    Belgoprocess is momentarily in the process of purchasing its fifth NDA-system. Measurement systems are, although based on general designs, not from the shelf items but tailor-made sophisticated and highly automated devices. It is obvious that such a project cannot be carried out by solely a NDA team, but needs a multifunctional team. This team combines NDA expertise with experts in civil works, electrical and mechanical engineering, procurement, IT, safety and legal administration. From less positive experiences in the past, Belgoprocess learned a lot and has now a systematic in place. This systematic structures the project from definition of requirements to operation, a two to three year process. This paper defines the phases of a NDA project and gives for each phase some do's and don'ts. A second subject is the writing and handling of the vast but needed and required documentation. It gives a brief overview of the over thirty documents and files needed. The described, integrated and formal approach reduces the risk of failing projects, systems not meeting the expectations or denied qualification. It puts clear agreements in place, smoothening the relationship between company, supplier and authorities. (authors)

    A fully licensed transportation system for Radioisotope Thermoelectric Generators and Light-Weight Radioisotope Heater Units is currently being designed and built. The system will comply with all applicable US Department of Transportation regulations without the use of a DOE Alternative.'' The US Department of Transportation has special double containment'' requirements for plutonium. The system packaging uses a doubly contained bell jar'' concept. A refrigerated trailer is used for cooling the high-heat payloads. The same packaging is used for both high- and low-heat payloads.     EPRI compact simulators are more effective, more flexible, and less expensive than conventional simulators. As a result, these simulators can benefit utilities in many ways, ranging from improving heat rate and decreasing O and M costs to reducing control system retrofit costs. Similarly, simulator applications range from operator training to engineering analyses and new product testing. These guidelines help utilities efficiently develop simulator specifications and procure these simulators. The guidelines cover the three phases of the procurement process: (1) pre-specification, (2) specification development, and (3) post-specification. For each phase, the guidelines include specific steps to take and use examples to point out how to avoid problems. Guideline appendices include a generic simulator specification. To help transfer the information in the guidelines to the industry, EPRI has also developed a simulator procurement workshop and a six-hour videotape series based on the workshop.

This handbook and associated documents establish a uniform system to report acquisition/assistance data to PADS for the collection, processing, and dissemination of official statistical data on the Department`s acquisition and assistance actions. The data provides, based on information available at the time of request, a basis for any recurring and special reports to the senior procurement executive, Congress, General Accounting Office (GAO), Federal executive agencies, Office of management and Budget (OMB), and the general public. It provides information for measuring and assessing the extent to which small business firms and small disadvantages business enterprises are sharing in DOE placement, and for other acquisition and assistance policy and management control purposes. The Handbook for the Preparation of the Individual Procurement Action Report (IPAR) has been designed in two sections; Procurement and Financial Assistance to support the individual forms.

    The Dynamic Information System (DIAS) is a flexible object-based software framework for concurrent, multidiscplinary modeling of arbitrary (but related) processes. These processes are modeled as interrelated actions caused by and affecting the collection of diverse real-world objects represented in a simulation. The DIAS architecture allows independent process models to work together harmoniously in the same frame of reference and provides a wide range of data ingestion and output capabilities, including Geographic Information System (GIS) typemore » map-based displays and photorealistic visualization of simulations in progress. In the DIAS implementation of the object-based approach, software objects carry within them not only the data which describe their static characteristics, but also the methods, or functions, which describe their dynamic behaviors. There are two categories of objects: (1) Entity objects which have real-world counterparts and are the actors in a simulation, and (2) Software infrastructure objects which make it possible to carry out the simulations. The Entity objects contain lists of Aspect objects, each of which addresses a single aspect of the Entity''s behavior. For example, a DIAS Stream Entity representing a section of a river can have many aspects correspondimg to its behavior in terms of hydrology (as a drainage system component), navigation (as a link in a waterborne transportation system), meteorology (in terms of moisture, heat, and momentum exchange with the atmospheric boundary layer), and visualization (for photorealistic visualization or map type displays), etc. This makes it possible for each real-world object to exhibit any or all of its unique behaviors within the context of a single simulation.« less

