The new Center would be designed as a state-of-the-art multi-use facility housing about 30 fulltime University of California and Los Alamos County (or their contractor) staff.

    The threat of use of Weapons of Mass Destruction (WMD) in the United States or against American vital interests overseas is real. Combating the proliferation of WMD has become a high priority for the U.S. Government. Within Department of Defense Counterproliferation Initiative (DOD CPI) of 1993 Special Operations Forces (SOF) have become pivotal players in the creation of a full range of military options to counter this threat. SOF provides the National Command Authority (NCA) with flexible and responsive options. In order to successfully execute any type of CP related special operation, the interagency process must be fully engaged and synchronized. This study assesses the nature of the threat, reviews the evolution of the DOD CPI, and focuses on the use of SOF as an instrument of U.S. policy. Specifically this study explores the connectivity of the interagency process to support a U.S. SOF Counterproliferation mission.

    The purpose of this document is to provide guidance for development of emergency plans for the USDOE Office of Defense Programs, Office of Energy Research, and Office of Environmental Management facilities. It gathers emergency planning policy and guidance from applicable federal regulations, DOE Orders and related guidance documents. This material, along with recommended good practices, is presented as a checklist against which emergency plans can be reviewed by DOE Headquarters. The Office of Emergency Response (DP-23), Office of Environment, Safety and Health Technical Support (ER-8), and Office of Transportation, Emergency Management and Analytical Services (EM-26) will use this checklist to evaluate plans submitted by DP, ER, and EM field elements. The scope of this document encompasses plans for operational emergencies at DOE facilities, both nuclear and non-nuclear. Operational emergencies, as defined in Attachment 2 to DOE Order 5500.1B (April 30, 1991) are ``significant accidents, incidents, events, or natural phenomena which seriously degrade the safety or security of DOE facilities.     This is an overview report to document and illustrate methods used in a project entitled “Normal and Emergency Operations Visualization” for a utility company, conducted in 2009-2010 timeframe with funding from the utility company and the U.S. Department of Energy. The original final report (about 180 pages) for the project is not available for distribution because it alludes to findings that assessed the design of an operational system that contained proprietary information; this abridged version contains descriptions of methods and some findings to illustrate the approach used, while avoiding discussion of sensitive or proprietary information. The client has approved this abridged version of the report for unlimited distribution to give researchers and collaborators the benefit of reviewing the research concepts and methods that were applied in this study.

    This article presents the experimental work performed in the area of neutron detector development at the Remote Sensing Laboratory–Andrews Operations (RSL-AO) sponsored by the U.S. Department of Energy, National Nuclear Security Administration (NNSA) in the last four years. During the 1950s neutron detectors were developed mostly to characterize nuclear reactors where the neutron flux is high. Due to the indirect nature of neutron detection via interaction with other particles, neutron counting and neutron energy measurements have never been as precise as gamma-ray counting measurements and gamma-ray spectroscopy. This indirect nature is intrinsic to all neutron measurement endeavors (except perhaps for neutron spin-related experiments, viz. neutron spin-echo measurements where one obtains μeV energy resolution). In emergency response situations generally the count rates are low, and neutrons may be scattered around in inhomogeneous intervening materials. It is also true that neutron sensors are most efficient for the lowest energy neutrons, so it is not as easy to detect and count energetic neutrons. Most of the emergency response neutron detectors are offshoots of nuclear device diagnostics tools and special nuclear materials characterization equipment, because that is what is available commercially. These instruments mostly are laboratory equipment, and not field-deployable gear suited for mobile teams. Our goal is to design and prototype field-deployable, ruggedized, lightweight, efficient neutron detectors.

    This report presents preliminary operational guidelines and supporting work products developed through the interagency Operational Guidelines Task Group (OGT). The report consolidates preliminary operational guidelines, all ancillary work products, and a companion software tool that facilitates their implementation into one reference source document. The report is intended for interim use and comment and provides the foundation for fostering future reviews of the operational guidelines and their implementation within emergency preparedness and response initiatives in the event of a radiological dispersal device (RDD) incident. The report principally focuses on the technical derivation and presentation of the operational guidelines. End-user guidance providing more details on how to apply these operational guidelines within planning and response settings is being considered and developed elsewhere. The preliminary operational guidelines are categorized into seven groups on the basis of their intended application within early, intermediate, and long-term recovery phases of emergency response. We anticipate that these operational guidelines will be updated and refined by interested government agencies in response to comments and lessons learned from their review, consideration, and trial application. This review, comment, and trial application process will facilitate the selection of a final set of operational guidelines that may be more or less inclusive of the preliminary operational guidelines presented in this report. These and updated versions of the operational guidelines will be made available through the OGT public Web site (http://ogcms.energy.gov) as they become finalized for public distribution and comment.

