    Data volume, complexity, and access issues pose severe challenges for analysts, regulators and stakeholders attempting to efficiently use legacy data to support decision making at the U.S. Department of Energy’s (DOE) Hanford Site. DOE has partnered with the Pacific Northwest National Laboratory (PNNL) on the PHOENIX (PNNL-Hanford Online Environmental Information System) project, which seeks to address data access, transparency, and integration challenges at Hanford to provide effective decision support. PHOENIX is a family of spatially-enabled web applications providing quick access to decades of valuable scientific data and insight through intuitive query, visualization, and analysis tools. PHOENIX realizes broad, public accessibility by relying only on ubiquitous web-browsers, eliminating the need for specialized software. It accommodates a wide range of users with intuitive user interfaces that require little or no training to quickly obtain and visualize data. Currently, PHOENIX is actively hosting three applications focused on groundwater monitoring, groundwater clean-up performance reporting, and in-tank monitoring. PHOENIX-based applications are being used to streamline investigative and analytical processes at Hanford, saving time and money. But more importantly, by integrating previously isolated datasets and developing relevant visualization and analysis tools, PHOENIX applications are enabling DOE to discover new correlations hidden in legacy data, allowing them to more effectively address complex issues at Hanford.

    The DOE Office of Legacy Management (LM) uses a variety of GIS tools to support long-term surveillance and maintenance (LTS and M) activities at DOE closure sites. These geo-spatial applications provide access to data both for external public viewing and for internal analysis and decision making. LM uses a custom geo-spatial application called geo-spatial Environmental Mapping System (GEMS) that draws validated information from a database of 4.6 million analytical results and 232,000 water level measurements for 58 LTS and M sites. These data were collected from transferred sites over a period of 40 years. The database is used to capture and store historical environmental information such as analytical chemistry data, groundwater depths and elevations, well logs, well construction data, geo-referenced boundaries, site physical features, and sampling locations from LTS and M sites. Stakeholders, regulators, and project personnel can use this Web-based application and data to display information in several forms, such as a tabular report, a graph, and a geo-spatial display, or the data can be labeled or highlighted in a map view. Institutional controls, with their LTS and M requirements and documentation, have recently been incorporated into a prototype GEMS Web page for the Weldon Spring, Missouri, Site. LM uses multiple internal GIS viewers to help ensure the future protection of human health and the environment. For example, at the Rocky Flats, Colorado, Site, LM uses a GIS application to display real property interests on authoritative maps. Another project is used to facilitate discussions at stakeholder meetings for the Rocky Flats site's Original Landfill. The Uranium Leasing Program uses multiple interactive maps that assist in ongoing monitoring and the oversight of lease-holders' activities. (authors)

    A tool calibration system including a tool calibration fixture and a tool height and offset calibration insert for calibrating the position of a tool bit in a micromachining tool system. The tool calibration fixture comprises a yokelike structure having a triangular head, a cavity in the triangular head, and a port which communicates a side of the triangular head with the cavity. Yoke arms integral with the triangular head extend along each side of a tool bar and a tool head of the micromachining tool system. The yoke arms are secured to the tool bar to place the cavity around a tool bit which may be mounted to the end of the tool head. Three linear variable differential transformer's (LVDT) are adjustably mounted in the triangular head along an X axis, a Y axis, and a Z axis. The calibration insert comprises a main base which can be mounted in the tool head of the micromachining tool system in place of a tool holder and a reference projection extending from a front surface of the main base. Reference surfaces of the calibration insert and a reference surface on a tool bar standard length are used to set the three LVDT's of the calibration fixture to the tool reference position. These positions are transferred permanently to a mastering station. The tool calibration fixture is then used to transfer the tool reference position of the mastering station to the tool bit.

    A high bandwidth rotary fast tool servo provides tool motion in a direction nominally parallel to the surface-normal of a workpiece at the point of contact between the cutting tool and workpiece. Three or more flexure blades having all ends fixed are used to form an axis of rotation for a swing arm that carries a cutting tool at a set radius from the axis of rotation. An actuator rotates a swing arm assembly such that a cutting tool is moved in and away from the lathe-mounted, rotating workpiece in a rapid and controlled manner in order to machine the workpiece. A pair of position sensors provides rotation and position information for a swing arm to a control system. A control system commands and coordinates motion of the fast tool servo with the motion of a spindle, rotating table, cross-feed slide, and in-feed slide of a precision lathe.

