    Many research reactors have been or will be shut down and are candidates for decommissioning. Most of the respective countries neither have a decommissioning policy nor the required expertise and funds to effectively implement a decommissioning project. The IAEA established the Research Reactor Decommissioning Demonstration Project (R{sup 2}D{sup 2}P) to help answer this need. It was agreed to involve the Philippine Research Reactor (PRR-1) as model reactor to demonstrate 'hands-on' experience as it is just starting the decommissioning process. Other facilities may be included in the project as they fit into the scope of R{sup 2}D{sup 2}P and complement to the PRR-1 decommissioning activities. The key outcome of the R{sup 2}D{sup 2}P will be the decommissioning of the PRR-1 reactor. On the way to this final goal the preparation of safety related documents (i.e., decommissioning plan, environmental impact assessment, safety analysis report, health and safety plan, cost estimate, etc.) and the licensing process as well as the actual dismantling activities could provide a model to other countries involved in the project. It is expected that the R{sup 2}D{sup 2}P would initiate activities related to planning and funding of decommissioning activities in the participating countries if that has not yet been done.

    Many agricultural development experts and social scientists argue that a lack of appropriate technology was a limiting factor in the efforts by developing countries to expand their agricultural productivity. Biotechnology is now advanced as a technology that could meet these needs. Agricultural and social scientists maintain that the new biotechnology, if realistically applied, could assist a developing nation such as Nigeria to solve its agricultural problems. But one concern is the private character of biotechnology which limits its transferability to the LDCs. This situation will impose unusual constraints on national agricultural development programs and increase dependence if national research capability is weak. The basic finding of this field research was that the Nigerian national agricultural research system was weak, which meant that the potentials and promises of biotechnology will elude the country's desire to improve its agriculture in the immediate future. The primary weakness rested in inadequate funding and infrastructural deficiencies.

    The International Energy: Research Organizations publication contains the standardized names of energy research organizations used in energy information databases. Involved in this cooperative task are (1) the technical staff of the USDOE Office of Scientific and Technical Information (OSTI) in cooperation with the member countries of the Energy Technology Data Exchange (ETDE) and (2) the International Nuclear Information System (INIS). This publication identifies current organizations doing research in all energy fields, standardizes the format for recording these organization names in bibliographic citations, assigns a numeric code to facilitate data entry, and identifies report number prefixes assigned by these organizations. These research organization names may be used in searching the databases Energy Science Technology'' on DIALOG and Energy'' on STN International. These organization names are also used in USDOE databases on the Integrated Technical Information System. Research organizations active in the past five years, as indicated by database records, were identified to form this publication. This directory includes approximately 34,000 organizations that reported energy-related literature from 1986 to 1990 and updates the DOE Energy Data Base: Corporate Author Entries.

    Selected researchers from 21 countries were queried through questionnaires about their current and planned research activities. The results of the survey show that the majority of research being conducted by the respondents is devoted to investigating the hydrogenated fluorocarbon HFC-134a as a replacement for CFC-12 in refrigeration applications. The main issue with this alternative is identifying compatible lubricants that do not reduce its effectiveness.

    Gas hydrates sediments have the potential of providing a huge amount of natural gas for human use. Hydrate sediments have been found in many different regions where the required temperature and pressure conditions have been satisfied. Resource exploitation is related to the safe dissociation of the gas hydrate sediments. Basic depressurization techniques and thermal stimulation processes have been tried in pilot efforts to exploit the resource. There is a growing interest in gas hydrates all over the world due to the inevitable decline of oil and gas reserves. Many different countries are interested in this valuable resource. Unsurprisingly, developed countries with limited energy resources have taken the lead in worldwide gas hydrates research and exploration. The goal of this research project is to collect information in order to record and evaluate the relative strengths and goals of the different gas hydrates programs throughout the world. A thorough literature search about gas hydrates research activities has been conducted. The main participants in the research effort have been identified and summaries of their past and present activities reported. An evaluation section discussing present and future research activities has also been included.

