    Belgoprocess is momentarily in the process of purchasing its fifth NDA-system. Measurement systems are, although based on general designs, not from the shelf items but tailor-made sophisticated and highly automated devices. It is obvious that such a project cannot be carried out by solely a NDA team, but needs a multifunctional team. This team combines NDA expertise with experts in civil works, electrical and mechanical engineering, procurement, IT, safety and legal administration. From less positive experiences in the past, Belgoprocess learned a lot and has now a systematic in place. This systematic structures the project from definition of requirements to operation, a two to three year process. This paper defines the phases of a NDA project and gives for each phase some do's and don'ts. A second subject is the writing and handling of the vast but needed and required documentation. It gives a brief overview of the over thirty documents and files needed. The described, integrated and formal approach reduces the risk of failing projects, systems not meeting the expectations or denied qualification. It puts clear agreements in place, smoothening the relationship between company, supplier and authorities. (authors)

    Here we ask what types of field studies can best detect interactions among stressors and allow us to separate and rank the relative importance of individual stressors in systems receiving multiple disturbances (natural and/or anthropogenic). If multiple stressor responses are common in nature, then single variable tests, such as analysis of a biomarker in isolation or along a surmised gradient, or studies that exclude variables other than pollutants, could be insensitive to all but the most extreme influences of contamination. Preponderance of evidence approaches will be similarly insensitive if designs are too simplistic. A combination of persistent and intensive study of exposure and response in the field, study of critical ecosystem-specific and organism-specific processes, as well as iteration with experimental studies, are useful (and perhaps necessary) strategies to discern interactions among stressors. As our understanding of the mechanisms responsible for changes at lower levels of organization improves, responses to complex stressors become more predictable. This improved mechanistic understanding could lead to a similar degree of understanding for responses at higher levels of biological organization. Below we discuss three examples where researchers have attempted to identify and quantify the relative importance of individual stressors in systems receiving complex stressors. The first example demonstrates how intensive field studies identified multiple stressors and how a management plan resulted in mitigation of these stressors. The second example describes a series of field experiments designed to identify the relative importance of water quality and substrate quality on benthic macroinvertebrates in a metal-polluted stream. The final example illustrates the difficulty of sorting out the direct and indirect influences of global climate change on populations.

    Effective procurement policies can help governments save considerable amounts of money while also reducing energy consumption. Additionally, private sector companies which purchase large numbers of energy-consuming devices can benefit from procurement policies that minimize life-cycle energy costs. Both public and private procurement programs offer opportunities to generate market-transforming demand for energy efficient appliances and lighting fixtures. In recent years, several governments have implemented policies to procure energy efficient products and services. When deploying these policies, efforts have focused on developing resources for implementation (guidelines, energy efficiency specifications for tenders, life cycle costing tools, training, etc.) rather than defining monitoring systems to track progress against the set objectives. Implementation resources are necessary to make effective policies; however, developing Monitoring and Evaluation (M and E) mechanisms are critical to ensure that the policies are effective. The purpose of this article is to provide policy makers and procurement officials with a preliminary map of existing approaches and key components to monitor Energy Efficient Procurement (EEP) programs in order to contribute to the improvement of their own systems. Case studies are used throughout the paper to illustrate promising approaches to improve the M and E of EEP programs, from the definition of the system or data collection to complementary instruments to improve both the monitoring response and program results.

    This report is one in a series of PVUSA reports on PVUSA experiences and lessons learned at the demonstration sites in Davis and Kerman, California, and from participating utility host sites. During the course of approximately 7 years (1988--1994), 10 PV systems have been installed ranging from 20 kW to 500 kW. Six 20-kW emerging module technology arrays, five on universal project-provided structures and one turnkey concentrator, and four turnkey utility-scale systems (200 to 500 kW) were installed. PVUSA took a very proactive approach in the procurement of these systems. In the absence of established procurement documents, the project team developed a comprehensive set of technical and commercial documents. These have been updated with each successive procurement. Working closely with vendors after the award in a two-way exchange provided designs better suited for utility applications. This report discusses the PVUSA procurement process through testing and acceptance, and rating of PV turnkey systems. Special emphasis is placed on the acceptance testing and rating methodology which completes the procurement process by verifying that PV systems meet contract requirements. Lessons learned and recommendations are provided based on PVUSA experience.

