    Business optimization is becoming increasingly important because all business activities aim to maximize the profit and performance of products and services, under limited resources and appropriate constraints. Recent developments in support vector machine and metaheuristics show many advantages of these techniques. In particular, particle swarm optimization is now widely used in solving tough optimization problems. In this paper, we use a combination of a recently developed Accelerated PSO and a nonlinear support vector machine to form a framework for solving business optimization problems. We first apply the proposed APSO-SVM to production optimization, and then use it for income prediction and project scheduling. We also carry out some parametric studies and discuss the advantages of the proposed metaheuristic SVM.

    This study seeks to provide policymakers and other stakeholders with actionable information towards a road map for reducing energy consumption cost-effectively. We focus on individual end use equipment types (hereafter referred to as appliance groups) that might be the subject of policies - such as labels, energy performance standards, and incentives - to affect market transformation in the short term, and on high-efficiency technology options that are available today. the high efficiency or Business Case scenario is constructed around a model of cost-effective efficiency improvement. Our analysis demonstrates that a significant reduction in energy consumption and emissions is achievable at net negative cost, that is, as a profitable investment for consumers. Net savings are calculated assuming no additional costs to energy consumption such as carbon taxes. Savings relative to the base case as calculated in this way is often referred to as “economic savings potential”. So far, the Indian market has responded favorably to government efficiency initiatives, with Indian manufacturers producing a higher fraction of high-efficiency equipment than before program implementation. This study highlights both the financial benefit and the scope of potential impact for adopting this equipment, all of which is already readily available on the market. The approach of the study is to assess the impact of short-term actions on long-term impacts. “Short-term” market transformation is assumed to occur by 2015, while “long-term” energy demand reduction impacts are assessed in 2030. In the intervening years, most but not all of the equipment studied will turn over completely. The Business Case concentrates on technologies for which cost-effectiveness can be clearly demonstrated.

While heavy industry still plays a dominant role in greenhouse gas emissions, demand from residential and commercial buildings has also seen rapid growth in percentage terms. In the residential sector this growth is driven by internal migration from the countryside to cities. Meanwhile, income in both urban and rural subsectors allows ownership of major appliances. While residences are still relatively small by U.S. or European standards, nearly all households own a refrigerator, a television and an air conditioner. In the future, ownership rates are not expected to grow as much as in other developing countries, because they are already close to saturation. However, the gradual turnover of equipment in the world's largest consumer market provides a huge opportunity for greenhouse gas mitigation. In addition to residences, commercial floor space has expanded rapidly in recent years, and construction continues at a rapid pace. Growth in this sector means that commercial lighting and HVAC will play an increasingly important role in energy demand in China. The outlook for efficiency improvement in China is encouraging, since the Chinese national and local governments have implemented significant policies to contain energy intensity and announced their intention to continue and accelerate these. In particular, the Chinese appliance standards program, first established in 1989, was significantly strengthened and modernized after the passage of the Energy Conservation Law of 1997. Since then, the program has expanded to encompass over 30 equipment types (including motor vehicles). The current study suggests that, in spite of these efforts, there is significant savings to be captured through wide adoption of technologies already available on the Chinese market. The approach of the study is to assess the impact of short-term actions on long-term impacts. 'Short-term' market transformation is assumed to occur by 2015, while 'long-term' energy demand reduction impacts are assessed in 2030. In the intervening years, most but not all of the equipment studied will turn over completely. Early in 2011, the Chinese government announced a plan to reduce carbon dioxide emissions intensity (per unit GDP) by 16% by 2015 as part of the 12th five year plan. These targets are consistent with longer term goals to reduce emissions intensity 40-45% relative to 2005 levels by 2020. The efforts of the 12th FYP focus on short-term gains to meet the four-year targets, and concentrate mainly in industry. Implementation of cost-effective technologies for all new equipment in the buildings sector thus is largely complementary to the 12th FYP goals, and would provide a mechanism to sustain intensity reductions in the medium and long term. The 15-year time frame is significant for many products, in the sense that delay of implementation postpones economic benefits and mitigation of emissions of carbon dioxide.     This abstract provides a comprehensive plan supporting the continued development and integration of all waste operations and waste management business systems. These include existing systems such as ATMS (Automated Transportation Management System), RadCalc, RFITS (Radio Frequency Identification Transportation System) Programs as well as incorporating key components of existing government developed waste management systems and COTS (Computer Off The Shelf) applications in order to deliver a truly integrated waste tracking and management business system. Some of these existing systems to be integrated include IWTS at Idaho National Lab, WIMS at Sandia National Lab and others. The aggregation of data and consolidation into a single comprehensive business system delivers best practices in lifecycle waste management processes to be delivered across the Department of Energy facilities. This concept exists to reduce operational costs to the federal government by combining key business systems into a centralized enterprise application following the methodology that as contractors change, the tools they use to manage DOE's assets do not. IWITS is one efficient representation of a sound architecture currently supporting multiple DOE sites from a waste management solution. The integration of ATMS, RadCalc and RFITS and the concept like IWITS into a single solution for DOE contractors will result in significant savings and increased efficiencies for DOE. Building continuity and solving collective problems can only be achieved through mass collaboration, resulting in an online community that DOE contractors and subcontractors access common applications, allowing for the collection of business intelligence at an unprecedented level. This is a fundamental shift from a solely 'for profit' business model to a 'for purpose' business model. To the conventional-minded, putting values before profit is an unfamiliar and unnatural way for a contractor to operate - unless however; your objective is to build a strong, strategic alliance across the enterprise in order to execute an unprecedented change in waste management, transportation and logistical operations. The success of such an initiative can be achieved by creating a responsible framework by enabling key individuals to 'own' the sustainability of the program. This includes the strategic collaboration of responsible revolutionaries covering application developers, information owners and federal stakeholders to ensure compliance, security and risk management are 'baked' into the process and sustainability is fostered through continued innovation by both technology and application functionality. This ensures that working software can adapt to changing circumstances and is the principle measure of the success of the program. The consolidation of waste management business systems must be achieved in order to realize efficiencies in information technology portfolio management, data integrity, business intelligence and the lifecycle management of hazardous materials within the DOE enterprise architecture. By identifying best practices across the enterprise and aggregating computational and application development resources, you can provide a unified, holistic solution serviceable from a single location while being accessed from anywhere. The business impact of integrating and delivering a unified solution would reduce costs to the Department of Energy within the first year of deployment with increased savings annually. (author)

