Our participation in the Providence hearing was a very positive and useful experience. IECG will be unable to attend the San Francisco hearing for obvious reasons, though it is always a temptation. IECG appreciates the effort going into and the significance of the Review and will continue to observe and comment as appropriate. We have become increasingly concerned recently about whether the Federal Power Act and related statutes provide adequate authority for the federal government and related energy institutions ( NERC) to take the actions necessary to ensure the supply of energy to America on a reliable and low cost basis. The decision of the D.C. Circuit Court of Appeals invalidating FERC's Order 750 and the consequent challenges to Order 1000 on the same basis exemplify this difficulty. The states are generally without adequate powers and legal authority as well, save for several large states. The RTOs are an ongoing answer from FERC, but they also are limited by the Federal Power Act. We urge attention to this important issue.     The Ramsey County Commercial, Industrial, Institutional Waste Reduction and Recycling Program was developed (1) to raise awareness of waste reduction and recycling opportunities for businesses, (2) to make information available to businesses, (3) to provide technical assistance to small and medium sized businesses on waste reduction and recycling, and (4) to raise awareness of Ramsey County as a technical resource. Ramsey County was founded in 1849 and is named for Alexander Ramsey, the first governor of the Minnesota Territory. Ramsey County is the smallest, most urban of all 87 counties in Minnesota. With 170 square miles and a 1990 population of 485,000, Ramsey has the most people per square mile of any county in Minnesota. There are 19 cities within the County, the largest is Saint Paul with a 1990 population of 272,000. There are no unincorporated areas in Ramsey County. This report describes the efforts directed towards raising the awareness of the county waste management, recycling program.

    The main purpose of developing high temperature gas cleaning technologies are to clean the gas under high temperature in order to be cost effective and to improve energy efficiency. Moving granular bed filters are technically and economically applicable for high temperature cleaning system because of low cost, possible to keep operation at a constant pressure drop, simple structure, easy in operation and maintenance, no high risk internals, and more tolerant to process thermal flow. Energy and Resource Laboratories, Taiwan Industrial Technology Research Institute (ERL/ITRI) has been developing a moving granular bed filter (MGBF) for BIGCC(Biomass Integrated Gasification Combined Cycle) high temperature gas cleanup. The filter granules move downwards directed by louver-like guide plates and the hot gases penetrate the MGBF horizontally. Filtration mechanisms include collection of the dust cake over the bed media surface and deep bed filtration. Stagnant zones of filter granules combining with the dusts always exist along the louver walls. Such stagnant zones often corrode the louver-like guide plates, increase the system pressure drop and decrease the total reaction efficiency that may endanger MGBF operation. Series louver and inert structure research that modify the granular flow pattern have been designed to eliminate the formation of these stagnant zones. By connecting to an auxiliary dust/bed media separation system, MGBF can be operated continuously at a stable pressure drop with a stable high efficiency. There are several MGBF R&D activities in progress: (1) a 3-dimensional cold flow system for testing the MGBF filtration efficiency; (2) a high temperature gas cleanup experimental system that has been designed and installed; (3) a 2-dimensional flow pattern experimental system for approving design concepts.

    In the electric power industry, fundamental changes are underway in Europe, America, Australia, New Zealand and, more recently, in Asia. Rooted in increased deregulation and competition, these changes are likely to radically alter the structure of the industry. Liberalization of electric power markets in the United Kingdom is, for the most part, complete. The generation market in the United States began opening to competition following the 1987 Public Utility Regulatory Policies Act (PURPA). The Energy Policy Act of 1992 set the stage for a much more dramatic change in the industry. The most far-reaching provision of the Act was its electricity title, which opened access to the electric transmission grid. With legal barriers now removed, the traditionally sheltered US electric utility market is becoming increasingly open to entry and competition. A number of important legislative, regulatory and governmental policy initiatives are underway in the Philippines that will have a profound effect on the electric power industry. In Thailand, the National Energy Planning Organization (NEPO) has undertaken a thorough investigation of industry restructuring. This paper summarizes recent international developments in the deregulation and liberalization of electricity markets in the U.K., U.S., Australia, and New Zealand. It focuses on the relevance of these experiences to development underway in the Philippines and Thailand, and presents alternative possible structures likely to emerge in these countries, drawing heavily on the authors' recent experiences in Thailand and the Philippines. The impact of these changes on the business environment for power generation and marketing will be discussed in detail, as will the opportunities these changes create for investment among private power producers.

