Both the nature of international climate policy architectures and the development and diffusion of new energy technologies could dramatically influence future costs of reducing global emissions of greenhouse gases. This paper explores the implications of interactions between technology availability and performance and international policy architectures for technology choice and the social cost of limiting atmospheric CO2 concentrations to 500 ppm by the year 2095. Key issues explored in the paper include the role of bioenergy production with CO2 capture and storage (CCS), overshoot concentration pathways, and the sensitivity of mitigation costs to policy and technology.

The Forest and Agricultural Sector Opimization Model (FASOM) is a dynamic, nonlinear programming model of the forest and agricultural sectors in the United States. The FASOM model initially was developed to evaluate welfare and market impacts of alternative policies for sequestering carbon in trees but also has been applied to a wider range of forest and agricultural sector policy scenarios. The authors describe the model structure and give selected examples of policy applications. A summary of the data sources, input data file format, and the methods used to develop the input data files also are provided.

The report presents a summary of international perceptions and beliefs about US nuclear policy, focusing on four countries--China, Iran, Pakistan and Germany--chosen because they span the spectrum of states with which the United States has relationships. A paradox is pointed out: that although the goal of US nuclear policy is to make the United States and its allies safer through a policy of deterrence, international perceptions of US nuclear policy may actually be making the US less safe by eroding its soft power and global leadership position. Broadly held perceptions include a pattern of US hypocrisy and double standards--one set for the US and its allies, and another set for all others. Importantly, the US nuclear posture is not seen in a vacuum, but as one piece of the United States behavior on the world stage. Because of this, the potential direct side effects of any negative international perceptions of US nuclear policy can be somewhat mitigated, dependent on other US policies and actions. The more indirect and long term relation of US nuclear policy to US international reputation and soft power, however, matters immensely to successful multilateral and proactive engagement on other pressing global issues.

The International Workshop on Sustainable Forest Management: Monitoring and Verification of Greenhouse Gases was held in San Jose, Costa Rica, July 29-31, 1996. The main objectives of the workshop were to: (1) assemble key practitioners of forestry greenhouse gas (GHG) or carbon offset projects, remote sensing of land cover change, guidelines development, and the forest products certification movement, to offer presentations and small group discussions on findings relevant to the crucial need for the development of guidelines for monitoring and verifying offset projects, and (2) disseminate the findings to interested carbon offset project developers and forestry and climate change policy makers, who need guidance and consistency of methods to reduce project transaction costs and increase probable reliability of carbon benefits, at appropriate venues. The workshop brought together about 45 participants from developed, developing, and transition countries. The participants included researchers, government officials, project developers, and staff from regional and international agencies. Each shared his or her perspectives based on experience in the development and use of methods for monitoring and verifying carbon flows from forest areas and projects. A shared sense among the participants was that methods for monitoring forestry projects are well established, and the techniques are known and used extensively, particularly in production forestry. Introducing climate change with its long-term perspective is often in conflict with the shorter-term perspective of most forestry projects and standard accounting principles. The resolution of these conflicts may require national and international agreements among the affected parties. The establishment of guidelines and protocols for better methods that are sensitive to regional issues will be an important first step to increase the credibility of forestry projects as viable mitigation options. The workshop deliberations led to three primary outputs: (1) a Workshop Statement in the JI Quarterly, September, 1996; (2) the publication of a series of selected peer-reviewed technical papers from the workshop in a report of the Lawrence Berkeley National Laboratory (LBNL. 40501); and (3) a special issue of the journal ''Mitigation and Adaptation Strategies for Global Change'', Kluwer Academic Publishers. The outputs will be distributed to practitioners in this field and to negotiators attending the Framework Convention on Climate Change (FCCC) deliberations leading up to the Third conference of Parties in Kyoto, in December 1997.

The policy framework for the hardwood resource and hardwood industry in western Oregon and Washington is examined. Harvesting trends, harvesting behavior of public and private landowners, and harvesting regulation are presented to complete the analysis of factors affecting short-run hardwood supply. In the short term, the supply of hardwoods is generally favorable, but in the long term, the supply is uncertain and cause for concern. Hardwoods need to be recognized in forest management in the Pacific Northwest.

