The building industry faces the challenge of reducing energy use while simultaneously improving construction methods and marketability. This paper describes the first phase of a project to address these concerns by designing an Integrated Window Wall System (IWWS) that can be commercialized. This work builds on previous research conducted during the 1990's by Lawrence Berkeley national Laboratories (LBNL). During this phase, the objective was to identify appropriate technologies, problems and issues and develop a number of design concepts. Four design concepts were developed into prototypes and preliminary energy analyses were conducted Three of these concepts (the foam wall, steel wall, and stiffened plate designs) showed particular potential for meeting the project objectives and will be continued into a second phase where one or two of the systems will be brought closer to commercialization.

High Efficiency Integrated Package

Solid-state lighting based on LEDs has emerged as a superior alternative to inefficient conventional lighting, particularly incandescent. LED lighting can lead to 80 percent energy savings; can last 50,000 hours – 2-50 times longer than most bulbs; and contains no toxic lead or mercury. However, to enable mass adoption, particularly at the consumer level, the cost of LED luminaires must be reduced by an order of magnitude while achieving superior efficiency, light quality and lifetime. To become viable, energy-efficient replacement solutions must deliver system efficacies of ? 100 lumens per watt (LPW) with excellent color rendering (CRI > 85) at a cost that enables payback cycles of two years or less for commercial applications. This development will enable significant site energy savings as it targets commercial and retail lighting applications that are most sensitive to the lifetime operating costs with their extended operating hours per day. If costs are reduced substantially, dramatic energy savings can be realized by replacing incandescent lighting in the residential market as well. In light of these challenges, Cree proposed to develop a multi-chip integrated LED package with an output of > 1000 lumens of warm white light operating at an efficacy of at least 128 LPW with a CRI > 85. This product will serve as the light engine for replacement lamps and luminaires. At the end of the proposed program, this integrated package was to be used in a proof-of-concept lamp prototype to demonstrate the component’s viability in a common form factor. During this project Cree SBTC developed an efficient, compact warm-white LED package with an integrated remote color down-converter. Via a combination of intensive optical, electrical, and thermal optimization, a package design was obtained that met nearly all project goals. This package emitted 1295 lm under instant-on, room-temperature testing conditions, with an efficacy of 128.4 lm/W at a color temperature of ~2873K and 83 CRI. As such, the package’s performance exceeds DOE’s warm-white phosphor LED efficacy target for 2013. At the end of the program, we assembled an A19 sized demonstration bulb housing the integrated package which met Energy Star intensity variation requirements. With further development to reduce overall component cost, we anticipate that an integrated remote converter package such as developed during this program will find application in compact, high-efficacy LED-based lamps, particularly those requiring omnidirectional emission.

Recovery Act: Integrated DC-DC Conversion for Energy-Efficient Multicore Processors

In this project, we have developed the use of thin-film magnetic materials to improve in energy efficiency of digital computing applications by enabling integrated dc-dc power conversion and management with on-chip power inductors. Integrated voltage regulators also enables fine-grained power management, by providing dynamic scaling of the supply voltage in concert with the clock frequency of synchronous logic to throttle power consumption at periods of low computational demand. The voltage converter generates lower output voltages during periods of low computational performance requirements and higher output voltages during periods of high computational performance requirements. Implementation of integrated power conversion requires high-capacity energy storage devices, which are generally not available in traditional semiconductor processes. We achieve this with integration of thin-film magnetic materials into a conventional complementary metal-oxide-semiconductor (CMOS) process for high-quality on-chip power inductors. This project includes a body of work conducted to develop integrated switch-mode voltage regulators with thin-film magnetic power inductors. Soft-magnetic materials and inductor topologies are selected and optimized, with intent to maximize efficiency and current density of the integrated regulators. A custom integrated circuit (IC) is designed and fabricated in 45-nm CMOS silicon-on-insulator (SOI) to provide the control system and power-train necessary to drive the power inductors, in addition to providing a digital load for the converter. A silicon interposer is designed and fabricated in collaboration with IBM Research to integrate custom power inductors by chip stacking with the 45-nm CMOS integrated circuit, enabling power conversion with current density greater than 10A/mm2. The concepts and designs developed from this work enable significant improvements in performance-per-watt of future microprocessors in servers, desktops, and mobile devices. These new approaches to scaled voltage regulation for computing devices also promise significant impact on electricity consumption in the United States and abroad by improving the efficiency of all computational platforms. In 2006, servers and datacenters in the United States consumed an estimated 61 billion kWh or about 1.5% of the nation's total energy consumption. Federal Government servers and data centers alone accounted for about 10 billion kWh, for a total annual energy cost of about $450 million. Based upon market growth and efficiency trends, estimates place current server and datacenter power consumption at nearly 85 billion kWh in the US and at almost 280 billion kWh worldwide. Similar estimates place national desktop, mobile and portable computing at 80 billion kWh combined. While national electricity utilization for computation amounts to only 4% of current usage, it is growing at a rate of about 10% a year with volume servers representing one of the largest growth segments due to the increasing utilization of cloud-based services. The percentage of power that is consumed by the processor in a server varies but can be as much as 30% of the total power utilization, with an additional 50% associated with heat removal. The approaches considered here should allow energy efficiency gains as high as 30% in processors for all computing platforms, from high-end servers to smart phones, resulting in a direct annual energy savings of almost 15 billion kWh nationally, and 50 billion kWh globally. The work developed here is being commercialized by the start-up venture, Ferric Semiconductor, which has already secured two Phase I SBIR grants to bring these technologies to the marketplace.

