Science at the Theater: Berkeley Lab scientists discuss how cool roofs can cool your building, your city ... and our planet. Arthur Rosenfeld, Professor of Physics Emeritus at UC Berkeley, founded the Berkeley Lab Center for Building Science in 1974. He served on the California Energy Commission from 2000 to 2010 and is commonly referred to as California's godfather of energy efficiency. Melvin Pomerantz is a member of the Heat Island Group at Berkeley Lab. Trained as a physicist at UC Berkeley, he specializes in research on making cooler pavements and evaluating their effects. Ronnen Levinson is a staff scientist at Berkeley Lab and the acting leader of its Heat Island Group. He has developed cool roofing and paving materials and helped bring cool roof requirements into building energy efficiency standards.

The FY 1996-2001 Institutional Plan provides an overview of the Lawrence Berkeley National Laboratory mission, strategic plan, core business areas, critical success factors, and the resource requirements to fulfill its mission in support of national needs in fundamental science and technology, energy resources, and environmental quality. The Strategic Plan section identifies long-range conditions that will influence the Laboratory, as well as potential research trends and management implications. The Core Business Areas section identifies those initiatives that are potential new research programs representing major long-term opportunities for the Laboratory, and the resources required for their implementation. It also summarizes current programs and potential changes in research program activity, science and technology partnerships, and university and science education. The Critical Success Factors section reviews human resources; work force diversity; environment, safety, and health programs; management practices; site and facility needs; and communications and trust. The Resource Projections are estimates of required budgetary authority for the Laboratory`s ongoing research programs. The Institutional Plan is a management report for integration with the Department of Energy`s strategic planning activities, developed through an annual planning process. The plan identifies technical and administrative directions in the context of the national energy policy and research needs and the Department of Energy`s program planning initiatives. Preparation of the plan is coordinated by the Office for Planning and Communications from information contributed by the Laboratory`s scientific and support divisions.

ARM-LBNL-NOAA Flask Sampler for Carbon Cycle Gases

Data from ccg-flasks are sampled at the ARM SGP site and analyzed by the NOAA Earth System Research Laboratory (ESRL) as part of the NOAA Cooperative Global Air Sampling Network. Surface samples are collected from a 60m tower at the SGP Central Facility, usually once per week on one afternoon. The aircraft samples are collected approximately weekly from a chartered aircraft, and the collection flight path is centered over the tower where the surface samples are collected. Samples are collected by the ARM/LBNL Carbon Project. CO2 flask data contains measurements of CO2 concentration and CO2 stable isotope ratios (13CO2 and C18OO) from flasks collected at the SGP site. The flask samples are collected at 2m, 4m, 25m, and 60m along the 60m tower.

