    This is the second annual storm water report prepared in accordance with the National Pollutant Discharge Elimination System (NPDES) permit issued to the Y-12 National Security Complex (Y-12 Complex) on December 1, 2011, and the corresponding Y-12 Storm Water Pollution Prevention Plan (SWP3) which became effective on September 7, 2012. However, Appendix A does contain some analytical data gathered under the previous NPDES permit and SWP3 for comparison purposes. The quality of storm water exiting the Y-12 Complex via East Fork Poplar Creek remained relatively stable from 2012 to 2013. However, there was one largely unexpected high concentration of mercury noted in an area that is not known to have previously been a mercury use area. This was noted in Sector AA, Outfall 014. This outfall is normally sampled on a rotating basis but, due this elevated concentration, will be sampled again in 2014. The Y-12 Complex will continue to implement appropriate BMPs and reduce outside material storage ares where possible. Emphasis will continue to be placed on site inspections and timely implementation of proper storm water control measures.

    We present a computational approach to modeling the intent of a communication source representing a group or an individual to engage in violent behavior. Our aim is to identify and rank aspects of radical rhetoric that are endogenously related to violent intent to predict the potential for violence as encoded in written or spoken language. We use correlations between contentious rhetoric and the propensity for violent behavior found in documents from radical terrorist and non-terrorist groups and individuals to train and evaluate models of violent intent. We then apply these models to unseen instances of linguistic behavior to detect signs of contention that have a positive correlation with violent intent factors. Of particular interest is the application of violent intent models to social media, such as Twitter, that have proved to serve as effective channels in furthering sociopolitical change.

    As a condition of the National Pollutant Discharge Elimination System (NPDES) permit issued to Oak Ridge National Laboratory (ORNL) on April 1, 1986, a Biological Monitoring and Abatement Program (BMAP) was developed for White Oak Creek (WOC); selected tributaries of WOC, including Fifth Creek, First Creek, Melton Branch, and Northwest Tributary; and the Clinch River. BMAP consists of seven major tasks that address both radiological and nonradiological contaminants in the aquatic and terrestrial environs on-site and the aquatic environs off-site. These tasks are (1) toxicity monitoring; (2) bioaccumulation monitoring of nonradiological contaminants in aquatic biota; (3) biological indicator studies; (4) instream ecological monitoring; (5) assessment of contaminants in the terrestrial environment; (6) radioecology of WOC and White Oak Lake (WOL); and (7) contaminant transport, distribution, and fate in the WOC embayment-Clinch River-Watts Bar Reservoir system. This document, the second of a series of annual reports, described the results of BMAP studies conducted in 1987.

    Los Alamos National Laboratory (LANL or the Laboratory) operations data for Calendar Year (CY) 2012 mostly fell within the 2008 Site-Wide Environmental Impact Statement (SWEIS) projections. Operation levels for one LANL facility exceeded the 2008 SWEIS capability projections—Radiochemistry Facility; however, none of the capability increases caused exceedances in radioactive air emissions, waste generation, or National Pollutant Discharge Elimination System (NPDES) discharge. Several facilities exceeded the2008 SWEIS levels for waste generation quantities; however, all were one-time, non-routine events that do not reflect the day-to-day operations of the Laboratory. In addition, total site-wide waste generation quantities were below SWEIS projections for all waste types, reflecting the overall levels of operations at both the Key and Non-Key Facilities. Although gas and electricity consumption have remained within the 2008 SWEIS limits for utilities, water consumption exceeded the 2008 SWEIS projections by 27 million gallons in CY 2012.

