  3. Utility-Scale Solar 2014. An Empirical Analysis of Project Cost, Performance, and Pricing Trends in the United States

    Other than the nine Solar Energy Generation Systems (“SEGS”) parabolic trough projects built in the 1980s, virtually no large-scale or “utility-scale” solar projects – defined here to include any groundmounted photovoltaic (“PV”), concentrating photovoltaic (“CPV”), or concentrating solar thermal power (“CSP”) project larger than 5 MWAC – existed in the United States prior to 2007. By 2012 – just five years later – utility-scale had become the largest sector of the overall PV market in the United States, a distinction that was repeated in both 2013 and 2014 and that is expected to continue for at least the next few years. Over this same short period, CSP also experienced a bit of a renaissance in the United States, with a number of large new parabolic trough and power tower systems – some including thermal storage – achieving commercial operation. With this critical mass of new utility-scale projects now online and in some cases having operated for a number of years (generating not only electricity, but also empirical data that can be mined), the rapidly growing utility-scale sector is ripe for analysis. This report, the third edition in an ongoing annual series, meets this need through in-depth, annually updated, data-driven analysis of not just installed project costs or prices – i.e., the traditional realm of solar economics analyses – but also operating costs, capacity factors, and power purchase agreement (“PPA”) prices from a large sample of utility-scale solar projects in the United States. Given its current dominance in the market, utility-scale PV also dominates much of this report, though data from CPV and CSP projects are presented where appropriate.

    Achieving significant reductions in retail electric sales is becoming a priority for policymakers in many states and is echoed at the federal level with the introduction of legislation to establish a national energy efficiency resource standard. Yet, as the National Action Plan on Energy Efficiency (NAPEE) pointed out, many utilities continue to shy away from seriously expanding their energy efficiency program offerings because they claim there is insufficient profit motivation, or even a financial disincentive, when compared to supply-side investments. In response to an information request from the Kansas Corporation Commission staff, we conducted a financial analysis to assess the utility business case in Kansas for pursuing more aggressive energy efficiency that complies with recent state legislation. Kansas' utilities are vertically integrated and don't face retail competition. With historically low retail rates and modest experience with energy efficiency, the achievement of rapid and substantial sales reductions from energy efficiency will require a viable utility business model. Using a conglomerate of the three largest utilities in Kansas, we quantitatively illustrate the tradeoff between ratepayer and shareholder interests when a 1percent reduction in incremental sales is achieved through energy efficiency both with and without the impact of future carbon regulation. We then assess if the utility can be compensated in a manner that produces a sufficient business case but leaves an adequate amount of net resource benefits for ratepayers at a cost that is not overly burdensome. Finally, we show how several common shareholder incentive mechanisms would be designed to achieve this balance.

    Fuel injection at the tuyeres has always been part of normal operating practice on this blast furnace. It has been used as much because of the beneficial effects on furnace operation as for the replacement of some of the coke that would otherwise be consumed. Fuel oil was used at first, but since the early 1980s it was more economical to inject natural gas. Studies in 1990 indicated that natural gas could be increased to 75 kg/tHM on No. 7 Furnace, and this would result in a coke rate of approximately 360 kg/tHM. It was apparent that coal injection offered significantly more opportunity for coke savings. Coke rate could be lowered to 300 kg/tHM with coal injected at 175 kg/tHM. Some combustion limitations were expected at that level. A coke rate of 270 kg/tHM with coal at 200 kg/tHM may be possible once these limitations are overcome. Furnace permeability was expected to limit the ability to reduce coke rate any further. In addition, the relative cost of coal would be significantly lower than the cost of coke it replaced. This lead to the decision late in 1991 to install pulverized coal injection (PCI) equipment for all of Inland`s blast furnaces. This paper will deal with PCI experience at No. 7 Blast Furnace.