A major focus of the National Nuclear Security Administration-led Next Generation Safeguards Initiative (NGSI) is the development of human capital to meet present and future challenges to the safeguards regime. An effective university-level education in safeguards and related disciplines is an essential element in a layered strategy to rebuild the safeguards human resource capacity. NNSA launched two pilot programs in 2008 to develop university level courses and internships in association with James, Martin Center for Nonproliferation Studies (CNS) at the Monterey Institute of International Studies (MIIS) and Texas A&M University (TAMU). These pilot efforts involved 44 students in total and were closely linked to hands-on internships at Los Alamos National Laboratory (LANL) and Lawrence Livermore National Laboratory (LLNL). The Safeguards and Nuclear Material Management pilot program was a collaboration between TAMU, LANL, and LLNL. The LANL-based coursework was shared with the students undertaking internships at LLNL via video teleconferencing. A weeklong hands-on exercise was also conducted at LANL. A second pilot effort, the International Nuclear Safeguards Policy and Information Analysis pilot program was implemented at MIIS in cooperation with LLNL. Speakers from MIIS, LLNL, and other U.S. national laboratories (LANL, BNL) delivered lectures for the audience of 16 students. The majority of students were senior classmen or new master's degree graduates from MIIS specializing in nonproliferation policy studies. The two pilots programs concluded with an NGSI Summer Student Symposium, held at LLNL, where 20 students participated in LLNL facility tours and poster sessions. The value of bringing together the students from the technical and policy pilots was notable and will factor into the planning for the continued refinement of the two programs in the coming years.

The Energy Foundation's China Sustainable Energy Program (CSEP) has undertaken a major project investigating fiscal and tax policy options for stimulating energy efficiency and renewable energy development in China. This report, which is part of the sectoral sub-project studies on energy efficiency in industry, surveys international experience with tax and fiscal policies directed toward increasing investments in energy efficiency in the industrial sector. The report begins with an overview of tax and fiscal policies, including descriptions and evaluations of programs that use energy or energy-related carbon dioxide (CO2) taxes, pollution levies, public benefit charges, grants or subsidies, subsidized audits, loans, tax relief for specific technologies, and tax relief as part of an energy or greenhouse gas (GHG) emission tax or agreement scheme. Following the discussion of these individual policies, the report reviews experience with integrated programs found in two countries as well as with GHG emissions trading programs. The report concludes with a discussion of the best practices related to international experience with tax and fiscal policies to encourage investment in energy efficiency in industry.

Although solar costs are dropping rapidly, solar power is still more expensive than conventional and other renewable energy options. The solar sector still needs continuing government policy support. These policies are driven by objectives that go beyond the goal of achieving grid parity. The need to achieve multiple objectives and ensure sufficient political support for solar power makes it diffi cult for policy makers to design the optimal solar power policy. The dynamic and uncertain nature of the solar industry, combined with the constraints offered by broader economic, political and social conditions further complicates the task of policy making. This report presents an analysis of solar promotion policies in seven countries - Germany, Spain, the United States, Japan, China, Taiwan, and India - in terms of their outlook, objectives, policy mechanisms and outcomes. The report presents key insights, primarily in qualitative terms, and recommendations for two distinct audiences. The first audience consists of global policy makers who are exploring various mechanisms to increase the penetration of solar power in markets to mitigate climate change. The second audience consists of key Indian policy makers who are developing a long-term implementation plan under the Jawaharlal Nehru National Solar Mission and various state initiatives.

National policymakers are currently considering a dilemma of critical importance to the continued security of the United States: how can U.S. nuclear weapons policies be leveraged to benefit U.S. nuclear nonproliferation goals in the near-term, without sacrificing U.S. national security? In its role supporting U.S. nuclear weapons policy, Sandia National Laboratories has a responsibility to provide objective technical advice to support policy deliberations on this question. However, to best fulfill this duty Sandia must have a broader understanding of the context of the problem. To help develop this understanding, this paper analyzes the two predominant analytical perspectives of international relations theory to explore their prescriptions for how nuclear weapons and nonproliferation policies interact. As lenses with which to view and make sense of the world, theories of international relations must play a crucial role in framing the trade-offs at the intersection of the nuclear weapons and nonproliferation policy domains. An analysis of what these theories suggest as courses of action to leverage nuclear weapons policies to benefit nonproliferation goals is then offered, with particular emphasis on where the policy prescriptions resulting from the respective theories align to offer near-term policy changes with broad theoretical support. These policy prescriptions are then compared to the 2001 Nuclear Posture Review to understand what the theories indicate policymakers may have gotten right in their dealing with the nuclear dilemma, and where they may have gone wrong. Finally, a brief international relations research agenda is proposed to help address the dilemma between nuclear deterrence and nuclear nonproliferation policies, with particular emphasis on how such an agenda can best support the needs of the policy community and a potential 'all things nuclear' policy deliberation and decision-support framework.

