    Recently, US energy service companies (ESCOs) have begun to actively explore markets outside the US. Despite the needs of many countries for ESCO involvement, ESCOs face many challenges (i.e., marketing, financial, institutional, political and cultural barriers). Consequently, most of these firms pursue international project opportunities very selectively due to the costs and risks associated with project development. Despite these barriers, some ESCOs view international work as a strategic expansion of their business, assuming that there will be adequate business in the future to repay them for their initial investment. In this paper, the authors present the findings from a recently completed study on the proposed development of an ESCO industry in Japan. The study was based on four sources of information: (1) a review of the published and unpublished literature on ESCOs; (2) interviews with 26 ESCOs in the US, the US Department of Energy, and the National Association of Energy Service Companies (NAESCO); (3) ESCO presentations at the October 1996 NAESCO meeting; and (4) informal discussions with ESCO experts in the US. They believe that the lessons learned in this study can be transferred or applied to other countries interested in developing an ESCO industry. While energy prices have remained relatively stable over the last several years in Japan and energy capacity is not perceived as a near-term problem, other ``market drivers`` necessary for the emergence of a successful and vibrant ESCO industry exist in Japan. Despite the presence of these market drivers, significant barriers to the successful development of an ESCO industry exist in Japan.

We start from as simple as possible models, which have microscopic, agent-based, versions and macroscopic treatment in behavior.     Plastic rearrangements play a crucial role in the characterization of soft-glassy materials, such as emulsions and foams. Based on numerical simulations of soft-glassy systems, we study the dynamics of plastic rearrangements at the hydrodynamic scales where thermal fluctuations can be neglected. Plastic rearrangements require an energy input, which can be either provided by external sources, or made available through time evolution in the coarsening dynamics, in which the total interfacial area decreases as a consequence of the slow evolution of the dispersed phase from smaller to large droplets/bubbles. We first demonstrate that our hydrodynamic model can quantitatively reproduce such coarsening dynamics. Then, considering periodically oscillating strains, we characterize the number of plastic rearrangements as a function of the external energy-supply, and show that they can be regarded as activated processes induced by a suitable "noise" effect. Here we use the word noise in a broad sense, referring to the internal non-equilibrium dynamics triggered by spatial random heterogeneities and coarsening. Finally, by exploring the interplay between the internal characteristic time-scale of the coarsening dynamics and the external time-scale associated with the imposed oscillating strain, we show that the system exhibits the phenomenon of stochastic resonance, thereby providing further credit to the mechanical activation scenario.

    Since January 1997, the US/China Energy and Environmental Technology Center (EETC) in Beijing has been jointly operated by Tulane University and Tsinghua University. EETC is established to encourage the adoption of technologies for energy production with improved environmental performance which are essential for supporting economic growth and managing the Global Warming and Climate Change issues. International cooperation is critical to insure the environmental and energy security on a global basis. For example, the US has acquired a great deal of useful experience in clean coal technology which has been demonstrated with major utilities in commercial operations. The adaption of, and the installation of, clean coal technology should be given high priority. Worldwide, the continuous exchange of information and technology between developed and developing nations relating to the current and future clean coal technologies is of great importance. Developed nations which possess environmental responsive technologies and financial resources should work closely with developing nations to facilitate technology transfer and trade of technologies. International cooperation will lower the cost of deploying clean coal technologies directed toward the clean production of energy. This paper presents the updated activities of EETC on facilitating technology transfer and promoting the clean use of coal to satisfy growing energy demand in China.