    The GEO Energy Technology Department at Sandia National Laboratories is involved in several remote-site drilling and/or experimental operations each year. In 1987, the Geothermal Research Division of the Department developed a general set of Safe Operating Procedures (SOPs) that could be applied to a variety of projects. This general set is supplemented by site-specific SOPs as needed. Effective field operations require: integration of safety and emergency preparedness planning with overall project planning, training of field personnel and inventorying of local emergency support resources, and, developing a clear line of responsibility and authority to enforce the safety requirements. Copies of SOPs used in recent operations are included as examples of working documents for the reader.

  20. Effect of Emergency Argon on FCF Operational Incidents

    The following report presents analyses of operational incidents which are considered in the safety analysis of the FCF argon cell and the effect that the operability of the emergency argon system has on the course of these incidents. The purpose of this study is to determine if the emergency argon system makes a significant difference in ameliorating the course of these incidents. Six incidents were considered. The following three incidents were analyzed. These are: 1. Cooling failing on 2. Vacuum Pump Failing on 3. Argon Supplies Failing on. In the remaining three incidents, the emergency argon supply would have no effect on the course of these transients since it would not come on during these incidents. The transients are 1. Loss of Cooling 2. Loss of power (Differs from above by startup delay till the Diesel Generators come on.) 3. Cell rupture due to an earthquake or other cause. The analyses of the first three incidents are reported on in the next three sections. This report is issued realizing the control parameters used may not be optimum, and additional modeling must be done to model the inertia of refrigeration system, but the major conclusion concerning the need for the emergency argon system is still valid. The timing of some events may change with a more accurate model but the differences between the transients with and without emergency argon will remain the same. Some of the parameters assumed in the analyses are Makeup argon supply, 18 cfm, initiates when pressure is = -6 iwg., shuts off when pressure is = -3.1 iwg. 170,000 ft3 supply. Min 1/7th always available, can be cross connected to HFEF argon supply dewar. Emergency argon supply, 900 cfm, initiates when pressure is = -8 iwg. shuts off when pressure is =-4 iwg. reservoir 220 ft3, refilled when tank farm pressure reduces to 1050 psi which is about 110 ft3.

    Emergency operating procedures (EOPs) in nuclear plants guide operators in handling significant process disturbances. Historically these procedures have been paper-based. More recently, computer-based procedure (CBP) systems have been developed to improve the usability of EOPs. The objective of this study was to establish human factors review guidance for CBP systems based on a technically valid methodology. First, a characterization of CBPs was developed for describing their key design features, including both procedure representation and functionality. Then, the research on CBPs and related areas was reviewed. This information provided the technical basis on which the guidelines were developed. For some aspects of CBPs the technical basis was insufficient to develop guidance; these aspects were identified as issues to be addressed in future research.

    In order to enhance the resilience of the Nation and its ability to protect itself in the face of natural and human-caused hazards, the ability of the critical infrastructure (CI) system to withstand specific threats and return to normal operations after degradation must be determined. To fully analyze the resilience of a region and the CI that resides within it, both the actual resilience of the individual CI and the capability of the Emergency Services Sector (ESS) to protect against and respond to potential hazards need to be considered. Thus, a regional resilience approach requires the comprehensive consideration of all parts of the CI system as well as the characterization of emergency services. This characterization must generate reproducible results that can support decision making with regard to risk management, disaster response, business continuity, and community planning and management. To address these issues, Argonne National Laboratory, in collaboration with the U.S. Department of Homeland Security (DHS) Sector Specific Agency - Executive Management Office, developed a comprehensive methodology to create an Emergency Services Sector Capabilities Index (ESSCI). The ESSCI is a performance metric that ranges from 0 (low level of capabilities) to 100 (high). Because an emergency services program has a high ESSCI, however, does not mean that a specific event would not be able to affect a region or cause severe consequences. And because a program has a low ESSCI does not mean that a disruptive event would automatically lead to serious consequences in a region. Moreover, a score of 100 on the ESSCI is not the level of capability expected of emergency services programs; rather, it represents an optimal program that would rarely be observed. The ESSCI characterizes the state of preparedness of a jurisdiction in terms of emergency and risk management. Perhaps the index's primary benefit is that it can systematically capture, at a given point in time, the

    Investigations of the impact of high-altitude electromagnetic pulse (HEMP) on electric power systems and electrical equipment have revealed that HEMP creates both misoperation and failures. These events result from both the early time E[sub 1] (steep-front pulse) component and the late time E[sub 3] (geomagnetic perturbations) component of HEMP. In this report a HEMP event is viewed in terms of its marginal impact over classical power system disturbances by considering the unique properties and consequences of HEMP. This report focuses on system-wide electrical component failures and their potential consequences from HEMP. In particular, the effectiveness of planning and operating procedures for electric systems is evaluated while under the influence of HEMP. This assessment relies on published data and characterizes utilities using the North American Electric Reliability Council's regions and guidelines to model electric power system planning and operations. Key issues addressed by the report include how electric power systems are affected by HEMP and what actions electric utilities can initiate to reduce the consequences of HEMP. The report also reviews the salient features of earlier HEMP studies and projects, examines technology trends in the electric power industry which are affected by HEMP, characterizes the vulnerability of power systems to HEMP, and explores the capability of electric systems to recover from a HEMP event.

