    Small tank copper-catalyzed peroxide oxidation (CCPO) is a potentially viable technology to facilitate the destruction of tetraphenylborate (TPB) organic solids contained within the Tank 48H waste at the Savannah River Site (SRS). A maturation strategy was created that identified a number of near-term development activities required to determine the viability of the CCPO process, and subsequent disposition of the CCPO effluent. Critical activities included laboratory-scale validation of the process and identification of forward transfer paths for the CCPO effluent. The technical documentation and the successful application of the CCPO process on simulated Tank 48 waste confirm that the CCPO process is a viable process for the disposition of the Tank 48 contents.

    Interstellar shock waves can erode and destroy grains present in the shocked gas, primarily as the result of sputtering and grain-grain collisions. Uncertainties in current estimates of sputtering yields are reviewed. Results are presented for the simple case of sputtering of fast grains being stopped in cold gas. An upper limit is derived for sputtering of refractory grains in C-type MHD shocks: shock speeds $v_s \\gtrsim 50 \\kms$ are required for return of more than 30\\% of the silicate to the gas phase. Sputtering can also be important for removing molecular ice mantles from grains in two-fluid MHD shock waves in molecular gas. Recent estimates of refractory grain lifetimes against destruction in shock waves are summarized, and the implications of these short lifetimes are discussed.

    The purpose of this research effort was to determine the suitability of Sulfur Hexafluoride (SF6) as a surrogate compound to measure DREs for POHCs. SF6 is relatively inexpensive and can be accurately monitored in real time by portable gas chromatography. For SF6 to be an appropriate surrogate for DRE measurement, three criteria must be met. The first is that the destruction of SF6 must be conservative when compared to other POHCs up to a POHC DRE limit of 0.9999. This would show that, given a certain amount of SF6 destruction, there would be at least that much POHC destruction. Secondly, it would be desirable to establish a relationship between SF6 destruction and POHC destruction. This would indicate that given a certain level of SF6 destruction, a corresponding level of POHC destruction would be known, Thirdly, given that a relationship is developed, it must be predictable for a variety of incinerator conditions for it to be useful. The goals of this project were to try to establish these criteria for POHCs by varying the combustor operating conditions of temperature and residence time. These are the two parameters that Tsang and Shaub predict affect DRE. The test program which was conducted consisted of burning SF6 concurrently with a POHC for three different temperature conditions at three different residence times; a total of nine conditions for each POHC. Three POHCs were chosen and tested: 1,1,1 Trichloroethane, Carbon Tetrachloride, and Chloroform.

    The present invention comprises a system for promoting the destruction of volatile and/or hazardous contaminants present in waste materials during in situ vitrification processes. In accordance with the present invention, a cold cap (46) comprising a cohesive layer of resolidified material is formed over the mass of liquefied soil and waste (40) present between and adjacent to the electrodes (10, 12, 14, 16) during the vitrification process. This layer acts as a barrier to the upward migration of any volatile type materials thereby increasing their residence time in proximity to the heated material. The degree of destruction of volatile and/or hazardous contaminants by pyrolysis is thereby improved during the course of the vitrification procedure.

    The preliminary experimental work done on the destruction of the liquid gun propellant LP XM46 (the new designation for LGP-1846) using the Molten Salt Destruction (MSD) Process at the Lawrence Livermore National Laboratory (LLNL) for the US Army is described in this report. A series of 18 continuous experimental runs were made wherein a solution of LP XM46 and water was injected into a bed of molten salt comprising the carbonates of sodium, potassium and lithium, along with air. The purpose of these initial Phase 1 runs was to collect information on the applicability of the Molten Salt Destruction Process for the destruction of LP XM46, identify the key technical uncertainties, and to plan future runs. The tentative results from these experiments, described in detail in the main body of this report, indicate that: (1) LP XM46 can be safely and completely destroyed in a bed of molten salt at temperatures well below those needed for incineration; and (2) under optimum operating conditions, less than 1% of the chemically bound nitrogen in the LP XM46 is converted to NOx, and less than 1% carbon is converted to CO.

    This report satisfies the initial phase of Task WP-2.3.4 Alternative Sodium Recovery Technology, Subtask 1; Develop Near-Tank Nitrate/Nitrite Destruction Technology. Some of the more common anions in carbon steel waste tanks at SRS and Hanford Site are nitrate which is corrosive, and nitrite and hydroxide which are corrosion inhibitors. At present it is necessary to periodically add large quantities of 50 wt% caustic to waste tanks. There are three primary reasons for this addition. First, when the contents of salt tanks are dissolved, sodium hydroxide preferentially dissolves and is removed. During the dissolution process the concentration of free hydroxide in the tank liquid can decrease from 9 M to less than 0.2 M. As a result, roughly half way through the dissolution process large quantities of sodium hydroxide must be added to the tank to comply with requirements for corrosion control. Second, hydroxide is continuously consumed by reaction with carbon dioxide which occurs naturally in purge air used to prevent buildup of hydrogen gas inside the tanks. The hydrogen is generated by radiolysis of water. Third, increasing the concentration of hydroxide increases solubility of some aluminum compounds, which is desirable in processing waste. A process that converts nitrate and nitrite to hydroxide would reduce certain costs. (1) Less caustic would be purchased. (2) Some of the aluminum solid compounds in the waste tanks would become more soluble so less mass of solids would be sent to High Level Vitrification and therefore it would be not be necessary to make as much expensive high level vitrified product. (3) Less mass of sodium would be fed to Saltstone at SRS or Low Level Vitrification at Hanford Site so it would not be necessary to make as much low level product. (4) At SRS less nitrite and nitrate would be sent to Defense Waste Processing Facility (DWPF) so less formic acid would be consumed there and less hydrogen gas would be generated. This task involves literature survey of technologies to perform the nitrate to hydroxide conversion, selection of the most promising technologies, preparation of a flowsheet and design of a system. The most promising technologies are electrochemical reduction of nitrates and chemical reduction with hydrogen or ammonia. The primary reviewed technologies are listed and they aredescribed in more detail later in the report: (1) Electrochemical destruction; (2) Chemical reduction with agents such as ammonia, hydrazine or hydrogen; (3) Hydrothermal reduction process; and (4) Calcination. Only three of the technologies on the list have been demonstrated to generate usable amounts of caustic; electrochemical reduction and chemical reduction with ammonia, hydrazine or hydrogen and hydrothermal reduction. Chemical reduction with an organic reactant such as formic acid generates carbon dioxide which reacts with caustic and is thus counterproductive. Treatment of nitrate with aluminum or other active metals generates a solid product. High temperature calcination has the potential to generate sodium oxide which may be hydrated to sodium hydroxide, but this is unproven. The following criteria were developed to evaluate the most suitable option. The numbers in brackets after the criteria are relative weighting factors to account for importance: (1) Personnel exposure to radiation for installation, routine operation and maintenance; (2) Non-radioactive safety issues; (3) Whether the technology generates caustic and how many moles of caustic are generated per mole of nitrate plus nitrite decomposed; (4) Whether the technology can handle nitrate and nitrite at the concentrations encountered in waste; (5) Maturity of technology; (6) Estimated annual cost of operation (labor, depreciation, materials, utilities); (7) Capital cost; (8) Selectivity to nitrogen as decomposition product (other products are flammable and/or toxic); (9) Impact of introduced species; (10) Selectivity for destruction of nitrate vs. nitrite; and (11) Cost of deactivation and demolition.     This report describes the feasibility, calibration, and safety considerations of a non-destructive, in situ, quantitative, volumetric soil carbon analytical method based on inelastic neutron scattering (INS). The method can quantify values as low as 0.018 gC/cc, or about 1.2% carbon by weight with high precision under the instrument's configuration and operating conditions reported here. INS is safe and easy to use, residual soil activation declines to background values in under an hour, and no radiological requirements are needed for transporting the instrument. The labor required to obtain soil-carbon data is about 10-fold less than with other methods, and the instrument offers a nearly instantaneous rate of output of carbon-content values. Furthermore, it has the potential to quantify other elements, particularly nitrogen. New instrumentation was developed in response to a research solicitation from the U.S. Department of Energy (DOE LAB 00-09 Carbon Sequestration Research Program) supporting the Terrestrial Carbon Processes (TCP) program of the Office of Science, Biological and Environmental Research (BER). The solicitation called for developing and demonstrating novel techniques for quantitatively measuring changes in soil carbon. The report includes raw data and analyses of a set of proof-of-concept, double-blind studies to evaluate the INS approach in the first phase of developing the instrument. Managing soils so that they sequester massive amounts of carbon was suggested as a means to mitigate the atmospheric buildup of anthropogenic CO{sub 2}. Quantifying changes in the soils' carbon stocks will be essential to evaluating such schemes and documenting their performance. Current methods for quantifying carbon in soil by excavation and core sampling are invasive, slow, labor-intensive and locally destroy the system being observed. Newly emerging technologies, such as Laser Induced Breakdown Spectroscopy and Near-Infrared Spectroscopy, offer soil-carbon analysis; however, these also are invasive and destructive techniques. The INS approach permits quantification in a relatively large volume of soil without disrupting the measurement site. The technique is very fast and provides nearly instantaneous results thereby reducing the cost, and speeding up the rate of analysis. It also has the potential to cover large areas in a mobile scanning mode. These capabilities will significantly advance the tracking carbon sequestration and offer a tool for research in agronomy, forestry, soil ecology and biogeochemistry.

