The Marcoule Site, created in 1955 is one of the first nuclear sites in France. It combines the activities of the Research Centre of the French Atomic Energy Commission (CEA) and AREVA industrial operations. Today, a large part of the operations on this site consists of the cleaning and the dismantling of nuclear Installations, once the end of their life cycle has been reached. An example can be the reprocessing plant UP1. This unit, started in 1958 has been stopped in 1997 and its dismantling started quickly thereafter. Technical challenges of the UP1 dismantling are mainly linked to a very high risk of exposure due to a large variety of contaminated equipments and residuals of fission products, potential sources of irradiation. The dismantling of Hall 71 is a typical example of such challenge. This paper will present a solution developed by AREVA Clean-Up business unit, in collaboration with COFIM Industry, to remove contamination incrusted inside the pipes before starting the cutting operations, thus reducing irradiation risk. We present examples of agent-based and stochastic models of competition and business processes in economics and finance. We start from as simple as possible models, which have microscopic, agent-based, versions and macroscopic treatment in behavior. Microscopic and macroscopic versions of herding model proposed by Kirman and Bass diffusion of new products are considered in this contribution as two basic ideas. Further we demonstrate that general herding behavior can be considered as a background of nonlinear stochastic model of financial fluctuations.

Process monitoring in support of International Atomic Energy Agency safeguards

A review of previous efforts in process monitoring for safeguards was conducted. Previous efforts touched on various concepts and a few specific applications, but none was comprehensive in addressing all aspects of a process monitoring application for safeguards. This report develops prototypical process monitoring concepts that can be incorporated into the International Atomic Energy Agency's (IAEA's) general safeguards approach for fuel reprocessing plants. This effort considers existing approaches, recognizing limitations and needed improvements. Prototypical process monitoring applications are developed and proposed for implementation and demonstration in the Integrated Equipment Test facility, which is located at the Oak Ridge National Laboratory. The specific information needed to accomplish the process monitoring objectives are defined, and the mechanics for obtaining that information are described. Effort is given to the identification and assessment of potential impacts and benefits associated with process monitoring concepts, with particular attention to IAEA, state, and plant operator interests. The historical development of process monitoring is described and the implications of using process monitoring in international safeguards are discussed. Specific process process monitoring applications for demonstration in the IET facility are developed in Sects. 6 through 14. 1 fig.

Since January 1997, the US/China Energy and Environmental Technology Center (EETC) in Beijing has been jointly operated by Tulane University and Tsinghua University. EETC is established to encourage the adoption of technologies for energy production with improved environmental performance which are essential for supporting economic growth and managing the Global Warming and Climate Change issues. International cooperation is critical to insure the environmental and energy security on a global basis. For example, the US has acquired a great deal of useful experience in clean coal technology which has been demonstrated with major utilities in commercial operations. The adaption of, and the installation of, clean coal technology should be given high priority. Worldwide, the continuous exchange of information and technology between developed and developing nations relating to the current and future clean coal technologies is of great importance. Developed nations which possess environmental responsive technologies and financial resources should work closely with developing nations to facilitate technology transfer and trade of technologies. International cooperation will lower the cost of deploying clean coal technologies directed toward the clean production of energy. This paper presents the updated activities of EETC on facilitating technology transfer and promoting the clean use of coal to satisfy growing energy demand in China.

Identification and quantification of specific alpha- and beta-emitting radionuclides in complex liquid matrices is highly challenging, and is typically accomplished through laborious wet chemical sample preparation and separations followed by analysis using a variety of detection methodologies (e.g., liquid scintillation, gas proportional counting, alpha energy analysis, mass spectrometry). Analytical results may take days or weeks to report. Chains of custody and sample security measures may also complicate or slow the analytical process. When an industrial process-scale plant requires the monitoring of specific radionuclides as an indication of the composition of its feed stream or of plant performance, radiochemical measurements must be fast, accurate, and reliable. Scientists at Pacific Northwest National Laboratory have assembled a fully automated prototype Process Monitor instrument capable of a variety of tasks: automated sampling directly from a feed stream, sample digestion / analyte redox adjustment, chemical separations, radiochemical detection and data analysis / reporting. The system is compact, its components are fluidically inter-linked, and analytical results could be immediately transmitted to on- or off-site locations. The development of a rapid radiochemical Process Monitor for 99Tc in Hanford tank waste processing streams, capable of performing several measurements per hour, will be discussed in detail. More recently, the automated platform was modified to perform measurements of 90Sr in Hanford tank waste stimulant. The system exemplifies how automation could be integrated into reprocessing facilities to support international nuclear safeguards needs.

