    The Joint Department of Energy (DOE)-Electric Power Research Institute (EPRI) Program (Light Water Reactor Sustainability (LWRS) Program–Material Pathway–Concrete and Long-Term Operation (LTO) Program) and US Nuclear Regulatory Commission (NRC) research studies aim at understanding the most prominent degradation modes and their effects on the long-term operation of concrete structures to nuclear power generation. Based on the results of the Expanded Materials Degradation Analysis (EMDA), (NUREG/CR-7153, ORNL/TM-2011/545), irradiated concrete and alkali-silica reaction (ASR)-affected concrete structures are the two prioritized topics of on-going research. This report focuses specifically on the topic of irradiated concrete and summarizes the main accomplishments obtained by this joint program, but also provides an overview of current relevant activities domestically and internationally. Possible paths forward are also suggested to help near-future orientation of this program.

(2) What were the unique accomplishments of EPRI before the development of the Cooperative Agreement, which made developing the partnership with EPRI a highly cost-effective approach for USDOE?     On October 14-15, 1986, EPRI sponsored a Symposium on cogeneration to examine the major issues of current interest to utilities. The Symposium, held in Washington, DC, provided a forum for the review and exchange of information on the recent cogeneration experiences of utilities. Specific topics discussed were federal cogeneration regulations and their impacts on utilities, cogeneration trends and prospects, utility leadership in cogeneration ventures, strategic utility planning relative to cogeneration, small cogeneration: implications for utilities; and electric alternatives to cogeneration. Some of the critical issues relative to cogeneration from the utility perspective were explored in case studies, discussions and question/answer sessions. This report contains the 24 papers presented and discussed at the Symposium. They are processed separately for the data base.

    During the 1990s, the Electric Power Research Institute (EPRI) developed methods for fire risk analysis to support its utility members in the preparation of responses to Generic Letter 88-20, Supplement 4, 'Individual Plant Examination - External Events' (IPEEE). This effort produced a Fire Risk Assessment methodology for operations at power that was used by the majority of U.S. nuclear power plants (NPPs) in support of the IPEEE program and several NPPs overseas. Although these methods were acceptable for accomplishing the objectives of the IPEEE, EPRI and the U.S. Nuclear Regulatory Commission (NRC) recognized that they required upgrades to support current requirements for risk-informed, performance-based (RI/PB) applications. In 2001, EPRI and the USNRC's Office of Nuclear Regulatory Research (RES) embarked on a cooperative project to improve the state-of-the-art in fire risk assessment to support a new risk-informed environment in fire protection. This project produced a consensus document, NUREG/CR-6850 (EPRI 1011989), entitled 'Fire PRA Methodology for Nuclear Power Facilities' which addressed fire risk for at power operations. NUREG/CR-6850 developed high level guidance on the process for identification and inclusion of human failure events (HFEs) into the fire PRA (FPRA), and a methodology for assigning quantitative screening values to these HFEs. It outlined the initial considerations of performance shaping factors (PSFs) and related fire effects that may need to be addressed in developing best-estimate human error probabilities (HEPs). However, NUREG/CR-6850 did not describe a methodology to develop best-estimate HEPs given the PSFs and the fire-related effects. In 2007, EPRI and RES embarked on another cooperative project to develop explicit guidance for estimating HEPs for human failure events under fire generated conditions, building upon existing human reliability analysis (HRA) methods. This document provides a methodology and guidance for conducting a fire HRA. This process includes identification and definition of post-fire human failure events, qualitative analysis, quantification, recovery, dependency, and uncertainty. This document provides three approaches to quantification: screening, scoping, and detailed HRA. Screening is based on the guidance in NUREG/CR-6850, with some additional guidance for scenarios with long time windows. Scoping is a new approach to quantification developed specifically to support the iterative nature of fire PRA quantification. Scoping is intended to provide less conservative HEPs than screening, but requires fewer resources than a detailed HRA analysis. For detailed HRA quantification, guidance has been developed on how to apply existing methods to assess post-fire fire HEPs.

    This quarter much progress was made in promoting cofiring through the many FETC/EPRI backed projects. During January 1, 1998 to March 31st, 1998 significant contractual agreements were arranged for future testing and analyses of previous testing were conducted. Most notable was the analysis done on the testing run at the Tennessee Valley Authority?s Colbert Fossil Plant that showed no significant impacts to the plant boiler due to cofiring. Northern Indiana Public Service Company also identified Bailly #7 as the site of the next series of tests using their plants. Other work done on these projects primarily focused on continued cofiring development. This report summarizes the activities during the first quarter in 1998 of the FETC/EPRI Biomass Cofiring Cooperative Agreement. It focuses upon reporting the results of testing in order to highlight the progress at utilities.

