    We determine the dependence of the initial helium abundance and the present-day helium abundance in the convective envelope of solar models (Y {sub ini} and Y {sub surf}, respectively) on the parameters that are used to construct the models. We do so by using reference standard solar models (SSMs) to compute the power-law coefficients of the dependence of Y {sub ini} and Y {sub surf} on the input parameters. We use these dependencies to determine the correlation between Y {sub ini} and Y {sub surf} and use this correlation to eliminate uncertainties in Y {sub ini} from all solar model input parameters except the microscopic diffusion rate. We find an expression for Y {sub ini} that depends only on Y {sub surf} and the diffusion rate. By adopting the helioseismic determination of solar surface helium abundance, Y {sup surf} {sub sun} = 0.2485 {+-} 0.0035, and an uncertainty of 20% for the diffusion rate, we find that the initial solar helium abundance, Y {sup ini} {sub sun}, is 0.278 {+-} 0.006 independently of the reference SSMs (and particularly on the adopted solar abundances) used in the derivation of the correlation between Y {sub ini} and Y {sub surf}. When non-SSMs with extra mixing are used, then we derive Y {sup ini} {sub sun} = 0.273 {+-} 0.006. In both cases, the derived Y {sup ini} {sub sun} value is higher than that directly derived from solar model calibrations when the low-metallicity solar abundances (e.g., by Asplund et al.) are adopted in the models.

    High initial costs can impede the deployment of clean energy technologies. Financing can reduce these costs. And, state, municipal, and utility-sponsored loan programs have emerged to fill the gap between clean energy technology financing needs and private sector lending. In general, public loan programs are more favorable to clean energy technologies than are those offered by traditional lending institutions; however, public loan programs address only the high up-front costs of clean energy systems, and the technology installed under these loan programs rarely supports clean energy production at levels that have a notable impact on the broader energy sector. This report discusses ways to increase the impact of these loan programs and suggests related policy design considerations.

    The Energy Policy Act of 2005 authorized the Department of Energy to guarantee loans for new or significantly improved energy production technologies that avoid, reduce, or sequester air pollutants and other greenhouse gases. As of December 2008, Congress authorized the Department to make $42.5 billion in loan guarantees to support innovative energy projects. These guarantees were authorized for up to 80% of the total project costs and were designed to promote the commercial use of innovative technologies. Under the terms of the Act, the loan guarantees are contingent upon reasonable prospect of repayment by the borrower. Consistent with the Energy Policy Act, the Department is responsible for soliciting and evaluating loan applications, approving loan guarantees, and monitoring project and loan guarantee performance. through December 2008, the Department had issued five solicitations for projects that support innovative clean coal technologies, energy efficiency, renewable energy, advanced electricity transmission and distribution, and nuclear and fossil energy projects. These solicitations were issued in three phases with the first in August 2006, and the final in September 2008. Eleven substantially complete applications requesting approximately $8.2 billion in loan guarantees had been received by the Department in response to the first solicitation. The Department had begun the review of applications and was in the process of completing due diligence procedures necessary to evaluate projects received in response to the first solicitation. Under current plans, the Department is to issue its first loan guarantees in the spring of 2009. Because of the importance of this program as part of an effort to address the Nation's most challenging and pressing energy needs; and, the potential risk of loss to the United States taxpayers should default occur, we initiated this review to evaluate the Department's progress in establishing internal and operational controls over its Loan Guarantee Program.

    The U.S. Department of Housing and Urban Development (HUD) recently announced the creation of a pilot loan program for home energy improvements. The PowerSaver loan program is a new, energy-focused variant of the Title I Property Improvement Loan Insurance Program (Title I Program) and is planned for introduction in early 2011. The PowerSaver pilot will provide lender insurance for secured and unsecured loans up to $25,000 to single family homeowners. These loans will specifically target residential energy efficiency and renewable energy improvements. HUD estimates the two-year pilot will fund approximately 24,000 loans worth up to $300 million; the program is not capped. The Federal Housing Administration (FHA), HUD's mortgage insurance unit, will provide up to $25 million in grants as incentives to participating lenders. FHA is seeking lenders in communities with existing programs for promoting residential energy upgrades.

