    Six US Department of Energy Laboratories are carrying out a program of cooperation with the Russian Research Center Kurchatov Institute to improve nuclear material protection, control and accounting (MPC and A) at the Institute. In 1995 the primary emphasis of this program was the implementation of improved physical protection at a demonstration building at Kurchatov, and the upgrading the computerized materials accounting system, measurement instrumentation, and physical inventory procedures for a critical assembly within this building. Work continues in 1996 at this building but now also have begun at the two Kurchatov buildings which constitute the Central Storage Facility. At this facility, there will be upgrades in the physical inventory taking procedures, a test and evaluation of gamma-ray isotopic measurements, and evaluations of nuclear material portal monitors and neutron-based measurement equipment. There will also be implementation of an improved computerized materials accounting system which will include bar code printing and reading equipment, development of a tamper indicating device program, and substantial improvements in physical protection. Finally, vulnerability assessments begun in 1995 are being extended to additional high priority facilities at Kurchatov.

    Six US Department of Energy Laboratories are carrying out a program of cooperation with the Russian Research Center Kurchatov Institute to improve nuclear material protection, control and accounting (MPC and A) at Kurchatov. In 1997--1998 the primary thrust of this program has been directed to Building 106, which houses a number of test reactors and critical facilities. Substantial improvements in physical protection, upgrades in the physical inventory taking procedures, installation of equipment for the computerized materials accounting system, and installation of nuclear material portal monitors and neutron-based measurement equipment are being carried out at this facility. Software for the computerized accounting system, named KI-MACS, has been developed at Kurchatov and the system has been fully integrated with the bar code printing and reading equipment, electronic scales, and nondestructive assay equipment provided under this program. Additional 1997--1998 activities at Kurchatov include continuation of a tamper indicating device program, vulnerability assessments of several facilities, hosting of a Russian-American Workshop on Fissile Material Control and Accountability at Critical Facilities, and the development of accounting procedures for transfers of nuclear materials between material balance areas.

    The All-Russian Scientific Research Institute of Automatics (VNIIA) is one of the scientific research institutes participating in the US/Russian Laboratory-to-Laboratory Program in Nuclear Materials Protection, Control, and Accounting (MPC and A). The Institute has provided instrumentation and measurement techniques to the Russian defense program and to the medical, gas and oil, and manufacturing industries. VNIIA is improving MPC and A in Russia by providing support to the Russian institutes and enterprises in the Ministry of Atomic Energy. VNIIA has a primary role in determining the requirements and specifications and developing procedures for testing and certification of MPC and A equipment, and is instrumental in strengthening the Russian infrastructure for supplying MPC and A equipment. Contracts have been placed with VNIIA by Russian suppliers to test, certify, and prepare for manufacturing hand-held special nuclear material detection equipment they have developed. A contract also is in place with VNIIA to test and evaluate a US-manufactured pedestrian portal monitor. Work for 1996 includes certifying these portal monitors and portable radiation detection equipment for use in Russian facilities, testing and evaluating a US active well coincidence counter and gamma-ray isotopic measurement methods, and developing guidelines for statistical evaluation methods used in MPC and A. This paper reviews the status of this effort and describes the plans for continuing this work in 1996.

    This is the final report of a one-year, Laboratory Directed Research and Development (LDRD) project at Los Alamos National Laboratory (LANL). Current civilian security may be enhanced by the use of flexible tile technology. This project explored the use of such materials in three areas: bomb disposal containers, portable armor, and protective vests. In particular, there has been no evaluation of the use of flexible tiles, functional graded ceramics, and ballistic modeling codes in developing improved systems. The state of the art in these three areas was reviewed and potential collaborators were contacted. Civil security forces, both state and Laboratory, were interviewed to determine issues and needs. From a collaboration established with the New Mexico State Police, the authors now know that the technology has the potential to increase protection without adding undue weight and will be usable by civilian police forces for some applications.

    This paper discusses Russian Federal Nuclear Center (RFNC)-VNIIEF activities in the area of nuclear material protection, control, and accounting (MPC and A) procedures enhancement. The goal of such activities is the development of an automated systems for MPC and A at two of the active VNIIEF research sites: a research (reactor) site and a nuclear material production facility. The activities for MPC and A system enhancement at both sites are performed in the framework of a VNIIEF-Los Alamos National Laboratory contract with participation from Sandia National Laboratories, Lawrence Livermore National Laboratory, Brookhaven National Laboratory, Oak Ridge National Laboratory, Pacific Northwest National Laboratory, and PANTEX Plant in accordance with Russian programs supported by MinAtom. The American specialists took part in searching for possible improvement of technical solutions, ordering equipment, and delivering and testing the equipment that was provided by the Americans.