    This chapter addresses past, ongoing, and short (to 2010) and medium-term (to 2030) future actions that can be taken to mitigate GHG emissions from the manufacturing and process industries. Globally, and in most countries, CO{sub 2} accounts for more than 90% of CO{sub 2}-eq GHG emissions from the industrial sector (Price et al., 2006; US EPA, 2006b). These CO{sub 2} emissions arise from three sources: (1) the use of fossil fuels for energy, either directly by industry for heat and power generation or indirectly in the generation of purchased electricity and steam; (2) non-energy uses of fossil fuels in chemical processing and metal smelting; and (3) non-fossil fuel sources, for example cement and lime manufacture. Industrial processes also emit other GHGs, e.g.: (1) Nitrous oxide (N{sub 2}O) is emitted as a byproduct of adipic acid, nitric acid and caprolactam production; (2) HFC-23 is emitted as a byproduct of HCFC-22 production, a refrigerant, and also used in fluoroplastics manufacture; (3) Perfluorocarbons (PFCs) are emitted as byproducts of aluminium smelting and in semiconductor manufacture; (4) Sulphur hexafluoride (SF{sub 6}) is emitted in the manufacture, use and, decommissioning of gas insulated electrical switchgear, during the production of flat screen panels and semiconductors, from magnesium die casting and other industrial applications; (5) Methane (CH{sub 4}) is emitted as a byproduct of some chemical processes; and (6) CH{sub 4} and N{sub 2}O can be emitted by food industry waste streams. Many GHG emission mitigation options have been developed for the industrial sector. They fall into three categories: operating procedures, sector-wide technologies and process-specific technologies. A sampling of these options is discussed in Sections 7.2-7.4. The short- and medium-term potential for and cost of all classes of options are discussed in Section 7.5, barriers to the application of these options are addressed in Section 7.6 and the implication of industrial mitigation for sustainable development is discussed in Section 7.7. Section 7.8 discusses the sector's vulnerability to climate change and options for adaptation. A number of policies have been designed either to encourage voluntary GHG emission reductions from the industrial sector or to mandate such reductions. Section 7.9 describes these policies and the experience gained to date. Co-benefits of reducing GHG emissions from the industrial sector are discussed in Section 7.10. Development of new technology is key to the cost-effective control of industrial GHG emissions. Section 7.11 discusses research, development, deployment and diffusion in the industrial sector and Section 7.12, the long-term (post-2030) technologies for GHG emissions reduction from the industrial sector. Section 7.13 summarizes gaps in knowledge.

    The aim of the assessment reported is to candidly examine the contribution that solar industrial process heat (SIPH) is realistically able to make in the near and long-term energy futures of the United States. The performance history of government and privately funded SIPH demonstration programs, 15 of which are briefly summarized, and the present status of SIPH technology are discussed. The technical and performance characteristics of solar industrial process heat plants and equipment are reviewed, as well as evaluating how the operating experience of over a dozen SIPH demonstration projects is influencing institutional acceptance and economoc projections.     A graph shows how Indonesia's prices for regular and premium leaded gasolines and diesel fuel compare to the world average price, in US dollars per gallon: USA $0.28 lower for regular leaded gasoline, $0.30 lower for premium leaded, and $0.48 lower for diesel. Such proximity to world averages is of note in the context that Indonesia, a developing country with pressing needs for industrial and social development, does not internally provide the deep consumer subsidies that have long persisted in many such oil-producing countries. Although the other three countries shown on the graph have recently moved to cut internal fuel price subsidies, they still price these three important fuels more deeply below the world average than does Indonesia. A table details Indonesia's internal market price changes over time, by petroleum product. A chart tracks Indonesia's oil exports since 1966. The year of the first world oil price shock, 1973, shows a dramatic increase in exports, but that near-doubling was not repeated during the period of the second price shock, 1978-1979. As of 182, exports (by now including condensates) had fallen to pre-Arab Oil Embargo levels. This issue contains the fuel price/tax series and the principal industrial fuel prices for August 1984 for countries of the Western Hemisphere. Also, beginning with this issue, Energy Detente will appear only in English rather than both English and Spanish, as heretofore.

