    In this short paper an overlook is given of the systems developed in Germany for filtered containment venting and their implementation in nuclear power plants. More information on the development can be found in the Proceedings of the DOE/NRC Aircleaning Conferences. In Germany, 28.8 % of the electric energy is produced by 19 nuclear power reactors. No new power reactor is expected to be built at least within the next ten years, but France and Germany cooperate in the development of a future European Power Reactor (ERP). This reactor type will be fitted with a core catcher and passive cooling in order to avoid serious consequences of a hypothetical core meltdown accident so that provisions for containment venting are not required. 3 refs., 6 figs., 1 tab.

    We are witnessing a new era that offers new opportunities to conduct scientific research with the help of recent advancements in computational and storage technologies. Computational intensive science spans multiple scientific domains, such as particle physics, climate modeling, and bio-informatics simulations. These large-scale applications necessitate collaborators to access very large data sets resulting from simulations performed in geographically distributed institutions. Furthermore, often scientific experimental facilities generate massive data sets that need to be transferred to validate the simulation data in remote collaborating sites. A major component needed to support these needs is the communication infrastructure which enables high performance visualization, large volume data analysis, and also provides access to computational resources. In order to provide high-speed on-demand data access between collaborating institutions, national governments support next generation research networks such as Internet 2 and ESnet (Energy Sciences Network). Delivering network-as-a-service that provides predictable performance, efficient resource utilization and better coordination between compute and storage resources is highly desirable. In this paper, we study network provisioning and advanced bandwidth reservation in ESnet for on-demand high performance data transfers. We present a novel approach for path finding in time-dependent transport networks with bandwidth guarantees. We plan to improve the current ESnet advance network reservation system, OSCARS [3], by presenting to the clients, the possible reservation options and alternatives for earliest completion time and shortest transfer duration. The Energy Sciences Network (ESnet) provides high bandwidth connections between research laboratories and academic institutions for data sharing and video/voice communication. Based on this information, a series of recommendations are provided to assist Los Alamos National Laboratory in ensuring the future of the human and intellectual capital for the nuclear deterrence mission. While the current human and intellectual capital is strong it stands on the precipice and action must be taken to ensure Los Alamos National Laboratory maintains leadership in developing and sustaining national nuclear capabilities. The results of this study provided, in part, a basis for the adoption of the revised load and strength factors for wind load design in ACI 307-98. The study was undertaken to: compare unfactored along wind chimney loads resulting from fastest miles per hour (FMPH) and three second gust (TSG) procedures; quantify design changes resulting from FMPH to TSG in terms of the reinforcing steel; review the historical basis for the current load factors (LF) and strength factors (SF); and to recommend a set of LF and SF for the design of chimneys without significantly changing the present design confidence level.

NGDS is being built in an open paradigm and will employ state-of-the-art informatics approaches and capabilities to advance the state of geothermal knowledge in the US. This document presents guidelines related to provision and interchange of data assets in the context of the National Geothermal Data System. It identifies general specifications for NGDS catalog metadata and data content, and provides specific instructions for preparation and submission of data assets by OGT-funded projects.

  18. Take-or-pay provisions in natural gas contracts

    Potential economic distortions are associated with rigid pricing and output contingency clauses in long term natural gas contracts. High take-or-pay provisions may give rise to sub-optimal production and consumption patterns and result in misallocation of resources. The inefficiency of existing inflexible take-or-pay contracts and the liabilities they have engendered have been recognized by FERC as a major impediment to competition. Assuming that market pressure will induce producers and pipelines to renegotiate their take-or-pay contracts, FERC relied on its certification authority and enforcement power to promote competition through the establishment of an open access transportation system. But because FERC's market approach to take-or-pay problems does not comport with its duty to protect consumers and pipelines, the Commission resorted to the prudence review process to achieve its dual goal of resolving take-or-pay problems and unbundling gas services. FERC's use of the prudence review process in a dispositive manner as well as an incentive to induce compliance with the new rules aimed at furthering competition raises many legal and policy questions. It lacks clearly established definitional, procedural, and substantive rules regarding the applicability of the prudence test to the pipelines' purchasing practices. Also lacking is a definition of the relationship between prudence, and price and output stipulations in non-jurisdictional producer-pipeline contracts. Consequently, the uncertainties concerning the application of prudence to the purchasing practices of the pipelines may be a significant factor in delaying commitments to the development of reserves for future natural gas supply. Furthermore, the current prudence practice may carry the risk of backdoor regulation of natural gas production.

