    The Weatherization and Intergovernmental Program (WIP) integrates local needs and interests in order to promote markets for energy efficiency (EE) and renewable energy (RE). Its activities are integrative across disparate technologies and market boundaries. In order to analyze the historical performance and forward-looking potential of this broad program, this report assesses market developments and outlooks at the following aggregated levels: states, cities and communities, Indian tribes, and low-income residential efficiency. The analytical goals of the report are to: identify market drivers for EE and RE, paying attention to subsidies, taxes, targets and mandates, environmental policy, energy security, and economic development; assess efficacy of existing policies; discuss challenges and barriers; evaluate high-impact measures for overcoming challenges and barriers; and forecast future market trends.

    The State Energy Program provides financial assistance to States, enabling State governments to target their own high priority energy needs and expand clean energy choices for their citizens and businesses. With these funds and the resources leveraged by them, the State and Territory Energy Offices develop and manage a variety of programs designed to increase energy efficiency, reduce energy use and costs, develop alternative energy and renewable energy sources, promote environmentally conscious economic development and reduce reliance on oil produced outside of the United States.

    SUMMARY: This policy flash transmits new guidance on Congressional and intergovernmental notifications issued by the Deputy Secretary of Energy on behalf of the HQ Office of Congressional and Intergovernmental Affairs. Acquisition personnel should use this guidance, in conjunction with other policy, when determining whether a contract or financial assistance action should be reported. Supplementary guidance for acquisition personnel for Congressional notifications is contained in the latest related chapters of the DOE Acquisition Guide and DOE Guide to Financial Assistance (attached).   6. Intergovernmental Advanced Stationary PEM Fuel Cell System Demonstration Final Report

    A program to complete the design, construction and demonstration of a PEMFC system fuelled by Ethanol, LPG or NG for telecom applications was initiated in October 2007. Early in the program the economics for Ethanol were shown to be unfeasible and permission was given by DOE to focus on LPG only. The design and construction of a prototype unit was completed in Jun 2009 using commercially available PEM FC stack from Ballard Power Systems. During the course of testing, the high pressure drop of the stack was shown to be problematic in terms of control and stability of the reformer. Also, due to the power requirements for air compression the overall efficiency of the system was shown to be lower than a similar system using internally developed low pressure drop FC stack. In Q3 2009, the decision was made to change to the Plug power stack and a second prototype was built and tested. Overall net efficiency was shown to be 31.5% at 3 kW output. Total output of the system is 6 kW. Using the new stack hardware, material cost reduction of 63% was achieved over the previous Alpha design. During a November 2009 review meeting Plug Power proposed and was granted permission, to demonstrate the new, commercial version of Plug Power's telecom system at CERL. As this product was also being tested as part of a DOE Topic 7A program, this part of the program was transferred to the Topic 7A program. In Q32008, the scope of work of this program was expanded to include a National Grid demonstration project of a micro-CHP system using hightemperature PEM technology. The Gensys Blue system was cleared for unattended operation, grid connection, and power generation in Aug 2009 at Union College in NY state. The system continues to operate providing power and heat to Beuth House. The system is being continually evaluated and improvements to hardware and controls will be implemented as more is learned about the system's operation. The program is instrumental in improving the efficiency and reducing costs of PEMFC based power systems using LPG fuel and continues to makes steps towards meeting DOE's targets. Plug Power would like to thank DOE for their support of this program.

    The U.S. Department of Energy (DOE) Energy Efficiency and Renewable Energy (EERE) Weatherization and Intergovernmental Programs Office (WIPO) launched the Weatherization Innovation Pilot Program (WIPP) to accelerate innovations in whole-house weatherization and advance DOE's goal of increasing the energy efficiency and health and safety of low-income residences without the utilization of additional taxpayer funding. Sixteen WIPP grantees were awarded a total of $30 million in Weatherization Assistance Program (WAP) funds in September 2010. These projects focused on: including nontraditional partners in weatherization service delivery; leveraging significant non-federal funding; and improving the effectiveness of low-income weatherization through the use of new materials, technologies, behavior-change models, and processes.