    Oxygen to iron abundance ratios of metal-poor stars provide information on nucleosynthesis yields from massive stars which end in Type II supernova explosions. Using a standard model of chemical evolution of the Galaxy we have reproduced the solar neighborhood abundance data and estimated the oxygen and iron yields of genuine SN II origin. The estimated yields are compared with the theoretical yields to derive the relation between the lower and upper mass limits in each generation of stars and the IMF slope. Independently of this relation, we furthermore derive the relation between the lower mass limit and the IMF slope from the stellar mass to light ratio in the solar neighborhood. These independent relations unambiguously determine the upper mass limit of $m_u=50 \\pm 10 M_sun$ and the IMF slope index of 1.3 - 1.6 above 1 M_sun. This upper mass limit corresponds to the mass beyond which stars end as black holes without ejecting processed matter into the interstellar medium. We also find that the IMF slope index below 0.5 M_sun cannot be much shallower than 0.8.

    In 1988 the Governor`s Energy Management Center of Texas received approval from the US Department of Energy to establish a $98.6 million state-wide retrofit demonstration revolving loan program to fund energy-conserving retrofits in state, public school, and local government buildings. As part of this program, a first-of-its-kind, statewide Monitoring and Analysis Program (MAP) was established to verify energy and dollar savings of the retrofits, reduce energy costs by identifying operational and maintenance improvements, improve retrofit selection in future rounds of the LoanSTAR program, and initiate a data base of energy use in institutional and commercial buildings located in Texas. This report discusses the LoanSTAR MAP with an emphasis on the process of acquiring and analyzing data to measure savings from energy conservation retrofits when budgets are a constraint. This report includes a discussion of the program structure, basic measurement techniques, data archiving and handling, data reporting and analysis, and includes selected examples from LoanSTAR agencies. A summary of the program results for the first two years of monitoring is also included.

    Under the Clean Energy Works (CEW) program, Craft3 developed a loan product that widened access to financing for homeowners, offered long term funding, and collected repayments through the customer?s utility bill. The program?s success led Craft3 to pursue the sale of the loan portfolio to both mitigate its own risks and replenish funds for lending. This sale breaks new ground for energy efficiency finance and is notable as it was completed even with many novel program design elements. It replenished Craft3?s program capital and uncovered some valuable lessons that may facilitate future transactions. However, the lack of data history and the unproven nature of the loan portfolio meant that Craft3 had to limit the risk of losses to Self-Help, the purchaser of the portfolio. It remains to be seen whether this experience will pave the way for more sales of on-bill energy efficiency loan portfolios. This case study illustrates how certain program design decisions can sometimes both facilitate programmatic objectives and possibly present challenges for the sale of a portfolio of energy efficiency loans.

    The Geothermal Loan Guaranty Program was established by Congress in 1974 to assist industry with the financing requirements for the development and commercialization of geothermal energy. It was the only substantive federal aid program to an emerging technology at that time. Yet in six years (as of April 1980) only four projects have been approved for a loan guaranty, three of which are electric projects and one is a small direct thermal application. Many small business/small project energy producers, developers, and users have found or concluded that they cannot qualify for a geothermal loan guaranty. This paper reports the results and recommendations of a comprehensive evaluation of the GLGP from the perspective of the small business/small project entrepreneur and from the practices of the small to medium size lending institutions. Background: Platinum-group elements (PGEs) play significant roles in processing hydrogen, an element that shows high potential to address this need in the U.S. and the world for inexpensive, reliable, clean energy. Platinum, however, is a very expensive component of current and planned systems, so less-expensive alternatives that have similar physical properties are being sought. To this end, several tasks have been defined under the rubric of the Montana Palladium Research Iniative. This broad swath of activities will allow progress on several fronts. The membrane-related activities of Task 1 employs state-of-the-art and leading-edge technologies to develop new, ceramic-substrate metallic membranes for the production of high-purity hydrogen, and develop techniques for the production of thin, defect-free platinum group element catalytic membranes for energy production and pollution control. The biomimetic work in Task 2 explores the use of substrate-attached hydrogen-producing enzymes and the encapsulation of palladium in virion-based protein coats to determine their utility for distributed hydrogen production. Task 3 work involves developing laser-induced breakdown spectroscopy (LIBS) as a real-time, in situ diagnostic technique to characterize PGEs nanoparticles for process monitoring and control.     During the 1950`s and 1960`s, the Atomic Energy Commission loaned rejected natural uranium slugs from the Savannah River Site to United States universities for use in subcritical assemblies. Currently, there are sixty-two universities holding 91,798 slugs, containing about 167 metric tons of natural uranium. It was originally planned that the universities would return the material to Fernald when they no longer required it. Fernald has not received slugs since it was shut down in 1988. The Department of Energy`s Office of Weapons and Materials Planning requested that the Planning Support Group develop information to assist them in facilitating the return of the unwanted slugs to one or more of their facilities and develop alternatives for the ultimate disposition of this material. This supplemental report to the University Loaned Normal Uranium Slug Disposition Study documents responses to and summarizes the results of a survey of fifty-eight universities. University contacts and survey responses covering loaned slug descriptions, historical information, radiological data, current status, and plans and schedules are documented.