  11. ORNL Trusted Corridors Project: Watts Bar Dam Inland Waterway Project

    Radiation has existed everywhere in the environment since the Earth's formation - in rocks, soil, water, and plants. The mining and processing of naturally occurring radioactive materials for use in medicine, power generation, consumer products, and industry inevitably generate emissions and waste. Radiological measuring devices have been used by industry for years to measure for radiation in undesired locations or simply identify radioactive materials. Since the terrorist attacks on the United States on 9-11-01 these radiation measuring devices have proliferated in many places in our nation's commerce system. DOE, TVA, the Army Corps and ORNL collaborated to test the usefulness of these devices in our nation's waterway system on this project. The purpose of the Watts Bar Dam ORNL Trusted Corridors project was to investigate the security, safety and enforcement needs of local, state and federal government entities for state-of-the-art sensor monitoring in regards to illegal cargo including utilization of the existing infrastructure. TVA's inland waterways lock system is a recognized and accepted infrastructure by the commercial carrier industry. Safety Monitoring activities included tow boat operators, commercial barges and vessels, recreational watercraft and their cargo, identification of unsafe vessels and carriers, and, monitoring of domestic and foreign commercial vessels and cargo identification. Safety Enforcement activities included cargo safety, tracking, identification of hazardous materials, waterway safety regulations, and hazardous materials regulations. Homeland Security and Law Enforcement Applications included Radiological Dispersive Devices (RDD) identification, identification of unsafe or illicit transport of hazardous materials including chemicals and radiological materials, and screening for shipments of illicit drugs. In the Fall of 2005 the SensorNet funding for the project expired. After several unsuccessful attempts to find a Federal sponsor to continue with the project, the Watts Bar Dam Project was canceled and the Exploranium radiation monitors were removed from the doors of Watts Bar Dam in early 2006. The DHS Domestic Nuclear Detection Office decided to proceed with a Pilot building on the ORNL work performed at the TN and SC weigh stations in the highway sector of the Trusted Corridors project and eventually expanded it to other southern states under the name of Southeastern Corridor Pilot Project (SETCP). Many of the Phase I goals were achieved however real-world test data of private watercraft and barges was never obtained.

  12. Coastal-inland solar radiation difference study. Final report

    The purpose of this study was to quantify the characteristics of solar insolation in the coastal zone and to determine the effect of the sea breeze circulation on the global insolation. In order to satisfy these objectives, a six station sampling network was established in the coastal plain of southeastern North Carolina, where previous evidence has indicated that the sea breeze circulation is almost a daily occurrence from late May through October. Three sites (Sloop Point, Onslow Beach, and Cape Fear Technical Institute (CFTI)) were located near the coast (coastal sites) to assess the insolation at the coast. A site (Clinton) was located in an area seldom affected by the sea breeze (about 100 km from the coast). Two additional sites, Wallace and Ellis Airport, located between the coastal sites and the control site, were to be used to assess the transient impact of the sea breeze upon the insolation. Pyranometers were located at each site to measure the global insolation. Direct normal insolation measured by a pyrheliometer and ultraviolet radiation measured by uv radiometers were observed at the Sloop Point and Clinton sites only. Data were collected during the calendar year 1978. The results of the study indicated that the global insolation had greater variability over the network during the summer season (June, July, and August). During the summer, there was a systematicdiurnal variation of the difference in global insolation between the inland and the coastal sites.

  13. TRACC: Algorithm for Predicting and Tracking Barges on Inland Waterways

    Algorithm developed in this work is used to predict the location and estimate the traveling speed of a barge moving in inland waterway network. Measurements obtained from GPS or other systems are corrupted with measurement noise and reported at large, irregular time intervals. Thus, creating uncertainty about the current location of the barge and minimizing the effectiveness of emergency response activities in case of an accident or act of terrorism. Developing a prediction algorithm becomemore » a non-trivial problem due to estimation of speed becomes challenging, attributed to the complex interactions between multiple systems associated in the process. This software, uses systems approach in modeling the motion dynamics of the barge and estimates the location and speed of the barge at next, user defined, time interval. In this work, first, to estimate the speed a non-linear, stochastic modeling technique was developed that take local variations and interactions existing in the system. Output speed is then used as an observation in a statistically optimal filtering technique, Kalman filter, formulated in state-space to minimize numerous errors observed in the system. The combined system synergistically fuses the local information available with measurements obtained to predict the location and speed of traveling of the barge accurately.« less

    Presently along with traditional insulators i.e. glass and porcelain, etc., the polymeric insulators are also used world widely. These polymeric insulators are very sensitive to various environmental parameters e.g. UV radiations, heat, etc. The UV radiation level in the central region of Saudi Arabia is high as compared to the recommended IEC-61109 standard for the accelerated aging of the composite insulators. In this study, thermoplastic elastomer (TPE) and Ethylene Propylene Diene Monomer (EPDM) insulators were subjected to accelerated aging stress as per IEC standard as well as modified IEC standard simulating the inland arid desert's atmospheric conditions. The hydrophobic characteristics were studied by measuring the contact angle along the insulator surface before and after the accelerated aging of the samples. It was found that TPE loses its hydrophobic properties more as compared to EPDM insulator. This loss was proportional to the intensity of UV irradiation. The rate of recovery is also low for both the tested materials as compared to Silicone Rubber insulators.

