    A shock destruction armor system is constructed and arranged to destroy the force of impact of a projectile by shock hydrodynamics. The armor system is designed to comprise a plurality of superimposed armor plates each preferably having a thickness less than five times the projectile's diameter and are preferably separated one-from-another by a distance at least equal to one-half of the projectile's diameter. The armor plates are effective to hydrodynamically and sequentially destroy the projectile. The armor system is particularly adapted for use on various military vehicles, such as tanks, aircraft and ships.

    Small tank copper-catalyzed peroxide oxidation (CCPO) is a potentially viable technology to facilitate the destruction of tetraphenylborate (TPB) organic solids contained within the Tank 48H waste at the Savannah River Site (SRS). A maturation strategy was created that identified a number of near-term development activities required to determine the viability of the CCPO process, and subsequent disposition of the CCPO effluent. Critical activities included laboratory-scale validation of the process and identification of forward transfer paths for the CCPO effluent. The technical documentation and the successful application of the CCPO process on simulated Tank 48 waste confirm that the CCPO process is a viable process for the disposition of the Tank 48 contents.

    Chondrules are millimeter-sized silicate spherules ubiquitous in primitive meteorites, but whose origin remains mysterious. One of the main proposed mechanisms for producing them is melting of solids in shock waves in the gaseous protoplanetary disk. However, evidence is mounting that chondrule-forming regions were enriched in solids well above solar abundances. Given the high velocities involved in shock models, destructive collisions would be expected between differently sized grains after passage of the shock front as a result of differential drag. We investigate the probability and outcome of collisions of particles behind a one-dimensional shock using analytic methods as well as a full integration of the coupled mass, momentum, energy, and radiation equations. Destruction of protochondrules seems unavoidable for solid/gas ratios ? ? 0.1, and possibly even for solar abundances because of 'sandblasting' by finer dust. A flow with ? ? 10 requires much smaller shock velocities (?2 versus 8 km s{sup –1}) in order to achieve chondrule-melting temperatures, and radiation trapping allows slow cooling of the shocked fragments. Initial destruction would still be extensive; although re-assembly of millimeter-sized particles would naturally occur by grain sticking afterward, the compositional heterogeneity of chondrules may be difficult to reproduce. We finally note that solids passing through small-scale bow shocks around few kilometer-sized planetesimals might experience partial melting and yet escape fragmentation.

    The Georgia General Assembly passed the Shore Assistance Act in 1979 in order to fill a regulatory gap in the state's management of its coastal resources. A review of its legislative history, purposes, applications, and effects in terms of the sand sharing system of sand dunes, beaches, sandbars, and shoals concludes that the Act is poorly drafted. In its application on the oceanfront, it betrays its intent and protects the oceanfront owner. It has failed to satisfy the requirements of the public trust in the tidal foreshore. Amendments to clarify its understanding of the functions and values of the sand-sharing system should also conform with the state's duties under the public trust. 139 references.

  12. FIRST 100 T NON-DESTRUCTIVE MAGNET

    The first 100 T non-destructive (100 T ND) magnet and power supplies as currently designed are described. This magnet will be installed as part of the user facility research equipment at the National High Magnetic Field Laboratory (NHMFL) Pulsed Field Facility at Los Alamos National Laboratory. The 100 T ND magnet will provide a 100 T pulsed field of 5 ms duration (above 90% of full field) in a 15 mm diameter bore once per hour. Magnet operation will be non-destructive. The magnet will consist of a controlled power outer coil set which produces a 47 T platform field in a 225 mm diameter bore. Located within the outer coil set will be a 220 mm outer diameter capacitor powered insert coil. Using inertial energy storage a synchronous motor/generator will provide ac power to a set of seven ac-dc converters rated at 64 MW/80 MVA each. These converters will energize three independent coil circuits to create 170 MJ of field energy in the outer coil set at the platform field of 47 T. The insert will then be energized to produce the balance of the 100 T peak field using a 2.3 MJ, 18 kV (charged to 15 kV), 14.4 mF capacitor bank controlled with solid-state switches. The magnet will be the first of its kind and the first non-destructive, reusable 100 T pulsed magnet. The operation of the magnet will be described along with special features of its design and construction.

    A molten salt destruction process is used to treat and destroy energetic waste materials such as high explosives, propellants, and rocket fuels. The energetic material is pre-blended with a solid or fluid diluent in safe proportions to form a fluid fuel mixture. The fuel mixture is rapidly introduced into a high temperature molten salt bath. A stream of molten salt is removed from the vessel and may be recycled as diluent. Additionally, the molten salt stream may be pumped from the reactor, circulated outside the reactor for further processing, and delivered back into the reactor or cooled and circulated to the feed delivery system to further dilute the fuel mixture entering the reactor. 4 figs.

    A molten salt destruction process is used to treat and destroy energetic waste materials such as high explosives, propellants, and rocket fuels. The energetic material is pre-blended with a solid or fluid diluent in safe proportions to form a fluid fuel mixture. The fuel mixture is rapidly introduced into a high temperature molten salt bath. A stream of molten salt is removed from the vessel and may be recycled as diluent. Additionally, the molten salt stream may be pumped from the reactor, circulated outside the reactor for further processing, and delivered back into the reactor or cooled and circulated to the feed delivery system to further dilute the fuel mixture entering the reactor.

    Non-destructive testing apparatus may comprise a photon source and a source material that emits positrons in response to bombardment of the source material with photons. The source material is positionable adjacent the photon source and a specimen so that when the source material is positioned adjacent the photon source it is exposed to photons produced thereby. When the source material is positioned adjacent the specimen, the specimen is exposed to at least some of the positrons emitted by the source material. A detector system positioned adjacent the specimen detects annihilation gamma rays emitted by the specimen. Another embodiment comprises a neutron source and a source material that emits positrons in response to neutron bombardment.