    The Phoenix, Arizona, Roundtable on Tribal Energy Policy convened at 8:30 a.m., Tuesday, April 5th, at the downtown Phoenix Hyatt. The meeting was hosted by the Department of Energy (DOE) Office of Indian Energy Policy and Programs (DOE Office of Indian Energy) and facilitated by the Udall Foundation’s U.S. Institute for Environmental Conflict Resolution (U.S. Institute). Approximately thirty-eight people attended the meeting, including representatives of ten different tribes, as well as representatives of the Colorado Indian Tribes, the All Indian Pueblo Council and the Inter-Tribal Council of Arizona. Interested state, federal, university, NGO and industry representatives also were present. A full list of attendees is at the end of this summary.     The following is a synopsis of the major achievements attributed to the operation of the Weatherization Assistance Program Technical Assistance Center (WAPTAC) by the National Association for State Community Services Programs (NASCSP). During the past five years, the WAPTAC has developed into the premier source for information related to operating the Weatherization Assistance Program (WAP) at the state and local levels. The services provide through WAPTAC include both virtual technical support as well as hands-on training and instruction in classroom and in the field. The WAPTAC achieved several important milestones during its operation including the establishment of a national Weatherization Day now celebrated in most states, the implementation of a comprehensive Public Information Campaign (PIC) to raise the awareness of the Program among policy makers and the public, the training of more than 150 new state managers and staff as they assume their duties in state offices around the country, and the creation and support of a major virtual information source on the Internet being accessed by thousands of staff each month. The Weatherization Assistance Program Technical Assistance Center serves the Department of Energy's (DOE) Office of Weatherization and Intergovernmental Program as a valuable training and technical assistance resource for the network of 54 direct state grantees (50 states, District of Columbia and three Native American tribes) and the network of 900 local subgrantees (comprised of community action agencies, units of local government, and other non-profit organizations). The services provided through WAPTAC focus on standardizing and improving the daily management of the WAP. Staff continually identify policies changes and best practices to help the network improve its effectiveness and enhance the benefits of the Program for the customers who receive service and the federal and private investors. The operations of WAPTAC are separated into six distinct areas: (1) Orientation for New WAP State Directors and Staff; (2) Pollution Occurrence Insurance Project; (3) Public Information Campaign; (4) State Management Training Project; (5) System for Integrating and Reviewing Technologies and Techniques; and (6) WAPTAC Services.

    A hearing on S.765 focused on water quality and the effect of construction and development on water supply and quality of the area. A congressional task force will address the implications of economic development and such water-related issues as transportation and pollutants. The Bill corrects the current fragmented management of this major resource by placing responsibility for environmental quality on the Environmental Protection Agency and for research on the National Oceanic and Atmospheric Administration. It also provides a mechanism for coordinating agency activities and programs for surveillance and monitoring, the exchange of research information, a five-year pilot program to demonstrate the removal of toxic materials from lake bottoms, and a five-year pilot program that will lesson the loading of nutrients in the lakes. The witnesses represented affected agencies and states, environmental groups, and research groups. The text of S.765 follows the testimony of the 10 witnesses.

    The Earth’s surface temperature is determined by the balance between incoming solar radiation and thermal (or infrared) radiation emitted by the Earth back to space. Changes in atmospheric composition, including greenhouse gases, clouds, and aerosols can alter this balance and produce significant climate change. Global climate models (GCMs) are the primary tool for quantifying future climate change; however, there remain significant uncertainties in the GCM treatment of clouds, aerosol, and their effects on the Earth’s energy balance. The 2007 assessment (AR4) by the Intergovernmental Panel on Climate Change (IPCC) reports a substantial range among GCMs in climate sensitivity to greenhouse gas emissions. The largest contributor to this range lies in how different models handle changes in the way clouds absorb or reflect radiative energy in a changing climate (Solomon et al. 2007). In 1989, the U.S. Department of Energy (DOE) Office of Science created the Atmospheric Radiation Measurement (ARM) Program within the Office of Biological and Environmental Research (BER) to address scientific uncertainties related to global climate change, with a specific focus on the crucial role of clouds and their influence on the transfer of radiation in the atmosphere. To address this problem, BER has adopted a unique two-pronged approach: * The ARM Climate Research Facility (ACRF), a scientific user facility for obtaining long-term measurements of radiative fluxes, cloud and aerosol properties, and related atmospheric characteristics in diverse climate regimes. * The ARM Science Program, focused on the analysis of ACRF data to address climate science issues associated with clouds, aerosols, and radiation, and to improve GCMs. This report describes accomplishments of the BER ARM Program toward addressing the primary uncertainties related to climate change prediction as identified by the IPCC.

