    Regardless of cost and performance some wind projects are unable to proceed to commissioning as a result of deployment barriers. Principal deployment barriers in the industry today include: wildlife, public acceptance, access to transmission, and radar. To date, methods for understanding these non-technical barriers have failed to accurately characterize the costs imposed by deployment barriers and the degree of impact to the industry. Analytical challenges include limited data and modeling capabilities. Changes in policy and regulation, among other factors, also add complexity to analysis of impacts from deployment barriers. This presentation details preliminary results from new NREL analysis focused on quantifying the impact of deployment barriers on the wind resource of the United States, the installed cost of wind projects, and the total electric power system cost of a 20% wind energy future. In terms of impacts to wind project costs and developable land, preliminary findings suggest that deployment barriers are secondary to market drivers such as demand. Nevertheless, impacts to wind project costs are on the order of $100/kW and a substantial share of the potentially developable windy land in the United States is indeed affected by deployment barriers.

    The Biomass Refining Consortium for Applied Fundamentals and Innovation, with members from Auburn University, Dartmouth College, Michigan State University, the National Renewable Energy Laboratory, Purdue University, Texas A&M University, the University of British Columbia, and the University of California at Riverside, has developed comparative data on the conversion of corn stover to sugars by several leading pretreatment technologies. These technologies include ammonia fiber expansion pretreatment, ammonia recycle percolation pretreatment, dilute sulfuric acid pretreatment, flowthrough pretreatment (hot water or dilute acid), lime pretreatment, controlled pH hot water pretreatment, and sulfur dioxide steam explosion pretreatment. Over the course of two separate USDA- and DOE-funded projects, these pretreatment technologies were applied to two different corn stover batches, followed by enzymatic hydrolysis of the remaining solids from each pretreatment technology using identical enzyme preparations, enzyme loadings, and enzymatic hydrolysis assays. Identical analytical methods and a consistent material balance methodology were employed to develop comparative sugar yield data for each pretreatment and subsequent enzymatic hydrolysis. Although there were differences in the profiles of sugar release, with the more acidic pretreatments releasing more xylose directly in the pretreatment step than the alkaline pretreatments, the overall glucose and xylose yields (monomers + oligomers) from combined pretreatment and enzymatic hydrolysis process steps were very similar for all of these leading pretreatment technologies. Some of the water-only and alkaline pretreatment technologies resulted in significant amounts of residual xylose oligomers still remaining after enzymatic hydrolysis that may require specialized enzyme preparations to fully convert xylose oligomers to monomers.

    Low-carbon energy innovation is essential to combat climate change, promote economic competitiveness, and achieve energy security. Using U.S. patent data and additional patent-relevant data collected from the Internet, we map the landscape of low-carbon energy innovation in the United States since 1975. We isolate 10,603 renewable and 10,442 traditional energy patents and develop a database that characterizes proxy measures for technical and commercial impact, as measured by patent citations and Web presence, respectively. Regression models and multivariate simulations are used to compare the social, institutional, and geographic drivers of breakthrough clean energy innovation. Results indicate statistically significant effects of social, institutional, and geographic variables on technical and commercial impacts of patents and unique innovation trends between different energy technologies. We observe important differences between patent citations and Web presence of licensed and unlicensed patents, indicating the potential utility of using screened Web hits as a measure of commercial importance. We offer hypotheses for these revealed differences and suggest a research agenda with which to test these hypotheses. These preliminary findings indicate that leveraging empirical insights to better target research expenditures would augment the speed and scale of innovation and deployment of clean energy technologies.

    The ways in which an innovation (e.g., new behaviour, idea, technology, product) diffuses among people can determine its success or failure. In this paper, we address the problem of diffusion of innovations over multiplex social networks where the neighbours of a person belong to one or multiple networks (or layers) such as friends, families, or colleagues. To this end, we generalise one of the basic game-theoretic diffusion models, called networked coordination game, for multiplex networks. We present analytical results for this extended model and validate them through a simulation study, finding among other properties a lower bound for the success of an innovation.While simple and leading to intuitively understandable results, to the best of our knowledge this is the first extension of a game-theoretic innovation diffusion model for multiplex networks and as such it provides a basic framework to study more sophisticated innovation dynamics.

