Microfabrication enables many exciting experimental possibilities for medicine and biology that are not attainable through traditional methods. However, in order for microfabricated devices to have an impact they must not only provide a robust solution to a current unmet need, but also be simple enough to seamlessly integrate into standard protocols. Broad dissemination of bioMEMS has been stymied by the common aim of replacing established and well accepted protocols with equally or more complex devices, methods, or materials. The marriage of a complex, difficult to fabricate bioMEMS device with a highly variable biological system is rarely successful. Instead, the design philosophy of my lab aims to leverage a beneficial microscale phenomena (e.g. fast diffusion at the microscale) within a bioMEMS device and adapt to established methods (e.g. multiwell plate cell culture) and demonstrate a new paradigm for the field (adapt instead of replace). In order for the field of bioMEMS to mature beyond novel proof-of-concept demonstrations, researchers must focus on developing systems leveraging these phenomena and integrating into standard labs, which have largely been ignored. Towards this aim, the Integrative Bioengineering Institute has been established.

Integrating GIS, Archeology, and the Internet.

At the Idaho National Engineering and Environmental Laboratory's (INEEL) Cultural Resource Management Office, a newly developed Data Management Tool (DMT) is improving management and long-term stewardship of cultural resources. The fully integrated system links an archaeological database, a historical database, and a research database to spatial data through a customized user interface using ArcIMS and Active Server Pages. Components of the new DMT are tailored specifically to the INEEL and include automated data entry forms for historic and prehistoric archaeological sites, specialized queries and reports that address both yearly and project-specific documentation requirements, and unique field recording forms. The predictive modeling component increases the DMT抯 value for land use planning and long-term stewardship. The DMT enhances the efficiency of archive searches, improving customer service, oversight, and management of the large INEEL cultural resource inventory. In the future, the DMT will facilitate data sharing with regulatory agencies, tribal organizations, and the general public.

The integrated microbial genomes (IMG) system is a data management, analysis and annotation platform for all publicly available genomes. IMG contains both draft and complete JGI microbial genomes integrated with all other publicly available genomes from all three domains of life, together with a large number of plasmids and viruses. IMG provides tools and viewers for analyzing and annotating genomes, genes and functions, individually or in a comparative context. A new way of providing calibration services is evolving which employs the Internet to expand present capabilities and make the calibration process more interactive. Sandia National Laboratories and the National Institute of Standards and Technology are collaborating to set up and demonstrate a remote calibration of multifunction calibrators using this Internet-based technique that is becoming known as e-calibration. This paper describes the measurement philosophy and the Internet resources that can provide real-time audio/video/data exchange, consultation and training, as well as web-accessible test procedures, software and calibration reports. NOMINATION FOR THE PROJECT MANAGEMENT INSTITUTE (PMI) PROJECT OF THE YEAR AWARD INTEGRATED DISPOSAL FACILITY (IDF)