Selection and integration of high performance home features are two sides of the same coin in energy efficient sustainable construction. Many advanced technologies are available for selection, but it is in the integration of these technologies into an affordable set of features that can be used on a production basis by builders, that ensures whole-house performance meets expectations. This research high performance home analyzes how a set of advanced technologies can be integrated into a durable and energy efficient house in the mixed-humid climate while remaining affordable to homeowners. The technical solutions documented in this report are the cornerstone of the builder's entire business model based on delivering high-performance homes on a production basis as a standard product offering to all price segments of the residential market. Home Innovation Research Labs partnered with production builder Nexus EnergyHomes (CZ 4). The builder plans to adopt the successful components of the energy solution package for all 55 homes in the community. The research objective was to optimize the builder's energy solution package based on energy performance and construction costs. All of the major construction features, including envelope upgrades, space conditioning system, hot water system, and solar electric system were analyzed. The information in this report can be used by builders and designers to evaluate options, and the integration of options, for increasing the efficiency of home designs in climate zone 4. The data also provide a point of reference for evaluating estimates of energy savings and costs for specific features.

Adoption of efficient end-use technologies is one of the key measures for reducing greenhouse gas (GHG) emissions. How to effectively analyze and manage the costs associated with GHG reductions becomes extremely important for the industry and policy makers around the world. Energy-climate (EC) models are often used for analyzing the costs of reducing GHG emissions for various emission-reduction measures, because an accurate estimation of these costs is critical for identifying and choosing optimal emission reduction measures, and for developing related policy options to accelerate market adoption and technology implementation. However, accuracies of assessing of GHG-emission reduction costs by taking into account the adoption of energy efficiency technologies will depend on how well these end-use technologies are represented in integrated assessment models (IAM) and other energy-climate models.

Detailed computer simulations validated by full scale testing indicate that roof pond type passive cooling systems can provide acceptable residential temperature conditions in all climates of the United States. Passive cooling systems as presently conceived, however, require complementary dehumidification to carry existing latent loads. A study is made of the relative dehumidification efficiencies of conventional air conditioners and an improved mechanical dehumidifier which utilizes sensible cooling recovery. The effects of dew point and dry bulb temperatures, controller set point and humidity band width, infiltration, and climate are evaluated. A simple dehumidifier sizing procedure is presented. Results indicate that the improved dehumidifiers are several times as efficient as conventional air conditioners under desired steady state room conditions. It is also shown that dehumidifier capacities at AHAM test conditions may be misleading if used for design purposes.

Silicon-organic hybrid integrated devices have emerging applications ranging from high-speed optical interconnects to photonic electromagnetic-field sensors. Silicon slot photonic crystal waveguides (PCWs) filled with electro-optic (EO) polymers combine the slow-light effect in PCWs with the high polarizability of EO polymers, which promises the realization of high-performance optical modulators. In this paper, a broadband, power-efficient, low-dispersion, and compact optical modulator based on an EO polymer filled silicon slot PCW is presented. A small voltage-length product of V{\\pi}*L=0.282Vmm is achieved, corresponding to an unprecedented record-high effective in-device EO coefficient (r33) of 1230pm/V. Assisted by a backside gate voltage, the modulation response up to 50GHz is observed, with a 3-dB bandwidth of 15GHz, and the estimated energy consumption is 94.4fJ/bit at 10Gbit/s. Development of Bottom-up Representation of Industrial Energy Efficiency Technologies in Integrated Assessment Models for the Iron and Steel Sector

Adoption of efficient end-use technologies is one of the key measures for reducing greenhouse gas (GHG) emissions. With the working of energy programs and policies on carbon regulation, how to effectively analyze and manage the costs associated with GHG reductions become extremely important for the industry and policy makers around the world. Energy-climate (EC) models are often used for analyzing the costs of reducing GHG emissions (e.g., carbon emission) for various emission-reduction measures, because an accurate estimation of these costs is critical for identifying and choosing optimal emission reduction measures, and for developing related policy options to accelerate market adoption and technology implementation. However, accuracies of assessing of GHG-emission reduction costs by taking into account the adoption of energy efficiency technologies will depend on how well these end-use technologies are represented in integrated assessment models (IAM) and other energy-climate models. In this report, we first conduct brief overview on different representations of end-use technologies (mitigation measures) in various energy-climate models, followed by problem statements, and a description of the basic concepts of quantifying the cost of conserved energy including integrating non-regrets options. A non-regrets option is defined as a GHG reduction option that is cost effective, without considering their additional benefits related to reducing GHG emissions. Based upon these, we develop information on costs of mitigation measures and technological change. These serve as the basis for collating the data on energy savings and costs for their future use in integrated assessment models. In addition to descriptions of the iron and steel making processes, and the mitigation measures identified in this study, the report includes tabulated databases on costs of measure implementation, energy savings, carbon-emission reduction, and lifetimes. The cost curve data on mitigation measures are available over time, which allows an estimation of technological change over a decade-long historical period. In particular, the report will describe new treatment of technological change in energy-climate modeling for this industry sector, i.e., assessing the changes in costs and energy-savings potentials via comparing 1994 and 2002 conservation supply curves. In this study, we compared the same set of mitigation measures for both 1994 and 2002 -- no additional mitigation measure for year 2002 was included due to unavailability of such data. Therefore, the estimated potentials in total energy savings and carbon reduction would most likely be more conservative for year 2002 in this study. Based upon the cost curves, the rate of change in the savings potential at a given cost can be evaluated and be used to estimate future rates of change that can be the input for energy-climate models. Through characterizing energy-efficiency technology costs and improvement potentials, we have developed and presented energy cost curves for energy efficiency measures applicable to the U.S. iron and steel industry for the years 1994 and 2002. The cost curves can change significantly under various scenarios: the baseline year, discount rate, energy intensity, production, industry structure (e.g., integrated versus secondary steel making and number of plants), efficiency (or mitigation) measures, share of iron and steel production to which the individual measures can be applied, and inclusion of other non-energy benefits. Inclusion of other non-energy benefits from implementing mitigation measures can reduce the costs of conserved energy significantly. In addition, costs of conserved energy (CCE) for individual mitigation measures increase with the increases in discount rates, resulting in a general increase in total cost of mitigation measures for implementation and operation with a higher discount rate. The impact of environmental constraints on productivity improvement and energy efficiency in integrated paper and steel plants