    Society today is faced with new health risk situations that have been brought about by recent scientific and technical advances. Federal and state governments are required to assess the many potential health risks to exposed populations from the products (chemicals) and by-products (pollutants) of these advances. Because a sound analysis of any potential health risk should be based on the use of relevant information, it behooves those individuals responsible for making the risk assessments to know where to obtain needed information. This paper reviews the origins of toxicology information systems and explores the specialized information center concept that was proposed in 1963 as a means of providing ready access to scientific and technical information. As a means of illustrating this concept, the operation of one specialized information center (the Environmental Mutagen Information Center at Oak Ridge National Laboratory) will be discussed. Insights into how toxicological information resources came into being, their design and makeup, will be of value to those seeking to acquire information for risk assessment purposes. 7 refs., 1 fig., 4 tabs.

This system, the Risk Assessment Information System (RAIS), was initially developed to support the site-specific needs of the DOE-ORO Environmental Restoration Risk Assessment Program. With support from the CRE, the system is currently being expanded to benefit all DOE risk information users and can be tailored to meet site-specific needs. Taking advantage of searchable and executable databases, menu-driven queries, and data downloads, using the latest World Wide Web technologies, the RAIS offers essential tools that are used in the risk assessment process or anywhere from project scoping to implementation.     From 1978 to 1981, the Department of Energy (DOE) awarded more than 2200 small grants worth more than $25 million to individuals, organizations and small businesses across the nation for the purposes of researching, developing and demonstrating appropriate technologies. Grants were given in the full range of technology areas, including conservation, solar, biomass, wind, geothermal, and hydro power. The final report from each DOE grantee was reviewed in an effort to extract information about new ideas and proven concepts that could be of value to the public. To manage the growing wealth of information from the grant reports, and to monitor the report review process, the Appropriate Technology Management Information System (ATMIS), a computer data base, was developed. The ATMIS can classify data into numerous categories (technology area, geographic location, project status, etc.). This manual was generated directly from the data base.

    Large enterprises are ever more dependent on their Large-Scale Information Systems (LSLS), computer systems that are distinguished architecturally by distributed components--data sources, networks, computing engines, simulations, human-in-the-loop control and remote access stations. These systems provide such capabilities as workflow, data fusion and distributed database access. The Nuclear Weapons Complex (NWC) contains many examples of LSIS components, a fact that motivates this research. However, most LSIS in use grew up from collections of separate subsystems that were not designed to be components of an integrated system. For this reason, they are often difficult to analyze and control. The problem is made more difficult by the size of a typical system, its diversity of information sources, and the institutional complexities associated with its geographic distribution across the enterprise. Moreover, there is no integrated approach for analyzing or managing such systems. Indeed, integrated development of LSIS is an active area of academic research. This work developed such an approach by simulating the various components of the LSIS and allowing the simulated components to interact with real LSIS subsystems. This research demonstrated two benefits. First, applying it to a particular LSIS provided a thorough understanding of the interfaces between the system's components. Second, it demonstrated how more rapid and detailed answers could be obtained to questions significant to the enterprise by interacting with the relevant LSIS subsystems through simulated components designed with those questions in mind. In a final, added phase of the project, investigations were made on extending this research to wireless communication networks in support of telemetry applications.

    Effective procurement policies can help governments save considerable amounts of money while also reducing energy consumption. Additionally, private sector companies which purchase large numbers of energy-consuming devices can benefit from procurement policies that minimize life-cycle energy costs. Both public and private procurement programs offer opportunities to generate market-transforming demand for energy efficient appliances and lighting fixtures. In recent years, several governments have implemented policies to procure energy efficient products and services. When deploying these policies, efforts have focused on developing resources for implementation (guidelines, energy efficiency specifications for tenders, life cycle costing tools, training, etc.) rather than defining monitoring systems to track progress against the set objectives. Implementation resources are necessary to make effective policies; however, developing Monitoring and Evaluation (M and E) mechanisms are critical to ensure that the policies are effective. The purpose of this article is to provide policy makers and procurement officials with a preliminary map of existing approaches and key components to monitor Energy Efficient Procurement (EEP) programs in order to contribute to the improvement of their own systems. Case studies are used throughout the paper to illustrate promising approaches to improve the M and E of EEP programs, from the definition of the system or data collection to complementary instruments to improve both the monitoring response and program results.

