    In 2003 a joint effort between the U.S. Department of Homeland Security (DHS) and the U.S. Department of Justice created state and metropolitan intelligence fusion centers. These fusion centers were an effort to share law enforcement, disaster, and terrorism related information and intelligence between state and local jurisdictions and to share terrorism related intelligence between state and local law enforcement agencies and various federal entities. In 2006, DHS commissioned the Oak Ridge National Laboratory to establish and manage a groundbreaking program to assist local, state, and tribal leaders in developing the tools and methods required to anticipate and forestall terrorist events and to enhance disaster response. This program, called the Southeast Region Research Initiative (SERRI), combines science and technology with validated operational approaches to address regionally unique requirements and suggest regional solutions with the potential for national application. In 2009, SERRI sponsored the Multistate Sharing Initiative (MSSI) to assist state and metropolitan intelligence fusion centers with sharing information related to a wider variety of state interests than just terrorism. While these fusion centers have been effective at sharing data across organizations within their respective jurisdictions, their organizational structure makes bilateral communication with federal entities convenient and also allows information to be further disbursed to other local entities when appropriate. The MSSI-developed Suspicious Activity Report (SAR) sharing system allows state-to-state sharing of non-terrorism-related law enforcement and disaster information. Currently, the MSSI SAR system is deployed in Alabama, Kentucky, Tennessee, and South Carolina. About 1 year after implementation, cognizant fusion center personnel from each state were contacted to ascertain the status of their MSSI SAR systems.     These studies describe how fuel shares have changed over time; determine what factors are important in promoting fuel share changes; and project fuel shares to the year 1995 in the industrial sector. A general characterization of changes in fuel shares of four fuel types - coal, natural gas, oil and electricity - for the industrial sector is as follows. Coal as a major fuel source declined rapidly from 1958 to the early 1970s, with oil and natural gas substituting for coal. Coal's share of total fuels stabilized after the oil price shock of 1972-1973, and increased after the 1979 price shock. In the period since 1973, most industries and the industrial sector as a whole appear to freely substitute natural gas for oil, and vice versa. Throughout the period 1958-1981, the share of electricity as a fuel increased. These observations are derived from analyzing the fuel share patterns of more than 20 industries over the 24-year period 1958 to 1981.

    The Advanced LWR Nuclear Fuel Development R&D pathway performs strategic research focused on cladding designs leading to improved reactor core economics and safety margins. The research performed is to demonstrate the nuclear fuel technology advancements while satisfying safety and regulatory limits. These goals are met through rigorous testing and analysis. The nuclear fuel technology developed will assist in moving existing nuclear fuel technology to an improved level that would not be practical by industry acting independently. Strategic mission goals are to improve the scientific knowledge basis for understanding and predicting fundamental nuclear fuel and cladding performance in nuclear power plants, and to apply this information in the development of high-performance, high burn-up fuels. These will result in improved safety, cladding, integrity, and nuclear fuel cycle economics. To achieve these goals various methods for non-irradiated characterization testing of advanced cladding systems are needed. One such new test system is the Hot Water Corrosion System (HWCS) designed to develop new data for cladding performance assessment and material behavior under simulated off-normal reactor conditions. The HWCS is capable of exposing prototype rodlets to heated, high velocity water at elevated pressure for long periods of time (days, weeks, months). Water chemistry (dissolved oxygen, conductivity and pH) is continuously monitored. In addition, internal rodlet heaters inserted into cladding tubes are used to evaluate repeated thermal stressing and heat transfer characteristics of the prototype rodlets. In summary, the HWCS provides rapid ex-reactor evaluation of cladding designs in normal (flowing hot water) and off-normal (induced cladding stress), enabling engineering and manufacturing improvements to cladding designs before initiation of the more expensive and time consuming in-reactor irradiation testing.

  11. Fuel Pond Sludge - Lessons Learned from Initial De-sludging of Sellafield's Pile Fuel Storage Pond - 12066

    The Pile Fuel Storage Pond (PFSP) at Sellafield was built and commissioned between the late 1940's and early 1950's as a storage and cooling facility for irradiated fuel and isotopes from the two Windscale Pile reactors. The pond was linked via submerged water ducts to each reactor, where fuel and isotopes were discharged into skips for transfer along the duct to the pond. In the pond the fuel was cooled then de-canned underwater prior to export for reprocessing. The plant operated successfully until it was taken out of operation in 1962 when the First Magnox Fuel Storage Pond took over fuel storage and de-canning operations on the site. The pond was then used for storage of miscellaneous Intermediate Level Waste (ILW) and fuel from the UK's Nuclear Programme for which no defined disposal route was available. By the mid 1970's the import of waste ceased and the plant, with its inventory, was placed into a passive care and maintenance regime. By the mid 1990s, driven by the age of the facility and concern over the potential challenge to dispose of the various wastes and fuels being stored, the plant operator initiated a programme of work to remediate the facility. This programme is split into a number of key phases targeted at sustained reduction in the hazard associated with the pond, these include: - Pond Preparation: Before any remediation work could start the condition of the pond had to be transformed from a passive store to a plant capable of complex retrieval operations. This work included plant and equipment upgrades, removal of redundant structures and the provision of a effluent treatment plant for removing particulate and dissolved activity from the pond water. - Canned Fuel Retrieval: Removal of canned fuel, including oxide and carbide fuels, is the highest priority within the programme. Handling and export equipment required to remove the canned fuel from the pond has been provided and treatment routes developed utilising existing site facilities to