    Development of integrated mobilization preparedness policies requires planning estimates of available productive capacity during national emergency conditions. Such estimates must be developed in a manner to allow evaluation of current trends in capacity and the consideration of uncertainties in various data inputs and in engineering assumptions. This study developed estimates of emergency operating capacity (EOC) for 446 manufacturing industries at the 4-digit Standard Industrial Classification (SIC) level of aggregation and for 24 key nonmanufacturing sectors. This volume lays out the general concepts and methods used to develop the emergency operating estimates. The historical analysis of capacity extends from 1974 through 1986. Some nonmanufacturing industries are included. In addition to mining and utilities, key industries in transportation, communication, and services were analyzed. Physical capacity and efficiency of production were measured. 3 refs., 2 figs., 12 tabs. (JF)

    There are many instances in which it is possible to plan ahead for an emergency evacuation (e.g., an explosion at a chemical processing facility). For those cases, if an accident (or an attack) were to happen, then the best evacuation plan for the prevailing network and weather conditions would be deployed. In other cases (e.g., the derailment of a train transporting hazardous materials), there may not be any previously developed plan to be implemented and decisions must be made ad-hoc on how to proceed with an emergency evacuation. In both situations, the availability of real-time traffic information plays a critical role in the management of the evacuation operations. To improve public safety during a vehicular emergency evacuation it is necessary to detect losses of road capacity (due to incidents, for example) as early as possible. Once these bottlenecks are identified, re-routing strategies must be determined in real-time and deployed in the field to help dissipate the congestion and increase the efficiency of the evacuation. Due to cost constraints, only large urban areas have traffic sensor deployments that permit access to some sort of real-time traffic information; any evacuation taking place in any other areas of the country would have to proceed without real-time traffic information. The latter was the focus of this SERRI/DHS (Southeast Region Research Initiative/Department of Homeland Security) sponsored project. That is, the main objective on the project was to improve the operations during a vehicular emergency evacuation anywhere by using newly developed real-time traffic-information-gathering technologies to assess traffic conditions and therefore to potentially detect incidents on the main evacuation routes. Phase A of the project consisted in the development and testing of a prototype system composed of sensors that are engineered in such a way that they can be rapidly deployed in the field where and when they are needed.     On the morning of March 24, 1989, the tanker EXXON VALDEZ ran aground on Bligh Reef in Alaska's Prince William Sound. The vessel was carrying over 53 million gallons of North Slope crude oil of which almost 11 million gallons were spilled in the water. The immediately impacted area included most of the western part of the Sound, but eventually, the area expanded to include parts of Seward, Homer, and Kodiak. This event constituted the worst oil spill in the history of this country, and was identified as a 'spill of national significance.' A major response to clean up the oil by EXXON, which was closely monitored by Federal and State agencies and various interest groups, was necessary. Early in the response it was obvious to the Federal On-Scene Coordinator (FOSC) that a computer-aided management system was necessary to monitor the progress of the spill clean-up operations. This paper will describe CAMEO (Computer-Aided Management of Emergency Operations) - Valdez, developed for the FOSC by the National Oceanographic and Atmospheric Administration acting in its role as the Scientific Support Coordinator (SSC). A discussion of how CAMEO was used and an evaluation of its effectiveness will also be presented.

    Investigations of the impact of high-altitude electromagnetic pulse (HEMP) on electric power systems and electrical equipment have revealed that HEMP creates both misoperation and failures. These events result from both the early time E{sub 1} (steep-front pulse) component and the late time E{sub 3} (geomagnetic perturbations) component of HEMP. In this report a HEMP event is viewed in terms of its marginal impact over classical power system disturbances by considering the unique properties and consequences of HEMP. This report focuses on system-wide electrical component failures and their potential consequences from HEMP. In particular, the effectiveness of planning and operating procedures for electric systems is evaluated while under the influence of HEMP. This assessment relies on published data and characterizes utilities using the North American Electric Reliability Council`s regions and guidelines to model electric power system planning and operations. Key issues addressed by the report include how electric power systems are affected by HEMP and what actions electric utilities can initiate to reduce the consequences of HEMP. The report also reviews the salient features of earlier HEMP studies and projects, examines technology trends in the electric power industry which are affected by HEMP, characterizes the vulnerability of power systems to HEMP, and explores the capability of electric systems to recover from a HEMP event.

