    From 1978 to 1981, the Department of Energy (DOE) awarded more than 2200 small grants worth more than $25 million to individuals, organizations and small businesses across the nation for the purposes of researching, developing and demonstrating appropriate technologies. Grants were given in the full range of technology areas, including conservation, solar, biomass, wind, geothermal, and hydro power. The final report from each DOE grantee was reviewed in an effort to extract information about new ideas and proven concepts that could be of value to the public. To manage the growing wealth of information from the grant reports, and to monitor the report review process, the Appropriate Technology Management Information System (ATMIS), a computer data base, was developed. The ATMIS can classify data into numerous categories (technology area, geographic location, project status, etc.). This manual was generated directly from the data base.

    A fundamental part of international technology exchange is the compilation and dissemination of information. Worldwide environmental problems and technology development activities form the basis for important opportunities across the world and especially for those in the former Soviet Union. Recently, important agreements have been reached among Russian institutes engaged in environmental work and the US Department of Energy (DOE) and its national laboratories. These agreements will allow a systematic compilation of information on environmental contamination problems in Russia that can be included in DOE`s environmental information systems. A computer hardware and software system has been loaned to Russian scientists by the DOE for the sharing of environmental software and data, while establishing standards for future information networks.

    To support the missions of the US Department of Energy (DOE) Special Technologies Program, Argonne National Laboratory is defining the requirements for an automated software system that will search electronic databases on technology. This report examines the work done and results to date. Argonne studied existing commercial and government sources of technology databases in five general areas: on-line services, patent database sources, government sources, aerospace technology sources, and general technology sources. First, it conducted a preliminary investigation of these sources to obtain information on the content, cost, frequency of updates, and other aspects of their databases. The Laboratory then performed detailed examinations of at least one source in each area. On this basis, Argonne recommended which databases should be incorporated in DOE`s Technology Information Management System.

    The Technology Information System (TIS) is an Intelligent Gateway Processor (IGP) capable of interconnecting heterogeneous information resources at geographically distributed locations in an automated, unified, and controlled manner. It augments the capabilities of personal computers and workstations of scientists and engineers by providing a shared directory to worldwide bibliographic and numeric resources and a library of self-guided procedures by which test, data, and graphs can be downloaded, reformatted, aggregated, analyzed, and shared among users and different host machines. The TIS link capability is used routinely for transcontinental tutorials and as a proactical means for the audiovisual linking of TIS users with experts at their respective locations. The IGP universal user interface permits changes and additions of available resources while running non-stop. The TIS/IGP at th Lawrence Livermore National Laboratory (LLNL) serves as the host system for several different communities of users who develop integrated information systems for personal and shared programmatic resources. The TIS local area network utilizes a 10 Mbps Ethernet which serves as a testbed for high-technology hardware and software.

    The emphasis in Information Technology (IT) development has shifted from technology management to information management, and the tools of information management are increasingly at the disposal of end-users, people who deal with information. Moreover, the interactive capabilities of technologies such as hypertext, scientific visualization, virtual reality, video conferencing, and even database management systems have placed in the hands of users a significant amount of discretion over how these resources will be used. The emergence of high-performance networks, as well as network operating systems, improved interoperability, and platform independence of applications will eliminate technical barriers to the use of data, increase the power and range of resources that can be used cooperatively, and open up a wealth of possibilities for new applications. The very scope of these prospects for the immediate future is a problem for the IT planner or administrator. Technology procurement and implementation, integration of new technologies into the existing infrastructure, cost recovery and usage of networks and networked resources, training issues, and security concerns such as data protection and access to experiments are just some of the issues that need to be considered in the emerging IT environment. As managers we must use technology to improve competitiveness. When procuring new systems, we must take advantage of scalable resources. New resources such as distributed file systems can improve access to and efficiency of existing operating systems. In addition, we must assess opportunities to improve information worker productivity and information management through tedmologies such as distributed computational visualization and teleseminar applications.