    The present invention relates to a machine tool which permits the machining of nonaxisymmetric surfaces on a workpiece while rotating the workpiece about a central axis of rotation. The machine tool comprises a conventional two-slide system (X-Y) with one of these slides being provided with a relatively short travel high-speed auxiliary slide which carries the material-removing tool. The auxiliary slide is synchronized with the spindle speed and the position of the other two slides and provides a high-speed reciprocating motion required for the displacement of the cutting tool for generating a nonaxisymmetric surface at a selected location on the workpiece.

    A compensation system for a computer-controlled machining apparatus having a controller and including a cutting tool and a workpiece holder which are movable relative to one another along a preprogrammed path during a machining operation utilizes a camera and a vision computer for gathering information at a preselected stage of a machining operation relating to the actual shape and size of the cutting edge of the cutting tool and for altering the preprogrammed path in accordance with detected variations between the actual size and shape of the cutting edge and an assumed size and shape of the cutting edge. The camera obtains an image of the cutting tool against a background so that the cutting tool and background possess contrasting light intensities, and the vision computer utilizes the contrasting light intensities of the image to locate points therein which correspond to points along the actual cutting edge. Following a series of computations involving the determining of a tool center from the points identified along the tool edge, the results of the computations are fed to the controller where the preprogrammed path is altered as aforedescribed. 9 figures.

    This report introduces and evaluates system analysis tools that were developed, or are under development, for the Robotics Technology Development Program (RTDP). Additionally, it discusses system analysis work completed using these tools aimed at completing a system analysis of the retrieval of waste from underground storage tanks on the Hanford Reservation near Richland, Washington. The tools developed and evaluated include a mixture of commercially available tools adapted to RTDP requirements, and some tools developed in house. The tools that are included in this report include: a Process Diagramming Tool, a Cost Modeling Tool, an Amortization Modeling Tool, a graphical simulation linked to the Cost Modeling Tool, a decision assistance tool, and a system thinking tool. Additionally, the importance of performance testing to the RTDP and the results of such testing executed is discussed. Further, the results of the Tank Waste Retrieval (TWR) System Diagram, the TWR Operations Cost Model, and the TWR Amortization Model are presented, and the implication of the results are discussed. Finally, the RTDP system analysis tools are assessed and some recommendations are made regarding continuing development of the tools and process.

    In an effort to provide service-oriented environmental risk assessment expertise, the Department of Energy (DOE) Center for Risk Excellence (CRE) and DOE Oak Ridge Operations Office (ORO) are sponsoring Oak Ridge National Laboratory (ORNL) to develop a web-based system for disseminating risk tools and information to its users. This system, the Risk Assessment Information System (RAIS), was initially developed to support the site-specific needs of the DOE-ORO Environmental Restoration Risk Assessment Program. With support from the CRE, the system is currently being expanded to benefit all DOE risk information users and can be tailored to meet site-specific needs. Taking advantage of searchable and executable databases, menu-driven queries, and data downloads, using the latest World Wide Web technologies, the RAIS offers essential tools that are used in the risk assessment process or anywhere from project scoping to implementation. The RAIS tools can be located directly at http://risk.lsd.ornl.gov/homepage/rap{_}tool.htm or through the CRE`s homepage at http://www.doe.gov/riskcenter/home.html.

    The Network Information System (NWIS) was initially implemented in May 1996 as a system in which computing devices could be recorded so that unique names could be generated for each device. Since then the system has grown to be an enterprise wide information system which is integrated with other systems to provide the seamless flow of data through the enterprise.     The development of tools for complex dynamic security systems is not a straight forward engineering task but, rather, a scientific task where discovery of new scientific principles and math is necessary. For years, scientists have observed complex behavior but have had difficulty understanding it. Prominent examples include: insect colony organization, the stock market, molecular interactions, fractals, and emergent behavior. Engineering such systems will be an even greater challenge. This report explores four tools for engineered complex dynamic security systems: Partially Observable Markov Decision Process, Percolation Theory, Graph Theory, and Exergy/Entropy Theory. Additionally, enabling hardware technology for next generation security systems are described: a 100 node wireless sensor network, unmanned ground vehicle and unmanned aerial vehicle.

