The Idaho Energy Division issued a Request for Proposal (RFP) on March 14, 2006, inviting qualified licensed fuel wholesalers, fuel retailers, and vehicle fleet operators to provide proposals to construct and/or install infrastructure for biodiesel utilization in Idaho. The intent was to improve the ability of private and/or non-Federal public entities in Idaho to store, transport, or offer for sale biodiesel within the state. The RFP provided up $100,000 for co-funding the projects with a minimum 50% cash cost match. Four contracts were subsequetnly awarded that resulted in three new bidodiesel storage facilities immediately serving about 45 fueling stations from Sandpoint to Boise. The project also attracted considerable media attention and Idaho became more knowledgeable about biodiesel.

Project Description: Propane Vehicle Demonstration Grants The Propane Vehicle Demonstration Grants was established to demonstrate the benefits of new propane equipment. The US Department of Energy, the Propane Education & Research Council (PERC) and the Propane Vehicle Council (PVC) partnered in this program. The project impacted ten different states, 179 vehicles, and 15 new propane fueling facilities. Based on estimates provided, this project generated a minimum of 1,441,000 new gallons of propane sold for the vehicle market annually. Additionally, two new off-road engines were brought to the market. Projects originally funded under this project were the City of Portland, Colorado, Kansas City, Impco Technologies, Jasper Engines, Maricopa County, New Jersey State, Port of Houston, Salt Lake City Newspaper, Suburban Propane, Mutual Liquid Propane and Ted Johnson.

Exascale class machines will exhibit a new level of complexity: they will feature an unprecedented number of cores and threads, will most likely be heterogeneous and deeply hierarchical, and offer a range of new hardware techniques (such as speculative threading, transactional memory, programmable prefetching, and programmable accelerators), which all have to be utilized for an application to realize the full potential of the machine. Additionally, users will be faced with less memory per core, fixed total power budgets, and sharply reduced MTBFs. At the same time, it is expected that the complexity of applications will rise sharply for exascale systems, both to implement new science possible at exascale and to exploit the new hardware features necessary to achieve exascale performance. This is particularly true for many of the NNSA codes, which are large and often highly complex integrated simulation codes that push the limits of everything in the system including language features. To overcome these limitations and to enable users to reach exascale performance, users will expect a new generation of tools that address the bottlenecks of exascale machines, that work seamlessly with the (set of) programming models on the target machines, that scale with the machine, that provide automatic analysis capabilities, and that are flexible and modular enough to overcome the complexities and changing demands of the exascale architectures. Further, any tool must be robust enough to handle the complexity of large integrated codes while keeping the user's learning curve low. With the ASC program, in particular the CSSE (Computational Systems and Software Engineering) and CCE (Common Compute Environment) projects, we are working towards a new generation of tools that fulfill these requirements and that provide our users as well as the larger HPC community with the necessary tools, techniques, and methodologies required to make exascale performance a reality.

The objective of this Electric Infrastructure Technology, Training and Assessment Program was to enhance the reliability of electricity delivery through engineering integration of real-time technologies for wide-area applications enabling timely monitoring and management of grid operations. The technologies developed, integrated, tested and demonstrated will be incorporated into grid operations to assist in the implementation of performance-based protection/preventive measures into the existing electric utility infrastructure. This proactive approach will provide benefits of reduced cost and improved reliability over the typical schedule-based and as needed maintenance programs currently performed by utilities. Historically, utilities have relied on maintenance and inspection programs to diagnose equipment failures and have used the limited circuit isolation devices, such as distribution main circuit breakers to identify abnormal system performance. With respect to reliable problem identification, customer calls to utility service centers are often the sole means for utilities to identify problem occurrences and determine restoration methodologies. Furthermore, monitoring and control functions of equipment and circuits are lacking; thus preventing timely detection and response to customer outages. Finally, the two-way flow of real-time system information is deficient, depriving decision makers of key information required to effectively manage and control current electric grid demands to provide reliable customer service in abnormal situations. This Program focused on advancing technologies and the engineering integration required to incorporate them into the electric grid operations to enhance electrical system reliability and reduce utility operating costs.

The scope of this study included the selection of a random sample of 90 Appropriate Technology grant projects for review, which would ensure an overall, objective analysis of the Program. The first year's operation of the Small Grants Program at a national scale was evaluated. The purpose of this management evaluation is to provide the headquarters Office of Inventions and Small Scale Technology and the ten regional program managers with findings and recommendations which will be useful to more effectively administer in the future. These conclusions are based on responses to a questionnaire from 197 program participants as well as personal interviews and telephone conversations with roughly half of the respondents. This report presents a compilation of case studies of projects which were funded during FY 78 and FY 79. These case studies focus on code issues (e.g., building, zoning, planning) that grantees may have dealt with. Possible problems that may have been encountered and resolution actions that grantees may have taken were researched. The results are presented in the form of a brief discussion of code issues followed by the case studies of relevant projects. The technological areas of interest are: Utility interconnection case studies, grants in which electric power is produced by small scale wind and hydroelectric facilities and for which interconnection with a utility grid is possible; Biomass case studies, grants involving composting and small scale methane production; and Geothermal case studies, grants in which either groundwater or the earth's thermal energy is used as a source for heating and cooling. Each case study provides a brief overview of a grantee's project including its objective, description, and benefits.

The National Association of Counties Research, Inc. (NACoR) energy team developed a questionnaire on the Institutional Buildings Grant Program (IBGP) and distributed it to every county government in the country. Responses were received from approximately 600 counties in 47 states (a response rate of about 20%). After completing a preliminary review of the questionnaire findings, NACoR conducted six case studies to identify the various methods state energy offices and county governments used to implement the IBGP. The case studies presented here are divided into two groups: examples of successful state IBGP's - New York, Washington, and Wisconsin; and examples of unsuccessful state IBGP's - California, North Carolina, and South Carolina. The Fiscal Year (FY) 1999 DynCorp Annual Work Plan (AWP) relates DOE-RL work breakdown structure (WBS) to Cost Accounts and to Organizational Structure. Each Cost Account includes a workscope narrative and justification performance and service standards, goals, and deliverables. Basis of estimates are included within each Cost Account to demonstrate the relationship of budget to defined workscope. The FY 1999 AWP reflects the planning assumptions and initiatives that are included in the PHMC Strategic Plan for Infrastructure Optimization which was established in FY 1998. Development of the FY 1999 AWP was in accordance with a sequential series of events and efforts described in the Infrastructure Annual Work Planning and Budget Cycle which was developed and established in conjunction with the Strategic Plan. The Strategic Plan covers a rolling five year span of time and is updated at the start of each fiscal year as the beginning of the annual work planning and budget cycle for the following fiscal year. Accordingly the planning for the FY 1999 AWP began in January 1998. Also included in the annual work planning and budget cycle, and the basis for the budget in this AWP, is the development of a requirements-based budget.

The University of Texas at El Paso (UTEP) is located on 300 acres, only a few hundred years from the US/Mexico border. The DOE Infrastructure Support Program was initiated at UTEP in 1987. The purpose of the program was to assist the University in building the infrastructure required for its emerging role as a regional center for energy-related research. Equally important was the need to strength the University`s ability to complete for sponsored energy-related programs at the state and national levels and to provide opportunities for faculty, staff and students to participate in energy-related research and outreach activities. The program had four major objectives, as follows: (1) implement energy research, outreach and demonstration projects already funded, and prepare new proposals to fund university research interests; (2) establish an Energy Center as a separate operational entity to provide continuing infrastructure support for energy-related programs; (3) strengthen university/private sector energy research linkages; and (4) involve minority graduate and undergraduate students in energy research and outreach activities. Each of the above objectives has been exceeded substantially, and, as a consequence, the University has become a regional leader in energy and environmental research and outreach efforts.

