Requirements for Solid State Lighting. The project included work designed to optimize an OLED device, based on a stacked-OLED structure, with performance parameters of: low voltage; improved light extraction efficiency; improved internal quantum efficiency; and acceptable lifetime. The stated goal for the end of the project was delivery of an OLED device architecture, suitable for development into successful commercial products, having over 50 lum/W power efficiency and 10,000 hours lifetime at 1000 cd/m{sup 2}. During the project, Kodak developed and tested a tandem hybrid IES device made with a fluorescent blue emitter, a phosphorescent yellow emitter, and a phosphorescent red emitter in a stacked structure. The challenge was to find low voltage materials that do not absorb excessive amounts of emitted light when the extraction enhancement structure is applied. Because an extraction enhancement structure forces the emitted light to travel several times through the OLED layers before it is emitted, it exacerbates the absorption loss. A variety of ETL and HTL materials was investigated for application in the low voltage SSL device structure. Several of the materials were found to successfully yield low operating device voltages without incurring excessive absorption loss when the extraction enhancement structure was applied. An internal extraction layer comprises two essential components: a light extraction element (LEE) that does the actual extraction of emitted light and a light coupling layer (LCL) that allows the emitted light to interact with the extraction element. Modeling results show that the optical index of the LCL needs to be high, preferably higher than that of the organic layers with an n value of {approx}1.8. In addition, since the OLED structure needs to be built on top of it the LCL needs to be physically and chemically benign. As the project concluded, our focus was on the tandem hybrid device, which proved to be the more efficient architecture. Cost-efficient device fabrication will provide the next challenges with this device architecture in order to allow this architecture to be commercialized.

    The advent of natural gas futures trading presents the natural gas industry with a powerful tool and a formidable challenge. On the one hand, producers, pipelines, local distribution companies (LDCs), end-users, and marketers can use gas futures to hedge against price risk, protecting companies against abnormal price spikes, stabilizing cash flows, enabling companies to write long-term contracts, and facilitating planning. Gas futures can also be used in combination with oil futures to hedge against fuel switching. On the other hand, the introduction of natural gas futures trading will dramatically reshape the natural gas business. Natural gas companies from smaller independent producers to large end-users will be forced to adapt. Short-term price volatility will tend to increase. At the same time, long-term price volatility should decline. Information flows will increase. Oil and gas prices may become more closely linked. Futures prices will become benchmarks for formula-priced contracts. Increased longer-term and mid-month contracting will reduce the current reliance on month-end spot market contracts. And new players will enter the natural gas business. As a result of these trends, natural gas companies will need to adopt new strategies, systems, and organizational structures in order to remain competitive.

    The present invention is a rapid sequence-independent amplification procedure (SIA). Even minute amounts of DNA from various sources can be amplified independent of any sequence requirements of the DNA or any a priori knowledge of any sequence characteristics of the DNA to be amplified. This method allows, for example the sequence independent amplification of microdissected chromosomal material and the reliable construction of high quality fluorescent in situ hybridization (FISH) probes from YACs or from other sources. These probes can be used to localize YACs on metaphase chromosomes but also--with high efficiency--in interphase nuclei.

    A mass-independent texture is a set of linear relations of the fermion mass-matrix elements which imposes no constraint on the fermionic masses nor the Majorana phases. Magic and 2-3 symmetries are examples. We discuss the general construction and the properties of these textures, as well as their relation to the quark and neutrino mixing matrices. Such a texture may be regarded as a symmetry, whose unitary generators of the symmetry group can be explicitly constructed. In particular, the symmetries connected with the tribimaximal neutrino mixing matrix are discussed, together with the physical consequence of breaking one symmetry but preserving another.

    Randomness is an invaluable resource in today's life with a broad use reaching from numerical simulations through randomized algorithms to cryptography. However, on the classical level no true randomness is available and even the use of simple quantum devices in a prepare-measure setting suffers from lack of stability and controllability. This gave rise to a group of quantum protocols that provide randomness certified by classical statistical tests -- Device Independent Quantum Random Number Generators. In this paper we review the most relevant results in this field, which allow the production of almost perfect randomness with help of quantum devices, supplemented with an arbitrary weak source of additional randomness. This is in fact the best one could hope for to achieve, as with no starting randomness (corresponding to no free will in a different concept) even a quantum world would have a fully deterministic description.

    As retail competition accelerates, energy service companies (ESCOs) are confronting major structural changes in the energy services industry and a business environment in which many large customers are re-thinking their energy-related purchasing practices. This paper analyzes recent trends in the ESCO industry and looks specifically at how traditional performance contracting firms are faring during the transition to a new market structure. The authors also discuss trends in both established and emerging ESCO markets. Key findings include: (1) Independent ESCOs are declining both in number and share of the market for energy-efficiency services; (2) Utility-owned ESCOs and retail energy service companies (RESCOs) are an increasingly significant force in the energy-efficiency services market; and (3) Performance contracting, long a hallmark of the ESCO industry, is being overtaken by other forms of energy service contracts in percentage of total revenue.