The U.S. National Aeronautics and Space Administration (NASA) is developing a uranium dioxide (UO2)/tungsten cermet fuel for potential use as the nuclear cryogenic propulsion stage (NCPS). The first generation NCPS is expected to be made from dense UO2 microspheres with diameters between 75 and 150 m. Previously, the internal gelation process and a hood-scale apparatus with a vibrating nozzle were used to form gel spheres, which became UO2 kernels with diameters between 350 and 850 m. For the NASA spheres, the vibrating nozzle was replaced with a custom designed, two-fluid nozzle to produce gel spheres in the desired smaller size range. This paper describes the operational methodology used to make 3 kg of uranium oxide microspheres.

At the request of the Department of Energy, UOP/SDC has evaluated the Rockwell Hydroliquefaction Process to determine the adequacy of the existing PDU data base and to assess the practicability and operability of the process. UOP/SDC conducted nine studies. Their findings follow: (1) A complete designed set of experiments must be run on the present PDU to make possible satisfactory analysis of the effects of variables especially the effect of diluents in the H/sub 2/ feed and the possibility of carbon deposition problems. (2) Basic improvements in the equipment and operation of the PDU should first be made (Ten specific recommendations are made). (3) A reactor design concept must be developed that looks feasible for design, fabrication, and operation. (4) A conceptual commercial design and economics should be prepared based on a realistic set of design bases and criteria. (5) If the above are accomplished successfully with attractive results, then and only then: (a) A study should be made of the refining requirements of the product, which are expected to be expensive based on the H/C ratio. (b) The PDU should be modified for continuous runs of up to one month to: Confirm the data correlations, estimate the reliability of the reactor and process, adhere to the requirements stated above, test cryogenic gas separation, study fouling and erosion, study lockhopper feeding, establish initial reliability of the coal injector and precombustion assembly head, collect scale-up and design data, and conduct a materials study and confirm materials choices. (c) Determine particle size of the char and of the solids in the oil product, the degree to which they may be separated, and how the ash should be removed from the product oil.

A process for communicating information relating to core business functions that also encourages improving internal communications has been established at SRS. This process continues to grow and strengthen as the multiple Contractors, Regulators and DOE-SR relationships mature. A number of management communication tools have been initiated, retooled, rebooted or continued with enhancements to ensure appropriate information is communicated to all levels with environmental responsibility at SRS. The types of information that are the focus of this improved process are feedback from the customer and from informational exchange forums (i.e., Challenge Opportunity and Resolution (COR), SRS Regulatory Integration Team (SRIT), Environmental Quality Management Division (EQMD), Senior Environmental Managers Council (SEMC), etc.). These forums, SRS environmental functions centralization, and the creation of a Regulatory Integration process allows for cross-functional decision making, problem solving and information sharing that involves the field organizations, Environmental Compliance Authorities (ECA), Subject Matter Experts (SME), DOE and the Regulators. Numerous examples of effective decision-making and problem solving will be shared. Lessons Learned involving inadequate communications and the resulting impacts on the environment, customer satisfaction, and relationships will also be discussed. Additionally, the focus on improved communications also includes maintaining awareness of business activities. The tools being utilized to facilitate the continuing improvement of internal communications include weekly staff meetings for all individuals within the organization, quarterly ECA and SME meeting, quarterly Regulatory Integration & Environmental Services (RI&ES) All-Hands meetings hosted by the Director, bi-weekly EQMD and EQMD Lite meetings with the customer, bi-annual SRIT meetings, and COR meetings on an as need basis. In addition, an existing Required Reading Program is being formally utilized in RI&ES to ensure all individuals get formal notification of new/revised business documents. In all cases, the development of environmental communication topics that occur at SRS have a cost-scope-schedule basis that can be linked to delivery of environmental services.

