    The purpose of this NUREG is to present technical information that should be useful to NRC licensees in designing interior intrusion detection systems. Interior intrusion sensors are discussed according to their primary application: boundary-penetration detection, volumetric detection, and point protection. Information necessary for implementation of an effective interior intrusion detection system is presented, including principles of operation, performance characteristics and guidelines for design, procurement, installation, testing, and maintenance.     The present work discusses nuclear energy generation in the solar interior, solar neutrino experiments, solar premain-sequence evolution, the computation of standard solar models, radiative-zone mixing, solar element separation by atomic diffusion, the observation and theory of solar oscillations, the solar internal rotation and magnetism implications of oscillations, solar gravity modes, and solar oscillation-mode excitation. Also discussed are the solar spectrum, the role of the solar photosphere and a radiative boundary, high spatial-resolution techniques for solar study, high-resolution observations of the solar granulation, large-scale velocity fields, the solar activity cycle, the magnetic fields of active regions and sunspots, the physics of flux tubes and filigrees, the heating of the solar chromosphere, the fine structure of the solar transition region, coronal activity, the coronal origins of the solar winds, and postmain sequence solar evolution.

    The environmental justice movement has come a long way since its birth a decade ago in rural and mostly African American Warren County, North Carolina. The selection of Warren County for a PCB landfill, they brought national attention to waste facility siting inequities and galvanized African American church and civil rights leaders` support for environmental justice. The demonstrations also put {open_quotes}environmental racism{close_quotes} on the map and challenged the myth that African Americans are not concerned about or involved in environmental issues. Grassroots groups, after decades of struggle, have grown to become the core of the multi-issue, multiracial, and multi-regional environmental justice movement. Diverse community-based groups have begun to organize and link their struggles to issues of civil and human rights, land rights and sovereignty, cultural survival , racial and social justice, and sustainable development. The impetus for getting environmental justice on the nations`s agenda has come from an alliance of grassroots activists, civil rights leaders, and a few academicians who questioned the foundation of the current environmental protection paradigm--where communities of color receive unequal protection. Whether urban ghettos and barrios, rural {open_quotes}poverty pockets,{close_quotes} Native American reservations, or communities in the Third World, grassroots groups are demanding an end to unjust and nonsustainable environmental and development policies.

    NASA's exoplanet mission is the world's premier instrument for the discovery and study of planets orbiting distant stars. As the nominal mission comes to a close, Kepler has discovered nearly 2500 planet candidates, confirmed dozens of multi-planet systems, provided important insights into the orbital architectures of planetary systems, identified specific systems that challenge theories of planet formation and dynamical evolution, has revolutionized our understanding of stellar interiors, and is gearing to measure the frequency of Earth-like planets in the habitable zones of Sun-like stars in its extended mission phase. I present the most recent results from the Kepler mission.

    An ultrasonic cleaning method for cleaning the interior surfaces of tubes. The method uses an ultrasonic generator and reflector each coupled to opposing ends of the open-ended, fluid-filled tube. Fluid-tight couplings seal the reflector and generator to the tube, preventing leakage of fluid from the interior of the tube. The reflector and generator are operatively connected to actuators, whereby the distance between them can be varied. When the distance is changed, the frequency of the sound waves is simultaneously adjusted to maintain the resonant frequency of the tube so that a standing wave is formed in the tube, the nodes of which are moved axially to cause cavitation along the length of the tube. Cavitation maximizes mechanical disruption and agitation of the fluid, dislodging foreign material from the interior surface.

    Apparatus and method for inspecting the interior surfaces of devices such as vessels having a single entry port. Laser energy is launched into the vessel, and the light reflected from the interior surfaces is interfered with reference laser energy to produce an interference pattern. This interference pattern is analyzed to reveal information about the condition of the interior surfaces of the device inspected.