CH2M HILL Hanford Group, Inc. (CH2M HILL) is pleased to nominate the Integrated Disposal Facility (IDF) project for the Project Management Institute's consideration as 2007 Project of the Year, Built for the U.S, Department of Energy's (DOE) Office of River Protection (ORP) at the Hanford Site, the IDF is the site's first Resource Conservation and Recovery Act (RCRA)-compliant disposal facility. The IDF is important to DOE's waste management strategy for the site. Effective management of the IDF project contributed to the project's success. The project was carefully managed to meet three Tri-Party Agreement (TPA) milestones. The completed facility fully satisfied the needs and expectations of the client, regulators and stakeholders. Ultimately, the project, initially estimated to require 48 months and $33.9 million to build, was completed four months ahead of schedule and $11.1 million under budget. DOE directed construction of the IDF to provide additional capacity for disposing of low-level radioactive and mixed (i.e., radioactive and hazardous) solid waste. The facility needed to comply with federal and Washington State environmental laws and meet TPA milestones. The facility had to accommodate over one million cubic yards of the waste material, including immobilized low-activity waste packages from the Waste Treatment Plant (WTP), low-level and mixed low-level waste from WTP failed melters, and alternative immobilized low-activity waste forms, such as bulk-vitrified waste. CH2M HILL designed and constructed a disposal facility with a redundant system of containment barriers and a sophisticated leak-detection system. Built on a 168-area, the facility's construction met all regulatory requirements. The facility's containment system actually exceeds the state's environmental requirements for a hazardous waste landfill. Effective management of the IDF construction project required working through highly political and legal issues as well as challenges with permitting, scheduling, costs, stakeholders and technical issues. To meet the customer's needs and deadlines, the project was managed with conscientious discipline and application of sound project management principles in the Project Management Institute's Project Management Body of Knowledge. Several factors contributed to project success. Extensive planning and preparation were conducted, which was instrumental to contract and procurement management. Anticipating issues and risks, CH2M HILL prepared well defined scope and expectations, particularly for safety. To ensure worker safety, the project management team incorporated CH2M HILL's Integrated Safety Management System (ISMS) into the project and included safety requirements in contracting documents and baseline planning. The construction contractor DelHur Industries, Inc. adopted CH2M HILL's safety program to meet the procurement requirement for a comparable ISMS safety program. This project management approach contributed to an excellent safety record for a project with heavy equipment in constant motion and 63,555 man-hours worked. The project manager worked closely with ORP and Ecology to keep them involved in project decisions and head off any stakeholder or regulatory concerns. As issues emerged, the project manager addressed them expeditiously to maintain a rigorous schedule. Subcontractors and project contributors were held to contract commitments for performance of the work scope and requirements for quality, budget and schedule. Another element of project success extended to early and continual involvement of all interested in the project scope. Due to the public sensitivity of constructing a landfill planned for radioactive waste as well as offsite waste, there were many stakeholders and it was important to secure their agreement on scope and time frames. The project had multiple participants involved in quality assurance surveillances, audits and inspections, including the construction contractor, CH2M HILL, ORP, the Washington State Department of Ecology, and independent certified quality assurance an

THE INTEGRATION OF ENGINEERED AND INSTITUTIONAL CONTROLS: A CASE STUDY APPROACH WITH LESSONS LEARNED FROM PREVIOUSLY CLOSED SITES

Environmental remediation efforts that are underway at hundreds of contaminated sites in the United States will not be able to remediate large portions of those sites to conditions that would permit unrestricted access. Rather, large volumes of waste materials, contaminated soils and cleanup residuals will have to be isolated either in place or in new, often on-site, disposal cells with long term monitoring, maintenance and institutional control needs. The challenge continues to be to provide engineering systems and controls that can ensure the protection of public health and the environment over very long time horizons (hundreds to perhaps thousands of years) with minimal intervention. Effective long term management of legacy hazardous and nuclear waste requires an integrated approach that addresses both the engineered containment and control system itself and the institutional controls and other responsibilities that are needed. Decisions concerning system design, monitoring and maintenance, and the institutional controls that will be employed are best done through a "risk-nformed, performance-based" approach. Such an approach should incorporate an analysis of potential "failure" modes and consequences for all important system features, together with lessons learned from experience with systems already in place. The authors will present the preliminary results of a case study approach that included several sites where contamination isolation systems including institutional controls have been implemented. The results are being used together with failure trees and logic diagrams that have been developed for both the engineered barriers and the institutional controls. The use of these analytical tools to evaluate the potential for different levels of failure and associated consequences will be discussed. Of special interest is the robustness of different approaches to providing long-term protection through redundancy and defense in depth.

A large member of integral experiments for fusion blanket neutronics were performed using deuterium-tritium (D-T) neutrons at the Fusion Neutronics Source facility as part of a 10-yr collaborative program between the Japan Atomic Energy Research Institute and the United States. A number of measurement techniques were developed for tritium production, induced radioactivity, and nuclear heating. Transport calculations were performed using three-dimensional Monte Carlo and two-dimensional discrete ordinates codes and the latest nuclear data libraries in Japan and the United States. Significant differences among measurement techniques and calculation methods were found. To assure a 90% confidence level for tritium breeding calculations not to exceed measurements, designers should use a safety factor > 1.1 to 1.2, depending on the calculation method. Such a safety factor may not be affordable with most candidate blanket designs. Therefore, demonstration of tritium self-sufficiency is recommended as a high priority for testing in near-term fusion facilities such as the International Thermonuclear Experimental Reactor (ITER). The radioactivity measurements were performed for > 20 materials with the focus on gamma emitters with half-lives < 5 yr. Most discrepancies were attributed directly to deficiencies in the activation libraries, particularly errors in cross sections for certain reactions. 71 refs., 30 figs., 5 tabs.