    In 1997, the U.S. Nuclear Regulatory Commission (NRC) published the License Termination Rule (LTR) as Subpart E of 10 CFR Part 20, which established the license termination criteria for unrestricted use and the controls for restricted use. By 2003, the NRC staff's experience with the LTR revealed some important implementation issues impacting the decommissioning of sites, and these were addressed to the Commission (SECY-03-0069). In 2004, the staff provided the Commission with its analysis of a ninth issue, intentional soil mixing (SECY-04-0035). The Commission approved the staff's recommendations, with comments. In the draft revision of Supplement 1 to NUREG-1757, 'Consolidated Decommissioning Guidance', the staff endorsed the current practice of allowing intentional soil mixing to meet the waste acceptance criteria of offsite disposal facilities and the limited use of this practice to demonstrate compliance with the LTR criteria. The staff recommended including a provision that the staff would consider intentional mixing on a case-by-case basis, provided that the resulting contaminated area footprint is not increased and clean soil from outside the footprint is not mixed with contaminated soil to lower the concentrations. In addition, the staff would consider only those rare cases in which the mixing of clean soil is the only viable option for achieving the dose levels of the LTR. In 2005, the staff issued draft Supplement 1 to NUREG-1757 for public comment. The staff evaluated the public comments, including those from a number of States, and revised the guidance. The staff subsequently summarized the public comments on the draft guidance for the Commission (SECY-06-0143) in early 2006. This paper will discuss the public comments related to intentional mixing, the Commission's comments in its staff requirements memorandum, and the revision to the guidance in NUREG-1757 incorporating the current NRC decommissioning policy for intentional soil mixing.     As a condition of the National Pollutant Discharge Elimination System (NPDES) permit issued to Oak Ridge National Laboratory (ORNL) on April 1, 1986, a Biological Monitoring and Abatement Program (BMAP) was developed for White Oak Creek (WOC); selected tributaries of WOC, including Fifth Creek, First Creek, Melton Branch, and Northwest Tributary; and the Clinch River. BMAP consists of seven major tasks that address both radiological and nonradiological contaminants in the aquatic and terrestrial environs on-site and the aquatic environs off-site. These tasks are (1) toxicity monitoring; (2) bioaccumulation monitoring of nonradiological contaminants in aquatic biota; (3) biological indicator studies; (4) instream ecological monitoring; (5) assessment of contaminants in the terrestrial environment; (6) radioecology of WOC and White Oak Lake (WOL); and (7) contaminant transport, distribution, and fate in the WOC embayment-Clinch River-Watts Bar Reservoir system. This document, the first of a series of annual reports presenting the results of BMAP, describes studies that were conducted from March through December 1986.

    The Department of Energy (DOE) proposes to eliminate industrial effluent from 27 outfalls at Los Alamos National Laboratory (LANL). The Proposed Action includes both simple and extensive plumbing modifications, which would result in the elimination of industrial effluent being released to the environment through 27 outfalls. The industrial effluent currently going to about half of the 27 outfalls under consideration would be rerouted to LANL`s sanitary sewer system. Industrial effluent from other outfalls would be eliminated by replacing once-through cooling water systems with recirculation systems, or, in a few instances, operational changes would result in no generation of industrial effluent. After the industrial effluents have been discontinued, the affected outfalls would be removed from the NPDES Permit. The pipes from the source building or structure to the discharge point for the outfalls may be plugged, or excavated and removed. Other outfalls would remain intact and would continue to discharge stormwater. The No Action alternative, which would maintain the status quo for LANL`s outfalls, was also analyzed. An alternative in which industrial effluent would be treated at the source facilities was considered but dismissed from further analysis because it would not reasonably meet the DOE`s purpose for action, and its potential environmental effects were bounded by the analysis of the Proposed Action and the No Action alternatives.

    A description and evaluation of the results of an intentional flooding experiment at the Grand Canyon are described. The purpose of the 7-day release of flood waters from the Glen Canyon Dam was to determine if managed floods have the ability to predictably restore the riverine environment. A summary of environmental conditions leading to the experiment is provided and flood results are listed. Initial results showed significant improvement in the size and number of the river`s beaches, creation of backwater habitat for endangered species, and no adverse impact to the trout fishery, Indian cultural sites, and other resources.

    Los Alamos National Laboratory (LANL) is preparing to implement engineering controls in Sandia Canyon at Technical Area (TA) 72. Los Alamos National Security (LANS) biologists conducted a floodplain determination and this project is located within a 100-year floodplain. The proposed project is to rehabilitate the degraded channel in lower Sandia Canyon where it crosses through the outdoor firing range at TA-72 to limit the loss of sediment and dissipate floodwater leaving LANL property (Figure 1). The proposed construction of these engineered controls is part of the New Mexico Environment Department's (NMED) approved LANL Individual Storm Water Permit. The purpose of this project is to install storm water controls at Sandia Watershed Site Monitoring Area 6 (S-SMA-6). Storm water controls will be designed and installed to meet the requirements of NPDES Permit No. NM0030759, commonly referred to as the LANL Individual Storm Water Permit (IP). The storm water control measures address storm water mitigation for the area within the boundary of Area of Concern (AOC) 72-001. This action meets the requirements of the IP for S-SMA-6 for storm water controls by a combination of: preventing exposure of upstream storm water and storm water generated within the channel to the AOC and totally retaining storm water falling outside the channel but within the AOC.