    The nearly completed Defense Waste Processing Facility (DWPF) is a Department of Energy (DOE) facility at the Savannah River Site that is designed to immobilize defense high level radioactive waste (HLW) by vitrification in borosilicate glass and containment in stainless steel canisters suitable for storage in the future DOE HLW repository. The DWPF is expected to start cold operation later this year (1990), and will be the first full scale vitrification facility operating in the United States, and the largest in the world. The DOE has been coordinating technology transfer and exchange on issues relating to HLW treatment and disposal through bi-lateral agreements with several nations. For the nearly fifteen years of the vitrification program at Savannah River Laboratory, over two hundred exchanges have been conducted with a dozen international agencies involving about five-hundred foreign national specialists. These international exchanges have been beneficial to the DOE`s waste management efforts through confirmation of the choice of the waste form, enhanced understanding of melter operating phenomena, support for paths forward in political/regulatory arenas, confirmation of costs for waste form compliance programs, and establishing the need for enhancements of melter facility designs. This paper will compare designs and schedules of the international vitrification programs, and will discuss technical areas where the exchanges have provided data that have confirmed and aided US research and development efforts, impacted the design of the DWPF and guided the planning for regulatory interaction and product acceptance.

    The U.S. National Aeronautics and Space Administration (NASA) is developing a uranium dioxide (UO2)/tungsten cermet fuel for potential use as the nuclear cryogenic propulsion stage (NCPS). The first generation NCPS is expected to be made from dense UO2 microspheres with diameters between 75 and 150 m. Previously, the internal gelation process and a hood-scale apparatus with a vibrating nozzle were used to form gel spheres, which became UO2 kernels with diameters between 350 and 850 m. For the NASA spheres, the vibrating nozzle was replaced with a custom designed, two-fluid nozzle to produce gel spheres in the desired smaller size range. This paper describes the operational methodology used to make 3 kg of uranium oxide microspheres.

    Construction of the gaseous diffusion plants (GDPs) was begun during World War 2 to produce enriched uranium for defense purposes. These plants, which utilized UF{sub 6} gas, were used primarily for this purpose through 1964. From 1959 through 1968, production shifted primarily to uranium enrichment to supply the nuclear power industry. Additional UF{sub 6}-handling facilities were built in feed and fuel-processing plants associated with the uranium enrichment process. Two of the five process buildings at Oak ridge were shut down in 1964. Uranium enrichment activities at Oak Ridge were discontinued altogether in 1985. In 1987, the Department of Energy (DOE) decided to proceed with a permanent shutdown of the Oak Ridge Gaseous Diffusion Plant (ORGDP). DOE intends to begin decommissioning and decontamination (D D) of ORGDP early in the next century. The remaining two GDPs are expected to be shut down during the next 10 to 40 years and will also require D D, as will the other UF{sub 6}-handling facilities. This paper presents an investigation of gas- phase decontamination of internally radioactively contaminated gaseous diffusion process equipment and piping using powerful fluorinating reagents that convert nonvolatile uranium compounds to volatile UF{sub 6}. These reagents include ClF{sub 3}, F{sub 2}, and other compounds. The scope of D D at the GDPs, previous work of gas-phase decontamination, four concepts for using gas-phase decontamination, plans for further study of gas-phase decontamination, and the current status of this work are discussed. 13 refs., 15 figs.

    A simple test-tube methodology was used to determine optimum process parameters for preparing hydrous hafnium oxide microspheres by the internal gelation process. Broth formulations of hafnyl chloride [HfOCl{sub 2}], hexamethylenetetramine, and urea were found that can be used to prepare hydrous hafnium oxide gel spheres in the temperature range of 70-90 C. A few gel-forming runs were made in which microspheres were prepared with some of these formulations in order to equate the test-tube gelation times with actual gelation times. These preparations confirmed that the test-tube methodology is reliable for determining the ideal broths.

