    A study by NEA completed in April 1987 shows that a large scale (500 MW) geothermal development on the big island of Hawaii and the inter-island power transmission cable is economically infeasible. This updated report, utilizing additional information available since 1987, reaches the same conclusion: (1) The state estimate of $1.7 billion for development cost of the geothermal project is low and extremely optimistic. more realistic development costs are shown to be in the range of $3.4 to $4.3 billion and could go as high as $4.6 billion. (2) Compared to alternative sources of power generation, geothermal can be 1.7 to 2.4 times as costly as oil, and 1.2 to 1.7 times as costly as a solar/oil generating system. (3) yearly operation and maintenance costs for the large scale geothermal project are estimated to be 44.7 million, 72% greater than a solar/oil generating system. (4) Over a 40-year period ratepayers could pay, on average, between 1.3 (17.2%) and 2.4 cents (33%) per kWh per year more for electricity produced by geothermal than they are currently paying (even with oil prices stabilizing at $45 per barrel in 2010). (5) A comparable solar/oil thermal energy development project is technologically feasible, could be island specific, and would cost 20% to 40% less than the proposed geothermal development. (6) Conservation is the cheapest alternative of all, can significantly reduce demand, and provides the greatest return to ratepayers. There are better options than geothermal. Before the State commits the people of Hawaii to future indebtedness and unnecessary electricity rate increases, more specific study should be conducted on the economic feasibility, timing, and magnitude of the geothermal project. The California experience at The Geyers points up the fact that it can be a very risky and disappointing proposition. The state should demand that proponents and developers provide specific answers to geothermals troubling questions before they make an irreversible commitment to it. The state should also more carefully assess the potential risks and hazards of volcanic disturbances, the degree of environmental damage that could occur, the future demand for electricity, and the potential of supplying electricity from alternative energy sources, conservation and small scale power units. As they stated in the April 1987 study, to move ahead with rapid large scale geothermal development on Hawaii without thoroughly studying these aspects of its development is ill-advised and economically unsound.

    Background-Through the Community Sequencing Program, a catfish EST sequencing project was carried out through a collaboration between the catfish research community and the Department of Energy's Joint Genome Institute. Prior to this project, only a limited EST resource from catfish was available for the purpose of SNP identification. Results-A total of 438,321 quality ESTs were generated from 8 channel catfish (Ictalurus punctatus) and 4 blue catfish (Ictalurus furcatus) libraries, bringing the number of catfish ESTs to nearly 500,000. Assembly of all catfish ESTs resulted in 45,306 contigs and 66,272 singletons. Over 35percent of the unique sequences had significant similarities to known genes, allowing the identification of 14,776 unique genes in catfish. Over 300,000 putative SNPs have been identified, of which approximately 48,000 are high-quality SNPs identified from contigs with at least four sequences and the minor allele presence of at least two sequences in the contig. The EST resource should be valuable for identification of microsatellites, genome annotation, large-scale expression analysis, and comparative genome analysis. Conclusions-This project generated a large EST resource for catfish that captured the majority of the catfish transcriptome. The parallel analysis of ESTs from two closely related Ictalurid catfishes should also provide powerful means for the evaluation of ancient and recent gene duplications, and for the development of high-density microarrays in catfish. The inter- and intra-specific SNPs identified from all catfish EST dataset assembly will greatly benefit the catfish introgression breeding program and whole genome association studies.

    Tensions on the Korean Peninsula remain high despite a long-term strategy by South Korea to increase inter-Korean exchanges in economics, culture, sports, and other topics. This is because the process of reconciliation has rarely extended to military and security topics and those initiatives that were negotiated have been ineffective. Bilateral interactions must include actions to reduce threats and improve confidence associated with conventional military forces (land, sea, and air) as well as nuclear, chemical, and biological activities that are applicable to developing and producing weapons of mass destruction (WMD). The purpose of this project is to develop concepts for inter-Korean confidence building measures (CBMs) for military and WMD topics that South Korea could propose to the North when conditions are right. This report describes the historical and policy context for developing security-related CBMs and presents an array of bilateral options for conventional military and WMD topics within a consistent framework. The conceptual CBMs address two scenarios: (1) improved relations where construction of a peace regime becomes a full agenda item in inter-Korean dialogue, and (2) continued tense inter-Korean relations. Some measures could be proposed in the short term under current conditions, others might be implemented in a series of steps, while some require a higher level of cooperation than currently exists. To support decision making by political leaders, this research focuses on strategies and policy options and does not include technical details.