    Sandia National Laboratories (SNL) is evaluating the potential of an innovative approach for splitting water into hydrogen and oxygen using two-step thermochemical cycles. Thermochemical cycles are heat engines that utilize high-temperature heat to produce chemical work. Like their mechanical work-producing counterparts, their efficiency depends on operating temperature and on the irreversibility of their internal processes. With this in mind, we have invented innovative design concepts for two-step solar-driven thermochemical heat engines based on iron oxide and iron oxide mixed with other metal oxides (ferrites). The design concepts utilize two sets of moving beds of ferrite reactant material in close proximity and moving in opposite directions to overcome a major impediment to achieving high efficiency--thermal recuperation between solids in efficient counter-current arrangements. They also provide inherent separation of the product hydrogen and oxygen and are an excellent match with high-concentration solar flux. However, they also impose unique requirements on the ferrite reactants and materials of construction as well as an understanding of the chemical and cycle thermodynamics. In this report the Counter-Rotating-Ring Receiver/Reactor/Recuperator (CR5) solar thermochemical heat engine and its basic operating principals are described. Preliminary thermal efficiency estimates are presented and discussed. Our ferrite reactant material development activities, thermodynamic studies, test results, and prototype hardware development are also presented.

    In evaluating the potential for industrial energy conservation, 45 candidate processes were identified. The chemical and the iron and steel industries presented the most well-developed candidates, whereas those processes identified in the pulp and paper and textiles industries were the most speculative. Examples of the candidate processes identified include direct steelmaking and ore-to-powder systems, which potentially require 30 to 40% less energy, respectively, than conventional steelmaking systems; membrane separations and freeze crystallization, which offer up to 90% reductions in energy use when compared with distillation; the cold processing of cement, which offers a 50% reduction in energy requirements; and the dry forming of paper, which offers a 25% reduction in the energy needed for papermaking. A review of all the industries revealed that the revolutionary alternatives often use similar concepts in avoiding current process inefficiencies. These concepts include using chemical, physical, or biological processes to replace thermally intensive processes; using specific forms of energy to minimize wasteful thermal diffusion; using chemical, biological, or ultrasonic processes to replace physical reduction; combining multiple processing steps into a single reactor; using a dry processing to eliminate energy needed for evaporation; and using sterilization or biotechnology to reduce the need for refrigeration.

    A detailed empirical analysis of the productivity of non financial firms across several countries and years shows that productivity follows a non-Gaussian distribution with power law tails. We demonstrate that these empirical findings can be interpreted as consequence of a mechanism of exchanges in a social network where firms improve their productivity by direct innovation or/and by imitation of other firm's technological and organizational solutions. The type of network-connectivity determines how fast and how efficiently information can diffuse and how quickly innovation will permeate or behaviors will be imitated. From a model for innovation flow through a complex network we obtain that the expectation values of the productivity level are proportional to the connectivity of the network of links between firms. The comparison with the empirical distributions reveals that such a network must be of a scale-free type with a power-law degree distribution in the large connectivity range.