    The excessive complexity of both machine architectures and applications have made it difficult for compilers to statically model and predict application behavior. This observation motivates the recent interest in performance tuning using empirical techniques. We present a new embedded scripting language, POET (Parameterized Optimization for Empirical Tuning), for parameterizing complex code transformations so that they can be empirically tuned. The POET language aims to significantly improve the generality, flexibility, and efficiency of existing empirical tuning systems. We have used the language to parameterize and to empirically tune three loop optimizations-interchange, blocking, and unrolling-for two linear algebra kernels. We show experimentally that the time required to tune these optimizations using POET, which does not require any program analysis, is significantly shorter than that when using a full compiler-based source-code optimizer which performs sophisticated program analysis and optimizations.

    Observations of atmospheric nuclear tests carried out at the Nevada Test Site from 1951 to 1958 provided data for an empirical investigation of how infrasonic signals are propagated to distances of about 250 km. Those observations and the analysis documented in this report involved signal amplitudes and average velocities and included three classes of signals: stratospheric, thermospheric, and tropospheric/surface. The authors' analysis showed that stratospheric winds have a dominant effect upon stratospheric signal amplitudes. The report outlines a method for normalizing stratospheric signal amplitudes for the effects of upper atmospheric winds and presents equations for predicting or normalizing amplitude and average velocity for the three types of signals.

    The Schatz Energy Research Center (SERC) assisted the Yurok Tribe in investigating the feasibility of creating a permanent energy services program for the Tribe. The original purpose of the DOE grant that funded this project was to determine the feasibility of creating a full-blown Yurok Tribal electric utility to buy and sell electric power and own and maintain all electric power infrastructure on the Reservation. The original project consultant found this opportunity to be infeasible for the Tribe. When SERC took over as project consultant, we took a different approach. We explored opportunities for the Tribe to develop its own renewable energy resources for use on the Reservation and/or off-Reservation sales as a means of generating revenue for the Tribe. We also looked at ways the Tribe can provide energy services to its members and how to fund such efforts. We identified opportunities for the development of renewable energy resources and energy services on the Yurok Reservation that fall into five basic categories: Demand-side management This refers to efforts to reduce energy use through energy efficiency and conservation measures. Off-grid, facility and household scale renewable energy systems These systems can provide electricity to individual homes and Tribal facilities in areas of the Reservation that do not currently have access to the electric utility grid. Village scale, micro-grid renewable energy systems - These are larger scale systems that can provide electricity to interconnected groups of homes and Tribal facilities in areas of the Reservation that do not have access to the conventional electric grid. This will require the development of miniature electric grids to serve these interconnected facilities. Medium to large scale renewable energy development for sale to the grid In areas where viable renewable energy resources exist and there is access to the conventional electric utility grid, these resources can be developed and sold to the wholesale electricity market. Facility scale, net metered renewable energy systems These are renewable energy systems that provide power to individual households or facilities that are connected to conventional electric utility grid.

  1. YEAR 2 BIOMASS UTILIZATION

    This Energy & Environmental Research Center (EERC) Year 2 Biomass Utilization Final Technical Report summarizes multiple projects in biopower or bioenergy, transportation biofuels, and bioproducts. A prototype of a novel advanced power system, termed the high-temperature air furnace (HITAF), was tested for performance while converting biomass and coal blends to energy. Three biomass fuels--wood residue or hog fuel, corn stover, and switchgrass--and Wyoming subbituminous coal were acquired for combustion tests in the 3-million-Btu/hr system. Blend levels were 20% biomass--80% coal on a heat basis. Hog fuel was prepared for the upcoming combustion test by air-drying and processing through a hammer mill and screen. A K-Tron biomass feeder capable of operating in both gravimetric and volumetric modes was selected as the HITAF feed system. Two oxide dispersion-strengthened (ODS) alloys that would be used in the HITAF high-temperature heat exchanger were tested for slag corrosion rates. An alumina layer formed on one particular alloy, which was more corrosion-resistant than a chromia layer that formed on the other alloy. Research activities were completed in the development of an atmospheric pressure, fluidized-bed pyrolysis-type system called the controlled spontaneous reactor (CSR), which is used to process and condition biomass. Tree trimmings were physically and chemically altered by the CSR process, resulting in a fuel that was very suitable for feeding into a coal combustion or gasification system with little or no feed system modifications required. Experimental procedures were successful for producing hydrogen from biomass using the bacteria Thermotoga, a deep-ocean thermal vent organism. Analytical procedures for hydrogen were evaluated, a gas chromatography (GC) method was derived for measuring hydrogen yields, and adaptation culturing and protocols for mutagenesis were initiated to better develop strains that can use biomass cellulose. Fly ash derived from cofiring coal with waste paper, sunflower hulls, and wood waste showed a broad spectrum of chemical and physical characteristics, according to American Society for Testing and Materials (ASTM) C618 procedures. Higher-than-normal levels of magnesium, sodium, and potassium oxide were observed for the biomass-coal fly ash, which may impact utilization in cement replacement in concrete under ASTM requirements. Other niche markets for biomass-derived fly ash were explored. Research was conducted to develop/optimize a catalytic partial oxidation-based concept for a simple, low-cost fuel processor (reformer). Work progressed to evaluate the effects of temperature and denaturant on ethanol catalytic partial oxidation. A catalyst was isolated that had a yield of 24 mole percent, with catalyst coking limited to less than 15% over a period of 2 hours. In biodiesel research, conversion of vegetable oils to biodiesel using an alternative alkaline catalyst was demonstrated without the need for subsequent water washing. In work related to biorefinery technologies, a continuous-flow reactor was used to react ethanol with lactic acid prepared from an ammonium lactate concentrate produced in fermentations conducted at the EERC. Good yields of ester were obtained even though the concentration of lactic acid in the feed was low with respect to the amount of water present. Esterification gave lower yields of ester, owing to the lowered lactic acid content of the feed. All lactic acid fermentation from amylose hydrolysate test trials was completed. Management activities included a decision to extend several projects to December 31, 2003, because of delays in receiving biomass feedstocks for testing and acquisition of commercial matching funds. In strategic studies, methods for producing acetate esters for high-value fibers, fuel additives, solvents, and chemical intermediates were discussed with several commercial entities. Commercial industries have an interest in efficient biomass gasification designs but are waiting for economic incentives. Utility, biorefinery, pulp and paper, or other industries are interested in lignin as a potential fuel or feedstock but need more information on properties.