The popularization of the Internet has brought fundamental changes to the world, because it allows a universal method of communication between computers. This carries enormous benefits with it, but also raises many security considerations. Cryptography is a fundamental technology used to provide security of computer networks, and there is currently a widespread engineering effort to incorporate cryptography into various aspects of the Internet. The system-level engineering required to provide security services for the Internet carries some important lessons for researchers whose study is focused on narrowly defined problems. It also offers challenges to the cryptographic research community by raising new questions not adequately addressed by the existing body of knowledge. This paper attempts to summarize some of these lessons and challenges for the cryptographic research community.

This paper presents an analysis of trends in Internet security based on an investigation of 4,299 Internet security-related incidents reported to the CERT{reg_sign} Coordination Center (CERT{reg_sign}/CC) from 1989 through 1995. Prior to this research, knowledge of actual Internet security incidents was limited and primarily anecdotal. This research: (1) developed a taxonomy to classify Internet attacks and incidents, (2) organized, classified, and analyzed CERT{reg_sign}/CC incident records, (3) summarized the relative frequency of the use of tools and vulnerabilities, success in achieving access, and results of attacks, (4) estimated total Internet incident activity, (5) developed recommendations for Internet users and suppliers, and (6) developed recommendations for future research. With the exception of denial-of-service attacks, security incidents were found to be increasing at a rate less than Internet growth. Estimates showed that most, if not all, severe incidents were reported to the CERT{reg_sign}/CC, and that more than one out of three above average incidents (in terms of duration and number of sites) were reported. Estimates also indicated that a typical Internet site was involved in, at most, around one incident (of any kind) per year, and a typical Internet host in, at most, around one incident in 45 years. The probability of unauthorized privileged access was around an order of magnitude less likely. As a result, simple and reasonable security precautions should be sufficient for most Internet users.

The Internet is composed of routing devices connected between them and organized into independent administrative entities: the Autonomous Systems. The existence of different types of Autonomous Systems (like large connectivity providers, Internet Service Providers or universities) together with geographical and economical constraints, turns the Internet into a complex modular and hierarchical network. This organization is reflected in many properties of the Internet topology, like its high degree of clustering and its robustness. In this work, we study the modular structure of the Internet router-level graph in order to assess to what extent the Autonomous Systems satisfy some of the known notions of community structure. To reduce datacenter energy consumption and cost, current practice has considered demand-proportional resource provisioning schemes, where servers are turned on/off according to the load of requests. Most existing work considers instantaneous (Internet) requests only, which are explicitly or implicitly assumed to be delay-sensitive. On the other hand, in datacenters, there exist a vast amount of delay-tolerant jobs, such as background/maintainance jobs. In this paper, we explicitly differentiate delay-sensitive jobs and delay tolerant jobs. We focus on the problem of using delay-tolerant jobs to fill the extra capacity of datacenters, referred to as trough/valley filling. Giving a higher priority to delay-sensitive jobs, our schemes complement to most existing demand-proportional resource provisioning schemes. The Fiscal Year (FY) 2003-2007 Institutional Plan describes the strategic directions and key issues that Lawrence Berkeley National Laboratory management must address with the Department of Energy (DOE) in charting its future as a multiprogram national laboratory. The Plan provides an overview of the Laboratory's mission, strategic plan, initiatives, and the resources required to fulfill its role in support of national needs in fundamental science and technology, energy resources, and environmental quality. The Plan facilitates the Department of Energy's ongoing efforts to strengthen the Integrated Laboratory System. Preparation and review of the Institutional Plan is one element of the Department of Energy's strategic management planning activities, implemented through an annual planning process. The Plan supports the President's Management Agenda and the Government Performance and Results Act of 1993. The Plan complements the current performance-based contract between the Department of Energy and the Regents of the University of California, and summarizes Best Management Practices for a potential future results-based contract as a basis for achieving DOE goals and the Laboratory's scientific and operations objectives. It identifies technical and administrative directions in the context of national energy policy and research needs and the Department of Energy's program planning initiatives. Preparation of the Plan is coordinated by the Planning and Strategic Development Office from information contributed by Berkeley Lab's scientific and support divisions and DOE comments on prior years' plans. The Laboratory Mission section identifies the specific strengths of Berkeley Lab that contribute to the mission in general and the Integrated Laboratory System in particular. The Laboratory Strategic Plan section identifies the existing activities in support of DOE Office of Science and other sponsors; support for DOE goals; and the Laboratory Scientific Vision and operations goals. The Initiatives section describes some of the specific new research programs representing major long-term opportunities for the Department of Energy and Berkeley Lab. The Operations Strategic Planning section describes our strategic thinking in the areas of human resources; site and cyber security; workforce diversity; communications and trust; integrated safety management; and technology transfer activities. The Infrastructure Strategic Planning section describes Berkeley Lab's facilities planning process and our site and facility needs. The Summary of Major Issues section provides context for discussions at the Institutional Planning On-Site Review. The Resource Projections are estimates of required budgetary authority for Berkeley Lab's research programs.