This paper presents a methodology and results for assessing the impact of production and energy efficiency, environmental regulation, and abatement capital expenditure constraints (e.g. capital rationing) on the productivity of energy and pollution intensive sectors. Energy is treated like any other production input when examining evidence of inefficiency. We find that capital rationing and environmental regulations do contribute to productivity and energy efficiency losses, but do not explain all of the production and energy inefficiencies observed in the paper industry. A summary of the energy source of production inefficiency found in the paper industry, is presented.. Each source is derived as the incremental contribution., i.e. the first is constraints on capital, the second in environmental regulation not accounted for by the first, and the final component is production inefficiency that is not accounted for my any of the- environmental analysis. While the methods are very data intensive, they reveal much more that analysis of aggregate data, 1835 since the only plant level data can provide the estimates of inefficiency that this methodology employs.

The International Utility Efficiency Partnerships, Inc. (IUEP) has been a leader among the industry groups that have supported voluntary initiatives to promote international energy efficiency projects and address global climate change. The IUEP maintains its leadership by both supporting international greenhouse gas (GHG) reduction projects under the auspices of the U.S. Department of Energy (DOE) and by partnering with U.S. and international organizations to develop and implement strategies and specific energy efficiency projects. The goals of the IUEP program are to (1) provide a way for U.S. industry to maintain a leadership role in international energy efficiency infrastructure projects; (2) identify international energy project development opportunities to continue its leadership in supporting voluntary market-based mechanisms to reduce GHG emissions; and (3) demonstrate private sector commitment to voluntary approaches to global climate issues. The IUEP is dedicated to identifying, promoting, managing, and assisting in the registration of international energy efficiency projects that result in demonstrated voluntary reductions of GHG emissions. This Final Technical Report summarizes the IUEP's work in identifying, promoting, managing, and assisting in development of these projects and IUEP's effort in creating international cooperative partnerships to support project development activities that develop and deploy technologies that (1) increase efficiency in the production, delivery and use of energy; (2) increase the use of cleaner, low-carbon fuels in processing products; and (3) capture/sequester carbon gases from energy systems. Through international cooperative efforts, the IUEP intends to strengthen partnerships for energy technology innovation and demonstration projects capable of providing cleaner energy in a cost-effective manner. As detailed in this report, the IUEP met program objectives and goals during the reporting period January 1, 2001 through December 31, 2002. At the request of the DOE, we have also included in this report additional activities during the reporting period January, 1999 through January, 2001. This additional information had been reported earlier in the Final Technical Reports that summarized activities undertaken in those earlier periods.

The energy efficiency upgrades project at Hardin County General Hospital did not include research nor was it a demonstration project. The project enabled the hospital to replace outdated systems with modern efficient models. Hardin County General Hospital is a 501c3, nonprofit hospital and the sole community provider for Hardin and Pope Counties of Illinois. This project provided much needed equipment and facility upgrades that would not have been possible through locally generated funding. Task 1 was a reroofing of the hospital. The hospital architect designed the replacement to increase the energy efficiency of the hospital roof/ceiling structure. Task 2 was replacement and installation of a new more efficient CT scanner for the hospital. Included in the project was replacement of HVAC equipment for the entire radiological suite. Task 5 was a replacement and installation of a new higher capacity diesel-fueled emergency generator for the hospital replacing a 50+ year old gas-fired generator. Task 7 was the replacement of 50+ year-old walk-in cooler/freezer with a newer, energy efficient model. Task 8 was the replacement of 10+ year-old washing machines in the hospital laundry with higher capacity, energy efficient models. Task 9 was replacement of 50-year old single pane curtain window system with double-pane insulated windows. Additionally, insulation was added around ventilation systems and the curtain wall system.

Energy efficient data centers

Data Center facilities, prevalent in many industries and institutions are essential to California's economy. Energy intensive data centers are crucial to California's industries, and many other institutions (such as universities) in the state, and they play an important role in the constantly evolving communications industry. To better understand the impact of the energy requirements and energy efficiency improvement potential in these facilities, the California Energy Commission's PIER Industrial Program initiated this project with two primary focus areas: First, to characterize current data center electricity use; and secondly, to develop a research ''roadmap'' defining and prioritizing possible future public interest research and deployment efforts that would improve energy efficiency. Although there are many opinions concerning the energy intensity of data centers and the aggregate effect on California's electrical power systems, there is very little publicly available information. Through this project, actual energy consumption at its end use was measured in a number of data centers. This benchmark data was documented in case study reports, along with site-specific energy efficiency recommendations. Additionally, other data center energy benchmarks were obtained through synergistic projects, prior PG&E studies, and industry contacts. In total, energy benchmarks for sixteen data centers were obtained. For this project, a broad definition of ''data center'' was adopted which included internet hosting, corporate, institutional, governmental, educational and other miscellaneous data centers. Typically these facilities require specialized infrastructure to provide high quality power and cooling for IT equipment. All of these data center types were considered in the development of an estimate of the total power consumption in California. Finally, a research ''roadmap'' was developed through extensive participation with data center professionals, examination of case study findings, and participation in data center industry meetings and workshops. Industry partners enthusiastically provided valuable insight into current practice, and helped to identify areas where additional public interest research could lead to significant efficiency improvement. This helped to define and prioritize the research agenda. The interaction involved industry representatives with expertise in all aspects of data center facilities, including specialized facility infrastructure systems and computing equipment. In addition to the input obtained through industry workshops, LBNL's participation in a three-day, comprehensive design ''charrette'' hosted by the Rocky Mountain Institute (RMI) yielded a number of innovative ideas for future research.