    The present invention comprises a system for promoting the destruction of volatile and/or hazardous contaminants present in waste materials during in situ vitrification processes. In accordance with the present invention, a cold cap (46) comprising a cohesive layer of resolidified material is formed over the mass of liquefied soil and waste (40) present between and adjacent to the electrodes (10, 12, 14, 16) during the vitrification process. This layer acts as a barrier to the upward migration of any volatile type materials thereby increasing their residence time in proximity to the heated material. The degree of destruction of volatile and/or hazardous contaminants by pyrolysis is thereby improved during the course of the vitrification procedure.

    This report satisfies the initial phase of Task WP-2.3.4 Alternative Sodium Recovery Technology, Subtask 1; Develop Near-Tank Nitrate/Nitrite Destruction Technology. Some of the more common anions in carbon steel waste tanks at SRS and Hanford Site are nitrate which is corrosive, and nitrite and hydroxide which are corrosion inhibitors. At present it is necessary to periodically add large quantities of 50 wt% caustic to waste tanks. There are three primary reasons for this addition. First, when the contents of salt tanks are dissolved, sodium hydroxide preferentially dissolves and is removed. During the dissolution process the concentration of free hydroxide in the tank liquid can decrease from 9 M to less than 0.2 M. As a result, roughly half way through the dissolution process large quantities of sodium hydroxide must be added to the tank to comply with requirements for corrosion control. Second, hydroxide is continuously consumed by reaction with carbon dioxide which occurs naturally in purge air used to prevent buildup of hydrogen gas inside the tanks. The hydrogen is generated by radiolysis of water. Third, increasing the concentration of hydroxide increases solubility of some aluminum compounds, which is desirable in processing waste. A process that converts nitrate and nitrite to hydroxide would reduce certain costs. (1) Less caustic would be purchased. (2) Some of the aluminum solid compounds in the waste tanks would become more soluble so less mass of solids would be sent to High Level Vitrification and therefore it would be not be necessary to make as much expensive high level vitrified product. (3) Less mass of sodium would be fed to Saltstone at SRS or Low Level Vitrification at Hanford Site so it would not be necessary to make as much low level product. (4) At SRS less nitrite and nitrate would be sent to Defense Waste Processing Facility (DWPF) so less formic acid would be consumed there and less hydrogen gas would be generated. This task involves literature survey of technologies to perform the nitrate to hydroxide conversion, selection of the most promising technologies, preparation of a flowsheet and design of a system. The most promising technologies are electrochemical reduction of nitrates and chemical reduction with hydrogen or ammonia. The primary reviewed technologies are listed and they aredescribed in more detail later in the report: (1) Electrochemical destruction; (2) Chemical reduction with agents such as ammonia, hydrazine or hydrogen; (3) Hydrothermal reduction process; and (4) Calcination. Only three of the technologies on the list have been demonstrated to generate usable amounts of caustic; electrochemical reduction and chemical reduction with ammonia, hydrazine or hydrogen and hydrothermal reduction. Chemical reduction with an organic reactant such as formic acid generates carbon dioxide which reacts with caustic and is thus counterproductive. Treatment of nitrate with aluminum or other active metals generates a solid product. High temperature calcination has the potential to generate sodium oxide which may be hydrated to sodium hydroxide, but this is unproven. The following criteria were developed to evaluate the most suitable option. The numbers in brackets after the criteria are relative weighting factors to account for importance: (1) Personnel exposure to radiation for installation, routine operation and maintenance; (2) Non-radioactive safety issues; (3) Whether the technology generates caustic and how many moles of caustic are generated per mole of nitrate plus nitrite decomposed; (4) Whether the technology can handle nitrate and nitrite at the concentrations encountered in waste; (5) Maturity of technology; (6) Estimated annual cost of operation (labor, depreciation, materials, utilities); (7) Capital cost; (8) Selectivity to nitrogen as decomposition product (other products are flammable and/or toxic); (9) Impact of introduced species; (10) Selectivity for destruction of nitrate vs. nitrite; and (11) Cost of deactivation and demolition.   6. PROCESSING ALTERNATIVES FOR DESTRUCTION OF TETRAPHENYLBORATE

    Two processes were chosen in the 1980's at the Savannah River Site (SRS) to decontaminate the soluble High Level Waste (HLW). The In Tank Precipitation (ITP) process (1,2) was developed at SRS for the removal of radioactive cesium and actinides from the soluble HLW. Sodium tetraphenylborate was added to the waste to precipitate cesium and monosodium titanate (MST) was added to adsorb actinides, primarily uranium and plutonium. Two products of this process were a low activity waste stream and a concentrated organic stream containing cesium tetraphenylborate and actinides adsorbed on monosodium titanate (MST). A copper catalyzed acid hydrolysis process was built to process (3, 4) the Tank 48H cesium tetraphenylborate waste in the SRS's Defense Waste Processing Facility (DWPF). Operation of the DWPF would have resulted in the production of benzene for incineration in SRS's Consolidated Incineration Facility. This process was abandoned together with the ITP process in 1998 due to high benzene in ITP caused by decomposition of excess sodium tetraphenylborate. Processing in ITP resulted in the production of approximately 1.0 million liters of HLW. SRS has chosen a solvent extraction process combined with adsorption of the actinides to decontaminate the soluble HLW stream (5). However, the waste in Tank 48H is incompatible with existing waste processing facilities. As a result, a processing facility is needed to disposition the HLW in Tank 48H. This paper will describe the process for searching for processing options by SRS task teams for the disposition of the waste in Tank 48H. In addition, attempts to develop a caustic hydrolysis process for in tank destruction of tetraphenylborate will be presented. Lastly, the development of both a caustic and acidic copper catalyzed peroxide oxidation process will be discussed.

    Radiation treatment to the head and neck and cytotoxic chemotherapy can produce deleterious side effects to the periodontium that are generally transient in nature, reversible, and do not result in permanently visible defects. However, combinations of the malignant disease itself, the direct and indirect effects of medical therapy and associated oral infections, along with local trauma can lead to periodontal tissue destruction with resulting permanent architectural defects. Five case reports illustrate destructive alterations of the periodontium that were associated with oncology therapy. Proposed guidelines for periodontal treatment of compromised individuals undergoing oncology therapies are suggested.