    The Dynamic Information System (DIAS) is a flexible object-based software framework for concurrent, multidiscplinary modeling of arbitrary (but related) processes. These processes are modeled as interrelated actions caused by and affecting the collection of diverse real-world objects represented in a simulation. The DIAS architecture allows independent process models to work together harmoniously in the same frame of reference and provides a wide range of data ingestion and output capabilities, including Geographic Information System (GIS) typemore » map-based displays and photorealistic visualization of simulations in progress. In the DIAS implementation of the object-based approach, software objects carry within them not only the data which describe their static characteristics, but also the methods, or functions, which describe their dynamic behaviors. There are two categories of objects: (1) Entity objects which have real-world counterparts and are the actors in a simulation, and (2) Software infrastructure objects which make it possible to carry out the simulations. The Entity objects contain lists of Aspect objects, each of which addresses a single aspect of the Entity''s behavior. For example, a DIAS Stream Entity representing a section of a river can have many aspects correspondimg to its behavior in terms of hydrology (as a drainage system component), navigation (as a link in a waterborne transportation system), meteorology (in terms of moisture, heat, and momentum exchange with the atmospheric boundary layer), and visualization (for photorealistic visualization or map type displays), etc. This makes it possible for each real-world object to exhibit any or all of its unique behaviors within the context of a single simulation.« less

The Integrated Waste Tracking System (IWTS)provides comprehensive information management for containerized waste during generation,storage, treatment, transport, and disposal. The IWTS provides all information necessary for facilities to properly manage and demonstrate regulatory compliance. As a platformindependent, client-server and Web-based inventory and compliance system, the IWTS has proven to be a successful tracking, characterization, compliance, and reporting tool that meets the needs of both operations and management while providing a high level of management flexibility.

    Deactivation and decommissioning (D and D) work is a high priority activity across the Department of Energy (DOE) complex. Subject matter specialists (SMS) associated with the different ALARA (As-Low-As-Reasonably-Achievable) Centers, DOE sites, Energy Facility Contractors Group (EFCOG) and the D and D community have gained extensive knowledge and experience over the years in the cleanup of the legacy waste from the Manhattan Project. To prevent the D and D knowledge and expertise from being lost over time from the evolving and aging workforce, DOE and the Applied Research Center (ARC) at Florida International University (FIU) proposed to capture and maintain this valuable information in a universally available and easily usable system. D and D KM-IT provides single point access to all D and D related activities through its knowledge base. It is a community driven system. D and D KM-IT makes D and D knowledge available to the people who need it at the time they need it and in a readily usable format. It uses the World Wide Web as the primary source for content in addition to information collected from subject matter specialists and the D and D community. It brings information in real time through web based custom search processes and its dynamic knowledge repository. Future developments include developing a document library, providing D and D information access on mobile devices for the Technology module and Hotline, and coordinating multiple subject matter specialists to support the Hotline. The goal is to deploy a high-end sophisticated and secured system to serve as a single large knowledge base for all the D and D activities. The system consolidates a large amount of information available on the web and presents it to users in the simplest way possible. (authors)

    The invention is a rotary selectively directional valve assembly for use in an automated turret lathe for directing a stream of high pressure liquid machining coolant to the interface of a machine tool and workpiece for breaking up ribbon-shaped chips during the formation thereof so as to inhibit scratching or other marring of the machined surfaces by these ribbon-shaped chips. The valve assembly is provided by a manifold arrangement having a plurality of circumferentially spaced apart ports each coupled to a machine tool. The manifold is rotatable with the turret when the turret is positioned for alignment of a machine tool in a machining relationship with the workpiece. The manifold is connected to a non-rotational header having a single passageway therethrough which conveys the high pressure coolant to only the port in the manifold which is in registry with the tool disposed in a working relationship with the workpiece. To position the machine tools the turret is rotated and one of the tools is placed in a material-removing relationship of the workpiece. The passageway in the header and one of the ports in the manifold arrangement are then automatically aligned to supply the machining coolant to the machine tool workpiece interface for breaking up of the chips as well as cooling the tool and workpiece during the machining operation.