    The requirements of the Government Performance and Results Act (GPRA) of 1993 mandate the reporting of outcomes expected to result from programs of the Federal government. The U.S. Department of Energy’s (DOE’s) Office of Energy Efficiency and Renewable Energy (EERE) develops official metrics for its 11 major programs using its Office of Planning, Budget Formulation, and Analysis (OPBFA). OPBFA conducts an annual integrated modeling analysis to produce estimates of the energy, environmental, and financial benefits expected from EERE’s budget request. Two of EERE’s major programs include the Building Technologies Program (BT) and Office of Weatherization and Intergovernmental Program (WIP). Pacific Northwest National Laboratory (PNNL) supports the OPBFA effort by developing the program characterizations and other market information affecting these programs that is necessary to provide input to the EERE integrated modeling analysis. Throughout the report we refer to these programs as “buildings-related” programs, because the approach is not limited in application to BT or WIP. To adequately support OPBFA in the development of official GPRA metrics, PNNL communicates with the various activities and projects in BT and WIP to determine how best to characterize their activities planned for the upcoming budget request. PNNL then analyzes these projects to determine what the results of the characterizations would imply for energy markets, technology markets, and consumer behavior. This is accomplished by developing nonintegrated estimates of energy, environmental, and financial benefits (i.e., outcomes) of the technologies and practices expected to result from the budget request. These characterizations and nonintegrated modeling results are provided to OPBFA as inputs to the official benefits estimates developed for the Federal Budget. This report documents the approach and methodology used to estimate future energy, environmental, and financial benefits produced by technologies and practices supported by BT and by WIP. However, the approach is general enough for analysis of buildings-related technologies, independent of any specific program. An overview describes the GPRA process and the models used to estimate energy savings. The body of the document describes the algorithms used and the diffusion curve estimates.

    The Lawrence Livermore National Laboratory (LLNL) under the sponsorship of the US Nuclear Regulatory Commission (NRC) has developed this program plan for research in equipment qualification (EQA). In this report the research program which will be executed in accordance with this plan will be referred to as the Equipment Qualification Research Program (EQRP). Covered are electrical and mechanical equipment under the conditions described in the OBJECTIVE section of this report. The EQRP has two phases; Phase I is primarily to produce early results and to develop information for Phase II. Phase I will last 18 months and consists of six projects. The first project is program management. The second project is responsible for in-depth evaluation and review of EQ issues and EQ processes.     The Energy Engineering Analysis Program (EEAP) has been instrumented to reduce Army energy consumption by 20 percent by FY 1985. EEAP surveys and identifies high energy users, analyzes and applies conservation technologies, and submits a study report to the Director of Engineering and Housing. The Energy Conservation Investment Program (ECIP), which retrofits existing facilities with insulation, and monitoring systems, is the foundation of EEAP.     In this paper we explore the structure and applicability of the Distributed Measurement Calculus (DMC), an assembly language for distributed measurement-based quantum computations. We describe the formal language's syntax and semantics, both operational and denotational, and state several properties that are crucial to the practical usability of our language, such as equivalence of our semantics, as well as compositionality and context-freeness of DMC programs. We show how to put these properties to use by constructing a composite program that implements distributed controlled operations, in the knowledge that the semantics of this program does not change under the various composition operations. Our formal model is the basis of a quantum virtual machine construction for distributed quantum computations, which we elaborate upon in the latter part of this work. This virtual machine embodies the formal semantics of DMC such that programming execution no longer needs to be analysed by hand. Far from a literal translation, it requires a substantial concretisation of the formal model at the level of data structures, naming conventions and abstraction mechanisms. At the same time we provide automatisation techniques for program specification where possible to obtain an expressive and user-friendly programming environment.