An energy efficient distillation method is provided which is particularly adapted for use on a dairy farm, and which comprises a distilland evaporating receptacle, a distillate condensing receptacle, and a conduit interconnecting the evaporating receptacle and the condensing receptacle. A vacuum pump is provided for drawing a partial vacuum within the evaporating receptacle, and a vapor compression refrigeration system is provided which includes condenser coils disposed to heat and vaporize the distilland while it is within the evaporating receptacle, and evaporator coils for cooling and condensing the vaporized distilland in the condensing receptacle. A cooling distribution system is also provided whereby a variable portion of the cooling potential of the refrigeration system may be selectively directed to each of the condensing receptacle, a distillate receiver tank, or to a bulk milk container as utilized on a dairy farm or the like.

The method recently proposed by Skala and Cizek for calculating perturbation energies in a strict sense is ambiguous because it is expressed as a ratio of two quantities which are separately divergent. Even though this ratio comes out finite and gives the correct perturbation energies, the calculational process must be regularized to be justified. We examine one possible method of regularization and show that the proposed method gives traditional quantum mechanics results.

This fact sheet describes the purpose, lab specifications, applications scenarios, and information on how to partner with NREL's Energy Systems Integration Laboratory at the Energy Systems Integration Facility. The Energy Systems Integration Laboratory at NREL's Energy Systems Integration Facility (ESIF) provides a flexible, renewable-ready platform for research, development, and testing of state-of-the-art hydrogen-based and other energy storage systems. The main focus of the laboratory is assessment of the technical readiness, performance characterization, and research to help industry move these systems towards optimal renewable-based production and efficient utilization of hydrogen. Research conducted in the Energy Systems Integration Laboratory will advance engineering knowledge and market deployment of hydrogen technologies to support a growing need for versatile distributed electricity generation, applications in microgrids, energy storage for renewables integration, and home and station-based hydrogen vehicle fueling. Research activities are targeted to improve the technical readiness of the following: (1) Low and high temperature electrolyzers, reformers and fuel cells; (2) Mechanical and electrochemical compression systems; (3) Hydrogen storage; (4) Hydrogen vehicle refueling; and (5) Internal combustion or turbine technology for electricity production. Examples of experiments include: (1) Close- and direct-coupling of renewable energy sources (PV and wind) to electrolyzers; (2) Performance and efficiency validation of electrolyzers, fuel cells, and compressors; (3) Reliability and durability tracking and prediction; (4) Equipment modeling and validation testing; (5) Internal combustion or turbine technology for electricity production; and (6) Safety and code compliance.

PROGRESS IN ENERGY EFFICIENT BUILDINGS

Recent accomplishments in buildings energy research by the diverse groups in the Energy Efficient Buildings Program at Lawrence Berkeley Laboratory (LBL) are summarized. We review technological progress in the areas of ventilation and indoor air quality, buildings energy performance, computer modeling, windows, and artificial lighting. The need for actual consumption data to track accurately the improving energy efficiency of buildings is being addressed by the Buildings Energy Data (BED) Group at LBL. We summarize results to date from our Building Energy Use Compilation and Analysis (BECA) studies, which include time trends in the energy consumption of new commercial and new residential buildings, the measured savings being attained by both commercial and residential retrofits, and the cost-effectiveness of buildings energy conservation measures. We also examine recent comparisons of predicted vs. actual energy usage/savings, and present the case for building energy use labels.

Cleanroom Energy Efficiency Workshop Proceedings

On March 15, 1999, Lawrence Berkeley National Laboratory hosted a workshop focused on energy efficiency in Cleanroom facilities. The workshop was held as part of a multiyear effort sponsored by the California Institute for Energy Efficiency, and the California Energy Commission. It is part of a project that concentrates on improving energy efficiency in Laboratory type facilities including cleanrooms. The project targets the broad market of laboratory and cleanroom facilities, and thus cross-cuts many different industries and institutions. This workshop was intended to raise awareness by sharing case study success stories, providing a forum for industry networking on energy issues, contributing LBNL expertise in research to date, determining barriers to implementation and possible solutions, and soliciting input for further research.

Data centers provide mission-critical computing functions vital to the daily operation of top U.S. economic, scientific, and technological organizations. These data centers consume large amounts of energy to run and maintain their computer systems, servers, and associated high-performance components?up to 3% of all U.S. electricity powers data centers. And as more information comes online, data centers will consume even more energy. Data centers can become more energy efficient by incorporating features like power-saving "stand-by" modes, energy monitoring software, and efficient cooling systems instead of energy-intensive air conditioners. These and other efficiency improvements to data centers can produce significant energy savings, reduce the load on the electric grid, and help protect the nation by increasing the reliability of critical computer operations.

Integrating energy expertise into building design

Most commercial buildings designed to today will use more energy to operate, and cost more to design and construct than necessary. Significant energy savings cold be achieved with little or not increase in first cost if energy-efficient design technologies were used. Research into integration of building systems indicates that by considering energy performance early in the design process, energy savings between 30% and 50% of current energy consumption rates are technically and economically feasible. However, most building design teams do not adequately consider the energy impacts of design decisions to achieve these savings. The US Department of Energy has initiated a project, led by Pacific Northwest Laboratory, to develop advanced computer-based technologies that will help designers take advantage of these large potential energy savings. The objective of this work is to develop automated, intelligent, energy design assistance that can be integrated into computer aided design systems of the future. This paper examines the need for this technology by identifying the impediments to energy-efficient design, identifies essential and desirable features of such systems, presents the concept under development in this effort, illustrates how energy expertise might be incorporated into design, and discusses the importance of an integrated approach. 8 refs., 1 fig.

