    Based on the approach of flow distances, the international trade flow system is studied from the perspective of multi-layer flow network. A model of multi-layer flow network is proposed for modelling and analyzing multiple types of flows in flow systems. Then, flow distances are introduced, and symmetric minimum flow distance is presented. Subsequently, we discuss the establishment of the multi-layer flow networks of international trade from two coupled viewpoints, i.e., the viewpoint of commodity flow and that of money flow. Thus, the multi-layer flow networks of international trade is explored. First, trading "trophic levels" are adopted to depict positions that economies occupied in the flow network. We find that the distributions of trading "trophic levels" have the similar clustering pattern for different types of commodity, and there are some regularities between money flow network and commodity flow network.     We consider extensive data on Spanish international trades and population composition and, through statistical-mechanics and graph-theory driven analysis, we unveil that the social network made of native and foreign-born individuals plays a role in the evolution and in the diversification of trades. Indeed, migrants naturally provide key information on policies and needs in their native countries, hence allowing firm's holders to leverage transactional costs of exports and duties. As a consequence, international trading is affordable for a larger basin of firms and thus results in an increased number of transactions, which, in turn, implies a larger diversification of international traded products. These results corroborate the novel scenario depicted by "Economical Complexity", where the pattern of production and trade of more developed countries is highly diversified.     The Compact Sodium Cooled Reactor Facility Karlsruhe (KNK), a prototype reactor to demonstrate the Fast Breeder Reactor Technology in Germany, was in operation from 1971 to 1991. The dismantling activities started in 1991. The project aim is the green field in 2020. Most of the reactor internals as well as the primary and secondary cooling loops are already dismantled. The total contaminated sodium inventory has already been disposed of. Only the high activated reactor vessel shielding structures are remaining. Due to the high dose rates these structures must be dismantled remotely. For the dismantling of the primary shielding of the reactor vessel, 12 stacked cast iron blocks with a total mass of 90 Mg and single masses up to 15.5 Mg, a remote-controlled multifunctional dismantling device (HWZ) was designed, manufactured and tested in a mock-up. After successful approval of the test sequences by the authorities, the HWZ was implemented into the reactor building containment for final assembling of the auxiliary equipment and subsequent hot commissioning in 2012. Dismantling of the primary shielding blocks is scheduled for early 2013. (authors)

The Persian Gulf crisis indicated the US must diversify oil sources; increased competition and deregulation in electric power generation and gas production are providing more opportunities for independent power producers at home and abroad; and Latin America's need for foreign financial and technical assistance are providing an important pull'' factor. Electricity needs in the developing world wig be huge in the years to come. In Latin America and the Caribbean, 66,500 mg of new capacity will be required by 1999. The developing world will require US $100 billion in energy investment a year. But Latin American countries will have trouble obtaining funds. The region will need to rely heavily on private international sources to finance future energy requirements. Multilateral development bank participation win remain critical, however, serving as a catalyst for government reform and private investment in the sector. In particular, World Bank lending will be focused on countries with a clear commitment to pricing reform, regulatory reform, competitive markets, non-market barriers, and technology transfer. Opportunities for foreign participation in the Latin American oil sector are particularly large in Ecuador, Peru, Argentina, and Venezuela. Mexico's plans for reform in the oil sector, a delicate issue in that country, appear to be less defined and likely to occur farther into the future. The conference made clear that a regulatory entity is needed even when the sector is owned by the government. Regulatory processes must be fair and transparent in order to ensure adequate financial and technical performance.

