    Often the methodologies for assessing proliferation risk are focused around the inherent vulnerability of nuclear energy systems and associated safeguards. For example an accepted approach involves ways to measure the intrinsic and extrinsic barriers to potential proliferation. This paper describes preliminary investigation into non-traditional use of social and cultural information to improve proliferation assessment and advance the approach to assessing nuclear material diversion. Proliferation resistance assessment, safeguard assessments and related studies typically create technical information about the vulnerability of a nuclear energy system to diversion of nuclear material. The purpose of this research project is to find ways to integrate social information with technical information by explicitly considering the role of culture, groups and/or individuals to factors that impact the possibility of proliferation. When final, this work is expected to describe and demonstrate the utility of social science modeling in proliferation and proliferation risk assessments.

    Regardless of cost and performance some wind projects are unable to proceed to commissioning as a result of deployment barriers. Principal deployment barriers in the industry today include: wildlife, public acceptance, access to transmission, and radar. To date, methods for understanding these non-technical barriers have failed to accurately characterize the costs imposed by deployment barriers and the degree of impact to the industry. Analytical challenges include limited data and modeling capabilities. Changes in policy and regulation, among other factors, also add complexity to analysis of impacts from deployment barriers. This presentation details preliminary results from new NREL analysis focused on quantifying the impact of deployment barriers on the wind resource of the United States, the installed cost of wind projects, and the total electric power system cost of a 20% wind energy future. In terms of impacts to wind project costs and developable land, preliminary findings suggest that deployment barriers are secondary to market drivers such as demand. Nevertheless, impacts to wind project costs are on the order of $100/kW and a substantial share of the potentially developable windy land in the United States is indeed affected by deployment barriers.

  12. Employment impacts of selected solar and conventional energy systems: a framework for comparisons and preliminary findings

    Preliminary comprehensive analyses of quantitative and qualitative employment effects of selected solar and conventional energy systems are presented. It proposes a framework for analyzing the direct, indirect, induced, displacement, disposable income, and qualitative employment effects of alternative energy systems. The analyses examine current research findings on these effects for a variety of solar and conventional energy sources and compare expected employment impacts. In general, solar energy systems have higher direct and indirect employment requirements than do conventional energy systems. In addition, employment displaced from conventional sources and employment effects due to changes in consumers' disposable income are highly significant variables in net employment comparisons. Analyses of the size and location of projected energy developments suggest that dispersed solar energy systems have a more beneficial impact on host communities than do large conventional facilities, regardless of the relative magnitude of employment per unit of energy output.

    Energy information systems comprise software, data acquisition hardware, and communication systems that are intended to provide energy information to building energy and facilities managers, financial managers, and utilities. This technology has been commercially available for over a decade, however recent advances in Internet and other information technology, and analytical features have expanded the number of product options that are available. For example, features such as green house gas tracking, configurable energy analyses and enhanced interoperability are becoming increasingly common. Energy information systems are used in a variety of commercial buildings operations and environments, and can be characterized in a number of ways. Basic elements of these systems include web-based energy monitoring, web-based energy management linked to controls, demand response, and enterprise energy management applications. However the sheer number and variety of available systems complicate the selection of products to match the needs of a given user. In response, a framework was developed to define the capabilities of different types of energy information systems, and was applied to characterize approximately 30 technologies. Measurement is a critical component in managing energy consumption and energy information must be shared at all organizational levels to maintain persistent, efficient operations. Energy information systems are important to understand because they offer the analytical support to process measured data into information, and they provide the informational link between the primary actors who impact building energy efficiency - operators, facilities and energy managers, owners and corporate decision makers. In this paper, preliminary findings are presented, with a focus on overall trends and the general state of the technology.     The Pacific Northwest Case Study is a multi-agency analysis of atmospheric/climatic change impacts on the Pacific Northwest (which includes Washington, Oregon, Idaho, and portions of the Columbia River Basin in Western Montana). The purpose of the case study, which began in fiscal year 1991, was to develop and test analytical tools, as well as to develop an assessment of the effects of climate change on climate-sensitive natural resources of the Pacific Northwest and economic sectors dependent on them. The overall study, jointly funded by the US Department of Energy (DOE) and the US Environmental Protection Agency, was a broad-based, reconnaissance-level study to identify potential climate impacts on agriculture, coastal resources, forest resources, and irrigation in the Pacific Northwest. DOE participated in the reconnaissance study, with responsibility for hydroelectric and water supply issues. While this report briefly discusses a broader array of water issues, attention is mainly focused on three aspects of the water study: (1) the effects of the region`s higher temperatures on the demand for electric power (which in turn puts additional demand on hydroelectric resources of the region); (2) the effects of higher temperatures and changes, both in precipitation amounts and seasonality, on river flows and hydroelectric supply; and (3) the effect of higher temperatures and changed precipitation amounts and seasonality on salmonid resources -- particularly the rearing conditions in tributaries of the Columbia River Basin. Because the meaning of regional climate forecasts is still quite uncertain, most of the preliminary findings are based on sensitivity analyses and historical analog climate scenarios.

