The survey inquired essentially about their organizational use and familiarity with the following innovative financing methods: Direct Loan, Loan Interest Reduction, Lease, Lease Purchase, Shared Savings, Energy Service Contracts, Conservation Incentives and Guaranteed Cash Flow. Whatever their characteristics, urban or rural, schools or hospitals, gas and electric utilities of differing ownership types, large or small states, respondents indicated a marginal awareness and utilization of the eight major financing methods. Even though their awareness and use is uneven with respect to their characteristics, certain trends emerge which display an overall lack of application of most of these financing techniques to enhance the program use of grant funds.

Some suggest that the National and Sectoral Innovation Systems literature has become bogged down, however, into case studies of how specific institutions affect innovation in a specific country.     Low-carbon energy innovation is essential to combat climate change, promote economic competitiveness, and achieve energy security. Using U.S. patent data and additional patent-relevant data collected from the Internet, we map the landscape of low-carbon energy innovation in the United States since 1975. We isolate 10,603 renewable and 10,442 traditional energy patents and develop a database that characterizes proxy measures for technical and commercial impact, as measured by patent citations and Web presence, respectively. Regression models and multivariate simulations are used to compare the social, institutional, and geographic drivers of breakthrough clean energy innovation. Results indicate statistically significant effects of social, institutional, and geographic variables on technical and commercial impacts of patents and unique innovation trends between different energy technologies. We observe important differences between patent citations and Web presence of licensed and unlicensed patents, indicating the potential utility of using screened Web hits as a measure of commercial importance. We offer hypotheses for these revealed differences and suggest a research agenda with which to test these hypotheses. These preliminary findings indicate that leveraging empirical insights to better target research expenditures would augment the speed and scale of innovation and deployment of clean energy technologies.

The U.S. Department of Energy (DOE) is a world leader in the development of high-performance computing (HPC), the development of applied math and algorithms that utilize the full potential of HPC platforms, and the application of computing to science and engineering problems. An interesting general question is whether the DOE can strategically utilize its capability in simulations to advance innovation more broadly.     Last year, I was one of the reviewers of proposals to a newly created NIH program, the New Innovator Award. Its goal was to address a frequent criticism – that peer review is biased against innovation – and to fund exceptionally innovative, high impact research from new investigators. To encourage the submission of innovative ideas, preliminary data was not required. Nearly 2,200 applications were submitted, but only 30 awards were made, for a success rate of <1.4%. This suggests either that there are a lot of unfunded innovative ideas out there, or that the ability to submit a proposal without preliminary data was irresistible. Over the years, I have observed that very few innovative ideas are ever brought to the point where they have made a significant impact on biological research. Grant review panels implicitly understand this unpleasant truth. The defining characteristic of successful ideas are bright and preserving scientists who believe in their ideas and are willing to do whatever it takes to make them succeed. What Thomas Edison said about genius is equally applicable to innovation; it, too, is mostly about perspiration.

    Reprocessing used nuclear fuel (UNF) is a multi-faceted problem involving chemistry, material properties, and engineering. Technology options are available to meet a variety of processing goals. A decision about which reprocessing method is best depends significantly on the process attributes considered to be a priority. New methods of reprocessing that could provide advantages over the aqueous Plutonium Uranium Reduction Extraction (PUREX) and Uranium Extraction + (UREX+) processes, electrochemical, and other approaches are under investigation in the Fuel Cycle Research and Development (FCR&D) Separations Campaign. In an attempt to develop a revolutionary approach to UNF recycle that may have more favorable characteristics than existing technologies, five innovative separations projects have been initiated. These include: (1) Nitrogen Trifluoride for UNF Processing; (2) Reactive Fluoride Gas (SF6) for UNF Processing; (3) Dry Head-end Nitration Processing; (4) Chlorination Processing of UNF; and (5) Enhanced Oxidation/Chlorination Processing of UNF. This report provides a description of the proposed processes, explores how they fit into the Modified Open Cycle (MOC) and Full Recycle (FR) fuel cycles, and identifies performance differences when compared to 'reference' advanced aqueous and fluoride volatility separations cases. To be able to highlight the key changes to the reference case, general background on advanced aqueous solvent extraction, advanced oxidative processes (e.g., volumetric oxidation, or 'voloxidation,' which is high temperature reaction of oxide UNF with oxygen, or modified using other oxidizing and reducing gases), and fluorination and chlorination processes is provided.