Animated event displays, musical CDs, 3d movies, 3-storey murals, photo books, data sonifications, multi-media art installations, pub slams, masterclasses, documentaries, pop-up books, LEGO® models, and virtual visits are among the many diverse methods being exploited to communicate to the world the goals and accomplishments of the ATLAS Experiment at CERN. This variety of creativity and innovation does not pop out of a vacuum. It requires underlying motivation by the collaboration to communicate with the public; freedom and encouragement to do so in a creative manner; and a support structure for developing, implementing and promoting these activities.     Acceptance of an innovation can occur through mutliple exposures to individuals who have already accepted it. Presented here is a model to trace the evolution of an innovation in a social network with a preference $\\lambda$, amidst topological constraints specified mainly by connectivity, $k$ and population size, $N_k$. With the interplay between properties of innovation and network structure, the model attempts to explain the variations in patterns of innovations across social networks. Time in which the propagation attains highest velocity depends on $\\lambda^{-2}k^{-2}N_{k}^{1/2}$. Dynamics in random networks may lead or lag behind that in scale-free networks depending on the average connectivity. Hierarchical propagation is evident across connectivity classes within scale-free networks, as well as across random networks with distinct topological indices.     Reprocessing used nuclear fuel (UNF) is a multi-faceted problem involving chemistry, material properties, and engineering. Technology options are available to meet a variety of processing goals. A decision about which reprocessing method is best depends significantly on the process attributes considered to be a priority. New methods of reprocessing that could provide advantages over the aqueous Plutonium Uranium Reduction Extraction (PUREX) and Uranium Extraction + (UREX+) processes, electrochemical, and other approaches are under investigation in the Fuel Cycle Research and Development (FCR&D) Separations Campaign. In an attempt to develop a revolutionary approach to UNF recycle that may have more favorable characteristics than existing technologies, five innovative separations projects have been initiated. These include: (1) Nitrogen Trifluoride for UNF Processing; (2) Reactive Fluoride Gas (SF6) for UNF Processing; (3) Dry Head-end Nitration Processing; (4) Chlorination Processing of UNF; and (5) Enhanced Oxidation/Chlorination Processing of UNF. This report provides a description of the proposed processes, explores how they fit into the Modified Open Cycle (MOC) and Full Recycle (FR) fuel cycles, and identifies performance differences when compared to 'reference' advanced aqueous and fluoride volatility separations cases. To be able to highlight the key changes to the reference case, general background on advanced aqueous solvent extraction, advanced oxidative processes (e.g., volumetric oxidation, or 'voloxidation,' which is high temperature reaction of oxide UNF with oxygen, or modified using other oxidizing and reducing gases), and fluorination and chlorination processes is provided.

    This report documents the activities and findings of the Phase I Preliminary Characterization of Abandoned Septic Tank Systems. The purpose of the preliminary characterization activity was to investigate the Tiger Team abandoned septic systems (tanks and associated leachfields) for the purpose of identifying waste streams for closure at a later date. The work performed was not to fully characterize or remediate the sites. The abandoned systems potentially received wastes or effluent from buildings which could have discharged non-domestic, petroleum hydrocarbons, hazardous, radioactive and/or mixed wastes. A total of 20 sites were investigated for the preliminary characterization of identified abandoned septic systems. Of the 20 sites, 19 were located and characterized through samples collected from each tank(s) and, where applicable, associated leachfields. The abandoned septic tank systems are located in Areas 5, 12, 15, 25, and 26 on the Nevada Test Site.

    Title II of the Energy Conservation and Production Act (ECPA) as amended by the Public Utility Regulatory Policies Act (PURPA) provided financial assistance to state utility regulatory commissions, nonregulated electric utilities, and the Tennessee Valley Authority through the Innovative Rates Program. The financial assistance was to be used to plan or carry out electric utility regulatory rate reform initiatives relating to innovative rate structures that encourage conservation of energy, electric utility efficiency and reduced costs, and equitable rates to consumers. The Federal and local objectives of the project are described. Activities planned and accomplishments are summarized for the following: project management, data collection, utility bill evaluation, billing enclosure/mailing evaluation, media program evaluation, display evaluation, rate study sessions evaluation, speakers bureau evaluation, and individual customer contacts.     The mission of Environmental Management`s (EM) Office of Technology Development (OTD) Innovation Investment Area is to identify and provide development support for two types of technologies that are developed to characterize, treat and dispose of DOE waste, and to remediate contaminated sites. They are: technologies that show promise to address specific EM needs, but require proof-of-principle experimentation; and (2) already proven technologies in other fields that require critical path experimentation to demonstrate feasibility for adaptation to specific EM needs. The underlying strategy is to ensure that private industry, other Federal Agencies, universities, and DOE National Laboratories are major participants in developing and deploying new and emerging technologies. To this end, about 125 different new and emerging technologies are being developed through Innovation Investment Area`s (IIA) two program elements: RDDT&E New Initiatives (RD01) and Interagency Agreements (RD02). Both of these activities are intended to foster research and development partnerships so as to introduce innovative technologies into other OTD program elements for expedited evaluation.

