    To support the missions of the US Department of Energy (DOE) Special Technologies Program, Argonne National Laboratory is defining the requirements for an automated software system that will search electronic databases on technology. This report examines the work done and results to date. Argonne studied existing commercial and government sources of technology databases in five general areas: on-line services, patent database sources, government sources, aerospace technology sources, and general technology sources. First, it conducted a preliminary investigation of these sources to obtain information on the content, cost, frequency of updates, and other aspects of their databases. The Laboratory then performed detailed examinations of at least one source in each area. On this basis, Argonne recommended which databases should be incorporated in DOE`s Technology Information Management System.

    There has been a need for a faster and cheaper deployment model for information technology (IT) solutions to address waste management needs at US Department of Energy (DOE) complex sites for years. Budget constraints, challenges in deploying new technologies, frequent travel, and increased job demands for existing employees have prevented IT organizations from staying abreast of new technologies or deploying them quickly. Despite such challenges, IT organizations have added significant value to waste management handling through better worker safety, tracking, characterization, and disposition at DOE complex sites. Systems developed for site-specific missions have broad applicability to waste management challenges and in many cases have been expanded to meet other waste missions. Radio frequency identification (RFID) and global positioning satellite (GPS)-enabled solutions have reduced the risk of radiation exposure and safety risks. New web-based and mobile applications have enabled precision characterization and control of nuclear materials. These solutions have also improved operational efficiencies and shortened schedules, reduced cost, and improved regulatory compliance. Collaboration between US Department of Energy (DOE) complex sites is improving time to delivery and cost efficiencies for waste management missions with new information technologies (IT) such as wireless computing, global positioning satellite (GPS), and radio frequency identification (RFID). Integrated solutions developed at separate DOE complex sites by new technology Centers of Excellence (CoE) have increased material control and accountability, worker safety, and environmental sustainability. CoEs offer other DOE sister sites significant cost and time savings by leveraging their technology expertise in project scoping, implementation, and ongoing operations.

    The Department of Energy's Office of Science (Science) and its facility contractors are aggressive users of information technology (IT) to support fundamental research in areas such as energy, environmental remediation and computational sciences. Of its $4 billion Fiscal Year 2008 budget, Science spent about $287 million to manage its IT program. This included cyber security activities, acquisition of hardware and software, and support service costs used to maintain the operating environments necessary to support the missions of the program. Prior Office of Inspector General reports have identified various issues with Science's management of its IT programs and resources. For instance, our report on Facility Contractor Acquisition and Management of Information Technology Hardware (DOE/IG-0768, June 2007) noted that the Science sites reviewed spent more than necessary when acquiring IT hardware. In another example, our review of The Department's Efforts to Implement Common Information Technology Services at Headquarters (DOE/IG-0763, March 2007) disclosed that Science's reluctance to adopt the Department of Energy Common Operating Environment (DOE-COE) at Headquarters contributed to the Department's inability to fully realize potential cost savings through consolidation and economies of scale. In light of the magnitude of the Office of Science IT program and previously identified program weaknesses, we initiated this audit to determine whether Science adequately managed its IT resources. Science had taken a number of actions to improve its cyber security posture and align its program to Federal requirements. Yet, our review disclosed that it had not taken some basic steps to enhance security and reduce costs. In particular, we found that: (1) For their non-scientific computing environments, all seven of the field sites reviewed (two Federal, five contractor) had implemented security configurations that were less stringent than those included in the Federal Desktop Core Configuration. This configuration was designed by the National Institute of Standards and Technology and its use was mandated by the Office of Management and Budget; (2) Although we previously highlighted weaknesses and recommended corrective actions, Science still had not fully established or enforced IT hardware standards for acquiring hardware such as desktop and laptop computers or related peripherals, contributing to significant unnecessary expenditures; and (3) While we have noted in a series of past reports that significant savings could be realized from aggregating demand for IT services and products across the enterprise, Science had not implemented a common infrastructure for users at its Federal sites and continued to maintain an IT environment independent of the Department's Common IT Operating Environment. The weaknesses identified were attributable, at least in part, to a lack of adequate policies and procedures for ensuring effective cyber security and hardware acquisition practices. In addition, Science had not effectively monitored the performance of its field sites to ensure that previously reported internal control weaknesses were addressed and had not implemented an appropriate mechanism to track its IT-related costs. Without improvements, Science may be unable to realize the benefits of improved security over its information systems, reduce costs associated with hardware acquisition, and lower IT support costs through consolidation of services. In particular, we determined that Science could potentially realize savings of more than $3.3 million over the next three years by better controlling hardware costs and implementing standards for certain equipment. Furthermore, Science could continue to pay for duplicative IT support services and fail to take advantage of opportunities to lower costs and apply potential savings to mission-related work. During the course of our audit work, we learned from Science officials that they had initiated the process of revising the Program Cyber Security Plan to better clarify its policy for implementing

