    The National Supercomputing Center for Energy and the Environment’s intention is to purchase a multi-purpose computer cluster in support of the Performance Assessment Institute (PA Institute). The PA Institute will serve as a research consortium located in Las Vegas Nevada with membership that includes: national laboratories, universities, industry partners, and domestic and international governments. This center will provide a one-of-a-kind centralized facility for the accumulation of information for use by Institutions of Higher Learning, the U.S. Government, and Regulatory Agencies and approved users. This initiative will enhance and extend High Performance Computing (HPC) resources in Nevada to support critical national and international needs in "scientific confirmation". The PA Institute will be promoted as the leading Modeling, Learning and Research Center worldwide. The program proposes to utilize the existing supercomputing capabilities and alliances of the University of Nevada Las Vegas as a base, and to extend these resource and capabilities through a collaborative relationship with its membership. The PA Institute will provide an academic setting for interactive sharing, learning, mentoring and monitoring of multi-disciplinary performance assessment and performance confirmation information. The role of the PA Institute is to facilitate research, knowledge-increase, and knowledge-sharing among users.

    This study examines how grid-level electricity storage may benet the operations of NV Energy in 2020, and assesses whether those benets justify the cost of the storage system. In order to determine how grid-level storage might impact NV Energy, an hourly production cost model of the Nevada Balancing Authority (\\BA") as projected for 2020 was built and used for the study. Storage facilities were found to add value primarily by providing reserve. Value provided by the provision of time-of-day shifting was found to be limited. If regulating reserve from storage is valued the same as that from slower ramp rate resources, then it appears that a reciprocating engine generator could provide additional capacity at a lower cost than a pumped storage hydro plant or large storage capacity battery system. In addition, a 25-MW battery storage facility would need to cost $650/kW or less in order to produce a positive Net Present Value (NPV). However, if regulating reserve provided by storage is considered to be more useful to the grid than that from slower ramp rate resources, then a grid-level storage facility may have a positive NPV even at today's storage system capital costs. The value of having storage provide services beyond reserve and time-of-day shifting was not assessed in this study, and was therefore not included in storage cost-benefit calculations.

    In this article we present a simple repeater scheme based on the negatively-charged nitrogen vacancy centre in diamond (NV-). Each repeater node is built from simple modules comprising an optical cavity containing a single NV-, with one nuclear spin from 15N as quantum memory. The operation in the module only uses deterministic processes and interactions and achieves high fidelity (>99%) operation, and modules are connected by optical fiber. In the repeater node architecture, the processes between modules by photons can be in principle deterministic, however current limitations on optical components lead to the processes to be probabilistic but heralded. The most resource modest repeater architecture contains at least two modules at each node, and the repeater nodes are than connected by telecom wavelength entangled photon pairs. We discuss the performance of quantum repeaters starting from the minimum-resource strategy with several modules (~10) and then incorporating more resource-intense strategies step by step. Our architecture enables large-scale quantum information networks with existing technology.

    NV centers in diamond are generally recognized as highly promising as indefinitely stable highly efficient single-photon sources. We report an experimental quantification of the brightness, radiative decay rate, nonradiative decay rate and quantum efficiency of single NV centers in diamond nanocrystals. Our experiments show that the commonly observed large spread in fluorescence decay rates of NV centers in nanodiamond is inconsistent with the common explanation of large nanophotonic mode-density variations in the ultra-small high-index crystals at near-unity quantum efficiency. We report that NV centers in 25 nm nanocrystals are essentially insensitive to local density of states (LDOS) variations that we induce at a dielectric interface by using liquids to vary the refractive index, and propose that quantum efficiencies in such nanocrystals are widely distributed between 0% and 20%. Using this scanning mirror method, for the first time we report calibrated quantum efficiencies of NV centers, and show that different but nominally identical nanocrystals have widely distributed quantum efficiencies between 10% and 90%. Our measurements imply that nanocrystals that are to be assembled into hybrid photonic structures for cavity QED should first be individually screened to assess fluorescence properties in detail.