    The Smart Grid has come to describe a next-generation electrical power system that is typified by the increased use of communications and information technology in the generation, delivery and consumption of electrical energy. Much of the present Smart Grid analysis focuses on utility and consumer interaction. i.e. smart appliances, home automation systems, rate structures, consumer demand response, etc. An identified need is to assess the upstream and midstream operations of natural gas as a result of the smart grid. The nature of Smart Grid, including the demand response and role of information, may require changes in upstream and midstream natural gas operations to ensure availability and efficiency. Utility reliance on natural gas will continue and likely increase, given the backup requirements for intermittent renewable energy sources. Efficient generation and delivery of electricity on Smart Grid could affect how natural gas is utilized. Things that we already know about Smart Grid are: (1) The role of information and data integrity is increasingly important. (2) Smart Grid includes a fully distributed system with two-way communication. (3) Smart Grid, a complex network, may change the way energy is supplied, stored, and in demand. (4) Smart Grid has evolved through consumer driven decisions. (5) Smart Grid and the US critical infrastructure will include many intermittent renewables.

    In early 1994, the White House established a Federal Interagency Ecosystem Management Task Force and Working Group to implement the ecosystem management recommendation in the Vice President`s National Performance Review. The Task Force identified seven ecosystems where mature interagency ecosystem-based activities are mature and ongoing and may provide valuable lessons for broader application. Case studies of each of the seven ecosystems were prepared by interagency teams conducting interviews with representatives of federal, state, and local governments and private interests. The seven ecosystems are: the Southern Appalachian Highlands, Anacostia River Watershed, Prince William Sound, Pacific Northwest Forests, Coastal Louisiana, South Florida, and Great Lakes ecosystems. A final synthesis report, scheduled for completion in the Spring of 1995, will provide an overview of constraints, opportunities, and recommendations in five issue areas: legal, budgetary, science, institutional, policy, and public involvement. A second phase of this initiative will entail the development of ecosystem management strategies for three {open_quotes}new initiatives{close_quotes} laboratories.

    The interagency workshop on Modeling and Low-Level Waste Management was held on December 1-4, 1980 in Denver, Colorado. Twenty papers were presented at this meeting which consisted of three sessions.     Geothermal energy is the natural heat of the earth, and can be tapped as a clean, safe, economical alternative source of energy. Much of the geothermal energy resource is recoverable with current or near-current technology and could make a significant contribution both to increasing domestic energy supplies and to reducing the US dependence on imported oil. Geothermal energy can be used for electric power production, residential and commercial space heating and cooling, industrial process heat, and agricultural process applications. This report describes the progress for fiscal year 1980 (FY80) of the Federal Geothermal Program. It also summarizes the goals, strategy, and plans which form the basis for the FY81 and FY82 program activities and reflects the recent change in national policy affecting Federal research, development and demonstration programs. The Interagency Geothermal Coordinating Council (IGCC) believes that substantial progress can and will be made in the development of geothermal energy. The IGCC goals are: (1) reduce the institutional barriers so that geothermal projects can be on-line in one-half the current time; (2) make moderate temperature resources an economically competitive source of electricity; (3) remove the backlog of noncompetitive lease applications; (4) competitive lease all KGRA lands; and (5) cut the cost of hydrothermal technology by 25%.

    On September 11, 2001, the terrorist attacks on the World Trade Center (WTC) caused astronomical loss of life and property. Systems in place to manage disaster response were strained to the limit because key first responders were among the casualties when the twin towers collapsed. In addition, the evolution of events required immediate response in a rapidly changing and extremely hazardous situation. Rescue, recovery, and clean up became an overpowering and sustained effort that would utilize the resources of federal, state and local governments and agencies. One issue during the response to the WTC disaster site that did not receive much attention was that of the limited and non-English speaking worker. The Operating Engineers National HAZMAT Program (OENHP), with its history of a Hispanic Outreach Program, was acutely aware of this issue with the Hispanic worker. The Hispanic population comprises approximately 27% of the population of New York City (1). The extremely unfortunate and tragic events of that day provided an opportunity to not only provide assistance for the Hispanic workers, but also to apply lessons learned and conduct studies on worker training with language barriers in a real life environment. However, due to the circumstances surrounding this tragedy, the study of these issues was conducted primarily by observation. Through partnerships with other organizations such as the Occupational Safety and Health Administration (OSHA), the New York Health Department, the New York Department of Design and Construction (DDC), the New York Committee for Occupational Safety and Health (NYCOSH), and private companies such as 3M and MSA, OENHP was able to provide translated information on hazards, protective measures, fit testing of respirators, and site specific safety and health training. The OENHP translated materials on hazards and how to protect workers into Spanish to assist in getting the information to the limited and non- English speaking workers.