This report reviews 84 projects conducted with DOE funding. The projects cover a number of energy-related topics, including biomass conversion, solar energy, wind energy, energy education, energy conservation, and recycling. In an effort to assist DOE-Chicago in analyzing what types of grantees were more successful and why, the projects were ranked and grouped by several variables. To determine if particular characteristics functioned to make one project more successful than another, several statistical tests were conducted. While the results of quantitative testing are somewhat offset by the subjective nature of the project rankings, some patterns did seem to develop: The overall distribution of the projects showed a normal division: 23% superior, 55% average, and 23% poor. No particular grantee type was significantly more successful than the others, but colleges and universities did have fewer highly ranked projects than any other group. Michigan had proportionately more superior projects; Illinois and Ohio proportionately fewer. Grant awards over $40,000 yielded fewer superior projects.

RePower Bainbridge and Bremerton (RePower) is a residential energy-efficiency and conservation program designed to foster a sustainable, clean, and renewable energy economy. The program was a 3.5 year effort in the cities of Bainbridge Island and Bremerton, Washington, to conserve and reduce energy use, establish a trained home performance trade ally network, and create local jobs. RePower was funded through a $4.8 million grant from the US Department of Energy, Better Buildings Program. The grant’s performance period was August 1, 2010 through March 30, 2014.

The NNSA Material Protection, Control, and Accounting (MPC&A) program has been engaged for fifteen years in upgrading the security of nuclear materials in Russia. Part of the effort has been to establish the conditions necessary to ensure the long-term sustainability of nuclear security. A sustainable program of nuclear security requires the creation of an indigenous infrastructure, starting with sustained high level government commitment. This includes organizational development, training, maintenance, regulations, inspections, and a strong nuclear security culture. The provision of modern physical protection, control, and accounting equipment to the Russian Federation alone is not sufficient. Comprehensive infrastructure projects support the Russian Federation's ability to maintain the risk reduction achieved through upgrades to the equipment. To illustrate the contributions to security, and challenges of implementation, this paper discusses the history and next steps for an indigenous Tamper Indication Device (TID) program, and a Radiation Portal Monitoring (RPM) program.

The original BetterBuildings for Greensboro grant program included an outreach campaign to inform 100% of the Greensboro community about the benefits of reducing energy use; a plan to reduce energy consumption in at least 34% of the homes and 10% of the other buildings in the east Greensboro target area; and a plan to create and retain jobs in the energy conservation industry. Under the original program structure the City of Greensboro planned to partner with local and regional lenders to create a diversified portfolio of loan products to meet the needs of various income levels and building types. All participants would participate in the loan programs as a method of meeting the program’s 5 to1 private capital match/leverage requirements. In June 2011 the program was restructured to include partnerships with large commercial and multifamily projects, with these partners providing the greater portion of the required match/leverage. The geographic focus was revised to include reducing energy consumption across the entire City of Greensboro, targeting neighborhoods with high concentrations of low-moderate income households and aged housing stock. The community outreach component used a neighborhood-based approach to train community residents and volunteers to conduct door-to-door neighborhood sweeps; delivered high quality information on available program resources; helped residents to evaluate alternative energy efficiency measures and alternative financing sources; assisted with contractor selections and monitoring/evaluation of work; coordinated activities with BetterBuildings program partners; and collected data required by the Department of Energy. Additionally, HERO (Home Energy Response Officers) delivered intro packages (energy efficiency information and products) to thousands of households at the initial point of contact. A pilot program (Early Adopters) was offered from March 1, 2011 through June 30, 2011. The Early Adopters program was designed to offer immediate assistance to property owners ready and able to make their homes more energy efficient, by offering a rebate on their energy assessment and on the cost of upgrades installed. Eligible energy efficient upgrades were inclusive of basic level insulating and weather-stripping, HVAC system and water heater upgrades, to whole home upgrades that include the replacement of windows, doors and appliances. Renewable energy systems such as solar hot water systems were also eligible for the rebate program.

The Energy-Related Business Development Project was designed by the US Department of Energy Weatherization Assistance Program (DOE/WAP) to promote activities which demonstrate strategies for providing weatherization services without Federal Funds or which promote energy-related business development activities. In December 1985, 38 community action agencies were selected through a competition grant process to participate in this demonstration project. The purpose of this project was to provide training and technical assistance to the selected grantees - to help them develop skills in business development through the identification and evaluation of potential and existing local agency energy-related ventures. This project provided support for grantees to research and package energy-related business plans capable of receiving outside financing.

The objective of Energy Transmission and Infrastructure Northern Ohio (OH) was to lay the conceptual and analytical foundation for an energy economy in northern Ohio that will: • improve the efficiency with which energy is used in the residential, commercial, industrial, agricultural, and transportation sectors for Oberlin, Ohio as a district-wide model for Congressional District OH-09; • identify the potential to deploy wind and solar technologies and the most effective configuration for the regional energy system (i.e., the ratio of distributed or centralized power generation); • analyze the potential within the district to utilize farm wastes to produce biofuels; • enhance long-term energy security by identifying ways to deploy local resources and building Ohio-based enterprises; • identify the policy, regulatory, and financial barriers impeding development of a new energy system; and • improve energy infrastructure within Congressional District OH-09. This objective of laying the foundation for a renewable energy system in Ohio was achieved through four primary areas of activity: 1. district-wide energy infrastructure assessments and alternative-energy transmission studies; 2. energy infrastructure improvement projects undertaken by American Municipal Power (AMP) affiliates in the northern Ohio communities of Elmore, Oak Harbor, and Wellington; 3. Oberlin, OH-area energy assessment initiatives; and 4. a district-wide conference held in September 2011 to disseminate year-one findings. The grant supported 17 research studies by leading energy, policy, and financial specialists, including studies on: current energy use in the district and the Oberlin area; regional potential for energy generation from renewable sources such as solar power, wind, and farm-waste; energy and transportation strategies for transitioning the City of Oberlin entirely to renewable resources and considering pedestrians, bicyclists, and public transportation as well as drivers in developing transportation policies; energy audits and efficiency studies for Oberlin-area businesses and Oberlin College; identification of barriers to residential energy efficiency and development of programming to remove these barriers; mapping of the solar-photovoltaic and wind-energy supply chains in northwest Ohio; and opportunities for vehicle sharing and collaboration among the ten organizations in Lorain County from the private, government, non-profit, and educational sectors. With non-grant funds, organizations have begun or completed projects that drew on the findings of the studies, including: creation of a residential energy-efficiency program for the Oberlin community; installation of energy-efficient lighting in Oberlin College facilities; and development by the City of Oberlin and Oberlin College of a 2.27 megawatt solar photovoltaic facility that is expected to produce 3,000 megawatt-hours of renewable energy annually, 12% of the College’s yearly power needs. Implementation of these and other projects is evidence of the economic feasibility and technical effectiveness of grant-supported studies, and additional projects are expected to advance to implementation in the coming years. The public has benefited through improved energydelivery systems and reduced energy use for street lighting in Elmore, Oak Harbor, and Wellington; new opportunities for assistance and incentives for residential energy efficiency in the Oberlin community; new opportunities for financial and energy savings through vehicle collaboration within Lorain County; and decreased reliance on fossil fuels and expanded production of renewable energy in the region. The dissemination conference and the summary report developed for the conference also benefited the public, but making the findings and recommendations of the regional studies broadly available to elected officials, city managers, educators, representatives of the private sector, and the general public.