Two long-term timber contracts in the Tongass National Forest require private companies to harvest prescribed amounts of timber within agreed upon time frames during the 50-year contract life. This report has reviewed the accuracy of Forest Service figures for the volume of timber actually harvested under the two contracts, timber deleted from the private companies' operating plans, and backlogged timber. The author was unable to verify the first two figures because the Forest Service had not complied with all of its internal controls and because documentation and records were incomplete. The author was able to verify the figure for backlogged timber. While the Forest Service has tried to better account for timber prepared for harvesting through improved internal controls, this report believes additional actions are needed to ensure that forest supervisors comply with the internal controls for documenting harvested timber volumes and the information needed to support and report changes in timber sale activities is accurately reported.

Results from energy-environment models, such as national emission reduction strategies and related costs, not only have an influence on national policy but are also used as a basis for international commitments with the objective of emission limitation. In recent years, there has been a great interest in a growing number of countries, for instance of ex-Yugoslavia or of the former Soviet Union, in models and methodologies that are internationally accepted. But, whereas the general methodologies can be transferred easily, modifications are necessary to take into account the specific situation of countries with economies in transition and small countries in particular. In this paper, improvements of the internationally accepted energy-emission model EFOM-ENV are described that make it possible to consider issues like a limited availability of hard currency and liquid capital as well as the uncertainty about the future economic development. For small countries, a mixed integer approach is pursued which permits to consider: (1) political trends, for instance striving for more independence from energy imports; (2) economical effects like economies of scale; and (3) technical aspects such as the impossibility of decreasing or increasing the capacity of an existing plant by any small quantity.

This paper explores a multi-model scenario ensemble to assess the impacts of idealized and non-idealized climate change stabilization policies on fossil fuel markets. Under idealized conditions climate policies significantly reduce coal use in the short- and long-term. Reductions in oil and gas use are much smaller, particularly until 2030, but revenues decrease much more because oil and gas prices are higher and decrease with mitigation. A first deviation from the optimal transition pathway relaxes global emission targets until 2030, in accordance with the Copenhagen pledges and regionally-specific low-carbon technology targets. Fossil fuel markets revert back to the no-policy case: though coal use increases strongest, revenue gains are higher for oil and gas. To balance the carbon budget over the 21st century, the long-term reallocation of fossil fuels is significantly larger - twice and more - than the short-term distortion. This amplifying effect results from coal lock-in and inter-fuel substitution effects. The second deviation from the optimal transition pathway relaxes the global participation assumption. The result here is less clear cut across models, as we find carbon leakage effects ranging from positive to negative because leakage and substitution patterns of coal, oil, and gas differ. In summary, distortions of fossil fuel markets resulting from relaxed short-term global emission targets are more important and less uncertain than the issue of carbon leakage from early mover action.

The report presents an evaluation of worldwide research efforts in three specific renewable energy technologies, with a view towards future United States (US) energy security, environmental factors, and industrial competitiveness. The overall energy technology priorities of foreign governments and industry leaders, as well as the motivating factors for these priorities, are identified and evaluated from both technological and policy perspectives. The specific technologies of interest are wind, solar thermal, and solar photovoltaics (PV). These program areas, as well as the overall energy policies of Denmark, France, Germany, Italy, the United Kingdom (UK), Japan, Russia, and the European Community as a whole are described. The present and likely future picture for worldwide technological leadership in these technologies-is portrayed. The report is meant to help in forecasting challenges to US preeminence in the various technology areas, particularly over the next ten years, and to help guide US policy-makers as they try to identify specific actions which would help to retain and/or expand the US leadership position.

