    The grant support of $24,250 (1994-95?) was well used by the University of Florida as host institution to support various educational institutions in the use of UFTR Reactor. All users and uses were screened to assure the usage was for educational institutions eligible for participation in the Reactor Sharing Program; where research activities were involved, care was taken to assure the research was not funded by grants for contract funding from outside sources. Over 12 years, the program has been a key catalyst for renewing utilization of UFTR both by external users around the State of Florida and the Southeast and by various faculty members within the University of Florida. Tables provide basic information about the 1994-95 program and utilization of UFTR.

    This is the Annual Progress Report of the theoretical particle theory group at the University of Florida under DOE Grant DE-FG05-86ER40272. At present our group consists of four Full Professors (Field, Ramond, Thorn, Sikivie), one Associate Professor (Woodard), and two Assistant Professors (Qiu, Kennedy). In addition, we have four postdoctoral research associates and seven graduate students. The research of our group covers a broad range of topics in theoretical high energy physics including both theory and phenomenology. Included in this report is a summary of the last several years, an outline of our current research program.

  4. EA-1965: Florida Atlantic University Southeast National Marine Renewable Energy Center’s Offshore Marine Hydrokinetic Technology Testing Project, Florida

    The Department of Energy (DOE), through its Wind and Water Power Technologies Office (WWPTO), is proposing to provide federal funding to Florida Atlantic University’s South-East National Marine Renewable Energy Center (FAU SNMREC) to support the at sea testing of FAU SNMREC’s experimental current generation turbine and the deployment and operation of their Small-Scale Ocean Current Turbine Test Berth, sited on the outer continental shelf (OCS) in waters off the coast of Ft Lauderdale, Florida. SNMREC would demonstrate the test berth site readiness by testing their pilot-scale experimental ocean current turbine unit at that location. The Bureau of Ocean Energy Management (BOEM) conducted an Environmental Assessment to analyze the impacts associated with leasing OCS lands to FAU SNMREC, per their jurisdictional responsibilities under the Outer Continental Shelf Lands Act. DOE was a cooperating agency in this process and based on the EA, DOE issued a Finding of No Significant Impact.

    The U.S. DOE GATEWAY Demonstration Program supports demonstrations of high-performance solid-state lighting (SSL) products in order to develop empirical data and experience with the in-the-field applications of this advanced lighting technology. This report describes the process and results of the 2013 - 2014 GATEWAY demonstration of SSL technology in the Nadine McGuire Theatre and Dance Pavilion at the University of Florida, Gainesville, FL. The LED solutions combined with dimming controls utilized in four interior spaces - the Acting Studio, Dance Studio, Scene Shop, and Dressing Room - received high marks from instructors, students/performers, and reduced energy use in all cases. The report discusses in depth and detail of each project area including specifications, energy savings, and user observations. The report concludes with lessons learned during the demonstration.

    This research program addresses the need to increase the energy efficiency of industrialized housing. Two research centers have responsibility for the program: the Center for Housing Innovation at the University of Oregon and the Florida Solar Energy Center, a research institute of the University of Central Florida. The two organizations provide complementary architectural, systems engineering, and industrial engineering capabilities. In 1989 we worked on these tasks: (1) the formation of a steering committee, (2) the development of a multiyear research plan, (3) analysis of the US industrialized housing industry, (4) assessment of foreign technology, (5) assessment of industrial applications, (6) analysis of computerized design and evaluation tools, and (7) assessment of energy performance of baseline and advanced industrialized housing concepts. The current research program, under the guidance of a steering committee composed of industry and government representatives, focuses on three interdependent concerns -- (1) energy, (2) industrial process, and (3) housing design. Building homes in a factory offers the opportunity to increase energy efficiency through the use of new materials and processes, and to increase the value of these homes by improving the quality of their construction. Housing design strives to ensure that these technically advanced homes are marketable and will meet the needs of the people who will live in them.