The Clean Energy Infrastructure Educational Initiative represents a collaborative effort by the University of Dayton, Wright State University and Sinclair Community College. This effort above all aimed to establish energy related programs at each of the universities while also providing outreach to the local, state-wide, and national communities. At the University of Dayton, the grant has aimed at: solidfying a newly created Masterâ??s program in Renewable and Clean Energy; helping to establish and staff a regional sustainability organization for SW Ohio. As well, as the prime grantee, the University of Dayton was responsible for insuring curricular sharing between WSU and the University of Dayton. Finally, the grant, through its support of graduate students, and through cooperation with the largest utilities in SW Ohio enabled a region-wide evaluation of over 10,000 commercial building buildings in order to identify the priority buildings in the region for energy reduction. In each, the grant has achieved success. The main focus of Wright State was to continue the development of graduate education in renewable and clean energy. Wright State has done this in a number of ways. First and foremost this was done by continuing the development of the new Renewable and Clean Energy Masterâ??s Degree program at Wright State . Development tasks included: continuing development of courses for the Renewable and Clean Energy Masterâ??s Degree, increasing the student enrollment, and increasing renewable and clean energy research work. The grant has enabled development and/or improvement of 7 courses. Collectively, the University of Dayton and WSU offer perhaps the most comprehensive list of courses in the renewable and clean energy area in the country. Because of this development, enrollment at WSU has increased from 4 students to 23. Secondly, the grant has helped to support student research aimed in the renewable and clean energy program. The grant helped to solidify new research in the renewable and clean energy area. The educational outreach provided as a result of the grant included activities to introduce renewable and clean energy design projects into the Mechanical and Materials Engineering senior design class, the development of a geothermal energy demonstration unit, and the development of renewable energy learning modules for high school students. Finally, this grant supported curriculum development by Sinclair Community College for seven new courses and acquisition of necessary related instrumentation and laboratory equipment. These new courses, EGV 1201 Weatherization Training, EGV 1251 Introduction to Energy Management Principles, EGV 2301 Commercial and Industrial Assessment, EGV 2351 LEED Green Associate Exam Preparation, EGV 2251 Energy Control Strategies, EGV Solar Photovoltaic Design and Installation, and EGV Solar Thermal Systems, enable Sinclair to offer complete Energy Technology Certificate and an Energy Management Degree programs. To date, 151 students have completed or are currently registered in one of the seven courses developed through this grant. With the increasing interest in the Energy Management Degree program, Sinclair has begun the procedure to have the program approved by the Ohio Board of Regents.

Currently, the cost data are reported according to a structure that blends level of effort tasks with product and process oriented tasks. The status of and future plans for the Program for Climate Model Diagnosis and Intercomparison (PCMDI) hinge on software that PCMDI is either currently distributing or plans to distribute to the climate community in the near future. These software products include standard conventions, national and international federated infrastructures, and community analysis and visualization tools. This report also mentions other secondary software not necessarily led by or developed at PCMDI to provide a complete picture of the overarching applications, infrastructures, and middleware/networks. Much of the software described anticipates the use of future technologies envisioned over the span of next year to 10 years. These technologies, together with the software, will be the catalyst required to address extreme-scale data warehousing, scalability issues, and service-level requirements for a diverse set of well-known projects essential for predicting climate change. These tools, unlike the previous static analysis tools of the past, will support the co-existence of many users in a productive, shared virtual environment. This advanced technological world driven by extreme-scale computing and the data it generates will increase scientists’ productivity, exploit national and international relationships, and push research to new levels of understanding.

DOE funded several small-town energy planning projects, through the Farmer's Home Administration (FmHA) Area Development Assistance Planning Grant Program. DOE intended that this program should: (1) encourage community energy planning and the development of Integrated Community Energy Systems (ICES) and (2) provide a testing ground for the technologies and planning methods developed by its Buildings and Community Systems Division. FmHA intended that the joint program should further the development of rural areas and make DOE expertise available to grant recipients doing energy planning. All grantees under this joint program endeavored to define their local energy problems and to find local solutions. However, the resulting energy cost savings were not always impressive, and generally they were not very well documented. Lack of implementation power, lack of focus, and inability to generate local financial support for projects and further planning were the main reasons for this performance. The lack of sufficient documentation could be the result of DOE's failure to require a standardized and systematic accounting of grantees' accomplishments. The recommended changes in the scope-of-work requirements suggested in this report would cause grantees to focus their energy-planning activities so as to increase local financial support. The appendixes give a standardized format by which grantees would account for the energy savings and production made possible by their planning efforts.

Federal support for renewable energy deployment in the United States has traditionally been delivered primarily through tax benefits, including the production tax credit ('PTC') in Section 45 of the U.S. tax code, investment tax credits ('ITC') in Sections 25D and 48, and accelerated tax depreciation in Section 168. Many renewable power project developers are unable to use the majority of these tax benefits directly or immediately, however, and have therefore often relied on third-party 'tax equity' investors for the necessary investment capital in order to monetize the available tax benefits. As has been well-publicized, most of these tax equity investors were hit hard by the global financial crisis that unfolded in the last months of 2008 and, as a result, most either withdrew from the renewable power market at that time or reduced their available investment capital. This left a significant financing gap beginning in late 2008, and placed at some risk the continued near-term growth of renewable energy supply in the U.S. In recognition of these developments, the U.S. Congress passed two stimulus bills - The Energy Improvement and Extension Act ('the Extension Act') in October 2008 and The American Recovery and Reinvestment Act ('the Recovery Act') in February 2009 - parts of which were intended to address the growing shortage of finance for renewable power projects. Most notably, Section 1603 of the Recovery Act enables qualifying commercial renewable energy projects to choose between the Section 45 PTC, the Section 48 ITC, or a cash grant of equal value to the Section 48 ITC (i.e., 30% of the project's eligible basis in most cases). By giving developers the option to receive a 30% cash grant (administered by the U.S. Department of the Treasury) in lieu of either the ITC or the PTC, Congress hoped to 'temporarily fill the gap created by the diminished investor demand for tax credits,' and thereby achieve 'the near term goal of creating and retaining jobs - as well as the long-term benefit of expanding the use of clean and renewable energy and decreasing our dependency on non-renewable energy sources' (U.S. Department of the Treasury 2009). More than a year has now passed since the Recovery Act became law. Although the Section 1603 program has been operational for only part of that time - roughly eight months - the program faces a looming milestone in just another nine months. Specifically, in order to qualify for the Section 1603 grant, eligible projects must have commenced construction by the end of 2010. With this deadline approaching, the Committee on Ways and Means of the U.S. House of Representatives requested that Lawrence Berkeley National Laboratory evaluate the effectiveness of the Section 1603 grant program to date (see Attachment 1), focusing on specific elements of the program that were subsequently agreed upon by Committee staff, the U.S. Department of Energy, and Berkeley Lab. This report responds to the Committee's request. The evaluation focuses primarily on the commercial wind power sector, for two reasons: (1) commercial wind power projects had received nearly 86% of all grant money awarded as of March 1, 2010; and (2) there is substantially more market-related information available for the commercial wind power sector than there is for other renewable power sectors, thereby facilitating analysis. Despite the focus on wind power, this initial analysis does endeavor to provide relevant information on other technologies, and in particular geothermal (the second-largest recipient of grant money), where possible.

