    The focus of this paper is to discuss paradigms for learning that are based on sound principles of human learning and cognition, and to discuss technical challenges that must be overcome in achieving this research goal through instructional system design (ISD) approaches that are cost-effective as well as conformant with today's interactive multimedia instruction standards. Fundamental concepts are to: engage learners to solve real-world problems (progress from simple to complex); relate material to previous experience; demonstrate what is to be learned using interactive, problem-centered activities rather than passive exposure to material; require learners to use their new knowledge to solve problems that demonstrate their knowledge in a relevant applied setting; and guide the learner with feedback and coaching early, then gradually withdraw this support as learning progresses. Many of these principles have been put into practice by employing interactive learning objects as re-usable components of larger, more integrated exercises. A challenge is to make even more extensive use of interactive, scenario-based activities within a guided-discovery framework. Because the design and construction of interactive, scenario-based learning objects and more complex integrated exercises is labor-intensive, this paper explores the use of interactive learning objects and associated representation schema for instructional content to facilitate development of tools for creating scenario-based, guided-discovery courseware.

    This document provides instructional materials for an eight-hour training course for managers and supervisors of hazardous waste sites. It is one of three volumes of course materials TRADE is preparing to help DOE contractor training staff comply with 29 CFR 1910.120, the Occupational Health and Safety Administration (OSHA) rule that implements Title I of the Superfund Amendments and Reauthorization Act (SARA) of 1986. OSHA`s final rule for hazardous waste operators was published in the Federal Register of March 6, 1989 (54 FR 9294). Combined with the materials in Volumes I and III and with appropriate site-specific information, these materials will help DOE contractors to meet the requirements of 1910.120 (e) that ``on-site management and supervisors directly responsible for, or who supervise employees engaged in, hazardous waste operations`` receive the same initial training as that of the employees they supervise and at least eight additional hours of specialized training in managing hazardous waste operations.

The primary purpose of Volume 4 is to describe record series pertaining to production and materials handling activities at the Department of Energy`s (DOE) Rocky Flats Plant, now named the Rocky Flats Environmental Technology Site, near Denver, Colorado. History Associates Incorporated (HAI) prepared this guide as part of its work as the support services contractor for DOE`s Epidemiologic Records Inventory Project. This introduction briefly describes the Epidemiologic Records Inventory Project and HAI`s role in the project, provides a history of production and materials handling practices at Rocky Flats, and identifies organizations contributing to production and materials handling policies and activities. Other topics include the scope and arrangement of the guide and the organization to contact for access to these records.

    Laser Engineered Net Shaping{trademark} (LENS{reg_sign}) is a unique, layer additive, metal manufacturing technique that offers the ability to create fully dense metal features and components directly from a computer solid model. LENS offers opportunities to repair and modify components by adding features to existing geometry, refilling holes, repairing weld lips, and many other potential applications. The material deposited has good mechanical properties with strengths typically slightly higher that wrought material due to grain refinement from a quickly cooling weld pool. The result is a material with properties similar to cold worked material, but without the loss in ductility traditionally seen with such treatments. Furthermore, 304L LENS material exhibits good corrosion resistance and hydrogen compatibility. This report gives a background of the LENS process including materials analysis addressing the requirements of a number of different applications. Suggestions are given to aid both the product engineer and the process engineer in the successful utilization of LENS for their applications. The results of testing on interface strength, machinability, weldability, corrosion resistance, geometric effects, heat treatment, and repair strategy testing are all included. Finally, the qualification of the LENS process is briefly discussed to give the user confidence in selecting LENS as the process of choice for high rigor applications. The testing showed LENS components to have capability in repair/modification applications requiring complex castings (W80-3 D-Bottle bracket), thin wall parts requiring metal to be rebuilt onto the part (W87 Firing Set Housing and Y-12 Test Rings), the filling of counterbores for use in reservoir reclamation welding (SRNL hydrogen compatibility study) and the repair of surface defects on pressure vessels (SRNL gas bottle repair). The material is machinable, as testing has shown that LENS deposited material machines similar to that of

The typical waste streams are spent fermentation broths, process liquors, solvents, equipment wash water, spilled materials, off-spec products, and used processing aids. Suggestions include improvements to operational practices, solvent recycling and implementing good materials management and housekeeping practices. To help companies in the industry identify opportunities for waste reduction at their own facilities, the guide includes a set of worksheets which take the user step-by-step through an analysis of the on-site waste generating operations and the possibilities for minimizing each waste. The guide and its worksheets would also be instructive to consultants serving the pharmaceutical manufacturing industry and government agencies who regulate waste streams generated from these firms.