In October 1993, the Office of Energy Intelligence, US Department of Energy (formerly the Office of Foreign Intelligence), requested that Pacific Northwest Laboratory prepare a report addressing policies and actions used by foreign governments to enhance the competitiveness of their energy firms. Pacific Northwest Laboratory prepared the report Energy Company Competitiveness Little to Do With Subsidies (DOE 1994), which provided the analysis requested by DOE. An appendix was also prepared, which provided extensive background documentation to the analysis. Because of the length of the appendix, Pacific Northwest Laboratory decided to publish this information separately, as contained in this report.

    This Guide to Good Practices is written to enhance understanding of, and provide direction for, Independent Verification, Chapter X of Department of Energy (DOE) Order 5480.19, Conduct of Operations Requirements for DOE Facilities. The practices in this guide should be considered when planning or reviewing independent verification activities. Contractors are advised to adopt procedures that meet the intent of DOE Order 5480.19. Independent Verification is an element of an effective Conduct of Operations program. The complexity and array of activities performed in DOE facilities dictate the necessity for coordinated independent verification activities to promote safe and efficient operations.

    Equitable Resources, Inc., in Pittsburgh, Pennsylvania, reports that consolidated income for calendar year 1989 was $50.9 million, or $2.43 per share, up from 1988's $47.1 million, or $2.27 per share. The difference was primarily due to a general increase in retail rates which became effective in January 1989 for distribution customers in the state. A December 1989 settlement of a pipeline subsidiary's rate increase also added to the increase. The rate increase had been in effect since 1986, but the full effect had been reserved pending the outcome of regulatory proceedings, the company stated.

    The Petroleum Technology Transfer Council (PTTC) continued pursuing its mission of helping U.S. independent oil and natural gas producers make timely, informed technology decisions. Networking opportunities that occur with a Houston Headquarters (HQ) location are increasing name awareness. Focused efforts by Executive Director Don Duttlinger to interact with large independents, national service companies and some majors are continuing to supplement the support base of the medium to smaller industry participants around the country. PTTC is now involved in many of the technology-related activities that occur in high oil and natural gas activity areas.     The Petroleum Technology Transfer Council (PTTC) continued pursuing its mission of helping U.S. independent oil and gas producers make timely, informed technology decisions during Fiscal Year 2000 (FY00). Functioning as a cohesive national organization, PTTC has active grassroots programs through its ten Regional Lead Organizations (RLOs) who bring research and academia to the table via their association with geological surveys and engineering departments. The regional directors connect with independent oil and gas producers through technology workshops, resource centers, websites, newsletters, various technical publications and other outreach efforts. These are guided by regional Producer Advisory Groups (PAGs), who are area operators and service companies working with the Regional Lead Organizations. The role of the national headquarters (HQ) staff includes planning and managing the PTTC program, conducting nation-wide technology transfer activities, and implementing a comprehensive communications effort. The organization effectively combines federal, state, and industry funding to achieve important goals for all of these sectors. This integrated funding base, combined with industry volunteers guiding PTTC's activities and the dedication of national and regional staff, are achieving notable results. PTTC is increasingly recognized as a critical resource for information and access to technologies, especially for smaller companies. This technical progress report summarizes PTTC's accomplishments during FY00, which lays the groundwork for further growth in the future. At a time of many industry changes and market movements, the organization has built a reputation and expectation to address industry needs of getting information distributed quickly which can impact the bottom line immediately.

    An option of growing interest to utilities and their customers is the energy service company or ESCO. It typically provides or coordinates several energy services including performing energy audits or analyses, designing and engineering of retrofit projects, managing the installation of more efficient equipment, and maintaining systems for optimal performance. Perhaps the key distinguishing feature of an ESCO is financing that allows the customer to avoid or reduce first costs and pay for the energy services through savings on electric and fuel bills. By paying for the energy services through savings on energy bills, the arrangement becomes a performance contract. It is difficult to find a major utility in North America that is not considering establishing or working with an ESCO. Many have made that commitment and many more are likely to do so. From the perspective of the facility owner, the increased presence of ESCOs will present some challenges in determining the best option, but the rewards for selecting an ESCO of high quality and reliability should be worth it. A facility manager considering a contract with an ESCO that is not a utility subsidiary should call their local utility for comparative information.     The term ESCO has a different meaning to different people. Increasingly, the term is used in its broadest sense to describe any company providing services related to a customer's energy acquisition and use. Previously, the term ESCO was synonymous with contractors who installed new equipment that was paid for by the energy cost savings that resulted. As a result of competition, restructuring and de-regulation of the electricity and gas sectors, the range of firms offering energy services now includes: local utilities using services to retain customers, remote utilities offering services to customers outside their franchise as a door opener to future commodity sales, local and remote utilities who see services as a more lucrative growth opportunity than commodities or transportation of the commodity, facility managers taking advantage of outsourcing trends and using energy management to reduce costs, power marketers, power brokers, aggregators combining energy analysis to segment their customers with processes to identify potential conservation and load management opportunities, cogeneration developers, and agents who help their customers navigate the uncharted waters of the deregulated energy business. This paper will review the impact of the broader definition of ESCOs with a view toward forecasting future trends in the industry including consideration of the fact that the term, energy service, may, itself, be too narrow a definition for a successful business of industry.