  10. China's industrial sector in an international context

    The industrial sector accounts for 40% of global energy use. In 1995, developing countries used an estimated 48 EJ for industrial production, over one-third of world total industrial primary energy use (Price et al., 1998). Industrial output and energy use in developing countries is dominated by China, India, and Brazil. China alone accounts for about 30 EJ (National Bureau of Statistics, 1999), or about 23% of world industrial energy use. China's industrial sector is extremely energy-intensive and accounted for almost 75% of the country's total energy use in 1997. Industrial energy use in China grew an average of 6.6% per year, from 14 EJ in 1985 to 30 EJ in 1997 (Sinton et al., 1996; National Bureau of Statistics, 1999). This growth is more than three times faster than the average growth that took place in the world during the past two decades. The industrial sector can be divided into light and heavy industry, reflecting the relative energy-intensity of the manufacturing processes. In China, about 80% of the energy used in the industrial sector is consumed by heavy industry. Of this, the largest energy-consuming industries are chemicals, ferrous metals, and building materials (Sinton et al., 1996). This paper presents the results of international comparisons of production levels and energy use in six energy-intensive subsectors: iron and steel, aluminum, cement, petroleum refining, ammonia, and ethylene. The sectoral analysis results indicate that energy requirements to produce a unit of raw material in China are often higher than industrialized countries for most of the products analyzed in this paper, reflecting a significant potential to continue to improve energy efficiency in heavy industry.

    This document presents a strategy for a comprehensive program plan that is applicable to the Combustion Equipment Program of the DOE Office of Industrial Technologies (the program). The program seeks to develop improved heating equipment and advanced control techniques which, by improvements in combustion and beat transfer, will increase energy-use efficiency and productivity in industrial processes and allow the preferred use of abundant, low grade and waste domestic fuels. While the plan development strategy endeavors to be consistent with the programmatic goals and policies of the office, it is primarily governed by the needs and concerns of the US heating equipment industry. The program, by nature, focuses on energy intensive industrial processes. According to the DOE Manufacturing Energy Consumption Survey (MECS), the industrial sector in the US consumed about 21 quads of energy in 1988 in the form of coal, petroleum, natural gas and electricity. This energy was used as fuels for industrial boilers and furnaces, for agricultural uses, for construction, as feedstocks for chemicals and plastics, and for steel, mining, motors, engines and other industrial use over 75 percent of this energy was consumed to provide heat and power for manufacturing industries. The largest consumers of fuel energy were the primary metals, chemical and allied products, paper and allied products, and stone, clay and glass industry groups which accounted for about 60% of the total fuel energy consumed by the US manufacturing sector.

    The National Supercomputing Center for Energy and the Environment’s intention is to purchase a multi-purpose computer cluster in support of the Performance Assessment Institute (PA Institute). The PA Institute will serve as a research consortium located in Las Vegas Nevada with membership that includes: national laboratories, universities, industry partners, and domestic and international governments. This center will provide a one-of-a-kind centralized facility for the accumulation of information for use by Institutions of Higher Learning, the U.S. Government, and Regulatory Agencies and approved users. This initiative will enhance and extend High Performance Computing (HPC) resources in Nevada to support critical national and international needs in "scientific confirmation". The PA Institute will be promoted as the leading Modeling, Learning and Research Center worldwide. The program proposes to utilize the existing supercomputing capabilities and alliances of the University of Nevada Las Vegas as a base, and to extend these resource and capabilities through a collaborative relationship with its membership. The PA Institute will provide an academic setting for interactive sharing, learning, mentoring and monitoring of multi-disciplinary performance assessment and performance confirmation information. The role of the PA Institute is to facilitate research, knowledge-increase, and knowledge-sharing among users.