    This report is one in a series of PVUSA reports on PVUSA experiences and lessons learned at the demonstration sites in Davis and Kerman, California, and from participating utility host sites. During the course of approximately 7 years (1988--1994), 10 PV systems have been installed ranging from 20 kW to 500 kW. Six 20-kW emerging module technology arrays, five on universal project-provided structures and one turnkey concentrator, and four turnkey utility-scale systems (200 to 500 kW) were installed. PVUSA took a very proactive approach in the procurement of these systems. In the absence of established procurement documents, the project team developed a comprehensive set of technical and commercial documents. These have been updated with each successive procurement. Working closely with vendors after the award in a two-way exchange provided designs better suited for utility applications. This report discusses the PVUSA procurement process through testing and acceptance, and rating of PV turnkey systems. Special emphasis is placed on the acceptance testing and rating methodology which completes the procurement process by verifying that PV systems meet contract requirements. Lessons learned and recommendations are provided based on PVUSA experience.

    The purpose of the project was to develop the processes for using commercial off-the-shelf (COTS) parts for WR production and to put in place a system for implementing the data management tools required to disseminate, store, track procurement, and qualify vendors. Much of the effort was devoted to determining if the use of COTS parts was possible. A basic question: How does the Nuclear Weapons Complex (NWC) begin to use COTS in the weapon Stockpile Life Extension Programs with high reliability, affordability, while managing risk at acceptable levels? In FY00, it was determined that a certain weapon refurbishment program could not be accomplished without the use of COTS components. The elements driving the use of COTS components included decreased cost, greater availability, and shorter delivery time. Key factors that required implementation included identifying the best suppliers and components, defining life cycles and predictions of obsolescence, testing the feasibility of using COTS components with a test contractor to ensure capability, as well as quality and reliability, and implementing the data management tools required to disseminate, store, track procurement, and qualify vendors. The primary effort of this project then was to concentrate on the risks involved in the use of COTS and address the issues of part and vendor selection, procurement and acceptance processes, and qualification of the parts via part and sample testing. The Enterprise Component Information System (eCIS) was used to manage the information generated by the COTS process. eCIS is a common interface for both the design and production of NWC components and systems integrating information between SNL National Laboratory (SNL) and the Kansas City Plant (KCP). The implementation of COTS components utilizes eCIS from part selection through qualification release. The paper is not meant to be a comprehensive list; merely a discussion of a few of the more technical environmental database systems that are available. Regulatory databases such as US Environmental Protection Agency`s (EPA`s) RODS (Records of Decision System) database [EPA, 1993] and cost databases such as EPA`s CORA (Cost of Remedial Action) database [EPA, 1993] are not included in this paper. The data object is created by formatting a data file to be shared with a receiving entity. The data object includes a file data portion and a sharing metadata portion. The data object is encrypted and then automatically transmitted to the receiving entity upon occurrence of the event. The sharing metadata portion includes metadata characterizing the data file and referenced in connection with the sharing policy to determine when to automatically transmit the data object to the receiving entity.

    State renewable portfolio standard (RPS) policies require utilities and load-serving entities (LSEs) to procure renewable energy generation. Utility procurement options may be a function of state policy and regulatory preferences, and in some cases, may be dictated by legislative authority. Utilities and LSEs commonly use competitive solicitations or bilateral contracting to procure renewable energy supply to meet RPS mandates. However, policymakers and regulators in several states are beginning to explore the use of alternatives, namely feed-in tariffs (FITs) and auctions to procure renewable energy supply. This report evaluates four procurement strategies (competitive solicitations, bilateral contracting, FITs, and auctions) against four main criteria: (1) pricing; (2) complexity and efficiency of the procurement process; (3) impacts on developers access to markets; and (4) ability to complement utility decision-making processes. These criteria were chosen because they take into account the perspective of each group of stakeholders: ratepayers, regulators, utilities, investors, and developers.

