    The International Code Council (ICC) published the 2012 International Energy Conservation Code{reg_sign} (IECC) in early 2012. The 2012 IECC is based on revisions, additions, and deletions to the 2009 IECC that were considered during the ICC code development process conducted in 2011. Solid vertical lines, arrows, or asterisks printed in the 2012 IECC indicate where revisions, deletions, or relocations of text respectively were made to 2009 IECC. Although these marginal markings indicate where changes have been made to the code, they do not provide any further guidance, leaving the reader to consult and compare the 2009 and 2012 IECC for more detail.

    The 2009 International Energy Conservation Code (IECC) contains several major improvements in energy efficiency over the 2006 IECC. The notable changes are: (1) Improved duct sealing verified by testing the duct system; (2) Increased duct insulation; (3) Improvement of window U-factors from 0.40 to 0.35; and (4) Efficient lighting requirements. An analysis of these changes resulted in estimated annual energy cost savings of about $145 a year for an average new house. Construction cost increases are estimated at $655. Home owners will experience an annual cost savings of close to $100 a year because reduction to energy bills will more than compensate for increased mortgage payments and other costs.

The notable changes are: (1) Improved duct sealing verified by testing the duct system; (2) Increased duct insulation; (3) Improvement of window U-factors from 0.40 to 0.35; and (4) Efficient lighting requirements. An analysis of these changes resulted in estimated annual energy cost savings of $145 a year for an average new house compared to the 2003 IECC. This energy cost saving decreases to $125 a year for the 2009 IECC compared to the 2006 IECC. Construction cost increases (per home) for complying with the 2009 IECC are estimated at $1256 relative to the 2003 IECC and $800 for 2006 IECC. Home owners will experience an annual cost savings of about $80 a year by complying with the 2009 IECC because reduction to energy bills will more than compensate for increased mortgage payments and other costs.

    The Energy Engineering Analysis Program (EEAP) has been instrumented to reduce Army energy consumption by 20 percent by FY 1985. EEAP surveys and identifies high energy users, analyzes and applies conservation technologies, and submits a study report to the Director of Engineering and Housing. The Energy Conservation Investment Program (ECIP), which retrofits existing facilities with insulation, and monitoring systems, is the foundation of EEAP. The Energy Conservation and Management Plan (ECAM) is designed to do for GOCO's (government owned, contractor operated plants) what ECIP does for army plants. A few specific conversion projects are listed. An energy awareness program includes seminars, workshops, displays, and brochures. The Facilities Energy RDTandS program insures that the Army will be able to rapidly utilize the latest state-of-the-art energy technology.

  14. Assessing Foundation Insulation Strategies for the 2012 International Energy Conservation Code in Cold Climate New Home Construction

    While the International Energy Conservation Code 2012 (IECC 2012) has been adopted at a national level, only two cold climate states have adopted it as their new home energy code. Understanding the resistance to adoption is important in assisting more states accept the code and engage deep energy strategies nationwide. This three-part assessment by the NorthernSTAR Building America Partnership was focused on foundation insulation R-values for cold climates and the design, construction, and performance implications. In Part 1 a literature review and attendance at stakeholder meetings held in Minnesota were used to assess general stakeholder interest and concerns regarding proposed code changes. Part 2 includes drawings of robust foundation insulation systems that were presented at one Minnesota stakeholder meeting to address critical issues and concerns for adopting best practice strategies. In Part 3 a sampling of builders participated in a telephone interview to gain baseline knowledge on insulation systems used to meet the current energy code and how the same builders propose to meet the new proposed code.

    Low-slope roof systems are common on commercial and industrial buildings and, to a lesser extent, on residential buildings. Although insulating materials have nearly always been a component of low-slope roofs, the amount of insulation used has increased in the past two decades because of escalation of heating and cooling costs and increased awareness of the need for energy conservation. As the amount of insulation has increased, the demand has intensified for design, installation, and maintenance information specifically for well-insulated roofs. Existing practices for design, installation, and maintenance of insulated roofs have evolved from experience. Typically, these practices feature compromises due to the different properties of materials making up a given roof system. Therefore, they should be examined from time to time to ensure that they are appropriate as new materials continue to enter the market and as the data base on existing systems expands. A primary purpose of this International Energy Agency (IEA) study is to assess current roofing insulation practices in the context of an accumulating data base on performance.