    This book is a collection of nine essays originally presented at a conference entitled {open_quotes}Justice and the Human Genome{close_quotes} held in Chicago in late 1991. The goal of the articles in this collection is to explore questions of justice raised by developments in genomic research and by applications of genetic knowledge and technology. The Human Genome Project (HGP) is used as a starting point for exploring these questions, but, as Marc Lappe recognizes, the database generated by HGP research will have implications far beyond the medical applications frequently used to justify this research effort. Thus, the book`s contributors consider questions of justice in relation to screening and testing for various predispositions, conditions, and diseases and gene therapy but also examine testing for other characteristics, forensic uses of genetic information, issues associated with DNA banks, and (hypothetical) genetic enhancement possibilities.

    Evaluations of environmental justice for government actions concerned with the transportation of hazardous materials over cross country routes presents a significant challenge in spatial data analysis. The sheer volume of data required for accurate identification of minority and low-income populations along the routes and at the endpoints can be formidable. Managing and integrating large volumes of information with state-of-the-art tools is essential in the analysis of environmental justice and equity concerns surrounding transportation of hazardous materials. This paper discusses the role and limitations of geographical information systems in the analysis and visualization of populations potentially affected by the transportation of hazardous materials over transcontinental ground and water routes. Case studies are used to demonstrate the types of data and analyses needed for evaluations of environmental justice for cross country routes and end points. Inherent capabilities and limitations in spatial resolution are evaluated for environmental assessments in which potentially affected areas are quantified based on the physical characteristics of the hazardous cargo.

    Advances in stellar interior modeling are being driven by new data from large-scale surveys and high-precision photometric and spectroscopic observations. Here we focus on single stars in normal evolutionary phases; we will not discuss the many advances in modeling star formation, interacting binaries, supernovae, or neutron stars. We review briefly: (1) updates to input physics of stellar models; (2) progress in two and three-dimensional evolution and hydrodynamic models; (3) insights from oscillation data used to infer stellar interior structure and validate model predictions (asteroseismology). We close by highlighting a few outstanding problems, e.g., the driving mechanisms for hybrid {gamma} Dor/{delta} Sct star pulsations, the cause of giant eruptions seen in luminous blue variables such as {eta} Car and P Cyg, and the solar abundance problem.

    The criminal justice projects at SNL include three projects for the National Institute of Justice (smart gun, restraining foam, aqueous foam, corrections perimeter), a Southwest Border study, and one involving corrections agencies.     An overview is presented of the NASA Lewis Research Center Free-Piston Stirling Space Power Converter Technology Program. This work is being conducted under NASA`s Civil Space Technology Initiative. The goal of the CSTI High Capacity Power Element is to develop the technology base needed to meet the long duration, high capacity power requirements for future NASA space initiatives. Efforts are focused upon increasing system power output and system thermal and electric energy conversion efficiency at least fivefold over current SP-100 technology, and on achieving systems that are compatible with space nuclear reactors. This paper will discuss Stirling experience in Space Power Converters. Fabrication is nearly completed for the 1050 K Component Test Power Converter (CTPC); results of motoring tests of the cold end (525 K), are presented. The success of these and future designs is dependent upon supporting research and technology efforts including heat pipes, bearings, superalloy joining technologies, high efficiency alternators, life and reliability testing and predictive methodologies.     The inference of flows of material in the interior of the Sun is a subject of major interest in helioseismology. Here, we apply techniques of full waveform inversion (FWI) to synthetic data to test flow inversions. In this idealized setup, we do not model seismic realization noise, training the focus entirely on the problem of whether a chosen supergranulation flow model can be seismically recovered. We define the misfit functional as a sum of L {sub 2} norm deviations in travel times between prediction and observation, as measured using short-distance filtered f and p {sub 1} and large-distance unfiltered p modes. FWI allows for the introduction of measurements of choice and iteratively improving the background model, while monitoring the evolution of the misfit in all desired categories. Although the misfit is seen to uniformly reduce in all categories, convergence to the true model is very slow, possibly because it is trapped in a local minimum. The primary source of error is inaccurate depth localization, which, due to density stratification, leads to wrong ratios of horizontal and vertical flow velocities ({sup c}ross talk{sup )}. In the present formulation, the lack of sufficient temporal frequency and spatial resolution makes it difficult to accurately localize flow profiles at depth. We therefore suggest that the most efficient way to discover the global minimum is to perform a probabilistic forward search, involving calculating the misfit associated with a broad range of models (generated, for instance, by a Monte Carlo algorithm) and locating the deepest minimum. Such techniques possess the added advantage of being able to quantify model uncertainty as well as realization noise (data uncertainty).