  12. High-Burnup BWR Fuel Behavior Under Simulated Reactivity-Initiated Accident Conditions

    Boiling water reactor (BWR) fuel at 56 to 61 GWd/tonne U was pulse irradiated in the Nuclear Safety Research Reactor (NSRR) to investigate fuel behavior under cold startup reactivity-initiated accident conditions. Current Japanese 8 x 8 type Step II BWR fuel from Fukushima Daini Unit 2 was refabricated to short segments, and thermal energy from 272 to 586 J/g (65 to 140 cal/g) was promptly inserted to the test rods. Cladding deformation of the BWR fuel by the pulse irradiation was smaller than that of pressurized water reactor (PWR) fuels. However, cladding failure occurred in tests with fuel at burnup of 61 GWd/tonne U at fuel enthalpies of 260 to 360 J/g (62 to 86 cal/g) during the early stages of transients, while the cladding remained cool. The failure was comparable to the one observed in high-burnup PWR fuel tests, in which embrittled cladding with dense hydride precipitation near the outer surface was fractured due to pellet cladding mechanical interaction. Transient fission gas release by the pulse irradiation was {approx}9.6 to 17% depending on the peak fuel enthalpy.

  14. Determining Spent Nuclear Fuel's Plutonium Content, Initial Enrichment, Burnup, and Cooling Time

    The Next Generation of Safeguards Initiative is examining nondestructive assay techniques to determine the total plutonium content in spent nuclear fuel. The goal of this research was to develop new techniques that can independently verify the plutonium content in a spent fuel assembly without relying on an operator's declarations. Fundamentally this analysis sought to answer the following questions: (1) do spent fuel assemblies contain unique, identifiable isotopic characteristics as a function of their burnup, cooling time, and initial enrichment; (2) how much variation can be seen in spent fuel isotopics from similar and dissimilar reactor power operations; and (3) what isotopes (if any) could be used to determine burnup, cooling time, and initial enrichment? To answer these questions, 96,000 ORIGEN cases were run that simulated typical two-cycle operations with burnups ranging from 21,900 to 72,000 MWd/MTU, cooling times from 5 to 25 years, and initial enrichments between 3.5 and 5.0 weight percent. A relative error coefficient was determined to show how numerically close a reference solution has to be to another solution for the two results to be indistinguishable. By looking at the indistinguishable solutions, it can be shown how a precise measurement of spent fuel isotopics can be inconclusive when used in the absence of an operator's declarations. Using this Method of Indistinguishable Solutions (MIS), we evaluated a prominent method of nondestructive analysis - gamma spectroscopy. From this analysis, a new approach is proposed that demonstrates great independent forensic examination potential for spent nuclear fuel by examining both the neutron emissions of Cm-244 and the gamma emissions of Cs-134 and Eu-154.

  15. Analysis of molten fuel-coolant interaction during a reactivity-initiated accident experiment. [BWR; PWR

    The results of a reactivity-initiated accident experiment, designated RIA-ST-4, are discussed and analyzed with regard to molten fuel-coolant interaction (MFCI). In this experiment, extensive amounts of molten UO/sub 2/ fuel and zircaloy cladding were produced and fragmented upon mixing with the coolant. Coolant pressurization up to 35 MPa and coolant overheating in excess of 940 K occurred after fuel rod failure. The initial coolant conditions were similar to those in boiling water reactors during a hot startup (that is, coolant pressure of 6.45 MPa, coolant temperature of 538 K, and coolant flow rate of 85 cm/sup 3//s). It is concluded that the high coolant pressure recorded in the RIA-ST-4 experiment was caused by an energetic MFCI and was not due to gas release from the test rod at failure, Zr/water reaction, or to UO/sub 2/ fuel vapor pressure. The high coolant temperature indicated the presence of superheated steam, which may have formed during the expansion of the working fluid back to the initial coolant pressure; yet, the thermal-to-mechanical energy conversion ratio is estimated to be only 0.3%.

    The Fast Flux Test Facility is the most recent Liquid Metal Reactor to operate in the United States. Information from the design, construction, and operation of this reactor was at risk as the facilities associated with the reactor are being shut down. The Advanced Fuel Cycle Initiative is a program managed by the Office of Nuclear Energy of the U.S. Department of Energy with a mission to develop new fuel cycle technologies to support both current and advanced reactors. Securing and preserving the knowledge gained from operation and testing in the Fast Flux Test Facility is an important part of the Knowledge Preservation activity in this program.