    This report presents the findings of the Interagency Requirements Review of the Department of Energy (DOE) Environmental Restoration and Waste Management (ERWM) Program. The review was requested by Admiral Watkins to help determine the FY 1993 funding levels necessary to meet all legal requirements. The review was undertaken by analysts from the Office of Management and Budget (OMB) and Army Corps of Engineers, reporting to an Interagency Group (IAG) of senior Administration officials concerned with environmental cleanup issues. The purpose of the study was to determine the level of finding needed in FY 1993 for each ERWM Field Office to comply with all Federal, State, and local government legal requirements; all DOE Orders that establish standards for environment, safety and health (ES and H) management; and for prudent investments in other discretionary and management activities such as upgrading administrative buildings, information systems, etc. The study also reviewed the cost estimates supporting the ERWM proposed budget, including direct costs (labor, equipment) and indirect costs (administrative, landlord services, contractor overhead). The study did not analyze whether the Federal/State legal requirements and DOE Orders were necessary or whether the proposed clean-up remedies represent the most cost effective alternatives available.

    The recent 6 October 1990 launch and deployment of the nuclear-powered Ulysses spacecraft from the Space Shuttle {ital Discovery} culminated an extensive safety review and evaluation effort by the Interagency Nuclear Safety Review Panel (INSRP). After more than a year of detailed independent review, study, and analysis, the INSRP prepared a Safety Evaluation Report (SER) on the Ulysses mission, in accordance with Presidential Directive-National Security Council memorandum 25. The SER, which included a review of the Ulysses Final Safety Analysis Report (FSAR) and an independent characterization of the mission risks, was used by the National Aeronautics and Space Administration (NASA) in its decision to request launch approval as well as by the Executive Office of the President in arriving at a launch decision based on risk-benefit considerations. This paper provides an overview of the Ulysses mission and the conduct as well as the results of the INSRP evaluation. While the mission risk determined by the INSRP in the SER was higher than that characterized by the Ulysses project in the FSAR, both reports indicated that the radiological risks were relatively small. In the final analysis, the SER proved to be supportive of a positive launch decision. The INSRP evaluation process has demonstrated its effectiveness numerous times since the 1960s. In every case, it has provided the essential ingredients and perspective to permit an informed launch decision at the highest level of our Government.

    Documentation is provided in this report for the closeout of IE Compliance Bulletin 86-03 regarding the potential failure of multiple Emergency Core Cooling System (ECCS) pumps due to a single failure of an air-operated valve in a minimum flow recirculation line. Closeout is based on the implementation and verification of four actions required by the bulletin. Evaluation of utility responses and NRC/Region inspection reports in accordance with specific criteria indicates that the bulletin is closed for 116 (98%) of the 118 nuclear power facilities in operation or under construction to which it was issued for action. Facilities which were shut down indefinitely or permanently or which had construction halted indefinitely were not included in this review. A follow-up item is proposed for the two (2) facilities with open bulletin status. It is concluded that the bulletin concern has been resolved, pending closeout by the NRC of Zion 1,2. Background information is provided in the Introduction and Appendix A.

    Quantum mechanics and relativity in the continuum imply the well known spinstatistics connection. However for particles hopping on a lattice, there is no such constraint. If a lattice model yields a relativistic field theory in a continuum limit, this constraint must emerge for physical excitations. We discuss a few models where a spin-less fermion hopping on a lattice gives excitations which satisfy the continuum Dirac equation. This includes such well known systems such as graphene and staggered fermions. -- Highlights: The spinstatistics theorem is not required for particles on a lattice. Spin emerges dynamically when spinless fermions have a relativistic continuum limit. Graphene and staggered fermions are examples of this phenomenon. The phenomenon is intimately tied to chiral symmetry and fermion doubling. Anomaly cancellation is a crucial feature of any valid lattice fermion action.

    The Rocky Flats Plant, located approximately 26 km northwest of downtown Denver, Colorado, has developed an emergency response atmospheric dispersion model for complex terrain applications. Plant personnel would use the model, known as the Terrain-Responsive Atmospheric Code (TRAC) (Hodgin 1985) to project plume impacts and provide off-site protective action recommendations to the State of Colorado should a hazardous material release occur from the facility. The Colorado Department of Health (CDH) entered into an interagency agreement with the Rocky Flats Plant prime contractor, EG&G Rocky Flats, and the US Department of Energy to evaluate TRAC as an acceptable emergency response tool. After exhaustive research of similar evaluation processes from other emergency response and regulatory organizations, the interagency committee devised a formal acceptance process. The process contains an evaluation protocol (Hodgin and Smith 1992), descriptions of responsibilities, an identified experimental data set to use in the evaluation, and judgment criteria for model acceptance. The evaluation protocol is general enough to allow for different implementations. This paper explains one implementation, shows protocol results for a test case, and presents results of a comparison between versions of TRAC with different wind Field codes: a two dimensional mass consistent code called WINDS (Fosberg et al. 1976) that has been extended to three dimensions, and a fully 3 dimensional mass conserving code called NUATMOS (Ross and Smith 1987, Ross et al. 1988).