    The United States Department of Energy, National Nuclear Security Administration (DOE/NNSA) and the China Atomic Energy Authority (CAEA) are cooperating to enhance the domestic regulatory inspections capacity for special nuclear material protection, control and accounting (MPC&A) requirements for civil nuclear facilities in China. This cooperation is conducted under the auspices of the Agreement between the Department of Energy of the United States of America and the State Development and Planning Commission of the People s Republic of China on Cooperation Concerning Peaceful Uses of Nuclear Technology. This initial successful effort was conducted in three phases. Phase I focused on introducing CAEA personnel to DOE and U. S. Nuclear Regulatory Commission inspection methods for U. S. facilities. This phase was completed in January 2008 during meetings in Beijing. Phase II focused on developing physical protection and material control and accounting inspection exercises that enforced U. S. inspection methods identified during Phase 1. Hands on inspection activities were conducted in the United States over a two week period in July 2009. Simulated deficiencies were integrated into the inspection exercises. The U. S. and Chinese participants actively identified and discussed deficiencies noted during the two week training course. The material control and accounting inspection exercises were conducted at the Paducah Gaseous Diffusion Plant (PGDP) in Paducah, KY. The physical protection inspection exercises were conducted at the Oak Ridge National Laboratory (ORNL) in Oak Ridge, TN. Phase III leveraged information provided under Phase I and experience gained under Phase II to develop a formal inspection guide that incorporates a systematic approach to training for Chinese MPC&A field inspectors. Additional hands on exercises that are applicable to Chinese regulations were incorporated into the Phase III training material. Phase III was completed in May 2010 at the China Institute of Atomic Energy (CIAE) in Beijing. This paper provides details of the successful cooperation between DOE/NNSA and CAEA for all phases of the cooperative effort to enhance civil domestic MPC&A inspections in China.

    It is generally believed possible for some range of heavy nuclear attacks directed against cities that significant but not lethal climate alteration will ensue for at least a few weeks. Three-dimensional global circulation models being developed and used at Lawrence Livermore National Laboratory (LLNL), Los Alamos National Laboratory (LANL), and the National Center for Atmospheric Research for a reasonable attack size seem to be converging on a temperature depression of the order of 10 to 15/degree/C, averaged over all land areas of the temperate region of the northern hemisphere. Temperature depressions as large as 25/degree/C are predicted in the interiors of continents for attacks in the summertime. Winter wars produce temperature depressions of only a few degrees. The authors have drawn the following implications for civil defense of the possibility of nuclear winter: (1) Neither cold nor drought is likely to be a direct threat to human survival. (2) The principal threat of nuclear winter is to agriculture. (3) Nuclear winter does not present an entirely new threat from nuclear war to the United States or the Soviet Union. (4) The consequences of nuclear winter would fall more heavily on the Soviet Union.

    From 1993 to 2000, OSS worked under a cost share contract from the Department of Energy (DOE) to develop an Advanced Worker Protection System (AWPS). The AWPS is a protective ensemble that provides the user with both breathing air and cooling for a NIOSH-rated duration of two hours. The ensemble consists of a liquid air based backpack, a Liquid Cooling Garment (LCG), and an outer protective garment. The AWPS project was divided into two phases. During Phase 1, OSS developed and tested a full-scale prototype AWPS. The testing showed that workers using the AWPS could work twice as long as workers using a standard SCBA. The testing also provided performance data on the AWPS in different environments that was used during Phase 2 to optimize the design. During Phase 1, OSS also performed a life-cycle cost analysis on a representative clean up effort. The analysis indicated that the AWPS could save the DOE millions of dollars on D and D activities and improve the health and safety of their workers. During Phase 2, OSS worked to optimize the AWPS design to increase system reliability, to improve system performance and comfort, and to reduce the backpack weight and manufacturing costs. To support this design effort, OSS developed and tested several different generations of prototype units. Two separate successful evaluations of the ensemble were performed by the International Union of Operation Engineers (IUOE). The results of these evaluations were used to drive the design. During Phase 2, OSS also pursued certifying the AWPS with the applicable government agencies. The initial intent during Phase 2 was to finalize the design and then to certify the system. OSS and Scott Health and Safety Products teamed to optimize the AWPS design and then certify the system with the National Institute of Occupational Health and Safety (NIOSH). Unfortunately, technical and programmatic difficulties prevented us from obtaining NIOSH certification. Despite the inability of NIOSH to certify the design, OSS was able to develop and successfully test, in both the lab and in the field, a prototype AWPS. They clearly demonstrated that a system which provides cooling can significantly increase worker productivity by extending the time they can function in a protective garment. They were also able to develop mature outer garment and LCG designs that provide considerable benefits over current protective equipment, such as self donning and doffing, better visibility, and machine washable. A thorough discussion of the activities performed during Phase 1 and Phase 2 is presented in the AWPS Final Report. The report also describes the current system design, outlines the steps needed to certify the AWPS, discusses the technical and programmatic issues that prevented the system from being certified, and presents conclusions and recommendations based upon the seven year effort.