Small businesses are the cornerstone of the American economy. Over 22 million small businesses account for approximately 99% of employers, employ about half of the private sector workforce, and are responsible for about two-thirds of net new jobs. Many small businesses fared better than the Fortune 500 in 2001. Non-farm proprietors income rose 2.4% in 2001 while corporate profits declined 7.2%. Yet not all is rosy for small businesses, particularly new ones. One-third close within two years of opening. From 1989 to 1992, almost half closed within four years; only 39.5% were still open after six years. Why do some new businesses thrive and some fail? What helps a new business succeed? Industry knowledge, business and financial planning, and good management. Small geothermal businesses are no different. Low- and medium-temperature geothermal resources exist throughout the western United States, the majority not yet tapped. A recent survey of ten western states identified more than 9,000 thermal wells and springs, over 900 low- to moderate-temperature geothermal resource areas, and hundreds of direct-use sites. Many opportunities exist for geothermal entrepreneurs to develop many of these sites into thriving small businesses. The ''Geothermal Small Business Workbook'' (''Workbook'') was written to give geothermal entrepreneurs, small businesses, and developers the tools they need to understand geothermal applications--both direct use and small-scale power generation--and to write a business and financing plan. The Workbook will: Provide background, market, and regulatory data for direct use and small-scale (< 1 megawatt) power generation geothermal projects; Refer you to several sources of useful information including owners of existing geothermal businesses, trade associations, and other organizations; Break down the complicated and sometimes tedious process of writing a business plan into five easy steps; Lead you--the geothermal entrepreneur, small company, or project developer--step-by-step through the process needed to structure a business and financing plan for a small geothermal project; and Help you develop a financing plan that can be adapted and taken to potential financing sources. The Workbook will not: Substitute for financial advice; Overcome the high exploration, development, and financing costs associated with smaller geothermal projects; Remedy the lack of financing for the exploration stage of a geothermal project; or Solve financing problems that are not related to the economic soundness of your project or are caused by things outside of your control.

Suspension plasma spray (SPS) is a novel process for producing nano-structured coatings with metastable phases using significantly smaller particles as compared to conventional thermal spraying. Considering the complexity of the system there is an extensive need to better understand the relationship between plasma spray conditions and resulting coating microstructure and defects. In this study, an alumina/ 8 wt. % yttria-stabilized zirconia was deposited by axial injection SPS process. The effects of principal deposition parameters on the microstructural features are evaluated using the Taguchi design of experiment. The microstructural features include microcracks, porosities, and deposition rate. To better understand the role of the spray parameters, in-flight particle characteristics, i.e., temperature and velocity were also measured. The role of the porosity in this multicomponent structure is studied as well. The results indicate that thermal diffusivity of the coatings, an important property for potential thermal barrier applications, is barely affected by the changes in porosity content.

The CARB Executive Order Exemption Process for a Hydrogen-fueled Internal Combustion Engine Vehicle was undertaken to define the requirements to achieve a California Air Resource Board Executive Order for a hydrogenfueled vehicle retrofit kit. A 2005 to 2006 General Motors Company Sierra/Chevrolet Silverado 1500HD pickup was assumed to be the build-from vehicle for the retrofit kit. The emissions demonstration was determined not to pose a significant hurdle due to the non-hydrocarbon-based fuel and lean-burn operation. However, significant work was determined to be necessary for Onboard Diagnostics Level II compliance. Therefore, it is recommended that an Experimental Permit be obtained from the California Air Resource Board to license and operate the vehicles for the durability of the demonstration in support of preparing a fully compliant and certifiable package that can be submitted.

These groups, when working together with attendees from regulatory organizations and government decision-maker groups, provide an opportunity to more effectively and efficiently expedite the decommissioning projects.

A Method to Increase Current Density in a Mono Element Internal Tin Processed Superconductor Utilizing Zr Oxide to Refine Grain Size

The effect of Oxygen on (Nb1Zr)3Sn multifilament conductors manufactured by the Mono Element Internal Tin (MEIT) process was explored to improve the current density by refining the grain size. This followed work first done by General Electric on the Nb3Sn tape process. Techniques to fabricate the more difficult Nb1Zr composites are described and allowed fabrication of long lengths of .254 mm diameter wire from an 88.9 mm diameter billet. Oxygen was incorporated through the use of SnO2 mixed with tin powder and incorporated into the core. These were compared to samples with Ti+Sn and Cu+Sn cores. Heat treatments covered the range of 700 C to 1000 C. Current density vs. H, grain size, and reaction percentages are provided for the materials tested. The Oxygen gave superior results in the temperature range of 815-1000 C. It also stabilized the filament geometry of the array in comparison to the other additions at the higher temperatures. At 815 C a peak in layer Jc yielded values of 2537 A/mm2 at 12 T and 1353 A/mm2 at 15T, 8-22% and 30-73% greater respectively than 700 C values. Results with Oxygen at high temperature show the possibility of high speed continuous reaction of the composite versus the current batch or react in place methods. In general the Ti additions gave superior results at the lower reaction temperature. Future work is suggested to determine if the 815 C reaction temperature can lead to higher current density in high tin (Nb1Zr+Ox)3Sn conductors. A second technique incorporated oxygen directly into the Nb1Zr rods through heat treatment with Nb2O5 at 1100 C for 100 hours in vacuum prior to extrusion. The majority of the filaments reduced properly in the composite but some local variations in hardness led to breakage at smaller diameters.