    The IECC was updated in 2006. As required in the Energy Conservation and Production Act of 1992, Title 3, DOE has a legislative requirement to "determine whether such revision would improve energy efficiency in residential buildings" within 12 months of the latest revision. This requirement is part of a three-year cycle of regular code updates. To meet this requirement, an independent review was completed using personnel experienced in building science but not involved in the code development process.

    The foundry industry is a significant user of energy, and therefore, a natural candidate for efforts to save energy and improve efficiency by both governmental agencies and technical/trade associations. These efforts are designed to both improve the national energy position and improve the industry's efficiency and profitability. Increased energy cost and the reduced availability of fossil fuels at certain times have provided the incentive to curb waste and to utilize purchased energy wisely. Energy costs now approach and sometimes exceed 10% of the sales dollar of many foundries. Although energy use by foundries has gradually decreased on a per/ton basis in recent years, the foundry industry must continue to find ways to utilize energy more efficiently. This workbook provides ways to achieve this goal.

    An energy conserving air motor with rotary actuation includes a pair of cooperating different diameter pistons coaxially arranged and connected rigidly to one another by a central connecting member provided with spur gear section adaptable of receiving a meshing pinion assembled inside an elongated housing provided with a diffential diameter bore passing therethrough and adaptable of receiving inside a larger diameter section which is blind a larger piston while smaller diameter section which is provided with fluid supply and exhaust port means receives smaller diameter piston while said pinion entering said housing perpendicularly substantially central to the housing ends so as to rotate therein when pistons move linearly inside bore between a first normally atmospheric and a second energized positions in response to the working fluid pressure supplied via fluid supply and exhaust port means by way of a 3-way solenoid or pilot operated directional valve so as to allow energization of the small diameter piston, initially atmospheric, with an end force large enough to shift piston assembly into the second energized position at which time working fluid enters backside of the larger piston via internal pilot porting provided therebetween to exert a much larger end force than that prevailing over the small piston, automatically returning piston assembly into the first original position for an eventual exhaust of the working fluid via 3-way valve and cycle repetition saving energy.

    Energy conservation is virtually always a bust. Governments around the world continually trot out new schemes to reduce energy use and promote efficiency. The prime American example of this futility is government regulation of automobile gas mileage. Prompted by the Arab oil embargo of 1973, Congress mandated a doubling of gas mileage. What happened? Gasoline consumption rose from 1973 to the 1990s, as the roads were flooded with energy-efficient cars. Huge sport-utility vehicles crowd parking lots, also thanks to more efficient engines. Conservation fails because it takes no account of economics of human nature. The combination of greater engine efficiency and rising disposable income has produced a true golden age of motoring. In the same way, what is saved by installing special light bulbs is often wasted on new hot tubs, exterior lighting and a host of other energy uses, as homeowners assume that their electric bills will drop off substantially. In spite of these and dozens of other clear failures, the claims for conservation to solve virtually all the national energy dilemmas continue. Few if any are valid. While each of us can reduce energy use in one or two areas, one finds that the nation gradually uses more.

    A systematic study of energy conservation for extended magnetohydrodynamic models that include Hall terms and electron inertia is performed. It is observed that commonly used models do not conserve energy in the ideal limit, i.e., when viscosity and resistivity are neglected. In particular, a term in the momentum equation that is often neglected is seen to be needed for conservation of energy.

    The International Energy Annual presents an overview of key international energy trends for production, consumption, imports, and exports of primary energy commodities in over 220 countries, dependencies, and areas of special sovereignty. Also included are population and gross domestic product data, as well as prices for crude oil and petroleum products in selected countries. Renewable energy reported in the International Energy Annual includes hydroelectric power and geothermal, solar, and wind electric power. Also included are biomass electric power for Brazil and the US, and biomass, geothermal, and solar energy produced in the US and not used for electricity generation. This report is published to keep the public and other interested parties fully informed of primary energy supplies on a global basis. The data presented have been largely derived from published sources. The data have been converted to units of measurement and thermal values (Appendices E and F) familiar to the American public. 93 tabs.

    This paper uses the Residential Energy Consumption Survey undertaken by the Energy Information Administration in 1990 to estimate the statistical association between household income and participation in electric utility energy conservation programs and the association between participation and the electricity consumption. The results indicate that utility rebates, energy audits, load management programs and other conservation measures tend to be undertaken at greater frequency by high income households than by low income households. Participants in conservation programs tend to occupy relatively new and energy efficient residences and undertake conservation measures other than utility programs, which suggests that utility sponsored programs are substitutes for other conservation investments. Electricity consumption during 1990 is not significantly less for households participating in utility programs than for nonparticipants, which also implies that utility conservation programs are displacing other conservation investments. Apparently, utility programs are not avoiding costs of new construction and instead are transferring wealth, particularly to high income participating households.