    Destructive and non-destructive examinations have been performed on specified components of shipping package 9975-06100. This package was selected for examination based on several characteristics: - This was the first destructively examined package in which the fiberboard assembly was fabricated from softwood fiberboard. - The package contained a relatively high heat load to contribute to internal temperature, which is a key environmental factor for fiberboard degradation. - The package has been stored in the middle or top of a storage array since its receipt in K- Area, positions that would contribute to increased service temperatures. No significant changes were observed for attributes that were measured during both field surveillance and destructive examination. Except for the axial gap, all observations and test results met identified criteria, or were collected for information and trending purposes. The axial gap met the 1 inch maximum criterion during field surveillance, but was just over the criterion during SRNL measurements. When re-measured at a later date, it again met the criterion. The bottom of the lower fiberboard assembly and the drum interior had two small stains at matching locations, suggestive of water intrusion. However, the fiberboard assembly did not contain any current evidence of excess moisture. No evidence of a degraded condition was found in this package. Despite exposure to the elevated temperatures of this higher-then-average wattage package, properties of the fiberboard and O-rings are consistent with those of new packages.

  15. PEROXIDE DESTRUCTION TESTING FOR THE 200 AREA EFFLUENT TREATMENT FACILITY

    The hydrogen peroxide decomposer columns at the 200 Area Effluent Treatment Facility (ETF) have been taken out of service due to ongoing problems with particulate fines and poor destruction performance from the granular activated carbon (GAC) used in the columns. An alternative search was initiated and led to bench scale testing and then pilot scale testing. Based on the bench scale testing three manganese dioxide based catalysts were evaluated in the peroxide destruction pilot column installed at the 300 Area Treated Effluent Disposal Facility. The ten inch diameter, nine foot tall, clear polyvinyl chloride (PVC) column allowed for the same six foot catalyst bed depth as is in the existing ETF system. The flow rate to the column was controlled to evaluate the performance at the same superficial velocity (gpm/ft{sup 2}) as the full scale design flow and normal process flow. Each catalyst was evaluated on peroxide destruction performance and particulate fines capacity and carryover. Peroxide destruction was measured by hydrogen peroxide concentration analysis of samples taken before and after the column. The presence of fines in the column headspace and the discharge from carryover was generally assessed by visual observation. All three catalysts met the peroxide destruction criteria by achieving hydrogen peroxide discharge concentrations of less than 0.5 mg/L at the design flow with inlet peroxide concentrations greater than 100 mg/L. The Sud-Chemie T-2525 catalyst was markedly better in the minimization of fines and particle carryover. It is anticipated the T-2525 can be installed as a direct replacement for the GAC in the peroxide decomposer columns. Based on the results of the peroxide method development work the recommendation is to purchase the T-2525 catalyst and initially load one of the ETF decomposer columns for full scale testing.

    A method and apparatus for decomposing halogenated hydrocarbons are provided. The halogenated hydrocarbon is mixed with solvating agents and maintained in a predetermined atmosphere and at a predetermined temperature. The mixture is contacted with recyclable reactive material for chemically reacting with the recyclable material to create dehalogenated hydrocarbons and halogenated inorganic compounds. A feature of the invention is that the process enables low temperature destruction of halogenated hydrocarbons.

    A field test of hydrous pyrolysis/oxidation (HPO) was conducted during the summer of 1997, during a commercial application of thermal remediation (Dynamic Underground Stripping (DUS)) at the Visalia Pole Yard (a super-fund site) in southern California. At Visalia, Southern California Edison Co. is applying the DUS thermal remediation method to clean up a large (4.3 acre) site contaminated with pole-treating compounds. This is a full-scale cleanup, during which initial extraction of contaminants is augmented by combined steam/air injection in order to enhance the destruction of residual contaminants by HPO. Laboratory results indicate that the contaminants at Visaha react at similar rates to TCE, which has been the focus of extensive laboratory work (Knauss et al., 1998a-c). Field experimental results from this application yield valuable information (1) confirming the destruction of contaminants in soil and groundwater by HPO, (2) validating the predictive models used to design HP0 steam injection systems, (3) demonstrating that accurate field measurements of the critical fluid parameters can be obtained using existing monitoring wells and (4) obtaining a reasonable prediction of the cost and effectiveness of HPO, working at a commercial scale and with commercial partners. The goal of our additional study and demonstration in conjunction with Edison has been to obtain early proof of hydrous pyrolysis/oxidation in the field, and validate our predictive models and monitoring strategies. This demonstration provides valuable economic and practicability data obtained on a commercial scale, with more detailed field validation than is commonly available on a commercially-conducted cleanup. The results of LLNL s field experiments constrain the destruction rates throughout the site, and enable site management to make accurate estimates of total in situ destruction based on the recovered carbon. As of October, 1998, over 900,000 lb of contaminant have been removed from the site; about 18% of this has been destroyed in situ.

    We present a computational approach to modeling the intent of a communication source representing a group or an individual to engage in violent behavior. Our aim is to identify and rank aspects of radical rhetoric that are endogenously related to violent intent to predict the potential for violence as encoded in written or spoken language. We use correlations between contentious rhetoric and the propensity for violent behavior found in documents from radical terrorist and non-terrorist groups and individuals to train and evaluate models of violent intent. We then apply these models to unseen instances of linguistic behavior to detect signs of contention that have a positive correlation with violent intent factors. Of particular interest is the application of violent intent models to social media, such as Twitter, that have proved to serve as effective channels in furthering sociopolitical change.

