    The Small Business Innovation Research (SBIR) program was created in 1982 by Public Law 97-219 and reauthorized in 1992 until the year 2000 by Public Law 102-564. The purposes of the new law are to (1) expand and improve the SBIR program, 2) emphasize the program`s goal of increasing private sector commercialization of technology developed through Federal R&D, (3) increase small business participation in Federal R&D, and (4) improve the Federal Government`s dissemination of information concerning the SBIR program. DOE`s SBIR pro-ram has two features that are unique. In the 1995 DOE SBIR solicitation, the DOE Fossil Energy topics were: environmental technology for natural gas, oil, and coal; advanced recovery of oil; natural gas supply; natural gas utilization; advanced coal-based power systems; and advanced fossil fuels research. The subtopics for this solicitation`s Natural Gas Supply topic are (1) drilling, completion, and stimulation; (2) low-permeability Formations; (3) delivery and storage; and (4) natural gas upgrading.

    The Small Business Innovation Research (SBIR) program enables DOE to obtain effective, innovative solutions to important problems through the private sector, which has a commercial incentive to pursue the resulting technology and bring it to the marketplace. The growing number of awardees, many of them started in business in response to SBIR solicitations, is becoming a significant resource for the solution of high risk, high technology problems for the Department. As detailed here, this publication describes the technical efforts for SBIR Phase 1 awards in 1994. It is intended for the educated layman, and may be of particular interest to potential investors who wish to get in on the ground floor of exciting opportunities. Contained in this booklet are abstracts of the Phase 1 awards made in FY 1994 under the DOE SBIR program. The 212 Phase 1 projects described here were selected in a highly competitive process from a total of 2,276 grant applications received in response to the 1994 DOE annual SBIR Solicitation. The selections for awards were made on scientific and technical merit, as judged against the specific criteria listed in the Solicitation. Conclusions were reached on the basis of detailed reports returned by reviewers drawn from DOE laboratories, universities, private industry, and government. (Any discrepancies noted in prior DOE releases naming the firms selected for awards are due either to the firm changing its name after the award selection or to the firm not proceeding to a signed grant.) It is expected that between one-third and one-half of the Phase 1 projects will be continued into Phase 2. The work described in the abstracts is novel, high-risk research, but the benefits will also be potentially high if the objectives are met. Brief comments on the potential applications are given after each abstract. Individuals and organizations with an interest in the research described are encouraged to contact the appropriate small business directly.

    A Fossil Energy natural-gas topic has been a part of the DOE Small Business Innovation Research (SBIR) program since 1988. To date, 50 Phase SBIR natural-gas applications have been funded. Of these 50, 24 were successful in obtaining Phase II SBIR funding. The current Phase II natural-gas research projects awarded under the SBIR program and managed by METC are presented by award year. The presented information on these 2-year projects includes project title, awardee, and a project summary. The 1992 Phase II projects are: landfill gas recovery for vehicular natural gas and food grade carbon dioxide; brine disposal process for coalbed gas production; spontaneous natural as oxidative dimerization across mixed conducting ceramic membranes; low-cost offshore drilling system for natural gas hydrates; motorless directional drill for oil and gas wells; and development of a multiple fracture creation process for stimulation of horizontally drilled wells.The 1993 Phase II projects include: process for sweetening sour gas by direct thermolysis of hydrogen sulfide; remote leak survey capability for natural gas transport storage and distribution systems; reinterpretation of existing wellbore log data using neural-based patter recognition processes; and advanced liquid membrane system for natural gas purification.

    The 20th century was marked by extraordinary advances in our understanding of microbes and infectious disease, but pandemics remain, food and water borne illnesses are frequent, multi-drug resistant microbes are on the rise, and the needed drugs and vaccines have not been developed. The scientific approaches of the past—including the intense focus on individual genes and proteins typical of molecular biology—have not been sufficient to address these challenges. The first decade of the 21st century has seen remarkable innovations in technology and computational methods. These new tools provide nearly comprehensive views of complex biological systems and can provide a correspondingly deeper understanding of pathogen-host interactions. To take full advantage of these innovations, the National Institute of Allergy and Infectious Diseases recently initiated the Systems Biology Program for Infectious Disease Research. As participants of the Systems Biology Program we think that the time is at hand to redefine the pathogen-host research paradigm.