    Logistical barrier are tied to feedstock harvesting, collection, storage and distribution. Current crop harvesting machinery is unable to selectively harvest preferred components of cellulosic biomass while maintaining acceptable levels of soil carbon and minimizing erosion. Actively managing biomass variability imposes additional functional requirements on biomass harvesting equipment. A physiological variation in biomass arises from differences in genetics, degree of crop maturity, geographical location, climatic events, and harvest methods. This variability presents significant cost and performance risks for bioenergy systems. Currently, processing standards and specifications for cellulosic feedstocks are not as well-developed as for mature commodities. Biomass that is stored with high moisture content or exposed to moisture during storage is susceptible to spoilage, rotting, spontaneous combustion, and odor problems. Appropriate storage methods and strategies are needed to better define storage requirements to preserve the volume and quality of harvested biomass over time and maintain its conversion yield. Raw herbaceous biomass is costly to collect, handle, and transport because of its low density and fibrous nature. Existing conventional, bale-based handling equipment and facilities cannot cost-effectively deliver and store high volumes of biomass, even with improved handling techniques. Current handling and transportation systems designed for moving woodchips can be inefficient for bioenergy processes due to the costs and challenges of transporting, storing, and drying high-moisture biomass. The infrastructure for feedstock logistics has not been defined for the potential variety of locations, climates, feedstocks, storage methods, processing alternatives, etc., which will occur at a national scale. When setting up biomass fuel supply chains, for large-scale biomass systems, logistics are a pivotal part in the system. Various studies have shown that long-distance international transport by ship is feasible in terms of energy use and transportation costs, but availability of suitable vessels and meteorological conditions (e.g., winter time in Scandinavia and Russia) need to be considered. However, local transportation by truck (both in biomass exporting and importing countries) may be a high-cost factor, which can influence the overall energy balance and total biomass costs.

    The current international energy trade governance system is fragmented and multi-layered. Streamlining it for greater legal cohesiveness and international political and economic cooperation would promote global energy security. The current article explores three levels of energy trade governance: multilateral, regional and bilateral. Most energy-rich countries are part of the multilateral trading system, which is institutionalized by the World Trade Organization (WTO). The article analyzes the multilateral energy trade governance system by focusing on the WTO and energy transportation issues. Regionally, the article focuses on five major regional agreements and their energy-related aspects and examines the various causes that explain the proliferation of regional trade agreements, their compatibility with WTO law, and then provides several examples of regional energy trade governance throughout the world. When it comes to bilateral energy trade governance, this article only addresses the European Union’s (EU) bilateral energy trade relations. The article explores ways in which gaps could be filled and overlaps eliminated whilst remaining true to the high-level normative framework, concentrating on those measures that would enhance EU energy security.

    Currently, houses do not perform optimally or even as many codes and forecasts predict, largely because they are field assembled and there is no consistent process to identify problems or to correct them. Residential commissioning is a solution to this problem. This guide is the culmination of a 30-month project that began in September 1999. The ultimate objective of the project is to increase the number of houses that undergo commissioning, which will improve the quality, comfort, and safety of homes for California citizens. The project goal is to lay the groundwork for a residential commissioning industry in California focused on end-use energy and non-energy issues. As such, we intend this guide to be a beginning and not an end. Our intent is that the guide will lead to the programmatic integration of commissioning with other building industry processes, which in turn will provide more value to a single site visit for people such as home energy auditors and raters, home inspectors, and building performance contractors. Project work to support the development of this guide includes: a literature review and annotated bibliography, which facilitates access to 469 documents related to residential commissioning published over the past 20 years (Wray et al. 2000), an analysis of the potential benefits one can realistically expect from commissioning new and existing California houses (Matson et al. 2002), and an assessment of 107 diagnostic tools for evaluating residential commissioning metrics (Wray et al. 2002). In this guide, we describe the issues that non-experts should consider in developing a commissioning program to achieve the benefits we have identified. We do this by providing specific recommendations about: how to structure the commissioning process, which diagnostics to use, and how to use them to commission new and existing houses. Using examples, we also demonstrate the potential benefits of applying the recommended whole-house commissioning approach to such houses.

    The ATLAS experiment at the Large Hadron Collider (LHC) will face the challenge of efficiently selecting interesting candidate events in $pp$ collisions at 14 TeV centre-of-mass energy, whilst rejecting the enormous number of background events. Therefore it is equipped with a three level trigger system. The first level is is hardware based and uses coarse granularity calorimeter information and fast readout muon chambers. The second and third level triggers, which are software based, will need to reduce the first level trigger output rate of ~ 75 kHz to ~ 200 Hz written out to mass storage. The progress in commissioning of this system will be reviewed in this paper.