    Analyzing the dynamics of open quantum systems has a long history in mathematics and physics. Depending on the system at hand, basic physical phenomena that one would like to explain are, for example, convergence to equilibrium, the dynamics of quantum coherences (decoherence) and quantum correlations (entanglement), or the emergence of heat and particle fluxes in non-equilibrium situations. From the mathematical physics perspective, one of the main challenges is to derive the irreversible dynamics of the open system, starting from a unitary dynamics of the system and its environment. The repeated interactions systems considered in these notes are models of non-equilibrium quantum statistical mechanics. They are relevant in quantum optics, and more generally, serve as a relatively well treatable approximation of a more difficult quantum dynamics. In particular, the repeated interaction models allow to determine the large time (stationary) asymptotics of quantum systems out of equilibrium.

    Complex events such as Three Mile Island-2, Brown's Ferry-3 and Crystal River-3 have demonstrated that previously unidentified system interdependencies can be important to safety. A major aspect of these events was dependent faults (common cause/mode failures). The term systems interactions has been introduced by the Nuclear Regulatory Commission (NRC) to identify the concepts of spatial and functional coupling of systems which can lead to system interdependencies. Spatial coupling refers to dependencies resulting from a shared environmental condition; functional coupling refers to both dependencies resulting from components shared between safety and/or support systems, and to dependencies involving human actions. The NRC is currently developing guidelines to search for and evaluate adverse systems interactions at light water reactors. One approach utilizes graph theoretical methods and is called digraph matrix analysis (DMA). This methodology has been specifically tuned to the systems interaction problem. The objective of this paper is to present results from two DMA applications and to contrast them with the results from more traditional fault tree approaches.

    EPRI compact simulators are more effective, more flexible, and less expensive than conventional simulators. As a result, these simulators can benefit utilities in many ways, ranging from improving heat rate and decreasing O and M costs to reducing control system retrofit costs. Similarly, simulator applications range from operator training to engineering analyses and new product testing. These guidelines help utilities efficiently develop simulator specifications and procure these simulators. The guidelines cover the three phases of the procurement process: (1) pre-specification, (2) specification development, and (3) post-specification. For each phase, the guidelines include specific steps to take and use examples to point out how to avoid problems. Guideline appendices include a generic simulator specification. To help transfer the information in the guidelines to the industry, EPRI has also developed a simulator procurement workshop and a six-hour videotape series based on the workshop.

    State renewable portfolio standard (RPS) policies require utilities and load-serving entities (LSEs) to procure renewable energy generation. Utility procurement options may be a function of state policy and regulatory preferences, and in some cases, may be dictated by legislative authority. Utilities and LSEs commonly use competitive solicitations or bilateral contracting to procure renewable energy supply to meet RPS mandates. However, policymakers and regulators in several states are beginning to explore the use of alternatives, namely feed-in tariffs (FITs) and auctions to procure renewable energy supply. This report evaluates four procurement strategies (competitive solicitations, bilateral contracting, FITs, and auctions) against four main criteria: (1) pricing; (2) complexity and efficiency of the procurement process; (3) impacts on developers access to markets; and (4) ability to complement utility decision-making processes.     Remediation activities such as decontamination and decommissioning (D&D) typically involve materials and activities hazardous to humans. Robots are an attractive way to conduct such remediation, but for efficiency they need a good three-dimensional (3-D) computer model of the task space where they are to function. This model can be created from engineering plans and architectural drawings and from empirical data gathered by various sensors at the site. The model is used to plan robotic tasks and verify that selected paths are clear of obstacles. This report describes the development of an Interactive Computer-Enhanced Remote Viewing System (ICERVS), a software system to provide a reliable geometric description of a robotic task space, and enable robotic remediation to be conducted more effectively and more economically.

    In general, the Linux 2.6 scheduler can ensure fairness and provide excellent interactive performance at the same time. However, our experiments and mathematical analysis have shown that the current Linux interactivity mechanism tends to incorrectly categorize non-interactive network applications as interactive, which can lead to serious fairness or starvation issues. In the extreme, a single process can unjustifiably obtain up to 95% of the CPU! The root cause is due to the facts that: (1) network packets arrive at the receiver independently and discretely, and the 'relatively fast' non-interactive network process might frequently sleep to wait for packet arrival. Though each sleep lasts for a very short period of time, the wait-for-packet sleeps occur so frequently that they lead to interactive status for the process. (2) The current Linux interactivity mechanism provides the possibility that a non-interactive network process could receive a high CPU share, and at the same time be incorrectly categorized as 'interactive.' In this paper, we propose and test a possible solution to address the interactivity vs. fairness problems. Experiment results have proved the effectiveness of the proposed solution.

