  1. Integrated Resource Planning Model (IRPM)

    The Integrated Resource Planning Model (IRPM) is a decision-support software product for resource-and-capacity planning. Users can evaluate changing constraints on schedule performance, projected cost, and resource use. IRPM is a unique software tool that can analyze complex business situations from a basic supply chain to an integrated production facility to a distributed manufacturing complex. IRPM can be efficiently configured through a user-friendly graphical interface to rapidly provide charts, graphs, tables, and/or written results to summarize postulated business scenarios. There is not a similar integrated resource planning software package presently available. Many different businesses (from government to large corporations as well as medium-to-small manufacturing concerns) could save thousands of dollars and hundreds of labor hours in resource and schedule planning costs. Those businesses also could avoid millions of dollars of revenue lost from fear of overcommitting or from penalties and lost future business for failing to meet promised delivery by using IRPM to perform what-if business-case evaluations. Tough production planning questions that previously were left unanswered can now be answered with a high degree of certainty. Businesses can anticipate production problems and have solutions in hand to deal with those problems. IRPM allows companies to make better plans, decisions, and investments.

    Until recently, state regulators have focused most of their attention on the development of least-cost or integrated resource planning (IRP) processes for electric utilities. A number of commissions are beginning to scrutinize the planning processes of local gas distribution companies (LDCs) because of the increased control that LDCs have over their purchased gas costs (as well as the associated risks) and because of questions surrounding the role and potential of gas end-use efficiency options. Traditionally, resource planning (LDCs) has concentrated on options for purchasing and storing gas. Integrated resource planning involves the creation of a process in which supply-side and demand-side options are integrated to create a resource mix that reliably satisfies customers` short-term and long-term energy service needs at the lowest cost. As applied to gas utilities, an integrated resource plan seeks to balance cost and reliability, and should not be interpreted simply as the search for lowest commodity costs. The National Association of Regulatory Utility Commissioners` (NARUC) Energy Conservation committee asked Lawrence Berkeley Laboratory (LBL) to survey state PUCs to determine the extent to which they have undertaken least cost planning for gas utilities. The survey included the following topics: status of state PUC least-cost planning regulations and practices for gas utilities; type and scope of natural gas DSM programs in effect, including fuel substitution; economic tests and analysis methods used to evaluate DSM programs; relationship between prudency reviews of gas utility purchasing practices and integrated resource planning; key regulatory issued facing gas utilities during the next five years.

    Including renewable energy resources in integrated resource planning (IRP) requires that utility planning models properly consider the relevant attributes of the different renewable resources in addition to conventional supply-side and demand-side options. Otherwise, a utility`s resource plan is unlikely to have an appropriate balance of the various resource options. The current trend toward regulatory set-asides for renewable resources is motivated in part by the perception that the capabilities of current utility planning models are inadequate with regard to renewable resources. Adequate modeling capabilities and utility planning practices are a necessary prerequisite to the long-term penetration of renewable resources into the electric utility industry`s resource mix. This report presents a review of utility planning models conducted for the National Renewable Energy Laboratory (NREL). The review examines the capabilities of utility planning models to address key issues in the choice between renewable resources and other options. The purpose of this review is to provide a basis for identifying high priority areas for advancing the state of the art.

    Public mediated resource planning is quickly becoming the norm rather than the exception. Unfortunately, supporting tools are lacking that interactively engage the public in the decision-making process and integrate over the myriad values that influence water policy. In the pages of this report we document the first steps toward developing a specialized decision framework to meet this need; specifically, a modular and generic resource-planning ''toolbox''. The technical challenge lies in the integration of the disparate systems of hydrology, ecology, climate, demographics, economics, policy and law, each of which influence the supply and demand for water. Specifically, these systems, their associated processes, and most importantly the constitutive relations that link them must be identified, abstracted, and quantified. For this reason, the toolbox forms a collection of process modules and constitutive relations that the analyst can ''swap'' in and out to model the physical and social systems unique to their problem. This toolbox with all of its modules is developed within the common computational platform of system dynamics linked to a Geographical Information System (GIS). Development of this resource-planning toolbox represents an important foundational element of the proposed interagency center for Computer Aided Dispute Resolution (CADRe). The Center's mission is to manage water conflict through the application of computer-aided collaborative decision-making methods. The Center will promote the use of decision-support technologies within collaborative stakeholder processes to help stakeholders find common ground and create mutually beneficial water management solutions. The Center will also serve to develop new methods and technologies to help federal, state and local water managers find innovative and balanced solutions to the nation's most vexing water problems. The toolbox is an important step toward achieving the technology development goals of this center.

    In this report, we introduce a new transparent regional capacity expansion model with high spatio-temporal resolution and detailed representation of dispatch. The development of this model, referred to as the Resource Planning Model (RPM), is motivated by the lack of a tool in the public domain that can be used to characterize optimal regional deployment of resources with detailed dispatch modeling. In particular, RPM is designed to evaluate scenarios of renewable technology deployment to meet renewable portfolio standard (RPS) and emission-reduction goals, and to project possible deployment levels for various projections of future technology and fuel prices.

    This report introduces a new capacity expansion model, the Resource Planning Model (RPM), with high spatial and temporal resolution that can be used for mid- and long-term scenario planning of regional power systems. Although RPM can be adapted to any geographic region, the report describes an initial version of the model adapted for the power system in Colorado. It presents examples of scenario results from the first version of the model, including an example of a 30%-by-2020 renewable electricity penetration scenario.

  12. Transmission planning in the era of integrated resource planning: A survey of recent cases

    State action is critical to the expansion of the high-voltage transmission network, because regulated utilities must seek approval from utility commissions for proposals to site new lines. It is the purpose of this report to survey the regulatory treatment of issues that are unique to or ubiquitous in transmission planning and use. The authors review recent transmission siting cases to examine how the issues are presented to and resolved by state regulatory commissions and to provide a perspective for more general discussion of transmission policy. Their primary focus is on planning issues. Transmission capacity expansion is not typically treated in integrated resource planning. It is usually assumed that there is adequate transmission to achieve any particular plan. The authors believe that one important reason for this omission is the inherent complexity of transmission system expansion. Regulators and competitors may be at a serious disadvantage in negotiating or adjudicating specific transmission proposals with utilities, who generally have greater knowledge of both general technological considerations and case specifics. This problem of asymmetric information must be addressed at some level in planning or dispute resolution. However, they observe that explicit consideration of the information problem is absent from most regulatory and technical analysis of transmission. The goal of this survey is to share knowledge about the problems facing state regulators over the siting of new transmission facilities, and help to define constructive approaches to them.

    The US Department of Energy Integrated Resource Planning Program supports many activities and projects that enhance the process by which utilities assess demand and supply options and, subsequently, evaluate and select resources. The US Department of Energy program coordinates integrated resource planning in risk and regulatory analysis; utility and regional planning; evaluation and verification; information transfer/technological assistance; and demand-side management. Professional staff from the National Renewable Energy Laboratory, Oak Ridge National Laboratory, Lawrence Berkeley Laboratory, and Pacific Northwest Laboratories collaborate with peers and stakeholders, in particular, the National Association of Regulatory Utility Commissioners, and conduct research and activities for the US Department of Energy. Twelve integrated resource planning activities and projects are summarized in this report. The summaries reflect the diversity of planning and research activities supported by the Department. The summaries also reflect the high levels of collaboration and teaming that are required by the Program and practiced by the researchers. It is concluded that the Program is achieving its objectives by encouraging innovation and improving planning and decision making. Furthermore, as the Department continues to implement planned improvements in the Program, the Department is effectively positioned to attain its ambitious goals.

    The Western Area Power Administration is about to impose integrated resource planning requirements on its 612 public-power customers as part of its Energy Planning and Management Program (EPAM) and consistent with the Energy Policy Act of 1992. EPAM will affect public utilities over a 15-state region stretching from Minnesota to California, Montana to Texas. In this study, an assessment is made of the environmental impacts of the IRP requirements. Environmental impacts are calculated based on modeled changes in electric power generation and capacity additions.

  18. Issues and methods in incorporating environmental externalities into the integrated resource planning process

    This report is a review of current practices and policies in considering environmental externalities in the integrated resource planning and performance based regulation (IRP/PBR) process. The following issues are presented and examined: What are the pros and cons of treating environmental externalities in the IRP process? How are potential future environmental regulations being treated? Are externalities being qualitatively or quantitatively considered, or monetized? Are offsets being allowed? How are externality policies being coordinated among different levels and branches of governments? Should environmental externalities be considered in dispatching a utility`s existing resources? What are the procedures for addressing uncertainty in incorporating environmental externalities into IRP? How are externalities valued? What are other approaches to addressing environmental externalities. This report describes seven major approaches for addressing environmental externalities in the IRP process: qualitative treatment, weighting and ranking, cost of control, damage function, percentage adders, monetization by emission, and multiattribute trade-off analysis. The discussion includes a taxonomy of the full range of alternative methods for addressing environmental externalities, a summary of state PUC actions, the role of state laws, the debate on environmental adders, and the choice of methodologies. In addition, this report characterizes the interests of stakeholders such as the electric industry, fuel suppliers, energy consumers, governmental agencies, public interest groups, consultants, and others. It appears that the views, positions, and interests of these stakeholders are affected by their perceptions of the potential impacts on their economic interests or the viability of their position on environmental policy, by the societal perspective they take, and by the orientation of the analysts toward market competition and their respective accumulated expertise.

  19. The role of integrated resource planning, environmental externalities, and anticipation of future regulation in compliance planning under the Clean Air Act Amendments of 1990

    Utilities are developing sulfur dioxide (SO{sub 2}) emission compliance plans to meet limitations of the Clean Air Act Amendments of 1990 (CAAA). Compliance plans will have long-term effects on resource selection, fuel choice, and system dispatch. Use of integrated resource planning (IRP) is necessary to ensure compliance plans are consistent with the overall societal goals. In particular, environmental externalities must be integrated with the compliance planning process. The focus of the CAAA is on air pollution reduction, specifically acid gases and toxics, and attainment of National Ambient Air Quality Standards (NAAQS) for criteria pollutants. Title IV specifically focuses on sulfur dioxide with a national allowance trading system, while further regulation of toxics and nitrogen oxides is slated for additional study. Yet, compliance planning based narrowly upon today`s environmental regulations could fail to meet the broad goals of IRP if a larger array of environmental externalities is excluded from the analysis. Compliance planning must consider a broad range of environmental effects from energy production and use to (1) protect society`s long-term stake in environmental quality, and (2) ensure that today`s plans are rich enough to accommodate potential changes in regulation and national environmental goals. The explicit recognition of environmental effects, such as those associated with CO{sub 2} release, will result in prudent compliance plans that take advantage of current opportunities for pollution avoidance and have long-term viability in the face of regulatory change. By including such considerations, the mix of resources acquired and operated (supply and demand, existing and new, conventional and renewable, fuel type and fuel quality, pollution control, and dispatch protocols) will be robust and truly least-cost.

    RPG1.06 is an (IRP) tool developed so that small public utilities would have a tool to complete an IRP that was in compliance with the Energy Policy Act of 1992. RPG1.06 is divided into three levels: Fast Track, Intermediate, and Detailed. Each level is designed to be completed independently. The Fast Track level is designed for users who want to complete a quick, simple planning study to identify applicable resource options. The Intermediate level ismore » designed for users who want to add their own data and apply weighting factors to the results after completing a quick, simple planning study. The Detailed level is designed for users who want to identify applicable resource options and spend a fair amount of time collecting the data, computing the calculations, and compiling the results. The Detailed level contains a production costing module and optimization algorithms. The software contains the worksheets that appear in the workbook version. Similar to the workbooks, the software worksheets are designed to be completed in numerical order. The software automatically saves the data entered into a worksheet, and carries the data from worksheet to worksheet, completing all calculations. RPG1.06 also contains three additional volumes. Getting Started is an introduction to RPG1.06. Getting Started helps the user understand the differences between the three workbooks and choose the workbook that best fits the users needs. Reference Data contains supply, demand, end-use, weather, and survey data that can be used in lieu of a utility''s own data. Reference Data is particulary helpful for a utility that does not have the time, staff, or money to gather all its own data.     Today's utility planners have a different market and economic context than their predecessors, including planning for the growth of renewable energy. Through interviews and a questionnaire, the authors gathered information on utility supply planning and how solar is represented. Utilities were asked to provide their resource planning process details, key assumptions (e.g. whether DG is represented as supply or negative load), modeling methodology (e.g. type of risk analytics and candidate portfolio development), capacity expansion and production simulation model software, and solar project representation (project size, capacity value and integration cost adder). This presentation aims to begin the exchange of information between utilities, regulators and other stakeholders by capturing utility-provided information about: 1) how various utilities approach long-range resource planning; 2) methods and tools utilities use to conduct resource planning; and, 3) how solar technologies are considered in the resource planning process.