    We propose the research and development of a high-fidelity hydrodynamic algorithm for tetrahedral meshes that will lead to a disruptive innovation in the numerical modeling of Laboratory problems. Our proposed innovation has the potential to reduce turnaround time by orders of magnitude relative to Advanced Simulation and Computing (ASC) codes; reduce simulation setup costs by millions of dollars per year; and effectively leverage Graphics Processing Unit (GPU) and future Exascale computing hardware. If successful, this work will lead to a dramatic leap forward in the Laboratory's quest for a predictive simulation capability.

    There are two categories of requirements: (i) user requirements that need to be met by the designers and manufacturers of innovative reactors and fuel cycles, and (ii) a wide spectrum of requirements that need to be met by countries, willing to successfully deploy innovative nuclear reactors for energy production. This part of the International Project on Innovative Reactors and Fuel Cycles will mainly deal with the second category of requirements. Both categories of requirements will vary depending on the institutional development, infrastructure availability and social attitude in any given country. Out of the need for sustainable development requirements will also more specific in the future. Over a 50-year time frame both categories of requirements will evolve with social and economic development as nuclear technology develops further. For example, the deployment of innovative reactors in countries with marginal or non-existing nuclear infrastructures would be possible only if the reactors are built, owned and operated by an international nuclear utility or if they are inherently safe and can be delivered as a 'black box - nuclear battery'. A number of issues will need to be addressed and conditions and requirements developed if this is going to become a reality. One general requirement for wider utilization of innovative nuclear power will be the public and environmental considerations, which will play a role in the decision making processes. Five main clusters of topics will be handled: - Infra-structural aspects, typology and consequences for nuclear development. - Industrial requirements for the different innovative concepts. - Institutional developments and requirements for future deployment of nuclear energy. (National as well as international) - Socio-political aspects, a.o. public acceptance and role of governments. - Sustainability: requirements following the need for sustainability Analysis will be made of the evolution of national and international social, institutional and infrastructure requirements for the deployment of innovative nuclear technology through 2050 and beyond and requirements will be identified following the need for (authors)

    To achieve its goals in meeting future clean energy requirements, the United States must develop well trained people, and the steady stream of scientific and technical innovations they produce. Education in the emerging fields of nanoscience is expected to be critical in this endeavor. Access to the basic tools used in understanding nanoscience is lacking in the education environment. The goal of this program was to develop affordable electron microscopes for nanotechnology undergraduate education, student research experiences, and workforce training. The outcome was to complete the development and delivery of tools to education institutions for evaluation. The evaluation of the tools was accomplished under a second DOE funded effort, DE-FG02-06ER64248 “Tools for Nanotechnology Education Development”, and administered by the Biological and Environmental Research (BER) division. The final report from that program is attached to this report as an appendix as a courtesy.

    The Laboratory's Institutional Research and Development (IR and D) Program was established in 1984 to foster exploratory work to advance science and technology, disciplinary research to develop innovative solutions to support our national defense and energy missions. In FY 1988, the IR and D Program was funded by a 2% assessment on the Laboratory's operating budget. Our policy is to use these funds for researching innovative ideas in LLNL's areas of expertise and for developing new areas of expertise that we perceive to be in the national interest. The technical and scientific accomplishments of each project and of each institute funded this year are presented in this report. The projects were selected because they are expected to advance research in important areas that are too basic or too time consuming to be funded by the developmental programs or because they are somewhat risky projects that have the promise of high payoff. We are continually reappraising the IR and D Program. In particular, we seek new candidates for the Director's Initiatives, and we constantly reassess the work in progress. Each year, we make adjustments to further the Laboratory's policy of using the IR and D Program to fund innovative ideas with high potential for enhancing programmatic activities of national importance.

    Title II of the Energy Conservation and Production Act (ECPA) as amended by the Public Utility Regulatory Policies Act (PURPA) provided financial assistance to state utility regulatory commissions, nonregulated electric utilities, and the Tennessee Valley Authority through the Innovative Rates Program. The financial assistance was to be used to plan or carry out electric utility regulatory rate reform initiatives relating to innovative rate structures that encourage conservation of energy, electric utility efficiency and reduced costs, and equitable rates to consumers.     The mission of Environmental Management`s (EM) Office of Technology Development (OTD) Innovation Investment Area is to identify and provide development support for two types of technologies that are developed to characterize, treat and dispose of DOE waste, and to remediate contaminated sites.     Sandia National Laboratories (SNL) is evaluating the potential of an innovative approach for splitting water into hydrogen and oxygen using two-step thermochemical cycles. Thermochemical cycles are heat engines that utilize high-temperature heat to produce chemical work. Like their mechanical work-producing counterparts, their efficiency depends on operating temperature and on the irreversibility of their internal processes. With this in mind, we have invented innovative design concepts for two-step solar-driven thermochemical heat engines based on iron oxide and iron oxide mixed with other metal oxides (ferrites). The design concepts utilize two sets of moving beds of ferrite reactant material in close proximity and moving in opposite directions to overcome a major impediment to achieving high efficiency--thermal recuperation between solids in efficient counter-current arrangements. They also provide inherent separation of the product hydrogen and oxygen and are an excellent match with high-concentration solar flux. However, they also impose unique requirements on the ferrite reactants and materials of construction as well as an understanding of the chemical and cycle thermodynamics. In this report the Counter-Rotating-Ring Receiver/Reactor/Recuperator (CR5) solar thermochemical heat engine and its basic operating principals are described. Preliminary thermal efficiency estimates are presented and discussed. Our ferrite reactant material development activities, thermodynamic studies, test results, and prototype hardware development are also presented.