  3. VOC Destruction by Catalytic Combustion Microturbine

    This project concerned the application of a catalytic combustion system that has been married to a micro-turbine device. The catalytic combustion system decomposes the VOC's and transmits these gases to the gas turbine. The turbine has been altered to operate on very low-level BTU fuels equivalent to 1.5% methane in air. The performance of the micro-turbine for VOC elimination has some flexibility with respect to operating conditions, and the system is adaptable to multiple industrial applications. The VOC source that was been chosen for examination was the emissions from coal upgrading operations. The overall goal of the project was to examine the effectiveness of a catalytic combustion based system for elimination of VOCs while simultaneously producing electrical power for local consumption. Project specific objectives included assessment of the feasibility for using a Flex-Microturbine that generates power from natural gas while it consumes VOCs generated from site operations; development of an engineering plan for installation of the Flex-Microturbine system; operation of the micro-turbine through various changes in site and operation conditions; measurement of the VOC destruction quantitatively; and determination of the required improvements for further studies. The micro-turbine with the catalytic bed worked effectively to produce power on levels of fuel much lower than the original turbine design. The ability of the device to add or subtract supplemental fuel to augment the amount of VOC's in the inlet air flow made the device an effective replacement for a traditional flare. Concerns about particulates in the inlet flow and the presence of high sulfur concentrations with the VOC mixtures was identified as a drawback with the current catalytic design. A new microturbine design was developed based on this research that incorporates a thermal oxidizer in place of the catalytic bed for applications where particulates or contamination would limit the lifetime of the catalytic bed.

  4. PROCESSING ALTERNATIVES FOR DESTRUCTION OF TETRAPHENYLBORATE

    Two processes were chosen in the 1980's at the Savannah River Site (SRS) to decontaminate the soluble High Level Waste (HLW). The In Tank Precipitation (ITP) process (1,2) was developed at SRS for the removal of radioactive cesium and actinides from the soluble HLW. Sodium tetraphenylborate was added to the waste to precipitate cesium and monosodium titanate (MST) was added to adsorb actinides, primarily uranium and plutonium. Two products of this process were a low activity waste stream and a concentrated organic stream containing cesium tetraphenylborate and actinides adsorbed on monosodium titanate (MST). A copper catalyzed acid hydrolysis process was built to process (3, 4) the Tank 48H cesium tetraphenylborate waste in the SRS's Defense Waste Processing Facility (DWPF). Operation of the DWPF would have resulted in the production of benzene for incineration in SRS's Consolidated Incineration Facility. This process was abandoned together with the ITP process in 1998 due to high benzene in ITP caused by decomposition of excess sodium tetraphenylborate. Processing in ITP resulted in the production of approximately 1.0 million liters of HLW. SRS has chosen a solvent extraction process combined with adsorption of the actinides to decontaminate the soluble HLW stream (5). However, the waste in Tank 48H is incompatible with existing waste processing facilities. As a result, a processing facility is needed to disposition the HLW in Tank 48H. This paper will describe the process for searching for processing options by SRS task teams for the disposition of the waste in Tank 48H. In addition, attempts to develop a caustic hydrolysis process for in tank destruction of tetraphenylborate will be presented. Lastly, the development of both a caustic and acidic copper catalyzed peroxide oxidation process will be discussed.

    We present a computational approach to modeling the intent of a communication source representing a group or an individual to engage in violent behavior. Our aim is to identify and rank aspects of radical rhetoric that are endogenously related to violent intent to predict the potential for violence as encoded in written or spoken language. We use correlations between contentious rhetoric and the propensity for violent behavior found in documents from radical terrorist and non-terrorist groups and individuals to train and evaluate models of violent intent. We then apply these models to unseen instances of linguistic behavior to detect signs of contention that have a positive correlation with violent intent factors. Of particular interest is the application of violent intent models to social media, such as Twitter, that have proved to serve as effective channels in furthering sociopolitical change.

    Necessary and sufficient conditions for deterministic remote extraction and destruction of qubit information encoded in bipartite states using only local operations and classical communications (LOCC) are presented. The conditions indicate that there is a way to asymmetrically spread qubit information between two parties such that it can be remotely extracted with unit probability at one of the parties but not at the other as long as they are using LOCC. Remote destruction can also be asymmetric between the two parties, but the conditions are incompatible with those for remote extraction.

    Destructive and non-destructive examinations have been performed on specified components of shipping package 9975-06100. This package was selected for examination based on several characteristics: - This was the first destructively examined package in which the fiberboard assembly was fabricated from softwood fiberboard. - The package contained a relatively high heat load to contribute to internal temperature, which is a key environmental factor for fiberboard degradation. - The package has been stored in the middle or top of a storage array since its receipt in K- Area, positions that would contribute to increased service temperatures. No significant changes were observed for attributes that were measured during both field surveillance and destructive examination. Except for the axial gap, all observations and test results met identified criteria, or were collected for information and trending purposes. The axial gap met the 1 inch maximum criterion during field surveillance, but was just over the criterion during SRNL measurements. When re-measured at a later date, it again met the criterion. The bottom of the lower fiberboard assembly and the drum interior had two small stains at matching locations, suggestive of water intrusion. However, the fiberboard assembly did not contain any current evidence of excess moisture. No evidence of a degraded condition was found in this package. Despite exposure to the elevated temperatures of this higher-then-average wattage package, properties of the fiberboard and O-rings are consistent with those of new packages.

