    SECTION 01000—SUMMARY OF WORK PART 1—GENERAL 1.1 SUMMARY The work to be performed under this project consists of providing the labor, equipment, and materials to perform "Buildout and Upgrade of Central Emergency Generator System, Generator 3 and 4 Electrical Installation" for the National Aeronautics and Space Administration at the Dryden Flight Research Center (NASA/DFRC), Edwards, California 93523. All modifications to existing substations and electrical distribution systems are the responsibility of the contractor. It is the contractor’s responsibility to supply a complete and functionally operational system. The work shall be performed in accordance with these specifications and the related drawings. The work of this project is defined by the plans and specifications contained and referenced herein. This work specifically includes but is not limited to the following: Scope of Work - Installation 1. Install all electrical wiring and controls for new generators 3 and 4 to match existing electrical installation for generators 1 and 2 and in accordance with drawings. Contractor shall provide as-built details for electrical installation. 2. Install battery charger systems for new generators 3 and 4 to match existing battery charging equipment and installation for generators 1 and 2. This may require exchange of some battery charger parts already on-hand. Supply power to new battery chargers from panel and breakers as shown on drawings. Utilize existing conduits already routed to generators 3 and 4 to field route the new wiring in the most reasonable way possible. 3. Install electrical wiring for fuel/lube systems for new generators 3 and 4 to match existing installation for generators 1 and 2. Supply power to lube oil heaters and fuel system (day tanks) from panel and breakers as shown on drawings.   13. Determination of permissible underground power cable installation -- A calculation method on cable ampacity based on heat generation

    In a power plant, it is often necessary to install a medium voltage underground cable system to transport the high capacity of auxiliary transformer power output to switchgear lineups. Installation of high current carrying power cable is often limited by the resistive heat generated by the passage of high current. Because heat dissipation in cable routed underground is affected by the soil temperature, soil resistivity, and cable depth, a systematic analysis is necessary to determine the permissible cable ampacity in each cable among the group of cables in any combination of underground cable and duct arrangements. The calculation will determine the medium allowable ampacity in such a system. Depending on the underground cable and duct arrangements, the current carrying capacity of similar cable systems may be different. The impedance of each phase of a cable will be different in a multi-conductor per phase cable system if the cable and duct arrangements are not symmetrical. The calculation will also determine any unbalanced phase impedances and calculate the unbalanced phase currents.

  14. Responding to Terrorist Incidents in Your Community: Flammable-Liquid Fire Fighting Techniques for Municipal and Rural Firefighters

    The University of Nevada, Reno Fire Science Academy (FSA) applied for grant funding to develop and deliver programs for municipal, rural, and volunteer firefighters. The FSA specializes in preparing responders for a variety of emergency events, including flammable liquid fires resulting from accidents, intentional acts, or natural disasters. Live fire training on full scale burnable props is the hallmark of FSA training, allowing responders to practice critical skills in a realistic, yet safe environment. Unfortunately, flammable liquid live fire training is often not accessible to municipal, rural, or volunteer firefighters due to limited department training budgets, even though most department personnel will be exposed to flammable liquid fire incidents during the course of their careers. In response to this training need, the FSA developed a course during the first year of the grant (Year One), Responding to Terrorist Incidents in Your Community: Flammable-Liquid Fire Fighting Techniques for Municipal and Rural Firefighters. During the three years of the grant, a total of 2,029 emergency responders received this training. In Year Three, two new courses, a train-the-trainer for Responding to Terrorist Incidents in Your Community and Management of Large-Scale Disasters for Public Officials were developed and pilot tested during the Real-World Disaster Management Conference held at the FSA in June of 2007. Two research projects were conducted during Years Two and Three. The first, conducted over a two year period, evaluated student surveys regarding the value of the flammable liquids training received. The second was a needs assessment conducted for rural Nevada. Both projects provided important feedback and a basis for curricula development and improvements.