Methanol Fuel Cell Vehicle Charging Station at Florida Atlantic University ? M. Fuchs, EnerFuel, Inc. The project objectives were to design, and demonstrate a 10 kWnet proton exchange membrane fuel cell stationary power plant operating on methanol, to achieve an electrical energy efficiency of 32% and to demonstrate transient response time of less than 3 milliseconds.     Cooperative Agreement (DE-FC21-95EW55101) between the U.S. Department of Energy (DOE) and the Florida State University's Institute for International Cooperative Environmental Research (IICER) was designed to facilitate a number of joint programmatic goals of both the DOE and the IICER related to international technology identification, development, demonstration and deployment using a variety of mechanisms to accomplish these goals. These mechanisms included: laboratory and field research; technology demonstrations; international training and technical exchanges; data collection, synthesis and evaluation; the conduct of conferences, symposia and high-level meetings; and other appropriate and effective approaches. The DOE utilized the expertise and facilities of the IICER at Florida State University to accomplish its goals related to this cooperative agreement. The IICER has unique and demonstrated capabilities that have been utilized to conduct the tasks for this cooperative agreement. The IICER conducted activities related to technology identification, development, evaluation, demonstration and deployment through its joint centers which link the capabilities at Florida State University with collaborating academic and leading research institutions in the major countries of Central and Eastern Europe (e.g., Czech Republic, Hungary, Poland) and Russia. The activities and accomplishments for this five-year cooperative agreement are summarized in this Final Technical Report.

    The Department of Energy's Office of Energy Efficiency and Renewable Energy (EERE) provides grants to states, territories, and the District of Columbia to support their energy priorities through the State Energy Program (SEP). The SEP provides Federal financial assistance to carry out energy efficiency and renewable energy projects that meet each state's unique energy needs while also addressing national goals such as energy security. Federal funding is based on a grant formula that takes into account population and energy consumption. The SEP emphasizes the state's role as the decision maker and administrator for the program. The American Recovery and Reinvestment Act of 2009 (Recovery Act) expanded the SEP, authorizing $3.1 billion in grants. Based on existing grant formulas and after reviewing state-level plans, EERE made awards to states. The State of Florida's Energy Office (Florida) was allocated $126 million - a 90-fold increase over Florida's average annual SEP grant of $1.4 million. Per the Recovery Act, this funding must be obligated by September 30, 2010, and spent by April 30, 2012. As of March 10, 2010, Florida had expended $13.2 million of the SEP Recovery Act funds. Florida planned to use its grant funds to undertake activities that would preserve and create jobs; save energy; increase renewable energy sources; and, reduce greenhouse gas emissions. To accomplish Recovery Act objectives, states could either fund new or expand existing projects. As a condition of the awards, EERE required states to develop and implement sound internal controls over the use of Recovery Act funds. Based on the significant increase in funding from the Recovery Act, we initiated this review to determine whether Florida had internal controls in place to provide assurance that the goals of the SEP and Recovery Act will be met and accomplished efficiently and effectively. We identified weaknesses in the implementation of SEP Recovery Act projects that have adversely impacted Florida's ability to meet the goals of the SEP and the Recovery Act. Specifically: (1) Florida used about $8.3 million to pay for activities that did not meet the intent of the Recovery Act to create new or save existing jobs. With the approval of the Department, Florida used these funds to pay for rebates related to solar energy projects that had been completed prior to passage of the Recovery Act; (2) State officials did not meet Florida's program goals to obligate all Recovery Act funds by January 1, 2010, thus delaying projects and preventing them from achieving the desired stimulative economic impact. Obligations were delayed because Florida officials selected a number of projects that either required a lengthy review and approval process or were specifically prohibited. In June 2009, the Department notified Florida that a number of projects would not be approved; however, as of April 1, 2010, the State had not acted to name replacement projects or move funds to other projects; (3) Florida officials had not ensured that 7 of the 18 award requirements for Recovery Act funding promulgated by the Department had been passed down to sub-recipients of the award, as required; and, (4) Certain internal control weaknesses that could jeopardize the program and increase the risk of fraud, waste and abuse were identified in the Solar Energy System Incentives Program during our September 2009 visit to Florida. These included a lack of separation of duties related to the processing of rebates and deficiencies in the written procedures for grant managers to review and approve rebates. From a forward looking perspective, absent aggressive corrective action, these weaknesses threaten Florida's efforts to meet future Recovery Act goals. In response to our review, Florida took corrective action to incorporate the additional award requirements in sub-recipient documents. It also instituted additional controls to correct the internal control weaknesses we identified. More, however, needs to be done with respect to Department oversight.     The PINTEX group studied proton-proton and proton-deuteron scattering and reactions between 100 and 500 MeV at the Indiana University Cyclotron Facility (IUCF). More than a dozen experiments made use of electron-cooled polarized proton or deuteron beams, orbiting in the 'Indiana Cooler' storage ring, and of a polarized atomic-beam target of hydrogen or deuterium in the path of the stored beam. The collaboration involved researchers from several midwestern universities, as well as a number of European institutions. The PINTEX program ended when the Indiana Cooler was shut down in August 2002.     USF is developing low-cost, high-temperature phase-change materials (PCMs) for use in thermal energy storage systems. Heat storage materials are critical to the energy storage process. In solar thermal storage systems, heat can be stored in these materials during the day and released at night--when the sun is not out--to drive a turbine and produce electricity. In nuclear storage systems, heat can be stored in these materials at night and released to produce electricity during daytime peak-demand hours. Most PCMs do not conduct heat very well. Using an innovative, electroless encapsulation technique, USF is enhancing the heat transfer capability of its PCMs. The inner walls of the capsules will be lined with a corrosion-resistant, high-infrared emissivity coating, and the absorptivity of the PCM will be controlled with the addition of nano-sized particles. USF's PCMs remain stable at temperatures from 600 to 1,000C and can be used for solar thermal power storage, nuclear thermal power storage, and other applications.