The Evolution of the Internet Community and the"Yet-to-Evolve" Smart Grid Community: Parallels and Lessons-to-be-Learned

The Smart Grid envisions a transformed US power distribution grid that enables communicating devices, under human supervision, to moderate loads and increase overall system stability and security. This vision explicitly promotes increased participation from a community that, in the past, has had little involvement in power grid operations -the consumer. The potential size of this new community and its member's extensive experience with the public Internet prompts an analysis of the evolution and current state of the Internet as a predictor for best practices in the architectural design of certain portions of the Smart Grid network. Although still evolving, the vision of the Smart Grid is that of a community of communicating and cooperating energy related devices that can be directed to route power and modulate loads in pursuit of an integrated, efficient and secure electrical power grid. The remaking of the present power grid into the Smart Grid is considered as fundamentally transformative as previous developments such as modern computing technology and high bandwidth data communications. However, unlike these earlier developments, which relied on the discovery of critical new technologies (e.g. the transistor or optical fiber transmission lines), the technologies required for the Smart Grid currently exist and, in many cases, are already widely deployed. In contrast to other examples of technical transformations, the path (and success) of the Smart Grid will be determined not by its technology, but by its system architecture. Fortunately, we have a recent example of a transformative force of similar scope that shares a fundamental dependence on our existing communications infrastructure - namely, the Internet. We will explore several ways in which the scale of the Internet and expectations of its users have shaped the present Internet environment. As the presence of consumers within the Smart Grid increases, some experiences from the early growth of the Internet are expected to be informative and pertinent.

Robotic telescopes and grid technology have made significant progress in recent years. Both innovations offer important advantages over conventional technologies, particularly in combination with one another. Here, we introduce robotic telescopes used by the Astrophysical Institute Potsdam as ideal instruments for building a robotic telescope network. We also discuss the grid architecture and protocols facilitating the network integration that is being developed by the German AstroGrid-D project. Finally, we present three user interfaces employed for this purpose.

Final Report on Internet Addressable Lightswitch

This report describes the work performed to develop and test a new switching system and communications network that is useful for economically switching lighting circuits in existing commercial buildings. The first section of the report provides the general background of the IBECS (Integrated Building Environmental Communications System) research and development work as well as the context for the development of the new switching system. The research and development effort that went into producing the first proof-of-concept (the IBECS Addressable Power Switch or APS) and the physical prototype of that concept is detailed in the second section. In the third section of the report, we detail the refined Powerline Carrier Based IBECS Title 24 Wall Switch system that evolved from the APS prototype. The refined system provided a path for installing IBECS switching technology in existing buildings that may not be already wired for light level switching control. The final section of the report describes the performance of the IBECS Title 24 Switch system as applied to a small demonstration in two offices at LBNL's Building 90. We learned that the new Powerline Carrier control systems (A-10 technology) that have evolved from the early X-10 systems have solved most of the noise problems that dogged the successful application of X-10 technologies in commercial buildings. We found that the new A-10 powerline carrier control technology can be reliable and effective for switching lighting circuits even in electrically noisy office environments like LBNL. Thus we successfully completed the task objectives by designing, building and demonstrating a new switching system that can provide multiple levels of light which can be triggered either from specially designed wall switches or from a digital communications network. By applying commercially available powerline carrier based technologies that communicate over the in-place lighting wiring system, this type of control can be economi cally installed even in existing buildings that were not wired for dual-level lighting.