    The continuing objective of the Inertial Confinement Fusion (ICF) Program is the demonstration of thermonuclear fusion ignition and energy gain in the laboratory. The underlying theme of all ICF activities as a science research and development program is the Department of Energy's (DOE's) Defense Programs (DP) science-based Stockpile Stewardship and Management (SSM) Program. The extension of current program research capabilities in the National Ignition Facility (NIF) is necessary for the ICF Program to satisfy its stewardship responsibilities. ICF resources (people and facilities) are increasingly being redirected in support of the performance, schedule, and cost goals of the NIF. One of the more important aspects of ICF research is the national nature of the program. Lawrence Livermore National Laboratory's (LLNL's) ICF Program falls within DOE's national ICF Program, which includes the Nova and Beamlet laser facilities at LLNL and the OMEGA, Nike, and Trident laser facilities at the University of Rochester (Laboratory for Laser Energetics, UR/LLE), the Naval Research Laboratory (NRL), and Los Alamos National Laboratory (LANL), respectively. The Particle Beam Fusion Accelerator (PBFA) and Saturn pulsed-power facilities are at Sandia National Laboratories (SNL). General Atomics, Inc. (GA) develops and provides many of the targets for the above experimental facilities. LLNL's ICF Program supports activities in two major interrelated areas: (1) target physics and technology (experimental, theoretical, and computational research); and (2) laser science and optics technology development. Experiments on LLNL's Nova laser primarily support ignition and weapons physics research. Experiments on LLNL's Beamlet laser support laser science and optics technology development. In addition, ICF sciences and technologies, developed as part of the DP mission goals, continue to support additional DOE objectives. These objectives are (1) to achieve diversity in energy sources through inertial fusion energy (IFE) research and (2) to maintain a competitive US economy through new development of technologies of interest for government and industrial use, including Laboratory Directed Research and Development (LDRD). This Overview is divided into sections that include Target Physics and Technology, Laser Science and Optics Technology, the National Ignition Facility, and Inertial Fusion Energy/New Technologies. These sections summarize the findings within the many articles written for refereed journals and the ICF Quarterly Report, and also discuss important results from FY 1996 that have not been covered explicitly in the articles.

    The Northeast Regional Biomass Program has been in operation for a period of nine years. During this time, state managed programs and technical programs have been conducted covering a wide range of activities primarily aim at the use and applications of wood as a fuel. These activities include: assessments of available biomass resources; surveys to determine what industries, businesses, institutions, and utility companies use wood and wood waste for fuel; and workshops, seminars, and demonstrations to provide technical assistance. In the Northeast, an estimated 6.2 million tons of wood are used in the commercial and industrial sector, where 12.5 million cords are used for residential heating annually. Of this useage, 1504.7 mw of power has been generated from biomass. The use of wood energy products has had substantial employment and income benefits in the region. Although wood and woodwaste have received primary emphasis in the regional program, the use of municipal solid waste has received increased emphasis as an energy source. The energy contribution of biomass will increase as potentia users become more familiar with existing feedstocks, technologies, and applications. The Northeast Regional Biomass Program is designed to support region-specific to overcome near-term barriers to biomass energy use.

    The management structure and program objectives for the Northeast Regional Biomass Program (NRBP) remain unchanged from previous years. Additional funding was provided by the Bonneville Power Administration Regional Biomass Program to continue the publication of articles in the Biologue. The Western Area Power Administration and the Council of Great Lakes Governors funded the project Characterization of Emissions from Burning Woodwaste''. A grant for the ninth year was received from DOE. The Northeast Regional Biomass Steering Committee selected the following four projects for funding for the next fiscal year.     This report summarizes the fiscal year (FY) 1992 progress of the subcontracted photovoltaic (PV) research and development (R D) performed under the Photovoltaic Advanced Research and Development Project at the National Renewable Energy Laboratory (NREL)-formerly the Solar Energy Research Institute (SERI). The mission of the national PV program is to develop PV technology for large-scale generation of economically competitive electric power in the United States. The technical sections of the report cover the main areas of the subcontract program: the Crystalline Materials and Advanced Concepts project, the Polycrystalline Thin Films project, Amorphous Silicon Research project, the Photovoltaic Manufacturing Technology (PVMaT) project, PV Module and System Performance and Engineering project, and the PV Analysis and Applications Development project. Technical summaries of each of the subcontracted programs provide a discussion of approaches, major accomplishments in FY 1992, and future research directions.