    Energy information systems comprise software, data acquisition hardware, and communication systems that are intended to provide energy information to building energy and facilities managers, financial managers, and utilities. This technology has been commercially available for over a decade, however recent advances in Internet and other information technology, and analytical features have expanded the number of product options that are available. For example, features such as green house gas tracking, configurable energy analyses and enhanced interoperability are becoming increasingly common. Energy information systems are used in a variety of commercial buildings operations and environments, and can be characterized in a number of ways. Basic elements of these systems include web-based energy monitoring, web-based energy management linked to controls, demand response, and enterprise energy management applications. However the sheer number and variety of available systems complicate the selection of products to match the needs of a given user. In response, a framework was developed to define the capabilities of different types of energy information systems, and was applied to characterize approximately 30 technologies. Measurement is a critical component in managing energy consumption and energy information must be shared at all organizational levels to maintain persistent, efficient operations. Energy information systems are important to understand because they offer the analytical support to process measured data into information, and they provide the informational link between the primary actors who impact building energy efficiency - operators, facilities and energy managers, owners and corporate decision makers. In this paper, preliminary findings are presented, with a focus on overall trends and the general state of the technology. Key conclusions include the need to further pursue standardization and usability, x-y plotting as an under-supported feature, and

They form an impressive chronicle of decreasing cycle times, increasing densities, decreasing costs (or, equivalently, increasing capacity and capability per dollar spent), and new system architectures, with a leavening of operating systems and languages. Past assessments have aimed -- and succeeded -- at putting information technology squarely in the spotlight; by contrast, in the first part of this assessment, we would like to move it to the background, and encourage the reader to reflect less on the continuing technological miracles of miniaturization in space and time and more on the second- and third-order implications of some possible workplace applications of these miracles. This Information Technology Resources Assessment is intended to provide a sense of technological direction for planners in projecting the hardware, software, and human resources necessary to support the diverse IT requirements of the various components of the DOE community.     Energy information systems are the web-based software, data acquisition hardware, and communication systems used to store, analyze, and display building energy data. They often include analysis methods such as baselining, benchmarking, load profiling, and energy anomaly detection. This report documents a large-scale assessment of energy information system (EIS) uses, costs, and energy benefits, based on a series of focused case study investigations that are synthesized into generalizable findings. The overall objective is to provide organizational decision makers with the information they need to make informed choices as to whether or not to invest in an EIS--a promising technology that can enable up to 20 percent site energy savings, quick payback, and persistent low-energy performance when implemented as part of best-practice energy management programs.

    Licensees of commercial nuclear power plants in the US are expected to submit license renewal applications for the period of operation of 60 to 80 years which has also been referred to as long term operation (LTO). The greatest challenges to LTO are associated with degradation of passive components as active components are routinely maintained and repaired or placed through maintenance programs. Some passive component degradation concerns include stress corrosion cracking (SCC) of metal components, radiation induced embrittlement of the reactor pressure vessel (RPV), degradation of buried piping, degradation of concrete containment structures, and degradation of cables. Proactive management of passive component aging employs three important elements including online monitoring of degradation, early detection of degradation at precursor stages, and application of prognostics for the prediction of remaining useful life (RUL). This document assesses several nondestructive examination (NDE) measurement technologies for integration into proactive aging management programs. The assessment is performed by discussing the three elements of proactive aging management identified above, considering the current state of the industry with respect to adopting these key elements, and analyzing measurement technologies for monitoring large cracks in metal components, monitoring early degradation at precursor stages, monitoring the degradation of concrete containment structures, and monitoring the degradation of cables. Specific and general needs have been identified through this assessment. General needs identified include the need for environmentally rugged sensors are needed that can operate reliably in an operating reactor environment, the need to identify parameters from precursor monitoring technologies that are unambiguously correlated with the level of pre-macro defect damage, and a methodology for identifying regions where precursor damage is most likely to initiate.

