    My interest in energy planning on the Navajo Nation stemmed from the desire to improve energy resource development in my own community. The legacy of environmental and health impacts from uranium and coal mining motivated me to find ways of developing energy resources in a manner more consistent with cultural values and the visions of the Navajo Nation. While I have developed many valuable technical analysis skills and tools in my Ph.D. program, most of the knowledge about Indian energy issues requires significant on-the-ground engagement with communities and their leaders. As a Tribal Energy Program intern, I have developed important connections in the area of tribal energy working with tribal leaders and my fellow interns.

    This study presents a novel integrated method for considering the economics of waste-to-energy (WTE) facilities with priced greenhouse gas (GHG) emissions based upon technical and economic characteristics of the WTE facility, MSW stream, landfill alternative, and GHG emissions policy. The study demonstrates use of the formulation for six different policy scenarios and explores sensitivity of the results to ranges of certain technical parameters as found in existing literature. The study shows that details of the GHG emissions regulations have large impact on the levelized cost of energy (LCOE) of WTE and that GHG regulations can either increase or decrease the LCOE of WTE depending on policy choices regarding biogenic fractions from combusted waste and emissions from landfills. Important policy considerations are the fraction of the carbon emissions that are priced (i.e. all emissions versus only non-biogenic emissions), whether emissions credits are allowed due to reducing fugitive landfill gas emissions, whether biogenic carbon sequestration in landfills is credited against landfill emissions, and the effectiveness of the landfill gas recovery system where waste would otherwise have been buried. The default landfill gas recovery system effectiveness assumed by much of the industry yields GHG offsets that are very close to the direct non-biogenic GHG emissions from a WTE facility, meaning that small changes in the recovery effectiveness cause relatively larger changes in the emissions factor of the WTE facility. Finally, the economics of WTE are dependent on the MSW stream composition, with paper and wood being advantageous, metal and glass being disadvantageous, and plastics, food, and yard waste being either advantageous or disadvantageous depending upon the avoided tipping fee and the GHG emissions price.

    Overwhelmed with environmental protection documentation requirements, a number of Federal agencies are grappling with the complexities of attempting to integrate'' the documentation requirements of the National Environmental Policy Act (NEPA), the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), and the Resource Conservation and Recovery Act (RCRA). While there is some overlap between the general environmental policy objectives of NEPA, and the much more specific waste cleanup objectives of CERCLA and RCRA, there are also major differences and outright conflicts. This paper identifies both problems and opportunities associated with implementing emerging and evolving Federal agency policy regarding integration of the procedural and documentation requirements of NEPA, CERCLA, and RCRA. The emphasis is on NEPA/CERCLA/RCRA integration policy and practice at US Department of Energy (DOE) facilities. The paper provides a comparative analysis of NEPA, CERCLA, and RCRA processes and discusses special integration issues including scoping, development and analysis of alternatives, risk assessment, tiering, scheduling, and the controversy surrounding applicability of NEPA to CERCLA or RCRA cleanup activities. Several NEPA/CERCLA/RCRA integration strategy options are evaluated and an annotated outline of an integrated NEPA/CERCLA document is included.

    More than half of the electricity produced in the southeastern states is fuelled by coal. Although the region produces some coal, most of the states depend heavily on coal imports. Many of the region's aging coal power facilities are planned for retirement within the next 20 years. However, estimates indicate that a 20% increase in capacity is needed over that time to meet the rapidly growing demand. The most common incentives for energy efficiency in the Southeast are loans and rebates; however, total public spending on energy efficiency is limited.     More than half of the electricity produced in the southeastern states is fuelled by coal. Although the region produces some coal, most of the states depend heavily on coal imports. Many of the region's aging coal power facilities are planned for retirement within the next 20 years. However, estimates indicate that a 20% increase in capacity is needed over that time to meet the rapidly growing demand. The most common incentives for energy efficiency in the Southeast are loans and rebates; however, total public spending on energy efficiency is limited.     Integrated assessments of how climate policy interacts with energy-economic systems can be performed by a variety of models with different functional structures. This article proposes a diagnostic scheme that can be applied to a wide range of integrated assessment models to classify differences among models based on their carbon price responses. Model diagnostics can uncover patterns and provide insights into why, under a given scenario, certain types of models behave in observed ways. Such insights are informative since model behavior can have a significant impact on projections of climate change mitigation costs and other policy-relevant information. The authors propose diagnostic indicators to characterize model responses to carbon price signals and test these in a diagnostic study with 11 global models. Indicators describe the magnitude of emission abatement and the associated costs relative to a harmonized baseline, the relative changes in carbon intensity and energy intensity and the extent of transformation in the energy system. This study shows a correlation among indicators suggesting that models can be classified into groups based on common patterns of behavior in response to carbon pricing. Such a classification can help to more easily explain variations among policy-relevant model results.

    When policy makers propose new policies, there is a need to assess the costs and benefits of the proposed policy measures, to compare them to existing and alternative policies, and to rank them according to their effectiveness. In the case of equipment energy efficiency regulations, comparing the effects of a range of alternative policy measures requires evaluating their effects on consumers budgets, on national energy consumption and economics, and on the environment. Such an approach should be able to represent in a single framework the particularities of each policy measure and provide comparable results. This report presents an integrated methodological framework to assess prospectively the energy, economic, and environmental impacts of energy efficiency policy measures. The framework builds on the premise that the comparative assessment of energy efficiency policy measures should (a) rely on a common set of primary data and parameters, (b) follow a single functional approach to estimate the energy, economic, and emissions savings resulting from each assessed measure, and (c) present results through a set of comparable indicators. This framework elaborates on models that the U.S. Department of Energy (DOE) has used in support of its rulemakings on mandatory energy efficiency standards. In addition to a rigorous analysis of the impacts of mandatory standards, DOE compares the projected results of alternative policy measures to those projected to be achieved by the standards. The framework extends such an approach to provide a broad, generic methodology, with no geographic or sectoral limitations, that is useful for evaluating any type of equipment energy efficiency market intervention. The report concludes with a demonstration of how to use the framework to compare the impacts estimated for twelve policy measures focusing on increasing the energy efficiency of gas furnaces in the United States.