In both instances web-based stakeholder information dissemination has been a key to achieving a high level of stakeholder involvement and the formulation of effective decision support salinity management tools. A common element to implementation of salinity management strategies in both river basins has been the concept of river assimilative capacity for controlling export salt loading and the potential for trading of the right to discharge salt load to the river - the Hunter River in Australia and the San Joaquin River in California. Both rivers provide basin drainage and the means of exporting salt to the ocean. The paper compares and contrasts the use of monitoring, modeling and information dissemination in the two basins to achieve environmental compliance and sustain irrigated agriculture in an equitable and socially and politically acceptable manner.

    This report describes the current status and recent accomplishments of the Fossil Energy Waste Management (FE WM) projects sponsored by the Morgantown Energy Technology Center (METC) of the US Department of Energy (DOE). The primary goal of the Waste Management Program is to identify and develop optimal strategies to manage solid by-products from advanced coal technologies for the purpose of ensuring the competitiveness of advanced coal technologies as a future energy source. The projects in the Fossil Energy Waste Management Program are divided into three types of activities: Waste Characterization, Disposal Technologies, and Utilization Technologies. This technology status report includes a discussion on barriers to increased use of coal by-products. Also, the major technical and nontechnical challenges currently being addressed by the FE WM program are discussed. A bibliography of 96 citations and a list of project contacts is included if the reader is interested in obtaining additional information about the FE WM program.

    In support of the US Nuclear Regulatory Commission (NRC) Accident Management Research Program, a methodology has been developed for identifying the plant information needs necessary for personnel involved in the management of an accident to diagnose that an accident is in progress, select and implement strategies to prevent or mitigate the accident, and monitor the effectiveness of these strategies. This report describes the methodology and presents an application of this methodology to a Pressurized Water Reactor (PWR) with a large dry containment. A risk-important severe accident sequence for a PWR is used to examine the capability of the existing measurements to supply the necessary information. The method includes an assessment of the effects of the sequence on the measurement availability including the effects of environmental conditions. The information needs and capabilities identified using this approach are also intended to form the basis for more comprehensive information needs assessment performed during the analyses and development of specific strategies for use in accident management prevention and mitigation. 3 refs., 16 figs., 7 tabs.

The key to the TMIS system is that the impact of any change (i.e., procedure change, new equipment, safety incident in the commercial nuclear industry, etc.) can be tracked throughout the training process. This ensures the best training can be performed that meets the needs of the employees. TMIS is comprised of six functional areas: Job and Task Analysis, Training Materials Design and Development, Exam Management, Student Records/Scheduling, Evaluation, and Commitment Tracking. The system consists of a VAX 6320 Cluster with IBM and MacIntosh computers tied into an ethernet with the VAX. Other peripherals are also tied into the system: Exam Generation Stations to include mark sense readers for test grading, Production PC's for Desk-Top Publishing of Training Material, and PC Image Workstations. 5 figs.