NREL's Building-Integrated Supercomputer Provides Heating and Efficient Computing (Fact Sheet)

NREL's Energy Systems Integration Facility (ESIF) is meant to investigate new ways to integrate energy sources so they work together efficiently, and one of the key tools to that investigation, a new supercomputer, is itself a prime example of energy systems integration. NREL teamed with Hewlett-Packard (HP) and Intel to develop the innovative warm-water, liquid-cooled Peregrine supercomputer, which not only operates efficiently but also serves as the primary source of building heat for ESIF offices and laboratories. This innovative high-performance computer (HPC) can perform more than a quadrillion calculations per second as part of the world's most energy-efficient HPC data center.

Energy Efficiency Indicators Methodology Booklet  

SciTech Connect (OSTI)

This Methodology Booklet provides a comprehensive review and methodology guiding principles for constructing energy efficiency indicators, with illustrative examples of application to individual countries. It reviews work done by international agencies and national government in constructing meaningful energy efficiency indicators that help policy makers to assess changes in energy efficiency over time. Building on past OECD experience and best practices, and the knowledge of these countries' institutions, relevant sources of information to construct an energy indicator database are identified. A framework based on levels of hierarchy of indicators -- spanning from aggregate, macro level to disaggregated end-use level metrics -- is presented to help shape the understanding of assessing energy efficiency. In each sector of activity: industry, commercial, residential, agriculture and transport, indicators are presented and recommendations to distinguish the different factors affecting energy use are highlighted. The methodology booklet addresses specifically issues that are relevant to developing indicators where activity is a major factor driving energy demand. A companion spreadsheet tool is available upon request.

This report on the design, construction, and monitoring of an energy efficient residence and a conventional comparison home by the National Association of Home Builders Research Foundation, Inc. The report describes the two homes in considerable detail, summarizes the results of the energy and other measurements, and evaluates many of the energy conservation techniques used. Finally, these results are synthesized with the foundation's other energy conservation experience into two lists of energy saving design tips for homes in both colder and warmer climates. Most of the design tips are accompanied by brief comments intended to aid in their interpretation and use.

The Southern Energy Efficiency Center (SEEC) builds collaborative partnerships with: state and local governments and their program support offices, the building delivery industry (designers, contractors, realtors and commissioning agents), product manufacturers and their supply chains, utilities and their program implementers, consumers and other stakeholders in order to forge a strong regional network of building energy efficiency allies. Through a project Steering Committee composed of the state energy offices and building industry stakeholders, the SEEC works to establish consensus-based goals, priorities and strategies at the regional, state and local levels that will materially advance the deployment of high-performance “beyond code” buildings. In its first Phase, SEEC will provide limited technical and policy support assistance, training, certification and education to a wide spectrum of the building construction, codes and standards, and the consumer marketplace.

No maintenance -- no energy efficiency

Field investigations illustrate that it is not realistic to expect new high-tech equipment to function for a full life expectancy at high efficiency without significant operations and maintenance (O&M). A simple walk through inspection of most buildings reveals extensive equipment that is being operated on manual override, is incorrectly adjusted and operating inefficiently, or is simply inoperative. This point is illustrated with two examples at Robins Air Force Base, Georgia. The first describes development of a comprehensive, base-wide, steam trap maintenance program. The second describes a measured evaluation from a typical office building. The objective of both examples was to assess the importance of proper O&M. The proposed ``O&M First`` philosophy will result in more efficient building HVAC operation, provide improved services to the building occupants, and reduce energy consumption and unscheduled equipment repair/replacement. Implementation of a comprehensive O&M program will result in a 15--25% energy savings. The O&M foundation that is established will allow other energy conservation activities such is demand side management or energy management and control systems, to achieve and maintain their expected energy savings.

Energy Efficiency Through Lighting Upgrades

Lighting upgrades including neon to LED, incandescent to CFL's and T-12 to T-8 and T-5's were completed through this grant. A total of 16 Chickasaw nation facilities decreased their carbon footprint because of these grant funds. Calculations used were based on comparing the energy usage from the previous year�¢����s average and the current energy usage. For facilities without a full year's set of energy bills, the month after installation was compared to the same month from the previous year. Overall, the effect the lighting change-outs had for the gaming centers and casinos far exceeded expectations. For the Madill Gaming Center; both an interior and exterior upgrade was performed which resulted in a 31% decrease in energy consumption. This same reduction was seen in every facility that participated in the grant. Just by simply changing out light bulbs to newer energy efficient equivalents, a decrease in energy usage can be achieved and this was validated by the return on investment seen at Chickasaw Nation facilities. Along with the technical project tasks were awareness sessions presented at Chickasaw Head Starts. The positive message of environmental stewardship was passed down to head start students and passed along to Chickasaw employees. Excitement was created in those that learned what they could do to help reduce their energy bills and many followed through and took the idea home. For a fairy low cost, the general public can also use this technique to lower their energy consumption both at home and at work. Although the idea behind the project was somewhat simple, true benefits have been gained through environmental awareness and reductions of energy costs.

Energy efficient sensor network implementations

In this paper, we discuss a low power embedded sensor node architecture we are developing for distributed sensor network systems deployed in a natural environment. In particular, we examine the sensor node for energy efficient processing-at-the-sensor. We analyze the following modes of operation; event detection, sleep(wake-up), data acquisition, data processing modes using low power, high performance embedded technology such as specialized embedded DSP processors and a low power FPGAs at the sensing node. We use compute intensive sensor node applications: an acoustic vehicle classifier (frequency domain analysis) and a video license plate identification application (learning algorithm) as a case study. We report performance and total energy usage for our system implementations and discuss the system architecture design trade offs.

