    The Weatherization and Intergovernmental Program (WIP) integrates local needs and interests in order to promote markets for energy efficiency (EE) and renewable energy (RE). Its activities are integrative across disparate technologies and market boundaries. In order to analyze the historical performance and forward-looking potential of this broad program, this report assesses market developments and outlooks at the following aggregated levels: states, cities and communities, Indian tribes, and low-income residential efficiency. The analytical goals of the report are to: identify market drivers for EE and RE, paying attention to subsidies, taxes, targets and mandates, environmental policy, energy security, and economic development; assess efficacy of existing policies; discuss challenges and barriers; evaluate high-impact measures for overcoming challenges and barriers; and forecast future market trends.

    A program to complete the design, construction and demonstration of a PEMFC system fuelled by Ethanol, LPG or NG for telecom applications was initiated in October 2007. Early in the program the economics for Ethanol were shown to be unfeasible and permission was given by DOE to focus on LPG only. The design and construction of a prototype unit was completed in Jun 2009 using commercially available PEM FC stack from Ballard Power Systems. During the course of testing, the high pressure drop of the stack was shown to be problematic in terms of control and stability of the reformer. Also, due to the power requirements for air compression the overall efficiency of the system was shown to be lower than a similar system using internally developed low pressure drop FC stack. In Q3 2009, the decision was made to change to the Plug power stack and a second prototype was built and tested. Overall net efficiency was shown to be 31.5% at 3 kW output. Total output of the system is 6 kW. Using the new stack hardware, material cost reduction of 63% was achieved over the previous Alpha design. During a November 2009 review meeting Plug Power proposed and was granted permission, to demonstrate the new, commercial version of Plug Power's telecom system at CERL. As this product was also being tested as part of a DOE Topic 7A program, this part of the program was transferred to the Topic 7A program. In Q32008, the scope of work of this program was expanded to include a National Grid demonstration project of a micro-CHP system using hightemperature PEM technology. The Gensys Blue system was cleared for unattended operation, grid connection, and power generation in Aug 2009 at Union College in NY state. The system continues to operate providing power and heat to Beuth House. The system is being continually evaluated and improvements to hardware and controls will be implemented as more is learned about the system's operation. The program is instrumental in improving the efficiency and reducing costs of PEMFC based power systems using LPG fuel and continues to makes steps towards meeting DOE's targets. Plug Power would like to thank DOE for their support of this program.

    This Special Report on Managing the Risks of Extreme Events and Disasters to Advance Climate Change Adaptation (SREX) has been jointly coordinated by Working Groups I (WGI) and II (WGII) of the Intergovernmental Panel on Climate Change (IPCC). The report focuses on the relationship between climate change and extreme weather and climate events, the impacts of such events, and the strategies to manage the associated risks. This Special Report, in particular, contributes to frame the challenge of dealing with extreme weather and climate events as an issue in decision making under uncertainty, analyzing response in the context of risk management. The report consists of nine chapters, covering risk management; observed and projected changes in extreme weather and climate events; exposure and vulnerability to as well as losses resulting from such events; adaptation options from the local to the international scale; the role of sustainable development in modulating risks; and insights from specific case studies.     The U.S. Department of Energy (DOE) Energy Efficiency and Renewable Energy (EERE) Weatherization and Intergovernmental Programs Office (WIPO) launched the Weatherization Innovation Pilot Program (WIPP) to accelerate innovations in whole-house weatherization and advance DOE's goal of increasing the energy efficiency and health and safety of low-income residences without the utilization of additional taxpayer funding. Sixteen WIPP grantees were awarded a total of $30 million in Weatherization Assistance Program (WAP) funds in September 2010. These projects focused on: including nontraditional partners in weatherization service delivery; leveraging significant non-federal funding; and improving the effectiveness of low-income weatherization through the use of new materials, technologies, behavior-change models, and processes.

    Logic modeling is a thought process program evaluators have found to be useful for at least forty years and has become increasingly popular with program managers during the last decade. A logic model presents a plausible and sensible model of how the program will work under certain environmental conditions to solve identified problems. The logic model can be the basis for a convincing story of the program's expected performance – telling stakeholders and others the problem the program focuses on and how it is uniquely qualified to address it. The elements of the logic model are resources, activities, outputs, short, intermediate and longer-term outcomes. Some add the customers reached, as well as the relevant external contextual influences, present before a program begins or appearing as the program is implemented.