    This paper explores the application of contemporary land use planning principles in the Kingdom of Saudi Aramco, the world`s largest oil company, relative to Company-controlled land located in the Eastern Province of the Kingdom. The Eastern Province is the world`s most productive hydrocarbon resource. The Province has witnessed extraordinary industrialization over 25 years due to the exploitation of the oil resource. Saudi Aramco commissioned the planning study to set a course of action which fully considers the consequences such development may have on the social, economic and environmental characteristics of the metropolitan area. In addition to existing developed areas, the study area encompasses a unique desert environment including salts flats, native vegetation, habitat for migrating wildlife and extraordinary geologic formations overlying an important water resource. A Master Plan established a framework of land use, open space, transportation and infrastructure to guide the development of the region over the next 25 years. The Plan emphasizes the redevelopment of industrialized areas for other uses leveraging capital investment to improve quality of the built environment and establishes institutional mechanisms necessary to fully achieve implementation. The study is innovative because (1) a global energy company assumes a leadership role in stewarding its land resource, (2) incorporates contemporary land use planning techniques within a context where such planning is absent, (3) emphasizes redevelopment of industrialized areas, where historically development has simply been directed to the next available undeveloped site, and (4) applies the principles of sustainable land use planning by responding to cultural influences, strengthening local economies and preserving important natural assets. The study establishes a precendent for {open_quotes}corporate environmentalism{close_quotes}and offers a model approach to land use planning in the developing world.

    Several developments have occurred since the 32nd WANTO Meeting that effect the status of the Savannah River Site. A request to restart K-Reactor was issued after nearly three years of intensive engineering analysis, procedure revisions and enhanced operator training to upgrade all aspects of reactor operation. In early December 1991, the Westinghouse Savannah River Company requested permission from DOE to start the K-Reactor. In mid-December the DOE and the Defense Nuclear Facility Safety Board concurred with readiness to operate and a Federal Circuit Court of Appeals ruled against a lawsuit to delay restart until a cooling tower is completed. The K-Reactor was restarted and has been in an evaluation and testing mode. Full power operation at thirty percent of maximum capacity is projected for March 1992 after which actual tritium generation will begin. Operation will continue until October when the cooling tower will be tied into the reactor cooling system. In conjunction with the restart of K-Reactor, the P-Reactor has been placed in permanent shutdown status and the L-Reactor has been placed in warm stand-by. In another reactor related situation, the DOE will delay the decision on construction of the New Production Reactor (NPR) until 1993. The choice of reactor type and location of the NPR will be integrated into the overall programmatic decision on Reconfiguration of the Weapons Complex. Finally, construction of the Replacement Tritium Facility (RTF) was resumed in December 1991 after several months stoppage for evaluation and revision of project funding procedures.

    Jet momentum balance measurements, such as those recently performed by the CMS collaboration, provide an opportunity to quantify the energy transferred from a parton shower to the underlying medium in heavy-ion collisions. Specifically, I argue that the Cooper-Frye freezeout distribution associated with the energy and momentum deposited by the parton shower is controlled to a significant extent by the distribution of the underlying bulk matter and independent of the details of how deposited energy is redistributed in the medium, which is largely determined by transport coefficients such as shear viscosity. Thus by matching the distribution of momentum associated with the secondary jet in such measurements to the thermal distribution of the underlying medium, one can obtain a model independent estimate on the amount of parton shower energy deposited.