Advanced Energy Efficient Roof System

Energy consumption in buildings represents 40 percent of primary U.S. energy consumption, split almost equally between residential (22%) and commercial (18%) buildings.1 Space heating (31%) and cooling (12%) account for approximately 9 quadrillion Btu. Improvements in the building envelope can have a significant impact on reducing energy consumption. Thermal losses (or gains) from the roof make up 14 percent of the building component energy load. Infiltration through the building envelope, including the roof, accounts for an additional 28 percent of the heating loads and 16 percent of the cooling loads. These figures provide a strong incentive to develop and implement more energy efficient roof systems. The roof is perhaps the most challenging component of the building envelope to change for many reasons. The engineered roof truss, which has been around since 1956, is relatively low cost and is the industry standard. The roof has multiple functions. A typical wood frame home lasts a long time. Building codes vary across the country. Customer and trade acceptance of new building products and materials may impede market penetration. The energy savings of a new roof system must be balanced with other requirements such as first and life-cycle costs, durability, appearance, and ease of construction. Conventional residential roof construction utilizes closely spaced roof trusses supporting a layer of sheathing and roofing materials. Gypsum board is typically attached to the lower chord of the trusses forming the finished ceiling for the occupied space. Often in warmer climates, the HVAC system and ducts are placed in the unconditioned and otherwise unusable attic. High temperature differentials and leaky ducts result in thermal losses. Penetrations through the ceilings are notoriously difficult to seal and lead to moisture and air infiltration. These issues all contribute to greater energy use and have led builders to consider construction of a conditioned attic. The options considered to date are not ideal. One approach is to insulate between the trusses at the roof plane. The construction process is time consuming and costs more than conventional attic construction. Moreover, the problems of air infiltration and thermal bridges across the insulation remain. Another approach is to use structurally insulated panels (SIPs), but conventional SIPs are unlikely to be the ultimate solution because an additional underlying support structure is required except for short spans. In addition, wood spline and metal locking joints can result in thermal bridges and gaps in the foam. This study undertook a more innovative approach to roof construction. The goal was to design and evaluate a modular energy efficient panelized roof system with the following attributes: (1) a conditioned and clear attic space for HVAC equipment and additional finished area in the attic; (2) manufactured panels that provide structure, insulation, and accommodate a variety of roofing materials; (3) panels that require support only at the ends; (4) optimal energy performance by minimizing thermal bridging and air infiltration; (5) minimal risk of moisture problems; (6) minimum 50-year life; (7) applicable to a range of house styles, climates and conditions; (8) easy erection in the field; (9) the option to incorporate factory-installed solar systems into the panel; and (10) lowest possible cost. A nationwide market study shows there is a defined market opportunity for such a panelized roof system with production and semi-custom builders in the United States. Senior personnel at top builders expressed interest in the performance attributes and indicate long-term opportunity exists if the system can deliver a clear value proposition. Specifically, builders are interested in (1) reducing construction cycle time (cost) and (2) offering increased energy efficiency to the homebuyer. Emerging energy-efficient technologies for industry

For this study, we identified about 175 emerging energy-efficient technologies in industry, of which we characterized 54 in detail. While many profiles of individual emerging technologies are available, few reports have attempted to impose a standardized approach to the evaluation of the technologies. This study provides a way to review technologies in an independent manner, based on information on energy savings, economic, non-energy benefits, major market barriers, likelihood of success, and suggested next steps to accelerate deployment of each of the analyzed technologies. There are many interesting lessons to be learned from further investigation of technologies identified in our preliminary screening analysis. The detailed assessments of the 54 technologies are useful to evaluate claims made by developers, as well as to evaluate market potentials for the United States or specific regions. In this report we show that many new technologies are ready to enter the market place, or are currently under development, demonstrating that the United States is not running out of technologies to improve energy efficiency and economic and environmental performance, and will not run out in the future. The study shows that many of the technologies have important non-energy benefits, ranging from reduced environmental impact to improved productivity. Several technologies have reduced capital costs compared to the current technology used by those industries. Non-energy benefits such as these are frequently a motivating factor in bringing technologies such as these to market. Further evaluation of the profiled technologies is still needed. In particular, further quantifying the non-energy benefits based on the experience from technology users in the field is important. Interactive effects and inter-technology competition have not been accounted for and ideally should be included in any type of integrated technology scenario, for it may help to better evaluate market opportunities.

The work addressed the greenhouse gas emission and electrical energy consumption of the aluminum industry. The objective was to provide a means for reducing both through the application of wireless instrumentation, coupled to mathematical modeling. Worldwide the aluminum industry consumes more electrical energy than all activities in many major countries (e.g. the UK) and emits more greenhouse gasses (e.g. than France). Most of these excesses are in the 'primary production' of aluminum; that is the conversion of aluminum oxide to metal in large electrolytic cells operating at hundreds of thousands of amps. An industry-specific GHG emission has been the focus of the work. The electrolytic cells periodically, but at irregular intervals, experience an upset condition known as an 'anode effect'. During such anode effects the cells emit fluorinated hydrocarbons (PFCs, which have a high global warming potential) at a rate far greater than in normal operation. Therefore curbing anode effects will reduce GHG emissions. Prior work had indicated that the distribution of electrical current within the cell experiences significant shifts in the minutes before an anode effect. The thrust of the present work was to develop technology that could detect and report this early warning of an anode effect so that the control computer could minimize GHG emissions. A system was developed to achieve this goal and, in collaboration with Alcoa, was tested on two cells at an Alcoa plant in Malaga, Washington. The project has also pointed to the possibility of additional improvements that could result from the work. Notable among these is an improvement in efficiency that could result in an increase in cell output at little extra operating cost. Prospects for commercialization have emerged in the form of purchase orders for further installations. The work has demonstrated that a system for monitoring the current of individual anodes in an aluminum cell is practical. Furthermore the system has been installed twice on a smelter in the US without exposing workers to hazards usually associated with running signal wires in aluminum plants. The results display the early warning of an anode effect that potentially can be used to minimize such anode effects with their excessive GHG emissions. They also point to a possible, but substantial, economic benefit that could result in improved current efficiency by anode adjustment based on individual anode current measurements.