  19. Light Water Reactor Sustainability Program FY13 Status Update for EPRI - RISMC Collaboration

    The purpose of the Risk Informed Safety Margin Characterization (RISMC) Pathway research and development (R&D) is to support plant decisions for risk-informed margins management with the aim to improve economics, reliability, and sustain safety of current NPPs. Goals of the RISMC Pathway are twofold: (1) Develop and demonstrate a risk-assessment method coupled to safety margin quantification that can be used by NPP decision makers as part of their margin recovery strategies. (2) Create an advanced "RISMC toolkit" that enables more accurate representation of NPP safety margin. In order to carry out the R&D needed for the Pathway, the Idaho National Laboratory (INL) is collaborating with the Electric Power Research Institute (EPRI) in order to focus on applications of interest to the U.S. nuclear power industry. This report documents the collaboration activities performed between INL and EPRI during FY2013.

    During the period of October 1, 1998 through December 31, 1998, significant work was done in direct preparation for several cofiring tests. Major progress was made on several projects including cofiring at Seward (GPU Genco), Allen (TVA), and Bailly (NIPSCO). Most of the work was focused on construction activities at the Seward and Bailly Generating Stations. The conceptual design and feasibility study for gasification-based cofiring at the Allen Fossil Plant was completed. The feasibility study for cofiring at the Pirkey and Northeastern Generating Stations of Central and South West Utilities (C&SW) also was completed. This report summarizes the activities during the fourth calendar quarter in 1998--of the USDOE/EPRI Biomass Cofiring Cooperative Agreement. It focuses upon reporting the results of construction activities and related events.

    The Advanced Test Reactor National Scientific User Facility (ATR NSUF) and Electric Power Research Institute (EPRI) formed an agreement to test representative alloys used as reactor structural materials as a pilot program toward establishing guidelines for future ATR NSUF research programs. This report contains results from the portion of this program established as Phase I (of three phases) that entails baseline fracture toughness, stress corrosion cracking (SCC), and tensile testing of selected materials for comparison to similar tests conducted at GE Global Research. The intent of this Phase I research program is to determine baseline properties for the materials of interest prior to irradiation, and to ensure comparability between laboratories using similar testing techniques, prior to applying these techniques to the same materials after having been irradiated at the Advanced Test Reactor (ATR). The materials chosen for this research are the nickel based super alloy X-750, and nitrogen strengthened austenitic stainless steel XM-19. A spare core shroud upper support bracket of alloy X-750 was purchased by EPRI from Southern Co. and a section of XM-19 plate was purchased by EPRI from GE-Hitachi. These materials were sectioned at GE Global Research and provided to INL.

  6. Residential sector end-use forecasting with EPRI-Reeps 2.1: Summary input assumptions and results

    This paper describes current and projected future energy use by end-use and fuel for the U.S. residential sector, and assesses which end-uses are growing most rapidly over time. The inputs to this forecast are based on a multi-year data compilation effort funded by the U.S. Department of Energy. We use the Electric Power Research Institute`s (EPRI`s) REEPS model, as reconfigured to reflect the latest end-use technology data. Residential primary energy use is expected to grow 0.3% per year between 1995 and 2010, while electricity demand is projected to grow at about 0.7% per year over this period. The number of households is expected to grow at about 0.8% per year, which implies that the overall primary energy intensity per household of the residential sector is declining, and the electricity intensity per household is remaining roughly constant over the forecast period. These relatively low growth rates are dependent on the assumed growth rate for miscellaneous electricity, which is the single largest contributor to demand growth in many recent forecasts.