    In 1989 the Bonneville Power Administration (BPA) and the Western Area Power Administration (WAPA) joined the US Department of Energy (DOE) in an assessment of longer-term research and development needs for future electric power system operation. The effort produced a progressively sharper vision of a future power system in which enhanced control and operation are the primary means for serving new customer demands, in an environment where increased competition, a wider range of services and vendors, and much narrower operating margins all contribute to increased system efficiencies and capacity. Technology and infrastructure for real time access to wide area dynamic information were identified as critical path elements in realizing that vision. In 1995 the DOE accordingly launched the Wide Area Measurement System (WAMS) Project jointly with the two Power Marketing Administrations (PMAs) to address these issues in a practical operating environment--the western North America power system. The Project draws upon many years of PMA effort and related collaboration among the western utilities, plus an expanding infrastructure that includes regionally involved contractors, universities, and National Laboratories plus linkages to the Electric Power Research Institute (EPRI). The WAMS project also brings added focus and resources to the evolving Western System Dynamic Information Network, or WesDINet. This is a collective response of the Western Systems Coordinating Council (WSCC) member utilities to their shared needs for direct information about power system characteristics, model fidelity, and operational performance. The WAMS project is a key source of the technology and backbone communications needed to make WesDINet a well integrated, cost effective enterprise network demonstrating the role of dynamic information technology in the emerging utility environment.

    We present a representative review of existing, emerging, and future technology options in each of five hardware and systems areas in envelope and lighting technologies: lighting systems, glazing systems, shading systems, daylighting optical systems, and dynamic curtain wall systems. The term technology is used here to describe any design choice for energy efficiency, ranging from individual components to more complex systems to general design strategies. The purpose of this task is to characterize the state of the art in envelope and lighting technologies in order to identify those with promise for advanced integrated systems, with an emphasis on California commercial buildings. For each technology category, the following activities have been attempted to the extent possible: Identify key performance characteristics and criteria for each technology. Determine the performance range of available technologies. Identify the most promising technologies and promising trends in technology advances. Examine market forces and market trends. Develop a continuously growing in-house database to be used throughout the project. A variety of information sources have been used in these technology characterizations, including miscellaneous periodicals, manufacturer catalogs and cut sheets, other research documents, and data from previous computer simulations. We include these different sources in order to best show the type and variety of data available, however publication here does not imply our guarantee of these data. Within each category, several broad classes are identified, and within each class we examine the generic individual technologies that fall into that class.

As part of this task, GETE is seeking federal partners to invest in GNET{reg_sign}. The authors are also seeking FETC`s commitment to serve as GNET`s federal agency champion promoting the system to potential agency partners.     The purpose of this paper is to discuss the information security assessment criteria used in Russia and compare it with that used in the United States. The computer system security assessment criteria utilized by the State Technical Commission of Russia and similar criteria utilized by the US Department of Defense (TCSEC) are intended for the development and implementation of proven methods for achieving a required level of information security. These criteria are utilized, first and foremost, when conducting certification assessments of general purpose systems. The Russian Federation is creating specialized systems for nuclear material control and accountancy (MC and A) within the framework of the international laboratory-to-laboratory collaboration. Depending on the conditions in which the MC and A system is intended to operate, some of the criteria and the attendant certification requirements may exceed those established or may overlap the requirements established for attestation of such systems. In this regard it is possible to modify the certification and attestation requirements depending on the conditions in which a system will operate in order to achieve the ultimate goal--implementation of the systems in the industry.

    The State of North Carolina is developing a multipurpose geographic information systems (GIS) database for widespread use. The database currently consists of more than fifty categories of information state wide. In addition to basic planimetric information, the data include many categories of environmental significance. Much of the database has proven useful to planners, managers, and consultants involved with environmental policy-making and protection. The database is being used to augment activities in regulatory programs, research programs and in a variety of siting applications. The North Carolina Center for Geographic Information and Analysis (NCCGIA) has operated the State's GIS since 1977 and is the lead coordinating agency for geographic information in the state. NCCGIA is able to develop and maintain the corporate database through partnerships with other state, federal, regional, and local government agencies and private organizations. Users access the database at NCCGIA for the production of maps and statistics, to spontaneously generate displays of a project area, to acquire data, and to conduct special studies. This paper describes some of the activities associated with environmental planning and management applications at the North Carolina Center for Geographic Information and Analysis. Specifically, it illustrates the following: the conceptual framework for development and maintenance of the corporate database; the contents of the database; several environmental planning documents and applications developed at NCCGIA; and methods of data access.