    Low-carbon energy innovation is essential to combat climate change, promote economic competitiveness, and achieve energy security. Using U.S. patent data and additional patent-relevant data collected from the Internet, we map the landscape of low-carbon energy innovation in the United States since 1975. We isolate 10,603 renewable and 10,442 traditional energy patents and develop a database that characterizes proxy measures for technical and commercial impact, as measured by patent citations and Web presence, respectively. Regression models and multivariate simulations are used to compare the social, institutional, and geographic drivers of breakthrough clean energy innovation. Results indicate statistically significant effects of social, institutional, and geographic variables on technical and commercial impacts of patents and unique innovation trends between different energy technologies. We observe important differences between patent citations and Web presence of licensed and unlicensed patents, indicating the potential utility of using screened Web hits as a measure of commercial importance. We offer hypotheses for these revealed differences and suggest a research agenda with which to test these hypotheses. These preliminary findings indicate that leveraging empirical insights to better target research expenditures would augment the speed and scale of innovation and deployment of clean energy technologies.

    Sandia National Laboratories (SNL) is evaluating the potential of an innovative approach for splitting water into hydrogen and oxygen using two-step thermochemical cycles. Thermochemical cycles are heat engines that utilize high-temperature heat to produce chemical work. Like their mechanical work-producing counterparts, their efficiency depends on operating temperature and on the irreversibility of their internal processes. With this in mind, we have invented innovative design concepts for two-step solar-driven thermochemical heat engines based on iron oxide and iron oxide mixed with other metal oxides (ferrites). The design concepts utilize two sets of moving beds of ferrite reactant material in close proximity and moving in opposite directions to overcome a major impediment to achieving high efficiency--thermal recuperation between solids in efficient counter-current arrangements. They also provide inherent separation of the product hydrogen and oxygen and are an excellent match with high-concentration solar flux. However, they also impose unique requirements on the ferrite reactants and materials of construction as well as an understanding of the chemical and cycle thermodynamics. In this report the Counter-Rotating-Ring Receiver/Reactor/Recuperator (CR5) solar thermochemical heat engine and its basic operating principals are described. Preliminary thermal efficiency estimates are presented and discussed. Our ferrite reactant material development activities, thermodynamic studies, test results, and prototype hardware development are also presented.

The data collected during these workshops has been analyzed and sorted to bring out consistent themes toward enhancing innovation in nuclear energy. This report contains a discussion of the workshops and resulting themes. Actionable steps are suggested at the end of the report.   6. Managing process innovation through incremental improvements: Empirical evidence in the petroleum refining industry

    This paper developed a present value index (PVI) model to offer a new solution to differing the effects of radical innovation and incremental improvement. After comparing the return from an initial-radical-process innovation and the return from the incremental changes in petroleum refining processes, it was found that incremental improvements generated higher returns than from its initial innovations. The findings suggest that, in contrast to a conventional research and development (R&D) strategy with a focus on state-of-art innovations, manufacturing companies should place sufficient emphasis on incremental capital and operating improvements to fully exploit economic benefits from an innovation. 49 refs., 3 tabs.