    The International Energy Outlook 1994 (IEO94) presents an assessment by the Energy Information Administration (EIA) of the outlook for international energy markets between 1990 and 2010. The report is provided as a statistical service to assist energy managers and analysts, both in government and in the private sector. These forecasts are used by international agencies, Federal and State governments, trade associations, and other planners and decisionmakers. They are published pursuant to the Depart. of Energy Organization Act of 1977 (Public Law 95-91), Section 205(c). The IEO94 projections are based on US and foreign government policies in effect on October 1, 1993-which means that provisions of the Climate Change Action Plan unveiled by the Administration in mid-October are not reflected by the US projections.

    This International Energy Outlook presents historical data from 1970 to 1993 and EIA`s projections of energy consumption and carbon emissions through 2015 for 6 country groups. Prospects for individual fuels are discussed. Summary tables of the IEO96 world energy consumption, oil production, and carbon emissions projections are provided in Appendix A. The reference case projections of total foreign energy consumption and of natural gas, coal, and renewable energy were prepared using EIA`s World Energy Projection System (WEPS) model. Reference case projections of foreign oil production and consumption were prepared using the International Energy Module of the National Energy Modeling System (NEMS). Nuclear consumption projections were derived from the International Nuclear Model, PC Version (PC-INM). Alternatively, nuclear capacity projections were developed using two methods: the lower reference case projections were based on analysts` knowledge of the nuclear programs in different countries; the upper reference case was generated by the World Integrated Nuclear Evaluation System (WINES)--a demand-driven model. In addition, the NEMS Coal Export Submodule (CES) was used to derive flows in international coal trade. As noted above, foreign projections of electricity demand are now projected as part of the WEPS. 64 figs., 62 tabs.

    Various policies and programs have been created to promote energy conservation in Asia. Energy conservation centers, energy conservation standards and labeling, commercial building codes, industrial energy use regulations, and utility demand-side management (DSM) are but a few of them. This article attempts to analyze the roles of these different policies and programs in seven typical Asian countries: China, Indonesia, Japan, Pakistan, South Korea, the Philippines, and Thailand. The conclusions show that the two most important features behind the success policies and programs are (1) government policy support and (2) long-run self-sustainability of financial support to the programs.

Projections in IEO98 are displaced according to six basic country groupings. The industrialized region includes projections for four individual countries -- the United States, Canada, Mexico, and Japan -- along with the subgroups Western Europe and Australasia (defined as Australia, New Zealand, and the US Territories). The developing countries are represented by four separate regional subgroups: developing Asia, Africa, Middle East, and Central and South America. China and India are represented in developing Asia. New to this year`s report, country-level projections are provided for Brazil -- which is represented in Central and South America. Eastern Europe and the former Soviet Union (EE/FSU) are considered as a separate country grouping. The report begins with a review of world trends in energy demand.     In 2003, the National Association of Regulatory Utility Commissioners (NARUC) and National Energy Technology Laboratories (NETL) collaboratively established the International Clean Energy Coalition (ICEC). The coalition consisting of energy policy-makers, technologists, and financial institutions was designed to assist developing countries in forming and supporting local approaches to greenhouse gas mitigation within the energy sector. ICEC's work focused on capacity building and clean energy deployment in countries that rely heavily on fossil-based electric generation. Under ICEC, the coalition formed a steering committee consisting of NARUC members and held a series of meetings to develop and manage the workplan and define successful outcomes for the projects. ICEC identified India as a target country for their work and completed a country assessment that helped ICEC build a framework for discussion with Indian energy decisionmakers including two follow-on in-country workshops. As of the conclusion of the project in 2010, ICEC had also conducted outreach activities conducted during United Nations Framework Convention on Climate Change (UNFCCC) Ninth Conference of Parties (COP 9) and COP 10. The broad goal of this project was to develop a coalition of decision-makers, technologists, and financial institutions to assist developing countries in implementing affordable, effective and resource appropriate technology and policy strategies to mitigate greenhouse gas emissions. Project goals were met through international forums, a country assessment, and in-country workshops. This project focused on countries that rely heavily on fossil-based electric generation.