The purpose of this document is to describe how the DOE-Richland Operations (DOE-RL) will meet those responsibilities on the Hanford Site, pursuant to guidelines for Agency Responsibilities under the Historic Preservation Act (FR 53:31, February 17, 1988). This document is intended for multiple uses.     This comprehensive Natural Resource Management Plan (NRMP) for Brookhaven National Laboratory (BNL) was built on the successful foundation of the Wildlife Management Plan for BNL, which it replaces. This update to the 2003 plan continues to build on successes and efforts to better understand the ecosystems and natural resources found on the BNL site. The plan establishes the basis for managing the varied natural resources located on the 5,265 acre BNL site, setting goals and actions to achieve those goals. The planning of this document is based on the knowledge and expertise gained over the past 10 years by the Natural Resources management staff at BNL in concert with local natural resource agencies including the New York State Department of Environmental Conservation, Long Island Pine Barrens Joint Planning and Policy Commission, The Nature Conservancy, and others. The development of this plan is an attempt at sound ecological management that not only benefits BNL's ecosystems but also benefits the greater Pine Barrens habitats in which BNL is situated. This plan applies equally to the Upton Ecological and Research Reserve (Upton Reserve). Any difference in management between the larger BNL area and the Upton Reserve are noted in the text.     The Nevada Test Site (NTS) Resource Management Plan (RMP) describes the NTS Stewardship Mission and how its accomplishment will preserve the resources of the ecoregion while accomplishing the objectives of the mission. The NTS Stewardship Mission is to manage the land and facilities at the NTS as a unique and valuable national resource. The RMP has defined goals for twelve resource areas based on the principles of ecosystem management. These goals were established using an interdisciplinary team of DOE/NV resource specialists with input from surrounding land managers, private parties, and representatives of Native American governments. The overall goal of the RMP is to facilitate improved NTS land use management decisions within the Great Basin and Mojave Desert ecoregions.

    Brookhaven National Laboratory (BNL) is located near the geographic center of Long Island, New York. The Laboratory is situated on 5,265 acres of land composed of Pine Barrens habitat with a central area developed for Laboratory work. In the mid-1990s BNL began developing a wildlife management program. This program was guided by the Wildlife Management Plan (WMP), which was reviewed and approved by various state and federal agencies in September 1999. The WMP primarily addressed concerns with the protection of New York State threatened, endangered, or species of concern, as well as deer populations, invasive species management, and the revegetation of the area surrounding the Relativistic Heavy Ion Collider (RHIC). The WMP provided a strong and sound basis for wildlife management and established a basis for forward motion and the development of this document, the Natural Resource Management Plan (NRMP), which will guide the natural resource management program for BNL. The body of this plan establishes the management goals and actions necessary for managing the natural resources at BNL. The appendices provide specific management requirements for threatened and endangered amphibians and fish (Appendices A and B respectively), lists of actions in tabular format (Appendix C), and regulatory drivers for the Natural Resource Program (Appendix D). The diversity and complexity of Papua New Guinea's geology, coupled with the large number of known mineral occurrences of various deposit types, leads to the inescapable conclusion that the resource potential of Papua New Guinea is very large.   17. Integrated Planning: Consolidating Annual Facility Planning - More Time for Execution

    Previously, annual planning for Readiness in Technical Base and Facilities (RTBF) at the Nevada National Security Site (NNSS) was fragmented, disconnected, circular, and occurred constantly throughout the fiscal year (FY) comprising 9 of the 12 months, reducing the focus on implementation and execution. This required constant “looking back” instead of “looking forward.” In FY 2009, annual planning was consolidated into one comprehensive integrated plan (IP) for each facility/project, which comprised annual task planning/outyear budgeting, AMPs, and investment planning (i.e., TYIP). In FY 2010, the Risk Management Plans were added to the IPs. The integrated planning process achieved the following: 1) Eliminated fragmented, circular, planning and moved the plan to be more forward-looking; 2) Achieved a 90% reduction in schedule planning timeframe from 40 weeks (9 months) to 6 weeks; 3) Achieved an 80% reduction in cost from just under $1.0M to just over $200K, for a cost savings of nearly $800K (reduced combined effort from over 200 person-weeks to less than 40); 4) Reduced the number of plans generated from 21 plans (1 per facility per plan) per year to 8 plans per year (1 per facility plus 1 program-level IP); 5) Eliminated redundancy in common content between plans and improved consistency and overall quality; 6) Reduced the preparation time and cost of the FY 2010 SEP by 50% due to information provided in the IP; 7) Met the requirements for annual task planning, annual maintenance planning, ten-year investment planning, and risk management plans.

  5. Generation and transmission expansion planning for renewable energy integration

    In recent years the expansion planning problem has become increasingly complex. As expansion planning (sometimes called composite or integrated resource planning) is a non-linear and non-convex optimization problem, researchers have traditionally focused on approximate models of power flows to solve the problem. The problem has also been split into generation expansion planning (GEP) and transmission network expansion planning (TNEP) to improve computational tractability. Until recently these approximations have produced results that are straight-forward to combine and adapt to the more complex and complete problem. However, the power grid is evolving towards a state where the adaptations are no longer easy (e.g. large amounts of limited control, renewable generation, comparable generation and transmission construction costs) and necessitates new approaches. Recent work on deterministic Discrepancy Bounded Local Search (DBLS) has shown it to be quite effective in addressing the TNEP. In this paper, we propose a generalization of DBLS to handle simultaneous generation and transmission planning.

    This Multi-Year Program Plan (MAP) Planning Integration Program, Work Breakdown Structure (WBS) Element 1.8.2, is the primary management tool to document the technical, schedule, and cost baseline for work directed by the US Department of Energy (DOE), Richland Operations Office (RL). As an approved document, it establishes an agreement between RL and the performing contractors for the work to be performed. It was prepared by Westinghouse Hanford Company (WHC) and Pacific Northwest Laboratory (PNL). The MYPPs for the Hanford Site programs are to provide a picture from fiscal year (FY) 1996 through FY 2002. At RL Planning and Integration Division (PID) direction, only the FY 1996 Planning Integration Program work scope has been planned and presented in this MAP. Only those known significant activities which occur after FY 1996 are portrayed in this MAP. This is due to the uncertainty of who will be accomplishing what work scope when, following the award of the Management and Integration (M&I) contract.

    Competitive bidding has emerged as the dominant method for procuring new resources by US utilities. In New York, the Public Service Commission (NYPSC) ordered the state`s seven investor-owned utilities to develop bidding programs to acquire supply and DSM resource options. Utilities were allowed significant discretion in program design in order to encourage experimentation. Competitive bidding programs pose formidable policy, design, and management challenges for utilities and their regulators. Yet, there have been few detailed case studies of bidding programs, particularly of those utilities that take on the additional challenge of having supply and DSM resources compete head-to-head for a designated block of capacity. To address that need, the New York State Energy Research and Development Authority (NYSERDA), the New York Department of Public Service, and the Department of Energy`s Integrated Resource Planning program asked Lawrence Berkeley Laboratory (LBL) to review the bidding programs of two utilities that tested the integrated ``all-sources`` approach. This study focuses primarily on Consolidated Edison Company of New York`s (Con Edison) bidding program; an earlier report discusses our review of Niagara Mohawk`s program (Goldman et al 1992). We reviewed relevant Commission decisions, utility filings and signed contracts, interviewed utility and regulatory staff, surveyed DSM bidders and a selected sample of DSM non-bidders, and analyzed the bid evaluation system used in ranking bids based on detailed scoring information on individual bids provided by Con Edison.

    In the aftermath of the consumer price shocks and short-term power shortages of the 2000-01 electricity crisis, policymakers and regulators in Western states are placing increased emphasis on integrated resource planning (IRP), resource adequacy and assessment and a diversified portfolio of resources to meet the needs of electricity consumers. In some states, this has led to a resurgence in state and utility commitments to energy efficiency. Increasing interest in acquiring energy efficiency as a power-system resource is also driven by the desire to dampen high growth rates in electricity demand in some Western states, rapid increases in natural gas prices, concerns about the environmental impacts of electricity generation (e.g. water consumption by power plants, air quality), and the potential of energy efficiency to provide utility bill savings for households and businesses (WGA CDEAC 2006). Recognizing the cost-competitiveness and environmental benefits of energy efficiency, the Western Governor's Association (WGA) has set a high priority for energy efficiency, establishing a goal of reducing projected electricity demand by 20% across the West by 2020 in a policy resolution on Clean and Diversified Energy for the West (WGA 2004). Nationally, the need for improved tracking of demand-side resources in load forecasting is formalized in the North American Electric Reliability Council (NERC)'s recently adopted reliability standards, which utilities and regional reliability organizations will need to comply with (NERC 2005a and 2005b). In this study, we examine the treatment of energy efficiency in recent resource plans issued by fourteen investor-owned utilities (IOUs) in the Western United States and Canada. The goals of this study are to: (1) summarize energy-efficiency resources as represented in a large sample of recent resource plans prepared by Western utilities and identify key issues; (2) evaluate the extent to which the information provided in current

    Today's utility planners have a different market and economic context than their predecessors, including planning for the growth of renewable energy. State and federal support policies, solar photovoltaic (PV) price declines, and the introduction of new business models for solar PV 'ownership' are leading to increasing interest in solar technologies (especially PV); however, solar introduces myriad new variables into the utility resource planning decision. Most, but not all, utility planners have less experience analyzing solar than conventional generation as part of capacity planning, portfolio evaluation, and resource procurement decisions. To begin to build this knowledge, utility staff expressed interest in one effort: utility exchanges regarding data, methods, challenges, and solutions for incorporating solar in the planning process. Through interviews and a questionnaire, this report aims to begin this exchange of information and capture utility-provided information about: 1) how various utilities approach long-range resource planning; 2) methods and tools utilities use to conduct resource planning; and, 3) how solar technologies are considered in the resource planning process.

    Purpose: In our clinic, physicists spend from 15 to 60 min to verify the physical and dosimetric integrity of radiotherapy plans before presentation to radiation oncology physicians for approval. The purpose of this study was to design and implement a framework to automate as many elements of this quality control (QC) step as possible. Methods: A comprehensive computer application was developed to carry out a majority of these verification tasks in the Philips PINNACLE treatment planning system (TPS). This QC tool functions based on both PINNACLE scripting elements and PERL sub-routines. The core of this technique is the method of dynamic scripting, which involves a PERL programming module that is flexible and powerful for treatment plan data handling. Run-time plan data are collected, saved into temporary files, and analyzed against standard values and predefined logical rules. The results were summarized in a hypertext markup language (HTML) report that is displayed to the user. Results: This tool has been in clinical use for over a year. The occurrence frequency of technical problems, which would cause delays and suboptimal plans, has been reduced since clinical implementation. Conclusions: In addition to drastically reducing the set of human-driven logical comparisons, this QC tool also accomplished some tasks that are otherwise either quite laborious or impractical for humans to verify, e.g., identifying conflicts amongst IMRT optimization objectives.

The New York State Energy Research Development Authority (NYSERDA), the New York Department of Public Service, and the Department of Energy's Integrated Resource Planning program asked Lawrence Berkeley Laboratory (LBL) to review the integrated bidding processes of two New York utilities, Niagara Mohawk and Consolidated Edison. This interim report focuses on Niagara Mohawk (NMPC). In terms of overall approach, our analysis is intended as a critical review of a large-scale experiment in competitive resource acquisition implemented by New York utilities at the direction of their state regulators. The study is not a formal impact or process evaluation. Based on priorities established jointly with project sponsors, the report focuses on selected topics: analysis of the two-stage scoring system used by NMPC, ways that the scoring system can be improved, an in-depth review of the DSM bidding component of the solicitation including surveys of DSM bidders, relationship between DSM bidding and other utility-sponsored DSM programs, and major policy issues that arise in the design and implementation of competitive resource procurements. The major findings of this report are: NMPC's solicitation elicited an impressive response from private power developers and energy service companies. In the initial ranking of bids, DSM projects were awarded significantly more points on price and environmental factors compared to supply-side bids. NMPC's scoring system gave approximately twice as much weight nominally to price as to non-price factors (850 vs. 460 points).