In this paper, we analyze and compare general development and individual behavior on two non-profit internet-based hospitality exchange services -- bewelcome.org and warmshowers.org. We measure the effort needed to achieve a real-life interaction, whereby the advantages of mutual altruism arise. The effort needed is the communication quantified in units of time. Since the amount of effort is not obvious to individual users, the development of the effort investing strategy is investigated. Cyclotron Institute Upgrade Project

The Cyclotron Institute at Texas A&M University has upgraded its accelerator facilities to extend research capabilities with both stable and radioactive beams. The upgrade is divided into three major tasks: (1) re-commission the K-150 (88) cyclotron, couple it to existing beam lines to provide intense stable beams into the K-500 experimental areas and use it as a driver to produce radioactive beams; (2) develop light ion and heavy ion guides for stopping radioactive ions created with the K-150 beams; and (3) transport 1+ ions from the ion guides into a charge-breeding electron-cyclotron-resonance ion source (CB-ECR) to produce highly-charged radioactive ions for acceleration in the K-500 cyclotron. When completed, the upgraded facility will provide high-quality re-accelerated secondary beams in a unique energy range in the world.

An internet tool for designing energy efficient homes

To help their 4.5 million residential customers make energy efficient decisions, Southern California Gas asked UCLA to develop an Internet-based simulation tool called Project REED (Residential Energy Efficient Design). The critical problem is to give these ratepayers an easy way to visualize the relative effectiveness of their various options. REED is a internet-based tool that calculates the annual gas and electricity cost for each separate building design or operating decision. Hourly climate data for the Typical Meteorological Year (TMY2) in all the climate zones in the SoCalGas service area are built in, as well as utility rates for each type of residential service. REED's Expert System first designs a basic Code Compliant home, then designs a more Energy Efficient design based on local climate, and it shows how much money ratepayers would save. The simulation engine inside REED is SOLAR-5, one of the nation's most widely used whole building energy design tools. SOLAR-5 has been validated against DOE-2 using the BESTEST procedure. This paper, one of a pair describing REED, explains the project from the user's point of view and describes what was learned from the Ratepayer Usability Test. The second paper explains the project from the simulation and software engineering point of view.

With more and more people working at home and connecting to company networks via the Internet, the risk to company networks to intrusion and theft of sensitive information is growing. Working from home has many positive advantages for both the home worker and the company they work for. However, as companies encourage people to work from home, they need to start considering the interaction of the employee's home network and the company network he connects to. This paper discusses problems and solutions related to protection of home computers from attacks on those computers via the network connection. It does not consider protection of those systems from people who have physical access to the computers nor does it consider company laptops taken on-the-road. Home networks are often targeted by intruders because they are plentiful and they are usually not well secured. While companies have departments of professionals to maintain and secure their networks, home networks are maintained by the employee who may be less knowledgeable about network security matters. The biggest problems with home networks are that: Home networks are not designed to be secure and may use technologies (wireless) that are not secure; The operating systems are not secured when they are installed; The operating systems and applications are not maintained (for security considerations) after they are installed; and The networks are often used for other activities that put them at risk for being compromised. Home networks that are going to be connected to company networks need to be cooperatively secured by the employee and the company so they do not open up the company network to intruders. Securing home networks involves many of the same operations as securing a company network: Patch and maintain systems; Securely configure systems; Eliminate unneeded services; Protect remote logins; Use good passwords; Use current antivirus software; and Moderate your Internet usage habits. Most of these items do not take a lot of work, but require an awareness of the risks involved in not doing them or doing them incorrectly. The security of home networks and communications with company networks can be significantly improved by adding an appropriate software or hardware firewall to the home network and using a protected protocol such as Secure Sockets Layer (SSL), a Virtual Private Network (VPN), or Secure Shell (SSH) for connecting to the company network.