    This report documents an Independent Technical Review (ITR) of the facilities, organizations, plans, and activities required to transition particular elements of the Mound Plant from Defense Program (DP) funded operation as appropriate either to community developed reuse or safe deactivation leading to decontamination and decommissioning (D&D). The review was conducted at the request of the Dr. Willis Bixby, Deputy Assistant Secretary, U.S. Department of Energy EM-60, Office of Facility Transition and Management and is a consensus of the nine member ITR Team. Information for the review was drawn from documents provided to the ITR Team by the Miamisburg Area Office (MB) of the DOE, EG&G, the City of Miamisburg, and others; and from presentations, discussions, interviews, and facility inspections at the Mound Plant during the weeks of March 14 and March 28, 1994. During the week of April 25, 1994, the ITR Team met at Los Alamos, New Mexico to develop consensus recommendations. A presentation of the core recommendations was made at the Mound Plant on May 5, 1994. This is an independent assessment of information available to, and used by, the Mound Plant personnel. Repetition of the information is not meant to imply discovery by the ITR Team. Team members, however, acting as independent reviewers, frequently assess the information from a perspective that differs significantly from that of the Mound Plant personnel. The report is based on information obtained and conditions observed during the March 1994 review interval. The ITR process and normal site work often initiate rapid, beneficial changes in understanding and organization immediately following the review. These changes frequently alter conditions observed during the review, but the report does not address changes subsequent to the review interval.

    A novel method for extracting multipole amplitudes in the nucleon resonance region from electroproduction data is presented. The method is based on statistical concepts and it relies heavily on Monte Carlo and simulation techniques; it produces precise identification and determination of the contributing multipole amplitudes in the resonance region and for the first time a rigorous determination of the associated experimental uncertainty. The results are demonstrated to be independent of any model bias. The method is applied in the reanalysis of the $Q^{2}=0.127 GeV^2/c^2$ Bates and Mainz $N\\to \\Delta$ data.

    New Abelian vector bosons can kinetically mix with the hypercharge gauge boson of the Standard Model. This letter computes the model independent limits on vector bosons with masses from 1 GeV to 1 TeV. The limits arise from the numerous e{sup +}e{sup -} experiments that have been performed in this energy range and bound the kinetic mixing by {epsilon} {approx}< 0.03 for most of the mass range studied, regardless of any additional interactions that the new vector boson may have.

    The Petroleum Technology Transfer Council (PTTC) continued pursuing its mission of helping U.S. independent oil and gas producers make timely, informed technology decisions during Fiscal Year 2001 (FY01). Functioning as a cohesive national organization, PTTC has active grassroots programs through its ten Regional Lead Organizations (RLOs). They bring research and academia to the table via their association with geological surveys and engineering departments. The regional directors interact with independent oil and gas producers through technology workshops, resource centers, websites, newsletters, various technical publications and other outreach efforts. These are guided by regional Producer Advisory Groups (PAGs), who are area operators and service companies working with the regional networks. The role of the national Headquarters (HQ) staff includes planning and managing the PTTC program, conducting nation wide technology transfer activities, and implementing a comprehensive communications effort. The organization effectively combines federal funding through the Department of Energy's (DOE) Office of Fossil Energy, state, and industry funding to achieve important goals for all of these sectors. This integrated funding base, combined with industry volunteers guiding PTTC's activities and the dedication of national and regional staff, are achieving notable results. PTTC is increasingly recognized as a critical resource for information and access to technologies, especially for smaller companies without direct contact to R&D efforts. This technical progress report summarizes PTTC's accomplishments during FY01, which lays the groundwork for further growth in the future. At a time of many industry changes and wide market movements, the organization itself is adapting to change. PTTC has built a reputation and expectation among producers and other industry participants to quickly distribute information addressing technical needs. The organization efficiently has an impact on business economics as the focus remains on proven applicable technologies, which target cost reduction and efficiency gains.

    Current solar, atmospheric, and reactor neutrino data still allow oscillation scenarios where the squared mass differences are all close to 10^-3 eV^2, rather than being hierarchically separated. For solar neutrinos, this situation (realized in the upper part of the so-called large-mixing angle solution) implies adiabatic transitions which depend weakly on the neutrino energy and on the matter density, as well as on the ``atmospheric'' squared mass difference. In such a regime of ``quasi-energy-independent'' (QEI) transitions, intermediate between the more familiar ``Mikheyev-Smirnov-Wolfenstein'' (MSW) and energy-independent (EI) regimes, we first perform analytical calculations of the solar nu_e survival probability at first order in the matter density, beyond the usual hierarchical approximations. We then provide accurate, generalized expressions for the solar neutrino mixing angles in matter, which reduce to those valid in the MSW, QEI and EI regimes in appropriate limits. Finally, a representative QEI scenario is discussed in some detail.