    The growing complexities of energy systems, environmental problems and technology markets are driving and testing most energy-economy models to their limits. To further advance bottom-up models from a multidisciplinary energy efficiency policy evaluation perspective, we review and critically analyse bottom-up energy-economy models and corresponding evaluation studies on energy efficiency policies to induce technological change. We use the household sector as a case study. Our analysis focuses on decision frameworks for technology choice, type of evaluation being carried out, treatment of market and behavioural failures, evaluated policy instruments, and key determinants used to mimic policy instruments. Although the review confirms criticism related to energy-economy models (e.g. unrealistic representation of decision-making by consumers when choosing technologies), they provide valuable guidance for policy evaluation related to energy efficiency. Different areas to further advance models remain open, particularly related to modelling issues, techno-economic and environmental aspects, behavioural determinants, and policy considerations.

    In the U.S., a number of utilities are adopting higher penetrations of renewables, driven in part by state policies. While power systems have been designed to handle the variable nature of loads, the additional supply-side variability and uncertainty can pose new challenges for utilities and system operators. However, a variety of operational and technical solutions exist to help integrate higher penetrations of wind and solar generation. This paper explores renewable energy integration challenges and mitigation strategies that have been implemented in the U.S. and internationally, including forecasting, demand response, flexible generation, larger balancing areas or balancing area cooperation, and operational practices such as fast scheduling and dispatch.

    The international workshop on Policy Modeling for Industrial Energy Use was jointly organized by EETA (Professional Network for Engineering Economic Technology Analysis) and INEDIS (International Network for Energy Demand Analysis in the Industrial Sector). The workshop has helped to layout the needs and challenges to include policy more explicitly in energy-efficiency modeling. The current state-of-the-art models have a proven track record in forecasting future trends under conditions similar to those faced in the recent past. However, the future of energy policy in a climate-restrained world is likely to demand different and additional services to be provided by energy modelers. In this workshop some of the international models used to make energy consumption forecasts have been discussed as well as innovations to enable the modeling of policy scenarios. This was followed by the discussion of future challenges, new insights in the data needed to determine the inputs into energy model s, and methods to incorporate decision making and policy in the models. Based on the discussion the workshop participants came to the following conclusions and recommendations: Current energy models are already complex, and it is already difficult to collect the model inputs. Hence, new approaches should be transparent and not lead to extremely complex models that try to ''do everything''. The model structure will be determined by the questions that need to be answered. A good understanding of the decision making framework of policy makers and clear communication on the needs are essential to make any future energy modeling effort successful. There is a need to better understand the effects of policy on future energy use, emissions and the economy. To allow the inclusion of policy instruments in models, evaluation of programs and instruments is essential, and need to be included in the policy instrument design. Increased efforts are needed to better understand the effects of innovative (no n-monetary) policy instruments through evaluation and to develop approaches to model both conventional and innovative policies. The explicit modeling of barriers and decision making in the models seems a promising way to enable modeling of conventional and innovative policies. A modular modeling approach is essential to not only provide transparency, but also to use the available resources most effectively and efficiently. Many large models have been developed in the past, but have been abandoned after only brief periods of use. A development path based on modular building blocks needs the establishment of a flexible but uniform modeling framework. The leadership of international agencies and organizations is essential in the establishment of such a framework. A preference is given for ''softlinks'' between different modules and models, to increase transparency and reduce complexity. There is a strong need to improve the efficiency of data collection and interpretation efforts to produce reliable model inputs. The workshop participants support the need for the establishment of an (in-)formal exchanges of information, as well as modeling approaches. The development of an informal network of research institutes and universities to help build a common dataset and exchange ideas on specific areas is proposed. Starting with an exchange of students would be a relative low-cost way to start such collaboration. It would be essential to focus on specific topics. It is also essential to maintain means of regular exchange of ideas between researchers in the different focus points.

    This report addresses the single largest source of greenhouse gas emissions and the greatest opportunity to reduce these emissions. The IPCC 4th Assessment Report estimates that globally 35% to 40% of all energy-related CO{sub 2} emissions (relative to a growing baseline) result from energy use in buildings. Emissions reductions from a combination of energy efficiency and conservation (using less energy) in buildings have the potential to cut emissions as much as all other energy-using sectors combined. This is especially the case for China, India and other developing countries that are expected to account for 80% or more of growth in building energy use worldwide over the coming decades. In short, buildings constitute the largest opportunity to mitigate climate change and special attention needs to be devoted to developing countries. At the same time, the buildings sector has been particularly resistant to achieving this potential. Technology in other sectors has advanced more rapidly than in buildings. In the recent past, automobile companies have made large investments in designing, engineering, and marketing energy efficient and alternative fuel vehicles that reduce greenhouse gas emissions. At the same time, the buildings sector – dependent on millions and millions of decisions by consumers and homeowners – face a large variety of market barriers that cause very substantial underinvestment in energy efficiency. How can the trajectory of energy use in buildings be changed to reduce the associated CO{sub 2} emissions? Is it possible to greatly accelerate this change? The answer to these questions depends on policy, technology, and behavior. Can policies be crafted and implemented to drive the trajectory down? Can the use of existing energy efficiency technologies be increased greatly and new technologies developed and brought to market? And what is the role of behavior in reducing or increasing energy use in buildings? These are the three overarching issues. The information assembled in this study and the knowledge derived from it needs to be brought to bear on these three questions. And thus we turn to some of the insights from the study, presented in the form of findings and recommendation.