Decommissioning activities enable the DOE to reuse all or part of a facility for future activities and reduce hazards to the general public and any future work force. The DOE Office of Environment, Health and Safety has prepared this document, which consists of decommissioning principles and acceptance criteria, in an attempt to establish a policy that is in agreement with the NRC policy. The purpose of this document is to assist individuals involved with decommissioning activities in determining their specific responsibilities as identified in Draft DOE Order 5820.DDD, ``Decommissioning of US Department of Energy Contaminated Surplus Facilities`` (Appendix A). This document is not intended to provide specific decommissioning methodology. The policies and principles of several international decommissioning programs are also summarized. These programs are from the IAEA, the NRC, and several foreign countries expecting to decommission nuclear facilities. They are included here to demonstrate the different policies that are to be followed throughout the world and to allow the reader to become familiar with the state of the art for environment, safety, and health (ES and H) aspects of nuclear decommissioning.
Since 1907 research and education have been the mission of the Harvard Forest is one of the oldest and most intensively studied forests in North America. Located in Petersham, Massachusetts, its 3000 acres of land have been a center of research and education since 1907. The Long Term Ecological Research (LTER) program, established in 1988 and funded by the National Science Foundation, provides a framework for much of this activity. An understanding of forest responses to natural and human disturbance and environmental change over broad spatial and temporal scales pulls together research topics including biodiversity studies, the effects of invasive organisms, large experiments and permanent plot studies, historical and retrospective studies, soil nutrient dynamics, and plant population and community ecological interactions. Major research in forest-atmosphere exchange, hydrology, and regional studies places the work in regional and global context, aided by modeling tools. Conservation and management research and linkages to policy have been part of the Forest since its beginning, and the approaches used in New England can often apply to international studies. In the states Electricity Restructuring Act of 1998, the Commonwealth of Massachusetts recognized the opportunity and strategic benefits to diversifying its electric generation capacity with renewable energy. Through this legislation, the Commonwealth established one of the nations first Renewable Energy Portfolio Standard (RPS) programs, mandating the increasing use of renewable resources in its energy mix. Bioenergy, meeting low emissions and advanced technology standards, was recognized as an eligible renewable energy technology. Stimulated by the states RPS program, several project development groups have been looking seriously at building large woody biomass generation units in western Massachusetts to utilize the woody biomass resource. As a direct result of this development, numerous stakeholders have raised concerns and have prompted the state to take a leadership position in pursuing a science based analysis of biomass impacts on forest and carbon emissions, and proceed through a rulemaking process to establish prudent policy to support biomass development which can contribute to the states carbon reduction commitments and maintain safeguards for forest sustainability. The Massachusetts Sustainable Forest Bioenergy Initiative (SFBI) was funded by the Department of Energy and started by the Department of Energy Resources before these contentious biomass issues were fully raised in the state, and continued throughout the substantive periods of this policy development. Thereby, while SFBI maintained its focus on the initially proposed Scope of Work, some aspects of this scope were expanded or realigned to meet the needs for groundbreaking research and policy development being advanced by DOER. SFBI provided DOER and the Commonwealth with a foundation of state specific information on biomass technology and the biomass industry and markets, the most comprehensive biomass fuel supply assessment for the region, the economic development impact associated with biomass usage, an understanding of forest management trends including harvesting and fuel processing methods, and the carbon profile of utilizing forest based woody biomass for the emerging biomass markets. Each of the tasks and subtasks have provided an increased level of understanding to support new directives, policies and adaptation of existing regulations within Massachusetts. The project has provided the essential information to allow state policymakers and regulators to address emerging markets, while ensuring forest sustainability and understanding the complex science on CO2 accounting and impacts as a result of biomass harvesting for power generation. The public at large and electricity ratepayers in Massachusetts will all benefit from the information garnered through this project. This is a result of the states interest to provide financial incentives to only biomass projects that demonstrate an acceptable carbon profile, an efficient use of the constrained supply of fuel, and the harvest of biomass to ensure forest sustainability. The goals of the Massachusetts Sustainable Forest Bioenergy Initiative as proposed in 2006 were identified as: increase the diversity of the Massachusetts energy mix through biomass; promote economic development in the rural economy through forest industry job creation; help fulfill the states energy and climate commitments under the Renewable Energy Portfolio Standard and Climate Protection Plan; assist the development of a biomass fuel supply infrastructure to support energy project demands; provide education and outreach to the public on the benefits and impacts of bioenergy; improve the theory and practice of sustainable forestry in the Commonwealth. Completed project activities summarized below will demonstrate the effectiveness of the project in meeting the above goals. Energy from biomass is potentially an important contributor to U.S. climate change mitigation efforts. However, an important consideration to large-scale implementation of bioenergy is that the production of biomass competes with other uses of land. This includes traditionally economically productive uses, such as agriculture and forest products, as well as storage of carbon in forests and non-commercial lands. In addition, in the future, biomass may be more easily traded, meaning that increased U.S. reliance on bioenergy could come with it greater reliance on imported energy. Several approaches could be implemented to address these issues, including limits on U.S. biomass imports and protection of U.S. and global forests. This paper explores these dimensions of bioenergys role in U.S. climate policy and the relationship to these alternative measures for ameliorating the trade and land use consequences of bioenergy. It first demonstrates that widespread use of biomass in the U.S. could lead to imports; and it highlights that the relative stringency of domestic and international carbon mitigation policy will heavily influence the degree to which it is imported. Next, it demonstrates that while limiting biomass imports would prevent any reliance on other countries for this energy supply, it would most likely alter the balance of trade in other agricultural products against which biomass competes; for example, it might turn the U.S. from a corn exporter to a corn importer. Finally, it shows that increasing efforts to protect both U.S. and international forests could also affect the balance of trade in other agricultural products.

