    US Ecology is the private contractor selected to develop and operate low-level waste disposal facilities in the Southwestern and the Central Interstate Compacts. These initiatives have been proceeding for almost a decade in somewhat different regulatory and political climates. This paper chronicles recent events in both projects. In both cases there is reason for continued optimism that low-level waste facilities to serve the needs of waste generators in these two compacts will soon be a reality. When the California Department of Health Services issued a license for the proposed Ward Valley LLRW disposal facility on September 16, 1993, it represented a significant step in implementation of a new generation of regional LLRW disposal facilities. While limited scope land transfer hearings were on the horizon, project beneficiaries were confident that the disposal site would be operational by 1995. Since then, however, political initiatives championed by Senator Barbara Boxer (D-CA) have clouded the federal land transfer process and left the commencement date of operations indeterminant. Since 1993, the biomedical community, waste generators most affected by delays, have been petitioning the current administration to emphasize the need for a timely solution. These efforts are aimed at Clinton administration officials responsible for current delays, who apparently have not recognized the importance of the Ward Valley facility to California`s economy, nor the national ramifications of their delaying actions. The current status of challenges to the Ward Valley license and California Environmental Quality Act (CEQA) documentation is also provided. The presentation also discusses the recently completed National Academy of Science evaluation of reports critical of the Ward Valley development process.

  3. Compaction Scale Up and Optimization of Cylindrical Fuel Compacts for the Next Generation Nuclear Plant

    Multiple process approaches have been used historically to manufacture cylindrical nuclear fuel compacts. Scale-up of fuel compacting was required for the Next Generation Nuclear Plant (NGNP) project to achieve an economically viable automated production process capable of providing a minimum of 10 compacts/minute with high production yields. In addition, the scale-up effort was required to achieve matrix density equivalent to baseline historical production processes, and allow compacting at fuel packing fractions up to 46% by volume. The scale-up approach of jet milling, fluid-bed overcoating, and hot-press compacting adopted in the U.S. Advanced Gas Reactor (AGR) Fuel Development Program involves significant paradigm shifts to capitalize on distinct advantages in simplicity, yield, and elimination of mixed waste. A series of designed experiments have been completed to optimize compaction conditions of time, temperature, and forming pressure using natural uranium oxycarbide (NUCO) fuel. Results from these experiments are included. The scale-up effort is nearing completion with the process installed and operational using nuclear fuel materials. The process is being certified for manufacture of qualification test fuel compacts for the AGR-5/6/7 experiment at the Advanced Test Reactor (ATR) at the Idaho National Laboratory (INL).

    Methods for making nuclear fuel compacts exhibiting low heavy metal contamination and fewer defective coatings following compact fabrication from a mixture of hardenable binder, such as petroleum pitch, and nuclear fuel particles having multiple layer fission-product-retentive coatings, with the dense outermost layer of the fission-product-retentive coating being surrounded by a protective overcoating, e.g., pyrocarbon having a density between about 1 and 1.3 g/cm.sup.3. Such particles can be pre-compacted in molds under relatively high pressures and then combined with a fluid binder which is ultimately carbonized to produce carbonaceous nuclear fuel compacts having relatively high fuel loadings.

    The next-­-generation nuclear plant (NGNP) is designed to be a flexible source of energy, producing various mixes of electrical energy and process heat (for example, for hydrogen generation) on demand. Compact heat exchangers provide an attractive way to move energy from the helium primary reactor coolant to process heat uses. For process heat efficiency, reactor outlet temperatures of 750-­-900°C are desirable. There are minor but deleterious components in the primary coolant; the number of alloys that can handle this environment is small. The present work concentrates on Alloys 800H and 617.

    We report on compact accelerator technology development for potential use as a pulsed neutron source quantitative post verifier. The technology is derived from our on-going compact accelerator technology development program for radiography under the US Department of Energy and for a clinic sized compact proton therapy systems under an industry sponsored Cooperative Research and Development Agreement. The accelerator technique relies on the synchronous discharge of a prompt pulse generating stacked transmission line structure with the beam transit. The goal of this technology is to achieve {approx}10 MV/m gradients for 10s of nanoseconds pulses and to {approx}100 MV/m gradients for {approx}1 ns systems. As a post verifier for supplementing existing x-ray equipment, this system can remain in a charged, stand-by state with little or no energy consumption. We detail the progress of our overall component development effort with the multilayer dielectric wall insulators (i.e., the accelerator wall), compact power supply technology, kHz repetition-rate surface flashover ion sources, and the prompt pulse generation system consisting of wide-bandgap switches and high performance dielectric materials.

  8. Compaction comparison testing using a modified impact soil tester and nuclear density gauge

    The purpose of this paper is to compare test results of a modified Impact Soil Tester (IST) on compacted soil with data obtained from the same soil using a nuclear density gauge at the US Army Corp of Engineer's Buena Vista Flood Wall project in Buena Vista, Virginia. The tests were run during construction of the earth flood wall during the summer of 1996. This comparison testing demonstrated the credibility of the procedure developed for the IST as a compacting testing device. The comparison data was obtained on a variety of soils ranging from silty sands to clays. The Flood Wall comparison compaction data for 90% Standard Proctor shows that the results of the IST as modified are consistent with the nuclear density gauge 89% of the time for all types of soil tested. However, if the soils are more cohesive than the results are consistent with the nuclear density gauge 97% of the time. In addition these comparison tests are in general agreement with comparison compaction testing using the same testing techniques and methods of compacted backfill in utility trenches conducted earlier for the Public Works Department, Chesterfield County, Virginia.

  10. A compact breed and burn fast reactor using spent nuclear fuel blanket

    A long-life breed-and-burn (B and B) type fast reactor has been investigated from the neutronics points of view. The B and B reactor has the capability to breed the fissile fuels and use the bred fuel in situ in the same reactor. In this work, feasibility of a compact sodium-cooled B and B fast reactor using spent nuclear fuel as blanket material has been studied. In order to derive a compact B and B fast reactor, a tight fuel lattice and relatively large fuel pin are used to achieve high fuel volume fraction. The core is initially loaded with an LEU (Low Enriched Uranium) fuel and a metallic fuel is used in the core. The Monte Carlo depletion has been performed for the core to see the long-term behavior of the B and B reactor. Several important parameters such as reactivity coefficients, delayed neutron fraction, prompt neutron generation lifetime, fission power, and fast neutron fluence, are analyzed through Monte Carlo reactor analysis. Evolution of the core fuel composition is also analyzed as a function of burnup. Although the long-life small B and B fast reactor is found to be feasible from the neutronics point of view, it is characterized to have several challenging technical issues including a very high fast neutron fluence of the structural materials.     A comparative evaluation of alternative compact heat exchanger designs for use as the intermediate heat exchanger in advanced nuclear reactor systems is presented in this article. Candidate heat exchangers investigated included the Printed circuit heat exchanger (PCHE) and offset strip-fin heat exchanger (OSFHE). Both these heat exchangers offer high surface area to volume ratio (a measure of compactness [m2/m3]), high thermal effectiveness, and overall low pressure drop. Helium–helium heat exchanger designs for different heat exchanger types were developed for a 600 MW thermal advanced nuclear reactor. The wavy channel PCHE with a 15° pitch angle was found to offer optimum combination of heat transfer coefficient, compactness and pressure drop as compared to other alternatives. The principles of the comparative analysis presented here will be useful for heat exchanger evaluations in other applications as well.