The Neighbor to Neighbor Energy Challenge (N2N) brought together a consortium of 14 leading clean energy rural, suburban, and low income communities throughout Connecticut. N2N was awarded $4.2 million from the U.S. Department of Energy (DOE) competitive BetterBuildings Neighborhood Program on August 10, 2010 to run a two-year pilot program (plus one year of transition and evaluation) (Award No. EMCBC- 00969-10). N2N tested innovative program models and hypotheses for improving Connecticut’s existing residential energy efficiency programs that are overseen by the ratepayer fund board and administered by CT utilities. N2N’s original goal was to engage 10 percent of households in participating communities to reduce their energy usage by 20 percent through energy upgrades and clean energy measures. N2N planned for customers to complete more comprehensive whole-home energy efficiency and clean energy measures and to achieve broader penetration than existing utility-administered regulated programs. Since this was an ARRA award, we report the following figures on job creation in Table 1. Since N2N is not continuing in its current form, we do not provide figures on job retention. However, despite the slow program start, N2N found evidence of increasing upgrade uptake rates over time, due to delayed customer action of one to two years from N2N introduction to completion of deeper household upgrades. Two main social/behavioral principles have contributed to driving deeper upgrades in CT: 1. Word of mouth, where people share their experience with others, which leads to others to take action; and 2. Self-herding, where people follow past behavior, which leads to deeper and deeper actions within individual households.
The Department of Energy (DOE), recognizing the need to maintain a strong science and engineering base at a time when enrollments in these disciplines were declining, implemented several educational programs. Among these were educational programs to provide faculty and students of US colleges and universities with energy-related training and research experience. Associated Western Universities (AWU), a nonprofit organization, administered post-secondary educational programs for DOE through grants and, occasionally, subcontracts. The objectives of the audit were to determine whether: (1) DOE was achieving its goal of enhancing US science and engineering education and (2) AWU was appropriately accumulating and classifying its costs. It was found that DOE was not fully achieving its objective of enhancing science and engineering education for students of US colleges and universities. In addition, it was found that AWU had not complied with cost principles for nonprofit organizations as required under the terms of the grants. Specifically, AWU misclassified a $13,000 overrun of direct program cost as indirect cost, incurred $40,000 of idle facility costs that were unallowable under the terms of the grant, misclassified indirect costs as direct costs, and claimed reimbursement for consultant costs that were inappropriate under the terms of the consulting contract. These discrepancies resulted in $53,000 of questionable costs, as well as costs having been charged to the Office of Energy Research (ER) grant that should have been charged to the Richland and Idaho grants. The authors recommended that the Managers of the Richland and Idaho Operations offices take actions to ensure that the objectives of DOE`s educational programs are met. In addition, they recommended that the Manager, Idaho Operations Office, direct the Contracting Officer to have AWU comply with the appropriate cost principles for nonprofit organizations.

This is the final report for a grant-funded project to financially assist and otherwise provide support to projects that increase E85 infrastructure in Michigan at retail fueling locations. Over the two-year project timeframe, nine E85 and/or flex-fuel pumps were installed around the State of Michigan at locations currently lacking E85 infrastructure. A total of five stations installed the nine pumps, all providing cost share toward the project. By using cost sharing by station partners, the $200,000 provided by the Department of Energy facilitated a total project worth $746,332.85. This project was completed over a two-year timetable (eight quarters). The first quarter of the project focused on project outreach to station owners about the incentive on the installation and/or conversion of E85 compatible fueling equipment including fueling pumps, tanks, and all necessary electrical and plumbing connections. Utilizing Clean Energy Coalition (CEC) extensive knowledge of gasoline/ethanol infrastructure throughout Michigan, CEC strategically placed these pumps in locations to strengthen the broad availability of E85 in Michigan. During the first and second quarters, CEC staff approved projects for funding and secured contracts with station owners; the second through eighth quarters were spent working with fueling station owners to complete projects; the third through eighth quarters included time spent promoting projects; and beginning in the second quarter and running for the duration of the project was spent performing project reporting and evaluation to the US DOE. A total of 9 pumps were installed (four in Elkton, two in Sebewaing, one in East Lansing, one in Howell, and one in Whitmore Lake). At these combined station locations, a total of 192,445 gallons of E85, 10,786 gallons of E50, and 19,159 gallons of E30 were sold in all reporting quarters for 2011. Overall, the project has successfully displaced 162,611 gallons (2,663 barrels) of petroleum, and reduced regional GHG emissions by 375 tons in the first year of station deployment.

The cost associated with providing charge infrastructure for PHEVs, along with the additional costs for the on-board power electronics and added battery requirements associated with PHEV technology will be a key factor in the success of PHEVs. This report analyzes the infrastructure requirements for PHEVs in single family residential, multi-family residential and commercial situations. Costs associated with this infrastructure are tabulated, providing an estimate of the infrastructure costs associated with PHEV deployment.

The Greater Cincinnati Energy Alliance (Energy Alliance) is a nonprofit economic development agency dedicated to helping Greater Cincinnati and Northern Kentucky communities reduce energy consumption. The Energy Alliance has launched programs to educate homeowners, commercial property owners, and nonprofit organizations about energy efficiency opportunities they can use to drive energy use reductions and financial savings, while extending significant focus to creating/retaining jobs through these programs. The mission of the Energy Alliance is based on the premise that investment in energy efficiency can lead to transformative economic development in a region. With support from seven municipalities, the Energy Alliance began operation in early 2010 and has been among the fastest growing nonprofit organizations in the Greater Cincinnati/Northern Kentucky area. The Energy Alliance offers two programs endorsed by the Department of Energy: the Home Performance with ENERGY STAR® Program for homeowners and the Better Buildings Performance Program for commercial entities. Both programs couple expert guidance, project management, and education in energy efficiency best practices with incentives and innovative energy efficiency financing to help building owners effectively invest in the energy efficiency, comfort, health, longevity, and environmental impact of their residential or commercial buildings. The Energy Alliance has raised over $23 million of public and private capital to build a robust market for energy efficiency investment. Of the $23 million, $17 million was a direct grant from the Department of Energy Better Buildings Neighborhood Program (BBNP). The organization’s investments in energy efficiency projects in the residential and commercial sector have led to well over $50 million in direct economic activity and created over 375,000 hours of labor created or retained. In addition, over 250 workers have been trained through the Building Performance Training Center, a program that was developed and funded by the Energy Alliance and housed at Cincinnati State Technical and Community College. Nearly 100 residential and commercial contractors currently participate in the Energy Alliance’s two major programs, which have together served over 2,800 residential and 100 commercial customers. Additionally, the Energy Alliance established loan programs for homeowners, nonprofits and commercial businesses. The GC-HELP program was established to provide up to ten year low interest, unsecured loans to homeowners to cover the energy efficiency products they purchased through the Energy Alliance approved contractor base. To date the Energy Alliance has financed over $1 million in energy efficiency loans for homeowners, without any loans written off. The nonprofit business community is offered five year, fixed-interest rate loans through the Building Communities Loan Fund of $250,000. Additionally, the Energy Alliance has developed GC-PACE, a commercial financing tool that enables buildings owners to finance their energy upgrades through voluntary property assessments deploying low-interest extended-term capital from the bond market. The Energy Alliance and its partners are actively evaluating additional market-based financing solutions.