    The hydrogen peroxide decomposer columns at the 200 Area Effluent Treatment Facility (ETF) have been taken out of service due to ongoing problems with particulate fines and poor destruction performance from the granular activated carbon (GAC) used in the columns. An alternative search was initiated and led to bench scale testing and then pilot scale testing. Based on the bench scale testing three manganese dioxide based catalysts were evaluated in the peroxide destruction pilot column installed at the 300 Area Treated Effluent Disposal Facility. The ten inch diameter, nine foot tall, clear polyvinyl chloride (PVC) column allowed for the same six foot catalyst bed depth as is in the existing ETF system. The flow rate to the column was controlled to evaluate the performance at the same superficial velocity (gpm/ft{sup 2}) as the full scale design flow and normal process flow. Each catalyst was evaluated on peroxide destruction performance and particulate fines capacity and carryover. Peroxide destruction was measured by hydrogen peroxide concentration analysis of samples taken before and after the column. The presence of fines in the column headspace and the discharge from carryover was generally assessed by visual observation. All three catalysts met the peroxide destruction criteria by achieving hydrogen peroxide discharge concentrations of less than 0.5 mg/L at the design flow with inlet peroxide concentrations greater than 100 mg/L. The Sud-Chemie T-2525 catalyst was markedly better in the minimization of fines and particle carryover. It is anticipated the T-2525 can be installed as a direct replacement for the GAC in the peroxide decomposer columns. Based on the results of the peroxide method development work the recommendation is to purchase the T-2525 catalyst and initially load one of the ETF decomposer columns for full scale testing.

    Currently, proliferation risk assessment models are designed to evaluate only a portion of the overall risk, focusing exclusively on either technological or social factors to determine the extent of a threat. Many of these models are intended to act as a means of predicting proliferation potential rather than assessing the system as a whole, ignoring the ability to enhance mitigating factors and manage, rather just establish the presence of, the threat. While the information garnered through these forms of analysis is necessary, it remains incomplete. By incorporating political, social, economic and technical capabilities as well as human factors such as intent into a single, multi-faceted risk management model, proliferation risk can be evaluated more effectively. Framing this information around how to improve and expand the Regime already in place and establishing where there are gaps in the system allows for a more complete approach to risk management, mitigation and resource allocation. The research conducted here seeks to combine all three elements (intent, capability and opportunity) in a comprehensive evaluation which incorporates an assessment of state-level variables, possible proliferation pathways and technical capability. Each portion of the analysis is carried out independently then combined to illustrate the full scope of a State's nuclear infrastructure while showing areas of weakness in the institutional framework.

    From the experiments performed it is possible to determine a wide range of information about the metallurgy of the astrolabes studied. It was found that different brass alloys were used for components that were cast and those that were mechanically deformed. Chemical composition, forming history, and thickness measurements are all determined non-destructively, illustrating that this technique could be useful for many applications with metal artifact analysis where non-intrusive methods are required.

For those attributes that were also measured during the field surveillance, no significant changes were observed. Four conditions were identified that do not meet inspection criteria. These conditions are subject to additional investigation and disposition by the Surveillance Program Authority. The conditions include: (1) The lead shield was covered with a white corrosion layer; (2) The lead shield height exceeds drawing requirements; (3) Mold was observed on the lower fiberboard subassembly; and (4) Fiberboard thermal conductivity in the axial direction exceeded the specified range. The Surveillance Program Authority was notified of these conditions and will document the disposition by surveillance report. All other observations and test results met identified criteria, or were collected for information and trending purposes. The Savannah River Site (SRS) stores packages containing plutonium (Pu) materials in the K-Area Complex (KAC). The Pu materials are packaged per the DOE 3013 Standard and stored within Model 9975 shipping packages in KAC. The KAC facility DSA (Document Safety Analysis) credits the Model 9975 package to perform several safety functions, including criticality prevention, impact resistance, containment, and fire resistance to ensure the plutonium materials remain in a safe configuration during normal and accident conditions. The Model 9975 package is expected to perform its safety function for at least 12 years from initial packaging. The DSA recognizes the degradation potential for the materials of package construction over time in the KAC storage environment and requires an assessment of materials performance to validate the assumptions of the analysis and ultimately predict service life. As part of the comprehensive Model 9975 package surveillance program, destructive examination of package 9975-02028 was performed following field surveillance in accordance with Reference.     The Office of Environmental Restoration and Waste Management (EM) was established by the Department of Energy (DOE) to direct and coordinate waste management and site remediation programs/activities throughout the DOE complex. In order to successfully achieve the goal of properly managing waste and the cleanup of the DOE sites, the EM was divided into five organizations: the Office of Planning and Resource Management (EM-10); the Office of Environmental Quality Assurance and Resource Management (EM-20); the Office of Waste Operations (EM-30); the Office of Environmental Restoration (EM-40); and the Office of Technology and Development (EM-50). The mission of the Office of Technology Development (OTD) is to develop treatment technologies for DOE`s operational and environmental restoration wastes where current treatment technologies are inadequate or not available. The Mixed Waste Integrated Program (MWIP) was created by OTD to assist in the development of treatment technologies for the DOE mixed low-level wastes (MLLW). The MWIP has established five Technical Support Groups (TSGs) whose purpose is to identify, evaluate, and develop treatment technologies within five general technical areas representing waste treatment functions from initial waste handling through generation of final waste forms.     This report documents the results of Phase II of a three phase research program to develop and validate improved methods to model the cognitive behavior of nuclear power plant (NPP) personnel. In Phase II a dynamic simulation capability for modeling how people form intentions to act in NPP emergency situations was developed based on techniques from artificial intelligence. This modeling tool, Cognitive Environment Simulation or CES, simulates the cognitive processes that determine situation assessment and intention formation. It can be used to investigate analytically what situations and factors lead to intention failures, what actions follow from intention failures (e.g., errors of omission, errors of commission, common mode errors), the ability to recover from errors or additional machine failures, and the effects of changes in the NPP person-machine system. The holder consist of: a stationary base portion capable of being fixed to a cutter head of an excavation machine and having an integral extension therefrom with a bore hole therethrough to accommodate a pin shaft; a movable portion coextensive with the base having a pin shaft integrally extending therefrom that is insertable in the bore hole of the base member to permit the moveable portion to rotate about the axis of the pin shaft; a recess in the movable portion of the holder to accommodate a shank of a bit; and a biased spring disposed in adjoining openings in the base and moveable portions of the holder to permit the moveable portion to pivot around the pin shaft during cutting action of a bit fixed in a turret to allow front, mid and back positions of the bit during cutting to lessen creation of small chip amounts and resharpen the bit during excavation use.