    Fast and thermal fluence were determined by a laboratory analysis of the samples. Fluence in the upper regions of the shroud (between the H1 and H2 welds) was substantially lower than that in the belt line region (near the H4 weld). Fluence in the top guide was significantly higher than fluence on the core shroud. As expected, helium concentrations were highest in regions where fluence was highest. Estimates of the initial boron concentration were similar to measurements made on materials removed from other reactors. A technical justification evaluated the acceptability of the sampling process with respect to structural consequences of material removal and to increased cracking susceptibility due to the as-left condition. It was determined that the sampling process was acceptable on both counts.

    The design and fabrication criteria recommended by the US Department of Energy (DOE) for high-level radioactive materials containment vessels used in packaging is found in Section III, Division 1, Subsection NB of the ASME Boiler and Pressure Vessel Code. This Code provides material, design, fabrication, examination, and testing specifications for nuclear power plant components. However, many of the requirements listed in the Code are not applicable to containment vessels made from austenitic stainless steel with austenitic or ferritic steel bolting. Most packaging designers, engineers, and fabricators are intimidated by the sheer volume of requirements contained in the Code; consequently, the Code is not always followed and many requirements that do apply are often overlooked during preparation of the Safety Analysis Report for Packaging (SARP) that constitutes the basis to evaluate the packaging for certification.

    Information to designers of flywheels is provided which will enable them to predict many aspects of the dynamic behavior of their flywheel systems when spin-tested with a quill-shaft support and driven by an air turbine. Computer programs are presented for the following dynamic analysis to obtain the results indicated: free whirling for natural frequencies versus rotational speed and the associated mode shapes; rough-type stability analysis for determining the stability limits; and forced whirling analysis for estimating the response of major components of the system to flywheel mass eccentricity and initial tilt. For the first and third kinds of analyses, two different mathematical models of the generic system are investigated. One is a seven-degree-of-freedom lumped-parameter analysis, while the other is a combined distributed- and lumped-parameter analysis. When applied to an existing flywheel system, the two models yielded numerical values for the lowest first-order forward critical speed in very close agreement with each other and with experimental results obtained in spin tests. Therefore, for the second kind of analysis, only the lumped-parameter model is implemented. Qualitative discussions as to why forced retrograde whirling is not as severe as forward whirling are also presented. The analyses are applied to the multi-material ring type flywheel systems, a constant-thickness-diskring type, and a tapered-thickness-disk type. In addition, the effects of the following flywheel design parameters on system dynamics were investigated: flywheel mass; diametral and polar mass moments of inertia; location of mass center from the lower end of the quill shaft; quill shaft length; lower turbine-bearing support stiffness; equivalent viscous damping coefficient of the external damper; flywheel dead weight; and torque applied at the turbine.

    This report provides background information and instructions to assist applicants in writing Energy-Related Inventions Program (ERIP) applications. Initial feedback fro usage for the new instructions shows that the best instructions would not be read and followed by all applicants. Applications from more than thirty applicants who have received the new instructions indicated that few had read the instructions. Based on this feedback, the instructions have been further revised to include a title page and table of contents. A warning was also added to advise applicants of the potential penalty of delayed review if these instructions are not followed. This revision was intended to address the possibility that some applicants did not see or bother to follow the instructions which followed the background information about ERIP. Included are two examples of ERIP applications which have been prepared for handout at workshops or mailing to applicants. Writing of example applications was time consuming and more difficult than expected for several reasons: (1) Full disclosures can be lengthy, very detailed, and technical. This contrasts with the desire to prepare examples which are comparatively short and easy for the non-technical person to read. (2) Disclosures contain confidential information which should not be published. (3) It is difficult to imagine that applicants will study examples when they do not bother to read the basic instructions.

    A saw having a self-pumped hydrodynamic blade guide or bearing for retaining the saw blade in a centered position in the saw kerf (width of cut made by the saw). The hydrodynamic blade guide or bearing utilizes pockets or grooves incorporated into the sides of the blade. The saw kerf in the workpiece provides the guide or bearing stator surface. Both sides of the blade entrain cutting fluid as the blade enters the kerf in the workpiece, and the trapped fluid provides pressure between the blade and the workpiece as an inverse function of the gap between the blade surface and the workpiece surface. If the blade wanders from the center of the kerf, then one gap will increase and one gap will decrease and the consequent pressure difference between the two sides of the blade will cause the blade to re-center itself in the kerf. Saws using the hydrodynamic blade guide or bearing have particular application in slicing slabs from boules of single crystal materials, for example, as well as for cutting other difficult to saw materials such as ceramics, glass, and brittle composite materials.

    A technique for modifying the end portion of a wave guide, whether hollow or solid, carrying electromagnetic, acoustic or optical energy, to produce a gradual impedance change over the length of the end portion, comprising the cutting of longitudinal, V-shaped grooves that increase in width and depth from beginning of the end portion of the wave guide to the end of the guide so that, at the end of the guide, no guide material remains and no surfaces of the guide as modified are perpendicular to the direction of energy flow. For hollow guides, the grooves are cut beginning on the interior surface; for solid guides, the grooves are cut beginning on the exterior surface. One or more resistive, partially conductive or nonconductive sleeves can be placed over the exterior of the guide and through which the grooves are cut to smooth the transition to free space.