    This sample management plan provides guidelines for sectioning, preparation, acceptance criteria, analytical path, and end-of-life disposal for the fuel element segments utilized in the Global Threat Reduction Initiative (GTRI), Fuel Thermo-Physical Characterization Project. The Fuel Thermo-Physical Characterization Project is tasked with analysis of irradiated Low Enriched Uranium (LEU) Molybdenum (U-Mo) fuel element samples to support the GTRI conversion program. Sample analysis may include optical microscopy (OM), scanning electron microscopy (SEM) fuel-surface interface analysis, gas pycnometry (density) measurements, laser flash analysis (LFA), differential scanning calorimetry (DSC), thermogravimetry and differential thermal analysis with mass spectroscopy (TG /DTA-MS), Inductively Coupled Plasma Spectrophotometry (ICP), alpha spectroscopy, and Thermal Ionization Mass Spectroscopy (TIMS). The project will utilize existing Radiochemical Processing Laboratory (RPL) operating, technical, and administrative procedures for sample receipt, processing, and analyses. Test instructions (TIs), which are documents used to provide specific details regarding the implementation of an existing RPL approved technical or operational procedure, will also be used to communicate to staff project specific parameters requested by the Principal Investigator (PI). TIs will be developed, reviewed, and issued in accordance with the latest revision of the RPL-PLN-700, RPL Operations Plan. Additionally, the PI must approve all project test instructions and red-line changes to test instructions.

  19. Global Threat Reduction Initiative Fuel-Thermo-Physical Characterization Project Quality Assurance Plan

    The charter of the Fuel Thermo-Physical Characterization Project is to ready Pacific Northwest National Laboratory (PNNL) facilities and processes for the receipt of unirradiated and irradiated low enriched uranium (LEU) molybdenum (U-Mo) fuel element samples, and to perform analysis to support the Global Threat Reduction Initiative conversion program. PNNL’s support for the program will include the establishment of post-irradiation examination processes, including thermo-physical properties, unique to the U.S. Department of Energy laboratories. These processes will ultimately support the submission of the base fuel qualification (BFQ) to the U.S. Nuclear Regulatory Commission (NRC) and revisions to High Performance Research Reactor Safety Analysis Reports to enable conversion from highly enriched uranium to LEU fuel. This quality assurance plan (QAP) provides the quality assurance requirements and processes that support the NRC BFQ. This QAP is designed to be used by project staff, and prescribes the required management control elements that are to be met and how they are implemented. Additional controls are captured in Fuel Thermo-Physical Characterization Project plans, existing procedures, and procedures to be developed that provide supplemental information on how work is conducted on the project.

  20. Sensitivity Analysis of FEAST-Metal Fuel Performance Code: Initial Results

    This memo documents the completion of the LANL milestone, M3FT-12LA0202041, describing methodologies and initial results using FEAST-Metal. The FEAST-Metal code calculations for this work are being conducted at LANL in support of on-going activities related to sensitivity analysis of fuel performance codes. The objective is to identify important macroscopic parameters of interest to modeling and simulation of metallic fuel performance. This report summarizes our preliminary results for the sensitivity analysis using 6 calibration datasets for metallic fuel developed at ANL for EBR-II experiments. Sensitivity ranking methodology was deployed to narrow down the selected parameters for the current study. There are approximately 84 calibration parameters in the FEAST-Metal code, of which 32 were ultimately used in Phase II of this study. Preliminary results of this sensitivity analysis led to the following ranking of FEAST models for future calibration and improvements: fuel conductivity, fission gas transport/release, fuel creep, and precipitation kinetics. More validation data is needed to validate calibrated parameter distributions for future uncertainty quantification studies with FEAST-Metal. Results of this study also served to point out some code deficiencies and possible errors, and these are being investigated in order to determine root causes and to improve upon the existing code models.

  1. Boiling water reactor fuel behavior at burnup of 26 GWd/tonne U under reactivity-initiated accident conditions

    Irradiated boiling water reactor (BWR) fuel behavior under reactivity-initiated accident (RIA) conditions was investigated in the Nuclear Safety Research Reactor (NSRR) of the Japan Atomic Energy Research Institute. Short test fuel rods, refabricated from a commercial 7 x 7 type BWR fuel rod at a burnup of 26 GWd/ tonne U, were pulse irradiated in the NSRR under simulated cooled startup RIA conditions of the BWRs. Thermal energy from 230 J/g fuel (55 cal/g fuel) to 410 J/g fuel (98 cal/g fuel) was promptly subjected to the test fuel rods by pulse irradiation within [approximately] 10 ms. The peak fuel enthalpies are believed to be the same as the prompt energy depositions. The test fuel rods demonstrated characteristic behavior of the irradiated fuel rods under the accident conditions, such as enhanced pellet cladding mechanical interaction (PCMI) and fission gas release. However, all the fuel rods survived the accident conditions with considerable margins. Simulations by the FRAP-T6 code and fresh fuel rod tests under the same RIA conditions highlighted the burnup effects on the accident fuel performance. The tests and the simulation suggested that the BWR fuel would possibly fail by a cladding burst due to fission gas release during the cladding temperature escalation rather than the PCMI under the cold startup RIA conditions of a severe power burst.

    The Next Generation Safeguards Initiative (NGSI), Office of Nonproliferation and Arms Control (NPAC), National Nuclear Security Administration (NNSA) of the U.S. Department of Energy (DOE) has sponsored a multi-laboratory, university, international partner collaboration to (1) detect replaced or missing pins from spent fuel assemblies (SFA) to confirm item integrity and deter diversion, (2) determine plutonium mass and related plutonium and uranium fissile mass parameters in SFAs, and (3) verify initial enrichment (IE), burnup (BU), and cooling time (CT) of facility declaration for SFAs. A wide variety of nondestructive assay (NDA) techniques were researched to achieve these goals [Veal, 2010 and Humphrey, 2012]. In addition, the project includes two related activities with facility-specific benefits: (1) determination of heat content and (2) determination of reactivity (multiplication). In this research, a subset of 11 integrated NDA techniques was researched using data mining solutions at Los Alamos National Laboratory (LANL) for their ability to achieve the above goals.