    Society today is faced with new health risk situations that have been brought about by recent scientific and technical advances. Federal and state governments are required to assess the many potential health risks to exposed populations from the products (chemicals) and by-products (pollutants) of these advances. Because a sound analysis of any potential health risk should be based on the use of relevant information, it behooves those individuals responsible for making the risk assessments to know where to obtain needed information. This paper reviews the origins of toxicology information systems and explores the specialized information center concept that was proposed in 1963 as a means of providing ready access to scientific and technical information. As a means of illustrating this concept, the operation of one specialized information center (the Environmental Mutagen Information Center at Oak Ridge National Laboratory) will be discussed. Insights into how toxicological information resources came into being, their design and makeup, will be of value to those seeking to acquire information for risk assessment purposes. 7 refs., 1 fig., 4 tabs.

This is the first phase in the implementation of EDIS, which is an index, storage, and retrieval system for engineering documents produced at various plants and laboratories operated by Energy Systems for the Department of Energy. This manual presents on overview of EDIS, describing the system's purpose; the functions it performs; hardware, software, and security requirements; and help and error functions.     From 1978 to 1981, the Department of Energy (DOE) awarded more than 2200 small grants worth more than $25 million to individuals, organizations and small businesses across the nation for the purposes of researching, developing and demonstrating appropriate technologies. Grants were given in the full range of technology areas, including conservation, solar, biomass, wind, geothermal, and hydro power. The final report from each DOE grantee was reviewed in an effort to extract information about new ideas and proven concepts that could be of value to the public. To manage the growing wealth of information from the grant reports, and to monitor the report review process, the Appropriate Technology Management Information System (ATMIS), a computer data base, was developed. The ATMIS can classify data into numerous categories (technology area, geographic location, project status, etc.). This manual was generated directly from the data base.

    Large enterprises are ever more dependent on their Large-Scale Information Systems (LSLS), computer systems that are distinguished architecturally by distributed components--data sources, networks, computing engines, simulations, human-in-the-loop control and remote access stations. These systems provide such capabilities as workflow, data fusion and distributed database access. The Nuclear Weapons Complex (NWC) contains many examples of LSIS components, a fact that motivates this research. However, most LSIS in use grew up from collections of separate subsystems that were not designed to be components of an integrated system. For this reason, they are often difficult to analyze and control. The problem is made more difficult by the size of a typical system, its diversity of information sources, and the institutional complexities associated with its geographic distribution across the enterprise. Moreover, there is no integrated approach for analyzing or managing such systems. Indeed, integrated development of LSIS is an active area of academic research. This work developed such an approach by simulating the various components of the LSIS and allowing the simulated components to interact with real LSIS subsystems. This research demonstrated two benefits. First, applying it to a particular LSIS provided a thorough understanding of the interfaces between the system's components. Second, it demonstrated how more rapid and detailed answers could be obtained to questions significant to the enterprise by interacting with the relevant LSIS subsystems through simulated components designed with those questions in mind. In a final, added phase of the project, investigations were made on extending this research to wireless communication networks in support of telemetry applications.

    MSET is a self-assessment or inspection tool utilizing probabilistic risk assessment (PRA) methodology to calculate the system effectiveness of a nuclear facility's material control and accountability (MC&A) system. MSET analyzes the effectiveness of an MC&A system based on defined performance metrics for MC&A functions defined based on U.S. and international best practices and regulations. MSET analysis is based on performance of the entire MC&A system including defense-in-depth attributes and sensitivity analysis of changes in the system, both positive and negative. MSET analysis considers: accounting; containment; access control; surveillance capabilities of the system; and other interfaces with the physical protection systems that provide detection of an unauthorized action. MSET performs a system effectiveness calculation evaluation against a defined performance metric. MSET uses PRA techniques to analyze the MC&A system. MSET is a tool for evaluating the system effectiveness of MC&A systems during self-assessment or external inspection. MSET has been developed, tested, and benchmarked by the U.S. DOE. In collaboration with the U.S. DOE, Rosatom is developing a Russian version (MSET-R) planned for pilot implementation at select material balance areas in 2011. MSET has been shown to be an effective training and communication tool for MC&A.

