    Recently, US energy service companies (ESCOs) have begun to actively explore markets outside the US. Despite the needs of many countries for ESCO involvement, ESCOs face many challenges (i.e., marketing, financial, institutional, political and cultural barriers). Consequently, most of these firms pursue international project opportunities very selectively due to the costs and risks associated with project development. Despite these barriers, some ESCOs view international work as a strategic expansion of their business, assuming that there will be adequate business in the future to repay them for their initial investment. The study was based on four sources of information: (1) a review of the published and unpublished literature on ESCOs; (2) interviews with 26 ESCOs in the US, the US Department of Energy, and the National Association of Energy Service Companies (NAESCO); (3) ESCO presentations at the October 1996 NAESCO meeting; and (4) informal discussions with ESCO experts in the US. They believe that the lessons learned in this study can be transferred or applied to other countries interested in developing an ESCO industry. While energy prices have remained relatively stable over the last several years in Japan and energy capacity is not perceived as a near-term problem, other ``market drivers`` necessary for the emergence of a successful and vibrant ESCO industry exist in Japan. Despite the presence of these market drivers, significant barriers to the successful development of an ESCO industry exist in Japan.

    This report contains a review of solar thermal industry viewpoints on their prospects for developing international business. The report documents the industry's current involvement in foreign markets, view of foreign competition in overseas applications, and view of federal R and D and policy requirements to strengthen international business prospects. The report is based on discussions with equipment manufacturers and system integrators who have a product or service with potential international demand. Interviews with manufacturers and system integrators were conducted by using a standard format for interview questions. The use of a standard format for questions provided a basis for aggregating similar views expressed by US companies concerning overseas business prospects. A special effort was made to gather responses from the entire solar thermal industry, including manufacturers of line-focus, point-focus, and central receiver systems. General, technical, economic, institutional, and financial findings are provided in this summary. In addition, Pacific Northwest Laboratory (PNL) recommendations are provided (based upon advice from the Solar Thermal Review Panel) for activities to improve US solar thermal business prospects overseas.

    The Marcoule Site, created in 1955 is one of the first nuclear sites in France. It combines the activities of the Research Centre of the French Atomic Energy Commission (CEA) and AREVA industrial operations. Today, a large part of the operations on this site consists of the cleaning and the dismantling of nuclear Installations, once the end of their life cycle has been reached. An example can be the reprocessing plant UP1. This unit, started in 1958 has been stopped in 1997 and its dismantling started quickly thereafter. Technical challenges of the UP1 dismantling are mainly linked to a very high risk of exposure due to a large variety of contaminated equipments and residuals of fission products, potential sources of irradiation. The dismantling of Hall 71 is a typical example of such challenge. This paper will present a solution developed by AREVA Clean-Up business unit, in collaboration with COFIM Industry, to remove contamination incrusted inside the pipes before starting the cutting operations, thus reducing irradiation risk.     A review of previous efforts in process monitoring for safeguards was conducted. Previous efforts touched on various concepts and a few specific applications, but none was comprehensive in addressing all aspects of a process monitoring application for safeguards. This report develops prototypical process monitoring concepts that can be incorporated into the International Atomic Energy Agency's (IAEA's) general safeguards approach for fuel reprocessing plants. This effort considers existing approaches, recognizing limitations and needed improvements. Prototypical process monitoring applications are developed and proposed for implementation and demonstration in the Integrated Equipment Test facility, which is located at the Oak Ridge National Laboratory. The specific information needed to accomplish the process monitoring objectives are defined, and the mechanics for obtaining that information are described. Effort is given to the identification and assessment of potential impacts and benefits associated with process monitoring concepts, with particular attention to IAEA, state, and plant operator interests. The historical development of process monitoring is described and the implications of using process monitoring in international safeguards are discussed. Specific process process monitoring applications for demonstration in the IET facility are developed in Sects. 6 through 14. 1 fig.