    The Phoenix, Arizona, Roundtable on Tribal Energy Policy convened at 8:30 a.m., Tuesday, April 5th, at the downtown Phoenix Hyatt. The meeting was hosted by the Department of Energy (DOE) Office of Indian Energy Policy and Programs (DOE Office of Indian Energy) and facilitated by the Udall Foundations U.S. Institute for Environmental Conflict Resolution (U.S. Institute). Approximately thirty-eight people attended the meeting, including representatives of ten different tribes, as well as representatives of the Colorado Indian Tribes, the All Indian Pueblo Council and the Inter-Tribal Council of Arizona.     The Earth’s surface temperature is determined by the balance between incoming solar radiation and thermal (or infrared) radiation emitted by the Earth back to space. Changes in atmospheric composition, including greenhouse gases, clouds, and aerosols can alter this balance and produce significant climate change. Global climate models (GCMs) are the primary tool for quantifying future climate change; however, there remain significant uncertainties in the GCM treatment of clouds, aerosol, and their effects on the Earth’s energy balance. The 2007 assessment (AR4) by the Intergovernmental Panel on Climate Change (IPCC) reports a substantial range among GCMs in climate sensitivity to greenhouse gas emissions. The largest contributor to this range lies in how different models handle changes in the way clouds absorb or reflect radiative energy in a changing climate (Solomon et al. 2007). In 1989, the U.S. Department of Energy (DOE) Office of Science created the Atmospheric Radiation Measurement (ARM) Program within the Office of Biological and Environmental Research (BER) to address scientific uncertainties related to global climate change, with a specific focus on the crucial role of clouds and their influence on the transfer of radiation in the atmosphere. To address this problem, BER has adopted a unique two-pronged approach: * The ARM Climate Research Facility (ACRF), a scientific user facility for obtaining long-term measurements of radiative fluxes, cloud and aerosol properties, and related atmospheric characteristics in diverse climate regimes. * The ARM Science Program, focused on the analysis of ACRF data to address climate science issues associated with clouds, aerosols, and radiation, and to improve GCMs. This report describes accomplishments of the BER ARM Program toward addressing the primary uncertainties related to climate change prediction as identified by the IPCC.

    The Environmental Management Advisory Board (EMAB or Board) was chartered under the Federal Advisory Committee Act (FACA) in 1992 to provide the Assistant Secretary for Environmental Management (EM) with independent and external advice, information, and recommendations on corporate issues relating to accelerated site clean-up and risk reduction throughout the EM complex. Over the course of the past 20 years, the composition and focus of the Board have varied widely to address the changing needs of the program. EMAB began as the Environmental Restoration and Waste Management Advisory Committee, formed to provide advice on an EM Programmatic Environmental Impact Statement. In 1994, the Board was restructured to function more as an executive-level, limited member advisory board whose membership provides insight of leading industry experts and the viewpoints of representatives from critical stakeholder constituencies. Throughout the 20 years of its existence, EMAB has covered a wide variety of topics and produced nearly 200 recommendations. These recommendations have resulted in several policy changes and improvements within EM. Most recently, EMAB has been credited for its contribution to the EM Energy Park Initiative, forerunner of the DOE Asset Revitalization Initiative; creation of the EM Offices of Communications and External Affairs; improvement of acquisition and project management strategies and culture; and several recommendations related to the Waste Treatment Plant and the tank waste programs at Hanford and the Savannah River Site. The wealth of experience and knowledge the Assistant Secretary can leverage through utilization of the Board continues to support fulfillment of EM's mission. In commemoration of EMAB's 20. anniversary, this paper will provide further context for the evolution of the Board, the role FACA plays in its administration, and a look at the members' current objectives and EM's expectations for the future.     The U.S. Department of Energy’s (DOE’s) Office of Energy Efficiency and Renewable Energy (EERE) develops official “benefits estimates” for each of its major programs using its Planning, Analysis, and Evaluation (PAE) Team. PAE conducts an annual integrated modeling and analysis effort to produce estimates of the energy, environmental, and financial benefits expected from EERE’s budget request. These estimates are part of EERE’s budget request and are also used in the formulation of EERE’s performance measures. Two of EERE’s major programs are the Building Technologies Program (BT) and the Weatherization and Intergovernmental Program (WIP). Pacific Northwest National Laboratory (PNNL) supports PAE by developing the program characterizations and other market information necessary to provide input to the EERE integrated modeling analysis as part of PAE’s Portfolio Decision Support (PDS) effort. Additionally, PNNL also supports BT by providing line-item estimates for the Program’s internal use. PNNL uses three modeling approaches to perform these analyses. This report documents the approach and methodology used to estimate future energy, environmental, and financial benefits using one of those methods: the Building Energy Analysis and Modeling System (BEAMS). BEAMS is a PC-based accounting model that was built in Visual Basic by PNNL specifically for estimating the benefits of buildings-related projects. It allows various types of projects to be characterized including whole-building, envelope, lighting, and equipment projects. This document contains an overview section that describes the estimation process and the models used to estimate energy savings. The body of the document describes the algorithms used within the BEAMS software. This document serves both as stand-alone documentation for BEAMS, and also as a supplemental update of a previous document, Methodological Framework for Analysis of Buildings-Related Programs: The GPRA Metrics Effort, (Elliott et al. 2004b). The areas most changed since the publication of that previous document are those discussing the calculation of lighting and HVAC interactive effects (for both lighting and envelope/whole-building projects). This report does not attempt to convey inputs to BEAMS or the methodology of their derivation.