    The concept of adapting social media technologies is introduced as a means of achieving information sharing across autonomous sensor systems. Historical examples of interoperability as an underlying principle in loosely-coupled systems is compared and contrasted with corresponding tightly-coupled, integrated systems. Examples of ad hoc information sharing solutions based on Web 2.0 social networks, mashups, blogs, wikis, and data tags are presented and discussed. The underlying technologies of these solutions are isolated and defined, and Sensorpedia is presented as a formalized application for implementing sensor information sharing across large-scale enterprises with incompatible autonomous sensor systems.

    The Information Systems Assessment Report documents the results from assessing the Project Hanford Management Contract (PHMC) Hanford Data Integrator 2000 (HANDI 2000) system, Business Management System (BMS) and Work Management System phases (WMS), with respect to the System Engineering Capability Assessment Model (CAM). The assessment was performed in accordance with the expectations stated in the fiscal year (FY) 1999 Performance Agreement 7.1.1, item (2) which reads, ''Provide an assessment report on the selected Integrated Information System by July 31, 1999.'' This report assesses the BMS and WMS as implemented and planned for the River Protection Project (RPP). The systems implementation is being performed under the PHMC HANDI 2000 information system project. The project began in FY 1998 with the BMS, proceeded in FY 1999 with the Master Equipment List portion of the WMS, and will continue the WMS implementation as funding provides. This report constitutes an interim quality assessment providing information necessary for planning RPP's information systems activities. To avoid confusion, HANDI 2000 will be used when referring to the entire system, encompassing both the BMS and WMS. A graphical depiction of the system is shown in Figure 2-1 of this report.

It would include such software as, Project Manager's System Software (PMSS), Defense Acquisition Executive Summary (DAES), and Consolidated Acquisition Reporting System (CARS) and would conform to open systems architecture as accepted by the Department of Defense. ORNL has assisted PM-AIM in the development of technology ideas for the PMIS workstation concept. This paper represents the compilation of information gained during this process. This information is presented as a body of knowledge (or knowledge domain) defining the complex technology of microcomputing. Recently, important agreements have been reached among Russian institutes engaged in environmental work and the US Department of Energy (DOE) and its national laboratories. These agreements will allow a systematic compilation of information on environmental contamination problems in Russia that can be included in DOE`s environmental information systems. A computer hardware and software system has been loaned to Russian scientists by the DOE for the sharing of environmental software and data, while establishing standards for future information networks.

It seeks to identify the functional requirements of a waste tracking information system and to find feasible alternatives for meeting those requirements on the Oak Ridge Reservation (ORR) and the Portsmouth (PORTS) and Paducah (PGDP) facilities; identify options that offer potential cost savings to the US government and also show opportunities for improved efficiency and effectiveness in managing waste information; and, finally, to recommend a practical course of action that can be immediately initiated. In addition to identifying relevant requirements, it also identifies any existing requirements that are currently not being completely met. Another aim of this study is to carry out preliminary benchmarking by contacting representative companies about their strategic directions in waste information.     The US Environmental Protection Agency (EPA) proposed a Comprehensive Procurement Guideline'' in April designating items that are or can be made with recovered materials. The Agency is proposing to designate 21 additional items and to amend the building installation guideline to establish recovered materials content levels for fiberglass and increase the levels for rock wool. The Comprehensive Procurement Guideline implements Section 6002(e) of the Resource Conservation and Recovery Act (RCRA), and Section 502 of Executive Order 12873. RCRA Section 6002 requires EPA to designate items that are or can be made with recovered materials and to recommend practices to assist federal procuring agencies with meeting their statutory obligations under RCRA Section 6002. After EPA designates an item, RCRA requires that each procuring agency purchase that designated item composed of the highest percentage of recovered materials practicable.