    Existing reliable ordered group communication protocols have been developed for local-area networks and do not, in general, scale well to large numbers of nodes and wide-area networks. The InterGroup suite of protocols is a scalable group communication system that introduces an unusual approach to handling group membership, and supports a receiver-oriented selection of service. The protocols are intended for a wide-area network, with a large number of nodes, that has highly variable delays and a high message loss rate, such as the Internet. The levels of the message delivery service range from unreliable unordered to reliable timestamp ordered.     The geothermal commercialization potential in American Samoa was investigated. With geothermal energy harnessed in American Samoa, a myriad of possibilities would arise. Existing residential and business consumers would benefit from reduced electricity costs. The tuna canneries, demanding about 76% of the island's process heat requirements, may be able to use process heat from a geothermal source. Potential new industries include health spas, aquaculture, wood products, large domestic and transhipment refrigerated warehouses, electric cars, ocean nodule processing, and a hydrogen economy. There are no territorial statutory laws of American Samoa claiming or reserving any special rights (including mineral rights) to the territorial government, or other interests adverse to a land owner, for subsurface content of real property. Technically, an investigation has revealed that American Samoa does possess a geological environment conducive to geothermal energy development. Further studies and test holes are warranted.

    All edges in the classical Watts and Strogatz's small-world network model are unweighted and cooperative (positive). By introducing competitive (negative) inter-cluster edges and assigning edge weights to mimic more realistic networks, this paper develops a modified model which possesses co-competitive weighted couplings and cluster structures while maintaining the common small-world network properties of small average shortest path lengths and large clustering coefficients. Based on theoretical analysis, it is proved that the new model with inter-cluster co-competition balance has an important dynamical property of robust cluster synchronous pattern formation. More precisely, clusters will neither merge nor split regardless of adding or deleting nodes and edges, under the condition of inter-cluster co-competition balance. Numerical simulations demonstrate the robustness of the model against the increase of the coupling strength and several topological variations.

    Solar inter-network magnetic field is the weakest component of solar magnetism, but contributes most of the solar surface magnetic flux. The study on its origin has been constrained by the inadequate tempo-spatial resolution and sensitivity of polarization observations. With dramatic advances in spatial resolution and detective sensitivity, solar spectro-polarimetry provided by the Solar Optical Telescope aboard Hinode in an interval from solar minimum to maximum of cycle 24 opens an unprecedented opportunity to study the cyclic behavior of solar inter-network magnetic field. More than 1000 Hinode magnetograms observed from 2007 January to 2014 August are selected in the study. It has been found that there is a very slight correlation between sunspot number and magnetic field at the inter-network flux spectrum. From solar minimum to maximum of cycle 24, the flux density of solar inter-network field is invariant, which is 10$\\pm1$ G.     This document is an initial energy assessment for American Samoa, the first of many steps in developing a comprehensive energy strategy. On March 1, 2010, Assistant Secretary of the Interior Tony Babauta invited governors and their staff from the Interior Insular Areas to meet with senior principals at the National Renewable Energy Laboratory (NREL). Meeting discussions focused on ways to improve energy efficiency and increase the deployment of renewable energy technologies in the U.S. Pacific Territories. In attendance were Governors Felix Camacho (Guam), Benigno Fitial (Commonwealth of the Northern Mariana Islands), and Togiola Tulafono, (American Samoa). This meeting brought together major stakeholders to learn and understand the importance of developing a comprehensive strategic plan for implementing energy efficiency measures and renewable energy technologies. For several decades, dependence on fossil fuels and the burden of high oil prices have been a major concern but never more at the forefront as today. With unstable oil prices, the volatility of fuel supply and the economic instability in American Samoa, energy issues are a high priority. In short, energy security is critical to American Samoa's future economic development and sustainability. Under an interagency agreement, funded by the Department of Interior's Office of Insular Affairs, NREL was tasked to deliver technical assistance to the islands of American Samoa. Technical assistance included conducting an initial technical assessment to define energy consumption and production data, establish an energy consumption baseline, and assist with the development of a strategic plan. The assessment and strategic plan will be used to assist with the transition to a cleaner energy economy. NREL provided an interdisciplinary team to cover each relevant technical area for the initial energy assessments. Experts in the following disciplines traveled to American Samoa for on-island site assessments: (1) Energy Efficiency and Building Technologies; (2) Integrated Wind-Diesel Generation; (3) Transmission and Distribution; (4) Solar Technologies; and (5) Biomass and Waste-to-Energy. In addition to these core disciplines, team capabilities also included expertise in program analysis, project financing, energy policy and energy planning. The intent of the technical assessment was to provide American Samoa with a baseline energy assessment. From the baseline, various scenarios and approaches for deploying cost effective energy efficiency and renewable energy technologies could be created to meet American Samoa's objectives. The information provided in this energy assessment will be used as input in the development of a draft strategic plan and the development of scenarios and strategies for deploying cost-effective energy efficiency and renewable products.

    This paper introduces a new method to mitigate inter-area oscillations of a large scale interconnected power system by means of generation re-dispatch. The optimal operational control procedures are derived as the shortest distance from the current operating condition to a desired damping ratio of the oscillation mode by adjusting generator outputs. A sensitivity based method is used to select the most effective generators for generation re-dispatch and decision tree is trained to approximate the security boundary in a space characterized by the selected generators. The optimal operational rules can be found by solving an optimization problem where the boundary constraints are provided by the decision tree rules. This method is tested on a Western Electricity Coordinating Council (WECC) 179-bus simplified network model and simulation results have demonstrated the proof of concept and shown promising application in real time operation.