  13. Interstate Electrification Improvement Project

    The Interstate Electrification Improvement Project, publicly known as the Shorepower Truck Electrification Project (STEP), started in May 2011 and ended in March 2015. The project grant was awarded by the Department of Energy’s Vehicles Technology Office in the amount of $22.2 million. It had three overarching missions: 1. Reduce the idling of Class 8 tractors when parked at truck stops, to reduce diesel fuel consumption and thus U.S. dependence on foreign petroleum; 2. Stimulate job creation and economic activity as part of the American Reinvestment and Recovery Act of 2009; 3. Reduce greenhouse gas emissions (GHG) from diesel combustion and the carbon footprint of the truck transportation industry. The project design was straightforward. First, build fifty Truck Stop Electrification (TSE) facilities in truck stop parking lots across the country so trucks could plug-in to 110V, 220V, or 480VAC, and shut down the engine instead of idling. These facilities were strategically located at fifty truck stops along major U.S. Interstates with heavy truck traffic. Approximately 1,350 connection points were installed, including 150 high-voltage electric standby Transport Refrigeration Unit (eTRU) plugs--eTRUs are capable of plugging in to shore power1 to cool the refrigerated trailer for loads such as produce, meats and ice cream. Second, the project provided financial incentives on idle reduction equipment to 5,000 trucks in the form of rebates, to install equipment compatible with shore power. This equipment enables drivers to shut down the main engine when parked, to heat or cool their cab, charge batteries, or use other household appliances without idling—a common practice that uses approximately 1 gallon of diesel per hour. The rebate recipients were intended to be the first fleets to plug into Shorepower to save diesel fuel and ensure there is significant population of shore power capable trucks. The rule imposes statewide caps on emissions of nitrogen oxides and sulfur dioxide to be introduced in two phases, beginning in 2009.   15. Compact Detection System for High Sensitivity Hydrogen Profiling of Materials by Nuclear Reaction Analysis

    Hydrogen is a ubiquitous contaminant that is known to have dramatic effects on the electrical, chemical, and mechanical properties of many types of materials in even minute quantities. Thus, the detection of hydrogen in materials is of major importance. Nuclear Reaction Analysis (NRA) is a powerful technique for nondestructive profiling hydrogen in materials. However, NRA has found only limited use in many applications because of poor sensitivity due to cosmic ray background (CSRB). Most attempts to eliminate CSRB to achieve ppm detection levels using higher energy nuclear reactions or tons of passive shielding are not compatible with commercial ion beam analysis space and equipment requirements Zimmerman, et al. have previously reported upon a coincidence detector that meets IBA space requirements and reduces the cosmic ray background, but the detector suffers from lower detection efficiency and small sample size. We have replaced the BGO well detector in the Zimmerman coincidence detection scheme with a larger Nal well detector and used faster timing electronics to produce a detector that can handle larger samples with higher detection efficiency, and still eliminate cosmic ray background.

    New Mexico State University organized an effort to perform static and dynamic damage-detection tests on the Interstate-40 bridge over the Rio Grande at Albuquerque. The opportunity was available because the 425-ft-long bridge was soon to be replaced. Sandia National Laboratories was asked to provide and operate a shaker that could exert 1000-lb peak amplitude forces for both sinusoidal and random excitations between 2 and 20 Hz. Two Sandia departments collaborated to design and build the shaker, using existing major components connected with Sandia-designed and -fabricated hardware. The shaker was installed and operated successfully for a series of five modal and sinusoidal response tests.

    A compact linear accelerator having at least one strip-shaped Blumlein module which guides a propagating wavefront between first and second ends and controls the output pulse at the second end. Each Blumlein module has first, second, and third planar conductor strips, with a first dielectric strip between the first and second conductor strips, and a second dielectric strip between the second and third conductor strips. Additionally, the compact linear accelerator includes a high voltage power supply connected to charge the second conductor strip to a high potential, and a switch for switching the high potential in the second conductor strip to at least one of the first and third conductor strips so as to initiate a propagating reverse polarity wavefront(s) in the corresponding dielectric strip(s).

  7. Longitudinal review of state-level accident statistics for carriers of interstate freight

    State-level accident rates by mode of freight transport have been developed and refined for application to the US Department of Energy`s (DOE`s) environmental mitigation program, which may involve large-quantity shipments of hazardous and mixed wastes from DOE facilities. These rates reflect multi-year data for interstate-registered highway earners, American Association of Railroads member carriers, and coastal and internal waterway barge traffic. Adjustments have been made to account for the share of highway combination-truck traffic actually attributable to interstate-registered carriers and for duplicate or otherwise inaccurate entries in the public-use accident data files used. State-to-state variation in rates is discussed, as is the stability of rates over time. Computed highway rates have been verified with actual carriers of high- and low-level nuclear materials, and the most recent truck accident data have been used, to ensure that the results are of the correct order of magnitude. Study conclusions suggest that DOE use the computed rates for the three modes until (1) improved estimation techniques for highway combination-truck miles by state become available; (2) continued evolution of the railroad industry significantly increases the consolidation of interstate rail traffic onto fewer high-capacity trunk lines; or (3) a large-scale off-site waste shipment campaign is imminent.

    Multiple process approaches have been used historically to manufacture cylindrical nuclear fuel compacts. Scale-up of fuel compacting was required for the Next Generation Nuclear Plant (NGNP) project to achieve an economically viable automated production process capable of providing a minimum of 10 compacts/minute with high production yields. In addition, the scale-up effort was required to achieve matrix density equivalent to baseline historical production processes, and allow compacting at fuel packing fractions up to 46% by volume. The scale-up approach of jet milling, fluid-bed overcoating, and hot-press compacting adopted in the U.S. Advanced Gas Reactor (AGR) Fuel Development Program involves significant paradigm shifts to capitalize on distinct advantages in simplicity, yield, and elimination of mixed waste. A series of compaction trials have been completed to optimize compaction conditions of time, temperature, and forming pressure using natural uranium oxycarbide (NUCO) fuel at packing fractions exceeding 46% by volume. Results from these trials are included. The scale-up effort is nearing completion with the process installed and operable using nuclear fuel materials. Final process testing is in progress to certify the process for manufacture of qualification test fuel compacts in 2012.

More particularly, a replacement inductor for existing NMR (Nuclear Magnetic Resonance) sensors to allow for NMR imaging. The Compact Orthogonal Field Sensor has a conductive coil and a central conductor electrically connected in series. The central conductor is at least partially surrounded by the coil. The coil and central conductor are electrically or electro-magnetically connected to a device having a means for producing or inducing a current through the coil and central conductor. The Compact Orthogonal Field Sensor can be used in NMR imaging applications to determine the position and the associated NMR spectrum of a sample within the electro-magnetic field of the central conductor.

    Deliverability on the Interstate Natural Gas Pipeline System examines the capability of the national pipeline grid to transport natural gas to various US markets. The report quantifies the capacity levels and utilization rates of major interstate pipeline companies in 1996 and the changes since 1990, as well as changes in markets and end-use consumption patterns. It also discusses the effects of proposed capacity expansions on capacity levels. The report consists of five chapters, several appendices, and a glossary. Chapter 1 discusses some of the operational and regulatory features of the US interstate pipeline system and how they affect overall system design, system utilization, and capacity expansions. Chapter 2 looks at how the exploration, development, and production of natural gas within North America is linked to the national pipeline grid. Chapter 3 examines the capability of the interstate natural gas pipeline network to link production areas to market areas, on the basis of capacity and usage levels along 10 corridors. The chapter also examines capacity expansions that have occurred since 1990 along each corridor and the potential impact of proposed new capacity. Chapter 4 discusses the last step in the transportation chain, that is, deliverability to the ultimate end user. Flow patterns into and out of each market region are discussed, as well as the movement of natural gas between States in each region. Chapter 5 examines how shippers reserve interstate pipeline capacity in the current transportation marketplace and how pipeline companies are handling the secondary market for short-term unused capacity.     Fast breeder reactors (FBR) nuclear fuel cycle is needed for long-term nuclear sustainability while preventing global warming and maximum utilizing the limited uranium (U) resources. The 'Framework for Nuclear Energy Policy' by the Japanese government on October 2005 stated that commercial FBR deployment will start around 2050 under its suitable conditions by the successive replacement of light water reactors (LWR) to FBR. Even after Fukushima Daiichi Nuclear Power Plant accident which made Japanese tendency slow down the nuclear power generation activities, Japan should have various options for energy resources including nuclear, and also consider the delay of FBR deployment and increase of LWR spent fuel (LWR-SF) storage amounts. As plutonium (Pu) for FBR deployment will be supplied from LWR-SF reprocessing and Japan will not possess surplus Pu, the authors have developed the flexible fuel cycle initiative (FFCI) for the transition from LWR to FBR. The FFCI system is based on the possibility to stored recycled materials (U, Pu)temporarily for a suitable period according to the FBR deployment rate to control the Pu demand/supply balance. This FFCI system is also effective after the Fukushima accident for the reduction of LWR-SF and future LWR-to-FBR transition. (authors)

