    The accurate, long-term radiometric data collected by Atmospheric Radiation Measurement (ARM) has become essential to the evaluation of surface radiation budget data from satellites. Since the spatial and temporal characteristics of data from these two sources are very different, the comparisons are typically made for long-term average values. While such studies provide a general indication of the quality of satellite flux products, more detailed analysis is required to understand specific retrieval algorithm weaknesses. Here we show how data from the ARM shortwave flux analysis (SFA) value added product (VAP) are being used to assess solar fluxes in the Global Energy and Water Cycle Experiment (GEWEX) Surface Radiation Budget (SRB), release 2.5.

    Consistent and accurate long-term data sets of global atmospheric concentrations of carbon dioxide (CO2) are required for carbon cycle and climate related research. However, global data sets based on satellite observations may suffer from inconsistencies originating from the use of products derived from different satellites as needed to cover a long enough time period. One reason for inconsistencies can be the use of different retrieval algorithms. We address this potential issue by applying the same algorithm, the Bremen Optimal Estimation DOAS (BESD) algorithm, to different satellite instruments, SCIAMACHY on-board ENVISAT (March 2002–April 2012) and TANSO-FTS on-board GOSAT (launched in Januarymore » 2009), to retrieve XCO2, the column-averaged dry-air mole fraction of CO2. BESD has been initially developed for SCIAMACHY XCO2 retrievals. Here, we present the first detailed assessment of the new GOSAT BESD XCO2 product. GOSAT BESD XCO2 is a product generated and delivered to the MACC project for assimilation into ECMWF's Integrated Forecasting System (IFS). We describe the modifications of the BESD algorithm needed in order to retrieve XCO2 from GOSAT and present detailed comparisons with ground-based observations of XCO2 from the Total Carbon Column Observing Network (TCCON). We discuss detailed comparison results between all three XCO2 data sets (SCIAMACHY, GOSAT and TCCON). The comparison results demonstrate the good consistency between the SCIAMACHY and the GOSAT XCO2. For example, we found a mean difference for daily averages of −0.60 ± 1.56 ppm (mean difference ± standard deviation) for GOSAT-SCIAMACHY (linear correlation coefficient r = 0.82), −0.34 ± 1.37 ppm (r = 0.86) for GOSAT-TCCON and 0.10 ± 1.79 ppm (r = 0.75) for SCIAMACHY-TCCON. The remaining differences between GOSAT and SCIAMACHY are likely due to non-perfect collocation (±2 h, 10° × 10° around TCCON sites), i.e., the observed air masses are not exactly identical, but likely also

    This work is part of the First International Satellite Land Surface Climatology Project (ISLSCP) Field Experiment (FIFE), an international land-surface-atmosphere experiment aimed at improving the way climate models represent energy, water, heat, and carbon exchanges, and improving the utilization of satellite based remote sensing to monitor such parameters. This paper reports on comparison of measurement systems which were deployed to measure surface reflectance factors, from aircraft or satellites. These instruments look over the general range of 0.4 to 2.5[mu]m. Instruments studied include Landsat 5 thematic mapper (TM), the SPOT 1 high-resolution visible sensor (HRV) 1, the NS001 thematic mapper simulator, and the modular multispectral radiometers (MMRs). The study looked at the radiometric consistency of the different instruments, and the adequacy of the atmospheric correction routines applied to data analysis.

  9. Retrieval Using Texture Features in High Resolution Multi-spectral Satellite Imagery

    Texture features have long been used in remote sensing applications to represent and retrieve image regions similar to a query region. Various representations of texture have been proposed based on the Fourier power spectrum, spatial co-occurrence, wavelets, Gabor filters, etc. These representations vary in their computational complexity and their suitability for representing different region types. Much of the work done thus far has focused on panchromatic imagery at low to moderate spatial resolutions, such as images from Landsat 1-7 which have a resolution of 15-30 m/pixel, and from SPOT 1-5 which have a resolution of 2.5-20 m/pixel. However, it is not clear which texture representation works best for the new classes of high resolution panchromatic (60-100 cm/pixel) and multi-spectral (4 bands for red, green, blue, and near infra-red at 2.4-4 m/pixel) imagery. It is also not clear how the different spectral bands should be combined. In this paper, we investigate the retrieval performance of several different texture representations using multi-spectral satellite images from IKONOS. A query-by-example framework, along with a manually chosen ground truth dataset, allows different combinations of texture representations and spectral bands to be compared. We focus on the specific problem of retrieving inhabited regions from images of urban and rural scenes. Preliminary results show that (1) the use of all spectral bands improves the retrieval performance, and (2) co-occurrence, wavelet and Gabor texture features perform comparably.