    Directional drilling has begun this fall for a $68.5 million, approximately 110,000 b/d expansion of Central Florida Pipeline Co.`s refined products line from Tampa to Orlando. The drilling started in August and is scheduled to conclude this month, crossing under seven water bodies in Hillsborough, Polk, and Osceola counties. The current 6 and 10-in. system provides more than 90% of the petroleum products used in Central Florida, according to Central Florida Pipeline. Its additional capacity will meet the growing region`s demand for gasoline, diesel, and jet fuel. The new pipeline, along with the existing 10-in. system, will increase total annual capacity from 30 million bbl (82,192 b/d) to approximately 70 million bbl (191,781 b/d). The older 6-in. line will be shutdown when the new line is operating fully. The steps of pipeline installation are described.

    The Florida Electric Industry is in a process of diversifying its generation technology and its fuel mix. This is being done in an effort to reduce oil consumption, which in 1981 accounted for 46.5% of the electric generation by fuel type. This does not compare well with the rest of the nation where oil use is lower. New coal and nuclear units are coming on line, and probably more will be built in the near future. However, eventhough conservation efforts may delay their construction, new power plants will have to be built to accomodate the growing demand for electricity. Other alternatives being considered are renewable energy resources. The purpose of this paper is to present the results of a research project in which 10 electric utilities in Florida and the Florida Electric Power Coordinating Group rated six Solar Electric options. The Solar Electric options considered are: 1) Wind, 2) P.V., 3) Solar thermal-electric, 4) OTEC, 5) Ocean current, and 6) Biomass. The questionaire involved rating the economic and technical feasibility, as well as, the potential environmental impact of these options in Florida. It also involved rating the difficulty in overcoming institutional barriers and assessing the status of each option. A copy of the questionaire is included after the references. The combined capacity of the participating utilities represent over 90% of the total generating capacity in Florida. A list of the participating utilities is also included. This research was done in partial fulfillment for the Mater's of Science Degree in Coastal Zone Management. This paper is complementary to another paper (in these condensed conference proceedings) titled COASTAL ZONE ENERGY MANAGEMENT: A multidisciplinary approach for the integration of Solar Electric Systems with Florida's power generation system, which present a summary of the Master's thesis.