    Management of Nuclear Safety, Industrial Safety, Industrial Hygiene, and Fire Protection programs, functions, and field support resources for Tank Waste Remediation Systems (TWRS) has, until recently, been centralized in TWRS Safety, under the Emergency, Safety, and Quality organization. Industrial hygiene technician services were also provided to support operational needs related to safety basis compliance. Due to WHC decentralization of safety and reengineering efforts in West Tank Farms, staffing and safety responsibilities have been transferred to the facilities. Under the new structure, safety personnel for TWRS are assigned directly to East Tank Farms, West Tank Farms, and a core Safety Group in TWRS Engineering. The Characterization Project Operations (CPO) safety organization will remain in tact as it currently exists. Personnel assigned to East Tank Farms, West Tank Farms, and CPO will perform facility-specific or project-specific duties and provide field implementation of programs. Those assigned to the core group will focus on activities having a TWRS-wide or programmatic focus. Hanford-wide activities will be the responsibility of the Safety Center of Expertise. In order to ensure an effective and consistent safety program for TWRS under the new organization program functions, goals, organizational structure, roles, responsibilities, and path forward must be clearly established. The purpose of the TWRS Safety Program Plan is to define the overall safety program, responsibilities, relationships, and communication linkages for safety personnel under the new structure. In addition, issues associated with reorganization transition are addressed, including training, project ownership, records management, and dissemination of equipment. For the purpose of this document ``TWRS Safety`` refers to all safety professionals and technicians (Industrial Safety, Industrial Hygiene, Fire Protection, and Nuclear Safety) within the TWRS organization, regardless of their location in the organization.

    This Program Plan characterizes ESnet with respect to the current and future needs of Energy Research programs for network infrastructure, services, and development. In doing so, this document articulates the vision and recommendations of the ESnet Steering Committee regarding ESnet`s development and its support of computer networking facilities and associated user services. To afford the reader a perspective from which to evaluate the ever-increasing utility of networking to the Energy Research community, we have also provided a historical overview of Energy Research networking. Networking has become an integral part of the work of DOE principal investigators, and this document is intended to assist the Office of Scientific Computing in ESnet program planning and management, including prioritization and funding. In particular, we identify the new directions that ESnet`s development and implementation will take over the course of the next several years. Our basic goal is to ensure that the networking requirements of the respective scientific programs within Energy Research are addressed fairly. The proliferation of regional networks and additional network-related initiatives by other Federal agencies is changing the process by which we plan our own efforts to serve the DOE community. ESnet provides the Energy Research community with access to many other peer-level networks and to a multitude of other interconnected network facilities. ESnet`s connectivity and relationship to these other networks and facilities are also described in this document. Major Office of Energy Research programs are managed and coordinated by the Office of Basic Energy Sciences, the Office of High Energy and Nuclear Physics, the Office of Magnetic Fusion Energy, the Office of Scientific Computing, and the Office of Health and Environmental Research.     The Institute for Regulatory Science (RS) and the American Society of Mechanical Engineers (ASME) jointly estab lished a peer-review program. As the program evolved, four types of review were established. A process for stakeholder participation in peer review eetings was also developed. While a committee established by the ASME provided oversight to the peer-review process, the RSI managed the day-to-day operations of peer review panels. In addition to the reports resulting from peer review of specific projects, several documents were prepared to facilitate the review process, all of which were widely distributed.

    This is the final report of the High Burnup Effects Program (HBEP). It has been prepared to present a summary, with conclusions, of the HBEP. The HBEP was an international, group-sponsored research program managed by Battelle, Pacific Northwest Laboratories (BNW). The principal objective of the HBEP was to obtain well-characterized data related to fission gas release (FGR) for light water reactor (LWR) fuel irradiated to high burnup levels. The HBEP was organized into three tasks as follows: Task 1 -- high burnup effects evaluations; Task 2 -- fission gas sampling; and Task 3 -- parameter effects study. During the course of the HBEP, a program that extended over 10 years, 82 fuel rods from a variety of sources were characterized, irradiated, and then examined in detail after irradiation. The study of fission gas release at high burnup levels was the principal objective of the program and it may be concluded that no significant enhancement of fission gas release at high burnup levels was observed for the examined rods. The rim effect, an as yet unquantified contributor to athermal fission gas release, was concluded to be the one truly high-burnup effect. Though burnup enhancement of fission gas release was observed to be low, a full understanding of the rim region and rim effect has not yet emerged and this may be a potential area of further research. 25 refs., 23 figs., 4 tabs.

