    Achieving a successful transition to hydrogen-powered vehicles in the U.S. automotive market will require strong and sustained commitment by hydrogen producers, vehicle manufacturers, transporters and retailers, consumers, and governments. The interaction of these agents in the marketplace will determine the real costs and benefits of early market transformation policies, and ultimately the success of the transition itself. The transition to hydrogen-powered transportation faces imposing economic barriers. The challenges include developing and refining a new and different power-train technology, building a supporting fuel infrastructure, creating a market for new and unfamiliar vehicles, and achieving economies of scale in vehicle production while providing an attractive selection of vehicle makes and models for car-buyers. The upfront costs will be high and could persist for a decade or more, delaying profitability until an adequate number of vehicles can be produced and moved into consumer markets. However, the potential rewards to the economy, environment, and national security are immense. Such a profound market transformation will require careful planning and strong, consistent policy incentives. Section 811 of the Energy Policy Act (EPACT) of 2005, Public Law 109-59 (U.S. House, 2005), calls for a report from the Secretary of Energy on measures to support the transition to a hydrogen economy. The report was to specifically address production and deployment of hydrogen-fueled vehicles and the hydrogen production and delivery infrastructure needed to support those vehicles. In addition, the 2004 report of the National Academy of Sciences (NAS, 2004), The Hydrogen Economy, contained two recommendations for analyses to be conducted by the U.S. Department of Energy (DOE) to strengthen hydrogen energy transition and infrastructure planning for the hydrogen economy.     NREL has developed and maintains a variety of infrastructure analysis models for the U.S. Department of Energy. Business case analysis has recently been added to this tool set. This presentation focuses on cash flow analysis. Cash flows depend upon infrastructure costs, optimized spatially and temporally, and assumptions about financing and revenue. NREL has incorporated detailed metrics on financing and incentives into the models. Next steps in modeling include continuing to collect feedback on regional/local infrastructure development activities and 'roadmap' dynamics, and incorporating consumer preference assumptions on infrastructure to provide direct feedback between vehicles and station rollout.

    Hydrogen fuel, used in an internal combustion engine optimized for maximum efficiency and as part of a hybrid-electric vehicle, will give excellent performance and range with emissions below one-tenth the ultra-low emission vehicle standards being considered in California as Equivalent Zero Emission Vehicles. These vehicles can also be manufactured with increased but not excessive cost. Hydrogen-fueled engines have demonstrated indicated efficiencies of more than 50% under lean operation. Combining optimized engines and other advanced components, the overall vehicle efficiency should approach 40%, compared with 13% for a conventional vehicle in the urban driving cycle. The optimized engine-generator unit is the mechanical equivalent of the fuel cell but at a cost competitive with today`s engines. The increased efficiency of hybrid-electric vehicles now makes hydrogen fuel competitive with today`s conventional vehicles. Conservative analysis of the infrastructure options to support a transition to a hydrogen-fueled light-duty fleet indicates that hydrogen may be utilized at a total cost comparable to the 3.1 cents/km U.S. vehicle operators pay today while using conventional automobiles. Both on-site production by electrolysis or reforming of natural gas and liquid hydrogen distribution offer the possibility of a smooth transition by taking advantage of existing large-scale energy infrastructures. Eventually, renewable sources of electricity and scalable methods of making hydrogen will have lower costs than today. With a hybrid-electric propulsion system, the infrastructure to supply hydrogen and the vehicles to use it can be developed today and thus be in place when fuel cells become economical for vehicle use.

    This presentation discusses current research at NREL on advanced wireless power transfer vehicle and infrastructure analysis. The potential benefits of E-roadway include more electrified driving miles from battery electric vehicles, plug-in hybrid electric vehicles, or even properly equipped hybrid electric vehicles (i.e., more electrified miles could be obtained from a given battery size, or electrified driving miles could be maintained while using smaller and less expensive batteries, thereby increasing cost competitiveness and potential market penetration). The system optimization aspect is key given the potential impact of this technology on the vehicles, the power grid and the road infrastructure.

    This report provides the results of a scoping study evaluating the potential risk reduction value of a hypothetical, earthquake early-warning system. The study was based on an analysis of the actions that could be taken to reduce risks to population and infrastructures, how much time would be required to take each action and the potential consequences of false alarms given the nature of the action. The results of the scoping analysis indicate that risks could be reduced through improving existing event notification systems and individual responses to the notification; and production and utilization of more detailed risk maps for local planning. Detailed maps and training programs, based on existing knowledge of geologic conditions and processes, would reduce uncertainty in the consequence portion of the risk analysis. Uncertainties in the timing, magnitude and location of earthquakes and the potential impacts of false alarms will present major challenges to the value of an early-warning system.

    Today’s society relies greatly upon an array of complex national and international infrastructure networks such as transportation, utilities, telecommunication, and even financial networks. While modeling and simulation tools have provided insight into the behavior of individual infrastructure networks, a far less understood area is that of the interrelationships among multiple infrastructure networks including the potential cascading effects that may result due to these interdependencies. This paper first describes infrastructure interdependencies as well as presenting a formalization of interdependency types. Next the paper describes a modeling and simulation framework called CIMS© and the work that is being conducted at the Idaho National Laboratory (INL) to model and simulate infrastructure interdependencies and the complex behaviors that can result.

This paper describes initial research combining agent-based infrastructure modeling software and genetic algorithms (GAs) to help optimize infrastructure protection and restoration decisions. This research proposes to apply GAs to the problem of infrastructure modeling and analysis in order to determine the optimum assets to restore or protect from attack or other disaster. This research is just commencing and therefore the focus of this paper is the integration of a GA optimization method with a simulation through the simulation’s agents.

    Complex Adaptive Systems (CAS) can be applied to investigate complex infrastructure interdependencies such as those between the electric power and natural gas markets. These markets are undergoing fundamental transformations including major changes in electric generator fuel sources. Electric generators that use natural gas as a fuel source are rapidly gaining market share. These generators introduce direct interdependency between the electric power and natural gas markets. These interdependencies have been investigated using the emergent behavior of CAS model agents within the Spot Market Agent Research Tool Version 2.0 Plus Natural Gas (SMART II+).

    Critical Infrastructure systems(CIs) such as energy, water, transportation and communication are highly interconnected and mutually dependent in complex ways. Robust modeling of CIs interconnections is crucial to identify vulnerabilities in the CIs. We present here a national-scale Infrastructure Vulnerability Analysis System (IVAS) vision leveraging Se- mantic Big Data (SBD) tools, Big Data, and Geographical Information Systems (GIS) tools. We survey existing ap- proaches on vulnerability analysis of critical infrastructures and discuss relevant systems and tools aligned with our vi- sion. Next, we present a generic system architecture and discuss challenges including: (1) Constructing and manag- ing a CI network-of-networks graph, (2) Performing analytic operations at scale, and (3) Interactive visualization of ana- lytic output to generate meaningful insights. We argue that this architecture acts as a baseline to realize a national-scale network based vulnerability analysis system.

    The United States' Energy Policy Act of 2005 is expected to facilitate construction of new commercial nuclear power plants. In the meanwhile, current plants are in the process of obtaining licenses for extended operation beyond their predetermined design life. In this beneficial yet challenging situation, it seems desirable to develop a strategic plan for smooth and seamless transition from paper based procedure systems to computer based procedure systems for improved performance and safety of the existing nuclear power plants. Many utilities already maintain procedures using word processing software, but it is common to print paper copies for daily use. At this time it is highly desirable to better understand the collective as well as individual document management needs of a commercial nuclear power plant as they migrate to a computer based system. As a contributory role in initiating a strategic plan, this paper offers a comprehensive questionnaire that is suitable for conducting a survey to determine the related needs of the utilities. The questionnaire covers three major areas: Formatting and User Friendly Features; Technical and Environmental Considerations; and Safety, System Integrity and Regulatory Considerations. A plan to conduct the proposed survey is also outlined in the future work section of this paper. (authors)

    A microscopic analysis, based on nuclear energy density functionals, is presented for shape phase transitions in Nd isotopes. Low-lying excitation spectra and transition probabilities are calculated starting from a five-dimensional Hamiltonian, with parameters determined by constrained relativistic mean-field calculations for triaxial shapes. The results reproduce available data, and show that there is an abrupt change of structure at N = 90, that corresponds to a first-order quantum phase transition between spherical and axially deformed shapes.