    Typical of the sorts of ventures local distribution companies are embarking on these days is Northern States Power Co.`s new unregulated subsidiary. Seven Innovations, set up to entice its customers with a rather lengthy menu of energy-related services. Seren`s offerings range from home freeze-up protection, for a residential customer away for the winter, to energy load information for a large company. In charge of Seren`s operations is Glynis Hinschberger, president and CEO. She`s logged many years in the power industry and particularly in energy management services. But in the brave new world of unbundling, how does a company like Seren figure out just what services its customers want and need--in sufficient volume to make a healthy contribution to the company`s bottom line? It`s not as if the industry had decades of experience, and accumulated wisdom, to draw on in devising marketing strategies and plans for new unregulated businesses. So, to find out how a new company like Seren assesses its market`s needs, and then translates those needs into viable services, American Gas went to Seren`s Hinschberger for an inside look at how it`s done.

    The technology items in this report were selected on the basis of technological readiness and applicability to current technology transfer thrusts. The items include technologies that are considered to be within 2 to 3 years of being transferred. While the catalog does not profess to be entirely complete, it does represent an initial attempt at archiving innovative geothermal technologies with ample room for additions as they occur. The catalog itself is divided into five major functional areas: Exploration; Drilling, Well Completion, and Reservoir Production; Materials and Brine Chemistry; Direct Use; and Economics. Within these major divisions are sub-categories identifying specific types of technological advances: Hardware; Software; Data Base; Process/Procedure; Test Facility; and Handbook.

    Reprocessing used nuclear fuel (UNF) is a multi-faceted problem involving chemistry, material properties, and engineering. Technology options are available to meet a variety of processing goals. A decision about which reprocessing method is best depends significantly on the process attributes considered to be a priority. New methods of reprocessing that could provide advantages over the aqueous Plutonium Uranium Reduction Extraction (PUREX) and Uranium Extraction + (UREX+) processes, electrochemical, and other approaches are under investigation in the Fuel Cycle Research and Development (FCR&D) Separations Campaign. In an attempt to develop a revolutionary approach to UNF recycle that may have more favorable characteristics than existing technologies, five innovative separations projects have been initiated. These include: (1) Nitrogen Trifluoride for UNF Processing; (2) Reactive Fluoride Gas (SF6) for UNF Processing; (3) Dry Head-end Nitration Processing; (4) Chlorination Processing of UNF; and (5) Enhanced Oxidation/Chlorination Processing of UNF. This report provides a description of the proposed processes, explores how they fit into the Modified Open Cycle (MOC) and Full Recycle (FR) fuel cycles, and identifies performance differences when compared to 'reference' advanced aqueous and fluoride volatility separations cases. To be able to highlight the key changes to the reference case, general background on advanced aqueous solvent extraction, advanced oxidative processes (e.g., volumetric oxidation, or 'voloxidation,' which is high temperature reaction of oxide UNF with oxygen, or modified using other oxidizing and reducing gases), and fluorination and chlorination processes is provided.

    Alternative advanced technologies are being evaluated for use in cooling the Faraday shields used for protection of ion cyclotron range of frequencies (ICR) antennae in Tokamaks. Two approaches currently under evaluation include heat pipe cooling and gas cooling. A Monel/water heat pipe cooled Faraday shield has been successfully demonstrated. Heat pipe cooling offers the advantage of reducing the amount of water discharged into the Tokamak in the event of a tube weld failure. The device was recently tested on an antenna at Oak Ridge National Laboratory. The heat pipe design uses inclined water heat pipes with warm water condensers located outside of the plasma chamber. This approach can passively remove absorbed heat fluxes in excess of 200 W/cm{sup 2};. Helium-cooled Faraday shields are also being evaluated. This approach offers the advantage of no liquid discharge into the Tokamak in the event of a tube failure. Innovative internal cooling structures based on porous metal cooling are being used to develop a helium-cooled Faraday shield structure. This approach can dissipate the high heat fluxes typical of Faraday shield applications while minimizing the required helium blower power. Preliminary analysis shows that nominal helium flow and pressure drop can sufficiently cool a Faraday shield in typical applications. Plans are in progress to fabricate and test prototype hardware based on this approach.