    The SSC, with an energy of 20 TeV/Beam, requires a sequence of individual accelerators of increasing energy in the injector chain. These are the Linac, Low Energy Booster, Medium Energy Booster, and High Energy Booster. Each accelerator system must be completed in sequence in order to provide beam to the next higher energy accelerator. The collider itself is comprised of ten sectors, each of which in terms of superconducting magnet bending strength, is equivalent to two HEB injectors. The completion of all injectors and collider sectors is required before stored beams can circulate in preparation for colliding beam operation. Four experimental halls are planned for the detector systems. Each major detector will be assembled in one of the halls by a world-wide collaboration of scientists. In addition, above ground facilities provide shops and test facilities for accelerator technical systems, superconducting magnet and materials research and development, and for detector assembly and operations. The purpose of this report is to present a plan for the sequential commissioning and operation of these individual accelerators and other technical facilities of the SSC. A central objective of this plan is to describe the activities at the SSCL that are not included as part of the construction project TPC, even though they occur during the overall project construction time-frame. Examples of such activities include the operation of general laboratory facilities and services not specifically related to construction, the operating costs for the individual accelerators in the injector chain once these facilities have been commissioned, and the costs of SSCL physics research groups. The Department of Energy has provided the following decision with regard to these operations categories for the SSCL.

    The status of the commissioning of the ATLAS experiment as of May 2008 is presented. The sub-detector integration in recent milestone weeks is described. Cosmic commissioning in milestone week M6 included simultaneous data-taking and combined track analysis of the muon detector and inner detector, as well as combined analysis of muon detector and muon trigger. The calorimeters have achieved near-full operation, and are integrated with the calorimeter trigger. The high-level-trigger infrastructure is being installed and algorithms tested in technical runs.

    The commissioning of the Fenno-Skan HVDC link between Finland and Sweden, with the longest submarine dc cable in the world, is described. The main pre-commissioning activities, important for an efficient commissioning, are discussed together with time schedules and suitable organization forms. The procedures to test special control features, such as subsynchronous oscillation (SSO) damping control are presented. The full scale network interaction tests which are an important part of the commissioning are also discussed. These tests succeeded very well and provided a lot of information about the system behavior for future operation and planning purposes.

    This paper describes the results from the second season of research to develop and evaluate the performance of new Automated Demand Response (Auto-DR) hardware and software technology in large facilities. Demand Response (DR) is a set of activities to reduce or shift electricity use to improve the electric grid reliability and manage electricity costs. Fully-Automated Demand Response does not involve human intervention, but is initiated at a home, building, or facility through receipt of an external communications signal. We refer to this as Auto-DR. The evaluation of the control and communications must be properly configured and pass through a set of test stages: Readiness, Approval, Price Client/Price Server Communication, Internet Gateway/Internet Relay Communication, Control of Equipment, and DR Shed Effectiveness. New commissioning tests are needed for such systems to improve connecting demand responsive building systems to the electric grid demand response systems.

    The commissioning of the RHIC spin flipper in the RHIC Blue ring during the RHIC polarized proton run in 2009 showed the detrimental effects of global vertical coherent betatron oscillation induced by the 2-AC dipole plus 4-DC dipole configuration. This global orbital coherent oscillation of the RHIC beam in the Blue ring in the presence of collision modulated the beam-beam interaction between the two RHIC beams and affected Yellow beam polarization. The experimental data at injection with different spin tunes by changing the snake current also demonstrated that it was not possible to induce a single isolated spin resonance with the global vertical coherent betatron oscillation excited by the two AC dipoles. Hence, a new design was proposed to eliminate the coherent vertical betatron oscillation outside the spin flipper by adding three additional AC dipoles. This paper presents the experimental results as well as the new design.