  3. Building a Community Infrastructure for Scalable On-Line Performance Analysis Tools around Open|Speedshop

    Peta-scale computing environments pose significant challenges for both system and application developers and addressing them required more than simply scaling up existing tera-scale solutions. Performance analysis tools play an important role in gaining this understanding, but previous monolithic tools with fixed feature sets have not sufficed. Instead, this project worked on the design, implementation, and evaluation of a general, flexible tool infrastructure supporting the construction of performance tools as pipelines of high-quality tool building blocks. These tool building blocks provide common performance tool functionality, and are designed for scalability, lightweight data acquisition and analysis, and interoperability. For this project, we built on Open|SpeedShop, a modular and extensible open source performance analysis tool set. The design and implementation of such a general and reusable infrastructure targeted for petascale systems required us to address several challenging research issues. All components needed to be designed for scale, a task made more difficult by the need to provide general modules. The infrastructure needed to support online data aggregation to cope with the large amounts of performance and debugging data. We needed to be able to map any combination of tool components to each target architecture. And we needed to design interoperable tool APIs and workflows that were concrete enough to support the required functionality, yet provide the necessary flexibility to address a wide range of tools. A major result of this project is the ability to use this scalable infrastructure to quickly create tools that match with a machine architecture and a performance problem that needs to be understood. Another benefit is the ability for application engineers to use the highly scalable, interoperable version of Open|SpeedShop, which are reassembled from the tool building blocks into a flexible, multi-user interface set of tools.     Hybrid energy system research has the potential to expand the application for nuclear reactor technology beyond electricity. The purpose of this research is to reduce both technical and economic risks associated with energy systems of the future. Nuclear hybrid energy systems (NHES) mitigate the variability of renewable energy sources, provide opportunities to produce revenue from different product streams, and avoid capital inefficiencies by matching electrical output to demand by using excess generation capacity for other purposes when it is available. An essential step in the commercialization and deployment of this advanced technology is scaled testing to demonstrate integrated dynamic performance of advanced systems and components when risks cannot be mitigated adequately by analysis or simulation. Further testing in a prototypical environment is needed for validation and higher confidence. This research supports the development of advanced nuclear reactor technology and NHES, and their adaptation to commercial industrial applications that will potentially advance U.S. energy security, economy, and reliability and further reduce carbon emissions. Experimental infrastructure development for testing and feasibility studies of coupled systems can similarly support other projects having similar developmental needs and can generate data required for validation of models in thermal energy storage and transport, energy, and conversion process development. Experiments performed in the Systems Integration Laboratory will acquire performance data, identify scalability issues, and quantify technology gaps and needs for various hybrid or other energy systems.     The Security Systems and Technology Center at Sandia National Laboratories has for many years been involved in the development and use of vulnerability assessment and risk analysis tools. In particular, two of these tools, ASSESS and JTS, have been used extensively for Department of Energy facilities. Increasingly, Sandia has been called upon to evaluate critical assets and infrastructures, support DoD force protection activities and assist in the protection of facilities from terrorist attacks using weapons of mass destruction. Sandia is involved in many different activities related to security and force protection and is expanding its capabilities by developing new risk analysis tools to support a variety of users. One tool, in the very early stages of development, is EnSURE, Engineered Surety Using the Risk Equation. EnSURE addresses all of the risk equation and integrates the many components into a single, tool-supported process to help determine the most cost-effective ways to reduce risk. This paper will briefly discuss some of these risk analysis tools within the EnSURE framework.

    FFTF (Fast Flux Test Facility) is a 400-MW(t) sodium-cooled, fast flux test reactor at Hanford, designed to test fuels and materials for advanced nuclear power plants; it has no capability for generating electric power. Since a long-term mission could not be found for FFTF, it was placed in standby, and a recommendation was made that it be shut down. Purpose of the FFTF Transition Project is to prepare it for Decontamination and Decommissioning; this will be accomplished by establishing a passively safe and environmentally secure configuration, that can be preserved for several decades. This report presents the results of the mission analysis, which is required by Hanford systems engineering procedures.

  10. Dynamic Analysis of Fuel Cycle Transitioning

    This paper examines the time-dependent dynamics of transitioning from a once-through fuel cycle to a closed fuel cycle. The once-through system involves only Light Water Reactors (LWRs) operating on uranium oxide fuel UOX), while the closed cycle includes both LWRs and fast spectrum reactors (FRs) in either a single-tier system or two-tier fuel system. The single-tier system includes full transuranic recycle in FRs while the two-tier system adds one pass of mixed oxide uranium-plutonium (MOX U-Pu) fuel in the LWR. While the analysis primarily focuses on burner fast reactors, transuranic conversion ratios up to 1.0 are assessed and many of the findings apply to any fuel cycle transitioning from a thermal once-through system to a synergistic thermal-fast recycle system. These findings include uranium requirements for a range of nuclear electricity growth rates, the importance of back end fuel cycle facility timing and magnitude, the impact of employing a range of fast reactor conversion ratios, system sensitivity to used fuel cooling time prior to recycle, impacts on a range of waste management indicators, and projected electricity cost ranges for once-through, single-tier and two-tier systems. The study confirmed that significant waste management benefits can be realized as soon as recycling is initiated, but natural uranium savings are minimal in this century. The use of MOX in LWRs decouples the development of recycle facilities from fast reactor fielding, but also significantly delays and limits fast reactor deployment. In all cases, fast reactor deployment was significantly below than predicted by static equilibrium analyses.

    In this project we created a community tool infrastructure for program development tools targeting Petascale class machines and beyond. This includes tools for performance analysis, debugging, and correctness tools, as well as tuning and optimization frameworks. The developed infrastructure provides a comprehensive and extensible set of individual tool building components. We started with the basic elements necessary across all tools in such an infrastructure followed by a set of generic core modules that allow a comprehensive performance analysis at scale. Further, we developed a methodology and workflow that allows others to add or replace modules, to integrate parts into their own tools, or to customize existing solutions. In order to form the core modules, we built on the existing Open|SpeedShop infrastructure and decomposed it into individual modules that match the necessary tool components. At the same time, we addressed the challenges found in performance tools for petascale systems in each module. When assembled, this instantiation of community tool infrastructure provides an enhanced version of Open|SpeedShop, which, while completely different in its architecture, provides scalable performance analysis for petascale applications through a familiar interface. This project also built upon and enhances capabilities and reusability of project partner components as specified in the original project proposal. The overall project teams work over the project funding cycle was focused on several areas of research, which are described in the following sections. The reminder of this report also highlights related work as well as preliminary work that supported the project. In addition to the project partners funded by the Office of Science under this grant, the project team included several collaborators who contribute to the overall design of the envisioned tool infrastructure.   19. Time-Varying, Multi-Scale Adaptive System Reliability Analysis of Lifeline Infrastructure Networks

    The majority of current societal and economic needs world-wide are met by the existing networked, civil infrastructure. Because the cost of managing such infrastructure is high and increases with time, risk-informed decision making is essential for those with management responsibilities for these systems. To address such concerns, a methodology that accounts for new information, deterioration, component models, component importance, group importance, network reliability, hierarchical structure organization, and efficiency concerns has been developed. This methodology analyzes the use of new information through the lens of adaptive Importance Sampling for structural reliability problems. Deterioration, multi-scale bridge models, and time-variant component importance are investigated for a specific network. Furthermore, both bridge and pipeline networks are studied for group and component importance, as well as for hierarchical structures in the context of specific networks. Efficiency is the primary driver throughout this study. With this risk-informed approach, those responsible for management can address deteriorating infrastructure networks in an organized manner.