Unprecedented growth of required telecommunications services and telecommunications applications change the way the INL does business today. High speed connectivity compiled with a high demand for telephony and network services requires a robust communications infrastructure. The current state of the MFC communication infrastructure limits growth opportunities of current and future communication infrastructure services. This limitation is largely due to equipment capacity issues, aging cabling infrastructure (external/internal fiber and copper cable) and inadequate space for telecommunication equipment. While some communication infrastructure improvements have been implemented over time projects, it has been completed without a clear overall plan and technology standard. This document identifies critical deficiencies with the current state of the communication infrastructure in operation at the MFC facilities and provides an analysis to identify needs and deficiencies to be addressed in order to achieve target architectural standards as defined in STD-170. The intent of STD-170 is to provide a robust, flexible, long-term solution to make communications capabilities align with the INL mission and fit the various programmatic growth and expansion needs.

Sound engineering principals have been used by every company involved in the development of the LNG infrastructure, but there is very little that is new. The same cryogenic technology that is used in the manufacture and sale of nitrogen, argon, and oxygen infrastructure is used in LNG infrastructure. The key component of the refueling infrastructure is the LNG tank which should have a capacity of at least 15,000 gallons. These stainless steel tanks are actually a tank within a tank separated by an annular space that is void of air creating a vacuum between the inner and outer tank where superinsulation is applied. Dispensing can be accomplished by pressure or pump. Either works well and has been demonstrated in the field. Until work is complete on NFPA 57 or The Texas Railroad Commission Rules for LNG are complete, the industry is setting the standards for the safe installation of refueling infrastructure. As a new industry, the safety record to date has been outstanding.

In this project we created a community tool infrastructure for program development tools targeting Petascale class machines and beyond. This includes tools for performance analysis, debugging, and correctness tools, as well as tuning and optimization frameworks. The developed infrastructure provides a comprehensive and extensible set of individual tool building components. We started with the basic elements necessary across all tools in such an infrastructure followed by a set of generic core modules that allow a comprehensive performance analysis at scale. Further, we developed a methodology and workflow that allows others to add or replace modules, to integrate parts into their own tools, or to customize existing solutions. In order to form the core modules, we built on the existing Open|SpeedShop infrastructure and decomposed it into individual modules that match the necessary tool components. At the same time, we addressed the challenges found in performance tools for petascale systems in each module. When assembled, this instantiation of community tool infrastructure provides an enhanced version of Open|SpeedShop, which, while completely different in its architecture, provides scalable performance analysis for petascale applications through a familiar interface. This project also built upon and enhances capabilities and reusability of project partner components as specified in the original project proposal. The overall project team’s work over the project funding cycle was focused on several areas of research, which are described in the following sections. The reminder of this report also highlights related work as well as preliminary work that supported the project. In addition to the project partners funded by the Office of Science under this grant, the project team included several collaborators who contribute to the overall design of the envisioned tool infrastructure. In particular, the project team worked closely with the other two DOE NNSA laboratories Los Alamos and Sandia leveraging co-funding for Krell by ASC’s Common Computing Environment (CCE) program as laid out in the original proposal. The ASC CCE co-funding, coordinated through LLNL, was for 50% of the total project funding, with the ASC CCE portion of the funding going entirely to Krell, while the ASCR funding itself was split between Krell and the funded partners. This report covers the entire project from both funding sources. Additionally, the team leveraged the expertise of software engineering researchers from Carnegie Mellon University, who specialize in software framework design, in order to achieve a broadly acceptable component framework. Traditional discrete-event simulations employ an inherently sequential algorithm and are run on a single computer. However, the demands of many real-world problems exceed the capabilities of sequential simulation systems. Often the capacity of a computer`s primary memory limits the size of the models that can be handled, and in some cases parallel execution on multiple processors could significantly reduce the simulation time. This paper describes the development of an Infrastructure for Distributed Enterprise Simulation (IDES) - a large-scale portable parallel simulation framework developed to support Sandia National Laboratories` mission in stockpile stewardship. IDES is based on the Breathing-Time-Buckets synchronization protocol, and maps a message-based model of distributed computing onto an object-oriented programming model. IDES is portable across heterogeneous computing architectures, including single-processor systems, networks of workstations and multi-processor computers with shared or distributed memory. The system provides a simple and sufficient application programming interface that can be used by scientists to quickly model large-scale, complex enterprise systems. In the background and without involving the user, IDES is capable of making dynamic use of idle processing power available throughout the enterprise network. 16 refs., 14 figs.

Air Products and Chemicals, Inc. has completed a comprehensive, multiyear project to demonstrate a hydrogen infrastructure in California. The specific primary objective of the project was to demonstrate a model of a Ă?Â?Ă?Â˘Ă?Â?Ă?Â?Ă?Â?Ă?Â?real-worldĂ?Â?Ă?Â˘Ă?Â?Ă?Â?Ă?Â?Ă?Âť retail hydrogen infrastructure and acquire sufficient data within the project to assess the feasibility of achieving the nationĂ?Â?Ă?Â˘Ă?Â?Ă?Â?Ă?Â?Ă?Â?s hydrogen infrastructure goals. The project helped to advance hydrogen station technology, including the vehicle-to-station fueling interface, through consumer experiences and feedback. By encompassing a variety of fuel cell vehicles, customer profiles and fueling experiences, this project was able to obtain a complete portrait of real market needs. The project also opened its stations to other qualified vehicle providers at the appropriate time to promote widespread use and gain even broader public understanding of a hydrogen infrastructure. The project engaged major energy companies to provide a fueling experience similar to traditional gasoline station sites to foster public acceptance of hydrogen. Work over the course of the project was focused in multiple areas. With respect to the equipment needed, technical design specifications (including both safety and operational considerations) were written, reviewed, and finalized. After finalizing individual equipment designs, complete station designs were started including process flow diagrams and systems safety reviews. Material quotes were obtained, and in some cases, depending on the project status and the lead time, equipment was placed on order and fabrication began. Consideration was given for expected vehicle usage and station capacity, standard features needed, and the ability to upgrade the station at a later date. In parallel with work on the equipment, discussions were started with various vehicle manufacturers to identify vehicle demand (short- and long-term needs). Discussions included identifying potential areas most suited for hydrogen fueling stations with a focus on safe, convenient, fast-fills. These potential areas were then compared to and overlaid with suitable sites from various energy companies and other potential station operators. Work continues to match vehicle needs with suitable fueling station locations. Once a specific site was identified, the necessary agreements could be completed with the station operator and expected station users. Detailed work could then begin on the site drawings, permits, safety procedures and training needs. Permanent stations were successfully installed in Irvine (delivered liquid hydrogen), Torrance (delivered pipeline hydrogen) and Fountain Valley (renewable hydrogen from anaerobic digester gas). Mobile fueling stations were also deployed to meet short-term fueling needs in Long Beach and Placerville. Once these stations were brought online, infrastructure data was collected and reported to DOE using Air ProductsĂ?Â?Ă?Â˘Ă?Â?Ă?Â?Ă?Â?Ă?Â? Enterprise Remote Access Monitoring system. Feedback from station operators was incorporated to improve the station userĂ?Â?Ă?Â˘Ă?Â?Ă?Â?Ă?Â?Ă?Â?s fueling experience.