    The design of a major portion of a safeguards system for possible use by IAEA at the Portsmouth Gas Centrifuge Enrichment Plant is described from the viewpoint of the safeguards technology developer. The process-safeguards interface is reviewed, including safeguards, process, and operational constraints on the safeguards system. The conflicting requirements of the IAEA and the plant operator are minimized through the use of advanced technology that allows safeguards data to be acquired, analyzed, and reported in an automated, unattended mode.     A process for communicating information relating to core business functions that also encourages improving internal communications has been established at SRS. This process continues to grow and strengthen as the multiple Contractors, Regulators and DOE-SR relationships mature. A number of management communication tools have been initiated, retooled, rebooted or continued with enhancements to ensure appropriate information is communicated to all levels with environmental responsibility at SRS. The types of information that are the focus of this improved process are feedback from the customer and from informational exchange forums (i.e., Challenge Opportunity and Resolution (COR), SRS Regulatory Integration Team (SRIT), Environmental Quality Management Division (EQMD), Senior Environmental Managers Council (SEMC), etc.). These forums, SRS environmental functions centralization, and the creation of a Regulatory Integration process allows for cross-functional decision making, problem solving and information sharing that involves the field organizations, Environmental Compliance Authorities (ECA), Subject Matter Experts (SME), DOE and the Regulators. Numerous examples of effective decision-making and problem solving will be shared. Lessons Learned involving inadequate communications and the resulting impacts on the environment, customer satisfaction, and relationships will also be discussed. Additionally, the focus on improved communications also includes maintaining awareness of business activities. The tools being utilized to facilitate the continuing improvement of internal communications include weekly staff meetings for all individuals within the organization, quarterly ECA and SME meeting, quarterly Regulatory Integration & Environmental Services (RI&ES) All-Hands meetings hosted by the Director, bi-weekly EQMD and EQMD Lite meetings with the customer, bi-annual SRIT meetings, and COR meetings on an as need basis. In addition, an existing Required Reading Program is being formally utilized in RI&ES to ensure all individuals get formal notification of new/revised business documents. In all cases, the development of environmental communication topics that occur at SRS have a cost-scope-schedule basis that can be linked to delivery of environmental services.

In addition, this report covers 33 organizational components of the Department and details the extent to which small business firms are participating in the procurement process as well as efforts taken to ensure continued involvement. The Department`s contract awards to small businesses totaled $3.1 billion (17.3 percent of the 18.1 billion the Department spent on contracts), which consisted of Departmental prime contracts and management and operating contracts. During fiscal year 1992, the Department awarded contracts totaling $307 million to small disadvantaged businesses under Section 8(a) of the U.S. Small Business Act. This total represents 1.7 percent of all prime contracts over $25,000 awarded by the Department during that period. The Department and its management and operating contractors awards to women-owned businesses and labor surplus area set-asides totaled $327 million and $596 million, respectively. The achievements in small business subcontracting for fiscal year 1992 was $234 million, including $23 million to small disadvantaged firms.

    Determining accurate and precise stellar ages is a major problem in astrophysics. These determinations are either obtained through empirical relations or model-dependent approaches. Currently, seismic modelling is one of the best ways of providing accurate ages. However, current methods are affected by simplifying assumptions concerning mixing processes. In this context, providing new structural indicators which are less model-dependent and more sensitive to such processes is crucial. We build a new indicator for core conditions on the main sequence, which should be more sensitive to structural differences and applicable to older stars than the indicator t presented in a previous paper.     Small businesses are the cornerstone of the American economy. Over 22 million small businesses account for approximately 99% of employers, employ about half of the private sector workforce, and are responsible for about two-thirds of net new jobs. Many small businesses fared better than the Fortune 500 in 2001. Non-farm proprietors income rose 2.4% in 2001 while corporate profits declined 7.2%. Yet not all is rosy for small businesses, particularly new ones. One-third close within two years of opening. From 1989 to 1992, almost half closed within four years; only 39.5% were still open after six years. Why do some new businesses thrive and some fail? What helps a new business succeed? Industry knowledge, business and financial planning, and good management. Small geothermal businesses are no different. Low- and medium-temperature geothermal resources exist throughout the western United States, the majority not yet tapped. A recent survey of ten western states identified more than 9,000 thermal wells and springs, over 900 low- to moderate-temperature geothermal resource areas, and hundreds of direct-use sites. Many opportunities exist for geothermal entrepreneurs to develop many of these sites into thriving small businesses. The ''Geothermal Small Business Workbook'' (''Workbook'') was written to give geothermal entrepreneurs, small businesses, and developers the tools they need to understand geothermal applications--both direct use and small-scale power generation--and to write a business and financing plan. The Workbook will: Provide background, market, and regulatory data for direct use and small-scale (< 1 megawatt) power generation geothermal projects; Refer you to several sources of useful information including owners of existing geothermal businesses, trade associations, and other organizations; Break down the complicated and sometimes tedious process of writing a business plan into five easy steps; Lead you--the geothermal entrepreneur, small company, or project developer--step-by-step through the process needed to structure a business and financing plan for a small geothermal project; and Help you develop a financing plan that can be adapted and taken to potential financing sources. The Workbook will not: Substitute for financial advice; Overcome the high exploration, development, and financing costs associated with smaller geothermal projects; Remedy the lack of financing for the exploration stage of a geothermal project; or Solve financing problems that are not related to the economic soundness of your project or are caused by things outside of your control.