    Purpose: To describe and assess an interdisciplinary research training program for graduate students, postdoctoral fellows, and clinical fellows focused on radiation medicine; funded by the Canadian Institutes for Health Research since 2003, the program entitled 'Excellence in Radiation Research for the 21st Century' (EIRR21) aims to train the next generation of interdisciplinary radiation medicine researchers. Methods and Materials: Online surveys evaluating EIRR21 were sent to trainees (n=56), mentors (n=36), and seminar speakers (n=72). Face-to-face interviews were also conducted for trainee liaisons (n=4) and participants in the international exchange program (n=2). Results: Overall response rates ranged from 53% (mentors) to 91% (trainees). EIRR21 was well received by trainees, with the acquisition of several important skills related to their research endeavors. An innovative seminar series, entitled Brainstorm sessions, imparting 'extracurricular' knowledge in intellectual property protection, commercialization strategies, and effective communication, was considered to be the most valuable component of the program. Networking with researchers in other disciplines was also facilitated owing to program participation. Conclusions: EIRR21 is an innovative training program that positively impacts the biomedical community and imparts valuable skill sets to foster success for the future generation of radiation medicine researchers.

    Over-dependence on fossil fuel has spurred research on alternative energy. Inedible plant materials such as grass and corn stover represent abundant renewable natural resources that can be transformed into biofuel. Problems in enzymatic conversion of biomass to sugars include the use of incomplete synergistic enzymes, end-product inhibition, and adsorption and loss of enzymes necessitating their use in large quantities. Technova Corporation will develop a defined consortium of natural microorganisms that will efficiently break down biomass to energy-rich soluble sugars, and convert them to cleaner-burning ethanol fuel. The project will also develop a novel biocatalytic hybrid reactor system dedicated to this bioprocess, which embodies recent advances in nanotechnology. NREL will participate to develop a continuous fermentation process.

    A tungsten (W) coated (0.0005-inch thickness) silicon carbide (SiC) (1.0-inch diameter and 0.19-inch thickness) sample was exposed to a divertor relevant high-flux (~1022 m-2s-1) deuterium plasma at 200 and 400°C in the Idaho National Laboratory’s (INL’s) Tritium Plasma Experiment (TPE), and the total deuterium retention was subsequently measured via the thermal desorption spectroscopy (TDS) method. The deuterium retentions were 6.4x1019 m-2 and 1.7x1020 m-2, for 200 and 400°C exposure, respectively. The Tritium Migration Analysis Program (TMAP) was used to analyze the measured TDS spectrum to investigate the deuterium behavior in the W coated SiC, and the results indicated that most of the deuterium was trapped in the W coated layer even at 400°C. This thin W layer (0.0005-inch ~ 13µm thickness) prevented deuterium ions from bombarding directly into the SiC substrate, minimizing erosion of SiC and damage creation via ion bombardment. The shift in the D desorption peak in the TDS spectra from 200 C to 400°C can be attributed to D migration to the bulk material. This unexpectedly low deuterium retention and short migration might be due to the porous nature of the tungsten coating, which can decrease the solution concentration of deuterium atoms.

    The new Bern cyclotron laboratory aims at industrial radioisotope production for PET diagnostics and multidisciplinary research by means of a specifically conceived beam transfer line, terminated in a separate bunker. In this framework, an innovative beam monitor detector based on doped silica and optical fibres has been designed, constructed, and tested. Scintillation light produced by Ce and Sb doped silica fibres moving across the beam is measured, giving information on beam position, shape, and intensity. The doped fibres are coupled to commercial optical fibres, allowing the read-out of the signal far away from the radiation source. This general-purpose device can be easily adapted for any accelerator used in medical applications and is suitable either for low currents used in hadrontherapy or for currents up to a few {mu}A for radioisotope production, as well as for both pulsed and continuous beams.