    We present a new model-independent dynamic feedback technique, rotation rate tuning, for automatically and simultaneously tuning coupled components of uncertain, complex systems. The main advantages of the method are: 1) It has the ability to handle unknown, time-varying systems, 2) It gives known bounds on parameter update rates, 3) We give an analytic proof of its convergence and its stability, and 4) It has a simple digital implementation through a control system such as the Experimental Physics and Industrial Control System (EPICS). Because this technique is model independent it may be useful as a real-time, in-hardware, feedback-based optimization scheme formore »uncertain and time-varying systems. In particular, it is robust enough to handle uncertainty due to coupling, thermal cycling, misalignments, and manufacturing imperfections. As a result, it may be used as a fine-tuning supplement for existing accelerator tuning/control schemes. We present multi-particle simulation results demonstrating the scheme’s ability to simultaneously adaptively adjust the set points of twenty two quadrupole magnets and two RF buncher cavities in the Los Alamos Neutron Science Center (LANSCE) Linear Accelerator’s transport region, while the beam properties and RF phase shift are continuously varying. The tuning is based only on beam current readings, without knowledge of particle dynamics. We also present an outline of how to implement this general scheme in software for optimization, and in hardware for feedback-based control/tuning, for a wide range of systems.« less

    Westinghouse Savannah River Company (Westinghouse) manages and operates the Savannah River Site, located in Aiken, South Carolina, for the US Department of Energy (Department). Westinghouse was self-insured for health benefits and contracted with Aetna Insurance to administer the plan (service payments to providers) from Calendar Year (CY) 1989 through 1996. Westinghouse`s administrative service contract with Aetna Insurance expired on December 31, 1996. Westinghouse chose Blue Cross/Blue Shield of South Carolina (BC/BS) to administer its health plan, effective January 1, 1997. After the contract was awarded to BC/BS, 47 health care providers in the Aiken area submitted their resignations as preferred providers for BC/BS. The health care providers complained that the fees received from BC/BS were less than they were previously paid through Aetna Insurance. As a result, Westinghouse instructed BC/BS to negotiate a modified fee schedule for all the health care providers in the Aiken area. The audit objective was to determine whether the health benefit costs incurred by Westinghouse under the BC/BS contract were necessary and reasonable.

    The Petroleum Technology Transfer Council (PTTC) continued pursuing its mission of helping U.S. independent oil and natural gas producers make timely, informed technology decisions. Networking opportunities that occur with a Houston Headquarters (HQ) location are increasing name awareness. Focused efforts by Executive Director Don Duttlinger to interact with large independents, national service companies and some majors are continuing to supplement the support base of the medium to smaller industry participants around the country. PTTC is now involved in many of the technology-related activities that occur in high oil and natural gas activity areas. Access to technology remains the driving force for those who do not have in-house research and development capabilities and look to the PTTC to provide services and options for increased efficiency. Looking forward to the future, the Board, Regional Lead Organization (RLO) Directors and HQ staff developed a 10-year vision outlining what PTTC needs to accomplish in supporting a national energy plan. This vision has been communicated to Department of Energy (DOE) staff and PTTC looks forward to continuing this successful federal-state-industry partnership. As part of this effort, several more examples of industry using information gained through PTTC activities to impact their bottom line were identified.     The Petroleum Technology Transfer Council (PTTC) continued pursuing its mission of assisting U.S. independent oil and gas producers with timely, informed technology decisions during Fiscal Year 2004 (FY04). PTTC has active grassroots programs through its 10 Regional Lead Organizations (RLOs) and 2 satellite offices. They bring research and academia to the table via their association with geological surveys and engineering departments. The regional directors interact with independent oil and gas producers through technology workshops, resource centers, websites, newsletters, technical publications and other cooperative outreach efforts. PTTC's Headquarters (HQ) staff receives direction from a National Board of Directors predominantly comprised of American natural gas and oil producers to plan and manage the overall technology transfer program. PTTC HQ implements a comprehensive communications program by interconnecting the talents of the National Board, 10 Regional Producer Advisory Groups (PAG) and the RLOs with industry across the U.S. PTTC effectively combines federal funding through the Department of Energy's (DOE) Office of Fossil Energy, namely the Strategic Center for Natural Gas and Oil with state and industry contributions to share application of upstream technologies. Ultimately, these efforts factor in to provide a safe, secure and reliable energy supply for American consumers. This integrated resource base, combined with industry volunteers guiding PTTC's activities and the dedication of national and regional staff, are achieving notable results regarding domestic production figures. PTTC is increasingly recognized as a critical resource for information and access to technologies by providing direct contact with research, development and demonstration (RD&D) results. A key to the program is demonstrating proven technologies that can be applied broadly and rapidly. This technical progress report summarizes PTTC's accomplishments during FY04. Activities remained at high levels. Board and staff interaction has defined strategic thrusts to further outreach. Networking, involvement in technical activities and an active exhibit schedule are increasing PTTC's sphere of influence with both producers and the service sector. PTTC's reputation for unbiased bottom line information stimulates cooperative ventures with other organizations. Efforts to build the contact database and a growing E-mail Technology Alert service are expanding PTTC's audience.