DUSEL-related Science at LBNL -- Program and Opportunities

The National Science Foundation is advancing the design of a Deep Underground Science and Engineering Laboratory (DUSEL) at the former Homestake mine in South Dakota. UC Berkeley and LBNL are leading the design effort for the facility and coordinating the definition and integration of the suite of experiments to be coupled to the facility design in the creation of an MREFC (Major Research Equipment and Facility Construction) proposal. The State of South Dakota has marshaled $120M to prepare the site and begin a modest science program at the 4850 ft level. The first physics experiment is anticipated to begin installation in 2009. The current timetable calls for the MREFC Preliminary Design to be assembled by 2010 to be presented to the National Science Board in 2011. This, in turn, indicates that the earliest DUSEL construction start would be FY2013. The MREFC is estimated (before the inclusion of the long baseline neutrino components) at $500--600M, roughly divided evenly between the experimental program and support for the facility. Construction was estimated at 6--8 years. The DOE and NSF are establishing a Joint Oversight Group (JOG) to coordinate the experimental programs and participation in DUSEL. It is anticipated that the JOG would mirror the similar function for the NSF and DOE participation in the LHC, and that DOE-HEP, DOE-NP, and NSF will all participate in the JOG. In parallel with the NSF efforts, DOE-HEP plans to develop a long baseline neutrino program with neutrino beams created at FNAL and aimed at DUSEL. In the P5 report the focus of the program is to pursue CP violation in the lepton sector. The same detectors can also be used for nucleon decay experiments. DOE has indicated that FNAL would be the ''lead lab'' for the long baseline neutrino program and be charged with designing and implementing the neutrino beamline. BNL is to be charged with designing and implementing the detector. The P5 report also emphasizes the importance of dark matter and neutrinoless double beta decay searches. The Nuclear Physics Long Range Plan strongly endorses DUSEL and the associated nuclear physics programs. It mentions, in particular, neutrinoless double beta decay, and accelerator-based nuclear astrophysics measurements as key elements of the DUSEL nuclear physics experimental program. There are numerous fundamental scientific questions that experiments which can naturally be sited at DUSEL can address. LBNL has a long tradition and track record of successful experiments in all of these areas: neutrino physics, dark matter searches, and nuclear astrophysics. Clearly, DUSEL presents many scientific opportunities, and the committee was charged to present a roadmap for LBNL participation, the impact that LBNL is likely to have on experiments at the present level of effort, the value of additional manpower, and opportunities for synergistic Detector R&D activities. The Berkeley community is already deeply involved in a number of experiments and/or proposals, shown in Table 1, that will be relevant to science at DUSEL. The approximate time lines for all projects considered in this report are shown in Table 2. For the DUSEL-related experiments the depth at which they would be located is also shown. Section 2 of this report deals with nuclear astrophysics. Section 3 discusses neutrinoless double beta decays. Section 4 focuses on neutrino oscillations, including the search for CP violation and proton decay. Section 5 deals with dark matter searches. In each section we give a brief overview of that field, review the present Berkeley efforts, and discuss the opportunities going into the future. Section 6 contains our recommendations.

Almost all of the data, the results of analyses, the specialized charts and interfaces, and the extensive bibiographic references are fed to the National Nuclear Data Center (NNDC) at Brookhaven National Laboratory and maintained there. The Isotope Project pages at LBNL provide a glimpse of early versions for many of the nuclear data resources.

Free-electron laser driven by the LBNL laser-plasma accelerator

A design of a compact free-electron laser (FEL), generating ultra-fast, high-peak flux, XUV pulses is presented. The FEL is driven by ahigh-current, 0.5 GeV electron beam from the Lawrence Berkeley National Laboratory (LBNL) laser-plasma accelerator, whose active acceleration length is only a few centimeters. The proposed ultra-fast source (~;;10 fs) would be intrinsically temporally synchronized to the drive laser pulse, enabling pump-probe studies in ultra-fast science. Owing to the high current (>10 kA) of the laser-plasma-accelerated electron beams, saturated output fluxes are potentially greater than 10^13 photons/pulse. Devices based both on self-amplified spontaneous emission and high-harmonic generated input seeds, to reduce undulator length and fluctuations, are considered.

Science at the Theater: From the sun to your gas tank: A new breed of biofuels may help solve the global energy challenge and reduce the impact of fossil fuels on global warming. KTVU Channel 2 health and science editor John Fowler will moderate a panel of Lawrence Berkeley National Laboratory scientists who are developing ways to convert the solar energy stored in plants into liquid fuels. Jay Keasling is one of the foremost authorities in the ?eld of synthetic biology. He is applying this research toward the production of advanced carbon-neutral biofuels that can replace gasoline on a gallon-for-gallon basis. Keasling is Berkeley Labs Acting Deputy Director and the Chief Executive Of?cer of the U.S. Department of Energys Joint BioEnergy Institute. Jim Bristow is deputy director of programs for the U.S. Department of Energy Joint Genome Institute (JGI), a national user facility in Walnut Creek, CA. He developed and implemented JGIs Community Sequencing Program, which provides large-scale DNA sequencing and analysis to advance genomics related to bioenergy and environmental characterization and cleanup. Susanna Green Tringe is a computational biologist with the U.S. Department of Energy Joint Genome Institute (JGI). She helped pioneer the ?eld of metagenomics, a new strategy for isolating, sequencing, and characterizing DNA extracted directly from environmental samples, such as the contents of the termite gut, which yielded enzymes responsible for breakdown of wood into fuel.