    Prognostics and Health Management (PHM) is increasingly important for understanding and managing today's complex systems. These systems are typically mission- or safety-critical, expensive to replace, and operate in environments where reliability and cost-effectiveness are a priority. We present background on PHM and a suite of applicable statistical tools and methods. Our primary focus is on predicting future states of the system (e.g., the probability of being operational at a future time, or the expected remaining system life) using heterogeneous data from a variety of sources. We discuss component reliability models incorporating physical understanding, condition measurements from sensors, and environmental covariates; system reliability models that allow prediction of system failure time distributions from component failure models; and the use of Bayesian techniques to incorporate expert judgments into component and system models.

    The purpose of this paper is to document a few of the many environmental information systems that currently exist worldwide. The paper is not meant to be a comprehensive list; merely a discussion of a few of the more technical environmental database systems that are available. Regulatory databases such as US Environmental Protection Agency`s (EPA`s) RODS (Records of Decision System) database [EPA, 1993] and cost databases such as EPA`s CORA (Cost of Remedial Action) database [EPA, 1993] are not included in this paper. Section 2 describes several US Department of Energy (DOE) Environmental Restoration and Waste Management (EM) information systems and databases.     Managing technical references for projects that have long histories is hampered by the large collection of documents, each of which might contain discrete pieces of information relevant to the site conceptual model. A database application has been designed to improve the efficiency of retrieving technical information for a project. Although many databases are currently used for accessing analytical and geo-referenced data, applications designed specifically to manage technical reference material for projects are scarce. Retrieving site data from the array of available references becomes an increasingly inefficient use of labor. The electronic-Knowledge Information Tool (e-KIT) is designed as a project-level resource to access and communicate technical information. The e-KIT is a living tool that grows as new information becomes available, and its value to the project increases as the volume of site information increases. Having all references assembled in one location with complete reference citations and links to elements of the site conceptual model offers a way to enhance communication with outside groups. The published and unpublished references are incorporated into the e-KIT, while the compendium of references serves as a complete bibliography for the project. (authors)

    The Disposal Systems Evaluation Framework (DSEF) will use a logical process for developing one or more disposal system concepts (also referred to as repository system in this report) for any given waste form and geologic setting combination. In the Features, Events, and Processes (FEPs) group of work packages, there are seven categories of waste forms and eight categories of geologic setting being studied. The DSEF will also establish a Used Fuel Disposition Campaign (UFDC) knowledge management system to organize high-level information, data, and assumptions, thereby facilitating consistency in high-level system simulation and economic analyses. This system likely will be housed with the INL-based documentation system. Attention is given to lessons oearned from the systems used at the Waste Isolation Pilot Plant (WIPP) and the Yucca Mountain Project (YMP). Where reference material from other programs (e.g., international) is used or cited, the knowledge-management system imports the reference material directly or refer to it in bibliography form. Alternative data sets (e.g., from other programs) will also be utilized to evaluate their influence on DSEF analyses for given waste form and disposal-system combinations. The knowledge-management system can also be used to maintain the results of DSEF realizations, enabling the comparison and ranking of various waste-form/disposal-system-environment/disposal-system-design options. Finally, the UFDC knowledge-management system will be able to provide a compendium of 'templates' that can be utilized, in a labor-efficient fashion, to build parallel DSEF analyses (e.g., 'one offs'). The DSEF will not be a stand-alone, push-the-button and wait for the results, item of software. it will use osftware (probably EXCEL, initially), to guide the team members through a logical process of evaluating combinations of waste-form, disposal-syste-environment, and disposal-system design.     The Explosive Inventory and Information System (EIS) is being developed and implemented by Sandia National Laboratories (SNL) to incorporate a cradle to grave structure for all explosives and explosive containing devices and assemblies at SNL from acquisition through use, storage, reapplication, transfer or disposal. The system does more than track all material inventories. It provides information on material composition, characteristics, shipping requirements; life cycle cost information, plan of use; and duration of ownership. The system also provides for following the processes of explosive development; storage review; justification for retention; Resource, Recovery and Disposition Account (RRDA); disassembly and assembly; and job description, hazard analysis and training requirements for all locations and employees involved with explosive operations.     A prototype energy signal tool is demonstrated for operational whole-building and system-level energy use evaluation. The purpose of the tool is to give a summary of building energy use which allows a building operator to quickly distinguish normal and abnormal energy use. Toward that end, energy use status is displayed as a traffic light, which is a visual metaphor for energy use that is either substantially different from expected (red and yellow lights) or approximately the same as expected (green light). Which light to display for a given energy end use is determined by comparing expected to actual energy use. As expected, energy use is necessarily uncertain; we cannot choose the appropriate light with certainty. Instead, the energy signal tool chooses the light by minimizing the expected cost of displaying the wrong light. The expected energy use is represented by a probability distribution. Energy use is modeled by a low-order lumped parameter model. Uncertainty in energy use is quantified by a Monte Carlo exploration of the influence of model parameters on energy use. Distributions over model parameters are updated over time via Bayes' theorem. The simulation study was devised to assess whole-building energy signal accuracy in the presence of uncertainty and faults at the submetered level, which may lead to tradeoffs at the whole-building level that are not detectable without submetering.