    This publication contains the standardized names of energy research organizations used in energy information databases. Involved in this cooperative task are (1) the technical staff of the US DOE Office of Scientific and Technical Information (OSTI) in cooperation with the member countries of the Energy Technology Data Exchange (ETDE) and (2) the International Nuclear Information System (INIS). ETDE member countries are also members of the International Nuclear Information System (INIS). Nuclear organization names recorded for INIS by these ETDE member countries are also included in the ETDE Energy Database. Therefore, these organization names are cooperatively standardized for use in both information systems. This publication identifies current organizations doing research in all energy fields, standardizes the format for recording these organization names in bibliographic citations, assigns a numeric code to facilitate data entry, and identifies report number prefixes assigned by these organizations. These research organization names may be used in searching the databases ``Energy Science & Technology`` on DIALOG and ``Energy`` on STN International. These organization names are also used in USDOE databases on the Integrated Technical Information System. Research organizations active in the past five years, as indicated by database records, were identified to form this publication. This directory includes approximately 31,000 organizations that reported energy-related literature from 1988 to 1992 and updates the DOE Energy Data Base: Corporate Author Entries.

    Executive Summary The funding provided by the DOE for this project was used exclusively to purchase research equipment involved with the field development and evaluation of crop production technologies and practices for energy crop production. The new equipment has been placed into service on the SIU farms and has significantly enhanced our research capacity and scope for agronomy and precision ag research to support novel seed traits or crop management strategies for improving the efficiency and productivity of corn and soybeans. More specifically, the precision ag capability of the equipment that was purchased has heightened interest by faculty and associated industry partners to develop collaborative projects. In addition, this equipment has provided SIU with a foundation to be more successful at securing competitive grants in energy crop production and precision ag data management. Furthermore, the enhanced capacity for agronomy research in the southern Illinois region has been realized and will benefit crop producers in this region by learning to improve their operations from our research outcomes.

    Research and experimental development comprise innovative and creative work undertaken systematically to increase the stock of knowledge of science, engineering, and society. This knowledge reserve is used to improve living conditions and standards, including economic growth. Research and development (R&D) expenditures are useful measures of the scale and direction of technological innovation within a country, industry, or scientific field. Administrators concerned with economic growth and performance rely on R&D statistics as one possible type of indicator of technological change. R&D statistics are an essential tool in many government programs and evaluations (OECD 1993). The objective of the analysis was to identify and evaluate R&D funding sources, levels, and trends in the energy sectors of selected industrialized countries (Australia, Belgium, Canada, Denmark, Finland, France, Germany, Italy, Japan, Netherlands, Norway, Sweden, Switzerland, United Kingdom, United States) and the European Union (EU). Fossil fuel technologies, particularly fuel cells and advanced gas turbines, were the focus of the analysis, whose results are presented in this report.

    In hindsight, involvement with European Framework projects such as GoFastR (Gas-cooled Fast Reactors) and ACSEPT (Actinide Recycling by Separation and Transmutation) was a crucial and, at the time, an innovative step in maintaining the UK skills base during a period of major changes in the UK nuclear industry. It has undoubtedly delivered the objectives intended in terms of maintenance of the key skills, developing and training new staff, regenerating facilities and building strong links with the European nuclear research community. Over the last 2-3 years NNL's participation in European projects has moved forward such that NNL (National Nuclear Laboratory) is an integral partner of several major projects, fully engaged with delivering the core objectives of the projects and intent on forging deep collaborations with key organisations across Europe. With the renewed interest in nuclear energy and future fuel cycle options in the UK, NNL is now well positioned to contribute at an even deeper level in European level programmes.

    The performance of internal combustion stratified-charge engines is highly dependent on the in-cylinder fuel-air mixing processes occurring in these engines. Current research concerning the in-cylinder airflow characteristics of rotary and piston engines is presented. Results showing the output of multidimensional models, laser velocimetry measurements and the application of a holographic optical element are described. Models which simulate the four-stroke cycle and seal dynamics of rotary engines are also discussed.

    The Russian Federation Ministry for Atomic Energy (MINATOM) and the US Department of Energy (USDOE) formed international Nuclear Safety Centers in October 1995 and July 1996, respectively, to collaborate on nuclear safety research. Since January 1997, the two centers have initiated the following nine joint research projects: (1) INSC web servers and databases; (2) Material properties measurement and assessment; (3) Coupled codes: Neutronic, thermal-hydraulic, mechanical and other; (4) Severe accident management for Soviet-designed reactors; (5) Transient management and advanced control; (6) Survey of relevant nuclear safety research facilities in the Russian Federation; (8) Advanced structural analysis; and (9) Development of a nuclear safety research and development plan for MINATOM. The joint projects were selected on the basis of recommendations from two groups of experts convened by NEA and from evaluations of safety impact, cost, and deployment potential. The paper summarizes the projects, including the long-term goals, the implementing strategy and some recent accomplishments for each project.