Berkeley Lab's Chris Somerville is a leading authority on the structure and function of plant cell walls, which comprise most of the body mass of higher plants. He views the knowledge of cell wall structure and function as furthering the development of plants with improved usefulness: these plants are strong potential sources of renewable materials and biofuel feedstocks. His scientific expertise defines an ideal match of his interest - in the development of cellulosic and other solar-to-fuel science - with his recent appointment as Director of the Energy Biosciences Institute (EBI). With colleagues in biology, physical sciences, engineering, and environmental and the social sciences, he now leads the EBI multidisciplinary teams' research efforts to develop next-generation, carbon-neutral transportation fuels.

Study of an HHG-Seeded Free-Electron Laser for the LBNL Next Generation Light Source  

SciTech Connect (OSTI)

The Next Generation Light Source (NGLS) is a high repetition rate free-electron laser facility proposed by Lawrence Berkeley National Laboratory (LBNL). The proposed facility will provide multiple FEL lines with varying spectral characteristics to satisfy a broad soft X-ray physics programme. At this stage of the project a number of FEL technologies and concepts are being investigated for possible implementation on the facility. In this report we consider a free-electron laser seeded by a Higher Harmonic Generation (HHG) source in which a high power (and consequently relatively low repetition rate) laser pulse is injected into a chamber of inert gas. Through a process of ionisation and recombination coherent higher harmonics of the laser are emitted from the gas and can be injected into an FEL system as a seed field. Further harmonic upconversion can be done within the FEL system to enable temporally coherent FEL output at wavelengths much shorter than, and pulse energies orders of magnitude higher than, the HHG source emission. The harmonic conversion within the FEL works in the following way. The seed field induces an energy modulation within the electron bunch at the start of the modulator. This energy modulation grows within the modulator due to the FEL interaction and starts to convert into a density modulation, or bunching, at the seed wavelength. However, this bunching also has components at higher harmonics which retain the longitudinal coherence of the initial seed. The beam passes through a magnetic chicane, which shears the longitudinal phase space to maximise the bunching at the required harmonic, then a further undulator which is tuned to this harmonic. If this second undulator is short it acts as a further modulator, and because the beam is pre-bunched at the modulator resonance there is a strong coherent burst of radiation which acts to modulate the electron beam energy in much the same way the input laser seed field acted in the first modulator. This second modulator is followed by a second bunching chicane and then a final long radiator tuned to a yet higher harmonic of the laser seed - the final output wavelength. Alternatively, the second undulator can be the radiator itself, in which case only one harmonic conversion from seed wavelength to final output is necessary. We initially consider the case of a 400kW peak power HHG seed source at wavelength 12nm (currently considered the cutoff wavelength for sufficient seed power to dominate shot noise in the electron beam) which is converted in either one or two stages or harmonic conversion to FEL emission at 1nm. We then consider the implications of a factor of ten reduction in seed power to 40kW.

Institutional Design for Strategic Environmental Assessment on Urban Economic and Social Development Planning in China

The National Economic and Social Development Plans (NESDPs) of cities in China, given their comprehensive, integrated and strategic nature, have significant and profound impacts on the development of cities and their embedded ecological environments. Strategic Environmental Assessments (SEAs) on city NESDPs have the potential to improve environmental policy integration at strategic level and to safeguard the sustainable development of cities. However, these plans are normally exempted from the current SEA requirement in China. We argue that it is more feasible to apply SEAs on city NESDPs before SEAs are expanded to higher level NESDPs in China. This article attempts to propose a China-specific institutional design for SEAs on city NESDPs based on experiments in selected cities and within the current legal framework. To obtain a holistic view about the long-term development of cities, more qualitative and descriptive analysis-based assessment methods should be adopted to broaden participation, to encourage the exchange of information and to reach consensus. - Highlights: > National Economic and Social Development Plans for Cities (NESDPs) in China is a very popular and significant decision made by municipal government. > We propose a institutional framework to conduct strategic environmental assessment to NESDPs. > The key features of the institutional framework are the independent SEA approval committee and a professional consulting agency.