    We present a local gluing construction for general relativistic initial data sets. The method applies to generic initial data, in a sense which is made precise. In particular the trace of the extrinsic curvature is not assumed to be constant near the gluing points, which was the case for previous such constructions. No global conditions on the initial data sets such as compactness, completeness, or asymptotic conditions are imposed. As an application, we prove existence of spatially compact, maximal globally hyperbolic, vacuum space-times without any closed constant mean curvature spacelike hypersurface.

    Title XVII of EPACT2005 [20] authorized the Department of Energy (DOE) to issue loan guarantees to new or improved technology projects that avoid, reduce, or sequester greenhouse gases. In 2006, DOE issued its first solicitation for $4 billion in loan guarantees for non-nuclear technologies. The issue of the size of the program was addressed subsequently in the Consolidated Appropriation Act of 2008 (the FY08 Appropriations Act) passed in December 2008, which limited future solicitations to $38.5 billion and stated that authority to make the guarantees would end on September 30, 2009. The legislation also allocated the $38.5 billion cap as follows: $18.5 billion for nuclear plants; $6 billion for CCS technologies; $2 billion for advanced coal gasification units; $2 billion for advanced nuclear facilities for the front end of the nuclear fuel cycle; and $10 billion for renewable, conservation, distributed energy, and transmission/ distribution technologies. DOE also was required to submit all future solicitations to both the House and Senate Appropriations Committees for approval.

    In the state’s Electricity Restructuring Act of 1998, the Commonwealth of Massachusetts recognized the opportunity and strategic benefits to diversifying its electric generation capacity with renewable energy. Through this legislation, the Commonwealth established one of the nation’s first Renewable Energy Portfolio Standard (RPS) programs, mandating the increasing use of renewable resources in its energy mix. Bioenergy, meeting low emissions and advanced technology standards, was recognized as an eligible renewable energy technology. Stimulated by the state’s RPS program, several project development groups have been looking seriously at building large woody biomass generation units in western Massachusetts to utilize the woody biomass resource. As a direct result of this development, numerous stakeholders have raised concerns and have prompted the state to take a leadership position in pursuing a science based analysis of biomass impacts on forest and carbon emissions, and proceed through a rulemaking process to establish prudent policy to support biomass development which can contribute to the state’s carbon reduction commitments and maintain safeguards for forest sustainability. The Massachusetts Sustainable Forest Bioenergy Initiative (SFBI) was funded by the Department of Energy and started by the Department of Energy Resources before these contentious biomass issues were fully raised in the state, and continued throughout the substantive periods of this policy development. Thereby, while SFBI maintained its focus on the initially proposed Scope of Work, some aspects of this scope were expanded or realigned to meet the needs for groundbreaking research and policy development being advanced by DOER. SFBI provided DOER and the Commonwealth with a foundation of state specific information on biomass technology and the biomass industry and markets, the most comprehensive biomass fuel supply assessment for the region, the economic development impact associated with biomass usage, an understanding of forest management trends including harvesting and fuel processing methods, and the carbon profile of utilizing forest based woody biomass for the emerging biomass markets. Each of the tasks and subtasks have provided an increased level of understanding to support new directives, policies and adaptation of existing regulations within Massachusetts. The project has provided the essential information to allow state policymakers and regulators to address emerging markets, while ensuring forest sustainability and understanding the complex science on CO2 accounting and impacts as a result of biomass harvesting for power generation. The public at large and electricity ratepayers in Massachusetts will all benefit from the information garnered through this project. This is a result of the state’s interest to provide financial incentives to only biomass projects that demonstrate an acceptable carbon profile, an efficient use of the constrained supply of fuel, and the harvest of biomass to ensure forest sustainability. The goals of the Massachusetts Sustainable Forest Bioenergy Initiative as proposed in 2006 were identified as: increase the diversity of the Massachusetts energy mix through biomass; promote economic development in the rural economy through forest industry job creation; help fulfill the state’s energy and climate commitments under the Renewable Energy Portfolio Standard and Climate Protection Plan; assist the development of a biomass fuel supply infrastructure to support energy project demands; provide education and outreach to the public on the benefits and impacts of bioenergy; improve the theory and practice of sustainable forestry in the Commonwealth. Completed project activities summarized below will demonstrate the effectiveness of the project in meeting the above goals. In addition, as discussed above, Massachusetts DOER needed to make some modifications to its work plan and objectives during the term of this project due to changing public policy demands brought forth in the course of the public discours