    In response to the Fuel Economy and Greenhouse Gas (GHG) emissions standards, automobile manufacturers will need to adopt new technologies to improve the fuel economy of their vehicles and to reduce the overall GHG emissions of their fleets. The U.S. Environmental Protection Agency (EPA) has developed the Optimization Model for reducing GHGs from Automobiles (OMEGA) to estimate the costs and benefits of meeting GHG emission standards through different technology packages. However, the model does not simulate the impact that increased technology costs will have on vehicle sales or on consumer surplus. As the model documentation states, “While OMEGA incorporates functions which generally minimize the cost of meeting a specified carbon dioxide (CO2) target, it is not an economic simulation model which adjusts vehicle sales in response to the cost of the technology added to each vehicle.” Changes in the mix of vehicles sold, caused by the costs and benefits of added fuel economy technologies, could make it easier or more difficult for manufacturers to meet fuel economy and emissions standards, and impacts on consumer surplus could raise the costs or augment the benefits of the standards. Because the OMEGA model does not presently estimate such impacts, the EPA is investigating the feasibility of developing an adjunct to the OMEGA model to make such estimates. This project is an effort to develop and test a candidate model. The project statement of work spells out the key functional requirements for the new model.

    Several studies have measured the effects of regulation on a particular industry. These studies range widely in sophistication, from simple observation (comparison) of pre-transformation and post-transformation actual industry performance to econometric analysis that attempt to separate the effects of deregulation from other factors in explaining changes in an industry`s performance. The major problem with observation studies is that they are unable to measure the effect of one particular event, such as deregulation, on an industry`s performance. For example, at the same time that the United Kingdom privatized its electric power industry, it also radically restructured the industry to encourage competition and instituted a price-cap mechanism to regulate the prices of transmission, distribution, and bundled retail services. Subsequent to these changes in 1991, real prices for most UK electricity customers have fallen. It is not certain however, which of these factors was most important or even contributed to the decline in price. In any event, one must be cautious in interpreting the results of studies that attempt to measure the effect of deregulation per se for a specific industry. This report highlights major outcomes for five industries undergoing deregulation or major regulatory and restructuring reforms. These include the natural gas, transportation, UK electric power, financial, and telecommunications industries. Particular attention was given to the historical development of events in the telecommunications industry.

    This report discusses the development and demonstration of innovative combustion technologies that improve energy conservation and environmental practices in the US industrial sector. The report includes recommendations by industry on R&D needed to resolve current combustion-related problems. Both fundamental and applied R&D needs are presented. The report assesses combustion needs and suggests research ideas for seven major industries, which consume about 78% of all energy used by industry. Included are the glass, pulp and paper, refinery, steel, metal casting, chemicals, and aluminum industries. Information has been collected from manufacturers, industrial operators, trade organizations, and various funding organizations and has been supplemented with expertise at the Idaho National Engineering Laboratory to develop a list of suggested research and development needed for each of the seven industries.

    The growth of the US photovoltaics (PV) industry over the past decade has been impressive. First designed to provide power for satellites using high-cost production techniques, PV is now the economical choice in many remote terrestrial applications. The remarkable growth of PV in terms of quality of cells and modules, production techniques, and system design, was initiated by a cooperative effort of the US Government and the domestic PV manufacturers. European and Japanese firms entered the PV industry later, but are also growing rapidy. The Europeans continue to supply PV systems for village electrification and water pumping to many Third World countries. The Japanese have been developing the amorphous silicon (A-Si) technology by expanding its use in consumer goods. The world PV industry saw dramatic changes in industry ownership and in the emphasis on developing new and improved technology during 1984. The objective of this report is to present information on the developments of the world PV industry and focuses on developments occurring in 1984. Information is presented on a regional basis (US, Europe, Japan, other) to avoid disclosing company-confidential data. All information was gleaned from several sources, including a review of the technical literature and direct contacts with PV manufacturers. Prior to publishing the regional totals, all numbers were compared with those of other sources. The information contained in this report is prepared for use by the Department of Energy for their use in long-term R and D planning. However, this information should also be of interest by PV manufacturers and to those who may be contemplating entering the PV market. PV shipments for 1984, government supports for PV, and various PV market sectors are discussed.