    The goal of this work is to create an integrated framework for forecasting the adoption of distributed energy resources (DER), both by electricity customers and by the various institutions within the industry itself, and for evaluating the effect of this adoption on the power system, particularly on the overall reliability and quality of electrical service to the end user. This effort and follow on contributions are intended to anticipate and explore possible patterns of DER deployment, thereby guiding technical work on microgrids towards the key technical problems. An early example of this process addressed is the question of possible DER adopting customer disconnection. A deployment scenario in which many customers disconnect from their distribution company (disco) entirely leads to a quite different set of technical problems than a scenario in which customers self generate a significant share or all of their on-site electricity requirements and additionally buy and sell energy and ancillary services (AS) locally and/or into wider markets. The exploratory work in this study suggests that the economics under which customers disconnect entirely are unlikely.

    Geothermal Resource area 9 encompasses all of Nye County, Nevada. Within this area there are many different known geothermal sites ranging in temperature from 70/sup 0/ to over 265/sup 0/ F. Fifteen of the more major sites have been selected for evaluation in this Area Development Plan. Various potential uses of the energy found at each of the resource sites discussed in this Area Development Plan were determined after evaluating the area's physical characteristics, land ownership and land use patterns, existing population and projected growth rates, and transportation facilities, and comparing those with the site specific resource characteristics. The uses considered were divided into five main categories: electrical generation, space heating, recreation, industrial process heat, and agriculture.     The Cultural Resource Management Plan (CRMP) for Brookhaven National Laboratory (BNL) provides an organized guide that describes or references all facets and interrelationships of cultural resources at BNL. This document specifically follows, where applicable, the format of the U.S. Department of Energy (DOE) Environmental Guidelines for Development of Cultural Resource Management Plans, DOE G 450.1-3 (9-22-04[m1]). Management strategies included within this CRMP are designed to adequately identify the cultural resources that BNL and DOE consider significant and to acknowledge associated management actions. A principal objective of the CRMP is to reduce the need for additional regulatory documents and to serve as the basis for a formal agreement between the DOE and the New York State Historic Preservation Officer (NYSHPO). The BNL CRMP is designed to be a ''living document.'' Each section includes identified gaps in the management plan, with proposed goals and actions for addressing each gap. The plan will be periodically revised to incorporate new documentation.

    This report presents a mathematical model of the way in which a hospital uses a variety of resources, utilities and consumables to provide care to a set of in-patients, and how that hospital might adapt to provide treatment to a few patients with a serious infectious disease, like the Ebola virus. The intended purpose of the model is to support requirements planning studies, so that hospitals may be better prepared for situations that are likely to strain their available resources. The current model is a prototype designed to present the basic structural elements of a requirements planning analysis. Some simple illustrati ve experiments establish the mo del's general capabilities. With additional inve stment in model enhancement a nd calibration, this prototype could be developed into a useful planning tool for ho spital administrators and health care policy makers.

    Two software packages, VSP 2.1 and FIELDS 3.5, are being used by environmental scientists to plan the number and type of samples required to meet project objectives, display those samples on maps, query a database of past sample results, produce spatial models of the data, and analyze the data in order to arrive at defensible decisions. VSP 2.0 is an interactive tool to calculate optimal sample size and optimal sample location based on user goals, risk tolerance, and variability in the environment and in lab methods. FIELDS 3.0 is a set of tools to explore the sample results in a variety of ways to make defensible decisions with quantified levels of risk and uncertainty. However, FIELDS 3.0 has a small sample design module. VSP 2.0, on the other hand, has over 20 sampling goals, allowing the user to input site-specific assumptions such as non-normality of sample results, separate variability between field and laboratory measurements, make two-sample comparisons, perform confidence interval estimation, use sequential search sampling methods, and much more. Over 1,000 copies of VSP are in use today. FIELDS is used in nine of the ten U.S. EPA regions, by state regulatory agencies, and most recently by several international countries. Both software packages have been peer-reviewed, enjoy broad usage, and have been accepted by regulatory agencies as well as site project managers as key tools to help collect data and make environmental cleanup decisions. Recently, the two software packages were integrated, allowing the user to take advantage of the many design options of VSP, and the analysis and modeling options of FIELDS. The transition between the two is simple for the user – VSP can be called from within FIELDS, automatically passing a map to VSP and automatically retrieving sample locations and design information when the user returns to FIELDS.     The US Army Forces Command (FORSCOM) has tasked the US Department of Energy (DOE) Federal Energy Management Program (FEMP), supported by the Pacific Northwest Laboratory, to identify, evaluate, and assist in acquiring all cost-effective energy projects at Fort Stewart. This is part of a model program that PNL is designing to support energy-use decisions in the federal sector. This report provides the results of the fossil fuel and electric energy resource opportunity (ERO) assessments performed by PNL at the FORSCOM Fort Stewart facility located approximately 25 miles southwest of Savannah, Georgia. It is a companion report to Volume 1, Executive Summary, and Volume 2, Baseline Detail. The results of the analyses of EROs are presented in 11 common energy end-use categories (e.g., boilers and furnaces, service hot water, and building lighting). A narrative description of each ERO is provided, along with a table detailing information on the installed cost, energy and dollar savings; impacts on operations and maintenance (O&M); and, when applicable, a discussion of energy supply and demand, energy security, and environmental issues. A description of the evaluation methodologies and technical and cost assumptions is also provided for each ERO. Summary tables present the cost-effectiveness of energy end-use equipment before and after the implementation of each ERO. The tables also present the results of the life-cycle cost (LCC) analysis indicating the net present value (NPV) and savings to investment ratio (SIR) of each ERO.

    Currently, electrical power generation uses about 140 billion gallons of water per day accounting for over 39% of all freshwater withdrawals thus competing with irrigated agriculture as the leading user of water. Coupled to this water use is the required pumping, conveyance, treatment, storage and distribution of the water which requires on average 3% of all electric power generated. While water and energy use are tightly coupled, planning and management of these fundamental resources are rarely treated in an integrated fashion. Toward this need, a decision support framework has been developed that targets the shared needs of energy and water producers, resource managers, regulators, and decision makers at the federal, state and local levels. The framework integrates analysis and optimization capabilities to identify trade-offs, and 'best' alternatives among a broad list of energy/water options and objectives. The decision support framework is formulated in a modular architecture, facilitating tailored analyses over different geographical regions and scales (e.g., national, state, county, watershed, NERC region). An interactive interface allows direct control of the model and access to real-time results displayed as charts, graphs and maps. Ultimately, this open and interactive modeling framework provides a tool for evaluating competing policy and technical options relevant to the energy-water nexus.

DOE contractors are charged with developing and producing the Comprehensive Integrated Plan, which serves as a summary document, providing information from other planning efforts regarding vision statements, missions, contextual conditions, resources and facilities, decision processes, and stakeholder involvement. The Comprehensive Integrated Plan is a planning reference that identifies primary issues regarding major changes in land and facility use and serves all programs and functions on-site as well as the Oak Ridge Operations Office and DOE Headquarters. The Oak Ridge Reservation is a valuable national resource and is managed on the basis of the principles of ecosystem management and sustainable development and how mission, economic, ecological, social, and cultural factors are used to guide land- and facility-use decisions.   20. Balancing Cost and Risk: The Treatment of Renewable Energy in Western Utility Resource Plans

    Markets for renewable energy have historically been motivated primarily by policy efforts, but a less widely recognized driver is poised to also play a major role in the coming years: utility integrated resource planning (IRP). Resource planning has re-emerged in recent years as an important tool for utilities and regulators, particularly in regions where retail competition has failed to take root. In the western United States, the most recent resource plans contemplate a significant amount of renewable energy additions. These planned additions--primarily coming from wind power--are motivated by the improved economics of wind power, a growing acceptance of wind by electric utilities, and an increasing recognition of the inherent risks (e.g., natural gas price risk, environmental compliance risk) in fossil-based generation portfolios. This report examines how twelve western utilities treat renewable energy in their recent resource plans. In aggregate, these utilities supply approximately half of all electricity demand in the western United States. Our purpose is twofold: (1) to highlight the growing importance of utility IRP as a current and future driver of renewable energy, and (2) to identify methodological/modeling issues, and suggest possible improvements to methods used to evaluate renewable energy as a resource option. Here we summarize the key findings of the report, beginning with a discussion of the planned renewable energy additions called for by the twelve utilities, an overview of how these plans incorporated renewables into candidate portfolios, and a review of the specific technology cost and performance assumptions they made, primarily for wind power. We then turn to the utilities' analysis of natural gas price and environmental compliance risks, and examine how the utilities traded off portfolio cost and risk in selecting a preferred portfolio.

    Recent droughts in California have highlighted and refocused attention on the problem of providing reliable sources of water to sustain the State`s future economic development. Specific elements of concern include not only the stability and availability of future water supplies in the State, but also how current surface and groundwater storage and distribution systems may be more effectively managed and upgraded, how treated wastewater may be more widely recycled, and how legislative and regulatory processes may be used or modified to address conflicts between advocates of urban growth, industrial, agricultural, and environmental concerns. California is not alone with respect to these issues. They are clearly relevant throughout the West, and are becoming more so in other parts of the US. They have become increasingly important in developing and highly populated nations such as China, India, and Mexico. They are critically important in the Middle East and Southeast Asia, especially as they relate to regional stability and security issues. Indeed, in almost all cases, there are underlying themes of `reliability` and `sustainability` that pertain to the assurance of current and future water supplies, as well as a broader set of `stability` and `security` issues that relate to these assurances--or lack thereof--to the political and economic future of various countries and regions. In this latter sense, and with respect to regions such as China, the Middle East, and Southeast Asia, water resource issues may take on a very serious strategic nature, one that is most illustrative and central to the emerging notion of `environmental security.` In this report, we have identified a suite of technical tools that, when developed and integrated together, may prove effective in providing regional governments the ability to manage their water resources.     The Hanford Site Integrated Stabilization Management Plan (SISMP) was developed in support of the US Department of Energy's (DOE) Defense Nuclear Facilities Safety Board (DNFSB) Recommendation 94-1 Integrated Program Plan (IPP). Volume 1 of the SISMP identifies the technical scope and costs associated with Hanford Site plans to resolve concerns identified in DNFSB Recommendation 94-1. Volume 2 of the SISMP provides the Resource Loaded Integrated Schedules for Spent Nuclear Fuel Project and Plutonium Finishing Plant activities identified in Volume 1 of the SISMP. Volume 3 of the SISMP identifies the 35 Plutonium Environmental, Safety, and Health Vulnerabilities. The vulnerabilities range from institutional problems to specific hardware problems. Many of the identified vulnerabilities will be corrected through the stabilization and packaging activities required by the DNFSB Recommendation 94-1 Implementation Plan, the remainder will be corrected as a part of the plutonium handling facilities transition (deactivation) to the Environmental Restoration Program.

    Sustainable development or sustainability has been highlighted as an essential principle in urban master planning, with increasing recognition that uncontrollable urbanization may well give rise to various issues such as overexploitation of natural resources, ecosystem destruction, environmental pollution and large-scale climate change. Thus, it is deemed necessary to modify the existing urban and regional administrative system so as to cope with the challenges urban planning is being confronted with and realize the purpose of urban sustainability. This paper contributed to proposing a mechanism which helps to make urban planning with full consideration of issues with respect to sustainable development. We suggested that the integration of urban planning, SEA and ecological planning be a multi-win strategy to offset deficiency of each mentioned political tool being individually applied. We also proposed a framework where SEA and ecological planning are fully incorporated into urban planning, which forms a two-way constraint mechanism to ascertain environmental quality of urban planning, although in practice, planning and SEA processes may conditionally be unified. Moreover, as shown in the case study, the integration of the three political tools may be constrained due to slow changes in the contextual factors, in particular the political and cultural dimensions. Currently within the context of China, there may be three major elements which facilitate integration of the three political tools, which are (1) regulatory requirement of PEIA on urban planning, (2) the promotion or strong administrative support from government on eco-district building, and (3) the willingness of urban planners to collaborate with SEA experts or ecologists.