    Many paint companies have used phenylmercuric acetate as a preservative to prolong the shelf life of interior latex paint. In August 1989, acrodynia, a form of mercury poisoning, occurred in a child exposed to paint fumes in a home recently painted with a brand containing 4.7 mmol of mercury per liter (at that time the Environmental Protection Agency's recommended limit was 1.5 mmol or less per liter). To determine whether the recent use of that brand of paint containing phenylmercuric acetate was associated with elevated indoor-air and urinary mercury concentrations, we studied 74 exposed persons living in 19 homes recently painted with the brand and 28 unexposed persons living in 10 homes not recently painted with paint containing mercury. The paint samples from the homes of exposed persons contained a median of 3.8 mmol of mercury per liter, and air samples from the homes had a median mercury content of 10.0 nmol per cubic meter (range, less than 0.5 to 49.9). No mercury was detected in paint or air samples from the homes of unexposed persons. The median urinary mercury concentration was higher in the exposed persons (4.7 nmol of mercury per millimole of creatinine; range, 1.4 to 66.5) than in the unexposed persons (1.1 nmol per millimole; range, 0.02 to 3.9; P less than 0.001). Urinary mercury concentrations within the range that we found in exposed persons have been associated with symptomatic mercury poisoning. We found that potentially hazardous exposure to mercury had occurred among persons whose homes were painted with a brand of paint containing mercury at concentrations approximately 2 1/2 times the Environmental Protection Agency's recommended limit.

    The paper addresses the specific empowerment needs of communities and workers fighting for environmental justice. Thousands of people of color and poor communities throughout the United States are victimized by policies and practices of environmental racism which resulted in the disproportionate burden of exposure to environmental contamination where they live, work and play. Powerful interests who own and operate polluting industries and waste disposal facilities prey on poor, low income and non-white communities because they view them as areas of least resistance and {open_quotes}sacrifice zones.{close_quotes} Leaders and members of organizations from communities threatened or already devastated by contamination are waging determined, courageous and heroic struggles against giant corporate polluters. In many instances, the leaders and members of these grassroots environmental groups are literally sick and dying from contamination as they seek to organize for clean, safe and healthy communities. A key issue for communities and workers fighting for environmental justice is realizing true empowerment. Communities and workers must develop empowerment and capacity building skills in the areas of community and labor organizing; media relations and public education; legal advocacy; legislative and regulatory tracking; lobbying; health monitoring and health services; research; scientific technical needs (eg. air, water and soil testing); fundraising and economic sustainable development; institutional and organizational development; voter education and electoral politics; and youth and adult leadership training. When these empowerment skills are combined with a clear vision of justice for the future, communities will be able to fight cooporations armed with high-powered lawyers, lobbyists, public relations firms and bought-off politicians.

    Throughout the Department of Energy (DOE) complex are numerous facilities that handle hazardous waste solutions. Secondary containment of tank systems and their ancillary piping is a major concern for existing facilities. The Idaho Division of Environmental Quality was petitioned in 1990 for an Equivalent Device determination regarding secondary containment of waste lines embedded in interior concrete walls. The petition was granted, however it expires in 1996. To address the secondary containment issue, additional studies were undertaken. One study verified the hypothesis that an interior wall pipe leak would follow the path of least resistance through the naturally occurring void found below a rigidly supported pipe and pass into an adjacent room where detection could occur, before any significant deterioration of the concrete takes place. Other tests demonstrated that with acidic waste solutions rebar and cold joints are not an accelerated path to the environment. The results from these latest studies confirm that the subject configuration meets all the requirements of secondary containment

    The method for fabricating a metal body having a flaw of predetermined size and shape located therein comprises placing half of the metal powder required to make the metal body in the die of a press and pressing it to create a flat upper surface thereon. A piece of copper foil is cut to the size and shape of the desired interior crack and placed on the upper surface of the powder and centered in position. The remaining powder is then placed in the die to cover the copper foil. The powder is first cold pressed and removed from the press. The powder metal piece is then sintered in a furnace at a temperature above the melting point of the copper and below the melting point of the metal. It is then removed from the furnace, cooled to room temperature, and placed back in the die and pressed further. This procedure results in an interior flaw or crack. Modified forms of the method involve using a press-sinter-press-sinter cycle with the first sinter being below the melting point of the copper and the second sinter being above the melting point of the copper and below the melting point of the metal.