    A large variety of processes and tools is continuously investigated to discover new solutions to design instructive materials with controlled chemical, physical and biological properties for tissue engineering and drug delivery. Among them, electro fluido dynamic techniques (EFDTs) are emerging as an interesting strategy, based on highly flexible and low-cost processes, to revisit old biomaterial’s manufacturing approach by utilizing electrostatic forces as the driving force for the fabrication of 3D architectures with controlled physical and chemical functionalities to guide in vitro and in vivo cell activities. By a rational selection of polymer solution properties and process conditions, EFDTs allow to produce fibres and/or particles at micro and/or nanometric size scale which may be variously assembled by tailored experimental setups, thus giving the chance to generate a plethora of different 3D devices able to incorporate biopolymers (i.e., proteins, polysaccharides) or active molecules (e.g., drugs) for different applications. Here, we focus on the optimization of basic EFDTs - namely electrospinning, electrospraying and electrodynamic atomization - to develop active platforms (i.e., monocomponent, protein and drug loaded scaffolds and µ-scaffolds) made of synthetic (PCL, PLGA) or natural (chitosan, alginate) polymers. In particular, we investigate how to set materials and process parameters to impart specific morphological, biochemical or physical cues to trigger all the fundamental cell–biomaterial and cell– cell cross-talking elicited during regenerative processes, in order to reproduce the complex microenvironment of native or pathological tissues.

The IBS is an emergency management planning and analysis tool that was developed under the direction of the Federal Emergency Management Agency (FEMA). The installation instructions include procedures for both first-time installations and upgrades to existing IBS installations. To ensure that the system manager has the background necessary for successful installation of the IBS package, this guide also includes information on IBS computer requirements, software organization, and the generation of IBS distribution tapes. When special utility programs are used during IBS installation and setups, this guide refers you to the IBS Utilities Guide for specific instructions.     The purpose of this Design Guide is to provide instruction for designing a U.S. Department of Transportation Specification 7A (DOT-7A) Type A packaging. Another purpose for this Design Guide is to support the evaluation and testing activities that are performed on new designs by a U.S. Department of Energy (DOE) test facility. This evaluation and testing program is called the DOT-7A Program. When an applicant has determined that a DOT-7A packaging is needed and not commercially available, a design may be created according to this document. The design should include a packaging drawing, specifications, analysis report, operating instructions, and a Packaging Qualification Checklist; all of which should be forwarded to a DOE/HQ approved test facility for evaluation and testing.     The physical foundations and domain of applicability of the Kayenta constitutive model are presented along with descriptions of the source code and user instructions. Kayenta, which is an outgrowth of the Sandia GeoModel, includes features and fitting functions appropriate to a broad class of materials including rocks, rock-like engineered materials (such as concretes and ceramics), and metals. Fundamentally, Kayenta is a computational framework for generalized plasticity models. As such, it includes a yield surface, but the term (3z(Byield(3y (Bis generalized to include any form of inelastic material response (including microcrack growth and pore collapse) that can result in non-recovered strain upon removal of loads on a material element. Kayenta supports optional anisotropic elasticity associated with joint sets, as well as optional deformation-induced anisotropy through kinematic hardening (in which the initially isotropic yield surface is permitted to translate in deviatoric stress space to model Bauschinger effects). The governing equations are otherwise isotropic. Because Kayenta is a unification and generalization of simpler models, it can be run using as few as 2 parameters (for linear elasticity) to as many as 40 material and control parameters in the exceptionally rare case when all features are used. For high-strain-rate applications, Kayenta supports rate dependence through an overstress model. Isotropic damage is modeled through loss of stiffness and strength.

STE capabilities are define to cut across directorates providing a more holistic view of the STE quality, integration to achieve mission requirements, and mission relevance. The scope of these capabilities necessitate that there will be significant overlap in technical areas covered by capability reviews (e.g., materials research and weapons science and engineering). In addition, LANL staff may be reviewed in different capability reviews because of their varied assignments and expertise. LANL plans to perform a complete review of the Laboratory's STE capabilities (hence staff) in a three-year cycle. The principal product of an external review is a report that includes the review committee's assessments, commendations, and recommendations for STE. The Capability Review Committees serve a dual role of providing assessment of the Laboratory's technical contributions and integration towards its missions and providing advice to Laboratory Management. The assessments and advice are documented in reports prepared by the Capability Review Committees that are delivered to the Director and to the Principal Associate Director for Science, Technology and Engineering (PADSTE). This report will be used by Laboratory Management for STE assessment and planning. The report is also provided to the Department of Energy (DOE) as part of LANL's Annual Performance Plan and to the Los Alamos National Security (LANS) LLC's Science and Technology Committee (STC) as part of its responsibilities to the LANS Board of Governors.

