    Fascinating anisotropy decay experiments have recently been performed on H{sub 2}O ice Ih by Timmer and Bakker [R. L. A. Timmer, and H. J. Bakker, J. Phys. Chem. A 114, 4148 (2010)]. The very fast decay (on the order of 100 fs) is indicative of resonant energy transfer between OH stretches on different molecules. Isotope dilution experiments with deuterium show a dramatic dependence on the hydrogen mole fraction, which confirms the energy transfer picture. Timmer and Bakker have interpreted the experiments with a Frster incoherent hopping model, finding that energy transfer within the first solvation shell dominates the relaxation process. We have developed a microscopic theory of vibrational spectroscopy of water and ice, and herein we use this theory to calculate the anisotropy decay in ice as a function of hydrogen mole fraction. We obtain very good agreement with experiment. Interpretation of our results shows that four nearest-neighbor acceptors dominate the energy transfer, and that while the incoherent hopping picture is qualitatively correct, vibrational energy transport is partially coherent on the relevant timescale.

  7. High Temperature Compatibility of 60-Watt IHS Materials

    The 60-Watt Isotopic Heat Source (IHS) utilizes a variety of materials which have been selected for their properties at elevated temperatures. These include iridium, molybdenum, and the T-111 alloy which consists of 90 wt% tantalum, 8 wt% tungsten, and 2 wt% hafnium. Properties of interest in radioisotopic heat source applications include high temperature strength, resistance to oxidation, weldability, and ability to act as a diffusion barrier. Iridium is utilized as a clad for fuel pellets because of its high temperature mechanical properties and good compatibility with carbon and plutonium oxide. Molybdenum retains good high temperature strength and has been used as a diffusion barrier in past applications. However, molybdenum also exhibits poor resistance to oxidation. Therefore, it is necessary to enclose molybdenum components so that they are not exposed to the atmosphere. T-111 exhibits moderate oxidation resistance, good high temperature mechanical properties, and good weldability. For these reasons, it is used as the outer containment boundary for the 60-Watt IHS. Because the temperature in GPHS fueled dads is on the order of 1000 degrees Celsius in the 60-W configuration, the potential for diffusion of dissimilar materials from one into another exists. Deleterious effects of diffusion can include degradation of mechanical strength through the formation of brittle intermetallics, degradation of mechanical properties through simple alloying, or formation of voids through the Kirkendall effect. Because of the possibility of these effects, design methodology calls for use of diffusion barriers between materials likely to exhibit interdiffusion at elevated temperatures. The necessity to assure the long term integrity of the 60-Watt IHS dictates that the diffusion behavior of its component materials be known. This report describes the high temperature compatibility studies which were conducted on the component materials of the 60-Watt IHS.

    Cellulosic and woody biomass can be directly converted to hydrocarbon gasoline and diesel blending components through the use of a new, economical, technology named integrated hydropyrolysis plus hydroconversion (IH2). The IH2 gasoline and diesel blending components are fully compatible with petroleum based gasoline and diesel, contain less than 1% oxygen and have less than 1 total acid number (TAN). The IH2 gasoline is high quality and very close to a drop in fuel. The life cycle analysis (LCA) shows that the use of the IH2 process to convert wood to gasoline and diesel results in a greater than 90% reduction in greenhouse gas emission compared to that found with fossil derived fuels. The technoeconomic analysis showed the conversion of wood using the IH2 process can produce gasoline and diesel at less than $2.00/gallon. In this project, the previously reported semi-continuous small scale IH2 test results were confirmed in a continuous 50 kg/day pilot plant. The continuous IH2 pilot plant used in this project was operated round the clock for over 750 hours and showed good pilot plant operability while consistently producing 26-28 wt % yields of high quality gasoline and diesel product. The IH2 catalyst showed good stability, although more work on catalyst stability is recommended. Additional work is needed to commercialize the IH2 technology including running large particle size biomass, modeling the hydropyrolysis step, studying the effects of process variables and building and operating a 1-50 ton/day demonstration scale plant. The IH2 is a true game changing technology by utilizing U.S. domestic renewable biomass resources to create transportation fuels, sufficient in quantity and quality to substantially reduce our reliance on foreign crude oil. Thus, the IH2 technology offers a path to genuine energy independence for the U. S., along with the creation of a significant number of new U.S. jobs to plant, grow, harvest, and process biomass crops into fungible

