GridWise Standards Mapping Overview

SciTech Connect (OSTI)

''GridWise'' is a concept of how advanced communications, information and controls technology can transform the nation's energy system--across the spectrum of large scale, central generation to common consumer appliances and equipment--into a collaborative network, rich in the exchange of decision making information and an abundance of market-based opportunities (Widergren and Bosquet 2003) accompanying the electric transmission and distribution system fully into the information and telecommunication age. This report summarizes a broad review of standards efforts which are related to GridWise--those which could ultimately contribute significantly to advancements toward the GridWise vision, or those which represent today's current technological basis upon which this vision must build.

Process Control System Cyber Security Standards - An Overview

SciTech Connect (OSTI)

The use of cyber security standards can greatly assist in the protection of critical infrastructure by providing guidelines and requisite imperatives in the implementation of computer-controlled systems. These standards are most effective when the engineers and operators using the standards understand what each of the standards addresses and does not address. This paper provides a review and comparison of ten documents dealing with control system cyber security. It is not meant to be a complete treatment of all applicable standards; rather, this is an exemplary analysis showing the benefits of comparing and contrasting differing documents.

Overview of ASTM standard activities in support of advanced structural ceramics development

SciTech Connect (OSTI)

An overview is presented of the activities of ASTM Committee C-28 on Advanced Ceramics. This activity originated in 1986 when it became apparent that advanced ceramics were being considered for extensive use in applications such as advanced heat engines, heat exchangers, combustors, etc. in aerospace and energy conservation activities. These applications require optimum material behavior with physical and mechanical property reproducibility, component reliability, and well defined methods of data treatment and material analysis for both monolithic and composite ceramic materials. As new materials are introduced into the market place, these issues are best dealt with via standard methods. Therefore, a progress report is given describing activities of the five standard writing subcommittees who support the ASTM Committee C-28 effort. Accomplishments to date are given, as well as likely future activities, including a brief summary of joint cooperative efforts with international standard formulating organizations.

Cluster Overview of Archaeal Life (COAL) from the DOE Joint Genome Institute

DOE Data Explorer [Office of Scientific and Technical Information (OSTI)]

COAL is an acronym for Cluster Overview of Archaeal Life. The purpose of COAL is to visualize protein orthology and to relate orthology with additional information derived from their genomes. This information includes phylogeny, ecotype, metabolism, thermal preference and aerobicity. The protein orthology networks are also subclustered, when possible, using a bipartioning approach based on spectral clustering. COAL clusters are of three types; root, stem and leaf. Enter a cluster number into the Cluster box on the Main COAL page at http://coal.jgi-psf.org/coal/ and click Update. The cluster appears as a network of nodes (proteins) connected by edges representing the orthology. Various information about the cluster will be loaded below the applet, along with information of the individual proteins. Proteins can be highlighted according to the phylogenetic placement of their genomes. Currently, there are four categories of metadata in COAL, oxygen usage (e.g. aerobe, anaerobe), Metabolism (e.g. Chemoorganoheterotroph, Chemolithoautotroph), thermal preference (e.g. hyperthermophile, mesophile) and ecotype (e.g. marine, aquatic).[Taken with liberal editing from the COAL Help page.

Review of the thermal energy standards for manufactured housing proposed by the Manufactured Housing Institute Consensus Committee

SciTech Connect (OSTI)

Congress passed legislation that requires the US Department of Housing and Urban Development (HUD) to revise the energy efficiency standards for manufactured housing contained in the Manufactured Home Construction and Safety Standards (MHCSS). The Manufactured Housing Institute's Consensus Committee (MHICC) proposed revised standards to HUD based on an analysis contained in a 1989 report by E. Levy. This document is primarily a review of the Levy report, including the methods and inputs to that analysis. The approach to be used in developing the revised standard was specified by Congress as a cost-benefit analysis in which the costs of energy efficiency measures (EEM) were balanced against the benefits of energy savings. The resulting optimum specified an overall level of energy efficiency in terms of a maximum allowable building shell U-value (overall thermal transmittance) that produced the lowest life-cycle cost to the owner of a manufactured home. In his 1989 analysis, this was the general approach used by Levy.