  9. Impacts of Demand-Side Resources on Electric Transmission Planning

    Will demand resources such as energy efficiency (EE), demand response (DR), and distributed generation (DG) have an impact on electricity transmission requirements? Five drivers for transmission expansion are discussed: interconnection, reliability, economics, replacement, and policy. With that background, we review the results of a set of transmission studies that were conducted between 2010 and 2013 by electricity regulators, industry representatives, and other stakeholders in the three physical interconnections within the United States. These broad-based studies were funded by the US Department of Energy and included scenarios of reduced load growth due to EE, DR, and DG. While the studies were independent and used different modeling tools and interconnect-specific assumptions, all provided valuable results and insights. However, some caveats exist. Demand resources were evaluated in conjunction with other factors, and limitations on transmission additions between scenarios made understanding the role of demand resources difficult. One study, the western study, included analyses over both 10- and 20-year planning horizons; the 10-year analysis did not show near-term reductions in transmission, but the 20-year indicated fewer transmission additions, yielding a 36percent capital cost reduction. In the eastern study the reductions in demand largely led to reductions in local generation capacity and an increased opportunity for low-cost and renewable generation to export to other regions. The Texas study evaluated generation changes due to demand, and is in the process of examining demand resource impacts on transmission.

  10. Integrated Monitoring Plan for the Hanford Groundwater Monitoring Project

    Groundwater is monitored at the Hanford Site to fulfill a variety of state and federal regulations, including the Atomic Energy Act of 1954; the Resource Conservation and Recovery Act of 1976; the Comprehensive Environmental Response, Compensation, and Liability Act of 1980; and Washington Administrative Code. Separate monitoring plans are prepared for various requirements, but sampling is coordinated and data are shared among users to avoid duplication of effort. The U.S. Department of Energy manages these activities through the Hanford Groundwater Monitoring Project. This document is an integrated monitoring plan for the groundwater project. It documents well and constituent lists for monitoring required by the Atomic Energy Act of 1954 and its implementing orders; includes other, established monitoring plans by reference; and appends a master well/constituent/ frequency matrix for the entire site. The objectives of monitoring fall into three general categories: plume and trend tracking, treatment/ storage/disposal unit monitoring, and remediation performance monitoring. Criteria for selecting Atomic Energy Act of 1954 monitoring networks include locations of wells in relation to known plumes or contaminant sources, well depth and construction, historical data, proximity to the Columbia River, water supplies, or other areas of special interest, and well use for other programs. Constituent lists were chosen based on known plumes and waste histories, historical groundwater data, and, in some cases, statistical modeling. Sampling frequencies were based on regulatory requirements, variability of historical data, and proximity to key areas. For sitewide plumes, most wells are sampled every 3 years. Wells monitoring specific waste sites or in areas of high variability will be sampled more frequently.

    Groundwater is monitored at the Hanford Site to fulfill a variety of state and federal regulations, including the Atomic Energy Act of 1954 the Resource Conservation and Recovery Act of 1976 the Comprehensive Environmental Response, Compensation, and Liability Act of 1980; and Washington Administrative Code. Separate monitoring plans are prepared for various requirements, but sampling is coordinated and data are shared among users to avoid duplication of effort. The US Department of Energy manages these activities through the Hanford Groundwater Monitoring Project. This document is an integrated monitoring plan for the groundwater project. It documents well and constituent lists for monitoring required by the Atomic Energy Act of 1954 and its implementing orders; includes other, established monitoring plans by reference; and appends a master well/constituent/frequency matrix for the entire site. The objectives of monitoring fall into three general categories plume and trend tracking, treatment/storage/disposal unit monitoring, and remediation performance monitoring. Criteria for selecting Atomic Energy Act of 1954 monitoring networks include locations of wells in relation to known plumes or contaminant sources, well depth and construction, historical data, proximity to the Columbia River, water supplies, or other areas of special interest, and well use for other programs. Constituent lists were chosen based on known plumes and waste histories, historical groundwater data, and, in some cases, statistical modeling. Sampling frequencies were based on regulatory requirements, variability of historical data, and proximity to key areas. For sitewide plumes, most wells are sampled every 3 years. Wells monitoring specific waste sites or in areas of high variability will be sampled more frequently.

    The objective of this project was to enhance the water resource decision-making process with respect to oil and gas exploration/production activities on Alaska’s North Slope. To this end, a web-based software tool was developed to allow stakeholders to assemble, evaluate, and communicate relevant information between and amongst themselves. The software, termed North Slope Decision Support System (NSDSS), is a visually-referenced database that provides a platform for running complex natural system, planning, and optimization models. The NSDSS design was based upon community input garnered during a series of stakeholder workshops, and the end product software is freely available to all stakeholders via the project website. The tool now resides on servers hosted by the UAF Water and Environmental Research Center, and will remain accessible and free-of-charge for all interested stakeholders. The development of the tool fostered new advances in the area of data evaluation and decision support technologies, and the finished product is envisioned to enhance water resource planning activities on Alaska’s North Slope.

    Markets for renewable electricity have grown significantly in recent years, motivated in part by federal tax incentives and in part by state renewables portfolio standards and renewable energy funds. State renewables portfolio standards, for example, motivated approximately 45% of the 4,300 MW of wind power installed in the U.S. from 2001 through 2004, while renewable energy funds supported an additional 15% of these installations. Despite the importance of these state policies, a less widely recognized driver for renewable energy market growth is poised to also play an important role in the coming years: utility integrated resource planning (IRP). Formal resource planning processes have re-emerged in recent years as an important tool for utilities and regulators, particularly in regions where retail competition has failed to take root. In the western United States, recent resource plans contemplate a significant amount of renewable energy additions. These planned additions - primarily coming from wind power - are motivated by the improved economics of wind power, a growing acceptance of wind by electric utilities, and an increasing recognition of the inherent risks (e.g., natural gas price risk, environmental compliance risk) in fossil-based generation portfolios. The treatment of renewable energy in utility resource plans is not uniform, however. Assumptions about the direct and indirect costs of renewable resources, as well as resource availability, differ, as do approaches to incorporating such resources into the candidate portfolios that are analyzed in utility IRPs. The treatment of natural gas price risk, as well as the risk of future environmental regulations, also varies substantially. How utilities balance expected portfolio cost versus risk in selecting a preferred portfolio also differs.     Modern nuclear reactor safety codes require the ability to solve detailed coupled neutronicthermal fluids problems. For larger cores, this implies fully coupled 3-D spatial dynamics with appropriate feedback models that can provide enough resolution to accurately compute core heat generation and removal during steady and unsteady conditions. The reactor analyis code PRONGHORN is being coupled to RELAP-7 as a first step to extend RELAP's current capabilities. This report details the mathematical models, the type of coupling, and the testing that will be used to produce an integrated system. RELAP-7 is a MOOSE-based application that solves the continuity, momentum, and energy equations in 1-D for a compressible fluid. The pipe and joint capabilities enable it to model parts of the PCU system. The PRONGHORN application, also developed on the MOOSE infrastructure, solves the coupled equations that define the neutron diffusion, fluid flow, and heat transfer in a 3-D core model. Initially, the two systems will be loosely coupled to simplify the transition towards a more complex infrastructure. The integration will be tested with the OECD/NEA MHTGR-350 Coupled Neutronics-Thermal Fluids benchmark model.

    The authors describe the goals and research program leading to the Heavy Ion Integrated Research Experiment (IRE). They review the basic constraints which lead to a design and give examples of parameters and capabilities of an IRE. We also show design tradeoffs generated by the systems code IBEAM. A multi-pronged Phase 1 research effort is laying the groundwork for the Integrated Research Experiment. Experiment, technology development, theory, simulation, and systems studies are all playing major roles in this Phase I research. The key research areas are: (1) Source and injector (for investigation of a high brightness, multiple beam, low cost injector); (2) High current transport (to examine effects at full driver-scale line charge density, including the maximization of the beam filling-factor and control of electrons); (3) Enabling technology development (low cost and high performance magnetic core material, superconducting magnetic quadrupole arrays, insulators, and pulsers); and (4) Beam simulations and theory (for investigations of beam matching, specification of accelerator errors, studies of emittance growth, halo, and bunch compression, in the accelerator, and neutralization methods, stripping effects, spot size minimization in the chamber); and (5) Systems optimization (minimization of cost and maximization of pulse energy and beam intensity). They have begun the process of designing, simulating, and optimizing the next major heavy-ion induction accelerator, the IRE. This accelerator facility will, in turn, help provide the basis to proceed to the next step in the development of IFE as an attractive source of fusion energy.

This Plan identifies locations to be sampled by corrective action unit (CAU) and location type, sampling frequencies, sample collection methodologies, and the constituents to be analyzed. In addition, the Plan defines data collection criteria such as well-purging requirements, detection levels, and accuracy requirements; identifies reporting and data management requirements; and provides a process to ensure coordination between NNSS groundwater sampling programs for sampling of interest to UGTA.     The US Department of Energy (DOE) Federal Energy Management Program (FEMP), supported by the Pacific Northwest Laboratory (PNL), has developed a model program that provides a systematic approach to evaluating energy opportunities that (1) identifies the building groups and end uses that use the most energy (not just have the greatest energy-use intensity), and (2) evaluates the numerous options for retrofit or installation of new technology that will result in the selection of the most cost-effective technologies. In essence, this model program provides the federal energy manager with a roadmap to significantly reduce energy use in a planned, rational, cost-effective fashion that is not biased by the constraints of the typical funding sources available to federal sites. The results from this assessment process can easily be turned into a five- to ten-year energy management plan that identifies where to start and how to proceed in order to reach the mandated energy consumption targets. This report provides the results of the fossil fuel and electric energy resource opportunity (ERO) assessments performed by PNL at the US Army US Forces Command (FORSCOM) Fort Stewart facility located approximately 25 miles southwest of Savannah, Georgia. Responsive load limitations and capabilities are often not accommodated in markets or reliability criteria. Third, because of the institutional structure, demand response alternatives are treated as temporary solutions that can delay but not replace transmission enhancement. Financing has to be based on a three to five year project life as opposed to the twenty to fifty year life of transmission facilities. More can be done to integrate demand response options into transmission expansion planning. Given the societal benefits it may be appropriate for independent transmission planning organizations to take a more proactive role in drawing demand response alternatives into the resource mix. Existing demand response programs provide a technical basis to build from. Regulatory and market obstacles will have to be overcome if demand response alternatives are to be routinely considered in transmission expansion planning.

    Geothermal Resource Area 11 includes all of the land in Clark County, Nevada. Within this area are nine geothermal anomalies: Moapa Area, Las Vegas Valley, Black Canyon, Virgin River Narrows, Roger's Springs, Indian Springs, White Rock Springs, Brown's Spring, and Ash Creek Spring. All of the geothermal resources in Clark County have relatively low temperatures. The highest recorded temperature is 145{sup 0}F at Black Canyon. The temperatures of the other resources range from 70 to 90{sup 0}F. Because of the low temperature of the resources and, for the most part, the distance of the resources from any population base, the potential for the development of the resources are considered to be somewhat limited.

    This report documents the assessment of baseline energy use at Fort Irwin, a US Army Forces Command facility near Barstow, California. It is a companion report to Volume 1, Executive Summary, and Volume 3, Integrated Resource Assessment. The US Army Forces Command (FORSCOM) has tasked the US Department of Energy (DOE) Federal Energy Management Program (FEMP), supported by the Pacific Northwest Laboratory (PNL), to identify, evaluate, and assist in acquiring all cost-effective energy projects at Fort Irwin. This is part of a model program that PNL has designed to support energy-use decisions in the federal sector. This program (1) identifies and evaluates all cost-effective energy projects; (2) develops a schedule at each installation for project acquisition considering project type, size, timing, and capital requirements, as well as energy and dollar savings; and (3) targets 100% of the financing required to implement energy efficiency projects. PNL applied this model program to Fort Irwin. This analysis examines the characteristics of electric, propane gas, and vehicle fuel use for a typical operating year. It records energy-use intensities for the facilities at Fort Irwin by building type and energy end use. It also breaks down building energy consumption by fuel type, energy end use, and building type. The IPM is a least-cost planning model that uses a linear programming algorithm to select investment options and to dispatch generating and load management resources to meet overall electricity demand. For the purpose, ICF was provided with input data by the five Working Groups established under the JEAS. Methodological approaches for processing and adjusting this data were specified by Working Group 5. In addition to the two Reference Cases, ICF used IPM to analyze over forty different Change Cases. For each of these cases, ICF generated summary reports on capacity additions, electric generation, and investment and system costs. These results, along with the parallel work undertaken by the Russian Energy Research Institute formed the analytical basis for the Joint Energy Alternatives Study.