Gas utilities across the US are aggressively pursuing the natural gas vehicle market by putting in place the infrastructure needed to ensure the growth of the important market. The first annual P and GJ NGV Marketing Survey has revealed many utilities plant to build and continue building NGV fueling facilities. The NGV industry in the US is confronting a classic chicken-or-egg quandary. Fleet operators and individual drivers are naturally unwilling to commit to a natural gas vehicle fuel until sufficient fueling facilities are in place, yet service station operators are reluctant to add NGV refueling capacity until enough CNG vehicles are on the road to create demand. The future of the NGV market is bright, but continued research and product improvements by suppliers as well as LDCs is needed if the potential is to be fulfilled. Advances in refueling facilities must continue if the market is to develop.

The goal of the work discussed in this document is to understand the risk to the nation of cyber attacks on critical infrastructures. The large body of research results on cyber attacks against physical infrastructure vulnerabilities has not resulted in clear understanding of the cascading effects a cyber-caused disruption can have on critical national infrastructures and the ability of these affected infrastructures to deliver services. This document discusses current research and methodologies aimed at assessing the translation of a cyber-based effect into a physical disruption of infrastructure and thence into quantification of the economic consequences of the resultant disruption and damage. The document discusses the deficiencies of the existing methods in correlating cyber attacks with physical consequences. The document then outlines a research plan to correct those deficiencies. When completed, the research plan will result in a fully supported methodology to quantify the economic consequences of events that begin with cyber effects, cascade into other physical infrastructure impacts, and result in degradation of the critical infrastructure's ability to deliver services and products. This methodology enables quantification of the risks to national critical infrastructure of cyber threats. The work addresses the electric power sector as an example of how the methodology can be applied.
The state of Michigan technical review evaluted about forty-five grantees. The reviewers at the state level seem to have screened out bad submissions or illogical calculation sequences. Michigan reviewers were careful to a fault, and at times had gone through and recalculated many of the smaller energy savings ECM's so that the submission could in fact progress towards the federal level at an appropriate speed. The depth of analysis was very good and the coverage was certainly adequate. There were no submissions in the state of Michigan which warrant detailed commentary about their lack of any part of the submission. The state of Indiana had approximately 33 grantee submissions. The federal level technical review looked at each and every submission to see if it met criteria and calculation adequacy. In many cases the state of Indiana showed evidence of not having had adequate state review. Certainly there were no marks, corrections of any kind in most of the submitted documentation. It is apparent that the state of Indiana will warrant continuous evaluation over the next few cycles in order to upgrade their overall review of their grants. It is suggested that some help be given to the Indiana review agency. The technical reviewers for Cycle VII suggest a continuation of the review process for Indiana, and some additional support to aid them in the review function at the state level to insure that the state reviewers are not skimming the projects at an inadequate level.

This program was undertaken in response to the US Department of Energy Solicitation DE-PS30-03GO93010, resulting in this Cooperative Agreement with the Ford Motor Company and BP to demonstrate and evaluate hydrogen fuel cell vehicles and required fueling infrastructure. Ford initially placed 18 hydrogen fuel cell vehicles (FCV) in three geographic regions of the US (Sacramento, CA; Orlando, FL; and southeast Michigan). Subsequently, 8 advanced technology vehicles were developed and evaluated by the Ford engineering team in Michigan. BP is Ford's principal partner and co-applicant on this project and provided the hydrogen infrastructure to support the fuel cell vehicles. BP ultimately provided three new fueling stations. The Ford-BP program consists of two overlapping phases. The deliverables of this project, combined with those of other industry consortia, are to be used to provide critical input to hydrogen economy commercialization decisions by 2015. The program's goal is to support industry efforts of the US President's Hydrogen Fuel Initiative in developing a path to a hydrogen economy. This program was designed to seek complete systems solutions to address hydrogen infrastructure and vehicle development, and possible synergies between hydrogen fuel electricity generation and transportation applications. This project, in support of that national goal, was designed to gain real world experience with Hydrogen powered Fuel Cell Vehicles (H2FCV) 'on the road' used in everyday activities, and further, to begin the development of the required supporting H2 infrastructure. Implementation of a new hydrogen vehicle technology is, as expected, complex because of the need for parallel introduction of a viable, available fuel delivery system and sufficient numbers of vehicles to buy fuel to justify expansion of the fueling infrastructure. Viability of the fuel structure means widespread, affordable hydrogen which can return a reasonable profit to the fuel provider, while viability of the vehicle requires an expected level of cost, comfort, safety and operation, especially driving range, that consumers require. This presents a classic 'chicken and egg' problem, which Ford believes can be solved with thoughtful implementation plans. The eighteen Ford Focus FCV vehicles that were operated for this demonstration project provided the desired real world experience. Some things worked better than expected. Most notable was the robustness and life of the fuel cell. This is thought to be the result of the full hybrid configuration of the drive system where the battery helps to overcome the performance reduction associated with time related fuel cell degradation. In addition, customer satisfaction surveys indicated that people like the cars and the concept and operated them with little hesitation. Although the demonstrated range of the cars was near 200 miles, operators felt constrained because of the lack of a number of conveniently located fueling stations. Overcoming this major concern requires overcoming a key roadblock, fuel storage, in a manner that permits sufficient quantity of fuel without sacrificing passenger or cargo capability. Fueling infrastructure, on the other hand, has been problematic. Only three of a planned seven stations were opened. The difficulty in obtaining public approval and local government support for hydrogen fuel, based largely on the fear of hydrogen that grew from past disasters and atomic weaponry, has inhibited progress and presents a major roadblock to implementation. In addition the cost of hydrogen production, in any of the methodologies used in this program, does not show a rapid reduction to commercially viable rates. On the positive side of this issue was the demonstrated safety of the fueling station, equipment and process. In the Ford program, there were no reported safety incidents.

Increasing debates over a gasoline independent future and the reduction of greenhouse gas (GHG) emissions has led to a surge in plug-in hybrid electric vehicles (PHEVs) being developed around the world. The majority of PHEV related research has been directed at improving engine and battery operations, studying future PHEV impacts on the grid, and projecting future PHEV charging infrastructure requirements. Due to the limited all-electric range of PHEVs, a daytime PHEV charging infrastructure will be required for most PHEV daily usage. In this paper, for the first time, we present a mixed integer mathematical programming model to solve the PHEV charging infrastructure planning (PCIP) problem for organizations with thousands of people working within a defined geographic location and parking lots well suited to charging station installations. Our case study, based on the Oak Ridge National Laboratory (ORNL) campus, produced encouraging results, indicates the viability of the modeling approach and substantiates the importance of considering both employee convenience and appropriate grid connections in the PCIP problem.

The Next Generation Nuclear Plant (NGNP) project supports the development, demonstration, and deployment of high temperature gas-cooled reactors (HTGRs). The NGNP project is being reviewed by the Nuclear Energy Advisory Council (NEAC) to provide input to the DOE, who will make a recommendation to the Secretary of Energy, whether or not to continue with Phase 2 of the NGNP project. The NEAC review will be based on, in part, the infrastructure readiness assessment, which is an assessment of industry's current ability to provide specified components for the FOAK NGNP, meet quality assurance requirements, transport components, have the necessary workforce in place, and have the necessary construction capabilities. AREVA and Westinghouse were contracted to perform independent assessments of industry's capabilities because of their experience with nuclear supply chains, which is a result of their experiences with the EPR and AP-1000 reactors. Both vendors produced infrastructure readiness assessment reports that identified key components and categorized these components into three groups based on their ability to be deployed in the FOAK plant. The NGNP project has several programs that are developing key components and capabilities. For these components, the NGNP project have provided input to properly assess the infrastructure readiness for these components.