    The International Energy Agency (IEA) responded to the 1973-1974 oil embargo with an emergency allocation program outlined in the Agreement on an International Energy Program (IEP), viewed by the US as an executive agreement and by most participants as a treaty. The IEA's four standing groups on Relations with Producer and other Consumer Countries, on Long-Term Cooperation, on the Oil Market, and on Emergency Questions are organized to accommodate co041869flicting interests through voting rights and to allow constructive interaction among intergovernmental bodies. A description of the allocation system and industry's role in emergencies is followed by a summary of US legal requirements relating to these activities. Four appendices reproduce the IEP Agreement and diagram the IEA organizational structure, the IEA emergency allocation system, and the Emergency Management Organization. (DCK)

    The oil embargo in the winter of 1973 covered the nation with a serious energy crisis. Although the ''gas lines'' have subsided, sky-rocketing fuel costs and diminishing energy supplies linger on. Projected U.S. energy demands indicate normal energy requirements over a normal growth rate. However, when compared with the projected U.S. energy supplies, a very significant energy deficit may exist in the near future. Although coal and nuclear show substantial potential as energy sources, it is unlikely that they will fill the gap between energy demands and the gas and oil supplies. In view of the Three-Mile Island nuclear incident, and cutbacks in the state of Washington, it is doubtful that the 13% contribution to the energy supply in the part of nuclear power will ever materialize. Although coal supplies are very abundant, the development of coal technology will not meet the next decade's energy requirements as it is indicated by the fact that coal is supplying far less energy than forecasted by the government.

    As an example of private sector initiatives in energy conservation, Prudential's energy management program is highlighted. In Phase I specific hours of operation were permitted, temperatures were maintained at a prescribed level, and lighting standards were reduced. In Phase II, inefficient HVAC systems were upgraded, timing switches and energy management computers were installed, solar film was applied to windows, and metering utilities were separated. An energy consumption tracking system called PACE was also instrumented to maintain the achieved objectives by monthly measuring.

    A sample of 893 Oregon individuals from a Western Regional Agricultural Experiment Station Project (W-159 Consequences of Energy Conservation Policies for Western Region Households) was used to analyze consumer attitudes toward potentially restrictive energy conservation regulations. Belief in the seriousness of the energy problem, a psychological measure of internal control (internality), and eight socio-demographic characteristics were examined in relation to consumer attitudes toward these regulations. Those who did not believe in the seriousness of the energy problem were over 50 years of age, male, had less than a college degree, and opposed mandatory energy conservation regulations related to home thermostat settings. Homeowners opposed the regulation requiring their homes to pass an energy audit. Opposition to regulations appeared to be related only to an individual's perception of the consequences of the regulation, and not to belief in the enregy problem or locus of control. Those with low internality scores included females, rural residents, respondents over 50, and those with less than a college degree.

    This paper discusses the potential for energy and power savings that exist in electric power delivery systems. These savings translate into significant financial and environmental benefits for electricity producers and consumers as well as for society in general. AlliedSignal`s knowledge and perspectives on this topic are the result of discussions with hundreds of utility executives, government officials and other industry experts over the past decade in conjunction with marketing our Amorphous Metal technology for electric distribution transformers. Amorphous metal is a technology developed by AlliedSignal that significantly reduces the energy lost in electric distribution transformers at an incremental cost of just a few cents per kilo-Watt-hour. The purpose of this paper is to discuss: Amorphous Metal Alloy Technology; Energy Savings Opportunity; The Industrial Barriers and Remedies; Worldwide Demand; and A Low Risk Strategy. I wish this presentation will help KEPCO achieve their stated aims of ensuring sound development of the national economy and enhancement of public life through the economic and stable supply of electric power.     This report systematically compares, within a consistent framework, the technical and economic characteristics of energy-conserving irrigation systems with those of conventional irrigation systems and to determine total energy savings. Levelized annual costs of owning and operating both energy-conserving and conventional irrigation systems have been developed and compared for all 17 states to account for the differences in energy costs and irrigation conditions in each state. Market penetration of energy-conserving systems is assessed for those systems having lower levelized annual costs than conventional systems performing the same function. Annual energy savings were computed by matching the energy savings per system with an assumed maximum market penetration of 100 percent in those markets where the levelized annual costs of energy-conserving systems are lower than the levelized annual costs of conventional systems.