Alienation in Italian cities. Social network fragmentation from collective data

We study the structure of a social network of strong ties (trust network) investigating its property of connectedness versus fragmentation. To this purpose we analyse an extensive set of census data, about marrying or having children with immigrants, collected by Italian national statistical institute for all Italian municipalities from 2001 to 2011. Not using neither obtaining personal local information but only average ones, our method fully complies with privacy and confidentiality. Our findings show that large cities display the behaviour of highly fragmented trust networks where individuals face possible phenomena of alienation. Smaller cities and villages instead behave like fully connected social systems with a rich tie structure, where isolation is rare or completely absent. While confirming classical sociological theories on alienation in large urban areas our approach provides a quantitative method to test them and a predictive tool for policy makers.

Kansas City`s Union Station, located at the center of a 1.7 million metropolitan population, is the second largest train station in the United States. The Station ceased to operate as a train station in 1983 and has since been falling into an increasing state of disrepair. This paper provides an insight into ``brownfield`` redevelopment and renovation for adaptive reuse of major turn of the century facilities such as Union Station. Substantial assessment and investigation activities have been conducted at Union Station for compliance and corrective action under RCRA, TSCA, and associated state regulations encompassing remediation estimated at more than $3 million. Recognized environmental conditions identified at Union Station included potential underground storage tanks; solid wastes, special wastes, and potentially hazardous wastes located inside the building; free liquids in sumps and elevator pits; asbestos-containing materials; lead-based paint; and potential for soil contamination on the surrounding property.

Public and Institutional Markets for ESCO Services: ComparingPrograms, Practices and Prformance

Throughout the U.S. energy services company (ESCO) industry's history, public and institutional sector customers have provided the greatest opportunities for ESCOs to develop projects. Generally speaking, these facilities are large, possess aging infrastructure, and have limited capital budgets for improvements. The convergence of these factors with strong enabling policy support makes performance contracting an attractive and viable option for these customers. Yet despite these shared characteristics and drivers, there is surprising variety of experience among public/institutional customers and projects. This collaborative study examines the public/institutional markets in detail by comparing the overarching models and project performance in the federal government and the ''MUSH'' markets municipal agencies (state/local government), universities/colleges, K-12 schools,and hospitals that have traditionally played host to much of the ESCO industry's activity. Results are drawn from a database of 1634 completed projects held in partnership by the National Association of Energy Services Companies and Lawrence Berkeley National Laboratory (the NAESCO/LBNL database), including 129 federal Super Energy Savings Performance Contracts (ESPC) provided by the Federal Energy Management Program (FEMP) (Strajnic and Nealon 2003). Project data results are supplemented by interviews with ESCOs.

Energize Phoenix (EPHX) was designed as an ambitious, large-scale, three-year pilot program to provide energy efficiency upgrades in buildings, along Phoenix’s new Light Rail Corridor – part of a federal effort to reduce energy consumption and stimulate job growth, while simultaneously reducing the country’s carbon footprint and promoting a shift towards a green economy. The program was created through a 2010 competitive grant awarded to the City of Phoenix who managed the program in partnership with Arizona State University (ASU), the state’s largest university, and Arizona Public Service (APS), the state’s largest electricity provider. The U.S. Department of Energy (DOE) Better Buildings Neighborhood Program (BBNP) and the American Recovery and Reinvestment Act (ARRA) of 2009 provided $25M in funding for the EPHX program. The Light Rail Corridor runs through the heart of downtown Phoenix, making most high-rise and smaller commercial buildings eligible to participate in the EPHX program, along with a diverse mix of single and multi-family residential buildings. To ensure maximum impact and deeper market penetration, Energize Phoenix was subdivided into three unique parts: i. commercial rebate program, ii. commercial financing program, and iii. residential program Each component was managed by the City of Phoenix in partnership with APS. Phoenix was fortunate to partner with APS, which already operated robust commercial and residential rebate programs within its service territory. Phoenix tapped into the existing utility contractor network, provided specific training to over 100 contracting firms, and leveraged the APS rebate program structure (energy efficiency funding) to launch the EPHX commercial and residential rebate programs. The commercial finance program was coordinated and managed through a contract with National Bank of Arizona, NBAZ, which also provided project capital leveraging EPHX finance funds. Working in unison, approved contractors jointly produced more than 161,000 labor hours in pursuit of EPHX goals over the life of the project. Labor hours were spread among electricians, heating, ventilating and air-conditioning (HVAC) technicians, marketing professionals, engineers, sales, and administrative support staff across the approved contractor workforce. Program participants received both the utility rebate along with the EPHX rebate, and depending on project size and utility rebate structure some projects resulted in low to no-cost upgrades for customers. Phoenix also partnered with ASU, a grant sub-recipient, to leverage the institution’s expertise in research and data analysis. In this partnership, ASU accepted marketing responsibilities for the grant and partnered with DRA Communications (DRA), a Phoenix-based marketing firm, to create and communicate the message out to the marketplace. The EPHX program has completed its energy upgrade activities. A review of the work completed by ASU revealed that the EPHX program substantially exceeded the program’s stated goals by retrofitting/upgrading over 33 million sq ft of commercial space (30 million sq ft goal exceeded by 11%) and 2,014 residential units (1,700 unit goal exceeded by 18%) along the Light Rail Corridor. The program helped stimulate economic growth by adding $31million to the local economy and enhanced an already robust energy efficiency contractor network. This contractor network will continue to promote utility energy incentives to sustain energy efficiency upgrade activities in the future. Finally, EPHX helped reduce participants annual energy consumption by 135 million kilowatt-hour (kWh) translating into over $12.5 million of annual energy cost avoidance for the community. This also resulted in projected payback period of 4.5 years for total investment by all parties and reduced greenhouse gas emissions by over 95,000 metric tons of carbon dioxide equivalent (CO2e).