    The use of hydrogen in the energy sector of the United States is projected to increase significantly in the future. Current uses are predominantly in the petroleum refining sector, with hydrogen also being used in the manufacture of chemicals and other specialized products. Growth in hydrogen consumption is likely to appear in the refining sector, where greater quantities of hydrogen will be required as the quality of the raw crude decreases, and in the mining and processing of tar sands and other energy resources that are not currently used at a significant level. Furthermore, the use of hydrogen as a transportation fuel has been proposed both by automobile manufacturers and the federal government. Assuming that the use of hydrogen will significantly increase in the future, there would be a corresponding need to transport this material. A variety of production technologies are available for making hydrogen, and there are equally varied raw materials. Potential raw materials include natural gas, coal, nuclear fuel, and renewables such as solar, wind, or wave energy. As these raw materials are not uniformly distributed throughout the United States, it would be necessary to transport either the raw materials or the hydrogen long distances to the appropriate markets. While hydrogen may be transported in a number of possible forms, pipelines currently appear to be the most economical means of moving it in large quantities over great distances. One means of controlling hydrogen pipeline costs is to use common rights-of-way (ROWs) whenever feasible. For that reason, information on hydrogen pipelines is the focus of this document. Many of the features of hydrogen pipelines are similar to those of natural gas pipelines. Furthermore, as hydrogen pipeline networks expand, many of the same construction and operating features of natural gas networks would be replicated. As a result, the description of hydrogen pipelines will be very similar to that of natural gas pipelines

    Clean Air Interstate Rule (CAIR) is a cap-and-trade program promulgated by the Environmental Protection Agency in 2005, covering 28 eastern U.S. states and the District of Columbia. It was designed to reduce sulfur dioxide (SO2) and nitrogen oxide (NOx) emissions in order to help states meet their National Ambient Air Quality Standards (NAAQS) for ozone and particulate matter (PM2.5) and to further emissions reductions already achieved through the Acid Rain Program and the NOx State Implementation Plan call program. The rule was set to commence in 2009 for seasonal and annual NOx emissions and in 2010 for SO2 emissions.

    The present invention provides compact geometries for the layout of microchannel columns through the use of turns and straight channel segments. These compact geometries permit the use of long separation or reaction columns on a small microchannel substrate or, equivalently, permit columns of a fixed length to occupy a smaller substrate area. The new geometries are based in part on mathematical analyses that provide the minimum turn radius for which column performance in not degraded. In particular, we find that straight channel segments of sufficient length reduce the required minimum turn radius, enabling compact channel layout when turns and straight segments are combined. The compact geometries are obtained by using turns and straight segments in overlapped or nested arrangements to form pleated or coiled columns.

    Zirconium metal sponge is compacted into rectangular or cylindrical shapes using hydraulic presses. These shapes are stacked and electron beam welded to form a long electrode suitable for vacuum arc melting and casting into solid ingots. The compact electrodes should be sufficiently strong to prevent breakage in handling as well as during vacuum arc melting. Usually, the welds are strong and the electrode strength is limited by the green strength of the compacts, which constitute the electrode. Green strength is also required in uranium dioxide (UO{sub 2}) powder compacts, to withstand stresses during de-tensioning after compaction as well as during ejection from the die and for subsequent handling by man and machine. The strengths of zirconium sponge and UO{sub 2} powder compacts have been determined by bending and crushing respectively, and Weibul moduli evaluated. The green density of coarse sponge compact was found to be larger than that from finer sponge. The green density of compacts from lightly attrited UO{sub 2} powder was higher than that from unattrited category, accompanied by an improvement in UO{sub 2} green crushing strength. The factors governing green strength have been examined in the light of published literature and experimental evidence. The methodology and results provide a basis for quality control in metal sponge and ceramic powder compaction in the manufacture of nuclear fuel.

    This paper describes beam distribution schemes adopting a novel implementation based on low amplitude vertical deflections combined with horizontal ones generated by Lambertson-type septum magnets. This scheme offers substantial compactness in the longitudinal layouts of the beam lines and increased flexibility for beam delivery of multiple beam lines on a shot-to-shot basis. Fast kickers (FK) or transverse electric field RF Deflectors (RFD) provide the low amplitude deflections. Initially proposed at the Stanford Linear Accelerator Center (SLAC) as tools for beam diagnostics and more recently adopted for multiline beam pattern schemes, RFDs offer repetition capabilities and a likely better amplitude reproducibility when compared to FKs, which, in turn, offer more modest financial involvements both in construction and operation. Both solutions represent an ideal approach for the design of compact beam distribution systems resulting in space and cost savings while preserving flexibility and beam quality.

    Compact stars--broadly grouped as neutron stars and white dwarfs--are the ashes of luminous stars. One or the other is the fate that awaits the cores of most stars after a lifetime of tens to thousands of millions of years. Whichever of these objects is formed at the end of the life of a particular luminous star, the compact object will live in many respects unchanged from the state in which it was formed. Neutron stars themselves can take several forms--hyperon, hybrid, or strange quark star. Likewise white dwarfs take different forms though only in the dominant nuclear species. A black hole is probably the fate of the most massive stars, an inaccessible region of spacetime into which the entire star, ashes and all, falls at the end of the luminous phase. Neutron stars are the smallest, densest stars known. Like all stars, neutron stars rotate--some as many as a few hundred times a second. A star rotating at such a rate will experience an enormous centrifugal force that must be balanced by gravity or else it will be ripped apart. The balance of the two forces informs us of the lower limit on the stellar density. Neutron stars are 10{sup 14} times denser than Earth. Some neutron stars are in binary orbit with a companion. Application of orbital mechanics allows an assessment of masses in some cases. The mass of a neutron star is typically 1.5 solar masses. They can therefore infer their radii: about ten kilometers. Into such a small object, the entire mass of our sun and more, is compressed.

    Although many studies of electricity generation use national or state average generation mix assumptions, in reality a great deal of electricity is transferred between states with very different mixes of fossil and renewable fuels, and using the average numbers could result in incorrect conclusions in these studies. The authors create electricity consumption profiles for each state and for key industry sectors in the U.S. based on existing state generation profiles, net state power imports, industry presence by state, and an optimization model to estimate interstate electricity trading. Using these 'consumption mixes' can provide a more accurate assessment of electricity use in life-cycle analyses. It is concluded that the published generation mixes for states that import power are misleading, since the power consumed in-state has a different makeup than the power that was generated. And, while most industry sectors have consumption mixes similar to the U.S. average, some of the most critical sectors of the economy - such as resource extraction and material processing sectors - are very different. This result does validate the average mix assumption made in many environmental assessments, but it is important to accurately quantify the generation methods for electricity used when doing life-cycle analyses. 16 refs., 7 figs., 2 tabs.

    A compact electrostatic comb actuator is disclosed for microelectromechanical (MEM) applications. The actuator is based upon a plurality of meshed electrostatic combs, some of which are stationary and others of which are moveable. One or more restoring springs are fabricated within an outline of the electrostatic combs (i.e. superposed with the moveable electrostatic combs) to considerably reduce the space required for the actuator. Additionally, a truss structure is provided to support the moveable electrostatic combs and prevent bending or distortion of these combs due to unbalanced electrostatic forces or external loading. The truss structure formed about the moveable electrostatic combs allows the spacing between the interdigitated fingers of the combs to be reduced to about one micron or less, thereby substantially increasing the number of active fingers which can be provided in a given area. Finally, electrostatic shields can be used in the actuator to substantially reduce unwanted electrostatic fields to further improve performance of the device. As a result, the compact electrostatic comb actuator of the present invention occupies only a fraction of the space required for conventional electrostatic comb actuators, while providing a substantial increase in the available drive force (up to one-hundred times).

    This patent describes a compact heat exchanger for heating water with, and cleaning, the exhaust gas of an internal combustion engine of a cogeneration system. It comprises an outer shell having gas inlet means for entry of exhaust gas from the engine, gas outlet means for outflow of exhaust gas, water inlet means for entry of water to be heated, and water outlet means for outflow of water; a housing positioned within and spaced from the outer shell to form a flow channel therebetween; a coil in communication with the water inlet means and the water outlet means and positioned in the flow channel between the housing and the outer shell; catalytic converter material within the housing; wherein the housing is connected to the gas inlet means to receive exhaust gas from the engine and to direct the exhaust gas through the catalytic converter material.