  20. Techno-Economic Analysis of BEVs with Fast Charging Infrastructure: Preprint

    Battery electric vehicles (BEVs) offer the potential to reduce both oil imports and greenhouse gas emissions, but high upfront costs, battery-limited vehicle range, and concern over high battery replacement costs may discourage many potential purchasers. One proposed solution is to employ a subscription model under which a service provider assumes ownership of the battery while providing access to vast fast charging infrastructure. Thus, high upfront and subsequent battery replacement costs are replaced by a predictable monthly fee, and battery-limited range is replaced by a larger infrastructure-limited range. Assessing the costs and benefits of such a proposal are complicated by many factors, including customer drive patterns, the amount of required infrastructure, and battery life. Herein the National Renewable Energy Laboratory applies its Battery Ownership Model to address these challenges and compare the economics and utility of a BEV fast charging service plan to a traditional direct ownership option. In single vehicle households, where such a service is most valuable, we find that operating a BEV under a fast charge service plan can be more cost-effective than direct ownership of a BEV, but it is rarely more cost-effective than direct ownership of a conventional vehicle.

  1. Alternative Transportation Refueling Infrastructure in the U.S. 2014: Status and Challenges

    Lack of adequate refueling infrastructure is a major barrier to the success of alternative motor fuels. A transition from fossil petroleum to alternative, low-carbon transportation fuels appears to be necessary to mitigate the adverse impacts of global warming, strengthen energy security and meet air quality standards. Finding effective combinations of business models and public policies to accomplish a transition to alternative fuels poses a new and difficult challenge. Focusing on highway vehicles, this paper reviews the motivation for transition to alternative fuels, the current status of alternative fuel refueling infrastructure in the U.S., the costs of such infrastructure and business models and policies that have been proposed to achieve a successful transition. The goal of this paper is to serve as a basis for innovative thinking and discussion rather than as a comprehensive analysis of the issue. Infrastructure for producing and delivering fuels to refueling stations is equally important but is outside the scope of this paper.

    The Critical Infrastructure Modeling System (CIMS) is a 3D modeling and simulation environment designed to assist users in the analysis of dependencies within individual infrastructure and also interdependencies between multiple infrastructures. Through visual cuing and textual displays, a use can evaluate the effect of system perturbation and identify the emergent patterns that evolve. These patterns include possible outage areas from a loss of power, denial of service or access, and disruption of operations. Method ofmore » Solution: CIMS allows the user to model a system, create an overlay of information, and create 3D representative images to illustrate key infrastructure elements. A geo-referenced scene, satellite, aerial images or technical drawings can be incorporated into the scene.     This report was prepared to support development of the Department of Energy Environmental Management cost infrastructure -- a new capability to independently estimate and analyze costs. Currently, the cost data are reported according to a structure that blends level of effort tasks with product and process oriented tasks. Also. the budgetary inputs are developed from prior year funding authorizations and from contractor-developed parametric estimates that have been adjusted to planned funding levels or appropriations. Consequently, it is difficult for headquarters and field-level activities to use actual cost data and technical requirements to independently assess the costs generated and identify trends, potential cost savings from process improvements, and cost reduction strategies.

    This document addresses polymer materials for use in hydrogen service. Section 1 summarizes the applications of polymers in hydrogen infrastructure and vehicle fuel systems and identifies polymers used in these applications. Section 2 reviews the properties of polymer materials exposed to hydrogen and/or high-pressure environments, using information obtained from published, peer-reviewed literature. The effect of high pressure on physical and mechanical properties of polymers is emphasized in this section along with a summary of hydrogen transport through polymers. Section 3 identifies areas in which fuller characterization is needed in order to assess material suitability for hydrogen service.

    Compromises attributable to the Advanced Persistent Threat (APT) highlight the necessity for constant vigilance. The APT provides a new perspective on security metrics (e.g., statistics based cyber security) and quantitative risk assessments. We consider design principals and models/tools that provide high assurance for energy delivery systems (EDS) operations regardless of the state of compromise. Cryptographic keys must be securely exchanged, then held and protected on either end of a communications link. This is challenging for a utility with numerous substations that must secure the intelligent electronic devices (IEDs) that may comprise complex control system of systems. For example, distribution and management of keys among the millions of intelligent meters within the Advanced Metering Infrastructure (AMI) is being implemented as part of the National Smart Grid initiative. Without a means for a secure cryptographic key management system (CKMS) no cryptographic solution can be widely deployed to protect the EDS infrastructure from cyber-attack. We consider 1) how security modeling is applied to key management and cyber security concerns on a continuous basis from design through operation, 2) how trusted models and key management architectures greatly impact failure scenarios, and 3) how hardware-enabled trust is a critical element to detecting, surviving, and recovering from attack.

    Unprecedented growth of required telecommunications services and telecommunications applications change the way the INL does business today. High speed connectivity compiled with a high demand for telephony and network services requires a robust communications infrastructure.   The current state of the MFC communication infrastructure limits growth opportunities of current and future communication infrastructure services. This limitation is largely due to equipment capacity issues, aging cabling infrastructure (external/internal fiber and copper cable) and inadequate space for telecommunication equipment. While some communication infrastructure improvements have been implemented over time projects, it has been completed without a clear overall plan and technology standard.   This document identifies critical deficiencies with the current state of the communication infrastructure in operation at the MFC facilities and provides an analysis to identify needs and deficiencies to be addressed in order to achieve target architectural standards as defined in STD-170. The intent of STD-170 is to provide a robust, flexible, long-term solution to make communications capabilities align with the INL mission and fit the various programmatic growth and expansion needs.

    Almost all the high-production businesses face a problem of having terabytes of data but very little information is extracted from them. Efforts are being made continuously to bring the raw data into a usable format so that the meaningful information can be inferred. Once the knowledge discovery is done, proper action can be taken accordingly. The data mining and process modeling approach are used in many business sectors to better understand the process interactions within production chains by analyzing huge data repositories. A decade of intense investment in information technology by mining companies as resulted in vast quantities of underutilized data. Other industries have undergone fundamental changes through the innovative application of IT and business intelligence. This project was to undertake the investigation of the tools and techniques that would bring such data mining and requisite business processes to the mining industry. Phase I of this project was to establish the research infrastructure for Phase II and to pilot the tools and techniques through the development of an Energy Consumption Model (ECM) to predict the energy consumption in the material handling processes based on the key input variables like distance, elevation, tons hauled etc. Data mining techniques that can extract meaningful information from a raw data is available. The model developed as part of this research is an example of how energy consumption can be estimated from fundamental data.