    Industrial manufacturing in the U.S. accounts for roughly one third of the 98 quadrillion Btu total energy consumption. Motor system losses amount to 1.3 quadrillion Btu, which represents the largest proportional loss of any end-use category, while pumps alone represent over 574 trillion BTU (TBTU) of energy loss each year. The efficiency of machines with moving components is a function of the amount of energy lost to heat because of friction between contacting surfaces. The friction between these interfaces also contributes to downtime and the loss of productivity through component wear and subsequent repair. The production of new replacement parts requires additional energy. Among efforts to reduce energy losses, wear-resistant, low-friction coatings on rotating and sliding components offer a promising approach that is fully compatible with existing equipment and processes. In addition to lubrication, one of the most desirable solutions is to apply a protective coating or surface treatment to rotating or sliding components to reduce their friction coefficients, thereby leading to reduced wear. Historically, a number of materials such as diamond-like carbon (DLC), titanium nitride (TiN), titanium aluminum nitride (TiAlN), and tungsten carbide (WC) have been examined as tribological coatings. The primary objective of this project was the development of a variety of thin film nanocoatings, derived from the AlMgB14 system, with a focus on reducing wear and friction in both industrial hydraulics and cutting tool applications. Proof-of-concept studies leading up to this project had shown that the constituent phases, AlMgB14 and TiB2, were capable of producing low-friction coatings by pulsed laser deposition. These coatings combine high hardness with a low friction coefficient, and were shown to substantially reduce wear in laboratory tribology tests.     A technique for dynamically sharing information includes executing a sharing policy indicating when to share a data object responsive to the occurrence of an event. The data object is created by formatting a data file to be shared with a receiving entity. The data object includes a file data portion and a sharing metadata portion. The data object is encrypted and then automatically transmitted to the receiving entity upon occurrence of the event. The sharing metadata portion includes metadata characterizing the data file and referenced in connection with the sharing policy to determine when to automatically transmit the data object to the receiving entity.

    The Federal Emergency Management Information System (FEMIS) is an emergency management planning and analysis tool that was developed by the (Pacific Northwest National Laboratory) (PNNL) under the direction of the U.S. Army Chemical Biological Defense Command. The FEMIS System Administration Guide defines FEMIS hardware and software requirements and gives instructions for installing the FEMIS software package. 91 This document also contains information on the following: software installation for the FEMIS data servers, communication server, mail server, and the emergency management workstations; distribution media loading and FEMIS installation validation and troubleshooting; and system management of FEMIS users, login, privileges, and usage. The system administration utilities (tools), available in the FEMIS client software, are described for user accounts and site profile. This document also describes the installation and use of system and database administration utilities that will assist in keeping the FEMIS system running in an operational environment.

    The concept of adapting social media technologies is introduced as a means of achieving information sharing across autonomous sensor systems. Historical examples of interoperability as an underlying principle in loosely-coupled systems is compared and contrasted with corresponding tightly-coupled, integrated systems. Examples of ad hoc information sharing solutions based on Web 2.0 social networks, mashups, blogs, wikis, and data tags are presented and discussed. The underlying technologies of these solutions are isolated and defined, and Sensorpedia is presented as a formalized application for implementing sensor information sharing across large-scale enterprises with incompatible autonomous sensor systems.