Industrial energy efficiency policy in China

Chinese industrial sector energy-efficiency policy has gone through a number of distinct phases since the founding of the People s Republic in 1949. An initial period of energy supply growth in the 1950s, 1960s, and 1970s was followed by implementation of significant energy efficiency programs in the 1980s. Many of these programs were dismantled in the 1990s during the continuing move towards a market-based economy. In an effort to once again strengthen energy efficiency, the Chinese government passes the Energy Conservation Law in 1997 which provides broad guidance for the establishment of energy efficiency policies. Article 20 of the Energy Conservation Law requires substantial improvement in industrial energy efficiency in the key energy-consuming industrial facilities in China. This portion of the Law declares that ''the State will enhance energy conservation management in key energy consuming entities.'' In 1999, the industrial sector consumed nearly 30 EJ, or 76 percent of China's primary energy. Even though primary energy consumption has dropped dramatically in recent years, due mostly to a decline in coal consumption, the Chinese government is still actively developing an overall policy for energy efficiency in the industrial sector modeled after policies in a number of industrialized countries. This paper will describe recent Chinese government activities to develop industrial sector energy-efficiency targets as a ''market-based'' mechanism for improving the energy efficiency of key industrial facilities.

Six area reported progress in the Energy Efficient Industrialized Housing Research Program during FY 1991. As part of Industry Guidance, meetings were held with steering and technical committees in computers, housing design and manufacturing. This task area enables the program to benefit from the expertise of industry representatives and communicate research results directly to them. As part of the Design Process performance specifications were being developed for the future housing system designed last year. These house designs coordinate and optimize predicted and desirable advances in computerized design processes, materials, components, and manufacturing automation to achieve energy efficiency at reduced first cost. Energy design software were being developed for CAD systems, stressed skin insulating core panel manufacturers; and a prototype energy sales tool. A prototype design was to be developed to integrate one or more subsystems with the building skin. As part of the Manufacturing Process we are developing a manufacturing process simulation and data base to help current and new entrants to the industrialized housing industry in assessing the impact of implementing new manufacturing techniques. For Evaluation we are developing testing plans for six units of housing on the UO campus and the stressed skin insulating core house to be constructed in Oregon. The DOW Chemical test structure will be retrofitted with a tile roof and retested to compare to the dome and conventional construction structures. Calibration of the wind tunnel will be completed so that laboratory tests can be conducted to simulate the ventilation cooling efficiency of houses in design. Research utilization and program management were either aspects of this program.

This report describes benefits attributable to state-level energy efficiency programs. Nationwide, state-level energy efficiency programs have targeted all sectors of the economy and have employed a wide range of methods to promote energy efficiency. Standard residential and industrial programs typically identify between 20 to 30% energy savings in homes and plants, respectively. Over a 20 year period of time, an average state that aggressively pursues even a limited array of energy efficiency programs can potentially reduce total state energy use by as much as 20%. Benefit-cost ratios of effective energy efficiency programs typically exceed 3 to 1 and are much higher when non-energy and macroeconomic benefits are included. Indeed, energy efficiency and associated programs and investments can create significant numbers of new jobs and enhance state tax revenues. Several states have incorporated energy efficiency into their economic development programs. It should also be noted that increasing amounts of venture capital are being invested in the energy sector in general and in specific technologies like solar power in particular. Well-designed energy efficiency programs can be expected to help overcome numerous barriers to the market penetration of energy efficient technologies and accelerate the market penetration of the technologies.

Integrated Nuclear-Renewable Energy Systems: Foundational Workshop Report

The U.S. Department of Energy (DOE) recognizes the need to transform the energy infrastructure of the U.S. and elsewhere to systems that can drastically reduce environmental impacts in an efficient and economically viable manner while utilizing both hydrocarbon resources and clean energy generation sources. Thus, DOE is supporting research and development that could lead to more efficient utilization of clean energy generation sources, including renewable and nuclear options. A concept being advanced by the DOE Offices of Nuclear Energy (NE) and Energy Efficiency and Renewable Energy (EERE) is tighter coupling of nuclear and renewable energy sources in a manner that produces new energy currency for the combined electricity grid, industrial manufacturing, and the transportation energy sectors. This integration concept has been referred to as a “hybrid system” that is capable of providing the right type of energy, at the right time, in the right place. At the direction of DOE-NE and DOE-EERE leadership, project leads at Idaho National Laboratory (INL), National Renewable Energy Laboratory (NREL) and Massachusetts Institute of Technology (MIT) have identified and engaged stakeholders in discussing integrated energy systems that would optimize renewable and nuclear energy integration on a region-by-region basis. Subsequent work will entail conduct of technical, economic, environmental and socio-political evaluations of the leading integrated system options based on a set of criteria established with stakeholder input. The Foundational Workshop for Integrated Nuclear – Renewable Energy Systems was organized around the following objectives: 1. Identify and refine priority region-specific opportunities for integrated nuclear-renewable energy systems in the U.S.; 2. Select Figures of Merit (FOM) to rank and prioritize candidate systems; 3. Discuss enabling technology development needs; 4. Identify analysis requirements, capabilities and gaps to estimate FOM for integrated system options; 5. High Energy Efficiency Air Conditioning

