Semi-Annual Report on Work Supporting the International Forum for Reactor Aging Management (IFRAM)

During the first six months of this project, Pacific Northwest National Laboratory has provided planning and leadership support for the establishment of the International Forum for Reactor Aging Management (IFRAM). This entailed facilitating the efforts of the Global Steering Committee to prepare the charter, operating guidelines, and other documents for IFRAM. It also included making plans for the Inaugural meeting and facilitating its success. This meeting was held on August 4 5, 2011, in Colorado Springs, Colorado. Representatives from Asia, Europe, and the United States met to share information on reactor aging management and to make plans for the future. Professor Tetsuo Shoji was elected chairperson of the Leadership Council. This kick-off event transformed the dream of an international forum into a reality. On August 4-5, 2011, IFRAM began to achieve its mission. The work completed successfully during this period was built upon important previous efforts. This included the development of a proposal for establishing IFRAM and engaging experts in Asia and Europe. The proposal was presented at Engagement workshops in Seoul, Korea (October 2009) and Petten, The Netherlands (May 2010). Participants in both groups demonstrated strong interest in the establishment of IFRAM. Therefore, the Global Steering Committee was formed to plan and carry out the start-up of IFRAM in 2011. This report builds on the initial activities and documents the results of activities over the last six months.

Proceedings of the Inaugural Meeting of the International Forum for Reactor Aging Management (IFRAM)

In almost all countries with nuclear power plants (NPPs), regulatory authorities and the nuclear industry are looking at some form of extended operating periods. To support life extension activities it is necessary to ensure the continued safety and reliability of system, structures, and components, and the component materials. Internationally, a variety of individual national and international activities have been initiated including Plant Life Management through the International Atomic Energy Agency, Electric Power Research Instituteís Long Term Operation program, and various national programs in managing materials degradation and related topics. The U.S. Nuclear Regulatory Commission (NRC) engaged the international community in workshops in 2005-2006 to identify research needs and to collect information in an expert panel report on Proactive Management of Materials Degradation (PMMD), which was reported in NUREG/CR-6923. These results are also available via an Information Tool on the internet at http://pmmd.pnl.gov. This information builds on the extensive compilations known as the GALL Report (Generic Aging Lessons Learned, NUREG-1801, Vols. 1 and 2). Pacific Northwest National Laboratory (PNNL) recently issued a report on the review of various international activities in PMMD (PNNL-17779). There have also been initiatives by Electricite de France, Tokyo Electric Power Company, EPRI, and others to establish a "Materials Aging Institute." Within the materials degradation research community there are also networks and technical meetings focused on some elements of PMMD. In spite of all these efforts, there is currently no forum to bring together these diverse activities and provide coordinated information exchange and prioritization of materials aging management/PMMD topics. It is believed that the International Forum for Reactor Aging Management (IFRAM) would be a good way to achieve this goal and help develop new approaches for ensuring continued safe operation in existing and future nuclear power plants. To begin addressing this need, NRC has established a Proactive Management of Materials Degradation Program for managing in-service degradation of metallic components in aging NPPs. The NRC is seeking to facilitate the establishment of IFRAM as a network of international experts who would exchange information on operating experience, best practices, and emerging knowledge. These experts would be willing to work jointly and leverage the separate efforts of existing national programs into a unified approach to enable the potential for the safe and economic life extension of NPPs. A proposal for establishing IFRAM was developed and presented at Engagement workshops in Seoul, Korea (October 2009) and Petten, The Netherlands (May 2010). Participants in both groups demonstrated strong interest in the establishment of IFRAM. Therefore the Global Steering Committee was formed to plan and carry out the start-up of IFRAM in 2011. This group finalized the documents for IFRAM and organized the kick-off meeting. This document records the contents of the inaugural meeting of IFRAM, which was held August 4-5, 2011, at the Cheyenne Mountain Resort in Colorado Springs, Colorado. Status of advanced fuel candidates for Sodium Fast Reactor within the Generation IV International Forum

The main challenge for fuels for future Sodium Fast Reactor systems is the development and qualification of a nuclear fuel sub-assembly which meets the Generation IV International Forum goals. The Advanced Fuel project investigates high burn-up minor actinide bearing fuels as well as claddings and wrappers to withstand high neutron doses and temperatures. The R&D outcome of national and collaborative programs has been collected and shared between the AF project members in order to review the capability of sub-assembly material and fuel candidates, to identify the issues and select the viable options. Based on historical experience and knowledge, both oxide and metal fuels emerge as primary options to meet the performance and the reliability goals of Generation IV SFR systems. There is a significant positive experience on carbide fuels but major issues remain to be overcome: strong in-pile swelling, atmosphere required for fabrication as well as Pu and Am losses. The irradiation performance database for nitride fuels is limited with longer term R&D activities still required. The promising core material candidates are Ferritic/Martensitic (F/M) and Oxide Dispersed Strengthened (ODS) steels.