    Satellite remote sensing of tropospheric nitrogen dioxide (NO2) can provide valuable information for estimating surface nitrogen oxides (NOx) emissions. Using an exponentially-modified Gaussian (EMG) method and taking into account the effect of wind on observed NO2 distributions, we estimate three-year moving-average emissions of summertime NOx from 35 US urban areas directly from NO2 retrievals of the Ozone Monitoring Instrument (OMI) during 2005–2014. Following the conclusions of previous studies that the EMG method provides robust and accurate emission estimates under strong-wind conditions, we derive top-down NOx emissions from each urban area by applying the EMG method to OMI data with windmore » speeds greater than 3–5 m s-1. Meanwhile, we find that OMI NO2 observations under weak-wind conditions (i.e., < 3 m s-1) are qualitatively better correlated with the surface NOx source strength in comparison to all-wind OMI maps; and therefore we use them to calculate the satellite-observed NO2 burdens of urban areas and compare with NOx emission estimates. The EMG results show that OMI-derived NOx emissions are highly correlated (R > 0.93) with weak-wind OMI NO2 burdens as well as bottom-up NOx emission estimates over 35 urban areas, implying a linear response of the OMI observations to surface emissions under weak-wind conditions. The simultaneous, EMG-obtained, effective NO2 lifetimes (~3.5 ± 1.3 h), however, are biased low in comparison to the summertime NO2 chemical lifetimes. In general, isolated urban areas with NOx emission intensities greater than ~ 2 Mg h-1 produce statistically significant weak-wind signals in three-year average OMI data. From 2005 to 2014, we estimate that total OMI-derived NOx emissions over all selected US urban areas decreased by 49%, consistent with reductions of 43, 47, 49, and 44% in the total bottom-up NOx emissions, the sum of weak-wind OMI NO2 columns, the total weak-wind OMI NO2 burdens, and the averaged NO2 concentrations

  14. Aerosol Retrievals from ARM SGP MFRSR Data

    The Multi-Filter Rotating Shadowband Radiometer (MFRSR) makes precise simultaneous measurements of the solar direct normal and diffuse horizontal irradiances at six wavelengths (nominally 415, 500, 615, 673, 870, and 940 nm) at short intervals (20 sec for ARM instruments) throughout the day. Time series of spectral optical depth are derived from these measurements. Besides water vapor at 940 nm, the other gaseous absorbers within the MFRSR channels are NO2 (at 415, 500, and 615 nm) and ozone (at 500, 615, and 670 nm). Aerosols and Rayleigh scattering contribute atmospheric extinction in all MFRSR channels. Our recently updated MFRSR data analysis algorithm allows us to partition the spectral aerosol optical depth into fine and coarse modes and to retrieve the fine mode effective radius. In this approach we rely on climatological amounts of NO2 from SCIAMACHY satellite retrievals and use daily ozone columns from TOMS.