    Developing a reactor compatible divertor and managing the associated plasma material interaction (PMI) has been identified as a high priority research area for magnetic confinement fusion. Accordingly on NSTXU, the PMI research has received a strong emphasis. With ~ 15 MW of auxiliary heating power, NSTX-U will be able to test the PMI physics with the peak divertor plasma facing component (PFC) heat loads of up to 40-60 MW/m2 . To support the PMI research, a comprehensive set of PMI diagnostic tools are being implemented. The snow-flake configuration can produce exceptionally high divertor flux expansion of up to ~ 50. Combined with the radiative divertor concept, the snow-flake configuration has reduced the divertor heat flux by an order of magnitude in NSTX. Another area of active PMI investigation is the effect of divertor lithium coating (both in solid and liquid phases). The overall NSTX lithium PFC coating results suggest exciting opportunities for future magnetic confinement research including significant electron energy confinement improvements, Hmode power threshold reduction, the control of Edge Localized Modes (ELMs), and high heat flux handling. To support the NSTX-U/PPPL PMI research, there are also a number of associated PMI facilities implemented at PPPL/Princeton University including the Liquid Lithium R&D facility, Lithium Tokamak Experiment, and Laboratories for Materials Characterization and Surface Chemistry.

    The results of the research led to a pulsed electromagnetic periodic magnetic field array (PMF), which coupled with a pair of collimation slits, and a mechanical chopper slit, were able to deflect spin-up neutrons to a band of line-fused neutrons a focal plane heights that correspond to the time-varying magnetic field amplitude. The electromagnetic field PMF produced 5.4 pulses per minute in which each pulse was 50 msec in duration with a full width half maximum (FWHM) of 7.5 msec. The calculated 7.7 mm vertical height of the band of focused spin-up neutrons corresponded closely to the measured 7.5 mm height of the center line of the imaged band of neutrons. The band of deflected spin-up neutrons was 5 mm in vertical width and the bottom of the band was 5 mm above the surface of the PMF pole. The limited exposure time of 3 hours and the smaller 0.78 T magnetic field allowed focused and near focused neutrons of 1.8 ���� to 2.6 ���� neutrons, which were in the tails of the McClellan Nuclear Radiation Center Bay 4 Maxwell Boltzmann distribution of neutrons with peak flux at 1.1-1.2 ����. The electromagnetic PMF was expected to produces a 2.0 T peak magnetic field amplitude, which would be operational at a higher duty factor, rather than the as built 7.5 msec FWHM with pulse repetition frequency of 5.4 pulses per minute. The fabricated pulsed electromagnetic PMF with chopper is expected to perform well on a cold, very cold or ultra cold beam line as a spectrometer or monochromator source of spin-up polarized neutron. In fact there may be a possible use of the PMF to do ultra-cold neutron trapping, see paper by A. I. Frank1, V. G. Nosov, Quantum Effects in a One-Dimensional Magnetic Gravitational Trap for Ultracold Neutrons, JETP Letters, Vol. 79, No. 7, 2004, pp. 313�¢����315. The next step is to find a cold or very cold neutron facility, where further testing or use of the pulsed magnetic field PMF can be pursued.

    Secretary of Energy Steven Chu gave the keynote address at the 2011 EFRC Summit and Forum. In his talk, Secretary Chu highlighted the need to "unleash America's science and research community" to achieve energy breakthroughs. The 2011 EFRC Summit and Forum brought together the EFRC community and science and policy leaders from universities, national laboratories, industry and government to discuss "Science for our Nation's Energy Future." In August 2009, the Office of Science established 46 Energy Frontier Research Centers. The EFRCs are collaborative research efforts intended to accelerate high-risk, high-reward fundamental research, the scientific basis for transformative energy technologies of the future. These Centers involve universities, national laboratories, nonprofit organizations, and for-profit firms, singly or in partnerships, selected by scientific peer review. They are funded at $2 to $5 million per year for a total planned DOE commitment of $777 million over the initial five-year award period, pending Congressional appropriations. These integrated, multi-investigator Centers are conducting fundamental research focusing on one or more of several ?grand challenges? and use-inspired ?basic research needs? recently identified in major strategic planning efforts by the scientific community. The purpose of the EFRCs is to integrate the talents and expertise of leading scientists in a setting designed to accelerate research that transforms the future of energy and the environment.