    Many perceive the implementation of environmental regulatory policy, especially concerning non-point source pollution from irrigated agriculture, as being less efficient in the United States than in many other countries. This is partly a result of the stakeholder involvement process but is also a reflection of the inability to make effective use of Environmental Decision Support Systems (EDSS) to facilitate technical information exchange with stakeholders and to provide a forum for innovative ideas for controlling non-point source pollutant loading. This paper describes one of the success stories where a standardized Environmental Protection Agency (EPA) methodology was modified to better suit regulation of a trace element in agricultural subsurface drainage and information technology was developed to help guide stakeholders, provide assurances to the public and encourage innovation while improving compliance with State water quality objectives. The geographic focus of the paper is the western San Joaquin Valley where, in 1985, evapoconcentration of selenium in agricultural subsurface drainage water, diverted into large ponds within a federal wildlife refuge, caused teratogenecity in waterfowl embryos and in other sensitive wildlife species. The fallout from this environmental disaster was a concerted attempt by State and Federal water agencies to regulate non-point source loads of the trace element selenium. The complexity of selenium hydrogeochemistry, the difficulty and expense of selenium concentration monitoring and political discord between agricultural and environmental interests created challenges to the regulation process. Innovative policy and institutional constructs, supported by environmental monitoring and the web-based data management and dissemination systems, provided essential decision support, created opportunities for adaptive management and ultimately contributed to project success. The paper provides a retrospective on the contentious planning process and offers suggestions as to how the technical and institutional issues could have been resolved faster through early adoption of some of the core principles of sound EDSS design.

    Executive Summary The Interagency Biological Restoration Demonstration—a program jointly funded by the Department of Defense's Defense Threat Reduction Agency and the Department of Homeland Security's (DHS's) Science and Technology Directorate—is developing policies, methods, plans, and applied technologies to restore large urban areas, critical infrastructures, and Department of Defense installations following the intentional release of a biological agent (anthrax) by terrorists. There is a perception that there should be a common system that can share information both vertically and horizontally amongst participating organizations as well as support analyses. A key question is: "How far away from this are we?" As part of this program, Pacific Northwest National Laboratory conducted research to identify the current information technology tools that would be used by organizations in the greater Seattle urban area in such a scenario, to define criteria for use in evaluating information technology tools, and to identify current gaps. Researchers interviewed 28 individuals representing 25 agencies in civilian and military organizations to identify the tools they currently use to capture data needed to support operations and decision making. The organizations can be grouped into five broad categories: defense (Department of Defense), environmental/ecological (Environmental Protection Agency/Ecology), public health and medical services, emergency management, and critical infrastructure. The types of information that would be communicated in a biological terrorism incident include critical infrastructure and resource status, safety and protection information, laboratory test results, and general emergency information. The most commonly used tools are WebEOC (web-enabled crisis information management systems with real-time information sharing), mass notification software, resource tracking software, and NW WARN (web-based information to protect critical infrastructure systems). It appears that the current information management tools are used primarily for information gathering and sharing—not decision making. Respondents identified the following criteria for a future software system. It is easy to learn, updates information in real time, works with all agencies, is secure, uses a visualization or geographic information system feature, enables varying permission levels, flows information from one stage to another, works with other databases, feeds decision support tools, is compliant with appropriate standards, and is reasonably priced. Current tools have security issues, lack visual/mapping functions and critical infrastructure status, and do not integrate with other tools. It is clear that there is a need for an integrated, common operating system. The system would need to be accessible by all the organizations that would have a role in managing an anthrax incident to enable regional decision making. The most useful tool would feature a GIS visualization that would allow for a common operating picture that is updated in real time. To capitalize on information gained from the interviews, the following activities are recommended: • Rate emergency management decision tools against the criteria specified by the interviewees. • Identify and analyze other current activities focused on information sharing in the greater Seattle urban area. • Identify and analyze information sharing systems/tools used in other regions.