    This document is a study of research opportunities that are important to developing advanced technologies for efficient energy use. The study's purpose is to describe a wide array of attractive technical areas from which specific research and development programs could be implemented. Research areas are presented for potential application in each of the major end-use sectors. The study develops and applies a systematic approach to identifying and screening applied energy conservation research opportunities. To broadly cover the energy end-use sectors, this study develops useful information relating to the areas where federally-funded applied research will most likely play an important role in promoting energy conservation. This study is not designed to produce a detailed agenda of specific recommended research activities. The general information presented allows uniform comparisons of disparate research areas and as such provides the basis for formulating a cost-effective, comprehensive federal-applied energy conservation research strategy. Chapter 2 discusses the various methodologies that have been used in the past to identify research opportunities and details the approach used here. In Chapters 3, 4, and 5 the methodology is applied to the buildings, transportation, and industrial end-use sectors and the opportunities for applied research in these sectors are discussed.Chapter 6 synthesizes the results of the previous three chapters to give a comprehensive picture of applied energy conservation research opportunities across all end-use sectors and presents the conclusions to the report.

    The case study examines the means by which energy conservation can be achieved at an aggregate community level by using proper planning and analytical techniques for a new town, Shenandoah, Georgia, located twenty-five miles southwest of Atlanta's Hartsfield International Airport. A potentially implementable energy conservation community plan is achieved by a study team examining the land use options, siting characteristics of each building type, alternate infrastructure plans, possible decentralized energy options, and central utility schemes to determine how community energy conservation can be achieved by use of pre-construction planning. The concept for the development of mixed land uses as a passively sited, energy conserving community is based on a plan (Level 1 Plan) that uses the natural site characteristics, maximizes on passive energy siting requirement, and allows flexibility for the changing needs of the developers. The Level 2 Plan is identical with Level 1 plan plus a series of decentraized systems that have been added to the residential units: the single-family detached, the apartments, and the townhouses. Level 3 Plan is similar to the Level 1 Plan except that higher density dwellings have been moved to areas adjacent to central site. The total energy savings for each plan relative to the conventional plan are indicated. (MCW)

    Mr. Bajer feels that elimination of many federal conservation programs will have no effect on the US goal of reducing oil imports because the private sector can do a better job of providing these efforts. He notes that many government programs were the result of overreaction to the 1973 oil embargo, when Congress misread the public's willingness to respond. The American people have taken the initiative, however, and have reduced their energy consumption and import rates. Mr. Bajer further notes that, according to the DOE Office of Policy, Planning and Analysis, DOE's conservation programs accounted for less than 5% of reduction of energy use per unit of GNP. He thinks that new policies will allow market forces to continue providing conservation incentives and will remove government intervention and competition with the private sector. (DCK)

    A series of Energy Conservation Indicators were developed for the Department of Energy to assist in the evaluation of current and proposed conservation strategies. As descriptive statistics that signify current conditions and trends related to efficiency of energy use, indicators provide a way of measuring, monitoring, or inferring actual responses by consumers in markets for energy services. Related sets of indicators are presented in some 40 one-page indicator summaries.     An economic and energy analysis of ice rinks was made to examine the areas in which energy could be profitably conserved. The areas where new equipment could make a major reduction in energy use are: the use of waste heat for space heating, the installation of a low emissivity false ceiling to reduce radiant heat, the use of a load cycling controller to reduce refrigeration costs, and the installation of more efficient lighting systems. Changes in rink operating procedure that could cut energy use are: higher refrigerant temperatures, thinner ice, the use of colder resurfacing water, turning the compressors and pumps off at night, and reducing ventilation.

    Presented here are results of a test program undertaken to further define the response of the solar dynamic radiator to hypervelocity impact (HVI). Tests were conducted on representative radiator panels (under ambient, nonoperating conditions) over a range of velocity. Target parameters are also varied. Data indicate that analytical penetration predictions are conservative (i.e., pessimistic) for the specific configuration of the solar dynamic radiator. Test results are used to define the solar dynamic radiator reliability with respect to HVI more rigorously than previous studies. Test data, reliability, and survivability results are presented.

    This report presents the results of a recent research project originally concerned with review of governmental initiatives for changes to hospital design and operation standards at both the federal and state levels. However. it quickly became apparent that concern with energy conservation was not impacting hospital environmental standards, especially at the state level, irrespective of the energy implications. Consequently, the study was redirected to consider all energy conservation initiatives directed toward design and operating practices unique to the hospital environment. The scope was limited to agency programs (i.e., not undertaken at the initiative of individual hospitals), applicable to non-federal public and private hospitals.