    This GFSI Risk Management Plan (RMP) describes the strategy for assessing and managing project risks for the Integrated Waste Treatment Unit (IWTU) that are specifically within the control and purview of the U.S. Department of Energy (DOE), and identifies the risks that formed the basis for the DOE contingency included in the performance baseline. DOE-held contingency is required to cover cost and schedule impacts of DOE activities. Prior to approval of the performance baseline (Critical Decision-2) project cost contingency was evaluated during a joint meeting of the Contractor Management Team and the Integrated Project Team for both contractor and DOE risks to schedule and cost. At that time, the contractor cost and schedule risk value was $41.3M and the DOE cost and schedule risk contingency value is $39.0M. The contractor cost and schedule risk value of $41.3M was retained in the performance baseline as the contractor's management reserve for risk contingency. The DOE cost and schedule risk value of $39.0M has been retained in the performance baseline as the DOE Contingency. The performance baseline for the project was approved in December 2006 (Garman 2006). The project will continue to manage to the performance baseline and change control thresholds identified in PLN-1963, ''Idaho Cleanup Project Sodium-Bearing Waste Treatment Project Execution Plan'' (PEP).

  6. Resource planning for gas utilities: Using a model to analyze pivotal issues

    With the advent of wellhead price decontrols that began in the late 1970s and the development of open access pipelines in the 1980s and 90s, gas local distribution companies (LDCs) now have increased responsibility for their gas supplies and face an increasingly complex array of supply and capacity choices. Heretofore this responsibility had been share with the interstate pipelines that provide bundled firm gas supplies. Moreover, gas supply an deliverability (capacity) options have multiplied as the pipeline network becomes increasing interconnected and as new storage projects are developed. There is now a fully-functioning financial market for commodity price hedging instruments and, on interstate Pipelines, secondary market (called capacity release) now exists. As a result of these changes in the natural gas industry, interest in resource planning and computer modeling tools for LDCs is increasing. Although in some ways the planning time horizon has become shorter for the gas LDC, the responsibility conferred to the LDC and complexity of the planning problem has increased. We examine current gas resource planning issues in the wake of the Federal Energy Regulatory Commission`s (FERC) Order 636. Our goal is twofold: (1) to illustrate the types of resource planning methods and models used in the industry and (2) to illustrate some of the key tradeoffs among types of resources, reliability, and system costs. To assist us, we utilize a commercially-available dispatch and resource planning model and examine four types of resource planning problems: the evaluation of new storage resources, the evaluation of buyback contracts, the computation of avoided costs, and the optimal tradeoff between reliability and system costs. To make the illustration of methods meaningful yet tractable, we developed a prototype LDC and used it for the majority of our analysis.

    This article presents the results of a review of literature examining the barriers and facilitators in integrating health in spatial planning at the local, mainly urban level, through appraisals. Our literature review covered the UK and non UK experiences of appraisals used to consider health issues in the planning process. We were able to identify four main categories of obstacles and facilitators including first the different knowledge and conceptual understanding of health by different actors/stakeholders, second the types of governance arrangements, in particular partnerships, in place and the political context, third the way institutions work, the responsibilities they have and their capacity and resources and fourth the timeliness, comprehensiveness and inclusiveness of the appraisal process. The findings allowed us to draw some lessons on the governance and policy framework regarding the integration of health impact into spatial planning, in particular considering the pros and cons of integrating health impact assessment (HIA) into other forms of impact assessment of spatial planning decisions such as environmental impact assessment (EIA) and strategic environment assessment (SEA). In addition, the research uncovered a gap in the literature that tends to focus on the mainly voluntary HIA to assess health outcomes of planning decisions and neglect the analysis of regulatory mechanisms such as EIA and SEA. - Highlights: Black-Right-Pointing-Pointer Governance and policy barriers and facilitators to the integration of health into urban planning.     The Hanford Site, located in southeastern Washington State, is operated by the US Department of Energy (DOE) and its contractors. Starting in 1943, Hanford supported fabrication of reactor fuel elements, operation of production reactors, processing of irradiated fuel to separate and extract plutonium and uranium, and preparation of plutonium metal. Processes used to recover plutonium and uranium from irradiated fuel and to recover radionuclides from tank waste, plus miscellaneous sources resulted in the legacy of approximately 227,000 m{sup 3} (60 million gallons) of high-level radioactive waste, currently in storage. This waste is currently stored in 177 large underground storage tanks, 28 of which have two steel walls and are called double-shell tanks (DSTs) an 149 of which are called single-shell tanks (SSTs). Much of the high-heat-emitting nuclides (strontium-90 and cesium-137) has been extracted from the tank waste, converted to solid, and placed in capsules, most of which are stored onsite in water-filled basins. DOE established the Tank Waste Remediation System (TWRS) program in 1991. The TWRS program mission is to store, treat, immobilize and dispose, or prepare for disposal, the Hanford tank waste in an environmentally sound, safe, and cost-effective manner. Technology will need to be developed or improved to meet the TWRS program mission. The Integrated Technology Plan (ITP) is the high-level consensus plan that documents all TWRS technology activities for the life of the program.

We base our analysis on a review of the most recent resource plans filed by fifteen electric utilities in the Western United States. Virtually all of these utilities made some effort to quantitatively evaluate the potential cost of future carbon regulations when analyzing alternate supply- and demand-side resource options for meeting customer load. Even without Federal climate regulation in the U.S., the prospect of that regulation is already having an impact on utility decision-making and resource choices.   19. Findings of an evaluation of public involvement programs associated with the development of a Land and Resource Management Plan for the Ouachita National Forest

    Federal regulations require the United States Forest Service (USFS) to integrate public input and values into decisions concerning land and resource management planning. The USFS has typically relied on traditional methods of involving the public, whereby public access and input to policy development are unilaterally controlled by the agency. Because of the highly political nature of land and resource management planning, such technocratic forms of public involvement and decision-making appear to be proving ineffective. This paper describes and evaluates two public involvement programs associated with the Ouachita National Forest`s (ONF) lengthy forest planning process. The research consisted of personal interviews with key program leaders and knowledgeable citizen participants, collection of secondary data, and a survey of citizen participants. Because of controversial planning decisions made during an initial planning process, the ONF was forced to re-enter the planning process in order to address unresolved planning issues and to conduct a more effective public involvement program. The supplemental planning process also resulted in a considerable degree of public contention. The survey revealed that although citizen participants were somewhat more satisfied with the supplemental public involvement program relative to the initial program, neither program was viewed as satisfactory. The findings of the study suggest that in order to be more effective, USFS public involvement programs should be more responsive to public concerns and conducted in adherence to principles of collaborative planning.

    Evolutionary changes in the regulatory and operational climate of traditional electric utilities and the emergence of smaller generating systems such as microturbines have opened new opportunities for on-site power generation by electricity users. In this context, distributed energy resources (DER)--small power generators typically located at users' sites where the energy (both electric and thermal) they generate is used--have emerged as a promising option to meet growing customer needs for electric power with an emphasis on reliability and power quality. The portfolio of DER includes generators, energy storage, load control, and, for certain classes of systems, advanced power electronic interfaces between the generators and the bulk power provider. This white paper proposes that the significant potential of smaller DER to meet customers' and utilities' needs can be best captured by organizing these resources into MicroGrids.

    This document is the FY 1993 report on Hanford Site-specific science and technology (S&T) needs for cleanup of the Site as developed via the Hanford Integrated Planning Process (HIPP). It identifies cleanup problems that lack demonstrated technology solutions and technologies that require additional development. Recommendations are provided regarding allocation of funding to address Hanford`s highest-priority technology improvement needs, technology development needs, and scientific research needs, all compiled from a Sitewide perspective. In the past, the S&T agenda for Hanford Site cleanup was sometimes driven by scientists and technologists, with minimal input from the ``problem owners`` (i.e., Westinghouse Hanford Company [WHC] staff who are responsible for cleanup activities). At other times, the problem-owners made decisions to proceed with cleanup without adequate scientific and technological inputs. Under both of these scenarios, there was no significant stakeholder involvement in the decision-making process. One of the key objectives of HIPP is to develop an understanding of the integrated S&T requirements to support the cleanup mission, (a) as defined by the needs of the problem owners, the values of the stakeholders, and the technology development expertise that exists at Hanford and elsewhere. This requires a periodic, systematic assessment of these needs and values to appropriately define a comprehensive technology development program and a complementary scientific research program. Basic to our success is a methodology that is defensible from a technical perspective and acceptable to the stakeholders.

  3. Energy Efficiency as a Preferred Resource: Evidence from Utility Resource Plans in the Western United States and Canada

    This article examines the future role of energy efficiency as a resource in the Western United States and Canada, as envisioned in the most recent resource plans issued by 16 utilities, representing about 60percent of the region's load. Utility and third-party administered energy efficiency programs proposed by 15 utilities over a ten-year horizon would save almost 19,000 GWh annually, about 5.2percent of forecast load. There are clear regional trends in the aggressiveness of proposed energy savings. California's investor-owned utilities (IOUs) had the most aggressive savings targets, followed by IOUs in the Pacific Northwest, and the lowest savings were proposed by utilities in Inland West states and by two public utilities on the West coast. The adoption of multiple, aggressive policies targeting energy efficiency and climate change appear to produce sizeable energy efficiency commitments. Certain specific policies, such as mandated energy savings goals for California's IOUs and energy efficiency provisions in Nevada's Renewable Portfolio Standard had a direct impact on the level of energy savings included in the resource plans. Other policies, such as revenue decoupling and shareholder incentives, and voluntary or legislatively mandated greenhouse gas emission reduction policies, may have also impacted utilities' energy efficiency commitments, though the effects of these policies are not easily measured. Despite progress among the utilities in our sample, more aggressive energy efficiency strategies that include high-efficiency standards for additional appliances and equipment, tighter building codes for new construction and renovation, as well as more comprehensive ratepayer-funded energy efficiency programs are likely to be necessary to achieve a region-wide goal of meeting 20percent of electricity demand with efficiency in 2020.

    In 2002, Gnomon, Inc., entered into a cooperative agreement with the U.S. Department of Energy (DOE) National Energy Technology Laboratory (NETL) for a project entitled, Adaptive Management and Planning Models for Cultural Resources in Oil and Gas Fields in New Mexico and Wyoming (DE-FC26-02NT15445). This project, funded through DOE’s Preferred Upstream Management Practices grant program, examined cultural resource management practices in two major oil- and gas-producing areas, southeastern New Mexico and the Powder River Basin of Wyoming (Figure 1). The purpose of this project was to examine how cultural resources have been investigated and managed and to identify more effective management practices. The project also was designed to build information technology and modeling tools to meet both current and future management needs. The goals of the project were described in the original proposal as follows: Goal 1. Create seamless information systems for the project areas. Goal 2. Examine what we have learned from archaeological work in the southeastern New Mexico oil fields and whether there are better ways to gain additional knowledge more rapidly or at a lower cost. Goal 3. Provide useful sensitivity models for planning, management, and as guidelines for field investigations. Goal 4. Integrate management, investigation, and decision- making in a real-time electronic system. Gnomon, Inc., in partnership with the Wyoming State Historic Preservation Office (WYSHPO) and Western GeoArch Research, carried out the Wyoming portion of the project. SRI Foundation, in partnership with the New Mexico Historic Preservation Division (NMHPD), Statistical Research, Inc., and Red Rock Geological Enterprises, completed the New Mexico component of the project. Both the New Mexico and Wyoming summaries concluded with recommendations how cultural resource management (CRM) processes might be modified based on the findings of this research.