The Health Effects Institute is an independently governed organization, jointly funded by the public and private sectors to conduct scientific research, for regulatory purposes, concerning the health effects on humans of motor vehicle emissions. The consensus is that research HEI is performing is credible and of high quality. GAO believes that future funding should still be considered and that more open dialogue between the Environmental Protection Agency and HEI could help ensure that an increasing number of mutually agreed upon relevant research projects are undertaken.

Overview of ozone human exposure and health risk analyses used in the U.S. EPA's review of the ozone air quality standard.

SciTech Connect (OSTI)

This paper presents an overview of the ozone human exposure and health risk analyses developed under sponsorship of the U.S. Environmental Protection Agency (EPA). These analyses are being used in the current review of the national ambient air quality standards (NAAQS) for ozone. The analyses consist of three principal steps: (1) estimating short-term ozone exposure for particular populations (exposure model); (2) estimating population response to exposures or concentrations (exposure-response or concentration-response models); and (3) integrating concentrations or exposure with concentration-response or exposure-response models to produce overall risk estimates (risk model). The exposure model, called the probabilistic NAAQS exposure model for ozone (pNEM/03), incorporates the following factors: hourly ambient ozone concentrations; spatial distribution of concentrations; ventilation state of individuals at time of exposure; and movement of people through various microenvironments (e.g., outdoors, indoors, inside a vehicle) of varying air quality. Exposure estimates are represented by probability distributions. Exposure-response relationships have been developed for several respiratory symptom and lung function health effects, based on the results of controlled human exposure studies. These relationships also are probabilistic and reflect uncertainties associated with sample size and variability of response among subjects. The analyses also provide estimates of excess hospital admissions in the New York City area based on results from an epidemiology study. Overall risk results for selected health endpoints and recently analyzed air quality scenarios associated with alternative 8-hour NAAQS and the current 1-hour standard for outdoor children are used to illustrate application of the methodology.

Determination of the Planck constant using a watt balance with a superconducting magnet system at the National Institute of Standards and Technology

E-Print Network [OSTI]

For the past two years, measurements have been performed with a watt balance at the National Institute of Standards and Technology (NIST) to determine the Planck constant. A detailed analysis of these measurements and their uncertainties has led to the value $h=6.626\\,069\\,79(30)\\times 10^{-34}\\,$J$\\,$s. The relative standard uncertainty is $ 45\\times 10^{-9}$. This result is $141\\times 10^{-9}$ fractionally higher than $h_{90}$. Here $h_{90}$ is the conventional value of the Planck constant given by $h_{90}\\equiv 4 /( K_{\\mathrm{J-90}}^2R_{\\mathrm{K-90}})$, where $K_{\\mathrm{J-90}}$ and $R_{\\mathrm{K-90}}$ denote the conventional values of the Josephson and von Klitzing constants, respectively.

Cosmology with the SKA -- overview

E-Print Network [OSTI]

The new frontier of cosmology will be led by three-dimensional surveys of the large-scale structure of the Universe. Based on its all-sky surveys and redshift depth, the SKA is destined to revolutionize cosmology, in combination with future optical/ infrared surveys such as Euclid and LSST. Furthermore, we will not have to wait for the full deployment of the SKA in order to see transformational science. In the first phase of deployment (SKA1), all-sky HI intensity mapping surveys and all-sky continuum surveys are forecast to be at the forefront on the major questions of cosmology. We give a broad overview of the major contributions predicted for the SKA. The SKA will not only deliver precision cosmology -- it will also probe the foundations of the standard model and open the door to new discoveries on large-scale features of the Universe.

Environmental standards provide competitive advantage

SciTech Connect (OSTI)

Quality organizations are breaking new ground with the development of international standards for environmental management. These promise to provide the platform for chemical companies wanting to establish their environmental credibility with a global audience. [open quotes]It will be similar to auditing our customers to ISO 9000[close quote], says the environmental manager for a European chemical firm. [open quote]We will only want to deal with people who have got their environmental act together. And we'll be in a better competitive positions[close quote]. The International Organization for Standardization (ISO;Geneva) has set up a taskforce to develop an environmental management standard, which is expected to be completed by the mid-1990s. Observers think the ISO standard will draw heavily on the British Standard Institute's (BSI;London) environmental management standard, BS7750, which will likely be the first system adopted in the world. Published last year, BS7750 has been extensively piloted in the UK (CW, Sept. 30, 1992, p. 62) and is now set to be revised before being offically adopted by BSI. The UK's Chemical Industries Association (CIA;London) is anxious to prevent a proliferation of standards, and its report on BS7750 pilot projects calls for an approach integrating quality, environment, and health and safety. But standard setters, including ISO, appear to be moving in the opposite direction. In the US, the American national Standards Institute (ANSI;Washington) has started work on an environmental management standard.