For example, a community’s response actions to a fixed site hazardous materials incident could occur in an area extending from an on-site storage location to points 25 or more miles away. Response actions are directed and controlled by local governments and agencies situated withinmore » the response area, as well as by state and federal operaticns centers quite removed from the area of impact. Time is critical and the protective action decision-making process is greatly compressed. The response community must carefully plan and coordinate response operations in order to have confidence that they will be effectively implemented when faced with the potentially catastrophic nature of such releases. A graphical depiction of the entire response process via an emergency response synchronization matrix is an effective tool in optimizing the planning, exercising, and implementation of emergency plans. This system—based approach to emergency planning depicts how a community organizes its response tasks across space and time in relation to hazard actions. It provides the opportunity to make real—time adjustments as necessary for maximizing the often limited resources in protecting area residents.     A Joint Interagency Working Group (JIWG) under the auspices of the Department of Homeland Security Office of Research and Development conducted a technology assessment of emergency radiological dose assessment capabilities as part of the overall need for rapid emergency medical response in the event of a radiological terrorist event in the United States. The goal of the evaluation is to identify gaps and recommend general research and development needs to better prepare the Country for mitigating the effects of such an event. Given the capabilities and roles for responding to a radiological event extend across many agencies, a consensus of gaps and suggested development plans was a major goal of this evaluation and road-mapping effort. The working group consisted of experts representing the Departments of Homeland Security, Health and Human Services (Centers for Disease Control and the National Institutes of Health), Food and Drug Administration, Department of Defense and the Department of Energy's National Laboratories (see appendix A for participants). The specific goals of this Technology Assessment and Roadmap were to: (1) Describe the general context for deployment of emergency radiation dose assessment tools following terrorist use of a radiological or nuclear device; (2) Assess current and emerging dose assessment technologies; and (3) Put forward a consensus high-level technology roadmap for interagency research and development in this area. This report provides a summary of the consensus of needs, gaps and recommendations for a research program in the area of radiation dosimetry for early response, followed by a summary of the technologies available and on the near-term horizon.     Operating in a potentially hostile city is every soldier's nightmare. The staggering complexity of the urban environment means that deadly threats--or non-combatants-may lurk behind every corner, doorway, or window. Urban operations present an almost unparalleled challenge to the modern professional military. The complexity of urban operations is further amplified by the diversity of missions that the military will be called upon to conduct in urban terrain. Peace-making and peace-keeping missions, urban raids to seize airports or WMD sites or to rescue hostages, and extended urban combat operations all present different sorts of challenges for planners and troops on the ground. Technology almost never serves as a magic bullet, and past predictions of technological miracles pile high on the ash heap of history. At the same time, it is a vital element of planning in the modern age to consider and, if possible, take advantage of emerging technologies. We believe that technologies can assist military operations in urbanized terrain (MOUT) in three primary areas, which are discussed.