    We present an approach that uses the huge fluid and thermal storage capacity of the subsurface, together with geologic CO₂ storage, to harvest, store, and dispatch energy from subsurface (geothermal) and surface (solar, nuclear, fossil) thermal resources, as well as energy from electrical grids. Captured CO₂ is injected into saline aquifers to store pressure, generate artesian flow of brine, and provide an additional working fluid for efficient heat extraction and power conversion. Concentric rings of injection and production wells are used to create a hydraulic divide to store pressure, CO₂, and thermal energy. Such storage can take excess power frommore » the grid and excess/waste thermal energy, and dispatch that energy when it is demanded, enabling increased penetration of variable renewables. Stored CO₂ functions as a cushion gas to provide enormous pressure-storage capacity and displaces large quantities of brine, which can be desalinated and/or treated for a variety of beneficial uses.« less

    We present an approach that uses the huge fluid and thermal storage capacity of the subsurface, together with geologic CO₂ storage, to harvest, store, and dispatch energy from subsurface (geothermal) and surface (solar, nuclear, fossil) thermal resources, as well as energy from electrical grids. Captured CO₂ is injected into saline aquifers to store pressure, generate artesian flow of brine, and provide an additional working fluid for efficient heat extraction and power conversion. Concentric rings of injection and production wells are used to create a hydraulic divide to store pressure, CO₂, and thermal energy. Such storage can take excess power from the grid and excess/waste thermal energy, and dispatch that energy when it is demanded, enabling increased penetration of variable renewables. Stored CO₂ functions as a cushion gas to provide enormous pressure-storage capacity and displaces large quantities of brine, which can be desalinated and/or treated for a variety of beneficial uses.

    The National Environmental Policy Act (NEPA) of 1969 was established by Congress more than a quarter of a century ago, yet there is a surprising lack of specific tools, techniques, and methodologies for effectively implementing these regulatory requirements. Lack of professionally accepted techniques is a principal factor responsible for many inefficiencies. Often, decision makers do not fully appreciate or capitalize on the true potential which NEPA provides as a platform for planning future actions. New approaches and modem management tools must be adopted to fully achieve NEPA`s mandate. A new strategy, referred to as Total Federal Planning, is proposed for unifying large-scale federal planning efforts under a single, systematic, structured, and holistic process. Under this approach, the NEPA planning process provides a unifying framework for integrating all early environmental and nonenvironmental decision-making factors into a single comprehensive planning process. To promote effectiveness and efficiency, modem tools and principles from the disciplines of Value Engineering, Systems Engineering, and Total Quality Management are incorporated. Properly integrated and implemented, these planning tools provide the rigorous, structured, and disciplined framework essential in achieving effective planning. Ultimately, the goal of a Total Federal Planning strategy is to construct a unified and interdisciplinary framework that substantially improves decision-making, while reducing the time, cost, redundancy, and effort necessary to comply with environmental and other planning requirements. At a time when Congress is striving to re-engineer the governmental framework, apparatus, and process, a Total Federal Planning philosophy offers a systematic approach for uniting the disjointed and often convoluted planning process currently used by most federal agencies. Potentially this approach has widespread implications in the way federal planning is approached.

    The Rocky Flats Plant is developing a comprehensive planning strategy that will support transition of the Rocky Flats Plant from a nuclear weapons production facility to site cleanup and final disposition. Final disposition of the Rocky Flats Plant materials and contaminants requires consideration of the interrelated nature of sitewide problems, such as material movement and disposition, facility and land use endstates, costs, relative risks to workers and the public, and waste disposition. Comparative Risk Analysis employs both incremental risk and cumulative risk evaluations to compare risk from postulated options or endstates. Comparative Risk Analysis is an analytical tool for the Rocky Flats Plant Integrated Project Planning which can assist a decision-maker in evaluating relative risks among proposed remedial options or future endstates. It addresses the cumulative risks imposed by the Rocky Flats Plant and provides risk information, both human health and ecological, to aid in reducing unnecessary resource and monetary expenditures. Currently, there is no approved methodology that aggregates various risk estimates. Along with academic and field expert review, the Comparative Risk Analysis methodology is being reviewed and refined. A Rocky Flats Plant Risk Assessment Focus Group was established. Stakeholder involvement in the development provides an opportunity to influence the information delivered to a decision-maker. This paper discusses development of the methodology.

Long-term resource planning provides a potential framework within which utilities can assess carbon regulatory risk and evaluate options for mitigating exposure to this risk through investments in energy efficiency and other low-carbon resources. In this paper, we examine current resource planning practices related to managing carbon regulatory risk, based on a comparative analysis of the most-recent long-term resource plans filed by fifteen major utilities in the Western U.S. First, we compare the assumptions and methods used by utilities to assess carbon regulatory risk and to evaluate energy efficiency as a risk mitigation option. Although most utilities have made important strides in beginning to address carbon regulatory risk within their resource plan, we also identify a number of opportunities for improvement and offer recommendations for resource planners and state regulators to consider. We also summarize the composition and carbon intensity of the preferred resource portfolios selected by the fifteen Western utilities, highlighting the contribution of energy efficiency and its impact on the carbon intensity of utilities' proposed resource strategies. Energy efficiency and renewables are the dominant low-carbon resources included in utilities' preferred portfolios. Across the fifteen utilities, energy efficiency constitutes anywhere from 6percent to almost 50percent of the preferred portfolio energy resources, and represents 22percent of all incremental resources in aggregate.

This analysis examines the characteristics of electric, gas, oil, propane, coal, and purchased thermal capacity use for fiscal year (FY) 1990.     The objective of this research project is to demonstrate sensing, communication, information and control technologies to achieve a seamless integration of multivendor distributed energy resource (DER) units at aggregation levels that meet individual user requirements for facility operations (residential, commercial, industrial, manufacturing, etc.) and further serve as resource options for electric and natural gas utilities. The fully demonstrated DER aggregation system with embodiment of communication and control technologies will lead to real-time, interactive, customer-managed service networks to achieve greater customer value. Work on this Advanced Communication and Control Project (ACCP) consists of a two-phase approach for an integrated demonstration of communication and control technologies to achieve a seamless integration of DER units to reach progressive levels of aggregated power output. Phase I involved design and proof-of-design, and Phase II involves real-world demonstration of the Phase I design architecture. The scope of work for Phase II of this ACCP involves demonstrating the Phase I design architecture in large scale real-world settings while integrating with the operations of one or more electricity supplier feeder lines. The communication and control architectures for integrated demonstration shall encompass combinations of software and hardware components, including: sensors, data acquisition and communication systems, remote monitoring systems, metering (interval revenue, real-time), local and wide area networks, Web-based systems, smart controls, energy management/information systems with control and automation of building energy loads, and demand-response management with integration of real-time market pricing.     The US Department of Energy (DOE) has developed an Integrated Program Plan (IPP) to address concerns identified in Defense Nuclear Facilities Safety Board (DNFSB) Recommendation 94-1. The IPP describes the actions that DOE plans to implement at its various sites to convert excess fissile materials to forms or conditions suitable for safe interim storage. The baseline IPP was issued as DOE's DNFSB Recommendation 94-1 Implementation Plan (IP), which was transmitted to the DNFSB on February 28, 1995. The IPP was subsequently supplemented with an Integrated Facilities Plan and a Research and Development Plan, which further develop complex-wide research and development and long-range facility requirements and plans. These additions to the baseline IPP were developed based on a systems engineering approach that integrated facilities and capabilities at the various DOE sites and focused on attaining safe interim storage with minimum safety risks and environmental impacts. Each affected DOE site has developed a Site Integrated Stabilization Management Plan (SISMP) to identify individual site plans to implement the DNFSB Recommendation 94-1 IPP. The SISMPs were developed based on the objectives, requirements, and commitments identified in the DNFSB Recommendation 94-1 IP. The SISMPs supported formulation of the initial versions of the Integrated Facilities Plan and the Research and Development Plan. The SISMPs are periodically updated to reflect improved integration between DOE sites as identified during the IPP systems engineering evaluations. This document constitutes the Hanford SISMP. This document includes the planned work scope, costs and schedules for activities at the Hanford site to implement the DNFSB Recommendation 94-1 IPP.

  2. Renewable Resource Integration Project - Scoping Study of Strategic Transmission, Operations, and Reliability Issues

    California is on a path to increase utilization of renewable resources. California will need to integrate approximately 30,000 megawatts (MW) of new renewable generation in the next 20 years. Renewable resources are typically located in remote locations, not near the load centers. Nearly two/thirds or 20,000 MW of new renewable resources needed are likely to be delivered to Los Angeles Basin transmission gateways. Integration of renewable resources requires interconnection to the power grid, expansion of the transmission system capability between the backbone power grid and transmission gateways, and increase in delivery capacity from transmission gateways to the local load centers. To scope the transmission, operations, and reliability issues for renewables integration, this research focused on the Los Angeles Basin Area transmission gateways where most of new renewables are likely. Necessary actions for successful renewables integration include: (1) Expand Los Angeles Basin Area transmission gateway and nomogram limits by 10,000 to 20,000 MW; (2) Upgrade local transmission network for deliverability to load centers; (3) Secure additional storage, demand management, automatic load control, dynamic pricing, and other resources that meet regulation and ramping needed in real time operations; (4) Enhance local voltage support; and (5) Expand deliverability from Los Angeles to San Diego and Northern California.

  3. Cultural Resource Protection Plan for the Remote-Handled Low-Level Waste Disposal Facility at the Idaho National Laboratory

    This plan addresses cultural resource protection procedures to be implemented during construction of the Remote Handled Low Level Waste project at the Idaho National Laboratory. The plan proposes pre-construction review of proposed ground disturbing activities to confirm avoidance of cultural resources. Depending on the final project footprint, cultural resource protection strategies might also include additional survey, protective fencing, cultural resource mapping and relocation of surface artifacts, collection of surface artifacts for permanent curation, confirmation of undisturbed historic canal segments outside the area of potential effects for construction, and/or archaeological test excavations to assess potential subsurface cultural deposits at known cultural resource locations. Additionally, all initial ground disturbing activities will be monitored for subsurface cultural resource finds, cultural resource sensitivity training will be conducted for all construction field personnel, and a stop work procedure will be implemented to guide assessment and protection of any unanticipated discoveries after initial monitoring of ground disturbance.

FEMP, with support from the Pacific Northwest Laboratory (PNL), is designing this model program for federal customers served by the Niagara Mohawk Power Company. The program with Griffiss AFB will (1) identify and evaluate all cost-effective electric energy projects; (2) develop a schedule for project acquisition considering project type, size, timing, capital requirements, as well as energy and dollar savings; and (3) secure 100% of the financing required to implement electric energy efficiency projects from Niagara Mohawk and have them procure the necessary contractors to perform detailed audits and install the technologies. This report provides the results of the electric energy resource opportunity (ERO) assessments performed by PNL at one of Niagara Mohawk`s primary federal facilities, the ACC Griffiss AFB facility located near Rome, New York. The results of the analyses of EROs are presented in seven common energy end-use categories. A narrative description of each ERO provides information on the initial cost, energy and dollar savings; impacts on operations and maintenance (O&M); and, when applicable, a discussion of energy supply and demand, energy security, and environmental issues. The evaluation methodology and technical and cost assumptions are also described for each ERO. Summary tables present the operational performance of energy end-use equipment before and after the implementation of each ERO and the results of the life-cycle cost analysis indicating the net present value (NPV) and savings-to-investment ratio (SIR) of each ERO.

    The US Department of Energy (DOE) has developed an Integrated Program Plan (IPP) to address concerns identified in Defense Nuclear Facilities Safety Board Recommendation 94-1. The IPP describes the actions that DOE plans to implement at its various sites to convert excess fissile materials to forms or conditions suitable for safe interim storage. The baseline IPP was issued as DOE`s Defense Nuclear Facilities Safety Board (DNFSB) Recommendation 94-1 Implementation Plan (IP), which was transmitted to the DNFSB on February 28, 1995. The IPP is being further developed to include complex-wide requirements for research and development and a long-range facility requirements section. The planned additions to the baseline IPP are being developed based on a systems engineering approach that integrates facilities and capabilities at the various DOE sites and focuses on attaining safe interim storage with minimum safety risks and environmental impacts. Each affected DOE site has developed a Site Integrated Stabilization Management Plan (SISMP) to identify individual site plans to implement the DNFSB Recommendation 94-1 and to provide a basis for formulating planned additions to the IPP. The SISMPs were developed based on the objectives, requirements, and commitments identified in the baseline DNFSB Recommendation 94-1 IPP. The SISMPs will be periodically updated to reflect improved integration between DOE sites as identified during the IPP systems engineering evaluations.