    The Russian Federation Ministry for Atomic Energy (MINATOM) and the US Department of Energy (USDOE) have formed International Nuclear Safety Centers to collaborate on nuclear safety research. USDOE established the US Center (ISINSC) at Argonne National Laboratory (ANL) in October 1995. MINATOM established the Russian Center (RINSC) at the Research and Development Institute of Power Engineering (RDIPE) in Moscow in July 1996. In April 1998 the Russian center became a semi-independent, autonomous organization under MINATOM. The goals of the center are to: Cooperate in the development of technologies associated with nuclear safety in nuclear power engineering; Be international centers for the collection of information important for safety and technical improvements in nuclear power engineering; and Maintain a base for fundamental knowledge needed to design nuclear reactors. The strategic approach is being used to accomplish these goals is for the two centers to work together to use the resources and the talents of the scientists associated with the US Center and the Russian Center to do collaborative research to improve the safety of Russian-designed nuclear reactors. The two centers started conducting joint research and development projects in January 1997. Since that time the following ten joint projects have been initiated: INSC databases--web server and computing center; Coupled codes--Neutronic and thermal-hydraulic; Severe accident management for Soviet-designed reactors; Transient management and advanced control; Survey of relevant nuclear safety research facilities in the Russian Federation; Computer code validation for transient analysis of VVER and RBMK reactors; Advanced structural analysis; Development of a nuclear safety research and development plan for MINATOM; Properties and applications of heavy liquid metal coolants; and Material properties measurement and assessment. Currently, there is activity in eight of these projects. Details on each of these joint projects are given.

    The U.S. Department of Energy, National Nuclear Security Administration (DOE/NNSA) has initiated collaborations with the national nuclear authorities of Egypt, Peru, and Romania for the purpose of advancing the commercial potential and utilization of their respective research reactors. Under its Office of International Safeguards ''Sister Laboratory'' program, DOE/NNSA has undertaken numerous technical collaborations over the past decade intended to promote peaceful applications of nuclear technology. Among these has been technical assistance in research reactor applications, such as neutron activation analysis, nuclear analysis, reactor physics, and medical radioisotope production. The current collaborations are intended to provide the subject countries with a methodology for greater commercialization of research reactor products and services. Our primary goal is the transfer of knowledge, both in administrative and technical issues, needed for the establishment of an effective business plan and utilization strategy for the continued operation of the countries' research reactors. Technical consultation, cooperation, and the information transfer provided are related to: identification, evaluation, and assessment of current research reactor capabilities for products and services; identification of opportunities for technical upgrades for new or expanded products and services; advice and consultation on research reactor upgrades and technical modifications; characterization of markets for reactor products and services; identification of competition and estimation of potential for market penetration; integration of technical constraints; estimation of cash flow streams; and case studies.

    The global effort to reduce, and possibly, eliminate the international traffic in highly-enriched uranium caused by its use in research reactors requires extensive cooperation and free exchange of information among all participants. To foster this free exchange of information, the Reduced Enrichment Research and Test Reactor (RERTR) Program, at Argonne National Laboratory, sponsored this meeting as the thirteenth of a series which began in 1978. The common effort brought together, past, a large number of specialists from many countries. On hundred twenty-three participants from 26 countries, including scientists, reactor operators, and personnel from commercial fuel suppliers, research centers, and government organizations, convened in Newport, Rhode Island to discuss their results, their activities, and their plans relative to converting research reactors to low-enriched fuels. As more and more reactors convert to the use of low-enriched uranium, the emphasis of our effort has begun to shift from research and development to tasks more directly related to implementation of the new fuels and technologies that have been developed, and to refinements of those fuels and technologies. It is appropriate, for this reason, that the emphasis of this meeting was placed on safety and on conversion experiences. This individual papers in this report have been cataloged separately.

  10. Critical Infrastructure Interdependency Modeling: A Survey of U.S. and International Research

    The Nation’s health, wealth, and security rely on the production and distribution of certain goods and services. The array of physical assets, processes, and organizations across which these goods and services move are called "critical infrastructures".1 This statement is as true in the U.S. as in any country in the world. Recent world events such as the 9-11 terrorist attacks, London bombings, and gulf coast hurricanes have highlighted the importance of stable electric, gas and oil, water, transportation, banking and finance, and control and communication infrastructure systems. Be it through direct connectivity, policies and procedures, or geospatial proximity, most critical infrastructure systems interact. These interactions often create complex relationships, dependencies, and interdependencies that cross infrastructure boundaries. The modeling and analysis of interdependencies between critical infrastructure elements is a relatively new and very important field of study. The U.S. Technical Support Working Group (TSWG) has sponsored this survey to identify and describe this current area of research including the current activities in this field being conducted both in the U.S. and internationally. The main objective of this study is to develop a single source reference of critical infrastructure interdependency modeling tools (CIIMT) that could be applied to allow users to objectively assess the capabilities of CIIMT. This information will provide guidance for directing research and development to address the gaps in development. The results will inform researchers of the TSWG Infrastructure Protection Subgroup of research and development efforts and allow a more focused approach to addressing the needs of CIIMT end-user needs. This report first presents the field of infrastructure interdependency analysis, describes the survey methodology, and presents the leading research efforts in both a cumulative table and through individual datasheets. Data was collected from open source material and when possible through direct contact with the individuals leading the research.