    This report provides detailed analyses of 21 clean energy policy options considered by the Hawaii Clean Energy Initiative working groups for recommendation to the 2010 Hawaii State Legislature. The report considers the impact each policy may have on ratepayers, businesses, and the state in terms of energy saved, clean energy generated, and the financial costs and benefits. The analyses provide insight into the possible impacts, both qualitative and quantitative, that these policies may have in Hawaii based on the experience with these policies elsewhere. As much as possible, the analyses incorporate Hawaii-specific context to reflect the many unique aspects of energy use in the State of Hawaii.

    There is increasing consensus in both the scientific and political communities that significant reductions in greenhouse gas (GHG) emissions are necessary to limit the magnitude and extent of climate change. Renewable energy systems already reduce GHG emissions from the energy sector, although on a modest scale. Turkey is heavily dependent on expensive imported energy resources (oil, gas, and coal) that place a big burden on the economy, and air pollution is becoming a great environmental concern in the country. In this regard, renewable energy resources appear to be one of the most efficient and effective solutions for clean and sustainable energy development in Turkey. Turkey's geographical location has several advantages for extensive use of most of these renewable energy sources. This article presents a review of the energy related environmental policies in Turkey.

    In this study, to foster the transition to more sustainable energy systems, policymakers have been approving measures to improve energy efficiency as well as promoting smart grids. In this setting, building managers are encouraged to adapt their energy operations to real-time market and weather conditions. Yet, most fail to do so as they rely on conventional building energy management systems (BEMS) that have static temperature set points for heating and cooling equipment. In this paper, we investigate how effective policy measures are at improving building-level energy efficiency compared to a smart BEMS with dynamic temperature set points. To this end, we present an integrated optimisation model mimicking the smart BEMS that combines decisions on heating and cooling systems operations with decisions on energy sourcing. Using data from an Austrian and a Spanish building, we find that the smart BEMS results in greater reduction in energy consumption than a conventional BEMS with policy measures.

    The levels of investment needed to mobilize an energy system transformation and mitigate climate change are not known with certainty. This paper aims to inform the ongoing dialogue and in so doing to guide public policy and strategic corporate decision making. Within the framework of the LIMITS integrated assessment model comparison exercise, we analyze a multi-IAM ensemble of long-term energy and greenhouse gas emissions scenarios. Our study provides insight into several critical but uncertain areas related to the future investment environment, for example in terms of where capital expenditures may need to flow regionally, into which sectors they might be concentrated, and what policies could be helpful in spurring these financial resources. We find that stringent climate policies consistent with a 2C climate change target would require a considerable upscaling of investments into low-carbon energy and energy efficiency, reaching approximately $45 trillion (range: $30$75 trillion) cumulative between 2010 and 2050, or about $1.1 trillion annually. This represents an increase of some $30 trillion ($10$55 trillion), or $0.8 trillion per year, beyond what investments might otherwise be in a reference scenario that assumes the continuation of present and planned emissions-reducing policies throughout the world. In other words, a substantial "clean-energy investment gap" of some $800 billion/yr exists notably on the same order of magnitude as present-day subsidies for fossil energy and electricity worldwide ($523 billion). Unless the gap is filled rather quickly, the 2C target could potentially become out of reach.

    State policies can support renewable energy development by driving markets, providing certainty in the investment market, and incorporating the external benefits of the technologies into cost/benefit calculations. Using statistical analyses and policy design best practices, this paper quantifies the impact of state-level policies on renewable energy development in order to better understand the role of policy on development and inform policy makers on the policy mechanisms that provide maximum benefit. The results include the identification of connections between state policies and renewable energy development, as well as a discussion placing state policy efforts in context with other factors that influence the development of renewable energy (e.g. federal policy, resource availability, technology cost, public acceptance).

    On-site cogeneration of heat and electricity, thermal and electrical storage, and curtailing/rescheduling demand options are often cost-effective to commercial and industrial sites. This collection of equipment and responsive consumption can be viewed as an integrated energy system(IES). The IES can best meet the sites cost or environmental objectives when controlled in a coordinated manner. However, continuously determining this optimal IES dispatch is beyond the expectations for operators of smaller systems. A new algorithm is proposed in this paper to approximately solve the real-time dispatch optimization problem for a generic IES containing an on-site cogeneration system subject to random outages, limited curtailment opportunities, an intermittent renewable electricity source, and thermal storage. An example demonstrates how this algorithm can be used in simulation to estimate the value of IES components.

    Future manufacturing of renewable energy equipment in the United States provides economic development opportunities for state and local communities. However, demand for the equipment is finite, and opportunities are limited. U.S. demand is estimated to drive total annual investments in renewable energy equipment to $14-$20 billion by 2030. Evidence from leading states in renewable energy manufacturing suggests that economic development strategies that target renewable energy sector needs by adapting existing policies attract renewable energy manufacturing more than strategies that create new policies. Literature suggests that the states that are most able to attract direct investment and promote sustained economic development can leverage diverse sets of durable assets--like human capital and modern infrastructure--as well as low barriers to market entry. State marketing strategies for acquiring renewable energy manufacturers are likely best served by an approach that: (1) is multi-faceted and long-term, (2) fits within existing broad-based economic development strategies, (3) includes specific components such as support for renewable energy markets and low barriers to renewable energy deployment, and (4) involves increased differentiation by leveraging existing assets when applicable.