    The Office of Environmental Restoration and Waste Management (EM) was established by the Department of Energy (DOE) to direct and coordinate waste management and site remediation programs/activities throughout the DOE complex. In order to successfully achieve the goal of properly managing waste and the cleanup of the DOE sites, the EM was divided into five organizations: the Office of Planning and Resource Management (EM-10); the Office of Environmental Quality Assurance and Resource Management (EM-20); the Office of Waste Operations (EM-30); the Office of Environmental Restoration (EM-40); and the Office of Technology and Development (EM-50). The mission of the Office of Technology Development (OTD) is to develop treatment technologies for DOE`s operational and environmental restoration wastes where current treatment technologies are inadequate or not available. The Mixed Waste Integrated Program (MWIP) was created by OTD to assist in the development of treatment technologies for the DOE mixed low-level wastes (MLLW). The MWIP has established five Technical Support Groups (TSGs) whose purpose is to identify, evaluate, and develop treatment technologies within five general technical areas representing waste treatment functions from initial waste handling through generation of final waste forms. These TSGs are: (1) Front-End Waste Handling, (2) Physical/Chemical Treatment, (3) Waste Destruction and Stabilization, (4) Second-Stage Destruction and Offgas Treatment, and (5) Final Waste Forms.     A non-destructive method for determination of neutron exposure in an object, such as a reactor pressure vessel, is based on the observation of characteristic gamma-rays emitted by activation products in the object by using a unique continuous gamma-ray spectrometer. The spectrometer views the object through appropriate collimators to determine the absolute emission rate of these characteristic gamma-rays, thereby ascertaining the absolute activity of given activation products in the object. These data can then be used to deduce the spatial and angular dependence of neutron exposure at regions of interest within the object.

    Historically, the Savannah River Site (SRS) routinely produced special nuclear material (SNM), which provided stable measurement conditions for the non-destructive assay (NDA) methods. However, the main mission of SRS has changed from the production of SNM to the processing of waste and material stabilization. Currently, the purpose of processing is to recover the SNM from the waste and stabilization materials, much of which is from other DOE facilities. These missions are usually of a short duration, but require non-destructive assay (NDA) accountability measurements on materials of varying composition and geometric configuration. These missions usually have cost and time constraints, which sometimes require re-application of existing NDA methods to waste measurements. Usually, each new material or re-application of the NDA method to a different SNM campaign requires new standards and timely re-calibration of the method. These constraints provide numerous challenges for the NDA methods, particularly in the area of measurement uncertainty. This paper will discuss the challenges of these situations, mainly from a measurement and statistical point of view and provide some possible solutions to the problems encountered. Specific examples will be discussed for the segmented gamma scanner (SGS), neutron multiplicity counter (NMC) and passive neutron coincidence counter (PNCC), which are some of the most common NDA instruments at SRS.

    The IAEA safeguards approach for gaseous centrifuge enrichment plants (GCEPs) includes measurements of gross, partial, and bias defects in a statistical sampling plan. These safeguard methods consist principally of mass and enrichment nondestructive assay (NDA) verification. Destructive assay (DA) samples are collected from a limited number of cylinders for high precision offsite mass spectrometer analysis. DA is typically used to quantify bias defects in the GCEP material balance. Under current safeguards measures, the operator collects a DA sample from a sample tap following homogenization. The sample is collected in a small UF6 sample bottle, then sealed and shipped under IAEA chain of custody to an offsite analytical laboratory. Current practice is expensive and resource intensive. We propose a new and novel approach for performing onsite gaseous UF6 DA analysis that provides rapid and accurate assessment of enrichment bias defects. DA samples are collected using a custom sampling device attached to a conventional sample tap. A few micrograms of gaseous UF6 is chemically adsorbed onto a sampling coupon in a matter of minutes. The collected DA sample is then analyzed onsite using Laser Ablation Absorption Ratio Spectrometry-Destructive Assay (LAARS-DA). DA results are determined in a matter of minutes at sufficient accuracy to support reliable bias defect conclusions, while greatly reducing DA sample volume, analysis time, and cost.

  20. Recent advances in the molten salt destruction of energetic materials

    We have demonstrated the use of the Molten Salt Destruction (MSD) Process for destroying explosives, liquid gun propellant, and explosives-contaminated materials on a 1.5 kg of explosive/hr bench- scale unit (1, 2, 3, 4, 5). In our recently constructed 5 kg/hr pilot- scale unit we have also demonstrated the destruction of a liquid gun propellant and simulated wastes containing HMX (octogen). MSD converts the organic constituents of the waste into non-hazardous substances such as carbon dioxide, nitrogen, and water. Any inorganic constituents of the waste, such as metallic particles, are retained in the molten salt. The destruction of energetic materials waste is accomplished by introducing it, together with air, into a vessel containing molten salt (a eutectic mixture of sodium, potassium, and lithium carbonates). The following pure explosives have been destroyed in our bench-scale experimental unit located at Lawrence Livermore National Laboratory`s (LLNL) High Explosives Applications Facility (HEAF): ammonium picrate, HMX, K- 6 (keto-RDX), NQ, NTO, PETN, RDX, TATB, and TNT. In addition, the following compositions were also destroyed: Comp B, LX- IO, LX- 1 6, LX- 17, PBX-9404, and XM46 (liquid gun propellant). In this 1.5 kg/hr bench-scale unit, the fractions of carbon converted to CO and of chemically bound nitrogen converted to NO{sub x} were found to be well below 1%. In addition to destroying explosive powders and compositions we have also destroyed materials that are typical of residues which result from explosives operations. These include shavings from machined pressed parts of plastic-bonded explosives and sump waste containing both explosives and non-explosive debris. Based on the process data obtained on the bench-scale unit we designed and constructed a next-generation 5 kg/hr pilot-scale unit, incorporating LLNL`s advanced chimney design. The pilot unit has completed process implementation operations and explosives safety reviews. To date, in this pilot unit we have successfully destroyed liquid gun propellant and dimethylsulfoxide containing HMX in continuous, long-duration runs.

    Idaho National Laboratory (INL) shipments of irradiated experiments from the Advanced Test Reactor (ATR) to the Hot Fuels Examination Facility (HFEF) have historically been accomplished using the General Electric Model 2000 (GE 2000) Type B shipping container. Battelle Energy Alliance (BEA) concerns regarding the future availability and leasing and handling costs associated with the GE 2000 cask have warranted an evaluation of alternative shipping options. One or more of these shipping options may be utilized to perform non destructive examinations (NDE) such as neutron radiography and precision gamma scans of irradiated experiments at HFEF and then return the experiments to ATR for further irradiation, hereafter referred to as “intermediate NDE.”