    This report originates in a workshop held at Sandia National Laboratories, bringing together a variety of external experts with Sandia personnel to discuss 'The Implications of Global Climate Change for International Security.' Whatever the future of the current global warming trend, paleoclimatic history shows that climate change happens, sometimes abruptly. These changes can severely impact human water supplies, agriculture, migration patterns, infrastructure, financial flows, disease prevalence, and economic activity. Those impacts, in turn, can lead to national or international security problems stemming from aggravation of internal conflicts, increased poverty and inequality, exacerbation of existing international conflicts, diversion of national and international resources from international security programs (military or non-military), contribution to global economic decline or collapse, or international realignments based on climate change mitigation policies. After reviewing these potential problems, the report concludes with a brief listing of some research, technology, and policy measures that might mitigate them.

    The Joint Department of Energy (DOE)-Electric Power Research Institute (EPRI) Program (Light Water Reactor Sustainability (LWRS) Program–Material Pathway–Concrete and Long-Term Operation (LTO) Program) and US Nuclear Regulatory Commission (NRC) research studies aim at understanding the most prominent degradation modes and their effects on the long-term operation of concrete structures to nuclear power generation. Based on the results of the Expanded Materials Degradation Analysis (EMDA), (NUREG/CR-7153, ORNL/TM-2011/545), irradiated concrete and alkali-silica reaction (ASR)-affected concrete structures are the two prioritized topics of on-going research. This report focuses specifically on the topic of irradiated concrete and summarizes the main accomplishments obtained by this joint program, but also provides an overview of current relevant activities domestically and internationally. Possible paths forward are also suggested to help near-future orientation of this program.

    This WTEC panel report assesses the international research and development activities in the field of Simulation- Based Engineering and Science (SBE&S). SBE&S involves the use of computer modeling and simulation to solve mathematical formulations of physical models of engineered and natural systems. SBE&S today has reached a level of predictive capability that it now firmly complements the traditional pillars of theory and experimentation/observation. As a result, computer simulation is more pervasive today – and having more impact – than at any other time in human history. Many critical technologies, including those to develop new energy sources and to shift the cost-benefit factors in healthcare, are on the horizon that cannot be understood, developed, or utilized without simulation. A panel of experts reviewed and assessed the state of the art in SBE&S as well as levels of activity overseas in the broad thematic areas of life sciences and medicine, materials, and energy and sustainability; and in the crosscutting issues of next generation hardware and algorithms; software development; engineering simulations; validation, verification, and uncertainty quantification; multiscale modeling and simulation; and SBE&S education. The panel hosted a U.S. baseline workshop, conducted a bibliometric analysis, consulted numerous experts and reports, and visited 59 institutions and companies throughout East Asia and Western Europe to explore the active research projects in those institutions, the computational infrastructure used for the projects, the funding schemes that enable the research, the collaborative interactions among universities, national laboratories, and corporate research centers, and workforce needs and development for SBE&S.

    The Raft River Geothermal Site is located in Southern Idaho's Raft River Valley, southwest of Malta, Idaho, in Cassia County. EG and G idaho, Inc., is the DOE's prime contractor for development of the Raft River geothermal field. Contract work has been progressing for several years towards creating a fully integrated utilization of geothermal water. Developmental progress has resulted in the drilling of seven major DOE wells. Four are producing geothermal water from reservoir temperatures measured to approximately 149 C (approximately 300 F). Closed-in well head pressures range from 69 to 102 kPa (100 to 175 psi). Two wells are scheduled for geothermal cold 60 C (140 F) water reinjection. The prime development effort is for a power plant designed to generate electricity using the heat from the geothermal hot water. The plant is designated as the ''5 MW(e) Raft River Research and Development Plant'' project. General site management assigned to EG and G has resulted in planning and development of many parts of the 5 MW program. Support and development activities have included: (1) engineering design, procurement, and construction support; (2) fluid supply and injection facilities, their study, and control; (3) development and installation of transfer piping systems for geothermal water collection and disposal by injection; and (4) heat exchanger fouling tests.