    Spontaneous emission from crystal centers is influenced by both the photonic local density of states and non-radiative processes. Here we monitor the spontaneous emission of single nitrogen vacancy (NV) centers as their host diamond is reduced in size from a large monolithic crystal to a nanocrystal by successive cycles of oxidation. The size reduction induces a quenching of the NV radiative emission. New non-radiative channels lead to a decrease of the fluorescence intensity and the excited state lifetime. In one case we observe the onset of blinking which may provide a route to understand these additional non-radiative decay channels.

    We present the controlled creation of single nitrogen-vacancy (NV) centers via ion implantation at the center of a photonic crystal cavity which is fabricated in an ultrapure, single crystal diamond membrane. High-resolution placement of NV centers is achieved using collimation of a 5keV-nitrogen ion beam through a pierced tip of an atomic force microscope (AFM). We demonstrate coupling of the implanted NV centers' broad band fluorescence to a cavity mode and observe Purcell enhancement of the spontaneous emission. The results are in good agreement with a master equation model for the cavity coupling.

    We present a technique for addressing single NV$^{-}$ center spins in diamond over macroscopic distances using a tunable dielectric microwave cavity. We demonstrate optically detected magnetic resonance (ODMR) for a single NV$^{-}$ center in a nanodiamond (ND) located directly under the macroscopic microwave cavity. By moving the cavity relative to the ND, we record the ODMR signal as a function of position, mapping out the distribution of the cavity magnetic field along one axis. In addition, we argue that our system could be used to determine the orientation of the NV$^{-}$ major axis in a straightforward manner.

    Yucca Mountain, Nevada is being evaluated as a potential site for a geologic repository for high level radioactive waste. As part of the site characterization activities at Yucca Mountain, a field-scale ponded infiltration experiment was done to help characterize the hydraulic and infiltration properties of a layered dessert alluvium deposit. Calcium carbonate accumulation and cementation, heterogeneous layered profiles, high evapotranspiration, low precipitation, and rocky soil make the surface difficult to characterize.The effects of the strong morphological horizonation on the infiltration processes, the suitability of measured hydraulic properties, and the usefulness of ponded infiltration experiments in site characterization work were of interest. One-dimensional and two-dimensional radial flow numerical models were used to help interpret the results of the ponding experiment. The objective of this study was to evaluate the results of a ponded infiltration experiment done around borehole UE25 UZN {number_sign}85 (N85) at Yucca Mountain, NV. The effects of morphological horizons on the infiltration processes, lateral flow, and measured soil hydaulic properties were studied. The evaluation was done by numerically modeling the results of a field ponded infiltration experiment. A comparison the experimental results and the modeled results was used to qualitatively indicate the degree to which infiltration processes and the hydaulic properties are understood. Results of the field characterization, soil characterization, borehole geophysics, and the ponding experiment are presented in a companion paper.

    The Nevada Test Site (NTS) and the adjacent Yucca Mountain Project (YMP) are located in Nye County, Nevada. The NTS has been the primary location for testing nuclear explosives in the continental US since 1951. Current activities include operating low-level radioactive and mixed waste disposal facilities for US defense-generated waste, assembly/disassembly of special experiments, surface cleanup and site characterization of contaminated land areas, and non-nuclear test operations such as controlled spills of hazardous materials at the hazardous Materials (HAZMAT) Spill Center (HSC). Currently, the major potential for occupational radiation exposure is associated with the burial of low-level nuclear waste and the handling of radioactive sources. Planned future remediation of contaminated land areas may also result in radiological exposures. The NV/YMP Radiological Control Manual, Revision 2, represents DOE-accepted guidelines and best practices for implementing Nevada Test Site and Yucca Mountain Project Radiation Protection Programs in accordance with the requirements of Title 10 Code of Federal Regulations Part 835, Occupational Radiation Protection. These programs provide protection for approximately 3,000 employees and visitors annually and include coverage for the on-site activities for both personnel and the environment. The personnel protection effort includes a DOE Laboratory Accreditation Program accredited dosimetry and personnel bioassay programs including in-vivo counting, routine workplace air sampling, personnel monitoring, and programmatic and job-specific As Low as Reasonably Achievable considerations.