The purpose of IDS 2000 was to deliver a world-class conference on applicable global environmental issues. The objective of this conference was to publicize environmental progress of individual countries, to provide a forum for technology developer and problem-holder interaction, to facilitate environmental and technology discussions between the commercial and financial communities, and to accommodate information and education exchange between governments, industries, universities, and scientists. The scope of this project included the planning and execution of an international conference on the decommissioning of nuclear facilities, and the providing of a business forum for vendors and participants sufficient to attract service providers, technology developers, and the business and financial communities. These groups, when working together with attendees from regulatory organizations and government decision-maker groups, provide an opportunity to more effectively and efficiently expedite the decommissioning projects.

Since January 1997, the US/China Energy and Environmental Technology Center (EETC) in Beijing has been jointly operated by Tulane University and Tsinghua University. EETC is established to encourage the adoption of technologies for energy production with improved environmental performance which are essential for supporting economic growth and managing the Global Warming and Climate Change issues. International cooperation is critical to insure the environmental and energy security on a global basis. For example, the US has acquired a great deal of useful experience in clean coal technology which has been demonstrated with major utilities in commercial operations. The adaption of, and the installation of, clean coal technology should be given high priority. Worldwide, the continuous exchange of information and technology between developed and developing nations relating to the current and future clean coal technologies is of great importance. Developed nations which possess environmental responsive technologies and financial resources should work closely with developing nations to facilitate technology transfer and trade of technologies. International cooperation will lower the cost of deploying clean coal technologies directed toward the clean production of energy. This paper presents the updated activities of EETC on facilitating technology transfer and promoting the clean use of coal to satisfy growing energy demand in China.

The types of information that are the focus of this improved process are feedback from the customer and from informational exchange forums (i.e., Challenge Opportunity and Resolution (COR), SRS Regulatory Integration Team (SRIT), Environmental Quality Management Division (EQMD), Senior Environmental Managers Council (SEMC), etc.). These forums, SRS environmental functions centralization, and the creation of a Regulatory Integration process allows for cross-functional decision making, problem solving and information sharing that involves the field organizations, Environmental Compliance Authorities (ECA), Subject Matter Experts (SME), DOE and the Regulators. Numerous examples of effective decision-making and problem solving will be shared. Lessons Learned involving inadequate communications and the resulting impacts on the environment, customer satisfaction, and relationships will also be discussed. Additionally, the focus on improved communications also includes maintaining awareness of business activities. The tools being utilized to facilitate the continuing improvement of internal communications include weekly staff meetings for all individuals within the organization, quarterly ECA and SME meeting, quarterly Regulatory Integration & Environmental Services (RI&ES) All-Hands meetings hosted by the Director, bi-weekly EQMD and EQMD Lite meetings with the customer, bi-annual SRIT meetings, and COR meetings on an as need basis. In addition, an existing Required Reading Program is being formally utilized in RI&ES to ensure all individuals get formal notification of new/revised business documents. In all cases, the development of environmental communication topics that occur at SRS have a cost-scope-schedule basis that can be linked to delivery of environmental services.

Foreign offshore worker injuries in foreign waters: why a United States forum  

SciTech Connect (OSTI)

When foreigners are injured or killed in offshore oil operations in foreign jurisdictional waters, US laws do not always apply as they would if the plaintiffs are American or resident aliens. The courts must first consider whether the Jones Act, Death on the High Seas Act, general maritime law, or a combination of laws applies and whether the court should assume jurisdiction or use the doctrine of forum non conveniens. Cases involving foreign offshore workers are used to illustrate the factors involved in each application and to consider the foreign-policy implication when foreign nationals assume that American laws and morality accompany multinational business. Congress has yet to resolve the issues, although a bill was proposed in 1980. 75 references. (DCK)