Many of companies are being spent a significant portion of its IT budgets on business intelligence and related technology. Evaluation of BI readiness is vital because it serves two important goals. First, it shows gaps areas where company is not ready to proceed with its BI efforts. By identifying BI readiness gaps, we can avoid wasting time and resources. Second, the evaluation guides us what we need to close the gaps and implement BI with a high probability of success.     This study examines the impact of oil price shocks on output fluctuations of several oil-exporting economies. In most studies of business cycles, the role of oil price is ignored; the few studies that use oil price as one of the variables in the system focus on modeling oil-importing economies. The vector autoregression (VAR) technique is used to consider the cases of Norway, Nigeria, and Mexico. Both atheoretical and structural' VARs are estimated to determine the importance of oil price impulses on output variations. The study reports two types of results: variance decomposition and impulse response functions, with particular emphasis on the issues of stationarity and co-integration among the series. The empirical results suggest that shocks to oil price are important in explaining output variations. In most cases, shocks to oil price are shown to explain more than 20% of the forecast variance of output over a 40-quarter horizon.

    Performance advantages of the new digital technologies are widely acknowledged, but it has proven difficult for utilities to derive business cases for justifying investment in these new capabilities. Lack of a business case is often cited by utilities as a barrier to pursuing wide-scale application of digital technologies to nuclear plant work activities. The decision to move forward with funding usually hinges on demonstrating actual cost reductions that can be credited to budgets and thereby truly reduce O&M or capital costs. Technology enhancements, while enhancing work methods and making work more efficient, often fail to eliminate workload such that it changes overall staffing and material cost requirements. It is critical to demonstrate cost reductions or impacts on non-cost performance objectives in order for the business case to justify investment by nuclear operators. This Business Case Methodology approaches building a business case for a particular technology or suite of technologies by detailing how they impact an operator in one or more of the three following areas: Labor Costs, Non-Labor Costs, and Key Performance Indicators (KPIs). Key to those impacts will be identifying where the savings are “harvestable,” meaning they result in an actual reduction in headcount and/or cost. The report consists of a Digital Technology Business Case Methodology Guide and an accompanying spreadsheet workbook that will enable the user to develop a business case.