    Environmental Justice (EJ) concerns are now a pervasive part of environmental policy. Moreover, Federal Executive Order 12898 mandates its diffusion throughout federal government programs, and many states are developing similar programs. EJ concerns first arose in the environmental field in the context of hazardous waste facilities. Thus, hazardous waste applications provide important analytical models for EJ issues addressed in other programs, such as environmental assessment (EA). At the present time, EJ concerns are treated largely qualitatively in EAs and environmental impact statements (EISs) in sections dealing with neighborhood and community character or socioeconomics. The manner in which EJ issues are examined in EISs is described using examples from recent EISs, and an approach to quantifying EJ in terms of demographic patterns is presented using techniques previously applied by the author to hazardous waste sites (primarily sites on the National Priorities List under the Superfund program). Various geographic levels and demographic parameters are discussed and compared. A key point is the manner in which the choice of a comparison area influences conclusions about a particular area. these methods are critical in addressing such issues as whether proposed projects are being located in areas with relatively greater proportions of {open_quotes}vulnerable{close_quotes} populations or, in the case of public service projects, how these populations are served relative to other populations by the facilities that are the subject of the assessment.

    The objective of this program is to provide an assessment of the cost structure for an interior permanent magnet ('IPM') motor which is designed to meet the 2010 FreedomCAR specification. The program is to evaluate the range of viable permanent magnet materials for an IPM motor, including sintered and bonded grades of rare earth magnets. The study considers the benefits of key processing steps, alternative magnet shapes and their assembly methods into the rotor (including magnetization), and any mechanical stress or temperature limits. The motor's costs are estimated for an annual production quantity of 200,000 units, and are broken out into such major components as magnetic raw materials, processing and manufacturing. But this is essentially a feasibility study of the motor's electromagnetic design, and is not intended to include mechanical or thermal studies as would be done to work up a selected design for production.

    Executive Order 12898 and the accompanying memorandum addressed to Federal agency heads, both issued on February 11, 1994, require NEPA processes to incorporate environmental justice. The NEPA processes affected are: (1) public involvement formats, (2) analyses of potential impacts. The Executive Order clearly indicates that research strategies and mitigation measure should be developed with the input of the populations mentioned in the Executive Order, i.e., minority and low-income populations. However, an enhanced public involvement process may not occur because the NEPA activity may have been underway before the Executive Order was issued or because the agency chooses not to change traditional public participation mechanisms. It is also possible that enhanced mechanisms may not effectively elicit involvement. In either case, analysis that considers environmental justice must proceed. These analyses could be highly data-intensive--requiring new or modified methodological approaches-- and time-intensive, particularly if the process elements of the executive order are interpreted broadly, Federal agencies and NEPA project managers already have expressed concern about the potential cost of conducting exhaustive environmental justice related analyses where they may not be warranted. Also, the time and resources required to conduct a full environmental justice analysis is counter to recent trends to streamline the NEPA process. In light of this, a process to screen for indicators of the potential for environmental justice issues has been developed. The method incorporates separate screens for human health impacts, socioeconomic impacts, and social structural impacts. Positive results of any screen indicates the need for full-scale, environmental-justice-related analysis of that category of impact. The screen is intended as a useful tool in implementing environmental justice in environmental impact statements.

    In preparation for the time-phased net zero energy requirement for new federal buildings starting in 2020, set forth in Executive Order 13514, NASA requested that the National Renewable Energy Laboratory (NREL) to develop a roadmap for NASA's compliance. NASA detailed a Statement of Work that requested information on strategic, organizational, and tactical aspects of net zero energy buildings. In response, this document presents a high-level approach to net zero energy planning, design, construction, and operations, based on NREL's first-hand experience procuring net zero energy construction, and based on NREL and other industry research on net zero energy feasibility. The strategic approach to net zero energy starts with an interpretation of the executive order language relating to net zero energy. Specifically, this roadmap defines a net zero energy acquisition process as one that sets an aggressive energy use intensity goal for the building in project planning, meets the reduced demand goal through energy efficiency strategies and technologies, then adds renewable energy in a prioritized manner, using building-associated, emission- free sources first, to offset the annual energy use required at the building; the net zero energy process extends through the life of the building, requiring a balance of energy use and production in each calendar year.