    Compared with the experience of the 1990s, rising energy prices in recent years have led to questions about expectations of growth in industrial output, particularly in energy-intensive industries. Given the higher price trends, a review of expected growth trends in selected industries was undertaken as part of the production of Annual Energy Outlook 2005 (AEO). In addition, projections for the industrial value of shipments, which were based on the Standard Industrial Classification (SIC) system in AEO2004, are based on the North American Industry Classification System (NAICS) in AEO2005. The change in industrial classification leads to lower historical growth rates for many industrial sectors. The impacts of these two changes are highlighted in this section for two of the largest energy-consuming industries in the U.S. industrial sector-bulk chemicals and pulp and paper.

    The Waste Reduction through Consumer Education research project was conducted to determine how environmental educational strategies influence purchasing behavior in the supermarket. The objectives were to develop, demonstrate, and evaluate consumer education strategies for waste reduction. The amount of waste generated by packaging size and form, with an adjustment for local recyclability of waste, was determined for 14 product categories identified as having more waste generating and less waste generating product choices (a total of 484 products). Using supermarket scan data and shopper identification numbers, the research tracked the purchases of shoppers in groups receiving different education treatments for 9 months. Statistical tests applied to the purchase data assessed patterns of change between the groups by treatment period. Analysis of the data revealed few meaningful statistical differences between study groups or changes in behavior over time. Findings suggest that broad brush consumer education about waste reduction is not effective in changing purchasing behaviors in the short term. However, it may help create a general awareness of the issues surrounding excess packaging and consumer responsibility. The study concludes that the answer to waste reduction in the future may be a combination of voluntary initiatives by manufacturers and retailers, governmental intervention, and better-informed consumers.

    This report is the final technical report for DOE Program DE-FC36-04GO14301 titled “Direct Methanol Fuel Cell Prototype Demonstration for Consumer Electronics Applications”. Due to the public nature of this report some of the content reported in confidential reports and meetings to the DOE is not covered in detail in this report and some of the content has been normalized to not show actual values. There is a comparison of the projects accomplishments with the objectives, an overview of some of the key subsystem work, and a review of the three levels of prototypes demonstrated during the program. There is also a description of the eventual commercial product and market this work is leading towards. The work completed under this program has significantly increased the understanding of how Direct Methanol Fuel Cells (DMFC) can be deployed successfully to power consumer electronic devices. The prototype testing has demonstrated the benefits a direct methanol fuel cell system has over batteries typically used for powering consumer electronic devices. Three generations of prototypes have been developed and tested for performance, robustness and life. The technologies researched and utilized in the fuel cell stack and related subsystems for these prototypes are leveraged from advances in other industries such as the hydrogen fueled PEM fuel cell industry. The work under this program advanced the state of the art of direct methanol fuel cells. The system developed by MTI micro fuel cells aided by this program differs significantly from conventional DMFC designs and offers compelling advantages in the areas of performance, life, size, and simplicity. The program has progressed as planned resulting in the completion of the scope of work and available funding in December 2008. All 18 of the final P3 prototypes builds have been tested and the results showed significant improvements over P2 prototypes in build yield, initial performance, and durability. The systems have demonstrated robust operation when tested at various orientations, temperatures, and humidity levels. Durability testing has progressed significantly over the course of the program. MEA, engine, and system level steady state testing has demonstrated degradation rates acceptable for initial product introduction. Test duration of over 5000 hrs has been achieved at both the MEA and breadboard system level. P3 level prototype life testing on engines (stacks with reactant conditioning) showed degradation rates comparable to carefully constructed lab fixtures. This was a major improvement over the P2 and P1 engine designs, which exhibited substantial reductions in life and performance between the lab cell and the actual engine. Over the course of the work on the P3 technology set, a platform approach was taken to the system design. By working in this direction, a number of product iterations with substantial market potential were identified. Although the main effort has been the development of a prototype charger for consumer electronic devices, multiple other product concepts were developed during the program showing the wide variety of potential applications.

    U.S. industry consumes approximately 37 percent of thenation's energy to produce 24 percent of the nation's GDP. Increasingly,society is confronted with the challenge of moving toward a cleaner, moresustainable path of production and consumption, while increasing globalcompetitiveness. Technology is essential in achieving these challenges.We report on a recent analysis of emerging energy-efficient technologiesfor industry, focusing on over 50 selected technologies. The technologiesare characterized with respect to energy efficiency, economics andenvironmental performance. This paper provides an overview of theresults, demonstrating that we are not running out of technologies toimprove energy efficiency, economic and environmental performance, andneither will we in the future. The study shows that many of thetechnologies have important non-energy benefits, ranging from reducedenvironmental impact to improved productivity, and reduced capital costscompared to current technologies.

