Embodiments also include a thread determining that a local interrupt status location corresponding to the thread indicates that the globally broadcast interrupt signal has been received by the interrupt controller. Embodiments also include the thread processing one or more entries in a global interrupt status bit queue based on whether global interrupt status bits associated with the globally broadcast interrupt signal are locked. Each entry in the global interrupt status bit queue corresponds to a queued global interrupt.

    A system and method for generating global asynchronous signals in a computing structure. Particularly, a global interrupt and barrier network is implemented that implements logic for generating global interrupt and barrier signals for controlling global asynchronous operations performed by processing elements at selected processing nodes of a computing structure in accordance with a processing algorithm; and includes the physical interconnecting of the processing nodes for communicating the global interrupt and barrier signals to the elements via low-latency paths. The global asynchronous signals respectively initiate interrupt and barrier operations at the processing nodes at times selected for optimizing performance of the processing algorithms. In one embodiment, the global interrupt and barrier network is implemented in a scalable, massively parallel supercomputing device structure comprising a plurality of processing nodes interconnected by multiple independent networks, with each node including one or more processing elements for performing computation or communication activity as required when performing parallel algorithm operations. One multiple independent network includes a global tree network for enabling high-speed global tree communications among global tree network nodes or sub-trees thereof. The global interrupt and barrier network may operate in parallel with the global tree network for providing global asynchronous sideband signals.

    The author argues that excess capacity can increase retail rates, but deferral riders which allow utilities to offer lower rates to customers who might otherwise turn to cogeneration would optimize existing generating capacity. The author notes that encouraging cogeneration is only one goal of the Public Utility Regulatory Policies Act, while efficient use of powerplant capability is of equal importance. There will still be opportunities for cogenerators under the Cogeneration Deferral Tariff if they are patient because the concept of the tariff is to defer, not preclude cogeneration.

    The object of this project was to design and develop a high-voltage, single-pressure, SF/sub 6/ interrupter with an interrupting capability of 120 kA at 145 kV with a continuous current rating of 5000 A and an interrupting time of 1.5 cycles or less. A second objective of 100 kA at 242 kV was added during the project. Mathematical models were used to extrapolate design requirements from existing data for 63 and 80 kA. Two model puffers, one liquid and the other gas, were designed and tested to obtain data at 100 kA. An interrupter, optimized on the basis of total prospective breaker cost, was designed using the mathematical models. A study was made of the construction materials to operate under the high-stress conditions in this interrupter. Existing high-speed movies of high-current arcs under double-flow conditions were analyzed to obtain more information for modeling the interrupter. The optimized interrupter design was built and tested. The interrupting capability confirmed calculations of predicted performance near current zero; however, the dielectric strength after interrupting these high-current arcs was not adequate for the 145-kV or the 242-kV ratings. The dielectric strength was reduced by hot gases flowing out of the interrupter. Valuable data have been obtained for modeling the SF/sub 6/ puffer interrupter for high currents.

We developed abottom-up approach for assessing the cost to U.S. electricity consumersof power interruptions and power-quality events (referred to collectivelyas "reliability events").     The massive electric power blackout in the northeastern United States and Canada on August 14-15, 2003 resulted in the U.S. electricity system being called ''antiquated'' and catalyzed discussions about modernizing the grid. Industry sources suggested that investments of $50 to $100 billion would be needed. This report seeks to quantify an important piece of information that has been missing from these discussions: how much do power interruptions and fluctuations in power quality (power-quality events) cost U.S. electricity consumers? Accurately estimating this cost will help assess the potential benefits of investments in improving the reliability of the grid. We develop a comprehensive end-use framework for assessing the cost to U.S. electricity consumers of power interruptions and power-quality events (referred to collectively as ''reliability events''). The framework expresses these costs as a function of: (1) Number of customers by type in a region; (2) Frequency and type of reliability events experienced annually (including both power interruptions and power-quality events) by these customers; (3) Cost of reliability events; and (4) Vulnerability of customers to these events. The framework is designed so that its cost estimate can be improved as additional data become available. Using our framework, we estimate that the national cost of power interruptions is about $80 billion annually, based on the best information available in the public domain. However, there are large gaps in and significant uncertainties about the information currently available. Notably, we were not able to develop an estimate of power-quality events. Sensitivity analysis of some of these uncertainties suggests that the total annual cost could range from less than $30 billion to more than $130 billion. Because of this large range and the enormous cost of the decisions that may be based on this estimate, we encourage policy makers, regulators, and industry to jointly under take the comparatively modest-cost improvements needed in the information used to estimate the cost of reliability events. Specific areas for improvement include: coordinated, nationwide collection of updated information on the cost of reliability events; consistent definition and recording of the duration and frequency of reliability events, including power-quality events; and improved information on the costs of and efforts by consumers to reduce their vulnerability to reliability events.