    NEPA requires Federal agency officials to consider the environmental consequences of their proposed actions before decisions are made. In complying with NEPA, the U.S. DOE, NNSA, follows the Council on Environmental Quality regulations (40 Code of Federal Regulations [CFR] 1500-1508) and DOE's NEPA implementing procedures (10 CFR 1021). The purpose of an environmental assessment (EA) is to provide Federal decision makers with sufficient evidence and analysis to determine whether to prepare an environmental impact statement (EIS) or issue a Finding of No Significant Impact (FONSI). At this time, the NNSA must make a decision regarding installing, operating and maintaining two approximately 20 Megawatt (MW) combustion turbine generators (CTGs) within the Technical Area (TA)-3 Co-generation Complex (Building 3-22) at Los Alamos National Laboratory (LANL). LANL is a Federal facility located at Los Alamos, New Mexico, that comprises 43 square miles (111 square kilometers) of buildings, structures, and forested land (Figure 1). LANL is administered by NNSA for the Federal government and managed and operated under contract by the University of California (UC). This EA has been prepared to assess the potential environmental consequences of the Proposed Action--installing and operating two CTGs--and of the No Action Alternative. The objectives of this EA are to (1) describe the underlying purpose and need for DOE action; (2) describe the Proposed Action and identify and describe any reasonable alternatives that satisfy the purpose and need for Agency Action; (3) describe baseline environmental conditions at LANL; (4) analyze the potential indirect, direct, and cumulative effects to the existing environment from implementation of the Proposed Action; and (5) compare the effects of the Proposed Action with the effects of the No Action Alternative and other reasonable alternatives. However, there remain gaps in the data required to understand the size and composition of the workforce needed to meet the demand for solar power. Through primary research on the U.S. solar installation employer base, this report seeks to address that gap, improving policymakers and other solar stakeholders understanding of both the evolving needs of these employers and the economic opportunity associated with solar market development. Included are labor market data covering current U.S. employment, expected industry growth, and employer skill preferences for solar installation-related occupations. This study offers an in-depth look at the solar installation sectors. A study published by the Solar Foundation in October 2011 provides a census of labor data across the entire solar value chain.

    The simulated riser installation field tests demonstrated that new access ports (risers) can be installed safely, quickly, and economically in the concrete domes of existing underground single- shell waste storage tanks by utilizing proven rotary drilling equipment and vacuum excavation techniques. The new riser installation will seal against water intrusion, provide as table riser anchored to the tank dome, and be installed in accordance with ALARA principles. The information contained in the report will apply to actual riser installation activity in the future.

    This paper reports on the largest Taiwan single-point mooring (SPM) terminal. Chinese Petroleum Corp. (CPC) last year installed and commissioned Taiwan's SPM terminal. This, the third of four planned SPM terminals, is unloading 100,000-300,000 dwt crude-oil tankers 5 miles offshore Kaohsiung, Taiwan, on the southwest coast of the Republic of China. Construction on the fourth SPM terminal, for unloading naphtha and diesel gas oil from 20,000 -100,000 dwt tankers, began late last year. The third terminal consists of a catenary anchor leg mooring (CALM) system, a 56-in, (1,422 mm) OD crude-oil pipeline and a 16-in. (406 mm) OD fuel-oil pipeline. The subsea pipelines extend from the CALM installed in a water depth of 118 ft to an existing shore tank farm tie-in valve station.