    Agricultural production is sensitive to weather and will thus be directly affected by climate change. Plausible estimates of these climate change impacts require combined use of climate, crop, and economic models. Results from previous studies vary substantially due to differences in models, scenarios, and data. This paper is part of a collective effort to systematically integrate these three types of models. We focus on the economic component of the assessment, investigating how nine global economic models of agriculture represent endogenous responses to seven standardized climate change scenarios produced by two climate and five crop models. These responses include adjustments in yields, area, consumption, and international trade. We apply biophysical shocks derived from the IPCC’s Representative Concentration Pathway that result in end-of-century radiative forcing of 8.5 watts per square meter. The mean biophysical impact on crop yield with no incremental CO2 fertilization is a 17 percent reduction globally by 2050 relative to a scenario with unchanging climate. Endogenous economic responses reduce yield loss to 11 percent, increase area of major crops by 12 percent, and reduce consumption by 2 percent. Agricultural production, cropland area, trade, and prices show the greatest degree of variability in response to climate change, and consumption the lowest. The sources of these differences includes model structure and specification; in particular, model assumptions about ease of land use conversion, intensification, and trade. This study identifies where models disagree on the relative responses to climate shocks and highlights research activities needed to improve the representation of agricultural adaptation responses to climate change.

    The results of a series of telephone interviews with groups of users of information on solar industrial and agricultural process heat (IAPH) are described. These results, part of a larger study on many different solar technologies, identify types of information each group needed and the best ways to get information to each group. In the current study only high-priority groups were examined. Results from 10 IAPH groups of respondents are analyzed in this report: IPH Researchers; APH Researchers; Representatives of Manufacturers of Concentrating and Nonconcentrating Collectors; Plant, Industrial, and Agricultural Engineers; Educators; Representatives of State Agricultural Offices; and County Extension Agents.

    In support of closing the nuclear fuel cycle using non-aqueous separations technology, this project aims to develop computational models of electrorefiners based on fundamental chemical and physical processes. Spent driver fuel from Experimental Breeder Reactor-II (EBR-II) is currently being electrorefined in the Fuel Conditioning Facility (FCF) at Idaho National Laboratory (INL). And Korea Atomic Energy Research Institute (KAERI) is developing electrorefining technology for future application to spent fuel treatment and management in the Republic of Korea (ROK). Electrorefining is a critical component of pyroprocessing, a non-aqueous chemical process which separates spent fuel into four streams: (1) uranium metal, (2) U/TRU metal, (3) metallic high-level waste containing cladding hulls and noble metal fission products, and (4) ceramic high-level waste containing sodium and active metal fission products. Having rigorous yet flexible electrorefiner models will facilitate process optimization and assist in trouble-shooting as necessary. To attain such models, INL/UI has focused on approaches to develop a computationally-light and portable two-dimensional (2D) model, while KAERI/SNU has investigated approaches to develop a computationally intensive three-dimensional (3D) model for detailed and fine-tuned simulation.