    In May 1993, Public Service Electric and Gas (PSE&G), the largest investor-owned utility in New Jersey, initiated the Standard Offer program, an innovative approach to acquiring demand-side management (DSM) resources. In this program, PSE&G offers longterm contracts with standard terms and conditions to project sponsors, either customers or third-party energy service companies (ESCOs), on a first-come, first-serve basis to fill a resource block. The design includes posted, time-differentiated prices which are paid for energy savings that will be verified over the contract term (5, 10, or 15 years) based on a statewide measurement and verification (M&V) protocol. The design of the Standard Offer differs significantly from DSM bidding programs in several respects. The eligibility requirements and posted prices allow ESCOs and other energy service providers to market and develop projects among customers with few constraints on acceptable end use efficiency technologies. In contrast, in DSM bidding, ESCOs typically submit bids without final commitments from customers and the utility selects a limited number of winning bidders who often agree to deliver a pre-specified mix of savings from various end uses in targeted markets. The major objectives of the LBNL evaluation were to assess market response and customer satisfaction; analyze program costs and cost-effectiveness; review and evaluate the utility`s administration and delivery of the program; examine the role of PSE&G`s energy services subsidiary (PSCRC) in the program and the effect of its involvement on the development of the energy services industry in New Jersey; and discuss the potential applicability of the Standard Offer concept given current trends in the electricity industry (i.e., increasing competition and the prospect of industry restructuring).

    The Petroleum Technology Transfer Council (PTTC) was established by domestic crude oil and natural gas producers, working in conjunction with the Independent Petroleum Association of America (IPAA), the U.S. Department of Energy (DOE) and selected universities, in 1994 as a national not-for-profit organization. Its goal is to transfer Exploration and Production (E&P) technology to the domestic upstream petroleum industry, in particular to the small independent operators. PTTC connects producers, technology providers and innovators, academia, and university/industry/government research and development (R&D) groups. From inception PTTC has received federal funding through DOE's oil and natural gas program managed by the National Energy Technology Laboratory (NETL). With higher funding available in its early years, PTTC was able to deliver well more than 100 workshops per year, drawing 6,000 or more attendees per year. Facing the reality of little or no federal funding in the 2006-2007 time frame, PTTC and the American Association of Petroleum Geologists (AAPG) worked together for PTTC to become a subsidiary organization of AAPG. This change brings additional organizational and financial resources to bear for PTTC's benefit. PTTC has now been 'powered by AAPG' for two full fiscal years. There is a clear sense that PTTC has stabilized and is strengthening its regional workshop and national technology transfer programs and is becoming more entrepreneurial in exploring technology transfer opportunities beyond its primary DOE contract. Quantitative accomplishments: PTTC has maintained its unique structure of a national organization working through Regional Lead Organizations (RLOs) to deliver local, affordable workshops. During the contract period PTTC consolidated from 10 to six regions efficiency and alignment with AAPG sections. The number of workshops delivered by its RLOs during the contract period is shown below. Combined attendance over the period was approximately 32,000, 70% of whom were repeat attendees. Participant feedback established that 40% of them said they had applied a technology they learned of through PTTC. There are no employees, rather several full time and several part time contractors. Since inception, PTTC has produced quarterly and mailed the 16-page Network News newsletter. It highlights new advances in technology and has a circulation of 19,000. It also produces the Tech Connections Column in The American Oil & Gas Reporter, with a circulation of 13,000. On an approximate three-week frequency, the electronic Email Tech Alert goes out to 9,000 readers. The national staff also maintains a central website with information of national interest and individual sections for each of the six regions. The national organization also provides legal and accounting services, coordinates the RLO activities, exhibits at at least major national and other meetings, supports the volunteer Board as it provides strategic direction, and is working to restore the Producer Advisory Groups to bolster the regional presence. Qualitative Value: Three qualitative factors confirm PTTC's value to the domestic O&G producing industry. First, AAPG was willing to step in and rescue PTTC, believing it was of significant interest to its domestic membership and of potential value internationally.     Grid independent is associated with the accuracy or even rationality of numerical results. This paper takes two-dimensional steady heat transfer for example to reveal the effect of grid resolution on numerical results. The law of grid dependence is obtained and a simple mathematical formula is presented. The production acquired here can be used as the guidance in choosing grid density in numerical simulation and get exact grid independent value without using infinite fine grid. Through analyzing grid independent, we can find the minimum number of grid cells that is needed to get grid-independent results. Such strategy can save computational resource while ensure a rational computational result.