    The innovative research conducted for this project contributed greatly to the understanding of generating low-cost hydrogen from solar energy. The project’s research identified two highly leveraging and complementary pathways. The first pathway is to dramatically increase the efficiency of converting sunlight into electricity. Improving solar electric conversion efficiency directly increases hydrogen production. This project produced a world record efficiency for silicon solar cells and contributed to another world record efficiency for a solar concentrator module using multijunction solar cells. The project’s literature review identified a second pathway in which wasted heat from the solar concentration process augments the electrolysis process generating hydrogen. One way to do this is to use a “heat mirror” that reflects the heat-producing infrared and transmits the visible spectrum to the solar cells; this also increases solar cell conversion efficiency. An economic analysis of this concept confirms that, if long-term concentrator photovoltaic (CPV) and solid-oxide electrolyzer cost goals can be achieved, hydrogen will be produced from solar energy cheaper than the cost of gasoline. The potential public benefits from this project are significant. The project has identified a potential energy source for the nation’s future electricity and transportation needs that is entirely “home grown” and carbon free. As CPV enter the nation’s utility markets, the opportunity for this approach to be successful is greatly increased. Amonix strongly recommends further exploration of this project’s findings.

  14. DOE SBIR Phase II Final Report: Distributed Relevance Ranking in Heterogeneous Document Collections

    This report contains the comprehensive summary of the work performed on the SBIR Phase II project (“Distributed Relevance Ranking in Heterogeneous Document Collections”) at Deep Web Technologies (http://www.deepwebtech.com). We have successfully completed all of the tasks defined in our SBIR Proposal work plan (See Table 1 - Phase II Tasks Status). The project was completed on schedule and we have successfully deployed an initial production release of the software architecture at DOE-OSTI for the Science.gov Alliance's search portal (http://www.science.gov). We have implemented a set of grid services that supports the extraction, filtering, aggregation, and presentation of search results from numerous heterogeneous document collections. Illustration 3 depicts the services required to perform QuickRank™ filtering of content as defined in our architecture documentation. Functionality that has been implemented is indicated by the services highlighted in green. We have successfully tested our implementation in a multi-node grid deployment both within the Deep Web Technologies offices, and in a heterogeneous geographically distributed grid environment. We have performed a series of load tests in which we successfully simulated 100 concurrent users submitting search requests to the system. This testing was performed on deployments of one, two, and three node grids with services distributed in a number of different configurations. The preliminary results from these tests indicate that our architecture will scale well across multi-node grid deployments, but more work will be needed, beyond the scope of this project, to perform testing and experimentation to determine scalability and resiliency requirements. We are pleased to report that a production quality version (1.4) of the science.gov Alliance's search portal based on our grid architecture was released in June of 2006. This demonstration portal is currently available at http://science.gov/search30 . The portal allows the user to select from a number of collections grouped by category and enter a query expression (See Illustration 1 - Science.gov 3.0 Search Page). After the user clicks “search” a results page is displayed that provides a list of results from the selected collections ordered by relevance based on the query expression the user provided. Our grid based solution to deep web search and document ranking has already gained attention within DOE, other Government Agencies and a fortune 50 company. We are committed to the continued development of grid based solutions to large scale data access, filtering, and presentation problems within the domain of Information Retrieval and the more general categories of content management, data mining and data analysis.

  17. DOE Phase II SBIR: Spectrally-Assisted Vehicle Tracking - Final Report

    The goal of this Phase II SBIR has been to develop a prototype software package to demonstrate spectrally-aided vehicle tracking. The primary application is to show improved target vehicle tracking performance in complex environments where traditional spatial tracker systems may show reduced performance. Examples include scenarios where the target vehicle is obscured by a large structure for an extended period of time, or where the target is engaging in extreme maneuvers amongst other civilian vehicles. The target information derived from spatial processing is unable to differentiate between the green versus the red vehicle. Spectral signature exploitation enables comparison of new candidate targets with existing track signatures. The ambiguity in this confusing scenario is resolved by folding spectral analysis results into each target nomination and association processes. The work performed over the two-year effort was divided into three general areas: algorithm refinement, software prototype development, and prototype performance demonstration. The tasks performed under this Phase II resulted in the completion of a software tool suitable for evaluation and testing of advanced tracking concepts.