    The purpose of this analysis is to describe the condition of commercial Zircaloy clad fuel as it is received at the Yucca Mountain Project (YMP) site. Most commercial nuclear fuel is encased in Zircaloy cladding. This analysis is developed to describe cladding degradation from the expected failure modes. This includes reactor operation impacts including incipient failures, potential degradation after reactor operation during spent fuel storage in pool and dry storage and impacts due to transportation. Degradation modes include cladding creep, and delayed hydride cracking during dry storage and transportation. Mechanical stresses from fuel handling and transportation vibrations are also included. This Analysis and Model Report (AMR) does not address any potential damage to assemblies that might occur at the YMP surface facilities. Ranges and uncertainties have been defined. This analysis will be the initial boundary condition for the analysis of cladding degradation inside the repository. In accordance with AP-2.13Q, ''Technical Product Development Planning'', a work plan (CRWMS M&O 2000c) was developed, issued, and utilized in the preparation of this document. There are constraints, caveats and limitations to this analysis. This cladding degradation analysis is based on commercial Pressurized Water Reactor (PWR) fuel with Zircaloy cladding but is applicable to Boiling Water Reactor (BWR) fuel. Reactor operating experience for both PWRs and BWRs is used to establish fuel reliability from reactor operation. It is limited to fuel exposed to normal operation and anticipated operational occurrences (i.e. events which are anticipated to occur within a reactor lifetime), and not to fuel that has been exposed to severe accidents. Fuel burnup projections have been limited to the current commercial reactor licensing environment with restrictions on fuel enrichment, oxide coating thickness and rod plenum pressures. The information provided in this analysis will be used in evaluating the post-closure performance of the Monitored Geologic Repository (MGR) in relation to waste form degradation.

    The proposed federal action addressed by this environmental assessment is the authorization of disbursements under a loan guaranteed by the US Department of Energy for the Niland Geothermal Energy Program. The disbursements will partially finance the development of a geothermal well field in the Imperial Valley of California to supply a 25-MW(e) (net) power plant. Phase I of the project is the production of 25 MW(e) (net) of power; the full rate of 49 MW (net) would be achieved during Phase II. The project is located on approximately 1600 acres (648 ha) near the city of Niland in Imperial County, California. Well field development includes the initial drilling of 8 production wells for Phase I, 8 production wells for Phase II, and the possible need for as many as 16 replacement wells over the anticipated 30-year life of the facility. Activities associated with the power plant in addition to operation are excavation and construction of the facility and associated systems (such as cooling towers). Significant environmental impacts, as defined in Council on Environmental Quality regulation 40 CFR Part 1508.27, are not expected to occur as a result of this project. Minor impacts could include the following: local degradation of ambient air quality due to particulate and/or hydrogen sulfide emissions, temporarily increased ambient noise levels due to drilling and construction activities, and increased traffic. Impacts could be significant in the event of a major spill of geothermal fluid, which could contaminate groundwater and surface waters and alter or eliminate nearby habitat. Careful land use planning and engineering design, implementation of mitigation measures for pollution control, and design and implementation of an environmental monitoring program that can provide an early indication of potential problems should ensure that impacts, except for certain accidents, will be minimized.