    The Heavy Duty Truck Engine Program at Cummins embodied three significant development phases. All phases of work strove to demonstrate a high level of diesel engine efficiency in the face of increasingly stringent emission requirements. Concurrently, aftertreatment system development and refinement was pursued in support of these efficiency demonstrations. The program's first phase focused on the demonstration in-vehicle of a high level of heavy duty diesel engine efficiency (45% Brake Thermal Efficiency) at a typical cruise condition while achieving composite emissions results which met the 2004 U.S. EPA legislated standards. With a combination of engine combustion calibration tuning and the development and application of Urea-based SCR and particulate aftertreatment, these demonstrations were successfully performed by Q4 of 2002. The second phase of the program directed efforts towards an in-vehicle demonstration of an engine system capable of meeting 2007 U.S. EPA legislated emissions requirements while achieving 45% Brake Thermal Efficiency at cruise conditions. Through further combustion optimization, the refinement of Cummins Cooled EGR architecture, the application of a high pressure common rail fuel system and the incorporation of optimized engine parasitics, Cummins Inc. successfully demonstrated these deliverables in Q2 of 2004. The program's final phase set a stretch goal of demonstrating 50% Brake Thermal Efficiency from a heavy duty diesel engine system capable of meeting 2010 U.S. EPA legislated emissions requirements. Cummins chose to pursue this goal through further combustion development and refinement of the Cooled EGR system architecture and also applied a Rankine cycle Waste Heat Recovery technique to convert otherwise wasted thermal energy to useful power. The engine and heat recovery system was demonstrated to achieve 50% Brake Thermal Efficiency while operating at a torque peak condition in second quarter, 2006. The 50% efficient engine system was capable of meeting 2010 emissions requirements through the application of NOx and particulate matter reduction techniques proven earlier in the program.

    Natural gas combustion turbines are rapidly becoming the primary technology of choice for generating electricity. At least half of the new generating capacity added in the US over the next twenty years will be combustion turbine systems. The Department of Energy has cosponsored with Siemens Westinghouse, a program to maintain the technology lead in gas turbine systems. The very ambitious eight year program was designed to demonstrate a highly efficient and commercially acceptable power plant, with the ability to fire a wide range of fuels. The main goal of the Advanced Turbine Systems (ATS) Program was to develop ultra-high efficiency, environmentally superior and cost effective competitive gas turbine systems for base load application in utility, independent power producer and industrial markets. Performance targets were focused on natural gas as a fuel and included: System efficiency that exceeds 60% (lower heating value basis); Less than 10 ppmv NO{sub x} emissions without the use of post combustion controls; Busbar electricity that are less than 10% of state of the art systems; Reliability-Availability-Maintainability (RAM) equivalent to current systems; Water consumption minimized to levels consistent with cost and efficiency goals; and Commercial systems by the year 2000. In a parallel effort, the program was to focus on adapting the ATS engine to coal-derived or biomass fuels. In Phase 1 of the ATS Program, preliminary investigators on different gas turbine cycles demonstrated that net plant LHV based efficiency greater than 60% was achievable. In Phase 2 the more promising cycles were evaluated in greater detail and the closed-loop steam-cooled combined cycle was selected for development because it offered the best solution with least risk for achieving the ATS Program goals for plant efficiency, emissions, cost of electricity and RAM. Phase 2 also involved conceptual ATS engine and plant design and technology developments in aerodynamics, sealing, combustion, cooling, materials, coatings and casting development. The market potential for the ATS gas turbine in the 2000-2014 timeframe was assessed for combined cycle, simple cycle and integrated gasification combined cycle, for three engine sizes. The total ATS market potential was forecasted to exceed 93 GW. Phase 3 and Phase 3 Extension involved further technology development, component testing and W501ATS engine detail design. The technology development efforts consisted of ultra low NO{sub x} combustion, catalytic combustion, sealing, heat transfer, advanced coating systems, advanced alloys, single crystal casting development and determining the effect of steam on turbine alloys. Included in this phase was full-load testing of the W501G engine at the McIntosh No. 5 site in Lakeland, Florida.