    In 1978 the Solar Energy Research Institute (SERI) was given the responsibility of managing the Advanced and Innovative Wind Energy Concepts (AIWEC) Task by the US Department of Energy (DOE). The objective of this program has been to determine the technical and economic potential of advanced wind energy concepts. Assessment and R and D efforts in the AIWEC program have included theoretical performance analyses, wind tunnel testing, and/or costing studies. Concepts demonstrating sufficient potential undergo prototype testing in a Proof-of-Concept research phase. Several concepts, such as the Dynamic Inducer, the Diffuser Augmented wind Turbine, the Electrofluid Dynamic Wind-Driven Generator, the Passive Cyclic Pitch concept, and higher performance airfoil configurations for vertical axis wind turbines, have recently made significant progress. The latter has currently reached the Proof-of-Concept phase. The present paper provides an overview of the technical progress and current status of these concepts.

    More than a dozen energy experts convened in Houston, Texas, on February 13, 2009, for the first in a series of four regionally-based energy summits being held by the Council on Competitiveness. The Southern Energy Summit was hosted by Marathon Oil Corporation, and participants explored the public policy, business and technological challenges to increasing the diversity and sustainability of U.S. energy supplies. There was strong consensus that no single form of energy can satisfy the projected doubling, if not tripling, of demand by the year 2050 while also meeting pressing environmental challenges, including climate change. Innovative technology such as carbon capture and storage, new mitigation techniques and alternative forms of energy must all be brought to bear. However, unlike breakthroughs in information technology, advancing broad-based energy innovation requires an enormous scale that must be factored into any equation that represents an energy solution. Further, the time frame for developing alternative forms of energy is much longer than many believe and is not understood by the general public, whose support for sustainability is critical. Some panelists estimated that it will take more than 50 years to achieve the vision of an energy system that is locally tailored and has tremendous diversity in generation. A long-term commitment to energy sustainability may also require some game-changing strategies that calm volatile energy markets and avoid political cycles. Taking a page from U.S. economic history, one panelist suggested the creation of an independent Federal Energy Reserve Board not unlike the Federal Reserve. The board would be independent and influence national decisions on energy supply, technology, infrastructure and the nation's carbon footprint to better calm the volatile energy market. Public-private efforts are critical. Energy sustainability will require partnerships with the federal government, such as the U.S. Department of Energy's National Laboratories, that can provide real-world improvements in both the short- and long-term. Indeed, the roles of government and the private sector in energy sustainability were brought into sharper focus by the pending American Recovery and Reinvestment Act of 2009, also known as the economic stimulus bill. There was cautious optimism that the bill was moving the nation in the right direction by way of focusing on greater energy efficiency, alternative forms of energy and improved infrastructure. Nevertheless, there was concern over Congress picking energy winners and losers. Instead, Congress should challenge industry to produce solutions that will create a clear path forward to energy sustainability that the American people can support.

    This paper reports the development of an innovative eddy current (EC) probe, and its application to micro-defects on the root of the Friction Stir Welding (FSW). The new EC probe presents innovative concept issues, allowing 3D induced current in the material, and a lift-off independence. Validation experiments were performed on aluminium alloys processed by FSW. The results clearly show that the new EC probe is able to detect and sizing surface defects about 60 microns depth.

    A detailed empirical analysis of the productivity of non financial firms across several countries and years shows that productivity follows a non-Gaussian distribution with power law tails. We demonstrate that these empirical findings can be interpreted as consequence of a mechanism of exchanges in a social network where firms improve their productivity by direct innovation or/and by imitation of other firm's technological and organizational solutions. The type of network-connectivity determines how fast and how efficiently information can diffuse and how quickly innovation will permeate or behaviors will be imitated. From a model for innovation flow through a complex network we obtain that the expectation values of the productivity level are proportional to the connectivity of the network of links between firms. The comparison with the empirical distributions reveals that such a network must be of a scale-free type with a power-law degree distribution in the large connectivity range.