International cooperation will lower the cost of deploying clean coal technologies directed toward the clean production of energy.     Plastic rearrangements play a crucial role in the characterization of soft-glassy materials, such as emulsions and foams. Based on numerical simulations of soft-glassy systems, we study the dynamics of plastic rearrangements at the hydrodynamic scales where thermal fluctuations can be neglected. Plastic rearrangements require an energy input, which can be either provided by external sources, or made available through time evolution in the coarsening dynamics, in which the total interfacial area decreases as a consequence of the slow evolution of the dispersed phase from smaller to large droplets/bubbles. We first demonstrate that our hydrodynamic model can quantitatively reproduce such coarsening dynamics. Then, considering periodically oscillating strains, we characterize the number of plastic rearrangements as a function of the external energy-supply, and show that they can be regarded as activated processes induced by a suitable "noise" effect. Here we use the word noise in a broad sense, referring to the internal non-equilibrium dynamics triggered by spatial random heterogeneities and coarsening. Finally, by exploring the interplay between the internal characteristic time-scale of the coarsening dynamics and the external time-scale associated with the imposed oscillating strain, we show that the system exhibits the phenomenon of stochastic resonance, thereby providing further credit to the mechanical activation scenario.

    Identification and quantification of specific alpha- and beta-emitting radionuclides in complex liquid matrices is highly challenging, and is typically accomplished through laborious wet chemical sample preparation and separations followed by analysis using a variety of detection methodologies (e.g., liquid scintillation, gas proportional counting, alpha energy analysis, mass spectrometry). Analytical results may take days or weeks to report. Chains of custody and sample security measures may also complicate or slow the analytical process. When an industrial process-scale plant requires the monitoring of specific radionuclides as an indication of the composition of its feed stream or of plant performance, radiochemical measurements must be fast, accurate, and reliable. Scientists at Pacific Northwest National Laboratory have assembled a fully automated prototype Process Monitor instrument capable of a variety of tasks: automated sampling directly from a feed stream, sample digestion / analyte redox adjustment, chemical separations, radiochemical detection and data analysis / reporting. The system is compact, its components are fluidically inter-linked, and analytical results could be immediately transmitted to on- or off-site locations. The development of a rapid radiochemical Process Monitor for 99Tc in Hanford tank waste processing streams, capable of performing several measurements per hour, will be discussed in detail. More recently, the automated platform was modified to perform measurements of 90Sr in Hanford tank waste stimulant. The system exemplifies how automation could be integrated into reprocessing facilities to support international nuclear safeguards needs.

    The electron-nucleus interaction in a super-intense few-cycle x-ray pulse is investigated. The super-intense few-cycle x-ray pulse-induced internal conversion (IC) process is discussed in detail. The x-ray laser-pulse induced IC coefficient is calculated, and in particular, it is derived in the case of a pulse of Gaussian shape and for a bound-free electron transition. The IC coefficient of the IC process induced by a super-intense few-cycle soft-x-ray laser pulse in the case of the {sup 99m}Tc isomer is determined numerically. The results obtained for the IC coefficient show significant carrier angular frequency, carrier-envelope phase, and pulse-length dependencies. The infinite pulse-length limit and experimental aspects are also discussed.

    The U.S. National Aeronautics and Space Administration (NASA) is developing a uranium dioxide (UO2)/tungsten cermet fuel for potential use as the nuclear cryogenic propulsion stage (NCPS). The first generation NCPS is expected to be made from dense UO2 microspheres with diameters between 75 and 150 m. Previously, the internal gelation process and a hood-scale apparatus with a vibrating nozzle were used to form gel spheres, which became UO2 kernels with diameters between 350 and 850 m. For the NASA spheres, the vibrating nozzle was replaced with a custom designed, two-fluid nozzle to produce gel spheres in the desired smaller size range. This paper describes the operational methodology used to make 3 kg of uranium oxide microspheres.