Thinking Globally: How ISO 50001 - Energy Management can make industrial energy efficiency standard practice

SciTech Connect (OSTI)

Industry utilizes very complex systems, consisting of equipment and their human interface, which are organized to meet the production needs of the business. Effective and sustainable energy efficiency programs in an industrial setting require a systems approach to optimize the integrated whole while meeting primary business requirements. Companies that treat energy as a manageable resource and integrate their energy program into their management practices have an organizational context to continually seek opportunities for optimizing their energy use. The purpose of an energy management system standard is to provide guidance for industrial and commercial facilities to integrate energy efficiency into their management practices, including fine-tuning production processes and improving the energy efficiency of industrial systems. The International Organization for Standardization (ISO) has identified energy management as one of its top five priorities for standards development. The new ISO 50001 will establish an international framework for industrial, commercial, or institutional facilities, or entire companies, to manage their energy, including procurement and use. This standard is expected to achieve major, long-term increases in energy efficiency (20percent or more) in industrial, commercial, and institutional facilities and to reduce greenhouse gas (GHG) emissions worldwide. This paper describes the impetus for the international standard, its purpose, scope and significance, and development progress to date. A comparative overview of existing energy management standards is provided, as well as a discussion of capacity-building needs for skilled individuals to assist organizations in adopting the standard. Finally, opportunities and challenges are presented for implementing ISO 50001 in emerging economies and developing countries.

Polarimetric Standardization

E-Print Network [OSTI]

The use of polarimetric techniques is nowadays widespread among solar and stellar astronomers. However, notwithstanding the recommandations that have often been made about the publication of polarimetric results in the astronomical literature, we are still far from having a standard protocol on which to conform. In this paper we review the basic definitions and the physical significance of the Stokes parameters, and we propose a standardization of the measurement of polarized radiation.

Integrative Bioengineering Institute

SciTech Connect (OSTI)

Microfabrication enables many exciting experimental possibilities for medicine and biology that are not attainable through traditional methods. However, in order for microfabricated devices to have an impact they must not only provide a robust solution to a current unmet need, but also be simple enough to seamlessly integrate into standard protocols. Broad dissemination of bioMEMS has been stymied by the common aim of replacing established and well accepted protocols with equally or more complex devices, methods, or materials. The marriage of a complex, difficult to fabricate bioMEMS device with a highly variable biological system is rarely successful. Instead, the design philosophy of my lab aims to leverage a beneficial microscale phenomena (e.g. fast diffusion at the microscale) within a bioMEMS device and adapt to established methods (e.g. multiwell plate cell culture) and demonstrate a new paradigm for the field (adapt instead of replace). In order for the field of bioMEMS to mature beyond novel proof-of-concept demonstrations, researchers must focus on developing systems leveraging these phenomena and integrating into standard labs, which have largely been ignored. Towards this aim, the Integrative Bioengineering Institute has been established.

Nuclear Data Verification and Standardization

SciTech Connect (OSTI)

The objective of this interagency program is to provide accurate neutron interaction verification and standardization data for the U.S. Department of Energy Division of Nuclear Physics programs which include astrophysics, radioactive beam studies, and heavy-ion reactions. The measurements made in this program are also useful to other programs that indirectly use the unique properties of the neutron for diagnostic and analytical purposes. These include homeland security, personnel health and safety, nuclear waste disposal, treaty verification, national defense, and nuclear based energy production. The work includes the verification of reference standard cross sections and related neutron data employing the unique facilities and capabilities at NIST and other laboratories as required; leadership and participation in international intercomparisons and collaborations; and the preservation of standard reference deposits. An essential element of the program is critical evaluation of neutron interaction data standards including international coordinations. Data testing of critical data for important applications is included. The program is jointly supported by the Department of Energy and the National Institute of Standards and Technology.