The National Renewable Energy Laboratory (NREL) developed a utility rate platform for entering, storing, updating, and accessing a large collection of utility rates from around the United States. This utility rate platform lives on the Open Energy Information (OpenEI) website, OpenEI.org, allowing the data to be programmatically accessed from a web browser, using an application programming interface (API). The semantic-based utility rate platform currently has record of 1,885 utility rates and covers over 85% of the electricity consumption in the United States.

    The objective of this project is to detect and locate more microearthquakes using the empirical matched field processing (MFP) method than can be detected using only conventional earthquake detection techniques. We propose that empirical MFP can complement existing catalogs and techniques. We test our method on continuous seismic data collected at the Salton Sea Geothermal Field during November 2009 and January 2010. In the Southern California Earthquake Data Center (SCEDC) earthquake catalog, 619 events were identified in our study area during this time frame and our MFP technique identified 1094 events. Therefore, we believe that the empirical MFP method combined with conventional methods significantly improves the network detection ability in an efficient matter.

  8. Energy Efficiency as a Preferred Resource: Evidence from Utility Resource Plans in the Western United States and Canada

    This article examines the future role of energy efficiency as a resource in the Western United States and Canada, as envisioned in the most recent resource plans issued by 16 utilities, representing about 60percent of the region's load. Utility and third-party administered energy efficiency programs proposed by 15 utilities over a ten-year horizon would save almost 19,000 GWh annually, about 5.2percent of forecast load. There are clear regional trends in the aggressiveness of proposed energy savings. California's investor-owned utilities (IOUs) had the most aggressive savings targets, followed by IOUs in the Pacific Northwest, and the lowest savings were proposed by utilities in Inland West states and by two public utilities on the West coast. The adoption of multiple, aggressive policies targeting energy efficiency and climate change appear to produce sizeable energy efficiency commitments. Certain specific policies, such as mandated energy savings goals for California's IOUs and energy efficiency provisions in Nevada's Renewable Portfolio Standard had a direct impact on the level of energy savings included in the resource plans. Other policies, such as revenue decoupling and shareholder incentives, and voluntary or legislatively mandated greenhouse gas emission reduction policies, may have also impacted utilities' energy efficiency commitments, though the effects of these policies are not easily measured. Despite progress among the utilities in our sample, more aggressive energy efficiency strategies that include high-efficiency standards for additional appliances and equipment, tighter building codes for new construction and renovation, as well as more comprehensive ratepayer-funded energy efficiency programs are likely to be necessary to achieve a region-wide goal of meeting 20percent of electricity demand with efficiency in 2020.