The resultant thin-film optical initiator system also comprises a fiber-optic cable connected to a low-energy laser source, an output charge, and an initiator housing. The reactive thin film, which may contain very thin embedded layers or be a co-deposit of a light-absorbing material such as carbon, absorbs the incident laser light, is volumetrically heated, and explodes against the output charge, imparting about 5 to 20 times more energy than in the incident laser pulse.

    We fully characterize the reduced dynamics of an open quantum system initially correlated with its environment. Using a photonic qubit coupled to a simulated environment we tomographically reconstruct a superchannel---a generalised channel that treats preparation procedures as inputs---from measurement of the system alone, despite its coupling to the environment. We introduce novel quantitative measures for determining the strength of initial correlations, and to allow an experiment to be optimised in regards to its environment.

    This report examines the economic impacts (including job creation) from the Boulder County, Colorado, ClimateSmart Loan Program (CSLP), an example of Property-Assessed Clean Energy (PACE) financing. The CSLP was the first test of PACE financing on a multi-jurisdictional level (involving individual cities as well as the county government). It was also the first PACE program to comprehensively address energy efficiency measures and renewable energy, and it was the first funded by a public offering of both taxable and tax-exempt bonds.

    Qualified Energy Conservation Bonds (QECBs) are federally-subsidized debt instruments that enable state, tribal, and local government issuers to borrow money to fund a range of qualified energy conservation projects. QECBs offer issuers very attractive borrowing rates and long terms, and can fund low-interest energy efficiency loans for home and commercial property owners. Saint Louis County, MO recently issued over $10 million of QECBs to finance the Saint Louis County SAVES residential energy efficiency loan program. The county's experience negotiating QECB regulations and restrictions can inform future issuers.

    In 1989 the forest products industry responded to a challenge of the National Wetlands Policy Forum to initiate a cooperative research program on forest wetlands management organized through the National Council of the Paper Industry for Air and Stream Improvement (NCASI). The objective is to determine how forest landowners can manage wetlands for timber production while protecting other wetland functions such as flood storage, water purification, and food chain/wildlife habitat support. Studies supported by the NCASI in 9 states are summarized. Technical support on wetland regulatory issues to member companies is part of the research program. Since guidelines for recognizing wetlands for regulatory proposed have changed frequently, the NCASI has recommend an explicit link between wetland delineation and a classification system that considers difference among wetland types in vegetation, soils, hydrology, appearance, landscape position, and other factors. 16 refs.

    Our main project objective was to implement Plug-in Electric Vehicles (PEV) and charging infrastructure into our electric distribution service territory and help reduce barriers in the process. Our research demonstrated the desire for some to be early adopters of electric vehicles and the effects lack of education plays on others. The response of early adopters was tremendous: with the initial launch of our program we had nearly 60 residential customers interested in taking part in our program. However, our program only allowed for 15 residential participants. Our program provided assistance towards purchasing a PEV and installation of Electric Vehicle Supply Equipment (EVSE). The residential participants have all come to love their PEVs and are more than enthusiastic about promoting the many benefits of driving electric.

    In the early 1970s Yang and Menichelli demonstrated that direct laser illumination of low-density secondary explosive prr:ssings through a transparent window could produce detonation. 'The energy requirement for threshold initiation of detonation was reduced when a thin metal coating of metal covered the side of the window against which the low-density explosive was pressed. We have obtained experimental results that are in general agreement with the results of Renllund, Stanton and Trott (1 989) and recent: work by Nagayama, hou and Nakahara (2001). We report exploration of the effects of laser beam diameter, PEiTN density and specific surface area, and thickness of a titanium coating on the window.