    The multiannual global mean of aerosol optical depth at 550 nm (AOD550) over land is ∼ 0.19, and that over oceans is ∼ 0.13. About 45 % of the Earth surface shows AOD550 smaller than 0.1. There is a need for measurement techniques that are optimized to measure aerosol optical properties under low AOD conditions. We present an inherently calibrated retrieval (i.e., no need for radiance calibration) to simultaneously measure AOD and the aerosol phase function parameter, g, based on measurements of azimuth distributions of the Raman scattering probability (RSP), the near-absolute rotational Raman scattering (RRS) intensity. We employ radiative transfer model simulations tomore » show that for solar azimuth RSP measurements at solar elevation and solar zenith angle (SZA) smaller than 80°, RSP is insensitive to the vertical distribution of aerosols and maximally sensitive to changes in AOD and g under near-molecular scattering conditions. The University of Colorado two-dimensional Multi-AXis Differential Optical Absorption Spectroscopy (CU 2-D-MAX-DOAS) instrument was deployed as part of the Two Column Aerosol Project (TCAP) at Cape Cod, MA, during the summer of 2012 to measure direct sun spectra and RSP from scattered light spectra at solar relative azimuth angles (SRAAs) between 5 and 170°. During two case study days with (1) high aerosol load (17 July, 0.3  <  AOD430 < 0.6) and (2) near-molecular scattering conditions (22 July, AOD430 < 0.13) we compare RSP-based retrievals of AOD430 and g with data from a co-located CIMEL sun photometer, Multi-Filter Rotating Shadowband Radiometer (MFRSR), and an airborne High Spectral Resolution Lidar (HSRL-2). The average difference (relative to DOAS) for AOD430 is +0.012 ± 0.023 (CIMEL), −0.012 ± 0.024 (MFRSR), −0.011 ± 0.014 (HSRL-2), and +0.023 ± 0.013 (CIMELAOD − MFRSRAOD) and yields the following expressions for correlations between different instruments

  16. Improved Model of Isoprene Emissions in Africa using Ozone Monitoring Instrument (OMI) Satellite Observations of Formaldehyde: Implications for Oxidants and Particulate Matter

    We use a 2005-2009 record of isoprene emissions over Africa derived from OMI satellite observations of formaldehyde (HCHO) to better understand the factors controlling isoprene emission on the scale of the continent and evaluate the impact of isoprene emissions on atmospheric composition in Africa. OMI-derived isoprene emissions show large seasonality over savannas driven by temperature and leaf area index (LAI), and much weaker seasonality over equatorial forests driven by temperature. The commonly used MEGAN (version 2.1) global 31 isoprene emission model reproduces this seasonality but is biased high, particularly for 32 equatorial forests, when compared to OMI and relaxed-eddy accumulation measurements. 33 Isoprene emissions in MEGAN are computed as the product of an emission factor Eo, LAI, and 34 activity factors dependent on environmental variables. We use the OMI-derived emissions to 35 provide improved estimates of Eo that are in good agreement with direct leaf measurements from 36 field campaigns (r = 0.55, bias = -19%). The largest downward corrections to MEGAN Eo values are for equatorial forests and semi-arid environments, and this is consistent with latitudinal transects of isoprene over West Africa from the AMMA aircraft campaign. Total emission of isoprene in Africa is estimated to be 77 Tg C a-1, compared to 104 Tg C a-1 in MEGAN. Simulations with the GEOS-Chem oxidant-aerosol model suggest that isoprene emissions increase mean surface ozone in West Africa by up to 8 ppbv, and particulate matter by up to 1.5 42 μg m-3, due to coupling with anthropogenic influences.

    The Spectrometer for Sky-Scanning, Sun-Tracking Atmospheric Research (4STAR) combines airborne sun tracking and sky scanning with diffraction spectroscopy, to improve knowledge of atmospheric constituents and their links to air-pollution/climate. Direct beam hyper-spectral measurement of optical depth improves retrievals of gas constituents and determination of aerosol properties. Sky scanning enhances retrievals of aerosol type and size distribution. 4STAR measurements will tighten the closure between satellite and ground-based measurements. 4STAR incorporates a modular sun-tracking/ sky-scanning optical head with fiber optic signal transmission to rack mounted spectrometers, permitting miniaturization of the external optical head, and future detector evolution. Technical challenges include compact optical collector design, radiometric dynamic range and stability, and broad spectral coverage. Test results establishing the performance of the instrument against the full range of operational requirements are presented, along with calibration, engineering flight test, and scientific field campaign data and results.

    Research of graffiti character recognition and retrieval, as a branch of traditional optical character recognition (OCR), has started to gain attention in recent years. We have investigated the special challenge of the graffiti image retrieval problem and propose a series of novel techniques to overcome the challenges. The proposed bounding box framework locates the character components in the graffiti images to construct meaningful character strings and conduct image-wise and semantic-wise retrieval on the strings rather than the entire image. Using real world data provided by the law enforcement community to the Pacific Northwest National Laboratory, we show that the proposed framework outperforms the traditional image retrieval framework with better retrieval results and improved computational efficiency.