    The first phase of the Hualapai Tribal Utility Development Project (Project) studied the feasibility of establishing a tribally operated utility to provide electric service to tribal customers at Grand Canyon West (see objective 1 below). The project was successful in completing the analysis of the energy production from the solar power systems at Grand Canyon West and developing a financial model, based on rates to be charged to Grand Canyon West customers connected to the solar systems, that would provide sufficient revenue for a Tribal Utility Authority to operate and maintain those systems. The objective to establish a central power grid over which the TUA would have authority and responsibility had to be modified because the construction schedule of GCW facilities, specifically the new air terminal, did not match up with the construction schedule for the solar power system. Therefore, two distributed systems were constructed instead of one central system with a high voltage distribution network. The Hualapai Tribal Council has not taken the action necessary to establish the Tribal Utility Authority that could be responsible for the electric service at GCW. The creation of a Tribal Utility Authority (TUA) was the subject of the second objective of the project. The second phase of the project examined the feasibility and strategy for establishing a tribal utility to serve the remainder of the Hualapai Reservation and the feasibility of including wind energy from a tribal wind generator in the energy resource portfolio of the tribal utility (see objective 2 below). It is currently unknown when the Tribal Council will consider the implementation of the results of the study. Objective 1 - Develop the basic organizational structure and operational strategy for a tribally controlled utility to operate at the Tribe’s tourism enterprise district, Grand Canyon West. Coordinate the development of the Tribal Utility structure with the development of the Grand Canyon West Power Project construction of the power infrastructure at Grand Canyon West. Develop the maintenance and operations capacity necessary to support utility operations. Develop rates for customers on the Grand Canyon West “mini-grid” sufficient for the tribal utility to be self-sustaining. Establish an implementation strategy for tribal utility service at Grand Canyon West Objective 2 - Develop a strategy for tribal utility takeover of electric service on the Reservation. Perform a cost analysis of Reservation electrical service. Develop an implementation strategy for tribal takeover of Reservation electrical service. Examine options and costs associated with integration of the Tribe’s wind resources.

    Tucson Electric Power (TEP) developed, tested and verified the results of a new and appropriate method for accurately evaluating the capacity credit of time variant solar generating sources and reviewed new methods to appropriately and fairly evaluate the value of solar generation to electric utilities. The project also reviewed general integrated approaches for adequately compensating owners of solar generation for their benefits to utilities. However, given the limited funding support and time duration of this project combined with the significant differences between utilities regarding rate structures, solar resource availability and coincidence of solar generation with peak load periods, it is well beyond the scope of this project to develop specific rate, rebate, and interconnection approaches to capture utility benefits for all possible utilities. The project developed computer software based evaluation method models to compare solar generation production data measured in very short term time increments called Sample Intervals over a typical utility Dispatch Cycle during an Evaluation Period against utility system load data. Ten second resolution generation production data from the SGSSS and actual one minute resolution TEP system load data for 2006 and 2007, along with data from the Pennington Street Garage 60 kW DC capacity solar unit installed in downtown Tucson will be applied to the model for testing and verification of the evaluation method. Data was provided by other utilities, but critical time periods of data were missing making results derived from that data inaccurate. The algorithms are based on previous analysis and review of specific 2005 and 2006 SGSSS production data. The model was built, tested and verified by in house TEP personnel. For this phase of the project, TEP communicated with, shared solar production data with and collaborated on the development of solar generation valuation tools with other utilities, including Arizona Public Service, Salt River Project, Xcel and Nevada Power Company as well as the Arizona electric cooperatives. In the second phase of the project, three years of 10 second power output data of the SGSSS was used to evaluate the effectiveness of frequency domain analysis, normal statistical distribution analysis and finally maximum/minimum differential output analysis to test the applicability of these mathematic methods in accurately modeling the output variations produced by clouds passing over the SGSSS array.

    Strains of Zymomonas were engineered by introducing a chimeric xylose isomerase gene that contains a mutant promoter of the Z. mobilis glyceraldehyde-3-phosphate dehydrogenase gene. The promoter directs increased expression of xylose isomerase, and when the strain is in addition engineered for expression of xylulokinase, transaldolase and transketolase, improved utilization of xylose is obtained.

The non-technical or business issues that are vital to the successful commercialization of this technology are described. These business issues must be successfully addressed by both the utilities and the technology suppliers in order for integrated gasification combined cycle power plants to achieve commercial success.

    The Public Utilities Regulatory Policies Act (PURPA) of 1979 requires that electrical utilities interconnect with qualifying facilities and purchase electricity at a rate based upon their full avoided costs (i.e., costs of providing both capacity and energy). Qualifying facilities (QF) include solar or geothermal electric units, hydropower, municipal solid waste or biomass-fired power plants, and cogeneration projects that satisfy maximum size, fuel use, ownership, location, and/or efficiency criteria. In Washington State, neither standard power purchase prices based upon a proxy ''avoided plant'', standard contracts, or a standard offer process have been used. Instead, a variety of power purchase contracts have been negotiated by developers of qualifying facilities with investor-owned utilities, public utility districts, and municipally-owned and operated utilities. With a hydro-based system, benefits associated with resource acquisition are determined in large part by how compatible the resource is with a utility's existing generation mix. Power purchase rates are negotiated and vary according to firm energy production, guarantees, ability to schedule maintenance or downtime, rights of refusal, power plant purchase options, project start date and length of contract; front-loading or levelization provisions; and the ability of the project to provide ''demonstrated'' capacity. Legislation was also enacted which allows PURPA to work effectively. Initial laws established ownership rights and provided irrigation districts, PUDs, and municipalities with expanded enabling powers. Financial processes were streamlined and, in some cases, simplified. Finally, laws were passed which are designed to ensure that development proceeds in an environmentally acceptable manner. In retrospect, PURPA has worked well within Washington. In the state of Washington, 20 small-scale hydroelectric projects with a combined generating capacity of 77 MW, 3 solid waste-to-energy facilities with 55 MW of electrical output, 4 cogeneration projects with 34.5 MW of generating capability, and 4 wastewater treatment facility digester gas-to-energy projects with 5 MW of electrical production have come on-line (or are in the final stages of construction) since the passage of PURPA. These numbers represent only a small portion of Washington's untapped and underutilized cogeneration and renewable resource generating potentials. [DJE-2005