    System Dynamics is a computer-aided approach to evaluating the interrelationships of different components and activities within complex systems. Recently, System Dynamics models have been developed in areas such as policy design, biological and medical modeling, energy and the environmental analysis, and in various other areas in the natural and social sciences. The real power of System Dynamic modeling is gaining insights into total system behavior as time, and system parameters are adjusted and the effects are visualized in real time. System Dynamic models allow decision makers and stakeholders to explore long-term behavior and performance of complex systems, especially in the context of dynamic processes and changing scenarios without having to wait decades to obtain field data or risk failure if a poor management or design approach is used. The Idaho National Laboratory recently has been developing a System Dynamic model of the US Nuclear Fuel Cycle. The model is intended to be used to identify and understand interactions throughout the entire nuclear fuel cycle and suggest sustainable development strategies. This paper describes the basic framework of the current model and presents examples of useful insights gained from the model thus far with respect to sustainable development of nuclear power.

    Topological information has proven very valuable in the analysis of scientific data. An important challenge that remains is presenting this highly abstract information in a way that it is comprehensible even if one does not have an in-depth background in topology. Furthermore, it is often desirable to combine the structural insight gained by topological analysis with complementary information, such as geometric information. We present an overview over methods that use metaphors to make topological information more accessible to non-expert users, and we demonstrate their applicability to a range of scientific data sets. With the increasingly complex output of exascale simulations, the importance of having effective means of providing a comprehensible, abstract overview over data will grow. The techniques that we present will serve as an important foundation for this purpose.

    The hybrid vehicle test efforts at National Renewable Energy Laboratory (NREL), with a focus on the Honda Insight's battery thermal management system, are presented. The performance of the Insight's high voltage NiMH battery pack was characterized by conducting in-vehicle dynamometer testing at Environmental Testing Corporation's high altitude dynamometer test facility, on-road testing in the Denver area, and out-of-car testing in NREL's Battery Thermal Management Laboratory. It is concluded that performance does vary considerably due to thermal conditions the pack encounters. The performance variations are due to both inherent NiMH characteristics, and the Insight's thermal management system.

    What possesses someone to volunteer and go through hoops and red tape to make a presentation at a conference? For that matter, why does anyone ever present anything to anyone? Actually, presentations are a fact of life and there are many reasons for doing a presentation and doing it well. New and existing staff need training and orientation to the way things are done here. Handing all of them a manual and hoping they read it is pretty much a waste of paper. On the other hand, an effective, entertaining and upbeat presentation on the relevant topics is more likely to stick with those people. They will even have a name and face to remember and seek out when they have an issue on or with that topic. This can be a very effective beginning for networking with new peers. The presenter is seen as knowledgeable, as a source of information on company topics and possibly evaluated as a potential mentor or future manager. Project staff and/or peers benefit from clear, concise, presentations of topical knowledge. This is one way that a group working on various aspects of the same project or program can stay in touch and in step with each other. Most importantly, presentations may be the best or only door into the minds (and budgets) of management and customers. These presentations are a wonderful opportunity to address legal and compliance issues, budget, staffing, and services. Here is a chance, maybe the only one, to demonstrate and explain the wonderfulness of a program and the benefit they get by using the services offered most effectively. An interactive presentation on legal and compliance issues can be an effective tool in helping customers and/or management make good risk management decisions.

    This paper summarizes the findings of an investigation of four probabilistic risk assessments (PRAs), those for Millstone 3, Seabrook, Shoreham, and Oconee 3, performed by Brookhaven National Laboratory (BNL) for the Reliability and Risk Assessment Branch of the US Nuclear Regulatory Commission (NRC). This group of four PRAs was subjected to an overview process with the basic goal of ascertaining what insights might be gained (beyond those already documented within the individual PRAs) by an independent evaluation of the group with respect to nuclear plant safety and vulnerability. Specifically, the objectives of the study were (1) to identify and rank initiators, systems, components, and failure modes from dominant accident sequences according to their contribution to core melt probability and public risk; and (2) to derive from this process plant-specific and generic insights. The effort was not intended to verify the specific details and results of each PRA but rather - having accepted the results - to see what they might mean in a more global context. The NRC had previously sponsored full detailed reviews of each of these PRAs, but only two, those for Millstone 3 and Shoreham, were completed and documented in time to allow their consideration within the study. This paper also presents some comments and insights into the amenability of certain features of these PRAs to this type of overview process.

The research focused on shock-driven deuterium (D2) and deuterium-helium-three (D3He) gas-filled "exploding-pusher" inertial confinement fusion (ICF) implosions at NIF to assess the impact of ion kinetic effects.