    I develop a new technique to identify M-type extreme subdwarfs (esdMs) and demonstrate that it is substantially more efficient than previous methods. I begin by obtaining spectroscopy and improved photometry of a sample of 54 late-type halo candidates using the rNLTT reduced proper motion (RPM) diagram. From spectroscopy, I find that four of these are esdMs, three of which were previously unknown. From the improved photometry, I show that all four lie in a narrow RPM corridor that contains only 4 non-esdMs. Hence, with good photometry (i.e., without spectroscopy), it appears possible to select esdM candidates with a 50% esdM yield. This is more than an order of magnitude more efficient than previous methods.

    The National Renewable Energy Laboratory (NREL) has estimated that the deployment of photovoltaics (PV) in the commercial buildings sector has the potential to contribute as much as 40 gigawatts peak electrical generation capacity and displace up to 1.1 quads of primary fuel use. A significant portion of this potential exists for smaller buildings under 25,000 square feet (2,300 square meters) in size or two stories or less, providing a strong cross over potential for residential applications as well. To begin to achieve this potential, research is needed to define the appropriate match of PV systems to energy end-uses in the commercial building sector. This report presents preliminary findings for a technical assessment of several alternative paths to integrate PV with building energy systems.

    The severe accident at Fukushima Daiichi nuclear plants illustrates the need for continuous improvements through developing and implementing technologies that contribute to safe, reliable and cost-effective operation of the nuclear fleet. Development of enhanced accident tolerant fuel contributes to this effort. These fuels, in comparison with the standard zircaloy – UO2 system currently used by the LWR industry, should be designed such that they tolerate loss of active cooling in the core for a longer time period (depending on the LWR system and accident scenario) while maintaining or improving the fuel performance during normal operations, operational transients, and design-basis events. This report presents a preliminary systems analysis related to most of these concepts. The potential impacts of these innovative LWR fuels on the front-end of the fuel cycle, on the reactor operation and on the back-end of the fuel cycle are succinctly described without having the pretension of being exhaustive. Since the design of these various concepts is still a work in progress, this analysis can only be preliminary and could be updated as the designs converge on their respective final version.

    This report contains the preliminary findings based on the first phase of an Environmental Survey at the Department of Energy (DOE) Sandia National Laboratories Livermore (SNLL), located at Livermore, California. The Survey is being conducted by DOE's Office of Environment, Safety and Health. The SNLL Survey is a portion of the larger, comprehensive DOE Environmental Survey encompassing all major operating facilities of DOE. The DOE Environmental Survey is one of a series of initiatives announced on September 18, 1985, by Secretary of Energy, John S. Herrington, to strengthen the environmental, safety, and health programs and activities within DOE. The purpose of the Environmental Survey is to identify, via a no fault'' baseline Survey of all the Department's major operating facilities, environmental problems and areas of environmental risk. The identified problem areas will be prioritized on a Department-wide basis in order of importance in 1989. The findings in this report are subject to modification based on the results from the Sampling and Analysis Phase of the Survey. The findings are also subject to modification based on comments from the Albuquerque Operations Office concerning the technical accuracy of the findings. The modified preliminary findings and any other appropriate changes will be incorporated into an Interim Report. The Interim Report will serve as the site-specific source for environmental information generated by the Survey, and ultimately as the primary source of information for the DOE-wide prioritization of environmental problems in the Survey Summary Report. 43 refs., 21 figs., 24 tabs.