    We propose the research and development of a high-fidelity hydrodynamic algorithm for tetrahedral meshes that will lead to a disruptive innovation in the numerical modeling of Laboratory problems. Our proposed innovation has the potential to reduce turnaround time by orders of magnitude relative to Advanced Simulation and Computing (ASC) codes; reduce simulation setup costs by millions of dollars per year; and effectively leverage Graphics Processing Unit (GPU) and future Exascale computing hardware. If successful, this work will lead to a dramatic leap forward in the Laboratory's quest for a predictive simulation capability.

    The Department of Energy’s Advanced Reactor Technologies Program sponsors research, development and deployment activities through its Next Generation Nuclear Plant, Advanced Reactor Concepts, and Advanced Small Modular Reactor (aSMR) Programs to promote safety, technical, economical, and environmental advancements of innovative Generation IV nuclear energy technologies. The Human Automation Collaboration (HAC) Research Project is located under the aSMR Program, which identifies developing advanced instrumentation and controls and human-machine interfaces as one of four key research areas. It is expected that the new nuclear power plant designs will employ technology significantly more advanced than the analog systems in the existing reactor fleet as well as utilizing automation to a greater extent. Moving towards more advanced technology and more automation does not necessary imply more efficient and safer operation of the plant. Instead, a number of concerns about how these technologies will affect human performance and the overall safety of the plant need to be addressed. More specifically, it is important to investigate how the operator and the automation work as a team to ensure effective and safe plant operation, also known as the human-automation collaboration (HAC). The focus of the HAC research is to understand how various characteristics of automation (such as its reliability, processes, and modes) effect an operator’s use and awareness of plant conditions. In other words, the research team investigates how to best design the collaboration between the operators and the automated systems in a manner that has the greatest positive impact on overall plant performance and reliability.   6. Urban Form Energy Use and Emissions in China: Preliminary Findings and Model Proof of Concept

    Urbanization is reshaping China's economy, society, and energy system. Between 1990 and 2008 China added more than 300 million new urban residents, bringing the total urbanization rate to 46%. The ongoing population shift is spurring energy demand for new construction, as well as additional residential use with the replacement of rural biomass by urban commercial energy services. This project developed a modeling tool to quantify the full energy consequences of a particular form of urban residential development in order to identify energy- and carbon-efficient modes of neighborhood-level development and help mitigate resource and environmental implications of swelling cities. LBNL developed an integrated modeling tool that combines process-based lifecycle assessment with agent-based building operational energy use, personal transport, and consumption modeling. The lifecycle assessment approach was used to quantify energy and carbon emissions embodied in building materials production, construction, maintenance, and demolition. To provide more comprehensive analysis, LBNL developed an agent-based model as described below. The model was applied to LuJing, a residential development in Jinan, Shandong Province, to provide a case study and model proof of concept. This study produced results data that are unique by virtue of their scale, scope and type. Whereas most existing literature focuses on building-, city-, or national-level analysis, this study covers multi-building neighborhood-scale development. Likewise, while most existing studies focus exclusively on building operational energy use, this study also includes embodied energy related to personal consumption and buildings. Within the boundaries of this analysis, food is the single largest category of the building energy footprint, accounting for 23% of the total. On a policy level, the LCA approach can be useful for quantifying the energy and environmental benefits of longer average building lifespans. In addition to prospective analysis for standards and certification, urban form modeling can also be useful in calculating or verifying ex post facto, bottom-up carbon emissions inventories. Emissions inventories provide a benchmark for evaluating future outcomes and scenarios as well as an empirical basis for valuing low-carbon technologies. By highlighting the embodied energy and emissions of building materials, the LCA approach can also be used to identify the most intensive aspects of industrial production and the supply chain. The agent based modeling aspect of the model can be useful for understanding how policy incentives can impact individual behavior and the aggregate effects thereof. The most useful elaboration of the urban form assessment model would be to further generalize it for comparative analysis. Scenario analysis could be used for benchmarking and identification of policy priorities. If the model is to be used for inventories, it is important to disaggregate the energy use data for more accurate emissions modeling. Depending on the policy integration of the model, it may be useful to incorporate occupancy data for per-capita results. On the question of density and efficiency, it may also be useful to integrate a more explicit spatial scaling mechanism for modeling neighborhood and city-level energy use and emissions, i.e. to account for scaling effects in public infrastructure and transportation.