    Ever since there has been spent fuel (SF), researchers have made nondestructive assay (NDA) measurements of that fuel to learn about its content. In general these measurements have focused on the simplest signatures (passive photon and total neutron emission) and the analysis has often focused on diversion detection and on determining properties such as burnup (BU) and cooling time (CT). Because of shortcomings in current analysis methods, inspectorates and policy makers are interested in improving the state-of-the-art in SF NDA. For this reason the U.S. Department of Energy, through the Next Generation Safeguards Initiative (NGSI), targeted the determination of elemental Pu mass in SF as a technical goal. As part of this research effort, 14 nondestructive assay techniques were studied . This wide range of techniques was selected to allow flexibility for the various needs of the safeguards inspectorates and to prepare for the likely integration of one or more techniques having complementary features. In the course of researching this broad range of NDA techniques, several cross-cutting issues were. This paper will describe some common issues and insights. In particular we will describe the following: (1) the role of neutron absorbers with emphasis on how these absorbers vary in SF as a function of initial enrichment, BU and CT; (2) the need to partition the measured signal among different isotopic sources; and (3) the importance of the “first generation” concept which indicates the spatial location from which the signal originates as well as the isotopic origins.

    The Unattended and Remote Monitoring (UNARM) system at the BN-350 fast breeder reactor facility in Aktau, Kazakhstan continues to provide safeguards monitoring data as the spent fuel disposition project transitions from wet fuel storage to dry storage casks. Qualitative data from the initial cask loading procedures has been released by the International Atomic Energy Agency (IAEA) and is presented here for the first time. The BN-350 fast breeder reactor in Aktau, Kazakhstan, operated as a plutonium-producing facility from 1973 W1til 1999. Kazakhstan signed the Nonproliferation Treaty (NPT) in February 1994, and shortly afterwards the IAEA began safeguarding the reactor facility and its nuclear material. Slnce the cessation of reactor operations ten years ago, the chief proliferation concern has been the spent fuel assemblies stored in the pond on-site. By 2002, all fuel assemblies in wet storage had been repackaged into proliferation-resistant canisters. From the beginning, the IAEA's safeguards campaign at the BN-350 included a constant unattended sensor presence in the form of UNARM which monitors nuclear material activities at the facility in the absence of inspector presence. The UNARM equipment at the BN-350 was designed to be modular and extensible, allowing the system to adapt as the safeguards requirements change. This has been particularly important at the BN-350 due to the prolonged wet storage phase of the project. The primary function of the BN-350 UNARM system is to provide the IAEA with an independent, radiation-centric Containment and Surveillance (C&S) layer in addition to the standard seals and video systems. The UNARM system has provided continuous Continuity of Knowledge (COK) data for the BN-350's nuclear material storage areas in order to ensure the validity of the attended measurements during the lifetime of the project.     A key enabler for advanced fuel cycle safeguards research and technology development for programs such as the Advanced Fuel Cycle Initiative (AFCI) is access to facilities and nuclear materials. This access is necessary in many cases in order to ensure that advanced safeguards techniques and technologies meet the measurement needs for which they were designed. One such crucial facility is a hot cell based laboratory which would allow developers from universities, national laboratories, and commercial companies to perform iterative research and development of advanced safeguards instrumentation under realistic operating conditions but not be subject to production schedule limitations. The need for such a facility arises from the requirement to accurately measure minor actinide and/or fission product bearing nuclear materials that cannot be adequately shielded in glove boxes. With the contraction of the DOE nuclear complex following the end of the cold war, many suitable facilities at DOE sites are increasingly costly to operate and are being evaluated for closure. A hot cell based laboratory that allowed developers to install and remove instrumentation from the hot cell would allow for both risk mitigation and performance optimization of the instrumentation prior to fielding equipment in facilities where maintenance and repair of the instrumentation is difficult or impossible. These benefits are accomplished by providing developers the opportunity to iterate between testing the performance of the instrumentation by measuring realistic types and amounts of nuclear material, and adjusting and refining the instrumentation based on the results of these measurements. In this paper, we review the requirements for such a facility using the Wing 9 hot cells in the Los Alamos National Laboratory's Chemistry and Metallurgy Research facility as a model for such a facility and describe recent use of these hot cells in support of AFCI.