    Since 1998 the U.S. Navy?s Naval Facilities Engineering Command (NAVFAC) has had a policy for incorporating sustainable design principles into new building construction. The policy also states it is the intent of NAVFAC to accomplish this within the given budget constraints and while meeting customer requirements. Programming a building using a first cost approach instead of a life cycle cost approach is one of the biggest challenges for integrating sustainable design into projects at the Navy. Due to this hurdle, an attempt to develop a Navy specific business case was undertaken. Through this process, it was discovered that consistent data were not being collected for all applicable Navy buildings. Therefore, the current business case information being used by the Navy is the conglomeration of existing business case analysis in the literature. Although this business case information is useful, there is still a need for collecting and analyzing the Navy business case. To develop the Navy specific business case, NAVFAC is developing program metrics to capture the status of buildings in the design and construction phase and they have started to collect whole building cost and performance data for 14 buildings (7 sustainably designed and 7 traditionally designed buildings) to capture data on their existing inventory of sustainably design buildings. Performance measurement data are being collected on water, energy, operations and maintenance, waste generation, purchasing, occupant satisfaction, and transportation. The building cost and performance data will be collected for a minimum of 12 months. Both of these data collection and analysis efforts have offered lessons learned that will be shared alongside the current Navy business case information.

    All of the major international oil companies have extensive operations in the Far East, and in most cases, these operations account for a significant part of their worldwide earnings. In the refining and marketing end of the business, near-term profitability could be hampered by problems in the Singapore refining center. An expansion of Indonesian refining capacity has reduced profits from processing arrangements, and new Saudi product exports will enter Singapore starting this year. Longer term, however, the strong economic growth in the region renders it a highly attractive area in which to operate. On the producing end, rising output will boost profits for the international oil companies in Indonesia and Malaysia. Caltex (a 50/50 joint venture between Chevron and Texaco) is one of the largest marketers in the Far East. It will not initially be affected greatly by the Singapore refinery problem, as its production from this area goes directly into its own marketing system rather than into the open market. Exxon is a medium-size marketer with especially strong positions in Japan, Malaysia and Thailand. However, the company could be vulnerable to near-term problems in Singapore. Mobil, another medium-size marketer, has a very strong position in Japan but problems in Australia. As those problems are corrected, earnings should grow over time. The Royal Dutch Shell Group is one of the largest marketers in the Far East, with good positions in Singapore, Malaysia and Australia. Shell will have difficulty adjusting to the changing conditions in Singapore, but once this is complete, downstream earnings growth should resume. British Petroleum (BP) has a smaller upstream and downstream presence than the other international oils. Estimated 1983 Far East earnings are tabulated for these five companies. 5 figures.