    The Waste Information Management System (WIMS) -2012 was updated to support the Department of Energy (DOE) accelerated cleanup program. The schedule compression required close coordination and a comprehensive review and prioritization of the barriers that impeded treatment and disposition of the waste streams at each site. Many issues related to waste treatment and disposal were potential critical path issues under the accelerated schedule. In order to facilitate accelerated cleanup initiatives, waste managers at DOE field sites and at DOE Headquarters in Washington, D.C., needed timely waste forecast and transportation information regarding the volumes and types of radioactive waste that would be generated by DOE sites over the next 40 years. Each local DOE site historically collected, organized, and displayed waste forecast information in separate and unique systems. In order for interested parties to understand and view the complete DOE complex-wide picture, the radioactive waste and shipment information of each DOE site needed to be entered into a common application. The WIMS application was therefore created to serve as a common application to improve stakeholder comprehension and improve DOE radioactive waste treatment and disposal planning and scheduling. WIMS allows identification of total forecasted waste volumes, material classes, disposition sites, choke points, technological or regulatory barriers to treatment and disposal, along with forecasted waste transportation information by rail, truck and inter-modal shipments. The Applied Research Center (ARC) at Florida International University (FIU) in Miami, Florida, developed and deployed the web-based forecast and transportation system and is responsible for updating the radioactive waste forecast and transportation data on a regular basis to ensure the long-term viability and value of this system.     Measured energy performance data are essential to national efforts to improve building efficiency, as evidenced in recent benchmarking mandates, and in a growing body of work that indicates the value of permanent monitoring and energy information feedback. This paper presents case studies of energy information systems (EIS) at four enterprises and university campuses, focusing on the attained energy savings, and successes and challenges in technology use and integration. EIS are broadly defined as performance monitoring software, data acquisition hardware, and communication systems to store, analyze and display building energy information. Case investigations showed that the most common energy savings and instances of waste concerned scheduling errors, measurement and verification, and inefficient operations. Data quality is critical to effective EIS use, and is most challenging at the subsystem or component level, and with non-electric energy sources. Sophisticated prediction algorithms may not be well understood but can be applied quite effectively, and sites with custom benchmark models or metrics are more likely to perform analyses external to the EIS. Finally, resources and staffing were identified as a universal challenge, indicating a need to identify additional models of EIS use that extend beyond exclusive in-house use, to analysis services.

Moreover, the interactive capabilities of technologies such as hypertext, scientific visualization, virtual reality, video conferencing, and even database management systems have placed in the hands of users a significant amount of discretion over how these resources will be used. The emergence of high-performance networks, as well as network operating systems, improved interoperability, and platform independence of applications will eliminate technical barriers to the use of data, increase the power and range of resources that can be used cooperatively, and open up a wealth of possibilities for new applications. The very scope of these prospects for the immediate future is a problem for the IT planner or administrator. Technology procurement and implementation, integration of new technologies into the existing infrastructure, cost recovery and usage of networks and networked resources, training issues, and security concerns such as data protection and access to experiments are just some of the issues that need to be considered in the emerging IT environment. As managers we must use technology to improve competitiveness. When procuring new systems, we must take advantage of scalable resources. New resources such as distributed file systems can improve access to and efficiency of existing operating systems. In addition, we must assess opportunities to improve information worker productivity and information management through tedmologies such as distributed computational visualization and teleseminar applications.

    The illicit trafficking of strategic nuclear commodities (defined here as the goods needed for a covert nuclear program excluding special nuclear materials) poses a significant challenge to the international nuclear nonproliferation community. Export control regulations, both domestically and internationally, seek to inhibit the spread of strategic nuclear commodities by restricting their sale to parties that may use them for nefarious purposes. However, export controls alone are not sufficient for preventing the illicit transfer of strategic nuclear goods. There are two major pitfalls to relying solely on export control regulations for the deterrence of proliferation of strategic goods. First, export control enforcement today relies heavily on the honesty and willingness of participants to adhere to the legal framework already in place. Secondly, current practices focus on the evaluation of single records which allow for the necessary goods to be purchased separately and hidden within the thousands of legitimate commerce transactions that occur each day, disregarding strategic information regarding several purchases. Our research presents two preliminary data-centric approaches for investigating procurement networks of strategic nuclear commodities. Pacific Northwest National Laboratory (PNNL) has been putting significant effort into nonproliferation activities as an institution, both in terms of the classical nuclear material focused approach and in the examination of other strategic goods necessary to implement a nuclear program. In particular, the PNNL Signature Discovery Initiative (SDI) has codified several scientific methodologies for the detection, characterization, and prediction of signatures that are indicative of a phenomenon of interest. The methodologies and tools developed under SDI have already been applied successfully to problems in bio-forensics, cyber security and power grid balancing efforts and they have now made the nonproliferation of