    The Department of Energy (DOE) is in the process of defining the magnitude and diversity of Decontamination and Decommissioning (D&D) obligations at its numerous sites. The DOE believes that existing technologies are inadequate to solve many challenging problems such as how to decontaminate structures and equipment cost effectively, what to do with materials and wastes generated, and how to adequately protect workers and the environment. Preliminary estimates show a tremendous need for effective use of resources over a relatively long period (over 30 years). Several technologies are being investigated which can potentially reduce D&D costs while providing appropriate protection to DOE workers. The DOE recognizes that traditional methods used by the EPA in hazardous waste site clean up activities are insufficient to provide the needed protection and worker productivity demanded by DOE D&D programs. As a consequence, new clothing and equipment which can adequately protect workers while providing increases in worker productivity are being sought for implementation at DOE sites. This project will result in the development of an Advanced Worker Protection System (AWPS). The AWPS will be built around a life support backpack that uses liquid air to provide cooling as well as breathing gas to the worker. The backpack will be combined with advanced protective garments, advanced liquid cooling garment, respirator, communications, and support equipment to provide improved worker protection, simplified system maintenance, and dramatically improve worker productivity through longer duration work cycles. Phase I of the project has resulted in a full scale prototype Advanced Worker Protection Ensemble (AWPE, everything the worker will wear), with sub-scale support equipment, suitable for integrated testing and preliminary evaluation. Phase II will culminate in a full scale, certified, pre-production AWPS and a site demonstration.

    This is the final report of a two-year, Laboratory Directed Research and Development (LDRD) project at the Los Alamos National Laboratory (LANL). The objective was to determine whether armor tile technology could be used to solve problems of civil law enforcement as identified by the New Mexico State Police. Most of the effort focused on the design and construction of a lightweight, portable box that could contain the shrapnel and redirect the blast from a steel-pipe/black-powder bomb. The bomb box task was carried out in collaboration with two companies, Foster Miller, Inc. and Ordnance Body Armor Co., who constructed most of the boxes tested. The results of the tests indicated that soft, flexible fabrics are superior to hard tiles in containing the bomb fragments. Subsequent to these experiments, Foster Miller has developed a bomb container that is commercialized and is currently being sold to law enforcement agencies.

    A hardwired, fail-safe rack protection monitor utilizes electromechanical relays to respond to the detection by condition sensors of abnormal or alarm conditions (such as smoke, temperature, wind or water) that might adversely affect or damage equipment being protected. When the monitor is reset, the monitor is in a detection mode with first and second alarm relay coils energized. If one of the condition sensors detects an abnormal condition, the first alarm relay coil will be de-energized, but the second alarm relay coil will remain energized. This results in both a visual and an audible alarm being activated. If a second alarm condition is detected by another one of the condition sensors while the first condition sensor is still detecting the first alarm condition, both the first alarm relay coil and the second alarm relay coil will be de-energized. With both the first and second alarm relay coils de-energized, both a visual and an audible alarm will be activated. In addition, power to the protected equipment will be terminated and an alarm signal will be transmitted to an alarm central control. The monitor can be housed in a separate enclosure so as to provide an interface between a power supply for the protected equipment and the protected equipment.

    The Advanced Worker Protection System (AWPS) is a liquid-air-based, self-contained breathing and cooling system with a duration of 2 hrs. AWPS employs a patented system developed by Oceaneering Space Systems (OSS), and was demonstrated at their facility in Houston, TX as well as at Kansas State University, Manhattan. The heart of the system is the life-support backpack that uses liquid air to provide cooling as well as breathing gas to the worker. The backpack is combined with advanced protective garments, an advanced liquid cooling garment (LCG), a respirator, and communications and support equipment. The prototype unit development and testing under Phase 1 has demonstrated that AWPS has the ability to meet performance criteria. These criteria were developed with an understanding of both the AWPS capabilities and the DOE decontamination and decommissioning (D and D) activities protection needs.