    We propose the research and development of a high-fidelity hydrodynamic algorithm for tetrahedral meshes that will lead to a disruptive innovation in the numerical modeling of Laboratory problems. Our proposed innovation has the potential to reduce turnaround time by orders of magnitude relative to Advanced Simulation and Computing (ASC) codes; reduce simulation setup costs by millions of dollars per year; and effectively leverage Graphics Processing Unit (GPU) and future Exascale computing hardware. If successful, this work will lead to a dramatic leap forward in the Laboratory's quest for a predictive simulation capability.

    Sir, We write as senior scientists about a problem vital to the scientific enterprise and prosperity. Nowadays, funding is a lengthy and complex business. First, universities themselves must approve all proposals for submission. Funding agencies then subject those that survive to peer review, a process by which a few researchers, usually acting anonymously, assess a proposal's chances that it will achieve its goals, is the best value for money, is relevant to a national priority and will impact on a socio-economic problem. Only 25% of proposals received by the funding agencies are funded. These protracted processes force researchers to exploit existing knowledge, severely discourage open-ended studies and are hugely time-consuming. They are also new: before 1970, few researchers wrote proposals. Now they are virtually mandatory.

    Reprocessing used nuclear fuel (UNF) is a multi-faceted problem involving chemistry, material properties, and engineering. Technology options are available to meet a variety of processing goals. A decision about which reprocessing method is best depends significantly on the process attributes considered to be a priority. New methods of reprocessing that could provide advantages over the aqueous Plutonium Uranium Reduction Extraction (PUREX) and Uranium Extraction + (UREX+) processes, electrochemical, and other approaches are under investigation in the Fuel Cycle Research and Development (FCR&D) Separations Campaign. In an attempt to develop a revolutionary approach to UNF recycle that may have more favorable characteristics than existing technologies, five innovative separations projects have been initiated. These include: (1) Nitrogen Trifluoride for UNF Processing; (2) Reactive Fluoride Gas (SF6) for UNF Processing; (3) Dry Head-end Nitration Processing; (4) Chlorination Processing of UNF; and (5) Enhanced Oxidation/Chlorination Processing of UNF. This report provides a description of the proposed processes, explores how they fit into the Modified Open Cycle (MOC) and Full Recycle (FR) fuel cycles, and identifies performance differences when compared to 'reference' advanced aqueous and fluoride volatility separations cases. To be able to highlight the key changes to the reference case, general background on advanced aqueous solvent extraction, advanced oxidative processes (e.g., volumetric oxidation, or 'voloxidation,' which is high temperature reaction of oxide UNF with oxygen, or modified using other oxidizing and reducing gases), and fluorination and chlorination processes is provided.

    The mission of Environmental Management`s (EM) Office of Technology Development (OTD) Innovation Investment Area is to identify and provide development support for two types of technologies that are developed to characterize, treat and dispose of DOE waste, and to remediate contaminated sites. They are: technologies that show promise to address specific EM needs, but require proof-of-principle experimentation; and (2) already proven technologies in other fields that require critical path experimentation to demonstrate feasibility for adaptation to specific EM needs. The underlying strategy is to ensure that private industry, other Federal Agencies, universities, and DOE National Laboratories are major participants in developing and deploying new and emerging technologies. To this end, about 125 different new and emerging technologies are being developed through Innovation Investment Area`s (IIA) two program elements: RDDT&E New Initiatives (RD01) and Interagency Agreements (RD02). Both of these activities are intended to foster research and development partnerships so as to introduce innovative technologies into other OTD program elements for expedited evaluation.

    The paper summarizes the results of an extensive study carried out for the UK Government. This assessed the cost and economic impact of technological innovation on subsea and floating developments in the UKCS. The study covered, innovations that could be applied to subsea developments to significantly reduce cost, including multiwell completions, composite pipelines, compartmented pipelines, pipeline specification breaking and autonomous control systems. Cost and economic models were used to assess the economic impact of technological innovation on marginal field developments. The results of these assessments were drawn up as a series of ranking lists designed to assist manufacturers and suppliers in establishing priorities for research and development funding. The study also explored the potential UKCS and World market for innovative subsea technologies and quantified the research and development required to bring key innovations into commercial use.