    This report presents the results of the Independent Project Evaluation (IPE) Team assessment of the Westinghouse Savannah River Company High-Level Waste Salt Disposition Systems Engineering (SE) Team's deliberations, evaluations, and selections. The Westinghouse Savannah River Company concluded in early 1998 that production goals and safety requirements for processing SRS HLW salt to remove Cs-137 could not be met in the existing In-Tank Precipitation Facility as currently configured for precipitation of cesium tetraphenylborate. The SE Team was chartered to evaluate and recommend an alternative(s) for processing the existing HLW salt to remove Cs-137. To replace the In-Tank Precipitation process, the Savannah River Site HLW Salt Disposition SE Team downselected (October 1998) 140 candidate separation technologies to two alternatives: Small-Tank Tetraphenylborate (TPB) Precipitation (primary alternative) and Crystalline Silicotitanate (CST) Nonelutable Ion Exchange (backup alternative). The IPE Team, commissioned by the Department of Energy, concurs that both alternatives are technically feasible and should meet all salt disposition requirements. But the IPE Team judges that the SE Team's qualitative criteria and judgments used in their downselection to a primary and a backup alternative do not clearly discriminate between the two alternatives. To properly choose between Small-Tank TPB and CST Ion Exchange for the primary alternative, the IPE Team suggests the following path forward: Complete all essential R and D activities for both alternatives and formulate an appropriate set of quantitative decision criteria that will be rigorously applied at the end of the R and D activities. Concurrent conceptual design activities should be limited to common elements of the alternatives.

    McDonnell Douglas Astronautics Company (MDAC) and United Stirling AB of Sweden (USAB) formed a joint venture in 1982 to develop and produce a Stirling dish solar generating system. In this report, the six year development and testing program continued by the Southern California Edison Company (SCE) is described. Each Stirling dish module consists of a sun tracking dish concentrator developed by the MDAC and a Stirling engine driven power conversion unit (PCU) developed by USAB. The Stirling dish system demonstrated twice the peak and daily solar-to-electric conversion efficiency of any other system then under development. This system continues to set the performance standard for solar to electric systems being developed in the early 1990`s. Test data are presented and used to estimate the performance of a commercial system.

    The Information Management Technology Architecture (TA) is being driven by the business objectives of reducing costs and improving effectiveness. The strategy is to reduce the cost of computing through standardization. The Lockheed Martin Idaho Technologies Company (LMITCO) TA is a set of standards and products for use at the Idaho National Engineering Laboratory (INEL). The TA will provide direction for information management resource acquisitions, development of information systems, formulation of plans, and resolution of issues involving LMITCO computing resources. Exceptions to the preferred products may be granted by the Information Management Executive Council (IMEC). Certain implementation and deployment strategies are inherent in the design and structure of LMITCO TA. These include: migration from centralized toward distributed computing; deployment of the networks, servers, and other information technology infrastructure components necessary for a more integrated information technology support environment; increased emphasis on standards to make it easier to link systems and to share information; and improved use of the company`s investment in desktop computing resources. The intent is for the LMITCO TA to be a living document constantly being reviewed to take advantage of industry directions to reduce costs while balancing technological diversity with business flexibility.

    The Petroleum Technology Transfer Council (PTTC) continued pursuing its mission of assisting U.S. independent oil and gas producers make timely, informed technology decisions by providing access to information during Fiscal Year 2002 (FY02). Functioning as a cohesive national organization, PTTC has active grassroots programs through its ten Regional Lead Organizations (RLOs) and three satellite offices that efficiently extend the program reach. They bring research and academia to the table via their association with geological surveys and engineering departments. The regional directors interact with independent oil and gas producers through technology workshops, resource centers, websites, newsletters, various technical publications and other outreach efforts. These are guided by regional Producer Advisory Groups (PAGs), who are area operators and service companies working with the regional networks. The role of the national Headquarters (HQ) staff includes planning and managing the PTTC program, conducting nation wide technology transfer activities, and implementing a comprehensive communications effort. The organization effectively combines federal funding through the Department of Energy's (DOE) Office of Fossil Energy with state and industry funding to achieve important goals for all of these sectors. This integrated funding base is combined with industry volunteers guiding PTTC's activities and the dedication of national and regional staff to achieve notable results. PTTC is increasingly recognized as a critical resource for information and access to technologies, especially for smaller companies without direct contact with R&D efforts. The DOE participation is managed through the National Energy Technology Laboratory (NETL), which deploys a national natural gas program via the Strategic Center for Natural Gas (SCNG) and a national oil program through the National Petroleum Technology Office (NTPO). This technical progress report summarizes PTTC's accomplishments during FY02. Activities were maintained at recent record levels. Strategic planning from multiple sources within the framework of the organization gives PTTC the vision to have even more impact in the future. The Houston Headquarters (HQ) location has strived to serve PTTC well in better connecting with producers and the service sector. PTTC's reputation for unbiased bottom line information stimulates cooperative ventures with other organizations. Efforts to build the contact database, exhibit at more trade shows and a new E-mail Technology Alert service are expanding PTTC's audience. All considered, the PTTC network has proven to be an effective way to reach domestic producers locally, regionally and nationally.