    A recent study by the University of Florida, Center for Biomass Programs (1996) showed that biomass crops have potential as a new agricultural commodity in central Florida. Both herbaceous and woody biomass crops have high yields, and weather and soil conditions are favorable. In the Polk County area over 40,371 ha (100,000 A) of phosphate-mined land and about 161,486 ha (400,000 A) of pastureland may be available for biomass production at low opportunity cost. Phosphate land is owned by a few mining companies while pastureland is owned by or rented to cattlemen. Infrastructure for large-scale crop production, such as in the Midwest United States, does not presently exist in central Florida. Personal interviews were conducted with phosphate company managers and a mail survey was conducted with 940 landowners, with at least 16 ha (40 A) of agricultural land. Data were gathered related to decision making factors in growing biomass and other new crops. Results suggested that economic factors, particularly availability of an established market and an assured high return per acre were considered the most important factors. Lack of familiarity with new crops was an important barrier to their adoption. Potential net returns and production costs were considered the most important information needed to make decisions about growing biomass crops.

    Since May of 1996, we have conducted an experiment in Florida Scrub Oak to determine the impact of elevated atmospheric CO2 and climate change on carbon, water, and nutrient cycling in this important terrestrial ecosystem. Florida scrub oak is the name for a collective of species occupying much of the Florida peninsula. The dominant tree species are oaks and the dwarf structure of this community makes it an excellent system in which to test hypotheses regarding the potential capacity of woody ecosystems to assimilate and sequester anthropogenic carbon. Scrub oak is fire dependent with a return cycle of 10-15 years, a time which would permit an experiment to follow the entire cycle. Our site is located on Cape Canaveral at the Kennedy Space Center, Florida. After burning in 1995, we built 16 open top chambers, half of which have been fumigated with pure CO2 sufficient to raise the concentration around the plants to 350 ppm above ambient. In the intervening 10 years we have non destructively measured biomass of shoots and roots, ecosystem gas exchange using chambers and eddy flux, leaf photosynthesis and respiration, soil respiration, and relevant environmental factors such as soil water availability, temperature, light, etc. The overwhelming result from analysis of our extensive data base is that elevated CO2 has had a profound impact on this ecosystem that, overall, has resulted in increased carbon accumulation in plant shoots, roots and litter. Our measurements of net ecosystem gas exchange also indicate that the ecosystem has accumulated carbon much in excess of the increased biomass or soil carbon suggesting a substantial export of carbon through the porous, sandy soil into the water table several meters below the surface. A major discovery is the powerful interaction between the stimulation of growth, photosynthesis, and respiration by elevated CO2 and other environmental factors particularly precipitation and nitrogen. Our measurements focused attention on: stimulation of ecosystem gas exchange by elevated atmospheric CO2; the architecture and distribution of coarse roots using the novel approach of ground penetrating radar; mechanisms for the disturbance of soil carbon pools via the "priming" effect; and how interannual and seasonal variation in precipitation alters the physiological response of key species to elevated CO2. This project was a collaboration between research groups at the Smithsonian Institution, NASA, the Dynamac Corporation, Northern Arizona University, and Old Dominion University in Norfolk, Virginia.

    Mercury concentrations in the sediments of south Florida wetlands have increased three fold in the last century. Because south Florida is home to many endemic and endangered species, it is important to understand the potential impacts of mercury in this ecosystem`s food web. Recent research by Malley et al. has shown mollusks to be sensitive indicators of methyl mercury which can reflect small differences in background methyl mercury concentrations. In this study, we attempted to determine if the apple snail (Pomacea paludosa) or its eggs are good indicators of bioavailable mercury. Then, using the apple snail as an indicator, we attempted to determine geographic differences in the concentrations of mercury in south Florida. 12 refs., 1 fig., 1 tab.