    Diverse but compelling forces such as increasing fuel prices, greater power demands, growing competition, and ever more aggressive regulatory incentives are causing utilities to place additional focus on power plant heat rate. The 1992 heat rate improvement conference was a gathering of utility industry experts to share knowledge and concerns on such key issues as on-line measurement of stack gas mass flow rate-increasingly important because of the regulations of the Clean Air Act of 1990. These proceedings present the latest developments by EPRI and the utility industry to improve heat rate. Representatives of utilities, architect/engineering firms, research firms, and manufacturers presented 71 papers, and a panel discussion by the ASME performance test code committee on PTC 46 provided a forum on the overall plant performance test code. These proceedings report on a number of heat rate improvement programs, both in development and in place, including EPRI's Plant Monitoring Workstation (PMW), the State-of-the-Art Power Plant (SOAPP) conceptual design tool, and several developments in boiler performance monitoring, including an on-line system at PEPCO's Morgantown unit 2. Other conference papers describe advances in heat rate improvement through (1) computer software tools modeling boiler cleanliness, heat balance, duct system dynamics, heat rate root cause diagnosis, and conceptual plant design; (2) new instruments and testing systems in the areas of performance testing, heat rate monitoring, circulating water flow measurement, and low-pressure turbine efficiency measurement; and (3) auxiliary equipment improvements such as condensing heat exchangers, macrobiofouling control, condenser in-leakage and air binding control, air heater monitoring, and feedwater heater level control.     The FETC/EPRI Biomass Cofiring Program has completed one year of activity, accelerating the pace of cofiring development. Cofiring tests were completed at the Seward Generating Station of GPU Genco and at the Michigan City Generating Station of NIPSCO. The NYSEG work at Greenidge Station resulted in a workable, low cost method for injecting biofuels into coal-fired PC boilers. Support studies and modeling continued to provide analytics for the cofiring program. This report summarizes the activities during the fourth quarter of the FETC/EPRI Biomass Cofiring Cooperative Agreement. It focuses upon the results of testing in order to highlight the progress at utilities.

    Operations and maintenance continued this month at the Electric Power Research Institute`s (EPRI`s) Environmental Control Technology Center (ECTC). Testing for the month involved the Dry Sorbent Injection (DST) test block with the Carbon Injection System. The 1.0 MW Cold-Side Selective Catalytic Reduction (SCR) unit, the 0.4 MW Mini-Pilot Wet Scrubber, and the 4.0 MW Pilot Wet Scrubber remained idle this month in a cold-standby mode and were inspected regularly. These units remain available for testing as future project work is identified. The 1990 Clean Air Act Amendments have required that the Environmental Protection Agency (EPA) assess the health risks and environmental effects associated with air toxic emissions (primarily mercury) from fossil-fuel fired utility boilers. EPRI has sponsored research on environmental mercury since 1983 to determine the factors that may influence human health, and to determine the role of electric power generating stations in contributing to those factors. Over the last four years, EPRI`s Environmental Control Technology Center (ECTC) has conducted EPRI and DOE sponsored testing to develop and demonstrate appropriate measurement methods and control technologies for power plant atmospheric mercury emissions. Building upon the experience and expertise of the EPRI ECTC, a test program was initiated at the Center in July to further evaluate dry sorbent-based injection technologies upstream of a cold-side ESP for mercury control, and to determine the effects of such sorbents on ESP performance. The results from this program will be compared to the results from previous DOE/EPRI demonstrations, and to other ongoing programs. The primary objectives of this test program are to: (1) Determine the levels of mercury removal achievable by dry sorbent injection upstream of an electrostatic precipitator (ESP). The process parameters to be investigated include sorbent residence time, sorbent type, sorbent size, sorbent loading, and flue gas temperature. (2) Determine the impact of sorbent injection on ESP performance.

    The FETC/EPRI Biomass Cofiring Program has accelerated the pace of cofiring development by increasing the testing activities plus the support activities for interpreting test results. Past tests conducted and analyzed include the Allen Fossil Plant and Seward Generating Station programs. On-going tests include the Colbert Fossil Plant precommercial test program, the Greenidge Station commercialization program, and the Blount St. Station switchgrass program. Tests in the formative stages included the NIPSCO cofiring test at Michigan City Generating Station. Analytical activities included modeling and related support functions required to analyze the cofiring test results, and to place those results into context. Among these activities is the fuel availability study in the Pittsburgh, PA area. This study, conducted for Duquesne Light, supports their initial investigation into reburn technology using wood waste as a fuel. This Quarterly Report, covering the third quarter of the FETC/EPRI Biomass Cofiring Program, highlights the progress made on the 16 projects funded under this cooperative agreement.