    Multilayer assemblies of epitaxially-grown, III-V semiconductor materials are being investigated for use in thermophotovoltaic (TPV) energy conversion applications. It has been observed that thick, highly-doped semiconductor layers within cell architectures dominate the parasitic free-carrier absorption (FCA) of devices at wavelengths above the bandgap of the semiconductor material. In this work, the wavelength-dependent, free-carrier absorption of p- and n-type InGaAs layers grown epitaxially onto semi-insulating (SI) InP substrates has been measured and related to the total absorption of long-wavelength photons in thermophotovoltaic devices. The optical responses of the TPV cells are then used in the calculation of spectral utilization factors and device efficiencies.

    Historically, high-level waste (HLW) glasses have been formulated with a low liquideus temperature (T{sub L}), or temperature at which the equilibrium fraction of spinel crystals in the melt is below 1 vol % (T{sub 0.01}), nominally below 1050 C. These constraints cannot prevent the accumulation of large spinel crystals in considerably cooler regions ({approx} 850 C) of the glass discharge riser during melter idling and significantly limit the waste loading, which is reflected in a high volume of waste glass, and would result in high capital, production, and disposal costs. A developed empirical model predicts crystal accumulation in the riser of the melter as a function of concentration of spinel-forming components in glass, and thereby provides guidance in formulating crystal-tolerant glasses that would allow high waste loadings by keeping the spinel crystals small and therefore suspended in the glass.

    Empirical mixture models have been developed for chemical durability of high sodium borosilicate glass. The response of boron to a seven-day Product Consistency Test (PCT) was chosen as the measure of durability. The objective of the model development was to support the proposed vitrification of Hanford low-level waste (LLW), the bulk of which is primarily sodium oxide. A full first-order model and a second order model were developed from a database of high-sodium borosilicate glasses. First-order models proved to be satisfactory in a qualitative sense, but root mean squared errors were fairly large for quantitative predictive purposes. The results imply that mechanistic models relating durability to composition should include higher order compositional interactions; a second-order model yielded much improved statistics. The modeling results also suggest that calcium, which is considered a network modifier yet is also regarded as a glass {open_quotes}stiffener{close_quotes}, may improve durability.

The Radioisotope Power Systems Program of the Idaho National Laboratory makes an empirical case for a highly integrated Quality Assurance function pertaining to the preparation, assembly, testing, storage and transportation of 238Pu fueled radioisotope thermoelectric generators. Case data represents multiple campaigns including the Pluto/New Horizons mission, the Mars Science Laboratory mission in progress, and other related projects. Traditional Quality Assurance models would attempt to reduce cost by minimizing the role of dedicated Quality Assurance personnel in favor of either functional tasking or peer-based implementations. Highly integrated Quality Assurance adds value by placing trained quality inspectors on the production floor side-by-side with nuclear facility operators to enhance team dynamics, reduce inspection wait time, and provide for immediate, independent feedback. Value is also added by maintaining dedicated Quality Engineers to provide for rapid identification and resolution of corrective action, enhanced and expedited supply chain interfaces, improved bonded storage capabilities, and technical resources for requirements management including data package development and Certificates of Inspection. A broad examination of cost-benefit indicates highly integrated Quality Assurance can reduce cost through the mitigation of risk and reducing administrative burden thereby allowing engineers to be engineers, nuclear operators to be nuclear operators, and the cross-functional team to operate more efficiently. Applicability of this case extends to any high-value, long-term project where traceability and accountability are determining factors.

