  2. Methods for ensuring compliance in an international greenhouse gas trading system

    At the third Conference of the Parties to the UN Framework Convention on Climate Change held in December, 1997, the international community established binding greenhouse gas (GHG) emissions obligations for industrialized countries. The Parties to the new Kyoto Protocol also agreed on the use of a number of market-based mechanisms, including international GHG emissions trading. These market mechanisms were of critical to the importance because they have the potential to significantly reduce the costs of treaty compliance. In principle, an international cap-and-trade system appears to be one of the most cost-effective means of reducing GHG emissions. Maintaining the integrity of the trading system is of primary importance in ensuring that trading helps countries to meet their GHG commitments. This paper explores methods for ensuring compliance in an international greenhouse gas trading system, starting with a discussion of preconditions for participation in trading and then moving to features of an international compliance system. Achieving maximum compliance with international requirements may best be accomplished by limiting participation in trading to Annex I countries that maintain strong domestic compliance systems. Prior to the climate negotiations in Kyoto in December 1997, the US Administration proposed a number of preconditions for participation in trading, including the adoption of international measurement standards and the establishment of domestic compliance and enforcement programs. This paper explores these and other preconditions, including the establishment of tough domestic financial penalties on companies that exceed allowed emissions and seller responsibility for the delivery of real reductions. The paper also discusses several necessary features of the international compliance system.

    The Compact Sodium Cooled Reactor Facility Karlsruhe (KNK), a prototype reactor to demonstrate the Fast Breeder Reactor Technology in Germany, was in operation from 1971 to 1991. The dismantling activities started in 1991. The project aim is the green field in 2020. Most of the reactor internals as well as the primary and secondary cooling loops are already dismantled. The total contaminated sodium inventory has already been disposed of. Only the high activated reactor vessel shielding structures are remaining. Due to the high dose rates these structures must be dismantled remotely. For the dismantling of the primary shielding of the reactor vessel, 12 stacked cast iron blocks with a total mass of 90 Mg and single masses up to 15.5 Mg, a remote-controlled multifunctional dismantling device (HWZ) was designed, manufactured and tested in a mock-up. After successful approval of the test sequences by the authorities, the HWZ was implemented into the reactor building containment for final assembling of the auxiliary equipment and subsequent hot commissioning in 2012. Dismantling of the primary shielding blocks is scheduled for early 2013. (authors)

    The emerging practice of building commissioning generally provides energy savings of 10% to, in some cases, more than 60% of a building's energy consumption. Moreover, commissioning ensures that equipment and systems are installed and operate properly, providing occupants with the conditions expected. Without commissioning, new buildings can have incorrect equipment installed, devices like fans installed backwards, and unimplemented control algorithms to mention a few deficiencies sometimes found. Existing buildings can have faulty and failed equipment such as clogged filters and coils, stuck dampers, leaky valves, and imbalanced air distribution, as well as overridden controls, improper set points, and incorrect schedules. Commissioning of new and existing buildings helps prevent and alleviate such problems. Yet only a small fraction of commercial buildings has ever been commissioned, and many buildings that have been commissioned have only a fraction of the recommended actions implemented. Time may change this situation or maybe other changes can accelerate the progress of commissioning. Will commissioning continue in the future as it is performed today or must it change? The authors share a vision for how the functions provided by commissioning could change in the future. The paper delves into the roles of automation technology for functional testing, diagnostics, prognostics, data management, asset tracking, and project management in building commissioning. Methods of delivery explored for these capabilities include laptop-, desktop-, and pda-based tools, web-based services, and ubiquitous embedded networked processing. The authors present a vision for how these technologies could change the practice of commissioning and the impacts this could bring for commercial buildings in the U.S. and throughout the world. Potential impacts on building performance, energy consumption, peak power, and occupant satisfaction are examined.