    A key limitation of electron paramagnetic resonance (EPR), an established and powerful tool for studying atomic-scale biomolecular structure and dynamics is its poor sensitivity, samples containing in excess of 10^12 labeled biomolecules are required in typical experiments. In contrast, single molecule measurements provide improved insights into heterogeneous behaviors that can be masked by ensemble measurements and are often essential for illuminating the molecular mechanisms behind the function of a biomolecule. We report EPR measurements of a single labeled biomolecule that merge these two powerful techniques. We selectively label an individual double-stranded DNA molecule with a single nanodiamond containing nitrogen-vacancy (NV) centers, and optically detect the paramagnetic resonance of NV spins in the nanodiamond probe.     Abstract-- In this paper, the ability of the Nevada (NV) Energy generation fleet to meet its system balancing requirements under different solar energy penetration scenarios is studied. System balancing requirements include capacity, ramp rate, and ramp duration requirements for load following and regulation. If, during some operating hours, system capability is insufficient to meet these requirements, there is certain probability that the balancing authority’s control and reliability performance can be compromised. These operating hours are considered as “challenging” hours. Five different solar energy integration scenarios have been studied. Simulations have shown that the NV Energy system will be potentially able to accommodate up to 942 MW of solar photovoltaic (PV) generation. However, the existing generation scheduling procedure should be adjusted to make it happen. Fast-responsive peaker units need to be used more frequently to meet the increasing ramping requirements.     We present a technique to nanomechanically vary the distance between a fluorescent source and a mirror, thereby varying the local density of optical states at the source position. Our method can therefore serve to measure the quantum efficiency of fluorophores. Application of our technique to NV defects in diamond nanocrystals shows that their quantum yield can significantly differ from unity. Relying on a lateral scanning mechanism with shear-force probe-sample distance control our technique is straightforwardly implemented in most state-of-the-art near-field microscopes.

    This study examines how grid-level electricity storage may benefit the operations of NV Energy, and assesses whether those benefits are likely to justify the cost of the storage system. To determine the impact of grid-level storage, an hourly production cost model of the Nevada Balancing Authority (%22BA%22) as projected for 2020 was created. Storage was found to add value primarily through the provision of regulating reserve. Certain storage resources were found likely to be cost-effective even without considering their capacity value, as long as their effectiveness in providing regulating reserve was taken into account. Giving fast resources credit for their ability to provide regulating reserve is reasonable, given the adoption of FERC Order 755 (%22Pay-for-performance%22). Using a traditional five-minute test to determine how much a resource can contribute to regulating reserve does not adequately value fast-ramping resources, as the regulating reserve these resources can provide is constrained by their installed capacity. While an approximation was made to consider the additional value provided by a fast-ramping resource, a more precise valuation requires an alternate regulating reserve methodology. Developing and modeling a new regulating reserve methodology for NV Energy was beyond the scope of this study, as was assessing the incremental value of distributed storage.

    Polarizing nuclear spins is of fundamental importance in biology, chemistry and physics. Methods for hyperpolarizing 13C nuclei from free electrons in bulk, usually demand operation at cryogenic temperatures. Room-temperature approaches targeting diamonds with nitrogen-vacancy (NV) centers could alleviate this need, but hitherto proposed strategies lack generality as they demand stringent conditions on the strength and/or alignment of the magnetic field. We report here an approach for achieving efficient electron->13C spin alignment transfers, compatible with a broad range of magnetic field strengths and field orientations with respect to the diamond crystal. This versatility results from combining coherent microwave- and incoherent laser-induced transitions between selected energy states of the coupled electron-nuclear spin manifold. 13C-detected Nuclear Magnetic Resonance (NMR) experiments demonstrate that this hyperpolarization can be transferred via first-shell or via distant 13Cs, throughout the nuclear bulk ensemble. This method opens new perspectives for applications of diamond NV centers in NMR, and in quantum information processing.