    Although this guide focuses on the retrocommissioning process and its advantages, all three types of commissioning--retrocommissioning, commissioning, and recommissioning--play an equally important role in ensuring that buildings perform efficiently and provide comfortable, safe, and productive work environments for owners and occupants. For new construction and retrofit projects, commissioning should be incorporated early, during design, and last throughout the length of the project. For buildings that were never commissioned, the retrocommissioning process can yield a wealth of cost-saving opportunities while enhancing a building's environment. Finally, once a building is commissioned or retrocommissioned, incorporating recommissioning into the organization's O and M program (by periodically reapplying the original diagnostic testing and checklist procedures) helps ensure that cost savings and other benefits gained from the original process persist over time.

    Currently, houses do not perform optimally or even as many codes and forecasts predict, largely because they are field assembled and there is no consistent process to identify deficiencies or to correct them. Solving this problem requires field performance evaluations using appropriate and agreed upon procedures in the form of a new process called residential commissioning. The purpose of this project is to develop and document these procedures and to demonstrate the value that applying them could provide in both new and existing California houses. This project has four specific objectives: to develop metrics and diagnostics for assessing house performance, to provide information on the potential benefits of commissioning using a whole-house approach, to develop programmatic guidelines for commissioning, and to conduct outreach efforts to transfer project results to industry stakeholders. The primary outcomes from this project are the development of residential commissioning guidelines and the analytical confirmation that there are significant potential benefits associated with commissioning California houses, particularly existing ones. In addition, we have made substantial advances in understanding the accuracy and usability of diagnostics for commissioning houses. In some cases, we have been able to work with equipment manufacturers to improve these aspects of their diagnostic tools. These outcomes provide a solid foundation on which to build a residential commissioning program in California. We expect that a concerted effort will be necessary to integrate such a program with existing building industry efforts and to demonstrate its use in the field.

  18. Trade balance instability and the optimal exchange rate regime: The case of OPEC countries

    The OPEC members have experienced wide fluctuations in their trade balances. This can be attributed to several factors: (1) heavy dependence of national income and export earnings on a single primary export-oil; (2) instability of price and world demand for oil; and (3) the exchange rate regime practiced in recent years. An exchange rate policy can be used to minimize the fluctuations in trade balance, given the changes in exchange rates of major international currencies. The purpose of this study is two fold; first, examine the effects of fluctuations in trade balance on the OPEC economies, and second, propose appropriate exchange rate regime for selected OPEC members. The study is divided into two parts. The first part demonstrates the impact of trade balance changes on national income and other macroeconomic variables using a Keynesian framework. The second part involves using conventional trade models to search for the appropriate exchange rate regime to minimize the fluctuations in trade balance of each selective country. The study's findings are: first, fluctuations in trade balances had negative effects on the economics of Algeria, Kuwait, Libya, Saudi Arabia, and the United Arab Emirates. Second, the current exchange rate regime of no sample country is optimal in minimizing trade balance fluctuations. Third, in contrast to expectations, U.S. dollar peg did not stabilize the trade balance of any OPEC member. Finally, the results show that the sample OPEC economies could have enjoyed faster - though with different degree - economic growth if they had pegged their currencies to the derived optimal exchange rate regime. These optimal exchange rate regimes are: the SDR for Algeria and the United Arab Emirates, the purchasing power parity for Libya and Saudi Arabia, and the real Yen for Kuwait.

    This Guide is written to aid building owners and retrofit project managers currently participating in the Rebuild America program. The Guide provides information on implementing building commissioning projects that will optimize the results of existing building equipment improvements and retrofits projects. It should be used in coordination with Rebuild America`s Community Partnership Handbook. The Handbook describes, in detail, eight important steps necessary for planning and carrying out a community-wide energy-efficiency program. In step number 7 of the Handbook, commissioning is shown to be an integral aspect of implementing a building retrofit. The commissioning process ensures that a facility is safe, efficient, comfortable, and conducive to the presumed activities for which it was constructed. Rebuild America strongly encourages its partners to incorporate commissioning into their retrofit projects. By verifying the correct installation, functioning, operation, and maintenance of equipment, the commissioning process ensures that efficiency measures will continue to deliver benefits over the long term. Although commissioning can take place after the equipment has been installed, it is more effective when it takes place over the entire equipment installation process.