The decision to implement the Innovation in Nuclear Infrastructure and Engineering Program (INIE) was an important first step towards ensuring that the United States preserves its worldwide leadership role in the field of nuclear science and engineering. Prior to INIE, university nuclear science and engineering programs were waning, undergraduate student enrollment was down, university research reactors were being shut down, while others faced the real possibility of closure. For too long, cutting edge research in the areas of nuclear medicine, neutron scattering, radiochemistry, and advanced materials was undervalued and therefore underfunded. The INIE program corrected this lapse in focus and direction and started the process of drawing a new blueprint with positive goals and objectives that supports existing as well the next generation of educators, students and researchers.

This document represents Fluor Daniel Hanford`s and DynCorp`s Tri-Cities Strategic Plan for Fiscal Years 1998--2002, the road map that will guide them into the next century and their sixth year of providing safe and cost effective infrastructure services and support to the Department of Energy (DOE) and the Hanford Site. The Plan responds directly to the issues raised in the FDH/DOE Critical Self Assessment specifically: (1) a strategy in place to give DOE the management (systems) and physical infrastructure for the future; (2) dealing with the barriers that exist to making change; and (3) a plan to right-size the infrastructure and services, and reduce the cost of providing services. The Plan incorporates initiatives from several studies conducted in Fiscal Year 1997 to include: the Systems Functional Analysis, 200 Area Water Commercial Practices Plan, $ million Originated Cost Budget Achievement Plan, the 1OO Area Vacate Plan, the Railroad Shutdown Plan, as well as recommendations from the recently completed Review of Hanford Electrical Utility. These and other initiatives identified over the next five years will result in significant improvements in efficiency, allowing a greater portion of the infrastructure budget to be applied to Site cleanup. The Plan outlines a planning and management process that defines infrastructure services and structure by linking site technical base line data and customer requirements to work scope and resources. The Plan also provides a vision of where Site infrastructure is going and specific initiatives to get there.

Inyo County completed the first year of the U.S. Department of Energy Grant Agreement No. DE-RW0000233. This report presents the results of research conducted within this Grant agreement in the context of Inyo County's Yucca Mountain oversight program goals and objectives. The Hydrodynamics Group, LLC prepared this report for Inyo County Yucca Mountain Repository Assessment Office. The overall goal of Inyo County's Yucca Mountain research program is the evaluation of far-field issues related to potential transport, by ground water, of radionuclide into Inyo County, including Death Valley, and the evaluation of a connection between the Lower Carbonate Aquifer (LCA) and the biosphere. Data collected within the Grant is included in interpretive illustrations and discussions of the results of our analysis. The centeral elements of this Grant prgoram was the drilling of exploratory wells, geophysical surveys, geological mapping of the Southern Funeral Mountain Range. The cullimination of this research was 1) a numerical ground water model of the Southern Funeral Mountain Range demonstrating the potential of a hydraulic connection between the LCA and the major springs in the Furnace Creek area of Death Valley, and 2) a numerical ground water model of the Amargosa Valley to evaluate the potential for radionuclide transport from Yucca Mountain to Inyo County, California. The report provides a description of research and activities performed by The Hydrodynamics Group, LLC on behalf of Inyo County, and copies of key work products in attachments to this report.

SciDAC-2 Project The Secret Life of Quarks: National Computational Infrastructure for Lattice Gauge Theory, from March 15, 2011 through March 14, 2012. The objective of this project is to construct the software needed to study quantum chromodynamics (QCD), the theory of the strong interactions of sub-atomic physics, and other strongly coupled gauge field theories anticipated to be of importance in the energy regime made accessible by the Large Hadron Collider (LHC). It builds upon the successful efforts of the SciDAC-1 project National Computational Infrastructure for Lattice Gauge Theory, in which a QCD Applications Programming Interface (QCD API) was developed that enables lattice gauge theorists to make effective use of a wide variety of massively parallel computers. The Colorado School of Mines (CSM) was awarded a grant by the National Energy Technology Laboratory (NETL), Department of Energy (DOE) to conduct a research project en- titled GIS- and Web-based Water Resource Geospatial Infrastructure for Oil Shale Development in October of 2008. The ultimate goal of this research project is to develop a water resource geo-spatial infrastructure that serves as “baseline data” for creating solutions on water resource management and for supporting decisions making on oil shale resource development. The project came to the end on September 30, 2012. This final project report will report the key findings from the project activity, major accomplishments, and expected impacts of the research. At meantime, the gamma version (also known as Version 4.0) of the geodatabase as well as other various deliverables stored on digital storage media will be send to the program manager at NETL, DOE via express mail. The key findings from the project activity include the quantitative spatial and temporal distribution of the water resource throughout the Piceance Basin, water consumption with respect to oil shale production, and data gaps identified. Major accomplishments of this project include the creation of a relational geodatabase, automated data processing scripts (Matlab) for database link with surface water and geological model, ArcGIS Model for hydrogeologic data processing for groundwater model input, a 3D geological model, surface water/groundwater models, energy resource development systems model, as well as a web-based geo-spatial infrastructure for data exploration, visualization and dissemination. This research will have broad impacts of the devel- opment of the oil shale resources in the US. The geodatabase provides a “baseline” data for fur- ther study of the oil shale development and identification of further data collection needs. The 3D geological model provides better understanding through data interpolation and visualization techniques of the Piceance Basin structure spatial distribution of the oil shale resources. The sur- face water/groundwater models quantify the water shortage and better understanding the spatial distribution of the available water resources. The energy resource development systems model reveals the phase shift of water usage and the oil shale production, which will facilitate better planning for oil shale development. Detailed descriptions about the key findings from the project activity, major accomplishments, and expected impacts of the research will be given in the sec- tion of “ACCOMPLISHMENTS, RESULTS, AND DISCUSSION” of this report.

Nuclear facility personnel expend considerable efforts to ensure that their facilities can maintain continuity of operations against both natural and man-made threats. Historically, most attention has been placed on physical security. Recently however, the threat of cyber-related attacks has become a recognized and growing world-wide concern. Much attention has focused on the vulnerability of the electric grid and chemical industries to cyber attacks, in part, because of their use of Supervisory Control and Data Acquisition (SCADA) systems. Lessons learned from work in these sectors indicate that the cyber threat may extend to other critical infrastructures including sites where nuclear and radiological materials are now stored. In this context, this white paper presents a hypothetical scenario by which a determined adversary launches a cyber attack that compromises the physical protection system and results in a reduced security posture at such a site. The compromised security posture might then be malevolently exploited in a variety of ways. The authors conclude that the cyber threat should be carefully considered for all nuclear infrastructures.