    Ion beam auto tuning time and success rate are often major factors in the utilization and productivity of ion implanters. Tuning software frequently fails to meet specified setup times or recipe parameters, causing production stoppages and requiring manual intervention. Build-up of conductive deposits in the arc chamber and extraction gap can be one of the main causes of auto tuning problems. The deposits cause glitching and ion beam instabilities, which lead to errors in the software optimization routines. Infineon Regensburg has been testing use of XeF{sub 2}, an in-situ chemical cleaning reagent, with positive results in reducing auto tuning interruption events.

    We studied the effect of multiple interruptions during the quantum well growth on emission-efficiency enhancement of InGaN-based yellow-green light emitting diodes on c-plane sapphire substrate. The output power and dominant wavelength at 20?mA are 0.24 mW and 556.3?nm. High resolution x-ray diffraction, photoluminescence, and electroluminescence measurements demonstrate that efficiency enhancement could be partially attributed to crystal quality improvement of the active region resulted from reduced In clusters and relevant defects on the surface of InGaN layer by introducing interruptions. The less tilted energy band in the quantum well is also caused by the decrease of In-content gradient along c-axis resulted from In segregation during the interruptions, which increases spatial overlap of electron-hole wavefunction and thus the internal quantum efficiency. The latter also leads to smaller blueshift of dominant wavelength with current increasing.

    A robust methodology for estimating the value of service reliability improvements is presented. Although econometric models for estimating value of service (interruption costs) have been established and widely accepted, analysts often resort to applying relatively crude interruption cost estimation techniques in assessing the economic impacts of transmission and distribution investments. This paper first shows how the use of these techniques can substantially impact the estimated value of service improvements. A simple yet robust methodology that does not rely heavily on simplifying assumptions is presented. When a smart grid investment is proposed, reliability improvement is one of the most frequently cited benefits. Using the best methodology for estimating the value of this benefit is imperative. By providing directions on how to implement this methodology, this paper sends a practical, usable message to the industry.

    Information on the value of reliable electricity service can be used to assess the economic efficiency of investments in generation, transmission and distribution systems, to strategically target investments to customer segments that receive the most benefit from system improvements, and to numerically quantify the risk associated with different operating, planning and investment strategies. This paper summarizes research designed to provide estimates of the value of service reliability for electricity customers in the US. These estimates were obtained by analyzing the results from 28 customer value of service reliability studies conducted by 10 major US electric utilities over the 16 year period from 1989 to 2005. Because these studies used nearly identical interruption cost estimation or willingness-to-pay/accept methods it was possible to integrate their results into a single meta-database describing the value of electric service reliability observed in all of them. Once the datasets from the various studies were combined, a two-part regression model was used to estimate customer damage functions that can be generally applied to calculate customer interruption costs per event by season, time of day, day of week, and geographical regions within the US for industrial, commercial, and residential customers. Estimated interruption costs for different types of customers and of different duration are provided. Finally, additional research and development designed to expand the usefulness of this powerful database and analysis are suggested.