  12. Shock Initiation of Damaged Explosives

    Explosive and propellant charges are subjected to various mechanical and thermal insults that can increase their sensitivity over the course of their lifetimes. To quantify this effect, shock initiation experiments were performed on mechanically and thermally damaged LX-04 (85% HMX, 15% Viton by weight) and PBX 9502 (95% TATB, 5% Kel-F by weight) to obtain in-situ manganin pressure gauge data and run distances to detonation at various shock pressures. We report the behavior of the HMX-based explosive LX-04 that was damaged mechanically by applying a compressive load of 600 psi for 20,000 cycles, thus creating many small narrow cracks, or by cutting wedge shaped parts that were then loosely reassembled, thus creating a few large cracks. The thermally damaged LX-04 charges were heated to 190 C for long enough for the beta to delta solid - solid phase transition to occur, and then cooled to ambient temperature. Mechanically damaged LX-04 exhibited only slightly increased shock sensitivity, while thermally damaged LX-04 was much more shock sensitive. Similarly, the insensitive explosive PBX 9502 was mechanically damaged using the same two techniques. Since PBX 9502 does not undergo a solid - solid phase transition but does undergo irreversible or 'rachet' growth when thermally cycled, thermal damage to PBX 9502 was induced by this procedure. As for LX-04, the thermally damaged PBX 9502 demonstrated a greater shock sensitivity than mechanically damaged PBX 9502. The Ignition and Growth reactive flow model calculated the increased sensitivities by igniting more damaged LX-04 and PBX 9502 near the shock front based on the measured densities (porosities) of the damaged charges.

  13. Initial Risk Analysis and Decision Making Framework

    Commercialization of new carbon capture simulation initiative (CCSI) technology will include two key elements of risk management, namely, technical risk (will process and plant performance be effective, safe, and reliable) and enterprise risk (can project losses and costs be controlled within the constraints of market demand to maintain profitability and investor confidence). Both of these elements of risk are incorporated into the risk analysis subtask of Task 7. Thus far, this subtask has developed a prototype demonstration tool that quantifies risk based on the expected profitability of expenditures when retrofitting carbon capture technology on a stylized 650 MW pulverized coal electric power generator. The prototype is based on the selection of specific technical and financial factors believed to be important determinants of the expected profitability of carbon capture, subject to uncertainty. The uncertainty surrounding the technical performance and financial variables selected thus far is propagated in a model that calculates the expected profitability of investments in carbon capture and measures risk in terms of variability in expected net returns from these investments. Given the preliminary nature of the results of this prototype, additional work is required to expand the scope of the model to include additional risk factors, additional information on extant and proposed risk factors, the results of a qualitative risk factor elicitation process, and feedback from utilities and other interested parties involved in the carbon capture project. Additional information on proposed distributions of these risk factors will be integrated into a commercial implementation framework for the purpose of a comparative technology investment analysis.

  14. Proper initial conditions for the lubrication model of the flow of a thin film of fluid

    A lubrication model describes the dynamics of a thin layer of fluid spreading over a solid substrate. But to make forecasts we need to supply correct initial conditions to the model. Remarkably, the initial fluid thickness is not the correct initial thickness for the lubrication model. Theory recently developed in \\cite{Roberts89b,Roberts97b} provides the correct projection of initial conditions onto a model of a dynamical system. The correct projection is determined by requiring that the model's solution exponentially quickly approaches that of the actual fluid dynamics. For lubrication we show that although the initial free surface shape contributes the most to the model's initial conditions, the initial velocity field is also an influence. The projection also gives a rationale for incorporating miscellaneous small forcing effects into the lubrication model; gravitational forcing is given as one example.

    The EnergyFit Nevada (EFN) Better Buildings Neighborhood Program (BBNP, and referred to in this document as the EFN program) currently encourages Nevada residents to make whole-house energy-efficient improvements by providing rebates, financing, and access to a network of qualified home improvement contractors. The BBNP funding, consisting of 34 Energy Efficiency Conservation Block Grants (EECBG) and seven State Energy Program (SEP) grants, was awarded for a three-year period to the State of Nevada in 2010 and used for initial program design and implementation. By the end of first quarter in 2014, the program had achieved upgrades in 553 homes, with an average energy reduction of 32% per home. Other achievements included: ? Completed 893 residential energy audits and installed upgrades in 0.05% of all Nevada single-family homes1 ? Achieved an overall conversation rate of 38.1%2 ? 7,089,089 kWh of modeled energy savings3 ? Total annual homeowner energy savings of approximately $525,7523 ? Efficiency upgrades completed on 1,100,484 square feet of homes3 ? $139,992 granted in loans to homeowners for energy-efficiency upgrades ? 29,285 hours of labor and $3,864,272 worth of work conducted by Nevada auditors and contractors4 ? 40 contractors trained in Nevada ? 37 contractors with Building Performance Institute (BPI) certification in Nevada ? 19 contractors actively participating in the EFN program in Nevada 1 Calculated using 2012 U.S. Census data reporting 1,182,870 homes in Nevada. 2 Conversion rate through March 31, 2014, for all Nevada Retrofit Initiative (NRI)-funded projects, calculated using the EFN tracking database. 3 OptiMiser energy modeling, based on current utility rates. 4 This is the sum of $3,596,561 in retrofit invoice value and $247,711 in audit invoice value.