    The first use of the Agip SAF System (Sistema Alti Fondali), an installation and maintenance system for subsea production systems up to 1,000 m water depth, was successfully performed on the Luna 40 well in 180 m w.d. The system successfully installed the christmas tree, flowline jumpers, control system and high pressure cap as well as deploying the LMRP to allow the commissioning of the well. The SAF system performed all the planned tasks during the installation of the Luna 40 subsea tree and now has to be considered an operational success. The system is based around a Master Vehicle that provides hydraulic power to, and controls a set of dedicated work modules. During the 2 test and 5 working dives, the Master Vehicle and the modules were subsea for a considerable period of time, up to 75 hours continuously, without any operational failures. This installation uncovered some system deficiencies that will have to be studied to improve the reliability and operability of the system. From the experience gained during this operation it has been shown that the system of a Master Vehicle providing locally generated hydraulic power is a feasible approach to many subsea installation problems. This paper describes the SAF system including improvements to be performed before being used operationally in up to 1,000 m of water and over. It also covers the necessary modifications required to allow the system to be deployed from a wide range of installation vessel.

    The Polyarninsky Shipyard (sometimes called Navy Yard No. 10 or the Shkval Shipyard) has been designated as the recipient for Solid Radioactive Waste (SRW) management facilities under the Arctic Military Environmental Cooperation (AMEC) Program. The existing SRW storage site at this shipyard is filled to capacity, which is forcing the shipyard to reduce its submarine dismantlement activities. The Polyarninsky Shipyard Waste Management Installation is planned as a combination of several AMEC projects. It will have several elements, including a set of hydraulic metal cutting tools, containers for transport and storage, the Mobile Pretreatment Facility (MPF) for Solid Radioactive Waste, the PICASSO system for radiation monitoring, and a Waste Storage Facility. Hydraulically operated cutting tools can cut many metal items via shearing so that dusts or particulates are not generated. The AMEC Program procured a cutting tool system, consisting of a motor and hydraulic pumping unit, a 38-mm conduit-cutting tool, a 100- mm pipe-cutting tool, and a spreading tool all mounted on a wheeled cart. The vendor modified the tool system for extremely cold conditions and Russian electrical standards, then delivered the tool system to the Polyarninsky shipyard. A new container for transportation and storage of SRW and been designed and fabricated. The first 400 of these containers have been delivered to the Northern Fleet of the Russian Navy for use at the Polyarninsky Shipyard Waste Management Installation. These containers are cylindrical in shape and can hold seven standard 200-liter drums. They are the first containers ever certified in Russia for the offsite transport of military SRW. These containers can be transported by truck, rail, barge, or ship. The MPF will be the focal point of the Polyarninsky Shipyard Waste Management Installation and a key element in meeting the nuclear submarine dismantlement and waste processing needs of the Russian Federation.     This document provides an overview of renewable resource development potential at the U.S. Army installations in the Kanto region in Japan, which includes Camp Zama, Yokohama North Dock, Sagamihara Family Housing Area (SFHA), Sagami General Depot, and Akasaka Press Center. This effort focuses on grid-connected generation of electricity from renewable energy sources and also on ground source heat pumps for heating and cooling buildings. The effort was funded by the Huntsville Army Corps of Engineers, and includes the development of a methodology for renewable resource assessment at Army installations located on foreign soil. The methodology is documented in Renewable Energy Assessment Methodology for Japanese OCONUS Army Installations. The site visit to the Kanto installations took place on April 5 and 6, 2010. At the current time, there are some renewable technologies that show economic potential. Because of siting restrictions and the small size of these installations, development of most renewable energy technologies will likely be limited to Camp Zama. Project feasibility is based on installation-specific resource availability and energy costs and projections based on accepted life-cycle cost methods. Development of any renewable energy project will be challenging, as it will require investigation into existing contractual obligations, new contracts that could be developed, the legality of certain partnerships, and available financing avenues, which involves the U.S. Forces Japan (USFJ), the Government of Japan (GOJ), and a number of other parties on both sides. The Army will not be able to implement a project without involvement and approval from the other services and multiple levels of Japanese government. However, implementation of renewable energy projects could be an attractive method for GOJ to reduce greenhouse gas emissions and lower annual utility payments to USFJ.     Residential rooftop solar panel installations are limited in part by the high cost of structural related code requirements for field installation. Permitting solar installations is difficult because there is a belief among residential permitting authorities that typical residential rooftops may be structurally inadequate to support the additional load associated with a photovoltaic (PV) solar installation. Typical engineering methods utilized to calculate stresses on a roof structure involve simplifying assumptions that render a complex non-linear structure to a basic determinate beam. This method of analysis neglects the composite action of the entire roof structure, yielding a conservative analysis based on a rafter or top chord of a truss. Consequently, the analysis can result in an overly conservative structural analysis. A literature review was conducted to gain a better understanding of the conservative nature of the regulations and codes governing residential construction and the associated structural system calculations.