    Fluctuations in sea level and impending development on the west coast of Florida have aroused concern for the relatively pristine tidal marshes of the Big Bend. Landsat Thematic Mapper (TM) images for 1986 and 1995 are processed and evaluated for signs of change. The images cover 250 km of Florida`s Big Bend Gulf Coast, encompassing 160,000 acres of tidal marshes. Change is detected using the normalized difference vegetation index (NDVI) and land cover classification. The imagery shows negligible net loss or gain in the marsh over the 9-year period. However, regional changes in biomass are apparent and are due to natural disturbances such as low winter temperatures, fire, storm surge, and the conversion of forest to marsh. Within the marsh, the most prominent changes in NDVI and in land cover result from the recovery of mangroves from freezes, a decline of transitional upland vegetation, and susceptibility of the marsh edge and interior to variations in tidal flooding.

    In some communities, local government and non-profit entities have funds to purchase and renovate distressed, foreclosed homes for resale in the affordable housing market. Numerous opportunities to improve whole house energy efficiency are inherent in these comprehensive renovations. BA-PIRC worked together in a multi-year field study making recommendations in individual homes, meanwhile compiling improvement costs, projected energy savings, practical challenges, and labor force factors surrounding common energy-related renovation measures. The field study, Phase 1 of this research, resulted in a set of best practices appropriate to the current labor pool and market conditions in central Florida to achieve projected annual energy savings of 15-30% and higher. This report describes Phase 2 of the work where researchers worked with a local government partner to implement and refine the "current best practices". A simulation study was conducted to characterize savings potential under three sets of conditions representing varying replacement needs for energy-related equipment and envelope components. The three scenarios apply readily to the general remodeling industry as for renovation of foreclosed homes for the affordable housing market. Our new local government partner, the City of Melbourne, implemented the best practices in a community-scale renovation program that included ten homes in 2012. ?

    A detailed description is given of the community structure and ecosystem processes of the mangrove forests of south Florida. This description is based upon a compilation of data and hypotheses from published and unpublished sources. Information covered ranges from details of mangrove distribution, primary production, and diseases to asepcts of reproduction, biomass partitioning, and adaptations to stress. Mangrove ecosystems are considered in terms of zonation, succession, litter fall and decomposition, carbon export, and energy flow. Most of the components of mangrove communities are cataloged and discussed; these include mircoorganisms, plants other than mangroves, invertebrates, fishes, reptiles, amphibians, birds, and mammals. Finally, two sections summarize the value of mangrove ecosystems to man and present ways to manage this type of habitat. It is concluded that mangrove forests, which cover between 430,000 and 500,000 acres (174,000 to 202,000 ha) in Florida, are a resource of great value and should be protected and preserved wherever possible.

    Two results of Florida's continuing population growth are (1) a critical need for electricity, and (2) a solid-waste disposal crisis. During a recent winter cold snap, electric demand in one service territory surged 25% over generating capacity and 10% over net system capability. Rolling blackouts ensued. At the same time, Florida's fragile wetlands environment is suffering from years of unfettered development. Groundwater sources are contaminated, landfill space is scarce, and illegal tire dumps blight the landscape. The recently constructed Ridge generating station in Polk County, Fla. is addressing both the state's electrical and environmental needs. Ridge, which entered commercial operation in May, burns a unique mix of urban woodwaste and scrap tires to provide 45 MW of critically needed electricity while keeping large quantities of solid waste out of landfills. When pipeline construction at an adjacent landfill is completed, the facility also will burn the methane gases produced when garbage decomposes.

The project was conducted in Hillsborough County and Polk County in Florida. The effectiveness of the coordinated effort was measured by the number of violations resolved over a one year period, October 1989 to September 1990, and the costs of achieving those results were tracked by each organization participating in the project.

