Occidental Refineries Ltd., an Occidental Petroleum Corp. subsidiary, plans to spend about $500,000 to build a 60,000 bbl/day hydrocracker on Canvey Island near London to produce aviation fuel, naphtha, and gasoline. Occidental hopes to deflect criticism by environmentalists, concerned about the concentration of petroleum facilities in the area, by installing a minimum amount of LPG storage and not using hydrogen sulfide on the site. During the 1970's, Occidental had prepared the site for the construction of a 125,000 bbl/day refinery, plans for which were scrapped after the demand for product compounds decreased. Occidental Chemical Co., another Occidental Petroleum subsidiary, plans to spend about $500,000 to build a 300,000 ton/yr ethylene plant at Peterhead, Scotl. The cracker would take part of the output from the de-ethanizer at the St. Fergus terminal for the proposed U.K. gas-gathering pipeline. Both projects would require about 3-4 yr to complete. Esso Chemical Ltd. will build a 550,000 ton/yr ethylene plant near the Mossmoran gas liquids plant in Fife, Scotl.

The major activities at OOSI's Logan Wash site during the quarter were: mining the voids at all levels for Retorts 7 and 8; blasthole drilling; tracer testing MR4; conducting the start-up and burner tests on MR3; continuing the surface facility construction; and conducting Retorts 7 and 8 related Rock Fragmentation tests. Environmental monitoring continued during the quarter, and the data and analyses are discussed. Sandia National Laboratory and Laramie Energy Technology Center (LETC) personnel were active in the DOE support of the MR3 burner and start-up tests. In the last section of this report the final oil inventory for Retort 6 production is detailed. The total oil produced by Retort 6 was 55,696 barrels.

Occidential Oil Shale, Inc. (OOSI) recently completed the demonstration of mining, rubblization, ignition, and simulataneous processing of two commericalized modified in situ (MIS) retorts at the Logas Wash facility near DeBeque, Colorado. Upon completion of Retort 6 in 1978, Occidential began incorporating all of the knowledge previously acquired in an effort to design two more commercial-sized MIS retorts. Any commercial venture of the future would require the ability to operate simultaneously more than one retort. Thus, Retorts 7 and 8 were developed during 1980 and 1981 through joint funding of the DOE and OOSI in Phase II. Rubblization of the retorts produced an average rubble void of 18.5% in the low grade shale (17 gallons per ton) at the Logan Wash site. After rubblization, bulkheads were constructed, inlet and offgas pipes were installed and connected to surface processing facilities and liquid product handling systems were connected to the retorts. Extensive instrumentation was installed in cooperation with Sandia National Laboratories for monitoring the complete operation of the retorts. After pre-ignition testing, Retort 8 was ignited in December of 1981 and Retort 7 was ignited in January of 1982. The retorts were operated without interruption from ignition until mid- November of 1982 at which time inlet gas injection was terminated and water quenching was begun. Total product yield from the two retorts was approximately 200,000 barrels of oil, or 70% of the Fischer Assay oil-in-place in the rubblized rock in the two retrots. Water quenching studies were conducted over a period of several months, with the objective of determining the rate of heat extraction from the retorts as well as determining the quantity and quality of offgas and water coming out from the quenching process. Data from these studies are also included in this Summary Report. 62 figs., 18 tabs.

Vinyl chloride gas must be removed from operating vessels in a polymerization process at Occidental Chemical, Addis, LA. If left intact, the gases can polymerize and form deposits. Considered for this function were reciprocating and liquid ring type compressors. They were rejected, however, because of anticipated high valve maintenance and energy consumption. Since high reliability and leak-free performance are essential, two double-mechanical-sealed, positive displacement blowers were installed with water injection in 1980. The blowers are designed for those special applications where gas leak tightness is required or where continuous, high-pressure or vacuum, single-stage or two-stage is needed. The lobe-type blowers were selected by Occidental because they were considered to be best suited for the low-pressure differential operation. All internal surfaces are specially cleaned to reduce contamination and may be operated with non-hydrocarbon lubricants. A back-up seal on the drive shaft provides protection against leakage of process gas to the atmosphere. Maintenance and energy savings are estimated at $20,000/yr. The blowers were used with the water injection technique because previous experience vinyl chloride monomer indicated that there were major deposits inside the compressors and ring units. The blowers have provided contaminant-free (oil-free) monomer, and the water injection has prevented the polymerization material from sticking to the surfaces of the blowers. This has ensured practically trouble-free operation, and has greatly reduced maintenance and operation downtime, significantly reducing cost.

Catalytic hydroprocessed shale oil jet fuels in the USA were characterized and compared with petroleum jet fuel to demonstrate their possibility as a conventional jet fuel substitute. The shale oils (Geokinetics, Occidental, Paraho and Tosco II) were hydrotreated in a 0.0508m ID by K1.524m long reactor containing Ni/Mo/Al/sub 2/O/sub 3/ catalyst. The fractionated hydrogenated shale oils at jet fuel ranges (120-300/degree/C) were analyzed for composition and physical properties. The increasing hydroprocessing severity proportionally decreased nitrogen, sulfur, olefins, aromatics and increased hydrogen content. The nitrogen content was considerable higher even at high severity conditions. Sulfur and olefin contents were lower at all severities. The heat of combustion and the physical properties, except the freezing point, were comparable to petroleum jet fuels. The yields of jet fuels increased proportionally to increased severity. The study showed that high severity hydroprocessing gave better performance in processing shale oils to jet fuels.