The Forum provides an opportunity for states and compacts to share information with one another and to exchange views with officials of federal agencies. LLW Forum participants include representatives from regional compacts, designated host states, unaffiliated states, and states with currently- operating low-level radioactive waste facilities. Kazunari Domen, Chemical System Engineering Professor at the University of Tokyo, was the second speaker in the May 26, 2011 EFRC Forum session, "Global Perspectives on Frontiers in Energy Research." In his presentation, Professor Domen talked about basic solar energy research in Japan. The 2011 EFRC Summit and Forum brought together the EFRC community and science and policy leaders from universities, national laboratories, industry and government to discuss "Science for our Nation's Energy Future." In August 2009, the Office of Science established 46 Energy Frontier Research Centers. The EFRCs are collaborative research efforts intended to accelerate high-risk, high-reward fundamental research, the scientific basis for transformative energy technologies of the future. These Centers involve universities, national laboratories, nonprofit organizations, and for-profit firms, singly or in partnerships, selected by scientific peer review. They are funded at $2 to $5 million per year for a total planned DOE commitment of $777 million over the initial five-year award period, pending Congressional appropriations. These integrated, multi-investigator Centers are conducting fundamental research focusing on one or more of several ?grand challenges? and use-inspired ?basic research needs? recently identified in major strategic planning efforts by the scientific community. The purpose of the EFRCs is to integrate the talents and expertise of leading scientists in a setting designed to accelerate research that transforms the future of energy and the environment.

In contemporary cryptographic systems, secret keys are usually exchanged by means of methods, which suffer from mathematical and technology inherent drawbacks. That could lead to unnoticed complete compromise of cryptographic systems, without a chance of control by its legitimate owners. Therefore a need for innovative solutions exists when truly and reliably secure transmission of secrets is required for dealing with critical data and applications. Quantum Cryptography (QC), in particular Quantum Key Distribution (QKD) can answer that need. The business white paper (BWP) summarizes how secret key establishment and distribution problems can be solved by quantum cryptography. It deals with several considerations related to how the quantum cryptography innovation could contribute to provide business effectiveness. It addresses advantages and also limitations of quantum cryptography, proposes a scenario case study, and invokes standardization related issues. In addition, it answers most frequently asked questions about quantum cryptography.

The parallel growth in coal demand and environmental concern has spurred interest in technologies that burn coal with greater efficiency and with lower emissions. Clean Coal Technologies (CCTs) will ensure that continued use of the world`s most abundant energy resource is compatible with a cleaner, healthier environment. Increasing interest in CCTs opens the door for American small businesses to provide services and equipment for the clean and efficient use of coal. In 2003, the National Association of Regulatory Utility Commissioners (NARUC) and National Energy Technology Laboratories (NETL) collaboratively established the International Clean Energy Coalition (ICEC). The coalition consisting of energy policy-makers, technologists, and financial institutions was designed to assist developing countries in forming and supporting local approaches to greenhouse gas mitigation within the energy sector. ICEC's work focused on capacity building and clean energy deployment in countries that rely heavily on fossil-based electric generation. Under ICEC, the coalition formed a steering committee consisting of NARUC members and held a series of meetings to develop and manage the workplan and define successful outcomes for the projects. ICEC identified India as a target country for their work and completed a country assessment that helped ICEC build a framework for discussion with Indian energy decisionmakers including two follow-on in-country workshops. As of the conclusion of the project in 2010, ICEC had also conducted outreach activities conducted during United Nations Framework Convention on Climate Change (UNFCCC) Ninth Conference of Parties (COP 9) and COP 10. The broad goal of this project was to develop a coalition of decision-makers, technologists, and financial institutions to assist developing countries in implementing affordable, effective and resource appropriate technology and policy strategies to mitigate greenhouse gas emissions. Project goals were met through international forums, a country assessment, and in-country workshops. This project focused on countries that rely heavily on fossil-based electric generation.

Proprietors of eleven economic models of the world oil market used their respective models to simulate a dozen scenarios using standardized assumptions. From its inception, the study was not designed to focus on the short-run impacts of disruptions on oil markets. Nor did the working group attempt to provide a forecast or just a single view of the likely future path for oil prices. The model results guided the group's thinking about many important longer-run market relationships and helped to identify differences of opinion about future oil supplies, demands, and dependence.

This symposium was designed to provide a forum for peat scientists and engineers to discuss recent developments in the utilization of peat. It is thus the second international peat symposium to be held in Bemidji, the first having occurred two years earlier. Delegates to the 1983 Symposium represented eight nations (Finland, Sweden, Ireland, The Netherlands, Poland, Hungary, Canada, and the US), and a broad spectrum of peat interests. The objective was to survey world-wide activities in peat utilization and to report interesting developments and research results. A separate abstract was prepared for each of 50 items; all will appear in the Energy Data Base, 2 in Energy Research Abstracts, and 16 in Energy Abstracts for Policy Analysis. One paper was processed earlier.