    Southwestern Indian Polytechnic Institute (SIPI), was founded in 1971 and is located on 164 acres in northwest Albuquerque, New Mexico in the center of New Mexico`s agricultural and high-tech corridors. SIPI became accredited as a community college in 1993, serves Native Americans nationwide, and is governed by a nationally-tribally appointed Board of Regents (Jicarilla Apache, Joint Oklahoma Tribes, Mescalero Apache, Navajo Nation-Arizona, Navajo Nation-New Mexico, Ten Southern Pueblos, and Eight Northern Pueblos, Southern Ute, Inter-tribal Council of Arizona, and Oglala Sioux). In 1993, The US Department of Education, TRIO Programs no longer funded the Southwestern Indian Polytechnic Institute (SIPI) Summer Math and Science Enrichment Program. However, with US Department of Energy funding SIPI was able to continue service to the Native American community under the new title of College Bound American Indian Math and Science (AIMS) Enrichment Program. This new program continued the goals and objectives of the TRIO program with an expanded focus that included students from more Native American communities nationwide. The program also interfaced with a teacher enrichment program (Rural American Indian Science Education-RAISE) sponsored by the Bureau of Indian Affairs and Sandia National Labs (SNL). SIPI in collaboration with Sandia National Laboratories and Lawrence Livermore National (LLNL) Laboratory established a mathematics and science enrichment program at SIPI for students attending rural high schools serving predominantly Native American populations. The primary goal of the program was to provide 9th--12th grade students, mostly Native American, the skills and knowledge, interest and motivation, and strategies to remain in high school and pursue a college education in a math, science, or technology based field. Each year, the program included a six-week intensive residential summer program located at SIPI as well as academic year support activities at the student`s high school. A summary of the program activities during the grant period is given.

    The Product Consistency Test (PCT), American Society for Testing Materials (ASTM) Standard C1285, is currently used world wide for testing glass and glass-ceramic waste forms for high level waste (HLW), low level waste (LLW), and hazardous wastes. Development of the PCT was initiated in 1986 because HLW glass waste forms required extensive characterization before actual production began and required continued characterization during production ({ge}25 years). Non-radioactive startup was in 1994 and radioactive startup was in 1996. The PCT underwent extensive development from 1986-1994 and became an ASTM consensus standard in 1994. During the extensive laboratory testing and inter- and intra-laboratory round robins using non-radioactive and radioactive glasses, the PCT was shown to be very reproducible, to yield reliable results rapidly, to distinguish between glasses of different durability and homogeneity, and to easily be performed in shielded cell facilities with radioactive samples. In 1997, the scope was broadened to include hazardous and mixed (radioactive and hazardous) waste glasses. In 2002, the scope was broadened to include glass-ceramic waste forms which are currently being recommended for second generation nuclear wastes yet to be generated in the nuclear renaissance. Since the PCT has proven useful for glass-ceramics with up to 75% ceramic component and has been used to evaluate Pu ceramic waste forms, the use of this test for other ceramic/mineral waste forms such as geopolymers, hydroceramics, and fluidized bed steam reformer mineralized product is under investigation.

    American Samoa has no indigenous fossil fuels and is almost totally dependent for energy on seaborne petroleum. However, the seven Pacific Islands located at 14 degrees south latitude that constitute American Samoa have a wide variety of renewable resources with the potential for substituting for imported oil. Included as possible renewable energy conversion technologies are solar thermal, photovoltaics, wind, geothermal, ocean thermal, and waste-to-energy recovery. This report evaluates the potential of each of these renewable energy alternatives and establishes recommended priorities for their development in American Samoa. Rough cost estimates are also included. Although renewable energy planning is highly site specific, information in this report should find some general application to other tropical insular areas.

    We have investigated pinning potentials created by inter-domain wall magnetostatic interactions in planar magnetic nanowires. We show that these potentials can take the form of an energy barrier or an energy well depending on the walls' relative monopole moments, and that the applied magnetic fields required to overcome these potentials are significant. Both transverse and vortex wall pairs are investigated and it is found that transverse walls interact more strongly due to dipolar coupling between their magnetization structures. Simple analytical models which allow the effects of inter-domain wall interactions to be estimated are also presented.