    This document contains a business plan for the National Security Technology Incubator (NSTI), developed as part of the National Security Preparedness Project (NSPP) and performed under a Department of Energy (DOE)/National Nuclear Security Administration (NNSA) grant. This business plan describes key features of the NSTI, including the vision and mission, organizational structure and staffing, services, evaluation criteria, marketing strategies, client processes, a budget, incubator evaluation criteria, and a development schedule. The purpose of the NSPP is to promote national security technologies through business incubation, technology demonstration and validation, and workforce development. The NSTI will focus on serving businesses with national security technology applications by nurturing them through critical stages of early development. The vision of the NSTI is to be a successful incubator of technologies and private enterprise that assist the NNSA in meeting new challenges in national safety, security, and protection of the homeland. The NSTI is operated and managed by the Arrowhead Center, responsible for leading the economic development mission of New Mexico State University (NMSU). The Arrowhead Center will recruit business with applications for national security technologies recruited for the NSTI program. The Arrowhead Center and its strategic partners will provide business incubation services, including hands-on mentoring in general business matters, marketing, proposal writing, management, accounting, and finance. Additionally, networking opportunities and technology development assistance will be provided.

    A supported PV assembly may include a PV module comprising a PV panel and PV module supports including module supports having a support surface supporting the module, a module registration member engaging the PV module to properly position the PV module on the module support, and a mounting element. In some embodiments the PV module registration members engage only the external surfaces of the PV modules at the corners. In some embodiments the assembly includes a wind deflector with ballast secured to a least one of the PV module supports and the wind deflector. An array of the assemblies can be secured to one another at their corners to prevent horizontal separation of the adjacent corners while permitting the PV modules to flex relative to one another so to permit the array of PV modules to follow a contour of the support surface.

    A support system is disclosed for restraining large masses at very low or cryogenic temperatures. The support system employs a tie bar that is pivotally connected at opposite ends to an anchoring support member and a sliding support member. The tie bar extends substantially parallel to the longitudinal axis of the cold mass assembly, and comprises a rod that lengthens when cooled and a pair of end attachments that contract when cooled. The rod and end attachments are sized so that when the tie bar is cooled to cryogenic temperature, the net change in tie bar length is approximately zero. Longitudinal force directed against the cold mass assembly is distributed by the tie bar between the anchoring support member and the sliding support member. 7 figs.

    The objective of this paper is to assess the downtime cost of power outages to businesses in the commercial and industrial sectors, updating and improving upon studies that have already been published on this subject. The goal is to produce a study that, relative to existing studies, (1) applies to a wider set of business types (2) reflects more current downtime costs, (3) accounts for the time duration factor of power outages, and (4) includes data on the costs imposed by real outages in a well-defined market. This study examines power outage costs in 11 commercial subsectors and 5 industrial subsectors, using data on downtime costs that was collected in the 1990's. This study also assesses power outage costs for power outages of 20 minutes, 1 hour, and 4 hours duration. Finally, this study incorporates data on the costs of real power outages for two business subsectors. However, the current limited state of data availability on the topic of downtime costs means there is room to improve upon this study. Useful next steps would be to generate more recent data on downtime costs, data that covers outages shorter than 20 minutes duration and longer than 4 hours duration, and more data that is based on the costs caused by real-world outages. Nevertheless, with the limited data that is currently available, this study is able to generate a clear and detailed picture of the downtime costs that are faced by different types of businesses.

    Competitive business drivers have changed Florida Power Corporation`s (FPC`s) management of strategic technology deployments. The utility has re-evaluated many aspects of its business, using new methods and new tools. Delivery 2000, which supports FPC`s corporate vision, will be a key component in meeting the de-regulation and re-regulation challenges of the new millennium. FPC evaluated a variety of systems, or combinations of systems, with over 70 desirable interfaces. To minimize the overwhelming tasks of development, maintenance, and synchronization, FPC decided to use integrated off-the-shelf solutions. This approach changes the following: the methodology for studying and implementing new technology and processes, the justification approach and financial model, and the RFP and selection processes. Using integrated off-the-shelf solutions will have a dramatic effect on everyday operations and will shift the end-users` perspectives from customization to corporate conformity and the acceptance of evolving industry standards. This paper focuses on a segment of a larger suite of technology that is compartmentalized into modular deployments with incremental costs, benefits, and risks. It defines an integrated GIS/OMS/CAD with a goal of reduced service interruption, as measured by SAIDI results. It describes the study methods, financial analysis justification process, and the selected Integraph integrated solution.