    In November 1993, Saudi Aramco management endorsed a proposal to coordinate the development of the Management Information Systems (MISs) of four concurrent projects for its facilities Controls Modernization Program. The affected projects were the Ras Tanura Refinery Upgrade Project, the Abqaiq Plant Controls Modernization and the Shedgum and Uthmaniyah Gas plants Control Upgrade Projects. All of these projects had a significant requirement of MISs in their scope. Under the leadership of the Process and Control Systems Department, and MIS Coordination Team was formed with representatives of several departments. An MIS Applications Evaluation procedure was developed based on the Kepner Tregoe Decisions Analysis Process and general questionnaires were sent to over a hundred potential Vendors. The applications were divided into several categories, such as: Data Capture and Historization, Human User Interface, Trending, Reporting, Graphic Displays, Data Reconciliation, Statistical Analysis, Expert Systems, Maintenance Applications, Document Management and Operations Planning and Scheduling. For each of the MIS Application areas, detailed follow-up questionnaires were used to short list the candidate products. In May and June 1994, selected Vendors were invited to Saudi Arabia for an Exhibition which was open to all Saudi Aramco employees. In conjunction with this, the Vendors were subjected to a rigorous product testing exercise by independent teams of testers. The paper will describe the methods used and the lessons learned in this extensive software evaluation phase, which was a first for Saudi Aramco.

    The Waste Information Management System (WIMS) -2012 was updated to support the Department of Energy (DOE) accelerated cleanup program. The schedule compression required close coordination and a comprehensive review and prioritization of the barriers that impeded treatment and disposition of the waste streams at each site. Many issues related to waste treatment and disposal were potential critical path issues under the accelerated schedule. In order to facilitate accelerated cleanup initiatives, waste managers at DOE field sites and at DOE Headquarters in Washington, D.C., needed timely waste forecast and transportation information regarding the volumes and types of radioactive waste that would be generated by DOE sites over the next 40 years. Each local DOE site historically collected, organized, and displayed waste forecast information in separate and unique systems. In order for interested parties to understand and view the complete DOE complex-wide picture, the radioactive waste and shipment information of each DOE site needed to be entered into a common application. The WIMS application was therefore created to serve as a common application to improve stakeholder comprehension and improve DOE radioactive waste treatment and disposal planning and scheduling. WIMS allows identification of total forecasted waste volumes, material classes, disposition sites, choke points, technological or regulatory barriers to treatment and disposal, along with forecasted waste transportation information by rail, truck and inter-modal shipments. The Applied Research Center (ARC) at Florida International University (FIU) in Miami, Florida, developed and deployed the web-based forecast and transportation system and is responsible for updating the radioactive waste forecast and transportation data on a regular basis to ensure the long-term viability and value of this system. WIMS continues to successfully accomplish the goals and objectives set forth by DOE for this project. It has replaced the historic process of each DOE site gathering, organizing, and reporting their waste forecast information utilizing different databases and display technologies. In addition, WIMS meets DOE's objective to have the complex-wide waste forecast and transportation information available to all stakeholders and the public in one easy-to-navigate system. The enhancements to WIMS made since its initial deployment include the addition of new DOE sites and facilities, an updated waste and transportation information, and the ability to easily display and print customized waste forecast, the disposition maps, GIS maps and transportation information. The system also allows users to customize and generate reports over the web. These reports can be exported to various formats, such as Adobe{sup R} PDF, Microsoft Excel{sup R}, and Microsoft Word{sup R} and downloaded to the user's computer. Future enhancements will include database/application migration to the next level. A new data import interface will be developed to integrate 2012-13 forecast waste streams. In addition, the application is updated on a continuous basis based on DOE feedback. (authors)