Innovations in imaging and pharmaceutical products as well as in processes - that lead to similar medical results, but with lower efforts - are keys in such scenarios.BiographyProf. Dr. Hermann Requardt, 54, is a member of the Managing Board of Siemens AG and Chief Executive Officer of the Healthcare Sector. In addition he is the CTO of Siemens AG and Head of Corporate Technology, the central research department at Siemens.After completing his studies in physics and philosophy at the Darmstadt University of Technology and Johann Wolfgang Goethe University in Frankfurt and receiving a doctorate in biophysics, he worked at the Institute of Aerospace Medicine at the German Aerospace Center.In 1984 he joined the Medical Technology Group of Siemens AG, where he was responsible for projects in the Magnetic Resonance (MR) division. He was appointed head of the division in 1995. From 2001 to 2006, as a member of the Executive Management of the Medical Solutions Group, he was responsible for several areas, including technological development.In 2006 he became a Member of the Siemens? Managing Board and head of Corporate Technology.     This Nuclear Energy Research Initiative (NERI) project was tasked with exploring, adapting, developing and demonstrating innovative nondestructive test methods to automate nuclear coated particle fuel inspection so as to provide the United States (US) with necessary improved and economical Quality Assurance and Control (QA/QC) that is needed for the fuels for several reactor concepts being proposed for both near term deployment [DOE NE & NERAC, 2001] and Generation IV nuclear systems. Replacing present day QA/QC methods, done manually and in many cases destructively, with higher speed automated nondestructive methods will make fuel production for advanced reactors economically feasible. For successful deployment of next generation reactors that employ particle fuels, or fuels in the form of pebbles based on particles, extremely large numbers of fuel particles will require inspection at throughput rates that do not significantly impact the proposed manufacturing processes. The focus of the project is nondestructive examination (NDE) technologies that can be automated for production speeds and make either: (I) On Process Measurements or (II) In Line Measurements. The inspection technologies selected will enable particle “quality” qualification as a particle or group of particles passes a sensor. A multiple attribute dependent signature will be measured and used for qualification or process control decisions. A primary task for achieving this objective is to establish standard signatures for both good/acceptable particles and the most problematic types of defects using several nondestructive methods.

    Specialized Vertum Partners software tools were prototyped, tested and commercialized to allow wind energy stakeholders to assess the uncertainties of climate change on wind power production and distribution. This project resulted in three commercially proven products and a marketing tool. The first was a Weather Research and Forecasting Model (WRF) based resource evaluation system. The second was a web-based service providing global 10m wind data from multiple sources to wind industry subscription customers. The third product addressed the needs of our utility clients looking at climate change effects on electricity distribution. For this we collaborated on the Santa Ana Wildfire Threat Index (SAWTi), which was released publicly last quarter. Finally to promote these products and educate potential users we released “Gust or Bust”, a graphic-novel styled marketing publication.

    Within the US Department of Energy/Office of Fusion Energy magnetic fusion research program, there is an important whole-plasma-modeling need for a radio-frequency/neutral-beam-injection (RF/NBI) transport-oriented finite-difference Fokker-Planck (FP) code with combined capabilities for 4D (2R2V) geometry near the fusion plasma periphery, and computationally less demanding 3D (1R2V) bounce-averaged capabilities for plasma in the core of fusion devices. Demonstration of proof-of-principle achievement of this goal has been carried out in research carried out under Phase I of the SBIR award. Two DOE-sponsored codes, the CQL3D bounce-average Fokker-Planck code in which CompX has specialized, and the COGENT 4D, plasma edge-oriented Fokker-Planck code which has been constructed by Lawrence Livermore National Laboratory and Lawrence Berkeley Laboratory scientists, where coupled. Coupling was achieved by using CQL3D calculated velocity distributions including an energetic tail resulting from NBI, as boundary conditions for the COGENT code over the two-dimensional velocity space on a spatial interface (flux) surface at a given radius near the plasma periphery. The finite-orbit-width fast ions from the CQL3D distributions penetrated into the peripheral plasma modeled by the COGENT code. This combined code demonstrates the feasibility of the proposed 3D/4D code. By combining these codes, the greatest computational efficiency is achieved subject to present modeling needs in toroidally symmetric magnetic fusion devices. The more efficient 3D code can be used in its regions of applicability, coupled to the more computationally demanding 4D code in higher collisionality edge plasma regions where that extended capability is necessary for accurate representation of the plasma. More efficient code leads to greater use and utility of the model. An ancillary aim of the project is to make the combined 3D/4D code user friendly. Achievement of full-coupling of these two Fokker-Planck codes will advance computational modeling of plasma devices important to the USDOE magnetic fusion energy program, in particular the DIII-D tokamak at General Atomics, San Diego, the NSTX spherical tokamak at Princeton, New Jersey, and the MST reversed-field-pinch Madison, Wisconsin. The validation studies of the code against the experiments will improve understanding of physics important for magnetic fusion, and will increase our design capabilities for achieving the goals of the International Tokamak Experimental Reactor (ITER) project in which the US is a participant and which seeks to demonstrate at least a factor of five in fusion power production divided by input power.