    Carbon capture and storage (CCS) refers to a set of technologies that can greatly reduce carbon dioxide (CO{sub 2}) emissions from new and existing coal- and gas-fired power plants, industrial processes, and other stationary sources of CO{sub 2}. In its application to electricity generation, CCS could play an important role in achieving national and global greenhouse gas (GHG) reduction goals. However, widespread cost-effective deployment of CCS will occur only if the technology is commercially available and a supportive national policy framework is in place. In keeping with that objective, on February 3, 2010, President Obama established an Interagency Task Force on Carbon Capture and Storage composed of 14 Executive Departments and Federal Agencies. The Task Force, co-chaired by the Department of Energy (DOE) and the Environmental Protection Agency (EPA), was charged with proposing a plan to overcome the barriers to the widespread, cost-effective deployment of CCS within ten years, with a goal of bringing five to ten commercial demonstration projects online by 2016. Composed of more than 100 Federal employees, the Task Force examined challenges facing early CCS projects as well as factors that could inhibit widespread commercial deployment of CCS. In developing the findings and recommendations outlined in this report, the Task Force relied on published literature and individual input from more than 100 experts and stakeholders, as well as public comments submitted to the Task Force. The Task Force also held a large public meeting and several targeted stakeholder briefings. While CCS can be applied to a variety of stationary sources of CO{sub 2}, its application to coal-fired power plant emissions offers the greatest potential for GHG reductions. Coal has served as an important domestic source of reliable, affordable energy for decades, and the coal industry has provided stable and quality high-paying jobs for American workers.     Much of the environmental and technical data useful to the oil and gas industry and regulatory agencies is now contained in disparate state and federal databases. Delays in coordinating permit approvals between federal and state agencies translate into increased operational costs and stresses for the oil and gas industry. Making federal lease stipulation and area restriction data available on state agency Web sites will streamline a potential lessors review of available leases, encourage more active bidding on unleased federal lands, and give third-party operators independent access to data who otherwise may not have access to lease restrictions and other environmental data. As a requirement of the Energy Policy Conservation Act (EPCA), the Bureau of Land Management (BLM) is in the process of inventorying oil and natural gas resources beneath onshore federal lands and the extent and nature of any stipulation, restrictions, or impediments to the development of these resources. The EPCA Phase 1 Inventory resulted in a collection of GIS coverage files organized according to numerous lease stipulation reference codes. Meanwhile, state agencies also collect millions of data elements concerning oil and gas operations. Much of the oil and gas data nationwide is catalogued in the Ground Water Protection Council's (GWPC's) successfully completed Risk Based Data Management System (RBDMS). The GWPC and the states of Colorado, New Mexico, Utah, and Montana are implementing a pilot project where BLM lease stipulation data and RBDMS data will be displayed in a GIS format on the Internet. This increased access to data will increase bid activity, help expedite permitting, and encourage exploration on federal lands.     A liquid metal cooled fast breeder reactor provided with an emergency core cooling system includes a reactor vessel which contains a reactor core comprising an array of fuel assemblies and a plurality of blanket assemblies. The reactor core is immersed in a pool of liquid metal coolant. The reactor also includes a primary coolant system comprising a pump and conduits for circulating liquid metal coolant to the reactor core and through the fuel and blanket assemblies of the core. A converging-diverging venturi nozzle with an intermediate throat section is provided in between the assemblies and the pump. The intermediate throat section of the nozzle is provided with at least one opening which is in fluid communication with the pool of liquid sodium. In normal operation, coolant flows from the pump through the nozzle to the assemblies with very little fluid flowing through the opening in the throat. However, when the pump is not running, residual heat in the core causes fluid from the pool to flow through the opening in the throat of the nozzle and outwardly through the nozzle to the assemblies, thus providing a means of removing decay heat.

    We explore the possibility of emergent cosmology using the effective potential formalism. We discover new models of emergent cosmology which satisfy the constraints posed by the cosmic microwave background (CMB). We demonstrate that, within the framework of modified gravity, the emergent scenario can arise in a universe which is spatially open/closed. By contrast, in general relativity (GR) emergent cosmology arises from a spatially closed past-eternal Einstein Static Universe (ESU). In GR the ESU is unstable, which creates fine tuning problems for emergent cosmology. However, modified gravity models including Braneworld models, Loop Quantum Cosmology (LQC) and Asymptotically Free Gravity result in a stable ESU. Consequently, in these models emergent cosmology arises from a larger class of initial conditions including those in which the universe eternally oscillates about the ESU fixed point. We demonstrate that such an oscillating universe is necessarily accompanied by graviton production. For a large region in parameter space graviton production is enhanced through a parametric resonance, casting serious doubts as to whether this emergent scenario can be past-eternal.

    ROVER (Roll Over Vehicle for Emergency Response) is a specially designed and constructed unit built to allow emergency response personnel and LPG industry employees to get ``up close and personal`` with the type of equipment used for the highway transportation of liquefied petroleum gas (LPG). This trailer was constructed to simulate an MC 331 LPG trailer. It has all the valves, piping and emergency fittings found on highway tankers. What makes this unit different is that it rolls over and opens up to allow program attendees to climb inside the trailer and see it in a way they have never seen one before. The half-day training session is composed of a classroom portion during which attendees will participate in a discussion of hazardous material safety, cargo tank identification and construction. The specific properties of LPG, and the correct procedures for dealing with an LPG emergency. Attendees will then move outside to ROVER, where they will participate in a walkaround inspection of the rolled over unit. All fittings and piping will be representative of both modern and older equipment. Participants will also be able to climb inside the unit through a specially constructed hatch to view cutaway valves and interior construction. While the possibility of an LPG emergency remains remote, ROVER represents Amoco`s continuing commitment to community, education, and safety.