    The Energy Foundation's China Sustainable Energy Program (CSEP) has undertaken a major project investigating fiscal and tax policy options for stimulating energy efficiency and renewable energy development in China. This report, which is part of the sectoral sub-project studies on energy efficiency in industry, surveys international experience with tax and fiscal policies directed toward increasing investments in energy efficiency in the industrial sector. The report begins with an overview of tax and fiscal policies, including descriptions and evaluations of programs that use energy or energy-related carbon dioxide (CO2) taxes, pollution levies, public benefit charges, grants or subsidies, subsidized audits, loans, tax relief for specific technologies, and tax relief as part of an energy or greenhouse gas (GHG) emission tax or agreement scheme. Following the discussion of these individual policies, the report reviews experience with integrated programs found in two countries as well as with GHG emissions trading programs. The report concludes with a discussion of the best practices related to international experience with tax and fiscal policies to encourage investment in energy efficiency in industry.

    In this study, to foster the transition to more sustainable energy systems, policymakers have been approving measures to improve energy efficiency as well as promoting smart grids. In this setting, building managers are encouraged to adapt their energy operations to real-time market and weather conditions. Yet, most fail to do so as they rely on conventional building energy management systems (BEMS) that have static temperature set points for heating and cooling equipment. In this paper, we investigate how effective policy measures are at improving building-level energy efficiency compared to a smart BEMS with dynamic temperature set points. To this end,more » we present an integrated optimisation model mimicking the smart BEMS that combines decisions on heating and cooling systems operations with decisions on energy sourcing. Using data from an Austrian and a Spanish building, we find that the smart BEMS results in greater reduction in energy consumption than a conventional BEMS with policy measures.« less

    Integrating 20% or more wind energy into the system and transmitting large sums of wind energy over long distances will require a decision making capability that can handle very large scale power systems with tens of thousands of buses and lines. There is a need to explore innovative analytical and implementation solutions for continuing reliable operations with the most economical integration of additional wind energy in power systems. A number of wind integration solution paths involve the adoption of new operating policies, dynamic scheduling of wind power across interties, pooling integration services, and adopting new transmission scheduling practices. Such practices can be examined by the decision tool developed by this project. This project developed a very efficient decision tool called Wind INtegration Simulator (WINS) and applied WINS to facilitate wind energy integration studies. WINS focused on augmenting the existing power utility capabilities to support collaborative planning, analysis, and wind integration project implementations. WINS also had the capability of simulating energy storage facilities so that feasibility studies of integrated wind energy system applications can be performed for systems with high wind energy penetrations. The development of WINS represents a major expansion of a very efficient decision tool called POwer Market Simulator (POMS), which was developed by IIT and has been used extensively for power system studies for decades. Specifically, WINS provides the following superiorities; (1) An integrated framework is included in WINS for the comprehensive modeling of DC transmission configurations, including mono-pole, bi-pole, tri-pole, back-to-back, and multi-terminal connection, as well as AC/DC converter models including current source converters (CSC) and voltage source converters (VSC); (2) An existing shortcoming of traditional decision tools for wind integration is the limited availability of user interface, i.e., decision results are often text-based demonstrations. WINS includes a powerful visualization tool and user interface capability for transmission analyses, planning, and assessment, which will be of great interest to power market participants, power system planners and operators, and state and federal regulatory entities; and (3) WINS can handle extended transmission models for wind integration studies. WINS models include limitations on transmission flow as well as bus voltage for analyzing power system states. The existing decision tools often consider transmission flow constraints (dc power flow) alone which could result in the over-utilization of existing resources when analyzing wind integration. WINS can be used to assist power market participants including transmission companies, independent system operators, power system operators in vertically integrated utilities, wind energy developers, and regulatory agencies to analyze economics, security, and reliability of various options for wind integration including transmission upgrades and the planning of new transmission facilities. WINS can also be used by industry for the offline training of reliability and operation personnel when analyzing wind integration uncertainties, identifying critical spots in power system operation, analyzing power system vulnerabilities, and providing credible decisions for examining operation and planning options for wind integration. Researches in this project on wind integration included (1) Development of WINS; (2) Transmission Congestion Analysis in the Eastern Interconnection; (3) Analysis of 2030 Large-Scale Wind Energy Integration in the Eastern Interconnection; (4) Large-scale Analysis of 2018 Wind Energy Integration in the Eastern U.S. Interconnection. The research resulted in 33 papers, 9 presentations, 9 PhD degrees, 4 MS degrees, and 7 awards. The education activities in this project on wind energy included (1) Wind Energy Training Facility Development; (2) Wind Energy Course Development.

    Energy systems integration (ESI) enables the effective analysis, design, and control of these interactions and interdependencies along technical, economic, regulatory, and social dimensions. By focusing on the optimization of energy from all systems, across all pathways, and at all scales, we can better understand and make use of the co-benefits that result to increase reliability and performance, reduce cost, and minimize environmental impacts. This white paper discusses systems integration and the research in new control architectures that are optimized at smaller scales but can be aggregated to optimize energy systems at any scale and would allow replicable energy solutions across boundaries of existing and new energy pathways.