    Hepatic fibrosis represents a frequent event following chronic insult to trigger wound healing reactions with accumulation of extracellular matrix (ECM) in the liver. Activation of hepatic stellate cells (HSCs) is the pivotal event during liver fibrogenesis. Compelling evidence indicates that oxidative stress is concomitant with liver fibrosis irrespective of the underlying etiology. Natural antioxidant ligustrazine exhibits potent antifibrotic activities, but the mechanisms are poorly understood. Our studies were to investigate the ligustrazine effects on HSC activation stimulated by hydrogen peroxide (H{sub 2}O{sub 2}), an in vitro model mimicking the oxidative stress in liver fibrogenesis, and to elucidate the possible mechanisms. Our results demonstrated that H{sub 2}O{sub 2} at 5 ?M significantly stimulated HSC proliferation and expression of marker genes of HSC activation; whereas ligustrazine dose-dependently suppressed proliferation and induced apoptosis in H{sub 2}O{sub 2}-activated HSCs, and attenuated expression of fibrotic marker genes. Mechanistic investigations revealed that ligustrazine reduced platelet-derived growth factor-? receptor (PDGF-?R) expression and blocked the phosphorylation of extracellular regulated protein kinase (ERK) and p38 kinase, two downstream effectors of PDGF-?R. Further molecular evidence suggested that ligustrazine interruption of ERK and p38 pathways was dependent on the blockade of PDGF-?R and might be involved in ligustrazine reduction of fibrotic marker gene expression under H{sub 2}O{sub 2} stimulation. Furthermore, ligustrazine modulated some proteins critical for HSC activation and ECM homeostasis in H{sub 2}O{sub 2}-stimulated HSCs. These data collectively indicated that ligustrazine could attenuate HSC activation caused by oxidative stress, providing novel insights into ligustrazine as a therapeutic option for hepatic fibrosis. Highlights: ? Ligustrazine inhibits oxidative stress-induced HSC activation. ? Ligustrazine reduces fibrotic marker genes in HSCs under oxidative stress. ? Disruption of PDGF-?R-mediated ERK and p38 pathways was involved. ? Ligustrazine could be a promising antifibrotic candidate.

    The paper presents the results of experimental investigations of overvoltages on 6kV isolated neutral station service cable networks of thermal power plants. The overvoltages were recorded with capacitive voltage measurement systems made at the Nikola Tesla Institute. Wideband capacitive voltage measurement systems recorded a flat response from below power frequencies to 10MHz. Investigations of overvoltages were performed for appearance and interruption of metal earth faults, intermittent earth faults, switching operation of HV motors switchgear, switching operation of transformers switchgear, and transfer of the network supply from one transformer to another. On the basis of these investigations, certain measures are proposed for limiting overvoltages and for the reliability of station service of thermal power plants.

    This paper presents DynaBot, a domain-specific web service discovery system. The core idea of the DynaBot service discovery system is to use domain-specific service class descriptions powered by an intelligent Deep Web crawler. In contrast to current registry-based service discovery systems--like the several available UDDI registries--DynaBot promotes focused crawling of the Deep Web of services and discovers candidate services that are relevant to the domain of interest. It uses intelligent filtering algorithms to match services found by focused crawling with the domain-specific service class descriptions. We demonstrate the capability of DynaBot through the BLAST service discovery scenario and describe our initial experience with DynaBot.

    Distributed applications require information to effectively utilize the network. Some of the information they require is the current and maximum bandwidth, current and minimum latency, bottlenecks, burst frequency, and congestion extent. This type of information allows applications to determine parameters like optimal TCP buffer size. In this paper, we present a cooperative information-gathering tool called the network characterization service (NCS). NCS runs in user space and is used to acquire network information. Its protocol is designed for scalable and distributed deployment, similar to DNS. Its algorithms provide efficient, speedy and accurate detection of bottlenecks, especially dynamic bottlenecks. On current and future networks, dynamic bottlenecks do and will affect network performance dramatically.