GEMINI (Geo-Engineering Modeling through Internet Informatics) is a public-domain web application focused on analysis and modeling of petroleum reservoirs and plays (http://www.kgs.ukans.edu/Gemini/index.html). GEMINI creates a virtual project by ''on-the-fly'' assembly and analysis of on-line data either from the Kansas Geological Survey or uploaded from the user. GEMINI's suite of geological and engineering web applications for reservoir analysis include: (1) petrofacies-based core and log modeling using an interactive relational rock catalog and log analysis modules; (2) a well profile module; (3) interactive cross sections to display ''marked'' wireline logs; (4) deterministic gridding and mapping of petrophysical data; (5) calculation and mapping of layer volumetrics; (6) material balance calculations; (7) PVT calculator; (8) DST analyst, (9) automated hydrocarbon association navigator (KHAN) for database mining, and (10) tutorial and help functions. The Kansas Hydrocarbon Association Navigator (KHAN) utilizes petrophysical databases to estimate hydrocarbon pay or other constituent at a play- or field-scale. Databases analyzed and displayed include digital logs, core analysis and photos, DST, and production data. GEMINI accommodates distant collaborations using secure password protection and authorized access. Assembled data, analyses, charts, and maps can readily be moved to other applications. GEMINI's target audience includes small independents and consultants seeking to find, quantitatively characterize, and develop subtle and bypassed pays by leveraging the growing base of digital data resources. Participating companies involved in the testing and evaluation of GEMINI included Anadarko, BP, Conoco-Phillips, Lario, Mull, Murfin, and Pioneer Resources.

In recent years, the Internet is revolutionizing information availability much like the Power Grid revolutionized energy availability a century earlier. We will explore the differences and similarities of these two critical infrastructures and identify ways for convergence which may lead to an energy internet. Pricing signals, nodal forecasting, and short-term elasticities are key concepts in smart energy flows respecting the delicate equilibrium involved in generation-demand and aiming at higher efficiencies. We will discuss how intelligent forecasting approaches operating at multiple levels (including device or nodal levels) can ameliorate the challenges of power storage. In addition to higher efficiencies, an energy internet may achieve significant reliability and security improvements and offer greater flexibility and transparency in the overall energy-environmental relation.

What technical, economic and institutional factors make radioactive and/or hazardous waste management technologies publicly acceptable? The goal of this paper is to initiate an identification of factors likely to render radioactive and hazardous waste management technologies publicly acceptable and to provide guidance on how technological R&D might be revised to enhance the acceptability of alternative waste management technologies. Technology development must attend to the full range of technology characteristics (technical, engineering, physical, economic, health, environmental, and socio-institutional) relevant to diverse stakeholders. ORNL`s efforts in recent years illustrate some attempts to accomplish these objectives or, at least, to build bridges toward the integrated design of waste management technologies.

Renewable energy, energy conservation, and other sustainability initiatives have long been a central focus of Luther College. The DOE funded Integrated Renewable Energy and Campus Sustainability Initiative project has helped accelerate the College抯 progress toward carbon neutrality. DOE funds, in conjunction with institutional matching funds, were used to fund energy conservation projects, a renewable energy project, and an energy and waste education program aimed at all campus constituents. Operations and maintenance continued this month at the Electric Power Research Institute`s (EPRI`s) Environmental Control Technology Center (ECTC). Testing for the month involved the EPRI Integrated SO{sub x}/NO{sub x} removal process, the DOE PRDA testing of the B&W/Condensing Heat Exchanger (CHX), and support for the Semi-Continuous On-line Mercury Analyzer. The test configuration utilized in the EPRI Integrated SO{sub x}/NO{sub x} removal process included the 4.0 MW Spray Dryer Absorber (SDA), the Pulse-jet Fabric Filter (PJFF), and a new Selective Catalytic Reduction (SCR) reactor installed at the ECTC. During this testing, O&M support was also required to conclude the test efforts under the EPRI Hazardous Air Pollutant (HAP) test block. This included the on-site development efforts for the Semi-Continuous On-line Mercury Analyzer. In the DOE PRDA project with the B&W/Condensing Heat Exchanger (CHX), the effects of the increased particulate loading to the unit were monitored throughout the month. Also, the 1.0 MW Cold-Side Selective Catalytic Reduction (SCR) unit and the 4.0 MW Pilot Wet Scrubber remained idle this month in a cold-standby mode and were inspected regularly.