    St. Johns County, Florida is tackling its traffic-timing problem with a little help from an Energy Department Energy Efficiency and Conservation Block grant. The county will use the grant to improve traffic flow by re-synchronizing signals at five major road segments.     Epizootic ulcerative syndrome (EUS) caused by the oomycete Aphanomyces invadans is an invasive, opportunistic disease of both freshwater and estuarine fishes. Originally documented as the cause of mycotic granulomatosis of ornamental fishes in Japan and as the cause of EUS of fishes in southeast Asia and Australia, this pathogen is also present in estuaries and freshwater bodies of the Atlantic and gulf coasts of the USA. We describe a mass mortality event of 343 captive juvenile bullseye snakehead Channa marulius collected from freshwater canals in Miami-Dade County, Florida. Clinical signs appeared within the first 2 d of captivity and included petechiae, ulceration, erratic swimming, and inappetence. Histological examination revealed hyphae invading from the skin lesions deep into the musculature and internal organs. Species identification was confirmed using a species-specific PCR assay. Despite therapeutic attempts, 100% mortality occurred. This represents the first documented case of EUS in bullseye snakehead fish collected from waters in the USA. Future investigation of the distribution and prevalence of A. invadans within the bullseye snakehead range in south Florida may give insight into this pathogen-host system.

    An internal shim used to accurately measure spaces in conjunction with a standard small probe has a shim top and a chassis. The internal shim is adjustably fixed within the space to be measured using grippers that emerge from the chassis and which are controlled by an arm pivotably attached to the shim top. A standard small probe passes through the shim along guides on the chassis and measures the distance between the exterior of the chassis and the boundary. By summing the measurements on each side of the chassis and the width of the chassis, the dimension of the space can be determined to within 0.001 inches.

    In response to a request from the International Chemical Workers Union an evaluation was made of respiratory problems among workers at the Agrico Chemical Company, Pierce, Florida, which closed in 1979. Specific concern had been expressed regarding exposures to silica, coke, and asbestos. Of 108 persons participating in the study, 91 had worked at the elemental phosphorus facility (EP). Of 88 participants who had ten or more years in the phosphate industry, the 36 workers with ten or more years in the EP facility were no more likely to have chronic cough, shortness of breath, abnormal lung sounds on physical examination, pulmonary function impairment, or x-ray signs of fibrogenic dust exposure than those with less than 10 years exposure. Those working longer than 10 years in the EP facility had numerically higher prevalence of chronic bronchitis and chronic wheeze, but the differences were not statistically significant. The author concludes that no association between health and time at the EP facility could be discerned from the available data, although it is possible that the study participants were not representative of all former facility workers.

    There are currently over 900 facilities in over 170 countries which fall under International Atomic Energy Agency (IAEA) safeguards. As additional nations look to purse civilian nuclear programs or to expand infrastructure already in place, the number of reactors and accompanying facilities as well as the quantity of material has greatly increased. Due to the breadth of the threat and the burden placed on the IAEA as nuclear applications expand, it has become increasingly important that safeguards professionals have a strong understanding of both the technical and political aspects of nonproliferation starting early in their career. To begin overcoming this challenge, Idaho National Laboratory, has partnered with local universities to deliver a graduate level nuclear engineering course that covers both aspects of the field with a focus on safeguards applications. To date over 60 students across multiple disciplines have participated in this course with many deciding to transition into a nonproliferation area of focus in both their academic and professional careers.

    2 Project Summary: The Multi-University Southeast INIE Consortium (MUSIC) was established in response to the US Department of Energys (DOE) Innovations in Nuclear Infrastructure and Education (INIE) program. MUSIC was established as a consortium composed of academic members and national laboratory partners. The members of MUSIC are the nuclear engineering programs and research reactors of Georgia Institute of Technology (GIT), North Carolina State University (NCSU), University of Maryland (UMD), University of South Carolina (USC), and University of Tennessee (UTK). The University of Florida (UF), and South Carolina State University (SCSU) were added to the MUSIC membership in the second year. In addition, to ensure proper coordination between the academic community and the nations premier research and development centers in the fields of nuclear science and engineering, MUSIC created strategic partnerships with Oak Ridge National Laboratory (ORNL) including the Spallation Neutron Source (SNS) project and the Joint Institute for Neutron Scattering (JINS), and the National Institute of Standards and Technology (NIST). A partnership was also created with the Armed Forces Radiobiology Research Institute (AFRRI) with the aim of utilizing their reactor in research if funding becomes available. Consequently, there are three university research reactors (URRs) within MUSIC, which are located at NCSU (1-MW PULSTAR), UMD (0.25-MW TRIGA) and UF (0.10-MW Argonaut), and the AFRRI reactor (1-MW TRIGA MARK F). The overall objectives of MUSIC are: a) Demonstrate that University Research Reactors (URR) can be used as modern and innovative instruments of research in the basic and applied sciences, which include applications in fundamental physics, materials science and engineering, nondestructive examination, elemental analysis, and contributions to research in the health and medical sciences, b) Establish a strong technical collaboration between the nuclear engineering faculty and the MUSIC URRs. This will be achieved by involving the faculty in the development of state-of-the-art research facilities at the URRs and subsequently, in the utilization of these facilities, c) Facilitate the use of the URRs by the science and engineering faculty within the individual institutions and by the general community of science and engineering, d) Develop a far-reaching educational component that is capable of addressing the needs of the nuclear science and engineering community. Specifically, the aim of this component will be to perform public outreach activities, contribute to the active recruitment of the next generation of nuclear professionals, strengthen the education of nuclear engineering students, and promote nuclear engineering education for minority students.