    The Energy-Related Business Development Project was designed by the US Department of Energy Weatherization Assistance Program (DOE/WAP) to promote activities which demonstrate strategies for providing weatherization services without Federal Funds or which promote energy-related business development activities. In December 1985, 38 community action agencies were selected through a competition grant process to participate in this demonstration project. The purpose of this project was to provide training and technical assistance to the selected grantees - to help them develop skills in business development through the identification and evaluation of potential and existing local agency energy-related ventures.     Supported inorganic membranes capable of molecular sieving, and methods for their production, are provided. The subject membranes exhibit high flux and high selectivity. The subject membranes are substantially defect free and less than about 100 nm thick. The pores of the subject membranes have an average critical pore radius of less than about 5 .ANG., and have a narrow pore size distribution. The subject membranes are prepared by coating a porous substrate with a polymeric sol, preferably under conditions of low relative pressure of the liquid constituents of the sol. The coated substrate is dried and calcined to produce the subject supported membrane. Also provided are methods of derivatizing the surface of supported inorganic membranes with metal alkoxides. The subject membranes find use in a variety of applications, such as the separation of constituents of gaseous streams, as catalysts and catalyst supports, and the like.

    An apparatus and method of using an improved chromatography resin support is disclosed. The chromatography support platform is provided by a stainless steel hollow cylinder adapted for being inserted into a chromatography column. An exterior wall of the stainless steel cylinder defines a groove for carrying therein an "O"-ring. The upper surface of the stainless steel column is covered by a fine stainless steel mesh welded to the edges of the stainless steel cylinder. When placed upon a receiving ledge defined within a chromatography column, the "O"-ring provides a fluid tight seal with the inner edge wall of the chromatography cylinder. The stainless steel mesh supports the chromatography matrix and provides a back flushable support which is economical and simple to construct.

At the same time, the complexity and scale of many of these projects creates niche markets for small American businesses with high-value products and services. From information technology, control systems, and specialized components to management practices, financial services, and personnel training methods, small US companies boast some of the highest value products and services in the world. As a result, American companies are in a prime position to take advantage of global niche markets for CCTs.     This report describes the various programs of the Office of Small and Disadvantaged Business Utilization designed to ensure small businesses have an equitable opportunity to do business with the Department of Energy. In addition, this report covers 33 organizational components of the Department and details the extent to which small business firms are participating in the procurement process as well as efforts taken to ensure continued involvement. During fiscal year 1992, the Department met or exceeded its percentage and dollar goals for 8(a) concerns, labor surplus area set-asides, and for-subcontracting to small businesses. The Department`s contract awards to small businesses totaled $3.1 billion (17.3 percent of the 18.1 billion the Department spent on contracts), which consisted of Departmental prime contracts and management and operating contracts. During fiscal year 1992, the Department awarded contracts totaling $307 million to small disadvantaged businesses under Section 8(a) of the U.S. Small Business Act. This total represents 1.7 percent of all prime contracts over $25,000 awarded by the Department during that period. The Department and its management and operating contractors awards to women-owned businesses and labor surplus area set-asides totaled $327 million and $596 million, respectively. The achievements in small business subcontracting for fiscal year 1992 was $234 million, including $23 million to small disadvantaged firms.

    A crank shaft support assembly for increasing stiffness and reducing thermal mismatch distortion in a crank shaft bore of an engine comprising different materials. A cylinder block comprises a first material and at least two crank journal inserts are insert-molded into respective crank journal regions of the cylinder block and comprise a second material having greater stiffness and a lower thermal coefficient of expansion that the first material. At least two bearing caps are bolted to the respective crank journal inserts and define, along with the crank journal inserts, at least two crank shaft support rings defining a crank shaft bore coaxially aligned with a crank shaft axis. The bearing caps comprise a material having higher stiffness and a lower thermal coefficient of expansion than the first material and are supported on the respective crank journal inserts independently of any direct connection to the cylinder block.