Commercial Buildings Partnerships - Overview of Higher Education Projects

SciTech Connect (OSTI)

The Commercial Building Partnership (CBP), a public/private, cost-shared program sponsored by the U.S. Department of Energy (DOE), paired selected commercial building owners and operators with representatives of DOE, its national laboratories, and private-sector technical experts. These teams explored energy-saving measures across building systems including some considered too costly or technologically challenging and used advanced energy modeling to achieve peak whole-building performance. Modeling results were then included in new construction or retrofit designs to achieve significant energy reductions. CBP design goals aimed to achieve 50 percent energy savings compared to ANSI/ASHRAE/IES Standard 90.1-2004 for new construction, while retrofits are designed to consume at least 30 percent less energy than either Standard 90.1-2004 or current consumption. After construction and commissioning of the project, laboratory staff continued to work with partners to collect and analyze data for verification of the actual energy reduction. CBP projects represent diverse building types in commercial real estate, including lodging, grocery, retail, higher education, office, and warehouse/storage facilities. Partners also commit to replicating low-energy technologies and strategies from their CBP projects throughout their building portfolios. As a result of CBP projects, five sector overviews (Lodging, Food Sales, General Merchandise, Higher Education, Offices) were created to capture successful strategies and recommended energy efficiency measures that could broadly be applied across these sectors. These overviews are supplemented with individual case studies providing specific details on the decision criteria, modeling results, and lessons learned on specific projects. Sector overviews and CBP case studies will also be updated to reflect verified data and replication strategies as they become available.

Institutional Plan FY 2003 - 2007

SciTech Connect (OSTI)

The Fiscal Year (FY) 2003-2007 Institutional Plan describes the strategic directions and key issues that Lawrence Berkeley National Laboratory management must address with the Department of Energy (DOE) in charting its future as a multiprogram national laboratory. The Plan provides an overview of the Laboratory's mission, strategic plan, initiatives, and the resources required to fulfill its role in support of national needs in fundamental science and technology, energy resources, and environmental quality. The Plan facilitates the Department of Energy's ongoing efforts to strengthen the Integrated Laboratory System. Preparation and review of the Institutional Plan is one element of the Department of Energy's strategic management planning activities, implemented through an annual planning process. The Plan supports the President's Management Agenda and the Government Performance and Results Act of 1993. The Plan complements the current performance-based contract between the Department of Energy and the Regents of the University of California, and summarizes Best Management Practices for a potential future results-based contract as a basis for achieving DOE goals and the Laboratory's scientific and operations objectives. It identifies technical and administrative directions in the context of national energy policy and research needs and the Department of Energy's program planning initiatives. Preparation of the Plan is coordinated by the Planning and Strategic Development Office from information contributed by Berkeley Lab's scientific and support divisions and DOE comments on prior years' plans. The Laboratory Mission section identifies the specific strengths of Berkeley Lab that contribute to the mission in general and the Integrated Laboratory System in particular. The Laboratory Strategic Plan section identifies the existing activities in support of DOE Office of Science and other sponsors; support for DOE goals; and the Laboratory Scientific Vision and operations goals. The Initiatives section describes some of the specific new research programs representing major long-term opportunities for the Department of Energy and Berkeley Lab. The Operations Strategic Planning section describes our strategic thinking in the areas of human resources; site and cyber security; workforce diversity; communications and trust; integrated safety management; and technology transfer activities. The Infrastructure Strategic Planning section describes Berkeley Lab's facilities planning process and our site and facility needs. The Summary of Major Issues section provides context for discussions at the Institutional Planning On-Site Review. The Resource Projections are estimates of required budgetary authority for Berkeley Lab's research programs.

Transition physics and scaling overview

SciTech Connect (OSTI)

This paper presents an overview of recent experimental progress towards understanding H-mode transition physics and scaling. Terminology and techniques for studying H-mode are reviewed and discussed. The model of shear E x B flow stabilization of edge fluctuations at the L-H transition is gaining wide acceptance and is further supported by observations of edge rotation on a number of new devices. Observations of poloidal asymmetries of edge fluctuations and dephasing of density and potential fluctuations after the transition pose interesting challenges for understanding H-mode physics. Dedicated scans to determine the scaling of the power threshold have now been performed on many machines. A dear B{sub t} dependence is universally observed but dependence on the line averaged density is complicated. Other dependencies are also reported. Studies of the effect of neutrals and error fields on the power threshold are under investigation. The ITER threshold database has matured and offers guidance to the power threshold scaling issues relevant to next-step devices.