    The Department of Energy (DOE) Office of Nuclear Energy (NE) released a request for information (RFI) (DE-SOL-0008318) for “University, National Laboratory, Industry and International Input on Potential Office of Nuclear Energy Infrastructure Investments” on April 13, 2015. DOE-NE solicited information on five specific types of capabilities as well as any others suggested by the community. The RFI proposal period closed on June 19, 2015. From the 26 responses, 34 individual proposals were extracted. Eighteen were associated with a DOE national laboratory, including Argonne National Laboratory (ANL), Brookhaven National Laboratory (BNL), Idaho National Laboratory (INL), Los Alamos National Laboratory (LANL), Pacific Northwest National Laboratory (PNNL) and Sandia National Laboratory (SNL). Oak Ridge National Laboratory (ORNL) was referenced in a proposal as a proposed capability location, although the proposal did not originate with ORNL. Five US universities submitted proposals (Massachusetts Institute of Technology, Pennsylvania State University, Rensselaer Polytechnic Institute, University of Houston and the University of Michigan). Three industrial/commercial institutions submitted proposals (AREVA NP, Babcock and Wilcox (B&W) and the Electric Power Research Institute (EPRI)). Eight major themes emerged from the submissions as areas needing additional capability or support for existing capabilities. Two submissions supported multiple areas. The major themes are: Advanced Manufacturing (AM), High Performance Computing (HPC), Ion Irradiation with X-Ray Diagnostics (IIX), Ion Irradiation with TEM Visualization (IIT), Radiochemistry Laboratories (RCL), Test Reactors, Neutron Sources and Critical Facilities (RX) , Sample Preparation and Post-Irradiation Examination (PIE) and Thermal-Hydraulics Test Facilities (THF).

    In recent years, the nation has recognized that critical infrastructure protection should consider not only the prevention of disruptive events, but also the processes that infrastructure systems undergo to maintain functionality following disruptions. This more comprehensive approach has been termed critical infrastructure resilience (CIR). Given the occurrence of a particular disruptive event, the resilience of a system to that event is the system's ability to efficiently reduce both the magnitude and duration of the deviation from targeted system performance levels. Sandia National Laboratories (Sandia) has developed a comprehensive resilience assessment framework for evaluating the resilience of infrastructure and economic systems. The framework includes a quantitative methodology that measures resilience costs that result from a disruption to infrastructure function. The framework also includes a qualitative analysis methodology that assesses system characteristics that affect resilience in order to provide insight and direction for potential improvements to resilience. This paper describes the resilience assessment framework. This paper further demonstrates the utility of the assessment framework through application to a hypothetical scenario involving the disruption of a petrochemical supply chain by a hurricane.

    Battelle Energy Alliance, LLC, managing and operating contractor for the U.S. Department of Energy’s (DOE) Idaho National Laboratory (INL), is the lead laboratory for U.S. Department of Energy’s Advanced Vehicle Testing Activity (AVTA). INL’s conduct of the AVTA resulted in a significant base of knowledge and experience in the area of testing light-duty vehicles that reduced transportation-related petroleum consumption. Due to this experience, INL was tasked by DOE to develop agreements with companies that were the recipients of The American Recovery and Reinvestment Act of 2009 (ARRA) grants, that would allow INL to collect raw data from light-duty vehicles and charging infrastructure. INL developed non-disclosure agreements (NDAs) with several companies and their partners that resulted in INL being able to receive raw data via server-to-server connections from the partner companies. This raw data allowed INL to independently conduct data quality checks, perform analysis, and report publicly to DOE, partners, and stakeholders, how drivers used both new vehicle technologies and the deployed charging infrastructure. The ultimate goal was not the deployment of vehicles and charging infrastructure, cut rather to create real-world laboratories of vehicles, charging infrastructure and drivers that would aid in the design of future electric drive transportation systems.     As the flood of data associated with leading edge computational science continues to escalate, the challenge of supporting the distributed collaborations that are now characteristic of it becomes increasingly daunting. The chief obstacles to progress on this front lie less in the synchronous elements of collaboration, which have been reasonably well addressed by new global high performance networks, than in the asynchronous elements, where appropriate shared storage infrastructure seems to be lacking. The recent report from the Department of Energy on the emerging 'data management challenge' captures the multidimensional nature of this problem succinctly: Data inevitably needs to be buffered, for periods ranging from seconds to weeks, in order to be controlled as it moves through the distributed and collaborative research process. To meet the diverse and changing set of application needs that different research communities have, large amounts of non-archival storage are required for transitory buffering, and it needs to be widely dispersed, easily available, and configured to maximize flexibility of use. In today's grid fabric, however, massive storage is mostly concentrated in data centers, available only to those with user accounts and membership in the appropriate virtual organizations, allocated as if its usage were non-transitory, and encapsulated behind legacy interfaces that inhibit the flexibility of use and scheduling. This situation severely restricts the ability of application communities to access and schedule usable storage where and when they need to in order to make their workflow more productive. (p.69f) One possible strategy to deal with this problem lies in creating a storage infrastructure that can be universally shared because it provides only the most generic of asynchronous services.     The goal of the project, New Paradigms for Isotope Ratio Mass Spectrometry: Raising the Scientific Profile and Improved Performance for Accelerator Mass Spectrometry (AMS) and Thermal Ionization Mass Spectrometry (TIMS), is to ensure that the ongoing isotope ratio determination capability within the U.S. Department of Energy complex is the world’s best for application to nonproliferation. This report spells out the progress of Task 4, Transition of TIMS to AMS for Iodine Analysis, of the larger project. The subtasks under Task 4 and the accomplishments throughout the three year project life cycle are presented in this report. Progress was made in optimization of chemical extraction, determination of a detection limit for 127Iodine, production of standard materials for AMS analysis quality assurance, facilitation of knowledge exchange with respect to analyzing iodine on an AMS, cross comparison with a world leading AMS laboratory, supercritical fluid extraction of iodine for AMS analysis and electrodeposition of seawater as a direct method of preparation for iodine analysis by AMS. All with the goal of minimizing the time required to stand up an AMS capability for iodine analysis of exposed air filters at INL. An effective extraction method has been developed and demonstrated for iodine analysis of exposed air filters. Innovative techniques to accomplish the cathode preparation for AMS analysis were developed and demonstrated and published. The known gap of a lack of available materials for reference standards in the analysis of iodine by AMS was filled by the preparation of homogenous materials that were calibrated against NIST materials. A minimum limit on the amount of abundant isotope in a sample was determined for AMS analysis. The knowledge exchange occurred with fantastic success.     This document represents Fluor Daniel Hanford`s and DynCorp`s Tri-Cities Strategic Plan for Fiscal Years 1998--2002, the road map that will guide them into the next century and their sixth year of providing safe and cost effective infrastructure services and support to the Department of Energy (DOE) and the Hanford Site. The Plan responds directly to the issues raised in the FDH/DOE Critical Self Assessment specifically: (1) a strategy in place to give DOE the management (systems) and physical infrastructure for the future; (2) dealing with the barriers that exist to making change; and (3) a plan to right-size the infrastructure and services, and reduce the cost of providing services. The Plan incorporates initiatives from several studies conducted in Fiscal Year 1997 to include: the Systems Functional Analysis, 200 Area Water Commercial Practices Plan, $ million Originated Cost Budget Achievement Plan, the 1OO Area Vacate Plan, the Railroad Shutdown Plan, as well as recommendations from the recently completed Review of Hanford Electrical Utility. These and other initiatives identified over the next five years will result in significant improvements in efficiency, allowing a greater portion of the infrastructure budget to be applied to Site cleanup. The Plan outlines a planning and management process that defines infrastructure services and structure by linking site technical base line data and customer requirements to work scope and resources. The Plan also provides a vision of where Site infrastructure is going and specific initiatives to get there.