    Purpose: The polychromatic nature of the x-ray beams and their effects on the reconstructed image are often disregarded during standard image reconstruction. This leads to cupping and beam hardening artifacts inside the reconstructed volume. To correct for a general cupping, methods like water precorrection exist. They correct the hardening of the spectrum during the penetration of the measured object only for the major tissue class. In contrast, more complex artifacts like streaks between dense objects need other techniques of correction. If using only the information of one single energy scan, there are two types of corrections. The first one is a physical approach. Thereby, artifacts can be reproduced and corrected within the original reconstruction by using assumptions in a polychromatic forward projector. These assumptions could be the used spectrum, the detector response, the physical attenuation and scatter properties of the intersected materials. A second method is an empirical approach, which does not rely on much prior knowledge. This so-called empirical beam hardening correction (EBHC) and the previously mentioned physical-based technique are both relying on a segmentation of the present tissues inside the patient. The difficulty thereby is that beam hardening by itself, scatter, and other effects, which diminish the image quality also disturb the correct tissue classification and thereby reduce the accuracy of the two known classes of correction techniques. The herein proposed method works similar to the empirical beam hardening correction but does not require a tissue segmentation and therefore shows improvements on image data, which are highly degraded by noise and artifacts. Furthermore, the new algorithm is designed in a way that no additional calibration or parameter fitting is needed. Methods: To overcome the segmentation of tissues, the authors propose a histogram deformation of their primary reconstructed CT image. This step is essential for the proposed algorithm to be segmentation-free (sf). This deformation leads to a nonlinear accentuation of higher CT-values. The original volume and the gray value deformed volume are monochromatically forward projected. The two projection sets are then monomially combined and reconstructed to generate sets of basis volumes which are used for correction. This is done by maximization of the image flatness due to adding additionally a weighted sum of these basis images. sfEBHC is evaluated on polychromatic simulations, phantom measurements, and patient data. The raw data sets were acquired by a dual source spiral CT scanner, a digital volume tomograph, and a dual source micro CT. Different phantom and patient data were used to illustrate the performance and wide range of usability of sfEBHC across different scanning scenarios. The artifact correction capabilities are compared to EBHC. Results: All investigated cases show equal or improved image quality compared to the standard EBHC approach. The artifact correction is capable of correcting beam hardening artifacts for different scan parameters and scan scenarios. Conclusions: sfEBHC generates beam hardening-reduced images and is furthermore capable of dealing with images which are affected by high noise and strong artifacts. The algorithm can be used to recover structures which are hardly visible inside the beam hardening-affected regions.

    Environmental policy in the United States is evolving; command and control approaches are being slowly replaced with market-based incentives. Market-based regulation is favorable because it provides the regulated community with flexibility in choosing between pollution control options. A recent application of a market-based approach is Title IV of the 1990 Clean Air Act Amendments. This paper evaluates the advantages of utilizing market-based incentives to control sulfur dioxide emissions. The evaluation embodies an extensive methodology, which provides an overview of the policy governing air quality, discusses pollution control philosophies and analyzes their associated advantages and limitations. Further, it describes the development and operation of a market for emissions trading, impediments to the market, and recommends strategies to improve the market. The evaluation concludes by analyzing the results of five empirical simulations demonstrating the cost-effectiveness of employing market-based incentives versus command-and-control regulation for controlling sulfur dioxide emissions. The results of the evaluation indicate that regulatory barriers and market impediments have inhibited allowance trading. However, many of these obstacles have been or are being eliminated through Federal and state regulations, and through enhancement of the market. Results also demonstrate that sulfur dioxide allowance trading can obtain identical levels of environmental protection as command-and-control approaches while realizing cost savings to government and industry.

    In the early 1990s, only a handful of utilities offered their customers a choice of purchasing electricity generated from renewable energy sources. Today, more than 600 utilitiesor about 20% of all utilities nationallyprovide their customers a green power option. Because some utilities offer programs in conjunction with cooperative associations or other publicly owned power entities, the number of distinct programs totals more than 130. Through these programs, more than 50 million customers have the ability to purchase renewable energy to meet some portion or all of their electricity needsor make contributions to support the development of renewable energy resources. Typically, customers pay a premium above standard electricity rates for this service. This report presents year-end 2005 data on utility green pricing programs, and examines trends in consumer response and program implementation over time. The data in this report, which were obtained via a questionnaire distributed to utility green pricing program managers, can be used by utilities to benchmark the success of their green power programs.

    The growth of intermittent solar power has developed a need for energy storage systems in order to decouple generation and supply of energy. Microgrid (MG) systems comprising of solar arrays with battery energy storage studied in this paper desire high levels of autonomy, seeking to meet desired demand at all times. Large energy storage capacity is required for high levels of autonomy, but much of this expensive capacity goes unused for a majority of the year due to seasonal fluctuations of solar generation. In this paper, a model-based study of MGs comprised of solar generation and battery storage shows the relationship between system autonomy and battery utilization applied to multiple demand cases using a single particle battery model (SPM). The SPM allows for more accurate state-of-charge and utilization estimation of the battery than previous studies of renewably powered systems that have used empirical models. The increased accuracy of battery state estimation produces a better assessment of system performance. Battery utilization will depend on the amount of variation in solar insolation as well as the type of demand required by the MG. Consumers must balance autonomy and desired battery utilization of a system within the needs of their grid.