    The rapid development of the Chinese economy over the past two decades has led to significant growth in China's energy consumption and greenhouse gas (GHG) emissions. Between 1980 and 2000, China's energy consumption more than doubled from 602 million to 1.3 billion tons of coal-equivalent (NBS, 2003). In 2000, China's GHG emissions were about 12% of the global total, ranked second behind only the US. According to the latest national development plan issued by the Chinese government, China's energy demand is likely to double again by 2020 (DRC, 2004), based on a quadrupling of its gross domestic product (GDP). The objectives of the national development plan imply that China needs to significantly raise the energy efficiency of its economy, i.e., cutting the energy intensity of its economy by half. Such goals are extremely ambitious, but not infeasible. China has achieved such reductions in the past, and its current overall level of energy efficiency remains far behind those observed in other developed economies. However, challenges remain whether China can put together an appropriate policy framework and the institutions needed to improve the energy efficiency of its economy under a more market-based economy today. Shanghai, located at the heart of the Yangtze River Delta, is the most dynamic economic and financial center in the booming Chinese economy. With 1% of Chinese population (13 million inhabitants), its GDP in 2000 stood at 455 billion RMB yuan (5% of the national total), with an annual growth rate of 12%--much higher than the national average. It is a major destination for foreign as well as Chinese domestic investment. In 2003, Shanghai absorbed 10% of actual foreign investment in all China (''Economist'', January 17-23, 2004). Construction in Shanghai continues at a breakneck pace, with an annual addition of approximately 200 million square foot of residential property and 100 million square foot of commercial and industrial space over the last 5 years. It is one reason that China consumed over 60% of the world's cement production in 2003 (NBS 2004). Energy consumption in Shanghai has been growing at 6-8% annually, with the growth of electricity demand at over 10% per year. Shanghai, with very limited local energy resources, relies heavily on imported coal, oil, natural gas, and electricity. While coal still constitutes over half of Shanghai's energy consumption, oil and natural gas use have been growing in importance. Shanghai is the major market for China's West to East (natural gas) Pipeline (WEP). With the input from WEP and off-shore pipelines, it is expected that natural gas consumption will grow from 250 million cubic meters in 2000 to 3000-3500 million cubic meters in 2005. In order to secure energy supply to power Shanghai's fast-growing economy, the Shanghai government has set three priorities in its energy strategy: (1) diversification of its energy structure, (2) improving its energy efficiency, and (3) developing renewable and other cleaner forms of energy. Efficiency improvements are likely to be most critical, particularly in the near future, in addressing Shanghai's energy security, especially the recent electricity shortage in Shanghai. Commercial buildings and industries consume the majority of Shanghai's, as well as China's, commercial energy. In the building sector, Shanghai has been very active implementing energy efficiency codes for commercial and residential buildings. Following a workshop on building codes implementation held at LBNL for senior Shanghai policy makers in 2001, the Shanghai government recently introduced an implementation guideline on residential building energy code compliance for the downtown area of Shanghai to commence in April, 2004, with other areas of the city to follow in 2005. A draft code for commercial buildings has been developed as well.     Data obtained on persons who purchased solar water heaters with HUD grants from 1977 to 1979 in the states of Florida, Delaware and Maryland are compiled. A total of more than 2600 consumers are profiled. The following variables are included in the consumer profile: type of present hot water system, site location by county, family composition and type of installation. This study represents the largest marketing profile of solar hot water system purchasers to date. It has significance both to private industry and the government for it details what type of person participated in the HUD grant program. It is found that the largest number of solar installations cluster around large metropolitan areas in neighborhoods that are predominantly white, upper-class, and less than five persons in the household.