Private sector businesses were educated so as to increase their awareness of the vast amount of technologies that are available, with an initial focus on technology applications that are related to the Hydrogen, Fuel Cells and Infrastructure Technologies (Hydrogen) Program of the U.S. Department of Energy. Specifically, the project worked to increase industry awareness of the vast technology resources available to them that have been developed with taxpayer funding. NAVSEA-Carderock and the Houston Advanced Research Center teamed with Nicholls State University to catalog NAVSEA-Carderock unclassified technologies, rated the level of readiness of the technologies and established a web based catalog of the technologies. In particular, the catalog contains technology descriptions, including testing summaries and overviews of related presentations.

The small, low-power laser systems of our early days have given way to laser systems of record-breaking size and power. Now we are focusing our activities within the target physics and laser science programs to support the ignition and gain goals of the proposed glass-laser National Ignition Facility. In our laser isotope separation work, we completed the most important set of experiments in the history of the AVLIS Program in 1993, which culminated in a spectacularly successful run that met or exceeded all our objectives. We are also developing lasers and laser-related technologies for a variety of energy, commercial, and defense uses. On the horizon are transfers of important technologies for waste treatment, x-ray lithography, communications and security, optical imaging, and remote sensing, among others.

This summary is meant as a quick overview the Fusion Simulation Program's (FSP's) purpose and intentions. There are several additional documents referenced within this one and all are supplemental or flow down from this Program Plan. The overall science goal of the DOE Office of Fusion Energy Sciences (FES) Fusion Simulation Program (FSP) is to develop predictive simulation capability for magnetically confined fusion plasmas at an unprecedented level of integration and fidelity. This will directly support and enable effective U.S. participation in International Thermonuclear Experimental Reactor (ITER) research and the overall mission of delivering practical fusion energy. The FSP will address a rich set of scientific issues together with experimental programs, producing validated integrated physics results. This is very well aligned with the mission of the ITER Organization to coordinate with its members the integrated modeling and control of fusion plasmas, including benchmarking and validation activities. [1]. Initial FSP research will focus on two critical Integrated Science Application (ISA) areas: ISA1, the plasma edge; and ISA2, whole device modeling (WDM) including disruption avoidance. The first of these problems involves the narrow plasma boundary layer and its complex interactions with the plasma core and the surrounding material wall. The second requires development of a computationally tractable, but comprehensive model that describes all equilibrium and dynamic processes at a sufficient level of detail to provide useful prediction of the temporal evolution of fusion plasma experiments. The initial driver for the whole device model will be prediction and avoidance of discharge-terminating disruptions, especially at high performance, which are a critical impediment to successful operation of machines like ITER. If disruptions prove unable to be avoided, their associated dynamics and effects will be addressed in the next phase of the FSP.

    This issue of the Computer Program Newsletter updates an earlier newsletter (Number 2, September 1979) and focuses on electrical network analysis computer programs. In particular, five network analysis programs (SCEPTRE, SPICE2, NET2, CALAHAN, and EMTP) will be described. The objective of this newsletter will be to provide a very brief description of the input syntax and semantics for each program, highlight their strong and weak points, illustrate how the programs are run at Lawrence Livermore National Laboratory using the Octopus computer network, and present examples of input for each of the programs to illustrate some of the features of each program. In a sense, this newsletter can be used as a quick reference guide to the programs.