    An explosive destruction system and method for safely destroying explosively configured chemical munitions. The system comprises a sealable, gas-tight explosive containment vessel, a fragment suppression system positioned in said vessel, and shaped charge means for accessing the interior of the munition when the munition is placed within the vessel and fragment suppression system. Also provided is a means for treatment and neutralization of the munition's chemical fills, and means for heating and agitating the contents of the vessel. The system is portable, rapidly deployable and provides the capability of explosively destroying and detoxifying chemical munitions within a gas-tight enclosure so that there is no venting of toxic or hazardous chemicals during detonation.

    Nanomagnetic materials offer exciting avenues for probing cell mechanics and activating mechanosensitive ion channels, as well as for advancing cancer therapies. Most experimental works so far have used superparamagnetic materials. This report describes a first approach based on interfacing cells with lithographically defined microdiscs that possess a spin-vortex ground state. When an alternating magnetic field is applied the microdisc vortices shift, creating an oscillation, which transmits a mechanical force to the cell. Because reduced sensitivity of cancer cells toward apoptosis leads to inappropriate cell survival and malignant progression, selective induction of apoptosis is of great importance for the anticancer therapeutic strategies. We show that the spin-vortex-mediated stimulus creates two dramatic effects: compromised integrity of the cellular membrane, and initiation of programmed cell death. A low-frequency field of a few tens of hertz applied for only ten minutes was sufficient to achieve {approx}90% cancer-cell destruction in vitro.

  8. Catalytic destruction of groundwater contaminants in reactive extraction wells

    A system for remediating groundwater contaminated with halogenated solvents, certain metals and other inorganic species based on catalytic reduction reactions within reactive well bores. The groundwater treatment uses dissolved hydrogen as a reducing agent in the presence of a metal catalyst, such a palladium, to reduce halogenated solvents (as well as other substituted organic compounds) to harmless species (e.g., ethane or methane) and immobilize certain metals to low valence states. The reactive wells function by removing water from a contaminated water-bearing zone, treating contaminants with a well bore using catalytic reduction, and then reinjecting the treated effluent into an adjacent water-bearing zone. This system offers the advantages of a compact design with a minimal surface footprint (surface facilities) and the destruction of a broad suite of contaminants without generating secondary waste streams.

    Supercritical water oxidation is a relatively low-temperature process that can give high destruction efficiencies for a variety of hazardous chemical wastes. Results are presented examining the destruction of high explosives and propellants in supercritical water and the use of low temperature, low pressure hydrolysis as a pretreatment process. Reactions of cyclotrimethylene trinitramine (RDX), cyclotetramethylene tetranitramine (HMX), nitroguanidine (NQ), pentaerythritol tetranitrate (PETN), and 2,4,6-trinitrotoluene (TNT) are examined in a flow reactor operated at temperatures between 400{degrees}C and 650{degrees}C. Explosives are introduced into the reactor at concentrations below the solubility limits. For each of the compounds, over 99.9% is destroyed in less than 30 seconds at temperatures above 600{degrees}C. The reactions produce primarily N{sub 2}, N{sub 2}O,CO{sub 2}, and some nitrate and nitrite ions. The distribution of reaction products depends on reactor pressure, temperature, and oxidizer concentration. Kinetics studies of the reactions of nitrate and nitrite ions with various reducing reagents in supercritical water show that they can be rapidly and completely destroyed at temperatures above 525{degrees}C. The use of slurries and hydrolysis to introduce high concentrations of explosives into a supercritical water reactor is examined. For some compounds the rate of reaction depends on particle size. The hydrolysis of explosives at low temperatures (<100{degrees}C) and low pressures (<1 atm) under basic conditions produces water soluble, non-explosive products which are easily destroyed by supercritical water oxidation. Large pieces of explosives (13 cm diameter) have been successfully hydrolyzed. The rate, extent, and products of the hydrolysis depend on the type and concentration of base. Results from the base hydrolysis of triple base propellant M31A1E1 and the subsequent supercritical water oxidation of the hydrolysis products are presented.

  11. DESTRUCTION TECHNOLOGY DEMONSTRATION FOR ORGANICS IN TRANSURANIC WASTE

    General Atomics (GA) has recently completed a Phase I program for the development of a two-step alternative to incineration for the destruction of organics in transuranic wastes at the Savannah River Site. This process is known as thermal desorption-supercritical water oxidation, or TD-SCWO. The GA TD process uses heat to volatilize and transport organics from the waste material for subsequent treatment by SCWO. SCWO oxidizes organics in a steam medium at elevated temperatures and pressures in a manner that achieves excellent destruction efficiencies and compliance with all environmental requirements without the need for complex pollution-abatement equipment. This application of TD-SCWO is focused on a full-scale batch process for 55-gallon drums of mixed transuranic waste at the Savannah River Site. The Phase I reduced-scale test results show that the process operates as intended on surrogate waste matrices chosen to be representative of Savannah River Site transuranic mixed wastes. It provides a high degree of hydrogen removal and full containment of the radionuclide surrogate, with minimal requirements for pre-treatment and post-treatment. Other test objectives were to verify that the process produces no dioxins or furans, and meets all applicable regulatory criteria for retention of toxic metals, particulate, and criteria pollutants, while meeting WIPP/WAC and TRUPACT-II requirements. Thermal desorption of surrogate SRS mixed wastes at 500 psi and 1000 F met all tested requirements for WIPP/WAC and TRUPACT-II. SCWO of the desorbed surrogate organic materials at 500 psi and 1500 F also appears to meet all requirements for a nonincineration alternative, although >99.99% DRE for chlorinated solvents has not yet been demonstrated.