    An international Heated Crevice Seminar, sponsored by the Division of Engineering Technology, Office of Nuclear Regulatory Research, U.S. Nuclear Regulatory Commission, Argonne National Laboratory, and the Electric Power Research Institute, was held at Argonne National Laboratory on October 7-11, 2002. The objective of the seminar was to provide a working forum for the exchange of information by contributing experts on current issues related to corrosion in heated crevices, particularly as it relates to the integrity of PWR steam generator tubes. Forty-five persons from six countries attended the seminar, including representatives from government agencies, private industry and consultants, government research laboratories, nuclear vendors, and electrical utilities. The seminar opened with keynote talks on secondary-side crevice environments associated with IGA and IGSCC of mill-annealed Alloy 600 steam generator tubes and the submodes of corrosion in heat transfer crevices. This was followed by technical sessions on (1) Corrosion in Crevice Geometries, (2) Experimental Methods, (3) Results from Experimental Studies, and (4) Modeling. The seminar concluded with a panel discussion on the present understanding of corrosive processes in heated crevices and future research needs.

    Biomass utilization to reduce fossil C0{sub 2} emissions is being supported by sixteen (16) EPRI research projects, each contributing to the commercialization of systems to address greenhouse gas emissions. These projects include: (1) cofiring combustion testing at the Seward Generating Station of GPU Genco; (2) fuel preparation testing at the Greenidge Generating Station of NYSEG; (3) precommercial testing of cofiring at the Allen and Colbert Fossil Plants of TVA; (4) testing of switchgrass cofiring at the Blount St. Station of Madison Gas & Electric; (5) high percentage biomass cofiring with Southern Company; (6) urban wood waste cofiring at the supercritical cyclone boiler at Michigan City Generating Station of Northern Indiana Public Service Co. (NIPSCO); (7) evaluation of switchgrass cofiring with Nebraska Public Power District at Sandia National Laboratories in Livermore, CA; (8) waste plastics cofiring with Duke Power in a tangentially-fired pulverized coal (PC) boiler; (9) cofiring a mixture of plastics, fiber, and pulp industry wastes with South Carolina Electric and Gas; (10) urban wood waste cofiring evaluation and testing by the University of Pittsburgh in stoker boilers; (11) assessment of toxic emissions from cofiring of wood and coal; (12) development of fuel and power plant models for analysis and interpretation of cofiring results; (13) analysis of C0{sub 2} utilization in algal systems for wastewater treatment; (14) combustion testing and combustor development focusing on high percentage cofiring; (15) analysis of problems and potential solutions to the sale of flyash from coal- fired boilers practicing cofiring; and (16) analysis of C0{sub 2} capture and disposal systems. EPRI is supported in these efforts by numerous contractors including: Foster Wheeler Environmental Corporation, Battelle Columbus Laboratories, New York State Electric and Gas Co., Tennessee Valley Authority (TVA), NIPSCO, the University of Pittsburgh, John Benneman, and others. These projects address various aspects of cofiring for C0{sub 2} mitigation including testing of cofiring with various fuels, and in all types of boilers; development of analytical tools to support the cofiring assessment; addressing specific barriers to cofiring such as the sale of flyash; longer term technology development; and evaluating alternative methods for C0{sub 2} mitigation. Taken together, they address the critical concerns associated with this approach to biofuel utilization. As such, they support implementation of the most promising near-term approach to biomass usage for greenhouse gas mitigation. This report contains a brief description of each project. It then reports the progress made during the first quarter of the contract, focusing upon test results from the Allen Fossil Plant, where precommercial testing at a cyclone boiler was used to evaluate particle size and NO{sub x} emissions from cofiring.

    The EPRI-DOE Conference on Environmentally-Enhanced Hydropower Turbines was a component of a larger project. The goal of the overall project was to conduct the final developmental engineering required to advance the commercialization of the Alden turbine. As part of this effort, the conference provided a venue to disseminate information on the status of the Alden turbine technology as well as the status of other advanced turbines and research on environmentally-friendly hydropower turbines. The conference was also a product of a federal Memorandum of Understanding among DOE, USBR, and USACE to share technical information on hydropower. The conference was held in Washington, DC on May 19 and 20, 2011 and welcomed over 100 attendees. The Conference Organizing Committee included the federal agencies with a vested interest in hydropower in the U.S. The Committee collaboratively assembled this conference, including topics from each facet of the environmentally-friendly conventional hydropower research community. The conference was successful in illustrating the readiness of environmentally-enhanced hydropower technologies. Furthermore, the topics presented illustrated the need for additional deployment and field testing of these technologies in an effort to promote the growth of environmentally sustainable hydropower in the U.S. and around the world