    This final report summarizes work carried out under agreement with the US Department of Energy, related to wind energy policy issues. This project has involved a combination of outreach and publications on wind energy, with a specific focus on educating state-level policymakers. Education of state policymakers is vitally important because state policy (in the form of incentives or regulation) is a crucial part of the success of wind energy. State policymakers wield a significant influence over all of these policies. They are also in need of high quality, non-biased educational resources which this project provided. This project provided outreach to legislatures, in the form of meetings designed specifically for state legislators and legislative staff, responses to information requests on wind energy, and publications. The publications addressed: renewable energy portfolio standards, wind energy transmission, wind energy siting, case studies of wind energy policy, avian issues, economic development, and other related issues. These publications were distributed to legislative energy committee members, and chairs, legislative staff, legislative libraries, and other related state officials. The effect of this effort has been to provide an extensive resource of information about wind information for state policymakers in a form that is useful to them. This non-partisan information has been used as state policymakers attempt to develop their own policy proposals related to wind energy in the states.

    For a number of years, analyses of minority household energy demand have been supported by the United States Department of Energy (DOE), Office of Economic Impact and Diversity (formerly the Office of Minority Economic Impact). The intention of these analyses has been to characterize patterns of energy demand by various demographic, regional and socioeconomic groups and to develop analytical tools to assess the distributive impact of energy prices and policy on these groups. The model supports strategic objectives outlined by the Department of Energy to explicitly recognize and promote equity in state public utility commission decisions and to assess the potential impact of federal and state energy policy on demographically diverse groups as reported in the Department`s Annual Energy Outlook and the upcoming National Energy Policy Plan. The legislation mandating the Office of Economic Impact and Diversity had been premised on the assumption that patterns of energy demand for minority households are different from the population as a whole. Determining the validity of this premise and its potential economic impact on different population groups has been a major objective of these analyses. Consequently, the recripriocal impacts of energy policy on demographic groups and energy consumption and expenditure dynamics on policy formulation and strategy is a central objective of these studies. Residential energy demand research has been substantial in the past twenty years. Insightful and useful research has been done in this area. However, none of this research has addressed the potential differences in the residential energy demand structure among various population groups. Recent work does compare energy and electricity demand elasticities for non-Latino Whites, with the demand elasticities for Latinos and Blacks. This research is particularly important for examination of questions related to the economic welfare implications of national energy policy.

The DOE funded Integrated Renewable Energy and Campus Sustainability Initiative project has helped accelerate the College’s progress toward carbon neutrality. DOE funds, in conjunction with institutional matching funds, were used to fund energy conservation projects, a renewable energy project, and an energy and waste education program aimed at all campus constituents. The energy and waste education program provides Luther students with ideas about sustainability and conservation guidelines that they carry with them into their future communities.

    The starting assumption of the authors was that the United States policy process had failed to respond effectively to the energy crisis. In the course of doing the research for this book, they report that their initial perception of policy failure was incorrect. Although the process of evolving an energy policy was fragmented, chaotic, and incremental, by the end of 1980 the United States had a workable energy policy. They found that between 1973 and 1980 the United States policy system had been developing a new national consensus on energy. That consensus existed, at least in rudimentary form, when the Reagan administration came into office. What occurred between the oil embargo and the advent of the Reagan administration came into office. What occurred between the oil embargo and the advent of the Reagan adiminstration was a process of new policy formulation similar to what had occurred whenever the nation had faced policy crises in the past. The failure to understand both how the national policymaking process works and what it had accomplished before the advent of the Reagan administration has and will have costly consequences for our society. As the book explicates in some detail, those costs are clearly represented in the radical rejection by the Reagan adminstration of the nation's achievement in energy policy. In moving the management of energy into the marketplace, the Reagan adminstration rejected the fundamental tenet of the conservative: it rejected both the procedures and the mechanisms that for over two hundred years have provided national stability. The book concludes with a set of recommendations for actions that the authors feel are necessary if the nation is to have a stable energy future. They beleive that energy is so central to the nation's welfare that it should not be used as an instrument for experimenting with untried concepts.

  10. Lessons learned and new challenges for integrated assessment under the National Environmental Policy Act

    One of the first government-sponsored demands for integrated assessment to support decision making in the United States is embodied in the National Environmental Policy Act of 1969 (NEPA). Over the past 25 years, Oak Ridge National Laboratory (ORNL) has supported federal agencies` in evaluating health and environmental impacts as required by NEPA. Many of ORNL`s efforts have focused on complex, programmatic assessments that break new ground and require and integrate expertise from a wide range of technical disciplines. Examples of ORNL projects that illustrate the use of integrated assessment approaches include environmental documentation for: (1) the Department of the Army`s Chemical Stockpile Disposal Program, (2) the Federal Energy Regulatory Commission`s licensing activities related to the Owens River Basin in eastern California and along a 500-mile reach of the upper Ohio River, and (3) the Nuclear Regulatory Commission`s decision regarding restart of the undamaged reactor (Unit 1) at Three Mile Island. Our discussion of these examples illustrates successful integrated assessment approaches and identifies new challenges facing integrated assessment activities.

  12. State Clean Energy Policies Analysis (SCEPA): State Tax Incentives

    As a policy tool, state tax incentives can be structured to help states meet clean energy goals. Policymakers often use state tax incentives in concert with state and federal policies to support renewable energy deployment or reduce market barriers. This analysis used case studies of four states to assess the contributions of state tax incentives to the development of renewable energy markets. State tax incentives that are appropriately paired with complementary state and federal policies generally provide viable mechanisms to support renewable energy deployment. However, challenges to successful implementation of state tax incentives include serving project owners with limited state tax liability, assessing appropriate incentive levels, and differentiating levels of incentives for technologies with different costs. Additionally, state tax incentives may result in moderately higher federal tax burdens. These challenges notwithstanding, state tax incentives that consider certain policy design characteristics can support renewable energy markets and state clean energy goals.The scale of their impact though is directly related to the degree to which they support the renewable energy markets for targeted sectors and technologies. This report highlights important policy design considerations for policymakers using state tax incentives to meet clean energy goals.