In 1989 the forest products industry responded to a challenge of the National Wetlands Policy Forum to initiate a cooperative research program on forest wetlands management organized through the National Council of the Paper Industry for Air and Stream Improvement (NCASI). The objective is to determine how forest landowners can manage wetlands for timber production while protecting other wetland functions such as flood storage, water purification, and food chain/wildlife habitat support. Studies supported by the NCASI in 9 states are summarized. Technical support on wetland regulatory issues to member companies is part of the research program. Since guidelines for recognizing wetlands for regulatory proposed have changed frequently, the NCASI has recommend an explicit link between wetland delineation and a classification system that considers difference among wetland types in vegetation, soils, hydrology, appearance, landscape position, and other factors. 16 refs.

In this paper, sustainable forest management is discussed within the historical and theoretical framework of the sustainable development debate. The various criteria and indicators for sustainable forest management put forth by different institutions are critically explored. Specific types of climate change mitigation policies/projects in the forest sector are identified and examined in the light of the general criteria for sustainable forest management. Areas of compatibility and contradiction between the climate mitigation objectives and the minimum criteria for sustainable forest management are identified and discussed. Emphasis is put on the problems of monitoring and verifying carbon benefits associated with such projects given their impacts on pre-existing policy objectives on sustainable forest management. The implications of such policy interactions on assignment of carbon credits from forest projects under Joint Implementation/Activities Implemented Jointly initiatives are discussed. The paper concludes that a comprehensive monitoring and verification regime must include an impact assessment on the criteria covered under other agreements such as the Biodiversity and/or Desertification Conventions. The actual carbon credit assigned to a specific project should at least take into account the negative impacts on the criteria for sustainable forest management. The value of the impacts and/or the procedure to evaluate them need to be established by interested parties such as the Councils of the respective Conventions.

The United States Department of Agriculture, Forest Service, Southern Forest Experiment Station's Forest Inventory and Analysis (SO-FIA) research unit conducted a project to map the distribution of forest lands for the entire United States. Forest types and forest densities were mapped, and a new forest type group map for the country was produced (Powell and others, in press; Zhu and Evans 1992). The project supported the 1993 Forest and Rangeland Renewable Resources Planning Act (RPA) Assessment Update program, by which the Forest Service was required to provide statistics on current forest land and rangeland conditions.