    The Clean Energy Infrastructure Educational Initiative represents a collaborative effort by the University of Dayton, Wright State University and Sinclair Community College. This effort above all aimed to establish energy related programs at each of the universities while also providing outreach to the local, state-wide, and national communities. At the University of Dayton, the grant has aimed at: solidfying a newly created Masterâ??s program in Renewable and Clean Energy; helping to establish and staff a regional sustainability organization for SW Ohio. As well, as the prime grantee, the University of Dayton was responsible for insuring curricular sharing between WSU and the University of Dayton. Finally, the grant, through its support of graduate students, and through cooperation with the largest utilities in SW Ohio enabled a region-wide evaluation of over 10,000 commercial building buildings in order to identify the priority buildings in the region for energy reduction. In each, the grant has achieved success. The main focus of Wright State was to continue the development of graduate education in renewable and clean energy. Wright State has done this in a number of ways. First and foremost this was done by continuing the development of the new Renewable and Clean Energy Masterâ??s Degree program at Wright State . Development tasks included: continuing development of courses for the Renewable and Clean Energy Masterâ??s Degree, increasing the student enrollment, and increasing renewable and clean energy research work. The grant has enabled development and/or improvement of 7 courses. Collectively, the University of Dayton and WSU offer perhaps the most comprehensive list of courses in the renewable and clean energy area in the country. Because of this development, enrollment at WSU has increased from 4 students to 23. Secondly, the grant has helped to support student research aimed in the renewable and clean energy program. The grant helped to solidify new research in the renewable and clean energy area. The educational outreach provided as a result of the grant included activities to introduce renewable and clean energy design projects into the Mechanical and Materials Engineering senior design class, the development of a geothermal energy demonstration unit, and the development of renewable energy learning modules for high school students. Finally, this grant supported curriculum development by Sinclair Community College for seven new courses and acquisition of necessary related instrumentation and laboratory equipment. These new courses, EGV 1201 Weatherization Training, EGV 1251 Introduction to Energy Management Principles, EGV 2301 Commercial and Industrial Assessment, EGV 2351 LEED Green Associate Exam Preparation, EGV 2251 Energy Control Strategies, EGV Solar Photovoltaic Design and Installation, and EGV Solar Thermal Systems, enable Sinclair to offer complete Energy Technology Certificate and an Energy Management Degree programs. To date, 151 students have completed or are currently registered in one of the seven courses developed through this grant. With the increasing interest in the Energy Management Degree program, Sinclair has begun the procedure to have the program approved by the Ohio Board of Regents.

    Response of initial elastic field to stiffness perturbation and its possible application is investigated. Virtual thermal softening is used to produce the stiffness reduction for demonstration. It is interpreted that the redistribution of the initial strain will be developed by the non-uniform temperature elevation, as which leads to the non-uniform reduction of the material stiffness. Therefore, the initial filed is related to the stiffness perturbation and incremental field in a matrix form after eliminating the thermal expansion effect.

    To determine current acquisition procedures and costs and to further the goals of the President's Initiative for Native Tribes, a seismic-survey project is to be conducted on Osage tribal lands. The goals of the program are to demonstrate the capabilities, costs, and effectiveness of 3-D seismic work in a small-operator setting and to determine the economics of such a survey. For these purposes, typical small-scale independent-operator practices are being followed and a shallow target chose in an area with a high concentration of independent operators. The results will be analyzed in detail to determine if there are improvements and/or innovations which can be easily introduced in field-acquisition procedures, in processing, or in data manipulation and interpretation to further reduce operating costs and to make the system still more active to the small-scale operator.

    A simple method is proposed for determining the masses of new particles in collider events containing a pair of decay chains (not necessarily identical) of the form Z -> Y+1, Y -> X+2, X -> N+3, where 1,2 and 3 are visible but N is not. Initial study of a possible supersymmetric case suggests that the method can determine the four unknown masses in effectively identical chains with good accuracy from samples of a few tens of events.