    Urbanization is reshaping China's economy, society, and energy system. Between 1990 and 2008 China added more than 300 million new urban residents, bringing the total urbanization rate to 46%. The ongoing population shift is spurring energy demand for new construction, as well as additional residential use with the replacement of rural biomass by urban commercial energy services. This project developed a modeling tool to quantify the full energy consequences of a particular form of urban residential development in order to identify energy- and carbon-efficient modes of neighborhood-level development and help mitigate resource and environmental implications of swelling cities. LBNL developed an integrated modeling tool that combines process-based lifecycle assessment with agent-based building operational energy use, personal transport, and consumption modeling. The lifecycle assessment approach was used to quantify energy and carbon emissions embodied in building materials production, construction, maintenance, and demolition. To provide more comprehensive analysis, LBNL developed an agent-based model as described below. The model was applied to LuJing, a residential development in Jinan, Shandong Province, to provide a case study and model proof of concept. This study produced results data that are unique by virtue of their scale, scope and type. Whereas most existing literature focuses on building-, city-, or national-level analysis, this study covers multi-building neighborhood-scale development. Likewise, while most existing studies focus exclusively on building operational energy use, this study also includes embodied energy related to personal consumption and buildings. Within the boundaries of this analysis, food is the single largest category of the building energy footprint, accounting for 23% of the total. On a policy level, the LCA approach can be useful for quantifying the energy and environmental benefits of longer average building lifespans. In addition to prospective analysis for standards and certification, urban form modeling can also be useful in calculating or verifying ex post facto, bottom-up carbon emissions inventories. Emissions inventories provide a benchmark for evaluating future outcomes and scenarios as well as an empirical basis for valuing low-carbon technologies. By highlighting the embodied energy and emissions of building materials, the LCA approach can also be used to identify the most intensive aspects of industrial production and the supply chain. The agent based modeling aspect of the model can be useful for understanding how policy incentives can impact individual behavior and the aggregate effects thereof. The most useful elaboration of the urban form assessment model would be to further generalize it for comparative analysis. Scenario analysis could be used for benchmarking and identification of policy priorities. If the model is to be used for inventories, it is important to disaggregate the energy use data for more accurate emissions modeling. Depending on the policy integration of the model, it may be useful to incorporate occupancy data for per-capita results. On the question of density and efficiency, it may also be useful to integrate a more explicit spatial scaling mechanism for modeling neighborhood and city-level energy use and emissions, i.e. to account for scaling effects in public infrastructure and transportation.

    The Strategic Defense Initiative Organization (SDIO) decided to investigate the possibility of launching a Russian Topaz II space nuclear power system. A preliminary safety assessment was conducted to determine whether or not a space mission could be conducted safely and within budget constraints. As part of this assessment, a safety policy and safety functional requirements were developed to guide both the safety assessment and future Topaz II activities. A review of the Russian flight safety program was conducted and documented. Our preliminary safety assessment included a top level event tree, neutronic analysis of normal and accident configurations, an evaluation of temperature coefficients of reactivity, a reentry and disposal analysis, and analysis of postulated launch abort impact accidents, and an analysis of postulated propellant fire and explosion accidents. Based on the assessment, it appears that it will be possible to safely launch the Topaz II system in the U.S. with some possible system modifications. The principal system modifications will probably include design changes to preclude water flooded criticality and to assure intact reentry.

    This Preliminary Assessment draft report will present the results of a literature search and preliminary assessment of the body of research, analysis methods, models and data deemed to be relevant to the Utility of Social Modeling for Proliferation Assessment research. This report will provide: 1) a description of the problem space and the kinds of information pertinent to the problem space, 2) a discussion of key relevant or representative literature, 3) a discussion of models and modeling approaches judged to be potentially useful to the research, and 4) the next steps of this research that will be pursued based on this preliminary assessment. This draft report represents a technical deliverable for the NA-22 Simulations, Algorithms, and Modeling (SAM) program. Specifically this draft report is the Task 1 deliverable for project PL09-UtilSocial-PD06, Utility of Social Modeling for Proliferation Assessment. This project investigates non-traditional use of social and cultural information to improve nuclear proliferation assessment, including nonproliferation assessment, proliferation resistance assessments, safeguards assessments and other related studies. These assessments often use and create technical information about the State’s posture towards proliferation, the vulnerability of a nuclear energy system to an undesired event, and the effectiveness of safeguards. This project will find and fuse social and technical information by explicitly considering the role of cultural, social and behavioral factors relevant to proliferation. The aim of this research is to describe and demonstrate if and how social science modeling has utility in proliferation assessment.