    REopt is NREL's energy planning platform offering concurrent, multi-technology integration and optimization capabilities to help clients meet their cost savings and energy performance goals. The REopt platform provides techno-economic decision-support analysis throughout the energy planning process, from agency-level screening and macro planning to project development to energy asset operation. REopt employs an integrated approach to optimizing a site?s energy costs by considering electricity and thermal consumption, resource availability, complex tariff structures including time-of-use, demand and sell-back rates, incentives, net-metering, and interconnection limits. Formulated as a mixed integer linear program, REopt recommends an optimally-sized mix of conventional and renewable energy, and energy storage technologies; estimates the net present value associated with implementing those technologies; and provides the cost-optimal dispatch strategy for operating them at maximum economic efficiency. The REopt platform can be customized to address a variety of energy optimization scenarios including policy, microgrid, and operational energy applications. This paper presents the REopt techno-economic model along with two examples of recently completed analysis projects.

    During the years 1916 to 1924, the United States was subjected to both real and feared energy shortages. Those years of coal strikes, transportation breakdowns, perceived oil scarcity, and world war compelled the Federal government to assume an unprecedented role in fuel-resource management. The Arab oil embargo of 1973 to 1974 precipitated another period of real and perceived energy shortages and intensified Federal intervention in energy-policy formulation. This paper compares Federal policies adopted or considered during these two crises toward production controls, price setting, distribution, and allocation. Attention is focused on the adversarial relationships of such special-interest groups as the major integrated oil companies and the so-called independents; the disputed need for Federal regulation to achieve equity in the distribution and allocation of scarce resources; and the unresolved debate concerning the impact of price and other controls on energy supply.

    This article is a summary of presentations made during the 1997 Winter Meeting panel session on Power and Natural Gas in Latin America: Towards an Integrated Market. Reregulation and demand for energy resources to support economic growth are driving international natural gas and electricity exchange initiatives. Panelists focused on the gas and electric power industry in Latin America in terms of the: transport of gas or transmission of electricity; energy market integration in the southern cone of South America; and issues on gas use for electricity generation in South America countries.     This report evaluates how and when to best integrate renewable energy requirements into building energy codes. The basic goals were to: (1) provide a rough guide of where we’re going and how to get there; (2) identify key issues that need to be considered, including a discussion of various options with pros and cons, to help inform code deliberations; and (3) to help foster alignment among energy code-development organizations. The authors researched current approaches nationally and internationally, conducted a survey of key stakeholders to solicit input on various approaches, and evaluated the key issues related to integration of renewable energy requirements and various options to address those issues. The report concludes with recommendations and a plan to engage stakeholders. This report does not evaluate whether the use of renewable energy should be required on buildings; that question involves a political decision that is beyond the scope of this report.

    Currently, electrical power generation uses about 140 billion gallons of water per day accounting for over 39% of all freshwater withdrawals thus competing with irrigated agriculture as the leading user of water. Coupled to this water use is the required pumping, conveyance, treatment, storage and distribution of the water which requires on average 3% of all electric power generated. While water and energy use are tightly coupled, planning and management of these fundamental resources are rarely treated in an integrated fashion. Toward this need, a decision support framework has been developed that targets the shared needs of energy and water producers, resource managers, regulators, and decision makers at the federal, state and local levels. The framework integrates analysis and optimization capabilities to identify trade-offs, and 'best' alternatives among a broad list of energy/water options and objectives. The decision support framework is formulated in a modular architecture, facilitating tailored analyses over different geographical regions and scales (e.g., national, state, county, watershed, NERC region). An interactive interface allows direct control of the model and access to real-time results displayed as charts, graphs and maps. Ultimately, this open and interactive modeling framework provides a tool for evaluating competing policy and technical options relevant to the energy-water nexus.

    There is a growing awareness of the serious problems associated with the provision of sufficient energy to meet human needs and to fuel economic growth world-wide. This has pointed to the need for energy and material efficiency, which would reduce air, water and thermal pollution, as well as waste production. Increasing energy and material efficiency also have the benefits of increased employment, improved balance of imports and exports, increased security of energy supply, and adopting environmentally advantageous energy supply. A large potential exists for energy savings through energy and material efficiency improvements. Technologies are not now, nor will they be, in the foreseeable future, the limiting factors with regard to continuing energy efficiency improvements. There are serious barriers to energy efficiency improvement, including unwillingness to invest, lack of available and accessible information, economic disincentives and organizational barriers. A wide range of policy instruments, as well as innovative approaches have been tried in some countries in order to achieve the desired energy efficiency approaches. These include: regulation and guidelines; economic instruments and incentives; voluntary agreements and actions, information, education and training; and research, development and demonstration. An area that requires particular attention is that of improved international co-operation to develop policy instruments and technologies to meet the needs of developing countries. Material efficiency has not received the attention that it deserves. Consequently, there is a dearth of data on the qualities and quantities for final consumption, thus, making it difficult to formulate policies. Available data, however, suggest that there is a large potential for improved use of many materials in industrialized countries.