    Structural genomics efforts have produced structural information, either directly or by modeling, for thousands of proteins over the past few years. While many of these proteins have known functions, a large percentage of them have not been characterized at the functional level. The structural information has provided valuable functional insights on some of these proteins, through careful structural analyses, serendipity, and structure-guided functional screening. Some of the success stories based on structures solved at the Northeast Structural Genomics Consortium (NESG) are reported here. These include a novel methyl salicylate esterase with important role in plant innate immunity, a novel RNA methyltransferase (H. influenzae yggJ (HI0303)), a novel spermidine/spermine N-acetyltransferase (B. subtilis PaiA), a novel methyltransferase or AdoMet binding protein (A. fulgidus AF{_}0241), an ATP:cob(I)alamin adenosyltransferase (B. subtilis YvqK), a novel carboxysome pore (E. coli EutN), a proline racemase homolog with a disrupted active site (B. melitensis BME11586), an FMN-dependent enzyme (S. pneumoniae SP{_}1951), and a 12-stranded {beta}-barrel with a novel fold (V. parahaemolyticus VPA1032).

The ITER ECE diagnostic has entered an important detailed preliminary design phase and faces several design challenges in the next 2-3 years. Most of the other ECE presentations at the workshop were focused on applications of ECE diagnostics to plasma measurements, rather than improvements in technology, although it was apparent that heterodyne receiver technology continues to improve. CECE, ECE imaging and EBE imaging are increasingly providing valuable insights into plasma behavior that is important to understand if future burning plasma devices, such as ITER, FNSF and DEMO, are to be successful.

    Large-scale public genomic sequencing efforts have provided a wealth of vertebrate sequence data poised to provide insights into mammalian biology. These include deep genomic sequence coverage of human, mouse, rat, zebrafish, and two pufferfish (Fugu rubripes and Tetraodon nigroviridis) (Aparicio et al. 2002; Lander et al. 2001; Venter et al. 2001; Waterston et al. 2002). In addition, a high-priority has been placed on determining the genomic sequence of chimpanzee, dog, cow, frog, and chicken (Boguski 2002). While only recently available, whole genome sequence data have provided the unique opportunity to globally compare complete genome contents. Furthermore, the shared evolutionary ancestry of vertebrate species has allowed the development of comparative genomic approaches to identify ancient conserved sequences with functionality. Accordingly, this review focuses on the initial comparison of available mammalian genomes and describes various insights derived from such analysis.

    The Vehicle Technologies Office's Advanced Vehicle Testing Activity carries out testing on a wide range of advanced vehicles and technologies on dynamometers, closed test tracks, and on-the-road. These results provide benchmark data that researchers can use to develop technology models and guide future research and development. The following reports describe results of testing done on a 2010 Honda Insight hybrid-electric vehicle. Baseline and other data collected at Idaho National Laboratory is in the attached documents. Baseline and battery testing data collected at Argonne National Laboratory is available in summary and CSV form on the Argonne Downloadable Dynometer Database site (http://www.anl.gov/energy-systems/group/downloadable-dynamometer-databas...). Taken together, these reports give an overall view of how this vehicle functions under extensive testing.

    ADVANCE [Advanced Driver and Vehicle Advisory Navigation ConcEpt] was a public/private partnership conceived and developed by four founding parties. The founding parties include the Federal Highway Administration (FHWA), the Illinois Department of Transportation (IDOT), the University of Illinois at Chicago and Northwestern University operating together under the auspices of the Illinois Universities Transportation Research Consortium (IUTRC), and Motorola, Inc. The major responsibilities of each party are fully described in the Project agreement. Subsequently, these four were joined on the Steering Committee by the American Automobile Association (AAA). This unique blending of public sector, private sector and university interests, augmented by more than two dozen other private sector participants, provided a strong set of resources for ADVANCE. The ADVANCE test area covered over 300 square miles including portions of the City of Chicago and 40 northwest suburban communities. The Project encompasses the high growth areas adjacent to O`Hare International Airport, the Schaumburg/Hoffman Estates office and retail complexes, and the Lake-Cook Road development corridor. It also includes major sports and entertainment complexes such as the Arlington International Racecourse and the Rosemont Horizon. The population in the area is more than 750,000. The Insights and Perspectives Compendium is intended to provide useful information to project managers, system developers, and system integrators of future similar ITS implementations. It is intended for those that are technically interested in the ADVANCE Project and have a basic understanding of the project.

    compatibility with existing CBP expertise and already-planned activities. Based on these criteria, the five original topics were down-selected to two: external sulfate attack and mechanistic geochemical prediction. For each of the selected topics, the CBP communicated with the PA analysts and subject matter experts at Savannah River to acquire input data specific to the Saltstone facility and related laboratory experiments. Simulations and analyses were performed for both topics using STADIUM (SIMCO 2008), LeachXS/ORCHESTRA (ECN 2007, Meeussen 2003), and other software tools. These supplemental CBP analyses produced valuable technical insights that can be used to strengthen the Saltstone PA using the ongoing PA maintenance process. This report in part summarizes key information gleaned from more comprehensive documents prepared by Sarkar et al. (2010), Samson (2010), and Sarkar (2010).