  12. Intent, Capability and Opportunity: A Holistic Approach to Addressing Proliferation as a Risk Management Issue

    Currently, proliferation risk assessment models are designed to evaluate only a portion of the overall risk, focusing exclusively on either technological or social factors to determine the extent of a threat. Many of these models are intended to act as a means of predicting proliferation potential rather than assessing the system as a whole, ignoring the ability to enhance mitigating factors and manage, rather just establish the presence of, the threat. While the information garnered through these forms of analysis is necessary, it remains incomplete. By incorporating political, social, economic and technical capabilities as well as human factors such as intent into a single, multi-faceted risk management model, proliferation risk can be evaluated more effectively. Framing this information around how to improve and expand the Regime already in place and establishing where there are gaps in the system allows for a more complete approach to risk management, mitigation and resource allocation. The research conducted here seeks to combine all three elements (intent, capability and opportunity) in a comprehensive evaluation which incorporates an assessment of state-level variables, possible proliferation pathways and technical capability. Each portion of the analysis is carried out independently then combined to illustrate the full scope of a State's nuclear infrastructure while showing areas of weakness in the institutional framework.

    Even a dozen years since the passage of the Surface Mining Control and Reclamation Act (SMCRA) there is little agreement on how well it has worked. The paper attempts to assess the impacts of SMCRA in six major surface coal producing states. Although it is not possible to make an unqualified overall national assessment, the evidence presented in the paper indicates that in many (but by no means all) cases, surface coal mining is now carried out in environmentally less destructive ways then before the Act. However, the accomplishments have fallen far short of expectations. The situation in some states has gotten worse than before the Act. Overall, the impact of the Act on the ground has been mixed and has depended on the rigor with which the Act has been implemented in individual coal states.

    The controlled power outer coil set of the first 100 T non-destructive (100 T ND) magnet is described. This magnet will be installed as part of the user facility research equipment at the National High Magnetic Field laboratory (NHMFL) Pulsed Field Facility at Los Alamos National Laboratory. The 100 T ND controlled power outer coil set consists of seven nested, mechanically independent externally reinforced coils. These coils, in combination, will produce a 47 T platform field in a 225-mm diameter bore. Using inertial energy storage a synchronous motor/generator provides ac power to a set of seven ac-dc converters rated at 64 MW/80 MVA each. These converters energize three independent coil circuits to create 170 MJ of field energy in the outer coil set at the platform field of 47 T. Each coil consists of a multi-layer winding of high strength conductor supported by an external high strength stainless steel shell. Coils with the highest magnetic loads will utilize a reinforcing shell fabricated from highly cold worked 301 stainless steel strip. The autofrettage conditioning method will be used to pre-stress the coils and thereby limit conductor and reinforcement strains to the elastic range. The purpose of pre-stressing the coils is to attain a design life of 10,000 full field pulses. The operation and conditioning of the coil set will be described along with special features of its design, magnetic and structural analyses and construction.

    A method of non-destructively inspecting a curved wall portion of a large and thick walled vessel for a defect by computed tomography is provided. A collimated source of radiation is placed adjacent one side of the wall portion and an array of detectors for the radiation is placed on the other side adjacent the source. The radiation from the source passing through the wall portion is then detected with the detectors over a limited angle, dependent upon the curvature of the wall of the vessel, to obtain a dataset. The source and array are then coordinately moved relative to the wall portion in steps and a further dataset is obtained at each step. The plurality of datasets obtained over the limited angle is then processed to produce a tomogram of the wall portion to determine the presence of a defect therein. In a preferred embodiment, the curved wall portion has a center of curvature so that the source and the array are positioned at each step along a respective arc curved about the center. If desired, the detector array and source can be reoriented relative to a new wall portion and an inspection of the new wall portion can be easily obtained. Further, the source and detector array can be indexed in a direction perpendicular to a plane including the limited angle in a plurality of steps so that by repeating the detecting and moving steps at each index step, a three dimensional image can be created of the wall portion.

    Over the next 10-20 years, the probability of a terrorist attack using a weapon of mass destruction (WMD) on the United States is projected to increase. At some point over the next few decades, it may be inevitable that a terrorist group will have access to a WMD. The economic and social impact of an attack using a WMD anywhere in the world would be catastrophic. For weapons developed overseas, the routes of entry are air and sea with the maritime vector as the most porous. Providing a system to track, perform a risk assessment and inspect all inbound marine traffic before it reaches US coastal cities thereby mitigating the threat has long been a goal for our government. The challenge is to do so effectively without crippling the US economy. The Portunus Project addresses only the maritime threat and builds on a robust maritime domain awareness capability. It is a process to develop the technologies, policies and practices that will enable the US to establish a waypoint for the inspection of international marine traffic, screen 100% of containerized and bulk cargo prior to entry into the US if deemed necessary, provide a palatable economic model for transshipping, grow the US economy, and improve US environmental quality. The implementation strategy is based on security risk, and the political and economic constraints of implementation. This article is meant to provide a basic understanding of how and why this may be accomplished.

    In 1997, the U.S. Nuclear Regulatory Commission (NRC) published the License Termination Rule (LTR) as Subpart E of 10 CFR Part 20, which established the license termination criteria for unrestricted use and the controls for restricted use. By 2003, the NRC staff's experience with the LTR revealed some important implementation issues impacting the decommissioning of sites, and these were addressed to the Commission (SECY-03-0069). In 2004, the staff provided the Commission with its analysis of a ninth issue, intentional soil mixing (SECY-04-0035). The Commission approved the staff's recommendations, with comments. In the draft revision of Supplement 1 to NUREG-1757, 'Consolidated Decommissioning Guidance', the staff endorsed the current practice of allowing intentional soil mixing to meet the waste acceptance criteria of offsite disposal facilities and the limited use of this practice to demonstrate compliance with the LTR criteria. The staff recommended including a provision that the staff would consider intentional mixing on a case-by-case basis, provided that the resulting contaminated area footprint is not increased and clean soil from outside the footprint is not mixed with contaminated soil to lower the concentrations. In addition, the staff would consider only those rare cases in which the mixing of clean soil is the only viable option for achieving the dose levels of the LTR. In 2005, the staff issued draft Supplement 1 to NUREG-1757 for public comment. The staff evaluated the public comments, including those from a number of States, and revised the guidance. The staff subsequently summarized the public comments on the draft guidance for the Commission (SECY-06-0143) in early 2006. This paper will discuss the public comments related to intentional mixing, the Commission's comments in its staff requirements memorandum, and the revision to the guidance in NUREG-1757 incorporating the current NRC decommissioning policy for intentional soil mixing.   15. Weapons of Mass Destruction Technology Evaluation and Training Range