    Construction of the gaseous diffusion plants (GDPs) was begun during World War 2 to produce enriched uranium for defense purposes. These plants, which utilized UF{sub 6} gas, were used primarily for this purpose through 1964. From 1959 through 1968, production shifted primarily to uranium enrichment to supply the nuclear power industry. Additional UF{sub 6}-handling facilities were built in feed and fuel-processing plants associated with the uranium enrichment process. Two of the five process buildings at Oak ridge were shut down in 1964. Uranium enrichment activities at Oak Ridge were discontinued altogether in 1985. In 1987, the Department of Energy (DOE) decided to proceed with a permanent shutdown of the Oak Ridge Gaseous Diffusion Plant (ORGDP). DOE intends to begin decommissioning and decontamination (D D) of ORGDP early in the next century. The remaining two GDPs are expected to be shut down during the next 10 to 40 years and will also require D D, as will the other UF{sub 6}-handling facilities. This paper presents an investigation of gas- phase decontamination of internally radioactively contaminated gaseous diffusion process equipment and piping using powerful fluorinating reagents that convert nonvolatile uranium compounds to volatile UF{sub 6}. These reagents include ClF{sub 3}, F{sub 2}, and other compounds. The scope of D D at the GDPs, previous work of gas-phase decontamination, four concepts for using gas-phase decontamination, plans for further study of gas-phase decontamination, and the current status of this work are discussed. 13 refs., 15 figs.

    This is the brief story of a decision process and the role of Strategic Environmental Assessment in government political decision-making. Following a prolonged, and agitated, decision process, initiated in the 1960s, the Government of Portugal in 2005 took the final decision to build the new international airport of Lisbon at the controversial location of Ota, 40 km north of Lisbon. The detailed project design and EIA were started. However this decision would change in 2007 due to the challenge raised by a private sponsored study that identified an alternative location for the airport at Campo de Tiro de Alcochete (CTA). This new site, which had never been considered as an option before, appeared to avoid many of the problems that caused public controversy at the Ota site. The Government, pressured by this challenge, promoted a strategic comparative assessment between the two sites. The result of this study was the choice of CTA as the preferred location. This paper discusses this radical change in the decision from a socio-political perspective. It will highlight the relevance of Strategic Environmental Assessment (SEA), and the strategic and constructive approach it enables in mega-project decision-making.

This business plan describes key features of the NSTI, including the vision and mission, organizational structure and staffing, services, evaluation criteria, marketing strategies, client processes, a budget, incubator evaluation criteria, and a development schedule. The purpose of the NSPP is to promote national security technologies through business incubation, technology demonstration and validation, and workforce development. The NSTI will focus on serving businesses with national security technology applications by nurturing them through critical stages of early development. The vision of the NSTI is to be a successful incubator of technologies and private enterprise that assist the NNSA in meeting new challenges in national safety, security, and protection of the homeland. The NSTI is operated and managed by the Arrowhead Center, responsible for leading the economic development mission of New Mexico State University (NMSU). The Arrowhead Center will recruit business with applications for national security technologies recruited for the NSTI program.     A process for communicating information relating to core business functions that also encourages improving internal communications has been established at SRS. This process continues to grow and strengthen as the multiple Contractors, Regulators and DOE-SR relationships mature. A number of management communication tools have been initiated, retooled, rebooted or continued with enhancements to ensure appropriate information is communicated to all levels with environmental responsibility at SRS. The types of information that are the focus of this improved process are feedback from the customer and from informational exchange forums (i.e., Challenge Opportunity and Resolution (COR), SRS Regulatory Integration Team (SRIT), Environmental Quality Management Division (EQMD), Senior Environmental Managers Council (SEMC), etc.). These forums, SRS environmental functions centralization, and the creation of a Regulatory Integration process allows for cross-functional decision making, problem solving and information sharing that involves the field organizations, Environmental Compliance Authorities (ECA), Subject Matter Experts (SME), DOE and the Regulators. Numerous examples of effective decision-making and problem solving will be shared. Lessons Learned involving inadequate communications and the resulting impacts on the environment, customer satisfaction, and relationships will also be discussed. Additionally, the focus on improved communications also includes maintaining awareness of business activities. The tools being utilized to facilitate the continuing improvement of internal communications include weekly staff meetings for all individuals within the organization, quarterly ECA and SME meeting, quarterly Regulatory Integration & Environmental Services (RI&ES) All-Hands meetings hosted by the Director, bi-weekly EQMD and EQMD Lite meetings with the customer, bi-annual SRIT meetings, and COR meetings on an as need basis. In addition, an existing Required Reading Program is being formally utilized in RI&ES to ensure all individuals get formal notification of new/revised business documents. In all cases, the development of environmental communication topics that occur at SRS have a cost-scope-schedule basis that can be linked to delivery of environmental services.