    Participatory modeling has become an important tool in facilitating resource decision making and dispute resolution. Approaches to modeling that are commonly used in this context often do not adequately account for important human factors. Current techniques provide insights into how certain human activities and variables affect resource outcomes; however, they do not directly simulate the complex variables that shape how, why, and under what conditions different human agents behave in ways that affect resources and human interactions related to them. Current approaches also do not adequately reveal how the effects of individual decisions scale up to have systemic level effects in complex resource systems. This lack of integration prevents the development of more robust models to support decision making and dispute resolution processes. Development of integrated tools is further hampered by the fact that collection of primary data for decision-making modeling is costly and time consuming. This project seeks to develop a new approach to resource modeling that incorporates both technical and behavioral modeling techniques into a single decision-making architecture. The modeling platform is enhanced by use of traditional and advanced processes and tools for expedited data capture. Specific objectives of the project are: (1) Develop a proof of concept for a new technical approach to resource modeling that combines the computational techniques of system dynamics and agent based modeling, (2) Develop an iterative, participatory modeling process supported with traditional and advance data capture techniques that may be utilized to facilitate decision making, dispute resolution, and collaborative learning processes, and (3) Examine potential applications of this technology and process. The development of this decision support architecture included both the engineering of the technology and the development of a participatory method to build and apply the technology

    By using protein crystallography and X-ray diffraction, structures of bacterial enzymes were solved to gain a better understanding of how enzymatic modification acts as an antibacterial resistance mechanism. Aminoglycoside phosphotransferases (APHs) are one of three aminoglycoside modifying enzymes that confer resistance to the aminoglycoside antibiotics via enzymatic modification, rendering many drugs obsolete. Specifically, the APH(2”) family vary in their substrate specificities and also in their preference for the phosphate donor (ADP versus GDP). By solving the structures of members of the APH(2”) family of enzymes, we can see how domain movements are important to their substrate specificity. Our structure of the ternary complex of APH(2”)-IIIa with GDP and kanamycin, when compared to the known structures of APH(2”)-IVa, reveals that there are real physical differences between these two enzymes, a structural finding that explains why the two enzymes differ in their preferences for certain aminoglycosides. Another important group of bacterial resistance enzymes are the Class D β-lactamases. Oxacillinase carbapenemases (OXAs) are part of this enzyme class and have begun to confer resistance to ‘last resort’ drugs, most notably carbapenems. Our structure of OXA-143 shows that the conformational flexibility of a conserved hydrophobic residue in the active site (Val130) serves to control the entry of a transient water molecule responsible for a key step in the enzyme’s mechanism. Our results provide insight into the structural mechanisms of these two different enzymes.

    The rollout of smart meters in the last several years has opened up new forms of previously unavailable energy data. Many utilities are now able in real-time to capture granular, household level interval usage data at very high-frequency levels for a large proportion of their residential and small commercial customer population. This can be linked to other time and locationspecific information, providing vast, constantly growing streams of rich data (sometimes referred to by the recently popular buzz word, “big data”). Within the energy industry there is increasing interest in tapping into the opportunities that these data can provide. What can we do with all of these data? The richness and granularity of these data enable many types of creative and cutting-edge analytics. Technically sophisticated and rigorous statistical techniques can be used to pull interesting insights out of this highfrequency, human-focused data. We at LBNL are calling this “behavior analytics”. This kind of analytics has the potential to provide tremendous value to a wide range of energy programs. For example, highly disaggregated and heterogeneous information about actual energy use would allow energy efficiency (EE) and/or demand response (DR) program implementers to target specific programs to specific households; would enable evaluation, measurement and verification (EM&V) of energy efficiency programs to be performed on a much shorter time horizon than was previously possible; and would provide better insights in to the energy and peak hour savings associated with specifics types of EE and DR programs (e.g., behavior-based (BB) programs). In this series, “Insights from Smart Meters”, we will present concrete, illustrative examples of the type of value that insights from behavior analytics of these data can provide (as well as pointing out its limitations).