    The US Environmental Protection Agency (EPA) proposed a Comprehensive Procurement Guideline'' in April designating items that are or can be made with recovered materials. The Agency is proposing to designate 21 additional items and to amend the building installation guideline to establish recovered materials content levels for fiberglass and increase the levels for rock wool. The Comprehensive Procurement Guideline implements Section 6002(e) of the Resource Conservation and Recovery Act (RCRA), and Section 502 of Executive Order 12873. RCRA Section 6002 requires EPA to designate items that are or can be made with recovered materials and to recommend practices to assist federal procuring agencies with meeting their statutory obligations under RCRA Section 6002. After EPA designates an item, RCRA requires that each procuring agency purchase that designated item composed of the highest percentage of recovered materials practicable.

    This paper presents a framework for plot control in interactive story systems. In this framework, the user takes the place of the main character of the story, the protagonist. The rest of the cast consists of discrete characters, each playing a specific role in the story. A separate module in this system, the plot manager, controls the behavior of the cast and specifies what the protagonist can do. The story plot is dynamically shaped by the interference between cast members and their social interactions. The system accepts as input a story map which provides the main metaphor for organizing the plot and localizes the interaction of the protagonist with the rest of the cast. We are implementing this framework in PEGASUS, an interactive travel story environment for Greek mythology.

    A low pressure, microcomputer controlled system employing high performance liquid chromatography (HPLC) allows for precise analysis of the interaction of two reversibly associating macromolecules such as proteins. Since a macromolecular complex migrates faster than its components during size-exclusion chromatography, the difference between the elution profile of a mixture of two macromolecules and the summation of the elution profiles of the two components provides a quantifiable indication of the degree of molecular interaction. This delta profile is used to qualitatively reveal the presence or absence of significant interaction or to rank the relative degree of interaction in comparing samples and, in combination with a computer simulation, is further used to quantify the magnitude of the interaction in an arrangement wherein a microcomputer is coupled to analytical instrumentation in a novel manner.

    EIA plays an important role in enhancing the environmental performance of the construction sector. In recent years, the construction sector has been developing green procurement practices. Green procurement is a process that involves the incorporation of environmental requirements during the procurement of services and products. However, discussion on green procurement is rarely seen during the EIA phase. This paper addresses possible opportunities for improving the coordination between EIA and green procurement within the construction sector. The linking of EIA and green procurement has been postulated in the paper as an aid to strengthen the coordination between project planning and implementation. The paper is based on a literature review and is an outcome of an on-going research project concerning EIA and green procurement. This study indicated that it would be appropriate to introduce green procurement during the pre-decision phase of an EIA. In the present study, the opportunities for integrating green procurement at the stage of EIA are associated with the integration of project planning and EIA. Future research should investigate the mechanism through which the link can be established. - Highlights: Black-Right-Pointing-Pointer This paper identifies opportunities to link EIA and green procurement.     We present a technique to map an electronic model with local interactions (a generalized multi-orbital Hubbard model) onto an effective model of interacting classical spins, by requiring that the thermodynamic potentials associated to spin rotations in the two systems are equivalent up to second order in the rotation angles, when the electronic system is in a symmetry-broken phase. This allows to determine the parameters of relativistic and non-relativistic magnetic interactions in the effective spin model in terms of equilibrium Green’s functions of the electronic model. The Hamiltonian of the electronic system includes, in addition to the non-relativistic part, relativistic single-particle terms such as the Zeeman coupling to an external magnetic field, spin–orbit coupling, and arbitrary magnetic anisotropies; the orbital degrees of freedom of the electrons are explicitly taken into account. We determine the complete relativistic exchange tensors, accounting for anisotropic exchange, Dzyaloshinskii–Moriya interactions, as well as additional non-diagonal symmetric terms (which may include dipole–dipole interaction). The expressions of all these magnetic interactions are determined in a unified framework, including previously disregarded features such as the vertices of two-particle Green’s functions and non-local self-energies. We do not assume any smallness in spin–orbit coupling, so our treatment is in this sense exact. Finally, we show how to distinguish and address separately the spin, orbital and spin–orbital contributions to magnetism, providing expressions that can be computed within a tight-binding Dynamical Mean Field Theory.

    Given current economic and regulatory challenges, utilities are facing the need to manage inventories more efficiently, lower spare parts costs, and reduce the downtime associated with equipment failure. Two programs helping utilities achieve these goals are the Joint Procurement Corporation (JPC) for multicompany purchase of common equipment and services and the pooled inventory management (PIM) program for joint purchase and storage of nuclear generating unit spare parts. Both of these are cooperative programs that decrease the probability of extended plant outages and reduce duplication of effort and/or inventory among participating utilities.