These guidelines comply with Minerals Management Service (MMS) regulations issued on May 31, 1988, for offshore work. Where specific MMS regulations are sited, the regulation reference, Incident of Non-Compliance (INC), number is provided.     Recurring waste management noncompliance problems have spurred a fundamental site-wide process revision to characterize and disposition wastes at the Idaho National Engineering and Environmental Laboratory. The reengineered method, termed Waste Generator Services, will streamline the waste acceptance process and provide waste generators comprehensive waste management services through a single, accountable organization to manage and disposition wastes in a timely, cost-effective, and compliant manner. This report outlines the strategy for implementing Waste Generator Services across the INEEL. It documents the culmination of efforts worked by the LMITCO Environmental Management Compliance Reengineering project team since October 1997. These efforts have included defining problems associated with the INEEL waste management process; identifying commercial best management practices; completing a review of DOE Complex-wide waste management training requirements; and involving others through an Integrated Process Team approach to provide recommendations on process flow, funding/charging mechanisms, and WGS organization. The report defines the work that will be performed by Waste Generator Services, the organization and resources, the waste acceptance process flow, the funding approach, methods for measuring performance, and the implementation schedule and approach. Field deployment will occur first at the Idaho Chemical Processing Plant in June 1998. Beginning in Fiscal Year 1999, Waste Generator Services will be deployed at the other major INEEL facilities in a phased approach, with implementation completed by March 1999.

In some cases, they can provide superior response to generators, as the curtailment of load is typically much faster than ramping thermal and hydropower plants. Analysis and quantification of demand response resources providing ancillary services is necessary to understand the resources economic value and impact on the power system. Methodologies used to study grid integration of variable generation can be adapted to the study of demand response. In the present work, we describe and illustrate a methodology to construct detailed temporal and spatial representations of the demand response resource and to examine how to incorporate those resources into power system models. In addition, the paper outlines ways to evaluate barriers to implementation. We demonstrate how the combination of these three analyses can be used to translate the technical potential for demand response providing ancillary services into a realizable potential.

Wellbore cleanouts require pumping fluid that will entrain solids and return them to the surface. In most cases, wash fluids and solids are captured in surface tanks of sufficient volume to allow solids to settle out. Where practical, fluids are recirculated to reduce cost. An important concern when designing sand wash programs is correct fluid system selection. Wash fluids should closely balance BHP and provide piston like displacement for solids removal.     Distributed energy resources (DER) are quickly making their way to industry primarily as backup generation. They are effective at starting and then producing full-load power within a few seconds. The distribution system is aging and transmission system development has not kept up with the growth in load and generation. The nation's transmission system is stressed with heavy power flows over long distances, and many areas are experiencing problems in providing the power quality needed to satisfy customers. Thus, a new market for DER is beginning to emerge. DER can alleviate the burden on the distribution system by providing ancillary services while providing a cost adjustment for the DER owner. This report describes 10 types of ancillary services that distributed generation (DG) can provide to the distribution system. Of these 10 services the feasibility, control strategy, effectiveness, and cost benefits are all analyzed as in the context of a future utility-power market. In this market, services will be provided at a local level that will benefit the customer, the distribution utility, and the transmission company.

It correctly presumes that if a virtual circuit needs these security services, then network topology and device policy will act to ensure that the appropriate security services are applied to the virtual circuit. This contribution moves that the Security Service Discovery and Routing function be included in the Security Version 2.0 work scope.

Candidate techniques include ILMI extensions, ANS extensions and new ATM anycast addresses.     As part of an overall restructuring of the International Atomic Energy Agency's Department of Nuclear Energy, the agency has established the Nuclear Information Section (NIS). The restructuring, recently announced by IAEA Director General Yukiya Amano, also includes the creation of a separate Nuclear Knowledge Management (NKM) Section, as demand for assistance in this area is growing among member countries. According to the NIS Web site, 'This restructuring and the creation of the NIS provides an opportunity for further enhancing existing information products and services and introducing new ones-all with an eye towards advancing higher organizational efficiency and effectiveness.'

    Methodologies used to study grid integration of variable generation can be adapted to the study of demand response. In the present work, we describe and implement a methodology to construct detailed temporal and spatial representations of demand response resources and to incorporate those resources into power system models. In addition, the paper outlines ways to evaluate barriers to implementation. We demonstrate how the combination of these three analyses can be used to assess economic value of the realizable potential of demand response for ancillary services.