    The topic Nuclear Safety encompasses a broad spectrum of focal areas within the nuclear industry; one specific aspect centers on the performance and integrity of nuclear fuel during a reactivity insertion accident (RIA). This specific accident has proven to be fundamentally difficult to theoretically characterize due to the numerous empirically driven characteristics that quantify the fuel and reactor performance. The Transient Reactor Test (TREAT) facility was designed and operated to better understand fuel behavior under extreme (i.e. accident) conditions; it was shutdown in 1994. Recently, efforts have been underway to commission the TREAT facility to continue testing of advanced accident tolerant fuels (i.e. recently developed fuel concepts). To aid in the restart effort, new simulation tools are being used to investigate the behavior of nuclear fuels during facility’s transient events. This study focuses specifically on the characterizing modeled effects of fuel particles within the fuel matrix of the TREAT. The objective of this study was to (1) identify the impact of modeled heterogeneity within the fuel matrix during a transient event, and (2) demonstrate acceptable modeling processes for the purpose of TREAT safety analyses, specific to fuel matrix and particle size. Hypothetically, a fuel that is dominantly heterogeneous will demonstrate a clearly different temporal heating response to that of a modeled homogeneous fuel. This time difference is a result of the uniqueness of the thermal diffusivity within the fuel particle and fuel matrix. Using MOOSE/BISON to simulate the temperature time-lag effect of fuel particle diameter during a transient event, a comparison of the average graphite moderator temperature surrounding a spherical particle of fuel was made for both types of fuel simulations.   19. Initial evaluation of dry storage issues for spent nuclear fuels in wet storage at the Idaho Chemical Processing Plant

    The Pacific Northwest Laboratory has evaluated the basis for moving selected spent nuclear fuels in the CPP-603 and CPP-666 storage pools at the Idaho Chemical Processing Plant from wet to dry interim storage. This work is being conducted for the Lockheed Idaho Technologies Company as part of the effort to determine appropriate conditioning and dry storage requirements for these fuels. These spent fuels are from 22 test reactors and include elements clad with aluminum or stainless steel and a wide variety of fuel materials: UAl{sub x}, UAl{sub x}-Al and U{sub 3}O{sub 8}-Al cermets, U-5% fissium, UMo, UZrH{sub x}, UErZrH, UO{sub 2}-stainless steel cermet, and U{sub 3}O{sub 8}-stainless steel cermet. The study also included declad uranium-zirconium hydride spent fuel stored in the CPP-603 storage pools. The current condition and potential failure mechanisms for these spent fuels were evaluated to determine the impact on conditioning and dry storage requirements. Initial recommendations for conditioning and dry storage requirements are made based on the potential degradation mechanisms and their impacts on moving the spent fuel from wet to dry storage. Areas needing further evaluation are identified.

  20. Initial measurements of BN-350 spent fuel in dry storage casks using the dual slab verification detonator

    The Dual Slab Verification Detector (DSVD) has been developed, built, and characterized by Los Alamos National Laboratory in cooperation with the International Atomic Energy Agency (IAEA) as part of the dry storage safeguards system for the spent fuel from the BN-350 fast reactor. The detector consists of two rows of 3He tubes embedded in a slab of polyethylene which has been designed to be placed on the outer surface of the dry storage cask. By performing DSVD measurements at several different locations around the outer surface of the DUC, a signature 'fingerprint' can be established for each DUC based on the neutron flux emanating from inside the dry storage cask. The neutron fingerprint for each individual DUC will be dependent upon the spatial distribution of nuclear material within the cask, thus making it sensitive to the removal of a certain amount of material from the cask. An initial set of DSVD measurements have been performed on the first set of dry storage casks that have been loaded with canisters of spent fuel and moved onto the dry storage pad to both establish an initial fingerprint for these casks as well as to quantify systematic uncertainties associated with these measurements. The results from these measurements will be presented and compared with the expected results that were determined based on MCNPX simulations of the dry storage facility. The ability to safeguard spent nuclear fuel is strongly dependent on the technical capabilities of establishing and maintaining continuity of knowledge (COK) of the spent fuel as it is released from the reactor core and either reprocessed or packaged and stored at a storage facility. While the maintenance of COK is often done using continuous containment and surveillance (C/S) on the spent fuel, it is important that the measurement capabilities exist to re-establish the COK in the event of a significant gap in the continuous CIS by performing measurements that independently confirm the presence and content

    The program established a collaborative process with domestic industries for the purpose of sharing Navy-developed technology. Private sector businesses were educated so as to increase their awareness of the vast amount of technologies that are available, with an initial focus on technology applications that are related to the Hydrogen, Fuel Cells and Infrastructure Technologies (Hydrogen) Program of the U.S. Department of Energy. Specifically, the project worked to increase industry awareness of the vast technology resources available to them that have been developed with taxpayer funding. NAVSEA-Carderock and the Houston Advanced Research Center teamed with Nicholls State University to catalog NAVSEA-Carderock unclassified technologies, rated the level of readiness of the technologies and established a web based catalog of the technologies. In particular, the catalog contains technology descriptions, including testing summaries and overviews of related presentations.

    The conversion of Northern States Power Company's (NSP) Red Wing and Wilmarth steam generators to fire refuse-derived fuel (RDF) is discussed. The use of the existing plant with the necessary modifications to the boilers has allowed NSP to effectively incinerate the fuel as required by Washington and Ramsey Counties. This paper covers the six-month start-up of Red Wing No. 1, commencing in May 1987, and the operating results since the plant went commercial in July 1987.