    The following equipment is commonly used to mix fluids: mechanical agitators, jets (pumps), shrouded axial impeller mixers (Flygt mixers), spargers, pulsed jet mixers, boiling, static mixers, falling films, liquid sprays, and thermal convection. This discussion will focus on mechanical agitators, jets, shrouded axial impeller mixers, spargers, and pulsed jet mixers, as these devices are most likely to be employed in Savannah River Site (SRS) Closure Business applications. In addressing mixing problems in the SRS Tank Farm, one must distinguish between different mixing objectives. These objectives include sludge mixing (e.g., Extended Sludge Processing), sludge retrieval (e.g., sludge transfers between tanks), heel retrieval (e.g., Tanks 18F and 19F), chemical reactions (e.g., oxalic acid neutralization) and salt dissolution. For example, one should not apply sludge mixing guidelines to heel removal applications. Mixing effectiveness is a function of both the mixing device (e.g., slurry pump, agitator, air sparger) and the properties of the material to be mixed (e.g., yield stress, viscosity, density, and particle size). The objective of this document is to provide background mixing knowledge for the SRS Closure Business Unit personnel and to provide general recommendations for mixing in SRS applications.

    This abstract provides a comprehensive plan supporting the continued development and integration of all waste operations and waste management business systems. These include existing systems such as ATMS (Automated Transportation Management System), RadCalc, RFITS (Radio Frequency Identification Transportation System) Programs as well as incorporating key components of existing government developed waste management systems and COTS (Computer Off The Shelf) applications in order to deliver a truly integrated waste tracking and management business system. Some of these existing systems to be integrated include IWTS at Idaho National Lab, WIMS at Sandia National Lab and others. The aggregation of data and consolidation into a single comprehensive business system delivers best practices in lifecycle waste management processes to be delivered across the Department of Energy facilities. This concept exists to reduce operational costs to the federal government by combining key business systems into a centralized enterprise application following the methodology that as contractors change, the tools they use to manage DOE's assets do not. IWITS is one efficient representation of a sound architecture currently supporting multiple DOE sites from a waste management solution. The integration of ATMS, RadCalc and RFITS and the concept like IWITS into a single solution for DOE contractors will result in significant savings and increased efficiencies for DOE. Building continuity and solving collective problems can only be achieved through mass collaboration, resulting in an online community that DOE contractors and subcontractors access common applications, allowing for the collection of business intelligence at an unprecedented level. This is a fundamental shift from a solely 'for profit' business model to a 'for purpose' business model. To the conventional-minded, putting values before profit is an unfamiliar and unnatural way for a contractor to operate - unless however; your objective is to build a strong, strategic alliance across the enterprise in order to execute an unprecedented change in waste management, transportation and logistical operations. The success of such an initiative can be achieved by creating a responsible framework by enabling key individuals to 'own' the sustainability of the program. This includes the strategic collaboration of responsible revolutionaries covering application developers, information owners and federal stakeholders to ensure compliance, security and risk management are 'baked' into the process and sustainability is fostered through continued innovation by both technology and application functionality. This ensures that working software can adapt to changing circumstances and is the principle measure of the success of the program. The consolidation of waste management business systems must be achieved in order to realize efficiencies in information technology portfolio management, data integrity, business intelligence and the lifecycle management of hazardous materials within the DOE enterprise architecture. By identifying best practices across the enterprise and aggregating computational and application development resources, you can provide a unified, holistic solution serviceable from a single location while being accessed from anywhere. The business impact of integrating and delivering a unified solution would reduce costs to the Department of Energy within the first year of deployment with increased savings annually. (author)

    An internal shim used to accurately measure spaces in conjunction with a standard small probe has a shim top and a chassis. The internal shim is adjustably fixed within the space to be measured using grippers that emerge from the chassis and which are controlled by an arm pivotably attached to the shim top. A standard small probe passes through the shim along guides on the chassis and measures the distance between the exterior of the chassis and the boundary. By summing the measurements on each side of the chassis and the width of the chassis, the dimension of the space can be determined to within 0.001 inches.

Our customers have more choices than they had in the past. BPA`s draft Business Plan is a direct response to this changing environment. The plan presents how we propose to adapt to the new competitive marketplace. This is a summary of the plan and some of the important issues it raises for regional discussion. The draft plan contains much more detail on all the topics mentioned here. Business Plan is BPA`s first attempt to integrate the long-term strategic plans of the various parts of the agency with a strategic financial plan. Change is evident throughout the plan--change in our operating environment, in our strategic direction, in our customer and constituent relationships, and in BPA itself as an organization.