The Persian Gulf crisis indicated the US must diversify oil sources; increased competition and deregulation in electric power generation and gas production are providing more opportunities for independent power producers at home and abroad; and Latin America's need for foreign financial and technical assistance are providing an important pull'' factor. Electricity needs in the developing world wig be huge in the years to come. In Latin America and the Caribbean, 66,500 mg of new capacity will be required by 1999. The developing world will require US $100 billion in energy investment a year. But Latin American countries will have trouble obtaining funds. The region will need to rely heavily on private international sources to finance future energy requirements. Multilateral development bank participation win remain critical, however, serving as a catalyst for government reform and private investment in the sector. In particular, World Bank lending will be focused on countries with a clear commitment to pricing reform, regulatory reform, competitive markets, non-market barriers, and technology transfer. Opportunities for foreign participation in the Latin American oil sector are particularly large in Ecuador, Peru, Argentina, and Venezuela. Mexico's plans for reform in the oil sector, a delicate issue in that country, appear to be less defined and likely to occur farther into the future. The conference made clear that a regulatory entity is needed even when the sector is owned by the government. Regulatory processes must be fair and transparent in order to ensure adequate financial and technical performance.

    On September 27, 1994, the states of the Ozone Transport Commission (OTC) signed an important memorandum of understanding (MOU) agreeing to develop a regional strategy for controlling stationary sources of nitrogen oxide emissions. Specifically, the states of the Ozone Transport Region, OTR, agreed to propose regulations for the control of NOx emissions from boilers and other indirect heat exchangers with a maximum gross heat input rate of at least 250 million BTU per hour. The Ozone Transport Region was divided into Inner, Outer and Northern Zones. States in the Outer Zone agreed to reduce NOx emissions by 55%. States in the Inner Zone agreed to reduce NOx emissions 65%. Facilities in both zones have the option to emit NOx at a rate no greater than 0.2 pounds per million Btu by May 1, 1999. This option provides fairness for the gas-fired plants which already have relatively low NOx emissions. Additionally, States in the Inner and Outer Zones agreed to reduce their NOx emissions by 75% or to emit NOx at a rate no greater than 0.15 pounds per million BTU by May 1, 2003. The Northern Zone States agree to reduce their rate of NOx emissions by 55% from base year levels by May 1, 2003, or to emit NOx at a rate no greater than 0.2 pounds per million BTU. As part of this MOU, States also agreed to develop a regionwide trading mechanism to provide a cost-effective mechanism for implementing the reductions.

    Currently, houses do not perform optimally or even as many codes and forecasts predict, largely because they are field assembled and there is no consistent process to identify problems or to correct them. Residential commissioning is a solution to this problem. This guide is the culmination of a 30-month project that began in September 1999. The ultimate objective of the project is to increase the number of houses that undergo commissioning, which will improve the quality, comfort, and safety of homes for California citizens. The project goal is to lay the groundwork for a residential commissioning industry in California focused on end-use energy and non-energy issues. As such, we intend this guide to be a beginning and not an end. Our intent is that the guide will lead to the programmatic integration of commissioning with other building industry processes, which in turn will provide more value to a single site visit for people such as home energy auditors and raters, home inspectors, and building performance contractors. Project work to support the development of this guide includes: a literature review and annotated bibliography, which facilitates access to 469 documents related to residential commissioning published over the past 20 years (Wray et al. 2000), an analysis of the potential benefits one can realistically expect from commissioning new and existing California houses (Matson et al. 2002), and an assessment of 107 diagnostic tools for evaluating residential commissioning metrics (Wray et al. 2002). In this guide, we describe the issues that non-experts should consider in developing a commissioning program to achieve the benefits we have identified. We do this by providing specific recommendations about: how to structure the commissioning process, which diagnostics to use, and how to use them to commission new and existing houses. Using examples, we also demonstrate the potential benefits of applying the recommended whole-house commissioning approach to

    The current international energy trade governance system is fragmented and multi-layered. Streamlining it for greater legal cohesiveness and international political and economic cooperation would promote global energy security. The current article explores three levels of energy trade governance: multilateral, regional and bilateral. Most energy-rich countries are part of the multilateral trading system, which is institutionalized by the World Trade Organization (WTO). The article analyzes the multilateral energy trade governance system by focusing on the WTO and energy transportation issues. Regionally, the article focuses on five major regional agreements and their energy-related aspects and examines the various causes that explain the proliferation of regional trade agreements, their compatibility with WTO law, and then provides several examples of regional energy trade governance throughout the world. When it comes to bilateral energy trade governance, this article only addresses the European Union’s (EU) bilateral energy trade relations. The article explores ways in which gaps could be filled and overlaps eliminated whilst remaining true to the high-level normative framework, concentrating on those measures that would enhance EU energy security.