  16. Application of the NUREG/CR-6850 EPRI/NRC Fire PRA Methodology to a DOE Facility

    The application NUREG/CR-6850 EPRI/NRC fire PRA methodology to DOE facility presented several challenges. This paper documents the process and discusses several insights gained during development of the fire PRA. A brief review of the tasks performed is provided with particular focus on the following: • Tasks 5 and 14: Fire-induced risk model and fire risk quantification. A key lesson learned was to begin model development and quantification as early as possible in the project using screening values and simplified modeling if necessary. • Tasks 3 and 9: Fire PRA cable selection and detailed circuit failure analysis. In retrospect, it would have been beneficial to perform the model development and quantification in 2 phases with detailed circuit analysis applied during phase 2. This would have allowed for development of a robust model and quantification earlier in the project and would have provided insights into where to focus the detailed circuit analysis efforts. • Tasks 8 and 11: Scoping fire modeling and detailed fire modeling. More focus should be placed on detailed fire modeling and less focus on scoping fire modeling. This was the approach taken for the fire PRA. • Task 14: Fire risk quantification. Typically, multiple safe shutdown (SSD) components fail during a given fire scenario. Therefore dependent failure analysis is critical to obtaining a meaningful fire risk quantification. Dependent failure analysis for the fire PRA presented several challenges which will be discussed in the full paper.

  17. Electric Power Research Institute Environmental Control Technology Center: Report to the Steering Committee, June 1996

    Operations and maintenance continued this month at the Electric Power Research Institute`s (EPRI`s) Environmental Control Technology Center (ECTC). Testing for the Hazardous Air Pollutant (HAP) test block was conducted using the 4.0 MW Spray Dryer Absorber System (SDA) and Pulse Jet Fabric Filter (PJFF) - Carbon Injection System. Investigations also continued across the B&W/CHX Heat Exchanger unit, while the 1.0 MW Selective Catalytic Reduction (SCR) unit remained idle this month in a cold-standby mode as monthly inspections were conducted. Pilot Testing Highlights Testing efforts in June were focused on the HAP test block and the Trace Elements Removal (TER) test block. Both programs were conducted on the 4.0 MW wet FGD pilot unit and PJFF unit. The HAP test block was temporarily concluded in June to further review the test data. This program began in March as part of the DOE Advanced Power Systems Program; the mission of this program is to accelerate the commercialization of affordable, high-efficiency, low-emission, coal-fueled electric generating technologies. The 1996 HAP test block focuses on three research areas, including: Catalytic oxidation of vapor-phase elemental mercury; Enhanced particulate-phase HAPs removal by electrostatic charging of liquid droplets; and Enhanced mercury removal by addition of additives to FGD process liquor. The TER test block is part of EPRI`s overall program to develop control technology options for reduction of trace element emissions. This experimental program investigates mercury removal and mercury speciation under different operating conditions.

  18. Analysis of Unit-Level Changes in Operations with Increased SPP Wind from EPRI/LCG Balancing Study

    Wind power development in the United States is outpacing previous estimates for many regions, particularly those with good wind resources. The pace of wind power deployment may soon outstrip regional capabilities to provide transmission and integration services to achieve the most economic power system operation. Conversely, regions such as the Southeastern United States do not have good wind resources and will have difficulty meeting proposed federal Renewable Portfolio Standards with local supply. There is a growing need to explore innovative solutions for collaborating between regions to achieve the least cost solution for meeting such a renewable energy mandate. The Department of Energy funded the project 'Integrating Midwest Wind Energy into Southeast Electricity Markets' to be led by EPRI in coordination with the main authorities for the regions: SPP, Entergy, TVA, Southern Company and OPC. EPRI utilized several subcontractors for the project including LCG, the developers of the model UPLAN. The study aims to evaluate the operating cost benefits of coordination of scheduling and balancing for Southwest Power Pool (SPP) wind transfers to Southeastern Electric Reliability Council (SERC) Balancing Authorities (BAs). The primary objective of this project is to analyze the benefits of regional cooperation for integrating mid-western wind energy into southeast electricity markets. Scenarios were defined, modeled and investigated to address production variability and uncertainty and the associated balancing of large quantities of wind power in SPP and delivery to energy markets in the southern regions of the SERC. DOE funded Oak Ridge National Laboratory to provide additional support to the project, including a review of results and any side analysis that may provide additional insight. This report is a unit-by-unit analysis of changes in operations due to the different scenarios used in the overall study. It focuses on the change in capacity factors and the number of start-ups required for each unit since those criteria summarize key aspects of plant operations, how often are they called upon and how much do they operate. The primary analysis of the overall project is based on security-constrained unit commitment (SCUC) and economic dispatch (SCED) simulations of the SPP-SERC regions as modeled for the year 2022. The SCUC/SCED models utilized for the project were developed through extensive consultation with the project utility partners, to ensure the various regions and operational practices are represented as best as possible in the model. SPP, Entergy, Oglethorpe Power Company (OPC), Southern Company, and the Tennessee Valley Authority (TVA) actively participated in the project providing input data for the models and review of simulation results and conclusions. While other SERC utility systems are modeled, the listed SERC utilities were explicitly included as active participants in the project due to the size of their load and relative proximity to SPP for importing wind energy.