    This study examines the impact of oil price shocks on output fluctuations of several oil-exporting economies. In most studies of business cycles, the role of oil price is ignored; the few studies that use oil price as one of the variables in the system focus on modeling oil-importing economies. The vector autoregression (VAR) technique is used to consider the cases of Norway, Nigeria, and Mexico. Both atheoretical and structural' VARs are estimated to determine the importance of oil price impulses on output variations. The study reports two types of results: variance decomposition and impulse response functions, with particular emphasis on the issues of stationarity and co-integration among the series. The empirical results suggest that shocks to oil price are important in explaining output variations. In most cases, shocks to oil price are shown to explain more than 20% of the forecast variance of output over a 40-quarter horizon.

    The Alloy Steel Business of The Timken Company won an award for the controlled thermo-mechanical processing (CTMP) project and assembled a strong international public/private partnership to execute the project. The premise of the CTMP work was to combine Timken's product understanding with its process expertise and knowledge of metallurgical and deformation fundamentals developed during the project to build a predictive process design capability. The CTMP effort succeeded in delivering a pc-based capability in the tube optimization model, with a virtual pilot plant (VPP) feature to represent the desired tube making process to predict the resultant microstructure tailored for the desired application. Additional tasks included a system for direct, online measurement of grain size and demonstration of application of CTMP via robotically enhanced manufacturing.

    This report shows the benefits small businesses can realize by instituting cost-effective pollution prevention improvements. It is a series of pollution prevention assessments that were conducted at small businesses in Richland, Washington. It describes a technology transfer test of US Department of Energy (USDOE) pollution prevention methods to small businesses through eleven pollution prevention assessments conducted at small businesses in the city of Richland. The assessment method tested was first developed at the USDOE Hanford Site, located in Richland, Washington. Two pilot studies were initially conducted to determine the usefulness of the assessment method for small businesses. Then, four additional pollution prevention assessments were conducted using a refined process. In order to determine the assessment method`s usefulness by different practitioners, a number of the assessments contained in this report were conducted by the undergraduate and graduate students at Washington State University at Tri-Cities as part of their class projects. These students were trained in the pollution prevention assessment process by the author of this report and conducted five small business assessments using the same methods and materials as in the remainder of the study.

    In recent years Business Intelligence (BI) systems have consistently been rated as one of the highest priorities of Information Systems (IS) and business leaders. BI allows firms to apply information for supporting their processes and decisions by combining its capabilities in both of organizational and technical issues. Many of companies are being spent a significant portion of its IT budgets on business intelligence and related technology. Evaluation of BI readiness is vital because it serves two important goals. First, it shows gaps areas where company is not ready to proceed with its BI efforts. By identifying BI readiness gaps, we can avoid wasting time and resources. Second, the evaluation guides us what we need to close the gaps and implement BI with a high probability of success.     Performance advantages of the new digital technologies are widely acknowledged, but it has proven difficult for utilities to derive business cases for justifying investment in these new capabilities. Lack of a business case is often cited by utilities as a barrier to pursuing wide-scale application of digital technologies to nuclear plant work activities. The decision to move forward with funding usually hinges on demonstrating actual cost reductions that can be credited to budgets and thereby truly reduce O&M or capital costs. Technology enhancements, while enhancing work methods and making work more efficient, often fail to eliminate workload such that it changes overall staffing and material cost requirements. It is critical to demonstrate cost reductions or impacts on non-cost performance objectives in order for the business case to justify investment by nuclear operators. This Business Case Methodology approaches building a business case for a particular technology or suite of technologies by detailing how they impact an operator in one or more of the three following areas: Labor Costs, Non-Labor Costs, and Key Performance Indicators (KPIs). Key to those impacts will be identifying where the savings are 揾arvestable, meaning they result in an actual reduction in headcount and/or cost. The report consists of a Digital Technology Business Case Methodology Guide and an accompanying spreadsheet workbook that will enable the user to develop a business case.

Data is provided on their financial structures, program participation, marketing efforts, and staff training.