This chapter briefly revisits the constraints and opportunities of mitigation and adaptation, and highlights and the multiple linkages, synergies and trade-offs between mitigation, adaptation and urban development. The chapter then presents future policy directions, focusing on local, national and international principles and policies for supporting and enhancing urban responses to climate change. In summary, policy directions for linking climate change responses with urban development offer abundant opportunities; but they call for new philosophies about how to think about the future and how to connect different roles of different levels of government and different parts of the urban community. In many cases, this implies changes in how urban areas operate - fostering closer coordination between local governments and local economic institutions, and building new connections between central power structures and parts of the population who have often been kept outside of the circle of consultation and discourse. The difficulties involved in changing deeply set patterns of interaction and decision-making in urban areas should not be underestimated. Because it is so difficult, successful experiences need to be identified, described and widely publicized as models for others. However, where this challenge is met, it is likely not only to increase opportunities and reduce threats to urban development in profoundly important ways, but to make the urban area a more effective socio-political entity, in general - a better city in how it works day to day and how it solves a myriad of problems as they emerge - far beyond climate change connections alone. It is in this sense that climate change responses can be catalysts for socially inclusive, economically productive and environmentally friendly urban development, helping to pioneer new patterns of stakeholder communication and participation.

This report originates in a workshop held at Sandia National Laboratories, bringing together a variety of external experts with Sandia personnel to discuss 'The Implications of Global Climate Change for International Security.' Whatever the future of the current global warming trend, paleoclimatic history shows that climate change happens, sometimes abruptly. These changes can severely impact human water supplies, agriculture, migration patterns, infrastructure, financial flows, disease prevalence, and economic activity. Those impacts, in turn, can lead to national or international security problems stemming from aggravation of internal conflicts, increased poverty and inequality, exacerbation of existing international conflicts, diversion of national and international resources from international security programs (military or non-military), contribution to global economic decline or collapse, or international realignments based on climate change mitigation policies. After reviewing these potential problems, the report concludes with a brief listing of some research, technology, and policy measures that might mitigate them.

The sharp rise in oil prices and the embargo of 1973 to 1974 stimulated a growing interest in international energy questions. One indicator of this interest was the decision in late 1977 to establish an International Association of Energy Economists (IAEE). In 1979 the officers of the IAEE proposed to hold not only an initial annual meeting of the association, but also a two-day Conference on International Energy Issues. Resources for the Future, a Washington-based independent research institute, was asked to cosponsor the two-day conference. These two meetings were held in Washington, DC, on June 4, 5, and 6, 1979. This volume contains the 34 papers of the proceedings, and a separate abstract was prepared for each paper for Energy Abstracts for Policy Analysis (EAPA); 13 papers were selected for Energy Research Abstracts (ERA).

Each year, damage to North American forests caused by insects, diseases, pollution, and fire results in multibillion dollar losses of revenue and resources. To respond to these losses effectively, forest managers need timely information on the location, extent, and spread of the damage. Traditional techniques for monitoring forest damage include high-resolution aerial photography, color infrared photography, and visual reconnaissance mapping. These techniques require visual interpretation of the data and often are somewhat subjective. In addition, because such analyses are time-consuming and costly, many areas of forest are never mapped, and in cases where maps exist, they often are obsolete or incomplete. An airborne imager has been developed to solve the problems of time-consuming visual analysis and interpretations. The Programmable Multispectral Imager measures small changes - invisible by conventional detection methods - in light reflected by the forest canopy. The PMI measures the color an intensity of reflected light and records this information digitally in computer tape aboard an aircraft. This information is then available for later entry into a computer for processing and enhancement. Although airborne imagers have been available for nearly three decades, they have not been used extensively for forest damage assessment or other forestry applications because of their poor sensitivity and their limited number of fixed spectral channels. The PMI is the first of a new generation of imagers that combine high sensitivity with the flexibility of continuous spectral coverage. This allows scientists to evaluate the potential causes and effects of stress on vegetation.

This paper presents the results of an experiment defined to demonstrate the use of radar to retrieve forest biomass. The SAR data, after calibration, has been analyzed together with ground data collected on forest stands from young stage (8 yrs) to nature stage (46 yrs). The dynamic range of the radar backscatter intensity from forest was found maximum at P-band and decreases with increasing frequencies. Also, cross-polarized backscatter intensity yields the best sensitivities to variations of forest biomass. L-band data confirmed past results on good correlation with forest parameters. The most striking observation has been the strong correlation of P-band backscatter intensity to forest biomass. In order to develop algorithms to infer forest biomass from spaceborne SAR's, the experimental results will be compared with observations on other forest ecosystems and will be interpreted by theoretical modeling.
Plantation forestry is one means of controlling the temporal and spatial aspects of stand regeneration after harvest. Intensive plantation forestry can ultimately reduce harvesting pressure and disturbance on natural stands and and stands intended to be set aside for esthetics, recreation, or watershed protection. Reported here is the status of forest plantations in the Midsouth States. It is important to know if plantations are meeting their fullest potential and what shortcomings, if any, need to be addressed. Information gathered includes plantation area, forest type, ownership, volume, site class, and stockings. Additionally, comparisons were made to see if there was a difference between plantation and natural-stand volumes.