    This project includes a consortium of tribes. The tribes include Hughes (representing the consortium) Birch Creek, Huslia, and Allakaket. The project proposed by Interior Regional Housing Authority (IRHA) on behalf of the villages of Hughes, Birch Creek, Huslia and Allakaket is to develop an energy conservation program relevant to each specific community, educate tribe members and provide the tools to implement the conservation plan. The program seeks to achieve both energy savings and provide optimum energy requirements to support each tribe's mission. The energy management program will be a comprehensive program that considers all avenues for achieving energy savings, from replacing obsolete equipment, to the design and construction of energy conservation measures, the implementation of energy saving operation and maintenance procedures, the utilization of a community-wide building energy management system, and a commitment to educating the tribes on how to decrease energy consumption. With the implementation of this program and the development of an Energy Management Plan, these communities can then work to reduce the high cost of living in rural Alaska.

    A high performance, fully operational, four-quadrant control scheme is used in an interior permanent magnet synchronous machine. The machine operates smoothly with full performance in the constant-torque region as well as in the flux-weakening, constant-power region in both directions of motion. The transition between the constant-torque and constant-power regions is very smooth under all conditions of operation. Control in the constant-torque region is based on a vector or field-oriented technique, with the direct-axis aligned with the total stator flux, whereas constant-power region control is accomplished by orientation of the torque angle of the impressed square-wave voltage through the feedforward vector rotator. In a preferred embodiment, the control system employs a digital distributed microcomputer controller arrangement which relies upon various precisely estimated feedback signals, such as torque, flux, etc. The control scheme includes an outer torque control loop primarily for traction type applications, but also contemplates speed and position control loops for various industrial drives. A 70 hp drive system using a Neodymium-Iron-Boron permanent magnet machine and transistor pulse width modulating inverter has been designed and successfully tested. This control scheme also has application in controlling surface permanent magnet machines. 16 figs.

    The SP-100 Space Nuclear Power Program was established in 1983 by DOD, DOE, and NASA as a joint program to develop technology for military and civil applications. Starting in 1986, NASA has funded a technology program to maintain the momentum of promising aerospace technology advancement started during Phase I of SP-100 and to strengthen, in key areas, the changes for successful development and growth capability of space nuclear reactor power systems for a wide range of future space applications. The elements of the CSTI High Capacity Power Project include Systems Analysis, Stirling Power Conversion, Thermoelectric Power Conversion, Thermal Management, Power Management, Systems Diagnostics, Environmental Interactions, and Material/Structural Development. Technology advancement in all elements is required to provide the growth capability, high reliability and 7 to 10 year lifetime demanded for future space nuclear power systems. The overall project with develop and demonstrate the technology base required to provide a wide range of modular power systems compatible with the SP-100 reactor which facilitates operation during lunar and planetary day/night cycles as well as allowing spacecraft operation at any attitude or distance from the sun. This paper will discuss the status of test activities with the Space Power Research Engine (SPRE). Design deficiencies are gradually being corrected and the power converter is now outputting 11.5 kWe at a temperature ratio of 2 (design output is 12.5 kWe). Detail designs have been completed for the 1050 K Component Test Power Converter (CTPC). The success of these and future designs is dependent upon supporting research and technology efforts including heat pipes, gas bearings, superalloy joining technologies and high efficiency alternators. This paper also provides an update of progress in these technologies.