    The Petroleum Technology Transfer Council (PTTC) is a unique not-for-profit network that focuses on transferring Exploration and Production (E&P) technology to the domestic oil and natural gas producing industry. PTTC connects producers, technology providers and innovators, academia, research and development (R&D) consortiums and governments. Local affordable workshops delivered by Regional Lead Organizations (RLOs), which are typically a university or geological survey, are a primary tool. PTTC also maintains a website network, issues a national newsletter, provides a column in a major trade publication, and exhibits at major industry events. It also encourages industry to ask technology-related questions, striving to find relevant answers that will save questioners significant time. Working since late 1993, the PTTC network has a proven track record of providing industry with technology insights they can apply. Volunteers at the regional and national level provide key guidance regarding where to focus technical effort and help connect PTTC with industry. At historical funding levels, PTTC had been able to hold well more than 100 workshops per year, drawing 6,000+ attendees. As funding decreased in the early 2000s, the level of activity decreased and PTTC sought a merger with the American Association of Petroleum Geologists (AAPG), becoming an AAPG-managed organization at the start of FY08. This relationship with AAPG was terminated by mutual consent in May 2011 and PTTC once again operates independently. Chris Hall, California continued to serve as Chairman of the Board of Directors until December 2013. At the time PTTC reorganized into a RLO led organization with Mary Carr and Jeremy Viscomi as co-Executive Directors. Jerry Anderson became the Chairman of the PTTC Board of Directors and Chris Hall continues to serve on the Board. Workshop activity stabilized at 55-65 workshops per year averaging 3,100 attendees. FY14 represented the fifth year in a multi-year contract with the Department of Energy (DOE) for providing technology transfer services. This report summarizes activity and results during for five years, FY10 through FY14. In FY12 changes occurred in responsibilities of consultants serving HQ, because funding was reduced below the threshold level of $500,000 audits were no longer required and consultant time was reduced on the primary contract. Contracts for Permian Carbon Capture Utilization and Storage (CCUS) training, and providing tech transfer services to the Research Partnership to Secure Energy for America (RPSEA) provided work that enabled HQ to retain services of regular consultants. Both CCUS and RPSEA were five year contracts with PTTC, and providing services for these DOE funded contracts provided synergy for PTTC and the oil and gas industry. With further decreases in DOE funding the regions conducted workshops with no PTTC funding starting in June FY11. Since 2011 the number of workshops has declined from 79 in FY10 and FY11 to 49 in FY12, and risen to 54 in FY13 and 63 in FY14. The attendee's numbers dipped slightly below 3,000 per year in FY 10, FY12, and FY13, but rose to over 3,800 in FY 11 and 3105 in FY14. Quantitative accomplishments: PTTC has maintained its unique structure of a national organization working through Regional Lead Organizations (RLOs) to deliver local, affordable workshops. During the contract period PTTC consolidated from 10 to five regions to increase efficiency, and because no active RLO's would be maintained in the Central and Eastern Gulf Coast regions. RLO's for the regions are located at: Eastern - West Virginia University, (Illinois Geol. Survey., W. Michigan Univ. FY10-12); Midwest created in FY13 - Illinois Geological Survey, W. Michigan University; Midcontinent - University of Kansas, expanded to Houston, TX (2013-14); Rocky Mountain - Colorado School of Mines; Texas/SE New Mexico (FY10-FY11) - Bureau of Economic Geology, Univ. of Texas at Austin; West Coast - Conservation Committee of California O&G Producers.

    This plan documents Westinghouse Hanford Company`s (WHC) Pollution Prevention (P2) (formerly Waste Minimization) program. The program includes WHC; BCS Richland, Inc. (BCSR); and ICF Kaiser Hanford Company (ICF KH). The plan specifies P2 program activities and schedules for implementing the Hanford Site Waste Minimization and Pollution Prevention Awareness (WMin/P2) Program Plan requirements (DOE 1994a). It is intended to satisfy the U.S. Department of Energy (DOE) and other legal requirements that are discussed in both the Hanford Site WMin/P2 plan and paragraph C of this plan. As such, the Pollution Prevention Awareness Program required by DOE Order 5400.1 (DOE 1988) is included in the WHC P2 program. WHC, BCSR, and ICF KH are committed to implementing an effective P2 program as identified in the Hanford Site WMin/P2 Plan. This plan provides specific information on how the WHC P2 program will develop and implement the goals, activities, and budget needed to accomplish this. The emphasis has been to provide detailed planning of the WHC P2 program activities over the next 3 years. The plan will guide the development and implementation of the program. The plan also provides background information on past program activities. Because the plan contains greater detail than in the past, activity scope and implementation schedules may change as new priorities are identified and new approaches are developed and realized. Some activities will be accelerated, others may be delayed; however, all of the general program elements identified in this plan and contractor requirements identified in the Site WMin/P2 plan will be developed and implemented during the next 3 years. This plan applies to all WHC, BCSR, and ICF KH organizations and subcontractors.