    The text of H.R. 4445, a bill to amend the Energy Policy and Conservation Act (EPCA), is presented. The hearings were conducted to examine the activities of the oil companies that participated in voluntary agreements to carry out the international energy program. The conduct of that program by the governmental agencies and appropriate statutes are investigated. Under the provisions of EPCA, the voluntary agreements must be approved by the Attorney General. The law also requires that meetings of oil companies that participate in these agreements be closely monitored by Federal officials, that transcripts be made of all such meetings, and that all necessary steps are taken to insure that such activities have the minimum possible anticompetitive effects. If all of these procedures are followed, the law provides a limited antitrust immunity for the activities of the oil companies in carrying out these voluntary agreements. In general, the activities of the oil companies have two major roles in carrying out the international energy program: (1) they supply information to the International Energy Agency to aid it in analyzing the world oil supplies; (2) they establish the mechanisms that would be used by the agency if oil-sharing agreements under the program are triggered.     The purpose of this study is to identify and quantify potential energy savings available through the development and application of biotechnologies. This information is required in support of ECUT research planning efforts as an aid in identifying promising areas needing further consideration and development. It is also intended as background information for a companion ECUT study being conducted by the National Academy of Science to evaluate the use of bioprocessing methods to conserve energy. Several studies have been conducted recently to assess the status and implications of the development of biotechnology. The Office of Technology Assessment (OTA) considered institutional, economic, and scientific problems and barriers. The National Science Foundation sponsored a study to examine regulatory needs for this new and expanding technology. Somewhat in contrast to these studies, this report covers principally the technical issues. It should be emphasized that the practicality of many developments in biotechnology is not evaluated solely on the basis of energy considerations. Bioprocesses must often compete with well-established coal, petroleum, and natural gas technologies. A complete evaluation of the technical, economical, and ecological impacts of the large-scale applications discussed in this report is not possible within the scope of this study. Instead, this report assesses the potential of biotechnology to save energy so that research into all aspects of implementation will be stimulated for those industries with significant energy savings potential. 92 references, 6 figures, 24 tables.

An economic approach to energy decisions, while widely espoused and generally believed to be the underpinning of our system. appears not to be functioning in very important areas. The result is enormous waste of economic and intangible resources to produce energy that could be effectively replaced by energy conservation at low costs. This inefficiency in the economic system is, in our judgment. far greater than is recognized either by the public or by 'experts.' It has led to an over-investment in centralized energy systems and has discouraged the use of decentralized systems that could contribute significantly in the near term to a lessening of our energy problems. There are some signs that the situation is changing. albeit rather slowly. High prices and the widespread recognition of the seriousness of our energy problems have contributed to an increasing involvement of individuals in energy decisions profoundly affecting their future. To achieve an evolution of the energy system in which decentralized technologies (and, in the near term, particularly technologies that improve the efficiency of energy use) play an important role, the government must act forcefully. This action needs to recognize and be responsive to the powerful discriminatory effect of the economic system, as it is presently constituted, against investments in energy conservation.

Testimony focused on the need for an extension and its duration. Section 252 authorizes the participation of US oil companies in an international oil-allocation system in the event of a supply disruption and limits antitrust actions against participating companies.     An energy flow chart or 'atlas' for 136 countries has been constructed from data maintained by the International Energy Agency (IEA) and estimates of energy use patterns for the year 2007. Approximately 490 exajoules (460 quadrillion BTU) of primary energy are used in aggregate by these countries each year. While the basic structure of the energy system is consistent from country to country, patterns of resource use and consumption vary. Energy can be visualized as it flows from resources (i.e. coal, petroleum, natural gas) through transformations such as electricity generation to end uses (i.e. residential, commercial, industrial, transportation). These flow patterns are visualized in this atlas of 136 country-level energy flow charts.