    The invention provides a protein labeling and interaction detection system based on engineered fragments of fluorescent and chromophoric proteins that require fused interacting polypeptides to drive the association of the fragments, and further are soluble and stable, and do not change the solubility of polypeptides to which they are fused. In one embodiment, a test protein X is fused to a sixteen amino acid fragment of GFP (.beta.-strand 10, amino acids 198-214), engineered to not perturb fusion protein solubility. A second test protein Y is fused to a sixteen amino acid fragment of GFP (.beta.-strand 11, amino acids 215-230), engineered to not perturb fusion protein solubility. When X and Y interact, they bring the GFP strands into proximity, and are detected by complementation with a third GFP fragment consisting of GFP amino acids 1-198 (strands 1-9). When GFP strands 10 and 11 are held together by interaction of protein X and Y, they spontaneous association with GFP strands 1-9, resulting in structural complementation, folding, and concomitant GFP fluorescence.

    The competition between the Kondo effect and the Ruderman-Kittel-Kasuya-Yoshida (RKKY) interaction is investigated in a double quantum dots system, coupled via a central open conducting region. A perpendicular magnetic field induces the formation of Landau Levels which in turn give rise to the so-called Kondo chessboard pattern in the transport through the quantum dots. The two quantum dots become therefore chirally coupled via the edge channels formed in the open conducting area. In regions where both quantum dots exhibit Kondo transport the presence of the RKKY exchange interaction is probed by an analysis of the temperature dependence. The thus obtained Kondo temperature of one dot shows an abrupt increase at the onset of Kondo transport in the other, independent of the magnetic field polarity, i.e. edge state chirality in the central region.

    The authors study perturbations {cflx H} of the quantized version {cflx H}{sub 0} of integrable Hamiltonian systems by point interactions. They relate the eigenvalues of {cflx H} to the zeros of a certain meromorphic function {xi}. Assuming the eigenvalues of {cflx H}{sub 0} are Poisson distributed, they get detailed information on the joint distribution of the zeros of {xi} and give bounds on the probability density for the spacings of eigenvalues of {cflx H}. Their results confirm the wave chaos phenomenon, as different from the quantum chaos phenomenon predicted by random matrix theory.

    Cosmological voids provide a unique environment for the study of galaxy formation and evolution. The galaxy population in their interiors has properties significantly different from average field galaxies. As part of our Void Galaxy Survey (VGS), we have found a system of three interacting galaxies (VGS{sub 3}1) inside a large void. VGS{sub 3}1 is a small elongated group whose members are embedded in a common H I envelope. The H I picture suggests a filamentary structure with accretion of intergalactic cold gas from the filament onto the galaxies. We present deep optical and narrowband H{alpha} data, optical spectroscopy, near-UV, and far-UV Galaxy Evolution Explorer and CO(1-0) data. We find that one of the galaxies, a Markarian object, has a ring-like structure and a tail evident both in optical and H I. While all three galaxies form stars in their central parts, the tail and the ring of the Markarian object are devoid of star formation. We discuss these findings in terms of a gravitational interaction and ongoing growth of galaxies out of a filament. VGS{sub 3}1 is one of the first observed examples of a filamentary structure in a void. It is an important prototype for understanding the formation of substructure in a void. This system also shows that the galaxy evolution in voids can be as dynamic as in high-density environments.

    A display system includes a waveguide optical panel having an inlet face and an opposite outlet face. A projector cooperates with a digital imaging device, e.g. a digital micromirror imaging device, for projecting an image through the panel for display on the outlet face. The imaging device includes an array of mirrors tiltable between opposite display and divert positions. The display positions reflect an image light beam from the projector through the panel for display on the outlet face. The divert positions divert the image light beam away from the panel, and are additionally used for reflecting a probe light beam through the panel toward the outlet face. Covering a spot on the panel, e.g. with a finger, reflects the probe light beam back through the panel toward the inlet face for detection thereat and providing interactive capability.