    The decision to implement the Innovation in Nuclear Infrastructure and Engineering Program (INIE) was an important first step towards ensuring that the United States preserves its worldwide leadership role in the field of nuclear science and engineering. Prior to INIE, university nuclear science and engineering programs were waning, undergraduate student enrollment was down, university research reactors were being shut down, while others faced the real possibility of closure. For too long, cutting edge research in the areas of nuclear medicine, neutron scattering, radiochemistry, and advanced materials was undervalued and therefore underfunded. The INIE program corrected this lapse in focus and direction and started the process of drawing a new blueprint with positive goals and objectives that supports existing as well the next generation of educators, students and researchers.

    Low-carbon energy innovation is essential to combat climate change, promote economic competitiveness, and achieve energy security. Using U.S. patent data and additional patent-relevant data collected from the Internet, we map the landscape of low-carbon energy innovation in the United States since 1975. We isolate 10,603 renewable and 10,442 traditional energy patents and develop a database that characterizes proxy measures for technical and commercial impact, as measured by patent citations and Web presence, respectively. Regression models and multivariate simulations are used to compare the social, institutional, and geographic drivers of breakthrough clean energy innovation. Results indicate statistically significant effects of social, institutional, and geographic variables on technical and commercial impacts of patents and unique innovation trends between different energy technologies. We observe important differences between patent citations and Web presence of licensed and unlicensed patents, indicating the potential utility of using screened Web hits as a measure of commercial importance. We offer hypotheses for these revealed differences and suggest a research agenda with which to test these hypotheses. These preliminary findings indicate that leveraging empirical insights to better target research expenditures would augment the speed and scale of innovation and deployment of clean energy technologies.

    Contaminated marine sediments exist in many US waterways. Dredging is often a convenient and economical method of safely removing these sediments. However, significant concern exists over the potential environmental effects resulting from the localized sediment resuspension and contaminant release that may occur during the removal operation. This report synopsizes hydraulic equipment, pneumatic equipment, and mechanical components used for dredging and innovative modifications to their dredgeheads. It also examines previously tested dredging equipment designed to remove fine-grained sediments with a minimum amount of sediment resuspension. Major features of equipment innovations, along with available field testing information, are discussed. From these findings, the most promising innovations and research needs are identified. Since this report focuses on the dredging operations, only dredge sizes and sediment resuspension quantities are reported.

    Title II of the Energy Conservation and Production Act (ECPA) as amended by the Public Utility Regulatory Policies Act (PURPA) provided financial assistance to state utility regulatory commissions, nonregulated electric utilities, and the Tennessee Valley Authority through the Innovative Rates Program. The financial assistance was to be used to plan or carry out electric utility regulatory rate reform initiatives relating to innovative rate structures that encourage conservation of energy, electric utility efficiency and reduced costs, and equitable rates to consumers. The Federal and local objectives of the project are described. Activities planned and accomplishments are summarized for the following: project management, data collection, utility bill evaluation, billing enclosure/mailing evaluation, media program evaluation, display evaluation, rate study sessions evaluation, speakers bureau evaluation, and individual customer contacts. A timetable/milestone chart and financial information are included. (MHR)