    Recently, staff at Oak Ridge National Laboratory performed a study for the Office of Intergovernmental and Public Accountability within the U.S. Department of Energy`s (DOE) Office of Environmental Management (EM), examining how to measure the success of public participation programs. While the study began with a thorough literature review, the primary emphasis of this research effort was on getting key stakeholders to help identify attributes of successful public participation in EM activities and to suggest how those attributes might be measured. Interviews were conducted at nine DOE sites that provided substantial variety in terms of geographic location, types of environmental management activities undertaken, the current life-cycle stage of those EM efforts, and the public participation mechanisms utilized. Approximately 12 to 15 oral interviews were conducted at each site, and each respondent also was asked to complete a written survey. Those interviewed included: non-regulatory state and local government officials; project managers and public participation staff for DOE and its management and operations contractors; non-government groups concerned with environmental protection, public safety, and health issues; federal and state environmental regulators; business organizations; civic groups; and other interested parties. While this study examined only those public participation programs sponsored by DOE, the resulting findings also have applicability to the public involvement efforts sponsored by many other public and private sector organizations.

    AISI with co-funding from DOE has initiated a research and development program aimed at the development of a new process for direct steelmaking, and the program is discussed in this document. The project is expected to cost about $30 million over a three-year period, with the government providing approximately 77 percent of the funds and AISI the balance. In contrast to current steelmaking processes which are largely open and batch, the direct steelmaking process would be closed and continuous. Further, it would use coal directly, thereby avoiding the need for coke ovens. The second year of the Direct Steelmaking Program (November 29, 1989, through November 28, 1990) was a year of significant accomplishment. The various research programs proceeded essentially on schedule and the pilot plant, the centerpiece of the program, was completed about three months behind schedule but began operation in almost a picture-perfect manner. This report presents the last years accomplishments.

    The oceans are the world's largest solar energy collector and storage system. Covering 71{percent} of the earth's surface, this stored energy is realized as waves, currents, and thermal salinity gradients. The purpose of the federal Ocean Energy Technology (OET) Program is to develop techniques that harness this ocean energy in a cost-effective and environmentally acceptable manner. The OET Program seeks to develop ocean energy technology to a point where the commercial sector can assess whether applications of the technology are viable energy conversion alternatives or supplements to systems. Past studies conducted by the US Department of Energy (DOE) have identified ocean thermal energy conversion (OTEC) as the largest potential contributor to United States energy supplies from the ocean resource. As a result, the OET Program concentrates on research to advance OTEC technology. Current program emphasis has shifted to open-cycle OTEC power system research because the closed-cycle OTEC system is at a more advanced stage of development and has already attracted industrial interest. During FY 1989, the OET Program focused primarily on the technical uncertainties associated with near-shore open-cycle OTEC systems ranging in size from 2 to 15 MW{sub e}. Activities were performed under three major program elements: thermodynamic research and analysis, experimental verification and testing, and materials and structures research. These efforts addressed a variety of technical problems whose resolution is crucial to demonstrating the viability of open-cycle OTEC technology. This publications is one of a series of documents on the Renewable Energy programs sponsored by the US Department of Energy.