    Simulations and experiments have been carried out to investigate the neutron emission characteristics of two mixed-oxide (MOX) fuels at Idaho National Laboratory (INL). These activities are part of a project studying advanced instrumentation techniques in support of the U.S. Department of Energy's Fuel Cycle Research and Development program and it's Materials Protection, Accounting, and Control for Transmutation (MPACT) campaign. This analysis used the MCNP-PoliMi Monte Carlo simulation tool to determine the relative strength and energy spectra of the different neutron source terms within these fuels, and then used this data to simulate the detection and measurement of these emissions using an array of liquid scintillator neutron spectrometers. These calculations accounted for neutrons generated from the spontaneous fission of the actinides in the MOX fuel as well as neutrons created via (alpha,n) reactions with oxygen in the MOX fuel. The analysis was carried out to allow for characterization of both neutron energy as well as neutron coincidences between multiple detectors. Coincidences between prompt gamma rays and neutrons were also analyzed. Experiments were performed at INL with the same materials used in the simulations to benchmark and begin validation tests of the simulations. Data was collected in these experiments using an array of four liquid scintillators and a high-speed waveform digitizer. Advanced digital pulse-shape discrimination algorithms were developed and used to collect this data. Results of the simulation and modeling studies are presented together with preliminary results from the experimental campaign.

    New Monte Carlo simulations of the differential die-away (DDA) instrument response to the assay of spent and fresh fuel helped to redefine the signal-to-Background ratio and the effects of source neutron tailoring on the system performance. Previously, burst neutrons from the neutron generator together with all neutrons from a fission chain started by a fast fission of 238U were considered to contribute to active background counts. However, through additional simulations, the magnitude of the 238U first fission contribution was found to not affect the DDA performance in reconstructing 239Pueff. As a result, the newly adopted DDA active background definition considers now any neutrons within a branch of the fission chain that does not include at least one fission event induced by a thermal neutron, before being detected, to be the active background. The active background, consisting thus of neutrons from a fission chain or its individual branches composed entirely of sequence of fast fissions on any fissile or fissionable nuclei, is not expected to change significantly with different fuel assemblies. Additionally, while source tailoring materials surrounding the neutron generator were found to influence and possibly improve the instrument performance, the effect was not substantial.

    In this study, we evaluated the impacts of producing HOF with a RON of 100, using a range of ethanol blending levels (E10, E25, and E40), vehicle efficiency gains, and HOF market penetration scenarios (3.4% to 70%), on WTW petroleum use and GHG emissions. In particular, we conducted LP modeling of petroleum refineries to examine the impacts of different HOF production scenarios on petroleum refining energy use and GHG emissions. We compared two cases of HOF vehicle fuel economy gains of 5% and 10% in terms of MPGGE to baseline regular gasoline vehicles. We incorporated three key factors in GREET — (1) refining energy intensities of gasoline components for the various ethanol blending options and market shares, (2) vehicle efficiency gains, and (3) upstream energy use and emissions associated with the production of different crude types and ethanol — to compare the WTW GHG emissions of various HOF/vehicle scenarios with the business-as-usual baseline regular gasoline (87 AKI E10) pathway.

    Motivated by the urgent need for emission verification of CO2 and other greenhouse gases, we have developed regional CO2 simulation with CMAQ over the contiguous U.S. Model sensitivity experiments have been performed using three different sets of inputs for net ecosystem exchange (NEE) and two fossil fuel emission inventories, to understand the roles of fossil fuel emissions, atmosphere-biosphere exchange and transport in regulating the spatial and diurnal variability of CO2 near the surface, and to characterize the well-known signal-to-noise problem, i.e. the interference from the biosphere on the interpretation of atmospheric CO2 observations. It is found that differences in the meteorological conditions for different urban areas strongly contribute to the contrast in concentrations. The uncertainty of NEE, as measured by the difference among the three different NEE inputs, has notable impact on regional distribution of CO2 simulated by CMAQ. Larger NEE uncertainty and impact are found over eastern U.S. urban areas than along the western coast. A comparison with tower CO2 measurements at Boulder Atmospheric Observatory (BAO) shows that the CMAQ model using hourly varied and high-resolution CO2 emission from the Vulcan inventory and CarbonTracker optimized NEE reasonably reproduce the observed diurnal profile, whereas switching to different NEE inputs significantly degrades the model performance. Spatial distribution of CO2 is found to correlate with NOx, SO2 and CO, due to their similarity in emission sources and transport processes. These initial results from CMAQ demonstrate the power of a state-of-the art CTM in helping interpret CO2 observations and verify fossil fuel emissions. The ability to simulate CO2 in CMAQ will also facilitate investigations of the utility of traditionally regulated pollutants and other species as tracers to CO2 source attribution.

    Boiling water reactor (BWR) fuel at burnup of 41 to 45 GWd/tonne U was pulse irradiated in the Nuclear Safety Research Reactor (NSRR) to investigate fuel behavior under cold startup reactivity-initiated-accident conditions. Current Japanese BWR fuel, 8 x 8BJ type (Step I), from Fukushima-Daiichi Unit 3 was refabricated into short segments, and the test rods were promptly subjected to thermal energy from 293 to 607 J/g (70 to 145 cal/g) within {approx}20 ms. The fuel cladding was ductile enough to survive the prompt deformation due to pellet cladding mechanical interaction, while the plastic hoop strain reached 1.5% at the peak location. Transient fission gas release by the pulse irradiation varied from 3.1 to 8.2%, depending on the peak fuel enthalpy and the steady-state operation conditions.