    The IAEA safeguards approach for gaseous centrifuge enrichment plants (GCEPs) includes measurements of gross, partial, and bias defects in a statistical sampling plan. These safeguard methods consist principally of mass and enrichment nondestructive assay (NDA) verification. Destructive assay (DA) samples are collected from a limited number of cylinders for high precision offsite mass spectrometer analysis. DA is typically used to quantify bias defects in the GCEP material balance. Under current safeguards measures, the operator collects a DA sample from a sample tap following homogenization. The sample is collected in a small UF6 sample bottle, then sealed and shipped under IAEA chain of custody to an offsite analytical laboratory. Current practice is expensive and resource intensive. We propose a new and novel approach for performing onsite gaseous UF6 DA analysis that provides rapid and accurate assessment of enrichment bias defects. DA samples are collected using a custom sampling device attached to a conventional sample tap. A few micrograms of gaseous UF6 is chemically adsorbed onto a sampling coupon in a matter of minutes. The collected DA sample is then analyzed onsite using Laser Ablation Absorption Ratio Spectrometry-Destructive Assay (LAARS-DA). DA results are determined in a matter of minutes at sufficient accuracy to support reliable bias defect conclusions, while greatly reducing DA sample volume, analysis time, and cost.

The groundwater treatment uses dissolved hydrogen as a reducing agent in the presence of a metal catalyst, such a palladium, to reduce halogenated solvents (as well as other substituted organic compounds) to harmless species (e.g., ethane or methane) and immobilize certain metals to low valence states. The reactive wells function by removing water from a contaminated water-bearing zone, treating contaminants with a well bore using catalytic reduction, and then reinjecting the treated effluent into an adjacent water-bearing zone. This system offers the advantages of a compact design with a minimal surface footprint (surface facilities) and the destruction of a broad suite of contaminants without generating secondary waste streams.

    The use of mechanical resonances to test properties of materials is perhaps older than the industrial revolution. Early documented cases of British railroad engineers tapping the wheels of a train and using the sound to detect cracks perhaps mark the first real use of resonances to test the integrity of high-performance alloys. Attempts were made in the following years to understand the resonances of solids mathematically, based on the shape and composition. But Nobel Laureate Lord Rayleigh best summarized the state of affairs in 1894, stating {open_quotes}the problem has, for the most part, resisted attack{close_quotes}. More recently, modern computers and electronics have enabled Anderson and co-workers with their work on minerals, and our work at Los Alamos on new materials and manufactured components to advance the use of resonances to a precision non-destructive testing tool that makes anisotropic modulus measurements, defect detection and geometry error detection routine. The result is that resonances can achieve the highest absolute accuracy for any dynamic modulus measurement technique, can be used on the smallest samples, and can also enable detection of errors in certain classes of precision manufactured components faster and more accurately than any other technique.

    Over the next 10-20 years, the probability of a terrorist attack using a weapon of mass destruction (WMD) on the United States is projected to increase. At some point over the next few decades, it may be inevitable that a terrorist group will have access to a WMD. The economic and social impact of an attack using a WMD anywhere in the world would be catastrophic. For weapons developed overseas, the routes of entry are air and sea with the maritime vector as the most porous. Providing a system to track, perform a risk assessment and inspect all inbound marine traffic before it reaches US coastal cities thereby mitigating the threat has long been a goal for our government. The challenge is to do so effectively without crippling the US economy. The Portunus Project addresses only the maritime threat and builds on a robust maritime domain awareness capability. It is a process to develop the technologies, policies and practices that will enable the US to establish a waypoint for the inspection of international marine traffic, screen 100% of containerized and bulk cargo prior to entry into the US if deemed necessary, provide a palatable economic model for transshipping, grow the US economy, and improve US environmental quality. The implementation strategy is based on security risk, and the political and economic constraints of implementation. This article is meant to provide a basic understanding of how and why this may be accomplished.

    A method of non-destructively inspecting a curved wall portion of a large and thick walled vessel for a defect by computed tomography is provided. A collimated source of radiation is placed adjacent one side of the wall portion and an array of detectors for the radiation is placed on the other side adjacent the source. The radiation from the source passing through the wall portion is then detected with the detectors over a limited angle, dependent upon the curvature of the wall of the vessel, to obtain a dataset. The source and array are then coordinately moved relative to the wall portion in steps and a further dataset is obtained at each step. The plurality of datasets obtained over the limited angle is then processed to produce a tomogram of the wall portion to determine the presence of a defect therein. In a preferred embodiment, the curved wall portion has a center of curvature so that the source and the array are positioned at each step along a respective arc curved about the center. If desired, the detector array and source can be reoriented relative to a new wall portion and an inspection of the new wall portion can be easily obtained. Further, the source and detector array can be indexed in a direction perpendicular to a plane including the limited angle in a plurality of steps so that by repeating the detecting and moving steps at each index step, a three dimensional image can be created of the wall portion.

    We use numerical N-body simulations of the Orion Nebula Cluster (ONC) to investigate the destruction of protoplanetary disks by close stellar encounters and UV radiation from massive stars. The simulations model a cluster of 4000 stars, and we consider separately cases in which the disks have fixed radii of 100 AU and 10 AU. In the former case, depending on a star's position and orbit in the cluster over 10^7 years, UV photoevaporation removes at least 0.01 Msol from its disk, and can remove up to 1 Msol. We find no dynamical models of the ONC consistent with the suggestion of Storzer and Hollenbach that the observed distribution and abundance of proplyds could be explained by a population of stars on radial orbits which spend relatively little time near Theta 1C Ori (the most massive star in the ONC). Instead the observations require either massive disks (e.g. a typical initial disk mass of 0.4 Msol) or a very recent birth for Theta 1C Ori. When we consider the photoevaporation of the inner 10 AU of disks in the ONC, we find that planet formation would be hardly affected. Outside that region, planets would be prevented from forming in about half the systems, unless either the initial disk masses were very high or they formed in less than ~ 2 Myr and Theta 1C Ori has only very recently appeared. We also present statistics on the distribution of minimum stellar encounter separations. This peaks at 1000 AU, with less than 10% of stars having had an encounter closer than 100 AU after 10^7 years. We conclude that stellar encounters are unlikely to play a significant role in destroying protoplanetary disks. In the absence of any disruption mechanism other than those considered here, we would thus predict planetary systems like our own to be common amongst stars forming in ONC-like environments.

    The Idaho National Laboratory (INL) has a long history for providing technology evaluation and training for military and other federal level Weapons of Mass Destruction (WMD) response agencies. Currently there are many federal organizations and commercial companies developing technologies related to detecting, assessing, mitigating and protecting against hazards associated with a WMD event. Unfortunately, very few locations exist within the United States where WMD response technologies are realistically field tested and evaluated using real chemical, biological, radiological, nuclear and explosive materials. This is particularly true with biological and radiological hazards. Related to this lack of adequate WMD, multi-hazard technology testing capability is the shortage of locations where WMD response teams can train using actual chemical, biological, and radiological material or highly realistic simulates. In response to these technology evaluation and training needs, the INL has assembled a consortium of subject matter experts from existing programs and identified dedicated resources for the purpose of establishing an all-hazards, WMD technology evaluation and training range. The author describes the challenges associated with creating the all-hazards WMD technology evaluation and training range and lists the technical, logistical and financial benefits of an all-hazards technology evaluation and training range. Current resources and capabilities for conducting all-hazard technology evaluation and training at the INL are identified. Existing technology evaluation and training programs at the INL related to radiological, biological and chemical hazards are highlighted, including successes and lessons learned. Finally, remaining gaps in WMD technology evaluation and training capabilities are identified along with recommendations for closing those gaps.