    A storage ring with tunable momentum compaction has the advantage in achieving different RMS bunch length with similar RF capacity, which is potentially useful for many applications, such as linear collider damping ring and predamping ring where injected beam has a large energy spread and a large transverse emittance. A tunable bunch length also makes the commissioning and fine tuning easier in manipulating the single bunch instabilities. In this paper, a compact ring design based on a supercell is presented, which achieves a tunable momentum compaction while maintaining a large dynamic aperture.

    A compact neutron generator has at its outer circumference a toroidal shaped plasma chamber in which a tritium (or other) plasma is generated. A RF antenna is wrapped around the plasma chamber. A plurality of tritium ion beamlets are extracted through spaced extraction apertures of a plasma electrode on the inner surface of the toroidal plasma chamber and directed inwardly toward the center of neutron generator. The beamlets pass through spaced acceleration and focusing electrodes to a neutron generating target at the center of neutron generator. The target is typically made of titanium tubing. Water is flowed through the tubing for cooling. The beam can be pulsed rapidly to achieve ultrashort neutron bursts. The target may be moved rapidly up and down so that the average power deposited on the surface of the target may be kept at a reasonable level. The neutron generator can produce fast neutrons from a T-T reaction which can be used for luggage and cargo interrogation applications. A luggage or cargo inspection system has a pulsed T-T neutron generator or source at the center, surrounded by associated gamma detectors and other components for identifying explosives or other contraband.

The method includes a compaction-managed mirror bend achromat (CMMBA) that provides a beamline design that retains the large momentum acceptance of a conventional mirror bend achromat. The CMMBA also provides the ability to tailor the system momentum compaction spectrum as desired for specific applications. The CMMBA enables magnetostatic management of the longitudinal phase space in Energy Recovery Linacs (ERLs) thereby alleviating the need for harmonic linearization of the RF waveform.

    Mesoscale 3D simulations of shock compaction of metal and ceramic powders have been performed with an Eulerian hydrocode GEODYN. The approach was validated by simulating a well-characterized shock compaction experiment of a porous ductile metal. Simulation results using the Steinberg material model and handbook values for solid 2024 aluminum showed good agreement with experimental compaction curves and wave profiles. Brittle ceramic materials are not as well studied as metals, so a simple material model for solid ceramic (tungsten carbide) has been calibrated to match experimental compaction curves. Direct simulations of gas gun experiments with ceramic powders have been performed and showed good agreement with experimental data. The numerical shock wave profile has same character and thickness as that measured experimentally using VISAR. The numerical results show reshock states above the single-shock Hugoniot line as observed in experiments. We found that for good quantitative agreement with experiments 3D simulations are essential.

The result is a compact rugged assembly which provides a low-inductance current discharge path. The flyback charging circuit preferably includes a low-temperature co-fired ceramic transformer. The CDU can further include one or more ceramic substrates for enclosing the thyristor switch and for holding various passive components used in the flyback charging circuit. A load such as a detonator can also be attached directly to the CDU.

    Large noncoding RNAs fold into their biologically functional structures via compact yet disordered intermediates, which couple the stable secondary structure of the RNA with the emerging tertiary fold. The specificity of the collapse transition, which coincides with the assembly of helical domains, depends on RNA sequence and counterions. It determines the specificity of the folding pathways and the magnitude of the free energy barriers to the ensuing search for the native conformation. By coupling helix assembly with nascent tertiary interactions, compact folding intermediates in RNA also play a crucial role in ligand binding and RNA-protein recognition.

    This 2008 NCMR project has pursued measurement of the antineutrino-nucleus coherent scattering interaction using a low-energy threshold germanium gamma-ray spectrometer of roughly one-half kilogram total mass. These efforts support development of a compact system for monitoring the antineutrino emission from nuclear reactor cores. Such a monitoring system is relevant to nuclear safeguards and nuclear non-proliferation in general by adding a strong method for assuring quantitative material balance of special nuclear material in the nuclear fuel cycle used in electricity generation.

    Research highlights: {yields} Legal and economic opinions of free interstate trade of MSW in the US are reviewed. {yields} Economic theory of landfill space as the article of commerce can align opinions. {yields} Waste management policies implied by this economic theory are compared/contrasted. - Abstract: Managing municipal solid waste (MSW) within and across regions is a complex public policy problem. One challenge regards conceptualizing precisely what commodity is to be managed across space and time. The US Supreme Court view is that waste disposal is the article of commerce per se. Some justices, however, have argued that while waste disposal is the article of commerce, its interstate flow could be impeded by states on the grounds that they have the authority to regulate natural resource quality within their boundaries. The argument in this paper is that adopting the economic theory view of the article of commerce as landfill space brings the majority and dissenting US Supreme Court views-and the resulting sides of the public policy dispute-into closer alignment. We discuss waste management policy tools that emerge from this closer alignment that are more likely to both withstand judicial scrutiny and achieve economic efficiency.

    A quantum particle moving under the influence of singular interactions on embedded surfaces furnish an interesting example from the spectral point of view. In these problems, the possible occurrence of a bound-state is perhaps the most important aspect. Such systems can be introduced as quadratic forms and generically they do not require renormalization. Yet an alternative path through the resolvent is also beneficial to study various properties. In the present work, we address these issues for compact surfaces embedded in a class of ambient manifolds. We discover that there is an exact bound state solution written in terms of the heat kernel of the ambient manifold for a range of coupling strengths. Moreover, we develop techniques to estimate bounds on the ground state energy when several surfaces, each of which admits a bound state solution, coexist. -- Highlights: Schrdinger operator with singular interactions supported on compact submanifolds. Exact bound-state solution in terms of the heat kernel of the ambient manifold. Generalization of the variational approach to a collection of submanifolds. The gel is then slowly heated to a temperature of about 450DEC, and the resulting gel fragments are calcined.     On December 23, 2008, the D.C. Circuit Court remanded but did not vacate the Clean Air Interstate Rule (CAIR), overriding its previous decision on February 8, 2008, to remand and vacate CAIR. The December decision, which is reflected in Annual Energy Outlook 2010 (AEO) , allows CAIR to remain in effect, providing time for the Environmental Protection Agency to modify the rule in order to address objections raised by the Court in its earlier decision. A similar rule, referred to as the Clean Air Mercury Rule (CAMR), which was to set up a cap-and-trade system for reducing mercury emissions by approximately 70%, is not represented in the AEO2010 projections, because it was vacated by the D.C. Circuit Court in February 2008.

    In the past two years, public and private efforts to promote development and deployment of innovative environmental technologies have shifted from the analysis of barriers to the implementation of a variety of initiatives aimed at surmounting those barriers. Particular attention has been directed at (1) streamlining fragmented technology acceptance processes within and among the states, and (2) alleviating disincentives, created by inadequate or unverified technology cost and performance data, for users and regulators to choose innovative technologies. Market fragmentation currently imposes significant cost burdens on technology developers and inhibits the investment of private capital in environmental technology companies. Among the responses to these problems are state and federal technology certification/validation programs, efforts to standardize cost/performance data reporting, and initiatives aimed at promoting interstate cooperation in technology testing and evaluation. This paper reviews the current status of these initiatives, identifies critical challenges to their success, and recommends strategies for addressing those challenges.

    The properties of pure hadronic and hybrid compact stars are reviewed using nuclear equation of state (EoS) for β-equilibrated neutron star (NS) matter obtained using a density-dependent M3Y (DDM3Y) effective nucleon-nucleon interaction. Depending on the model, the energy density of quark matter can be lower than that of this nuclear EoS at higher densities, implying the possibility of transition to quark matter inside the core and the transition density depends on the particular quark matter model used. The recent observations of the binary millisecond pulsar J1614–2230 by P.B. Demorest et al. [1] and PSR J0348+0432 by J. Antoniadis et al. [2] suggest that the masses lie within 1.97 ± 0.04 M{sub ⊙} and 2.01 ± 0.04 M{sub ⊙}, respectively, where M{sub ⊙} is the solar mass. In conformity with recent observations, a pure nucleonic EoS determines that the maximum mass of NS rotating with frequency ν∼ 667 Hz below r-mode instability is ∼ 1.95 M{sub ⊙} with radius ∼ 10 km. Compact stars with quark cores rotating with same frequency have the maximum mass of ∼ 1.72 M{sub ⊙} turns out to be lower than the observed masses.