    Plans to expand the western grid are now underway. Bringing power from low-cost remote resources--including wind--to load centers could reduce costs for all consumers. But many paths appear to be already congested. Locational marginal price-based modeling is designed to identify the most cost-effective paths to be upgraded. The ranking of such paths is intended as the start of a process of political and regulatory approvals that are expected to result in the eventual construction of new and upgraded lines. This paper reviews the necessary data and analytical tasks to accurately represent wind in such modeling, and addresses some policy and regulatory issues that can help with wind integration into the grid. Providing wind fair access to the grid also (and more immediately) depends on tariff and regulatory changes. Expansion of the Rocky Mountain Area Transmission Study (RMATS) study scope to address operational issues supports the development of transmission solutions that enable wind to connect and deliver power in the next few years--much sooner than upgrades can be completed.

  13. CoalFleet RD&D augmentation plan for integrated gasification combined cycle (IGCC) power plants

    To help accelerate the development, demonstration, and market introduction of integrated gasification combined cycle (IGCC) and other clean coal technologies, EPRI formed the CoalFleet for Tomorrow initiative, which facilitates collaborative research by more than 50 organizations from around the world representing power generators, equipment suppliers and engineering design and construction firms, the U.S. Department of Energy, and others. This group advised EPRI as it evaluated more than 120 coal-gasification-related research projects worldwide to identify gaps or critical-path activities where additional resources and expertise could hasten the market introduction of IGCC advances. The resulting 'IGCC RD&D Augmentation Plan' describes such opportunities and how they could be addressed, for both IGCC plants to be built in the near term (by 2012-15) and over the longer term (2015-25), when demand for new electric generating capacity is expected to soar. For the near term, EPRI recommends 19 projects that could reduce the levelized cost-of-electricity for IGCC to the level of today's conventional pulverized-coal power plants with supercritical steam conditions and state-of-the-art environmental controls. For the long term, EPRI's recommended projects could reduce the levelized cost of an IGCC plant capturing 90% of the CO{sub 2} produced from the carbon in coal (for safe storage away from the atmosphere) to the level of today's IGCC plants without CO{sub 2} capture. EPRI's CoalFleet for Tomorrow program is also preparing a companion RD&D augmentation plan for advanced-combustion-based (i.e., non-gasification) clean coal technologies (Report 1013221). 7 refs., 30 figs., 29 tabs., 4 apps.

  14. Remediation of DOE hazardous waste sites: Planning and integration requirements

    The US Department of Energy (DOE) is faced with a immense challenge in effectively implementing a program to mitigate and manage the environmental impacts created by current operations and from past activities at its facilities. The current regulatory framework and public interest in the environmental arena have made operating DOE facilities in an environmentally responsible manner a compelling priority. This paper provides information on the results of a project funded by DOE to obtain a better understanding of the regulatory and institutional drivers in the hazardous waste market and the costs and timeframes required for remediation activities. Few realize that before remediating a hazardous waste site, a comprehensive planning process must be conducted to characterize the nature and extent of site contamination, calculate the risk to the public, and assess the effectiveness of various remediation technologies. The US Environmental Protection Agency (EPA) and others have found that it may take up to 7 years to complete the planning process at an average cost of $1.0 million per site. While cost information is not yet available for DOE sites, discussions with hazardous waste consulting firms indicate that average characterization and assessment costs will be 5 to 10 times this amount for DOE sites. The higher costs are expected because of the additional administrative requirements placed on DOE sites, the need to handle mixed wastes, the amount and extent of contamination at many of these sites, and the visibility of the sites. 15 refs., 1 fig., 2 tabs.

    This quality assurance project plan (QAPjP) describes the measures that shall be taken to ensure that the environmental data collected during characterization and closure activities of Resource Conservation and Recovery Act (RCRA) Industrial Sites at the Nevada Test Site (NTS) are meaningful, valid, defensible, and can be used to achieve project objectives. These activities are conducted by the US Department of Energy Nevada Operations Office (DOE/NV) under the Nevada Environmental Restoration (ER) Project. The Nevada ER Project consists of environmental restoration activities on the NTS, Tonopah Test Range, Nellis Air Force Range, and eight sites in five other states. The RCRA Industrial Sites subproject constitutes a component of the Nevada ER Project. Currently, this QAPjP is limited to the seven RCRA Industrial Sites identified within this document that are to be closed under an interim status and pertains to all field-investigation, analytical-laboratory, and data-review activities in support of these closures.     The Savannah River Site (SRS) is a Department of Energy site which has produced nuclear materials for national defense, research, space, and medical programs since the 1950's. As a by-product of this activity, approximately 37 million gallons of high-level liquid waste containing approximately 292 million curies of radioactivity is stored on an interim basis in 45 underground storage tanks. Originally, 51 tanks were constructed and utilized to support the mission. Four tanks have been closed and taken out of service and two are currently undergoing the closure process. The Liquid Waste System is a highly integrated operation involving safely storing liquid waste in underground storage tanks; removing, treating, and dispositioning the low-level waste fraction in grout; vitrifying the higher activity waste at the Defense Waste Processing Facility; and storing the vitrified waste in stainless steel canisters until permanent disposition. After waste removal and processing, the storage and processing facilities are decontaminated and closed. A Liquid Waste System Plan (hereinafter referred to as the Plan) was developed to integrate and document the activities required to disposition legacy and future High-Level Waste and to remove from service radioactive liquid waste tanks and facilities. It establishes and records a planning basis for waste processing in the liquid waste system through the end of the program mission. The integrated Plan which recognizes the challenges of constrained funding provides a path forward to complete the liquid waste mission within all regulatory and legal requirements. The overarching objective of the Plan is to meet all Federal Facility Agreement and Site Treatment Plan regulatory commitments on or ahead of schedule while preserving as much life cycle acceleration as possible through incorporation of numerous cost savings initiatives, elimination of non-essential scope, and deferral of other scope not on the critical path to compliance

    The long economic lifetime and development lead-time of many electric infrastructure investments requires that utility resource planning consider potential costs and risks over a lengthy time horizon. One long-term -- and potentially far-reaching -- risk currently facing the electricity industry is the uncertain cost of future carbon dioxide (CO2) regulations. Recognizing the importance of this issue, many utilities (sometimes spurred by state regulatory requirements) are beginning to actively assess carbon regulatory risk within their resource planning processes, and to evaluate options for mitigating that risk. However, given the relatively recent emergence of this issue and the rapidly changing political landscape, methods and assumptions used to analyze carbon regulatory risk, and the impact of this analysis on the selection of a preferred resource portfolio, vary considerably across utilities. In this study, we examine the treatment of carbon regulatory risk in utility resource planning, through a comparison of the most-recent resource plans filed by fifteen investor-owned and publicly-owned utilities in the Western U.S. Together, these utilities account for approximately 60percent of retail electricity sales in the West, and cover nine of eleven Western states. This report has two related elements. First, we compare and assess utilities' approaches to addressing key analytical issues that arise when considering the risk of future carbon regulations. Second, we summarize the composition and carbon intensity of the preferred resource portfolios selected by these fifteen utilities and compare them to potential CO2 emission benchmark levels.

    This Integrated Program of Experimental Diagnostics at the NNSS is an integrated prioritized work plan for the Nevada National Security Site (NNSS), formerly the Nevada Test Site (NTS), program that is independent of individual National Security Enterprise Laboratories’ (Labs) requests or specific Subprograms being supported. This prioritized work plan is influenced by national priorities presented in the Predictive Capability Framework (PCF) and other strategy documents (Primary and Secondary Assessment Technologies Plans and the Plutonium Experiments Plan). This document satisfies completion criteria for FY 2010 MRT milestone #3496: Document an integrated, prioritized work plan for diagnostic development, maintenance, and supporting capability. This document is an update of the 3-year NNSS plan written a year ago, September 21, 2009, to define and understand Lab requests for diagnostic implementation. This plan is consistent with Lab interpretations of the PCF, Primary Assessment Technologies, and Plutonium Experiment plans.

    DOE O 413 measures a project's progress to plan by the consumption of funding, the passage of time, and the meeting of milestones. In March of 2003, then Under Secretary, Energy, Science, Card received a memo directing the implementation of Project Management and the Project Management Manual, including the Integrated Master Plan and Integrated Master Schedule. This directive states 'the integrated master plan and schedule tie together all project tasks by showing their logical relationships and any constraints controlling the start or finish of each task. This process results in a hierarchy of related functional and layered schedules derived from the Work Breakdown Structure that can be used for monitoring and controlling project progress'. This paper shows how restoring the IMP/IMS paradigm to DOE program management increases the probability of program success in ways not currently available using DOD O 413 processes alone. Using DOE O 413 series guidance, adding the Integrated Master Plan and Integrated Master Schedule paradigm would provide a hierarchical set of performance measures for each 'package of work,' that provides measurable visibility to the increasing maturity of the project. This measurable maturity provides the mechanism to forecast future performance of cost, schedule, and technical outcomes in ways not available using just the activities in DOE O 413. With this information project managers have another tool available to address the issues identified in GAO-07-336 and GAO-09-406. (authors)

    The enactment and implementation of the 2003 EIA Law in China institutionalised the role of plan environmental impact assessment (PEIA). While the philosophy, methodology and mechanisms of PEIA have gradually permeated through the various levels of government with a positive effect on the process and outcome of urban planning, only a few cities in China have so far carried out PEIA as a Strategic Environmental Assessment (SEA)-type procedure. One such case is the southern city of Shenzhen. During the past three decades, Shenzhen has grown from a small town to a large and booming city as China has successfully and rapidly developed its economy by adopting the 'reform and open door' policy. In response to the challenges arising from the generally divergent processes of rapid urbanisation, economic transformation and environment protection, Shenzhen has incrementally adopted the SEA concept in developing the city's Master Urban Plan. As such, this paper reviews the effectiveness of PEIA in three ways: {center_dot}as a tool and process for achieving more sustainable and strategic planning; {center_dot}to determine the level of integration of SEA within the planning system; and, {center_dot}its effectiveness vis-a-vis implementation. The implementation of PEIA within Shenzhen's Master Urban Plan offers important insights into the emergence of innovative practices in undertaking PEIA as well as theoretical contributions to the field, especially in exploring the relationship between PEIA and SEA and highlighting the central role of local governing institutions in SEA development.

    The integrated microbial genomes (IMG) system serves as a community resource for comparative analysis of publicly available genomes in a comprehensive integrated context. IMG contains both draft and complete microbial genomes integrated with other publicly available genomes from all three domains of life, together with a large number of plasmids and viruses. IMG provides tools and viewers for analyzing and reviewing the annotations of genes and genomes in a comparative context. Since its first release in 2005, IMG's data content and analytical capabilities have been constantly expanded through regular releases. Several companion IMG systems have been set up in order to serve domain specific needs, such as expert review of genome annotations. IMG is available at .

    This closure plan has been prepared for the interim Reactive Waste Treatment Area (IRWT'A) located at the Y-12 Pkmt in oak Ridge, Tennessee (Environmental Protection Agency [EPA] Identification TN 389-009-0001).     This paper aims at providing empirical evidence to the question as to whether integration of different instruments is achieving its aim in supporting sustainable decision making, focusing on SEA inclusive sustainability appraisal (SA) and other impact assessments (IAs) currently used in English spatial planning. Usage of IAs in addition to SA is established and an analysis of the integration approach (in terms of process, output, and assessor) as well as its effectiveness is conducted. It is found that while integration enhances effectiveness to some extent, too much integration, especially in terms of the procedural element, appears to diminish the overall effectiveness of each IA in influencing decisions as they become captured by the balancing function of SA. -- Highlights: ► The usage of different impact assessments in English spatial planning is clarified. ► The relationship between integration approach and effectiveness is analyzed. ► Results suggest that integration does not necessarily lead to more sustainable decisions. ► Careful consideration is recommended upon process integration.