    In response to a world in which cancer is a growing global health challenge, there is now a greater need for US Medical Physicists and other Radiation Oncology professionals across institutions to work together and be more globally engaged in the fight against cancer. There are currently many opportunities for Medical Physicists to contribute to alleviating this pressing need, especially in helping enhance access to Medical Physics Education/training and Research Excellence across international boundaries, particularly for low and middle-income countries (LMIC), which suffer from a drastic shortage of accessible knowledge and quality training programs in radiotherapy. Many Medical Physicists are not aware of the range of opportunities that even with small effort could have a high impact. Faculty at the two CAMPEP-accredited Medical Physics Programs in New England: the University of Massachusetts Lowell and Harvard Medical School have developed a growing alliance to increase Access to Medical Physics Education/training and Research Excellence (AMPERE), and facilitate greater active involvement of U.S. Medical Physicists in helping the global fight against cancer and cancer disparities. In this symposium, AMPERE Alliance members and partners from Europe and Africa will present and discuss the growing global cancer challenge, the dearth of knowledge, research, and other barriers to providing life-saving radiotherapy in LMIC, mechanisms for meeting these challenges, the different opportunities for participation by Medical Physicists, including students and residents, and how participation can be facilitated to increase AMPERE for global health. Learning Objectives: To learn about the growing global cancer challenge, areas of greatest need and limitations to accessing knowledge and quality radiotherapy training programs, especially in LMIC; To learn about the range of opportunities for Medical Physicists, including students and residents, to work together in global health to help increase AMPERE and alleviate the growing global burden of cancer; To present and discuss a new model for harmonizing Medical Physics Training across countries and how this model (UMass and Heidelberg) could be extended to LMIC in collaboration with the IAEA; To highlight a new platform and program for facilitating contributions by Medical Physicists to increase AMPERE towards the elimination of global cancer disparities. Challenges in Cancer Control in Africa Twalib A. Ngoma, MD, Professor, Executive Director, Ocean Road Cancer Institute, Dar Es Salaam, Tanzania Cancer care in Africa is beset by lack of attention, political will, cancer registries, cancer plans, human resources, financial resources and treatment facilities.. As a result of this, cancer patients in Africa are far more likely to die of their disease than those in developed countries. According to data from the WHO 750,000 new cancer cases occur in Africa every year and this number is predicted to rise by 70% by 2020. To make matters worse, an estimated 75% of cancer patients in Africa have advanced or incurable cancers at diagnosis making palliative care the most realistic approach to their management. Furthermore, Cancer prevention is nearly nonexistent, cancer detection is rare and treatment usually comes too late and is inefficient. The overall mortality-to-incidence ratio for men with cancer in the Africa is 0.75 compared with 0.54 in the developed world while the ratios for women in Africa, is 0.65 compared with 0.45 for women in the developed world. There is also limited access to radiotherapy. According to the International Atomic Energy Agency (IAEA), whilst developed countries usually have one radiotherapy machine per 250,000 people, most African nations have only one machine per ten million people. The above numbers are alarming and speak for themselves. The only solution to improve this alarming situation is to address the major challenges which African countries face in provision of cancer services which include but not limited to lack of cancer registries, lack of funding

    In 1972, PEMEX, the Mexican national oil company, discovered huge reserves of oil and natural gas along the Gulf Coast, and began intensive exploitation in Tabasco and northern Chiapas states. Severe conflict between PEMEX and the agricultural economy of Tabasco seemed certain. But despite problems of labor scarcity, inflation, migration, pollution, agricultural production 1974 to 1979 increased for the state's major products - cacao, coconut, beef, and bananas. This study analyzes how agriculture-petroleum conflicts have been resolved in Tabasco, and how relevant its experience is to other agricultural areas undergoing rapid large-scale industrial development. Cacao farming was chosen as a case study. Detailed farm budget, family employment, and technical production data were used to document farm production strategies. Research results suggest that resolution of agriculture-petroleum conflicts depends on: demographic conditions, employment conditions, agricultural prices, petroleum company flexibility, government development policy, and farmer political strength. Support for the campesino sector is critical.

    This report describes a set of procedures and assumptions used to estimate production and logistics costs of bioenergy feedstocks from herbaceous crops and agricultural residues. The engineering-economic analysis discussed here is based on methodologies developed by the American Society of Agricultural and Biological Engineers (ASABE) and the American Agricultural Economics Association (AAEA). An engineering-economic analysis approach was chosen due to lack of historical cost data for bioenergy feedstocks. Instead, costs are calculated using assumptions for equipment performance, input prices, and yield data derived from equipment manufacturers, research literature, and/or standards. Cost estimates account for fixed and variable costs. Several examples of this costing methodology used to estimate feedstock logistics costs are included at the end of this report.

    The Fourth Assessment Report of the Intergovernmental Panel on Climate Change released in 2007 significantly increased our confidence about the role that humans play in forcing climate change. There is now a high degree of confidence that the (a) current atmospheric concentrations of carbon dioxide (CO2), methane (CH4) and nitrous oxide (N2O) far exceed those of the pre-industrial era, (b) global increases in CO2 arise mainly from fossil fuel use and land use change while those of CH4 and N2O originate primarily from agricultural activities, and (c) the net effect of human activities since 1750 has led to a warming of the lower layers of the atmosphere, with an increased radiative forcing of 1.6 W m-2. Depending on the scenario of human population growth and global development, mean global temperatures could rise between 1.8 and 4.0 °C by the end of the 21st century.