The available features for these products are summarized and analyzed with regard to emerging trends in EMCIS and potential benefits to the Federal sector. The first article [1] covered enabling technologies for emerging energy management systems. The second article [2] serves as a basic reference for building control system (BCS) networking fundamentals and includes an assessment of current approaches to open communications. The third article [3] evaluated several products that exemplify the current state of practice in EMCIS. It is important for energy managers in the Federal sector to have a high level of knowledge and understanding of these complex energy management systems. This series of articles provides energy practitioners with some basic informational and educational tools to help make decisions relative to energy management systems design, specification, procurement, and energy savings potential.

    The Light Water Reactor Sustainability (LWRS) Program is a research and development (R&D) program sponsored by the U.S. Department of Energy (DOE). The program is operated in close collaboration with industry R&D programs to provide the technical foundations for licensing and managing the long-term, safe, and economical operation of Nuclear Power Plants that are currently in operation. The LWRS Program focus is on longer-term and higher-risk/reward research that contributes to the national policy objectives of energy and environmental security. Advanced instruments and control (I&C) technologies are needed to support the safe and reliable production of power from nuclear energy systems during sustained periods of operation up to and beyond their expected licensed lifetime. This requires that new capabilities to achieve process control be developed and eventually implemented in existing nuclear assets. It also requires that approaches be developed and proven to achieve sustainability of I&C systems throughout the period of extended operation. The strategic objective of the LWRS Program Advanced Instrumentation, Information, and Control Systems Technology R&D pathway is to establish a technical basis for new technologies needed to achieve safety and reliability of operating nuclear assets and to implement new technologies in nuclear energy systems. This will be achieved by carrying out a program of R&D to develop scientific knowledge in the areas of: • Sensors, diagnostics, and prognostics to support characterization and prediction of the effects of aging and degradation phenomena effects on critical systems, structures, and components (SSCs) • Online monitoring of SSCs and active components, generation of information, and methods to analyze and employ online monitoring information • New methods for visualization, integration, and information use to enhance state awareness and leverage expertise to achieve safer, more readily available electricity generation

    Executive Summary The Interagency Biological Restoration Demonstration—a program jointly funded by the Department of Defense's Defense Threat Reduction Agency and the Department of Homeland Security's (DHS's) Science and Technology Directorate—is developing policies, methods, plans, and applied technologies to restore large urban areas, critical infrastructures, and Department of Defense installations following the intentional release of a biological agent (anthrax) by terrorists. There is a perception that there should be a common system that can share information both vertically and horizontally amongst participating organizations as well as support analyses. A key question is: "How far away from this are we?" As part of this program, Pacific Northwest National Laboratory conducted research to identify the current information technology tools that would be used by organizations in the greater Seattle urban area in such a scenario, to define criteria for use in evaluating information technology tools, and to identify current gaps. Researchers interviewed 28 individuals representing 25 agencies in civilian and military organizations to identify the tools they currently use to capture data needed to support operations and decision making. The organizations can be grouped into five broad categories: defense (Department of Defense), environmental/ecological (Environmental Protection Agency/Ecology), public health and medical services, emergency management, and critical infrastructure. The types of information that would be communicated in a biological terrorism incident include critical infrastructure and resource status, safety and protection information, laboratory test results, and general emergency information. The most commonly used tools are WebEOC (web-enabled crisis information management systems with real-time information sharing), mass notification software, resource tracking software, and NW WARN (web-based information to protect critical infrastructure

Heat is naturally present everywhere in the earth. For all intents and purposes, heat from the earth is inexhaustible. Water is not nearly as ubiquitous in the earth as heat. Most aqueous fluids are derived from surface waters that have percolated into the earth along permeable pathways such as faults. Permeability is a measure of the ease of fluid flow through rock. The permeability of rock results from pores, fractures, joints, faults, and other openings which allow fluids to move. High permeability implies that fluids can flow rapidly through the rock. Permeability and, subsequently, the amount of fluids tend to decrease with depth as openings in the rocks compress from the weight of the overburden.