    The Idaho National Laboratory (INL) has a long history for providing technology evaluation and training for military and other federal level Weapons of Mass Destruction (WMD) response agencies. Currently there are many federal organizations and commercial companies developing technologies related to detecting, assessing, mitigating and protecting against hazards associated with a WMD event. Unfortunately, very few locations exist within the United States where WMD response technologies are realistically field tested and evaluated using real chemical, biological, radiological, nuclear and explosive materials. This is particularly true with biological and radiological hazards. Related to this lack of adequate WMD, multi-hazard technology testing capability is the shortage of locations where WMD response teams can train using actual chemical, biological, and radiological material or highly realistic simulates. In response to these technology evaluation and training needs, the INL has assembled a consortium of subject matter experts from existing programs and identified dedicated resources for the purpose of establishing an all-hazards, WMD technology evaluation and training range. The author describes the challenges associated with creating the all-hazards WMD technology evaluation and training range and lists the technical, logistical and financial benefits of an all-hazards technology evaluation and training range. Current resources and capabilities for conducting all-hazard technology evaluation and training at the INL are identified. Existing technology evaluation and training programs at the INL related to radiological, biological and chemical hazards are highlighted, including successes and lessons learned. Finally, remaining gaps in WMD technology evaluation and training capabilities are identified along with recommendations for closing those gaps.

    The goal of our research was to address the problem of detection of weapons of mass destruction (WMD) materials within containers in common use on commercial cargo trafficking. LLNL has created an experimental test bed for researching potential solutions using (among other techniques) active interrogation with neutrons. Experiments and computational modeling were used to determine the effectiveness of the technique. Chemical weapons materials and high explosives can be detected using neutron activation and simple geometries with little or no intervening material. However in a loaded container there will be nuisance alarms from conflicting signatures resulting from the presence of material between the target and the detector (and the interrogation source). Identifying some elements may require long counting times because of the increased background. We performed some simple signature measurements and simulations of gamma-ray spectra from several chemical simulants. We identified areas where the nuclear data was inadequate to perform detailed computations. We concentrated on the detection of SNM in cargo containers, which will be emphasized here. The goal of the work reported here is to develop a concept for an active neutron interrogation system that can detect small targets of SNM contraband in cargo containers, roughly 5 kg HEU or 1 kg Pu, even when well shielded by a thick cargo. It is essential that the concept be reliable and have low false-positive and false-negative error rates. It also must be rapid to avoid interruption of commerce, completing the analysis in minutes. A potentially viable concept for cargo interrogation has been developed and its components have been evaluated experimentally. A new radiation signature unique to SNM has been identified that utilizes high-energy, fission-product gamma rays. That signature due to {gamma}-radiation in the range 3-6 MeV is distinct from normal background radioactivity that does not extend above 2.6 MeV. It's short half-life of 20-55 sec makes it distinct from neutron activation due to the interrogation that is typically much longer lived. This work spawned a collaboration with LBNL where experiments verified the abundance and other characteristics of this new signature [24]. Follow-on work funded by DoE/NA22 led to the development of a detailed system concept and evaluation of its impact on operating personnel and cargos [60] and characterization of one important interference that was identified [61]. The follow-on work led to two patent applications at LBNL and LLNL. The signature flux, while small, is 2-5 decades more intense than delayed neutron signals used and facilitates the detection of SNM even when shielded by thick cargo. The actual benefit is highly dependent on the type and thickness of cargo, with modest benefit in the case of metallic cargos of iron, lead, or aluminum, but maximum benefit in the case of hydrogenous cargo. In addition, unwanted collateral effects of the interrogation, such as neutron activation of the cargo, were analyzed [60] and one significant interference due to oxygen activation was characterized. This interference can be eliminated by lowering the energy of interrogating neutrons [60] and no others have yet been identified. The neutron source technology required exists commercially. Follow-on work to produce a laboratory prototype and to engage a commercial partner for development of a prototype to be fielded at a port was initially funded by DOE/NA-22 is currently supported by DHS. That support is expected to continue through FY06.

    An apparatus and method for the destruction of particles entrained in a gas stream are disclosed. Destruction in the context of the subject invention means the fragmentation and/or vaporization of particles above a certain size limit. The subject invention contemplates destroying such particles by exposing them to intense bursts of laser light, such light having a frequency approximately equal to or less than the mean size of such particles. This invention is particularly adopted to the protection of turbine blades in open cycle coal-fired turbine systems. Means for introducing various chemical species and activating them by exposure to laser light are also disclosed.

    The development of in situ thermal remediation techniques requires parallel development of techniques capable of monitoring the physical and chemical changes for purposes of process control. Recent research indicates that many common contaminants can be destroyed in situ by hydrous pyrolysis/oxidation (HPO), eliminating the need for costly surface treatment and disposal. Steam injection, combined with supplemental air, can create the conditions in which HP0 occurs. Field testing of this process, conducted in the summer of 1997, indicates rapid destruction of polycyclic aromatic hydrocarbons (PAHs). Previous work established a suite of underground geophysical imaging techniques capable of providing sufficient knowledge of the physical changes in the subsurface during thermal treatment at sufficient frequencies to be used to monitor and guide the heating and extraction processes. In this field test, electrical resistance tomography (ERT) and temperature measurements provided the primary information regarding the temporal and spatial distribution of the heated zones. Verifying the in situ chemical destruction posed new challenges. We developed field methods for sampling and analyzing hot water for contaminants, oxygen, intermediates and products of reaction. Since the addition of air or oxygen to the contaminated region is a critical aspect of HPO, noble gas tracers were used to identify fluids from different sources. The combination of physical monitoring with noble gas identification of the native and injected fluids and accurate fluid sampling resulted in an excellent temporal and spatial evaluation of the subsurface processes, from which the amount of in situ destruction occurring in the treated region could be quantified. The experimental field results constrain the destruction rates throughout the site, and enable site management to make accurate estimates of total in situ destruction based on the recovered carbon. As of October, 1998, over 400,000 kg (900,000 lb) of contaminant have been removed from the site; about 18% of this has been destroyed in situ.