Neutrino Physics: A Selective Overview

E-Print Network [OSTI]

Neutrinos in the Standard Model of particle physics are massless, neutral fermions that seemingly do little more than conserve 4-momentum, angular momentum, lepton number, and lepton flavour in weak interactions. In the last decade conclusive evidence has demonstrated that the Standard Model's description of neutrinos does not match reality. We now know that neutrinos undergo flavour oscillations, violating lepton flavour conservation and implying that neutrinos have non-zero mass. A rich oscillation phenomenology then becomes possible, including matter-enhanced oscillation and possibly CP violation in the neutrino sector. Extending the Standard Model to include neutrino masses requires the addition of new fields and mass terms, and possibly new methods of mass generation. In this review article I will discuss the evidence that has established the existence of neutrino oscillation, and then highlight unresolved issues in neutrino physics, such as the nature of three-generational mixing (including CP-violating effects), the origins of neutrino mass, the possible existence of light sterile neutrinos, and the difficult question of measuring the absolute mass scale of neutrinos.

Physics beyond the standard model

SciTech Connect (OSTI)

The author briefly summarizes the prospects for extending the understanding of physics beyond the standard model within the next five years. He interprets ``beyond the standard model'' to mean the physics of electroweak symmetry breaking, including the standard model Higgs boson. The nature of this TeV-scale new physics is perhaps the most crucial question facing high-energy physics, but one should recall (neutrino oscillations) that there is ample evidence for interesting physics in the flavour section too. In the next five years, before the LHC starts operations, the facilities available will be LEP2, HERA and the Fermilab Tevatron. He devotes a bit more time to the Tevatron as it is a new initiative for United Kingdom institutions. The Tevatron schedule now calls for data taking in Run II, using two upgraded detectors, to begin on March 1, 2001, with 2 fb{sup {minus}1} accumulated in the first two years. A nine-month shutdown will follow, to allow new silicon detector layers to be installed, and then running will resume with a goal of accumulating 15 fb{sup {minus}1} (or more) by 2006.

Standard and non-standard primordial neutrinos

E-Print Network [OSTI]

The standard cosmological model predicts the existence of a cosmic neutrino background with a present density of about 110 cm^{-3} per flavour, which affects big-bang nucleosynthesis, cosmic microwave background anisotropies, and the evolution of large scale structures. We report on a precision calculation of the cosmic neutrino background properties including the modification introduced by neutrino oscillations. The role of a possible neutrino-antineutrino asymmetry and the impact of non-standard neutrino-electron interactions on the relic neutrinos are also briefly discussed.

Overview of the SME: Implications and Phenomenology of Lorentz Violation

E-Print Network [OSTI]

The Standard Model Extension (SME) provides the most general observer-independent field theoretical framework for investigations of Lorentz violation. The SME lagrangian by definition contains all Lorentz-violating interaction terms that can be written as observer scalars and that involve particle fields in the Standard Model and gravitational fields in a generalized theory of gravity. This includes all possible terms that could arise from a process of spontaneous Lorentz violation in the context of a more fundamental theory, as well as terms that explicitly break Lorentz symmetry. An overview of the SME is presented, including its motivations and construction. Some of the theoretical issues arising in the case of spontaneous Lorentz violation are discussed, including the question of what happens to the Nambu-Goldstone modes when Lorentz symmetry is spontaneously violated and whether a Higgs mechanism can occur. A minimal version of the SME in flat Minkowski spacetime that maintains gauge invariance and power-counting renormalizability is used to search for leading-order signals of Lorentz violation. Recent Lorentz tests in QED systems are examined, including experiments with photons, particle and atomic experiments, proposed experiments in space and experiments with a spin-polarized torsion pendulum.