    Faster algorithms, novel cryptographic mechanisms, and alternative methods of communication become possible when the model underlying information and computation changes from a classical mechanical model to a quantum mechanical one. Quantum algorithms perform a select set of tasks vastly more efficiently than any classical algorithm, but for many tasks it has been proved that quantum algorithms provide no advantage. The breadth of quantum computing applications is still being explored. Major application areas include security and the many fields that would benefit from efficient quantum simulation.     The purpose of this plan is to document the integrated technology program plan for the Savannah River Site (SRS) High-Level Waste (HLW) Management System. The mission of the SRS HLW System is to receive and store SRS high-level wastes in a see and environmentally sound, and to convert these wastes into forms suitable for final disposal. These final disposal forms are borosilicate glass to be sent to the Federal Repository, Saltstone grout to be disposed of on site, and treated waste water to be released to the environment via a permitted outfall. Thus, the technology development activities described herein are those activities required to enable successful accomplishment of this mission. The technology program is based on specific needs of the SRS HLW System and organized following the systems engineering level 3 functions. Technology needs for each level 3 function are listed as reference, enhancements, and alternatives. Finally, FY-95 funding, deliverables, and schedules are s in Chapter IV with details on the specific tasks that are funded in FY-95 provided in Appendix A. The information in this report represents the vision of activities as defined at the beginning of the fiscal year. Depending on emergent issues, funding changes, and other factors, programs and milestones may be adjusted during the fiscal year. The FY-95 SRS HLW technology program strongly emphasizes startup support for the Defense Waste Processing Facility and In-Tank Precipitation. Closure of technical issues associated with these operations has been given highest priority. Consequently, efforts on longer term enhancements and alternatives are receiving minimal funding. However, High-Level Waste Management is committed to participation in the national Radioactive Waste Tank Remediation Technology Focus Area. 4 refs., 5 figs., 9 tabs.

    The Office of Legacy Management (LM) is an integral part of the U.S. Department of Energy’s (DOE’s) strategy to ensure that legacy liabilities of former nuclear weapons production sites are properly managed following the completion of environmental cleanup activities. LM will work with each site using an integrated team approach to ensure a successful transition. Part of this process will include transition of Government records and information. The Office of Legacy Management Information and Records Management Transition Guidance focuses on LM’s goal to preserve and protect legacy records and information. This guidance document establishes a framework for the transfer of records management responsibilities for sites transferring to LM. It describes the requirements, responsibilities, and procedures for the efficient and cost-effective transfer of custody, ownership, and management of records and other information products from the transfer site to LM. Records management practices are critical to the functions of Federal agencies because records provide information about, or evidence of, the organization, functions, policies, decisions, procedures, operations, or other activities. Therefore, the information generated by an agency is created, maintained, and dispositioned through records management processes that ensure the appropriate preservation and retrieval of essential information. Because of their intrinsic value, best practices to preserve information and records should be utilized when records are transferred from one organization to another. As the transfer program completes cleanup activities at closure sites, a transitional process will facilitate the transparent shift in the management of site records activities to LM. The roles and responsibilities of the transfer site and/or program and LM described in this document are a necessary foundation for cooperation and coordination and are essential to the successful transition of records and information responsibilities. The DOE Office of the Chief Information Officer (OCIO) has a central role in DOE records management by providing guidance, expertise, and coordination to all DOE offices and organizations and coordination with the National Archives and Records Administration (NARA). LM and the transfer site will complete an integrated transition plan which will integrate all transition elements including information and records. As part of the overall transition plan, an Information and Records Transition Plan will be developed consistent with the integrated transition plan for the site transfer and included as an attachment. The Information and Records Management Transition Plan will be developed to assist both organizations in organizing the tasks; establishing a timetable and milestones for their completion; and identifying manpower, funding and other resources that will be needed to complete the ownership transfer. In addition, the plan will provide a valuable exchange of institutional knowledge that will assist LM in meeting the obligations of responsibly managing legacy records. Guidance for the development of the plan is included in this document. Records management concerns that may arise during site closure, such as management support, contract language and agreements, interactions with the OCIO and NARA, resource and budget considerations, and procedures to safeguard records are addressed. Guidelines and criteria for records management transition activities are also provided. These include LM expectations for the inventory, scheduling, and disposition of records; the management and transfer of electronic files, including databases and software; records finding aids, indices, and recordkeeping systems; and the process for the transfer of hard copy and electronic records to LM.