Assessing the Institution of the Nuclear Nonproliferation Regime

The nuclear nonproliferation regime is facing a crisis of effectiveness. During the Cold War, the regime was relatively effective in stemming the proliferation of nuclear weapons and building an institutional structure that could, under certain conditions, ensure continued success. However, in the evolving global context, the traditional approaches are becoming less appropriate. Globalization has introduced new sets of stresses on the nonproliferation regime, such as the rise of non-state actors, broadening extensity and intensity of supply chains, and the multipolarization of power. This evolving global context demands an analytical and political flexibility in order to meet future threats. Current institutional capabilities established during the Cold War are now insufficient to meet the nonproliferation regime抯 current and future needs. The research was based on information gathered through interviews and reviews of the relevant literature, and two dominant themes emerged. First, that human security should be integrated into the regime to account for the rise of non-state actors and networked violence. Second, confidence in the regime抯 overall effectiveness has eroded at a time where verification-based confidence is becoming more essential. The research postulates that a critical analysis of the regime that fully utilizes institutional theory, with its focus on rules, normative structures, and procedures will be essential to adapting the regime to the current global context, building mechanisms for generating trust, creating better enforcement, and providing flexibility for the future.

To achieve its goals in meeting future clean energy requirements, the United States must develop well trained people, and the steady stream of scientific and technical innovations they produce. Education in the emerging fields of nanoscience is expected to be critical in this endeavor. Access to the basic tools used in understanding nanoscience is lacking in the education environment. The goal of this program was to develop affordable electron microscopes for nanotechnology undergraduate education, student research experiences, and workforce training. The outcome was to complete the development and delivery of tools to education institutions for evaluation. The evaluation of the tools was accomplished under a second DOE funded effort, DE-FG02-06ER64248 揟ools for Nanotechnology Education Development, and administered by the Biological and Environmental Research (BER) division. The final report from that program is attached to this report as an appendix as a courtesy.

The CMS integration grid testbed

The CMS Integration Grid Testbed (IGT) comprises USCMS Tier-1 and Tier-2 hardware at the following sites: the California Institute of Technology, Fermi National Accelerator Laboratory, the University of California at San Diego, and the University of Florida at Gainesville. The IGT runs jobs using the Globus Toolkit with a DAGMan and Condor-G front end. The virtual organization (VO) is managed using VO management scripts from the European Data Grid (EDG). Gridwide monitoring is accomplished using local tools such as Ganglia interfaced into the Globus Metadata Directory Service (MDS) and the agent based Mona Lisa. Domain specific software is packaged and installed using the Distribution After Release (DAR) tool of CMS, while middleware under the auspices of the Virtual Data Toolkit (VDT) is distributed using Pacman. During a continuous two month span in Fall of 2002, over 1 million official CMS GEANT based Monte Carlo events were generated and returned to CERN for analysis while being demonstrated at SC2002. In this paper, we describe the process that led to one of the world's first continuously available, functioning grids.

In this presentation, we review the current state of knowledge on wellbore integrity as developed in the IEA Greenhouse Gas Programme's Wellbore Integrity Network. Wells are one of the primary risks to the successful implementation of CO{sub 2} storage programs. Experimental studies show that wellbore materials react with CO{sub 2} (carbonation of cement and corrosion of steel) but the impact on zonal isolation is unclear. Field studies of wells in CO{sub 2}-bearing fields show that CO{sub 2} does migrate external to casing. However, rates and amounts of CO{sub 2} have not been quantified. At the decade time scale, wellbore integrity is driven by construction quality and geomechanical processes. Over longer time-scales (> 100 years), chemical processes (cement degradation and corrosion) become more important, but competing geomechanical processes may preserve wellbore integrity.

The U.S. Department of Energy Environmental Management's (DOE-EM) investments in science and technology, as well as science and technology investments associated with other parts of the DOE are aimed at meeting the Departments cleanup goals. These investments, primarily focused on EM's cleanup mission, comprise the Environmental Quality Research and Development (R&D) portfolios. Synchronizing EM's Cleanup Project Managers (operations facility and process owners throughout the DOE complex) operational needs with EM R&D including the extensive work of the six Focus Areas (major thrust areas within DOE-EM) has been a continuing challenge. This recent initiative to better integrate the R&D program is in response to evolving needs within the Department to apply proven system engineering methods to clarify requirements and define EM's process to effectively orchestrate their R&D Program. To optimize this partnership, DOE-EM's Integration Program is successfully unifying the operational needs with the R&D as described in this paper.