    The size distribution of dust particles in thermonuclear (fusion) devices is closely described by a power law, which may be related to the brittle destruction of materials. The hypothesis of scale similarity leads to the conclusion that the size distribution of particles formed as a result of a brittle destruction is described by a power law with the exponent -{alpha} that can range from -4 to -1. The model of brittle destruction is described in terms of the fractal geometry, and the distribution exponent is expressed via the fractal dimension of packing. Under additional assumptions, it is possible to refine the {alpha} value and, vice versa, to determine the type of destruction using the measured size distribution of particles.

    Non-destructive testing (NDT), sometimes also known as non-destructive inspection (NDI) or non-destructive examination (NDE), has been applied to solve a wide range of science and industry problems including construction, aerospace, nuclear engineering, manufacturing, space exploration, art objects, forensic studies, biological and medical fields, etc. Without any permanent changing or alteration of testing objects, NDT methods provide great advantages such as increased testing reliability, efficiency, and safety, as well as reduced time and cost. Since the second half of the 20th century, NDT technology has seen significant growth. Depending on the physical properties being measured, NDT techniques can be classified into several branches. This article will provide a brief overview of commonly used NDT methods and their up-to-date progresses including optical examination, radiography, acoustic emission, ultrasonic testing and eddy current testing.     An apparatus and method for the destruction of particles entrained in a gas stream are disclosed. Destruction in the context of the subject invention means the fragmentation and/or vaporization of particles above a certain size limit. The subject invention contemplates destroying such particles by exposing them to intense bursts of laser light, such light having a frequency approximately equal to or less than the mean size of such particles. This invention is particularly adopted to the protection of turbine blades in open cycle coal-fired turbine systems.     The Department of Energy's Office of Energy Efficiency and Renewable Energy (EERE) provides grants to states, territories, and the District of Columbia to support their energy priorities through the State Energy Program (SEP). The SEP provides Federal financial assistance to carry out energy efficiency and renewable energy projects that meet each state's unique energy needs while also addressing national goals such as energy security. Federal funding is based on a grant formula that takes into account population and energy consumption. The SEP emphasizes the state's role as the decision maker and administrator for the program. The American Recovery and Reinvestment Act of 2009 (Recovery Act) expanded the SEP, authorizing $3.1 billion in grants. Based on existing grant formulas and after reviewing state-level plans, EERE made awards to states. The State of Florida's Energy Office (Florida) was allocated $126 million - a 90-fold increase over Florida's average annual SEP grant of $1.4 million. Per the Recovery Act, this funding must be obligated by September 30, 2010, and spent by April 30, 2012. As of March 10, 2010, Florida had expended $13.2 million of the SEP Recovery Act funds. Florida planned to use its grant funds to undertake activities that would preserve and create jobs; save energy; increase renewable energy sources; and, reduce greenhouse gas emissions. To accomplish Recovery Act objectives, states could either fund new or expand existing projects. As a condition of the awards, EERE required states to develop and implement sound internal controls over the use of Recovery Act funds. Based on the significant increase in funding from the Recovery Act, we initiated this review to determine whether Florida had internal controls in place to provide assurance that the goals of the SEP and Recovery Act will be met and accomplished efficiently and effectively. We identified weaknesses in the implementation of SEP Recovery Act projects that have adversely impacted Florida's ability to meet the goals of the SEP and the Recovery Act. Specifically: (1) Florida used about $8.3 million to pay for activities that did not meet the intent of the Recovery Act to create new or save existing jobs. With the approval of the Department, Florida used these funds to pay for rebates related to solar energy projects that had been completed prior to passage of the Recovery Act; (2) State officials did not meet Florida's program goals to obligate all Recovery Act funds by January 1, 2010, thus delaying projects and preventing them from achieving the desired stimulative economic impact. Obligations were delayed because Florida officials selected a number of projects that either required a lengthy review and approval process or were specifically prohibited. In June 2009, the Department notified Florida that a number of projects would not be approved; however, as of April 1, 2010, the State had not acted to name replacement projects or move funds to other projects; (3) Florida officials had not ensured that 7 of the 18 award requirements for Recovery Act funding promulgated by the Department had been passed down to sub-recipients of the award, as required; and, (4) Certain internal control weaknesses that could jeopardize the program and increase the risk of fraud, waste and abuse were identified in the Solar Energy System Incentives Program during our September 2009 visit to Florida. These included a lack of separation of duties related to the processing of rebates and deficiencies in the written procedures for grant managers to review and approve rebates. From a forward looking perspective, absent aggressive corrective action, these weaknesses threaten Florida's efforts to meet future Recovery Act goals. In response to our review, Florida took corrective action to incorporate the additional award requirements in sub-recipient documents. It also instituted additional controls to correct the internal control weaknesses we identified. More, however, needs to be done with respect to Department oversight.     A fast acting inlet guide vane (IGV) system was developed for the model Siemens V94.2 gas turbine (GT). This system enables the GT to perform larger and faster load changes in the case of electrical grid disturbances. Disturbances in electrical grids are caused by an unbalance between actual power generation and power consumption resulting in grid frequency deviations. In order to reduce such deviations, it is desirable for a GT (connected to the grid), to increase/reduce load as fast as required. This task is achieved by the fast responding IGV system: Basically, the occurring grid frequency deviation is monitored by the IGV system. Depending on this deviation, the compressor air mass flow is adapted to the changing fuel mass flow (which is set approximately proportional to the frequency deviation by the GT controller). The fast IGV actuator plays a main role in this dynamic response, allowing the vanes to open/close very fast. Tests performed on Poolbeg site (Ireland) proved safe and rapid load changes with a typical load ramp of 50 MW within 3 sec.

    Thermal spray coating is usually applied through directing molten or softened particles at very high velocities onto a substrate. An eddy current non-destructive inspection technique is presented here for thermal spray coating interface quality characterization. Several high-velocity-oxy-fuel (HVOF) coated steel plates were produced with different surface preparation conditions before applying the coating, e.g., grit-blasted surface, wire-brush cleaned surface, and a dirty surface. A quad-frequency eddy current probe was used to manually scan over the coating surface to evaluate the bonding quality. Experimental results show that the three surface preparation conditions can be successfully differentiated by looking into the impedance difference observed from the eddy current probe. The measurement is fairly robust and consistent. More specimens are also prepared with variations of process parameters, such as spray angle, stand-off distance, and application of corrosion protective sealant, etc. They are blindly tested to evaluate the reliability of the eddy current system. Quantitative relations between the coating bond strength and the eddy current response are also established with the support of destructive testing. This non-contact, non-destructive, easy to use technique has the potential for evaluating the coating quality immediately after its application so that any defects can be corrected immediately.