    Along with a continuously growing number of publicly available Web services (WS), we are witnessing a rapid development in semantic-related web technologies, which lead to the apparition of semantically described WS. In this work, we perform a comparative analysis of the syntactic and semantic approaches used to describe WS, from a complex network perspective. First, we extract syntactic and semantic WS dependency networks from a collection of publicly available WS descriptions. Then, we take advantage of tools from the complex network field to analyze them and determine their topological properties. We show WS dependency networks exhibit some of the typical characteristics observed in real-world networks, such as small world and scale free properties, as well as community structure. By comparing syntactic and semantic networks through their topological properties, we show the introduction of semantics in WS description allows modeling more accurately the dependencies between parameters, which in turn could l...

A new generation of surface equipment and downhole tools will greatly expand through-tubing well servicing utility. This paper provides descriptions of current peripheral devices for concentric well work. It also includes a look at what's needed to meet future challenges and advance this technology. It specifically discusses various forms of fishing tools, power tongs used for bring drill stem, orienting tools for drilling, downhole adjustment tools, steering tools, well casing materials, perforation tools, and various other support equipment.

    Sand production can severely impact well performance and profitability by damaging production equipment or plugging wellbores. Sand control in existing wells may be required because of inadequate initial completion design, recompletion to new intervals or changes in reservoir production characteristics. The most durable and reliable sand control is by conventional gravel packing, but in some cases, conventional packs may not be economic or feasible. Improvements in coiled tubing technology and reliability have resulted in better application and increased acceptance of through-tubing sand control. Concentric gravel packing and sand consolidation are being used more because of advances in equipment, services, downhole tools and fluids. Candidates for these techniques include conventional completions that begin producing sand and wells with gravel pack failures. Economical jobs have been performed successfully in several different wellbore configurations. Some initially non-gravel packed wells are now being designed for possible through-tubing gravel packing, anticipating sand production later in the completion's producing life. This paper reviews the general procedures for installing a through-tubing, washdown mechanical gravel pack using coiled tubing conveyance and placement techniques.

    This paper reports that pulling tubing to clean out a production liner at Prudhoe Bay Unit Western Operating Area (PBU WOA) averages $600,000 to $800,000. Coiled tubing underreaming was developed to accomplish this objective at lower costs. Beginning in 1988, these operations have been improved through several generations of procedures and tool designs. Using current technology, the underreamer, in conjunction with coiled tubing, can reduce the cost of drilling out to a liner to about $50,000 or $100,000, depending on the amount and type of material to be removed. PBU WOA, operated by BP Exploration, produces about 600,000 bopd from 395 wells. Another 61 wells are used to inject produced water, seawater and miscible fluids. Most of the remedial well servicing operations are conducted using coiled tubing (CT). Three contract coiled tubing units (CTUs) work daily, performing wellbore cleanouts, stimulations, inflatable bridge plug installations and cement squeeze operations. About 42 underreaming jobs were performed from 1990 to 1991 at PBU WOA for an average cost of between $75,000 and $100,000, a cost savings of $500,000 power well compared to pulling tubing and cleaning out the wells conventionally.

    Fitness-for-service assessments can provide information regarding operational reliability of equipment. However, to be meaningful, such assessments require an analytical procedure to determine the ability of engineering structures to tolerate the presence of weld flaws. In recent years, there has been a significant interest in this technology by the refining and petrochemical industries for predicting and avoiding fracture in pressurized components. Most applications have covered pressure vessel and piping where carbon and low alloy steels are the traditional materials of construction. More recently, fitness for service questions have developed for equipment with highly ductile materials such as aluminum alloys. In order to handle these questions ductile tearing resistance must be considered and R curve methods are required. In this paper examples are cited where fitness for service assessments were required for an aluminum heat exchanger in LNG service. Suitable R curve data were developed in order to establish flaw tolerance following UT inspections of this equipment.