    The Utility FGD Survey report, which is generated by a computerized data base management system, represents a survey of operational and planned domestic utility flue gas desulfurization (FGD) systems. It summarizes information contributed by the utility industry, system and equipment suppliers, system designers, research organizations, and regulatory agencies. The data cover system design, fuel characteristics, operating history, and actual system performance. Also included is a unit-by-unit discussion of problems and solutions associated with the boilers, scrubbers, and FGD systems. The development status (operational, under construction, or in the planning stages), system supplier, process, waste disposal practice, and regulatory class are tabulated alphabetically by utility company. Simplified process flow diagrams of FGD systems, definitions, and a glossary of terms are attached to the report. Current data for domestic FGD systems show systems in operation, systems under construction, and systems planned. The current total FGD-controlled capacity in the United States is 67,091 MW.

    The distributed utility concept provides an alternate approach to guide electric utility expansion. The fundamental idea within the distributed utility concept is that particular local load increases can be satisfied at least cost by avoiding or delaying the more traditional investments in central generation capacity, bulk transmission expansion, and local transmission and distribution upgrades. Instead of these investments, the distributed utility concept suggests that investments in local generation, local storage, and local demand-side management technologies can be designed to satisfy increasing local demand at lower total cost. Critical to installation of distributed assets is knowledge of a utility system`s area- and time-specific costs. This review introduces the distributed utility concept, describes an application of ATS costs to investment planning, discusses the various motivations for further study of the concept, and reviews relevant literature. Future research directions are discussed.

    Despite growth in revenues during 1979, electric utilities are greatly troubled by high inflation, restricted capital, and the lack of rate relief from utility commissions. The growth, although smaller than normal, will likely convince commissions to respond to rate increase requests by authorizing only the smallest possible increases. With inflationary pressures eroding utility companies' financial base, the benefits of rate increases are wiped out after a year or so, necessitating a return to the commissions for futher adjustments. This up-down cycling is reflected in the report of the performances of the top one hundred utility companies. Earning growth statistics, sales data, financial statistics, and company performances (electric sales, customers served, revenues, and after-tax net income) of top one hundred electric utilities are given in separate tables for 1979. Overall, kWh sales were up 2.9%; revenues were up 13.4%; net income was up 8.1%; and overall earnings performance was a weak increase of 9.4%. (SAC)

The loss of fast ions may be pronounced because of the long mean free paths of fast ions, compared with those of thermal ions. We introduce a fusion utility function to demonstrate essential features of this Knudsen layer effect, in both magnetized and unmagnetized cases. The fusion utility concept is also used to evaluate the restoring reactivity in the Knudsen layer by manipulating fast ions in phase space using waves.

    It is important to understand and quantify the potential risk resulting from accidental environmental exposure of condensed phase hydrogen storage materials under differing environmental exposure scenarios. This paper describes a modeling and experimental study with the aim of predicting consequences of the accidental release of 2LiBH{sub 4}+MgH{sub 2} from hydrogen storage systems. The methodology and results developed in this work are directly applicable to any solid hydride material and/or accident scenario using appropriate boundary conditions and empirical data. The ability to predict hydride behavior for hypothesized accident scenarios facilitates an assessment of the of risk associated with the utilization of a particular hydride. To this end, an idealized finite volume model was developed to represent the behavior of dispersed hydride from a breached system. Semiempirical thermodynamic calculations and substantiating calorimetric experiments were performed in order to quantify the energy released, energy release rates and to quantify the reaction products resulting from water and air exposure of a lithium borohydride and magnesium hydride combination. The hydrides, LiBH{sub 4} and MgH{sub 2}, were studied individually in the as-received form and in the 2:1 'destabilized' mixture. Liquid water hydrolysis reactions were performed in a Calvet calorimeter equipped with a mixing cell using neutral water. Water vapor and oxygen gas phase reactivity measurements were performed at varying relative humidities and temperatures by modifying the calorimeter and utilizing a gas circulating flow cell apparatus. The results of these calorimetric measurements were compared with standardized United Nations (UN) based test results for air and water reactivity and used to develop quantitative kinetic expressions for hydrolysis and air oxidation in these systems. Thermodynamic parameters obtained from these tests were then inputted into a computational fluid dynamics model to predict both the hydrogen generation rates and concentrations along with localized temperature distributions. The results of these numerical simulations can be used to predict ignition events and the resultant conclusions will be discussed.