Global residential appliance standards

SciTech Connect (OSTI)

In most countries, residential electricity consumption typically ranges from 20% to 40% of total electricity consumption. This energy is used for heating, cooling, refrigeration and other end-uses. Significant energy savings are possible if new appliance purchases are for models with higher efficiency than that of existing models. There are several ways to ensure or encourage such an outcome, for example, appliance rebates, innovative procurement, and minimum efficiency standards. This paper focuses on the latter approach. At the present time, the US is the only country with comprehensive appliance energy efficiency standards. However, many other countries, such as Australia, Canada, the European Community (EC), Japan and Korea, are considering enacting standards. The greatest potential impact of minimum efficiency standards for appliances is in the developing countries (e.g., China and India), where saturations of household appliances are relatively low but growing rapidly. This paper discusses the potential savings that could be achieved from global appliance efficiency standards for refrigerators and freezers. It also could be achieved from global appliance efficiency standards for refrigerators and freezers. It also discusses the impediments to establishing common standards for certain appliance types, such as differing test procedures, characteristics, and fuel prices. A methodology for establishing global efficiency standards for refrigerators and freezers is described.

Retrofit California Overview and Final Reports

SciTech Connect (OSTI)

Energy efficiency retrofits (also called upgrades) are widely recognized as a critical component to achieving energy savings in the building sector to help lower greenhouse gas (GHG) emissions. To date, however, upgrades have accounted for only a small percentage of aggregate energy savings in building stock, both in California and nationally. Although the measures and technologies to retrofit a building to become energy efficient are readily deployed, establishing this model as a standard practice remains elusive. Retrofit California sought to develop and test new program models to increase participation in the energy upgrade market in California. The Program encompassed 24 pilot projects, conducted between 2010 and mid-2013 and funded through a $30 million American Recovery and Reinvestment Act (ARRA) grant from the U.S. Department of Energys (DOE) Better Buildings Neighborhood Program (BBNP). The broad scope of the Program can be seen in the involvement of the following regionally based Grant Partners: Los Angeles County (as prime grantee); Association of Bay Area Governments (ABAG), consisting of: o StopWaste.org for Alameda County o Regional Climate Protection Authority (RCPA) for Sonoma County o SF Environment for the City and County of San Francisco o City of San Jose; California Center for Sustainable Energy (CCSE) for the San Diego region; Sacramento Municipal Utilities District (SMUD). Within these jurisdictions, nine different types of pilots were tested with the common goal of identifying, informing, and educating the people most likely to undertake energy upgrades (both homeowners and contractors), and to provide them with incentives and resources to facilitate the process. Despite its limited duration, Retrofit California undoubtedly succeeded in increasing awareness and education among home and property owners, as well as contractors, realtors, and community leaders. However, program results indicate that a longer timeframe will be needed to transform the market and establish energy retrofits as the new paradigm. Innovations such as Flex Path, which came about because of barriers encountered during the Program, have already shown promise and are enabling increased participation. Together, the pilots represent an unprecedented effort to identify and address market barriers to energy efficiency upgrades and to provide lessons learned to shape future program planning and implementation. The statistics reflects the scope of the marketing and outreach campaigns, which tested a variety of approaches to increase understanding of the benefits of energy upgrades to drive participation in the Program. More traditional methods such as TV and radio advertisements were complimented by innovative community based social marketing campaigns that sought to leverage the trusted status of neighborhood organizations and leaders in order to motivate their constituents to undertake retrofits. The remainder of this report provides an overview of Retrofit California including brief summaries of the pilots main components and highlights, followed by the major findings or takeaway lessons from the approaches that were tested. Eleven of the pilots will be continued, with modifications, under the ratepayer-funded Regional Energy Networks. Involvement in the RENS by many of the Retrofit California partners will ensure that early lessons learned are carried forward to guide future programs for energy upgrades in California.

Electricity savings from residential appliance standards in Sweden

SciTech Connect (OSTI)

This paper discusses the energy savings that could be obtained in Sweden by instituting specific standards for five appliances: Refrigerators, freezers, dishwashers, clothes washers, and clothes dryers. At the present time, Sweden has no minimum energy efficiency standards for residential appliances. This paper discusses the energy savings that could be obtained by instituting specific standards for five product types (refrigerators, freezers, dishwashers, clothes washers, and dryers) starting in 1995. A methodology similar to that used in analyses for the European Community was employed in this study. In the Swedish study, we used appliance test data developed by the Swedish consumer agency, Konsument Verket, to estimate new unit energy consumption for each product type. Shipments, saturations, energy use, and demographic data were input to a spreadsheet model that sums energy consumption for each product type over the period 1990--2010. Both a base case and a standards case scenario are simulated for each of the five appliance types. It was found that electricity use for these five products can be reduced by 12% over the time period from 1990--2010. Most of the energy savings come from instituting efficiency standards for refrigerators and freezers. For each product class type, the impact on manufacturer offerings is discussed. For example, for simple refrigerators, eleven 1990 models meet the 1995 standard and six models meet the 2000 standard out of a total of 63 models.