    EIA plays an important role in enhancing the environmental performance of the construction sector. In recent years, the construction sector has been developing green procurement practices. Green procurement is a process that involves the incorporation of environmental requirements during the procurement of services and products. However, discussion on green procurement is rarely seen during the EIA phase. This paper addresses possible opportunities for improving the coordination between EIA and green procurement within the construction sector. The linking of EIA and green procurement has been postulated in the paper as an aid to strengthen the coordination between project planning and implementation. The paper is based on a literature review and is an outcome of an on-going research project concerning EIA and green procurement. This study indicated that it would be appropriate to introduce green procurement during the pre-decision phase of an EIA. In the present study, the opportunities for integrating green procurement at the stage of EIA are associated with the integration of project planning and EIA. Future research should investigate the mechanism through which the link can be established. - Highlights: Black-Right-Pointing-Pointer This paper identifies opportunities to link EIA and green procurement.     The following paragraphs comprise the research efforts during the first quarter of 1998 (January 1 - March 31). These tasks have been granted a continuation from the 1997 work and will all end in June 1998. This report represents the last technical quarterly report deliverable for the WVU Cooperative Agreement - Decontamination Systems Information and Research Program. Final reports for all of the 1997 projects will be submitted afterwards as one document. During this period, groundwater extraction operations were completed on Task 1.6 - Pilot Scale Demonstration of TCE Flushing Through PVDs at the DOE/RMI Extrusion Plant. The data have been evaluated and graphs are presented. The plot of TCE Concentration versus Time shows that the up-gradient groundwater monitoring well produced consistent levels of TCE contamination. A similar trend was observed for the down-gradient wells via grab samples tested. Groundwater samples from the PVD test pad Zone of Influence showed consistent reductions in TCE concentrations with respect to time. In addition, a natural pulse frequency is evident which will have a significant impact on the efficiency of the contaminant removal under natural groundwater advection/diffusion processes. The relationships between the PVD Extraction Flow Rate versus Cumulative Time shows a clear trend in flow rate. Consistent values between 20 to 30 g.p.m. at the beginning of the extraction duration, to less than 10 g.p.m. by the end of the extraction cycle are observed. As evidenced by the aquifer�s diminishing recharge levels, the PVD extraction is affecting the response of the aquifer�s natural attenuation capability. Progress was also marked on the Injection and Circulation of Potable Water Through PVDs task. Data reduction from this sequence of testing is ongoing. Work planned for next quarter includes completing the Injection / Extraction of potable water task and beginning the Surfactant Injection and removal task.

    Given current economic and regulatory challenges, utilities are facing the need to manage inventories more efficiently, lower spare parts costs, and reduce the downtime associated with equipment failure. Two programs helping utilities achieve these goals are the Joint Procurement Corporation (JPC) for multicompany purchase of common equipment and services and the pooled inventory management (PIM) program for joint purchase and storage of nuclear generating unit spare parts. Both of these are cooperative programs that decrease the probability of extended plant outages and reduce duplication of effort and/or inventory among participating utilities.

    The PaleoX.framwork is a dynamically linked/loaded framework for Cocoa applications. The primary goal of this library is to standardize several elements used for working with paleogeographic data. This includes objects designed to organize information for tectonic plates, including maps, rotation objects, plate names, and designations. In addition, PaleoX provides object-oriented solutions for handling standard paleogeographic file formats from the PALEOMAP Project.

    One approach to improving the competitiveness of photovoltaic systems is the development of designs specifically for export applications. In other words, where is it appropriate in a system design to incorporate components manufactured and/or assembled in the receiving country in order to improve the photovoltaic exports from the US? What appears to be needed is a systematic method of evaluating the potential for export from the US of PV systems for various application in different countries. Development of such a method was the goal of this project.