    Our overall purpose in writing this series of articles is to provide Federal energy managers some basic informational tools to assist their decision making process relative to energy management systems design, specification, procurement, and energy savings potential. Since Federal buildings rely on energy management systems more than their commercial counterparts, it is important for energy practitioners to have a high level of knowledge and understanding of these complex systems. This is the second article in a series and will focus on building control system (BCS) networking fundamentals and an assessment of current approaches to open communications protocols. This is important because networking is a complex subject and the networks form the basic infrastructure for energy management functions and for integrating a wide variety of OEM equipment into a complete EMCIS. The first article [1] covered enabling technologies for emerging energy management systems. Future topics will concentrate on more practical aspects including applications software, product offerings, networking strategies, and case studies of actual installations. Please refer to the first article for a more complete overview of the purpose and background for this series.

    The Department of Energy currently supports an integrated technology development and transfer program aimed at ensuring that the technology necessary for the safe management and disposal of LLW by the commercial and defense sectors is available. The program focuses on five technical areas: (1) corrective measures technology, (2) improved shallow land burial technology, (3) greater confinement disposal technology, (4) model development and validation, and (5) treatment methods for problem wastes. The results of activities in these areas are reported in the open literature and the Proceedings of the LLWMP Annual Participants Information Meeting.

    Energy information systems comprise software, data acquisition hardware, and communication systems that are intended to provide energy information to building energy and facilities managers, financial managers, and utilities. This technology has been commercially available for over a decade, however recent advances in Internet and other information technology, and analytical features have expanded the number of product options that are available. For example, features such as green house gas tracking, configurable energy analyses and enhanced interoperability are becoming increasingly common. Energy information systems are used in a variety of commercial buildings operations and environments, and can be characterized in a number of ways. Basic elements of these systems include web-based energy monitoring, web-based energy management linked to controls, demand response, and enterprise energy management applications. However the sheer number and variety of available systems complicate the selection of products to match the needs of a given user. In response, a framework was developed to define the capabilities of different types of energy information systems, and was applied to characterize approximately 30 technologies. Measurement is a critical component in managing energy consumption and energy information must be shared at all organizational levels to maintain persistent, efficient operations. Energy information systems are important to understand because they offer the analytical support to process measured data into information, and they provide the informational link between the primary actors who impact building energy efficiency - operators, facilities and energy managers, owners and corporate decision makers. In this paper, preliminary findings are presented, with a focus on overall trends and the general state of the technology. Key conclusions include the need to further pursue standardization and usability, x-y plotting as an under-supported feature, and a general convergence of visualization and display capabilities.

    This document represents a summary of 27 foreign-based environmental restoration and waste management technologies that have been screened and technically evaluated for application to the cleanup problems of the Department of Energy (DOE) nuclear weapons complex. The evaluation of these technologies was initiated in 1992 and completed in 1995 under the DOE`s International Technology Coordination Program of the Office of Technology Development. A methodology was developed for conducting a country-by-country survey of several regions of the world where specific environmental technology capabilities and market potential were investigated. The countries that were selected from a rank-ordering process for the survey included: then West Germany, the Netherlands, France, Japan, Taiwan, the Czech and Slovak Republics, and the Former Soviet Union. The notably innovative foreign technologies included in this document were screened initially from a list of several hundred, and then evaluated based on criteria that examined for level of maturity, suitability to the DOE needs, and for potential cost effective application at a DOE site. Each of the selected foreign technologies that were evaluated in this effort for DOE application were subsequently matched with site-specific environmental problem units across the DOE complex using the Technology Needs Assessment CROSSWALK Report. For ease of tracking these technologies to site problem units, and to facilitate their input into the DOE EnviroTRADE Information System, they were categorized into the following three areas: (1) characterization, monitoring and sensors, (2) waste treatment and separations, and (3) waste containment. Technical data profiles regarding these technologies include title and description, performance information, development status, key regulatory considerations, intellectual property rights, institute and contact personnel, and references.