A compact toroidal plasma is formed by a magnetized coaxial plasma gun and held in close proximity to the gun electrodes by applied magnetic fields or magnetic fields produced by image currents in conducting walls. Voltage supply means maintains a constant potential across the electrodes producing an increasing magnetic helicity which drives the plasma away from a minimum energy state. The plasma globally relaxes to a new minimum energy state, conserving helicity according to Taylor's relaxation hypothesis, and injecting net helicity into the core of the compact toroidal plasma. Controlling the voltage so as to inject net helicity at a predetermined rate based on dissipative processes maintains or increases the compact toroidal plasma in a time averaged steady state mode.

    The shock compaction behavior of a tungsten carbide powder was investigated using a new experimental design for gas-gun experiments. This design allows the Hugoniot properties to be measured with reasonably good accuracy despite the inherent difficulties involved with distended powders. The experiments also provide the first reshock state for the compacted powder. Experiments were conducted at impact velocities of 245, 500, and 711 m/s. A steady shock wave was observed for some of the sample thicknesses, but the remainder were attenuated due to release from the back of the impactor or the edge of the sample. The shock velocity for the powder was found to be quite low, and the propagating shock waves were seen to be very dispersive. The Hugoniot density for the 711 m/s experiment was close to ambient crystal density for tungsten carbide, indicating nearly complete compaction. When compared with quasi-static compaction results for the same material, the dynamic compaction data is seen to be significantly stiffer for the regime over which they overlap. Based on these initial results, recommendations are made for improving the experimental technique and for future work to improve our understanding of powder compaction.

    Compacted coal ash fills exhibit capillary stress due to contact moisture and preconsolidation stress due to the compaction process. As such, the conventional methods of estimating settlement of footing on cohesionless soils based on penetration tests become inapplicable in the case of footings on coal ash fills, although coal ash is also a cohesionless material. Therefore, a method of estimating load-settlement behavior of footings resting on coal ash fills accounting for the effect of capillary and preconsolidation stresses is presented here. The proposed method has been validated by conducting plate load tests on laboratory prepared compacted ash beds and comparing the observed and predicted load-settlement behavior. Overestimation of settlement greater than 100% occurs when capillary and preconsolidation stresses are not accounted for, as is the case in conventional methods.

    The purpose of this research project is to develop compact (100 to 400 MWe) Generation IV nuclear power plant design and layout concepts that maximize the benefits of factory-based fabrication and optimal packaging, transportation and siting. The reactor concepts selected were compact designs under development in the 2000 to 2001 period. This interdisciplinary project was comprised of three university-led nuclear engineering teams identified by reactor coolant type (water, gas, and liquid metal) and a fourth Industrial Engineering team. The reactors included a Modular Pebble Bed helium-cooled concept being developed at MIT, the IRIS water-cooled concept being developed by a team led by Westinghouse Electric Company, and a Lead-Bismuth-cooled concept developed by UT. In addition to the design and layout concepts this report includes a section on heat exchanger manufacturing simulations and a section on construction and cost impacts of proposed modular designs.

    A compact fast analyzer of the rotary cuvette type is provided for simultaneously determining concentrations in a multiplicity of discrete samples using either absorbance or fluorescence measurement techniques. A rigid, generally rectangular frame defines optical passageways for the absorbance and fluorescence measurement systems. The frame also serves as a mounting structure for various optical components as well as for the cuvette rotor mount and drive system. A single light source and photodetector are used in making both absorbance and fluorescence measurements. Rotor removal and insertion are facilitated by a swing-out drive motor and rotor mount. BACKGROUND OF THE INVENTION The invention relates generally to concentration measuring instruments and more specifically to a compact fast analyzer of the rotary cuvette type which is suitable for making either absorbance or fluorescence measurements. It was made in the course of, or under, a contract with the U.S. Atomic Energy Commission.

    Constitutive relations for the compaction behavior of porous sandstone have been formulated to describe the results of uniaxial and triaxial tests under reservoir pressure and temperature conditions. An expression for loading behavior in uniaxial compression is derived by treating the loading modulus as an independent variable. Similar relations are derived for uniaxial and triaxial compaction tests. Elastic unloading takes a quadratic form when described by incremental stresses and strains. The constitutive equations relate the values of the incremental stress and strain on loading and unloading using parameters that are a function of the state of prestress in the material. Published data on samples cored from three different wells at various depths exhibited a similar dependence of rock properties on mechanical and pore pressure loads.

    From several searches of the area common to the Sloan Digital Sky Survey and the United Kingdom Infrared Telescope Infrared Deep Sky Survey, we have selected 22 luminous galaxies between z ? 0.4 and z ? 0.9 that have colors and sizes similar to those of the compact quiescent galaxies at z > 2. By exploring structural parameters and stellar populations, we found that most of these galaxies actually formed most of their stars at z < 2 and are generally less compact than those found at z > 2. Several of these young objects are disk-like or possibly prolate. This lines up with several previous studies that found that massive quiescent galaxies at high redshifts often have disk-like morphologies. If these galaxies were to be confirmed to be disk-like, their formation mechanism must be able to account for both compactness and disks. On the other hand, if these galaxies were to be confirmed to be prolate, the fact that prolate galaxies do not exist in the local universe would indicate that galaxy formation mechanisms have evolved over cosmic time. We also found five galaxies forming over 80% of their stellar masses at z > 2. Three of these galaxies appear to have been modified to have spheroid-like morphologies, in agreement with the scenario of 'inside-out' buildup of massive galaxies. The remaining galaxies, SDSS J014355.21+133451.4 and SDSS J115836.93+021535.1, have truly old stellar populations and disk-like morphologies. These two objects would be good candidates for nearly unmodified compact quiescent galaxies from high redshifts that are worth future study.

    As part of the program to demonstrate tristructural isotropic (TRISO)-coated fuel for the Next Generation Nuclear Plant (NGNP), Advanced Gas Reactor (AGR) fuel is being irradiation tested in the Advanced Test Reactor (ATR) at Idaho National Laboratory (INL). This testing has led to improved kernel fabrication techniques, the formation of TRISO fuel particles, and upgrades to the overcoating, compaction, and heat treatment processes. Combined, these improvements provide a fuel manufacturing process that meets the stringent requirements associated with testing in the AGR experimentation program. Researchers at Idaho National Laboratory (INL) are working in conjunction with a team from Babcock and Wilcox (B&W) and Oak Ridge National Laboratory (ORNL) to (a) improve the quality of uranium oxycarbide (UCO) fuel kernels, (b) deposit TRISO layers to produce a fuel that meets or exceeds the standard developed by German researches in the 1980s, and (c) develop a process to overcoat TRISO particles with the same matrix material, but applies it with water using equipment previously and successfully employed in the pharmaceutical industry. A primary goal of this work is to simplify the process, making it more robust and repeatable while relying less on operator technique than prior overcoating efforts. A secondary goal is to improve first-pass yields to greater than 95% through the use of established technology and equipment. In the first test, called “AGR-1,” graphite compacts containing approximately 300,000 coated particles were irradiated from December 2006 to November 2009. The AGR-1 fuel was designed to closely replicate many of the properties of German TRISO-coated particles, thought to be important for good fuel performance. No release of gaseous fission product, indicative of particle coating failure, was detected in the nearly 3-year irradiation to a peak burn up of 19.6% at a time-average temperature of 1038–1121°C.     A compact, self-contained x-ray source, and a compact x-ray source panel having a plurality of such x-ray sources arranged in a preferably broad-area pixelized array. Each x-ray source includes an electron source for producing an electron beam, an x-ray conversion target, and a multilayer insulator separating the electron source and the x-ray conversion target from each other. The multi-layer insulator preferably has a cylindrical configuration with a plurality of alternating insulator and conductor layers surrounding an acceleration channel leading from the electron source to the x-ray conversion target. A power source is connected to each x-ray source of the array to produce an accelerating gradient between the electron source and x-ray conversion target in any one or more of the x-ray sources independent of other x-ray sources in the array, so as to accelerate an electron beam towards the x-ray conversion target. The multilayer insulator enables relatively short separation distances between the electron source and the x-ray conversion target so that a thin panel is possible for compactness. This is due to the ability of the plurality of alternating insulator and conductor layers of the multilayer insulators to resist surface flashover when sufficiently high acceleration energies necessary for x-ray generation are supplied by the power source to the x-ray sources.