    This report was sponsored by the Mixed Waste Integrated Program (MWIP), which was established by the Department of Energy (DOE), Office of Environmental Restoration and Waste Management (EM), Office of Technology Development (OTD). DOE/EM carries the charter to direct and coordinate waste management and site remediation throughout the DOE complex. Within EM, the OTD established the MWIP to identify and develop new technologies for treatment of DOE low-level mixed waste. This report represents the second TASR for the Second-Stage Destruction and Offgas Treatment technical area. This TASR updates technology information, a design methodology for air pollution control systems for mixed waste treatment, and technology development needs for DOE/EM. The TASRs form the basis of a technology development program that addresses the highest priority DOE environmental needs and is coordinated with other technology development efforts both inside and outside DOE. The main functions of the second-stage destruction and offgas treatment system are to treat the gaseous effluent from the primary treatment process to acceptable levels for release to the atmosphere. Specific functions include (1) destruction of volatile organics; (2) capture of particulate matter; (3) capture of volatile metals; (4) capture and control of volatile, condensed-phase, and solid-phase radionuclides; (5) control of acid gases; (6) NO{sub x} abatement; and (7) gas cooling and reheating as required to perform these functions.

    One of the most prominent success with the Big Bang models is the precise reproduction of mass abundance ratio for {sup 4}He. In spite of the success, abundances of lithium isotopes are still inconsistent between observations and their calculated results, which is known as lithium abundance problem. Since the calculations were based on the experimental reaction data together with theoretical estimations, more precise experimental measurements may improve the knowledge of the Big Bang nucleosynthesis.     A non-destructive method for determination of neutron exposure and constituent concentrations in an object, such as a reactor pressure vessel, is based on the observation of characteristic gamma-rays emitted by activation products in the object by using a unique continuous gamma-ray spectrometer. The spectrometer views the object through appropriate collimators to determine the absolute emission rate of these characteristic gamma-rays, thereby ascertaining the absolute activity of given activation products in the object. These data can then be used to deduce the spatial and angular dependence of neutron exposure or the spatial constituent concentrations at regions of interest within the object.

    When the rebuilt Coke Plant started operations in November of 1992, it featured a completely new closed circuit secondary cooler, ammonia scrubbing, ammonia distillation, and ammonia destruction plants. This is the second plant of this type to be built in North America. To remove the ammonia from the gas, it is scrubbed with three liquids: Approximately 185 gallons/minute of cooled stripped liquor from the ammonia stills; Light oil plant condensate; and Optionally, excess flushing liquor. These scrubbers typically reduce ammonia content in the gas from 270 Grains/100 standard cubic feet to 0.2 Grains/100 standard cubic feet.

This paper introduces the possibility that the destruction of baryonic and/or dark matter particles also verifies the second law of thermodynamics thanks to a particle exchange with dark energy. General equations for the variation of the number of particles in accelerated universes have been obtained. Finally, a new model of the universe has been developed which predicts dark energy properties as well as particle exchange processes between dark energy and baryonic and/or dark matter.

  20. Plutonium Surveillance Destructive Examination Requirements at Savannah River National Laboratory for K-Area Interim Surveillance

    The DOE 3013 storage standard requires nested, welded 300 series stainless steel containers to store plutonium-bearing materials for up to 50 years. Packaged contents include stabilized plutonium-bearing residues that contain chloride salts and a low (< 0.5 weight %) water content. The DOE 3013 STD requires surveillance of the packages over the 50 year lifetime. These surveillance requirements have been further defined by the Integrated Surveillance Program to include both non-destructive examination (NDE) and destructive examination (DE) of the 3013 container. The DE portion of surveillance involves examining the 3013 nested containers, analyzing the head space gas, and evaluating the plutonium oxide chemistry. At SRS, the stored 3013 containers will undergo preparation for the DE surveillance activities in facilities located in K-Area. The actual DE surveillance will be performed in SRNL. This report provides preliminary functional requirements for the destructive examination (DE) of plutonium-bearing oxide materials and containers in support of K-Area Interim Surveillance (KIS). The KIS project will install interim facilities to prepare the samples for analysis in SRNL. This document covers the requirements for the interim period beginning in 2007, and lasting until the Container Storage and Surveillance Capability (CSSC) project provides the permanent facilities in K-Area to perform sampling and repackaging operations associated with the 3013 container storage and surveillance program. Initial requirements for the CSSC project have been previously defined in WSRC-TR-2004-00584 ''Plutonium Surveillance Destructive Examination Requirements at Savannah River National Laboratory''. As part of the Plutonium Surveillance Program of 3013 Containers at the Savannah River Site (SRS), the Savannah River National Laboratory (SRNL) will receive the emptied 3013 container components, plutonium oxide samples and headspace gas samples from K-Area. The DE program scope includes chemical and metallurgical analyses for a maximum of 25 DE sets a year to provide essential data in support of the SRS Plutonium Surveillance Program. The normal operation is expected to be approximately 15 DE sets a year.

  1. Destruction of organic wastes by ammonium peroxydisulfate with electrolytic regeneration of the oxidant

    Research is reported concerning a new aqueous process for oxidative destruction of solid- and liquid organic wastes. This process uses acidified ammonium peroxydisulfate and operates at ambient pressure and at 80- to 100 {degrees}C. The oxidant may be efficiently regenerated by electrolysis of the sulfate by-product at Pt anodes, even in the presence of organic and inorganic contaminants expected to be entrained in the cycle. Integral rate constants were determined for the oxidation of 25 diverse organic compounds at low (50 ppm) concentrations through fixed-time experiments with excess oxidant and a Pt wire catalyst. For high initial concentrations, uncatalyzed mineralization rates were measured for waste surrogates including kerosene, triethylamine, ion exchange resin, oxalic acid, trinitrotoluene, and cellulose. A packed bed reactor was tested with ethylene glycol, with offgas analysis by mass spectroscopy. Rate data extrapolate to throughputs of approximately 200 kg/m{sub 3}-day. The process may benefit the destruction of highly toxic or specialized industrial wastes as well as the organic fraction of mixed wastes.

  2. Effective destruction of CO by cosmic rays: implications for tracing H$_2$ gas in the Universe

    We report on the effects of cosmic rays (CRs) on the abundance of CO in $\\rm H_2$ clouds under conditions typical for star-forming galaxies in the Universe. We discover that this most important molecule for tracing H$_2$ gas is very effectively destroyed in ISM environments with CR energy densities $\\rm U_{CR}\\sim(50-10^{3})\\times U_{CR,Gal}$, a range expected in numerous star-forming systems throughout the Universe. This density-dependent effect operates volumetrically rather than only on molecular cloud surfaces (i.e. unlike FUV radiation that also destroys CO), and is facilitated by: a) the direct destruction of CO by CRs, and b) a reaction channel activated by CR-produced He$^{+}$. The effect we uncover is strong enough to render Milky-Way type Giant Molecular Clouds (GMCs) very CO-poor (and thus CO-untraceable), even in ISM environments with rather modestly enhanced average CR energy densities of $\\rm U_{CR}\\sim(10-50)\\times\\rm U_{CR,Gal}$.     Crude oil generated by the Lower Smackover source facies migrated to Upper Smackover reservoirs where slow thermal cracking of crude oil resulted in the formation of gas-condensate and late solid bitumen. Ultimately, only pyrobitumen, methane, and nonhydrocarbon gases including hydrogen sulfide persist in the deepest Smackover reservoirs. The carbon isotopic compositions of crude oils became heavier during crude oil destruction. The carbon isotopic compositions of asphaltenes, NSO-compounds, and saturated hydrocarbons in late solid bitumen and the Lower Smackover source facies became isotopically lighter during crude oil destruction. It is suggested that some isotopically-light components from crude oils were incorporated in late solid bitumen by reactions involving thermochemical sulfate reduction. Thermochemical sulfate reduction and crude oil destruction occurred over a long span of geologic time at temperatures in the 120-150C range.