    The inevitable transformation of the electrical grid to a more distributed generation configuration requires solar system capabilities well beyond simple net-metered, grid-connected approaches. Time-of-use and peak-demand rate structures will require more sophisticated systems designs that integrate energy management and/or energy storage into the system architecture. Controlling power flow into and from the utility grid will be required to ensure grid reliability and power quality. Alternative protection strategies will also be required to accommodate large numbers of distributed energy sources. This document provides an overview of the R&D needs and describes some pathways to promising solutions. The solutions will, in many cases, require R&D of new components, innovative inverter/controllers, energy management systems, innovative energy storage and a suite of advanced control algorithms, technical methodologies, protocols and the associated communications. It is expected that these solutions will help to push the “advanced integrated system” and “smart grid” evolutionary processes forward in a faster but focused manner.

    Purpose of this report is to describe the cross-impact analysis process and microcomputer software developed for the Office of Policy, Planning, and Analysis (PPA) of DOE. First introduced in 1968, cross-impact analysis is a technique that produces scenarios of future conditions and possibilities. Cross-impact analysis has several unique attributes that make it a tool worth examining, especially in the current climate when the outlook for the economy and several of the key energy markets is uncertain. Cross-impact analysis complements the econometric, engineering, systems dynamics, or trend approaches already in use at DOE. Cross-impact analysis produces self-consistent scenarios in the broadest sense and can include interaction between the economy, technology, society and the environment. Energy policy analyses that couple broad scenarios of the future with detailed forecasting can produce more powerful results than scenario analysis or forecasts can produce alone.

  13. The role of SEA in integrating and balancing high policy objectives in European cohesion funding programmes

    Funding programmes for European cohesion policy are a crucial tool to support the sustainability goals of the European Union and national policies of its member states. All these funding programmes require a Strategic Environmental Assessment (SEA) to enhance sustainable development. This article compares five first SEA applications at cohesion policy level to discuss challenges, limitations and benefits of this instrument. In order to support the SEA-process a 'Handbook on SEA for Cohesion Policy 2007-13' (GRDP 2006) was developed. The paper examines the special requirements and challenges at the programme level given the special conditions for stakeholder involvement, integration of SEA in the programme development process and strategies to cope with uncertainties to ensure real compatibility with policy goals. Using action research and in-depth interviews with SEA planners and programme managers enabled us to analyse the suitability of the methodology proposed by the handbook. The results show that some recommendations of the handbook should be changed in order to increase the transparency and to enhance the standard and comparability of the SEA-documents. Overall the SEA proved to be a rather successful tool for the integration of sustainability goals at the EU and national policy levels. Its particular strengths emerged as the process makes uncertainties visible and leads to possible redefinitions while maintaining actual policy goals. - Highlights: Black-Right-Pointing-Pointer Comparing five case studies of first applications of SEA at cohesion policy level. Black-Right-Pointing-Pointer Overall the SEA proved to be a rather successful tool for the integration of sustainability goals.     The industrial sector consumes nearly 40% of annual global primary energy use and is responsible for a similar share of global energy-related carbon dioxide (CO2) emissions. Many studies and actual experience indicate that there is considerable potential to reduce the amount of energy used to manufacture most commodities, concurrently reducing CO2 emissions. With the support of strong policies and programs, energy-efficient technologies and measures can be implemented that will reduce global CO2 emissions. A number of countries, including the Netherlands, the UK, and China, have experience implementing aggressive programs to improve energy efficiency and reduce related CO2 emissions from industry. Even so, there is no silver bullet and all options must be pursued if greenhouse gas emissions are to be constrained to the level required to avoid significant negative impacts from global climate change.

The methods presented test the relationships between a broad set of policies and clean energy resources (energy efficiency, biomass, geothermal, solar, and wind). Energy efficiency findings are an initial foray into this type of analysis and indicate significant connections between reduced energy use and buildings codes, energy efficiency resource standards (in some cases), and electricity price. Renewable energy findings specify that there is most often a relationship between state policies and solar and wind development, indicating that while policies might apply to a wide variety of renewable resources, further tailoring of policy specifics to resource needs may lead to increased development of a wider variety of renewable energy resources. Further research is needed to refine the connections between clean energy development and policy, especially in the area of the impact of the length of time that a policy has been in place.

  9. Development of an Integrated Global Energy Model

    The primary objective of this research was to develop a forefront analysis tool for application to enhance understanding of long-term, global, nuclear-energy and nuclear-material futures. To this end, an existing economics-energy-environmental (E{sup 3}) model was adopted, modified, and elaborated to examine this problem in a multi-regional (13), long-term ({approximately}2,100) context. The E{sup 3} model so developed was applied to create a Los Alamos presence in this E{sup 3} area through ''niche analyses'' that provide input to the formulation of policies dealing with and shaping of nuclear-energy and nuclear-materials futures. Results from analyses using the E{sup 3} model have been presented at a variety of national and international conferences and workshops. Through use of the E{sup 3} model Los Alamos was afforded the opportunity to participate in a multi-national E{sup 3} study team that is examining a range of global, long-term nuclear issues under the auspices of the IAEA during the 1998-99 period . Finally, the E{sup 3} model developed under this LDRD project is being used as an important component in more recent Nuclear Material Management Systems (NMMS) project.