  19. COLA. III. RADIO DETECTION OF ACTIVE GALACTIC NUCLEUS IN COMPACT MODERATE LUMINOSITY INFRARED GALAXIES

    We present results from 4.8 GHz Very Large Array (VLA) and global very long baseline interferometry (VLBI) observations of the northern half of the moderate FIR luminosity (median L{sub IR} = 10{sup 11.01} L{sub sun}) COLA sample of star-forming galaxies. VLBI sources are detected in a high fraction (20/90) of the galaxies observed. The radio luminosities of these cores ({approx}10{sup 21} W Hz{sup -1}) are too large to be explained by radio supernovae or supernova remnants and we argue that they are instead powered by active galactic nuclei (AGNs). These sub-parsec scale radio cores are preferentially detected toward galaxies whose VLA maps show bright 100-500 parsec scale nuclear radio components. Since these latter structures tightly follow the FIR to radio-continuum correlation for star formation, we conclude that the AGN-powered VLBI sources are associated with compact nuclear starburst environments. The implications for possible starburst-AGN connections are discussed. The detected VLBI sources have a relatively narrow range of radio luminosity consistent with models in which intense compact Eddington-limited starbursts regulate the gas supply onto a central supermassive black hole. The high incidence of AGN radio cores in compact starbursts suggests little or no delay between the starburst phase and the onset of AGN activity.

North Carolina has been designated as the next host state for the compact, and the North Carolina Low-Level Radioactive Waste Management Authority is the agency charged with developing the new facility. Chem-Nuclear Systems, Inc., has been selected by the Authority as its primary site development and operations contractor. This paper will describe the progress currently being made toward the successful opening of the facility in January 1996. The areas to be addressed include site characterization, performance assessment, facility design, public outreach, litigation, finances, and the continued operation of the Barnwell facility.

    An article of similar title was published in the International Journal of Radioactive Materials Transport in 1999. The study concluded that the daytime and nighttime populations are not substantially different for the metropolitan areas examined. This study revisits the issue, but using the LandScan USA high resolution population distribution data, which includes daytime and night-time population. Segments of Interstate highway beltways, along with the direct route through the city, for Atlanta, St. Louis, and Kansas City are examined with an 800m buffer from either side of the highways. The day/night ratio of population is higher using the LandScan USA data. LandScan USA daytime and night-time data will be incorporated into the TRAGIS routing model in future.

    Since the 1970s, Raytheon has developed, built, tested and integrated high performance cryocoolers. Our versatile designs for single and multi-stage cryocoolers provide reliable operation for temperatures from 10 to 200 Kelvin with power levels ranging from 50 W to nearly 600 W. These advanced cryocoolers incorporate clearance seals, flexure suspensions, hermetic housings and dynamic balancing to provide long service life and reliable operation in all relevant environments. Today, sensors face a multitude of cryocooler integration challenges such as exported disturbance, efficiency, scalability, maturity, and cost. As a result, cryocooler selection is application dependent, oftentimes requiring extensive trade studies to determine the most suitable architecture. To optimally meet the needs of next generation passive IR sensors, the Compact Inline Raytheon Stirling 1-Stage (CI-RS1), Compact Inline Raytheon Single Stage Pulse Tube (CI-RP1) and Compact Inline Raytheon Hybrid Stirling/Pulse Tube 2-Stage (CI-RSP2) cryocoolers are being developed to satisfy this suite of requirements. This lightweight, compact, efficient, low vibration cryocooler combines proven 1-stage (RS1 or RP1) and 2-stage (RSP2) cold-head architectures with an inventive set of warm-end mechanisms into a single cooler module, allowing the moving mechanisms for the compressor and the Stirling displacer to be consolidated onto a common axis and in a common working volume. The CI cryocooler is a significant departure from the current Stirling cryocoolers in which the compressor mechanisms are remote from the Stirling displacer mechanism. Placing all of the mechanisms in a single volume and on a single axis provides benefits in terms of package size (30% reduction), mass (30% reduction), thermodynamic efficiency (>20% improvement) and exported vibration performance (≤25 mN peak in all three orthogonal axes at frequencies from 1 to 500 Hz).     A new type of high functionality, fast, compact, and easy programmable arbitrary waveform generator for low noise physical measurements is presented. The generator provides 7 fast differential waveform channels with a maximum bandwidth up to 200 MHz frequency. There are 6 fast pulse generators on the generator board with 78 ps time resolution in both duration and delay, 3 of them with amplitude control. The arbitrary waveform generator is additionally equipped with two auxiliary slow 16 bit analog-to-digital converters and four 16 bit digital-to-analog converters for low frequency applications. Electromagnetic shields are introduced to the power supply, digital, and analog compartments and with a proper filter design perform more than 110 dB digital noise isolation to the output signals. All the output channels of the board have 50 ? SubMiniature version A termination. The generator board is suitable for use as a part of a high sensitive physical equipment, e.g., fast read out and manipulation of nuclear magnetic resonance or superconducting quantum systems and any other application, which requires electromagnetic interference free fast pulse and arbitrary waveform generation.

    A novel neutron source comprising of a deuterium beam (energy of about 100 KeV) injected into a tube filled with tritium gas and/or tritium plasma that generates D-T fusion reactions, whose products are 14.06 MeV neutrons and 3.52 MeV alpha particles, is described. At the opposite end of the tube, the energy of deuterium ions that did not interact is recovered. Beryllium walls of proper thickness can be utilized to absorb 14 MeV neutrons and release 2-3 low energy neutrons. Each ion source and tube forms a module. Larger systems can be formed from multiple units. Unlike currently proposed methods, where accelerator-based neutron sources are very expensive, large, and require large amounts of power for operation, this neutron source is compact, inexpensive, easy to test and to scale up. Among possible applications for this neutron source concept are sub-critical nuclear breeder reactors and transmutation of radioactive waste.

    A compact solid source of hydrogen gas, where the gas is generated by contacting water with micro-disperse particles of sodium borohydride in the presence of a catalyst, such as cobalt or ruthenium. The micro-disperse particles can have a substantially uniform diameter of 1-10 microns, and preferably about 3-5 microns. Ruthenium or cobalt catalytic nanoparticles can be incorporated in the micro-disperse particles of sodium borohydride, which allows a rapid and complete reaction to occur without the problems associated with caking and scaling of the surface by the reactant product sodium metaborate. A closed loop water management system can be used to recycle wastewater from a PEM fuel cell to supply water for reacting with the micro-disperse particles of sodium borohydride in a compact hydrogen gas generator. Capillary forces can wick water from a water reservoir into a packed bed of micro-disperse fuel particles, eliminating the need for using an active pump.

    This study used radiography to detect and quantify density gradients in green compacts of Palladium powder. Ultrasonic velocity measurements had been tried previously, but they were affected by material properties, in addition to the density, so that an alternative was sought. The alternative technique used radiographic exposures of a series of standard compacts whose density is known and correlated with the radiographic film density. These correlations are used to predict the density in subsequent compacts.

    The U.S. liquid petroleum pipeline industry is large, diverse, and vital to the nation's economy. Comprised of approximately 200,000 miles of pipe in all fifty states, liquid petroleum pipelines carried more than 40 million barrels per day, or 4 trillion barrel-miles, of crude oil and refined products during 2001. That represents about 17% of all freight transported in the United States, yet the cost of doing so amounted to only 2% of the nation's freight bill. Approximately 66% of domestic petroleum transport (by ton-mile) occurs by pipeline, with marine movements accounting for 28% and rail and truck transport making up the balance. In 2004, the movement of crude petroleum by domestic federally regulated pipelines amounted to 599.6 billion tonmiles, while that of petroleum products amounted to 315.9 billion ton-miles (AOPL 2006). As an illustration of the low cost of pipeline transportation, the cost to move a barrel of gasoline from Houston, Texas, to New York Harbor is only 3 cents per gallon, which is a small fraction of the cost of gasoline to consumers. Pipelines may be small or large, up to 48 inches in diameter. Nearly all of the mainline pipe is buried, but other pipeline components such as pump stations are above ground. Some lines are as short as a mile, while others may extend 1,000 miles or more. Some are very simple, connecting a single source to a single destination, while others are very complex, having many sources, destinations, and interconnections. Many pipelines cross one or more state boundaries (interstate), while some are located within a single state (intrastate), and still others operate on the Outer Continental Shelf and may or may not extend into one or more states. U.S. pipelines are located in coastal plains, deserts, Arctic tundra, mountains, and more than a mile beneath the water's surface of the Gulf of Mexico (Rabinow 2004; AOPL 2006).     Concentrations of the heavy metals copper, lead, and zinc, and other constituents, were measured in soil and runoff before and after construction of a stormwater detention basin at the Interstate 95-State Route 656 interchange near Atlee, VA, from April 1993 through May 1997. The spatial and vertical distribution of heavy metals in soil indicate that the paved traffic lanes of the interstate highway are a source of the metals. Concentrations of the metals in soil decrease with increasing soil depth below the ground surface and with increasing distance from the highway lanes. Of the three metals for which samples were analyzed, lead was generally present at the greatest concentration, and copper was at the lowest concentration in the soil.