    Approximately three years ago, the utilities started preparing for deregulation. Energy savings concerns and rebate programs were suspended by the fear of retail wheeling. Utilities were becoming more interested in increasing load and their customer base because, under deregulation, competitors would be stealing their customer base with cheaper prices and incentive packages. Thus, the commitment of utilities shifted from supplying power under their obligation to serve the customer, and to obtain a reasonable return for the stockholder to increasing their market share. As a consequence of the evaporation of utility incentive payments, financing has taken on a larger role in developing viable projects. The developer has to present projects to his customers as they stand on economic benefits, and without the help of rebate incentives. Financing energy conservation deals is the province of a small community of financiers who have expertise to present and explain deals to lenders. Other available funding sources are: banks; insurance companies; utility subsidiaries; energy funds and green funds; private investors; and leasing companies.

Potential for saving energy with more efficient liquid-immersed and dry-type distribution transformers could be significant because these transformers account for an estimated 140 billion kWh of the annual energy lost in the delivery of electricity. Objective was to determine whether energy conservation standards for distribution transformers would have the potential for significant energy savings, be technically feasible, and be economically justified from a national perspective. It was found that energy conservation for distribution transformers would be technically and economically feasible. Based on the energy conservation options analyzed, 3.6-13.7 quads of energy could be saved from 2000 to 2030.

    The University of Miami (UM) has embarked on a very important and worthwhile mission: {open_quotes}To make UM one of the most energy efficient Universities in the Nation by the year 2000.{close_quotes} In order for the University to meet this goal we knew we would need to take advantage of all the available technologies and address the freon issues. In June 1990 the Coral Gables Campus had five chilled Water Production Plants, each representing small independent systems serving from four to ten buildings. Because of energy conservation measures of the past (i.e. elimination, reheat, first generation lighting retrofits, and some diversity), each plant had excess capacity. At that time we also had identified about 600 tons of old falling apart air conditioning equipment. Our Capital Construction Program was beginning design efforts for a new Music Recital Hall and an addition to the Law Library. With all this considered it made sense to develop a common chilled water loop to connect these plants and provide a vehicle to capitalize on available capacity. As this concept took shape it became evident that a master chilled water loop encircling the entire campus would address the next 20 years of campus development. This 20 year plan would require various phases of development. Phase I would connect three chilled water production plants and enable us to supply chilled water to seven existing facilities with approximately 600 tons of old inefficient air conditioning equipment and supply chilled water to the new Law and Music facilities, (approximately 400 tons) without buying any additional chillers.

    The Wang Chang-Uhlenbeck (WCU) equation is numerically integrated to characterize the internal structure of Mach 3 and Mach 5 shock waves in a gas with excitation in the internal energy states for the treatment of inelastic collisions. Elastic collisions are modeled with the hard sphere collision model and the transition rates for the inelastic collisions modified appropriately using probabilities based on relative velocities of the colliding particles. The collision integral is evaluated by the conservative discrete ordinate method [F. Tcheremissine, “Solution of the Boltzmann kinetic equation for high-speed flows,” Comput. Math. Math. Phys. 46, 315–329 (2006); F. Cheremisin, “Solution of the Wang Chang-Uhlenbeck equation,” Dokl. Phys. 47, 487–490 (2002)] developed for the Boltzmann equation. For the treatment of the diatomic molecules, the internal energy modes in the Boltzmann equation are described quantum mechanically given by the WCU equation. As a first step in the treatment of the inelastic collisions by the WCU equation, a two- and three-quantum system is considered to study the effect of the varying of (1) the inelastic cross section and (2) the energy gap between the quantum energy states. An alternative method, the direct simulation Monte Carlo method, is used for the Mach 3 shock wave to ensure the consistency of implementation in the two methods and there is an excellent agreement between the two methods. The results from the WCU implementation showed consistent trends for the Mach 3 and Mach5 standing shock waves simulations. Inelastic contributions change the downstream equilibrium state and allow the flow to transition to the equilibrium state further upstream.

    Guidance is given on measuring energy consumption in the plant and pinpointing areas where energy-conservation activities can return the most favorable economics. General energy-conservation techniques applicable to most or all segments of the dairy processing industry, including the fluid milk segment, are emphasized. These general techniques include waste heat recovery, improvements in electric motor efficiency, added insulation, refrigeration improvements, upgrading of evaporators, and increases in boiler efficiency. Specific examples are given in which these techniques are applied to dairy processing plants. The potential for energy savings by cogeneration of process steam and electricity in the dairy industry is also discussed. Process changes primarily applicable to specific milk products which have resulted in significant energy cost savings at some facilities or which promise significant contributions in the future are examined. A summary checklist of plant housekeeping measures for energy conservation and guidelines for economic evaluation of conservation alternatives are provided. (MHR)