    This is a review of the US (and international) fuel cell development for the stationary power generation market. Besides DOE, GRI, and EPRI sponsorship, the US fuel cell program has over 40% cost-sharing from the private sector. Support is provided by user groups with over 75 utility and other end-user members. Objectives are to develop and demonstrate cost-effective fuel cell power generation which can initially be commercialized into various market applications using natural gas fuel by the year 2000. Types of fuel cells being developed include PAFC (phosphoric acid), MCFC (molten carbonate), and SOFC (solid oxide); status of each is reported. Potential international applications are reviewed also. Fuel cells are viewed as a force in dispersed power generation, distributed power, cogeneration, and deregulated industry. Specific fuel cell attributes are discussed: Fuel cells promise to be one of the most reliable power sources; they are now being used in critical uninterruptible power systems. They need hydrogen which can be generated internally from natural gas, coal gas, methanol landfill gas, or other fuels containing hydrocarbons. Finally, fuel cell development and market applications in Japan are reviewed briefly.

    The purpose of the Next Generation Safeguards Initiative (NGSI)–Spent Fuel (SF) project is to strengthen the technical toolkit of safeguards inspectors and/or other interested parties. The NGSI–SF team is working to achieve the following technical goals more easily and efficiently than in the past using nondestructive assay measurements of spent fuel assemblies: (1) verify the initial enrichment, burnup, and cooling time of facility declaration; (2) detect the diversion or replacement of pins; (3) estimate the plutonium mass [which is also a function of the variables in (1)]; (4) estimate the decay heat; and (5) determine the reactivity of spent fuelmore » assemblies. Since August 2013, a set of measurement campaigns has been conducted at the Central Interim Storage Facility for Spent Nuclear Fuel (Clab), in collaboration with Swedish Nuclear Fuel and Waste Management Company (SKB). One purpose of the measurement campaigns was to acquire passive gamma spectra with high-purity germanium and lanthanum bromide scintillation detectors from Pressurized Water Reactor and Boiling Water Reactor spent fuel assemblies. The absolute 137Cs count rate and the 154Eu/137Cs, 134Cs/137Cs, 106Ru/137Cs, and 144Ce/137Cs isotopic ratios were extracted; these values were used to construct corresponding model functions (which describe each measured quantity’s behavior over various combinations of burnup, cooling time, and initial enrichment) and then were used to determine those same quantities in each measured spent fuel assembly.   15. Creation of a Full-Core HTR Benchmark with the Fort St. Vrain Initial Core and Assessment of Uncertainties in the FSV Fuel Composition and Geometry

    Information and measured data from the intial Fort St. Vrain (FSV) high temperature gas reactor core is used to develop a benchmark configuration to validate computational methods for analysis of a full-core, commercial HTR configuration. Large uncertainties in the geometry and composition data for the FSV fuel and core are identified, including: (1) the relative numbers of fuel particles for the four particle types, (2) the distribution of fuel kernel diameters for the four particle types, (3) the Th:U ratio in the initial FSV core, (4) and the buffer thickness for the fissile and fertile particles. Sensitivity studies were performed to assess each of these uncertainties. A number of methods were developed to assist in these studies, including: (1) the automation of MCNP5 input files for FSV using Python scripts, (2) a simple method to verify isotopic loadings in MCNP5 input files, (3) an automated procedure to conduct a coupled MCNP5-RELAP5 analysis for a full-core FSV configuration with thermal-hydraulic feedback, and (4) a methodology for sampling kernel diameters from arbitrary power law and Gaussian PDFs that preserved fuel loading and packing factor constraints. A reference FSV fuel configuration was developed based on having a single diameter kernel for each of the four particle types, preserving known uranium and thorium loadings and packing factor (58%). Three fuel models were developed, based on representing the fuel as a mixture of kernels with two diameters, four diameters, or a continuous range of diameters. The fuel particles were put into a fuel compact using either a lattice-bsed approach or a stochastic packing methodology from RPI, and simulated with MCNP5. The results of the sensitivity studies indicated that the uncertainties in the relative numbers and sizes of fissile and fertile kernels were not important nor were the distributions of kernel diameters within their diameter ranges.     This performance assessment characterized plausible treatment options conceived by the Idaho National Engineering Laboratory (INEL) for its spent fuel and high-level radioactive waste and then modeled the performance of the resulting waste forms in two hypothetical, deep, geologic repositories: one in bedded salt and the other in granite. The results of the performance assessment are intended to help guide INEL in its study of how to prepare wastes and spent fuel for eventual permanent disposal. This assessment was part of the Waste Management Technology Development Program designed to help the US Department of Energy develop and demonstrate the capability to dispose of its nuclear waste, as mandated by the Nuclear Waste Policy Act of 1982. The waste forms comprised about 700 metric tons of initial heavy metal (or equivalent units) stored at the INEL: graphite spent fuel, experimental low enriched and highly enriched spent fuel, and high-level waste generated during reprocessing of some spent fuel. Five different waste treatment options were studied; in the analysis, the options and resulting waste forms were analyzed separately and in combination as five waste disposal groups. When the waste forms were studied in combination, the repository was assumed to also contain vitrified high-level waste from three DOE sites for a common basis of comparison and to simulate the impact of the INEL waste forms on a moderate-sized repository, The performance of the waste form was assessed within the context of a whole disposal system, using the U.S. Environmental Protection Agency`s Environmental Radiation Protection Standards for Management and Disposal of Spent Nuclear Fuel, High-Level and Transuranic Radioactive Wastes, 40 CFR 191, promulgated in 1985. Though the waste form behavior depended upon the repository type, all current and proposed waste forms provided acceptable behavior in the salt and granite repositories.