    Final Technical Report for the Recovery Act Project for the Installation of a Low Flow Unit at the Abiquiu Hydroelectric Facility. The Abiquiu hydroelectric facility existed with two each 6.9 MW vertical flow Francis turbine-generators. This project installed a new 3.1 MW horizontal flow low flow turbine-generator. The total plant flow range to capture energy and generate power increased from between 250 and 1,300 cfs to between 75 and 1,550 cfs. Fifty full time equivalent (FTE) construction jobs were created for this project - 50% (or 25 FTE) were credited to ARRA funding due to the ARRA 50% project cost match. The Abiquiu facility has increased capacity, increased efficiency and provides for an improved aquatic environment owing to installed dissolved oxygen capabilities during traditional low flow periods in the Rio Chama. A new powerhouse addition was constructed to house the new turbine-generator equipment.

    Arrangements might be created for siting nuclear installations on land ceded by a host State for administration by an international or multinational organization. Such arrangements might prove useful in terms of resolving suspicions of proliferation in troubled areas of the world, or as a means to introduce nuclear activities into areas where political, financial or technical capabilities might otherwise make such activities unsound, or as a means to enable global solutions to be instituted for major nuclear concerns (e.g., spent fuel management). The paper examines practical matters associated with the legal and programmatic aspects of siting nuclear installations, including diplomatic/political frameworks, engaging competent industrial bodies, protection against seizure, regulation to ensure safety and security, waste management, and conditions related to the dissolution of the extra-territorial provisions as may be agreed as the host State(s) achieve the capabilities to own and operate the installations. The paper considers the potential for using such a mechanism across the spectrum of nuclear power activities, from mining to geological repositories for nuclear waste. The paper considers the non-proliferation dimensions associated with such arrangements, and the pros and cons affecting potential host States, technology vendor States, regional neighbors and the international community. Privatization has been traditionally defined as the sale/transfer of state-owned (i.e. federal, state, county, city or public) assets to the private sector. Although there are numerous reasons for the privatization of state-owned assets, the primary reasons include the generation of a significant amount of cash to the state (Great Britain`s sale of electric power industry); capitalization of the formerly state-owned utility (sale of the utilities within many countries of the former Soviet Union); and state policy goals of eliminating monopolies, encouraging competition, and restructuring (Chile). Several year ago, the Department of Defense (DoD) and specifically the Department of Army (DoA) initiated its own `Privatization Process`. Coupled with shrinking budgets, workforce and funding resources from the Government, the Army was faced with antiquated utility infrastructure in need of significant upgrades and in some cases total replacements. Recognizing that the provision of utility services was not a core mission of the Army, DoA has encouraged its Installations throughout the country to consider the privatization of the Government-owned utility systems. In compliance with DoA policy, Forces Command (FORSCOM) has been at the forefront of the privatization process. To date, FORSCOM has initiated the process of analyzing the potential privatization of over 30 utility systems at 12 FORSCOM Installations located throughout the country. The FORSCOM Installations include Fort Irwin, CA; Fort Campbell, KY; Fort Bragg, NC; Fort McPherson, GA; Fort Hood, TX; Fort Polk, LA; Fort Lewis, WA; Fort Riley, KS; Fort Stewart, GA; Hunter Army Airfield, GA; Fort Carson, CO; Fort Devens, MA; Fort Dix, NJ; and Fort Gillem, GA.