    A compact, solid state, high voltage switch capable of high conduction current with a high rate of current risetime (high di/dt) that can be used to replace thyratrons in existing and new applications. The switch has multiple thyristors packaged in a single enclosure. Each thyristor has its own gate drive circuit that circuit obtains its energy from the energy that is being switched in the main circuit. The gate drives are triggered with a low voltage, low current pulse isolated by a small inexpensive transformer. The gate circuits can also be triggered with an optical signal, eliminating the trigger transformer altogether. This approach makes it easier to connect many thyristors in series to obtain the hold off voltages of greater than 80 kV.

    A 2.45 GHz microwave ion source for ion implanters has many good properties for industrial application, such as easy maintenance and long lifetime, and it should be compact for budget and space. But, it has a dc current supply for the solenoid and a rf generator for plasma generation. Usually, they are located on high voltage platform because they are electrically connected with beam extraction power supply. Using permanent magnet solenoid and multi-layer dc break, high voltage deck and high voltage isolation transformer can be eliminated, and the dose rate on targets can be controlled by pulse duty control with semiconductor high voltage switch. Because the beam optics does not change, beam transfer components, such as focusing elements and beam shutter, can be eliminated. It has shown the good performances in budget and space for industrial applications of ion beams.

    Complete eigenvalue spectra of the staggered Dirac operator in quenched 4D compact QED are studied on 8{sup 3}{times}4 and 8{sup 3}{times}6 lattices. We investigate the behavior of the nearest-neighbor spacing distribution P(s) as a measure of the fluctuation properties of the eigenvalues in the strong coupling and the Coulomb phase. In both phases we find agreement with the Wigner surmise of the unitary ensemble of random-matrix theory indicating quantum chaos. Combining this with previous results on QCD, we conjecture that quite generally the non-linear couplings of quantum field theories lead to a chaotic behavior of the eigenvalues of the Dirac operator. {copyright} {ital 1999} {ital The American Physical Society}

Each of the blocks in a block pair includes a scintillator layer, detection array, front-end array, and a serial encoder.     A new, compact, side-pumped laser pump cavity design which uses non-conventional optics for injection of laser-diode light into a laser pump chamber includes a plurality of elongated light concentration channels. In one embodiment, the light concentration channels are compound parabolic concentrators (CPC) which have very small exit apertures so that light will not escape from the pumping chamber and will be multiply reflected through the laser rod. This new design effectively traps the pump radiation inside the pump chamber that encloses the laser rod. It enables more uniform laser pumping and highly effective recycle of pump radiation, leading to significantly improved laser performance. This new design also effectively widens the acceptable radiation wavelength of the diodes, resulting in a more reliable laser performance with lower cost.

    The low-content free water and high swelling pressure in compacted bentonite, planned to be used as a buffer in nuclear waste repositories, create adverse conditions for direct measurements of the chemical conditions. This paper presents laboratory results from online measurements with Eh and pH electrodes in water-saturated compacted MX-80 bentonite. The Eh was measured with Au and Pt wires as electrodes, while the pH was determined with IrOx electrodes. The latter were prepared in accordance with the method by Yao et al. [1]. The measurements were carried out in two types of cells: 'squeezing cells' and 'diffusion cells'. The squeezing cell excludes almost completely all chemical interactions between the sample and the surrounding environment outside the cell. The diffusion cell, on the other hand, contains a sample that stays in contact with an external solution and therefore allows following of the physico-chemical interaction between the sample and the external solution. The measuring electrodes were positioned inside the cell in the compacted bentonite, while the reference electrode was positioned outside the cell. (authors)

    Compaction of lower layers in the 9975 fiberboard overpack has been observed in packages that contain excess moisture. Dynamic loading of the package during transportation may also contribute to compaction of the fiberboard. This condition is being tested and analyzed to better understand these compaction mechanisms and provide a basis from which to evaluate their impact to the safety basis for transportation (Safety Analysis Report for Packaging) and storage (facility Design Safety Analysis) at the Savannah River Site (SRS). A test program has been developed and is being implemented to identify the extent of the compaction as a function of fiberboard moisture and typical transport dynamic loadings. Test conditions will be compared to regulatory requirements for dynamic loading. Characterization of the recovery of short-term compaction following the application of dynamic loading is also being evaluated. Interim results from this test program will be summarized.

    Nuclear simulators specifications typically ask for {open_quotes}high fidelity full scope replica simulator{close_quotes}. This request is not only the norm but also mandatory due to the strict regulations and safety concerns in that industry. It is an unquestionable fact that these types of simulators do provide the most realistic and effective environment to train control room operators in normal, abnormal operations, and especially in emergency conditions which would be difficult to rehearse otherwise. Utilities in the fossil industry who could afford the price that these top of the line simulators demand would not hesitate long to acquire one. Fortunately for the others, this industry has the luxury to be more flexible in its simulator`s needs which permits utilities to select a simulator within their specific budget. They may chose from a wide range of different types of simulators, including full scope or partial scope, high fidelity or generic, hardware control rooms replicas or CRT-based graphical emulations. In all cases, a simulator must be economically beneficial to plant operations to justify its cost. Taking into account the distinctive requirements of the fossil industry, including their budget constraints, CAE used its vast experience in nuclear simulators to produce a user-friendly, CRT-based compact fossil simulator, using ROSE (Real-time Object-oriented Software Environment).     An apparatus and method are disclosed for a compact and temperature-insensitive nuclear sensor that can be calibrated with a non-hazardous radioactive sample. The nuclear sensor includes a gamma ray sensor that generates tail pulses from radioactive samples. An analog conditioning circuit conditions the tail-pulse signals from the gamma ray sensor, and a tail-pulse simulator circuit generates a plurality of simulated tail-pulse signals. A computer system processes the tail pulses from the gamma ray sensor and the simulated tail pulses from the tail-pulse simulator circuit. The nuclear sensor is calibrated under the control of the computer. The offset is adjusted using the simulated tail pulses. Since the offset is set to zero or near zero, the sensor gain can be adjusted with a non-hazardous radioactive source such as, for example, naturally occurring radiation and potassium chloride.

    The new Tokamak Systems Code, used to investigate Compact Ignition Tokamaks (CITs), can simultaneously vary many parameters, satisfy many constraints, and minimize or maximize a figure of merit. It is useful in comparing different CIT design configurations over wide regions of parameter space and determining a desired design point for more detailed physics and engineering analysis, as well as for performing sensitivity studies for physics or engineering issues. Operational windows in major radius (R) and toroidal field (B) space for fixed ignition margin are calculated for the Ignifed and Inconel candidate CITs. The minimum R bounds are predominantly physics limited, and the maximum R portions of the windows are engineering limited. For a modified Kaye-Goldston plasma-energy-confinement scaling, the minimum size is 1.15 m for the Ignifed device and 1.25 m for the Inconel device. With the Ignition Technical Oversight Committee (ITOC) physics guidance of B/sup 2/a/q and I/sub p/ >10 MA, the Ignifed and Base-line Inconel devices have a minimum size of 1.2 and 1.25 m and a toroidal field of 11 and 10.4 T, respectively. Sensitivity studies show Ignifed to be more sensitive to coil temperature changes than the Inconel device, whereas the Inconel device is more sensitive to stress perturbations.