    The uncertainty and variability with photovoltaic (PV) generation make it very challenging to balance power system generation and load, especially under high penetration cases. Higher reserve requirements and more cycling of conventional generators are generally anticipated for large-scale PV integration. However, whether the existing generation fleet is flexible enough to handle the variations and how well the system can maintain its control performance are difficult to predict. The goal of this project is to develop a software program that can perform intra-hour dispatch and automatic generation control (AGC) simulation, by which the balancing operations of a system can be simulated to answer the questions posed above. The simulator, named Electric System Intra-Hour Operation Simulator (ESIOS), uses the NV Energy southern system as a study case, and models the system’s generator configurations, AGC functions, and operator actions to balance system generation and load. Actual dispatch of AGC generators and control performance under various PV penetration levels can be predicted by running ESIOS. With data about the load, generation, and generator characteristics, ESIOS can perform similar simulations and assess variable generation integration impacts for other systems as well. This report describes the design of the simulator and presents the study results showing the PV impacts on NV Energy real-time operations.

Here we show that for nanoscale diamond crystals containing artificial atoms, so-called nitrogen vacancy (NV) color centers, both regimes of optical trapping can be observed at the same time even in a noisy liquid environment. For wavelengths in the vicinity of the zero-phonon line transition of the color centers, we observe a significant modification ($10\\%$) of the overall trapping strength. Most remarkably, our experimental findings suggest that owing to the large number of artificial atoms, collective effects greatly contribute to the observed trapping strength modification. Our approach adds the powerful atomic-physics toolbox to the field of nano-manipulation.

  15. Capacity Value of PV and Wind Generation in the NV Energy System

    Calculation of photovoltaic (PV) and wind power capacity values is important for estimating additional load that can be served by new PV or wind installations in the electrical power system. It also is the basis for assigning capacity credit payments in systems with markets. Because of variability in solar and wind resources, PV and wind generation contribute to power system resource adequacy differently from conventional generation. Many different approaches to calculating PV and wind generation capacity values have been used by utilities and transmission operators. Using the NV Energy system as a study case, this report applies peak-period capacity factor (PPCF) and effective load carrying capability (ELCC) methods to calculate capacity values for renewable energy sources. We show the connection between the PPCF and ELCC methods in the process of deriving a simplified approach that approximates the ELCC method. This simplified approach does not require generation fleet data and provides the theoretical basis for a quick check on capacity value results of PV and wind generation. The diminishing return of capacity benefit as renewable generation increases is conveniently explained using the simplified capacity value approach.

    The objective of this study is to collect terrestrial climate indicators for paleoclimate synthesis. The paleobiotic and geomorphic records are being examined for the local and regional impact of past climates to assess Yucca Mountain`s suitability as a high-level nuclear waste repository. In particular these data are being used to provide estimates of the timing, duration and extremes of past periods of moister climate for use in hydrological models of local and regional recharge that are being formulated by USGS and other hydrologists for the Yucca Mountain area. The project includes botanical, faunal, and geomorphic components that will be integrated to accomplish this goal.     This project focused on defining geothermal play fairways and development of a detailed geothermal potential map of a large transect across the Great Basin region (96,000 km2), with the primary objective of facilitating discovery of commercial-grade, blind geothermal fields (i.e. systems with no surface hot springs or fumaroles) and thereby accelerating geothermal development in this promising region.     Single photons are fundamental elements for quantum information technologies such as quantum cryptography, quantum information storage and optical quantum computing. Colour centres in diamond have proven to be stable single photon sources and thus essential components for reliable and integrated quantum information technology. A key requirement for such applications is a large photon flux and a high efficiency. Paying tribute to various attempts to maximise the single photon flux we show that collection efficiencies of photons from colour centres can be increased with a rather simple experimental setup. To do so we spin-coated nanodiamonds containing single nitrogen-vacancy colour centres on the flat surface of a ZrO2 solid immersion lens. We found stable single photon count rates of up to 853 kcts/s at saturation under continuous wave excitation while having excess to more than 100 defect centres with count rates from 400 kcts/s to 500 kcts/s. For a blinking defect centre we found count rates up to 2.4 Mcts/s for time intervals of several ten seconds. It seems to be a general feature that very high rates are accompanied by a blinking behaviour. The overall collection efficiency of our setup of up to 4.2% is the highest yet reported for N-V defect centres in diamond. Under pulsed excitation of a stable emitter of 10 MHz, 2.2% of all pulses caused a click on the detector adding to 221 kcts/s thus opening the way towards diamond based on-demand single photon sources for quantum applications.