For schools with photovoltaic (PV) installations, choosing the right rate is essential to maximize the value of PV generation. The rate option that minimizes a school?s electricity expenses often does not remain the most economical choice after the school installs a PV system. The complex interaction between PV generation, building load, and rate structure makes determining the best rate a challenging task. This report evaluates 22 rate structures across three of California?s largest electric utilities--Pacific Gas and Electric Co. (PG&E), Southern California Edison (SCE), and San Diego Gas and Electric (SDG&E)--in order to identify common rate structure attributes that are favorable to PV installations.

    The installed performance of cooking exhaust fans was evaluated through residential field experiments conducted on a sample of 15 devices varying in design and other characteristics. The sample included two rear downdraft systems, two under-cabinet microwave over range (MOR) units, three different installations of an under-cabinet model with grease screens across the bottom and no capture hood, two devices with grease screens covering the bottom of a large capture hood (one under-cabinet, one wall-mount chimney), four under-cabinet open hoods, and two open hoods with chimney mounts over islands. Performance assessment included measurement of airflow and sound levels across fan settings and experiments to quantify the contemporaneous capture efficiency for the exhaust generated by natural gas cooking burners.Capture efficiency is defined as the fraction of generated pollutants that are removed through the exhaust and thus not available for inhalation of household occupants. Capture efficiency (CE) was assessed for various configurations of burner use (e.g., single front, single back, combination of one front and one back, oven) and fan speed setting. Measured airflow rates were substantially lower than the levels noted in product literature for many of the units. This shortfall was observed for several units costing in excess of $1000. Capture efficiency varied widely (from<5percent to roughly 100percent) across devices and across conditions for some devices. As expected, higher capture efficiencies were achieved with higher fan settings and the associated higher air flow rates. In most cases, capture efficiencies were substantially higher for rear burners than for front burners. The best and most consistent performance was observed for open hoods that covered all cooktop burners and operated at higher airflow rates. The lowest capture efficiencies were measured when a front burner was used with a rear backdraft system or with lowest fan setting for above the range

    A handheld tool, or a pair of such tools, such as for use in removing/installing a bolt-type clamping ring on a container barrel/drum, where the clamping ring has a pair of clamping ends each with a throughbore. Each tool has an elongated handle and an elongated lever arm transversely connected to one end of the handle. The lever arm is capable of being inserted into the throughbore of a selected clamping end and leveraged with the handle to exert a first moment on the selected clamping end. Each tool also has a second lever arm, such as a socket with an open-ended slot, which is suspended alongside the first lever arm. The second lever arm is capable of engaging the selected clamping end and being leveraged with the handle to exert a second moment which is orthogonal to the first moment. In this manner, the first and second moments operate to hold the selected clamping end fixed relative to the tool so that the selected clamping end may be controlled with the handle. The pair of clamping ends may also be simultaneously and independently controlled with the use of two handles/tools so as to contort the geometry of the drum clamping ring and enable its removal/installation.

    A unique method has been developed to install high density polyethylene (HDPE) vertical containment panels and a horizontal collection system for the containment and collection of contaminated groundwater. Unlike other means of creating this type of system, this barrier wall and collection system is installed in one step and in one narrow trench, utilizing a one-pass deep trencher. Originally HDPE vertical barriers were installed using conventional slurry trenching techniques. Use of this method raised questions of trench stability and disposal costs for the trench spoils. In addition, if a collection system was desired, a separate trench or vertical wells were required. In response to these concerns, a trenchless vibratory installation method was developed. Although this method addressed the concerns of trench stability and disposal costs, it raised a whole new set of concerns dealing with drivable soil conditions, buried debris and obstructions. Again, if a collection system was desired, a separate trench or vertical wells had to be installed. The latest development, the one-pass, deep trencher, has eliminated or significantly reduced the previously discussed construction concerns. The trencher methods reduce the amount of spoils generated because a trench width of 61 cm (24 inches) is constantly maintained by the machine. Additionally, soil classification and density are not as critical as with a vibratory installation. This is due to the trencher`s ability to trench in all but the hardest of materials (blow counts exceeding 35 blows/ft). Finally, the cost to add a collection system adjacent to the cutoff wall is substantially reduced and is limited only to the cost of the additional hydraulic fill and 4 inches HDPE collection piping. The trench itself is already constructed with the installation of the wall.