    This report details the data, assumptions and methodology for end-use forecasting of appliance energy use in the US residential sector. Our analysis uses the modeling framework provided by the Appliance Model in the Residential End-Use Energy Planning System (REEPS), which was developed by the Electric Power Research Institute. In this modeling framework, appliances include essentially all residential end-uses other than space conditioning end-uses. We have defined a distinct appliance model for each end-use based on a common modeling framework provided in the REEPS software. This report details our development of the following appliance models: refrigerator, freezer, dryer, water heater, clothes washer, dishwasher, lighting, cooking and miscellaneous. Taken together, appliances account for approximately 70% of electricity consumption and 30% of natural gas consumption in the US residential sector. Appliances are thus important to those residential sector policies or programs aimed at improving the efficiency of electricity and natural gas consumption. This report is primarily methodological in nature, taking the reader through the entire process of developing the baseline for residential appliance end-uses. Analysis steps documented in this report include: gathering technology and market data for each appliance end-use and specific technologies within those end-uses, developing cost data for the various technologies, and specifying decision models to forecast future purchase decisions by households. Our implementation of the REEPS 2.1 modeling framework draws on the extensive technology, cost and market data assembled by LBL for the purpose of analyzing federal energy conservation standards. The resulting residential appliance forecasting model offers a flexible and accurate tool for analyzing the effect of policies at the national level.

    Operations and maintenance continued this month at the Electric Power Research Institute`s Environmental Control Technology Center. Testing on the 4.0 MW Pilot Wet FGD unit this month involved the Trace Element Removal (TER) test block, and the simultaneous testing of the Lime Forced Oxidation process with DBA addition (LDG). Additionally, the second phase of the 1995 Carbon Injection test block began this month with the SDA/PJFF test configuration. At the end of the LDG testing this month, a one-week baseline test was conducted to generate approximately 200 lbs. of magnesium-lime FGD solids for analysis. On the 1.0 MW Post-FGD Selective Catalytic Reduction (SCR) unit, performance testing was continued this month as measurements were taken for NO{sub x} removal efficiency, residual ammonia slip, and S0{sub 3} generation across the catalysts installed in the reactor. As a result of new directions received from EPRI, this will be the last scheduled month of testing for the SCR unit in 1995. At the completion of this month, the unit will be isolated from the flue gas path and placed in a cold-standby mode for future test activities. This report describes the status of facilities and test facilities at the pilot and mini-pilot plants.

    The Cyclotron Institute at Texas A&M University has upgraded its accelerator facilities to extend research capabilities with both stable and radioactive beams. The upgrade is divided into three major tasks: (1) re-commission the K-150 (88”) cyclotron, couple it to existing beam lines to provide intense stable beams into the K-500 experimental areas and use it as a driver to produce radioactive beams; (2) develop light ion and heavy ion guides for stopping radioactive ions created with the K-150 beams; and (3) transport 1+ ions from the ion guides into a charge-breeding electron-cyclotron-resonance ion source (CB-ECR) to produce highly-charged radioactive ions for acceleration in the K-500 cyclotron. When completed, the upgraded facility will provide high-quality re-accelerated secondary beams in a unique energy range in the world.