    Comparisons of remotely sensed meteorological parameters with in situ direct measurements always present a challenge. Matching sampling volumes is one of the main problems for such comparisons. Aircraft usually collect data when flying along a horizontal leg at a speed of about 100 m/sec (or even greater). The usual sampling time of 5 seconds provides an average horizontal resolution of the order of 500 m. Estimations of vertical profiles of cloud microphysical parameters from aircraft measurements are hampered by sampling a cloud at various altitudes at different times. This paper describes the accuracy of aircraft horizontal and vertical coordinates relative to the location of the ground-based instruments.

    This Retrieval Options Study is part of the systems analysis activities of the Office of Nuclear Waste Isolation to develop the scientific and technological bases for radioactive waste repositories in various geologic media. The study considers two waste forms, high level waste and spent fuel, and defines various classes of waste retrieval and recovery. A methodology and data base are developed which allow the relative evaluation of retrieval and recovery costs and the following technical criteria: safety; technical feasibility; ease of retrieval; probable intact retrieval time; safeguards; monitoring; criticality; and licensability. A total of 505 repository options are defined and the cost and technical criteria evaluated utilizing a combination of facts and engineering judgments. The repositories evaluated are selected combinations of the following parameters: Geologic Media (salt, granite, basalt, shale); Retrieval Time after Emplacement (5 and 25 years); Emplacement Design (nominal hole, large hole, carbon steel canister, corrosion resistant canister, backfill in hole, nominal sleeves, thick wall sleeves); Emplacement Configuration (single vertical, multiple vertical, single horizontal, multiple horizontal, vaults; Thermal Considerations; (normal design, reduced density, once-through ventilation, recirculated ventilation); Room Backfill; (none, run-of-mine, early, 5 year delay, 25 year delay, decommissioned); and Rate of Retrieval; (same as emplacement, variably slower depending on repository/canister condition).

    The motivation for developing this product was to use the Dong et al. 1998 method to retrieve cloud microphysical properties, such as cloud droplet effective radius, cloud droplets number concentration, and optical thickness. These retrieved properties have been used to validate the satellite retrieval, and evaluate the climate simulations and reanalyses. We had been using this method to retrieve cloud microphysical properties over ARM SGP and NSA sites. We also modified the method for the AMF at Shouxian, China and some IOPs, e.g. ARM IOP at SGP in March, 2000. The ARSCL data from ARM data archive over the SGP and NSA have been used to determine the cloud boundary and cloud phase. For these ARM permanent sites, the ARSCL data was developed based on MMCR measurements, however, there were no data available at the Azores field campaign. We followed the steps to generate this derived product and also include the MPLCMASK cloud retrievals to determine the most accurate cloud boundaries, including the thin cirrus clouds that WACR may under-detect. We use these as input to retrieve the cloud microphysical properties. Due to the different temporal resolutions of the derived cloud boundary heights product and the cloud properties product, we submit them as two separate netcdf files.

    EM-21 is the Waste Processing Division of the Office of Engineering and Technology, within the U.S. Department of Energys (DOE) Office of Environmental Management (EM). In August of 2008, EM-21 began an initiative to develop a Retrieval Knowledge Center (RKC) to provide the DOE, high level waste retrieval operators, and technology developers with centralized and focused location to share knowledge and expertise that will be used to address retrieval challenges across the DOE complex. The RKC is also designed to facilitate information sharing across the DOE Waste Site Complex through workshops, and a searchable database of waste retrieval technology information. The database may be used to research effective technology approaches for specific retrieval tasks and to take advantage of the lessons learned from previous operations. It is also expected to be effective for remaining current with state-of-the-art of retrieval technologies and ongoing development within the DOE Complex. To encourage collaboration of DOE sites with waste retrieval issues, the RKC team is co-led by the Savannah River National Laboratory (SRNL) and the Pacific Northwest National Laboratory (PNNL). Two RKC workshops were held in the Fall of 2008. The purpose of these workshops was to define top level waste retrieval functional areas, exchange lessons learned, and develop a path forward to support a strategic business plan focused on technology needs for retrieval. The primary participants involved in these workshops included retrieval personnel and laboratory staff that are associated with Hanford and Savannah River Sites since the majority of remaining DOE waste tanks are located at these sites. This report summarizes and documents the results of the initial RKC workshops. Technology challenges identified from these workshops and presented here are expected to be a key component to defining future RKC-directed tasks designed to facilitate tank waste retrieval solutions.