    The roots blower in use at ANL for in-beam experiments and also at LANL for flow tests was sized for 12 mm diameter disks and significantly less beam heating.  Currently, the disks are 29 mm in diameter, with a 12 mm FWHM Gaussian beam spot at 42 MeV and 2.86 μA on each side of the target, 5.72 μA total. The target design itself is reported elsewhere.  With the increased beam heating, the helium flow requirement increased so that a larger blower was need for a mass flow rate of 400 g/s at 2.76 MPa (400 psig).  An Aerzen GM 12.4 blower was selected, and is currently being installed at the LANL facility for target and component flow testing.  This report describes this blower/motor/ppressure vessel package and the status of the facility preparations.

    Central Florida Pipeline Company (CFPL), a subsidiary of GATX Terminals Corp., Tampa, FL, has used directional drilling under seven water bodies in Hillsborough, Polk and Osceola Counties in constructing its new pipeline from Tampa to Orlando. Primary reason for using directional drilling is to protect the environment by minimizing water turbidity while the 16-inch diameter, 109-mile refined petroleum products pipeline is being installed. Total cost of the project is pegged at $68.5 million. Directional drilling enabled the pipe to be placed about 20 feet below the bottom of: The Alafia River in Riverview with 999 feet drilled; Port Sutton Channel near the Port of Tampa with 2,756 feet drilled; Reedy Creek Swamp at the intersection of Interstate 4 and Highway 192 which had 1,111 feet drilled; Wetland {number_sign}70 southwest of Lake Wales with 1,575 feet drilled; Peace River south of Bartow had 2,470 feet drilled; Bonnet Creek west of Kissimmee had 693 feet drilled. Shingle Creek near the borders of Osceola and Orange Counties with 1,700 feet drilled. This paper reviews the design plans for construction and the emergency response plans should a rupture occur in the line.

    A tool for installing a gasket and a snap ring including a shaft, a first plate attached to the forward end of the shaft, a second plate slidably carried by the shaft, a spring disposed about the shaft between the first and second plates, and a sleeve that is free to slide over the shaft and engage the second plate. The first plate has a loading surface with a loading groove for receiving a snap ring and a shoulder for holding a gasket. A plurality of openings are formed through the first plate, communicating with the loading groove and approximately equally spaced about the groove. A plurality of rods are attached to the second plate, each rod slidable in one of the openings. In use, the loaded tool is inserted into a hollow pipe or pipe fitting having an internal flange and an internal seating groove, such that the gasket is positioned against the flange and the ring is in the approximate plane of the seating groove. The sleeve is pushed against the second plate, sliding the second plate towards the first plate, compressing the spring and sliding the rods forwards in the openings. The rods engage the snap ring and urge the ring from the loading groove into the seating groove.

The output signal remains substantially unchanged for small variations in the flow signal, attributable to long term drift in the flow rate, but a rapid change in the flow signal, indicative of a fast flow variation, causes a corresponding change in the output signal. A comparator circuit compares the output signal with a reference signal, representing a given percentage of the steady state flow rate of the coolant, and generates a scram signal to initiate reactor shutdown when the output signal equals the reference signal.