    The Cyclotron Institute at Texas A&M University has upgraded its accelerator facilities to extend research capabilities with both stable and radioactive beams. The upgrade is divided into three major tasks: (1) re-commission the K-150 (88”) cyclotron, couple it to existing beam lines to provide intense stable beams into the K-500 experimental areas and use it as a driver to produce radioactive beams; (2) develop light ion and heavy ion guides for stopping radioactive ions created with the K-150 beams; and (3) transport 1+ ions from the ion guides into a charge-breeding electron-cyclotron-resonance ion source (CB-ECR) to produce highly-charged radioactive ions for acceleration in the K-500 cyclotron. When completed, the upgraded facility will provide high-quality re-accelerated secondary beams in a unique energy range in the world.

    Microfabrication enables many exciting experimental possibilities for medicine and biology that are not attainable through traditional methods. However, in order for microfabricated devices to have an impact they must not only provide a robust solution to a current unmet need, but also be simple enough to seamlessly integrate into standard protocols. Broad dissemination of bioMEMS has been stymied by the common aim of replacing established and well accepted protocols with equally or more complex devices, methods, or materials. The marriage of a complex, difficult to fabricate bioMEMS device with a highly variable biological system is rarely successful. Instead, the design philosophy of my lab aims to leverage a beneficial microscale phenomena (e.g. fast diffusion at the microscale) within a bioMEMS device and adapt to established methods (e.g. multiwell plate cell culture) and demonstrate a new paradigm for the field (adapt instead of replace). In order for the field of bioMEMS to mature beyond novel proof-of-concept demonstrations, researchers must focus on developing systems leveraging these phenomena and integrating into standard labs, which have largely been ignored. Towards this aim, the Integrative Bioengineering Institute has been established.

    The Desert Research Institute (DRI) is performing a scoping study as part of the U.S. Department of Energy's Yucca Mountain Environmental Monitoring Systems Initiative (EMSI). The main objective is to obtain baseline air quality information for Yucca Mountain and an area surrounding the Nevada Test Site (NTS). Air quality and meteorological monitoring and sampling equipment housed in a mobile trailer (shelter) is collecting data at eight sites outside the NTS, including Ash Meadows National Wildlife Refuge (NWR), Beatty, Sarcobatus Flats, Rachel, Caliente, Pahranagat NWR, Crater Flat, and Tonopah Airport, and at four sites on the NTS (Engelbrecht et al., 2007a-d). The trailer is stationed at any one site for approximately eight weeks at a time. This letter report provides a summary of air quality and meteorological data, on completion of the site's sampling program.