    This paper presents a Preliminary Hazards Analysis (PHA) for mixed waste vitrification by joule heating. The purpose of performing a PHA is to establish an initial hazard categorization for a DOE nuclear facility and to identify those processes and structures which may have an impact on or be important to safety. The PHA is typically performed during and provides input to project conceptual design. The PHA is then followed by a Preliminary Safety Analysis Report (PSAR) performed during Title 1 and 2 design. The PSAR then leads to performance of the Final Safety Analysis Report performed during the facility`s construction and testing. It should be completed before routine operation of the facility commences. This PHA addresses the first four chapters of the safety analysis process, in accordance with the requirements of DOE Safety Guidelines in SG 830.110. The hazards associated with vitrification processes are evaluated using standard safety analysis methods which include: identification of credible potential hazardous energy sources; identification of preventative features of the facility or system; identification of mitigative features; and analyses of credible hazards. Maximal facility inventories of radioactive and hazardous materials are postulated to evaluate worst case accident consequences. These inventories were based on DOE-STD-1027-92 guidance and the surrogate waste streams defined by Mayberry, et al. Radiological assessments indicate that a facility, depending on the radioactive material inventory, may be an exempt, Category 3, or Category 2 facility. The calculated impacts would result in no significant impact to offsite personnel or the environment. Hazardous materials assessment indicates that a Mixed Waste Vitrification facility will be a Low Hazard facility having minimal impacts to offsite personnel and the environment.

    An automated method for finding beam focus errors using an optimization program called COMFORT-PLUS. The steps involved in finding the correction factors using COMFORT-PLUS has been used to find the beam focus errors for two damping rings at the SLAC Linear Collider. The program is to be used as an off-line program to analyze actual measured data for any SLC system. A limitation on the application of this procedure is found to be that it depends on the magnitude of the machine errors.     The authors show in this paper how they can find the peaks in the input data if the underlying signal is a sum of Lorentzians. In order to project the data into a space of Lorentzian like functions, they show explicitly the construction of scaling functions which look like Lorentzians. From this construction, they can calculate the biorthogonal filter coefficients for both the analysis and synthesis functions. They then compare their biorthogonal wavelets to the FBI (Federal Bureau of Investigations) wavelets when used for peak finding in noisy data. They will show that in this instance, their filters perform much better than the FBI wavelets.

    The use of RCM techniques have begun to change maintenance practice at Bruce B. This paper discusses innovative practices begun recently. Bruce B has decided to evaluate plant systems using different methods based on the effects of system failure. This approach reduces costs, by using a streamlined method, while maintaining the accuracy of analysis. In addition, the approach increases the likelihood that program recommendations will be implemented by the maintenance department by providing maintenance craft with input to the process. Bruce B has also developed techniques to accelerate the analysis process by evaluating analyses performed at other units. These innovations have been successful piloted at the station.

    A customary approach to auditing and reporting deficiencies is to keep a running list of those that are found, evaluate the severity of each, and based on the evidence, document findings or observations or concerns in an audit report. The report is issued and the auditee is normally requested to address root cause'' as part of their corrective action. This paper describes a root problems'' approach to documenting audit findings that is designed not only to put the QA auditor in a more favorable light, but to more effectively enable the auditee to identify root cause and meaningful corrective action. The positive results of this approach are considerable. You will have fewer findings but those you do have will be substantial. You will cite requirements that sound reasonable and make arguments difficult. If some of the supporting deficiencies (examples) prove to be incorrect, you will still have ample support for the original finding. You will be seen as reasonable individual who can help lead the auditee towards identification of root cause without taking away part of the responsibility. You even have a fair chance of fostering a sense of commitment to quality improvement on the auditee's part. This in itself, is its own reward.