Numerous studies have attempted to show that libraries increase the intellectual level of users and contribute to the economic growth of communities through surveys and customer service data. Within this study, we have attempted to develop a more analytical method for assessing library performance, using the Idaho National Laboratory Research Library as a sample subject. We have developed a mathematical model to measure the financial value of a library’s material resources as well as its intellectual value to determine if the library is a positive contributor to the wider organization and community it serves.

    The Energy Independence and Security Act of 2007 was signed into law on December 19, 2007, and became Public Law 110-140. Provisions in EISA2007 that require funding appropriations to be implemented, whose impact is highly uncertain, or that require further specification by federal agencies or Congress are not included in Annual Energy Outlook 2008 (AEO). For example, the Energy Information Administration (EIA) does not try to anticipate policy responses to the many studies required by EISA2007, nor to predict the impact of research and development (R&D) funding authorizations included in the bill. Moreover, AEO2008 does not include any provision that addresses a level of detail beyond that modeled in the National Energy Modeling System (NEMS), which was used to develop the AEO2008 projections. AEO2008 addresses only those provisions in EISA2007 that establish specific tax credits, incentives, or standards.

    CMS will require access to more than 125k processor cores for the beginning of Run 2 in 2015 to carry out its ambitious physics program with more and higher complexity events. During Run1 these resources were predominantly provided by a mix of grid sites and local batch resources. During the long shut down cloud infrastructures, diverse opportunistic resources and HPC supercomputing centers were made available to CMS, which further complicated the operations of the submission infrastructure. In this presentation we will discuss the CMS effort to adopt and deploy the glideinWMS system as a common resource provisioning layer to grid, cloud, local batch, and opportunistic resources and sites. We will address the challenges associated with integrating the various types of resources, the efficiency gains and simplifications associated with using a common resource provisioning layer, and discuss the solutions found. We will finish with an outlook of future plans for how CMS is moving forward on resource provisioning for more heterogenous architectures and services.

On frequently encountered difficulty is that many producing properties are subject to operating agreements containing `preferential right of purchase` PRP provisions, also referred to as rights of first refusal or preemptive rights. Under a PRP clause, a party wanting to sell its interest must first provide notice to other parties to the operating agreement and an opportunity to acquire the sellers rights and interests in the property. Determining if a PRP clause applies to a particular transaction and the extent of such application is not always easy. Attention is focused on regulations that would cover coke oven emissions; chromium emission from industrial cooling towers and the electroplating process; HAP emissions from tank vessels, asbestos-related activities, organic solvent use, and ethylene oxide sterilization; and emissions of air toxics from municipal waste combustors. The possible implications of Title III regulations for the coal, natural gas, petroleum, uranium, and electric utility industries are examined.     Motivated by the widespread proliferation of wireless networks employing directional antennas, we study the problem of provisioning bandwidth in such networks. Given a set of subscribers and one or more access points possessing directional antennas, we formalize the problem of orienting these antennas in two fundamental settings: (1) subscriber-centric, where the objective is to fairly allocate bandwidth among the subscribers and (2) provider-centric, where the objective is to maximize the revenue generated by satisfying the bandwidth requirements of subscribers. For both the problems, we first design algorithms for a network with only one access point working under the assumption that the number of antennas does not exceed the number of noninterfering channels. Using the well-regarded lexicographic max-min fair allocation as the objective for a subscriber-centric network, we present an optimum dynamic programming algorithm. For a provider-centric network, the allocation problem turns out to be NP-hard. We present a greedy heuristic based algorithm that guarantees almost half of the optimum revenue. We later enhance both these algorithms to operate in more general networks with multiple access points and no restrictions on the relative numbers of antennas and channels. A simulation-based evaluation using OPNET demonstrates the efficacy of our approaches and provides us further in insights into these problems.

    Following the issuance of Title 10 Code of Federal Regulations Part 835 (10 CFR 835), {open_quotes}Occupational Radiation Protection,{close_quotes} in the Federal Register on 14 December 1993, all DOE facilities subject to the rule provisions were required to submit a radiation protection program that Sets forth the plans, schedules, and other measures for achieving compliance with the rule by 1 January 1996. Numerous DOE facilities identified areas of the rule where their facility needed either (1) a clarification of the intent and expectation of a provisions or (2) an exemption from the provisions. In response, the DOE Office of Worker Protection Programs and Hazards Management (EH-52) prepared and disseminated eight Radiological Control Technical Positions (RCTPs). These RCTPs provided clarifications of DOE`s intent and expectations for compliance with specific provisions of the rule. EH-52 also processed requests for exemptions from provisions of 10 CFR 835 received from twelve different DOE facilities. The DOE issued 21 separate responses to these facilities, each one addressing the specific exepemtion request. Each response contained (1) an Exemption Decision and (2) a Technical Position discussing the basis for either denying or granting with conditions, as applicable, the exemption request.