    Version 00 PELE-IC is a two-dimensional semi-implicit Eulerian hydrodynamics program for the solution of incompressible flow coupled to flexible structures. The code was developed to calculate fluid-structure interactions and bubble dynamics of a pressure-suppression system following a loss-of-coolant accident (LOCA). The fluid, structure, and coupling algorithms have been verified by calculation of benchmark problems and air and steam blowdown experiments. The code is written for both plane and cylindrical coordinates. The coupling algorithm is generalmore » enough to handle a wide variety of structural shapes.     This review report presents the results of an analysis of alternative approaches to the design of a federal photovoltaics procurement program. Advantages and disadvantages of large purchases at fixed prices and smaller purchases for testing and demonstrating the technology are presented. The objectives and possible impacts of these purchase programs on the photovoltaic industry are described. The reactions of the industry to alternative purchase programs were assessed using personal interviews with selected companies currently active in photovoltaics. The report begins with a review of the impacts of federal procurements on other innovations, including the electronics industry, and suggests the relation of these procurements to photovoltaics. The methodology for conducting the interviews is presented next. The results of the interviews are summarized into possible scenarios of future developments in the industry and into discussions of key issues in the design of a procurement program. An appendix on the current structure of the photovoltaic industry is provided.

    The problem of restoring a power system following a complete blackout is complex and multi-faceted. Many control actions have to be performed on time, while constraints such as power balance and system stability have to be carefully respected. In this paper, the application of long-term dynamic analysis in studying frequency and voltage responses due to load and generation mismatches in isolated systems or during extension of the existing system in the restoration phase is presented. Simulation results covering the main steps of the Hellenic power system restoration process following a recent total blackout are presented and discussed.

    We study the quantum dynamics of a single mode (particle) interacting inhomogeneously with a large number of particles and introduce an effective approach to find the accessible Hilbert space, where the dynamics takes place. Two relevant examples are given: the inhomogeneous Tavis-Cummings model (e.g., N atomic qubits coupled to a single cavity mode, or to a motional mode in trapped ions) and the inhomogeneous coupling of an electron spin to N nuclear spins in a quantum dot.

    Emerging from the machinery of epitaxial science and chemical synthesis, is a growing emphasis on development of self-organized systems of complex molecular species. The nature of self-organization in these systems spans the continuum from simple crystallization of large molecules such as dendrimers and proteins, to assembly into large organized networks of nanometer-scale structures such as quantum dots or nanoparticles. In truth, self-organization in complex molecular systems has always been a central feature of many scientific disciplines including fields as diverse as structural biology, polymer science and geochemistry. But over the past decade, changes in those fields have often been marked by the degree to which researchers are using molecular-scale approaches to understand the hierarchy of structures and processes driven by this ordered assembly. At the same time, physical scientists have begun to use their knowledge of simple atomic and molecular systems to fabricate synthetic self-organized systems. This increasing activity in the field of self-organization is testament to the success of the physical and chemical sciences in building a detailed understanding of crystallization and epitaxy in simple atomic and molecular systems, one that is soundly rooted in thermodynamics and chemical kinetics. One of the fundamental challenges of chemistry and materials science in the coming decades is to develop a similarly well-founded physical understanding of assembly processes in complex molecular systems. Over the past five years, we have successfully used in situ atomic force microscopy (AFM) to investigate the physical controls on single crystal epitaxy from solutions for a wide range of molecular species. More recently, we have combined this method with grazing incidence X-ray diffraction and kinetic Monte Carlo modeling in order to relate morphology to surface atomic structure and processes.     In this study we present photometric and spectroscopic variation analysis and an orbital period study of a low-mass interacting system OO Aql. Simultaneous solution of the light and radial velocity curves provides us with the determination of a new set of stellar physical parameters for the primary and the secondary companion, M{sub 1} = 1.05(2) M{sub Sun }, M{sub 2} = 0.89(2) M{sub Sun }, R{sub 1} = 1.38(2) R{sub Sun }, R{sub 2} = 1.28(2) R{sub Sun }, log (L{sub 1}/L{sub Sun }) = 0.258, and log (L{sub 2}/L{sub Sun }) = 0.117, and the separation of the components was determined to be a = 3.333(16) R{sub Sun }. Newly obtained parameters yield the distance of the system as 136(8) pc. Analyses of the mid-eclipse times indicate a period increase of (P/ P-dot )=4 Multiplication-Sign 10{sup 7} yr that can be interpreted in terms of the mass transfer (dM/dt) = 5 Multiplication-Sign 10{sup -8} M{sub Sun} yr{sup -1} from the less massive component to the more massive component. Our new solution confirmed that OO Aql is a multiple system in the form of AB + C + D. We found initial astrophysical parameters for the component of the system and its current age to be 8.6 Gyr using a non-conservative stellar evolution model (EV-TWIN code).