    Electric energy storage technologies have recently been in the spotlight, discussed as essential grid assets that can provide services to increase the reliability and resiliency of the grid, including furthering the integration of variable renewable energy resources. Though they can provide numerous grid services, there are a number of factors that restrict their current deployment. The most significant barrier to deployment is high capital costs, though several recent deployments indicate that capital costs are decreasing and energy storage may be the preferred economic alternative in certain situations. However, a number of other market and regulatory barriers persist, limiting further deployment. These barriers can be categorized into regulatory barriers, market (economic) barriers, utility and developer business model barriers, crosscutting barriers and technology barriers. This report, through interviews with stakeholders and review of regulatory filings in four regions roughly representative of the United States, identifies the key barriers restricting further energy storage development in the country. The report also includes a discussion of possible solutions to address these barriers and a review of initiatives around the country at the federal, regional and state levels that are addressing some of these issues. Energy storage could have a key role to play in the future grid, but market and regulatory issues have to be addressed to allow storage resources open market access and compensation for the services they are capable of providing. Progress has been made in this effort, but much remains to be done and will require continued engagement from regulators, policy makers, market operators, utilities, developers and manufacturers.

    Tensions between the energy and water sectors occur when demand for electric power is high and water supply levels are low. There are several regions of the country, such as the western and southwestern states, where the confluence of energy and water is always strained due to population growth. However, for much of the country, this tension occurs at particular times of year (e.g., summer) or when a region is suffering from drought conditions. This report discusses prior work on the interdependencies between energy and water. It identifies the types of power plants that are most likely to be susceptible to water shortages, the regions of the country where this is most likely to occur, and policy options that can be applied in both the energy and water sectors to address the issue. The policy options are designed to be applied in the near term, applicable to all areas of the country, and to ease the tension between the energy and water sectors by addressing peak power demand or decreased water supply.

  10. INTEGRATED ENERGY EFFICIENT WINDOW-WALL SYSTEMS

    The building industry faces the challenge of reducing energy use while simultaneously improving construction methods and marketability. This paper describes the first phase of a project to address these concerns by designing an Integrated Window Wall System (IWWS) that can be commercialized. This work builds on previous research conducted during the 1990's by Lawrence Berkeley national Laboratories (LBNL). During this phase, the objective was to identify appropriate technologies, problems and issues and develop a number of design concepts. Four design concepts were developed into prototypes and preliminary energy analyses were conducted Three of these concepts (the foam wall, steel wall, and stiffened plate designs) showed particular potential for meeting the project objectives and will be continued into a second phase where one or two of the systems will be brought closer to commercialization.

  14. Climate change and energy security: an analysis of policy research

    The literature on climate change's impacts on energy security is scattered across disparate fields of research and schools of thought. Much of this literature has been produced outside of the academy by scholars and practitioners working in "think tanks," government agencies, and international/multilateral institutions. Here we reviewed a selected set of 58 articles and reports primarily from such sources and performed textual analysis of the arguments. Our review of this literature identifies three potential mechanisms for linking climate change and energy security: Climate change may 1) create second-order effects that may exacerbate social instability and disrupt energy systems; 2) directly impact energy supply and/or systems or 3) influence energy security through the effects of climate-related policies. We identify emerging risks to energy security driven by climate mitigation tech-nology choices but find less evidence of climate change's direct physical impacts. We used both empirical and qualitative selection factors for choosing the grey literature sample. The sources we selected were published in the last 5 years, available through electronic media and were written in language accessible to general policy or academic readers. The organi-zations that published the literature had performed previous research in the general fields of energy and/or climate change with some analytical content and identified themselves as non-partisan. This literature is particularly valuable to scholars because identifies understudied relationships that can be rigorously assessed through academic tools and methodologies and informs a translational research agenda that will allow scholars to engage with practitioners to address challenges that lie at the nexus of climate change and energy security.

  18. Lifecycle Assessment of Beijing-Area Building Energy Use and Emissions: Summary Findings and Policy Applications

    Buildings are at the locus of three trends driving China's increased energy use and emissions: urbanization, growing personal consumption, and surging heavy industrial production. Migration to cities and urban growth create demand for new building construction. Higher levels of per-capita income and consumption drive building operational energy use with demand for higher intensity lighting, thermal comfort, and plug-load power. Demand for new buildings, infrastructure, and electricity requires heavy industrial production. In order to quantify the implications of China's ongoing urbanization, rising personal consumption, and booming heavy industrial sector, this study presents a lifecycle assessment (LCA) of the energy use and carbon emissions related to residential and commercial buildings. The purpose of the LCA model is to quantify the impact of a given building and identify policy linkages to mitigate energy demand and emissions growth related to China's new building construction. As efficiency has become a higher priority with growing energy demand, policy and academic attention to buildings has focused primarily on operational energy use. Existing studies estimate that building operational energy consumption accounts for approximately 25% of total primary energy use in China. However, buildings also require energy for mining, extracting, processing, manufacturing, and transporting materials, as well as energy for construction, maintenance, and decommissioning. Building and supporting infrastructure construction is a major driver of industry consumption--in 2008 industry accounted for 72% of total Chinese energy use. The magnitude of new building construction is large in China--in 2007, for example, total built floor area reached 58 billion square meters. During the construction boom in 2007 and 2008, more than two billion m{sup 2} of building space were added annually; China's recent construction is estimated to account for half of global construction. Lawrence Berkeley National Laboratory (LBNL) developed an integrated LCA model to capture the energy and emissions implications of all aspects of new buildings from material mining through construction, operations, and decommissioning. Over the following four sections, this report describes related existing research, the LBNL building LCA model structure and results, policy linkages of this lifecycle assessment, and conclusions and recommendations for follow-on work. The LBNL model is a first-order approach to gathering local data and applying lifecycle assessment to buildings in the Beijing area--it represents one effort among a range of established, predominantly American and European, LCA models. This report identifies the benefits, limitations, and policy applications of lifecycle assessment modeling for quantifying the energy and emissions impacts of specific residential and commercial buildings.