Fermilab is building a Vertical Cavity Test Facility (VCTF) to provide for R&D and pre-production testing of bare 9-cell, 1.3-GHz superconducting RF (SRF) cavities for the International Linear Collider (ILC) program. This facility is located in the existing Industrial Building 1 (IB1) where the Magnet Test Facility (MTF) also resides. Helium and nitrogen cryogenics are shared between the VCTF and MTF including the existing 1500-W at 4.5-K helium refrigerator with vacuum pumping for super-fluid operation (125-W capacity at 2-K). The VCTF is being constructed in multiple phases. The first phase is scheduled for completion in mid 2007, and includes modifications to the IB1 cryogenic infrastructure to allow helium cooling to be directed to either the VCTF or MTF as scheduling demands require. At this stage, the VCTF consists of one Vertical Test Stand (VTS) cryostat for the testing of one cavity in a 2-K helium bath. Planning is underway to provide a total of three Vertical Test Stands at VCTF, each capable of accommodating two cavities. Cryogenic infrastructure improvements necessary to support these additional VCTF test stands include a dedicated ambient temperature vacuum pump, a new helium purification skid, and the addition of helium gas storage. This paper describes the system design and initial cryogenic operation results for the first VCTF phase, and outlines future cryogenic infrastructure upgrade plans for expanding to three Vertical Test Stands.

The U.S. energy infrastructure is among the most reliable, accessible and economic in the world. On the other hand, the U.S. energy infrastructure is excessively reliant on foreign sources of energy, experiences high volatility in energy prices, does not practice good stewardship of finite indigenous energy resources and emits significant quantities of greenhouse gases (GHG). This report presents a Technology Based Strategy to achieve a full transformation of the U.S. energy infrastructure that corrects these negative factors while retaining the positives.

Since the spring of 2009, billions of federal dollars have been allocated to state and local governments as grants for energy efficiency and renewable energy projects and programs. The scale of this American Reinvestment and Recovery Act (ARRA) funding, focused on 'shovel-ready' projects to create and retain jobs, is unprecedented. Thousands of newly funded players - cities, counties, states, and tribes - and thousands of programs and projects are entering the existing landscape of energy efficiency programs for the first time or expanding their reach. The nation's experience base with energy efficiency is growing enormously, fed by federal dollars and driven by broader objectives than saving energy alone. State and local officials made countless choices in developing portfolios of ARRA-funded energy efficiency programs and deciding how their programs would relate to existing efficiency programs funded by utility customers. Those choices are worth examining as bellwethers of a future world where there may be multiple program administrators and funding sources in many states. What are the opportunities and challenges of this new environment? What short- and long-term impacts will this large, infusion of funds have on utility customer-funded programs; for example, on infrastructure for delivering energy efficiency services or on customer willingness to invest in energy efficiency? To what extent has the attribution of energy savings been a critical issue, especially where administrators of utility customer-funded energy efficiency programs have performance or shareholder incentives? Do the new ARRA-funded energy efficiency programs provide insights on roles or activities that are particularly well-suited to state and local program administrators vs. administrators or implementers of utility customer-funded programs? The answers could have important implications for the future of U.S. energy efficiency. This report focuses on a selected set of ARRA-funded energy efficiency programs administered by state energy offices: the State Energy Program (SEP) formula grants, the portion of Energy Efficiency and Conservation Block Grant (EECBG) formula funds administered directly by states, and the State Energy Efficient Appliance Rebate Program (SEEARP). Since these ARRA programs devote significant monies to energy efficiency and serve similar markets as utility customer-funded programs, there are frequent interactions between programs. We exclude the DOE low-income weatherization program and EECBG funding awarded directly to the over 2,200 cities, counties and tribes from our study to keep its scope manageable. We summarize the energy efficiency program design and funding choices made by the 50 state energy offices, 5 territories and the District of Columbia. We then focus on the specific choices made in 12 case study states. These states were selected based on the level of utility customer program funding, diversity of program administrator models, and geographic diversity. Based on interviews with more than 80 energy efficiency actors in those 12 states, we draw observations about states strategies for use of Recovery Act funds. We examine interactions between ARRA programs and utility customer-funded energy efficiency programs in terms of program planning, program design and implementation, policy issues, and potential long-term impacts. We consider how the existing regulatory policy framework and energy efficiency programs in these 12 states may have impacted development of these selected ARRA programs. Finally, we summarize key trends and highlight issues that evaluators of these ARRA programs may want to examine in more depth in their process and impact evaluations.

This report summarizes work fimded jointly by the U.S. Department of Energy (DOE) and by the Gas Research Institute (GRI) to (1) identi& barriers to establishing sustainable natural gas vehicle (NGV) infrastructure and (2) develop planning information that can help to promote a NGV infrastructure with self-sustaining critical maw. The need for this work is driven by the realization that demand for NGVS has not yet developed to a level that provides sufficient incentives for investment by the commercial sector in all necessary elements of a supportive infrastructure. The two major objectives of this project were: (1) to identifi and prioritize the technical barriers that may be impeding growth of a national NGV infrastructure and (2) to develop input that can assist industry in overcoming these barriers. The approach used in this project incorporated and built upon the accumulated insights of the NGV industry. The project was conducted in three basic phases: (1) review of the current situation, (2) prioritization of technical infrastructure btiiers, and (3) development of plans to overcome key barriers. An extensive and diverse list of barriers was obtained from direct meetings and telephone conferences with sixteen industry NGV leaders and seven Clean Cities/Clean Corridors coordinators. This information is filly documented in the appendix. A distillation of insights gained in the interview process suggests that persistent barriers to developing an NGV market and supporting infrastructure can be grouped into four major categories: 1. Fuel station economics 2. Value of NGVs from the owner/operator perspective 3. Cooperation necessary for critical mass 4. Commitment by investors. A principal conclusion is that an efficient and effective approach for overcoming technical barriers to developing an NGV infrastructure can be provided by building upon and consolidating the relevant efforts of the NGV industry and government. The major recommendation of this project is the establishment of an ad hoc NGV Infrastructure Working Group (NGV-I WG) to address the most critical technical barriers to NGV infrastructure development. This recommendation has been considered and approved by both the DOE and GRI and is the basis of continued collaboration in this area.

Thirty-eight winners and 45 losers of HUD solar water heater grants in the Florida panhandle were interviewed in 1978 concerning their experiences, and their solar installations were inspected. Operational problems were mostly attributable to control system failure. Grantees were generally pleased with the subsidy program. Grant recipients were not typical of the general public, in that they were mostly middle-aged, well-educated, reasonably affluent people who had a technical background, liked to do things on their own, and were fairly sophisticated so far as energy problems were concerned. It may be that the grant program is not having a great effect on solar energy commercialization, except perhaps in terms of publicity; the recipients generally would have installed systems without a grant, and most of the losers had gone ahead with a solar installation or were planning to do so.

Testing forms a critical part of the development process for large-scale software, and there is growing need for automated tools that can read, represent, analyze, and transform the application's source code to help carry out testing tasks. However, the support required to compile applications written in common general purpose languages is generally inaccessible to the testing research community. In this paper, we report on an extensible, open-source compiler infrastructure called ROSE, which is currently in development at Lawrence Livermore National Laboratory. ROSE specifically targets developers who wish to build source-based tools that implement customized analyses and optimizations for large-scale C, C++, and Fortran90 scientific computing applications (on the order of a million lines of code or more). However, much of this infrastructure can also be used to address problems in testing, and ROSE is by design broadly accessible to those without a formal compiler background. This paper details the interactions between testing of applications and the ways in which compiler technology can aid in the understanding of those applications. We emphasize the particular aspects of ROSE, such as support for the general analysis of whole programs, that are particularly well-suited to the testing research community and the scale of the problems that community solves.