  16. An Assessment of Spent Fuel Reprocessing for Actinide Destruction and Resource Sustainability.

    The reprocessing and recycling of spent nuclear fuel can benefit the nuclear fuel cycle by destroying actinides or extending fissionable resources if uranium supplies become limited. The purpose of this study was to assess reprocessing and recycling in both fast and thermal reactors to determine the effectiveness for actinide destruction and resource utilization. Fast reactor recycling will reduce both the mass and heat load of actinides by a factor of 2, but only after 3 recycles and many decades. Thermal reactor recycling is similarly effective for reducing actinide mass, but the heat load will increase by a factor of 2. Economically recoverable reserves of uranium are estimated to sustain the current global fleet for the next 100 years, and undiscovered reserves and lower quality ores are estimated to contain twice the amount of economically recoverable reserves--which delays the concern of resource utilization for many decades. Economic analysis reveals that reprocessed plutonium will become competitive only when uranium prices rise to about %24360 per kg. Alternative uranium sources are estimated to be competitive well below that price. Decisions regarding the development of a near term commercial-scale reprocessing fuel cycle must partially take into account the effectiveness of reactors for actnides destruction and the time scale for when uranium supplies may become limited. Long-term research and development is recommended in order to make more dramatic improvements in actinide destruction and cost reductions for advanced fuel cycle technologies.The original scope of this work was to optimize an advanced fuel cycle using a tool that couples a reprocessing plant simulation model with a depletion analysis code. Due to funding and time constraints of the late start LDRD process and a lack of support for follow-on work, the project focused instead on a comparison of different reprocessing and recycling options. This optimization study led to new insight into the fuel cycle.     Fe-based nanocrystalline ribbon is widely employed in pulsed power devices and accelerators. A temperature accumulation model is put forward to explain the accumulated destructive effect of discharge plasma bombardment on the TiO{sub 2} coatings of nanocrystalline ribbon under 50 Hz/100 ns voltage pulses. Experimental results revealed that the plasma channel expansion caused by air breakdown in the coating crack heated the coating repetitively, and the coating temperature was increased and accumulated around the crack. The fact that repetitive voltage pulses were more destructive than a single pulse with the same amplitude was caused by the intensified coating ablation under the temperature accumulation effect.

    Non-destructive evaluation was used as the primary method of monitoring the corrosion degradation of nuclear material dissolvers and assessing the remaining lifetimes. Materials were typically processed in nitric acid based (4-14M) solutions containing fluoride concentrations less than 0.2 M. The primary corrosion issue for the stainless steel dissolvers is the occurrence of localized corrosion near the tank bottom and the heat affected zones of the welds. Laboratory data for a range of operational conditions, including solution chemistry and temperature, was used to assess the impact of processing changes on the dissolver corrosion rate. Experimental and NDE-based general corrosion rates were found to be in reasonable agreement for standard dissolution chemistries consisting of nitric acid with fluorides and at temperatures less than 95 C. Greater differences were observed when chloride was present as an impurity and temperatures exceeded 100 C.

    Thermal spray coating is usually applied through directing molten or softened particles at very high velocities onto a substrate. An eddy current non-destructive inspection technique is presented here for thermal spray coating interface quality characterization. Several high-velocity-oxy-fuel (HVOF) coated steel plates were produced with various surface preparation conditions or spray process parameters. A quad-frequency eddy current probe was used to manually scan over the coating surface to evaluate the bonding quality. Experimental results show that different surface preparation conditions and varied process parameters can be successfully differentiated by the impedance value observed from the eddy current probe. The measurement is fairly robust and consistent. This non-contact, nondestructive, easy-to-use technique has the potential for evaluating the coating quality immediately after its application so that any defects can be corrected immediately.

  2. Cost comparison of solar detoxification with conventional alternatives for the destruction of trichloroethylene

    The purpose of this analysis is to compare the cost of solar waste detoxification processes with conventional alternatives for the treatment of trichloroethylene (TCE) in air. The solar processes that were evaluated are high flux photothermal oxidation (PHOTOX), high flux thermal catalytic reforming (SOLTOX), and low flux photocatalytic oxidation (PHOCAT). The high flux processes, PHOTOX and SOLTOX, were based on dish concentrator technology. The low flux photocatalytic process was based on parabolic trough concentrating technology. The conventional alternatives are thermal oxidation, thermal catalytic oxidation, off-site carbon regeneration, and on-site solvent recovery. Analysis of the seven processes showed PHOCAT to be the most economical treatment method. PHOTOX showed slightly better economics relative to SOLTOX. Both were competitive, with the best conventional destruction process, thermal oxidation. Off-site carbon regeneration was the most expensive treatment method. 9 refs., 7 figs.

    The utilization of tungsten diselenide (WSe{sub 2}) in electronic and optoelectronic devices depends on the ability to understand and control the process-property relationship during synthesis. We demonstrate that spectroscopic ellipsometry is an excellent technique for accurate, non-destructive determination of ultra-thin (<30 nm) WSe{sub 2} properties. The refractive index (n) and extinction coefficient (k) were found to be independent of thickness down to 1.3 nm, and were used to determine film thickness, which was confirmed to be within 9% of values found via atomic force microscopy. Finally, the optical bandgap was found to closely correlate with thickness, ranging from 1.2 to 1.55 eV as the WSe{sub 2} is thinned to the equivalent of 2 atomic layers.

    The mechanism of destruction of a central transport barrier in a dynamical model of a geophysical zonal jet current in the ocean or the atmosphere with two propagating Rossby waves is studied. We develop a method for computing a central invariant curve which is an indicator of existence of the barrier. Breakdown of this curve under a variation of the Rossby wave amplitudes and onset of chaotic cross-jet transport happen due to specific resonances producing stochastic layers in the central jet. The main result is that there are resonances breaking the transport barrier at unexpectedly small values of the amplitudes that may have serious impact on mixing and transport in the ocean and the atmosphere. The effect can be found in laboratory experiments with azimuthal jets and Rossby waves in rotating tanks under specific values of the wave numbers that are predicted in the theory.

    A system and a related method for non-destructive evaluation of the surface characteristics of a magnetic material. The sample is excited by an alternating magnetic field. The field frequency, amplitude and offset are controlled according to a predetermined protocol. The Barkhausen response of the sample is detected for the various fields and offsets and is analyzed. The system produces information relating to the frequency content, the amplitude content, the average or RMS energy content, as well as count rate information, for each of the Barkhausen responses at each of the excitation levels applied during the protocol. That information provides a contiguous body of data, heretofore unavailable, which can be analyzed to deduce information about the surface characteristics of the material at various depths below the surface.