Three discrepancies in our understanding of those properties are discussed: the lifetime of orthopositronium, the mass spectra of e{sup +}e{sup -} pairs produced in heavy ion collisions, and the 1-charged particle modes problem in tau decays.     British Nuclear Fuels plc (BNFL) Fuel Division is currently undertaking the final design and construction of a new UF{sub 6} conversion plant at its production site at Springfields near Preston in the north of England. The Company has gained much experience in the handling of UF{sub 6} during operation of plants on site since 1961. The major hazard occurs during the liquefication cycle and the basis of the maximum credible incident scenario adopted for safety assessment and design purposes is discussed. This paper considers the design features which have been incorporated in the new plant to counter the hazards presented by the presence of UF{sub 6} in gaseous and liquid form and explains current thinking on operational procedures in areas of potential risk such as cylinder filling. The plant emergency response philosophy and systems are described and specific design provisions which have been included to satisfy the UK regulatory bodies are outlined in some detail.

    The Thermal Properties Measurement Report summarizes the research, development, installation, and initial use of significant experimental thermal property characterization capabilities at the INL in FY 2015. These new capabilities were used to characterize a U3Si2 (candidate Accident Tolerant) fuel sample fabricated at the INL. The ability to perform measurements at various length scales is important and provides additional data that is not currently in the literature. However, the real value of the data will be in accomplishing a phenomenological understanding of the thermal conductivity in fuels and the ties to predictive modeling. Thus, the MARMOT advanced modeling and simulation capability was utilized to illustrate how the microstructural data can be modeled and compared with bulk characterization data. A scientific method was established for thermal property measurement capability on irradiated nuclear fuel samples, which will be installed in the Irradiated Material Characterization Laboratory (IMCL).

    The response of municipal solid waste landfills during earthquakes is gaining worldwide attention due to the devastating nature of earthquakes on landfills. Safety code provisions and regulations of various countries require the incorporation of safety measures against seismic hazards in the design of new landfills, as well as for extensions of existing landfills in seismic zones. Determination of dynamic properties is the first step for the analysis of municipal solid waste materials under seismic conditions. Landfill composition and properties, like unit weight, shear wave velocity, shear strength, normalized shear modulus, and material damping, are the most important dynamic properties that have direct impact on the seismic behaviour of landfills, and need to be evaluated carefully. In the present study, based on the extensive data provided by various researchers, the dynamic properties of landfill materials are analyzed using curve-fitting techniques, and simple mathematical equations are proposed. The resulting profiles are compared with laboratory and field data wherever possible. These properties are difficult to generalize and may vary from landfill to landfill. Hence, the proposed simple mathematical models for these landfill properties can be used to design municipal solid waste landfills in the absence of landfill-specific field data under seismic conditions.

    Quantum gravity is at the forefront of modern particle physics, yet there are no direct tests, for antimatter, of even the principle of equivalence. We note that modern descriptions of gravity, such as fibre bundles and higher dimensional spacetimes, allow violations of the commonly stated form of the principle of equivalence, and of CPT. We review both indirect arguments and experimental tests of the expected gravitational properties of CPT-conjugate states. We conclude that a direct experimental test of the gravitational properties of antimatter, at the 1% (or better) level, would be of great value. We identify some experimental reasons which make the antiproton a prime candidate for this test, and we strongly urge that such an experiment be done at LEAR. 21 references.

    The goals of this work were to develop Coulometric Titration as a method for characterizing the thermodynamic redox properties of oxides and to apply this technique to the characterization of ceria- and vanadia-based catalysts. The redox properties of ceria and vanadia are a major part of what makes these materials catalytically active but their properties are also dependent on their structure and the presence of other oxides. Quantifying these properties through the measurement of oxidation energetics was the goal of this work.

    Thermal properties of molten salt systems are of interest to electrorefining operations, pertaining to both the Fuel Cycle Research & Development Program (FCR&D) and Spent Fuel Treatment Mission, currently being pursued by the Department of Energy (DOE). The phase stability of molten salts in an electrorefiner may be adversely impacted by the build-up of fission products in the electrolyte. Potential situations that need to be avoided, during electrorefining operations, include (i) fissile elements build up in the salt that might approach the criticality limits specified for the vessel, (ii) electrolyte freezing at the operating temperature of the electrorefiner due to changes in the liquidus temperature, and (iii) phase separation (non-homogenous solution). The stability (and homogeneity) of the phases can be monitored by studying the thermal characteristics of the molten salts as a function of impurity concentration. Simulated salt compositions consisting of the selected rare earth and alkaline earth chlorides, with a eutectic mixture of LiCl-KCl as the carrier electrolyte, were studied to determine the melting points (thermal characteristics) using a Differential Scanning Calorimeter (DSC). The experimental data were used to model the liquidus temperature. On the basis of the this data, it became possible to predict a spent fuel treatment processing scenario under which electrorefining could no longer be performed as a result of increasing liquidus temperatures of the electrolyte.