Relativistic guiding center equations including flute mode time dependent field perturbations are derived. The same variables as used in a previous nonrelativistic guiding center code are adopted, so that a straightforward modifications of those equations can produce a relativistic version.

    A small diameter, 20 mm to 50 mm, guided projectile is used in antiaircraft defense. A pulsing laser designator illuminates the target aircraft. Energy reflected from the aircraft is received by the guided projectile. The guided projectile is fired from a standard weapon but the spining caused by the riflings are removed before active tracking and guidance occurs. The received energy is focused by immersion optics onto a bridge cell. AC coupling and gating removes background and allows steering signals to move extended vanes by means of piezoelectric actuators in the rear of the guided projectile.

    The physical foundations and domain of applicability of the Kayenta constitutive model are presented along with descriptions of the source code and user instructions. Kayenta, which is an outgrowth of the Sandia GeoModel, includes features and fitting functions appropriate to a broad class of materials including rocks, rock-like engineered materials (such as concretes and ceramics), and metals. Fundamentally, Kayenta is a computational framework for generalized plasticity models. As such, it includes a yield surface, but the term 'yield' is generalized to include any form of inelastic material response including microcrack growth and pore collapse. Kayenta supports optional anisotropic elasticity associated with ubiquitous joint sets. Kayenta supports optional deformation-induced anisotropy through kinematic hardening (in which the initially isotropic yield surface is permitted to translate in deviatoric stress space to model Bauschinger effects). The governing equations are otherwise isotropic. Because Kayenta is a unification and generalization of simpler models, it can be run using as few as 2 parameters (for linear elasticity) to as many as 40 material and control parameters in the exceptionally rare case when all features are used. For high-strain-rate applications, Kayenta supports rate dependence through an overstress model. Isotropic damage is modeled through loss of stiffness and strength.

    T2VOC is a numerical simulator for three-phase, three-component, non-isothermal flow of water, air, and a volatile organic compound (VOC) in multidimensional heterogeneous porous media. Developed at the Lawrence Berkeley Laboratory, T2VOC is an extension of the TOUGH2 general-purpose simulation program. This report is a self-contained guide to application of T2VOC to subsurface contamination problems involving nonaqueous phase liquids (NAPLs). It gives a technical description of the T2VOC code, including a discussion of the physical processes modeled, and the mathematical and numerical methods used.     Martin Marietta Energy Systems, Inc., (Energy Systems) is committed to performing and documenting safety analyses for facilities it manages for the Department of Energy (DOE). Included are analyses of existing facilities done under the aegis of the Safety Analysis Report Upgrade Program, and analyses of new and modified facilities. A graded approach is used wherein the level of analysis and documentation for each facility is commensurate with the magnitude of the hazard(s), the complexity of the facility and the stage of the facility life cycle. Safety analysis reports (SARs) for hazard Category 1 and 2 facilities are usually detailed and extensive because these categories are associated with public health and safety risk. SARs for Category 3 are normally much less extensive because the risk to public health and safety is slight. At Energy Systems, safety studies are the name given to SARs for Category 3 (formerly {open_quotes}low{close_quotes}) facilities. Safety studies are the appropriate instrument when on-site risks are limited to irreversible consequences to a few people, and off-site consequences are limited to reversible consequences to a few people. This application guide provides detailed instructions for performing safety studies that meet the requirements of DOE Orders 5480.22, {open_quotes}Technical Safety Requirements,{close_quotes} and 5480.23, {open_quotes}Nuclear Safety Analysis Reports.{close_quotes} A seven-chapter format has been adopted for safety studies. Control systems are often the most problematic system in a building. A good design process that takes into account maintenance, operation, and commissioning can lead to a smoothly operating and efficient building. To this end, the Design Guide provides a toolbox of templates for improving control system design and specification. HVAC designers are the primary audience for the Design Guide. The control design process it presents will help produce well-designed control systems that achieve efficient and robust operation. The spreadsheet examples for control valve schedules, damper schedules, and points lists can streamline the use of the control system design concepts set forth in the Design Guide by providing convenient starting points from which designers can build.     The purpose of this resource guide is to provide a convenient reference document of information that may be useful to the U.S. Department of Energy (DOE) and DOE contractor personnel involved in packaging and transportation activities. An attempt has been made to present the terminology of DOE community usage as it currently exists. DOE`s mission is changing with emphasis on environmental cleanup. The terminology or nomenclature that has resulted from this expanded mission is included for the packaging and transportation user for reference purposes. Older terms still in use during the transition have been maintained. The Packaging and Transportation Resource Guide consists of four sections: Sect. 1, Introduction; Sect. 2, Abbreviations and Acronyms; Sect. 3, Definitions; and Sect. 4, References for packaging and transportation of hazardous materials and related activities, and Appendices A and B.     The U.S Department of Energy, Richland Operations Office and the Office of River Protection, requested the development of an integrated and consistent approach to management of polychlorinated biphenyls on the Hanford Site. Under their respective contracts, the Hanford Site contractors are required to comply with polychlorinated biphenyl regulations under the Toxic Substances Control Act of 1976. The objective of this Toxic Substances Control Act Polychlorinated Biphenyls Hanford Site Users Guide is to establish consistent guidance for use by Hanford Site contractors for managing polychlorinated biphenyls. Polychlorinated biphenyls have been identified in some Hanford Site waste, and based on the experiences of the rest of the US. Department of Energy Complex, polychlorinated biphenyls could be expected to be found in an even wider variety of waste. Because of the unique and often cumbersome regulatory requirements that apply to management of polychlorinated biphenyls and polychlorinated biphenyl contaminated materials, the U.S. Department of Energy instructed the contractors to use a proactive approach to develop a Polychlorinated Biphenyls Hanford Site User's Guide to ensure an integrated and consistent approach to management of Toxic Substances Control Act regulated polychlorinated biphenyls in the most cost-effective and compliant manner. Implementation of Toxic Substances Control Act regulated polychlorinated biphenyl requirements on the Hanford Site is accomplished through three paths. One path is the application of the regulations as written to the management of waste contaminated with polychlorinated biphenyls. The U.S. Environmental Protection Agency provides clarification to the regulations through a series of technical references posted on their web site and via questions and answers for the regulated community.