  15. Allowance trading activity and state regulatory rulings: Evidence from the US Acid Rain Program

    The US Acid Rain Program is one of the first, and by far the most extensive, applications of a market based approach to pollution control. From the beginning, there has been concern whether utilities would participate in allowance trading, and whether regulatory activity at the state level would further complicate utilities` decision to trade allowances. This paper finds that public utility commission regulation has encouraged allowance trading activity in states with regulatory rulings, but that allowance trading activity has not been limited to states issuing regulations. Until there is evidence suggesting that significant additional cost savings could have been obtained if additional allowance trading activity had occurred in states without regulations or that utilities in states with regulations are still not taking advantage of all cost saving trading opportunities, this analysis suggests that there is little reason to believe that allowance trading activity is impeded by public utility commission regulations.

    This presentation covers the process of commissioning a new 150,000 sq. ft. research facility at Sandia National Laboratories. The laboratory being constructed is a showcase of modern design methods being built at a construction cost of less than $180 per sq. ft. This is possible in part because of the total commissioning activities that are being utilized for this project. The laboratory's unique approach to commissioning will be presented in this paper. The process will be followed through from the conceptual stage on into the actual construction portion of the laboratory. Lessons learned and cost effectiveness will be presented in a manner that will be usable for others making commissioning related decisions. Commissioning activities at every stage of the design will be presented along with the attributed benefits. Attendees will hear answers to the what, when, who, and why questions associated with commissioning of this exciting project.

    NSLS-II, the new 3rd generation light source at BNL was designed for a brightness of 1022 photons s-1mm-2mrad-2 (0.1%BW)-1. It was constructed between 2009 and 2014. The storage ring was commissioned in April 2014 which was followed by insertion device and beamline commissioning in the fall of 2014. All ambitious design parameters of the facility have already been achieved except for commissioning the full beam intensity of 500mA which requires more RF installation. This paper reports on the results of commissioning.

Note this is the draft report of one of two missions carried out under the same contract number.     This report explains the development, commissioning, and testing of an engineering scale slagging coal gasifier at PNNL. The initial objective of this project was to commission the gasifier with zero safety incidents. The commissioning work was primarily an empirical study that required an engineering design approach. After bringing the gasifier on-line, tests were conducted to assess the impact of various operating parameters on the synthesis gas (syngas) product composition. The long-term intent of this project is to produce syngas product for use by internal Pacific Northwest National Laboratory (PNNL) researchers in catalyst, materials, and instrumentation development. Future work on the project will focus on improving the reliability and performance of the gasifier, with a goal of continuous operation for greater than 4 hours using coal feedstock. In addition, alternate designs that allow for increased flexibility regarding the fuel sources that can be used for syngas production is desired. Continued modifications to the fuel feed system will be pursued to address these goals. Alternative feed mechanisms such as a coal/methanol slurry are being considered.

    The University of Wisconsin has completed fabrication and commissioning of a low frequency (199.6 MHz) superconducting electron gun based on a quarter wave resonator (QWR) cavity. Its concept was optimized to be the source for a CW free electron laser facility. The gun design includes active tuning and a high temperature superconducting solenoid. We will report on the status of the Wisconsin SRF electron gun program, including commissioning experience and first beam measurements.

The paper describes China`s experiences with the environmental trade of hazardous waste in both the internal and international market. Regulations for managing the import of waste are discussed, as are China`s major approaches to the trading of hazardous waste both at home and overseas. The major reasons for setting up the Asian-Pacific Regional Training Center for Technology Transfer and Environmental Sound Management of Wastes in China and the activities involved in this effort are also described. 1 tab.

    The Ozone Transport Commission`s (OTC) Nitrogen Oxides (NO{sub x}) Budget Program will implement the emissions reduction goal of the 1994 Memorandum of Understanding between its twelve member states and the District of Columbia. The program will achieve its significant NO{sub x} reductions from electric utilities and industrial boilers using a {open_quotes}cap-and-trade{close_quotes} approach modeled after the US Environmental Protection Agency`s sulfur dioxide emissions trading under the Acid Rain Program. The similarity of the two programs has led to the development of an important partnership between the OTC states and EPA`s Acid Rain Division, Over the past two years, Acid Rain Program staff have shared their technical expertise and assisted extensively in the development of the program`s rules. Leveraging the investment EPA made in the systems used to run the Acid Rain Program, the OTC states have asked the Acid Rain Division to administer the data systems for them, and together are working to expand its existing Emissions Tracking System and to modify a clone of the sulfur dioxide Allowance Tracking System, to fulfill the unique requirements of the NO{sub x} Budget Program. This partnership is an important example of the new type of cooperation and sharing of expertise and resources that should develop between EPA and states as they launch multi-state programs to address regional pollution problems that defy a single-state solution.