    Entry into hazardous areas without the proper protective equipment is extremely dangerous and must be prevented whenever possible. Current postings of radiological hazards at the Rocky Flats Environmental Technology Site (RFETS) do not incorporate recent findings concerning effective warning presentation. Warning information should be highly visible, quickly, and easily understood. While continuing to comply with industry standards (e.g., Department of Energy (DOE) guidelines), these findings can be incorporated into existing radiological sign design, making them more effective in terms of usability and compliance. Suggestions are provided for designing more effective postings within stated guidelines.

    On November 9, 2002, the U.S. Environmental Protection Agency (EPA), the U.S. Department of Energy (DOE), and the Idaho Department of Environmental Quality approved the Record of Decision Experimental Breeder Reactor-I/Boiling Water Reactor Experiment Area and Miscellaneous Sites, which requires a Sitewide Institutional Controls Plan for the then Idaho National Engineering and Environmental Laboratory (now known as the Idaho National Laboratory). This document, first issued in June 2004, fulfilled that requirement. The revision is needed to provide an update as remedial actions are completed and new areas of concern are found. This Sitewide Institutional Controls Plan is based on guidance in the May 3, 1999, EPA Region 10 Final Policy on the Use of Institutional Controls at Federal Facilities; the September 29, 2000, EPA guidance Institutional Controls: A Site Manager's Guide to Identifying, Evaluating, and Selecting Institutional Controls at Superfund and RCRA Corrective Action Cleanups; and the April 9, 2003, DOE Policy 454.1, "Use of Institutional Controls." These policies establish measures that ensure short- and long-term effectiveness of institutional controls that protect human health and the environment at federal facility sites undergoing remedial action pursuant to the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and/or corrective action pursuant to the Resource Conservation and Recovery Act (RCRA). The site-specific institutional controls currently in place at the Idaho National Laboratory are documented in this Sitewide Institutional Controls Plan. This plan is being updated, along with the Idaho National Engineering and Environmental Laboratory Comprehensive Facilities and Land Use Plan, to reflect the progress of remedial activities and changes in CERCLA sites.

The method comprises the steps of identifying a number, m, of redundant bits for said error protection; and constructing a matrix P, wherein multiplying said given group of n bits with P produces m redundant error correction code (ECC) protection bits, and two columns of P provide parity protection for subgroups of said given group of n bits. In the preferred embodiment of the invention, the matrix P is constructed by generating permutations of m bit wide vectors with three or more, but an odd number of, elements with value one and the other elements with value zero; and assigning said vectors to rows of the matrix P.

    The Office of River Protection (ORP) Project Management Plan (PMP) for the River Protection Project (RPP) describes the process for developing and operating a Waste Treatment Complex (WTC) to clean up Hanford Site tank waste. The Plan describes the scope of the project, the institutional setting within which the project must be completed, and the management processes and structure planned for implementation. The Plan is written from the perspective of the ORP as the taxpayers' representative. The Hanford Site, in southeastern Washington State, has one of the largest concentrations of radioactive waste in the world, as a result of producing plutonium for national defense for more than 40 years. Approximately 53 million gallons of waste stored in 177 aging underground tanks represent major environmental, social, and political challenges for the U.S. Department of Energy (DOE). These challenges require numerous interfaces with state and federal environmental officials, Tribal Nations, stakeholders, Congress, and the US Department of Energy-Headquarters (DOE-HQ). The cleanup of the Site's tank waste is a national issue with the potential for environmental and economic impacts to the region and the nation.

    US Department of Energy (DOE) Order 5400.1 requires the establishment of a groundwater protection management program to ensure compliance with DOE requirements and applicable Federal, state, and local laws and regulations. The Uranium Mill Tailings Remedial Action (UMTRA) Project Office has prepared a ``Groundwater Protection Management Program Plan`` (groundwater protection plan) of sufficient scope and detail to reflect the program`s significance and address the seven activities required in DOE Order 5400.1, Chapter 3, for special program planning. The groundwater protection plan highlights the methods designed to preserve, protect, and monitor groundwater resources at UMTRA Project processing and disposal sites. The plan includes an overview of the remedial action status at the 24 designated processing sites and identifies project technical guidance documents and site-specific documents for the UMTRA groundwater protection management program. In addition, the groundwater protection plan addresses the general information required to develop a water resources protection strategy at the permanent disposal sites. Finally, the plan describes ongoing activities that are in various stages of development at UMTRA sites (long-term care at disposal sites and groundwater restoration at processing sites). This plan will be reviewed annually and updated every 3 years in accordance with DOE Order 5400.1.