    This appendix on Mass Burn Technologies is the first in a series designed to identify, describe and assess the suitability of several currently or potentially available generic technologies for the management of municipal solid waste (MSW). These appendices, which cover eight core thermoconversion, bioconversion and recycling technologies, reflect public domain information gathered from many sources. Representative sources include: professional journal articles, conference proceedings, selected municipality solid waste management plans and subscription technology data bases. The information presented is intended to serve as background information that will facilitate the preparation of the technoeconomic and life cycle mass, energy and environmental analyses that are being developed for each of the technologies. Mass burn has been and continues to be the predominant technology in Europe for the management of MSW. In the United States, the majority of the existing waste-to-energy projects utilize this technology and nearly 90 percent of all currently planned facilities have selected mass burn systems. Mass burning generally refers to the direct feeding and combustion of municipal solid waste in a furnace without any significant waste preprocessing. The only materials typically removed from the waste stream prior to combustion are large bulky objects and potentially hazardous or undesirable wastes. The technology has evolved over the last 100 or so years from simple incineration to the most highly developed and commercially proven process available for both reducing the volume of MSW and for recovering energy in the forms of steam and electricity. In general, mass burn plants are considered to operate reliably with high availability.

    Technology Readiness Levels (TRLs) have been used extensively from the 1970s, especially in the National Aeronautics and Space Administration (NASA). Their application was recommended by the General Accounting Office in 1999 to be used for major Department of Defense acquisition projects. Manufacturing Readiness Levels (MRLs) have been proposed for improving the way manufacturing risks and readiness are identified; they were introduced to the defense community in 2005, but have not been used as broadly as TRLs. Originally TRLs were used to assess the readiness of a single technology. With the emergence of more complex systems and system of systems, it has been increasingly recognized that TRLs have limitations, especially when considering integration of complex systems. Therefore, it is important to use TRLs in the correct context. Details on TRLs and MRLs are reported in this paper. More recent indices to establish a better understanding of the integrated readiness state of systems are presented. Newer readiness indices, System Readiness Levels (SRLs) and Integration Readiness Levels, are discussed and their limitations and advantages are presented, along with an example of computing SRLs. It is proposed that a modified SRL be considered that explicitly includes the MRLs and a modification of the TRLs to include the Integrated Technology Index (ITI) and/or the Advancement Degree of Difficulty index proposed by NASA. Finally, the use of indices to perform technology assessments are placed into the overall context of technology management, recognizing that factors to transition and manage technology include cost, schedule, manufacturability, integration readiness, and technology maturity.