This project determined the performance of a new high efficiency refrigerant, Ikon B, in a residential air conditioner designed to use R-22. The refrigerant R-22, used in residential and small commercial air conditioners, is being phased out of production in developed countries beginning this year because of concerns regarding its ozone depletion potential. Although a replacement refrigerant, R-410A, is available, it operates at much higher pressure than R-22 and requires new equipment. R-22 air conditioners will continue to be in use for many years to come. Air conditioning is a large part of expensive summer peak power use in many parts of the U.S. Previous testing and computer simulations of Ikon B indicated that it would have 20 - 25% higher coefficient of performance (COP, the amount of cooling obtained per energy used) than R-22 in an air-cooled air conditioner. In this project, a typical new R-22 residential air conditioner was obtained, installed in a large environmental chamber, instrumented, and run both with its original charge of R-22 and then with Ikon B. In the environmental chamber, controlled temperature and humidity could be maintained to obtain repeatable and comparable energy use results. Tests with Ikon B included runs with and without a power controller, and an extended run for several months with subsequent analyses to check compatibility of Ikon B with the air conditioner materials and lubricant. Baseline energy use of the air conditioner with its original R-22 charge was measured at 90 deg F and 100 deg F. After changeover to Ikon B and a larger expansion orifice, energy use was measured at 90 deg F and 100 deg F. Ikon B proved to have about 19% higher COP at 90 deg F and about 26% higher COP at 100 deg F versus R-22. Ikon B had about 20% lower cooling capacity at 90 deg F and about 17% lower cooling capacity at 100 deg F versus R-22 in this system. All results over multiple runs were within 1% relative standard deviation (RSD). All of these values agree well with previous results and computer simulations of Ikon B performance versus R-22. The lower cooling capacity of Ikon B is not a concern unless a particular air conditioner is near its maximum cooling capacity in application. Typically, oversized A/C systems are installed by contractors to cover contingencies. In the extended run with Ikon B, which lasted about 4.5 months at 100 deg F ambient temperature and 68% compressor on time, the air conditioner performed well with no significant loss of energy efficiency. Post-run analysis of the refrigerant, compressor lubricant oil, compressor, compressor outlet tubing, and the filter/dryer showed minor effects but nothing that was considered significant. The project was very successful. All objectives were achieved, and the performance of Ikon B indicates that it can easily be retrofitted into R-22 air conditioners to give 15 - 20% energy savings and a 1 - 3 year payback of retrofit costs depending on location and use. Ikon B has the potential to be a successful commercial product.

Assessment of energy efficiency solutions in a commissary

An integrated approach was used to evaluate the cost effectiveness of various combinations of energy efficient end-use technologies for the Twenty nine Palms Marine Corps Base Commissary. The commissary's functional characteristics were similar to a large commercial supermarket. A detailed monitoring plan was developed and implemented to collect electrical end-use load data and other critical parameters such as indoor and outdoor temperature and relative humidity, and refrigeration systems' pressures. Sixty-two measurement points were recorded on five minute intervals for ten months. Additionally, a detailed on-site energy audit was conducted to develop appropriate inputs for the energy simulation model. The Department of Energy's hourly simulation program DOE-2.1E was utilized to analyze the building's energy systems. The DOE-2 model was calibrated with the end-use monitored data and used to evaluate the energy use and economics of a set of 28 Energy Efficiency Measures (EEMs). The most energy efficient package meeting governmental savings to investment ratio guidelines was comprised of 21 EEMs which produced a 58% reduction in the annual energy use of the site. This energy efficiency package saved 1,200,200 kWh/yr. and included the use of energy efficient lighting, daylighting controls, advanced refrigeration controls, multiplex refrigeration system, energy efficient condensers, liquid-to-suction heat exchangers, high efficiency display cases equipped with aluminum shields, and energy efficient air conditioning. The results obtained from this study were intended to assist the Defense Commissary in developing the most energy efficient and cost-effective platform for future designs.

RP-5 Renewable Energy Efficiency Project

This is the final technical report for the RP-5 Renewable Energy Efficiency Project (REEP). The report summarizes, in a comprehensive manner, all the work performed during the award period extending between July 12, 2002 and June 30, 2007. This report has been prepared in accordance with the Department of Energy (DOE) Guidelines and summarizes all of the activities that occurred during the award period. The RP-5 Renewable Energy Efficiency Project, under development by the Inland Empire Utilities Agency (IEUA), is comprised of a series of full-scale demonstration projects that will showcase innovative combinations of primary and secondary generation systems using methane gas derived from local processing of biosolids, dairy manure and other organic material. The goal of the project is to create renewable energy-based generation systems with energy efficiencies 65% or more. The project was constructed at the 15 MGD Regional Wastewater Treatment Plant No. 5 located in the City of Chino in California where the Agency has constructed its new energy-efficient (platinum-LEED rating) headquarters building. Technologies that were featured in the project include internal combustion engines (ICE), absorption chillers, treatment plant secondary effluent cooling systems, heat recovery systems, thermal energy storage (TES), Organic Rankine Cycle (ORC) secondary power generation system, the integration of a future fuel cell system, gas cleaning requirements, and other state-of-the-art design combinations. The RP-5 REEP biogas source is coming from three manure digesters which are located within the RP-5 Complex and are joined with the RP-5 REEP through gas conveyance pipelines. Food waste is being injected into the manure digesters for digester gas production enhancement. The RP-5 REEP clearly demonstrates the biogas production and power generation viability, specifically when dealing with renewable and variable heating value (Btu) fuel. The RP-5 REEP was challenged with meeting stringent utility, gas, power, and air quality rules and regulations. Coordination with the Southern California Gas Company (SCGC), Southern California Edison (SCE), and South Coast Air Quality Management District (SCAQMD) was continuous and extensive. The interconnecting agreement and the permit to construct and operate were major obstacles despite the early start and coordination with the utility companies and regulatory agencies. The RP-5 REEP is part of a unique RP-5 Complex approach where several facilities are tied and connected with each other; where energy and gas can be transferred from one facility to another (see attached RP-5 Complex Ultimate Energy Balance Diagram). The REEP also incorporated new technologies, such as TES and ORC, along with using heat recovery for the platinum-LEED headquarter buildings heating and cooling via efficient absorption chillers. Through the conceptual design phase, numerous innovative technologies were researched and evaluated, with the most proven and efficient selected to be part of the RP-5 REEP.

This paper presents a framework for evaluating engineering-economic evidence on the diffusion of energy efficiency improvements. Four examples are evaluated within this framework. The analysis provides evidence of market failures related to energy efficiency. Specific market failures that may impede the adoption of cost-effective energy efficiency are discussed.