  2. Emissions Of Greenhouse Gases From Rice Agriculture

    This project produced detailed data on the processes that affect methane and nitrous oxide emissions from rice agriculture and their inter-relationships. It defines the shifting roles and potential future of these gases in causing global warming and the benefits and tradeoffs of reducing emissions. The major results include: 1). Mechanisms and Processes Leading to Methane Emissions are Delineated. Our experiments have tested the standard model of methane emissions from rice fields and found new results on the processes that control the flux. A mathematical mass balance model was used to unravel the production, oxidation and transport of methane from rice. The results suggested that when large amounts of organic matter are applied, the additional flux that is observed is due to both greater production and reduced oxidation of methane. 2). Methane Emissions From China Have Been Decreasing Over the Last Two Decades. We have calculated that methane emissions from rice fields have been falling in recent decades. This decrease is particularly large in China. While some of this is due to reduced area of rice agriculture, the bigger effect is from the reduction in the emission factor which is the annual amount of methane emitted per hectare of rice. The two most important changes that cause this decreasing emission from China are the reduced use of organic amendments which have been replaced by commercial nitrogen fertilizers, and the increased practice of intermittent flooding as greater demands are placed on water resources. 3). Global Methane Emissions Have Been Constant For More Than 20 Years. While the concentrations of methane in the atmosphere have been leveling off in recent years, our studies show that this is caused by a near constant total global source of methane for the last 20 years or more. This is probably because as some anthropogenic sources have increased, others, such as the rice agriculture source, have fallen. Changes in natural emissions appear small. 4). Nitrous Oxide Emissions From Rice Fields Increase as Methane Emissions Drop. Inundated conditions favor anaerobic methane production with high emission rates and de-nitrification resulting in modest nitrous oxide emissions. Under drier conditions such as intermittent flooding, methane emissions fall and nitrous oxide emissions increase. Increased nitrogen fertilizer use increases nitrous oxide emissions and is usually accompanied by reduced organic matter applications which decreases methane emissions. These mechanisms cause a generally inverse relationship between methane and nitrous oxide emissions. Reduction of methane from rice agriculture to control global warming comes with tradeoffs with increased nitrous oxide emissions. 5). High Spatial Resolution Maps of Emissions Produced. Maps of methane and nitrous oxide emissions at a resolution of 5 min × 5 min have been produced based on the composite results of this research. These maps are necessary for both scientific and policy uses.

The leadership of these agencies asked the National Academy of Sciences through the National Research Council (NRC) to assess the status of plant-science research in the United States in light of the opportunities arising from advances inother areas of biology. NRC was asked to suggest ways of accelerating the application of these new biologic concepts and tools to research in plant science with the aim of enhancing the acquisition of new knowledge about plants.     Low levels of naturally occurring radionuclides exist in phosphatic clays, a by-product of phosphatic mining and beneficiation processes. Concerns about these radionuclides entering the human food chain were an immediate research priority before the phosphate clays could be reclaimed for intensive agricultural purposes. Efforts included the assembly of a large body of data from both sons and plants, part of which were produced by the Polk County (Florida) Mined Lands Agricultural Research/Demonstration Project MLAR/DP. Additional detailed studies involving dairy and beef cattle (Bos taurus) were conducted by researchers working with the MLAR/DP. A national symposium was conducted in which data concerning the MLAR/DP work and other research projects also dealing with naturally occurring radionuclides in agriculture could be discussed. The symposium included invited review papers dealing with the identification of radionuclide geological origins, the geochemistry and movement of radionuclides within the environment, mechanisms of plant uptake, entry points into the food chain, and evaluation of dose and risk assessment to the consumer of low levels of radionuclides. The risk to human health of an individual obtaining 0.1 of his or her dietary intake from crops produced on phosphatic clays increased by 1 in 5 x 10{sup 6}/yr above a control individual consuming no food grown on phosphatic clays. Leaf tissues were found to be generally higher than fruit, grain, or root tissues. The natural range in radionuclide content among various food types was greater than the difference in radionuclides content between the same food produced on phosphatic clays vs. natural soils. 19 refs.

    An internal shim used to accurately measure spaces in conjunction with a standard small probe has a shim top and a chassis. The internal shim is adjustably fixed within the space to be measured using grippers that emerge from the chassis and which are controlled by an arm pivotably attached to the shim top. A standard small probe passes through the shim along guides on the chassis and measures the distance between the exterior of the chassis and the boundary. By summing the measurements on each side of the chassis and the width of the chassis, the dimension of the space can be determined to within 0.001 inches.

