    The Federal Energy Administration was the successor of the Federal Energy Office, a short-term organization created to coordinate the government's response to the Arab oil embargo. In October 1977, it became part of the Department of Energy. A brief history of the period from 1974 to 1977 specifically concerning these agencies is presented. Discussed are: the Arab Oil Embargo, the Federal Energy Office, the Federal Energy Administration, the Autumn Crisis (1974), Zarb Rebuilds the Agency, the Energy Policy and Conservation Act, the Energy Conservation and Production Act, Program Growth, and Energy Reorganization.     The mission of the U.S. Department of Energy Joint Genome Institute (DOE JGI) is to serve the diverse scientific community as a user facility, enabling the application of large-scale genomics and analysis of plants, microbes, and communities of microbes to address the DOE mission goals in bioenergy and the environment. The DOE JGI's sequencing efforts fall under the Eukaryote Super Program, which includes the Plant and Fungal Genomics Programs; and the Prokaryote Super Program, which includes the Microbial Genomics and Metagenomics Programs.     The U.S. Department of Energy (DOE) Joint Genome Institute (JGI), a national user facility, serves the diverse scientific community by providing integrated high-throughput sequencing and computational analysis to enable system-based scientific approaches in support of DOE missions related to clean energy generation and environmental characterization. The JGI Genome Portal (http://genome.jgi.doe.gov) provides unified access to all JGI genomic databases and analytical tools. The JGI maintains extensive data management systems and specialized analytical capabilities to manage and interpret complex genomic data. A user can search, download and explore multiple data sets available for all DOE JGI sequencing projects including their status, assemblies and annotations of sequenced genomes. Here we describe major updates of the Genome Portal in the past 2 years with a specific emphasis on efficient handling of the rapidly growing amount of diverse genomic data accumulated in JGI.

    The U.S. Department of Energy (DOE) has managed the Long Term Stewardship and Maintenance activities at DOE sites since 1988. DOE's Office of Legacy Management (LM) was established in December 2003, and its specific mission is to manage the DOE's post-closure responsibilities and ensure the future protection of human health and the environment. LM has control and custody for legacy land, structures, and facilities and is responsible for maintaining them at levels suitable for their long-term use. LM uses DOE Policy 454.1: Use of Institutional Controls (ICs) and Associated Guidance. Many major Federal laws, Executive Orders, regulations, and various other drivers influence the establishment and use of ICs at LM sites. LM uses a wide range of ICs as part of efforts to appropriately limit access to, or uses of, land, facilities and other real and personal property assets; protect the environment; maintain the physical safety and security of DOE facilities; and prevent or limit inadvertent human and environmental exposure to residual contaminants and other hazards. ICs generally fall into one of four categories identified by EPA guidance, and DOE is successfully using a 'defense in depth' strategy which uses multiple mechanisms to provide 'layering' for additional durability and protectiveness: - Proprietary controls - such as easements and covenants. - Governmental controls - implemented and enforced by state or local governments. - Enforcement and permit tools with IC components - such as CERCLA agreements or RCRA permits. - Informational devices - such as state registries or public advisories. An additional practice that supports ICs at LM sites entails the use of engineered controls, such as fences, gates, access controls, etc. to ensure public access to applicable areas is limited. An engineered control that is not an IC is the disposal cell itself with its design criteria that protects the contaminated interior, controls the penetration of precipitation, and the