The ultimate goal is that that the user can use this guide as a jumping off point from which he or she can write new functions that are compatible with and expand the capabilities of the current MatSeis software that has been developed as part of the Ground-based Nuclear Explosion Monitoring Research and Engineering (GNEMRE) program at Sandia National Laboratories.

    The document contains a user's guide on how to run the RELAP-7 code. The RELAP-7 code is the next generation nuclear reactor system safety analysis code being developed at the Idaho National Laboratory. RELAP-7 will become the main reactor systems simulation toolkit for the LWRS (Light Water Reactor Sustainability) program’s RISMC (Risk Informed Safety Margin Characterization) effort and the next generation tool in the RELAP reactor safety/systems analysis application series. RELAP-7 is written with object oriented programming language C++. A number of example problems and their associated input files are presented in this document to guide users to run the RELAP-7 code starting with simple pipe problems to problems with increasing complexity.

  3. Handling debugger breakpoints in a shared instruction system

    A debugger debugs processes that execute shared instructions so that a breakpoint set for one process will not cause a breakpoint to occur in the other processes. A breakpoint is set by recording the original instruction at the desired location and writing a trap instruction to the shared instructions at that location. When a process encounters the breakpoint, the process passes control to the debugger for breakpoint processing if the breakpoint was set at that location for that process. If the trap was not set at that location for that process, the cacheline containing the trap is copied to a small scratchpad memory, and the virtual memory mappings are changed to translate the virtual address of the cacheline to the scratchpad. The original instruction is then written to replace the trap instruction in the scratchpad, so that process can execute the instructions in the scatchpad thereby avoiding the trap instruction.

    A system for inspecting a conduit for undesirable characteristics. A transducer system induces guided acoustic waves onto said conduit. The transducer system detects the undesirable characteristics of the conduit by receiving guided acoustic waves that contain information about the undesirable characteristics. The conduit has at least two sides and the transducer system utilizes flexural modes of propagation to provide inspection using access from only the one side of the conduit. Cracking is detected with pulse-echo testing using one transducer to both send and receive the guided acoustic waves. Thinning is detected in through-transmission testing where one transducer sends and another transducer receives the guided acoustic waves.

    The Portable Isotopic Neutron Spectroscopy—PINS, for short—system identifies the chemicals inside munitions and containers without opening them, a decided safety advantage if the fill chemical is a hazardous substance like a chemical warfare agent or an explosive. The PINS Spectrum Identification Guide is intended as a reference for technical professionals responsible for the interpretation of PINS gamma-ray spectra. The guide is divided into two parts. The three chapters that constitute Part I cover the science and technology of PINS. Neutron activation analysis is the focus of Chapter 1. Chapter 2 explores PINS hardware, software, and related operational issues. Gamma-ray spectral analysis basics are introduced in Chapter 3. The six chapters of Part II cover the identification of PINS spectra in detail. Like the PINS decision tree logic, these chapters are organized by chemical element: phosphorus-based chemicals, chlorine-based chemicals, etc. These descriptions of hazardous, toxic, and/or explosive chemicals conclude with a chapter on the identification of the inert chemicals, e.g. sand, used to fill practice munitions.

    A non-spinning projectile that is self-guided to a laser designated target and is configured to be fired from a small caliber smooth bore gun barrel has an optical sensor mounted in the nose of the projectile, a counterbalancing mass portion near the fore end of the projectile and a hollow tapered body mounted aft of the counterbalancing mass. Stabilizing strakes are mounted to and extend outward from the tapered body with control fins located at the aft end of the strakes. Guidance and control electronics and electromagnetic actuators for operating the control fins are located within the tapered body section. Output from the optical sensor is processed by the guidance and control electronics to produce command signals for the electromagnetic actuators. A guidance control algorithm incorporating non-proportional, "bang-bang" control is used to steer the projectile to the target.