    This report describes the various programs of the Office of Small and Disadvantaged Business Utilization designed to ensure small businesses have an equitable opportunity to do business with the Department of Energy. In addition, this report covers 33 organizational components of the Department and details the extent to which small business firms are participating in the procurement process as well as efforts taken to ensure continued involvement. During fiscal year 1992, the Department met or exceeded its percentage and dollar goals for 8(a) concerns, labor surplus area set-asides, and for-subcontracting to small businesses. The Department`s contract awards to small businesses totaled $3.1 billion (17.3 percent of the 18.1 billion the Department spent on contracts), which consisted of Departmental prime contracts and management and operating contracts. During fiscal year 1992, the Department awarded contracts totaling $307 million to small disadvantaged businesses under Section 8(a) of the U.S. Small Business Act. This total represents 1.7 percent of all prime contracts over $25,000 awarded by the Department during that period. The Department and its management and operating contractors awards to women-owned businesses and labor surplus area set-asides totaled $327 million and $596 million, respectively. The achievements in small business subcontracting for fiscal year 1992 was $234 million, including $23 million to small disadvantaged firms.

    Small businesses are the cornerstone of the American economy. Over 22 million small businesses account for approximately 99% of employers, employ about half of the private sector workforce, and are responsible for about two-thirds of net new jobs. Many small businesses fared better than the Fortune 500 in 2001. Non-farm proprietors income rose 2.4% in 2001 while corporate profits declined 7.2%. Yet not all is rosy for small businesses, particularly new ones. One-third close within two years of opening. From 1989 to 1992, almost half closed within four years; only 39.5% were still open after six years. Why do some new businesses thrive and some fail? What helps a new business succeed? Industry knowledge, business and financial planning, and good management. Small geothermal businesses are no different. Low- and medium-temperature geothermal resources exist throughout the western United States, the majority not yet tapped. A recent survey of ten western states identified more than 9,000 thermal wells and springs, over 900 low- to moderate-temperature geothermal resource areas, and hundreds of direct-use sites. Many opportunities exist for geothermal entrepreneurs to develop many of these sites into thriving small businesses. The ''Geothermal Small Business Workbook'' (''Workbook'') was written to give geothermal entrepreneurs, small businesses, and developers the tools they need to understand geothermal applications--both direct use and small-scale power generation--and to write a business and financing plan. The Workbook will: Provide background, market, and regulatory data for direct use and small-scale (< 1 megawatt) power generation geothermal projects; Refer you to several sources of useful information including owners of existing geothermal businesses, trade associations, and other organizations; Break down the complicated and sometimes tedious process of writing a business plan into five easy steps; Lead you--the geothermal entrepreneur, small company, or project developer--step-by-step through the process needed to structure a business and financing plan for a small geothermal project; and Help you develop a financing plan that can be adapted and taken to potential financing sources. The Workbook will not: Substitute for financial advice; Overcome the high exploration, development, and financing costs associated with smaller geothermal projects; Remedy the lack of financing for the exploration stage of a geothermal project; or Solve financing problems that are not related to the economic soundness of your project or are caused by things outside of your control.