  5. MACHO (MAssive Compact Halo Objects) Data

    The primary aim of the MACHO Project is to test the hypothesis that a significant fraction of the dark matter in the halo of the Milky Way is made up of objects like brown dwarfs or planets: these objects have come to be known as MACHOs, for MAssive Compact Halo Objects. The signature of these objects is the occasional amplification of the light from extragalactic stars by the gravitational lens effect. The amplification can be large, but events are extremely rare: it is necessary to monitor photometrically several million stars for a period of years in order to obtain a useful detection rate. For this purpose MACHO has a two channel system that employs eight CCDs, mounted on the 50 inch telescope at Mt. Stromlo. The high data rate (several GBytes per night) is accommodated by custom electronics and on-line data reduction. The Project has taken more than 27,000 images with this system since June 1992. Analysis of a subset of these data has yielded databases containing light curves in two colors for 8 million stars in the LMC and 10 million in the bulge of the Milky Way. A search for microlensing has turned up four candidates toward the Large Magellanic Cloud and 45 toward the Galactic Bulge.     A process for forming durable, mechanically strong compacts from coal particulates without use of a binder is disclosed. The process involves applying a compressive stress to a particulate feed comprising substantially water-saturated coal particles while the feed is heated to a final compaction temperature in excess of about 100.degree. C. The water present in the feed remains substantially in the liquid phase throughout the compact forming process. This is achieved by heating and compressing the particulate feed and cooling the formed compact at a pressure sufficient to prevent water present in the feed from boiling. The compacts produced by the process have a moisture content near their water saturation point. As a result, these compacts absorb little water and retain exceptional mechanical strength when immersed in high pressure water. The process can be used to form large, cylindrically-shaped compacts from coal particles (i.e., "coal logs") so that the coal can be transported in a hydraulic coal log pipeline.

    Bulk, superhard, B--C--N nanocomposite compacts were prepared by ball milling a mixture of graphite and hexagonal boron nitride, encapsulating the ball-milled mixture at a pressure in a range of from about 15 GPa to about 25 GPa, and sintering the pressurized encapsulated ball-milled mixture at a temperature in a range of from about 1800-2500 K. The product bulk, superhard, nanocomposite compacts were well sintered compacts with nanocrystalline grains of at least one high-pressure phase of B--C--N surrounded by amorphous diamond-like carbon grain boundaries. The bulk compacts had a measured Vicker's hardness in a range of from about 41 GPa to about 68 GPa.

    Measurements of compressibilities, moduli, compaction coefficients, porosities, and permeabilities have been conducted on cores from Magma Gulf-Technadril/Department of Energy Amoco Fee No. 1 in the Sweet Lake Field in Cameron Parish, Louisiana. All rock parameters show nonlinear behavior with changing reservoir pressure. Compressibilities and uniaxial compaction coefficients decline rapidly with pore pressure reduction. Porosity reduction was generally less than 10%; permeability reduction was 30 to 40%. Additional tests are in progress.

    Using the WiFeS integral field spectrograph, we have undertaken a series of observations of star-forming galaxies in compact groups. In this first paper dedicated to the project, we present the analysis of the spiral galaxy NGC 838, a member of the Hickson Compact Group 16, and of its galactic wind. Our observations reveal that the wind forms an asymmetric, bipolar, rotating structure, powered by a nuclear starburst. Emission line ratio diagnostics indicate that photoionization is the dominant excitation mechanism at the base of the wind. Mixing from slow shocks (up to 20%) increases further out along the outflow axis. The asymmetry of the wind is most likely caused by one of the two lobes of the wind bubble bursting out of its H I envelope, as indicated by line ratios and radial velocity maps. The characteristics of this galactic wind suggest that it is caught early (a few Myr) in the wind evolution sequence. The wind is also quite different from the galactic wind in the partner galaxy NGC 839 which contains a symmetric, shock-excited wind. Assuming that both galaxies have similar interaction histories, the two different winds must be a consequence of the intrinsic properties of NGC 838 and NGC 839 and their starbursts.

    Post-irradiation examination (PIE) is being performed in support of tristructural isotropic (TRISO) coated particle fuel development and qualification for High-Temperature Gas-cooled Reactors (HTGRs). AGR-1 was the first in a series of TRISO fuel irradiation experiments initiated in 2006 under the Advanced Gas Reactor (AGR) Fuel Development and Qualification Program; this work continues to be funded by the Department of Energy's Office of Nuclear Energy as part of the Advanced Reactor Technologies (ART) initiative. AGR-1 fuel compacts were fabricated at Oak Ridge National Laboratory (ORNL) in 2006 and irradiated for three years in the Idaho National Laboratory (INL) Advanced Test Reactor (ATR) to demonstrate and evaluate fuel performance under HTGR irradiation conditions. PIE is being performed at INL and ORNL to study how the fuel behaved during irradiation, and to examine fuel performance during exposure to elevated temperatures at or above temperatures that could occur during a depressurized conduction cooldown event. This report summarizes safety testing of irradiated AGR-1 Compact 5-1-1 in the ORNL Core Conduction Cooldown Test Facility (CCCTF) and post-safety testing PIE.

    The unique confinement physics of the Reversed-Field Pinch (RFP) projects to a compact, high-power-density fusion reactor that promises a significant reduction in the cost of electricity. The compact reactor also promises a factor-of-two reduction in the fraction of total cost devoted to the reactor plant equipment (i.e., fusion power core (FPC) plus support systems). In addition to operational and developmental benefits, these physically smaller systems can operate economically over a range of total power output. After giving an extended background and rationale for the compact fusion approaches, key FPC subsystems for the Compact RFP Reactor (CRFPR) are developed, designed, and integrated for a minimum-cost, 1000-MWe(net) system. Both the problems and promise of the compact, high-power-density fusion reactor are quantitatively evaluated on the basis of this conceptual design. The material presented in this report both forms a framework for a broader, more expanded conceptual design as well as suggests directions and emphases for related research and development.

  9. High lumen compact fluorescents boost light output in new fixtures

    Some compact fluorescent lamps aren`t so compact. General Electric (GE), OSRAM, and Philips have been expanding offerings in longer, more powerful, hard wired CFLs that generate enough light to serve applications once limited to conventional fluorescents and metal halide systems. All three of these manufacturers have for some time offered 18- to 40-watt high-output CFLs, which use a fluorescent tube doubled back on itself to produce a lot of light in a compact source. Now GE has introduced an even larger, more powerful 50-watt unit, and OSRAM is soon to follow suit with a 55-watt lamp. These new entries to the field of turbocharged CFLs can provide general lighting at ceiling heights of 12 feet or more as well as indirect lighting, floodlighting, and wall washing. They are such a concentrated source of light that they can provide the desired illumination using fewer lamps and fixtures than would be needed with competing sources.

A key feature is bringing together two emitter arrays fabricated on different substrates--each array designed for a different wavelength--into close physical proximity.     An ultra-compact free electron laser comprising a pair of opposed superconducting cavities that produce identical electron beams moving in opposite directions such that each set of superconducting cavities accelerates one electron beam and decelerates the other electron beam. Such an arrangement, allows the energy used to accelerate one beam to be recovered and used again to accelerate the second beam, thus, each electron beam is decelerated by a different structure than that which accelerated it so that energy exchange rather than recovery is achieved resulting in a more compact and highly efficient apparatus.

    There are conflicting requirements on the value of the momentum compaction factor during energy ramping in a synchrotron: at low energies it should be positive and sufficiently large to make the slippage factor small so that it is possible to work closer to the RF voltage crest and ensure sufficient RF bucket area, whereas at higher energies it should be small or negative to avoid transition crossing. In the present report we propose a lattice with a variable momentum compaction factor and consider the possibility of using it in a high repetition rate proton driver for a muon collider and neutrino factory.

The particle packing structure of spray-dried granule was investigated with suspension structure. The effects of granule morphology and its particle packing structure on compaction and resultant sintering behavior were evaluated.

    In 2007, a severe transportation accident occurred near Oakland, California, at the interchange known as the "MacArthur Maze." The accident involved a double tanker truck of gasoline overturning and bursting into flames. The subsequent fire reduced the strength of the supporting steel structure of an overhead interstate roadway causing the collapse of portions of that overpass onto the lower roadway in less than 20 minutes. The US Nuclear Regulatory Commission has analyzed what might have happened had a spent nuclear fuel transportation package been involved in this accident, to determine if there are any potential regulatory implications of this accident to the safe transport of spent nuclear fuel in the United States. This paper provides a summary of this effort, presents preliminary results and conclusions, and discusses future work related to the NRC's analysis of the consequences of this type of severe accident.