    A key objective of the Next Generation Safeguards Initiative (NGSI) is to utilize non-destructive assay (NDA) techniques to determine the elemental plutonium (Pu) content in a commercial-grade nuclear spent fuel assembly (SFA). In the third year of the NGSI Spent Fuel NDA project, the research focus is on the integration of a few NDA techniques. One of the reoccurring challenges to the accurate determination of Pu content has been the explicit dependence of the measured signal on the presence of neutron absorbers which build up in the assembly in accordance with its operating and irradiation history. The history of any SFA is often summarized by the parameters of burn-up (BU), initial enrichment (IE) and cooling time (CT). While such parameters can typically be provided by the operator, the ability to directly measure and verify them would significantly enhance the autonomy of the IAEA inspectorate. Within this paper, we demonstrate that an instrument based on a Differential Die-Away technique is in principle capable of direct measurement of IE and, should the CT be known, also the BU.

All three of these processes are of particular interest to states in the Southeastern US since the agricultural products produced in this region are highly variable in terms of actual crop, production quantity, and the ability of land areas to support a particular type of crop. This greatly differs from the Midwestern US where most of this region's agricultural land supports one to two primary crops, such as corn and soybean. Therefore, developing processes which are relatively flexible in terms of biomass feedstock is key to the southeastern region of the US if this area is going to be a 'player' in the developing biomass to chemicals arena. With regard to the fermentation of syngas, research was directed toward developing improved biocatalysts through organism discovery and optimization, improving ethanol/acetic acid separations, evaluating potential bacterial contaminants, and assessing the use of innovative fermentors that are better suited for supporting syngas fermentation. Acid hydrolysis research was directed toward improved conversion yields and rates, acid recovery using membranes, optimization of fermenting organisms, and hydrolyzate characterization with changing feedstocks. Additionally, a series of development efforts addressed novel separation techniques for the separation of key chemicals from fermentation activities. Biogas related research focused on key factors hindering the widespread use of digester technologies in non-traditional industries. The digestion of acetic acids and other fermentation wastewaters was studied and methods used to optimize the process were undertaken. Additionally, novel laboratory methods were designed along with improved methods of digester operation. A search for better performing digester consortia was initiated coupled with improved methods to initiate their activity within digester environments. The third activity of the consortium generally studied the production of 'other' chemicals from waste biomass materials

    The objective of this INERI project was to develop improved fuel behavior models for gas reactor coated-particle fuels and to explore improved coated-particle fuel designs that could be used reliably at very high burnups and potentially in gas-cooled fast reactors. Project participants included the Idaho National Engineering Laboratory (INEEL), Centre Étude Atomique (CEA), and the Massachusetts Institute of Technology (MIT). To accomplish the project objectives, work was organized into five tasks.

    This Nuclear Energy Research Initiative (NERI) project was tasked with exploring, adapting, developing and demonstrating innovative nondestructive test methods to automate nuclear coated particle fuel inspection so as to provide the United States (US) with necessary improved and economical Quality Assurance and Control (QA/QC) that is needed for the fuels for several reactor concepts being proposed for both near term deployment [DOE NE & NERAC, 2001] and Generation IV nuclear systems. Replacing present day QA/QC methods, done manually and in many cases destructively, with higher speed automated nondestructive methods will make fuel production for advanced reactors economically feasible. For successful deployment of next generation reactors that employ particle fuels, or fuels in the form of pebbles based on particles, extremely large numbers of fuel particles will require inspection at throughput rates that do not significantly impact the proposed manufacturing processes. The focus of the project is nondestructive examination (NDE) technologies that can be automated for production speeds and make either: (I) On Process Measurements or (II) In Line Measurements. The inspection technologies selected will enable particle quality qualification as a particle or group of particles passes a sensor. A multiple attribute dependent signature will be measured and used for qualification or process control decisions. A primary task for achieving this objective is to establish standard signatures for both good/acceptable particles and the most problematic types of defects using several nondestructive methods.

    A disclosed fuel injector provides mixing of fuel with airflow by surrounding a swirled fuel flow with first and second swirled airflows that ensures mixing prior to or upon entering the combustion chamber. Fuel tubes produce a central fuel flow along with a central airflow through a plurality of openings to generate the high velocity fuel/air mixture along the axis of the fuel injector in addition to the swirled fuel/air mixture.

    The purpose of the TREAT reactor is to generate large transient neutron pulses in test samples without over-heating the core to simulate fuel assembly accident conditions. The power transients in the present HEU core are inherently self-limiting such that the core prevents itself from overheating even in the event of a reactivity insertion accident. The objective of this study was to support the assessment of the feasibility of the TREAT core conversion based on the present reactor performance metrics and the technical specifications of the HEU core. The LEU fuel assembly studied had the same overall design, materials (UO2 particles finely dispersed in graphite) and impurities content as the HEU fuel assembly. The Monte Carlo N–Particle code (MCNP) and the point kinetics code TREKIN were used in the analyses.