    The ubiquitousness of solar inter-network horizontal magnetic field has been revealed by the space-borne observations with high spatial resolution and polarization sensitivity. However, no consensus has been achieved on the origin of the horizontal field among solar physicists. For a better understanding, in this study we analyze the cyclic variation of inter-network horizontal field by using the spectro-polarimeter observations provided by Solar Optical Telescope on board Hinode, covering the interval from 2008 April to 2015 February. The method of wavelength integration is adopted to achieve a high signal-to-noise ratio. It is found that from 2008 to 2015 the inter-network horizontal field does not vary when solar activity increases, and the average flux density of inter-network horizontal field is 87$\\pm$1 G, In addition, the imbalance between horizontal and vertical field also keeps invariant within the scope of deviation, i.e., 8.7$\\pm$0.5, from the solar minimum to maximum of solar cycle 24.     This report outlines a comprehensive training program for members of Native American tribes whose lands have oil and gas resources. The program has two components: short courses and internships. Programs are proposed for: (1) adult tribes representatives who are responsible for managing tribal mineral holdings, setting policy, or who work in the oil and gas industry; (2) graduate and undergraduate college students who are tribal members and are studying in the appropriate fields; and (3) high school and middle school teachers, science teachers. Materials and program models already have been developed for some components of the projects. The plan is a coordinated, comprehensive effort to use existing resources to accomplish its goals. Partnerships will be established with the tribes, the BIA, tribal organizations, other government agencies, and the private sector to implement the program.

    In this paper, a minimalist, completely distributed freeway traffic information system is introduced. It involves an autonomous, vehicle-based jam front detection, the information transmission via inter-vehicle communication, and the forecast of the spatial position of jam fronts by reconstructing the spatiotemporal traffic situation based on the transmitted information. The whole system is simulated with an integrated traffic simulator, that is based on a realistic microscopic traffic model for longitudinal movements and lane changes. The function of its communication module has been explicitly validated by comparing the simulation results with analytical calculations. By means of simulations, we show that the algorithms for a congestion-front recognition, message transmission, and processing predict reliably the existence and position of jam fronts for vehicle equipment rates as low as 3%.     We exploit inter-layer radiative transitions to provide gains to amplify terahertz waves in graphene heterostructures. This is achieved by properly doping graphene sheets and aligning their energy bands so that the processes of stimulated emissions can overwhelm absorptions. We derive an expression for the gain estimation and show the gain is insensitive to temperature variation. Moreover, the gain is broadband and can be strong enough to compensate the free carrier loss, indicating graphene based room temperature terahertz lasers are feasible.

    In July 2005 the North American Solar Challenge (NASC) featured university built solar powered cars ran across the United States into Canada. The competition began in Austin, Texas with stops in Weatherford, Texas; Broken Arrow, Oklahoma; Topeka, Kansas; Omaha, Nebraska; Sioux Falls, South Dakota, Fargo, North Dakota; Winnipeg, Manitoba; Brandon, Manitoba; Regina, Saskatchewan; Medicine Hat, Alberta; mainly following U.S. Highway 75 and Canadian Highway 1 to the finish line in Calgary, Alberta, Canada, for a total distance of 2,500 miles. NASC major sponsors include the U.S. Department of Energy (DOE), Natural Resources Canada and DOEs National Renewable Energy Laboratory. The event is designed to inspire young people to pursue careers in science and engineering. NASCs predecessors, the American Solar Challenge and Sunrayce, generally have been held every two years since 1990. With each race, the solar cars travel faster and further with greater reliability. The NASC promotes: -Renewable energy technologies (specifically photovoltaic or solar cells) -Educational excellence in science, engineering and mathematics -Creative integration of technical and scientific expertise across a wide-range of disciplines -Hands-on experience for students and engineers to develop and demonstrate their technical and creative abilities. Safety is the first priority for the NASC. Each team put its car through grueling qualifying and technical inspections. Teams that failed to meet the requirements were not allowed participate. During the race, each team was escorted by lead and chase vehicles sporting rooftop hazard flashers. An official observer accompanied each solar car team to keep it alert to any safety issues.

    The American Gas Association (AGA) supports a policy of increasing conventional natural gas production and sustaining the higher level for at least 40 years in addition to developing unconventional sources by coal gasification, methane, biomass, and other technologies. International efforts to shift from petroleum to gas are responding to the need for appropriate policies. With gas supplying 40% of the energy consumed by American buildings and by industry and agriculture, the country has a significant financial investment in equipment and distribution systems. Although deregulation of gas prices will not prevent a decline in conventional production for the next decade, new sources and technologies will combine to maintain supplies. Policies are needed to enhance the US coal gasification capability and to promote the use of dual-fired furnaces.     This study describes the energy resources and the changes that have taken place in energy supply and demand in five Central American countries between 1970 and 1984. Economic changes are also reviewed because they influence and are affected by changes in the energy sector. The work was performed under the auspices of the US Agency for International Development. The Central American countries of Costa Rica, El Salvador, Guatemala, Honduras, and Panama are highly dependent on fuel wood as a source of energy, particularly in the residential sector. They also rely upon imported oil products to supply a growing modern sector. Most countries have significant hydroelectric and geothermal resources, and most countries produce a large portion of their electricity from hydroelectric projects. Demand for electricity has grown rapidly. Relative shares of primary versus secondary energy in the five countries vary significantly and strongly correlate with average per capita income. Consumption of secondary energy has declined during the recent economic recession suffered by the region.