    This Good Practice Guide provides tools, information, and examples for promoting the implementation of pollution prevention during the design phases of U.S. Department of Energy (DOE) projects. It is one of several Guides for implementing DOE Order 430.1, Life-cycle Asset Management. DOE Order 430.1 provides requirements for DOE, in partnership with its contractors, to plan, acquire, operate, maintain, and dispose of physical assets. The goals of designing for pollution prevention are to minimize raw material consumption, energy consumption, waste generation, health and safety impacts, and ecological degradation over the entire life of the facility (EPA 1993a). Users of this Guide will learn to translate national policy and regulatory requirements for pollution prevention into action at the project level. The Guide was written to be applicable to all DOE projects, regardless of project size or design phase. Users are expected to interpret the Guide for their individual project's circumstances, applying a graded approach so that the effort is consistent with the anticipated waste generation and resource consumption of the physical asset. This Guide employs a combination of pollution prevention opportunity assessment (PPOA) methods and design for environment (DfE) philosophies. The PPOA process was primarily developed for existing products, processes, and facilities. The PPOA process has been modified in this Guide to address the circumstances of the DOE design process as delineated in DOE Order 430.1 and its associated Good Practice Guides. This modified form of the PPOA is termed the Pollution Prevention Design Assessment (P2DA). Information on current nationwide methods and successes in designing for the environment also have been reviewed and are integrated into this guidance.

    The Radiological Toolbox software developed by Oak Ridge National Laboratory (ORNL) for U. S. Nuclear Regulatory Commission (NRC) is designed to provide electronic access to the vast and varied data that underlies the field of radiation protection. These data represent physical, chemical, anatomical, physiological, and mathematical parameters detailed in various handbooks which a health physicist might consult while in his office. The initial motivation for the software was to serve the needs of the health physicist away from his office and without access to his handbooks; e.g., NRC inspectors. The earlier releases of the software were widely used and accepted around the world by not only practicing health physicist but also those within educational programs. This release updates the software to accommodate changes in Windows operating systems and, in some aspects, radiation protection. This release has been tested on Windows 7 and 8 and on 32- and 64-bit machines. The nuclear decay data has been updated and thermal neutron capture cross sections and cancer risk coefficients have been included. This document and the software’s user’s guide provide further details and documentation of the information captured within the Radiological Toolbox.

    This is an addendum to the Presto 4.20 User's Guide to document additional capabilities that are available for use in the Presto{_}ITAR code that are not available for use in the standard version of Presto. Presto{_}ITAR is an enhanced version of Presto that provides capabilities that make it regulated under the U.S. Department of State's International Traffic in Arms Regulations (ITAR) export-control rules. This code is part of the Vivace product, and is only distributed to entities that comply with ITAR regulations. The enhancements primarily focus on material models that include an energy-dependent pressure response, appropriate for very large deformations and strain rates. Since this is an addendum to the standard Presto User's Guide, please refer to that document first for general descriptions of code capability and use. This addendum documents material models and element features that support energy-dependent material models.

The decryptor decrypts the encrypted instruction stream upon receipt of an instruction fetch signal from a CPU core. Unencrypted data is passed through to the CPU core without decryption upon receipt of a data fetch signal.

    The Systems Analysis Programs for Hands-on Integrated Reliability Evaluations (SAPHIRE) is a software application developed for performing a complete probabilistic risk assessment (PRA) using a personal computer. SAPHIRE is funded by the U.S. Nuclear Regulatory Commission (NRC) and developed by the Idaho National Laboratory (INL). The INL's primary role in this project is that of software developer. However, the INL also plays an important role in technology transfer by interfacing and supporting SAPHIRE users comprised of a wide range of PRA practitioners from the NRC, national laboratories, the private sector, and foreign countries. SAPHIRE can be used to model a complex systems response to initiating events, quantify associated damage outcome frequencies, and identify important contributors to this damage (Level 1 PRA) and to analyze containment performance during a severe accident and quantify radioactive releases (Level 2 PRA). It can be used for a PRA evaluating a variety of operating conditions, for example, for a nuclear reactor at full power, low power, or at shutdown conditions. Furthermore, SAPHIRE can be used to analyze both internal and external initiating events and has special features for transforming models built for internal event analysis to models for external event analysis. It can also be used in a limited manner to quantify risk in terms of release consequences to both the public and the environment (Level 3 PRA). This reference guide will introduce the SAPHIRE Version 8.0 software. A brief discussion of the purpose and history of the software is included along with general information such as installation instructions, starting and stopping the program, and some pointers on how to get around inside the program. Next, database concepts and structure are discussed. Following that discussion are nine sections, one for each of the menu options on the SAPHIRE main menu, wherein the purpose and general capabilities for each option are furnished