  10. Transition of Iodine Analysis to Accelerator Mass Spectrometry

    This NA 22 funded research project investigated the transition of iodine isotopic analyses from thermal ionization mass spectrometry (TIMS) to an accelerator mass spectrometry (AMS) system. Previous work (Fiscal Year 2010) had demonstrated comparable data from TIMS and AMS. With AMS providing comparable data with improved background levels and vastly superior sample throughput, improvement in the sample extraction from environmental sample matrices was needed to bring sample preparation throughput closer to the operation level of the instrument. Previous research used an extraction chemistry that was not optimized for yield or refined for reduced labor to prove the principle. This research was done to find an extraction with better yield using less labor per sample to produce a sample ready for the AMS instrument. An extraction method using tetramethyl ammonium hydroxide (TMAH) was developed for removal of iodine species from high volume air filters. The TMAH with gentle heating was superior to the following three extraction methods: ammonium hydroxide aided by sonication, acidic and basic extraction aided by microwave, and ethanol mixed with sodium hydroxide. Taking the iodine from the extraction solvent to being ready for AMS analysis was accomplished by a direct precipitation, as well as, using silver wool to harvest the iodine from the TMAH. Portions of the same filters processed in FY 2010 were processed again with the improved extraction scheme followed by successful analysis by AMS at the Swiss Federal Institute of Technology. The data favorably matched the data obtained in 2010. The time required for analysis has been reduced over the aqueous extraction/AMS approach developed in FY 2010. For a hypothetical batch of 30 samples, the AMS methodology is about 10 times faster than the traditional gas phase chemistry and TIMS analysis. As an additional benefit, background levels for the AMS method are about 1000 times lower than TIMS. This results from the

    The nuclear hybrid energy concept is becoming a reality for the US energy infrastructure where combinations of the various potential energy sources (nuclear, wind, solar, biomass, and so on) are integrated in a hybrid energy system. This paper focuses on challenges facing a hybrid system with a Small Modular Reactor at its core. The core of the paper will discuss efforts required to develop supervisory control center that collects data, supports decision-making, and serves as an information hub for supervisory control center. Such a center will also be a model for integrating future technologies and controls. In addition, advanced operations research, thermal cycle analysis, energy conversion analysis, control engineering, and human factors engineering will be part of the supervisory control center. Nuclear hybrid energy infrastructure would allow operators to optimize the cost of energy production by providing appropriate means of integrating different energy sources. The data needs to be stored, processed, analyzed, trended, and projected at right time to right operator to integrate different energy sources.

    Kepler has revolutionized the study of transiting planets with its unprecedented photometric precision on more than 150,000 target stars. Most of the transiting planet candidates detected by Kepler have been observed as long-cadence targets with 30 minute integration times, and the upcoming Transiting Exoplanet Survey Satellite will record full frame images with a similar integration time. Integrations of 30 minutes affect the transit shape, particularly for small planets and in cases of low signal to noise. Using the Fisher information matrix technique, we derive analytic approximations for the variances and covariances on the transit parameters obtained from fitting light curve photometry collected with a finite integration time. We find that binning the light curve can significantly increase the uncertainties and covariances on the inferred parameters when comparing scenarios with constant total signal to noise (constant total integration time in the absence of read noise). Uncertainties on the transit ingress/egress time increase by a factor of 34 for Earth-size planets and 3.4 for Jupiter-size planets around Sun-like stars for integration times of 30 minutes compared to instantaneously sampled light curves. Similarly, uncertainties on the mid-transit time for Earth and Jupiter-size planets increase by factors of 3.9 and 1.4. Uncertainties on the transit depth are largely unaffected by finite integration times. While correlations among the transit depth, ingress duration, and transit duration all increase in magnitude with longer integration times, the mid-transit time remains uncorrelated with the other parameters. We provide code in Python and Mathematica for predicting the variances and covariances at www.its.caltech.edu/∼eprice.

    The objective of Energy Transmission and Infrastructure Northern Ohio (OH) was to lay the conceptual and analytical foundation for an energy economy in northern Ohio that will: • improve the efficiency with which energy is used in the residential, commercial, industrial, agricultural, and transportation sectors for Oberlin, Ohio as a district-wide model for Congressional District OH-09; • identify the potential to deploy wind and solar technologies and the most effective configuration for the regional energy system (i.e., the ratio of distributed or centralized power generation); • analyze the potential within the district to utilize farm wastes to produce biofuels; • enhance long-term energy security by identifying ways to deploy local resources and building Ohio-based enterprises; • identify the policy, regulatory, and financial barriers impeding development of a new energy system; and • improve energy infrastructure within Congressional District OH-09. This objective of laying the foundation for a renewable energy system in Ohio was achieved through four primary areas of activity: 1. district-wide energy infrastructure assessments and alternative-energy transmission studies; 2. energy infrastructure improvement projects undertaken by American Municipal Power (AMP) affiliates in the northern Ohio communities of Elmore, Oak Harbor, and Wellington; 3. Oberlin, OH-area energy assessment initiatives; and 4. a district-wide conference held in September 2011 to disseminate year-one findings. The grant supported 17 research studies by leading energy, policy, and financial specialists, including studies on: current energy use in the district and the Oberlin area; regional potential for energy generation from renewable sources such as solar power, wind, and farm-waste; energy and transportation strategies for transitioning the City of Oberlin entirely to renewable resources and considering pedestrians, bicyclists, and public transportation as well as drivers

    Microscopic signatures of nuclear ground-state shape phase transitions in Nd isotopes are studied using excitation spectra and collective wave functions obtained by diagonalization of a five-dimensional Hamiltonian for quadrupole vibrational and rotational degrees of freedom, with parameters determined by constrained self-consistent relativistic mean-field calculations for triaxial shapes. As a function of the physical control parameter, the number of nucleons, energy gaps between the ground state and the excited vibrational states with zero angular momentum, isomer shifts, and monopole transition strengths exhibit sharp discontinuities at neutron number N=90, which is characteristic of a first-order quantum phase transition.

    This report summarizes research on a holistic analysis framework to assess and manage risks in complex infrastructures, with a specific focus on the bulk electric power grid (grid). A comprehensive model of the grid is described that can approximate the coupled dynamics of its physical, control, and market components. New realism is achieved in a power simulator extended to include relevant control features such as relays. The simulator was applied to understand failure mechanisms in the grid. Results suggest that the implementation of simple controls might significantly alter the distribution of cascade failures in power systems. The absence of cascade failures in our results raises questions about the underlying failure mechanisms responsible for widespread outages, and specifically whether these outages are due to a system effect or large-scale component degradation. Finally, a new agent-based market model for bilateral trades in the short-term bulk power market is presented and compared against industry observations.

    The report provides an overview of the development of Advanced Metering Infrastructure (AMI). Metering has historically served as the cash register for the utility industry. It measured the amount of energy used and supported the billing of customers for that usage. However, utilities are starting to look at meters in a whole different way, viewing them as the point of contact with customers in supporting a number of operational imperatives. The combination of smart meters and advanced communications has opened up a variety of methods for utilities to reduce operating costs while offering new services to customers. A concise look is given at what's driving interest in AMI, the components of AMI, and the creation of a business case for AMI. Topics covered include: an overview of AMI including the history of metering and development of smart meters; a description of the key technologies involved in AMI; a description of key government initiatives to support AMI; an evaluation of the current market position of AMI; an analysis of business case development for AMI; and, profiles of 21 key AMI vendors.