The experience gained from emissions trading for sulfur dioxide and oxides of nitrogen (NOx) offers a useful body of information and data to draw on to design a GHG emissions trading system. This report examines NOx trading under the Ozone Transport Commission (OTC) NOx Budget Program, which resulted principally from the leadership, decisions, and actions by a group of states, ultimately becoming the first multilateral cap-and-trade system for emissions of air pollutants. 72 refs.

    This article takes a brief look at the benefits of commissioning and describes a vision of the future where most of the objectives of commissioning will be accomplished automatically by capabilities built into the building systems themselves. Commissioning will become an activity that's performed continuously rather than periodically, and only repairs requiring replacement or overhaul of equipment will require manual intervention. The article then identifies some of the technologies that will be needed to realize this vision and ends with a call for all involved in the enterprise of building commissioning and automation to embrace and dedicate themselves to a future of automated commissioning.

    This paper describes the results from the second season of research to develop and evaluate the performance of new Automated Demand Response (Auto-DR) hardware and software technology in large facilities. Demand Response (DR) is a set of activities to reduce or shift electricity use to improve the electric grid reliability and manage electricity costs. Fully-Automated Demand Response does not involve human intervention, but is initiated at a home, building, or facility through receipt of an external communications signal. We refer to this as Auto-DR. The evaluation of the control and communications must be properly configured and pass through a set of test stages: Readiness, Approval, Price Client/Price Server Communication, Internet Gateway/Internet Relay Communication, Control of Equipment, and DR Shed Effectiveness. New commissioning tests are needed for such systems to improve connecting demand responsive building systems to the electric grid demand response systems.

    The AEgIS Experiment is an international collaboration based at CERN whose aim is to perform the first direct measurement of the gravitational acceleration g of antihydrogen in the gravitational field of the Earth. Cold antihydrogen will be produced with a pulsed charge exchange reaction in a cylindrical Penning trap where antiprotons will be cooled to 100mK. The cold antihydrogen will be produced in an excited Rydberg state and subsequently formed into a beam. The deflection of the antihydrogen beam will be measured by using Moire deflectometer gratings. After being approved in late 2008, AEgIS started taking data in a commissioning phase early 2012. This report presents an overview of the AEgIS experiment, describes its current status and shows the first measurements on antiproton catching and cooling in the 5 T Penning catching trap. We will also present details on the techniques needed for the 100mK antihydrogen production, such as pulsed positronium production and its excitation with lasers.

    Three new combined heat and power (CHP) sets have recently been commissioned at Harrods, the world-famous department store in the heart of London's fashionable Knightsbridge district. The sets provide all the electricity needed by the store for lighting, heating and air-conditioning and are powered by Ruston 6RK270 turbocharged, charge-air-cooled diesel engines each producing 1392 kW at 750 r/min. These high power-to-weight ratio units were chosen in view of severe engine room space limitations. Low-grade waste heat is extracted from the engine jacket water to preheat water for three new boilers supplying some 1600 kg/h of steam for process heat to the store. The engines drive Brush BJS HW 10 100/8 alternators and are fully automatic in operation through a Regulateurs Europa control system. Some 600 sensors feed data into a Satchwell Building Management System (BMS). In the event of a breakdown, the engine control system can be switched to manual. 5 figs.

    The Spallation Neutron Source (SNS) successfully met the primary construction project completion milestones in April 2006. An important ingredient of this successful commissioning was the development and use of software tools. With the increasing digitalization of beam diagnostics and increasing complexity of Integrated Control Systems of large accelerators, the need for high level software tools is critical for smooth commissioning. At SNS a special Java based infrastructure called XAL was prepared for beam commissioning. XAL provides a hierarchal view of the accelerator, is data base configured, and includes a physics model of the beam. This infrastructure and individual applications development along with a historical time line of the SNS commissioning will be discussed.