    We model a loss of flow accident (LOFA) in the ARIES-ACT1 tokamak design. ARIES-ACT1 features an advanced SiC blanket with LiPb as coolant and breeder, a helium cooled steel structural ring and tungsten divertors, a thin-walled, helium cooled vacuum vessel, and a room temperature water-cooled shield outside the vacuum vessel. The water heat transfer system is designed to remove heat by natural circulation during a LOFA. The MELCOR model uses time-dependent decay heats for each component determined by 1-D modeling. The MELCOR model shows that, despite periodic boiling of the water coolant, that structures are kept adequately cool by the passive safety system.

  7. In-tank processes for destruction of organic complexants and removal of selected radionuclides

    This report establishes the need and technical feasibility for using in-tank pretreatment processes for destruction of organic complexants and removal of {sup 90}Sr, transuranic (TRU) elements, and {sup 99}Tc from double-shell tank (DST) liquid wastes. Neither {sup 90}Sr nor {sup 99}{Tc} have to be removed from any DST solution to obtain vitrified product containing less than the Nuclear Regulatory Commission (NRC) criteria for Class C commercial low-level waste (LLW). To meet the NRC criterion for Class C LLW, TRU elements must be removed from liquid wastes in three (possibly five) DSTs. No {sup 90}Sr will have to be removed from any solution for the total vitrified waste from both DSTs and single-shell tanks to meet a goal of <7 MCi of radionuclides and a NRC ruling for Hanford Site Incidental Waste. Guidance from ALARA principles and the TWRS Environmental Impact Statement may dictate additional removal of radionuclides from DST supernatant liquids. Scavenging processes involving precipitation of strontium phosphate and/or hydrated iron oxide effectively remove {sup 90}Sr and/or TRU elements from actual DST wastes including complexant concentrate (CC) wastes. Destruction of organic complexants is not required for these scavenging processes to reduce the {sup 90}Sr and/or TRU element concentrations of DST waste solutions to or below the NRC criteria for Class C commercial LLW. However, substantially smaller amounts of scavenging agents would be required for removal of {sup 90}Sr and TRU elements from CC waste if organic complexants were destroyed. Low concentrations of added Sr(NO{sub 3}){sub 2} and Fe(NO{sub 3}){sub 3} are desirable to minimize the volume of HLW glass.

    In this research, a load-based depth-sensing micro-indentation method for spallation detection and damage assessment of thermal barrier coating (TBC) materials is presented. A non-destructive multiple loading/partial unloading testing methodology was developed where in stiffness responses of TBC coupons subjected to various thermal cyclic loading conditions were analyzed to predict the spallation site and assess TBC degradation state. The measured stiffness responses at various thermal loading cycles were used to generate time-series color maps for correlation with accumulation of TBC residual stress states. The regions with higher stiffness responses can be linked to a rise in out-of-plane residual stress located near or at the yttria stabilized zirconia (YSZ)/thermally grown oxide (TGO) interface, which is ultimately responsible for initiating TBC spallation failure. A TBC thermal exposure testing plan was carried out where time-series cross-sectional microstructural analyses of damage accumulation and spallation failure associated with the evolution of bond coat/TGO/top coat composite (e.g. thickness, ratcheting, localized oxidations, etc.) of air plasma sprayed (APS) TBCs were evaluated and correlated to the measured stiffness responses at various thermal cycles. The results show that the load-based micro-indentation test methodology is capable of identifying the spallation site(s) before actual occurrence. This micro-indentation technique can be viewed as a viable non-destructive evaluation (NDE) technique for determining as-manufactured and process-exposed TBCs. This technique also shows promise for the development of a portable instrument for on-line, in-situ spallation detection/prediction of industrial-size TBC turbine components.

    The purpose of crucible scale testing with actual radioactive Tank 48H material was to duplicate the test results that had been previously performed on simulant Tank 48H material. The earlier crucible scale testing using simulants was successful in demonstrating that bench scale crucible tests produce results that are indicative of actual Fluidized Bed Steam Reforming (FBSR) pilot scale tests. Thus, comparison of the results using radioactive Tank 48H feed to those reported earlier with simulants would then provide proof that the radioactive tank waste behaves in a similar manner to the simulant. Demonstration of similar behavior for the actual radioactive Tank 48H slurry to the simulant is important as a preliminary or preparation step for the more complex bench-scale steam reformer unit that is planned for radioactive application in the Savannah River National Laboratory (SRNL) Shielded Cells Facility (SCF) later in 2008. The goals of this crucible-scale testing were to show 99% destruction of tetraphenylborate and to demonstrate that the final solid product produced is sodium carbonate. Testing protocol was repeated using the specifications of earlier simulant crucible scale testing, that is sealed high purity alumina crucibles containing a pre-carbonated and evaporated Tank 48H material. Sealing of the crucibles was accomplished by using an inorganic 'nepheline' sealant. The sealed crucibles were heat-treated at 650 C under constant argon flow to inert the system. Final product REDOX measurements were performed to establish the REDuction/OXidation (REDOX) state of known amounts of added iron species in the final product. These REDOX measurements confirm the processing conditions (pyrolysis occurring at low oxygen fugacity) of the sealed crucible environment which is the environment actually achieved in the fluidized bed steam reformer process. Solid product dissolution in water was used to measure soluble cations and anions, and to investigate insoluble fractions of the product solids. Radioanalytical measurements were performed on the Tank 48H feed material and on the dissolved products in order to estimate retention of Cs-137 in the process. All aspects of prior crucible scale testing with simulant Tank 48H slurry were demonstrated to be repeatable with the actual radioactive feed. Tetraphenylborate destruction was shown to be >99% and the final solid product is sodium carbonate crystalline material. Less than 10 wt% of the final solid products are insoluble components comprised of Fe/Ni/Cr/Mn containing sludge components and Ti from monosodium titanate present in Tank 48H. REDOX measurements on the radioactive solid products indicate a reducing atmosphere with extremely low oxygen fugacity--evidence that the sealed crucible tests performed in the presence of a reductant (sugar) under constant argon purge were successful in duplicating the pyrolysis reactions occurring with the Tank 48H feed. Soluble anion measurements confirm that using sugar as reductant at 1X stoichiometry was successful in destroying nitrate/nitrite in the Tank 48H feed. Radioanalytical measurements indicate that {approx}75% of the starting Cs-137 is retained in the solid product. No attempts were made to analyze/measure other potential Cs-137 in the process, i.e., as possible volatile components on the inner surface of the alumina crucible/lid or as offgas escaping the sealed crucible. The collective results from these crucible scale tests on radioactive material are in good agreement with simulant testing. Crucible scale processing has been shown to duplicate the complex reactions of an actual fluidized bed steam reformer. Thus this current testing should provide a high degree of confidence that upcoming bench-scale steam reforming with radioactive Tank 48H slurry will be successful in tetraphenylborate destruction and production of sodium carbonate product.