    The International Energy Outlook 1994 (IEO94) presents an assessment by the Energy Information Administration (EIA) of the outlook for international energy markets between 1990 and 2010. The report is provided as a statistical service to assist energy managers and analysts, both in government and in the private sector. These forecasts are used by international agencies, Federal and State governments, trade associations, and other planners and decisionmakers. They are published pursuant to the Depart. of Energy Organization Act of 1977 (Public Law 95-91), Section 205(c). The IEO94 projections are based on US and foreign government policies in effect on October 1, 1993-which means that provisions of the Climate Change Action Plan unveiled by the Administration in mid-October are not reflected by the US projections.

    LHCb has been installed by spring 2008, followed by intensive testing and commissioning of the system in order to be ready for first data taking. Despite the horizontal geometry of the LHCb detector it was possible to collect over one million useful cosmic events that allowed a first time alignment of the sub-detectors. Moreover events from beam dumps during the LHC synchronisation tests provided very useful data for further time and spacial alignment of the detector. Here we present an overview of our commissioning activities, the current status and an outlook on the startup in 2009.

    The ATLAS pixel detector is a high precision silicon tracking device located closest to the LHC interaction point. It belongs to the first generation of its kind in a hadron collider experiment. It will provide crucial pattern recognition information and will largely determine the ability of ATLAS to precisely track particle trajectories and find secondary vertices. It was the last detector to be installed in ATLAS in June 2007, has been fully connected and tested in-situ during spring and summer 2008. It is currently in a commissioning phase using cosmic-ray events. We present the highlights of the past and future commissioning activities of the ATLAS pixel system.

    A new generation of aqueous nuclear fuel reprocessing, now in development under the auspices of the DOE Office of Nuclear Energy (NE), separates fuel into several fractions, thereby partitioning the wastes into groups of common chemistry. This technology advance enables development of waste management strategies that were not conceivable with simple PUREX reprocessing. Conventional wisdom suggests minimizing high level waste (HLW) volume is desirable, but logical extrapolation of this concept suggests that at some point the cost of reducing volume further will reach a point of diminishing return and may cease to be cost-effective. This report summarizes an evaluation considering three groupings of wastes in terms of cost-benefit for the reprocessing system. Internationally, the typical waste form for HLW from the PUREX process is borosilicate glass containing waste elements as oxides. Unfortunately several fission products (primarily Mo and the noble metals Ru, Rh, Pd) have limited solubility in glass, yielding relatively low waste loading, producing more glass, and greater disposal costs. Advanced separations allow matching the waste form to waste stream chemistry, allowing the disposal system to achieve more optimum waste loading with improved performance. Metals can be segregated from oxides and each can be stabilized in forms to minimize the HLW volume for repository disposal. Thus, a more efficient waste management system making the most effective use of advanced waste forms and disposal design for each waste is enabled by advanced separations and how the waste streams are combined. This trade-study was designed to juxtapose a combined waste form baseline waste treatment scheme with two options and to evaluate the cost-benefit using available data from the conceptual design studies supported by DOE-NE.

    In the wake of the 2008 financial crisis the role of strongly interconnected markets in fostering systemic instability has been increasingly acknowledged. Trade networks of commodities are susceptible to deleterious cascades of supply shocks that increase systemic trade-risks and pose a threat to geopolitical stability. On a global and a regional level we show that supply risk, scarcity, and price volatility of non-fuel mineral resources are intricately connected with the structure of the world-trade network of or spanned by these resources. On the global level we demonstrate that the scarcity of a resource, as measured by its trade volume compared to extractable reserves, is closely related to the susceptibility of the trade network with respect to cascading shocks. On the regional level we find that to some extent the region-specific price volatility and supply risk can be understood by centrality measures that capture systemic trade-risk.