    This Tenth Report on the Voluntary Agreement has reviewed the major activities of the oil industry groups participating in IEA activities during the reporting period. The Report concludes that the safeguards built into the conduct of AST-3 minimized competitive risks. However, the report recommends that the extent of ISAG's planning role be clarified for future tests or during an emergency. In December 1980, the IEA adopted an inventory balancing plan to forstall price increases that could result from the oil supply disruption caused by the Iran/Iraq war. Oil companies were given clearance to provide the IEA with supply data and to engage in bilateral consultation with the Secretariat to assist the IEA to determine whether to activate its oil sharing system. However, Section 252 required that no antitrust immunity be given for any supply actions taken at the request of the IEA or the US Government to carry out the balancing plan. Although the companies submitted supply data, no bilateral consultation were conducted. In the past, industry consultation on the need to activate the sharing system has included the receipt and discussion of Secretariat forecasts based upon company-submitted supply data. The report notes the traditional antitrust concern regarding the dissemination and discussion of short term industry forecasts. In addition, the report reviews the results of our staff's inquiry into company use of IEA-forecast data. The inquiry found that while the forecasts had not been used for operational purposes, some companies circulated the forecasts widely and did not limit the use of the data to IEA- related purposes. The report recommends that access to forecast data be restricted to company personnel who need the information in connection with IEA activities and that the use of the data for non-IEA purposes be prohibited. The report also suggests that industry discussions of short-term market conditions be restricted.

    Currently, houses do not perform optimally or even as many codes and forecasts predict, largely because they are field assembled and there is no consistent process to identify deficiencies or to correct them. Solving this problem requires field performance evaluations using appropriate and agreed upon procedures in the form of a new process called residential commissioning. The purpose of this project is to develop and document these procedures and to demonstrate the value that applying them could provide in both new and existing California houses. This project has four specific objectives: to develop metrics and diagnostics for assessing house performance, to provide information on the potential benefits of commissioning using a whole-house approach, to develop programmatic guidelines for commissioning, and to conduct outreach efforts to transfer project results to industry stakeholders. The primary outcomes from this project are the development of residential commissioning guidelines and the analytical confirmation that there are significant potential benefits associated with commissioning California houses, particularly existing ones. In addition, we have made substantial advances in understanding the accuracy and usability of diagnostics for commissioning houses. In some cases, we have been able to work with equipment manufacturers to improve these aspects of their diagnostic tools. These outcomes provide a solid foundation on which to build a residential commissioning program in California. We expect that a concerted effort will be necessary to integrate such a program with existing building industry efforts and to demonstrate its use in the field.

    This paper provides summary results from a project on automated and continuous commissioning currently underway for the Air-Conditioning & Refrigeration Technology Institute (ARTI). The project focuses on developing methods for automating parts of the commissioning of heating, ventilating and air-conditioning (HVAC) equipment in newly-built, as well as existing, commercial buildings. This paper provides a summary of work completed to date, which has focused on selecting building systems; operation problems; and parts of the commissioning process where automation is likely to provide the greatest benefits. It also includes an overview of the approach planned for development and demonstration of methods for automating the selected areas.

    The performance of the European Union's Emissions Trading System (EU ETS) to date cannot be evaluated without recognizing that the first three years from 2005 through 2007 constituted a 'trial' period and understanding what this trial period was supposed to accomplish. Its primary goal was to develop the infrastructure and to provide the experience that would enable the successful use of a cap-and-trade system to limit European GHG emissions during a second trading period, 2008-12, corresponding to the first commitment period of the Kyoto Protocol. The trial period was a rehearsal for the later more serious engagement and it was never intended to achieve significant reductions in CO{sub 2} emissions in only three years. In light of the speed with which the program was developed, the many sovereign countries involved, the need to develop the necessary data, information dissemination, compliance and market institutions, and the lack of extensive experience with emissions trading in Europe, we think that the system has performed surprisingly well. Although there have been plenty of rough edges, a transparent and widely accepted price for tradable CO{sub 2} emission allowances emerged by January 1, 2005, a functioning market for allowances has developed quickly and effortlessly without any prodding by the Commission or member state governments, the cap-and-trade infrastructure of market institutions, registries, monitoring, reporting and verification is in place, and a significant segment of European industry is incorporating the price of CO{sub 2} emissions into their daily production decisions. The development of the EU ETS and the experience with the trial period provides a number of useful lessons for the U.S. and other countries. 27 refs., 7 figs., 5 tabs.