Environmental research on a modified in situ oil shale task process. Progress report

This report summarizes the progress of the US Department of Energy's Oil Shale Task Force in its research program at the Occidental Oil Shale, Inc. facility at Logan Wash, Colorado. More specifically, the Task Force obtained samples from Retort 3E and Retort 6 and submitted these samples to a variety of analyses. The samples collected included: crude oil (Retort 6); light oil (Retort 6); product water (Retort 6); boiler blowdown (Retort 6); makeup water (Retort 6); mine sump water; groundwater; water from Retorts 1 through 5; retort gas (Retort 6); mine air; mine dust; and spent shale core (Retort 3E). The locations of the sampling points and methods used for collection and storage are discussed in Chapter 2 (Characterization). These samples were then distributed to the various laboratories and universities participating in the Task Force. For convenience in organizing the data, it is useful to group the work into three categories: Characterization, Leaching, and Health Effects. While many samples still have not been analyzed and much of the data remains to be interpreted, there are some preliminary conclusions the Task Force feels will be helpful in defining future needs and establishing priorities. It is important to note that drilling agents other than water were used in the recovery of the core from Retort 3E. These agents have been analyzed (see Table 12 in Chapter 2) for several constituents of interest. As a result some of the analyses of this core sample and leachates must be considered tentative.

Comparative analysis of polycyclic aromatic sulfur heterocycles isolated from four shale oils. [Polycyclic aromatic sulfur heterocycles; thiophenes

This report describes the isolation of sulfur heterocycle fractions from four shale oils (Paraho, Geokinetics, Occidental, and Rio Blanco), the use of capillary column gas chromatography and mass spectrometry for the identification of individual mixture components, and a reverse (Ames) and forward mutation assay with Salmonella typhimurium to screen for possible health hazards. The major components of the Polycyclic Aromatic Sulfur Heterocycles (PASH) fractions for all four shale oils were found to be two- to three-ringed parent and alkylated thiophene compounds. In all cases the PASH fractions showed no more specific mutagenic response than the neutral PAC fractions from which they were isolated. The only mutagenic response which was detected in the PASH fractions was for the Rio Blanco shale oil and showed specific mutagenic response similar to the neutral PAC fraction from which it was isolated. Finally, the forward mutation 8-azaguanine test was apparently more sensitive than the Ames histidine reversion test in detecting mutagenic activity for the chemical fractions from the shale oils.

Imperial County geothermal development semi-annual report, October 1, 1980-March 31, 1981

The current geothermal progress in Imperial County is reported. Three areas are reported: Geothermal Administration, Geothermal Planning, and other Geothermal Activities. Geothermal Administration addresses the status of the Imperial Valley Environmental Project (IVEP) transfer, update of the Geothermal Resource Center, and findings of Geothermal field inspections. In addition, the cooperative efforts between industry and the County; Master EIR for the Salton Sea KGRA and the resurveying of the subsidence detection network are covered. Geothermal Planning addresses a Board of Supervisor action on the Union Oil Geothermal Production Permit for 16 wells in the Salton Sea KGRA and a permit for Southern California Edison 10 megawatts power plant in the Salton Sea KGRA. Planning Commission action covers: Amendment of Magma Power's 49 megawatts Geothermal Production Permit to 28 megawatt power plant and relocation of the plant and wells within the Salton Sea KGRA; Exploration permit to Occidental Geothermal for four exploratory wells in East Brawley; Geothermal Production Permit to Southern California Edison to operate a 10 megawatt power plant in the Salton Sea KGRA; and Geothermal production permit to Union Oil for 16 production-injection wells in the Salton Sea KGRA. Lastly, EIR exemptions to CEQA were granted to Chevron for 70 shallow temperature observation holes and Union for fifteen. Other Geothermal Activity addresses the County Direct Heat Development study; the solicitation for district heating and cooling proposals; the new Geothermal Class II-1 disposal site; the DOE Region IX meeting in Tucson; and USGA designating a new KGRA, the East Brawley KGRA, the Westmorland KGRA, and revising the southern border of the Salton Sea KGRA.