    User's guide for VSP 7.0 This user's guide describes Visual Sample Plan (VSP) Version 7.0 and provides instructions for using the software. VSP selects the appropriate number and location of environmental samples to ensure that the results of statistical tests performed to provide input to risk decisions have the required confidence and performance. VSP Version 7.0 provides sample-size equations or algorithms needed by specific statistical tests appropriate for specific environmental sampling objectives. It also provides data quality assessment and statistical analysis functions to support evaluation of the data and determine whether the data support decisions regarding sites suspected of contamination. The easy-to-use program is highly visual and graphic. VSP runs on personal computers with Microsoft Windows operating systems (XP, Vista, Windows 7, and Windows 8). Designed primarily for project managers and users without expertise in statistics, VSP is applicable to two- and three-dimensional populations to be sampled (e.g., rooms and buildings, surface soil, a defined layer of subsurface soil, water bodies, and other similar applications) for studies of environmental quality. VSP is also applicable for designing sampling plans for assessing chem/rad/bio threat and hazard identification within rooms and buildings, and for designing geophysical surveys for unexploded ordnance (UXO) identification.

    This guide provides a method to assess potential fire development in drum storage facilities. The mechanism of fire propagation/spread through stored drum arrays is a complex process. It involves flame heat transfer, transient conduction,convection, and radiation between drums (stored in an array configuration). There are several phenomena which may occur when drums are exposed to fire. The most dramatic is violent lid failure which results in total lid removal. When a drum loses its lid due to fire exposure, some or all of the contents may be ejected from the drum, and both the ejected combustible material and the combustible contents remaining within the container will burn. The scope of this guide is limited to storage arrays of steel drums containing combustible (primarily Class A) and noncombustible contents. Class B combustibles may be included in small amounts as free liquid within the solid waste contents.Storage arrays, which are anticipated in this guide, include single or multi-tier palletized (steel or wood pallets) drums,high rack storage of drums, and stacked arrays of drums where plywood sheets are used between tiers. The purpose of this guide is to describe a simple methodology that estimates the consequences of a fire in drum storage arrays. The extent of fire development and the resulting heat release rates can be estimated. Release fractions applicable to this type of storage are not addressed, and the transport of contaminants away from the source is not addressed. However, such assessments require the amount of combustible material consumed and the surface area of this burning material. The methods included in this guide do provide this information.

    NEDIT and NPRED are computer programs developed for the Strategic Petroleum Reserve (SPR) Program to assist the SPR system designers and operators in scheduling the leaching and oil-filling of the SPR salt caverns. NEDIT is an interactive program which assists the user in creating or editing a data set; NPRED in turn uses this data set to perform the engineering calculations.     Reflecting Secretary O`Leary`s focus on occupational safety and health, the Office of Occupational Safety is pleased to provide you with the latest update to the DOE Interpretations Guide to OSH Standards. This Guide was developed in cooperation with the Occupational Safety and Health Administration, which continued its support during this last revision by facilitating access to the interpretations found on the OSHA Computerized Information System (OCIS). This March 31, 1994 update contains 123 formal interpretation letters written by OSHA. As a result of the unique requests received by the 1-800 Response Line, this update also contains 38 interpretations developed by DOE. This new occupational safety and health information adds still more important guidance to the four volume reference set that you presently have in your possession.

They are actually required clauses as 52.223-17 requires the use of such products in service and construction contracts. They are also being designated as required under the service and construction contract columns.

    This guide -- the JEDI Fast Pyrolysis Biorefinery Model User Reference Guide -- was developed to assist users in operating and understanding the JEDI Fast Pyrolysis Biorefinery Model. The guide provides information on the model's underlying methodology, as well as the parameters and data sources used to develop the cost data utilized in the model. This guide also provides basic instruction on model add-in features and a discussion of how the results should be interpreted. Based on project-specific inputs from the user, the JEDI Fast Pyrolysis Biorefinery Model estimates local (e.g., county- or state-level) job creation, earnings, and output from total economic activity for a given fast pyrolysis biorefinery. These estimates include the direct, indirect and induced economic impacts to the local economy associated with the construction and operation phases of biorefinery projects.Local revenue and supply chain impacts as well as induced impacts are estimated using economic multipliers derived from the IMPLAN software program. By determining the local economic impacts and job creation for a proposed biorefinery, the JEDI Fast Pyrolysis Biorefinery Model can be used to field questions about the added value biorefineries might bring to a local community.

    A guide tube is fixed adjacent opposite ends in outer and inner covers of a nozzle stage segment. The guide tube is serpentine in shape between the outer and inner covers and extends through a nozzle vane. An insert is disposed in the nozzle vane and has apertures to accommodate serpentine portions of the guide tube. Cooling steam is also supplied through chambers of the insert on opposite sides of a central insert chamber containing the guide tube. The opposite ends of the guide tube are fixed to sleeves, in turn fixed to the outer and inner covers.