    The Information Systems Assessment Report documents the results from assessing the Project Hanford Management Contract (PHMC) Hanford Data Integrator 2000 (HANDI 2000) system, Business Management System (BMS) and Work Management System phases (WMS), with respect to the System Engineering Capability Assessment Model (CAM). The assessment was performed in accordance with the expectations stated in the fiscal year (FY) 1999 Performance Agreement 7.1.1, item (2) which reads, ''Provide an assessment report on the selected Integrated Information System by July 31, 1999.'' This report assesses the BMS and WMS as implemented and planned for the River Protection Project (RPP). The systems implementation is being performed under the PHMC HANDI 2000 information system project. The project began in FY 1998 with the BMS, proceeded in FY 1999 with the Master Equipment List portion of the WMS, and will continue the WMS implementation as funding provides. This report constitutes an interim quality assessment providing information necessary for planning RPP's information systems activities. To avoid confusion, HANDI 2000 will be used when referring to the entire system, encompassing both the BMS and WMS. A graphical depiction of the system is shown in Figure 2-1 of this report.

    Energy Management Systems (EMSs) have been called the nerve center for an electric utility. These systems have the capacity to monitor the electrical grid by retrieving tens of thousands of MW/MVar flows, voltages and breaker/switch positions every few seconds. With data interchange agreements utilities can also monitor performance of neighboring systems. System dispatchers need to access more and more information sources and their job is becoming more complicated. Other departments need to access EMS related data and work more closely with system dispatch. To date, the role of Energy Management Systems has not been affected significantly by the prospect of competition. With the clean air act, emission allowance trading, open transmission access, and potential for customer choice it is likely that Energy Management Systems will play a more strategic business role in the future. In particular, Open Energy Management Systems that allow the utility the freedom to select applications from multiple vendors will have special advantages. This paper will address potential areas, where an Open Energy Management System can be used to obtain a competitive edge. It will also outline how competition is likely to affect Energy Management System architectures and procurement practices.

    A nuclear material control and accountability (MC&A) system effectiveness tool (MSET) has been developed in the United States for use in evaluating material protection, control, and accountability (MPC&A) systems in nuclear facilities. The project was commissioned by the National Nuclear Security Administration's Office of International Material Protection and Cooperation. MSET was developed by personnel with experience spanning more than six decades in both the U.S. and international nuclear programs and with experience in probabilistic risk assessment (PRA) in the nuclear power industry. MSET offers significant potential benefits for improving nuclear safeguards and security in any nation with a nuclear program. MSET provides a design basis for developing an MC&A system at a nuclear facility that functions to protect against insider theft or diversion of nuclear materials. MSET analyzes the system and identifies several risk importance factors that show where sustainability is essential for optimal performance and where performance degradation has the greatest impact on total system risk. MSET contains five major components: (1) A functional model that shows how to design, build, implement, and operate a robust nuclear MC&A system (2) A fault tree of the operating MC&A system that adapts PRA methodology to analyze system effectiveness and give a relative risk of failure assessment of the system (3) A questionnaire used to document the facility's current MPC&A system (provides data to evaluate the quality of the system and the level of performance of each basic task performed throughout the material balance area [MBA]) (4) A formal process of applying expert judgment to convert the facility questionnaire data into numeric values representing the performance level of each basic event for use in the fault tree risk assessment calculations (5) PRA software that performs the fault tree risk assessment calculations and produces risk importance factor reports on the

ORNL also employed existing lubrication models to better understand hydraulic pump frictional behavior and test results. Phase III, Functional Testing focused on finalizing the strategy for commercialization of AlMgB14 coatings for both hydraulic and tooling systems. ORNL continued to provide tribology testing and analysis support for hydraulic pump applications. It included both laboratory-scale coupon testing and the analysis of friction and wear data from full component-level tests performed at Eaton Corp. Laboratory-scale tribology test methods are used to characterize the behavior of nanocomposite coatings prior to running them in full-sized hydraulic pumps. This task also includes developing tribosystems analyses, both to provide a better understanding of the performance of coated surfaces in alternate hydraulic fluids, and to help design useful laboratory protocols. Analysis also includes modeling the lubrication conditions and identifying the physical processes by which wear and friction of the contact interface changes over time. This final report summarizes ORNLs portion of the nanocomposite coatings development effort and presents both generated data and the analyses that were used in the course of this effort.