    Rates of patenting in energy technologies in the United States stagnated during a period of low federal investment in the sector from the mid-1980's through 2000. To analyze the current state of the field, we built a new comprehensive database of energy patents in the USA and worldwide aggregated by nation and technology. We show that innovation in energy technologies, as measured by numbers of new patents, has grown dramatically over the last decade both for renewable and fossil fuel-based technologies, but that traditional investment -government and private support for research and development (R&D) -has not risen commensurately. We also show that while venture capital investment in the sector has increased significantly in the last few years it lags the observed uptick in patenting. We find increasing patenting rates in nations worldwide but also differences in regional priorities, as well as a marked divergence in innovation rates across technologies. Renewable energy technologies - especially solar and wind - currently show the fastest rates of innovation, while patenting levels in nuclear fission have remained low despite relatively high levels of sustained investment. While this sharp increase of innovative activity bodes well for change in the energy sector, the future of emerging technologies may hinge on sustained investment in R&D and favorable incentives for market entry.

    The purpose of this report is to present the preliminary findings made during the Environmental Survey, conducted May 11 through 22, 1987, at the United States Department of Energy (DOE) Pinellas Plant in Largo, Florida. As a Preliminary Report, the contents are subject to revisions, which will be made in a forthcoming Interim Report, based on Albuquerque Operations Office review and comments on technical accuracy, the results of the sampling and analyses, and other information that may come to the Survey team's attention prior to issuance of the Interim Report. The Pinellas Plant is currently operated for DOE by the General Electric Company-Neutron Devices Department (GENDD). The Pinellas Survey is part of the larger DOE-wide Environmental Survey effort announced by Secretary John S. Herrington on September 18, 1985. The purpose of this effort is to identify, via no fault'' baseline Surveys, existing environmental problems are areas of environmental risk at DOE facilities and to rank them on a DOE-wide basis. This ranking will enable DOE to more effectively establish priorities for addressing environmental problems and allocate the resources necessary to correct these problems. Because the Survey is no fault'' and is not an audit,'' it is not designed to identify specific isolated incidents of noncompliance or to analyze environmental management practices.     Biorefinery process and economic models built in CHEMCAD and a preliminary, genome-scale metabolic model for the oleaginous yeast Lipomyces starkeyi were used to simulate the bioconversion of corn stover to lipids, and the upgrading of these hydrocarbon precursors to diesel and jet fuel. The metabolic model was based on the recently released genome sequence for L. starkeyi and on metabolic pathway information from the literature. The process model was based on bioconversion, lipid extraction, and lipid oil upgrading data found in literature, on new laboratory experimental data, and on yield predictions from the preliminary L. starkeyi metabolic model. The current plant gate production cost for a distillate-range hydrocarbon fuel was estimated by the process model Base Case to be $9.5/gallon ($9.0 /gallon of gasoline equivalent) with assumptions of 2011$, 10% internal return on investment, and 2205 ton/day dry feed rate. Opportunities for reducing the cost to below $5.0/gallon, such as improving bioconversion lipid yield and hydrogenation catalyst selectivity, are presented in a Target Case. The process and economic models developed for this work will be updated in 2014 with new experimental data and predictions from a refined metabolic network model for L. starkeyi. Attaining a production cost of $3.0/gallon will require finding higher value uses for lignin other than power generation, such as conversion to additional fuel or to a co-product.