    NFPA 101, section 5-9 mandates that, where required by building classification, all designated emergency egress routes be provided with adequate emergency lighting in the event of a normal lighting outage. Emergency lighting is to be arranged so that egress routes are illuminated to an average of 1.0 footcandle with a minimum at any point of 0.1 footcandle, as measured at floor level. These levels are permitted to drop to 60% of their original value over the required 90 minute emergency lighting duration after a power outage. The Plutonium Finishing Plant (PFP) has two designations for battery powered egress lights ''Emergency Lights'' are those battery powered lights required by NFPA 101 to provide lighting along officially designated egress routes in those buildings meeting the correct occupancy requirements. Emergency Lights are maintained on a monthly basis by procedure ZSR-12N-001. ''Backup Lights'' are battery powered lights not required by NFPA, but installed in areas where additional light may be needed. The Backup Light locations were identified by PFP Safety and Engineering based on several factors. (1) General occupancy and type of work in the area. Areas occupied briefly during a shiftly surveillance do not require backup lighting while a room occupied fairly frequently or for significant lengths of time will need one or two Backup lights to provide general illumination of the egress points. (2) Complexity of the egress routes. Office spaces with a standard hallway/room configuration will not require Backup Lights while a large room with several subdivisions or irregularly placed rooms, doors, and equipment will require Backup Lights to make egress safer. (3) Reasonable balance between the safety benefits of additional lighting and the man-hours/exposure required for periodic light maintenance. The manual is organized in sections that define each aspect of H and S Management for emergency responses. The sections are as follows: Responsibilities; Health Physics; Industrial Hygiene; Safety; Environmental Compliance; Medical; and Record Maintenance. Each section gives guidance on the types of training expected for managers and responders, safety processes and procedures to be followed when performing work, and what is expected of managers and participants. Also included are generic forms that will be used to facilitate or document activities during an emergency response.     Homeland Security Presidential Directive HSPD-5 requires all federal departments and agencies to adopt a National Incident Management System (NIMS)/Incident Command System (ICS) and use it in their individual domestic incident management and emergency prevention, preparedness, response, recovery, and mitigation programs and activities, as well as in support of those actions taken to assist state and local entities. This system provides a consistent nationwide template to enable federal, state, local, and tribal governments, private-sector, and nongovernmental organizations to work together effectively and efficiently to prepare for, prevent, respond to, and recover from domestic incidents, regardless of cause, size, or complexity, including acts of catastrophic terrorism. This document identifies the operational concepts of the Federal Radiological Monitoring and Assessment Center's (FRMAC) implementation of the NIMS/ICS response structure under the National Response Plan (NRP). The construct identified here defines the basic response template to be tailored to the incident-specific response requirements. FRMAC's mission to facilitate interagency environmental data management, monitoring, sampling, analysis, and assessment and link this information to the planning and decision staff clearly places the FRMAC in the Planning Section. FRMAC is not a mitigating resource for radiological contamination but is present to conduct radiological impact assessment for public dose avoidance. Field monitoring is a fact-finding mission to support this effort directly. Decisions based on the assessed data will drive public protection and operational requirements. This organizational structure under NIMS is focused by the mission responsibilities and interface requirements following the premise to provide emergency responders with a flexible yet standardized structure for incident response activities.     Emergency evacuations are carried out in anticipation of a disaster such as hurricane landfall or flooding, and in response to a disaster that strikes without a warning. Existing emergency evacuation modeling and simulation tools are primarily designed for evacuation planning and are of limited value in operational support for real time evacuation management. In order to align with desktop computing, these models reduce the data and computational complexities through simple approximations and representations of real network conditions and traffic behaviors, which rarely represent real-world scenarios. With the emergence of high resolution physiographic, demographic, and socioeconomic data and supercomputing platforms, it is possible to develop micro-simulation based emergency evacuation models that can foster development of novel algorithms for human behavior and traffic assignments, and can simulate evacuation of millions of people over a large geographic area. However, such advances in evacuation modeling and simulations demand computational capacity beyond the desktop scales and can be supported by high performance computing platforms. This paper explores the motivation and feasibility of ultra-scale computing for increasing the speed of high resolution emergency evacuation simulations.

    Health physics is an important discipline with regard to understanding the effects of radiation on human health. Topics of discussion included in this manuscript are related to responding to a radiation emergency, and the necessary balance between desired high accuracy laboratory results and rapid turnaround requirements. Considerations are addressed for methodology with which to provide the most competent solutions despite challenges presented from incomplete datasets and, at times, limited methodology. An emphasis is placed on error and uncertainty of sample analysis results, how error affects products, and what is communicated in the final product.

    This Charter provides the basis for a cooperative, interagency effort to conduct Phase III of the ``Analysis of Offsite Emergency Planning Zones (EPZs) for the Rocky Flats Plant`` Project. The purpose of this Charter is to define the Project and establish an Oversight Committee management structure together with responsibilities and commitments. This Charter establishes a commitment on the part of the signing agencies to participate in a Phase III EPZ analysis to refine existing EPZs for the Rocky Flats Plant. These agencies agree to commit resources to this Project to fulfill their identified roles. The specific types and levels of resources committed by each agency will be determined as part of the Project planning process. This Charter does not commit any agency to any specific level of effort or resources. It does, however, commit these agencies to support the Phase III analysis to completion.