    Nitrogen oxide (NOx) emissions resulting from fossil fuel combustion lead to unhealthy levels of near-surface ozone (O{sub 3}). One of the largest U.S. sources, electric power generation, represented about 25% of the U.S. anthropogenic NOx emissions in 1999. Here we show that space-based instruments observed declining regional NOx levels between 1999 and 2005 in response to the recent implementation of pollution controls by utility companies in the eastern U.S. Satellite-retrieved summertime nitrogen dioxide (NO{sub 2}) columns and bottom-up emission estimates show larger decreases in the Ohio River Valley, where power plants dominate NOx emissions, than in the northeast U.S. urban corridor. Model simulations predict lower O{sub 3} across much of the eastern U.S. in response to these emission reductions.

    Solid TRU retrieval, Phase 1 is scheduled to commence operation in 1998 at 218W-4C-T01 and complete recovery of the waste containers in 2001. Phase 2 Retrieval will recover the remaining buried TRU waste to be retrieved and provide the preliminary characterization by non-destructive means to allow interim storage until processing for disposal. This document reports on researching the characterization documents to determine the types of wastes to be retrieved and where located, waste configurations, conditions, and required methods for retrieval. Also included are discussions of wastes encompassed by Phase 2 for which there are valid reasons to not retrieve.

    We report the first fully kinetic quantitative estimate of magnetic field perturbations caused by the interaction of a spacecraft with space environment. Such perturbations could affect measurements of geophysical magnetic fields made with very sensitive magnetometers on-board satellites. Our approach is illustrated with a calculation of perturbed magnetic fields near the recently launched Swarm satellites. In this case, magnetic field perturbations do not exceed 20 pT, and they are below the sensitivity threshold of the on-board magnetometers. Anticipating future missions in which satellites and instruments would be subject to more intense solar UV radiation, however, it appears that magnetic field perturbations associated with satellite interaction with space environment, might approach or exceed instruments' sensitivity thresholds.

    Phase I retrieval of post-1970 TRU wastes from burial ground 218-W-4C can be done in a safe, efficient, and cost-effective manner. Initiating TRU retrieval by retrieving uncovered drums from Trenches 1, 20, and 29, will allow retrieval to begin under the current SWBG safety authorization basis. The retrieval of buried drums from Trenches 1, 4, 20, and 29, which will require excavation, will commence once the uncovered drum are retrieved. This phased approach allows safety analysis for drum venting and drum module excavation to be completed and approved before the excavation proceeds. In addition, the lessons learned and the operational experience gained from the retrieval of uncovered drums can be applied to the more complicated retrieval of the buried drums. Precedents that have been set at SRS and LANL to perform retrieval without a trench cover, in the open air, should be followed. Open-air retrieval will result in significant cost savings over the original plans for Phase I retrieval (Project W-113). Based on LANL and SRS experience, open-air retrieval will have no adverse impacts to the environment or to the health and safety of workers or the public. Assaying the waste in the SWBG using a mobile assay system, will result in additional cost savings. It is expected that up to 50% of the suspect-TRU wastes will assay as LLW, allowing those waste to remain disposed of in the SWBG. Further processing, with its associated costs, will only occur to the portion of the waste that is verified to be TRU. Retrieval should be done, to the extent possible, under the current SWBG safety authorization basis as a normal part of SWBG operations. The use of existing personnel and existing procedures should be optimized. By working retrieval campaigns, typically during the slow months, it is easier to coordinate the availability of necessary operations personnel, and it is easier to coordinate the availability of a mobile assay vendor.