    In contemporary cryptographic systems, secret keys are usually exchanged by means of methods, which suffer from mathematical and technology inherent drawbacks. That could lead to unnoticed complete compromise of cryptographic systems, without a chance of control by its legitimate owners. Therefore a need for innovative solutions exists when truly and reliably secure transmission of secrets is required for dealing with critical data and applications. Quantum Cryptography (QC), in particular Quantum Key Distribution (QKD) can answer that need. The business white paper (BWP) summarizes how secret key establishment and distribution problems can be solved by quantum cryptography. It deals with several considerations related to how the quantum cryptography innovation could contribute to provide business effectiveness. It addresses advantages and also limitations of quantum cryptography, proposes a scenario case study, and invokes standardization related issues.     The CARB Executive Order Exemption Process for a Hydrogen-fueled Internal Combustion Engine Vehicle was undertaken to define the requirements to achieve a California Air Resource Board Executive Order for a hydrogenfueled vehicle retrofit kit. A 2005 to 2006 General Motors Company Sierra/Chevrolet Silverado 1500HD pickup was assumed to be the build-from vehicle for the retrofit kit. The emissions demonstration was determined not to pose a significant hurdle due to the non-hydrocarbon-based fuel and lean-burn operation. However, significant work was determined to be necessary for Onboard Diagnostics Level II compliance. Therefore, it is recommended that an Experimental Permit be obtained from the California Air Resource Board to license and operate the vehicles for the durability of the demonstration in support of preparing a fully compliant and certifiable package that can be submitted.

    The end of the cold war has resulted in many changes for the Nuclear Weapons Complex (NWC). We now work in a smaller complex, with reduced resources, a smaller stockpile, and no new phase 3 weapons development programs. This new environment demands that we re-evaluate the way we design and produce nuclear weapons. The Defense Program (DP) Business Practices Re-engineering activity was initiated to improve the design and production efficiency of the DP Sector. The activity had six goals: (1) to identify DP business practices that are exercised by the Product Realization Process (PRP); (2) to determine the impact (positive, negative, or none) of these practices on defined, prioritized customer criteria; (3) to identify business practices that are candidates for elimination or re-engineering; (4) to select two or three business practices for re-engineering; (5) to re-engineer the selected business practices; and (6) to exercise the re-engineered practices on three pilot development projects. Business practices include technical and well as administrative procedures that are exercised by the PRP. A QFD exercise was performed to address (1)-(4). The customer that identified, defined, and prioritized the criteria to rate the business practices was the Block Change Advisory Group. Five criteria were identified: cycle time, flexibility, cost, product performance/quality, and best practices. Forty-nine business practices were identified and rated per the criteria. From this analysis, the group made preliminary recommendations as to which practices would be addressed in the re-engineering activity. Sixteen practices will be addressed in the re-engineering activity. These practices will then be piloted on three projects: (1) the Electronic Component Assembly (ECA)/Radar Project, (2) the B61 Mod 11, and (3) Warhead Protection Program (WPP).

    Energy Savings Performance Contract (ESPC) ENABLE's streamlined five-phase procurement process uses General Services Administration (GSA) Award Schedule 84, SIN 246-53 as the procurement vehicle to award projects. The Schedule allows Federal customers to quickly and easily select a qualified contractor to perform an investment grade audit and ultimately develop and install the project. The Schedule also distinguishes vendors that hold small business designations, allowing customers to execute small business set asides if included in their acquisition planning strategy.

    Since 1998 the U.S. Navy?s Naval Facilities Engineering Command (NAVFAC) has had a policy for incorporating sustainable design principles into new building construction. The policy also states it is the intent of NAVFAC to accomplish this within the given budget constraints and while meeting customer requirements. Programming a building using a first cost approach instead of a life cycle cost approach is one of the biggest challenges for integrating sustainable design into projects at the Navy. Due to this hurdle, an attempt to develop a Navy specific business case was undertaken. Through this process, it was discovered that consistent data were not being collected for all applicable Navy buildings. Therefore, the current business case information being used by the Navy is the conglomeration of existing business case analysis in the literature. Although this business case information is useful, there is still a need for collecting and analyzing the Navy business case. To develop the Navy specific business case, NAVFAC is developing program metrics to capture the status of buildings in the design and construction phase and they have started to collect whole building cost and performance data for 14 buildings (7 sustainably designed and 7 traditionally designed buildings) to capture data on their existing inventory of sustainably design buildings. Performance measurement data are being collected on water, energy, operations and maintenance, waste generation, purchasing, occupant satisfaction, and transportation. The building cost and performance data will be collected for a minimum of 12 months. Both of these data collection and analysis efforts have offered lessons learned that will be shared alongside the current Navy business case information.