    The U.S. Department of Energy (DOE) Office of Industrial Technology`s (OIT`s) Technology Benefits Recording System (TBRS) was developed by Pacific Northwest Laboratory (PNL). The TBRS is used to organize and maintain records of the benefits accrued from the use of technologies developed with the assistance of OIT. OIT has had a sustained emphasis on technology deployment. While individual program managers have specific technology deployment goals for each of their ongoing programs, the Office has also established a separate Technology Deployment Division whose mission is to assist program managers and research and development partners commercialize technologies. As part of this effort, the Technology Deployment Division developed an energy-tracking task which has been performed by PNL since 1977. The goal of the energy-tracking task is to accurately assess the energy savings impact of OIT-developed technologies. In previous years, information on OIT-sponsored technologies existed in a variety of forms--first as a hardcopy, then electronically in several spreadsheet formats that existed in multiple software programs. The TBRS was created in 1993 for OIT and was based on information collected in all previous years from numerous industrial contacts, vendors, and plants that have installed OIT-sponsored technologies. The TBRS contains information on technologies commercialized between 1977 and the present, as well as information on emerging technologies in the late development/early commercialization stage of the technology life cycle. For each technology, details on the number of units sold and the energy saved are available on a year-by-year basis. Information regarding environmental benefits, productivity and competitiveness benefits, or impact that the technology may have had on employment is also available.

    The concept of adapting social media technologies is introduced as a means of achieving information sharing across autonomous sensor systems. Historical examples of interoperability as an underlying principle in loosely-coupled systems is compared and contrasted with corresponding tightly-coupled, integrated systems. Examples of ad hoc information sharing solutions based on Web 2.0 social networks, mashups, blogs, wikis, and data tags are presented and discussed. The underlying technologies of these solutions are isolated and defined, and Sensorpedia is presented as a formalized application for implementing sensor information sharing across large-scale enterprises with incompatible autonomous sensor systems.

    This report presents a summary of the Information Technology and Environmental Decision Making Workshop that was held at Harvard University, October 1-3, 1998. Over sixty participants from across the US took part in discussions that focused on the current practice of using information technology to support environmental decision making and on future considerations of information technology development, information policies, and data quality issues in this area. Current practice is focusing on geographic information systems and visualization tools, Internet applications, and data warehousing. In addition, numerous organizations are developing environmental enterprise systems to integrate environmental information resources. Plaguing these efforts are issues of data quality (and public trust), system design, and organizational change. In the future, much effort needs to focus on building community-based environmental decision-making systems and processes, which will be a challenge given that exactly what needs to be developed is largely unknown and that environmental decision making in this arena has been characterized by a high level of conflict. Experimentation and evaluation are needed to contribute to efficient and effective learning about how best to use information technology to improve environmental decision making.

    SID characterizes natural language based documents so that they may be related and retrieved based on content similarity. This technology processes textual documents, autonoumsly identifies the major topics of the document set, and constructs an interpretable, high dimensional representation of each document. SID also provides the ability to interactively reweight representations based on user need, so users may analyze the dataset from multiple points of view. The particular advantages SID offers are speed, data compression,more » flexibility in representation, and incremental processing. SPIRE consists of software for visual analysis of text-based information sources. This technology enables users to make discoveries about the content of very large sets of textual documents without requiring the user to read or presort the documents. It employs algorithms for text and word proximity analysis to identify the key themes within the documents. The results of this analysis are projected onto a visual spatial proximity display (Galaxies or Themescape) where document proximity represents the degree of relatedness of theme.« less

    In an effort to provide service-oriented environmental risk assessment expertise, the Department of Energy (DOE) Center for Risk Excellence (CRE) and DOE Oak Ridge Operations Office (ORO) are sponsoring Oak Ridge National Laboratory (ORNL) to develop a web-based system for disseminating risk tools and information to its users. This system, the Risk Assessment Information System (RAIS), was initially developed to support the site-specific needs of the DOE-ORO Environmental Restoration Risk Assessment Program. With support from the CRE, the system is currently being expanded to benefit all DOE risk information users and can be tailored to meet site-specific needs. Taking advantage of searchable and executable databases, menu-driven queries, and data downloads, using the latest World Wide Web technologies, the RAIS offers essential tools that are used in the risk assessment process or anywhere from project scoping to implementation.     The purpose of this paper is to document a few of the many environmental information systems that currently exist worldwide. The paper is not meant to be a comprehensive list; merely a discussion of a few of the more technical environmental database systems that are available. Regulatory databases such as US Environmental Protection Agency`s (EPA`s) RODS (Records of Decision System) database [EPA, 1993] and cost databases such as EPA`s CORA (Cost of Remedial Action) database [EPA, 1993] are not included in this paper. Section 2 describes several US Department of Energy (DOE) Environmental Restoration and Waste Management (EM) information systems and databases. Section 3 discusses several US EPA information systems on waste sites and technologies. Section 4 summarizes a few of the European Community environmental information systems, networks, and clearinghouses. And finally, Section 5 provides a brief overview of Geographical Information Systems. Section 6 contains the references, and the Appendices contain supporting information.