    The following pages present the final report of activities undertaken by Carpenter Environmental Associates, Inc. (CEA) in carrying out its contractual obligations for the New York Support Office of the US Department of Energy. The contract calls for the field monitoring/review of DOE grants to schools and hospitals under the Institutional Conservation Program (ICP). This final report is the result of a review of statistics and findings gathered over the period of the contract, which included monitoring visits to 50 grantees in New York State and New Jersey. The report is intended to highlight aspects of the monitoring project and to make recommendations. This report is organized into four sections: Section 1 details the steps taken by CEA in organizing and implementing the review; Section 2 presents program statistics; Section 3 discusses monitoring review concerns, implementation issues and commonly observed problems/accomplishments; and Section 4 lists recommendations.     The primary objective of this project was to utilize a flexible, energy-efficient facility, called the DRI Renewable Energy Experimental Facility (REEF) to support various renewable energy research and development (R&D) efforts, along with education and outreach activities. The REEF itself consists of two separate buildings: (1) a 1200-ft2 off-grid capable house and (2) a 600-ft2 workshop/garage to support larger-scale experimental work. Numerous enhancements were made to DRI's existing renewable power generation systems, and several additional components were incorporated to support operation of the REEF House. The power demands of this house are satisfied by integrating and controlling PV arrays, solar thermal systems, wind turbines, an electrolyzer for renewable hydrogen production, a gaseous-fuel internal combustion engine/generator set, and other components. Cooling needs of the REEF House are satisfied by an absorption chiller, driven by solar thermal collectors. The REEF Workshop includes a unique, solar air collector system that is integrated into the roof structure. This system provides space heating inside the Workshop, as well as a hot water supply. The Workshop houses a custom-designed process development unit (PDU) that is used to convert woody biomass into a friable, hydrophobic char that has physical and chemical properties similar to low grade coal. Besides providing sufficient space for operation of this PDU, the REEF Workshop supplies hot water that is used in the biomass treatment process. The DRI-REEF serves as a working laboratory for evaluating and optimizing the performance of renewable energy components within an integrated, residential-like setting. The modular nature of the system allows for exploring alternative configurations and control strategies. This experimental test bed is also highly valuable as an education and outreach tool both in providing an infrastructure for student research projects, and in highlighting renewable energy features to the public.

Objectives include, among others, a description of the basic development status of “small modular reactors” (SMRs) focused primarily on domestic activity; investigation of the domestic market appeal of modular reactors from the viewpoints of both key energy sector customers and also key stakeholders in the financial community; and consideration of how to proceed further with a pro-active "core group" of stakeholders substantially interested in modular nuclear deployment in order to provide the basis to expedite design/construction activity and regulatory approval. ? Information gathering was via available resources, both published and personal communications with key individual stakeholders; published information is limited to that already in public domain (no confidentiality); viewpoints from interviews are incorporated within. Discussions at both government-hosted and private-hosted SMR meetings are reflected herein. INL itself maintains a neutral view on all issues described. Note: as per prior discussion between INL and CAP, individual and highly knowledgeable senior-level stakeholders provided the bulk of insights herein, and the results of those interviews are the main source of the observations of this report. ? Attachment A is the list of individual stakeholders consulted to date, including some who provided significant earlier assessments of SMR institutional feasibility. ? Attachments B, C, and D are included to provide substantial context on the international status of SMR development; they are not intended to be comprehensive and are individualized due to the separate nature of the source materials. Attachment E is a summary of the DOE requirements for winning teams regarding the current SMR solicitation.     In this paper, the authors discuss options for developing institutions for joint implementation (JI) projects. They focus on the tasks which are unique to JI projects or require additional institutional needs--accepting the project by the host and investor countries and assessing the project`s greenhouse gas (GHG) emission reduction or sequestration--and they suggest the types of institutions that would enhance their performance. The evaluation is based on four sets of governmental and international criteria for JI projects, the experiences of ten pilot JI projects, and the perspectives of seven collaborating authors from China, Egypt, India, Mexico, and Thailand, who interviewed relevant government and non-government staff involved in JI issue assessment in their countries. After examining the roles for potential JI institutions, they present early findings arguing for a decentralized national JI structure, which includes: (1) national governmental panels providing host country acceptance of proposed JI projects; (2) project parties providing the assessment data on the GHG reduction or sequestration for the projects; (3) technical experts calculating these GHG flows; (4) certified verification teams checking the GHG calculations; and (5) members of an international JI Secretariat training and certifying the assessors, as well as resolving challenges to the verifications. 86 refs.