Although the US is clearly a leader in oil field research and regulatory development information is available on interesting projects throughout the world Many participants in IPEC have little exposure to international oil and gas environmental problems and solutions. Beginning with the 7th IPEC, a stronger effort is being made to include international issues in the confidence. This paper describes some of the author's experiences in working with international oil and gas environmental issues in North America, Latin America, Europe, and Asia.     On September 12, 2003, the University of Maryland School of Law's Intellectual Property and Law & Health Care Programs jointly sponsored and convened a roundtable discussion on the future public policy and ethical issues that will likely face the agricultural and microbial genomics sectors of the biotechnology industry. As this industry has developed over the last two decades, societal concerns have moved from what were often local issues, e.g., the safety of laboratories where scientists conducted recombinant DNA research on transgenic microbes, animals and crops, to more global issues. These newer issues include intellectual property, international trade, risks of genetically engineered foods and microbes, bioterrorism, and marketing and labeling of new products sold worldwide. The fast paced nature of the biotechnology industry and its new developments often mean that legislators, regulators and society, in general, must play ''catch up'' in their efforts to understand the issues, the risks, and even the benefits, that may result from the industry's new ways of conducting research, new products, and novel methods of product marketing and distribution. The goal of the roundtable was to develop a short list of the most significant public policy and ethical issues that will emerge as a result of advances in these sectors of the biotechnology industry over the next five to six years. More concretely, by ''most significant'' the conveners meant the types of issues that would come to the attention of members of Congress or state legislators during this time frame and for which they would be better prepared if they had well researched and timely background information. A concomitant goal was to provide a set of focused issues for academic debate and scholarship so that policy makers, industry leaders and regulators would have the intellectual resources they need to better understand the issues and concerns at stake. The goal was not to provide answers to any of the issues or problems, simply to identify those topics that deserve our attention as a society. Some of the issues may benefit from legislation at the federal or state levels, others may be more appropriately addressed by the private sector. Participants at the roundtable included over a dozen experts in the areas of microbiology, intellectual property, agricultural biotechnology, microbial genomics, bioterrorism, economic development, biotechnology research, and bioethics. These experts came from federal and state government, industry and academia. The participants were asked to come to the roundtable with a written statement of the top three to five public policy/ ethical issues they viewed as most likely to be significant to the industry and to policy makers over the next several years.

  2. Opportunities for Demand Response in California Agricultural Irrigation: A Scoping Study

    California agricultural irrigation consumes more than ten billion kilowatt hours of electricity annually and has significant potential for contributing to a reduction of stress on the grid through demand response, permanent load shifting, and energy efficiency measures. To understand this potential, a scoping study was initiated for the purpose of determining the associated opportunities, potential, and adoption challenges in California agricultural irrigation. The primary research for this study was conducted in two ways. First, data was gathered and parsed from published sources that shed light on where the best opportunities for load shifting and demand response lie within the agricultural irrigation sector. Secondly, a small limited survey was conducted as informal face-to-face interviews with several different California growers to get an idea of their ability and willingness to participate in permanent load shifting and/or demand response programs. Analysis of the data obtained from published sources and the survey reveal demand response and permanent load shifting opportunities by growing region, irrigation source, irrigation method, grower size, and utility coverage. The study examines some solutions for demand response and permanent load shifting in agricultural irrigation, which include adequate irrigation system capacity, automatic controls, variable frequency drives, and the contribution from energy efficiency measures. The study further examines the potential and challenges for grower acceptance of demand response and permanent load shifting in California agricultural irrigation. As part of the examination, the study considers to what extent permanent load shifting, which is already somewhat accepted within the agricultural sector, mitigates the need or benefit of demand response for agricultural irrigation. Recommendations for further study include studies on how to gain grower acceptance of demand response as well as other related studies such as conducting a more comprehensive survey of California growers.

    Australia is a large, sparsely populated country with an economy based traditionally on raw materials exports. Though still a major international trader in minerals and agricultural products, Australia has suffered a decline in productivity, employment, exports, and economic growth since the 1950s. Most energy research and development (R and D) and policymaking activities are carried out under the National Energy Research, Development, and Demonstration (NERDD) program. The NERDD program priorities include, among others, production of liquid hydrocarbon fuels from natural gas or coal-derived synthesis gas and oil and gas exploration, assessment, and recovery technology (high priority); production of liquid fuels from coal and oil shale by hydrogenation or pyrolysis, coal gasification, and achievement of cost reductions in coal and oil shale exploration and assessment techniques (medium priority); and in-situ coal gasification (low priority). Bilateral agreements for energy R and D with other countries are carried out under the Australian Department of National Development and Energy. Australia currently has agreements related to oil, gas, shale, and coal liquids R and D with the UK, the US, Japan, and West Germany.