    This report focuses on financial options developed specifically for renewable energy and energy efficiency projects in three California public school districts. Solar energy systems installed on public schools have a number of benefits that include utility bill savings, reductions in greenhouse gas emissions (GHGs) and other toxic air contaminants, job creation, demonstrating environmental leadership, and creating learning opportunities for students. In the 2011 economic environment, the ability to generate general-fund savings as a result of reducing utility bills has become a primary motivator for school districts trying to cut costs. To achieve meaningful savings, the size of the photovoltaic (PV) systems installed (both individually on any one school and collectively across a district) becomes much more important; larger systems are required to have a material impact on savings. Larger PV systems require a significant financial commitment and financing therefore becomes a critical element in the transaction. In simple terms, school districts can use two primary types of ownership models to obtain solar installations and cost savings across a school district. The PV installations can be financed and owned directly by the districts themselves. Alternatively, there are financing structures whereby another entity, such as a solar developer or its investors, actually own and operate the PV systems on behalf of the school district. This is commonly referred to as the 'third-party ownership model.' Both methods have advantages and disadvantages that should be weighed carefully.

    This paper describes practical aspects of the diverless jumper connection system used to connect Enserch`s two 12-inch pipelines to the subsea template in 2,110 feet water depth. The paper is a follow-on paper to OTC 7543 which describes engineering aspects of the same jumper system. Project costs, schedule, and details of the jumper testing and installation are discussed. Testing was performed to verify jumper design and installation operations. Offshore installation used two measurement methods for verification of jumper geometry.

    A set of``model interface guidelines``, called MIG, is offered as a means to more rapidly install numerical models (such as stress-strain laws) into any parent code (hydrocode, finite element code, etc.) without having to modify the model subroutines. The model developer (who creates the model package in compliance with the guidelines) specifies the model`s input and storage requirements in a standardized way. For portability, database management (such as saving user inputs and field variables) is handled by the parent code. To date, NUG has proved viable in beta installations of several diverse models in vectorized and parallel codes written in different computer languages. A NUG-compliant model can be installed in different codes without modifying the model`s subroutines. By maintaining one model for many codes, MIG facilitates code-to-code comparisons and reduces duplication of effort potentially reducing the cost of installing and sharing models.

    The SeaStar Cluster Manifold system was engineered as a low cost alternative to larger and more expensive completion template designs. Utilizing field-proven equipment and installation techniques, it was the first of its kind to be installed in the Gulf of Mexico. The Cluster Manifold system allows the connection of flowlines from adjacent satellite wells and numerous infield flowlines consisting of export, service, and methanol lines. With new technological advances, and a variety of flowline connection systems on the market today, deep water completions are being used with increasing frequency. Subsea operations are becoming more routine and installation times are being reduced. The SeaStar system was successfully installed in Garden Banks Block 70/71 in the Gulf of Mexico during the first quarter of 1995. Currently two 4 x 2-in. 10,000 psi lay-away trees are installed and connected to the manifold. Production is being processed at a Marathon platform in Vermilion Block 386B approximately 13.5 miles away from the subsea installation.

    Since 2005, Pacific Northwest National Laboratory (PNNL) has been asked by Installation Management Command (IMCOM) to conduct strategic assessments at selected US Army installations of the potential use of renewable energy resources, including solar, wind, geothermal, biomass, waste, and ground source heat pumps (GSHPs). IMCOM has the same economic, security, and legal drivers to develop alternative, renewable energy resources overseas as it has for installations located in the US. The approach for continental US (CONUS) studies has been to use known, US-based renewable resource characterizations and information sources coupled with local, site-specific sources and interviews. However, the extent to which this sort of data might be available for outside the continental US (OCONUS) sites was unknown. An assessment at Camp Zama, Japan was completed as a trial to test the applicability of the CONUS methodology at OCONUS installations. It was found that, with some help from Camp Zama personnel in translating and locating a few Japanese sources, there was relatively little difficulty in finding sources that should provide a solid basis for conducting an assessment of comparable depth to those conducted for US installations. Project implementation will likely be more of a challenge, but the feasibility analysis will be able to use the same basic steps, with some adjusted inputs, as PNNL’s established renewable resource assessment methodology.