    NonDestructive Testing (NDT), also called NonDestructive Evaluation (NDE), is commonly used to monitor structures before, during, and after testing. This paper reports on the use of two NDT techniques to monitor the behavior of a typical wind turbine blade during a quasi-static test-to-failure. The two NDT techniques used were acoustic emission and coherent optical. The former monitors the acoustic energy produced by the blade as it is loaded. The latter uses electron shearography to measure the differences in surface displacements between two load states. Typical results are presented to demonstrate the ability of these two techniques to locate and monitor both high damage regions and flaws in the blade structure. Furthermore, this experiment highlights the limitations in the techniques that must be addressed before one or both can be transferred, with a high probability of success, to the inspection and monitoring of turbine blades during the manufacturing process and under normal operating conditions.

  3. In situ destruction of contaminants via hydrous pyrolysis/oxidation. Visalia Field Test

    A field test of hydrous pyrolysis/oxidation (HPO) was conducted during the summer of 1997, during a commercial application of thermal remediation (Dynamic Underground Stripping (DUS)) at the Visalia Pole Yard (a super-fund site) in southern California. At Visalia, Southern California Edison Co. is applying the DUS thermal remediation method to clean up a large (4.3 acre) site contaminated with pole-treating compounds. This is a full-scale cleanup, during which initial extraction of contaminants is augmented by combined steam/air injection in order to enhance the destruction of residual contaminants by HPO. Laboratory results indicate that the contaminants at Visaha react at similar rates to TCE, which has been the focus of extensive laboratory work (Knauss et al., 1998a-c). Field experimental results from this application yield valuable information (1) confirming the destruction of contaminants in soil and groundwater by HPO, (2) validating the predictive models used to design HP0 steam injection systems, (3) demonstrating that accurate field measurements of the critical fluid parameters can be obtained using existing monitoring wells and (4) obtaining a reasonable prediction of the cost and effectiveness of HPO, working at a commercial scale and with commercial partners. The goal of our additional study and demonstration in conjunction with Edison has been to obtain early proof of hydrous pyrolysis/oxidation in the field, and validate our predictive models and monitoring strategies. This demonstration provides valuable economic and practicability data obtained on a commercial scale, with more detailed field validation than is commonly available on a commercially-conducted cleanup. The results of LLNL' s field experiments constrain the destruction rates throughout the site, and enable site management to make accurate estimates of total in situ destruction based on the recovered carbon. As of October, 1998, over 900,000 lb of contaminant have been removed from the site; about 18% of this has been destroyed in situ.

    This report was sponsored by the Mixed Waste Integrated Program (MWIP), which was established by the Department of Energy (DOE), Office of Environmental Restoration and Waste Management (EM), Office of Technology Development (OTD). DOE/EM carries the charter to direct and coordinate waste management and site remediation throughout the DOE complex. Within EM, the OTD established the MWIP to identify and develop new technologies for treatment of DOE low-level mixed waste. This report represents the second TASR for the Second-Stage Destruction and Offgas Treatment technical area. This TASR updates technology information, a design methodology for air pollution control systems for mixed waste treatment, and technology development needs for DOE/EM. The TASRs form the basis of a technology development program that addresses the highest priority DOE environmental needs and is coordinated with other technology development efforts both inside and outside DOE. The main functions of the second-stage destruction and offgas treatment system are to treat the gaseous effluent from the primary treatment process to acceptable levels for release to the atmosphere. Specific functions include (1) destruction of volatile organics; (2) capture of particulate matter; (3) capture of volatile metals; (4) capture and control of volatile, condensed-phase, and solid-phase radionuclides; (5) control of acid gases; (6) NO{sub x} abatement; and (7) gas cooling and reheating as required to perform these functions.

    The ACTS Collection is a set of software tools that help developers or programmers write high performance parallel codes for their scientific applications. PyACTS is a Python-based interface to some of the tools in the ACTS Collection. The main purpose of developing PyACTS is to provide a uniform easy-to-use external interface to existing ACTS tools,and support ACTS users to rapidly prototype their codes with the tools. In particular, for users who are new to ACTS, they will find PyACTS helpful to test and try the functionality available in the collection. Further, this training will allow users to acquire the necessary experience to develop their own applications. In the current development phase of PyACTS, part of the ScaLAPACK subroutines are being made available. This report illustrates how we develop the idea of wrapping the ACTS Collection with a high level scripting language, like Python, and a status of the development of the Python front-end interface and future plans.

    Quite apart from its apparent political obsolescence, the policy of nuclear deterrence is vulnerable to attack for its seemingly obvious immorality. Nuclear war is blatantly immoral, and nuclear deterrence requires a genuine intention to resort to the nuclear retaliation which would precipitate such a war. Therefore, since it is wrong to intend that which is wrong to do, deterrence is immoral. This thesis seeks to examine the nature of the deterrent intention as a means of verifying the soundness of the above deontological argument. This examination is carried out by first suggesting an acceptable notion of intention in general and then, after analysing the views of deterrent intention by other writers, proceeding to demonstrate the uniqueness of that intention. Having done this, and having explored the possibility that deterrence need not contain a genuine intention to retaliate, the thesis moves on to suggest and defend a moral principle which states that endeavours requiring the formation of an immoral intention may nevertheless be moral. Called the Principle of Double Intention (and based on the Principle of Double Effect), it offers a method for the moral assessment of agents who form immoral intentions within larger contexts. By applying this principle to nuclear deterrence, it is demonstrated that agents who undertake such a policy may be morally justified in doing so, provided certain conditions are met. The thesis closes with a refutation of the objection that an agent cannot rationally form an intention (such as that required in deterrence) which he has no reason to carry out.