    This guide teaches the basic fundamentals of cavitation to provide the reader with an understanding of what causes cavitation, when it occurs, and the potential problems cavitation can cause to a valve and piping system. The document provides guidelines for understanding how to reduce the cavitation and/or select control valves for a cavitating system. The guide provides a method for predicting the cavitation intensity of control valves, and how the effect of cavitation on a system will vary with valve type, valve function, valve size, operating pressure, duration of operation and details of the piping installation. The guide defines six cavitation limits identifying cavitation intensities ranging from inception to the maximum intensity possible. The intensity of the cavitation at each limit Is described, including a brief discussion of how each level of cavitation influences the valve and system. Examples are included to demonstrate how to apply the method, including making both size and pressure scale effects corrections. Methods of controlling cavitation are discussed providing information on various techniques which can be used to design a new system or modify an existing one so it can operate at a desired level of cavitation.

    As part of our research on the Lisburne Group, we have developed a powerful relational computerized database to accommodate the huge amounts of data generated by our multi-disciplinary research project. The Wahoo database has data files on petrographic data, conodont analyses, locality and sample data, well logs and diagenetic (cement) studies. Chapter 5 is essentially an instruction manual that summarizes some of the unique attributes and operating procedures of the Wahoo database. The main purpose of a database is to allow users to manipulate their data and produce reports and graphs for presentation. We present a variety of data tables in appendices at the end of this report, each encapsulating a small part of the data contained in the Wahoo database. All the data are sorted and listed by map index number and stratigraphic position (depth). The Locality data table (Appendix A) lists of the stratigraphic sections examined in our study. It gives names of study areas, stratigraphic units studied, locality information, and researchers. Most localities are keyed to a geologic map that shows the distribution of the Lisburne Group and location of our sections in ANWR. Petrographic reports (Appendix B) are detailed summaries of data the composition and texture of the Lisburne Group carbonates. The relative abundance of different carbonate grains (allochems) and carbonate texture are listed using symbols that portray data in a format similar to stratigraphic columns. This enables researchers to recognize trends in the evolution of the Lisburne carbonate platform and to check their paleoenvironmental interpretations in a stratigraphic context. Some of the figures in Chapter 1 were made using the Wahoo database.

    A self-cleaning porous cermet material, filter and system utilizing the same may be used in filtering particulate and gaseous pollutants from internal combustion engines having intermetallic and ceramic phases. The porous cermet filter may be made from a transition metal aluminide phase and an alumina phase. Filler materials may be added to increase the porosity or tailor the catalytic properties of the cermet material. Additionally, the cermet material may be reinforced with fibers or screens. The porous filter may also be electrically conductive so that a current may be passed therethrough to heat the filter during use. Further, a heating element may be incorporated into the porous cermet filter during manufacture. This heating element can be coated with a ceramic material to electrically insulate the heating element. An external heating element may also be provided to heat the cermet filter during use.

A calcium comprising salt is disposed in at least some of the pores. The porous polymer matrix can comprise cellulose, including bacterial cellulose. The composite can be used as a bone graft material. A method of tissue repair within the body of animals includes the steps of providing a composite biocompatible hydrogel material including a porous polymer matrix, the polymer matrix including a plurality of pores and providing a Young's modulus of at least 10 GPa, and inserting the hydrogel material into cartilage or bone tissue of an animal, wherein the hydrogel material supports cell colonization in vitro for autologous cell seeding.

Pulses are propagated along a transmission line or guide wire that is partially immersed in the material being measured; a launcher plate is positioned at the beginning of the guide wire. Reflected pulses are produced at the material interface due to the change in dielectric constant. The time difference of the reflections at the launcher plate and at the material interface are used to determine the material level. Improved performance is obtained by the incorporation of: (1) a high accuracy time base that is referenced to a quartz crystal, (2) an ultrawideband directional sampler to allow operation without an interconnect cable between the electronics module and the guide wire, (3) constant fraction discriminators (CFDs) that allow accurate measurements regardless of material dielectric constants, and reduce or eliminate errors induced by triple-transit or ``ghost`` reflections on the interconnect cable.     A waveguide includes a cladding region that has a refractive index that is substantially uniform and surrounds a wave-guiding region that has an average index that is close to the index of the cladding. The wave-guiding region also contains a thin ring or series of rings that have an index or indices that differ significantly from the index of the cladding. The ring or rings enable the structure to guide light.

This document provides neutronics/physics analysis guidance to support experiment design and analysis needs for experiments irradiated in the ATR. This guide addresses neutronics/physics analysis in support of experiment design, experiment safety, and experiment program objectives and goals. The intent of this guide is to provide a standardized approach for performing typical neutronics/physics analyses. Deviation from this guide is allowed provided that neutronics/physics analysis details are properly documented in an analysis report.