    The Internet is becoming the preferred method for disseminating scientific data from a variety of disciplines. This can result in information overload on the part of the scientists, who are unable to query all of the relevant sources, even if they knew where to find them, what they contained, how to interact with them, and how to interpret the results. A related issue is keeping up with current trends in information technology often taxes the end-user's expertise and time. Thus instead of benefiting from this information rich environment, scientists become experts on a small number of sources and technologies, use them almost exclusively, and develop a resistance to innovations that can enhance their productivity. Enabling information based scientific advances, in domains such as functional genomics, requires fully utilizing all available information and the latest technologies. In order to address this problem we are developing a end-user centric, domain-sensitive workflow-based infrastructure, shown in Figure 1, that will allow scientists to design complex scientific workflows that reflect the data manipulation required to perform their research without an undue burden. We are taking a three-tiered approach to designing this infrastructure utilizing (1) abstract workflow definition, construction, and automatic deployment, (2) complex agent-based workflow execution and (3) automatic wrapper generation. In order to construct a workflow, the scientist defines an abstract workflow (AWF) in terminology (semantics and context) that is familiar to him/her. This AWF includes all of the data transformations, selections, and analyses required by the scientist, but does not necessarily specify particular data sources. This abstract workflow is then compiled into an executable workflow (EWF, in our case XPDL) that is then evaluated and executed by the workflow engine. This EWF contains references to specific data source and interfaces capable of performing the desired

    Fuel-cell electric vehicles have the potential to provide the range, acceleration, rapid refueling times, and other creature comforts associated with gasoline-powered vehicles, but with virtually no environmental degradation. To achieve this potential, society will have to develop the necessary infrastructure to supply hydrogen to the fuel-cell vehicles. Hydrogen could be stored directly on the vehicle, or it could be derived from methanol or other hydrocarbon fuels by on-board chemical reformation. This infrastructure analysis assumes high-pressure (5,000 psi) hydrogen on-board storage. This study evaluates one approach to providing hydrogen fuel: the electrolysis of water using off-peak electricity. Other contractors at Princeton University and Oak Ridge National Laboratory are investigating the feasibility of producing hydrogen by steam reforming natural gas, probably the least expensive hydrogen infrastructure alternative for large markets. Electrolytic hydrogen is a possible short-term transition strategy to provide relatively inexpensive hydrogen before there are enough fuel-cell vehicles to justify building large natural gas reforming facilities. In this study, the authors estimate the necessary price of off-peak electricity that would make electrolytic hydrogen costs competitive with gasoline on a per-mile basis, assuming that the electrolyzer systems are manufactured in relatively high volumes compared to current production. They then compare this off-peak electricity price goal with actual current utility residential prices across the US.

    Sound engineering principals have been used by every company involved in the development of the LNG infrastructure, but there is very little that is new. The same cryogenic technology that is used in the manufacture and sale of nitrogen, argon, and oxygen infrastructure is used in LNG infrastructure. The key component of the refueling infrastructure is the LNG tank which should have a capacity of at least 15,000 gallons. These stainless steel tanks are actually a tank within a tank separated by an annular space that is void of air creating a vacuum between the inner and outer tank where superinsulation is applied. Dispensing can be accomplished by pressure or pump. Either works well and has been demonstrated in the field. Until work is complete on NFPA 57 or The Texas Railroad Commission Rules for LNG are complete, the industry is setting the standards for the safe installation of refueling infrastructure. As a new industry, the safety record to date has been outstanding.

In addition, lesser dependency on the distribution network contributes to increased reliability and resiliency of the infrastructure. The goal of this research is to develop a framework which seeks an optimal combination of decentralized water and energy alternatives and centralized infrastructures based on physical and socio-economic environments of a region. Centralized and decentralized options related to water, wastewater and stormwater and distributed energy alternatives including photovoltaic (PV) generators, fuel cells and microturbines are investigated. In the context of the water-energy nexus, water recovery from energy alternatives and energy recovery from water alternatives are reflected. Alternatives recapturing nutrients from wastewater are also considered to conserve depleting resources. The alternatives are evaluated in terms of their life-cycle environmental impact and economic performance using a hybrid life cycle assessment (LCA) tool and cost benefit analysis, respectively. Meeting the increasing demand of a test bed, an optimal combination of the alternatives is designed to minimize environmental and economic impacts including CO2 emissions, human health risk, natural resource use, and construction and operation cost. The framework determines the optimal combination depending on urban density, transmission or conveyance distance or network, geology, climate, etc. Therefore, it will be also able to evaluate infrastructure resiliency against physical and socio-economic challenges such as population growth, severe weather, energy and water shortage, economic crisis, and so on.

  10. Transition Analysis of Promising U.S. Future Fuel Cycles Using ORION

    The US Department of Energy Office of Fuel Cycle Technologies performed an evaluation and screening (E&S) study of nuclear fuel cycle options to help prioritize future research and development decisions. Previous work for this E&S study focused on establishing equilibrium conditions for analysis examples of 40 nuclear fuel cycle evaluation groups (EGs) and evaluating their performance according to a set of 22 standardized metrics. Following the E&S study, additional studies are being conducted to assess transitioning from the current US fuel cycle to future fuel cycle options identified by the E&S study as being most promising. These studies help inform decisions on how to effectively achieve full transition, estimate the length of time needed to undergo transition from the current fuel cycle, and evaluate performance of nuclear systems and facilities in place during the transition. These studies also help identify any barriers to achieve transition. Oak Ridge National Laboratory (ORNL) Fuel Cycle Options Campaign team used ORION to analyze the transition pathway from the existing US nuclear fuel cycle—the once-through use of low-enriched-uranium (LEU) fuel in thermal-spectrum light water reactors (LWRs) —to a new fuel cycle with continuous recycling of plutonium and uranium in sodium fast reactors (SFRs). This paper discusses the analysis of the transition from an LWR to an SFR fleet using ORION, highlights the role of lifetime extensions of existing LWRs to aid transition, and discusses how a slight delay in SFR deployment can actually reduce the time to achieve an equilibrium fuel cycle.

    Air Products and Chemicals, Inc. has completed a comprehensive, multiyear project to demonstrate a hydrogen infrastructure in California. The specific primary objective of the project was to demonstrate a model of a real-world retail hydrogen infrastructure and acquire sufficient data within the project to assess the feasibility of achieving the nation's hydrogen infrastructure goals. The project helped to advance hydrogen station technology, including the vehicle-to-station fueling interface, through consumer experiences and feedback. By encompassing a variety of fuel cell vehicles, customer profiles and fueling experiences, this project was able to obtain a complete portrait of real market needs. The project also opened its stations to other qualified vehicle providers at the appropriate time to promote widespread use and gain even broader public understanding of a hydrogen infrastructure. The project engaged major energy companies to provide a fueling experience similar to traditional gasoline station sites to foster public acceptance of hydrogen. Work over the course of the project was focused in multiple areas. With respect to the equipment needed, technical design specifications (including both safety and operational considerations) were written, reviewed, and finalized. After finalizing individual equipment designs, complete station designs were started including process flow diagrams and systems safety reviews. Material quotes were obtained, and in some cases, depending on the project status and the lead time, equipment was placed on order and fabrication began. Consideration was given for expected vehicle usage and station capacity, standard features needed, and the ability to upgrade the station at a later date. In parallel with work on the equipment, discussions were started with various vehicle manufacturers to identify vehicle demand (short- and long-term needs).     This report reviews the Open Automated Demand Response (OpenADR) deployments within the territories serviced by California?s investor-owned utilities (IOUs) and the transition from the OpenADR 1.0 specification to the formal standard?OpenADR 2.0. As demand response service providers and customers start adopting OpenADR 2.0, it is necessary to ensure that the existing Automated Demand Response (AutoDR) infrastructure investment continues to be useful and takes advantage of the formal standard and its many benefits. This study focused on OpenADR deployments and systems used by the California IOUs and included a summary of the OpenADR deployment from the U.S. Department of Energy-funded demonstration conducted by the Sacramento Municipal Utility District (SMUD). Lawrence Berkeley National Laboratory collected and analyzed data about OpenADR 1.0 deployments, categorized architectures, developed a data model mapping to understand the technical compatibility of each version, and compared the capabilities and features of the two specifications. The findings, for the first time, provided evidence of the total enabled load shed and average first cost for system enablement in the IOU and SMUD service territories. The OpenADR 2.0a profile specification semantically supports AutoDR system architectures and data propagation with a testing and certification program that promotes interoperability, scaled deployments by multiple vendors, and provides additional features that support future services.