    The use of RCM techniques have begun to change maintenance practice at Bruce B. This paper discusses innovative practices begun recently. Bruce B has decided to evaluate plant systems using different methods based on the effects of system failure. This approach reduces costs, by using a streamlined method, while maintaining the accuracy of analysis. In addition, the approach increases the likelihood that program recommendations will be implemented by the maintenance department by providing maintenance craft with input to the process. Bruce B has also developed techniques to accelerate the analysis process by evaluating analyses performed at other units. These innovations have been successful piloted at the station.

    Through the Office of Technology Development (OTD), the U.S. Department of Energy (DOE) has initiated a national applied research, development, demonstration, testing, and evaluation program, whose goal has been to resolve the major technical issues and rapidly advance technologies for environmental restoration and waste management. The Innovative Technology Development (ITD) Program was established as a part of the DOE, Research, Development, Demonstration, Testing, and Evaluation (RDDT&E) Program. The plan is part of the DOE`s program to restore sites impacted by weapons production and to upgrade future waste management operations. On July 10, 1990, DOE issued a Program Research and Development Announcement (PRDA) through the Idaho Operations Office to solicit private sector help in developing innovative technologies to support DOE`s clean-up goals. This report presents summaries of each of the seven projects, which developed and tested the technologies proposed by the seven private contractors selected through the PRDA process.

    ARIES stands for Advanced Reactor Innovation Evaluation Study. It is a program and a team that explores the commercial potential of fusion as an energy resource. Though it is a multi-institutional program, ARIES is led by the University of California at San Diego. ARIES studies both magnetic fusion energy (MFE) and inertial fusion energy (IFE), using an approach that integrates theory, experiments, and technology. The ARIES team proposes fusion reactor designs and works to understand how technology, materials and plasma physics processes interact and influence each other. A 2005 report to the Fusion Energy Sciences Advisory Committee ("Scientific Challenges, Opportunities, and Priorities for the U.S. Fusion Energy Sciences Program") noted on page 98 an example of the importance of this materials properties aspect: "For instance, effects on plasma edge by various plasma facing materials and effects on various plasma stabilization and control techniques by highly conducting liquid metal blankets are being considered by physicists."     In a short period after the success of CP1, many types of nuclear reactors were proposed and investigated. However, soon only a small number of reactors were selected for practical use. Around 1970, only LWRs with small number of CANDUs were operated in the western world, and FBRs were under development. It was about the time when Apollo moon landing was accomplished. However, at the same time, the future of human being was widely considered pessimistic and Limits to Growth was published. In the end of 1970’s the TMI accident occurred and many nuclear reactor contracts were cancelled in USA and any more contracts had not been concluded until recent years. From the reflection of this accident, many Inherent Safe Reactors (ISRs) were proposed, though none of them were constructed. A common idea of ISRs is smallness of their size. Tokyo Institute of Technology (TokyoTech) held a symposium on small reactors, SR/TIT, in 1991, where many types of small ISRs were presented. Recently small reactors attract interest again. The most ideas employed in these reactors were the same discussed in SR/TIT. In 1980’s the radioactive wastes from fuel cycle became a severe problem around the world. In TokyoTech, this issue was discussed mainly from the viewpoint of nuclear transmutations. The neutron economy became inevitable for these innovative nuclear reactors especially small long-life reactors and transmutation reactors.

This report describes a comparative demonstration between two concrete removal technologies: an innovative system using Centrifugal Shot Blasting (CSB) and a modified baseline technology called a rotary drum planer.

Chapter 3 suggests mechanisms for interaction that will foster wide participation in program planning and implementation and provides a framework for managing and resolving the issues related to development and operation of the transportation system. A list of acronyms and a glossary are included for the reader's convenience. Also included in this Plan are four appendices. Of particular importance is Appendix A, which includes detailed discussion of specific transportation issues.     New and innovative optical materials and coatings can greatly improve the efficiency of window energy systems. These potential materials and coatings increase energy efficiency by reducing radiative losses in the infrared, or reducing visible reflection losses or controlling overheating due to solar gain. Current progress in heat mirror coatings for glass and polymeric substrates is presented. Highly doped semiconducting oxides and metal/dielectric interference coatings are reviewed. Physical and optical properties are outlined for antireflection films and transparent aerogel insulation media. The potential for optical switching films as window elements includes discussions of electrochromic, photochromic and other physical switching processes.