    The Dynamic Information System (DIAS) is a flexible object-based software framework for concurrent, multidiscplinary modeling of arbitrary (but related) processes. These processes are modeled as interrelated actions caused by and affecting the collection of diverse real-world objects represented in a simulation. The DIAS architecture allows independent process models to work together harmoniously in the same frame of reference and provides a wide range of data ingestion and output capabilities, including Geographic Information System (GIS) typemore » map-based displays and photorealistic visualization of simulations in progress. In the DIAS implementation of the object-based approach, software objects carry within them not only the data which describe their static characteristics, but also the methods, or functions, which describe their dynamic behaviors. There are two categories of objects: (1) Entity objects which have real-world counterparts and are the actors in a simulation, and (2) Software infrastructure objects which make it possible to carry out the simulations. The Entity objects contain lists of Aspect objects, each of which addresses a single aspect of the Entity''s behavior. For example, a DIAS Stream Entity representing a section of a river can have many aspects correspondimg to its behavior in terms of hydrology (as a drainage system component), navigation (as a link in a waterborne transportation system), meteorology (in terms of moisture, heat, and momentum exchange with the atmospheric boundary layer), and visualization (for photorealistic visualization or map type displays), etc. This makes it possible for each real-world object to exhibit any or all of its unique behaviors within the context of a single simulation.« less

    The mission of the Earth System Grid Federation (ESGF) is to provide the worldwide climate-research community with access to the data, information, model codes, analysis tools, and intercomparison capabilities required to make sense of enormous climate data sets. Its specific goals are to (1) provide an easy-to-use and secure web-based data access environment for data sets; (2) add value to individual data sets by presenting them in the context of other data sets and tools for comparative analysis; (3) address the specific requirements of participating organizations with respect to bandwidth, access restrictions, and replication; (4) ensure that the data are readily accessible through the analysis and visualization tools used by the climate research community; and (5) transfer infrastructure advances to other domain areas. For the ESGF, the U.S. Department of Energy’s (DOE’s) Earth System Grid Center for Enabling Technologies (ESG-CET) team has led international development and delivered a production environment for managing and accessing ultra-scale climate data. This production environment includes multiple national and international climate projects (such as the Community Earth System Model and the Coupled Model Intercomparison Project), ocean model data (such as the Parallel Ocean Program), observation data (Atmospheric Radiation Measurement Best Estimate, Carbon Dioxide Information and Analysis Center, Atmospheric Infrared Sounder, etc.), and analysis and visualization tools, all serving a diverse user community.     Improving software for the analysis of fenestration product energy efficiency and developing related information technology products that aid in optimizing the use of fenestration products for energy efficiency are essential steps toward ensuring that more efficient products are developed and that existing and emerging products are utilized in the applications where they will produce the greatest energy savings. Given the diversity of building types and designs and the climates in the U.S., no one fenestration product or set of properties is optimal for all applications. Future tools and procedures to analyze fenestration product energy efficiency will need to both accurately analyze fenestration product performance under a specific set of conditions and to look at whole fenestration product energy performance over the course of a yearly cycle and in the context of whole buildings. Several steps have already been taken toward creating fenestration product software that will provide the information necessary to determine which details of a fenestration product's design can be improved to have the greatest impact on energy efficiency, what effects changes in fenestration product design will have on the comfort parameters that are important to consumers, and how specific fenestration product designs will perform in specific applications. Much work remains to be done, but the energy savings potential justifies the effort. Information is relatively cheap compared to manufacturing. Information technology has already been responsible for many improvements in the global economy--it can similarly facilitate many improvements in fenestration product energy efficiency.