    The Next Generation Nuclear Plant (NGNP), the Deep Burn Pebble Bed Reactor (DB-PBR) and the Deep Burn Prismatic Block Reactor (DB-PMR) are all based on fuels that use TRISO particles as their fundamental constituent. The TRISO particle properties include very high durability in radiation environments, hence the designs reliance on the TRISO to form the principal barrier to radioactive materials release. This durability forms the basis for the selection of this fuel type for applications such as Deep Bun (DB), which require exposures up to four times those expected for light water reactors. It follows that the study and prediction of the durability of TRISO particles must be carried as part of the safety and overall performance characterization of all the designs mentioned above. Such evaluations have been carried out independently by the performers of the DB project using independently developed codes. These codes, PASTA, PISA and COPA, incorporate models for stress analysis on the various layers of the TRISO particle (and of the intervening matrix material for some of them), model for fission products release and migration then accumulation within the SiC layer of the TRISO particle, just next to the layer, models for free oxygen and CO formation and migration to the same location, models for temperature field modeling within the various layers of the TRISO particle and models for the prediction of failure rates. All these models may be either internal to the code or external. This large number of models and the possibility of different constitutive data and model formulations and the possibility of a variety of solution techniques makes it highly unlikely that the model would give identical results in the modeling of identical situations. The purpose of this paper is to present the results of an inter-comparison between the codes and to identify areas of agreement and areas that need reconciliation. The inter-comparison has been carried out by the cooperating institutions using a set of pre-defined TRISO conditions (burnup levels, temperature or power levels, etc.) and the outcome will be tabulated in the full length paper. The areas of agreement will be pointed out and the areas that require further modeling or reconciliation will be shown. In general the agreement between the codes is good within less than one order of magnitude in the prediction of TRISO failure rates.

The group's findings are based partly on the results of a set of economic models of the natural gas industry that were run for four scenarios representing significantly different conditions: two oil price scenarios (upper and lower), a smaller total US resource base (low US resource case), and increased potential gas demand for electric generation (high US demand case). Several issues, such as the direction of regulatory policy and the size of the gas resource base, were analyzed separately without the use of models.

    We outline the scientific motivation behind a search for gravitational waves associated with short gamma ray bursts detected by the InterPlanetary Network (IPN) during LIGO's fifth science run and Virgo's first science run. The IPN localisation of short gamma ray bursts is limited to extended error boxes of different shapes and sizes and a search on these error boxes poses a series of challenges for data analysis. We will discuss these challenges and outline the methods to optimise the search over these error boxes.

    We propose a technique which minimizes inter-set write variation in NVM caches for improving its lifetime. Our technique uses cache coloring scheme to add a software-controlled mapping layer between groups of physical pages (called memory regions) and cache sets. Periodically, the number of writes to different colors of the cache is computed and based on this result, the mapping of a few colors is changed to channel the write traffic to least utilized cache colors. This change helps to achieve wear-leveling.

    Models of groundwater flow for the Yucca Flat area of the Nevada National Security Site (NNSS) are under development by the U.S. Department of Energy (DOE) for corrective action investigations of the Yucca Flat-Climax Mine Corrective Action Unit (CAU). One important aspect of these models is the quantity of inter-basin groundwater flow from regional systems to the north. This component of flow, together with its uncertainty, must be properly accounted for in the CAU flow models to provide a defensible regional framework for calculations of radionuclide transport that will support determinations of the Yucca Flat-Climax Mine contaminant boundary. Because characterizing flow boundary conditions in northern Yucca Flat requires evaluation to a higher level of detail than the scale of the Yucca Flat-Climax Mine CAU model can efficiently provide, a study more focused on this aspect of the model was required.

    The insulation system of the ITER TF coils consists of multi-layer glass/polyimide tapes impregnated a cyanate-ester/epoxy resin. The ITER TF coils are required to withstand an irradiation of 10 MGy from gamma-ray and neutrons since the ITER TF coils is exposed by fast neutron (>0.1 MeV) of 10{sup 22} n/m{sup 2} during the ITER operation. Cyanate-ester/epoxy blended resins and bonded glass/polyimide tapes are developed as insulation materials to realize the required radiation-hardness for the insulation of the ITER TF coils. To evaluate the radiation-hardness of the developed insulation materials, the inter-laminar shear strength (ILSS) of glass-fiber reinforced plastics (GFRP) fabricated using developed insulation materials is measured as one of most important mechanical properties before/after the irradiation in a fission reactor of JRR-3M. As a result, it is demonstrated that the GFRPs using the developed insulation materials have a sufficient performance to apply for the ITER TF coil insulation.