    This report represents the current knowledge and utilization of Innovative Financing techniques of Weatherization Assistance Program (WAP) subgrantees, a sample of Institutional Conservation Program (ICP) grantees, Public Service Commissions (PSC) and selected utilities broadly distributed in the country. The survey inquired essentially about their organizational use and familiarity with the following innovative financing methods: Direct Loan, Loan Interest Reduction, Lease, Lease Purchase, Shared Savings, Energy Service Contracts, Conservation Incentives and Guaranteed Cash Flow. Whatever their characteristics, urban or rural, schools or hospitals, gas and electric utilities of differing ownership types, large or small states, respondents indicated a marginal awareness and utilization of the eight major financing methods. Even though their awareness and use is uneven with respect to their characteristics, certain trends emerge which display an overall lack of application of most of these financing techniques to enhance the program use of grant funds.

    Understanding the factors driving innovation in energy technologies is of critical importance to mitigating climate change and addressing other energy-related global challenges. Low levels of innovation, measured in terms of energy patent filings, were noted in the 1980s and 90s as an issue of concern and were attributed to low investment in public and private research and development (R&D). Here we build a comprehensive global database of energy patents covering the period 1970-2009 which is unique in its temporal and geographical scope. Analysis of the data reveals a recent, marked departure from historical trends. A sharp increase in rates of patenting has occurred over the last decade, particularly in renewable technologies, despite continued low levels of R&D funding. To solve the puzzle of fast innovation despite modest R&D increases we develop a model that explains the nonlinear response observed in the empirical data of technological innovation to various types of investment.     We generalize the classical Bass model of innovation diffusion to include a new class of agents --- Luddites --- that oppose the spread of innovation. Our model also incorporates ignorants, susceptibles, and adopters. When an ignorant and a susceptible meet, the former is converted to a susceptible at a given rate, while a susceptible spontaneously adopts the innovation at a constant rate. In response to the \\emph{rate} of adoption, an ignorant may become a Luddite and permanently reject the innovation. Instead of reaching complete adoption, the final state generally consists of a population of Luddites, ignorants, and adopters. The evolution of this system is investigated analytically and by stochastic simulations. We determine the stationary distribution of adopters, the time needed to reach the final state, and the influence of the network topology on the innovation spread.     Nanotechnology is the first major worldwide research initiative of the 21st century and probably is the solution vector in the economic environment. Also, innovation is widely recognized as a key factor in the economic development of nations, and is essential for the competitiveness of the industrial firms as well. Policy and management of innovation are necessary in order to develop innovation and it involves processes. It is essential to develop new methods for nanotechnology development for better understanding of nanotechnology based innovation. Nanotechnologies reveal commercialization processes, from start ups to large firms in collaboration with public sector research. In the current paper, a study in the present status of innovation in nanotechnology and the affection of global economic crisis in this section is made and also the potential of increase the innovation via the presence of clusters in a small country like Greece which is in the eye of tornado from the global crisis is studied.

    Sandia National Laboratories (SNL) is evaluating the potential of an innovative approach for splitting water into hydrogen and oxygen using two-step thermochemical cycles. Thermochemical cycles are heat engines that utilize high-temperature heat to produce chemical work. Like their mechanical work-producing counterparts, their efficiency depends on operating temperature and on the irreversibility of their internal processes. With this in mind, we have invented innovative design concepts for two-step solar-driven thermochemical heat engines based on iron oxide and iron oxide mixed with other metal oxides (ferrites). The design concepts utilize two sets of moving beds of ferrite reactant material in close proximity and moving in opposite directions to overcome a major impediment to achieving high efficiency--thermal recuperation between solids in efficient counter-current arrangements. They also provide inherent separation of the product hydrogen and oxygen and are an excellent match with high-concentration solar flux. However, they also impose unique requirements on the ferrite reactants and materials of construction as well as an understanding of the chemical and cycle thermodynamics. In this report the Counter-Rotating-Ring Receiver/Reactor/Recuperator (CR5) solar thermochemical heat engine and its basic operating principals are described. Preliminary thermal efficiency estimates are presented and discussed. Our ferrite reactant material development activities, thermodynamic studies, test results, and prototype hardware development are also presented.