This paper evaluates two Forest Industry Structural Adjustment Packages (FISAP) implemented in Australia in the 1990s to 2000s as part of broader policy changes that reduced access to timber from publicly owned native forests. It assesses the effectiveness of the structure, design, implementation and monitoring of the FISAPs, and highlights the interactions between these four elements and their influence on social impacts. The two FISAPs were found to be effective in terms of reducing negative impacts, encouraging positive impacts and contributing towards policy goals, although they did not mitigate negative impacts in all cases, and sometimes interacted with external factors and additional policy changes to contribute to significant short and long term negative impacts. -- Highlights: ? In 2003, the National Association of Regulatory Utility Commissioners (NARUC) and National Energy Technology Laboratories (NETL) collaboratively established the International Clean Energy Coalition (ICEC). The coalition consisting of energy policy-makers, technologists, and financial institutions was designed to assist developing countries in forming and supporting local approaches to greenhouse gas mitigation within the energy sector. ICEC's work focused on capacity building and clean energy deployment in countries that rely heavily on fossil-based electric generation. Under ICEC, the coalition formed a steering committee consisting of NARUC members and held a series of meetings to develop and manage the workplan and define successful outcomes for the projects. ICEC identified India as a target country for their work and completed a country assessment that helped ICEC build a framework for discussion with Indian energy decisionmakers including two follow-on in-country workshops. As of the conclusion of the project in 2010, ICEC had also conducted outreach activities conducted during United Nations Framework Convention on Climate Change (UNFCCC) Ninth Conference of Parties (COP 9) and COP 10. The broad goal of this project was to develop a coalition of decision-makers, technologists, and financial institutions to assist developing countries in implementing affordable, effective and resource appropriate technology and policy strategies to mitigate greenhouse gas emissions. Project goals were met through international forums, a country assessment, and in-country workshops. This project focused on countries that rely heavily on fossil-based electric generation.

The international workshop on Policy Modeling for Industrial Energy Use was jointly organized by EETA (Professional Network for Engineering Economic Technology Analysis) and INEDIS (International Network for Energy Demand Analysis in the Industrial Sector). The workshop has helped to layout the needs and challenges to include policy more explicitly in energy-efficiency modeling. The current state-of-the-art models have a proven track record in forecasting future trends under conditions similar to those faced in the recent past. However, the future of energy policy in a climate-restrained world is likely to demand different and additional services to be provided by energy modelers. In this workshop some of the international models used to make energy consumption forecasts have been discussed as well as innovations to enable the modeling of policy scenarios. This was followed by the discussion of future challenges, new insights in the data needed to determine the inputs into energy model s, and methods to incorporate decision making and policy in the models. Based on the discussion the workshop participants came to the following conclusions and recommendations: Current energy models are already complex, and it is already difficult to collect the model inputs. Hence, new approaches should be transparent and not lead to extremely complex models that try to ''do everything''. The model structure will be determined by the questions that need to be answered. A good understanding of the decision making framework of policy makers and clear communication on the needs are essential to make any future energy modeling effort successful. There is a need to better understand the effects of policy on future energy use, emissions and the economy. To allow the inclusion of policy instruments in models, evaluation of programs and instruments is essential, and need to be included in the policy instrument design. Increased efforts are needed to better understand the effects of innovative (no n-monetary) policy instruments through evaluation and to develop approaches to model both conventional and innovative policies. The explicit modeling of barriers and decision making in the models seems a promising way to enable modeling of conventional and innovative policies. A modular modeling approach is essential to not only provide transparency, but also to use the available resources most effectively and efficiently. Many large models have been developed in the past, but have been abandoned after only brief periods of use. A development path based on modular building blocks needs the establishment of a flexible but uniform modeling framework. The leadership of international agencies and organizations is essential in the establishment of such a framework. A preference is given for ''softlinks'' between different modules and models, to increase transparency and reduce complexity. There is a strong need to improve the efficiency of data collection and interpretation efforts to produce reliable model inputs. The workshop participants support the need for the establishment of an (in-)formal exchanges of information, as well as modeling approaches. The development of an informal network of research institutes and universities to help build a common dataset and exchange ideas on specific areas is proposed. Starting with an exchange of students would be a relative low-cost way to start such collaboration. It would be essential to focus on specific topics. It is also essential to maintain means of regular exchange of ideas between researchers in the different focus points.