Methane recovery from coalbeds project. Monthly progress report

Progress made on the Methane Recovery from Coalbeds Project (MRCP) is reported in the Raton Mesa Coal Region. The Uinta and Warrior basin reports have been reviewed and will be published and delivered in early December. A cooperative core test with R and P Coal Company on a well in Indiana County, Pennsylvania, was negotiated. In a cooperative effort with the USGS Coal Branch on three wells in the Wind River Basin, desorption of coal samples showed little or no gas. Completed field testing at the Dugan Petroleum well in the San Juan Basin. Coal samples showed minimal gas. Initial desorption of coal samples suggests that at least a moderate amount of gas was obtained from the Coors well test in the Piceance Basin. Field work for the Piceance Basin Detailed Site Investigation was completed. In the Occidental Research Corporation (ORC) project, a higher capacity vacuum pump to increase CH/sub 4/ venting operations has been installed. Drilling of Oxy No. 12 experienced delays caused by mine gas-offs and was eventually terminated at 460 ft after an attempt to drill through a roll which produced a severe dog leg and severely damaged the drill pipe. ORC moved the second drill rig and equipment to a new location in the same panel as Oxy No. 12 and set the stand pipe for Oxy No. 13. Drill rig No. 1 has been moved east of the longwall mining area in anticipation of drilling cross-panel on 500 foot intervals. Waynesburg College project, Equitable Gas Company has received the contract from Waynesburg College and has applied to the Pennsylvania Public Utilities Commission for a new tariff rate. Waynesburg College has identified a contractor to make the piping connections to the gas line after Equitable establishes their meter and valve requirements.

High efficiency shale oil recovery. Fourth quarterly report, October 1, 1992--December 31, 1992

The overall project objective is to demonstrate the high efficiency of the Adams Counter-Current shale oil recovery process. The efficiency will first be demonstrated on a small scale, in the current phase, after which the demonstration will be extended to the operation of a small pilot plant. Thus the immediate project objective is to obtain data on oil shale retorting operations in a small batch rotary kiln that will be representative of operations in the proposed continuous process pilot plant. Although an oil shale batch sample is sealed in the batch kiln from the start until the end of the run, the process conditions for the batch are the same as the conditions that an element of oil shale would encounter in a continuous process kiln. Similar chemical and physical (heating, mixing) conditions exist in both systems. The two most important data objectives in this phase of the project are to demonstrate (1) that the heat recovery projected for this project is reasonable and (2) that an oil shale kiln will run well and not plug up due to sticking and agglomeration. The following was completed and is reported on this quarter: (1) A software routine was written to eliminate intermittently inaccurate temperature readings. (2) We completed the quartz sand calibration runs, resolving calibration questions from the 3rd quarter. (3) We also made low temperature retorting runs to identify the need for certain kiln modifications and kiln modifications were completed. (4) Heat Conductance data on two Pyrolysis runs were completed on two samples of Occidental oil shale.

Los Alamos environmental activities/oil shale effluents

The objectives of this research are to determine the nature, magnitude, and time dependence of the major and trace element releases as functions of the raw shale mineralogy, retorting conditions, and spent shale mineral assemblages. These experimental studies will focus on retorting variable regimes characteristic of most retorting processes. As an adjunct objective, the relation of laboratory results to those obtained from both bench-scale and pilot-scale retorts, when both have been operated under similar retorting conditions, will be defined. The goal is to develop a predictive capability for spent shale chemistry as a function of the raw material feedstock and process parameters. Key accomplishments follow: completed an overview of health, environmental effects, and potential ''show stoppers'' in oil shale development; elucidated the importance of both raw material and process in the identity and behavior of spent shale wastes (Occidental raw and spent shales from the Logan Wash site); completed a balanced factorial design experiment to investigate the influence of shale type, temperature, and atmosphere on spent shale behavior; compared the behavior of spent shales from laboratory experiments with shales generated from MIS retorting by OOSI at Logan Wash, Colorado; completed a study of the partitioning of minerals, inorganics, and organics as a function of particle size in a raw shale from Anvil Points, Colorado; evaluated the application of the Los Alamos nuclear microprobe to the characterization of trace element residences in shale materials; established the use of chemometrics as a major tool for evaluating large data bases in oil shale research and for relating field and laboratory results; conceptualized and evaluated experimentally a multistaged leaching control for abandonment of underground retorts; and coordinated activities with other DOE laboratories, industry laboratories, and universities. 13 refs., 1 fig., 2 tabs.

Improving low temperature properties of synthetic diesel fuels derived from oil shale. Alternative fuels utilization program

The ability of additives to improve the cold flow properties of shale oil derived fuels boiling in the diesel fuel range was evaluated. Because a commercial shale oil industry did not exist to provide actual samples of finished fuels, a representative range of hydroprocessed shale oil fractions was prepared for use in the additive testing work. Crude oil shale from Occidental Shale Company was fractionated to give three liquids in the diesel fuel boiling range. The initial boiling point in each case was 325/sup 0/F (163/sup 0/C). The final boiling points were 640/sup 0/F (338/sup 0/C), 670/sup 0/F (354/sup 0/C) and 700/sup 0/F (371/sup 0/F). Each fraction was hydrotreated to three different severities (800, 1200 and 1500 psi total pressure) over a Shell 324 nickel molybdate on alumina catalyst at 710 to 750/sup 0/F to afford 9 different model fuels. A variety of commercial and experimental additives were evaluated as cold flow improvers in the model fuels at treat levels of 0.04 to 0.4 wt %. Both the standard pour point test (ASTM D97) and a more severe low temperature flow test (LTFT) were employed. Reductions in pour points of up to 70/sup 0/F and improvements in LTFT temperatures up to 16/sup 0/F were achieved. It is concluded that flow improver additives can play an important role in improving the cold flow properties of future synthetic fuels of the diesel type derived from oil shale.