    Microfabrication enables many exciting experimental possibilities for medicine and biology that are not attainable through traditional methods. However, in order for microfabricated devices to have an impact they must not only provide a robust solution to a current unmet need, but also be simple enough to seamlessly integrate into standard protocols. Broad dissemination of bioMEMS has been stymied by the common aim of replacing established and well accepted protocols with equally or more complex devices, methods, or materials. The marriage of a complex, difficult to fabricate bioMEMS device with a highly variable biological system is rarely successful. Instead, the design philosophy of my lab aims to leverage a beneficial microscale phenomena (e.g. fast diffusion at the microscale) within a bioMEMS device and adapt to established methods (e.g. multiwell plate cell culture) and demonstrate a new paradigm for the field (adapt instead of replace). In order for the field of bioMEMS to mature beyond novel proof-of-concept demonstrations, researchers must focus on developing systems leveraging these phenomena and integrating into standard labs, which have largely been ignored. Towards this aim, the Integrative Bioengineering Institute has been established.

    The National Supercomputing Center for Energy and the Environment’s intention is to purchase a multi-purpose computer cluster in support of the Performance Assessment Institute (PA Institute). The PA Institute will serve as a research consortium located in Las Vegas Nevada with membership that includes: national laboratories, universities, industry partners, and domestic and international governments. This center will provide a one-of-a-kind centralized facility for the accumulation of information for use by Institutions of Higher Learning, the U.S. Government, and Regulatory Agencies and approved users. This initiative will enhance and extend High Performance Computing (HPC) resources in Nevada to support critical national and international needs in "scientific confirmation". The PA Institute will be promoted as the leading Modeling, Learning and Research Center worldwide. The program proposes to utilize the existing supercomputing capabilities and alliances of the University of Nevada Las Vegas as a base, and to extend these resource and capabilities through a collaborative relationship with its membership. The PA Institute will provide an academic setting for interactive sharing, learning, mentoring and monitoring of multi-disciplinary performance assessment and performance confirmation information. The role of the PA Institute is to facilitate research, knowledge-increase, and knowledge-sharing among users.

    The LANL Institutional Computing Program (IC) will host an information session about the current state of unclassified Institutional Computing at Los Alamos, exciting plans for the future, and the current call for proposals for science and engineering projects requiring computing. Program representatives will give short presentations and field questions about the call for proposals and future planned machines, and discuss technical support available to existing and future projects. Los Alamos has started making a serious institutional investment in open computing available to our science projects, and that investment is expected to increase even more.

    The following pages present the final report of activities undertaken by Carpenter Environmental Associates, Inc. (CEA) in carrying out its contractual obligations for the New York Support Office of the US Department of Energy. The contract calls for the field monitoring/review of DOE grants to schools and hospitals under the Institutional Conservation Program (ICP). This final report is the result of a review of statistics and findings gathered over the period of the contract, which included monitoring visits to 50 grantees in New York State and New Jersey. The report is intended to highlight aspects of the monitoring project and to make recommendations. This report is organized into four sections: Section 1 details the steps taken by CEA in organizing and implementing the review; Section 2 presents program statistics; Section 3 discusses monitoring review concerns, implementation issues and commonly observed problems/accomplishments; and Section 4 lists recommendations. Objectives include, among others, a description of the basic development status of “small modular reactors” (SMRs) focused primarily on domestic activity; investigation of the domestic market appeal of modular reactors from the viewpoints of both key energy sector customers and also key stakeholders in the financial community; and consideration of how to proceed further with a pro-active "core group" of stakeholders substantially interested in modular nuclear deployment in order to provide the basis to expedite design/construction activity and regulatory approval. ? Information gathering was via available resources, both published and personal communications with key individual stakeholders; published information is limited to that already in public domain (no confidentiality); viewpoints from interviews are incorporated within. Discussions at both government-hosted and private-hosted SMR meetings are reflected herein. INL itself maintains a neutral view on all issues described. Note: as per prior discussion between INL and CAP, individual and highly knowledgeable senior-level stakeholders provided the bulk of insights herein, and the results of those interviews are the main source of the observations of this report. ? Attachment A is the list of individual stakeholders consulted to date, including some who provided significant earlier assessments of SMR institutional feasibility. ? Attachments B, C, and D are included to provide substantial context on the international status of SMR development; they are not intended to be comprehensive and are individualized due to the separate nature of the source materials. Attachment E is a summary of the DOE requirements for winning teams regarding the current SMR solicitation. Attachment F deserves separate consideration due to the relative maturity of the SMART SMR program underway in Korea. Attachment G provides illustrative SMR design features and is intended for background. Attachment H is included for overview purposes and is a sampling of advanced SMR concepts, which will be considered as part of the current DOE SMR program but whose estimated deployment time is beyond CAP’s current investment time horizon.     In this paper, the authors discuss options for developing institutions for joint implementation (JI) projects. They focus on the tasks which are unique to JI projects or require additional institutional needs--accepting the project by the host and investor countries and assessing the project`s greenhouse gas (GHG) emission reduction or sequestration--and they suggest the types of institutions that would enhance their performance. The evaluation is based on four sets of governmental and international criteria for JI projects, the experiences of ten pilot JI projects, and the perspectives of seven collaborating authors from China, Egypt, India, Mexico, and Thailand, who interviewed relevant government and non-government staff involved in JI issue assessment in their countries. After examining the roles for potential JI institutions, they present early findings arguing for a decentralized national JI structure, which includes: (1) national governmental panels providing host country acceptance of proposed JI projects; (2) project parties providing the assessment data on the GHG reduction or sequestration for the projects; (3) technical experts calculating these GHG flows; (4) certified verification teams checking the GHG calculations; and (5) members of an international JI Secretariat training and certifying the assessors, as well as resolving challenges to the verifications. 86 refs.