    This paper provides an overview of oil industry developments in the Western Hemisphere with particular emphasis on Latin America since the inauguration of the Enterprise for the Americas Initiative by George Bush. The author discusses these developments in the context of the Canada-U.S. Free Trade Agreement (concluded in 1989), and the negotiation in 1992 of the North American Free Trade Agreement (NAFTA). This paper is concerned essentially with the oil industry and does not discuss the importance of natural gas for Canadian producers nor the fact that much of Latin American oil production (notably in Mexico) is associated with natural gas. The author examines the shift to trade and investment liberalization and privatization in the 1980s and early 1990s, especially in Latin America--where the most dramatic transformation has occurred. The author suggests that investment patterns in the industry have been only marginally related to trade liberalization, and have derived more from considerations of resource availability, exploration and development costs, market factors, and the general state of the international economy--all of which have contributed in the 1980s to significant restructuring and downsizing among a number of major corporations. The author also notes the important increase in an internal Latin American market, and the role of regional organizations such as ARPEL-the Association of Latin American State Oil Company Producers. 31 refs., 3 tabs.

  5. Natural gas trade in North America: Building up to the NAFTA

    This paper traces the evolution of natural gas trade among Canada, Mexico, and the United States in the 1967-1992 period. In addition, the provisions of the North American Free Trade Agreement (NAFTA) that relate to natural gas trade are examined in the light of the corresponding aspects of the Canada-United States Free Trade Agreement (FTA). One of the main conclusions to emerge is that exports from Canada to the United States would likely continue to dominate North American natural gas trade patterns under the NAFTA. Past experience suggests that regulatory policies play a crucial role in determining trade patterns. In the case of Canada and the United States, the policies of deregulation implemented by the two countries prior to 1989 have proven to be much more important than has the FTA in encouraging cross-border trade in natural gas. Since the NAFTA allows Mexico to maintain a highly interventionist approach to energy policy, an internally-driven process of policy change will be required to liberalize natural gas trade between Mexico and the other parties to the Agreement. A few specific developments relating to natural gas trade among the NAFTA parties are also examined in the light of the Agreement. 15 refs., 4 figs.

    This paper reports that energy companies in the U.S. will benefit --- but not as much as they had hoped --- from the recently drafted North American Free Trade Agreement (Nafta) among the U.S., Mexico, and Canada. Nafta would remove most of the trade barriers between Mexico and the other two countries and supplement the U.S. - Canada Free Trade Agreement to create an open market in North America totaling $6 trillion/year in products and serving more than 360 million persons. Nafta was negotiated under a law that allows Congress to consider the pact for only 90 days, then vote on it without amendments. The pact marks the first time the U.S. has covered environmental concerns in a trade treaty, mainly pollution along the U.S.-Mexico border. The pact also is consistent with the international General Agreement on Tariffs and Trade (GATT).