DOE technical standards list: Department of Energy standards index

SciTech Connect (OSTI)

This Department of Energy (DOE) technical standards list (TSL) has been prepared by the Office of Nuclear Safety Policy and Standards (EH-31) on the basis of currently available technical information. Periodic updates of this TSL will be issued as additional information is received on standardization documents being issued, adopted, or canceled by DOE. This document was prepared for use by personnel involved in the selection and use of DOE technical standards and other Government and non-Government standards. This TSL provides listings of current DOE technical standards, non-Government standards that have been adopted by DOE, other standards-related documents in which DOE has a recorded interest, and canceled DOE technical standards. Information on new DOE technical standards projects, technical standards released for coordination, recently published DOE technical standards, and activities of non-Government standards bodies that may be of interest to DOE is published monthly in Standards Actions.

Small Modular Reactors: Institutional Assessment

SciTech Connect (OSTI)

? Objectives include, among others, a description of the basic development status of small modular reactors (SMRs) focused primarily on domestic activity; investigation of the domestic market appeal of modular reactors from the viewpoints of both key energy sector customers and also key stakeholders in the financial community; and consideration of how to proceed further with a pro-active "core group" of stakeholders substantially interested in modular nuclear deployment in order to provide the basis to expedite design/construction activity and regulatory approval. ? Information gathering was via available resources, both published and personal communications with key individual stakeholders; published information is limited to that already in public domain (no confidentiality); viewpoints from interviews are incorporated within. Discussions at both government-hosted and private-hosted SMR meetings are reflected herein. INL itself maintains a neutral view on all issues described. Note: as per prior discussion between INL and CAP, individual and highly knowledgeable senior-level stakeholders provided the bulk of insights herein, and the results of those interviews are the main source of the observations of this report. ? Attachment A is the list of individual stakeholders consulted to date, including some who provided significant earlier assessments of SMR institutional feasibility. ? Attachments B, C, and D are included to provide substantial context on the international status of SMR development; they are not intended to be comprehensive and are individualized due to the separate nature of the source materials. Attachment E is a summary of the DOE requirements for winning teams regarding the current SMR solicitation. Attachment F deserves separate consideration due to the relative maturity of the SMART SMR program underway in Korea. Attachment G provides illustrative SMR design features and is intended for background. Attachment H is included for overview purposes and is a sampling of advanced SMR concepts, which will be considered as part of the current DOE SMR program but whose estimated deployment time is beyond CAPs current investment time horizon. Attachment I is the public DOE statement describing the present approach of their SMR Program.

An overview of the Radioisotope Thermoelectric Generator Transportation System Program

SciTech Connect (OSTI)

Radioisotope Thermoelectric Generators (RTG) convert the heat generated by radioactive decay to electricity using thermocouples. RTGs have a long operating life, are reasonably lightweight, and require little or no maintenance once assembled and tested. These factors make RTGs particularly attractive for use in spacecraft. However, because RTGs contain significant quantities of radioactive materials, normally plutonium-238 and its decay products, they must be transported in packages built in accordance with Title 10, Code of Federal Regulations, Part 71. The U.S. Department of Energy assigned the Radioisotope Thermoelectric Generator Transportation System (RTGTS) Program to Westinghouse Hanford Company in 1988 to develop a system meeting the regulatory requirements. The program objective was to develop a transportation system that would fully comply with 10 CFR 71 while protecting RTGs from adverse environmental conditions during normal conditions of transport (e.g., shock and heat). The RTGTS is scheduled for completion in December 1996 and will be available to support the National Aeronautics and Space Administration{close_quote}s Cassini mission to Saturn in October 1997. This paper provides an overview of the RTGTS and discusses the hardware being produced. Additionally, various program management innovations mandated by recent major changes in the U.S. Department of Energy structure and resources will be outlined. {copyright} {ital 1996 American Institute of Physics.}