    The Office of Waste Processing identifies and reduces engineering and technical risks and uncertainties of the waste processing programs and projects of the Department of Energy's Environmental Management (EM) mission through the timely development of solutions to technical issues. The risks, and actions taken to mitigate those risks, are determined through technology readiness assessments, program reviews, technology information exchanges, external technical reviews, technical assistance, and targeted technology development and deployment. The Office of Waste Processing works with other DOE Headquarters offices and project and field organizations to proactively evaluate technical needs, identify multi-site solutions, and improve the technology and engineering associated with project and contract management. Participants in this program are empowered with the authority, resources, and training to implement their defined priorities, roles, and responsibilities. The Office of Waste Processing Multi-Year Program Plan (MYPP) supports the goals and objectives of the U.S. Department of Energy (DOE) - Office of Environmental Management Engineering and Technology Roadmap by providing direction for technology enhancement, development, and demonstration that will lead to a reduction of technical risks and uncertainties in EM waste processing activities. The MYPP summarizes the program areas and the scope of activities within each program area proposed for the next five years to improve safety and reduce costs and environmental impacts associated with waste processing; authorized budget levels will impact how much of the scope of activities can be executed, on a year-to-year basis. Waste Processing Program activities within the Roadmap and the MYPP are described in these seven program areas: (1) Improved Waste Storage Technology; (2) Reliable and Efficient Waste Retrieval Technologies; (3) Enhanced Tank Closure Processes; (4) Next-Generation Pretreatment Solutions; (5) Enhanced Stabilization Technologies; (6) Spent Nuclear Fuel; and (7) Challenging Materials. This report provides updates on 35 technology development tasks conducted during calendar year 2008 in the Roadmap and MYPP program areas.

    To meet the demands of commercial data traffic on the information highway, a new look at managing data is necessary. One projected activity, sharing of point-of-sale information, is being considered in the Demand Activated Manufacturing Project of the American Textile Partnership project. A scenario is examined in which 100,000 retail outlets communicate over a period of days. They provide the latest estimate of demand for sewn products across a chain of 26,000 suppliers through the use of bill-of-materials explosions at four levels of detail. A new paradign the information flow manager, is developed to handle this situation, including the case where members of the supply chain fail to communicate and go out of business. Techniques for approximation are introduced to keep estimates of demand as current as possible.

    Plant outage management is a high priority concern for the nuclear industry from cost and safety perspectives. Often, command and control during outages is maintained in the outage control center where many of the underlying technologies supporting outage control are the same as those used in the 1980’s. This research reports on the use of advanced integrating software technologies and hand held mobile devices as a means by which to reduce cycle time, improve accuracy, and enhance transparency among outage team members. This paper reports on the first phase of research supported by the DOE Light Water Reactor Sustainability (LWRS) Program that is performed in close collaboration with industry to examine the introduction of newly available technology allowing for safe and efficient outage performance. It is thought that this research will result in: improved resource management among various plant stakeholder groups, reduced paper work, and enhanced overall situation awareness for the outage control center management team. A description of field data collection methods, including personnel interview data, success factors, end-user evaluation and integration of hand held devices in achieving an integrated design are also evaluated. Finally, the necessity of obtaining operations cooperation support in field studies and technology evaluation is acknowledged.

    Reliable instrumentation, information, and control (II&C) systems technologies are essential to ensuring safe and efficient operation of the U.S. light water reactor (LWR) fleet. These technologies affect every aspect of nuclear power plant (NPP) and balance-of-plant operations. In 1997, the National Research Council conducted a study concerning the challenges involved in modernization of digital instrumentation and control systems in NPPs. Their findings identified the need for new II&C technology integration.

    This report provides comprehensive information on the technological options for management of hazardous wastes generated at facilities owned or operated by the US Department of Energy (DOE). These facilities annually generate a large quantity of wastes that could be deemed hazardous under the Resource Conservation and Recovery Act (RCRA). Included in these wastes are liquids or solids containing polychlorinated biphenyls, pesticides, heavy metals, waste oils, spent solvents, acids, bases, carcinogens, and numerous other pollutants. Some of these wastes consist of nonnuclear hazardous chemicals; others are mixed wastes containing radioactive materials and hazardous chemicals. Nearly 20 unit processes and disposal methods are presented in this report. They were selected on the basis of their proven utility in waste management and potential applicability at DOE sites. These technological options fall into five categories: physical processes, chemical processes, waste exchange, fixation, and ultimate disposal. The options can be employed for either resource recovery, waste detoxification, volume reduction, or perpetual storage. Detailed descriptions of each technological option are presented, including information on process performance, cost, energy and environmental considerations, waste management of applications, and potential applications at DOE sites. 131 references, 25 figures, 23 tables.