    Under Executive Order 12898, Federal Actions to Address Environmental Justice in Minority Populations and Low-Income Populations, the Department of Energy (DOE) and Sandia National Laboratories New Mexico (SNL) are required to identify and address, as appropriate, disproportionately high, adverse human health or environmental effects of their activities on minority and low-income populations. The National Environmental Policy Act (NEPA) also requires that environmental justice issues be identified and addressed. This presents a challenge for SNL because it is located in a culturally diverse area. Successfully addressing potential impacts is contingent upon accurately identifying them through objective analysis of demographic information. However, an effective public participation process, which is necessarily subjective, is also needed to understand the subtle nuances of diverse populations that can contribute to a potential impact, yet are not always accounted for in a strict demographic profile. Typically, there is little or no coordination between these two disparate processes. This report proposes a five-step method for reconciling these processes and uses a hypothetical case study to illustrate the method. A demographic analysis and community profile of the population within 50 miles of SNL were developed to support the environmental justice analysis process and enhance SNL`s NEPA and public involvement programs. This report focuses on developing a methodology for identifying potentially impacted populations. Environmental justice issues related to worker exposures associated with SNL activities will be addressed in a separate report.

    In support of the US Department of Energy's Stirling Engine Highway Vehicle Systems program, the NASA Lewis Stirling engine performance code was evaluated by comparing code predictions without engine-specific calibration factors to GPU-3, P-40, and RE-1000 Stirling engine test data. The error in predicting power output was /minus/11 percent for the P-40 and 12 percent for the RE-1000 at design conditions and 16 percent for the GPU-3 at near-design conditions (2000 rpm engine speed versus 3000 rpm at design). The efficiency and heat input predictions showed better agreement with engine test data than did the power predictions. Concerning all data points, the error in predicting the GPU-3 brake power was significantly larger than for the other engines and was mainly a result of inaccuracy in predicting the pressure phase angle. Analysis into this pressure phase angle prediction error suggested that improvement to the cylinder hysteresis loss model could have a significant effect on overall Stirling engine performance predictions. 13 refs., 26 figs., 3 tabs.

    A system and method for real-time monitoring of the interior of a combustor or gasifier wherein light emitted by the interior surface of a refractory wall of the combustor or gasifier is collected using an imaging fiber optic bundle having a light receiving end and a light output end. Color information in the light is captured with primary color (RGB) filters or complimentary color (GMCY) filters placed over individual pixels of color sensors disposed within a digital color camera in a BAYER mosaic layout, producing RGB signal outputs or GMCY signal outputs. The signal outputs are processed using intensity ratios of the primary color filters or the complimentary color filters, producing video images and/or thermal images of the interior of the combustor or gasifier.

    The National Aeronautics and Space Administration (NASA) is funding research to characterize Stirling machine thermodynamic losses. NASA`s primary goal is to improve Stirling design codes to support engine development for space and terrestrial power. However, much of the fundamental data is applicable to Stirling cooler and heat pump applications. The research results are reviewed. Much has been learned about oscillating-flow hydrodynamics, including laminar/turbulent transition, and tabulated data has been documented for further analysis. Now, with a better understanding of the oscillator-flow field, it is time to begin measuring the effects of oscillating flow and oscillating pressure level on heat transfer in heat exchanger flow passages and in cylinders. This critical phase of the work is just beginning.

    A series of lidar design and technology demonstration tasks in support of a CO/sub 2/ lidar program is discussed. The first of these tasks is discussed in Section VI of this report under the heading of NASA Optical Lidar Design and it consists of detailed recommendations for the layout of a CO/sub 2/ Doppler lidar incorporating then existing NASA optical components and mounts. The second phase of this work consisted of the design, development, and delivery to NASA of a novel acousto-optic laser frequency stabilization system for use with the existing NASA ring laser transmitter. The second major task in this program encompasses the design and experimental demonstration of a master oscillator-power amplifier (MOPA) laser transmitter utilizing a commercially available laser as the amplifier. The MOPA design including the low chirp master oscillator is discussed in detail. Experimental results are given for one, two and three pass amplification. The report includes operating procedures for the MOPA system.

    The U.S. Department of Energy uses the Secretary of the Interior's Standards for the Treatment of Historic Properties and its accompanying Guidelines in carrying out its historic preservation responsibilities. The Standards are a series of concepts about maintaining, repairing, and replacing historic materials, as well as designing new additions or making alterations. The Guidelines offer general design and technical recommendations to assist in applying the Standards to a specific property.