GTA commissioning is staged to verify the beam dynamics design of each major accelerator component as it is brought on-line. The commissioning stages are the 35 key H{sup {minus}} injector, the 2.5 MeV Radio Frequency Quadrupole (RFQ), the Intertank Matching Section (IMS), the 3.2 MeV first 2{beta}{gamma} Drift Tube Linac (DTL-1) module, the 8.7 MeV 2{beta}{gamma} DTL (modules 1--5), and the 24 MeV GTA; all 10 DTL modules.     Commissioning California's houses can result in better performing systems and houses. In turn, this will result in more efficient use of energy, carbon emission reductions, and improved occupant comfort. In particular, commissioning houses can save a significant amount of HVAC-related energy (15 to 30% in existing houses, 10 to 20% in new conventional houses, and up to 8% in advanced energy efficiency houses). The process that we considered includes corrective measures that could be implemented together during construction or during a single site visit (e.g., air tightening, duct sealing, and refrigerant and air handler airflow corrections in a new or existing house). Taking advantage of additional, more complex opportunities (e.g., installing new windows in an existing house, replacing the heating and air conditioning system in a new or existing house) can result in additional HVAC-related energy savings (60 to 75% in existing houses, and 50 to 60% in new conventional houses). The commissioning-related system and house performance improvements and energy savings translate to additional benefits throughout California and beyond. By applying commissioning principles to their work, the building community (builders and contractors) benefit from reduced callbacks and lower warranty costs. HERS raters and inspectors will have access to an expanded market sector. As the commissioning process rectifies construction defects and code problems, building code officials benefit from better compliance with codes. The utilities benefit from reduced peak demand, which can translate into lower energy acquisition costs. As houses perform closer to expectations, governmental bodies (e.g., the California Energy Commission and the Air Resources Board) benefit from greater assurance that actual energy consumption and carbon emissions are closer to the levels mandated in codes and standards, resulting in better achievement of state energy conservation and environmental goals.     Deliveries of LNG in 1978 in international trade amounted to about 24.77 billion cu m; of the actual deliveries, 9% were received by the U.S., 30% by West European countries, and 61% by Japan. For Spain, these deliveries represented 100% of its natural gas supply; for the U.S., they represented only 2% of natural gas demand. By the mid-1980's, the international LNG growth rate will slow to approx. 16%/yr, although projects totaling 130 million cu m/day may be completed. During the late 1980's, another 94.1 million cu m/day of LNG projects could be implemented. The over-all growth rate for the decade would then be approx. 11%/yr in LNG volumes. After 1990, several LNG export projects could be put into operation, possibly in the Middle East, West Africa, and the U.S.S.R. In 1980-2000, energy demand may increase by 2%/yr. Oil should retain its 65-70% of the primary energy supply; whether natural gas can increase its relative share depends on economic and political factors. Pipeline transport of gas costs twice as much as crude oil, and sea transport of LNG costs four to five times as much as crude oil. Wider use of the refrigeration available at LNG import terminals could affect project economics favorably. Tables.

    In July 2010, the U.S. Department of Energy (DOE) awarded funding to PECI to develop training curriculum in commercial energy auditing and building commissioning. This program was created in response to the high demand for auditing and commissioning services in the U.S. commercial buildings market and to bridge gaps and barriers in existing training programs. Obstacles addressed included: lack of focus on entry level candidates; prohibitive cost and time required for training; lack of hands-on training; trainings that focus on certifications & process overviews; and lack of comprehensive training. PECI organized several other industry players to create a co-funded project sponsored by DOE, PECI, New York State Energy and Research Development Authority (NYSERDA), California Energy Commission (CEC), Northwest Energy Efficiency Alliance (NEEA) and California Commissioning Collaborative (CCC). After awarded, PECI teamed with another DOE awardee, New Jersey Institute of Technology (NJIT), to work collaboratively to create one comprehensive program featuring two training tracks. NJIT’s Center for Building Knowledge is a research and training institute affiliated with the College of Architecture and Design, and provided e-learning and video enhancements. This project designed and developed two training programs with a comprehensive, energy-focused curriculum to prepare new entrants to become energy auditors or commissioning authorities (CxAs). The following are the key elements of the developed trainings, which is depicted graphically in Figure 1: • Online classes are self-paced, and can be completed anywhere, any time • Commissioning Authority track includes 3 online modules made up of 24 courses delivered in 104 individual lessons, followed by a 40 hour hands-on lab.     Recently, a new high energy proton microscopy facility PRIOR (Proton Microscope for FAIR Facility for Anti-proton and Ion Research) has been designed, constructed, and successfully commissioned at GSI Helmholtzzentrum für Schwerionenforschung (Darmstadt, Germany). As a result of the experiments with 3.5–4.5 GeV proton beams delivered by the heavy ion synchrotron SIS-18 of GSI, 30 μm spatial and 10 ns temporal resolutions of the proton microscope have been demonstrated.     Ethylene Plant Commissioned at Corpus Christi. Corpus Christi Petrochemical Co. has commissioned its $600 million ethylene plant at Corpus Christi, Tex. Plant capacities include 1.2 billion lb/yr of ethylene, 560 million lb/yr of propylene, 400 million lb/yr of crude butadiene mixture, 60 million gal of benzene, 45 million gal of gasoline blending components, and 50 million gal of fuel oils. The ethylene and propylene will be transported by pipeline to Houston for further processing. At the Corpus Christi facilities, process pressures range from full vacuum to 1800 psig, and process temperatures range from -260/sup 0/ to +1600/sup 0/F. The plant uses gas oil and naphtha as feedstock, but also has some flexibility to use ethane or LPG as feedstock. Stone and Webster Engineering Corp. engineered and Brown and Root Inc. built the plant.