    The proposed internationally monitored retrievable storage system (IMRSS) is intended to provide an orderly and secure alternative to continuation of the current individualistic spent-fuel management trends in nuclear-power countries. The IMRSS concept, in its broadest terms, proposes that an international entity undertake the management responsibility for spent fuel after its discharge from power plant cooling ponds. The IMRSS envisages international management of a small number of surface (or near-surface) storage facilities distributed globally (in major nuclear countries and elsewhere) and a transportation system between nuclear plants and the storage facilities. The International Atomic Energy Agency (IAEA) would maintain responsibility for adherence to safeguards criteria. The IMRSS operation would be similar to that of an international bank, with each nation maintaining title to its spent fuel and able to withdraw it for peaceful purposes. The system would provide transparency, accountability, and security. The IMRSS would be a step to establishing an inter- national regime for the prudent management of spent fuel and excess civilian plutonium. The IMRSS concept has been studied in three international workshops. Among the major issues that have been addressed are the global distribution of spent fuel if current trends continue, the need for international criteria and management to ensure public health and nonproliferation, the value of spent-fuel retrievability, the future role of a plutonium resource in the fuel cycle, the operating format of a practical IMRSS, and the integration of an IMRSS with existing geopolitical agreements and arrangements.

    Global rainfall over land and ocean is estimated using measurements of upwelling microwaves by a satellite passive microwave radiometer. Radiative transfer calculations through a cloud model are used to parameterize an inversion technique for retrieving rain rates from brightness temperatures measured by the Special Sensor Microwave Imager (SSM/I). The rainfall retrieval technique is based on the interaction between multi-spectral microwave radiances and millimeter sized liquid and frozen hydrometeors distributed in the satellite`s field of view. The rain rate algorithm is sensitive to both hydrometeor emission and scattering while being relatively insensitive to extraneous atmospheric and surface effects. Separate formulations are used over ocean and land to account for different background microwave characteristics and the algorithm corrects for inhomogeneous distributions of rain rates within the satellite`s field of view. Estimates of instantaneous and climate scale rainfall are validated through comparisons with modeled clouds, surface radars, rain gauges and alternative satellite estimates. The accuracy of the rainfall estimates is determined from a combination of validation comparisons, theoretical sampling error calculations, and modeled sensitivity to variations in atmospheric and surface radiative properties. An error budget is constructed for both instantaneous rain rates and climate scale global estimates. At a one degree resolution, the root mean square errors in instantaneous rain rate estimates are 13% over ocean and 20% over land. The root mean square errors in global rainfall totals over a four month period are found to be 46% over ocean and 63% over land. Global rainfall totals are computed on a monthly scale for a three year period from 1987 to 1990. The time series is analyzed for climate scale rainfall distribution and variability.

    This report was part of a multiyear collaboration with the University of Wisconsin and the National Oceanic and Atmospheric Administration (NOAA) to produce high-quality, satellite-based, solar resource datasets for the United States. High-quality, solar resource assessment accelerates technology deployment by making a positive impact on decision making and reducing uncertainty in investment decisions. Satellite-based solar resource datasets are used as a primary source in solar resource assessment. This is mainly because satellites provide larger areal coverage and longer periods of record than ground-based measurements. With the advent of newer satellites with increased information content and faster computers that can process increasingly higher data volumes, methods that were considered too computationally intensive are now feasible. One class of sophisticated methods for retrieving solar resource information from satellites is a two-step, physics-based method that computes cloud properties and uses the information in a radiative transfer model to compute solar radiation. This method has the advantage of adding additional information as satellites with newer channels come on board. This report evaluates the two-step method developed at NOAA and adapted for solar resource assessment for renewable energy with the goal of identifying areas that can be improved in the future.

    The Fuel Retrieval Subproject was established as part of the Spent Nuclear Fuel Project (SNF Project) to retrieve and repackage the SNF located in the K Basins. The Fuel Retrieval System (FRS) construction work is complete in the KW Basin, and start-up testing is underway. Design modifications and construction planning are also underway for the KE Basin. An independent review of the design verification process as applied to the K Basin projects was initiated in support of preparation for the SNF Project operational readiness review (ORR).     This document was prepared as part of an independent review to explain design verification activities already completed, and to define the remaining design verification actions for the Fuel Retrieval System. The Fuel Retrieval Subproject was established as part of the Spent Nuclear Fuel Project (SNF Project) to retrieve and repackage the SNF located in the K Basins. The Fuel Retrieval System (FRS) construction work is complete in the KW Basin, and start-up testing is underway Design modifications and construction planning are also underway for the KE Basin. An independent review of the design verification process as applied to the K Basin projects was initiated in support of preparation for the SNF Project operational readiness review (ORR).