A computer hardware and software system has been loaned to Russian scientists by the DOE for the sharing of environmental software and data, while establishing standards for future information networks.

    Innovative strategies for effective basin-scale salinity management have been developed in the Hunter River Basin of Australia and more recently in the San Joaquin River Basin of California. In both instances web-based stakeholder information dissemination has been a key to achieving a high level of stakeholder involvement and the formulation of effective decision support salinity management tools. A common element to implementation of salinity management strategies in both river basins has been the concept of river assimilative capacity for controlling export salt loading and the potential for trading of the right to discharge salt load to the river - the Hunter River in Australia and the San Joaquin River in California. Both rivers provide basin drainage and the means of exporting salt to the ocean. The paper compares and contrasts the use of monitoring, modeling and information dissemination in the two basins to achieve environmental compliance and sustain irrigated agriculture in an equitable and socially and politically acceptable manner.

It seeks to identify the functional requirements of a waste tracking information system and to find feasible alternatives for meeting those requirements on the Oak Ridge Reservation (ORR) and the Portsmouth (PORTS) and Paducah (PGDP) facilities; identify options that offer potential cost savings to the US government and also show opportunities for improved efficiency and effectiveness in managing waste information; and, finally, to recommend a practical course of action that can be immediately initiated. In addition to identifying relevant requirements, it also identifies any existing requirements that are currently not being completely met. Another aim of this study is to carry out preliminary benchmarking by contacting representative companies about their strategic directions in waste information. The information obtained from representatives of these organizations is contained in an appendix to the document; a full benchmarking effort, however, is beyond the intended scope of this study.

Many issues related to waste treatment and disposal were potential critical path issues under the accelerated schedule. In order to facilitate accelerated cleanup initiatives, waste managers at DOE field sites and at DOE Headquarters in Washington, D.C., needed timely waste forecast and transportation information regarding the volumes and types of radioactive waste that would be generated by DOE sites over the next 40 years. Each local DOE site historically collected, organized, and displayed waste forecast information in separate and unique systems. In order for interested parties to understand and view the complete DOE complex-wide picture, the radioactive waste and shipment information of each DOE site needed to be entered into a common application. The WIMS application was therefore created to serve as a common application to improve stakeholder comprehension and improve DOE radioactive waste treatment and disposal planning and scheduling. WIMS allows identification of total forecasted waste volumes, material classes, disposition sites, choke points, technological or regulatory barriers to treatment and disposal, along with forecasted waste transportation information by rail, truck and inter-modal shipments. The Applied Research Center (ARC) at Florida International University (FIU) in Miami, Florida, developed and deployed the web-based forecast and transportation system and is responsible for updating the radioactive waste forecast and transportation data on a regular basis to ensure the long-term viability and value of this system.     The Federal Emergency Management Information System (FEMIS) is an emergency management planning and analysis tool that was developed by the Pacific Northwest National Laboratory (PNNL) under the direction of the US Army Chemical Biological Defense Command. The FEMIS System Administration Guide defines FEMIS hardware and software requirements and gives instructions for installing the FEMIS software package. This document also contains information on the following: software installation for the FEMIS data servers, communication server, mail server, and the emergency management workstations; distribution media loading and FEMIS installation validation and troubleshooting; and system management of FEMIS users, login privileges, and usage. The system administration utilities (tools), available in the FEMIS client software, are described for user accounts and site profile. This document also describes the installation and use of system and database administration utilities that will assist in keeping the FEMIS system running in an operational environment. The FEMIS system is designed for a single Chemical Stockpile Emergency Preparedness Program (CSEPP) site that has multiple Emergency Operations Centers (EOCs). Each EOC has personal computers (PCs) that emergency planners and operations personnel use to do their jobs. These PCs are connected via a local area network (LAN) to servers that provide EOC-wide services. Each EOC is interconnected to other EOCs via telecommunications links.