    The objective of this project is to eliminate three closely inter-related barriers to oil production in Alaska through the use of a geographic information system (GIS) and other information technology strategies. These barriers involve identification of oil development potential from existing wells, planning projects to efficiently avoid conflicts with other interests, and gaining state approvals for exploration and development projects. Each barrier is the result of either current labor-intensive methods or poorly accessible information. This project brings together three parts of the oil exploration, development, and permitting process to form the foundation for a more fully integrated information technology infrastructure for the State of Alaska. This web-based system will enable the public and other review participants to track permit status, submit and view comments, and obtain important project information online. By automating several functions of the current manual process, permit applications will be completed more quickly and accurately, and agencies will be able to complete reviews with fewer delays. The application will include an on-line diagnostic Coastal Project Questionnaire to determine the suite of permits required for a specific project. The application will also automatically create distribution lists based on the location and type of project, populate document templates for project review start-ups, public notices and findings, allow submission of e-comments, and post project status information on the Internet. Alaska has nearly one-quarter of the nation's supply of crude oil, at least five billion barrels of proven reserves. The American Association of Petroleum Geologists report that the 1995 National Assessment identified the North Slope as having 7.4 billion barrels of technically recoverable oil and over 63 trillion cubic feet of natural gas. From these reserves, Alaska produces roughly one-fifth of the nation's daily crude oil production, or approximately one million barrels per day from over 1,800 active wells. Currently, State of Alaska agencies use multiple, independent systems to identify, authenticate, and authorize customers for online transactions. Consumers of online state services may be required to manage multiple online ''profiles,'' and during a permit review process valuable time may be lost verifying identity or reconciling differences in applicant information when agency records disagree. The state's Information Technology Group is developing a shared applicant profile system that will provide an additional opportunity to demonstrate data sharing between agencies.

    The origin of the gas in between the Magellanic Clouds (MCs)-known as the ''Magellanic Bridge'' (MB)-is puzzling. Numerical simulations suggest that the MB formed from tidally stripped gas and stars in a recent interaction between the MCs. However, the apparent lack of stripped intermediate- or old-age stars associated with the MB is at odds with this picture. In this paper, we present the first results from the MAGellanic Inter-Cloud program (MAGIC) aimed at probing the stellar populations in the inter-Cloud region. We present observations of the stellar populations in two large fields located in between the Large and Small Magellanic Clouds (LMC/SMC), secured using the WFI camera on the 2.2 m telescope in La Silla. Using a synthetic color-magnitude diagram technique, we present the first quantitative evidence for the presence of intermediate-age and old stars in the inter-Cloud region. The intermediate-age stars-which make up {approx}28% of all stars in the region-are not present in fields at a similar distance from the SMC in a direction pointing away from the LMC. This provides potential evidence that these intermediate-age stars could have been tidally stripped from the SMC. However, spectroscopic studies will be needed to confirm or rule out the tidal origin for the inter-Cloud gas and stars.

    A training program conducted in Bartlesville by BDM-Oklahoma technical staff, which included geologists, geophysicists, exploration and drilling specialists, and environmental policy experts. The proposed training schedule offered four courses per year and included those coursed identified by the tribes in the survey. The training program was outlined for members of Native American Tribes whose lands have oil and gas resources. The proposed program contributed to meeting the goals of the U.S. Department of Energy's (DOE) Domestic Oil and Gas Initiative to help Native American tribes become more self-sufficient in developing and managing their resources through training in cost-effective, improved technologies for hydrocarbon production that will meet environmental regulations. The training program outlined was for adult tribal representatives who are responsible for managing tribal mineral holdings or setting policy, or who work in the oil and gas industry. The course content is in response to a survey that was developed by BDM-Oklahoma and sent in the Spring of 1995 to 26 tribal agencies identified through previous contact with DOE. Tribes were asked to indicate course content needs, levels, preferred time of year, and location. Six tribes responded with specific recommendations and needs. These tribes, were the Creek, Pueblo, Cherokee, St. Regis Mohawk, Northern Arapho, and Ute Mountain Ute.

    The topology of a power grid network is a piece of critical information for power grid operations. Different power grid topologies can change grid characteristics, inter-area oscillation modes, mode shapes, and even the robustness of the power system. This paper presents some preliminary study results, based on an approved WECC operating case and a modified low damping WECC system, to show the impact of topology changes resulting from N-1 contingencies on power system modes and mode shapes. The results show that topology changes can have very different impact on modal properties in a power system: some result in unstable situation, while others can improve small signal stability. For the former, the studies show about 4.5% damping reduction, so 5% damping margin would be required to ensure the system can sustain the contingencies. For the latter, those topology changes could be used as a control method to improve small signal stability. Mode shapes normally do not change when there is an N-1 topology change. These observations suggest that the inclusion of topological information is useful for improving the accuracy and effectiveness of power system control schemes.

  16. Harmonic measurements made on the upgraded New Zealand inter-island HVdc transmission system

    This paper introduces the recent upgrade to the New Zealand inter-island HVdc transmission system. It then details the procedure of one of several tests conducted to measure harmonic levels created by the upgraded transmission system. Harmonic levels were measured using the CHART (Continuous Harmonic Analysis in Real-Time) harmonic monitoring instrumentation. The connection of CHART to the high voltage network and its configuration during the test is discussed. A sample of results gathered while monitoring are presented, including characteristic harmonics of the converter, and maximum voltage and current levels up to the 50th harmonic for each of the three a.c. phases. During the tests one of the two a.c. harmonic filters was switched out to observe its effect on harmonic levels. It was found that with both a.c. harmonic filters operating, most harmonic levels were lower than with only one filter operating. However some harmonic levels, namely the 4th harmonic, were larger with both filters operating. The paper is concluded with a discussion of the results and of the difficulties encountered in measuring harmonics of very low level.