Funded by DOE, the six-station network provided 5-minute averaged measurements of direct normal, global, and diffuse horizontal solar irradiance. The data were processed at NREL to improve the assessment of the solar radiation resources in the southeastern United States. Historical HBCU data available online include quality assessed 5-min data, monthly reports, and plots. The City of Tallahassee's Innovative Energy Initiatives program sought, first, to evaluate customer response and acceptance to in-home Smart Meter-enabled technologies that allow customers intelligent control of their energy usage. Additionally, this project is in furtherance of the City of Tallahassee's ongoing efforts to expand and enhance the City's Smart Grid capacity and give consumers more tools with which to effectively manage their energy consumption. This enhancement would become possible by establishing an "operations or command center" environment that would be designed as a dual use facility for the City's employees - field and network staff - and systems responsible for a Smart Grid network. A command center would also support the City's Office of Electric Delivery and Energy Reliability's objective to overcome barriers to the deployment of new technologies that will ensure a truly modern and robust grid capable of meeting the demands of the 2151 century.

This report presents the preliminary findings from the first phase of the Environmental Survey of the United States Department of Energy (DOE), Kansas City Plant (KCP), conducted March 23 through April 3, 1987. The Survey is being conducted by a multidisciplinary team of environmental specialists, led and managed by the Office of Environment, Safety and Health's Office of Environmental Audit. Individual team members are outside experts being supplied by a private contractor. The objective of the Survey is to identify environmental problems and areas of environmental risk associated with the KCP. The Survey covers all environmental media and all areas of environmental regulations. It is being performed in accordance with the DOE Environmental Survey Manual. This phase of the Survey involves the review of existing site environmental data observations of the operations performed at the KCP, and interviews with site personnel. The Survey team developed a Sampling and Analysis Plan to assist in further assessing certain environmental problems identified during its on-site activities. The Sampling and Analysis Plan is being executed by DOE's Argonne National Laboratory. When completed, the results will be incorporated into the KCP Environmental Survey Interim Report. The Interim Report will reflect the final determinations of the KCP Survey. 94 refs., 39 figs., 55 tabs.

The numbers of individuals with adequate education and training to participate effectively in the highly technical aspects of environmental site cleanup are insufficient to meet the increasing demands of industry and government. Young people are particularly sensitive to these issues and want to become better equipped to solve the problems which will confront them during their lives. Educational institutions, on the other hand, have been slow in offering courses and curricula which will allow students to fulfill these interests. This has been in part due to the lack of federal funding to support new academic programs. This Consortium has been organized to initiate focused educational effort to reach inner-city youth with interesting and useful energy and environmental programs which can lead to well-paying and satisfying careers. Successful Consortium programs can be replicated in other parts of the nation. This report describes a pilot program in Washington, DC, Philadelphia, and Baltimore with the goal to attract and retain inner-city youth to pursue careers in energy-related scientific and technical areas, environmental restoration, and waste management.