    This document contains the Integrated Assessment Plan (IAP) for the Phase 2 Operational Demonstration (OD) of the Smart Power Infrastructure Demonstration for Energy Reliability (SPIDERS) Joint Capability Technology Demonstration (JCTD) project. SPIDERS will be conducted over a three year period with Phase 2 being conducted at Fort Carson, Colorado. This document includes the Operational Demonstration Execution Plan (ODEP) and the Operational Assessment Execution Plan (OAEP), as approved by the Operational Manager (OM) and the Integrated Management Team (IMT). The ODEP describes the process by which the OD is conducted and the OAEP describes the process by which the data collected from the OD is processed. The execution of the OD, in accordance with the ODEP and the subsequent execution of the OAEP, will generate the necessary data for the Quick Look Report (QLR) and the Utility Assessment Report (UAR). These reports will assess the ability of the SPIDERS JCTD to meet the four critical requirements listed in the Implementation Directive (ID).

Workplace presentations made by place-based STEM experts and provided teachers field trips to place-base STEM industries and business such as manufacturing plants, waste water treatment systems, mines, nature parks, food processing plants, research, hospitals, and laboratory facilities. We researched the 425 participants’ conceptions of place-based STEM prior to and after their taking part in the summer institutes, which included fieldtrips. Our findings revealed substantial increase in our participants’ knowledge, interest, and plans to use place-based resources for teaching integrated STEM. We detail the data analysis and provide a theoretical foundation and justification for the importance of place-based STEM to address the STEM pipeline for the future workforce.

    Relations between science and policy concerning many issues (e.g., health, energy, natural resources) have been changing worldwide. Public pressure to resolve such complex and often controversial issues has resulted in policymakers and policy implementers seeking better knowledge on which to base their decisions. As a result, scientists have become more activity engaged in the creation and evaluation of policy. In this paper, the authors summarize the literature and experience in how Canada, Mexico, and the United States approach the integration of science and policy; the authors describe some apparent barriers and lessons; and they suggest some issues that may prove fruitful for discussion and future collaboration.

    While long-term regional electricity transmission planning has traditionally focused on cost, infrastructure utilization, and reliability, issues concerning the availability of water represent an emerging issue. Thermoelectric expansion must be considered in the context of competing demands from other water use sectors balanced with fresh and non-fresh water supplies subject to climate variability. An integrated Energy-Water Decision Support System (DSS) is being developed that will enable planners in the Western and Texas Interconnections to analyze the potential implications of water availability and cost for long-range transmission planning. The project brings together electric transmission planners (Western Electricity Coordinating Council and Electric Reliability Council of Texas) with western water planners (Western Governors’ Association and the Western States Water Council). This paper lays out the basic framework for this integrated Energy-Water DSS.

  20. Implications of Model Configurations on Capacity Planning Decisions: Scenario Case Studies of the Western Interconnection and Colorado Region using the Resource Planning Model

    In this report, we analyze the impacts of model configuration and detail in capacity expansion models, computational tools used by utility planners looking to find the least cost option for planning the system and by researchers or policy makers attempting to understand the effects of various policy implementations. The present analysis focuses on the importance of model configurations—particularly those related to capacity credit, dispatch modeling, and transmission modeling—to the construction of scenario futures. Our analysis is primarily directed toward advanced tools used for utility planning and is focused on those impacts that are most relevant to decisions with respect to future renewable capacity deployment. To serve this purpose, we develop and employ the NREL Resource Planning Model to conduct a case study analysis that explores 12 separate capacity expansion scenarios of the Western Interconnection through 2030.

The analysis is done using a direct costs/revenues approach and the stochastic uncertainties are handled using Monte Carlo simulation. Two remediation scenarios are applied to a hypothetical landfill. One scenario includes only remediation, while the second scenario adds resource recovery to the remediation project. Moreover, the second scenario is divided into two cases, case A and B. In case A, the landfill tax needs to be paid for re-deposited material and the landfill holder does not own a combined heat and power plant (CHP), which leads to disposal costs in the form of gate fees. In case B, the landfill tax is waived on the re-deposited material and the landfill holder owns its own CHP. Results show that the remediation project in the first scenario costs about €23/ton. Adding resource recovery as in case A worsens the result to −€36/ton, while for case B the result improves to −€14/ton. This shows the importance of landfill tax and the access to a CHP. Other important factors for the result are the material composition in the landfill, the efficiency of the separation technology used, and the price of the saleable material.

    The Fast-On-orbit Recording of Transient Events (FORTE) satellite is the second satellite to be developed and flown by Los Alamos National Laboratory and is scheduled to be launched August, 1997 by a Pegasus XL rocket. FORTE follows in the footsteps of the ALEXIS satellite in utilizing a very small operations crew for mission operations. Partially based upon the ALEXIS automation and World Wide Web (WWW) usage for data dissemination, FORTE began at an early stage of ground processing to use the web as a repository of information about all aspects of the satellite. Detailed descriptions of the various satellite and experiment components, cable diagrams, integration photographs as well as extensive test data have all been compiled into a single site as a means of archiving the data at a single location. In this manner, it is readily available during times of ground testing, ground station operation training as well as anomaly resolution. Small satellites usually require extensive effort to optimize operation under minimal resources. For the FORTE satellite, a unique planning tool has been developed over the past 2 years which balances the various resources of the satellite (power, memory, downlink, on board command buffer, etc.) to provide the maximum data acquisition. This paper will concentrate on a description of both the extensive web interface and the planning tool. 6 refs.

This Software Quality Assurance Plan (SQAP) applies to the activities of the Integrated Computer Control System (ICCS) organization and its subcontractors. The Plan describes the activities implemented by the ICCS section to achieve quality in the NIF Project`s controls software and implements the NIF Quality Assurance Program Plan (QAPP, NIF-95-499, L-15958-2) and the Department of Energy`s (DOE`s) Order 5700.6C. This SQAP governs the quality affecting activities associated with developing and deploying all control system software during the life cycle of the NIF Project.

  4. Landscape ecological planning: Integrating land use and wildlife conservation for biomass crops

    What do a mussel shoat, a zoo, and a biomass plantation have in common? Each can benefit from ecology-based landscape planning. This paper provides examples of landscape ecological planning from some diverse projects the author has worked on, and discusses how processes employed and lessons learned from these projects are being used to help answer questions about the effects of biomass plantings (hardwood tree crops and native grasses) on wildlife habitat. Biomass environmental research is being designed to assess how plantings of different acreage, composition and landscape context affect wildlife habitat value, and is addressing the cumulative effect on wildlife habitat of establishing multiple biomass plantations across the landscape. Through landscape ecological planning, answers gleaned from research can also help guide biomass planting site selection and harvest strategies to improve habitat for native wildlife species within the context of economically viable plantation management - thereby integrating the needs of people with those of the environment.

  5. Electric utility system planning studies for OTEC power integration. Final report

    Florida Power Corporation (FPC) conducted an evaluation of the possible integration of OTEC into the FPC system. Existing system planning procedures, assumptions, and corporate financial criteria for planning new generating capacity were used without modification. A baseline configuration for an OTEC plant was developed for review with standard planning procedures. The OTEC plant characteristics and costs were incorporated in considerable detail. These basic inputs were examined using the FPC system planning methods. It was found that with the initial set of conditions, OTEC would not be economically viable. Using the same system planning procedures, a number of adjustments were made to the key study assumptions. It was found that two considerations dominate the analysis; the assumed rate of fuel cost escalation, and the projected capital cost of the OTEC plant. The analysis produced a parametric curve: on one hand, if fuel costs were to escalate at a rate greater than assumed (12% vs the assumed 5% for coal), and if no change were made to the OTEC input assumptions, the basic economic competitive criteria would be equivalent to the principal alternative, coal fueled plants. Conversely, if the projected cost of the OTEC plant were to be reduced from the assumed $2256/kW to $1450/kW, the economic competitiveness criterion would be satisfied. After corporate financial analysis, it was found that even if the cost competitive criterion were to be reached, the plan including OTEC could not be financed by Florida Power Corporation. Since, under the existing set of conditions for financing new plant capital requirements, FPC could not construct an OTEC plant, some other means of ownership would be necessary to integrate OTEC into the FPC system. An alternative such as a third party owning the plant and selling power to FPC, might prove attractive. (WHK)

    This report summarizes activities that have taken place in the last six (6) months (January 2005-June 2005) under the DOE-NETL cooperative agreement ''Adaptive Management and Planning Models for Cultural Resources in Oil and Gas Fields, New Mexico and Wyoming'' DE-FC26-02NT15445. This project examines the practices and results of cultural resource investigation and management in two different oil and gas producing areas of the United States: southeastern New Mexico and the Powder River Basin of Wyoming. The project evaluates how cultural resource investigations have been conducted in the past and considers how investigation and management could be pursued differently in the future. The study relies upon full database population for cultural resource inventories and resources and geomorphological studies. These are the basis for analysis of cultural resource occurrence, strategies for finding and evaluating cultural resources, and recommendations for future management practices. Activities can be summarized as occurring in either Wyoming or New Mexico. Gnomon as project lead, worked in both areas.

  7. Addressing trend-related changes within cumulative effects studies in water resources planning

    Summarized herein are 28 case studies wherein trend-related causative physical, social, or institutional changes were connected to consequential changes in runoff, water quality, and riparian and aquatic ecological features. The reviewed cases were systematically evaluated relative to their identified environmental effects; usage of analytical frameworks, and appropriate models, methods, and technologies; and the attention given to mitigation and/or management of the resultant causative and consequential changes. These changes also represent important considerations in project design and operation, and in cumulative effects studies associated therewith. The cases were grouped into five categories: institutional changes associated with legislation and policies (seven cases); physical changes from land use changes in urbanizing watersheds (eight cases); physical changes from land use changes and development projects in watersheds (four cases); physical, institutional, and social changes from land use and related policy changes in river basins (three cases); and multiple changes within a comprehensive study of land use and policy changes in the Willamette River Basin in Oregon (six cases). A tabulation of 110 models, methods and technologies used in the studies is also presented. General observations from this review were that the features were unique for each case; the consequential changes were logically based on the causative changes; the analytical frameworks provided relevant structures for the studies, and the identified methods and technologies were pertinent for addressing both the causative and consequential changes. One key lesson was that the cases provide useful, “real-world” illustrations of the importance of addressing trend-related changes in cumulative effects studies within water resources planning. Accordingly, they could be used as an “initial tool kit” for addressing trend-related changes.

    Climate change is a global problem with local climatic and economic impacts. Mitigation policies can be applied on large geographic scales, such as a carbon cap-and-trade program for the entire U.S., on medium geographic scales, such as the NOx program for the northeastern U.S., or on smaller scales, such as statewide renewable portfolio standards and local gasoline taxes. To enable study of the environmental benefits, transition costs, capitalization effects, and other consequences of mitigation policies, we are developing dynamic general equilibrium models capable of incorporating important climate impacts. This report describes the economic framework we have developed and the current Community Integrated Model of Economic and Resource Trajectories for Humankind (CIM-EARTH) instance.

  9. Integrated Evaluation of Cost, Emissions, and Resource Potential for Algal Biofuels at the National Scale

    Costs, emissions, and resource availability were modeled for the production of 5 billion gallons yr-1 (5 BGY) of renewable diesel in the United States from Chlorella biomass by hydrothermal liquefaction (HTL). The HTL model utilized data from a continuous 1-L reactor including catalytic hydrothermal gasification of the aqueous phase, and catalytic hydrotreatment of the HTL oil. A biophysical algae growth model coupled with weather and pond simulations predicted biomass productivity from experimental growth parameters, allowing site-by-site and temporal prediction of biomass production. The 5 BGY scale required geographically and climatically distributed sites. Even though screening down to 5 BGY significantly reduced spatial and temporal variability, site-to-site, season-to-season, and inter-annual variations in productivity affected economic and environmental performance. Performance metrics based on annual average or peak productivity were inadequate; temporally and spatially explicit computations allowed more rigorous analysis of these dynamic systems. For example, 3-season operation with a winter shutdown was favored to avoid high greenhouse gas emissions, and economic performance was harmed by underutilized equipment during slow-growth periods. Thus, analysis of algal biofuel pathways must combine spatiotemporal resource assessment, economic analysis, and environmental analysis integrated over many sites when assessing national scale performance.