    Our nation faces significant challenges as we enter the 1990s: securing a reliable supply of competitively priced energy, improving the quality of our environment, and increasing our share of foreign markets for goods and services. The US Department of Energy's (DOE) Programs in Renewable Energy are working toward meeting these challenges by developing the technologies that make use of our nation's largest energy resource: renewable energy. The sunlight, wind biomass, flowing water, ocean energy, and geothermal energy that make up the renewable energy resource can be found throughout our nation. These resources can provide all the forms of energy our nation needs: liquid fuels, electricity, and heating and cooling. Renewable energy meets about 10% of our need for these forms of energy today, yet the potential contribution is many times greater. DOE's Programs in Renewable Energy are working side-by-side with American industry to develop the technologies that convert renewable energy resources into practical, cost-competitive energy. After a decade of progress in research, several of these technologies are poised to make large contributions during the 1990s and beyond.     The objective of the Remote Monitoring Transparency Program is to evaluate and demonstrate the use of remote monitoring technologies to advance nonproliferation and transparency efforts that are currently being developed by Russia and the US without compromising the national security of the participating parties. Under a lab-to-lab transparency contract between Sandia National Laboratories (SNL) and the Kurchatov Institute (KI RRC), the Kurchatov Institute will analyze technical and procedural aspects of the application of remote monitoring as a transparency measure to monitor inventories of direct-use HEU and plutonium (e.g., material recovered from dismantled nuclear weapons). A goal of this program is to assist a broad range of political and technical experts in learning more about remote monitoring technologies that could be used to implement nonproliferation, arms control, and other security and confidence building measures. Specifically, this program will: (1) begin integrating Russian technologies into remote monitoring systems; (2) develop remote monitoring procedures that will assist in the application of remote monitoring techniques to monitor inventories of HEU and Pu from dismantled nuclear weapons; and (3) conduct a workshop to review remote monitoring fundamentals, demonstrate an integrated US/Russian remote monitoring will have on the national security of participating countries.

    The marine research program supported by the Office of Energy Research, Ecological Research Division, is focused to provide scientific information on major environmental issues facing development and expansion of most energy technologies and energy policy. These issues include waste disposal, siting/operations, and possible long term effects on global systems. The research is concentrated along the United States coastal margins where marine waters provide abundant food and resources while assimilating discharges from atmospheric, terrestrial, and aquatic sources. The program focuses on the formation and transport of particles within the waters of the continental shelf and the fate of these particles, whether on the shelf, on the slope, or in the open ocean. The program is conducted with multidisciplinary teams of researchers who investigate water mass movements, biological productivity, and naturally forming particles, as well as contaminant transport, to develop a clear understanding of the exchanges of contaminants and other materials that take place between continental shelf and open ocean waters. Seventy-five percent of the projects are funded to university grantees and twenty-five percent to National Laboratories.

  13. World Climate Research Programme (WCRP) Coupled Model Intercomparison Project phase 3 (CMIP3): Multi-Model Dataset Archive at PCMDI (Program for Climate Model Diagnosis and Intercomparison)

    In response to a proposed activity of the WCRP's Working Group on Coupled Modelling (WGCM),PCMDI volunteered to collect model output contributed by leading modeling centers around the world. Climate model output from simulations of the past, present and future climate was collected by PCMDI mostly during the years 2005 and 2006, and this archived data constitutes phase 3 of the Coupled Model Intercomparison Project (CMIP3). In part, the WGCM organized this activity to enable those outside the major modeling centers to perform research of relevance to climate scientists preparing the Fourth Asssessment Report (AR4) of the Intergovernmental Panel on Climate Change (IPCC). The IPCC was established by the World Meteorological Organization and the United Nations Environmental Program to assess scientific information on climate change. The IPCC publishes reports that summarize the state of the science. This unprecedented collection of recent model output is officially known as the WCRP CMIP3 multi-model dataset. It is meant to serve IPCC's Working Group 1, which focuses on the physical climate system - atmosphere, land surface, ocean and sea ice - and the choice of variables archived at the PCMDI reflects this focus. A more comprehensive set of output for a given model may be available from the modeling center that produced it. As of November 2007, over 35 terabytes of data were in the archive and over 303 terabytes of data had been downloaded among the more than 1200 registered users. Over 250 journal articles, based at least in part on the dataset, have been published or have been accepted for peer-reviewed publication. Countries from which models have been gathered include Australia, Canada, China, France, Germany and Korea, Italy, Japan, Norway, Russia, Great Britain and the United States.