    On April 1, 1986, a National Pollutant Discharge Elimination System (NPDES) permit was issued for the Oak Ridge National Laboratory (ORNL) (EPA 1986). As specified in Part 3: Special Conditions (Item H) of the permit, a plan for biological monitoring of the Clinch River, White Oak Creek (WOC), Northwest Tributary (NWT) of WOC, Melton Branch (MB), Fifth Creek, and First Creek shall be submitted for approval to the US Environmental Protection Agency (EPA) and the Tennessee Department of Health and Environment (TDHE) within 90 days of the effective date of the permit. The plan, which is referred to in Part 3 (H) of the permit as the Biological Monitoring Plan and Abatement Program (BMPAP), describes characterization monitoring studies to be conducted for the duration of the permit (5 years). In order to be consistent with the terminology used for the Biological Monitoring and Abatement Programs for the Oak Ridge Y-12 Plan and the Oak Ridge K-25 Plant, BMPAP will subsequently be referred to as the Biological Monitoring and Abatement Program (BMAP). The proposed BMAP outlined in this document is based on preliminary discussions held on December 9, 1985, between staff of Martin Marietta Energy Systems, Inc.     Quite apart from its apparent political obsolescence, the policy of nuclear deterrence is vulnerable to attack for its seemingly obvious immorality. Nuclear war is blatantly immoral, and nuclear deterrence requires a genuine intention to resort to the nuclear retaliation which would precipitate such a war. Therefore, since it is wrong to intend that which is wrong to do, deterrence is immoral. This thesis seeks to examine the nature of the deterrent intention as a means of verifying the soundness of the above deontological argument. This examination is carried out by first suggesting an acceptable notion of intention in general and then, after analysing the views of deterrent intention by other writers, proceeding to demonstrate the uniqueness of that intention. Having done this, and having explored the possibility that deterrence need not contain a genuine intention to retaliate, the thesis moves on to suggest and defend a moral principle which states that endeavours requiring the formation of an immoral intention may nevertheless be moral. Called the Principle of Double Intention (and based on the Principle of Double Effect), it offers a method for the moral assessment of agents who form immoral intentions within larger contexts. By applying this principle to nuclear deterrence, it is demonstrated that agents who undertake such a policy may be morally justified in doing so, provided certain conditions are met. The thesis closes with a refutation of the objection that an agent cannot rationally form an intention (such as that required in deterrence) which he has no reason to carry out.

NARAC graphical products show affected areas and populations, potential casualties, and health effect or protective action guideline levels. LLNL experts produce quality-assured analyses based on field data to assist decision makers and responders.   1. Idaho National Laboratory Cultural Resource Management Plan

    As a federal agency, the U.S. Department of Energy has been directed by Congress, the U.S. president, and the American public to provide leadership in the preservation of prehistoric, historic, and other cultural resources on the lands it administers. This mandate to preserve cultural resources in a spirit of stewardship for the future is outlined in various federal preservation laws, regulations, and guidelines such as the National Historic Preservation Act, the Archaeological Resources Protection Act, and the National Environmental Policy Act. The purpose of this Cultural Resource Management Plan is to describe how the Department of Energy, Idaho Operations Office will meet these responsibilities at Idaho National Laboratory in southeastern Idaho. The Idaho National Laboratory is home to a wide variety of important cultural resources representing at least 13,500 years of human occupation in the southeastern Idaho area. These resources are nonrenewable, bear valuable physical and intangible legacies, and yield important information about the past, present, and perhaps the future. There are special challenges associated with balancing the preservation of these sites with the management and ongoing operation of an active scientific laboratory. The Department of Energy, Idaho Operations Office is committed to a cultural resource management program that accepts these challenges in a manner reflecting both the spirit and intent of the legislative mandates. This document is designed for multiple uses and is intended to be flexible and responsive to future changes in law or mission. Document flexibility and responsiveness will be assured through regular reviews and as-needed updates. Document content includes summaries of Laboratory cultural resource philosophy and overall Department of Energy policy; brief contextual overviews of Laboratory missions, environment, and cultural history; and an overview of cultural resource management practices. A series of appendices provides important details that support the main text.

  4. Intent, Capability and Opportunity: A Holistic Approach to Addressing Proliferation as a Risk Management Issue

    Currently, proliferation risk assessment models are designed to evaluate only a portion of the overall risk, focusing exclusively on either technological or social factors to determine the extent of a threat. Many of these models are intended to act as a means of predicting proliferation potential rather than assessing the system as a whole, ignoring the ability to enhance mitigating factors and manage, rather just establish the presence of, the threat. While the information garnered through these forms of analysis is necessary, it remains incomplete. By incorporating political, social, economic and technical capabilities as well as human factors such as intent into a single, multi-faceted risk management model, proliferation risk can be evaluated more effectively. Framing this information around how to improve and expand the Regime already in place and establishing where there are gaps in the system allows for a more complete approach to risk management, mitigation and resource allocation.