    Improving the energy efficiency of industry is essential for maintaining the viability of domestic manufacturing, especially in a world economy where production is shifting to low-cost, less regulated developing countries. Numerous studies have shown the potential for significant cost-effective energy-savings in U.S. industries, but the realization of this potential is hindered by regulatory, information, workforce, and financial obstacles. This report evaluates seven federal policy options aimed at improving the energy efficiency of industry, grounded in an understanding of industrial decision-making and the barriers to efficiency improvements. Detailed analysis employs the Georgia Institute of Technology's version of the National Energy Modeling System and spreadsheet calculations, generating a series of benefit/cost metrics spanning private and public costs and energy bill savings, as well as air pollution benefits and the social cost of carbon. Two of the policies would address regulatory hurdles (Output-Based Emissions Standards and a federal Energy Portfolio Standard with Combined Heat and Power); three would help to fill information gaps and workforce training needs (the Superior Energy Performance program, Implementation Support Services, and a Small Firm Energy Management program); and two would tackle financial barriers (Tax Lien Financing and Energy-Efficient Industrial Motor Rebates). The social benefit-cost ratios of these policies appear to be highly favorable based on a range of plausible assumptions. Each of the seven policy options has an appropriate federal role, broad applicability across industries, utilizes readily available technologies, and all are administratively feasible.

    Commercially available solar collectors have the potential to provide a large fraction of the energy consumed for industrial process heat (IPH). Detailed case studies of individual industrial plants are required in order to make an accurate assessment of the technical and economic feasibility of applications. This report documents the results of seven such case studies. The objectives of the case study program are to determine the near-term feasibility of solar IPH in selected industries, identify energy conservation measures, identify conditions of IPH systems that affect solar applications, test SERI's IPH analysis software (PROSYS/ECONOMAT), disseminate information to the industrial community, and provide inputs to the SERI research program. The detailed results from the case studies are presented. Although few near-term, economical solar applications were found, the conditions that would enhance the opportunities for solar IPH applications are identified.

It is intended to serve as a briefing document for those wishing to obtain background information and also to serve as a starting point from which more detailed and refined studies may be undertaken. In doing so, the report presents a qualitative and quantitative description of the industrial process heat market in the US, provides a summary discussion of cogeneration experience to date, and outlines the existing institutional and financial framework for cogeneration. The intent is to give the reader an understanding of the current situation and experience in this area. The cogeneration area in particular is an evolving one because of regulations and tax laws, which are still in the process of being developed and interpreted. The report presents the latest developments in regulatory and legislative activities which are associated with that technology. Finally, the report presents a brief description of the three HTGR systems under study during the current fiscal year and describes the specific market characteristics which each application is designed to serve.

    The focus of this project was to investigate the factors influencing consumer adoption of Home Energy Displays (HEDs) and to evaluate electricity consumption in households with basic HEDs versus enhanced feedback methods - web portals or alerts. The team hypothesized that providing flexible and relatable information to users, in addition to a basic HED, would make feedback more effective and achieve persistent energy savings. In Phase I, Fraunhofer conducted three user research studies and found preferences for aesthetically pleasing, easy to understand feedback that is accessible through multiple media and offered free of charge. The deployment of HEDs in 150 households planned for Phase II encountered major recruitment and HED field deployment problems. In light of these challenges, the team is pursuing a modified study investigating the energy savings of a web portal versus alert-based energy feedback instead of a physical HED.

    Testimony at hearings before the Garrison Diversion Compromise Commission claimed that rural consumers in the Upper Midwest could face $5.9 million in electric rate increases if the commission deauthorizes the project and hydroelectric rates go up to pay the costs of the 1944 Pick-Sloan project originally assigned to irrigation. If there is no irrigation development, the revenue that irrigation must raise to repay the $67 million debt assigned to irrigation must be reassigned to hydroelectric power. The commission represents a compromise between supporters and opponents of the Garrison Diversion project. Spokesmen for regional utilities spoke in support of the project as an investment whose costs have escalated because of delays at the expense of economic development in North Dakota.