    This is the final report for a grant-funded project to financially assist and otherwise provide support to projects that increase E85 infrastructure in Michigan at retail fueling locations. Over the two-year project timeframe, nine E85 and/or flex-fuel pumps were installed around the State of Michigan at locations currently lacking E85 infrastructure. A total of five stations installed the nine pumps, all providing cost share toward the project. By using cost sharing by station partners, the $200,000 provided by the Department of Energy facilitated a total project worth $746,332.85. This project was completed over a two-year timetable (eight quarters). The first quarter of the project focused on project outreach to station owners about the incentive on the installation and/or conversion of E85 compatible fueling equipment including fueling pumps, tanks, and all necessary electrical and plumbing connections. Utilizing Clean Energy Coalition (CEC) extensive knowledge of gasoline/ethanol infrastructure throughout Michigan, CEC strategically placed these pumps in locations to strengthen the broad availability of E85 in Michigan. During the first and second quarters, CEC staff approved projects for funding and secured contracts with station owners; the second through eighth quarters were spent working with fueling station owners to complete projects; the third through eighth quarters included time spent promoting projects; and beginning in the second quarter and running for the duration of the project was spent performing project reporting and evaluation to the US DOE. A total of 9 pumps were installed (four in Elkton, two in Sebewaing, one in East Lansing, one in Howell, and one in Whitmore Lake). At these combined station locations, a total of 192,445 gallons of E85, 10,786 gallons of E50, and 19,159 gallons of E30 were sold in all reporting quarters for 2011.     The goal of the work discussed in this document is to understand the risk to the nation of cyber attacks on critical infrastructures. The large body of research results on cyber attacks against physical infrastructure vulnerabilities has not resulted in clear understanding of the cascading effects a cyber-caused disruption can have on critical national infrastructures and the ability of these affected infrastructures to deliver services. This document discusses current research and methodologies aimed at assessing the translation of a cyber-based effect into a physical disruption of infrastructure and thence into quantification of the economic consequences of the resultant disruption and damage. The document discusses the deficiencies of the existing methods in correlating cyber attacks with physical consequences. The document then outlines a research plan to correct those deficiencies. When completed, the research plan will result in a fully supported methodology to quantify the economic consequences of events that begin with cyber effects, cascade into other physical infrastructure impacts, and result in degradation of the critical infrastructure's ability to deliver services and products. This methodology enables quantification of the risks to national critical infrastructure of cyber threats. The work addresses the electric power sector as an example of how the methodology can be applied.

    Combined hydrogen, heat, and power (CHHP) technology is envisioned as a means to providing heat and electricity, generated on-site, to large end users, such as hospitals, hotels, and distribution centers, while simultaneously producing hydrogen as a by-product. The hydrogen can be stored for later conversion to electricity, used on-site (e.g., in forklifts), or dispensed to hydrogen-powered vehicles. Argonne has developed a complex-adaptive-system model, H2CAS, to simulate how vehicles and infrastructure can evolve in a transition to hydrogen. This study applies the H2CAS model to examine how CHHP technology can be used to aid the transition to hydrogen. It does not attempt to predict the future or provide one forecast of system development. Rather, the purpose of the model is to understand how the system works. The model uses a 50- by 100-mile rectangular grid of 1-square-mile cells centered on the Los Angeles metropolitan area. The major expressways are incorporated into the model, and local streets are considered to be ubiquitous, except where there are natural barriers. The model has two types of agents. Driver agents are characterized by a number of parameters: home and job locations, income, various types of 'personalities' reflective of marketing distinctions (e.g., innovators, early adopters), willingness to spend extra money on 'green' vehicles, etc. At the beginning of the simulations, almost all driver agents own conventional vehicles.     The Fluxnet synthesis dataset originally compiled for the La Thuile workshop contained approximately 600 site years. Since the workshop, several additional site years have been added and the dataset now contains over 920 site years from over 240 sites. A data refresh update is expected to increase those numbers in the next few months. The ancillary data describing the sites continues to evolve as well. There are on the order of 120 site contacts and 60proposals have been approved to use thedata. These proposals involve around 120 researchers. The size and complexity of the dataset and collaboration has led to a new approach to providing access to the data and collaboration support and the support team attended the workshop and worked closely with the attendees and the Fluxnet project office to define the requirements for the support infrastructure. As a result of this effort, a new website (http://www.fluxdata.org) has been created to provide access to the Fluxnet synthesis dataset. This new web site is based on a scientific data server which enables browsing of the data on-line, data download, and version tracking. We leverage database and data analysis tools such as OLAP data cubes and web reports to enable browser and Excel pivot table access to the data.

    We present a molecular symmetry analysis of electronic states and transition dipole moments for molecules which undergo large amplitude intramolecular torsions. The method is based on the correlation between the point group of the molecule at highly symmetric configurations and the molecular symmetry group. As an example, we determine the global irreducible representations of the electronic states and transition dipole moments for the quinodimethane derivative 2-[4-(cyclopenta-2,4-dien-1-ylidene)cyclohexa-2,5-dien-1-ylidene]-2H-1, 3-dioxole for which two torsional degrees of freedom can be activated upon photo-excitation and construct the resulting symmetry adapted transition dipole functions.

    The executive branch of the United States government has acknowledged and identified threats to the water supply infrastructure of the United States. These threats include contamination of the water supply, aging infrastructure components, and malicious attack. Government recognition of the importance of providing safe, secure, and reliable water supplies has a historical precedence in the water works of the ancient Romans, who recognized the same basic threats to their water supply infrastructure the United States acknowledges today. System surety is the philosophy of ''designing for threats, planning for failure, and managing for success'' in system design and implementation. System surety is an alternative to traditional compliance-based approaches to safety, security, and reliability. Four types of surety are recognized: reactive surety; proactive surety, preventative surety; and fundamental, inherent surety. The five steps of the system surety approach can be used to establish the type of surety needed for the water infrastructure and the methods used to realize a sure water infrastructure. The benefit to the water industry of using the system surety approach to infrastructure design and assessment is a proactive approach to safety, security, and reliability for water transmission, treatment, distribution, and wastewater collection and treatment.

  4. Some Results on the Analysis of Stochastic Processes with Uncertain Transition Probabilities and Robust Optimal Control

    This paper investigates stochastic processes that are modeled by a finite number of states but whose transition probabilities are uncertain and possibly time-varying. The treatment of uncertain transition probabilities is important because there appears to be a disconnection between the practice and theory of stochastic processes due to the difficulty of assigning exact probabilities to real-world events. Also, when the finite-state process comes as a reduced model of one that is more complicated in nature (possibly in a continuous state space), existing results do not facilitate rigorous analysis. Two approaches are introduced here. The first focuses on processes with one terminal state and the properties that affect their convergence rates. When a process is on a complicated graph, the bound of the convergence rate is not trivially related to that of the probabilities of individual transitions. Discovering the connection between the two led us to define two concepts which we call 'progressivity' and 'sortedness', and to a new comparison theorem for stochastic processes. An optimality criterion for robust optimal control also derives from this comparison theorem. In addition, this result is applied to the case of mission-oriented autonomous robot control to produce performance estimate within a control framework that we propose. The second approach is in the MDP frame work. We will introduce our preliminary work on optimistic robust optimization, which aims at finding solutions that guarantee the upper bounds of the accumulative discounted cost with prescribed probabilities. The motivation here is to address the issue that the standard robust optimal solution tends to be overly conservative.