    The US Department of Energy's (DOE's) nuclear facility decontamination and decommissioning (D and D) program requires buildings to be decontaminated, decommissioned, and surveyed for radiological contamination in an expeditious and cost-effective manner. Simultaneously, the health and safety of personnel involved in the D and D activities is of primary concern. D and D workers must perform duties high off the ground, requiring the use of manlifts or scaffolding, often, in radiologically or chemically contaminated areas or in areas with limited access. Survey and decontamination instruments that are used are sometimes heavy or awkward to use, particularly when the worker is operating from a manlift or scaffolding. Finding alternative methods of performing such work on manlifts or scaffolding is important. The 2-D Linear Motion System (2-D LMS), also known as the Wall Walker{trademark}, is designed to remotely position tools and instruments on walls for use in such activities as radiation surveys, decontamination, and painting. Traditional (baseline) methods for operating equipment for these tasks require workers to perform duties on elevated platforms, sometimes several meters above the ground surface and near potential sources of contamination. The Wall Walker 2-D LMS significantly improves health and safety conditions by facilitating remote operation of equipment. The Wall Walker 2-D LMS performed well in a demonstration of its precision, accuracy, maneuverability, payload capacity, and ease of use. Thus, this innovative technology is demonstrated to be a viable alternative to standard methods of performing work on large, high walls, especially those that have potential contamination concerns. The Wall Walker was used to perform a final release radiological survey on over 167 m{sup 2} of walls. In this application, surveying using a traditional (baseline) method that employs an aerial lift for manual access was 64% of the total cost of the improved technology. However, for areas over approximately 600 m{sup 2}, the Wall Walker would cost less than the baseline. Using the Wall Walker 2-D LMS, ALARA exposure and worker safety is improved, and there is potential for increased productivity. This innovative technology performed better than the baseline by providing real-time monitoring of the tool or instrument position. Also, the Wall Walker 2-D LMS can traverse any two-dimensional path at constant speeds of up to 18.3 linear meters per minute (60 linear feet per minute). The survey production rate for the innovative technology was about 0.6 m{sup 2}/min (6 ft{sup 2}/min); the baseline production rate was approximately 0.3 m{sup 2}/min (3 ft{sup 2}/min), using the same surveying instrument and maximum scanning rate.

Solar TES systems based on latent heat of fusion rather than molten salt temperature differences, have many advantages that include up to an order of magnitude higher energy storage density, much higher temperature operation, and elimination of pumped loops for most of Infinia’s design options. DOE has funded four different concepts for solar phase change TES, including one other Infinia awarded project using heat pipes to transfer heat to and from the salt. The unique innovation in this project is an integrated TES/pool boiler heat transfer system that is the simplest approach identified to date and arguably has the best potential for minimizing the levelized cost of energy (LCOE). The Phase 1 objectives are to design, build and test a 1-hour TES proof-of-concept lab demonstrator integrated with an Infinia 3 kW Stirling engine, and to conduct a preliminary design of a 12-hour TES on-sun prototype.

    This report presents the preliminary findings of the first phase of the Environmental Survey of the US Department of Energy's (DOE) Solar Energy Research Institute (SERI), conducted December 14 through 18, 1987. The Survey is being conducted by an interdisciplinary team of environmental specialists, led and managed by the Office of Environment, Safety and Health's Office of Environmental Audit. The team includes outside experts supplied by private contractors. The objective of the Survey is to identify environmental problems and areas of environmental risk associated with SERI. The Survey covers all environmental media and all areas of environmental regulation. It is being performed in accordance with the DOE Environmental Survey Manual. As part of the study a research project was commissioned to identify and compare innovative practice with regards to non-technical issues being addressed in retrofit projects being undertaken in the UK housing sector.     The Keystone Center convened and facilitated a year-long Dialogue on "Regional Transmission Projects: Finding Solutions" to develop recommendations that will help address the difficult and contentious issues related to expansions of regional electric transmission systems that are needed for reliable and economic transmission of power within and across regions. This effort brought together a cross-section of affected stakeholders and thought leaders to address the problem with the collective wisdom of their experience and interests. Transmission owners sat at the table with consumer advocates and environmental organizations. Representatives from regional transmission organizations exchanged ideas with state and federal regulators. Generation developers explored common interests with public power suppliers. Together, the Dialogue participants developed consensus solutions about how to begin unraveling some of the more intractable issues surrounding identification of need, allocation of costs, and reaching consensus on siting issues that can frustrate the development of regional transmission infrastructure. The recommendations fall into three broad categories: 1. Recommendations on appropriate institutional arrangements and processes for achieving regional consensus on the need for new or expanded transmission infrastructure 2. Recommendations on the process for siting of transmission lines 3. Recommendations on the tools needed to support regional planning, cost allocation, and siting efforts.