    In part, the impetus for restructuring the U.S. electricity industry stems from the large regional disparities in electricity prices. Indeed, industry reforms are moving most rapidly in high-cost states, such as California and those in the Northeast. Legislators, regulators, and many others in states that enjoy low electricity prices, on the other hand, ask whether increased competition will benefit consumers in their states. This report quantifies the effects of increased competition on electricity consumers and producers in two regions, the Pacific Northwest and California. California`s generating costs are roughly double those of the Northwest. We use a new strategic-planning model called Oak Ridge Competitive Electricity Dispatch (ORCED) to conduct these analyses. Specifically, we analyzed four cases: a pre-competition base case intended to represent conditions as they might exist under current regulation in the year 2000, a post-competition case in which customer loads and load shapes respond to real-time electricity pricing, a sensitivity case in which natural-gas prices are 20% higher than in the base case, and a sensitivity case in which the hydroelectric output in the Northwest is 20% less than in the base case. The ORCED analyses suggest that, absent regulatory intervention, retail competition would increase profits for producers in the Northwest and lower prices for consumers in California at the expense of consumers in the Northwest and producers in California. However, state regulators may be able to capture some or all of the increased profits and use them to lower electricity prices in the low-cost region. Perhaps the most straightforward way to allocate the costs and benefits to retail customers is through development of transition-cost charges or credits. With this option, the consumers in both regions can benefit from competition. The magnitude and even direction of bulk-power trading between regions depends strongly on the amount of hydroelectric power and energy available in the Northwest. Market prices respond much more strongly to changes in natural-gas prices and hydro output than do regulated prices. Indeed, market prices are intended to closely track changes in marginal costs, while regulated prices typically track changes in average cost. The bottom line from this analysis is that increased competition can benefit retail customers in high-cost regions without harming customers in low-cost regions. Such a desirable outcome, however, is not automatic. State regulators may have to intervene to be sure that what would otherwise be additional profits for the producers in the low-cost region are used to lower prices to retail customers.

    The steel industry's Technology Roadmap Program (TRP) is a collaborative R&D effort jointly sponsored by the steel industry and the United States Department of Energy. The TRP program was designed to develop new technologies to save energy , increase competitiveness, and improve the environment. TRP ran from July, 1997 to December, 2008, with a total program budget of $38 million dollars. During that period 47 R&D projects were performed by 28 unique research organizations; co-funding was provided by DOE and 60 industry partners. The projects benefited all areas of steelmaking and much know-how was developed and transferred to industry. The American Iron and Steel Institute is the owner of all intellectual property developed under TRP and licenses it at commercial rates to all steelmakers. TRP technologies are in widespread use in the steel industry as participants received royalty-free use of intellectual property in return for taking the risk of funding this research.

    The University of Dayton (UD) performed energy assessments, trained students and supported USDOE objectives. In particular, the UD Industrial Assessment Center (IAC) performed 96 industrial energy assessment days for mid-sized manufacturers. The average identified and implemented savings on each assessment were $261,080 per year and $54,790 per year. The assessments served as direct training in industrial energy efficiency for 16 UD IAC students. The assessments also served as a mechanism for the UD IAC to understand manufacturing energy use and improve upon the science of manufacturing energy efficiency. Specific research results were published in 16 conference proceedings and journals, disseminated in 22 additional invited lectures, and shared with the industrial energy community through the UD IAC website.

The mission of the Engineering Institute is to develop a comprehensive approach for conducting LANL mission-driven, multidisciplinary engineering research and to improve recruiting, revitalization, and retention of the current and future staff necessary to support the LANL' s national security responsibilities. The components of the Engineering Institute are (1) a joint LANL/UCSD degree program, (2) joint LANL/UCSD research projects, (3) the Los Alamos Dynamic Summer School, (4) an annual workshop, and (5) industry short courses. This program is a possible model for future industry/government interactions with university partners.

    Past energy-consumption trends and future energy-conservation opportunities are investigated for the nation's iron and steel industry. It is estimated that, in 1980, the industry directly consumed approximately 2.46 x 10/sup 15/ Btu of energy (roughly 3% of total US energy consumption) to produce 111 million tons of raw steel and to ship 84 million tons of steel products. Direct plus indirect consumption is estimated to be about 3.1 x 10/sup 15/ Btu. Of the set of conservation technologies identified, most are judged to be ready for commercialization if and when the industry's capital formation and profitability problems are solved and the gradual predicted increase in energy prices reduces the payback periods to acceptable levels.