    We present a new method for confirming transiting planets based on the combination of transit timing variations (TTVs) and dynamical stability. Correlated TTVs provide evidence that the pair of bodies are in the same physical system. Orbital stability provides upper limits for the masses of the transiting companions that are in the planetary regime. This paper describes a non-parametric technique for quantifying the statistical significance of TTVs based on the correlation of two TTV data sets. We apply this method to an analysis of the transit timing variations of two stars with multiple transiting planet candidates identified by Kepler. We confirm four transiting planets in two multiple planet systems based on their TTVs and the constraints imposed by dynamical stability. An additional three candidates in these same systems are not confirmed as planets, but are likely to be validated as real planets once further observations and analyses are possible. If all were confirmed, these systems would be near 4:6:9 and 2:4:6:9 period commensurabilities. Our results demonstrate that TTVs provide a powerful tool for confirming transiting planets, including low-mass planets and planets around faint stars for which Doppler follow-up is not practical with existing facilities. Continued Kepler observations will dramatically improve the constraints on the planet masses and orbits and provide sensitivity for detecting additional non-transiting planets. If Kepler observations were extended to eight years, then a similar analysis could likely confirm systems with multiple closely spaced, small transiting planets in or near the habitable zone of solar-type stars.

  6. The glass transition temperature of glassy polymers using dynamic mechanical analysis

    Dynamic Mechanical Analysis (DMA) is presented for four glassy polymers. Poly(vinyl acetate), poly(vinyl chloride), poly(styrene), and poly(carbonate) were studied as a function of the heating rate using ramp and step heating programs and a constant frequency of 1 Hz. The effect of frequency on the dynamic mechanical parameters was also examined from 0.01 Hz to 10 Hz. The dynamic elastic storage modulus (E{double_prime}), the dynamic elastic loss modulus (E{double_prime}) and the tan{delta} (E{double_prime}/E{prime}) were affected by both the heating rate and the frequency. Apparent activation energies for the glass transition were also determined for the four polymers which were in the range from 98 of 194 kcal/mol.

    Certain types of infrastructure--critical infrastructure (CI)--play vital roles in underpinning our economy, security and way of life. These complex and often interconnected systems have become so ubiquitous and essential to day-to-day life that they are easily taken for granted. Often it is only when the important services provided by such infrastructure are interrupted--when we lose easy access to electricity, health care, telecommunications, transportation or water, for example--that we are conscious of our great dependence on these networks and of the vulnerabilities that stem from such dependence. Unfortunately, it must be assumed that many terrorists are all too aware that CI facilities pose high-value targets that, if successfully attacked, have the potential to dramatically disrupt the normal rhythm of society, cause public fear and intimidation, and generate significant publicity. Indeed, revelations emerging at the time of this writing about Al Qaida's efforts to prepare for possible attacks on major financial facilities in New York, New Jersey, and the District of Columbia remind us just how real and immediate such threats to CI may be. Simply being aware that our nation's critical infrastructure presents terrorists with a plethora of targets, however, does little to mitigate the dangers of CI attacks. In order to prevent and preempt such terrorist acts, better understanding of the threats and vulnerabilities relating to critical infrastructure is required. The Center for Nonproliferation Studies (CNS) presents this document as both a contribution to the understanding of such threats and an initial effort at ''operationalizing'' its findings for use by analysts who work on issues of critical infrastructure protection.     Post-Moore's law scaling is creating a disruptive shift in simulation workflows, as saving the entirety of raw data to persistent storage becomes expensive. We are moving away from a post-process centric data analysis paradigm towards a concurrent analysis framework, in which raw simulation data is processed as it is computed. Algorithms must adapt to machines with extreme concurrency, low communication bandwidth, and high memory latency, while operating within the time constraints prescribed by the simulation. Furthermore, in- put parameters are often data dependent and cannot always be prescribed. The study of sublinear algorithms is a recent development in theoretical computer science and discrete mathematics that has significant potential to provide solutions for these challenges. The approaches of sublinear algorithms address the fundamental mathematical problem of understanding global features of a data set using limited resources. These theoretical ideas align with practical challenges of in-situ and in-transit computation where vast amounts of data must be processed under severe communication and memory constraints. This report details key advancements made in applying sublinear algorithms in-situ to identify features of interest and to enable adaptive workflows over the course of a three year LDRD. Prior to this LDRD, there was no precedent in applying sublinear techniques to large-scale, physics based simulations. This project has definitively demonstrated their efficacy at mitigating high performance computing challenges and highlighted the rich potential for follow-on re- search opportunities in this space.

    This paper describes four general categories of infrastructure interdependencies (physical, cyber, geographic, and logical) as they apply to the water/wastewater infrastructure, and provides an overview of one of the analytic approaches and tools used by Argonne National Laboratory to evaluate interdependencies. Also discussed are the dimensions of infrastructure interdependency that create spatial, temporal, and system representation complexities that make analyzing the water/wastewater infrastructure particularly challenging. An analytical model developed to incorporate the impacts of interdependencies on infrastructure repair times is briefly addressed.

    We have developed a sophisticated mesh infrastructure capability to support large scale multiphysics simulations such as subsurface flow and reactive contaminant transport at storage sites as well as the analysis of the effects of a warming climate on the terrestrial arctic. These simulations involve a wide range of coupled processes including overland flow, subsurface flow, freezing and thawing of ice rich soil, accumulation, redistribution and melting of snow, biogeochemical processes involving plant matter and finally, microtopography evolution due to melting and degradation of ice wedges below the surface. In addition to supporting the usual topological and geometric queries about themore » mesh, the mesh infrastructure adds capabilities such as identifying columnar structures in the mesh, enabling deforming of the mesh subject to constraints and enabling the simultaneous use of meshes of different dimensionality for subsurface and surface processes. The generic mesh interface is capable of using three different open source mesh frameworks (MSTK, MOAB and STKmesh) under the hood allowing the developers to directly compare them and choose one that is best suited for the application's needs.   12. Optimal recovery sequencing for critical infrastructure resilience assessment.

    Critical infrastructure resilience has become a national priority for the U. S. Department of Homeland Security. System resilience has been studied for several decades in many different disciplines, but no standards or unifying methods exist for critical infrastructure resilience analysis. This report documents the results of a late-start Laboratory Directed Research and Development (LDRD) project that investigated the identification of optimal recovery strategies that maximize resilience. To this goal, we formulate a bi-level optimization problem for infrastructure network models. In the 'inner' problem, we solve for network flows, and we use the 'outer' problem to identify the optimal recovery modes and sequences. We draw from the literature of multi-mode project scheduling problems to create an effective solution strategy for the resilience optimization model. We demonstrate the application of this approach to a set of network models, including a national railroad model and a supply chain for Army munitions production.

    Nuclear facility personnel expend considerable efforts to ensure that their facilities can maintain continuity of operations against both natural and man-made threats. Historically, most attention has been placed on physical security. Recently however, the threat of cyber-related attacks has become a recognized and growing world-wide concern. Much attention has focused on the vulnerability of the electric grid and chemical industries to cyber attacks, in part, because of their use of Supervisory Control and Data Acquisition (SCADA) systems. Lessons learned from work in these sectors indicate that the cyber threat may extend to other critical infrastructures including sites where nuclear and radiological materials are now stored. In this context, this white paper presents a hypothetical scenario by which a determined adversary launches a cyber attack that compromises the physical protection system and results in a reduced security posture at such a site. The compromised security posture might then be malevolently exploited in a variety of ways. The authors conclude that the cyber threat should be carefully considered for all nuclear infrastructures.

    The near-infrared electronic spectrum of MoO has been recorded in emission using the Fourier transform spectrometer associated with the National Solar Observatory at Kitt Peak, AZ. The gas phase MoO molecules were produced in a neon-based electric discharge using a molybdenum hollow cathode and a trace amount of oxygen. One MoO molecular band was observed in the spectrum with a red-degraded bandhead at 6735 cm{sup −1} and is assigned as the (0,0) band of the c {sup 3}Π{sub 1} − a {sup 3}Σ{sup −}{sub 0+} transition. The assignment is based upon isotopologue shifts and ab initio calculations. Results from the ab initio calculations and analysis are presented. The new calculations support the assignment of the observed transition and have led to reassignment of several electronic states from previous work.