    We describe the framework and strategy of the \\^G infrared search for extraterrestrial civilizations with large energy supplies, which will use the wide-field infrared surveys of WISE and Spitzer to search for these civilizations' waste heat. We develop a formalism for translating mid-infrared photometry into quantitative upper limits on extraterrestrial energy supplies. We discuss the likely sources of false positives, how dust can and will contaminate our search, and prospects for distinguishing dust from alien waste heat. We argue that galaxy-spanning civilizations may be easier to distinguish from natural sources than circumstellar civilizations (i.e., Dyson spheres), although Gaia will significantly improve our capability to identify the latter. We present a "zeroth order" null result of our search based on the WISE all-sky catalog: we show, for the first time, that Kardashev Type III civilizations (as Kardashev originally defined them) are very rare in the local universe.     Generic physical protection logic trees, designed for application to nuclear facilities and materials, are presented together with a method of qualitative evaluation of the trees for design and analysis of physical protection systems. One or more defense zones are defined where adversaries interact with the physical protection system. Logic trees that are needed to describe the possible scenarios within a defense zone are selected. Elements of a postulated or existing physical protection system are tagged to the primary events of the logic tree. The likelihood of adversary success in overcoming these elements is evaluated on a binary, yes/no basis. The effect of these evaluations is propagated through the logic of each tree to determine whether the adversary is likely to accomplish the end event of the tree. The physical protection system must be highly likely to overcome the adversary before he accomplishes his objective. The evaluation must be conducted for all significant states of the site. Deficiencies uncovered become inputs to redesign and further analysis, closing the loop on the design/analysis cycle.

After reviewing the fundamental question, why it is asked, and the context in which it operates in the nation of India, this report continues with an analysis of available information, quantitative and qualitative, that can help to resolve the issues in the particular case of India. Finally, it ends with conclusions from the analysis and recommendations for reducing remaining uncertainties in the future.

    Random variations, whether they occur in the input signal or the system parameters, are phenomena that occur in nearly all engineering systems of interest. As a result, nondeterministic modeling techniques must somehow account for these variations to ensure validity of the solution. As might be expected, this is a difficult proposition and the focus of many current research efforts. Controlling seismically excited structures is one pertinent application of nondeterministic analysis and is the subject of the work presented herein. This overview paper is organized into two sections. First, techniques to assess system reliability, in a context familiar to civil engineers, are discussed. Second, and as a consequence of the first, active control methods that ensure good performance in this random environment are presented. It is the hope of the authors that these discussions will ignite further interest in the area of reliability assessment and design of controlled civil engineering structures.

The upgrade is divided into three major tasks: (1) re-commission the K-150 (88”) cyclotron, couple it to existing beam lines to provide intense stable beams into the K-500 experimental areas and use it as a driver to produce radioactive beams; (2) develop light ion and heavy ion guides for stopping radioactive ions created with the K-150 beams; and (3) transport 1+ ions from the ion guides into a charge-breeding electron-cyclotron-resonance ion source (CB-ECR) to produce highly-charged radioactive ions for acceleration in the K-500 cyclotron. When completed, the upgraded facility will provide high-quality re-accelerated secondary beams in a unique energy range in the world.

    Microfabrication enables many exciting experimental possibilities for medicine and biology that are not attainable through traditional methods. However, in order for microfabricated devices to have an impact they must not only provide a robust solution to a current unmet need, but also be simple enough to seamlessly integrate into standard protocols. Broad dissemination of bioMEMS has been stymied by the common aim of replacing established and well accepted protocols with equally or more complex devices, methods, or materials. The marriage of a complex, difficult to fabricate bioMEMS device with a highly variable biological system is rarely successful. Instead, the design philosophy of my lab aims to leverage a beneficial microscale phenomena (e.g. fast diffusion at the microscale) within a bioMEMS device and adapt to established methods (e.g. multiwell plate cell culture) and demonstrate a new paradigm for the field (adapt instead of replace). In order for the field of bioMEMS to mature beyond novel proof-of-concept demonstrations, researchers must focus on developing systems leveraging these phenomena and integrating into standard labs, which have largely been ignored. Towards this aim, the Integrative Bioengineering Institute has been established.