    The mission of Environmental Management`s (EM) Office of Technology Development (OTD) Innovation Investment Area is to identify and provide development support for two types of technologies that are developed to characterize, treat and dispose of DOE waste, and to remediate contaminated sites. They are: technologies that show promise to address specific EM needs, but require proof-of-principle experimentation; and (2) already proven technologies in other fields that require critical path experimentation to demonstrate feasibility for adaptation to specific EM needs. The underlying strategy is to ensure that private industry, other Federal Agencies, universities, and DOE National Laboratories are major participants in developing and deploying new and emerging technologies. To this end, about 125 different new and emerging technologies are being developed through Innovation Investment Area`s (IIA) two program elements: RDDT&E New Initiatives (RD01) and Interagency Agreements (RD02). Both of these activities are intended to foster research and development partnerships so as to introduce innovative technologies into other OTD program elements for expedited evaluation.

    The severe accident at Fukushima Daiichi nuclear plants illustrates the need for continuous improvements through developing and implementing technologies that contribute to safe, reliable and cost-effective operation of the nuclear fleet. Development of enhanced accident tolerant fuel contributes to this effort. These fuels, in comparison with the standard zircaloy – UO2 system currently used by the LWR industry, should be designed such that they tolerate loss of active cooling in the core for a longer time period (depending on the LWR system and accident scenario) while maintaining or improving the fuel performance during normal operations, operational transients, and design-basis events. This report presents a preliminary systems analysis related to most of these concepts. The potential impacts of these innovative LWR fuels on the front-end of the fuel cycle, on the reactor operation and on the back-end of the fuel cycle are succinctly described without having the pretension of being exhaustive. Since the design of these various concepts is still a work in progress, this analysis can only be preliminary and could be updated as the designs converge on their respective final version.

    This report contains the preliminary findings based on the first phase of an Environmental Survey at the Department of Energy (DOE) Sandia National Laboratories Livermore (SNLL), located at Livermore, California. The Survey is being conducted by DOE's Office of Environment, Safety and Health. The SNLL Survey is a portion of the larger, comprehensive DOE Environmental Survey encompassing all major operating facilities of DOE. The DOE Environmental Survey is one of a series of initiatives announced on September 18, 1985, by Secretary of Energy, John S. Herrington, to strengthen the environmental, safety, and health programs and activities within DOE. The purpose of the Environmental Survey is to identify, via a no fault'' baseline Survey of all the Department's major operating facilities, environmental problems and areas of environmental risk. The identified problem areas will be prioritized on a Department-wide basis in order of importance in 1989. The findings in this report are subject to modification based on the results from the Sampling and Analysis Phase of the Survey. The findings are also subject to modification based on comments from the Albuquerque Operations Office concerning the technical accuracy of the findings. The modified preliminary findings and any other appropriate changes will be incorporated into an Interim Report. The Interim Report will serve as the site-specific source for environmental information generated by the Survey, and ultimately as the primary source of information for the DOE-wide prioritization of environmental problems in the Survey Summary Report. 43 refs., 21 figs., 24 tabs.

    The authors show in this paper how they can find the peaks in the input data if the underlying signal is a sum of Lorentzians. In order to project the data into a space of Lorentzian like functions, they show explicitly the construction of scaling functions which look like Lorentzians. From this construction, they can calculate the biorthogonal filter coefficients for both the analysis and synthesis functions. They then compare their biorthogonal wavelets to the FBI (Federal Bureau of Investigations) wavelets when used for peak finding in noisy data. They will show that in this instance, their filters perform much better than the FBI wavelets.