    Unalloyed polycrystalline Pu displays extreme thermal expansion behavior, i.e., {alpha} {yields} {beta} {yields} {gamma} {yields} {delta} increases by 25% in volume and {delta} {yields} {var_epsilon} {yields} liquid decreases by 4.5% in volume. Thus, making it difficult to measure density into the liquid state. Dilatometer outfitted with CaF molten metal cell offers a proven capability to measure thermal expansion in molten metals, but has yet to be proven for Pu. Historic data from the liquid nuclear fuels program will prove extremely useful as a guide to future measurements. 3.3at% Ga changes Pu molten metal properties: 50% increase in viscosity and {approx}3% decrease in density. Fe may decrease the density by a small amount assuming an averaging of densities for Pu-Ga and Pu-Fe liquids. More recent Boivineau (2009) work needs some interpretation, but technique is being employed in (U,Pu)O{sub 2} nuclear fuels program (Pu Futures, 2012).

    Savannah River Site has five dormant nuclear production reactors. Long term disposition will require filling some reactor buildings with grout up to ground level. Portland cement based grout will be used to fill the buildings with the exception of some reactor tanks. Some reactor tanks contain significant quantities of aluminum which could react with Portland cement based grout to form hydrogen. Hydrogen production is a safety concern and gas generation could also compromise the structural integrity of the grout pour. Therefore, it was necessary to develop a non-Portland cement grout to fill reactors that contain significant quantities of aluminum. Grouts generate heat when they set, so the potential exists for large temperature increases in a large pour, which could compromise the integrity of the pour. The primary purpose of the testing reported here was to measure heat of hydration, specific heat, thermal conductivity and density of various reactor grouts under consideration so that these properties could be used to model transient heat transfer for different pouring strategies. A secondary purpose was to make qualitative judgments of grout pourability and hardened strength. Some reactor grout formulations were unacceptable because they generated too much heat, or started setting too fast, or required too long to harden or were too weak. The formulation called 102H had the best combination of characteristics. It is a Calcium Alumino-Sulfate grout that contains Ciment Fondu (calcium aluminate cement), Plaster of Paris (calcium sulfate hemihydrate), sand, Class F fly ash, boric acid and small quantities of additives. This composition afforded about ten hours of working time. Heat release began at 12 hours and was complete by 24 hours. The adiabatic temperature rise was 54 C which was within specification. The final product was hard and displayed no visible segregation. The density and maximum particle size were within specification.

    This analysis report describes the methods used to determine hydrologic properties based on the available field data from the unsaturated zone (UZ) at Yucca Mountain, Nevada. The technical scope, content, and management of this analysis report are described in the planning document ''Technical Work Plan for: Unsaturated Zone Flow Analysis and Model Report Integration'' (BSC 2004 [DIRS 169654], Sections 2, 4, and 8). Fracture and matrix properties are developed by analyzing available survey data from the Exploratory Studies Facility (ESF), the Enhanced Characterization of Repository Block (ECRB) Cross-Drift, and/or boreholes; air-injection testing data from surface boreholes and from boreholes in the ESF; and data from laboratory testing of core samples. In addition, the report ''Geologic Framework Model'' (GFM2000) (BSC 2004 [DIRS 170029]) also serves as a source report by providing the geological framework model of the site. This report is a revision of the model report under the same title (BSC 2003 [DIRS 161773]), which in turn superceded the analysis report under the same title. The principal purpose of this work is to provide representative uncalibrated estimates of fracture and matrix properties for use in the model report Calibrated Properties Model. The term ''uncalibrated'' is used to distinguish the properties or parameters estimated in this report from those obtained from the inversion modeling used in ''Calibrated Properties Model''. The present work also provides fracture geometry properties for generating dual-permeability grids as documented in the scientific analyses report, ''Development of Numerical Grids for UZ Flow and Transport Modeling''.

    In order to provide reliable and consistent data on the thermophysical properties of reactor materials for reactor safety studies, this revision is prepared for the thermodynamic properties of the uranium dioxide portion of the fuel property section of the report Properties for LMFBR Safety Analysis. Since the original report was issued in 1976, there has been international agreement on a vapor pressure equation for the total pressure over UO/sub 2/, new methods have been suggested for the calculation of enthalpy and heat capacity, and a phase change at 2670 K has been proposed. In this report, an electronic term is used in place of the Frenkel defect term in the enthalpy and heat capacity equation and the phase transition is accepted.