    Organizations, both public and private sector, are increasingly pursuing strategies to reduce their energy use and increase sustainability. Whether these efforts are based on economic rationale, community spirit, environmental ethics, federal mandates, or other reasons, they predominantly feature strategies that rely on new technologies. If there is any focus on behavior change, it is typically addressed to changing individual behavior. While we recognize the importance and limitations of the role of individual behavior in promoting sustainability goals, we are more interested in the role of institutional behavior. We have reviewed the small but growing literature on institutional behavior change, and have identified eight evidence-based principles as a guide for federal agencies to take action. This article presents the principles and illustrates them with examples to suggest ways that they can serve as models for others.

    This report outlines the accomplishments of the Wyoming Carbon Capture and Storage (CCS) Technology Institute (WCTI), including creating a website and online course catalog, sponsoring technology transfer workshops, reaching out to interested parties via news briefs and engaging in marketing activities, i.e., advertising and participating in tradeshows. We conclude that the success of WCTI was hampered by the lack of a market.     Due to the inherently interdisciplinary nature of nanoscience and nanotechnology, research in this arena is often significantly enhanced through creative cooperative activities. The Joint Institute for Nanoscience (JIN) is a venture of the University of Washington (UW) and Pacific Northwest National Laboratory (PNNL) to encourage and enhance high impact and high quality nanoscience and nanotechnology research that leverages the strengths and capabilities of both institutions, and to facilitate education in these areas. This report summarizes JIN award activities that took place during fiscal year 2004 and provides a historical list of JIN awardees, their resulting publications, and JIN-related meetings. Major portions of the JIN efforts and resources are dedicated to funding graduate students and postdoctoral research associates to perform research in collaborations jointly directed by PNNL staff scientists and UW professors. JIN fellowships are awarded on the basis of applications that include research proposals. They have been very successful in expanding collaborations between PNNL and UW, which have led to many excellent joint publications and presentations and enhanced the competitiveness of both institutions for external grant funding. JIN-based interactions are playing a significant role in creating new research directions and reshaping existing research programs at both the UW and PNNL. The JIN also co-sponsors workshops on Nanoscale Science and Technology, four of which have been held in Seattle and one in Richland. In addition to involving PNNL staff in various UW nanoscience courses and seminars, a National Science Foundation grant, Development of UW-PNL Collaborative Curriculums in Nano-Science and Technology, has allowed the development of three intensive short courses that are taught by UW faculty, PNNL staff, and faculty from other institutions, including Washington State University, the University of Idaho, Stanford University, and the University of Alaska. The JIN agreement recognizes that cooperation beyond UW and PNNL is highly valuable. Starting in early 2003, efforts were initiated to form a regional communication link called the Northwest Nanoscience and Nanotechnology Network (N4). In concept, N4 is a tool to encourage communication and help identify regional resources and nanoscience and technology activities.

The contract calls for the field monitoring/review of DOE grants to schools and hospitals under the Institutional Conservation Program (ICP). This Final Report is the result of a review of statistics and findings gathered over the period of the contract, which included monitoring visits to 78 grantees in New York State and New Jersey. The report is intended to highlight aspects of the monitoring project and to make recommendations.