    Tampa Bay is Florida's largest open-water estuary and one of the most highly urbanized. This report summarizes and synthesizes many years of scientific investigation into Tampa Bay's geology, hydrology and hydrography, water chemistry, and biotic components. The estuary is a phytoplankton-based system, with mangroves being the second most important primary producer. Benthic organisms are abundant and diverse, although in parts of the bay the benthos consists of a relatively few opportunistic and pollution indicator species. The estuary provides habitat for the juveniles and adults of a number of commercial and recreational fishery species. Significant changes occurring as a result of urbanization and industrialization include significant declines in intertidal wetlands and seagrass meadows, changes in circulation and flushing, and degradation of water quality. Important management issues include dredge and fill operations, restoration of fisheries, increasing freshwater flow to the bay, and eutrophication. 257 refs., 85 figs., 27 tabs.

    Initiated in 2008, the Solar Energy Grid Integration Systems (SEGIS) program is a partnership involving the U.S. DOE, Sandia National Laboratories, private sector companies, electric utilities, and universities. Projects supported under the program have focused on the complete-system development of solar technologies, with the dual goal of expanding utility-scale penetration and addressing new challenges of connecting large-scale solar installations in higher penetrations to the electric grid. The Florida Solar Energy Center (FSEC), its partners, and Sandia National Laboratories have successfully collaborated to complete the work under the third and final stage of the SEGIS initiative. The SEGIS program was a three-year, three-stage project that include conceptual design and market analysis in Stage 1, prototype development and testing in Stage 2, and moving toward commercialization in Stage 3. Under this program, the FSEC SEGIS team developed a comprehensive vision that has guided technology development that sets one methodology for merging photovoltaic (PV) and smart-grid technologies. The FSEC team's objective in the SEGIS project is to remove barriers to large-scale general integration of PV and to enhance the value proposition of photovoltaic energy by enabling PV to act as much as possible as if it were at the very least equivalent to a conventional utility power plant. It was immediately apparent that the advanced power electronics of these advanced inverters will go far beyond conventional power plants, making high penetrations of PV not just acceptable, but desirable. This report summarizes a three-year effort to develop, validate and commercialize Grid-Smart Inverters for wider photovoltaic utilization, particularly in the utility sector.

    In some communities, local government and non-profit entities have funds to purchase and renovate distressed, foreclosed homes for resale in the affordable housing market. Numerous opportunities to improve whole house energy efficiency are inherent in these comprehensive renovations. BA-PIRC worked together in a multiyear field study making recommendations in individual homes, meanwhile compiling improvement costs, projected energy savings, practical challenges, and labor force factors surrounding common energy-related renovation measures. The field study, Phase 1 of this research, resulted in a set of best practices appropriate to the current labor pool and market conditions in central Florida to achieve projected annual energy savings of 15%-30% and higher. This report describes Phase 2 of the work where researchers worked with a local government partner to implement and refine the "current best practices". A simulation study was conducted to characterize savings potential under three sets of conditions representing varying replacement needs for energy-related equipment and envelope components. The three scenarios apply readily to the general remodeling industry as for renovation of foreclosed homes for the affordable housing market. The new local government partner, the City of Melbourne, implemented the best practices in a community-scale renovation program that included ten homes in 2012.