    The High-resolution Coronal Imager (Hi-C) flew aboard a NASA sounding rocket on 2012 July 11 and captured roughly 345 s of high-spatial and temporal resolution images of the solar corona in a narrowband 193 A channel. In this paper, we analyze a set of rapidly evolving loops that appear in an inter-moss region. We select six loops that both appear in and fade out of the Hi-C images during the short flight. From the Hi-C data, we determine the size and lifetimes of the loops and characterize whether these loops appear simultaneously along their length or first appear at one footpoint before appearing at the other. Using co-aligned, co-temporal data from multiple channels of the Atmospheric Imaging Assembly on the Solar Dynamics Observatory, we determine the temperature and density of the loops. We find the loops consist of cool ({approx}10{sup 5} K), dense ({approx}10{sup 10} cm{sup -3}) plasma. Their required thermal energy and their observed evolution suggest they result from impulsive heating similar in magnitude to nanoflares. Comparisons with advanced numerical simulations indicate that such dense, cold and short-lived loops are a natural consequence of impulsive magnetic energy release by reconnection of braided magnetic field at low heights in the solar atmosphere.

    The US electric utility industry is undergoing a period of fundamental change that has significant implications for Native American tribes. Although many details remain to be determined, the future electric power industry will be very different from that of the present. It is anticipated that the new competitive electric industry will be more efficient, which some believe will benefit all participants by lowering electricity costs. Recent developments in the industry, however, indicate that the restructuring process will likely benefit some parties at the expense of others. Given the historical experience and current situation of Native American tribes in the US, there is good reason to pay attention to electric industry changes to ensure that the situation of tribes is improved and not worsened as a result of electric restructuring. This paper provides a review of electricity restructuring in the US and identifies ways in which tribes may be affected and how tribes may seek to protect and serve their interests. Chapter 2 describes the current status of energy production and service on reservations. Chapter 3 provides an overview of the evolution of the electric industry to its present form and introduces the regulatory and structural changes presently taking place. Chapter 4 provides a more detailed discussion of changes in the US electric industry with a specific focus on the implications of these changes for tribes. Chapter 5 presents a summary of the conclusions reached in this paper.

    This technology development plan is designed to provide a clear understanding of the research and development direction necessary for the qualification of nuclear grade graphite for use within the Next Generation Nuclear Plant (NGNP) reactor. The NGNP will be a helium gas cooled Very High Temperature Reactor (VHTR) with a large graphite core. Graphite physically contains the fuel and comprises the majority of the core volume. Considerable effort will be required to ensure that the graphite performance is not compromised during operation. Based upon the perceived requirements the major data needs are outlined and justified from the perspective of reactor design, reatcor performance, or the reactor safety case. The path forward for technology development can then be easily determined for each data need. How the data will be obtained and the inter-relationships between the experimental and modeling activities will define the technology development for graphite R&D. Finally, the variables affecting this R&D program are discussed from a general perspective. Factors that can significantly affect the R&D program such as funding, schedules, available resources, multiple reactor designs, and graphite acquisition are analyzed.

    Purpose: To estimate radiation therapy planning margins based on inter- and intrafractional uncertainty for pediatric brain and head and neck tumor patients at different imaging frequencies. Methods: Pediatric patients with brain (n = 83) and head and neck (n = 17) tumors (median age = 7.2 years) were enrolled on an internal review board-approved localization protocol and stratified according to treatment position and use of anesthesia. Megavoltage cone-beam CT (CBCT) was performed before each treatment and after every other treatment. The pretreatment offsets were used to calculate the interfractional setup uncertainty (SU), and posttreatment offsets were used to calculate the intrafractional residual uncertainty (RU). The SU and RU are the patient-related components of the setup margin (SM), which is part of the planning target volume (PTV). SU data was used to simulate four intervention strategies using different imaging frequencies and thresholds. Results: The SM based on all patients treated on this study was 2.1 mm (SU = 0.9 mm, RU = 1.9 mm) and varied according to treatment position (supine = 1.8 mm, prone = 2.6 mm) and use of anesthesia (with = 1.7 mm, without = 2.5 mm) because of differences in the RU. The average SU for a 2-mm threshold based on no imaging, once per week imaging, initial five images, and daily imaging was 3.6, 2.1, 2.2, and 0.9 mm, respectively. Conclusion: On the basis of this study, the SM component of the PTV may be reduced to 2 mm for daily CBCT compared with 3.5 mm for weekly CBCT. Considering patients who undergo daily pretreatment CBCT, the SM is larger for those treated in the prone position or smaller for those treated under anesthesia because of differences in the RU.