    One technology that can assist utilities remain financially viable in competitive markets and help utilities and regulators to better serve the public is information technology. Because geography is an important part of an electric, natural gas, telecommunications, or water utility, computer-based Geographic Information Systems (GIS) and related Automated Mapping/Facilities Management systems are emerging as core technologies for managing an ever-expanding variety of formerly manual or paper-based tasks. This report focuses on GIS as an example of the types of information systems that can be used by utilities and regulatory commissions. Chapter 2 provides general information about information systems and effects of information on organizations; Chapter 3 explores the conversion of an organization to an information-based one; Chapters 4 and 5 set out GIS as an example of the use of information technologies to transform the operations of utilities and commissions; Chapter 6 describes the use of GIS and other information systems for organizational reengineering efforts; and Chapter 7 examines the regulatory treatment of information systems.

    A data analysis and classification system that reads the electronic information, analyzes the electronic information according to a user-defined set of logical rules, and returns a classification result. The data analysis and classification system may accept any form of computer-readable electronic information. The system creates a hash table wherein each entry of the hash table contains a concept corresponding to a word or phrase which the system has previously encountered. The system creates an object model based on the user-defined logical associations, used for reviewing each concept contained in the electronic information in order to determine whether the electronic information is classified. The data analysis and classification system extracts each concept in turn from the electronic information, locates it in the hash table, and propagates it through the object model. In the event that the system can not find the electronic information token in the hash table, that token is added to a missing terms list. If any rule is satisfied during propagation of the concept through the object model, the electronic information is classified.

    It is estimated that over 3700 hazardous waste sites are under the jurisdiction of the Department of Energy (DOE). These sites were primarily generated from 45 years worth of environmental pollution from the design and manufacture of nuclear materials and weapons, and contain numerous types of wastes including: (1) volatile, low-volatile and nonvolatile organics, (2) radionuclides (e.g., uranium, plutonium and cesium), (3) nonradioactive heavy metals (e.g., chromium, nickel, and lead), and (4) toxic chemicals. These contaminants affect several media including soils (saturated and unsaturated), groundwater, vegetation, and air. Numerous and diverse DOE hazardous waste sites can be enumerated from soils contaminated by organics such as trichloroethylene (TCE) and perchloroethylene (PCE) at the Savannah River site to biota and vegetation contaminated by radionuclides such as radiocesium and radiostrontium at the Oak Ridge site. Over the next 30 years, the Department of Energy (DOE) is committed to bringing all its facilities into compliance with applicable Federal, State, and local environmental laws and regulations. This clean-up task is quite complex involving numerous sites containing various radioactive, organic and inorganic contaminants. To perform this clean-up effort in the most efficient manner at each site will require that DOE managers have access to all available information on pertinent technologies; i.e., to aid in maximum technology transfer. The purpose of this effort is to systematically develop a databast of those currently available and emerging clean-up technologies.

    We propose a controllable and scalable architecture for quantum information processing using a superconducting system network, which is composed of current-biased Josephson junctions (CBJJs) as tunable couplers between the two superconducting transmission line resonators (TLRs), each coupling to multiple superconducting qubits (SQs). We explicitly demonstrate that the entangled state, the phase gate, and the information transfer between any two selected SQs can be implemented, respectively. Lastly, numerical simulation shows that our scheme is robust against the decoherence of the system. -- Highlights: An architecture for quantum information processing is proposed. The quantum information transfer between any two selected SQs is implemented. This proposal is robust against the decoherence of the system. This architecture can be fabricated on a chip down to the micrometer scale.

    As part of a collaboration with the White House Office of Media Affairs, members of the MIT Artificial Intelligence Laboratory designed a system, called COMLINK, which distributes a daily stream of documents released by the Office of Media Affairs. Approximately 4000 direct subscribers receive information from this service but more than 100,000 people receive the information through redistribution channels. The information is distributed via Email and the World Wide Web. In such a large scale distribution scheme, there is a constant problem of subscriptions becoming invalid because the user`s Email account has terminated. This causes a backwash of hundreds of {open_quotes}bounced mail{close_quotes} messages per day which must be processed by the operators of the COMLINK system. To manage this annoying but necessary task, an expert system named BMES was developed to diagnose the failures of information delivery.