Renewable fuels standard (RFS) policies are becoming a popular public policy mechanism for developing the market for renewable fuels in the transportation sector. During the past decade, U.S. states and several countries began implementing these more market-based (less command and control) policies to support increased biofuels production and use. This paper presents an overview of current and proposed U.S. state-level policies, as well as selected electric sector policies and international fuel standard policies. Current U.S. state-level renewable fuel policies list drivers including an improved economy and environment, as well as fuel self-sufficiency. Best practices and experience from an evaluation of renewable portfolio standards (RPS) in the United States and international RFS policies can inform U.S. state-level policy by illustrating the importance of policy flexibility, binding targets, effective cost caps, and tradable permits. Understanding and building on the experiences from these previous policies can improve the policy mechanism and further develop a market for renewable fuels to meet the goals of improved economy, environment, and fuel self-sufficiency.

Information gathered from 3078 permanent forest survey sample plots showed that nearly 0.9 million acres, or 10 percent of the nonindustrial private forest (NIPF) timberland in South Carolina is in forested tracts 10 acres or less. Forested tracts ranging from 11 to 100 acres accounted for the largest proportion of NIPF timberland. Forested tract size varied significantly by NIPF-ownership group. By NIPF-ownership group, the other corporate group recorded the highest average forested tract size of 3,802 acres. Volume of softwood growing stock as significantly higher in the larger tract size categories. Hardwood growing-stock volume per acre was significantly higher in the largest and smallest forested tract-size classes. Softwood growing-stock removals exceeded growth across all forested-parcel categories, whereas hardwood growing-stock growth surpassed hardwood removals in two tract-size classes.
The Office of Technology Development (OTD) was established to ensure that reliable and acceptable technologies are available for implementation at DOE sites and that a technically trained work force is available to complete the EM mission by 2019. OTD established the International Technology Exchange Staff (ITES) to identify, evaluate, and acquire international technologies which can accelerate US DOE cleanup operations. ITES`s goal is to pursue international collaboration among government organizations, educational institutions, and private industry to identify world-wide needs and available technologies that will meet US environmental needs in general, and EM cleanup needs in particular; and establish mechanisms by which US government ER/WM technologies will be transferred to the US private sector for commercialization and export to international markets. ITES has developed the following strategic objectives to implement its international goals: develop and implement EM`s policy for international programs in accordance with DOE and US Government policies and regulations; establish efficient and predictable international technology transfer mechanisms; assist the US private sector in the commercialization and deployment of federally funded EM technologies and related knowledge in international markets; leverage US and non-US resources to accelerate international development and regulatory acceptance of EM technologies; contribute to the improvement of EM`s training of US students, scientists, and managers on international environmental issues. A summary and descriptions of program activities and accomplishments are given for 17 programs which comprise the four main areas of the ITES program: Activities with the Former Soviet Union, International Technology Transfer, International Cooperation, and Information Systems and Publications. In Turkey illegal cutting takes place, which cannot be controlled. Legal cuttings have also been done by several state forest enterprises. As a result, the amount of wood raw material produced by forest enterprises legally and by forest villagers illegally has exceeded the potential capacity of the forest. According to the research related to Macka and other Turkish state forests, the state forests have been decreasing day by day. This is because the amount of wood raw material taken from the forests has exceeded the production potential of the forest. That study concluded that the Macka and other Turkish forests will be exhausted after 64 and 67 years, respectively. This study also examined both establishing and exploiting energy forests near the forest villages and producing fuel briquettes manufactured using the residues of agriculture, forestry, and stock breeding to diminish the demand for illegal fuel wood cutting from the state forests.