    The effect of viscous drag and surface tension on the nonlinear two fluid inter facial structures induced by Rayleigh -Taylor instability and Richtmyer-Meshkov instability are investigated.Viscosity and surface tension play important roles on the fluid instabilities. It is seen that the magnitude of the suppression of the terminal growth rate of the tip of the bubble height depends only on the viscous coefficient of the upper (denser) fluid through which the bubble rises and surface tension of the interface. But in regard to spike it is shown that in an inviscid fluid spike does not remain terminal but approaches a free fall as the Atwood number A increases. In this respect there exits qualitative agreement with simulation result as also with some earlier theoretical results. Viscosity reduces the free fall velocity appreciably and with increasing viscosity tends to make it terminal. Results obtained from numerical integration of the relevant nonlinear equations describing the temporal development of the spike support the foregoing observations.

    The ACNS provides a focal point for the national neutron user community to strengthen ties within this diverse group, while at the same time promoting neutron research among colleagues in related disciplines identified as “would-be” neutron users. The American Conference on Neutron Scattering thus serves a dual role as a national user meeting and a scientific meeting. As a venue for scientific exchange, the ACNS showcases recent results and provides forums for scientific discussion of neutron research in diverse fields such as hard and soft condensed matter, liquids, biology, magnetism, engineering materials, chemical spectroscopy, crystal structure, and elementary excitations, fundamental physics and development of neutron instrumentation through a combination of invited talks, contributed talks and poster sessions. As a “super-user” meeting, the ACNS fulfills the main objectives of users' meetings previously held periodically at individual national neutron facilities, with the advantage of a larger and more diverse audience. To this end, each of the major national neutron facilities (NIST, LANSCE, HFIR and SNS) have an opportunity to exchange information and update users, and potential users, of their facility. This is also an appropriate forum for users to raise issues that relate to the facilities. For many of the national facilities, this super-user meeting should obviate the need for separate user meetings that tax the time, energy and budgets of facility staff and the users alike, at least in years when the ACNS is held. We rely upon strong participation from the national facilities. The NSSA intends that the American Conference on Neutron Scattering (ACNS) will occur approximately every two years, but not in years that coincide with the International or European Conferences on Neutron Scattering. The ACNS is to be held in association with one of the national neutron centers in a rotating sequence, with the host facility providing local organization and planning assistance. Additional logistical support is being provided this year through a partnership with the conferencing office of the Materials Research Society (MRS). The ACNS, targeting the entire potential neutron North American user community, complements the annual NIST, ANL and LANSCE neutron and scattering schools which give hands-on experience primarily to graduate students who anticipate using neutron scattering in their thesis research. The summer schools are promoted at the ACNS and represent a natural path for students to take after being inspired by the activities of the ACNS.

    We present a computational and theoretical study of a many-body Brownian ratchet, in which a "gel" of multiple, stiff polymerizing filaments pushes a diffusing obstacle. Our results show that steady-state dynamics of this system are strongly influenced by a layer of depleted filament density at the obstacle-gel interface. Inter-filament correlations within this molecule-thick layer have dramatic consequences for the velocity and structure of the growing gel. These emergent behaviors can be captured by mean field theories that emphasize the non-additivity of polymerization forces and indicate a key role for the fluctuating gap between gel and obstacle.

    This work presents the relations between the carbon to carbon bond lengths in the single, double and triple bonds and in graphite, butadiene and benzene. The Golden ratio, which was shown to divide the Bohr radius into two parts pertaining to the charged particles, the electron and proton, and to divide inter-atomic distances into their cationic and anionic radii, also plays a role in the carbon-carbon bonds and in the ionic/polar character of those in graphite, butadiene and benzene. Further, the bond energies of the various CC bonds are shown to vary linearly with the bond lengths.

    Ecosystem models are important tools for diagnosing the carbon cycle and projecting its behavior across space and time. Most assessments of model performance occur at individual temporal scales, but ecosystems respond to drivers at multiple time scales. Spectral methods, such as wavelet analyses, present an alternative approach that enables the identification of the dominant time scales contributing to model performance in the frequency domain. In this study we used wavelet analyses to synthesize the performance of twenty-one ecosystem models at nine eddy-covariance towers as part of the North American Carbon Program's site-level inter-comparison. This study expands upon previous single-site and single-model analyses to determine what patterns of model failure are consistent across a diverse range of models and sites.

    The final goal of this project was the development of a system that is capable of controlling an industrial process effectively through the integration of information obtained through intelligent sensor fusion and intelligent control technologies. The industry of interest in this project was the metal casting industry as represented by cupola iron-melting furnaces. However, the developed technology is of generic type and hence applicable to several other industries. The system was divided into the following four major interacting components: 1. An object oriented generic architecture to integrate the developed software and hardware components @. Generic algorithms for intelligent signal analysis and sensor and model fusion 3. Development of supervisory structure for integration of intelligent sensor fusion data into the controller 4. Hardware implementation of intelligent signal analysis and fusion algorithms