    The purpose of this report is to present the preliminary findings made during the Environmental Survey, conducted May 11 through 22, 1987, at the United States Department of Energy (DOE) Pinellas Plant in Largo, Florida. As a Preliminary Report, the contents are subject to revisions, which will be made in a forthcoming Interim Report, based on Albuquerque Operations Office review and comments on technical accuracy, the results of the sampling and analyses, and other information that may come to the Survey team's attention prior to issuance of the Interim Report. The Pinellas Plant is currently operated for DOE by the General Electric Company-Neutron Devices Department (GENDD). The Pinellas Survey is part of the larger DOE-wide Environmental Survey effort announced by Secretary John S. Herrington on September 18, 1985. The purpose of this effort is to identify, via no fault'' baseline Surveys, existing environmental problems are areas of environmental risk at DOE facilities and to rank them on a DOE-wide basis. This ranking will enable DOE to more effectively establish priorities for addressing environmental problems and allocate the resources necessary to correct these problems. Because the Survey is no fault'' and is not an audit,'' it is not designed to identify specific isolated incidents of noncompliance or to analyze environmental management practices.     The University of Miami (UM) has embarked on a very important and worthwhile mission: ``To make UM one of the most energy efficient universities in the nation by the year 2000``. In order for the University to meet this goal the authors knew they would need to take advantage of all the available technologies and address the freon issues. In June 1990 the Coral Gables Campus had five chilled Water Production Plants, each representing small independent systems serving from four to ten buildings. Because of energy conservation measures of the past, each plant had excess capacity. At that time they also had identified about 600 tons of old falling-apart air conditioning equipment. The Capital Construction Program was beginning design efforts for a new Music Recital Hall and an addition to the Law Library. With all this considered it made sense to develop a common chilled water loop to connect these plants and provide a vehicle to capitalize on available capacity. In early 1991 Florida Power and Light offered a new CILC rate with criteria that the chilled water plants met. It allowed them to produce air conditioning at 5.8 cents a kWh, compared to 7.5 cents a kWh, at the buildings. This, added to the reality of not having to maintain or replace the old systems, made this the number 1 priority project. They were convinced that this could give them a competitive edge over other institutions because it insured that they could produce air conditioning at the least cost per square foot.

  6. Existing Whole-House Solutions Case Study: Applying Best Practices to Florida Local Government Retrofit Programs - Central Florida

    In some communities, local government and non-profit entities have funds to purchase and renovate distressed, foreclosed homes for resale in the affordable housing market. Numerous opportunities to improve whole house energy efficiency are inherent in these comprehensive renovations. BA-PIRC worked together in a multiyear field study making recommendations in individual homes, meanwhile compiling improvement costs, projected energy savings, practical challenges, and labor force factors surrounding common energy-related renovation measures. The field study, Phase 1 of this research, resulted in a set of best practices appropriate to the current labor pool and market conditions in central Florida to achieve projected annual energy savings of 15%-30% and higher. This case study describes Phase 2 of the work where researchers worked with a local government partner to implement and refine the "current best practices". A simulation study was conducted to characterize savings potential under three sets of conditions representing varying replacement needs for energy-related equipment and envelope components. The three scenarios apply readily to the general remodeling industry as for renovation of foreclosed homes for the affordable housing market. The new local government partner, the City of Melbourne, implemented the best practices in a community-scale renovation program that included ten homes in 2012.

    A very brief summary is provided of a project to link hydrological and ecological relationships of the Florida Everglades watershed and the Florida Bay estuary. The creation of vegetation maps and systematic spatial analysis of vegetation and hydrological features will provide information about the interaction between these two ecosystems. The distribution of mangroves, salt marshes, and related vegetative communities are being mapped using existing aerial photography. Historical photographic records are being used to create geographic information system data layers. Changes in the composition of wetlands and vegetative patterns will be compared over a 45-year period.
